[0:34]
so could everybody stand
[0:36]
for the pledge of the allegiance states of america and
[0:45]
to the republic
[0:46]
for which it stands one nation under god
[0:50]
indivisible with liberty and justice for
[0:53]
all
[0:54]
thank you
[0:59]
the first agenda item is on the new
[1:01]
business is
[1:02]
review discuss and act on a host
[1:04]
community agreement bureau oasis llc did
[1:07]
everybody have an opportunity to
[1:09]
take a look at that agreement yes and
[1:12]
does anybody have any
[1:13]
uh questions about that this is uh very
[1:17]
similar to the one that we
[1:18]
signed the last time but the difference
[1:20]
is that this is just
[1:21]
cultivation it's not manufacturing not
[1:24]
making edibles or anything like that
[1:28]
uh i'm not sure it's a question but more
[1:32]
of
[1:32]
a comment i just wanted to give a kudos
[1:36]
on the 25 000 upfront
[1:40]
payment i know it's deducted from the
[1:42]
three percent
[1:43]
um impact fee that's imposed um if we
[1:46]
sign this
[1:47]
on uh pure oasis but i really
[1:49]
appreciated that
[1:50]
it's in accordance with the other ones
[1:52]
that we did so i just wanted to
[1:54]
thank you thank you dr
[1:58]
if yes simply slip and hold i was just
[2:02]
looking for an update in regards to
[2:05]
whether or not this has gone before the
[2:07]
planning board of the zba
[2:08]
as of yet no it it hasn't okay so
[2:11]
normally uh
[2:12]
because they're in the process of doing
[2:14]
this this is the host agreement
[2:15]
obviously if they don't purchase the
[2:16]
building they don't start the cultivation that kind of stuff this
[2:19]
won't apply
[2:21]
but they still got several hurdles um
[2:24]
and you know zba is one of them as well
[2:27]
as the uh the planning board
[2:29]
uh i don't know if there's any other
[2:30]
committees but uh thank you
[2:33]
it's gonna be sooner rather than later
[2:35]
in the public obviously we'll be
[2:36]
notified
[2:37]
to be posted as well as the abutters
[2:40]
to 1620 spring street so for the public
[2:43]
this is for 1620 spring street this is
[2:45]
uh the old raytheon it's been called and
[2:48]
there's a plan uh six twenty six twenty right six six twenty spring
[2:54]
street what did i say
[2:55]
sixteen oh actually that's someone's
[2:57]
house played that tape back
[2:59]
that's why i said six twenty but anyway
[3:00]
620 uh spring street
[3:02]
and there's a group of people that want
[3:04]
to cultivate marijuana there not to
[3:06]
manufacture not to
[3:07]
make any products out of it but they're
[3:09]
going to cultivate and they will sell it
[3:11]
to different businesses
[3:12]
uh around here and further away and not
[3:15]
to sell it either
[3:16]
yeah they're gonna sell it to uh
[3:19]
as a wholesale item to other uh other
[3:23]
uh dispensaries and they they also have
[3:26]
a dispensary in dorchester so they'll be
[3:28]
making the
[3:29]
growing the product here and
[3:30]
manufacturing here then
[3:32]
i'll bring it to their dispensary i
[3:34]
believe it's in dorchester
[3:38]
i'll entertain a motion there there's no
[3:39]
further questions before i make a motion
[3:41]
i do have one last question
[3:43]
um the annual payment of the community
[3:45]
impact fee is doable
[3:47]
due and payable no later than 90 days
[3:49]
from the close of the calendar year
[3:52]
um i assume that's once they're up and
[3:55]
running right
[3:56]
yes yes uh yeah like the agreement is
[4:00]
basically
[4:01]
would commence when i'm out i'm actually
[4:04]
when the company obtains
[4:06]
um a license um and they're approved
[4:10]
to begin operations by the cannabis
[4:15]
i uh yeah by the cannabis i control
[4:17]
commission okay
[4:18]
so yeah like it would start then at that
[4:20]
point but they need to have this in
[4:22]
place in order to go
[4:24]
so in order to go forward through the
[4:26]
state and the state agencies as well
[4:29]
uh he has to begin the planning oh you
[4:32]
know
[4:33]
i like actually like a process where the
[4:34]
planning brought through the special
[4:35]
appointment process as well
[4:37]
thank you yep it's like now this
[4:41]
25 000 payment does not
[4:44]
or does include all permitting fees
[4:47]
that's nothing to do with the uh
[4:48]
permitting fees no so this uh
[4:51]
they they have to pay unless they're
[4:52]
waived all fees they still expect
[4:55]
along with paying real estate taxes uh
[4:57]
personal uh personal taxes they have to
[4:59]
pay
[5:00]
uh that twenty five thousand separate
[5:01]
that's a part of that three percent
[5:03]
so if it comes out that they at the end
[5:05]
of a calendar year they always
[5:07]
a hundred thousand dollars they've
[5:09]
already given us the 25 so we're getting
[5:10]
that
[5:11]
up front of this advantage for the uh
[5:13]
for the time thank you
[5:17]
so i'll still entertain a motion mr
[5:19]
chairman i motion that we
[5:22]
approve the host community agreement
[5:24]
between the town of dayton and pure
[5:26]
oasis llc
[5:28]
uh as presented and amended this evening
[5:32]
just so the public knows they had a
[5:33]
virtual meeting uh last thursday
[5:36]
that the public was invited to and
[5:38]
people a lot of people from
[5:40]
the public ask questions about it so the
[5:43]
neighbors and
[5:44]
so people know what's going on is there
[5:46]
any further discussion on the motion
[5:48]
if not i'll ask for a vote all those in
[5:51]
favor say
[5:52]
i i i oppose
[5:56]
abstentions the eyes haven't the next
[5:59]
item
[6:00]
uh is review discuss and act on
[6:02]
disclosure
[6:03]
by non-elected municipal employee
[6:05]
building commissioner jim aguiar
[6:07]
we were giving a uh the disclosure by
[6:10]
uh jamaica he's the building
[6:12]
commissioner
[6:14]
and he uh has had some involvement with
[6:16]
the
[6:17]
uh and we'll discuss that as the next
[6:19]
item uh with the libraries the different
[6:21]
possibilities
[6:23]
um that we will be doing with the
[6:25]
library
[6:26]
leasing building whatever and
[6:29]
because he uh owns property in dayton
[6:33]
that may become
[6:36]
a property that we may lease
[6:39]
he's bringing this to our attention that
[6:42]
so we have three options we can either
[6:45]
allow vote to allow him to proceed we
[6:48]
can vote to proceed
[6:49]
up until the point that we uh have a rfp
[6:52]
is put out or we can ask that he recused
[6:56]
himself for the whole process
[6:58]
so um any questions from
[7:02]
um my only question is would the vote be
[7:07]
exclude him from the municipal building
[7:10]
study committee or would this be
[7:11]
strictly
[7:12]
uh regarding the library i believe it's
[7:15]
begun in the library
[7:16]
because there's no other uh conflict or
[7:18]
whatever you want to call a conflict
[7:20]
uh with anything else that that group is
[7:22]
uh discussing
[7:25]
i have no further questions we have any
[7:29]
questions
[7:32]
no idea so i'll express
[7:36]
uh my personal feelings we ought to
[7:39]
allow him to proceed with this process
[7:42]
up until
[7:42]
uh any point the rfp is put out
[7:46]
so we have three options we can just uh
[7:48]
let him proceed
[7:49]
and fully participate in whatever
[7:52]
process we're gonna do
[7:52]
with the library we can tell him that he
[7:55]
got to recuse himself and he has nothing
[7:56]
to do with it or we can
[7:57]
let him proceed until we get to the
[7:59]
point where we got rfp out there and
[8:01]
if his business he has a partner if his
[8:04]
business
[8:05]
wishes to be one of those facilities
[8:07]
that we may want to consider
[8:09]
uh he would recuse himself at that point
[8:11]
from any uh further discussion with us
[8:13]
the board on
[8:14]
that issue uh can i give my personal
[8:17]
opinion sure
[8:18]
i think though the last choice is
[8:20]
probably the best
[8:22]
just my personal opinion yep
[8:25]
does the chairman i support your
[8:27]
recommendation
[8:29]
my recommendation yes so i will uh
[8:32]
entertain a motion that we proceed
[8:35]
up until the point that the rfp is uh
[8:37]
put out our second that motion
[8:40]
i'm gonna let you make the motion and
[8:42]
i'm going to uh step down
[8:44]
and second that motion thank you any
[8:46]
discussion
[8:47]
i'm happy to second it you don't need to
[8:48]
step down any uh discussion
[8:51]
no no discussion mr chairman yes
[8:54]
i make a motion that mr aggia
[8:58]
continue in his current capacity serving
[9:01]
on that task force until the
[9:05]
rfp process has reached
[9:09]
uh been sent out for the library
[9:14]
any discussion on that on that motion if
[9:16]
not always in favor say aye aye opposed abstention the eyes have
[9:22]
it
[9:23]
uh the third uh item is the dyche
[9:25]
library uh public library reopening
[9:27]
update
[9:29]
are you doing that or uh no i don't mind
[9:32]
speaking
[9:32]
okay if you want to start yeah
[9:36]
thank you i i you know just i contacted
[9:39]
the state because i felt my involvement
[9:41]
was important for the townspeople the
[9:43]
taxpayers and the library
[9:45]
um i feel passionate about certain
[9:48]
things that's one of the things that i'd
[9:49]
like
[9:50]
us to finally bring to the forefront and
[9:52]
deal with
[9:53]
once and for all so thank you for
[9:55]
allowing me to stay involved
[9:58]
this discussion i think is going to go
[9:59]
beyond tonight
[10:01]
but i want you to know in my absence
[10:04]
last week i watched the
[10:06]
meeting i took the feedback i think it
[10:10]
was a great discussion
[10:11]
that was a good start to the dialogue
[10:14]
but i also want you to know that the
[10:16]
building needs study committee
[10:18]
in no way was to say this is the
[10:19]
direction that we need to go
[10:21]
we wanted that to be a starting point
[10:24]
that included this
[10:25]
brought in the selectmen and then opened
[10:27]
up the dialogue between
[10:29]
the committee the selectmen and the
[10:30]
townspeople to figure out what deity
[10:32]
needs to do to finally get this
[10:34]
library situation figured out
[10:37]
so um although i we did make a couple of
[10:40]
recommendations
[10:41]
i think it's fairly fluid um obviously
[10:44]
since then we've acted uh
[10:46]
through the administrative mullen with
[10:48]
seeing what other avenues were available
[10:50]
so um you know i don't know how this is
[10:53]
going to play out but i want to
[10:55]
you know have the dialogue bring in the
[10:58]
committee members so that their they
[11:00]
can be heard as well even though i
[11:01]
authored the letter it was
[11:03]
all voices that were on paper so and
[11:06]
then debate it like like professionals
[11:08]
and figure out what the best thing for
[11:09]
the town is and what the best thing for
[11:11]
the library is
[11:13]
i can give you one update though the
[11:16]
structural analysis of the
[11:18]
primetime building was brought up the
[11:20]
structural engineer was three weeks out
[11:23]
i do know him i called him had a
[11:25]
technical conversation with him
[11:27]
that building would be ruled out if we
[11:29]
were to move books into it
[11:31]
so i don't see any reason for wasting
[11:33]
taxpayer dollars i felt comfortable with
[11:35]
the discussion i had with him
[11:36]
so we can rule out that as an option for
[11:39]
the library
[11:40]
if we wanted to bring the books there
[11:43]
one of the reasons we came up with the
[11:47]
presentation as was as written was that
[11:50]
we were very conscious of not fracturing
[11:52]
the library any more than it already has
[11:54]
been
[11:55]
i think we really need to be conscious
[11:57]
of that we've done that in the past and
[11:59]
i know when we moved
[12:00]
some departments to old town hall there
[12:02]
was discussion about fracturing
[12:04]
government
[12:05]
we're all on the same campus but some of
[12:08]
the solutions to the library
[12:10]
unless we really really put our minds to
[12:12]
this is to separate
[12:14]
the different um you know services that
[12:17]
they have
[12:18]
and i want to be careful about that
[12:19]
because now we're taking them from a
[12:21]
building they couldn't fit in
[12:22]
to multiple buildings and i i just don't
[12:25]
know how that's going to work for
[12:26]
logistics with the library so
[12:29]
that said i know we can go on for hours
[12:31]
about this and i suggest we do
[12:34]
i just think that maybe this isn't the
[12:35]
forum we need to
[12:37]
maybe publicize it and we need more
[12:39]
information too
[12:40]
yeah so just so the public knows
[12:44]
the library the andrew carnegie uh light
[12:47]
public library titans public library
[12:49]
will not be used as a library because
[12:50]
it's not big enough it's not safe
[12:53]
although we're going to put a new egress
[12:55]
into the building because it needs two
[12:57]
egresses on the
[12:58]
main floor so that people can leave the
[13:01]
building
[13:01]
safely and we're going to have the
[13:02]
bathrooms become
[13:04]
handicapped platforms the public can use
[13:07]
those
[13:09]
but still it won't be used as a library
[13:10]
it's just too small
[13:12]
you may know already that the
[13:15]
mass library commission has
[13:19]
preliminarily giving us uh will give us
[13:22]
four million dollars towards
[13:23]
uh adding on to the uh andrew carnegie
[13:25]
library and we would have the time when
[13:27]
i have to match that
[13:28]
with number 11. they usually do two a
[13:31]
year so at some point we're going to
[13:32]
come up for that
[13:33]
i'll speak for myself and not the rest
[13:35]
of the board i personally don't think
[13:36]
that's a good idea
[13:37]
even the plan they have for the the
[13:39]
library they say it's going to be good
[13:40]
for 20 years so that we're going to be
[13:42]
stuck with a
[13:43]
they're going to put us they're talking
[13:44]
about putting the second floor as well
[13:45]
as expanding on the building a little
[13:46]
bit
[13:47]
we still get the problems with the
[13:48]
parking lot i
[13:50]
might i personally think we ought to uh
[13:52]
build a new library
[13:53]
having said that we're in a situation
