[6:47] So just to give you guys a little idea of
[6:48] what has gone on with this project so far.
[6:50] So Joe here, the owner had received a variance
[6:53] for the property to build a single family
[6:55] dwelling on this property.
[6:57] As part of that process, we were brought on
[6:59] as Jackman Road is a Class six road.
[7:01] So it's owned and maintained by the property owners
[7:05] that are along Jackman Road.
[7:06] And we were brought into bring Jackman Road up to
[7:12] the requirements for the, a classics road for the town.
[7:17] So we prepared these plans, brought them
[7:19] and submitted them to the technical review committee.
[7:21] Had a review from the technical review committee
[7:23] and then it was brought to our attention
[7:25] that the wetland on site at the top of the plan,
[7:27] you can see there as a prime wetland.
[7:30] And so there was some plan changes that were made.
[7:33] We went back for a second technical review committee meeting
[7:36] and we added a bunch of information
[7:38] that you'll see on the following plans after the cover here.
[7:42] And, and really what the, the gist of this project is, is
[7:45] that there is, at the top,
[7:47] you can see there's a prime wetland
[7:48] and then there's a secondary wetland down
[7:50] to like the bottom left side of the plan there as well.
[7:52] That runs through the middle of the property.

[8:04] these are existing conditions
[8:06] as to what's going on out there.

[8:11] this is the subject property prime wetland at the top
[8:15] and secondary wetland here on the side.
[8:18] These plans are oriented a little bit differently just
[8:21] to show the Jackman Jackman Road comes
[8:23] along the side of the plan here.
[8:24] But, so here's Jackman Road
[8:26] and then this is Joe's property that he owns here.
[8:29] So that wetland at the top of the previous sheet is here.
[8:32] And then the secondary one,

