kids to Parks day
[1:43]
whereas May 20 20 23 is annual kids do
Parks day which is organized and
[1:49]
launched by the national park trust held
on the third Saturday of May and whereas
[1:54]
kids to park stay empowers kids and
encourages families to get outdoors and
[1:58]
visit local parks public lands and
Waters and whereas we should encourage
[2:04]
children to lead a more active lifestyle
to combat issues of childhood obesity
[2:09]
diabetes hypertension and high
cholesterol and whereas kids to park
[2:15]
stays we'll broaden children's
appreciation for nature and Outdoors and
[2:20]
whereas kids to park day will recognize
the importance of recreating responsibly
[2:25]
while enjoying the benefits of the
outdoors now therefore I Floyd a Eason
[2:31]
mayor of the city of Del City do hereby
recognize May 20th 2023 as kids to Parks
[2:38]
day and I encourage Del City parents to
participate in kids to park stay
[2:43]
activities with their children sign

first meeting I do actually have a few

things to mention uh mayor thank you so
much for giving me the time

um first off I want to thank our police
chief and all of our Police Department
[3:43]
um I have seen them the most recently uh
being at the rotary as well as our
[3:49]
neighborhood watch Association so I know
that they are definitely building
[3:52]
relationships and also being completely
available
[3:56]
for assisting Rose State College I know
that was very important and a shiny
[4:00]
moment for us to be able to to help in
that matter they were also at the tiger
[4:06]
Trot
Townsend Elementary is in my ward Ward 3
[4:11]
Townsend Elementary had the a tiger Trot
last Saturday not this past Saturday but
[4:16]
the Saturday before it was amazing they
had the police were able to to come and
[4:23]
make it Dr Cobbs was there we've got
some pictures here um that were sent
[4:28]
unfortunately Miss Melissa was not able
to make it today she was not feeling
[4:34]
well but
she's a wonderful Community leader uh
[4:38]
one of our teachers there at Townsend
has started a fitness club that starts
[4:42]
every morning and they are doing a tiger
Trot and she did want me to mention that
[4:48]
we they are also doing a Special
Olympics that is going to be on May the
[4:54]
5th there is going to be about
148 participants from nine different
[5:01]
schools that will be coming on May the
5th so I would love you guys to be able
[5:07]
to attend and cheer them on it's going
to start at 10 A.M and it's going to
[5:12]
last till about 1. so I hope to see all
of you guys there another update the
[5:18]
Vintage Store and More that is also in
my ward did finally get their brand new
[5:23]
sign up so I'd love for you guys to
drive by and see the brand new sign it
[5:27]
looks really really good Free Comic Book
Day is coming up the comic book store is
[5:33]
Ward 3. don't forget that fabulous spot
there free comic big day is on May the
[5:40]
6th so after our parade on May the 6th
they are giving away free comic books to
[5:46]
students and I believe that you get up
to three free starts at 11 there at our
[5:52]
amazing comic book store that is

on May the 6th and let's see here I want
[6:01]
to give a shout out to one of my danwa
patrol captains um David Ellison he
[6:07]
represented Del City very well at the
memorial Marathon
[6:11]
um on Saturday he ran the 5K and got
sixth place
[6:16]
um he uh in the age range of 70 to 74.
so out of 32 participants he did get
[6:23]
sixth place so we're very proud of him
for that and he also ran the half
[6:28]
marathon on Sunday so not only did he
run on Saturday he ran on Sunday
[6:33]
and met his goal of running it all under
three hours so we're very proud of him
[6:38]
for representing Del City and Ward 3.

and it'll zigzag back around come up

22nd so the children can learn how to do
their hand signals for bike safety if
[7:23]

basically we're ending up with a big

and then over on Sooner Road over by
[7:54]

teds in different places there there's
[7:58]
another one there so the hope is is that
you know we can get a good professional
[8:03]
crew out there to go and repair this
before it gets worse instead of waiting
[8:09]
for us to think that we need to replace
all the 29th Street hopefully we can get
[8:12]
the you know these different bad spots

we don't have to shut down the access

it's going to be a great event we're

everybody can turn out and have a good

because so many people have to work to
move it to in the evening so the state

of the city for the city of dull city is
scheduled for June 15 2023 at 6 pm at
[9:59]
the community center
and it's going to be a chance for all of
[10:02]
the council people different uh
Department directors here at the city
[10:06]
and myself to give updates on what's
happening with the city give an
[10:10]
opportunity for the citizens to interact
with us ask questions things of that
[10:13]
nature so that is scheduled for June 15
2023 at 6 pm
[10:19]
that's usually a daytime event isn't it
right changing it to 6 p.m yes sir do we
[10:23]
get overtime for that

[10:27]
we don't never mind sorry
um

did a quick update with the parade yes
it's scheduled to kick off at 9 45 on
[10:34]
Saturday our final determination for
weather will be by eight o'clock in the
[10:38]
morning by our fire chief everything

we know it's going to be a wonderful
time

um bulk trash is to begin on May the
29th you can start placing your trash
[10:49]
out by the curb on May 25th not before
code enforcement is still out and about
[10:55]
we actually have our new code officer
that just started this week so yeah oh

anything out there before the 25th

um but starting on the 25th you can
start putting out the bulk trash and
[11:07]
it'll be picked up beginning on the 29th
and last but not least our first two

chapters of our comprehensive plan are
complete and have been turned into us

for review we're making modifications
and things to that so between the city
[11:19]
planner the development director and
myself we'll be reviewing that this week
[11:22]
we're very excited to have it and we
will have updates for you all in the

I'd like to present the May recipient
for dining in Del City
[13:48]
which is Chelinos the bio reads that
marcielo Garcia known as chelino came to
[13:57]
Oklahoma City from Mexico when he
started out as a dishwasher at a local
[14:00]
Mexican restaurant he worked his way up
to cook and then into management he
[14:06]
later opened his own restaurant called
Chelinos which now has 10 locations
[14:11]
throughout Oklahoma City metro and also
a tortilla factory a meat market and a
[14:17]
Mexican import store so we want to just
invite everyone to be a part of their
[14:21]
story and join them at 1 15 Sooner Road
in Del City and watch their business
[14:29]
grow

division of one gas Incorporated

non-exclusive franchise and we are going
to take these separately we're going to
[18:17]
do a first and it's discussion
consideration possible action approve
[18:22]
approve with modifications or deny the
following item a is ordinance number
[18:27]

granting to Oklahoma Natural Gas a
[18:32]
division of one gas Incorporated a
non-exclusive franchise for the
[18:36]
installation operation and maintenance
of a gas distribution system in the city
[18:41]
of Dale City and the selling of gas
therein for a term of 25 years
[18:47]
authorized mayor to endorse sane do I

I'm Marty oyler o-y-l-e-r with Oklahoma
Natural Gas mayor and city council it's
[19:24]
nice to be here this evening I have a
couple of co-workers with me Marlo
[19:27]
Freeman our community relations manager
and our managing attorney Dustin
[19:31]
Frederick is with me this evening I
think you have a draft of the franchise
[19:35]
and you've had an opportunity to review
it we began discussions in November with
[19:41]
the mayor and the former city manager
and Melissa and since then we've had
[19:46]
several conversations via email and
otherwise with Beverly Palmer so in
[19:52]
front of you you have the draft that we
would like to have approved this evening
[19:56]
and then it will go to a vote of the
people in August on August 8th it will
[20:02]
be for a 25 year franchise agreement
beginning at 3 percent which you're at
[20:09]
three percent now and to just give you
an idea of what we're talking about we
[20:14]
pulled numbers before we met in November
of the last 12 months of the three
[20:20]
percent fee that we collected on a
residential commercial and Industrial
[20:25]
customers not including the transport
customers and the amount collected in
[20:30]
that 12-month period was 236 thousand
dollars
[20:34]
so that's that was at three percent so
this new draft includes it starts at
[20:39]
three percent and then in 2025 it will
go to
[20:45]
3.05 percent and then it will go up 0.05
percent every five years
[20:51]
until
um so 2030 it'll be 3.10 3.15 and 2035
[20:57]
and then uh 3.20 in 2040 till the end of
the franchise so that'll give you an
[21:04]
idea there'll be a little bit of an
increase there we do have
[21:08]
included in this draft the ability to
collect from our transport from the
[21:15]
transport customers in your community
there are about 30 of those and we would
[21:20]
be collecting a fee on the commodity
that they are purchasing so our
[21:26]
transport customers they pay us directly
for the transportation the movement of
[21:31]
the gas delivery to them and then they
buy the commodity or the natural gas
[21:36]
from a third party so we take an average
at that cost because we don't know what
[21:40]
they pay because they know negotiate
that with their supplier so what we do
[21:46]
is we just take an average at that from
several different sources and we collect
[21:51]
the three percent and then provide that
as well so that would be the increase if
[21:56]
we look at that
we did kind of a high level estimate on
[22:00]
existing quantities and it looks like
that would be about eighteen hundred
[22:06]
dollars a month
if that if we did all 30 and that does
[22:10]
include some schools and so we might
want to exclude some of those but
[22:15]
they're there
[22:19]
all right so
it's it's there's a few other words and
[22:24]
several pages and I'm happy to answer
any questions that you might have and if
[22:29]
I can't answer them I know definitely
can so we appreciate the partnership for
[22:34]
25 years that we've had with this
community and we look forward to a
[22:37]
continued partnership
any questions so am I section seven it's
[22:42]
got duty to move and alter lines
can you explain some of those things
[22:48]
that you had envisioned that you would
pay for okay because it's part of this
[22:54]
is It's kind of murky with with public
you know excluding private entities
[23:00]
which makes sense and and other public
entities
[23:03]
right so what we are what we will pay to
move are our lines in the public ways
[23:11]
the relocation uh to expand streets
and for the relocation of Ong facilities
[23:19]
within public ways to build expand new
and existing City buildings
[23:27]
so if we're in the public way not
private easement but public way then we
[23:32]
would move is that so for a public way
all of our
[23:38]
we have plats in our city and so all the
plants dedicate all the utility
[23:44]
easements to the city and so our utility
easements included in this
[23:53]
they are
if it's a public
[23:56]
it's a private
and we're we're there because of a
[24:01]
private easement that we've obtained
then it is not
[24:04]
so a private easement would be that the
private landowner for example we
[24:10]
so in 1970 if you got it from Mr Epperly
and uh who developed a lot of this and
[24:19]
then he did the plat and all the lines
were in the UT or in the right away in
[24:25]
easement would you cover those no if
it's pre-existing
[24:32]
so so for example oftentimes we have in
some communities like that for growth
[24:36]
opportunities say the roads expand and
so we were private easement
[24:40]
and they come in and obtain the ability
to expand out
[24:44]
four lighting the roads well those were
private easements that we had before
[24:47]
they become became public
so that is not covered
[24:54]
under the purchased and easement or you
know there's other methods that we could
[24:58]
get those easements for all and so we
have a
[25:01]
a pipeline that goes down Sunny Lane
that's in the right hand lane that gets
[25:07]
repaired by you guys about once a year
once or twice a year just finished up
[25:12]
so that one causes us an inconvenience
is there a way to get that line moved
[25:19]
I would have to look and see what line
it is and how large it is and
[25:24]
see what the easement rights are there
and obviously you've got to have an
[25:27]
opportunity to have Lane to move it to
as well and so we have lines that cross
[25:32]
that follow sunny lane or or in fact
that same Lane one that we're talking
[25:37]
that's going to most likely cross
um I-40 at the sunny lane bridge
[25:44]
what do you envision happening whenever
four to eight years and they start on
[25:48]
the next phase of the highway
reconstruction
[25:52]
do you envision that that whenever they
ask us to go and try to move that
[25:58]
pipeline you think that you're at this
part which again is all about the roads
[26:02]
being moved and it's our city of Del
City right away because we were here
[26:06]
before I-40 would that one be covered
hypothetically you're asking for details
[26:12]
I'd have to look
in right so if it's an ODOT project
[26:21]
some of those projects that are covered
by ODOT they provide they reimburse on
[26:25]
some of those projects but they're all
specific we apply to ODOT for any of
[26:29]
those dollars that we can get to
reimburse for any revocations so
[26:34]
they end up we could hope that they
might pay some percentage of it
[26:39]
but we've been through this already with
Sooner Road in particular where we had
[26:45]
to relocate the ONG one and so our city
ended up having to pay for you know
[26:51]
fully for it or at least 125 000 or so
to move that line
[26:56]
so we have the interstate expansion
happening again and as I read this part
[27:01]
the problem that I have with it is is
that you have other public entities so
[27:05]
whenever we're looking at I-40
the L City existed in 1950 53.
[27:13]

