[0:00] [Music] I would like to call to order
[0:03] a special board meeting up and trustees today is December 27 2022
[0:09] the time is 607 pm please call the road it's a special one
[0:15] of you good evening everyone happy holidays
[0:19] trustee Brown president trustee house
[0:25] Verizon
[0:28] trustee homes here Christy Belcher here we have a form
[0:35] thank you I'm next with everybody
[0:50] [Music] all right
[0:55] included um Chief you can lead us in prayer
[1:03] all right good Lord thanks for this day thank you for this awesome assembly of
[1:07] our elected officials Lord please let this be prosperous let it be easy I Lord
[1:11] let us have a wonderful time and just never praying good thanks everyone amen
[1:15] amen next on agenda
[1:19] can I have any motion to accept
[1:24] 2022 property tax levy collected in 2023 recordings with the truth and
[1:31] intoxication law of Illinois
[1:35] promotion is there a second it's been motion is second
[1:39] um any discussion and then before we get into discussion for the record residents
[1:44] the tax levy has not been increased it's been the same it was at zero no one has
[1:50] increased your property taxes that is for the record of any discussion
[1:57] so I do understand I looked at the zero percent but then also was looking at the
[2:03] recommendation and the um ordinance from last year comparing it to
[2:07] this year the numbers
[2:11] from my reading I would do not indicate a zero percent increase Additionally the
[2:15] recommendation there from the spirit showed a net 2.77 increase so if it is
[2:21] at zero percent I guess I would ask for somebody to give
[2:24] you some clarity on wow
[2:31] 10 million 605 069 dollars this year's ordinance is requesting that
[2:37] we let the 11 million 130 [Music]
[2:43] increase of
[2:47] the first operating levels that increased
[2:53] and overall the next difference was 2.77 so if somebody can give you Clarity on
[2:58] that yes so I'm gonna turn it over to the
[3:02] finance director you know so Village administrator
[3:05] um but for the record resident just so you know how this goes uh we have
[3:09] conspirants that's how our County what they do is they go and they find out
[3:13] what we're struggling that in the village of thought and they give their
[3:16] synopsis to the Board of Trustees and myself they tell us what we're stronger
[3:21] or we can we'll be to increase or so just like the past four meeting we
[3:26] gave this Board of Trustees uh breakdown of what the accountant recommendations
[3:30] were but it's up to us as a body to choose whether we want to increase it or
[3:34] decrease [Music]
[3:36] so with that being said I just want that for the record work for word Clerk and I
[3:41] want to give the floor to uh Keith and tanjanique
[3:47] uh thank you mayor okay so the increase that we have technically is correct uh
[3:54] uh trustee house uh the 4.99 which is the
[3:59] Levy but the levy is free space on
[4:08] on debt that we have and so the debts increase over obviously we have an
[4:13] increase for the bonds the 2009 series buys as well as the Homewood Disposal
[4:18] bonds uh each one of those the Homewood Disposal bond is one
[4:24] that's carried over over the past two years so that's 20 20
[4:27] and 2022. um I will say that the increase from the
[4:32] Homewood Bond uh all all of the trustees voted on
[4:37] 5th everybody voted for that so that
[4:40] increases built-in uh to the increase as well as the
[4:44] increased the fire attention and so those two increases uh along with the
[4:51] homeless disposal bond is the reason why you have the net 4.99
[4:55] which is technically right below the the amount that you would have to have a
[5:01] referendum for but again that's that student inflation and not necessarily to
[5:06] increase the property taxes or the outbreak blood
[5:13] pressure so just uh Clarity the recommendation is a net increase in
[5:19] taxes and well it would have been a net increase
[5:23] in taxes um and just just to give you some some sort of history of it last
[5:27] year you guys did have a net increase in taxes of 2.61 to 2.61 again took care of
[5:33] the uh the increase in the police bench and the fire pension as well as the
[5:38] first time the first actual bond issue on the home of disposal Bond prior to
[5:44] that you guys didn't have anything and I might
[5:48] to put some context right here you guys didn't do an increase
[5:53] excuse me about you guys but there was not an increase in 2018
[6:00] on the taxes Levy and then in 2018 um and everyone you know voted for it
[6:05] there was a 42.78 percent uh tax increase and then
[6:11] and that was to make up for the last seven years now there's then you had in
[6:16] 2019 there was zero percent uh and then in 2021 there was a 0.01 20 excuse me 20
[6:23] 20 there was a point zero one percent twenty twenty uh 2021 is when you had
[6:28] the 2.61 but again that was the first year that the Homewood Disposal Bond was
[6:33] issued and again everyone voted for the home with disposal bond that can retain
[6:36] back to 2009 series bonds and then you increase
[6:42] so so I mean you're going to have an
[6:46] increase you're going to have a tax increase regardless of