[13:56]
that uh come uh
[13:57]
just about labor day i think the day is
[13:59]
we're gonna if we don't have a library
[14:01]
set up
[14:02]
somewhere in town we're actually gonna
[14:03]
lose our right to have a
[14:05]
library they'll stop us and we won't be
[14:06]
able to go to any other library the
[14:08]
sales
[14:09]
with the sales and go and use our cards
[14:11]
here and go to say for example the
[14:12]
somerset library
[14:14]
so we're trying to find a temporary uh
[14:16]
place for
[14:17]
a library one of the options was we
[14:20]
talked about anyway
[14:21]
was prime time which is not being used
[14:24]
as you
[14:25]
some of you know that we've had some
[14:26]
elderly people go over there
[14:28]
pre-pandemic people with
[14:31]
alzheimer's alzheimer's and they would
[14:34]
be stay there for the day it was like a
[14:35]
day care but we haven't opened it since
[14:36]
the pandemic and we're not sure
[14:38]
at what point we're going to open it up
[14:40]
but in order for that to be used as a
[14:42]
library
[14:42]
you have to it has to be able to hold
[14:44]
150 pounds
[14:46]
per square foot so if i just stood in a
[14:47]
square foot it's gonna
[14:49]
already be too much and the books are
[14:50]
heavy as you know there's a lot of books
[14:52]
i asked the question uh last week if we
[14:55]
put less books over there spread them
[14:56]
out a little bit and that's not a
[14:57]
possibility it has to still be that 150
[14:59]
so
[15:00]
the report that we just got tonight is
[15:01]
that we can't go to uh
[15:04]
prime time for the library so now we're
[15:06]
looking at
[15:07]
other options we're thinking about
[15:09]
possibly leasing some
[15:10]
something in dayton for the library
[15:13]
there's also that possibility of getting
[15:15]
a
[15:17]
it's not actually a trailer though but
[15:19]
it's it's a modular unit modular unit
[15:21]
12 by 60 at a reasonable price would we
[15:24]
would be leasing that and
[15:26]
we're checking in to see whether the
[15:27]
chaos act will cover that at least for
[15:29]
the first year at least until the end of
[15:30]
on this uh calendar year because the
[15:33]
care act
[15:34]
ends after that and then this would have
[15:35]
to be voted on by the public obviously
[15:38]
so those are the different options that
[15:40]
uh that we have
[15:42]
so yes let's select
[15:45]
in regards to discussions about whether
[15:48]
or not
[15:49]
they are going to down the road have a
[15:51]
new building
[15:53]
or remodel the old one i strongly
[15:57]
support a public forum to discuss the
[16:00]
options
[16:01]
and to present to the people class
[16:04]
breakdown
[16:05]
so they can be very much a part of the
[16:08]
decision-making process
[16:10]
that's sort of what i was alluding to by
[16:12]
not getting in too deep right now
[16:14]
i want to i want to bring other
[16:15]
committee members in i want to invite
[16:17]
the public in
[16:18]
and i want to discuss it you know in a
[16:20]
democratic fashion the way it should be
[16:21]
discussed
[16:22]
yeah i mean if the if uh number comes up
[16:25]
for the library for the addition to the
[16:27]
uh
[16:27]
andrew carnegie that has to be voted on
[16:28]
by the residents
[16:30]
uh so we're not at that point but i just
[16:32]
thought there's so many people here
[16:34]
i thought maybe they were interested in
[16:35]
the library so i would give them that
[16:37]
information
[16:37]
so we're not voting on anything today
[16:39]
i'm just expressing and i've said it for
[16:41]
years my personal opinion
[16:43]
i'm not speaking for the board my
[16:45]
personal opinion is that it's cheaper
[16:46]
for the town of brighton to build a new
[16:48]
library
[16:48]
and it's ours it's it's a permanent
[16:50]
building for us and it's not gonna
[16:52]
expire in five ten or fifteen years
[16:55]
so we're not going to be taking yes
[16:56]
you're gonna say something
[16:59]
now the only question i had is we're
[17:01]
heading up to the end of the fiscal year
[17:03]
and
[17:04]
we had discussed quickly the option of a
[17:07]
modular building to
[17:09]
house part of the library that
[17:12]
discussion may have to happen quicker
[17:14]
than the public forum
[17:16]
we willing to do that or i mean we're
[17:19]
running out of meetings by the end of
[17:20]
the fiscal year so
[17:22]
we only have one more yeah we have one
[17:24]
more we could possibly have a second but
[17:26]
that's really towards the end of the uh
[17:28]
end of the year no i mean uh i think
[17:32]
probably hopefully next week we'll have
[17:33]
an answer on the chaos act whether they
[17:35]
would cover
[17:36]
uh the modular because and then
[17:40]
yeah yes and at this point one of the
[17:42]
things i mean in terms of a modular you
[17:45]
know that wouldn't be
[17:46]
any type of i think longer term
[17:49]
oh you know oh you know like longer term
[17:54]
opportunity solution in any way shape or
[17:56]
form that would really just get us to
[17:57]
the labor day open
[17:59]
be it would be a one year submission
[18:00]
from the date that
[18:02]
it's delivered so we would only have it
[18:04]
for one year
[18:05]
so the reason why i mentioned this is um
[18:08]
the town of ministry and i were
[18:09]
brainstorming
[18:11]
in case the cares act does not come
[18:13]
through and we can't use kazak funding
[18:15]
and one of the options that i put on the
[18:17]
table was at the
[18:18]
end of the year we had a spending freeze
[18:21]
we're going to end up with a lot of
[18:22]
accounts that have
[18:23]
additional funds in them then maybe we
[18:26]
could do a year end
[18:27]
to pay for this because the cost was
[18:30]
fairly reasonable
[18:32]
i think with the utility connections it
[18:34]
was going to be a little less than 40
[18:35]
000
[18:37]
and that's for a one-year lease right so
[18:39]
you know i hate to miss the opportunity
[18:41]
if kanzak doesn't come through
[18:43]
and being that june 30th is around the
[18:45]
corner we may want to have that
[18:47]
discussion at the next meeting
[18:48]
i'll be it outside of the public forum
[18:50]
but at least we can maybe get the funds
[18:52]
allocated
[18:53]
so if we decide to go that route we uh
[18:56]
we can pay for it
[18:57]
select and help i just wanted to to
[18:59]
clarify when i set a public forum
[19:02]
it was not for the temporary
[19:05]
relocation it was for what we're going
[19:07]
to do
[19:08]
at the end of year one when we need a
[19:11]
building
[19:12]
whether it be the old one remodeled or a
[19:14]
brand new one
[19:15]
right okay
[19:19]
i have a library trustee here do you
[19:20]
want to make any comment on this we're
[19:22]
not making a decision tonight but
[19:23]
i presented the options i'm sorry i came
[19:26]
in late but
[19:28]
it sounds like continued effort to solve
[19:31]
the initial problem then you know
[19:33]
i agree uh mr hull that
[19:36]
public forum on plans for the future of
[19:38]
the library are important
[19:40]
we're certainly committed to that so the
[19:43]
question i have then is when that year
[19:44]
is up we don't have an option to lease
[19:46]
that
[19:46]
for additional effort as to whether it's
[19:49]
available or not after one year but
[19:50]
they'll only lease in one year
[19:51]
increments
[19:52]
um at least that's what i was told yeah
[19:54]
so
[19:56]
i i guess if we want it for a longer
[19:57]
term they're going to ask for more money
[19:58]
yeah
[19:59]
i'm sure so yeah right now we're looking to have
[20:03]
cares covered so they're not going to
[20:04]
care
[20:05]
they're not going to cover whatever i
[20:07]
didn't mean to
[20:08]
care they're not going to cover up for
[20:10]
longer than a year because the fund's
[20:11]
going to run out in december
[20:12]
they would hopefully they would provide
[20:14]
us with the initial money for the first
[20:15]
year anyway so one of the reluctancies i
[20:17]
have
[20:18]
with longer than a year is
[20:21]
as selective as a graphic said last week
[20:24]
modulars trailers tend to become
[20:25]
permanent
[20:26]
and i would hate to see that happen
[20:27]
especially since in order to do that
[20:29]
we're going to fracture the department and the library is going
[20:32]
to be fragmented so i think if that gets a certain year then we can
[20:37]
have two locations
[20:38]
i think a lot a bigger discussion needs
[20:41]
to be
[20:42]
when and if we can get a shovel in the
[20:44]
ground and what do we do after the year
[20:46]
to get us to that point you won't be
[20:48]
building a library in a year i can
[20:49]
guarantee that boy
[20:50]
absolutely but but if we have some sort
[20:52]
of
[20:53]
plan then maybe we can say okay after
[20:56]
the one year do we have another short
[20:58]
term plan that puts the library back
[21:00]
together
[21:01]
while we're getting this new library off
[21:02]
the ground
[21:06]
so i think that and i know this is
[21:08]
preliminary but
[21:10]
if we could get cares to pay for
[21:11]
anything to offset
[21:13]
you know like the taxpayers funding a
[21:16]
temporary solution i think that that's
[21:18]
a plus um and then you know we could
[21:21]
figure out the second year and the third
[21:23]
year because i think
[21:24]
where what 12 on that 11 and 12
[21:27]
and but they're not even accepting new
[21:29]
applications i'm 11 and 12.
[21:30]
to add to that correct delight and
[21:33]
reconnecting correct
[21:34]
i don't think that i don't think uh
[21:36]
taxpayers are going to support that yeah
[21:37]
i know i know it's important
[21:40]
i think is i actually believe it's
[21:41]
cheaper to build a new library then
[21:44]
renovate it eight million dollars on
[21:46]
that site
[21:47]
yeah that's not a that's not a good site
[21:49]
it's not it's not a good site and
[21:51]
even on this grant that we've supposedly
[21:54]
were eligible unless we do something on
[21:55]
that site we have to start the process
[21:57]
again and i was
[21:58]
and at the meeting last week they're not
[21:59]
even accepting applications now
[22:01]
and if somebody uh sometimes been given
[22:04]
uh a grant
[22:05]
more than 20 years ago they're able to
[22:07]
reapply again for
[22:08]
additions or whatever so that numbers of
[22:10]
talent supply and it's even going to
[22:12]
increase so so the only reason i i
[22:14]
suggested
[22:15]
using taxpayer funds or at least
[22:17]
appropriating taxpayer funds before the
[22:19]
end of the year is if here's act doesn't
[22:21]
come through
[22:21]
now we need to wait until and that's
[22:23]
passed off and we lose
[22:25]
yeah we can't do that either yeah it's a
[22:28]
rock and a hard place i just think that
[22:32]
i think it's attractive to have cares
[22:35]
fun that first year
[22:36]
we can figure it out and because the
[22:38]
other thing is you've said
[22:40]
quite honestly is that um they're not
[22:42]
accepting new applications so we can
[22:44]
if we wanted to if the public had if
[22:46]
there were support let's say we had the
[22:48]
forum as
[22:49]
selectman hall wants to and i support
[22:50]
that as well i think it's a good idea
[22:53]
we still can't submit an application and
[22:55]
you know there's no
[22:57]
even if the the project is really
[22:59]
attractive more attractive than the
[23:00]
renovation project
[23:02]
i think that there's a chance that we're
[23:04]
on a waiting list again
[23:06]
um and even if we were number one that
[23:09]
still is going to take
[23:10]
you know the police station look that
[23:12]
was a long process it didn't
[23:13]
happen quickly and so we should
[23:17]
be honest with people the temporary
[23:19]
solution is going to be a few years
[23:21]
and i think we need to be honest and i
[23:22]
think that that's what's transparent
[23:24]
here so
[23:25]
right so the building needs study
[23:26]
committee is going to reconvene
[23:28]
even though we just had one meeting last
[23:30]
week where i wasn't present the feedback
[23:32]
from you was great
[23:34]
the new information about prime time is
[23:36]
also helpful so
[23:38]
we intend to have another discussion
[23:40]
based on all the facts that we have to
[23:42]
date
[23:43]
and when it comes time we'll certainly
[23:45]
mean again before the public forum but
[23:47]
i think there are some options available
[23:49]
to us to deal with that problem because
[23:51]
it is a problem
[23:52]
so so we'll be fully engaged with you
[23:54]
about that and thank you for allowing me
[23:56]
to stay involved i think it's a benefit
[23:57]
to the taxpayer and the whole situation
[23:59]
to have me involved so thank you you're
[24:00]
the facilities manager
[24:04]
so do you think we'll be able to vote on
[24:06]
this uh
[24:07]
at the next uh next meeting board of
[24:09]
slackers meetings uh yes yes i'm gonna
[24:11]
follow up with a
[24:12]
f uh by the end of this week uh to see
[24:15]
if they've had time to digest any of the
[24:17]
information we sent over
[24:19]
um and mr aguirre said i'm actually
[24:22]
mentioned i think
[24:22]
it i think at this point uh for the
[24:26]
meeting on the 23rd anyhow we were
[24:28]
already planning
[24:29]
um on proposing transfers to the board
[24:32]
of selectmen
[24:33]
um and already we had a financial
[24:35]
meeting this afternoon
[24:38]
oh you know to try to identify aries
[24:42]
uh you know where we might be able to
[24:43]
fund that thirty thousand dollars from
[24:46]
uh like so we'll be ready just in the
[24:48]
event as a contingency to have that
[24:50]
funding ready to be proposed in the
[24:51]
event that we don't
[24:53]
um actually have i'm a good answer or
[24:56]
like an answer that we would hope for
[24:57]
from the state
[24:59]
so we'll put on the agenda for any
[25:01]
further discussion on this no thank you the next uh agenda item is
[25:06]
the minutes i asked for a motion to
[25:08]
approve the minutes of april 28
[25:09]
2021 so moved is there a second in a
[25:14]
second
[25:15]
uh just so you know i did have some uh
[25:19]