OMG yeah 10 you're one gas everybody
[27:20]
else you guys came in here very I would
assume fairly close to whenever we were
[27:25]
there and have adopted this part and the
interstate was not there
[27:31]
so it was the old cities easement
and so
[27:36]
I want to see before we go and sign this
to get the ease get this part figured
[27:41]
out before we go through this whole
ritual again about moving
[27:46]
pipelines because we definitely know
that we're going to be expanding and
[27:50]
changing out I-40 and for you know if we
paid for the last one
[27:56]
and so we would like to see about
getting something specified in this part
[28:01]
because it's confusing in the contract
if we went to court you know it says
[28:04]
public entity it's like going it's
public ways Public public ways public
[28:08]
this part public ways is defined so
[28:12]
if the only way the word existing in the
location where a pipe is is because it's
[28:16]
a public way that's owned by the city
that is going to be paid for by us or by
[28:22]
the remainder of our customers if we
have rights to be there out
[28:31]
now that's the easiest way to look at it
right so can we get that in a letter so
[28:37]
we know that because I understand
perfectly that you know that yes you can
[28:41]
easily you can easily have a easement
again just just like Mr erpperly or
[28:45]
whatever that example where you actually
paid for that easement and I fully
[28:49]
understand that part but this part about
us moving the last one as far as I know
[28:54]
that was that was a public easement we
can look into the details of what that
[28:59]
is I don't know what that project was I
guess fortunately or unfortunately this
[29:03]
is a legal document that's wrapped by
attorney so when I look at it I know
[29:07]
what that means and the enormous Palmer
can understand what that is it's not you
[29:12]
know it's a legal contract so it is
illegal
[29:16]
in public ways as to
[29:19]
fund the standard draft that we provide
all cities that has standard definitions
[29:24]
in it for what all these things are so
it's how we
[29:28]
there's something in there that it is
not understood clearly or misunderstood
[29:34]
I'd be more than happy to look back to
see if there's some adjustment to the
[29:37]
language
[29:41]

so so I can tell you it is definitely
[29:45]
confusing and it's meant and I and I was
like going this is great until I read
[29:48]
all the caveats to it and it's like
going ah this is their way out for each
[29:52]
one of these things because because you
can go and say that the public entity
[29:55]
being Dot
well just like you said oh that's
[29:59]
Federal money and and so obviously we're
not going to do it
[30:02]
um so if we could look into that and
then the other concern that I have is is
[30:06]
that
the city of the village is building a
[30:09]
park and I've been watching it because
my my infrastructure is affected by
[30:14]
waiting for them
and the village ended up just needing to
[30:17]
have an important line that was very it
wasn't buried deep enough to get it you
[30:23]
know moved or removed in this part and
it ended up taking them five months so
[30:27]
the construction is going on everything
had to come to a complete stop
[30:30]
everybody's you know the streets are
torn out everything's in a in a mess and
[30:35]
as I'm reading this part that you know
it's saying that you're going to do it
[30:38]
as quickly as possible
you know and so
[30:43]
are did they have trouble because their
contractor contacted you to go and say
[30:47]
could you please do this work I'm just
kind of trying to understand why would
[30:52]
it take five months up at the city of
the village
[31:01]
the knowing it just
[31:05]
just across the state so I do not know
the details of every project
[31:10]
going back historically that we've had
and know the details of what that is and
[31:15]
there's many things that can lead to
differences of why it takes so long that
[31:18]
maybe we're waiting on other utilities
to move out of the way before we can
[31:21]
move it may be that there is a shortage
of specific materials that need to be
[31:26]
brought in with you know especially here
lately with all kinds of shortages on
[31:30]
materials that we're waiting on it could
be just Crews themselves or getting into
[31:36]
you know there's only so much labor that
can be done as well and so
[31:43]
does your contractors the guys who are
actually doing the work you know and I
[31:47]
met a few of them and so forth and do
they know that you have this part in
[31:51]
contracts with the uh with the easements
that says that you know you're going to
[31:55]
do it with urgency
you know with with some with some sorts
[31:59]
of urgency does does the rest of the
people know to follow this part you can
[32:04]
franchise itself to the communities that
they had the franchises whatever
[32:08]
specifics on timing in there to say each
project is done by a certain amount of
[32:12]
time I mean that's just unmanageable to
say that
[32:16]
of all circumstances we're going to look
forward and having there a certain
[32:19]
period of time that everything is done
obviously projects have
[32:24]
time and considerations whether it's
emergency whether it's safety related
[32:27]
compliance related all those things take
precedence and then there's other items
[32:32]
that could impact what the time frame is
of certain projects being done but yes
[32:36]
it is not detailed in a franchise that
says every specific project of anything
[32:41]
done is going to be done within a
certain period of time right but again
[32:44]
that particular one was you know yeah
right that particular one is the cost of
[32:50]
City it costs the city a lot of money
and the same way as far as for the right
[32:55]
away the city of the village and the
same way as for our moving of the Year
[32:59]
other things so those are the two things
that that you know I just would like to
[33:04]
do but on the other hand is thank you
for having such a such a thing as this
[33:09]
like I said I was very happy to see
those parts and like and I would just

want to make sure that everybody is
clear because you know our lawyer the
[33:18]
different people that we ask you know we
we have a specific project of I-40
[33:23]
that's going to happen
and why not go ahead and get this
[33:26]
figured out so we have an answer because
once we sign this thing we're not going
[33:31]
to have this discussion anymore all of a
sudden it's going to be no well I would
[33:34]
say that we would have discussions of
how that's done so you wouldn't be
[33:37]
putting specific projects that may or
may not occur within a franchise of how
[33:42]
you operate so we do have communities
that don't have franchises so I I will
[33:46]
tell you that having the franchise is
very beneficial because it lays out all
[33:49]
the roles and responsibilities for both
parties not just us but the city as well
[33:53]
so there's an understanding so I do
think the franchise is very beneficial
[33:57]
from that standpoint there are some
communities that they don't have a
[34:00]
franchise that they're working with and
so there's not a document to point to
[34:04]
these are the guidelines of how we're
going to be working in
[34:08]
it's very difficult to take a project
that I don't know the specifics about of
[34:11]
where the lines in that may or may not
occur at some point in the time and give
[34:15]
a guarantee on what that is and who's
going to fund it and pay for it so so
[34:19]
let's talk about a specific
this is something that I've been
[34:23]
contending with over the last two and a
half years
[34:26]
the address is 405 South Sunny Lane
there's a gas line buried there and it's
[34:32]
about six to eight inches deep
and we can't pour a sidewalk because the
[34:38]
gas line is too shallow we can't dig
down and put the sidewalk in there's a
[34:43]
section of sidewalk that's out and I
have personally been complaining about
[34:48]
that gas line for two years
everyone smiled they'll send a man with
[34:53]
a truck out there and he'll look at it
and say yeah that that Line's too
[34:57]
shallow our subcontractor ran the line
too shallow and he drives off and we
[35:02]
never see him again is this
[35:07]
it's on sunny lane
and
[35:11]
it's in the easement because we're
trying to put a sidewalk in the easement
[35:15]
and we have to stop there because we
can't dig down below the gas line
[35:20]
and this has been an ongoing problem
throughout Midway Village the gas lines
[35:24]
are buried too shallow so are you
telling me because the gas lines that
[35:30]
run east and west from Sunny Lane
would probably be in private easement
[35:36]
because it's going to be the homeowners
backyards that's a private easement
[35:43]
yet the the gas line was put in
incorrectly in that it was put into
[35:48]
shallow and we've never gotten relief
from that
[35:52]
well but you're saying to relocate that
line it becomes not your problem because
[35:58]
it's in a private easement and I say it
is your problem because you put the gas
[36:03]
line in too shallow and there was one
hookup that I saw personally and they
[36:09]
had to dig under the gas line and go
straight down because it was too shallow
[36:14]
to come off the side or the top
why have we not gotten any service in
[36:22]
getting that line deep like it's
supposed to be
[36:28]
depending on what
what are you talking about a main line
[36:31]
or a service line service well a main
line it's a six inch line that runs it
[36:36]
feeds the neighborhood and so there are
different requirements we have when
[36:40]
construction is done and if it's too
shallow and it's on us we will lower it
[36:44]
oftentimes we also find in cities where
other people privately come and they do
[36:49]
grading and things and they will make
what used to be a much deeper line a
[36:55]
and I've heard that excuse and there's a
fence in there that's probably been
[36:59]
there 40 years
and the trees are grown up around it
[37:03]
that line has been there for a long time
I I believe we've we've discussed this
[37:09]
in the past
yeah and I've not seen anything done
[37:13]
about it where the line crosses from
Sunny Lane Road that's in a public
[37:18]
easement that portion is too shallow
it's so shallow we can't put a sidewalk
[37:23]
there
[37:26]

