showed a net 2.77 increase so if it is
[2:21]
at zero percent
I guess I would ask for somebody to give

this year's ordinance is requesting that

were but it's up to us as a body to
choose whether we want to increase it or

decrease

for the record work for word Clerk and I

want to give the floor to uh Keith and

that we have technically is correct uh

uh trustee house uh the 4.99 which is
the

Levy but the levy is
free space on
[4:08]
on debt that we have and so the debts
increase over obviously we have an
[4:13]
increase for the bonds the 2009 series
buys as well as the Homewood Disposal
[4:18]
bonds uh each one of those the Homewood
Disposal bond is one
[4:24]
that's carried over over the past two
years so that's 20 20
[4:27]
and 2022.
um I will say that the increase from the
[4:32]
Homewood Bond uh all all of the trustees
voted on
[4:37]
5th
everybody voted for that so that
[4:40]
increases built-in
uh to the increase as well as the
[4:44]
increased the fire attention and
so those two increases uh along with the
[4:51]
homeless disposal bond is the reason why
you have the net 4.99
[4:55]
which is technically right below the the
amount that you would have to have a
[5:01]
referendum for but again that's that
student inflation and not necessarily to
[5:06]
increase the property taxes
or the outbreak blood
[5:13]
pressure so just uh Clarity the
recommendation is a net increase in
[5:19]
taxes and
well it would have been a net increase
[5:23]
in taxes um and just just to give you
some some sort of history of it last
[5:27]
year you guys did have a net increase in
taxes of 2.61 to 2.61 again took care of
[5:33]
the uh the increase in the police bench
and the fire pension as well as the
[5:38]
first time the first actual bond issue
on the home of disposal Bond prior to
[5:44]
that you guys didn't have anything and I
might
[5:48]
to put some context right
here you guys didn't do an increase
[5:53]
excuse me about you guys but there was
not an increase in 2018
[6:00]
on the taxes Levy and then in 2018
um and everyone you know voted for it
[6:05]
there was a 42.78 percent
uh tax increase and then
[6:11]
and that was to make up for the last
seven years now there's then you had in
[6:16]
2019 there was zero percent uh and then
in 2021 there was a 0.01 20 excuse me 20
[6:23]
20 there was a point zero one percent
twenty twenty uh 2021 is when you had
[6:28]
the 2.61 but again that was the first
year that the Homewood Disposal Bond was
[6:33]
issued and again everyone voted for the
home with disposal bond that can retain
[6:36]
back to 2009 series bonds and then you
increase
[6:42]
so
so I mean you're going to have an
[6:46]
increase you're going to have a tax
increase regardless of
[6:50]
you know whatever whatever we thought we
were going to have a tax increase
[6:54]
regardless but again it's under the
statutory rate and again it's zero
[6:59]
percent uh is zero it's a zero percent
increase in the property tax this is uh
[7:04]
this is a tax increase to cover the debt
service
[7:10]

the tax is gonna the taxes are are going
to be included with the debt service and
[9:34]
the debt service has already been voted
on that's the
[9:36]
and so if it's if the debt service is
you know 500 000 and you want to start
[9:44]
at one the only way for you to get to
one is to go 500 000 and one now you're
[9:48]
at one
so I hope that explains the net right
[9:52]
then that is starts at the net already
starts at The Debt Service then whatever
[9:57]
does that mean that service then Levy
and again everyone on this board

this is our debt service this is our

bonds this is our general obligation
bonds all right this is our homework

disposal bonds which are the two debt
services that we had The Debt Service

like let's say for whatever reason you

had uh you wanted to Levy a million
dollars in taxes if you already had a
[11:21]
million dollars of debt service it would
be two million dollars instead of the
[11:25]
one million dollars that's where your
net taxes are Levy because you already
[11:29]
have an obligation on the budget
[11:33]
stated in our budget that we prepared
down the bond so if we were actually
[11:39]
paying down
about as stated in the budget
[11:43]
um that that couldn't be as much as you
say
[11:45]
ing no that's that's not true because of
that that service is over a period of
[11:49]
time and so if you look at the payment
for this year the payment for this year
[11:54]
is 169 450 depending

the previous year there was no Debt
Service on the Homewood Bond similarly

there is Debt Service on the other
previous bonds and you can also see the
[12:09]
gains and losses from that like perfect
example for the 2004 uh for cgo bonds

1 344 750 where this year it's one
[12:24]
million 200 298
000 even right so that's again that
[12:30]
shows that the debt is being paid now
right same thing for the 2000 D the 2009
[12:36]
a to 2009 B 2009 C so you can see
consistently that we're paying our bills

that we're paying down our bonds but the
bonds in The Debt Service and
[12:47]

different conversations about the tax
level uh which again

um the phrase was thrown out there what
is this net sum of zero there's no such

thing as a net sum of zero unless you
take into consideration that the bond

outside of that particular equation if
[13:11]
you take that and you already factor in
The Debt Service then that's how you get
[13:15]
to the zero sum which again
section

analysis prepared by conspiracy and I
said below is my analysis of tax levy

for changes of 2022 tax level we are
recommending a 4.9 increase to the
[13:45]
operating Levy
we all said by a 2.09 percent
[13:50]
totaling 2.77 increase to the overall
lift that was that's what I'm saying a
[13:56]
net zero right now it sounds like the
recommendation in the same document
[14:02]
he said the operating levies with total
11 million 134 799 with the 2.77
[14:09]
increase and that's also the total
contenders coordinates so
[14:15]
I guess I'm trying to
I'm not comfortable that this is a net
[14:20]
zero if the documents are saying it's a
2.77
[14:25]
we're putting more word into it
when to me it appears that the increase
[14:30]
is 2.77 percent