a minor uh correction on it that you may
[25:21]
not have seen okay i was on a
[25:23]
selectmen's report i gave a report on
[25:24]
the uh
[25:26]
it's not the community garden but the
[25:27]
james briggs garden it's going to be
[25:28]
next door
[25:29]
uh and it said that uh mr again was
[25:31]
there it wasn't it was uh actually
[25:32]
uh mr ferry that was at the meeting so
[25:34]
that's been corrected so just so you
[25:37]
know full disclosure that's been a
[25:38]
change in it sounds good
[25:41]
uh any discussion if not all those in
[25:44]
favor say aye aye opposed extension the eyes have
[25:47]
it
[25:48]
uh public input just before the public
[25:51]
gets to speak i just wanted to
[25:53]
uh the three of us attended the uh
[25:55]
historical commission's
[25:56]
boston philippine that was given to the
[25:58]
family of maria
[25:59]
barboza and it was present it was a very
[26:02]
good uh
[26:03]
presentation i want to thank the members
[26:05]
of the
[26:06]
historical commission you happen to have
[26:07]
a couple members here but
[26:09]
pat gales who's the chairman pat olson
[26:11]
uh pamela nicholson
[26:12]
gail salvi who is here and uh raffer who
[26:15]
is also here and bill crude who's not
[26:17]
here but they did a
[26:18]
great job and pam and myself and my wife
[26:22]
we went to the barbosa farm after they
[26:24]
had a little celebration with their
[26:25]
family
[26:26]
and uh they were very impressed with the presentation so
[26:30]
uh i know we're gonna do it or you're
[26:32]
gonna do it in a couple of weeks
[26:33]
so you get a high bar now to but they uh
[26:37]
the family was very supportive as you
[26:39]
may not know but there was
[26:40]
probably 40 45 people there some town
[26:43]
officials
[26:44]
uh but the the families were represented
[26:47]
uh maria barboza
[26:48]
was our oldest person in town and she um
[26:51]
she passed away before we actually
[26:52]
able to do the presentation but she was
[26:54]
aware uh that we were
[26:56]
presenting her we did it to the with the
[26:58]
family with the boston post games so
[27:00]
i just want to thank the historical
[27:02]
commission for the hard work they did
[27:04]
uh public input is there any public
[27:07]
input
[27:08]
and that lies the one situation the
[27:11]
current location in the building um if
[27:14]
we end up with a new location and they
[27:15]
sell that property
[27:17]
but that would put some money toward the
[27:18]
project wouldn't it yes but
[27:20]
it's it's an historical building and i
[27:22]
quite frankly i'd be opposed to uh
[27:24]
selling my bill i the town will use that
[27:26]
building the time we use it for
[27:27]
something whether it's a department
[27:29]
or something uh but i don't know what the board feels i
[27:33]
don't know what the public feels but it
[27:35]
would be a shame to uh
[27:37]
get rid of the andrew uh kaneki uh
[27:39]
building
[27:40]
and it's not um it's not
[27:44]
from the sounds of it it doesn't sound
[27:46]
feasible
[27:48]
to get the fourth million and then the
[27:49]
matching to
[27:51]
renovate that space with it the plan is
[27:53]
they present to the planets
[27:55]
to expand the building a little bit and
[27:56]
put a second floor on it destroys the whole design of that
[28:01]
building quite frankly
[28:02]
and i saw somewhere and i may be wrong
[28:04]
but it was good for 20 years
[28:06]
and why you know that's a very small
[28:09]
spot parking is limited and i i want to
[28:12]
support i actually think the town can
[28:14]
spend less money because we would be
[28:17]
obligated to pay four million dollars
[28:18]
and don't forget this these are figures
[28:20]
that were given to us a few years ago
[28:22]
anybody's bought a two by four
[28:24]
the price is almost tripled so the
[28:26]
expense may go up but i actually think
[28:28]
that we can build
[28:29]
a better building and what would be the
[28:33]
approach i know it's not in stone but
[28:35]
approximate cost
[28:37]
of a new sustaining building beyond the
[28:39]
28th i don't know but i think the
[28:41]
for example the police station which is
[28:42]
a lot more detailed as far as
[28:44]
equipment and stuff that they had to
[28:45]
have in there uh was four and a half
[28:47]
million dollars so
[28:48]
i think we can build a similar building
[28:50]
we don't obviously
[28:52]
well maybe we do but uh we won't have
[28:53]
jail cells and we don't have that kind
[28:55]
of stuff but uh
[28:56]
we hope not uh but we won't have all
[28:59]
those uh little rooms and it's all separate you know it's divided
[29:03]
and put
[29:04]
you know as protection for the employees
[29:06]
over there that kind of stuff we won't
[29:08]
necessarily need that for a library but
[29:10]
my gut feelings is going to be cheaper
[29:12]
just to build a new library yeah it
[29:13]
would be a shame to lose the sales
[29:15]
because
[29:15]
that connects us with all the other
[29:17]
rooms that's absolutely that's the
[29:18]
important thing
[29:20]
yep and uh so did we we went to somerset
[29:23]
a lot
[29:25]
and we even if that was open as a
[29:27]
library now we can't
[29:28]
use the basement we can't use the the
[29:30]
second floor just that main floor
[29:32]
and we can only fit so many people in
[29:33]
there so it's really not a good
[29:35]
option for us and the uh fire chief and
[29:37]
the police chief have both said it's not
[29:39]
safe for us to open up as a library so
[29:41]
that's why we unfortunately have this
[29:42]
option
[29:43]
uh we have to look at these uh different
[29:45]
options but uh i see as mr again said leasing is a
[29:50]
temporary solution it's not gonna be
[29:52]
we need to own the building the town of
[29:54]
brighton deserves to have its own
[29:55]
library and we shouldn't be obligated to
[29:57]
pay somebody else
[29:58]
annually you want to say something um so
[30:01]
the
[30:03]
building as it is now what you
[30:07]
because it's not gone yet but what are
[30:09]
some of the potential uses for it
[30:11]
if we kept it and didn't sell it
[30:15]
i i guess i can express my uh i'll give
[30:17]
you my
[30:18]
personal feelings i think the veteran
[30:19]
agent could be over there
[30:21]
i think the maybe possibility of i'll
[30:23]
stay in front of the building commission
[30:24]
the building
[30:25]
department to be over there uh it's you
[30:27]
know the public will be able to go you
[30:29]
know for this
[30:30]
the public will be well aware of what
[30:32]
that building is for so that instead of
[30:33]
going over here or going coming over
[30:35]
here they'll know where to go for
[30:36]
certain services so uh but it can be
[30:38]
utilized
[30:40]
i'd be so opposed to uh selling it and i
[30:42]
don't think we'll get the money that
[30:44]
uh i think that you think that we'd uh
[30:46]
be able to call somebody mentioned that
[30:47]
we'd be able to get so
[30:48]
mr again so there's a plan in place
[30:50]
right now to
[30:52]
put an accessible ramp excuse me on the
[30:55]
building and an accessible restroom in
[30:57]
the building
[30:58]
right now the restroom is fractured the
[31:01]
facilities are in an old closet the
[31:04]
handle or sink is in the hallway
[31:06]
so it's just you know it served its
[31:08]
purpose
[31:09]
long ago um but you know that library is
[31:12]
far outlived it's it's usefulness there the building
[31:16]
however as was said
[31:18]
is economy building we're the stewards
[31:20]
of that building and we we're
[31:22]
responsible for making sure it's here
[31:23]
for generations to come
[31:25]
so i think by moving them out getting
[31:28]
the building so it's accessible
[31:29]
repairing some of the things that are
[31:31]
deficient on it we'll open it up for more use and and more valuable use
[31:36]
and i think more people
[31:37]
not that the library isn't frequented
[31:39]
but i think if it were another build
[31:40]
another town
[31:41]
service more towns people would be able
[31:43]
to appreciate the building for what it
[31:44]
is
[31:46]
and town always looks towards the future
[31:48]
you know we have
[31:49]
the old town hall it's called old town
[31:51]
hall uh next door was booked in
[31:53]
1869. instead of adding onto this
[31:55]
building here we utilize that space over
[31:57]
there we're expanding space here we've
[31:58]
done changes upstairs the
[32:00]
uh we bought a selectmen we had a
[32:01]
meeting room upstairs it's no longer
[32:03]
there
[32:03]
we meet over there now we're using that
[32:05]
for the town council so we we always
[32:07]
look towards the future as to how we can
[32:08]
use these buildings rather than just
[32:09]
build a building the library is
[32:11]
different we we just can't
[32:13]
i don't see this a feasible solution to
[32:15]
add on to the uh andrew chronicle you
[32:16]
know
[32:17]
when the building needs a study
[32:18]
committee who's doing their diligence
[32:20]
there's an annual report from 1920 i
[32:23]
believe
[32:24]
that said the library had already
[32:25]
outlived its space this was a hundred
[32:28]
years ago
[32:29]
and we're still talking about it today
[32:31]
so um
[32:32]
i remember that when that that report
[32:34]
came out
[32:41]
so so nonetheless i mean you know
[32:43]
anybody who's visiting the library sees
[32:45]
it it's very constrained
[32:46]
and certainly not accessible um and it's
[32:49]
you know
[32:50]
even for the staff you know they've
[32:51]
sacrificed a lot through the years just
[32:53]
dealing with the
[32:54]
uh inefficiency and deficiencies of the
[32:57]
building but
[32:58]
i think it's time that we have a healthy
[32:59]
discussion and figure it out
[33:01]
thanks well i'm going to like slip and
[33:04]
hold scoot first
[33:08]
i hear some wonderful ideas
[33:11]
as a taxpayer and as a representative of
[33:15]
people
[33:16]
i hear people that are very concerned
[33:19]
about their pockets and their bank
[33:21]
accounts and their tax rate
[33:25]
what i would really like to see the task
[33:27]
force come up with
[33:28]
is two plans plan a remodeling
[33:31]
that facility and what it will cost
[33:34]
plan b a new facility and let the
[33:38]
taxpayers decide
[33:40]
what they want because they're the ones
[33:42]
that are going to be paying the bill
[33:45]
sure just to clarify that so when that
[33:48]
when our number comes up whenever that
[33:50]
is gonna be three or four five years
[33:51]
down the road
[33:53]
it goes before go before the town's
[33:54]
people and they'll get the vote on it
[33:56]
but
[33:56]
i agree with you you should also have a
[33:58]
second option so it can't be just
[34:00]
reject my position is reject this we
[34:02]
need to have something else there
[34:03]
yes that's right if we're gonna reject
[34:05]
this then let's do this
[34:07]
we have to yeah because we can't wait i
[34:10]
mean it'll be
[34:11]
10 years before oh yeah ultimately this
[34:14]
isn't
[34:14]
the study committee's decision to make
[34:17]
we're just going to give it
[34:18]
facts and then the people will decide
[34:20]
what the federal library is
[34:22]
but it's it's up to us to make sure that
[34:24]
people are well involved
[34:25]
so i agree i
[34:29]
just like to add that in 2000
[34:32]
i was on the library building committee
[34:35]
to build
[34:36]
a new library that was 21 years ago
[34:40]
and we're still talking about it
[34:43]
and we're still hearing the same
[34:45]
objections we heard 21 years ago
[34:49]
and the sad reality is it's going to
[34:52]
cost a
[34:52]
heck of a lot more money today to build
[34:55]
a new one
[34:56]
than it would have 21 years ago and we
[35:02]
had some uh
[35:02]
at that time we had some donations uh g
[35:04]
lopez was going to do the foundation for
[35:06]
us and
[35:06]
we had some other donations yeah i think
[35:09]
i i just think that's a really timely
[35:11]
point and
[35:12]
i remember you brought up something
[35:14]
earlier and i thought it was also a
[35:15]
really good point about
[35:16]
the folks who built libraries 20 years
[35:18]
ago are now eligible
[35:20]
for more grants we could have been one
[35:22]
of those towns that did something
[35:24]
20 years ago and is doing something now
[35:26]
um
[35:27]
and potentially saved money so um but
[35:30]
our job is to give everyone the facts
[35:32]
the options and doing nothing is an
[35:34]
option
[35:36]
it really is um but it comes with
[35:38]
ramifications as mr white brought up
[35:40]
where we lose our sales certification
[35:43]
and anyone who
[35:44]
uses the library knows how valuable that
[35:46]
is because dayton public library
[35:48]
unfortunately isn't big enough to have
[35:50]
a lot of the books so a lot of the media
[35:52]
materials that
[35:53]
people seek so um but i agree with
[35:56]
selectmanhole we should
[35:58]
gather that data or the building uh
[36:00]
study committee would gather that data
[36:02]
give everyone the three options the
[36:04]
renovation a new library
[36:06]
or you know do nothing we're probably
[36:09]
going to do this temporary solution
[36:10]
regardless
[36:11]
but um and then see where it shakes out
[36:14]
yeah that's what we'll be voting on in
[36:15]
the near future just a temporary
[36:17]
solution so um
[36:22]
we we're talking about public money and
[36:24]
that kind of thing as
[36:26]
if it comes from you know the air but it
[36:28]
doesn't it comes from
[36:29]
us and so you're right we have to be
[36:32]
good stewards of that
[36:33]
has anyone thought to go to the carnegie
[36:35]
foundation they're the ones who gave us
[36:37]
the 8 000
[36:38]
back in what 1908 to build it has anyone
[36:41]
like
[36:41]
actually contacted the carnegie
[36:43]
foundation
[36:45]
knowledge is still extensive yeah that's
[36:47]
news to me if it is but
[36:48]
i'll take you away for what that is they
[36:50]
throw money at
[36:52]
you know they've got the 501c3 they're
[36:53]
throwing money um i think wqed in
[36:56]
pittsburgh
[36:56]
is the local public um
[37:00]
you know pbs station so that's one of
[37:02]
those things where