[37:29]
the curb has not been lowered and it's
just barely at the curb level without
[37:34]
the specifics in front of it we would
have construction you know records of
[37:37]
when it was origin
[37:41]
well I know there's two gas lines that
run through that neighborhood that are
[37:44]
probably six to eight inches deep what's
the standard for burying a gas line what
[37:48]
depth is
[37:53]
you're certainly an attorney I got to
give you that well guys I probably know
[37:57]
a lot of things there's a lot of
differences between what you're doing
[38:00]
and you can't just make overarching
statements to Encompass all things of
[38:05]
course
of course but so take note of that
[38:08]
address I I'm interested in getting
these lines buried at a correct depth
[38:13]
now now the problem is if the city comes
in and condemns that line for being too
[38:18]
shallow all the customers on that line
are going to suffer from lack of gas
[38:21]
service so it's kind of a rock and a
hard place
[38:26]
but it's not safe the way it is and so
far all we've gotten is a guy to come
[38:30]
out with a truck look at it and go yep
that's too shallow and he leaves is that
[38:36]
no that's a commercial property is that
so what's the name of the commercial
[38:40]
property Sonny's Auto Trim is the
business that's there okay
[38:45]
but the line runs south of it runs on
the fence line it's it's the property
[38:49]
line and no it has not been graded it
has not been lowered what I suspect is
[38:55]
that line was put in there by a
subcontractor and they did horizontal
[38:59]
boarding rather than putting in when
they were replacing the original steel
[39:03]
line they went to that orange plastic
and they used a horizontal boring with
[39:09]
that and they put it too shallow and
we've been complaining about it for two
[39:13]
and a half years and we've not getting
any responses so right now your track
[39:18]
record is is not sitting very well with
me
[39:21]
we can't finish our sidewalk because
your gas line is in the way and that's
[39:25]
in the Sunny Lane right away and that's
a public easement is the natural gas
[39:29]
account
[39:33]
there is an account there but that line
runs East I'm sorry that run runs West
[39:38]
from Sunny Lane and it runs the length
of the block it serves the whole block
[39:43]
so that's is there a so so I mean both
of these you know both of our different
[39:49]
examples here is is there going to be a
contact or somebody to go in in and do
[39:57]
these questions you know to resolve
these things instead of you know that
[40:02]
you call you know private people
different people call out to try to do
[40:05]
this they want me to look up the issue
in the village oh and we don't we don't
[40:09]
need to worry about the bill we don't
need to worry about the village Village
[40:13]
finally got to talk about on the village
we can
[40:16]
make some calls we can come
[40:21]
around
[40:24]
again it's not about a single one it's
about finding out how the franchise
[40:30]
agreement is going to work because here
are some of the examples that we kind of
[40:34]
gave you and each one of them that where
you look at is is nothing happens
[40:40]
they're also actually very specific so
but we do have a community relations
[40:44]
manager that that would be your contact
just in general that you could call if
[40:47]
someone has a question be able to know
the note yeah
[40:52]
so
okay and then I would just point out
[40:55]
just to make sure you're all aware the
franchise does expire in July is when
[41:00]
that expires I I did talk to Beverly
with the election cycle and just
[41:06]
you know for a short period of time we
could keep that open and still we met
[41:10]
you know technically without the
election passing we should not be
[41:12]
collecting those dollars from customers
because you all are aware it's a collect
[41:16]
and remit so every dollar we collected a
franchise view from our customers has
[41:20]
turned around to this so it's just to
collect and remit so I did let her know
[41:26]
that to the extent we had a short period
of time between if we couldn't make an
[41:30]
election prior to the expiration that we
would continue collecting those for a
[41:34]
short Arena businesses just so we're
clear this is technically a July
[41:37]
election but if we were to host it it
would fall on July 4th the Tuesday July
[41:42]
4th would be the election is that right

election board has to be open for early

voting and because of that the election
board employees would have to work on

so again I-40 was not there whenever our
easements went in so we should not have

to pay for it like we did last time so
um City attorney are we going to be on

timeline for an August 8 election if we
postpone this two weeks

putting it on this one was making it a
little bit tight

we have to have everything submitted at
least 60 days before so perhaps we could
[44:57]
do june even when I submitted it the
first time I thought we had enough
[45:00]
leeway and they actually needed
excessive so if we did

did it do it one more continuance it
have to be May 15th but I think what
[45:09]
they need is specific addresses specific
what's going to happen on I-40 exactly
[45:15]
where is it because you can't talk in
generalities you have to look at each
[45:19]
property record and easement and what's
there and how they come how they've

acquired it and that's going to make the
determination but unless they know the
[45:28]
exact places I think it will be very
difficult for them to give an answer so

we could we could move ahead with
ordinance 1417 and then when the final
[45:39]
issues are hammered out in the contract
then assign the contract

is that that's doable
yes we can do that so do this however if

we don't like the contract we don't sign
the contract well no you're we already

without having your having this stuff

those things in or have your guys come

because it is a time crunch I would like
for you guys to get it done

off and done some in-service training

here we've done our semi-annual pistol
shotgun qualifications

we've done some Led T training for the
drivers training we actually got some of

those trucks out there and see how they
performed and got the guys are going to
[1:05:00]
be driving some of those trucks out
there sometime on the trucks because
[1:05:03]
they do handle quite differently than
the sedans they've been driving or the
[1:05:07]
SUVs so that was much needed for those
two
[1:05:12]

I know you mentioned the rose State
[1:05:15]
earlier thank you for that that was
pretty trying time
[1:05:19]
it was City got flooded with 9-1-1 calls
when that incident happened and they
[1:05:24]
rolled over to us so we knew right away
with the 911 coming in what was going on
[1:05:29]
sent officers over there to assist them
once things calmed down a little bit we
[1:05:35]
were able to help them and go through
some of the buildings there on the
[1:05:37]
campus and secure and make sure
everything was clear on those so
[1:05:41]
we'll reach out to them any kind any
time we can on that
[1:05:46]
uh flock cameras if you haven't noticed
they're starting to go up around the
[1:05:50]
city we'll still lack about four of them
they sent me a notice this morning
[1:05:53]
they're looking at site surveys on the
last four
[1:05:57]
but we've got the other uh we've been
getting quite a big uh
[1:06:02]
response out of them and we've had
several good recoveries out of them from
[1:06:07]
stolen vehicles wanted people
without too much detail we had one here
[1:06:12]
a couple weeks ago that was an Uber
driver was
[1:06:16]
robbed at knifepoint and Kansas I
believe it was oh good I was going to
[1:06:21]
say not Dale City no I thinking stole
the car and that and ended up here in
[1:06:26]
Del City
so
[1:06:29]
they didn't come here to go to church
but we were able to get them off the
[1:06:34]
street and recovered and get the
property back very good and we've had
[1:06:37]
some others just recently with stolen
cars and property returns it's a pretty
[1:06:42]
quick hit on these returns so the
officers are jumping right on so working
[1:06:48]
very good

cameras too because they do a lot of
[1:07:30]
search for like AWOL people and stuff in
the military and other investigations

and we want to be a part of that where

Metrotech is having their graduation
from the cleat

Basic Police Academy this Friday and I
have one graduating in that we had two
[1:07:47]
in the academy one actually got hurt
here about two weeks ago during the

defensive tactics so once he recovers
we'll get him back and finished up in
[1:07:55]
that program but we do have one Zachary
Hong who will be graduating this coming
[1:08:00]
Friday looking forward to getting him
out there and on the street

parade there's been a lot of work on

that Brittany and everybody involved in

they responded then we started getting

our officers arrived just about the time
Oklahoma City was taking him into

custody it was male subject that had a
lot of mental health problems it was not

a real gun it was an airsoft gun he
never made it in to our CVS he was only
[1:10:35]
in our section a very short time before
he went back across the street where
[1:10:38]
Oklahoma City and County but he was
taken in custody for mental health

back to the 60s if that's where I was

going we haven't been quite old only a

70s but as they're like a car they wear
out so this will bring them up to new
[1:23:52]
standards the newer meters we're looking
at are non-moving parks so they do not
[1:23:57]
wear out like the current ones we have
these are also automated readers
[1:24:03]
or leader excuse me that
um basically they will send a signal
[1:24:08]
back to Seattle City Hall and they
actually will get a read in hourly or
[1:24:15]
it'll tell you basically how many
gallons you use every hour
[1:24:20]
so we can be able to see people that
have leaks and know when they have to
[1:24:24]
leak you can you can set an alarm
spike in usage at a house if a person's
[1:24:31]
water pipe freezes and bursts we'll be
able to monitor that there's a customer
[1:24:37]
portal that comes along with this to
where each homeowner can either set
[1:24:41]
alarms for so much use or different
parameters they can set for so much
[1:24:47]
usage
or fast usage I believe there's a lot of
[1:24:52]
different aspects that
will be really nice to have
[1:24:57]
another Advantage is instead of having
four meter readers out there we can
[1:25:02]
reassign three of them to say Parks and
Rec and just have one meter reader

and we'll be getting the accurate
readings not dependent on the guy going
[1:25:13]
out and having to move a brush pile to
find the meter to dig in and get it so
[1:25:18]
that's a tremendous advantage in the
Savings in Manpower
[1:25:22]
love to have these during the ice storm
plus the accuracy that's a big factor
[1:25:29]
for the city because we're we're
experiencing a lot more water is going
[1:25:33]
out than is being accounted for all

goes from since it is a cellular based
technology the radio information what
[1:26:56]
happens when it goes from 4G to 5G to 6G
to 7g is it out of commission the answer
[1:27:01]
to that is no the only thing that
changes as we're upgrading to the
[1:27:05]
generational networks is with your cell
phones this operates on a network called
[1:27:09]
cat M1 which is a lower level of
cellular technology
[1:27:14]
um so it's the same that police fire and
military use it's a much lower level
[1:27:18]
because all we're sending is little bits
of data so it could go to 20g 30g it
[1:27:22]
doesn't matter this will stay the same

um so it's completely different than the
typical ones you would use for your cell
[1:27:27]
phone so so we have no anticipation of
that ever going away it's actually the
[1:27:30]
same technology they're using on the
little scooters that you see in downtown