[8:36] But, so we have this wetland here, 150 foot setback
[8:39] to the primary wetland and then the 70 foot, 75 foot no cut
[8:44] buffer zone is here as well.
[8:47] Jackman Road is currently, I guess you could say like eight
[8:51] or so feet wide gravel road that comes all the way down
[8:54] past the Rockingham recreational trail.
[8:57] And then moves a little bit further past along the frontage
[9:00] of Joe's property.
[9:03] This is just a view of the full property,
[9:05] again, Jackman Road here.
[9:06] Now this is oriented similar
[9:07] to the first plant Jackman Road on this side.
[9:08] This gives a view of the entire property here
[9:11] with our prime wetland and our secondary wetland.
[9:14] On the side here, the grading of the site,
[9:16] there's a high point here up along the trail
[9:18] and then everything sort of pitches down
[9:20] to the prime wetland and then out back this way as well to
[9:23] that secondary wetland.
[9:25] So what's proposed is a single family dwelling
[9:30] there also, you guys will see on these plans,
[9:32] there is a secondary building proposing these plans.
[9:34] That's a future a DU that is not gonna be built right this,
[9:38] you know, at this time under the same
[9:39] permit as this building.
[9:40] But we showed it on here to show the site impacts that
[9:44] would come with that A DU further down the road.
[9:47] So again, Jackman Road here
[9:48] with our improvements to Jackman Road.
[9:52] This will be a 20 foot wide gravel road that'll be designed
[9:55] to meet the, the town engineered standards
[9:57] for a class six road.
[9:59] It'll be two feet of gravel so you know,
[10:00] water can directly infiltrate in there.
[10:02] So it's not gonna create any additional storm water issues
[10:05] for Jackman Road coming down here.
[10:07] But you'll see we crossed the re, oops, sorry,
[10:09] we crossed the recreational trail here.
[10:11] And the only spot
[10:13] that we can access the property is
[10:15] right along this frontage here.
[10:16] This is all owned by the state,
[10:17] the Rockingham recreational Trail.
[10:19] And then this is Jackman Road.
[10:21] So the gravel road will come across here.
[10:24] The fire department requested we place a hammerhead
[10:26] turnaround here to allow for a fire engine
[10:29] to pull in back up and pull out.
[10:31] That's what this little area is down here.
[10:34] Then we have the driveway access up to the,
[10:36] to the single family dwelling.
[10:37] Again, another turnaround is required based on the zoning
[10:41] code for a fire apparatus here.
[10:43] So we've got another one there.
[10:48] Again, just kind of reorienting here
[10:50] so you can see the full extent of the site.
[10:52] So the driveway turns in, single family is here.
[10:56] As you guys will notice the driveway access,
[10:59] the only place we can really provide it, pulling
[11:01] as far away from that prime wetland
[11:03] as we can is within the 75
[11:05] to 100 foot buffer to the prime wetland.
[11:08] You can see this dash line here is that 150 foot mark.
[11:11] And so the entirety of the property front
[11:14] of John Jackman Road is within 150 feet of that wetland.
[11:17] That's why we have a proposed here during the TRC meeting.
[11:21] You know, we were informed that we'll have to request a,
[11:26] a special permit from the zoning board
[11:27] to construct the driveway there within 75 to 150 feet.
[11:33] And we will be doing so after this meeting.
[11:35] We were, we'll be applying to get on the planning
[11:37] and zoning meetings in September.
[11:41] So again, driveway access,
[11:42] single family dwelling turnaround, here's
[11:45] that secondary A DU future proposed A DU that we mentioned,
[11:49] again will not be constructed at the
[11:51] same time as this dwelling.
[11:52] We we'd, you know, file
[11:53] for a separate building permit for that.
[11:55] But this just to show again, site impacts, you know,
[11:58] we show erosion control barrier around the limit of work.
[12:02] And again, we're trying to stay as far away from
[12:04] that wetland as we can.
[12:07] You know, building is set up on the high spot up away from
[12:10] the wetland and we're outside, you know, buildings are
[12:13] outside the 150 foot buffer here.
[12:17] These are just roadway profiles if you guys
[12:20] care for the details of that.
[12:21] We're trying to maintain a very similar grading scheme as
[12:25] to what's out in Jackman Road.
[12:27] Now. We really don't want to change much of
[12:29] that grade out there.
[12:30] Keep it right about where it's at.
[12:32] The only spot where it will change is a little bit right
[12:34] here where that turnaround I told you is there's like a drop
[12:37] off that drops six or seven feet.
[12:39] We're gonna pull that up and then
[12:40] after the fire engine turnaround, just grade it back down
[12:43] to meet the existing grade in Jackman Road.
[12:46] This plan is just a driveway profile.
[12:49] Again, similar thing, we want to try to keep these grids
[12:51] as similar as we can.
[12:53] So the, the driveway grade will be almost
[12:55] identical to what's out there.
[12:57] There's very like a very minimal fill area.
[13:00] Basically most of it.
[13:01] Where it comes in is where that connection to the turnaround
[13:04] for the fire apparatus is.
[13:06] And then the last plan in the set is
[13:08] just some construction details.
[13:09] It gives you a roadway cross section of
[13:11] what the 20 foot roadway will look like, a cross section
[13:14] of the driveway, what that's gonna look like,
[13:16] and then our erosion control detail.
[13:20] So again, we're, we're here
[13:21] before you guys tonight mainly for the impacts
[13:23] that this is gonna have in the area relative to
[13:26] that prime wetland because we do have some work as inside
[13:31] that 150 foot buffer of that prime wetland.
[13:35] So we'd just like to get you guys' feedback on, on, on that
[13:38] and what we may need from you in order to proceed.

[14:27] that goes on across the rec trail.