[37:05]
there might be some sentimental value
[37:06]
because i kind of agree with you again
[37:08]
um
[37:09]
i you know don't want to see the
[37:11]
building disappear
[37:13]
you know and it's not just sentiment
[37:14]
there's a there's a
[37:16]
whatever you want to call it there's
[37:18]
continuity to it and everything i'd like
[37:19]
to see that stay there i live
[37:21]
pretty close um but
[37:25]
i don't want to spend a heck of a lot of
[37:26]
money and i don't know where we're going
[37:27]
to get 4 000
[37:29]
from 4 million
[37:36]
because we have um police cruisers that
[37:39]
could be
[37:41]
repaired fixed we have fire engines that
[37:44]
need to be fixed we have a lot of other
[37:47]
needs in this town you know
[37:50]
and a library is one of those things
[37:53]
that's nice to have
[37:54]
it's awesome it's a sign of civilization
[37:57]
but
[37:57]
we have some more pressing needs right
[37:59]
now um
[38:01]
so that was that was my only thought on
[38:02]
that if we could you know
[38:04]
uh approach the carnegie foundation
[38:06]
maybe
[38:09]
yeah i didn't know it existed so
[38:12]
it's good thank you mr chairman yes uh
[38:16]
i i agree with mr gallucci um and and
[38:18]
you as well
[38:19]
um i think that regardless of what
[38:21]
happens with the
[38:23]
library going forward um that building
[38:26]
was
[38:26]
a gift um it is historic
[38:29]
um it's beautiful and i think that
[38:33]
it's something that brought the
[38:34]
community together that's why the
[38:35]
library is there
[38:36]
um and if we could keep that building
[38:40]
something that is community-based and
[38:42]
i'm not talking about expanding services
[38:44]
that's not what i mean i just mean like
[38:46]
a community center a place where
[38:48]
the community can go maybe not so much
[38:51]
uh in my opinion
[38:52]
uh like a department building i think
[38:54]
we've split
[38:55]
um departments enough and gotten the
[38:58]
feedback about it too um
[39:00]
but if we could keep it a
[39:01]
community-based building that would be
[39:03]
my preference
[39:04]
yeah the other option and maybe it's
[39:05]
because i'm a senior but a
[39:07]
possibility of a senior center too that
[39:08]
people get together that has been
[39:10]
brought up by residents as well include
[39:11]
you in that group too
[39:16]
[Laughter]
[39:19]
any other uh question yes
[39:27]
building the old um there's plenty of
[39:28]
space right there is it possible
[39:30]
maybe to purchase like a sizeable amount
[39:33]
of that
[39:34]
empty building and joining public right
[39:37]
here this might be partner space
[39:39]
yeah is it so i think here oasis bought
[39:42]
the entire building
[39:44]
um and they're gonna cultivate and then
[39:46]
also rent that was part of the hca
[39:48]
tonight
[39:49]
so i don't think that i think their
[39:51]
intent i shouldn't we can ask them i
[39:53]
want to be very clear
[39:54]
but i think their intent was to lease
[39:56]
the space out to the
[39:57]
to other cultivators is what i was
[40:00]
but you've worked with them much closer
[40:05]
what was that how many cultivators are
[40:07]
supposed to well
[40:08]
it's uh what's the tax revenue i mean
[40:10]
that's you know we're talking about
[40:12]
taxes we're talking about spending money
[40:13]
for library this is one
[40:15]
source of uh revenue for the for the
[40:16]
town and we get the three percent impact fee on
[40:20]
the sales
[40:21]
if we negotiate it into the hca which
[40:23]
everyone has had that in there that we
[40:25]
have negotiated plus you get you know
[40:27]
the real estate tax the property taxes
[40:29]
and all that
[40:30]
so it is a boom yeah select my health
[40:35]
rafa the concern that i have about that it may complicate
[40:41]
the approval process with the planning
[40:44]
board
[40:45]
and with zba in regards to if you put
[40:48]
the library up there
[40:50]
so close to marijuana with children
[40:53]
coming
[40:53]
into that building that they may
[40:57]
be opposed to the passage of that
[41:02]
pure oasis you know we talk about the
[41:04]
tax revenue
[41:06]
but we're also talking about the
[41:08]
potential
[41:09]
of 400 jobs
[41:13]
and that will have an impact on this
[41:15]
community
[41:16]
as well um
[41:20]
i caution people pure oasis
[41:23]
is not a done deal
[41:26]
it still has to get by planning board
[41:29]
and it still has to get by
[41:31]
zba um so
[41:35]
there's still work to be done and
[41:37]
salesmanship to be done
[41:42]
and pure oasis is going to hire mostly
[41:45]
daytonians so that's their preference
[41:48]
and they will hire uh people who have
[41:52]
been arrested for marijuana dealing
[41:55]
drug i'm just that's just because they
[41:57]
were penalized years back you know i
[41:59]
worked in probation for 35 years
[42:01]
uh people put on probation some people
[42:02]
were put in jail because of marijuana so
[42:04]
now they're
[42:05]
trying to reverse that because the
[42:06]
publisher might be able to tell from
[42:08]
here
[42:09]
uh that probably should have been legal
[42:10]
years ago so uh
[42:13]
it's there's there's going to be
[42:14]
employment from daytona's which is great
[42:16]
not only
[42:17]
you know it's it's revenue for the town
[42:19]
but it's also putting some people to
[42:21]
work which is a great opportunity for
[42:22]
dayton but that's the way down the road i think
[42:25]
those are all good points um but i also
[42:27]
want to
[42:28]
add that business begets business so i
[42:31]
think the more
[42:33]
jobs that we create in dayton then
[42:36]
the more likelihood that you'll have
[42:38]
restaurants and other places that want
[42:40]
to open up this is just my
[42:41]
crazy idea um and service those
[42:45]
influx of people who maybe no longer
[42:48]
have to go to boston for work can go to
[42:50]
you know or providence or wherever can
[42:52]
now work close to home so
[42:53]
like it used to be with the old uh
[42:55]
raytheon and icing ici
[42:59]
and let's help um dr c
[43:03]
in response to that um
[43:06]
we have a committee that has dormant now
[43:09]
the
[43:09]
business and development corporation and
[43:12]
i'm hoping in the
[43:14]
meetings to come that be able to
[43:18]
get your support mr pacheco's support to
[43:22]
work on revitalizing that committee
[43:24]
absolutely
[43:26]
and not just that committee but also the
[43:28]
development and industrial commission
[43:29]
which is more of a marketing committee yes
[43:36]
any other public input is there any
[43:38]
public input on there's something in
[43:40]
there
[43:41]
uh so yeah there was um a little bit of
[43:45]
input uh for me from a user nancy mack
[43:48]
um and just wanted to clarify uh there
[43:51]
that there will be 400 jobs total uh the
[43:54]
pure oasis
[43:55]
discussed hiring a hundred additional
[43:58]
employees
[43:58]
from the community yes
[44:04]
they're going to hire 100
[44:08]
i think all the all the employees that
[44:10]
they hire other than
[44:11]
management they're going to be
[44:13]
preference for titonians if they qualify
[44:15]
and then the agreement that we've been
[44:16]
voted on if somebody's from somerset and
[44:19]
somebody's from
[44:20]
the both have the same qualifications
[44:22]
the titanium's going to get the job
[44:24]
and that's enshrined in the agreement
[44:25]
that we signed and both parties agreed
[44:27]
to
[44:30]
mr white how about security um around
[44:33]
the facility
[44:34]
i'm sure that's going to be the type of
[44:36]
facility that people are going to want
[44:38]
into that don't belong in there
[44:40]
um how are we going to uh make sure that
[44:43]
we've got
[44:44]
adequate security well they they i
[44:46]
forget how many cameras
[44:47]
they have to have but it's fully secured
[44:49]
and so
[44:50]
if they're growing marijuana here in the
[44:52]
building there's gonna
[44:54]
it won't be like a windows here to the
[44:55]
public so it's gonna be inside the
[44:57]
building somewhere
[44:58]
and it's gonna be security cameras uh
[45:00]
the police department has to be involved
[45:02]
in that the police department has the
[45:03]
right to look at those cameras
[45:05]
uh so i i think it's going to be uh very
[45:08]
secure
[45:08]
the special program addresses all of
[45:12]
that so they're great questions and our
[45:13]
planning board has been
[45:14]
fully engaged with making sure that's
[45:16]
part of their conditions and their
[45:18]
special permit
[45:21]
and that they have to have a they have
[45:22]
to have it like an actual security plan
[45:24]
and i think
[45:25]
yes and the agreement dpd needs to i
[45:28]
think the chief of police has to go in
[45:29]
there and like sign off on everything
[45:32]
i think the public should also remember
[45:34]
that part of the reason why
[45:36]
this not just this board but the board
[45:38]
with um
[45:39]
selectmen gular as well had been
[45:41]
supportive of the
[45:42]
three percent impact fee is in case
[45:45]
something
[45:45]
happens and you have to have more police
[45:48]
presence or
[45:49]
police have to go out um due to calls or
[45:52]
things like that so it's in
[45:53]
and i'm not saying that's going to
[45:54]
happen i'm just saying it's an
[45:56]
anticipation of things like that
[45:58]
even though it's a business and not a
[46:00]
family that's going to
[46:01]
you know for example send a child to
[46:03]
school which is a cost to the taxpayers
[46:06]
um so they're we're anticipating things
[46:09]
like that as well as best that we can
[46:11]
so the revenue being used to pay the
[46:14]
employees
[46:15]
are marijuana
[46:19]
facilities allowed to put money in banks
[46:22]
it was a period of time has that been
[46:25]
rectified
[46:26]
or do they have to deal in a cash
[46:28]
business
[46:29]
what's that what's the currency it's
[46:31]
been fleshed out has it been flushed out
[46:33]
um it's easier i wouldn't say it's
[46:35]
completely flexible yeah
[46:36]
i haven't heard anything different from
[46:38]
this because not all
[46:40]
the banks are uh fdic insured
[46:43]
and the rules were that your state can
[46:46]
do something
[46:47]
but the banking commission would not
[46:49]
allow the federal rules from
[46:50]
that type of money so if that's been
[46:54]
fleshed out
[46:55]
then it's easy to make payroll for the
[46:57]
people yeah
[46:58]
i thought i saw some banking i think it
[47:00]
was just a massachusetts bank
[47:02]
that was lending them money or having
[47:04]
some accounts but i'm not positive of
[47:06]
that
[47:06]
i can't remember the name i have an
[47:08]
answer i spoke with an attorney there's
[47:10]
one bank in the area
[47:11]
local area that is dealing with
[47:13]
marijuana facilities
[47:15]
but you're right yes they are
[47:18]
yeah federal governments allow you yes and that was i questioned him on it because i i heard
[47:23]
the same thing you did and there's only
[47:25]
one bank that's large enough to do it
[47:27]
in this area so that's what they're all
[47:28]
i'm a licensed financial advisor and
[47:30]
i'm not allowed to put clients into
[47:33]
those types of
[47:34]
investments yeah you can't
[47:38]
you're right they all they seek private
[47:39]
funds for investments
[47:41]
but the actual banking to do payroll or
[47:43]
whatnot there's one bank in the area
[47:45]
that's doing it
[47:46]
in colorado for years they were paying
[47:47]
people with cash on that payment
[47:50]
and they had a big vault in there and
[47:51]
that was another security issue right they were i'm not sure what they
[47:56]
feared more people stealing the
[47:58]
marijuana
[47:58]
people stealing the money but uh well
[48:00]
the cartels were coming in because they
[48:02]
didn't want to be in competition
[48:05]
did you mr chairman is it okay uh we had a conversation earlier and you had
[48:09]
said that
[48:10]
um you know it's impossible to
[48:12]
anticipate
[48:14]
expenses and things like that that may
[48:16]
arise from um
[48:17]
the business opening but that we would
[48:19]
monitor
[48:20]
things like you know um okay the police
[48:23]
are going out a lot or the fire
[48:24]
department and things like that so did
[48:26]
you wanna
[48:27]
just for the public because we had a
[48:28]
couple questions about it
[48:30]
so yes in the three percent in three
[48:32]
percent i mean what the three percent
[48:34]
envisions is any type of
[48:36]
additional um i like additional
[48:39]
enforcement activities like from
[48:41]
inspection from police
[48:43]
uh like for money public safety i like
[48:45]
any type of additional town efforts that
[48:51]
we would
[48:52]
uh you know as a town have to provide i
[48:54]
would be included in the three percent
[48:56]
uh one of the things i'm actually
[49:00]
happening in other communities across
[49:01]
the state right now is there's a lot of
[49:03]
scrutiny
[49:04]
i'm on exactly what i'm exactly what type of expenses are
[49:09]
included in the three percent
[49:11]
uh actually practically speaking i like
[49:14]
and what a lot of and what a lot of
[49:17]
uh cities in town are having to do now
[49:19]
is trying to quantify
[49:21]
i like exactly what exactly what type of
[49:24]
expenses are made up
[49:26]
oh you know like in the first second and
[49:28]
third year in the three percent to
[49:30]
quantify that all i can hope so i mean
[49:33]
if
[49:34]
i like if pure oasis is ever i'm in fact
[49:37]
up and running you know this
[49:40]
uh oh yeah the agree
[49:43]
the agreement approved this evening is
[49:44]
for five years
[49:46]
i like and the expectation is after the
[49:48]
five years all parties would really know
[49:50]
the true costs
[49:52]
all i can oh in any future agreement any
[49:55]
future agreement would recognize
[49:58]
oh you can better reflect any true costs
[50:00]
that the
[50:02]
oh you know our community really faces
[50:03]
and has to deal with as a result
[50:08]
yes is there a model that worked that
[50:11]
they are
[50:11]
using to come up with the amount of