areas dog collars little bits of
information so that will stay standard
[1:27:39]
for the next 20 to 30 years okay the
next question was in regards to any
[1:27:44]
Legacy costs so I wasn't really sure
what you guys were asking as far as
[1:27:48]
Legacy costs but the way
we bid this is a complete 20-year
[1:27:52]
package so the way smarter Technologies
does their pricing is they go out into
[1:27:58]
the cellular market and they buy the
data in bulk and so we get a huge
[1:28:02]
discount on buying all this data so we
can price you a 20-year system without
[1:28:07]
any additional cost for the next 20
years so we're buying all that data all
[1:28:11]
the software hosting everything in bulk
so that way there's no additional cost
[1:28:16]
for the system the way we fit it which
includes integration into your billing
[1:28:20]
software and the consumer portal
the only other additional cost that may
[1:28:24]
arise is if you ever wanted us to take
our software and integrate it into a GIS
[1:28:29]
software or a work order software any
additional
[1:28:33]
software Integrations that would be a
separate price which we would discuss
[1:28:36]
beforehand
so the Legacy question was when we get
[1:28:40]
your meters that are you know 4.5 is the
version and you come out with 6.0 7.0

technicians on how to maintain the

system and the answer is yes so not only
will we train the meter technicians uh

we'll train billing clerks how to do
billing software and integrate
[1:31:48]
everything we can do that on-site or via
the web so if you get new meter
[1:31:54]
technicians or a new billing Clerk and
they need to be retrained we again can
[1:31:57]
come out and do it again at charge we
want the system to work for you guys for
[1:32:02]
20 years because it benefits us as well
to have happy customers to help other

cities how well the system is working so
yes all of that is included in the
[1:32:09]
20-year class so I assume this has some
sort of battery in the system correct

and what's the estimated lifespan of
that battery so what happens in the

event the battery goes out before we get
to it to change it okay so if the

battery on the radio goes out these are

10. so it is a 10-year full replacement
warranty and then we warranty the
[1:32:31]
remaining 10 years at a prorated rate so
for example if they go bad at year 18
[1:32:36]
there'll be a small cost just to replace
the entire radio
[1:32:40]
but the nice thing is within the
software it tells you the battery life
[1:32:43]
of every unit in the system so it's not
like at year 17 they're all just going
[1:32:48]
to go kaput and you're right but what's
the projected life of just say a genetic
[1:32:52]
a generic meter what do you expect how
much life expectancy you one thing
[1:33:04]
one other thing that the the meter and
the endpoint are not running off a
[1:33:07]
battery what the battery does is it has
a capacitor that it trickle cell charges
[1:33:11]
over 20 years so when our smartphones
and things like that our electronic
[1:33:15]
devices die it's from the constant on
off and that hitting of the battery
[1:33:19]
every time so the capacitor just
trickles the battery trickle cell
[1:33:22]
charges that capacitor so the capacitor
is what takes a hit so that's how these
[1:33:26]
batteries could last 20 years okay I
understand so we expect 16 to 22 years
[1:33:31]
depending on the how often we're cycling
it and again
[1:33:35]
and again pull these radios more than
twice a day to cause the battery life to
[1:33:39]
go down but standard is twice a day so
so what happens when it does die does
[1:33:44]
the water shut off is the customer out
of water or it just stops reading nope
[1:33:49]
so two separate units so the water meter
will continue to flow of the water the
[1:33:53]
radio just pulls that reading every hour
and then twice a day you'll send that
[1:33:57]
information back to the utility if the
battery in the Radio dies the meter will
[1:34:00]
still keep rating water so that that
data will still be there it'll still be
[1:34:04]
there so once you go out and hook up a
new radio or restart the radio whatever
[1:34:09]
so you're not going to lose any water
Revenue okay
[1:34:15]
you have a 10 and 10 warranty on this so
the first 10 years completely no matter
[1:34:18]
what happens it gets switched out the
next 10 years is prorated what happens
[1:34:22]
though if there's tampering well hold on
the one thing that we won't warranty is
[1:34:25]
a mower hits it that's not
something yeah once you know that got it
[1:34:28]
everybody says no
[1:34:32]
so what happens if there's tampering
what would happen then so if you're
[1:34:36]
saying like if a homeowner tampers with
it so if a homeowner goes out and
[1:34:39]
disconnects it you'll get an alarm
saying disconnect so you'll know
[1:34:42]
immediately you guys can go out and fix
it again there's nothing really the
[1:34:45]
homeowner can do that can tamper with it
that would cause the battery to decrease
[1:34:49]
so yeah really lawn mowers destroying it
they'll go out there and cut the wire
[1:34:53]
thinking they're getting away with
something but the nice thing is once you
[1:34:56]
hook it up again it catches right back
up to the meter so you haven't lost if
[1:34:59]
someone decided to to get into one of
the boxes and I'm assuming the the radio
[1:35:04]
is attached to the lid to the meter yes
okay and so if someone decides to remove
[1:35:08]
that and they just keep pulling not
realizing that maybe there's a wire is
[1:35:11]
there a quick disconnect or is this
something okay so it's something that'll
[1:35:14]
break away it's not going to destroy
anything someone can come back and plug
[1:35:18]
it in easily so you're you're talking
about an antenna you're not talking
[1:35:22]
about anything that sticks up above the
meter cover no it'll it'll be flush
[1:35:26]
flush in the meter cover so yeah it just
sticks perfectly flat the only ones that
[1:35:31]
won't will be raised a little bit of
course the metal Lids they'll be raised
[1:35:34]
about a quarter of an inch
so it'll still sit on the lid but it'll
[1:35:38]
be up about a quarter of an inch if I'm
not mistake it's probably what about
[1:35:41]
four or five inches in diameter if you
drive through Midwest City you'll see
[1:35:45]
them sitting on top of theirs yeah it
looks like a little mushroom and what we
[1:35:48]
do is we drill a hole in your lid and
then it sits flush so again they're Ada
[1:35:52]
approved so wheelchairs can roll over on
there okay yeah so it's not going to
[1:35:56]
cause any issues but again sometimes
somebody will hear the lawnmower or an
[1:35:59]
aerator those are not aerator proof
there's the cost of a battery
[1:36:11]
what kind of cost is with that with that
part again so it's prorated so what we
[1:36:15]
do is we take the price of whatever you
guys paid for it and let's say it goes
[1:36:19]
out in year 11 you would pay 10 percent
of that price to get a brand new unit
[1:36:22]
and then if it's like year 18 it would
be if I forget the exact breakdown but
[1:36:27]
yeah 90 or so no yeah so so what is the
unit cost uh right it's it's 10 of what
[1:36:35]
a unit price that we've been what is a
unit price
[1:36:39]
it was in there so we're talking like
the 5 8 the like the normal the normal
[1:36:45]
the
[1:36:48]
if you take the 8400 divided by the 3.99
it's 3 452 dollars and some change for a
[1:36:56]
unit per year
you can almost
[1:37:03]
52 instance 452
[1:37:08]

we have a breakdown yeah so it would be
in there okay so so the 5 8 has a unit
[1:37:19]
cost of 131 well that's the meat that's
the meter you'd have to find a pinpoint

or transmitter so then the end point is
253 so yeah so 253 so year 11 it would
[1:37:29]
be 25.30
and uh
[1:37:33]
okay so at year 21
so so 21 you know your obligations end
[1:37:41]
and so the battery goes dead there we
just have to replace the end point so so
[1:37:48]
that part
the meter should still be good until we
[1:37:53]
decided how long do you think the actual
meter part same thing so the meter has a
[1:37:57]
battery as well that has a 15-year
warranty then it has a field replaceable
[1:38:02]
battery that is that is ten dollars so
at year 16 17 18 whenever that battery
[1:38:05]
goes dead you can get a unit replace the
battery and you're up and running for
[1:38:09]
another
picture and so how about that battery
[1:38:12]
change at your 15 or so
what what's what happens for this
[1:38:16]
contract
so again if the battery starts dying
[1:38:20]
what what it'll be a sense slope unit is
warranty meters warranty for 15 years
[1:38:25]
let's say it uh let's say it dies at
year seven we replace the whole meter if
[1:38:30]
it dies after year 15 then you guys
either replace the battery which will
[1:38:34]
get it up and running again or we can
replace the hole
[1:38:38]
the only thing in the in
the only thing in the meter that can
[1:38:42]
literally go bad because they're a
non-moving part meter is the battery so
[1:38:46]
at the year 15 now again if the warranty
will be done but if you replace the
[1:38:50]
battery you could probably get 15 more
years out of it and keep running and the
[1:38:53]
battery's 25 bucks so but again the only
thing that can die in the meter is going
[1:38:58]
to be the battery and that was one of
our concerns whenever we first started
[1:39:02]
looking at this like eight years ago or
so was that
[1:39:05]
uh having the whole city die at your 15
or 20. you know and then having a huge
[1:39:11]
cost so the cost of replacing the
batteries is should be minimal minimal
[1:39:17]
but another good thing is as Dan said
earlier you know the meters will tell
[1:39:21]
you uh by looking at them if you get a
bad battery
[1:39:25]
um and then our endpoints will tell you
through the software though so we're
[1:39:29]
going to warn you before they die yeah
so you can run a report every single
[1:39:33]
year and say hey show me the battery
life of every radio and then you can say
[1:39:36]
okay show me the battery life everywhere
it was below 90 below 50 below 30 so
[1:39:41]
you'll have far in advance warning as to
when these are going to start dying on
[1:39:46]
you you have a recommendation as to when
to replace the battery if we get down to
[1:39:50]
should we start replacing them when they
hit 10 is there a is there a quicker
[1:39:54]
decline once you hit you know 10 they're
not cool
[1:40:00]
lithium ion batteries brain my brain
went blank there for a minute so you
[1:40:04]
can't really uh 100 judge lithium ion
battery because they're either on or off
[1:40:08]
so my suggestion is if they get below 40
replace it yep and yeah with the meters
[1:40:15]
they'll give you a warning they'll
suggest hey battery
[1:40:18]
so through year 20 you're going to keep
updating the software and that stuff so
[1:40:24]
after year 20 what kind of costs should
we be looking at
[1:40:28]
to get the data maintain your system to
maintain the system okay
[1:40:33]
um the endpoints won't turn themselves
off so they're guaranteed for 20. but
[1:40:38]
they're also the life of the endpoint so
if it makes it to 25 years then you get
[1:40:42]
five years worth of quote-unquote free
data so it's the life of the endpoint is
[1:40:47]
how the data works so if it makes it to
22 then you've got two years worth of
[1:40:52]
free data so what I would suggest is you
know around year 18 you start looking at
[1:40:57]
some kind of a change out Program start
looking at the batteries and find out
[1:41:01]
like Dan said which ones are below 30 or
40 percent start replacing those
[1:41:05]
um so you can kind of do your your
change out gradually versus you know
[1:41:10]
trying to do it all at one time
and we're going to have to at after year
[1:41:14]
20 we're going to have to change out the
end point
[1:41:19]
at so but that's a that's a used part
that's going to have to right correct
[1:41:24]
yeah or a consumable consumer and then
and then a battery for the meter
[1:41:29]
and hopefully the communicator would
keep working or uh or the midpoint is
[1:41:34]
the communicator the end point is to
communicate great we don't have any
[1:41:36]
infrastructure because we're operating
on the infrastructure already put up by
[1:41:39]
the cellular networks so the beautiful
thing is you don't have to go out and
[1:41:43]
maintain any of that okay so we've done
that because that's a good point which
[1:41:46]
for Miss Brown is and the rest of you
guys is you know been to a city had a
[1:41:50]
problem where they had to go put the
whole infrastructure in and then it
[1:41:53]
didn't quite reach everybody so I mean
this is beautiful on this yeah
[1:42:03]
these Ami systems and a metering system
s most utilities replace them every 10
[1:42:08]
to 15 years just full 3.7 million every
10 to 15 years but that's why I
[1:42:13]
partnered with set and Center because
they have the longest warranties and
[1:42:17]
kind of the best technology so we can
stretch those out to 15 to 25 years
[1:42:21]
versus every 10 years you're spending
three or four million dollars so let's
[1:42:26]
talk about the billing procedures for
some reason we have trouble keeping our
[1:42:30]
billing cycle in sync with the meter
reading