[14:30] that's coming across the rec trail in this direction.
[14:32] So they requested that Joe have custom built gates
[14:36] to a specific spec that they gave us
[14:38] that he is in the process of having built
[14:40] and they want them placed on either side.
[14:42] So it'll become, these gates will have locks on them
[14:47] and knock boxes on them that allows, you know, police
[14:50] and fire to get through through if necessary.
[14:52] But the idea here is that this will now,
[14:54] those gates will limit or,
[14:56] or will be like a sign for anybody using the wreck trail
[15:00] that there is gonna be vehicular traffic
[15:02] on this road now. But,
[15:04] But how, how will hikers
[15:05] and bikers be able to navigate that if there's gates walk?
[15:09] Like they should be allowed to use the trail
[15:12] and how are they gonna use it if there's gates?
[15:14] Well they put it's, you're gonna do the 54 inch,
[15:16] 54 inch opening. Correct. That is
[15:17] Like any other, any other road.
[15:19] They're required to do a 54 inch opening for, for the,
[15:22] for the ATVs to get
[15:23] So able to get through safely.

[16:48] regarding the transition, so, so you're gonna, you have a,

[17:04] how do you get your new roadway across the rec trail

[20:17] When we added in the required turnaround, that was requested

[20:27] and it's just the gravel,
[20:28] it's the gravel turnaround for the fire department.
[20:30] I don't have the exact dimension,

[20:36] that section of the grading would come
[20:38] down after the turnaround.
[20:39] Now is that something that, again, this is more
[20:43] of a question to the, to the commission, is that something
[20:45] that is allowable or is that something again,
[20:47] because it was requested
[20:48] by the fire department for us to do that.
[20:50] Is that something that's gonna be a a a problem with with
[20:53] with the construction of the roadway there or because
[20:57] because again, it's, it's the, all the work that's on site
[21:00] for the single family is all, you know, outside
[21:03] of that 75 feet.

[21:29] and this, this little radius here is how it needs
[21:32] to turn up in this direction here, in order for this thing
[21:34] to back up and swing out, it has
[21:36] to come out to this, this area here.
[21:38] If I tried to move this driveway at all, he'd basically,
[21:41] now all of his access would be coming from
[21:44] the Rockingham rec trail property rather than the right
[21:46] of way in Jackman Road.
[21:49] So it's, we're kind of tight on this spot here.
[21:53] Like I don't think we'd be able to pull that any further in
[21:57] So the end, you wouldn't, you wouldn't be able to pull
[21:59] that end in to match, to come closer to the edge of the,
[22:02] the proposed driveway.
[22:05] Unfortunately what I'm saying, not not for not
[22:07] for the apparatus to make the maneuver.

[40:02] for farms of a certain size.
[40:04] JNF falls into that the size that is required
[40:07] to be in compliance with FISMA inspectors come out,
[40:11] take a look at the property
[40:12] and make sure that we're in compliance with it.
[40:14] That manual that you're looking at there is just kind
[40:18] of the, the, the guidelines that we have to follow
[40:20] through on that, within those, that manual
[40:24] that you have in your hands, there is the restriction for
[40:29] public access to the food, food supply.
[40:32] And as you know, there's a big
[40:35] topic within the country right now about food safety and,
[40:39] and, and foodborne pathogens
[40:42] that can get into the food supply.
[40:43] This is in regards to trying to, to, to mitigate that
[40:49] things specifically to the property
[40:51] that we're talking about now is walking trails
[40:53] that are published in the kiosks at the end of English range
[40:57] and Happy Lane Holiday Ave Holiday a the Holiday

[41:02] There's a kiosk that publishes a, a public walking trail
[41:07] that goes directly through the corn fields,
[41:10] the pumpkin fields over at the Pingree

[41:19] the beef cattle that are over there.
[41:21] It goes through the hay silo, it goes

[42:07] through certain guidelines that can't wear jewelry, watches,
[42:11] things like that have to, they have to wash their hands
[42:14] and if we do find animal feces, we have
[42:17] to rope off a certain area and we can't pick in that area.

[42:21] we can't pick in standing water areas.
[42:23] So there's a lot now that comes out into these FSMA
[42:25] regulations that the published trails
[42:30] that are up at the kiosks directly violate all that.
[42:34] Right now that's where we are with, with in regard to fsma.
[42:40] And again, if this was three years ago,
[42:43] we wouldn't be having this conversation, but
[42:45] because these rules came out
[42:47] and they were all enforced starting in 2023,