[50:14]
money that they think that's going to
[50:15]
equal to
[50:16]
over those five years
[50:19]
oh you know uh you know i'm in terms of
[50:22]
um
[50:23]
i'm in terms of a model the model is
[50:25]
really the three percent
[50:26]
but every you know what i mean but what
[50:28]
is it equal what is
[50:30]
after
[50:34]
oh yeah like in terms of a projection
[50:35]
yeah like they don't actually
[50:37]
know that yet because the market is
[50:39]
still evolving
[50:44]
going back from now to five years what
[50:47]
is what is the model for that come to
[50:50]
what does those figures
[50:51]
equal well we don't know that only
[50:54]
because
[50:54]
i'm saying the company yeah the company
[50:56]
because they're starting off small
[50:58]
and they hope to expand they're going to
[51:00]
get other companies
[51:02]
so they don't have anything like this
[51:04]
that's
[51:05]
no they only have uh
[51:09]
yeah they have a registered marijuana
[51:10]
disease
[51:12]
yeah they but they don't cultivate it
[51:13]
correct so they want
[51:15]
this site to help support their
[51:18]
operation in dorchester
[51:19]
um which makes sense we're we're a small
[51:22]
quiet town
[51:23]
you know it's not dorchester hopefully
[51:25]
there's less crime obviously here so
[51:28]
yeah i think they talked about uh and
[51:30]
correct me from wrong that
[51:31]
they were gonna use a hundred thousand
[51:33]
square feet to grow marijuana
[51:35]
there's another company that is
[51:36]
interested it'll come also before us and
[51:39]
we'll have a similar agreement
[51:40]
that will also be called the growing
[51:42]
marijuana there so
[51:43]
they hope to expand none of the
[51:45]
businesses there are going to
[51:47]
be thrown out so those businesses that
[51:49]
are there they continue
[51:51]
being there but they it's i think
[51:53]
instead of half a million square feet
[51:54]
something like that that the building so
[51:55]
they have a great potential
[51:57]
uh for that and the town has a great
[51:59]
potential for revenue
[52:00]
that you that you know that's actually
[52:03]
one of my
[52:04]
concerns and it would be nice i think if
[52:06]
we could have a stipulation
[52:07]
in there as far as a
[52:10]
gradual time frame because since
[52:14]
we don't have any concrete figures
[52:16]
because they don't they've never done
[52:18]
this before
[52:19]
they're going to have their business
[52:21]
you're saying and i've heard them say
[52:22]
too they're going to have
[52:24]
another we go a certain amount of
[52:28]
years a certain time frame before they
[52:30]
can't just like all of a sudden you have
[52:32]
another one another one another one
[52:34]
and you know what they mean it's like
[52:37]
not
[52:38]
or do we not have anything to say on
[52:40]
that the time
[52:42]
the town of dayton i mean well they we
[52:44]
would be signing a host uh agreement
[52:46]
with
[52:46]
whatever new company comes in for
[52:48]
leasing so
[52:50]
right now we just made the agreement
[52:51]
with pure oasis who's talking about 100
[52:53]
000 square feet
[52:54]
and quite frankly they may start off
[52:57]
with 50 000
[52:58]
square feet but they their potential for
[53:00]
them is a hundred thousand square feet
[53:01]
and then they
[53:02]
will expand well it seemed like they
[53:03]
actually if i heard correctly they had
[53:05]
like two or three other businesses that were actually
[53:09]
interested in coming and doing the same
[53:11]
thing that they're doing
[53:16]
let's keep a lid on it you know
[53:19]
for the first couple years see see how
[53:22]
much police
[53:24]
uh we need see how much you know just so
[53:27]
we know what is this actually
[53:29]
are we doing better with them
[53:34]
financially are we breaking you know
[53:35]
what i mean as opposed to them getting
[53:37]
another one and another one
[53:39]
like see what happened get them and then
[53:43]
maybe
[53:43]
one on there yeah it's three percent of
[53:46]
their gross sales so whenever they sell
[53:47]
their product to another business
[53:50]
i think uh my personal feeling is is
[53:53]
that
[53:54]
it's going to be difficult for us to
[53:55]
prove to three percent because there's a
[53:57]
lot of different things
[53:58]
uh so i don't think we're gonna that's
[54:00]
why i say it'd be nice to see like
[54:01]
literally facts and things
[54:03]
but we know what we we what we can look
[54:05]
at
[54:06]
so if we have somebody here in the
[54:07]
office here who's actually keeping track
[54:08]
of the expenses that the town
[54:10]
that person while they're doing that
[54:12]
gets that's part of the
[54:14]
uh the three percent uh that we'll be
[54:16]
asking but it's the police system
[54:18]
i can't you know who knows but i i don't
[54:20]
think it's i think we're gonna be able
[54:21]
to get
[54:22]
like put put the brakes on a little bit
[54:26]
i see this yeah i hear what you're
[54:28]
saying my personal feeling is and i'm
[54:29]
not talking about the board we need to
[54:30]
bring revenue into town i see it all the
[54:32]
time on facebook and everything else
[54:34]
where i bring businesses
[54:35]
in we're not forced to smoke the
[54:37]
marijuana i'm not forcing
[54:38]
anything like that it's going to be
[54:40]
taken out of town it's going to go up
[54:41]
it could be any businesses i'm not i'm
[54:44]
not singling out
[54:44]
marijuana and the way they're running
[54:46]
the business however
[54:49]
see if you want to like talk about
[54:50]
marijuana the one thing that does
[54:52]
concern me concerning marijuana
[54:54]
is they were asked a few times in their
[54:58]
um info thing that they did
[55:01]
a couple weeks ago what they plan on
[55:04]
doing as far as a filtration
[55:07]
hvac type system for odor
[55:10]
and i really didn't get again any
[55:13]
actual specific
[55:16]
unit that they're using name that
[55:18]
they're using and the efficiency
[55:20]
and the actual outcome
[55:24]
that this is success has been used here
[55:27]
and it's
[55:27]
the air is you know it's a certain
[55:30]
percentage
[55:31]
it's clear yeah even again i think it'd
[55:34]
be nice for them
[55:35]
not nice i mean they should know exactly
[55:39]
what system they're being put in but all
[55:41]
of that
[55:43]
has to do with if
[55:46]
like you the towns people kind of give
[55:48]
them the green light
[55:49]
upon you know those are things that they
[55:53]
have to satisfy correct
[55:54]
yes but that the the grant uh the
[55:58]
it's the planning board that will
[55:59]
actually give them the permit for this
[56:00]
so it's not
[56:01]
us to make that decision obviously we
[56:03]
don't want order to be an issue
[56:04]
and if you remember from that uh it was
[56:06]
i believe it was last week
[56:08]
they had two options but they didn't say
[56:09]
which one they were going to use right
[56:11]
what they did say what
[56:12]
might not this one might not work that
[56:14]
well if they went so that it's just
[56:16]
when you start getting into maybe maybe
[56:19]
not
[56:21]
but what they did say was that because
[56:22]
something that they had has experience
[56:24]
in this field and they're going to
[56:25]
listen to the consultant so that
[56:27]
whatever mistakes they've made in the
[56:28]
past they could someone said this
[56:29]
filtration
[56:30]
system doesn't work this is the one that
[56:31]
we're going to go with i'm obviously i
[56:34]
can't speak for the board but
[56:35]
we're not going to tolerate odor coming
[56:37]
from uh from over there
[56:39]
quite frankly so but it is that it is
[56:41]
the planning board that
[56:42]
would impose that as like a condition on
[56:45]
any special permit and they i just want
[56:47]
to be clear they act completely
[56:48]
independent from us they are
[56:50]
they run their own elections they are
[56:51]
their own elected officials so they
[56:53]
would impose those conditions and i would assume they would have a
[56:57]
public hearing
[56:58]
um that night when they were going to
[57:00]
vote and everybody could come that was
[57:02]
interested and and i think that that's a
[57:03]
good point i think that's fair
[57:05]
um we don't want it to smell obviously
[57:08]
and
[57:08]
if they're not going to be the only ones
[57:10]
over there i think it's very
[57:12]
fair to to say that actually
[57:15]
uh leanna's hand up first i just i just
[57:17]
had a real quick question um what kind
[57:19]
of oversight beyond
[57:20]
the department of revenue and their tax
[57:22]
returns does the town
[57:26]
yeah to ensure that we're actually
[57:28]
getting yeah i know that they give us
[57:29]
they're going to have to give us an
[57:30]
annual
[57:31]
report that we'll all get the
[57:32]
opportunity to take a look at
[57:34]
okay uh we gotta
[57:37]
say trust us
[57:52]
and for a long time we got you know
[57:54]
pretty good money from them on an annual
[57:56]
basis
[57:56]
under no firm obligation and then that
[57:59]
all came to an end
[58:00]
so i just want to be sure that we don't
[58:02]
go into this
[58:04]
blindly and remember how that can
[58:07]
actually go yeah and that's what we
[58:10]
thought we were going to get
[58:11]
right if i remember correctly it was a
[58:13]
10-year agreement 100 000
[58:15]
a year uh not geared for anything so the
[58:18]
town actually i
[58:19]
actually think was the boris left and
[58:20]
decided where that money was going to go
[58:22]
which i'm not
[58:23]
too crazy about uh so uh
[58:26]
this is your five-year agreement and
[58:28]
then it gets renewed and uh
[58:30]
like mr mueller autonomous said that we
[58:32]
get to see exactly what we've had to use
[58:34]
for expenses we
[58:35]
i don't believe we keep we can go higher
[58:37]
than three percent that's the state yeah
[58:38]
it does yeah that's the ceiling
[58:40]
with the highest figure hopefully we can
[58:43]
show that
[58:44]
yeah we've used that three percent if
[58:47]
now it's gonna be a little less but
[58:48]
that would be our goal so
[58:51]
any other questions
[58:56]
okay we'll go to the next item uh
[58:58]
minutes uh
[58:59]
last week was there anything on there
[59:01]
just before can you move on
[59:02]
let's see it's chuck oh yeah um
[59:05]
i also like we're in public to comment
[59:07]
at this point correct yes
[59:09]
okay uh so we do have um a hand
[59:12]
uh from jaws from from justin travis our
[59:15]
library director
[59:17]
okay and i'll ask um i'll ask her to
[59:19]
unmute so she can
[59:21]
speak jasmine mr virus
[59:28]
no i was i don't really need to say
[59:30]
anything the conversation had shifted
[59:32]
away from the library so i didn't want
[59:34]
to
[59:34]
bring it back when um
[59:38]
it had already shifted so okay wait
[59:42]
thank you very much
[59:46]
go to the next item minutes approval of
[59:47]
them well we already did that public
[59:49]
input
[59:49]
we're going to go into executive session
[59:51]
under massachusetts general law chapter
[59:53]
38 section 1
[59:55]
21 a 3 3 to discuss the strategy with
[59:59]
respect to collective blogging or
[1:00:00]
litigation if an open meeting may have
[1:00:02]
a detrimental effect on the bargaining
[1:00:04]
or litigating position of the public
[1:00:06]
body
[1:00:06]
and the chair so declares i declare in
[1:00:09]
negotiations with the dayton police
[1:00:11]
officers mass
[1:00:12]
cop cop 30c we will not be coming back
[1:00:15]
into a public meeting so we're going to
[1:00:16]
have to go into executive
[1:00:18]
session and um that will be it uh
[1:00:22]
for the night so i'll entertain
[1:00:23]
promotions so moved so a second
[1:00:26]
are we going to have public input we
[1:00:29]
hope we just have public
[1:00:30]
input we have a couple more things we
[1:00:33]
want to do
[1:00:34]
okay i'll retract my emotions
[1:00:38]
okay well i had asked if there's any
[1:00:40]
more public input there was any
[1:00:41]
i'm sorry that that's that's fine is
[1:00:43]
there more on that topic
[1:00:45]
another topic that we were on yeah okay
[1:00:48]
any public input on anything else
[1:00:52]
is this is this anything anything
[1:00:57]
i see the policy here i live on forestry
[1:01:00]
in the troublemaker area uh
[1:01:03]
the firing range you know i was missing
[1:01:07]
vietnam
[1:01:08]
there i thought it was back in vietnam
[1:01:11]
two days just that gun range was crazy
[1:01:14]
mm-hmm when was this you don't mind me
[1:01:17]
asking yeah
[1:01:17]
this week i usually hear it when it's
[1:01:20]
like that and i didn't
[1:01:22]
work working in the yard two days just
[1:01:25]
going and going
[1:01:27]
didn't we asked a while ago we called
[1:01:30]
the police station
[1:01:32]
they said they had leased at the time
[1:01:35]
we have an agreement with them that we do mutual trainings we do some things
[1:01:40]
in time but we do allow them to use the
[1:01:42]
range but we were
[1:01:43]
i thought we were supposed to release i
[1:01:45]
thought that public was supposed to be
[1:01:46]
never
[1:01:47]
right now can we not use that red flag
[1:01:50]
not
[1:01:58]
it usually happens in september so
[1:02:00]
that's why i'm surprised that
[1:02:02]
this is september but that's a good uh
[1:02:06]
it wasn't my understanding it was awful
[1:02:09]
it was off
[1:02:10]
suddenly uh just listen to gunfire for
[1:02:12]
two days
[1:02:14]
it wasn't a weekend though right now
[1:02:15]
yeah during the weekend yeah
[1:02:18]
during the day yeah okay all day
[1:02:22]
we were we had asked that
[1:02:26]
a statement be made on the facebook page
[1:02:29]
before
[1:02:30]
the gun activity were to occur just to
[1:02:31]
notify people in the area because some
[1:02:33]
people don't drive
[1:02:34]
down there and notice the red flag so we
[1:02:36]
can
[1:02:38]
certainly ensure that that happens going
[1:02:39]
forward and i thank you for letting us
[1:02:41]
know
[1:02:43]
okay another thing the speed limit signs
[1:02:47]
of
[1:02:47]
forestry where are we at with that
[1:02:50]
i mean we did a traffic study november
[1:02:52]
uh 2019.