improve our billing procedures will we

be able to get the billing caught back

okay so what happens is the radio is
going to read the meter every hour twice
[1:42:59]
a day it's going to send the information
back so what billing will do is whenever
[1:43:03]
it's time to Bill a certain route
there's just a button they push that
[1:43:06]
says export to billing and it takes it
take current read that the system has
[1:43:10]
and drops it in the building let me ask
you a question right now we send the
[1:43:14]
billing out to a third party is that
correct
[1:43:17]
so will this eliminate the need for the
third party will this be able to do the
[1:43:21]
billing
[1:43:30]
purposes
[1:44:04]
becomes instantaneous
[1:44:11]
good so we'll be we'll get caught up
all right okay so on the data so
[1:44:21]
how does it so it's it is free to to get
it from
[1:44:26]
you know the seller data coming in and
then actually putting it into that
[1:44:30]
software
so after year 20 you know to put it into
[1:44:34]
the software is that just part of the in
the end point
[1:44:39]
is gets it into that gets it into the
software or is there somebody who you
[1:44:43]
know is there some company that you know
is going to charge us you know a
[1:44:46]
percentage so it'll stay it'll stay with
us and Bruce correct me if yeah they
[1:44:50]
answered that scene you could have two
years of free debt if you went 22 years
[1:44:53]
then you get the last two years three so
what happens so the dealer goes to the
[1:44:57]
cell unit and then ATT or us other
Whoever has it sends it to Amazon web
[1:45:01]
services Amazon web services sends it to
set and then set says oh this this data
[1:45:07]
belongs to Del City and it goes into the
software even after the 20 years we're
[1:45:10]
still going to do that process because
we've paid for that until the end of the
[1:45:13]
life of the radio so once the Radio dies
then we say okay do you guys want to
[1:45:18]
re-up and start over again with another
20 or do you want to do you know
[1:45:21]
something like that but the whole
process of reader reading the meter to
[1:45:25]
the radio to Cellular to software to
your software is all
[1:45:28]
so that that leads to a
so the data is connected to the each
[1:45:34]
radio or each endpoint right so say at
five years we have a radio go out
[1:45:40]
do we now have we've we've used up five
years of that data do we just have 15
[1:45:44]
years of data or is that
is the date you get you get what I'm
[1:45:48]
saying so does it restart if it's
connected to that radio sort of like I
[1:45:51]
got my SIM card right and my it's
connected to that device right
[1:45:56]
so it would be the 15 years yeah so if
it dies in year five let's say let's say
[1:46:00]
it just goes out you've already paid for
the 20 years of data so what we do is we
[1:46:04]
give you a new radio that has 15 years
gotcha okay so you're typically with
[1:46:08]
that one you'd probably easily get to 25
yes okay now you have that accurate
[1:46:12]
perfect and paying for that data like I
said 25 or 28 years if you happen to
[1:46:17]
make it there you'd still have it going
yeah we don't come back and say well you
[1:46:20]
hit your 20 and that's cool okay time
for the yeah we're rolling along we just
[1:46:24]
keep rolling along yep exactly very good
[1:46:31]
shut off tomorrow right okay so the next
question is is if you guys go you know
[1:46:37]
if you guys go out of business or
whatever else is this simple enough
[1:46:42]
technology to where somebody else would
hopefully buy buy you guys up and be
[1:46:45]
able to take over yes yes very much so
in fact a lot of the bigger Ami
[1:46:50]
companies are now starting to jump into
cellular uh set was one of the first
[1:46:54]
companies to do it they're owned by a
large private Equity Firm and a publicly
[1:46:58]
traded company so if anything were to
get towards bankruptcy there would be
[1:47:02]
other multiple companies that would
happen to just eat them up and
[1:47:06]
in fact I've been with two companies
that that has happened to over the past
[1:47:09]
20 years where Amco being one of them
data magic being a second one where they
[1:47:13]
just could not function they could not
work and and bigger companies came in
[1:47:17]
scooped them up and maintained their
customers
[1:47:20]
and like one other thing is you know we
are a debt-free company so we're not
[1:47:24]
looking at any of that you know backed
by Cresco net who is about about three
[1:47:28]
billion dollars a year in sales
as earlier you guys had Oklahoma Natural
[1:47:33]
Gas in here you know we do water right
now in about two months we'll have gas
[1:47:37]
out on the market so we'll do gas as
well and then about a year from now
[1:47:41]
we'll do electric as well so we're
building and growing towards the future
[1:47:44]
there's no I don't see any chance of us
going anywhere I mean they just dropped
[1:47:49]
two million dollars into gas
r d and we're probably going to be
[1:47:55]
double that into electric r d
awesome so when you all do start the uh
[1:48:02]
conversion or whatever we're going to
call this whenever the project starts
[1:48:05]
the biggest thing that I have for this
is we need to make sure anyone that you
[1:48:09]
have out there is easily visible and
easily identifiable So shirts vests

something that lets people know who they
are we've had companies that come in the
[1:48:19]
past that literally folks are in shorts
and t-shirts out there working with no
[1:48:22]
visible anything please make sure that's
taken care of because we will stop we
[1:48:26]
will ask questions yeah and we're going
to have a kickoff meeting where we want
[1:48:30]
to address all of that what do you
require of our installers where we kick
[1:48:34]

where we go through step by step but yes

our installers will have vests we'll

if a homeowner does have questions we

want the installers to be prepared to
answer any questions and give them the
[1:48:52]
right people to reach out to you and
this is sort of the perfect time to stop

to talk about the communication plan
where were you headed what kind of down
[1:48:59]
time are you talking about like say you
come to Pam's house and you start to
[1:49:04]
change out her meter what's the down
time she's going to be out of water for
[1:49:07]
minutes 30 minutes three minutes three
minutes you can change that out in three
[1:49:12]
minutes two nuts you unscrew pull the
meter out you assume that they're not
[1:49:16]
frozen in rusted that is true I assume
they're not frozen but these guys yeah
[1:49:22]
they're average in you know a couple
hundred meters a day in some of the
[1:49:25]
smaller communities that we've already
done so we're not worried about that but
[1:49:29]
30 minutes is probably top end okay but
three to five is pretty normal pretty
[1:49:34]
normal and what they do is when they
open up the pit if that meter is running
[1:49:38]
stop what they're doing and they go
knock on the door very good we're here
[1:49:43]
to change your meter out you might be
out of water for a few minutes do you
[1:49:45]
mind okay because the person might be in
the shower yeah they don't just shut it
[1:49:48]
off exactly so if it's running they'll
stop they'll go do the neighbor
[1:49:55]

test meter at my house already I had no
[1:49:59]
idea I even had a test mirror at my
house until Brittany called me and she
[1:50:05]
said
she said how in the world did you go
[1:50:09]
through 27 000 gallons and I was like
excuse me
[1:50:13]

I hope so yeah
[1:50:24]
a really fast amount of time I have
people all the time tell me that
[1:50:27]
physically isn't possible and you're
going to do search on AWA and show them
[1:50:31]
how much water and it's unbelievable how
much water can go through that or even
[1:50:35]
just a leaky toilet that people don't
hear shut off you know the beautiful
[1:50:38]
thing about the system is now we're
going to be able to show them that data
[1:50:41]
at your fingers yeah at 10 pm you you
started flowing such and such a rate yes
[1:50:47]
sir that's very good and and in regards
to communication so every homeowner gets
[1:50:52]
their own consumer engagement login so
the software that you see on every
[1:50:56]
homeowner account they'll be able to log
in and see that themselves okay so if
[1:51:00]
they have 24 hours worth of usage they
will get a leak alarm and then they can
[1:51:04]
set that up to tax them or email them
that they have a leak so the idea behind
[1:51:08]
that is uh the homeowner will actually
fix their own problem before they call
[1:51:13]
you guys because they'll be able to see
all that information and welcome to a
[1:51:17]
third party website no it's ours it's
our software is that an extra a
[1:51:21]
beautiful thing it's not third party
it's built into our software so the data
[1:51:25]
is all live and and connected so when
your customer service team logs in if it
[1:51:30]
was third party the data would lag it
might be a 24 hour lag so they won't see
[1:51:34]
the same thing the customer service
people we're gonna see the same exact
[1:51:37]
data that the people at home are seeing
awesome really are you asking for an
[1:51:40]
extra fee from customers for that kind
of communication will there be any extra
[1:51:46]
fees for customers for any of those
you're welcome to charge the homeowner
[1:51:51]
fee but we don't charge you nope all
right so let's let's transition into
[1:51:58]

about communication because that's Pro

that's a good segue right there you shut

fees we're not charging anything extra
on top of so there is a plan we we had

what a lot of people don't understand is

that the whole older the meter gets it
slows down it doesn't speed up it will

slow down and quit reading accurately so
once we start dropping meters in that
[1:53:47]
are reading a hundred percent a lot of
people are going to go I have a leak
[1:53:51]
there's no way I actually use this water
well you've been using that water you
[1:53:56]
just haven't been paying for it the
whole time so
[1:54:00]
of course I will be out there on the
front line I will help all of our
[1:54:04]
residents as much as I possibly can we
are going to educate we're going to
[1:54:10]
inform we are going to be out there this
time we are not going to do it like we
[1:54:15]
did it last time we're going to get it
right this time what can the council do
[1:54:18]
to help you with that and are there any
Town Halls scheduled for those kind of
[1:54:26]
discussions so that is something that we
will talk about Thursday I I am not
[1:54:32]
opposed there's no such thing as too
much communication on something like
[1:54:35]
this and they're going to start moving
pretty quick it's my understanding like
[1:54:39]
this isn't going to be we're going to
sign a contract and maybe sometime next

to be working on a very limited window

and so we're going to have to be very
specific and very conscious about how we

have a good plan of attack that we are
all comfortable with once we have that

but the main thing is we want to get
[1:56:48]
and we want to make sure that the
billing
[1:56:51]
good as it can be but again we're going
to have hurdles because we're going to

uncover things

so so you just you know this is the one
time that we're gonna touch all of our

meters so uh Craig and Mike and everyone

we should ensure that the line going in
to the meter and the line coming out of

meter this is ideal for us to not just
make a meter fit and make a meter work

if there's a problem we see some extra
wear something like that this is the

guys communicate that with us there's
[1:57:28]

you're allowed to take 20 pictures at
every location that gets stored back

this is tied to Federal funding and so

have you done other cities with this and
completed have you done others and
[1:58:57]
completed it so that way you dotted all
the I's and T's and whatever else we
[1:59:00]
might need to close out our project yeah

we uh but with but again just federally
funded to where to where
[1:59:12]
we have something they don't always tell
us that so I don't know
[1:59:16]
I could answer that for you guys well
they've already been vetted by my
[1:59:19]
federal system before we even got to the
awards section
[1:59:23]
um yeah we've added you so you don't owe
the IRS money that's the number one
[1:59:28]
right
right but the other part is they have to
[1:59:31]
hire the right people and I'm sure if
they have to sign that I mean are they
[1:59:35]
going to sign anything else besides what
the contract they submitted or do they
[1:59:39]
have other requirements and just to make
sure and and also a time period because
[1:59:43]
we're running up to time periods and
running out of time on some projects
[1:59:47]
right this one is this one is a
different system and no they meet all
[1:59:51]
the criteria they've checked all the
boxes and they'll be done within well
[1:59:55]
within the time frame of this
requirement
[1:59:57]
all right do we have a plan to where
we're going to start with the meters are
[2:00:01]
we going to do one word at a time are we
going to start north of the city or
[2:00:04]
south

well that's that's what we're talking
about that way

um you don't
the last thing we want is for half of a
[2:00:16]
cycle to be billed on the new meters and
have to be built on the old meter so

we'll take it a cycle at a time so
they'll go in and read the meter and

then your crew will come along and
change it yeah and then the about it
[2:00:28]
we'll also take a picture of
picture with the readings
[2:00:34]
these guys can go back in look at them
[2:00:39]
yeah
reports that we can run meter change out
[2:00:42]
ports so we'll tell you what meters were
changed out that week
[2:00:45]
that week so you'll have all that data
very good

reading so it does the old meter meter

out new meter new meter it gives you
that calculation so you can still yeah

your meter they're going to be smart
they're going to read 100 your bill

might go up but I don't know when I

to be clear that we have been talking
about it but there is a reason that we
[2:01:43]
did not I didn't want to scare everyone
especially we're we're still licking
[2:01:48]
wounds from billing calibration so the
the bottom line here is all we're going
[2:01:53]
to be charging is for the water that
they use absolutely there's no added
[2:01:57]
premium there's no added value there
it's simply what they're using a lot of
[2:02:02]
people have been skating by yep
a more accurate bill
[2:02:08]
so if people see their bills go up it's
not because the city's building them
[2:02:11]
anymore they're billing them more
accurately right right okay very good

this is up to you guys not that I want

to add any work but you can pull several
meters out from around town and then
[2:02:39]
have them tested and if they test at 60
or 80 percent that you can kind of

to go up 40 they're going to go up 20
[2:02:48]
but there's no specific
[2:03:11]
don't know until they pull the old meter

you turn on customer portal to your

questions if they're not ready for it

that we discussed at the last meeting
[2:10:34]
and we're talking about the entry to Del
City the entry sign on Sooner Road

at Reno
and that is a project that is sorely
[2:10:44]
lacking that is an eyesore coming into
the city we had some great ideas brought
[2:10:49]
To Us by the beautification committee
the last council meeting and I would
[2:10:53]
like to put that as the number one
project get the entry to Del City up to
[2:10:59]
standard
I agree let me go into a quick detail on
[2:11:03]
how this is going to work I want to make
sure you all know this is part of the
[2:11:06]
budgeting process for Melissa and myself
a couple of department heads have stayed
[2:11:11]
because they've got special projects
they want us what a shock it's the chief
[2:11:15]
no what I want you all to know is if we
can get these on the radar now the goal
[2:11:21]
of course is to find the money within
the city if we have it already within
[2:11:24]
our means to be able to perform these if
not this is the opportunity to say we're
[2:11:28]
going out for grant funding specialty
funding one-time funding to do any of
[2:11:33]
these things for example the entry to
Del City beautification committee
[2:11:36]
project could be completed with
neighborhood enhancement according to
[2:11:39]
the rules and requirements of the
restricted fund but if we can get
[2:11:43]
Oklahoma beautiful parks and tourism
someone else to give us that funding
[2:11:48]
even better so at this point even giving
us ideas that we can have down I will
[2:11:53]
try to build in what's in the budget and
I make the I make the example you all
[2:11:57]
have five million dollars in requests
and we have fifty thousand dollars to
[2:12:00]
spend but if we don't have those things
out now then we can't do that when the
[2:12:05]
Auditors come back and they ask us
questions why did you all perform for
[2:12:09]
example we did do the if we're going to
do the
[2:12:12]
bathroom project here in this next
fiscal year why was it not budgeted why
[2:12:16]
did it have to be moved money moved
around for it why was it not prepped for
[2:12:20]
this is an example of how we're prepping
for it now so this is better budgeting
[2:12:24]
process and it lets me know in this new
role exactly what we're looking for I
[2:12:28]
know I have many of your requests from
my previous role but now instead of it
[2:12:32]
being economic focused now it's all
encompassing okay so let's take this in
[2:12:38]
two parts
we can talk about infrastructure
[2:12:43]
and we can talk about beautification and
and parks and kind of keep keep focused
[2:12:48]
and then we'll find some place for PD
and amongst all that stuff do we want to
[2:12:52]
we're going to call you recreate oh
beautification yeah you need you need
[2:12:56]
some beautification at the police
department should we take this by Ward
[2:12:59]
potentially as well we could and that
would not be a bad starting point we

could start with Ward one and unless
everybody talk about their favorite

like to see

sidewalks on sunny lane in the

guardrails and I think that's a worthy
project but is there something in Ward

other words in those things

request for this whole part is we need

to get out the things that he needs you
know that we can try to get into the

budget

should be thought of as the one time to
get everything in so so so we got plenty

so you know I think we should be really
just thinking of the most important

things to get done tonight and maybe we
have another one next time so that's

of things like the entrances to uh to

all of our streets have you know places
where the water lines are cut out and we

need to fix those speed bumps and this
but I think that uh for right now as is

restroom we we approve the restroom
modification remodel on the ground floor

floor at City Hall I think that was the
one that we had Plus

the restrooms at the community center
the um the senior center and the food

prep area and the tile floor for the
senior center those were all on the
[2:15:14]
agenda and were approved by the council
previously I think we had approved
[2:15:18]
looking at the drawings because we were
updating we made some updates to the
[2:15:21]
restrooms where we wanted
a water a water closet is that what
[2:15:26]
we're calling it two two new water
closets I believe so yeah we we did
[2:15:30]
discuss that so my concern is that the
restrooms at City Hall we have voted on
[2:15:36]
it before it's been four or five years
ago but I just want I don't want it to
[2:15:40]
get lost I want it completed we're just
talking about budget items that's
[2:15:45]
something that has already been approved
but we want to make that a high priority
[2:15:49]
in the budget that's where we're going
with it and whenever you come in you see
[2:15:52]
the budget coming up in the next few
weeks you can ask myself and Melissa

where is the money for blank and we say
it is right here in section seven

budget he's if I can but you get it

things that are not infrastructure

Lake I understand the trail is already

for the trail at Eagle Lake we need to
have that well lit if we're going to
[2:16:35]
expect citizens to walk out there and
feel safe so lighting I think is a high

project
for the new trail that we're putting in
[2:16:43]
at Eagle Lake
because it bothers the fish
[2:16:48]

however that is a question I think that
[2:16:52]
you know that part of the bicycle trail
you know the the South half going over
[2:16:56]
to that spot should be well lit the
question is is whether or not we should
[2:17:01]
have light pollution for the other half
you know it's so so

the you know the you know the light blue
you know is this it's would be one of
[2:17:11]
the darker spots
um you know what people want to be
[2:17:15]
actually out there
with it or not so that's just one
[2:17:18]

so when I've been to a lake and I went
[2:17:22]
to the marina they've got lights
everywhere I don't
[2:17:25]
know is this such a thing as light
pollution at a lake well definitely
[2:17:29]
Drapers is very dark but that's not
Draper but but again it's just the
[2:17:34]
question is
trying to figure out do we really want
[2:17:38]
to have the whole Trail lit
or do you want to have it we need the
[2:17:42]
trail lit if we expect it to be used
especially in the in the winter months
[2:17:46]
when daylight goes away early
I have to think safety for our citizens