[1:02:55]
i mean should we go to congress to get a
[1:02:57]
speedo
[1:02:59]
i mean i'm not sure what effect they'll
[1:03:02]
have on mass d.o.t but
[1:03:03]
it couldn't hurt but in all seriousness
[1:03:06]
yeah are we gonna
[1:03:07]
have a bylaw that we're gonna present at
[1:03:08]
the special town meeting in october to
[1:03:12]
grant us permission to set
[1:03:15]
to establish speed safety zones
[1:03:18]
specifically the one that has been
[1:03:20]
discussed has been for pleasant street
[1:03:22]
so far
[1:03:26]
i think i talked to fred about this is
[1:03:28]
that the 20 miles an hour
[1:03:30]
yes
[1:03:33]
the average speed is 41 right now
[1:03:37]
um forestry you're talking about how far
[1:03:39]
is it and we walk there constantly
[1:03:41]
and if you know i gotta i'm gonna get an
[1:03:44]
app for my phone will
[1:03:45]
tell me the speed because a lot of times
[1:03:47]
they're over 40
[1:03:49]
and to put a 20 mile an hour speeds on
[1:03:52]
there
[1:03:54]
is that are they going to do it i don't
[1:03:56]
think that's what you're talking about
[1:03:57]
you're just asking for
[1:03:59]
speed limit signs for the 30 miles per
[1:04:01]
hour which i believe is the limit right
[1:04:03]
so we can if you if you can put it on
[1:04:05]
the agenda we can ask tom
[1:04:07]
uh oh superintendent ferry is here is he
[1:04:09]
still here
[1:04:10]
oh okay is there a chance we could
[1:04:13]
put a stop sign in the middle that has
[1:04:15]
been just that has been discussed before
[1:04:18]
we discussed that yeah
[1:04:22]
we think that that may be a problem yeah
[1:04:24]
no we've discussed that in the past
[1:04:26]
uh we think some studies show that if
[1:04:28]
you put stop signs then what happens is
[1:04:30]
people stop and then they speed up
[1:04:32]
actually drive faster they get to the
[1:04:33]
next stop circle back
[1:04:35]
absolutely i do i do
[1:04:38]
feel personally
[1:04:41]
the other thing is i've noticed that
[1:04:42]
we've asked the chief uh
[1:04:44]
police to have more enforcement of this
[1:04:46]
you know you can probably speed
[1:04:48]
limit signs up but if you don't have
[1:04:49]
enforcement it doesn't make any sense
[1:04:51]
and i've noticed just the past couple
[1:04:52]
days there's been cruises on different
[1:04:54]
streets
[1:04:56]
so i'm glad that they're out there in
[1:04:57]
the community now and uh hopefully
[1:04:59]
i've seen given those uh speeders
[1:05:01]
tickets but uh
[1:05:02]
interesting about far street when they
[1:05:04]
did that study and i believe the
[1:05:05]
police department had actually stopped
[1:05:07]
some people
[1:05:08]
uh a lot of those people that we stopped
[1:05:10]
for speeding were residents of
[1:05:12]
forestry that's uh that's a little bit
[1:05:16]
of
[1:05:16]
the problem there but that might
[1:05:19]
personally no i'm not saying it's europe
[1:05:20]
my personal feeling is that i don't care
[1:05:22]
where you live if you're speeding it you
[1:05:23]
get a ticket
[1:05:24]
yeah yeah and that's that's how you get
[1:05:27]
the message out
[1:05:28]
right but you're correct that forestry
[1:05:30]
was actually brought this to our
[1:05:31]
attention the
[1:05:32]
full speeding thing was street foreign i
[1:05:36]
don't have to see it there we go
[1:05:37]
seven or eight one of us uh forest
[1:05:39]
street pleasant street
[1:05:41]
uh i'm not sure i think part of william
[1:05:42]
street was correct fremont street
[1:05:44]
portland
[1:05:45]
barton maple i believe yeah
[1:05:52]
i just heard the other night there was
[1:05:53]
another marijuana discussion
[1:05:55]
that's going to go on william street and
[1:05:57]
they were concerned about these
[1:05:59]
speed on william street is a nightmare
[1:06:02]
so
[1:06:11]
yeah i've noticed that yeah i mean
[1:06:13]
especially with that construction of the
[1:06:14]
house
[1:06:15]
on the corner yeah well that's on uh
[1:06:18]
technically tremont yeah
[1:06:20]
but it there's constantly tripped it's a
[1:06:22]
cut through
[1:06:24]
from time to time correct
[1:06:27]
does it fly down there to us and i've
[1:06:30]
seen them
[1:06:32]
full disclosure i'm involved in the
[1:06:33]
historical side which is at the center
[1:06:35]
of william street right i swear there's
[1:06:36]
gonna be accidents almost every day and
[1:06:37]
a lot of times there's big tractor
[1:06:38]
trailers that
[1:06:39]
just come down down the hill and uh if
[1:06:42]
you're leaving center to go on william
[1:06:43]
street you know
[1:06:44]
this is a hill you may not see it but
[1:06:46]
they come down so fast
[1:06:47]
something's going to happen there so so
[1:06:49]
i also want you to know that we have
[1:06:51]
discussed with the
[1:06:52]
um just casually with the chief of
[1:06:54]
police
[1:06:55]
um we've bandied ideas like
[1:06:59]
dedicating someone to traffic
[1:07:00]
enforcement or having
[1:07:02]
part of someone's dedicated role traffic
[1:07:05]
enforcement being one of their
[1:07:06]
priorities they could
[1:07:08]
earn their own salary it wouldn't be
[1:07:10]
much trouble
[1:07:12]
i mean you could you could probably pay
[1:07:14]
for a car or a salary
[1:07:15]
from the tickets maybe then it would
[1:07:18]
slow down
[1:07:19]
yeah i just know that i got a commitment
[1:07:21]
from the chief that uh
[1:07:23]
because we just hired two police
[1:07:24]
officers so i said can we get them out
[1:07:26]
on the streets because that's what
[1:07:27]
people are talking about
[1:07:28]
there isn't that much crime in that not
[1:07:30]
that there isn't crime but there is you
[1:07:32]
know there isn't that much
[1:07:33]
but speeding is a big issue for a lot of
[1:07:35]
people and if you got young children
[1:07:37]
yeah yeah
[1:07:41]
we that's a very good crowd here this
[1:07:43]
evening i commend you and thank you for
[1:07:46]
your participation in government and i'm
[1:07:48]
going to throw this out
[1:07:50]
i don't have an answer but i welcome
[1:07:52]
your input
[1:07:54]
i've heard all kinds of discussions
[1:07:57]
about
[1:07:57]
40 30 20 mile an hour speed limits but i
[1:08:00]
scratch my head and i say
[1:08:02]
you could make a tent but if there's no
[1:08:04]
one to enforce it
[1:08:06]
doesn't matter you're not signing there
[1:08:07]
right now at 40 and it's not being
[1:08:09]
enforced
[1:08:10]
and i'm throwing this out for feedback
[1:08:13]
not because i've drawn an opinion and i
[1:08:16]
know other communities
[1:08:17]
do quotas and i'm questioning whether or
[1:08:20]
not
[1:08:21]
a quota system put in place with the
[1:08:23]
police department
[1:08:25]
may not be necessary to get
[1:08:29]
speed under control in this town i have
[1:08:31]
a thought
[1:08:33]
regarding that well we only have so much
[1:08:36]
money and
[1:08:37]
you have two police officers on duty at
[1:08:39]
any given time
[1:08:41]
in this town that's what we have
[1:08:45]
and they have to fight in scratch for
[1:08:48]
every nickel and dime that they get i
[1:08:50]
understand that their
[1:08:51]
request for sixty two thousand dollars
[1:08:53]
was it correct me if i'm wrong
[1:08:55]
it was for a car another cruiser and
[1:08:58]
some repairs or something
[1:08:59]
i understand that was shot down at the
[1:09:01]
last time maybe forty five thousand was
[1:09:03]
approved yeah but yeah
[1:09:05]
a full total wasn't it was recommended
[1:09:06]
over 45 rather than 62 000 right
[1:09:09]
and it's still 17 shy of where they
[1:09:11]
wanted to be and
[1:09:12]
probably needed to be when you when you
[1:09:17]
look at the individual cruisers and
[1:09:19]
things like that
[1:09:20]
those things take a beating they're all local the brakes are getting
[1:09:24]
shot every uh
[1:09:25]
every so often those those are city
[1:09:28]
miles those are hard miles those
[1:09:30]
vehicles are being driven
[1:09:32]
so they need more maintenance and and
[1:09:35]
they need more money for it
[1:09:37]
so where does that come from well you
[1:09:39]
ask about a quota system and a quota
[1:09:41]
system the problem is
[1:09:42]
it becomes almost unethical it really
[1:09:45]
does it it draws out the the
[1:09:48]
worst instincts in people and one of the
[1:09:51]
things that we don't want is to go from
[1:09:54]
what we have now which is relative
[1:09:56]
freedom to you know this
[1:09:58]
overarching police state where if you
[1:10:00]
drive 21 miles an hour in a 20 mile an
[1:10:02]
hour zone you're going to get pulled
[1:10:03]
over
[1:10:04]
nobody wants that either so there's got
[1:10:07]
to be some balance
[1:10:08]
um you know periodic enforcement should
[1:10:11]
be enough to kind of deter most speeders but a
[1:10:15]
quota system
[1:10:17]
it just it just reeks of a police state
[1:10:19]
and i wouldn't tolerate that for a
[1:10:21]
minute
[1:10:22]
i think it's all to your point
[1:10:24]
selectment hall i think it's and i'm not
[1:10:26]
giving my opinion on
[1:10:27]
court although i do agree with a lot of
[1:10:28]
the points you made and i think
[1:10:31]
probably a lot of people will agree with
[1:10:32]
them but i just think that
[1:10:35]
the reason why people don't and this has
[1:10:36]
been said at meetings before the reason
[1:10:38]
why people are less likely to speak
[1:10:40]
speed in towns like berkeley is because
[1:10:42]
they have a reputation
[1:10:44]
of being strong on and i'm not talking
[1:10:47]
about speeding you know
[1:10:48]
21 and a 20 i mean you know going 30 and
[1:10:51]
a 20 you'll probably get pulled over
[1:10:52]
at any point they come out of nowhere
[1:10:55]
and i think that
[1:10:56]
it's gonna take some time but if we can
[1:10:59]
dedicate
[1:11:00]
so if we can afford i should be clear if
[1:11:02]
we can afford to dedicate more resources
[1:11:04]
to traffic enforcement we should because
[1:11:06]
that will go a long way to
[1:11:07]
having that in my opinion reputation
[1:11:10]
that if you speed in this town
[1:11:12]
you're going to get pulled over and i
[1:11:14]
think that is
[1:11:16]
when a word gets out because we still
[1:11:17]
live in in a small town where
[1:11:19]
word gets around in that way then you
[1:11:22]
might see
[1:11:22]
less of that speeding just a thought and
[1:11:25]
to
[1:11:26]
if i may um speed grants
[1:11:29]
they can apply for it and get extra
[1:11:31]
money to put on an officer from the
[1:11:33]
state
[1:11:34]
in something called the speed grant i
[1:11:36]
don't know exactly how it works
[1:11:38]
but if if you really wanted that extra
[1:11:41]
enforcement that's that's all they would
[1:11:42]
really have to do is
[1:11:44]
apply for a speech man but i i don't
[1:11:47]
know exactly
[1:11:49]
how any of that would work i'm sure we
[1:11:50]
can look into it about that
[1:11:52]
in the hallway a few minutes ago you'd
[1:11:53]
be the expert on that
[1:11:55]
that's a good idea we can definitely
[1:11:57]
discuss it with you here for the
[1:11:58]
executive sessions
[1:12:00]
that's what we have yeah i also in
[1:12:03]
trouble
[1:12:04]
a little bit with the quotas too because
[1:12:07]
towards the end of the month if you're
[1:12:08]
doing a monthly uh then all of a sudden
[1:12:11]
they're gonna be stopping
[1:12:12]
speeders but you could speak beginning
[1:12:13]
the month you're not getting stopped so
[1:12:17]
but it's it's it's an idea so some will
[1:12:26]
main street so i call main street
[1:12:30]
i live there around let's say midnight
[1:12:33]
to four o'clock the
[1:12:35]
i might be up in the middle of the night
[1:12:37]
and all of a sudden
[1:12:39]
i mean these people are probably going
[1:12:40]
100 miles an hour i'm serious
[1:12:42]
and if you had the offices in those nice
[1:12:44]
specific spots right near the bridge and
[1:12:46]
all that
[1:12:46]
they would make a mint and another thing
[1:12:48]
one more thing is that there's a
[1:12:50]
relatively new uh 45 mile an hour sign
[1:12:53]
going up towards williams street okay
[1:12:56]
fine
[1:12:57]
there was one on the same on the other
[1:12:59]
side going this way
[1:13:00]
towards 138 i said 35 miles an hour and
[1:13:03]
that mysteriously disappeared
[1:13:05]
i don't know what happened it'll be
[1:13:07]
wonderful if we could get that one back
[1:13:09]
because they're going this way the same
[1:13:10]
way they think it's 45.
[1:13:13]
was it i thought it was i thought it was
[1:13:15]
william street 35
[1:13:17]
i thought it was 30 going into uh 138
[1:13:19]
right when you go up 138 of course up
[1:13:21]
the hill that's 30 right right we all
[1:13:22]
know that
[1:13:23]
and then at a certain point and my house
[1:13:25]
becomes
[1:13:26]
is not weird is this true it's 45 but
[1:13:28]
then
[1:13:29]
on the other side going that way towards
[1:13:31]
the um the library it's 35 then it goes
[1:13:33]
to 30 at the library
[1:13:35]
so that sign across the street from my
[1:13:36]
sign in front of my house
[1:13:38]
is missing for 35 and i'd love to have
[1:13:40]
that gentleman take care of that
[1:13:42]
tomorrow please
[1:13:43]
yeah because it's i didn't realize it
[1:13:44]
was
[1:13:48]
and that 50 mile per hour sign on um
[1:13:52]
yes william street had disappeared does
[1:13:54]
anyone remember for like months and then
[1:13:55]
it
[1:13:56]
came back so it appeared
[1:14:03]
and if you live on main street and i
[1:14:05]
don't uh you live on main street
[1:14:07]
it's not a very good road so imagine
[1:14:09]
once it's paved
[1:14:10]
oh what it's going to be like we should
[1:14:12]
address it before yes
[1:14:14]
it's like it's like starships flying by
[1:14:16]
my house i'm telling you to the audience
[1:14:17]
i'm like it's that fast i'm just like
[1:14:20]
yeah okay tomorrow right well i'm
[1:14:22]
impressed that you're up at midnight
[1:14:24]
because i haven't seen midnight in such
[1:14:25]
a long time
[1:14:31]
are there any other questions
[1:14:35]
um yep
[1:14:38]
i shouldn't say questions in the
[1:14:39]
comments regarding the zoom feeds and
[1:14:42]
everything like that
[1:14:43]
so i i don't think it's much of a secret
[1:14:45]
that you know we
[1:14:46]
um want to see lenny up there and
[1:14:49]
everything and all his glory
[1:14:51]
not that we don't want to see you guys
[1:14:52]
either i get it
[1:14:54]
no offense we don't want to see
[1:14:55]
ourselves either let's see
[1:14:58]
um at the last meeting you guys had on
[1:15:01]
zoom
[1:15:01]
we couldn't see when we couldn't hear
[1:15:04]
him
[1:15:04]
um i i could hear brett just fine up
[1:15:07]
here ken just fine
[1:15:08]
but i couldn't
[1:15:18]
yes we did we just think we rectify that
[1:15:22]
we think we did the other day we had uh
[1:15:24]
we did a sample
[1:15:25]
zoom it was me and it was uh robert
[1:15:28]
woods and it was a third i forget who
[1:15:29]
the third person was
[1:15:32]
jonathan gale at home on zoom and they
[1:15:34]
did different
[1:15:35]
things with the volume and stuff like
[1:15:36]
that and we were able it was a little
[1:15:37]
bit of an echo
[1:15:39]
but with exception that we could hear
[1:15:41]
people in different spots
[1:15:42]
can you can you do like a microphone
[1:15:45]
between
[1:15:46]
each of you we used to have one what
[1:15:48]
happened last time
[1:15:49]
we have one microphone and something
[1:16:04]
so yeah there's a few things and number
[1:16:06]
one with regards to
[1:16:08]
the microphone that was used at the i'm
[1:16:11]
at the last
[1:16:11]
meeting uh uh that mic is set up
[1:16:15]
i'm i'm actually to the new technology
[1:16:19]
on top of the tv
[1:16:21]
um in the last four days we've been
[1:16:24]
working a lot on this issue because we
[1:16:26]
understand that it's a major issue
[1:16:29]
and i like what we have found is i'm a
[1:16:32]
few things number one
[1:16:34]
uh they actually they actually have
[1:16:37]
additional microphones which we can
[1:16:39]
order
[1:16:40]
uh it's like oh so each member of the
[1:16:42]
board of selectmen is able to have their
[1:16:44]
own dedicated mic to get their audio um
[1:16:49]
oh yeah like so like we're already on
[1:16:50]
top of that but i thought we already
[1:16:53]
we had these microphones that i didn't
[1:16:56]
mean to cut you off but
[1:16:57]
i was just under the impression they one
[1:16:59]
sat here
[1:17:00]
and then he had one and then excuse me
[1:17:03]
selectman hall had one as well
[1:17:05]
so what happened to those because we
[1:17:07]
already had a solution one over there was there was two there were at
[1:17:11]
least two yeah
[1:17:12]
i thought there were three yeah so the
[1:17:14]
original i feel like proper right now
[1:17:16]
solving this so the original auxiliary
[1:17:18]
microphones they don't actually
[1:17:20]
interface
[1:17:21]
with uh with the new
[1:17:25]
or the new platform oh you know that we
[1:17:27]
bought the show
[1:17:31]
however in the past however in the past
[1:17:33]
day and a half based on the testing that
[1:17:35]
we did i think yesterday we also
[1:17:38]
i like have found out i believe what is
[1:17:40]
actually the root of the issue
[1:17:43]
i like in the root of the issue i i uh
[1:17:46]
like actually goes
[1:17:48]
oh you know oh like it goes into like a
[1:17:50]
comcast issue
[1:17:53]
uh i like it uh like actually with a
[1:17:56]
bandwidth of a wireless
[1:18:00]
i like over the zoom oh you know like it
[1:18:04]
basically exhausts itself like in causes
[1:18:06]
way more feedback
[1:18:10]
oh you know than necessary and that's
[1:18:11]
why when we do the individual test
[1:18:14]
everything works
[1:18:16]
absolutely perfect but then when
[1:18:18]
everyone's logged on
[1:18:20]
uh oh you through comcast everything
[1:18:23]
basically
[1:18:23]
overloads our bandwidth so like in
[1:18:27]
talking
[1:18:28]
with uh and talking
[1:18:30]
[Music]
[1:18:31]
with our it administrator he has already
[1:18:34]
set up a way for the fiber that
[1:18:37]
like is in town hall all right to cross
[1:18:40]
over the complex and into old town hall
[1:18:42]
so we can set up directly to that fiber
[1:18:45]
because i noticed it slows down and then it speeds up and then everybody
[1:18:49]
sounds like alvin the chipmunks
[1:18:51]
oh yes we plug in now to the fiber
[1:18:54]
rather than logging on oh you know like
[1:18:58]
oh oh you know like oh like how cute
[1:19:01]
actually through comcast wireless we
[1:19:03]
should knock one would be good and
[1:19:04]
that's what we're gonna
[1:19:07]
i like actually planned to do because
[1:19:09]
was there a timetable
[1:19:10]
that that could possibly possibly be
[1:19:12]
done
[1:19:14]
um i believe the fiber is already there
[1:19:16]
and we just
[1:19:18]
oh i can we just have to make sure we're
[1:19:19]
plugging into it just from what i am
[1:19:21]
just utilizing
[1:19:22]
exactly um we had a call the other day
[1:19:26]
um during the day and um
[1:19:29]
i was i couldn't come to old town hall
[1:19:31]
and i had to do the meeting over zoom
[1:19:33]
everybody else was at old town hall
[1:19:35]
um and i could hear everyone it was a
[1:19:38]
little tough with the audience because
[1:19:40]
if you're not at a microphone it just it
[1:19:42]
sounds a little bit echoey
[1:19:44]
but um to address your point about not
[1:19:47]
being able to see selectmen hall i think
[1:19:49]
that's because
[1:19:50]
we sit at a straight desk and you can
[1:19:52]
see
[1:19:53]
obviously my big head and you can see
[1:19:54]
ken but he
[1:19:56]
gets um you can't see you because we're
[1:19:58]
all sitting in a straight line so maybe
[1:20:00]
for the next meeting we could just
[1:20:02]
slightly move the table
[1:20:04]
not a lot just like a little bit this
[1:20:05]
way so that we're sitting
[1:20:07]
like this and not like this and then you
[1:20:09]
would be able to see everyone
[1:20:11]
just the thought because the camera is
[1:20:13]
like oh the camera is right there they
[1:20:14]
say
[1:20:15]
would be right here on the wall tv and
[1:20:17]
the camera's above it
[1:20:18]
so it's going to get this is why brett
[1:20:20]
actually asked for this spot
[1:20:23]
for us
[1:20:27]
i'm playing musical chairs
[1:20:42]
[Laughter]
[1:20:44]
yes i don't like soon to be
[1:20:46]
if i could be honest i don't like zoom i
[1:20:48]
prefer this quite frankly
[1:20:50]
uh but while we have zoom you have to
[1:20:53]
deal with it
[1:20:54]
i'm sorry interrupt you no no i just let
[1:20:56]
the help
[1:20:58]
i had requested the second microphone i
[1:21:01]
understand there is an interface problem
[1:21:04]
i also wonder if um
[1:21:08]
a booster to the internet
[1:21:11]
at the old town hall would
[1:21:15]
help strengthen the signal
[1:21:19]
do you know what might also help is a
[1:21:21]
stern call to
[1:21:22]
that our governmental affairs rep at
[1:21:25]
comcast i forget his name i will get
[1:21:27]
that contact
[1:21:28]
information and let him know that we're
[1:21:31]
having difficulty streaming our lives
[1:21:33]
so this isn't like a resident calling
[1:21:35]
who wants to watch more no this is
[1:21:36]
important this is you know
[1:21:37]
yep i would do that i'll be strong and
[1:21:40]
let them know because maybe he's not
[1:21:41]
aware
[1:21:42]
that our our bandwidth is not is not
[1:21:45]
sufficient to have a public meeting
[1:21:47]
it doesn't make any sense there's no
[1:21:49]
reason so um i believe his name is mike
[1:21:51]
i will get that and we can call him
[1:21:53]
okay thank you good point is there any
[1:21:56]
more
[1:21:56]
uh public uh rafa developing um a couple
[1:22:00]
of days ago
[1:22:00]
the uh published an article about
[1:22:04]
the possibility of diamond reasoning
[1:22:08]
what is your word yes i i brought it up
[1:22:11]
at the uh
[1:22:12]
the last meeting last uh last week we
[1:22:14]
had it was a proclamation for
[1:22:16]
great uh gay pride month and i brought
[1:22:19]
up that i'm thinking of i'm seriously
[1:22:20]
thinking of bringing it
[1:22:22]
uh before the board of second to vote on
[1:22:23]
it will be a public hearing
[1:22:25]
it will probably not be in a little room
[1:22:26]
like this possibly at the school one of
[1:22:29]
the schools
[1:22:30]
and people will have input on it and
[1:22:31]
they can for or against
[1:22:34]
uh so just from uh so you know what my
[1:22:37]
position is
[1:22:38]
uh i'm not talking about putting a gay
[1:22:39]
pride flag on a flagpole out there which
[1:22:41]
has the
[1:22:42]
american flag and the pow mia flag i
[1:22:45]
would uh prefer not
[1:22:46]
a separate flagpole either but if you
[1:22:48]
walk into the building to the
[1:22:50]
uh where the door is to the right
[1:22:51]
there's a bench and then there's a wall
[1:22:53]
and i would ask you know i would support
[1:22:56]
putting a gay pride flag in june uh on
[1:23:00]
that uh
[1:23:00]
the building there so i haven't decided
[1:23:03]
with
[1:23:04]
i've talked to our town administrator
[1:23:05]
with thinking about the logistics of
[1:23:07]
having the public hearing
[1:23:09]
i will then bring it back to the board
[1:23:10]
to decide whether or not this is the way
[1:23:12]
we want to proceed as well as
[1:23:14]
the date and all that kind of stuff in
[1:23:16]
the place and then uh he'll be the
[1:23:18]
public will
[1:23:19]
be made aware of them excuse me
[1:23:22]
it may not be displayed this month it's
[1:23:25]
not going to be
[1:23:25]
no it's not going to be this week no
[1:23:27]
it's it's not going to be
[1:23:28]
displayed this month if i'm part of the
[1:23:31]
human rights
[1:23:32]
commission i'm the liaison person for
[1:23:34]
the voter selectmen we discussed this
[1:23:35]
maybe in february or march
[1:23:37]
i didn't think we should do it this year
[1:23:39]
this quickly there needs to be
[1:23:41]
conversations
[1:23:42]
and uh so that's why um i've asked the
[1:23:44]
board that we
[1:23:45]
i presented to the board that we're
[1:23:46]
going to have a public hearing so that
[1:23:48]
people can come
[1:23:49]
and express their position uh but it's definitely not going to come up
[1:23:54]
definitely won't be on
[1:23:56]
we won't have time to have it here
[1:23:59]
like when it's going to stop yeah well
[1:24:02]
hopefully it stops when we actually have
[1:24:04]
the vote but i hear what you're saying
[1:24:06]
i see the same stuff on on facebook so
[1:24:09]
uh just so you know it will not be this
[1:24:12]
month
[1:24:13]
uh i will present it within the next
[1:24:14]
couple of months we'll have a
[1:24:17]
hearing on it and people can voice
[1:24:20]
for or against and then the board will
[1:24:22]
uh i feel strongly that the board
[1:24:25]
should be able to make that decision
[1:24:26]
that we're elected by
[1:24:28]
not necessarily by some of you but we're
[1:24:31]
elected by the the residents of town
[1:24:33]
and we should be able to have the
[1:24:35]
courage to make a
[1:24:36]
decision on that mr white so i listened
[1:24:39]
in
[1:24:39]
on the human rights committee and
[1:24:42]
i recall you saying we shouldn't go
[1:24:45]
forward with this because of the
[1:24:47]
animosity that it causes and i think if
[1:24:50]
we're gonna
[1:24:51]
run up to a vote we're just gonna we're
[1:24:54]
a divided country right now
[1:24:56]
we don't need any more division and we
[1:24:59]
have our
[1:25:00]
stars and stripes and you know our flag
[1:25:03]
which is according to our constitution
[1:25:07]
recognizing everybody whatever religion
[1:25:11]
whatever race whatever color whatever
[1:25:13]
creed
[1:25:14]
and why would we go with
[1:25:23]
something that is going to further cause
[1:25:25]
division
[1:25:26]
and finger pointing and um
[1:25:29]
name calling and you know
[1:25:33]
we've been fine with it as we are
[1:25:36]