I think lighting is a high priority Pam

Village hired a company to come out and
design the park

come up with the parts and in that way
you have a clear vision of what you

and and in that way once you have that

part done is hopefully you can actually
have that same company at least start
[2:19:09]
coming up with bids or different things
that you might need for the engineering
[2:19:12]
drawings to submit some of that ACOG or
yeah we're not getting some other
[2:19:16]
options you know this fiscal year we're
not going to complete Ray Trent Park so
[2:19:20]
let's pay for the engineering that goes
into the drawings and and the plan for
[2:19:25]
raytrain Park which would be great to
coincide with everything that we're
[2:19:28]
going to be getting from half you know
half is going to have a ton of stuff for
[2:19:32]
us too so that's what I'd like to see
for Ray Trent yeah

at least a Clear Vision on that

at Edwards Park
I would like those old shrubs taken out

and new trees put in that is very

town and everything looks speed up it

needs to be planted a water source and

that's another thing it's a vision what

we looked we need to look 100 percent

and drains and that sort of thing and

I'd like to get Bryant Avenue North of
15th Street if you guys have driven that

that is the worst piece of road that we
own In the City by far and I have since
[2:20:59]
day one on Council I have been fighting
to get some Headway there we need to
[2:21:04]
figure out that portion of of Bryant for
sure and just so we're clear both uh
[2:21:09]
Hatfield and Craig have been working on
that according to our surveys
[2:21:13]
that entire section 15th to Scott Street
is not in Del City's limits that's why
[2:21:20]
we haven't touched it really that is on
each one of their lists but we can't
[2:21:24]
touch the technically Oklahoma City's
property now we are going to check that
[2:21:28]
survey it and figure out if that is the
truth but when you look on the county
[2:21:31]
assessor's website and then previous
surveys it actually shows as you move up
[2:21:36]
Bryant it slowly veers off to the east
until Brian is completely covered by
[2:21:41]
Oklahoma City at which case if we know
anybody that knows Oklahoma City Council
[2:21:45]
people
we could ask them to do it for free for
[2:21:49]
us so
[2:21:53]
um so while you're figuring that out I
believe that Vicki um is actually a very
[2:21:58]
important Street
um they're between 15th and 29th um that
[2:22:03]
whole area needs to be resurfaced I did
send some pictures to JD today with some
[2:22:10]
pretty large potholes that I think you
know need to be fixed in the immediate
[2:22:14]
time
um but I would like to see all of Vicki
[2:22:18]
between 15th and 29th be completely
redone and also the um the school zone
[2:22:28]
wavy line what is the professional name
for that squiggly line the squiggly line
[2:22:33]
thank you I believe all of that needs to
be repainted and redone the crosswalks
[2:22:39]
need to be done yeah that would go hand
in hand with the resurfacing project
[2:22:42]
yeah all of that um that that needs new
face and staying in the old town area I
[2:22:49]
would like to see a park or even a
splash pad
[2:22:54]
um I have looked into some possible
grants
[2:22:58]
um out there for splash pads
specifically so I know that there's
[2:23:04]
going to be some some good help out
there but I think a splash pad would be
[2:23:07]
great for Old Town
two parks in the state of Oklahoma that
[2:23:11]
have to have got to the top ten there's
one up by Tulsa and actually the
[2:23:17]
scissortail splash pad is within the top
ten
[2:23:20]
so we could be up there yeah it's
definitely something that the kids would
[2:23:25]
really have a lot of fun with and they
can actually walk there in that old town
[2:23:29]
area they definitely need more help and
big picture here hopefully coinciding
[2:23:37]
with police I do know that we've got a
pretty high Juvenile Detention rate and
[2:23:46]
I want to see what we can do to help our
youth what is it that they that they
[2:23:52]
need after school during school what can
we build for them that will keep them
[2:23:58]
keep them busy what can we do as a
community there whether we grow the
[2:24:04]
community center and really start
getting some things in there for our
[2:24:08]
youth but we definitely want to start
seeing something for for for our youth
[2:24:14]
something that they can do and that was
pretty much it Vicky's the is one of my
[2:24:18]
main things lighting I like what you
said mayor we definitely could do with
[2:24:24]
updating a lot of our lighting lighting
down Vicki Lighting near our schools
[2:24:28]
Lighting near our new Pathways we can
definitely look into getting some kind
[2:24:35]
of help for for new lighting projects

well and so for us past Paving on it I
think has only lasted about eight years
[2:24:45]
or seven years and so one of the things
that I was talking to a Paving Company
[2:24:49]
about is it's just kind of how thick
you're going to actually make it so

they're kind of laughing at some of the
cities where they just do like a you
[2:24:57]
know a one inch or two inch and possibly
you know changing that thickness to
[2:25:02]
hopefully make our main thoroughfare
Vicki last longer so it would be better
[2:25:06]
to try to spend a little bit more money
on that project and also looking into
[2:25:10]
the actual drainage to make sure that
all the streets are draining down Vicky
[2:25:14]
because that's unfortunately where the
water has to go that's the channel
[2:25:18]
well
so Ward four
[2:25:22]
uh okay so I know High Soul it's it's
kind of it's in need of some repair I
[2:25:29]
know it's on a list somewhere it has
certainly started to degrade much faster
[2:25:35]
here in the last couple of years Howard
another Street that's got some pretty
[2:25:40]
there's just some rough sections it's
not you know it's not horrible but I
[2:25:45]
think it's I do spot repair yeah and
it's and I think it's the
[2:25:50]
base layer whatever's underneath has
failed in a few places basically from
[2:25:55]
Gina to just north of Judy is a really
bad section there and it's from all the
[2:26:00]
there's one spot where I think a trash
truck you can just tell that's where it
[2:26:04]
stops every time and it's just slowly
worked that pavement there so
[2:26:10]
um there's that I would like for us to
really work to get Eagle Lake connected
[2:26:17]
to Midwest City through that trail
system there we're gonna be there's
[2:26:20]
going to be that
that spot where we need a lot of grant
[2:26:24]
money for Trails yeah you know that it's
going to stop right there sooner we're
[2:26:30]
going to have nothing you know we will

because we always have all the heavy
fire trucks in and out we have all the

traffic in and out that uh you know if
we can get that to at least the mailbox

because the mailbox always has the part
falling in but that would be a nice
[2:27:30]
smaller area to do but also on the other
side of you know 31st Street has a lot
[2:27:36]
of failures but that's kind of more of
again getting back to just road-based
[2:27:40]
failures back to 28th and Napoli I think
there's a lot of heavy florist truck
[2:27:44]
going through there yeah yeah
multiple ones okay as part of that
[2:27:51]
should we consider putting an actual
rather than asphalt but concrete that's
[2:27:55]
concrete base right for not just the
road but also in front of the mailboxes
[2:28:01]
that's that constantly is failing soon
let's go back to that intersection when
[2:28:05]
we initially were designing the fire
station there and there was an island
[2:28:09]
that had a flagpole and you guys
remember the flagpole and in that little
[2:28:13]
island and we were supposed to put it
was it a statue or a plaque to Bob Woods
[2:28:19]
in the center that then when we rebuild
it all we got was grass
[2:28:24]
That was supposed to go back with a
flagpole and a plaque honoring Bob woods
[2:28:29]
and that's something that we might look
into

that would be some parts does the fire
station not have a flagpole at all or

and what we had proposed in the past

this has been before the council in the
past the area between The High Line
[2:29:15]
poles and the street right now it's
concrete but it's kind of useless
[2:29:19]
because you really can't get around in
parking it it's hard to get through
[2:29:22]
there so in the past we had proposed
take out the concrete section from the
[2:29:28]
Highline polls to 29th Street make a
Green Space there with sort of the
[2:29:34]
winding sidewalk going through there in
fact we have drawings for that we had
[2:29:39]
that engineered
and uh
[2:29:42]
perhaps we could put electrical outlets
at strategic places so that when we have
[2:29:48]
some sort of event in that area like the
music festivals that we had the music
[2:29:53]
programs vendors could set up you
suggested the
[2:29:59]
uh business Market could be held outside
with tents and and that'd be a great
[2:30:04]
event to put there if we make that green
space in between The High Line poles and
[2:30:10]
29th Street yeah as a part of on a
couple of different occasions half had
[2:30:16]
some really very cool drawings where
they had taken brick and they had taken
[2:30:22]
grass and they had made it really a very
usable some examples of some very usable
[2:30:26]
spaces there that
um I thought and they actually had I if
[2:30:30]
I remember correct they actually had a
rendering of what specifically what Rose
[2:30:35]
Lane could look like for what looked
like a
[2:30:39]
minimal investment really we actually
have engineered drawings of that area
[2:30:43]
where we proposed it yeah so that could
be a that could be an easy I think when
[2:30:48]
we were working on that that's about
when covet hit and everything came to a
[2:30:53]
screeching home so that's something that
could be Revisited we can pull out the
[2:30:57]
old drawings we really don't have to
re-engineer it
[2:31:00]
one of the suggestions was to put all
the high line polls underground however
[2:31:04]
that's cost prohibitive not only to the
city who would be doing the main lines
[2:31:09]
but all the shops that are served off of
the feeder systems from that from those
[2:31:14]
Highline wires because they would have
to convert from overhead service to
[2:31:18]
underground service and that would put
the burden on each individual shop
[2:31:22]
so we kind of nixed that program and
went to just realigning The High Line
[2:31:29]
polls getting them in a straight line
right now if you look at them they're
[2:31:32]
kind of all over the place that there's
no Rhyme or Reason to the system
[2:31:36]
but we do have drawings for that and I
think that's something we could bring
[2:31:39]
out and revisit
so I agree my other uh thought was this
[2:31:45]
uh the sidewalk between about 25th is
24th and 22nd on sunny lane so what we
[2:31:54]
currently you have a lot of people in
Pam's neighborhood that try to walk up
[2:32:00]
along Sunny Lane in between Sunny Lane
and the creek that's open without a
[2:32:03]
guardrail or any kind of railing
so when we discussed this we came up to
[2:32:08]
the thing is this we can't put a railing
in
[2:32:18]
between the railing and that it's Crush
zone so they we got nixed on trying to
[2:32:23]
make it safer that way
but we we discussed this is that we
[2:32:27]
think with a minimal amount of of work
and looking at it that we could get
[2:32:32]
enough room between the creek and the
houses and use that's use the west side
[2:32:38]
of the creek to go and make the uh yeah
sidewalk on the west side of the canal
[2:32:42]
right
and then that way you know we at least
[2:32:45]
solve that part so I mean it might take
you know you know a small amount of
[2:32:50]
purchases or different things and then
just to get the sidewalk put in I think
[2:32:54]
that'd possibly some things there it's
overgrown right there are trees growing
[2:32:57]
in it so you're looking at Public Works
coming in and clearing some trees
[2:33:02]
and that would be that and just the
concrete I don't right yeah we stopped
[2:33:07]
whenever we went out there yeah we
looked and measured it yeah and it
[2:33:10]
looked it looked it looked close and and
if we don't then we unfortunately you
[2:33:15]
know we just go and see about buying a
little bit of time you land out yeah
[2:33:19]
five five four feet change the fence out
yeah and have it but that's another
[2:33:24]
project I think we've got more projects
that we're going to be able to do right
[2:33:28]
now that's true but the big thing is I
wanted to make sure you all had a chance
[2:33:31]
to talk about this because

and then as we go through the fiscal
year a project comes up and then we have
[2:33:38]
to find the money and that's usually the
burden for Miss Melissa's can you find

the money in the couch cushion for us to
do this and it's better to have it

prepared for up front or give us the
opportunity with the grant writing team
[2:33:49]
I'm putting together to go look for that
money

what we could do is perhaps you and I

a prioritized list
and then present it to the council at

or not we have any more water main

concrete so the one one thought JD is if
we could possibly look into

kind of having a knowledge after doing
the budget that

has this amount of money recurring each

year not not necessarily just how much
it is but recurring and then that way we

could go and say you know as I have a
drainage box or this stuff or different

thoughts that we can look at seeing if
we could you know that can that could

stimulate some thoughts about how to
spend some money without
[2:35:30]
going into you know the money that
that's kind of stored I actually think