and maybe what we need to do is start
[1:25:38]
honoring what our
[1:25:40]
founding fathers said that flag means
[1:25:42]
and it does represent
[1:25:44]
everybody my major in college
[1:25:47]
was history and that's not what the
[1:25:48]
final four that flag did not represent
[1:25:51]
all of americans it represented whites
[1:25:55]
protestants and landowners that's what
[1:25:58]
that's who it represented
[1:26:00]
it didn't represent the slaves it is
[1:26:02]
true
[1:26:04]
it didn't represent slaves and right now
[1:26:07]
the lgbtq
[1:26:09]
community is being discriminated against
[1:26:12]
i think you can't prove that there's far
[1:26:15]
more acceptance
[1:26:17]
now absolutely than there
[1:26:20]
has ever been i think we've made huge
[1:26:22]
strides
[1:26:23]
both on people of color um
[1:26:27]
lgbtq um
[1:26:30]
this is far it's far better than it's
[1:26:32]
ever been
[1:26:33]
and this seems to be a rocking shoe to just cause
[1:26:40]
division and i think you were right when
[1:26:43]
you said that
[1:26:44]
at the human rights committee meeting
[1:26:47]
that
[1:26:47]
going forward with this is probably more
[1:26:49]
detrimental than positive
[1:26:51]
i think what i said i don't have an
[1:26:53]
exact quote but at that time i didn't
[1:26:55]
think it was appropriate to
[1:26:57]
but we're going to have that public
[1:26:58]
hearing we're going to have that
[1:26:59]
discussion
[1:27:00]
people can express whatever their
[1:27:02]
opinions are on this i think we can
[1:27:03]
avoid the
[1:27:04]
divisiveness i i would hope that that
[1:27:06]
doesn't divide the time because
[1:27:08]
you know small town will be like
[1:27:12]
but it's also divided those that support
[1:27:14]
putting the flag up so
[1:27:15]
it's uh it's left on health
[1:27:19]
i've said it over and over again
[1:27:23]
i totally think it is unfair
[1:27:27]
to spotlight and to put lbgtq
[1:27:32]
in the in the crosshairs this isn't
[1:27:36]
about
[1:27:37]
them it's about all groups
[1:27:40]
in this community it's about
[1:27:44]
african-americans it's about the native
[1:27:47]
americans
[1:27:49]
why aren't we coming up if we're going
[1:27:52]
to come up
[1:27:52]
with an all-inclusive policy
[1:27:56]
that if written and written well
[1:27:59]
would include lbgtq so this discussion
[1:28:03]
isn't
[1:28:03]
about them it's about all groups
[1:28:08]
what is going to be accepted what isn't
[1:28:11]
going to be
[1:28:12]
accepted i i think it's
[1:28:17]
it has divided the town but it has put
[1:28:20]
the gay community in an
[1:28:24]
unfavorable situation
[1:28:27]
that the spotlight is on them
[1:28:30]
in a negative way i haven't lived in
[1:28:33]
this town for over 30 years
[1:28:36]
and i've seen the discrimination
[1:28:39]
and the vandalism and the out and out
[1:28:41]
destruction
[1:28:43]
and the driving out of native americans
[1:28:45]
from this very
[1:28:46]
from the that building
[1:28:50]
from their pow-wow
[1:28:53]
services out there on that track
[1:28:56]
which had nothing to do to the
[1:28:58]
desecration
[1:28:59]
of their burial ground right behind my
[1:29:01]
house
[1:29:04]
right if we want to talk about
[1:29:08]
disrespect there is a lot
[1:29:11]
more documented discrimination
[1:29:15]
against the native americans in this
[1:29:16]
town than anything
[1:29:19]
that i've heard with lbgtq in this town
[1:29:25]
and to be honest with you
[1:29:29]
an all-inclusive policy brings a lot
[1:29:32]
more support
[1:29:36]
because and i get really uncomfortable
[1:29:39]
because it's spotlighting lgbtq
[1:29:42]
they're a small group but there is
[1:29:45]
strength
[1:29:46]
and there is wisdom with all of the
[1:29:48]
stakeholders coming together and having
[1:29:50]
input
[1:29:51]
in an all-inclusive policy
[1:29:55]
that is written in such a way that it
[1:29:57]
includes all the shareholders
[1:29:59]
so we're not talking about lgbtq we're
[1:30:02]
talking about policy
[1:30:03]
it is encompassing them and other groups
[1:30:08]
my frustration they did it in time and
[1:30:10]
they did it very well
[1:30:12]
so and they're willing to help us if we
[1:30:15]
wanted to go there
[1:30:19]
well i've stated my position yep so
[1:30:23]
we were talking about division and the
[1:30:24]
statements you had made
[1:30:26]
mr are very divisive um
[1:30:30]
you know my father was a world war ii
[1:30:32]
veteran he stood up against hitler
[1:30:34]
that old generation did under that flag
[1:30:40]
and all three of us did the same thing
[1:30:42]
absolutely
[1:30:44]
there are guys in this room yours truly
[1:30:46]
included who put on that uniform and
[1:30:48]
swore that oath
[1:30:49]
and it hasn't expired and that oath
[1:30:52]
wasn't too
[1:30:53]
quite protestant i'm not a protestant
[1:30:55]
you know
[1:30:58]
it's the american flag is inclusive of
[1:31:01]
everyone
[1:31:02]
did we have a rough start absolutely i
[1:31:05]
was a history major myself
[1:31:07]
one of the benefits i had in my
[1:31:09]
education was learning logic
[1:31:11]
from jesuits jesuits are brilliant
[1:31:15]
at logic and
[1:31:18]
the the if that argument the slippery
[1:31:20]
slope is an absolutely valid
[1:31:22]
argument that okay
[1:31:26]
this month we're going to have the gay
[1:31:29]
pride flag
[1:31:30]
next month what's to stop some lunatic
[1:31:33]
from demand and he wants the confederate
[1:31:34]
flag out there
[1:31:36]
the month after that why not a swastika
[1:31:38]
or the hammer and sickle or the most
[1:31:40]
murderous regime in history the chinese
[1:31:42]
are you comparing
[1:31:51]
you have one flag and that one flag is
[1:31:54]
the red white and blue
[1:31:55]
it's flying out there now that's the
[1:31:58]
inclusive flag
[1:31:59]
not all of these other flags what's to
[1:32:02]
stop us from flying
[1:32:03]
just any flag a godston flag there's
[1:32:06]
hundreds out there
[1:32:07]
we've got one we've got more important
[1:32:09]
things to talk about right
[1:32:10]
you talked about speeding you talked
[1:32:12]
about the library you talked about some
[1:32:14]
really important things and i was with
[1:32:15]
you on a lot of that stuff
[1:32:17]
but when you start going off in that
[1:32:18]
direction man i can't support you i
[1:32:20]
can't be
[1:32:21]
there so that's where we're at
[1:32:25]
i think it's an important issue you
[1:32:26]
talked about was it your grandfather in
[1:32:28]
world war ii no my father your father
[1:32:31]
you remember the service that the blacks
[1:32:33]
were segregated they weren't allowed to
[1:32:35]
be with whites wasn't right
[1:32:37]
absolutely wasn't right and it was
[1:32:38]
president truman who corrected corrected
[1:32:40]
that but
[1:32:41]
there are times in our history uh when
[1:32:43]
people have been
[1:32:44]
discriminated against and we have
[1:32:45]
technology i know that some people don't think that
[1:32:48]
our kids or the students should be
[1:32:49]
taught this stuff but this is our
[1:32:50]
history
[1:32:51]
good or bad we're always absolutely
[1:32:54]
always
[1:32:54]
most of the time we're moving forward
[1:32:56]
we're correcting the mistakes that we
[1:32:58]
made in the past the way we treated
[1:32:59]
uh native americans where we we treated
[1:33:01]
blacks in america
[1:33:03]
how about the way fbr treated the
[1:33:04]
japanese you rounded them up and put
[1:33:05]
them in concert absolutely
[1:33:07]
that was that was disgusting you and i
[1:33:08]
weren't around but that's that's history that's what i'm talking
[1:33:12]
about so it's it's that kind of division
[1:33:13]
we need to get past that crap
[1:33:15]
and just red white and blue that's our
[1:33:17]
flag and the discussion
[1:33:18]
and and let's get on to the more
[1:33:20]
important things the actual business
[1:33:22]
of governing our tiny little charming
[1:33:24]
town mayberry
[1:33:29]
there is also full of speeders
[1:33:37]
there is also another concern that i
[1:33:42]
have
[1:33:43]
of putting any flag before a policy
[1:33:48]
and that is lawsuits
[1:33:52]
not just the risk and the expense
[1:33:55]
of paying a judgment if we discriminate
[1:33:58]
against the group
[1:33:59]
because i can think of a couple
[1:34:00]
controversial groups
[1:34:02]
that are national groups that have
[1:34:04]
lawyers on retainer
[1:34:06]
that have no problem suing it down
[1:34:09]
but if you take a look at our budget
[1:34:12]
on a town budget with 2022
[1:34:17]
there is no money budgeted for
[1:34:20]
attorney's fees
[1:34:21]
for lawsuits
[1:34:24]
and i'm going to have a very difficult
[1:34:27]
time
[1:34:28]
supporting paying a lawyer to
[1:34:31]
defend against those lawsuits
[1:34:35]
because people that
[1:34:38]
want to go this direction you've been so
[1:34:41]
on
[1:34:42]
you will be sued the town of dayton
[1:34:45]
will not maybe suit will be sued
[1:34:49]
so we better stop budgeting legal fees
[1:34:52]
for that
[1:34:54]
mayor a solid policy you might prevent
[1:34:57]
that
[1:34:58]
all right dr c yes so just a couple
[1:35:01]
things so we actually never
[1:35:03]
fund that settlements i believe it's a
[1:35:05]
settlements um
[1:35:07]
line we have a town council line and the
[1:35:09]
reason is we
[1:35:10]
as a board have felt it's more fair to
[1:35:12]
bring those items via special article to
[1:35:15]
the town meeting
[1:35:17]
and have the voters decide if that's
[1:35:18]
what we should be using the monies
[1:35:20]
which is probably where that power
[1:35:22]
should be i also want to say
[1:35:24]
um i'm not aware and everybody knows how
[1:35:27]
i feel about this issue
[1:35:28]
i really don't have anything more to add
[1:35:30]
about it um but that i'm not aware of
[1:35:32]
any town in the commonwealth that is
[1:35:34]
currently flying
[1:35:35]
an lgbtq pride flag that has been sued
[1:35:40]
they have a part boston has a policy
[1:35:42]
bridgewater doesn't
[1:35:46]
is there any other yeah just the fact
[1:35:49]
that this conversation keeps on
[1:35:56]
coming up
[1:35:57]
repeatedly i didn't bring it up tonight
[1:35:59]
but no i don't hear what you're saying
[1:36:01]
we're talking about it uh people are
[1:36:03]
concerned about it
[1:36:05]
uh is a lack of focus so you did mention
[1:36:08]
that you were elected to make decisions
[1:36:11]
true but for town business
[1:36:15]
and this topic is personal politics
[1:36:20]
so it's a misuse of the power that the
[1:36:23]
public
[1:36:24]
has provided you and it's a waste of
[1:36:28]
resources for the town
[1:36:31]
so we're wasting time resources
[1:36:35]
money talking about issues
[1:36:38]
related to personal politics it's actually shameful that we've been
[1:36:43]
talking about this for months
[1:36:45]
and you've changed your mind you know
[1:36:47]
you you've also
[1:36:49]
flip-flopped your opinion on this for
[1:36:51]
some reason which i'm not clear
[1:36:53]
well some some of us wouldn't call it
[1:36:55]
flip-flopping some of us
[1:36:57]
i i would hate to think that my opinions
[1:36:59]
when i was 10 years old it's the same
[1:37:01]
opinions i have now and i grow i read i'm educated
[1:37:06]
so i'm willing to change my opinions and
[1:37:08]
i wasn't shy about it i didn't go on
[1:37:09]
facebook and just type something up this
[1:37:10]
is my new opinion
[1:37:12]
i presented it at a public hearing and
[1:37:14]
i'm
[1:37:15]
discussing it now and we'll have another
[1:37:16]
public hearing to discuss this whole
[1:37:18]
issue that the residents of this town
[1:37:20]
can come in and
[1:37:22]
ask any questions say whatever
[1:37:24]
statements they wish to say
[1:37:26]
so i don't consider it uh flip-flopping
[1:37:29]
i did feel strongly at that time
[1:37:31]
that i shouldn't be brought up and i
[1:37:33]
wanted to get back by this
[1:37:35]
gay pride month but i think it's an
[1:37:37]
issue that we can resolve one way or the
[1:37:38]
other that we should resolve as a town
[1:37:45]
any other comments questions i just
[1:37:47]
wanted to thank everyone for coming out
[1:37:50]
and letting us know how you feel i
[1:37:51]
prefer this thing soon so
[1:37:53]
yeah nice to hear everybody's voice
[1:37:55]
right yes and see your faces
[1:38:02]
so if there is no other further public
[1:38:05]
input
[1:38:06]
i'll again ask for that motion uh
[1:38:10]
entertaining yes okay uh mr chairman i
[1:38:13]
make a motion that we enter into
[1:38:15]
executive session under massachusetts
[1:38:17]
general laws chapter 30a section 21a
[1:38:20]
number three to discuss the strategy
[1:38:23]
with respect to collective bargaining or
[1:38:24]
litigation if an open meeting may have a
[1:38:26]
detrimental effect on the bargaining
[1:38:28]
or litigating position of the public
[1:38:30]
body and the chair so declares
[1:38:32]
negotiations with dike and police
[1:38:34]
officers mass
[1:38:35]
cop 306. a second
[1:38:38]
and i so declare we will not be
[1:38:41]
returning
[1:38:42]
back to a public meeting
[1:38:45]
i want to thank everybody for for coming
[1:38:46]
here we're meeting next week next
[1:38:48]
wednesday
[1:38:49]
in over there we can hold 100 people so
[1:38:51]
we can hold
[1:38:52]
have more people come if they wish uh so
[1:38:56]
i'll ask for a vote all those in favor
[1:38:57]
say aye
[1:39:00]
roll call dr c hi
[1:39:03]
and ken pacheco is also an eye thank you
[1:39:05]
very much thank you