I'd like to consider and I've spent some

time talking with JD on it is replacing
our whole Cad and RMS which is our
[2:36:06]
computer aided dispatching and Records
management system currently we're
[2:36:11]
offering off operating off of a cardinal
system they're based out of Texas it's
[2:36:16]
been in place there in the PD now I
think it went in 98 we went live with it
[2:36:22]
in 99.
um
[2:36:25]
I had a company come in there actually
took over in running County right now
[2:36:30]
and uh
calibers was the name of the company and
[2:36:35]
they're actually running it for Oklahoma
County they came in and looked at my
[2:36:39]
system and said okay this is what you
have and basically said we're operating
[2:36:43]
on late 90s technology
so one of the things that it would
[2:36:48]
benefit is for example when an officer
does a report now he goes out and takes
[2:36:53]
a report if we have to run a driver's
license and ID for the report he's
[2:36:57]
inputting that information in three or
four or five different modules over and
[2:37:02]
over again this new system allows drop
drag and drop once that's information is
[2:37:08]
ran by a dispatcher it automatically
drops it automatically populates
[2:37:13]
and eventually building onto that system
with laptops in the cars my goal with
[2:37:18]
that would be to keep the officers in
the cars on the street yeah
[2:37:23]
currently if an officer goes out and he
takes a simple vandalism report a petty
[2:37:28]
Larson airport a simple report he has to
return to the station and come in and
[2:37:33]
he's going for that one report he's
going to spend a minimum of 20 to 30
[2:37:38]
minutes just on a simple report right
there in the station doing that if he
[2:37:42]
gets into a large report a DUI accident
or anything like that a domestic
[2:37:47]
violence he could spend several hours
there in the station doing a report and
[2:37:51]
it takes him off the street right
whereas some of these new reporting
[2:37:54]
systems automatically populate fill in
charges on different sections and would
[2:38:00]
keep them in the car a lot longer out on
the street he could the officer could do
[2:38:05]
a simple report right there on scene and
have it submitted and gone so I think
[2:38:10]
there's some updating we've looked at
different options we've been looking at
[2:38:14]
some grant funding on that also but just
so you know where I'm kind of headed
[2:38:19]
next with some of my major projects is
is that do you have any idea what the
[2:38:24]
dollar figure is on something like that
a budgetary number caliber when they
[2:38:28]
came in here a few weeks ago and gave us
an estimate I just got their budget
[2:38:31]
they're looking at about 283 thousand
dollars an initial setup and then
[2:38:36]
they're looking at about reoccurring
cost every year about seventy seven
[2:38:40]
thousand dollars so it's quite an
expense currently we pay just under
[2:38:45]
fifteen thousand dollars a year for
Cardinal so it's quite as quite a step
[2:38:51]
there
but I think with technology come along
[2:38:55]
this is the way we need to go so does
this include the laptops in the in the
[2:38:59]
officer's car or no that's another
that's another major expense
[2:39:06]
right
so what's nice about this though is we
[2:39:10]
all would like to have more police out
on the street and more visibility yes so
[2:39:15]
without having to hire
two or three more officers per shift we
[2:39:19]
can get that through just having the
reports being able to be done out of the
[2:39:23]
field
and
[2:39:26]
and the system I'm looking at there's
more out there I'm looking at another
[2:39:29]
one also
um half a million yeah there's there's a
[2:39:33]
bunch of them out there but you're also
talking record sharing
[2:39:36]
when we get into this we will have
access and sharing records not only
[2:39:40]
Statewide
Nationwide to be able to share currently
[2:39:45]
on our Cardinal system it's our system
nobody can access it and we only have
[2:39:50]
our data and nobody else's data so we're
kind of on our own little island again
[2:39:55]
right here without sharing any data so
this opens that door allows us to be
[2:39:59]
able to see
criminal history all of that right there
[2:40:03]
in the car and be able to share data
know what somebody's done with this
[2:40:07]
person in Tulsa or Wichita or wherever
so what we're dealing with we're going
[2:40:12]
to need to look for some grant money so
just so you know we've already had that
[2:40:16]
conversation this morning we'll have a
grant submitted most likely by Friday or
[2:40:20]
Monday of next week for the initial cost
of this if we can squeeze the laptops
[2:40:25]
out of them too even better the problem
we're having is if we can get these
[2:40:30]
one-time costs funded and that's not
just for his project I pick on him but
[2:40:34]
all of his projects are phenomenal but
any of these things that we do it's the
[2:40:37]
recurring that's going to get us hence
why we did these water meters there is
[2:40:41]
no recurring cost it was a giant up
front luckily arpa came in and took care
[2:40:45]
of this that covers that cost but the 77
000 recurring he's already got fifteen
[2:40:51]
thousand dollar budgeted but he still
needs 60
[2:40:54]
5 000 or more to do that and Melissa do
we have an extra 65 a year lying around
[2:40:59]
not so much we'd have to move it around
modify it change it up
[2:41:03]
but you can look at it steal it from
Hatfield in the officer what is an
[2:41:07]
officer just a generic officer cost a
year 100
[2:41:14]
and we're looking at over the course of
a year keeping the officers out in the
[2:41:19]
field out on the street much more than
just one officer
[2:41:24]
so I mean the payback on this
is going to be ongoing even though it's
[2:41:29]
77 000 a year what percentage of an
officer shift do they spend writing
[2:41:33]
reports do you think on average 25 50
percent
[2:41:40]
it varies but I would say a good
estimate is probably 40 to 50 percent
[2:41:44]
okay so take one officer and you have
paid for that the cost of the cost of
[2:41:50]
the annual Stone by having them on the
street at that point yeah but you're not
[2:41:53]
telling me to get rid of an officer
right telling you to get rid of an
[2:41:56]
officer I'm saying that it is paid for
and we are basically doubling our police
[2:42:01]
presence by just spending sixty five
thousand dollars I like it I like it I
[2:42:06]
may be adding more
[2:42:09]
more of your facility I did also notice
that your dispatch system was fairly old
[2:42:16]
as well would that tie in together
that is all together the cad is the
[2:42:22]
computer-aided dispatching in the and
the RMS is the records management
[2:42:26]
and you have to have both those in
conjunction with each other so caliber
[2:42:30]
does both those and that's tying them
both together so you can run so the
[2:42:35]
officer goes out there and runs a
driver's license and dispatch is running
[2:42:38]
that if that officer doesn't run it in
the car and he drops it in there and the
[2:42:42]
officer has all the information to
include photograph on the driver's
[2:42:45]
license everything right there and then
can turn and then drop that into a
[2:42:50]
report which saves the entry time
over time currently we went to the
[2:42:55]
electronic ticket Riders here about a
year ago
[2:42:59]
and over time this system also would
allow us to integrate their electronic
[2:43:04]
ticket Riders into this and to be able
to take away from what we're currently
[2:43:08]
paying to Tyler so I could absorb some
of those costs in that over time but
[2:43:12]
we're in a contract with them for a
period of time but over time I would
[2:43:17]
look at reabsorbing them across back in
there and seeing what we could do to
[2:43:22]
help with that cost but it's going to be
a major cost to try to get into it right
[2:43:26]
away get into what we need but again
that's why I want to put it out there
[2:43:30]
that we have a goal
one of the things that this is sort of
[2:43:35]
out in left field for something that I
would think would be advantageous would
[2:43:39]
be like a dictation uh
piece to the software where officers can
[2:43:44]
actually
I don't not everyone types all that fast
[2:43:47]
so just another time saving thing it's
just something in the medical field
[2:43:50]
that's pretty prevalent that saves a lot
of time no they make those for law
[2:43:54]
enforcement too and I've had to use
those in the past on the smaller
[2:43:59]
instances but yeah so Chief just so I
have it down for our special project
[2:44:02]
discussion the cad RMS system goes hand
in hand they're not separate systems
[2:44:07]
it's one system as a whole you need them
to be one system as well yes they are
[2:44:11]
two different areas but they need to be
in one system okay laptops in the
[2:44:15]
vehicles yes and then you're going to
need either cellular phone or tablet
[2:44:20]
service within those laptops to get the
information back and forth yes so
[2:44:23]
that'll be a recurring cost is there
anything else specific to this project
[2:44:27]
or another project we need to put into
this to make it all
[2:44:31]
no because we currently have iPads in
the car which have Wi-Fi service So
[2:44:36]
eventually what we would be doing is
we're taking that what we're paying
[2:44:39]
currently for iPad service
to like forty dollars in the penny per
[2:44:44]
eye flat per iPad out there in a car
right now that would go away and
[2:44:48]
replacing it with the Wi-Fi service in
the in the eye in the laptop and so
[2:44:52]
there's some things that can be rolled
into that offset as we as we take the
[2:44:55]
iPads out and put a laptop in so be
offsetting value yes Chieftain we
[2:45:02]
discussed that you have a problem with
your emergency generator and what's
[2:45:05]
supplied there so I'm thinking that
maybe we should budget five or ten
[2:45:09]
thousand to fix services that that it's
not the generator it's just where where
[2:45:15]
the circuit breaker panel is sending the
electricity to and we have found that
[2:45:20]
out over the last couple storms is
when they wired The Dispatch Center only
[2:45:26]
certain amount of plugs in that Dispatch
Center are powered up by the emergency
[2:45:30]
generator yeah hold them if the power
goes out the building basically shuts
[2:45:35]
down except for certain
outlets in the Dispatch Center
[2:45:40]
and that generator is big enough to run
the whole department and why it wasn't
[2:45:43]
that way it's
I don't know so but we've gotten more
[2:45:48]
maintenance is coming out on a regular
basis and making sure it's updated and
[2:45:52]
we'll start and run for us a last power
outage where everything was just fine
[2:45:57]
but yes eventually looking at being able
to power the whole building

500 or so mayor might have a better idea

of what it would cost but to go and