[6:50] you know whatever whatever we thought we were going to have a tax increase
[6:54] regardless but again it's under the statutory rate and again it's zero
[6:59] percent uh is zero it's a zero percent increase in the property tax this is uh
[7:04] this is a tax increase to cover the debt service
[7:10] does that answer your question um
[7:14] not exactly but I guess I'll stay in my position so
[7:21] we're thinking
[7:33] thank you anyone else just just for the record marriage I can
[7:37] I can Net Zero again uh if you look at
[7:43] section two of the you look at section two
[7:47] um of the tax levy uh it says that the Cook County Clerk is hereby directed to
[7:51] add the amount of Levy above equal to zero percent and of the set
[7:57] amount to cover loss and the collecting of tax for all funds which is zero
[8:01] percent shall remain in effect for all future tax levy ordinances unless
[8:05] otherwise provided therein so I I don't want to I don't want to try to use
[8:10] semantics it's zero percent of zero percent correct thank you thank you
[8:14] that's why I stated for the record in the beginning of this because I want to
[8:17] make it into a clown show or because [Music]
[8:20] this uh for the record you guys will be voting on a zero
[8:26] related to anything dealing with the tax levy
[8:30] so if anybody else want to drive someone else to the record we can take the wrong
[8:33] and you're down camera yes go ahead okay so just
[8:38] just prepare because we did get the orders today you're saying that there is
[8:43] no increase or operating
[8:48] Incorporated correct I refer back to the Village of ministry
[8:52] because I think I just answered everyone's questions
[8:55] driving
[8:58] again the increase that we have is is covered in the dead service so you can't
[9:03] use it as a net amount I know people want to say and and so let me put it in
[9:08] perspective so um
[9:12] when you have a Debt Service your debt service and you have a Debt Service your
[9:16] operating budget starts at whatever The Debt Service is and once The Debt
[9:20] Service is covered then you start at one or two or point one or point
[9:24] you can't say that Hey listen this Debt Service uh doesn't exist prior to that
[9:29] the tax is gonna the taxes are are going to be included with the debt service and
[9:34] the debt service has already been voted on that's the
[9:36] and so if it's if the debt service is you know 500 000 and you want to start
[9:44] at one the only way for you to get to one is to go 500 000 and one now you're
[9:48] at one so I hope that explains the net right
[9:52] then that is starts at the net already starts at The Debt Service then whatever
[9:57] does that mean that service then Levy and again everyone on this board
[10:01] approved ten thousand nicer responds was issued
[10:05] prior to the administration so that's where we're at a net that's why section
[10:10] two says zero that's the taxes that are being Levy anything outside of that
[10:14] you're what you're asking at what the question that you're asking is is not
[10:22] um is not being phrased correctly in order for you to get an exact answer The
[10:27] Debt Service Plus whatever we have starts in one that's why it's called
[10:32] Debt Service it's already okay so uh were we both on the budget we
[10:39] had money allocated in a budget towards the bond like we were trying to bring
[10:43] the bond down so even when you're saying that
[10:48] that that is required to when they have whenever they voted on the
[10:55] um bye you're saying that's money off of the bond
[11:01] correct so what they're saying is that this is our debt service this is our
[11:04] bonds this is our general obligation bonds all right this is our homework
[11:08] disposal bonds which are the two debt services that we had The Debt Service
[11:12] Plus whatever we have starts at one so like let's say for whatever reason you
[11:16] had uh you wanted to Levy a million dollars in taxes if you already had a
[11:21] million dollars of debt service it would be two million dollars instead of the
[11:25] one million dollars that's where your net taxes are Levy because you already
[11:29] have an obligation on the budget
[11:33] stated in our budget that we prepared down the bond so if we were actually
[11:39] paying down about as stated in the budget
[11:43] um that that couldn't be as much as you say
[11:45] ing no that's that's not true because of that that service is over a period of
[11:49] time and so if you look at the payment for this year the payment for this year
[11:54] is 169 450 depending [Music]
[12:01] the previous year there was no Debt Service on the Homewood Bond similarly
[12:06] there is Debt Service on the other previous bonds and you can also see the
[12:09] gains and losses from that like perfect example for the 2004 uh for cgo bonds
[12:14] right in 2021 there it was 1 million 344 1 344 750 where this year it's one
[12:24] million 200 298 000 even right so that's again that
[12:30] shows that the debt is being paid now right same thing for the 2000 D the 2009
[12:36] a to 2009 B 2009 C so you can see consistently that we're paying our bills
[12:43] that we're paying down our bonds but the bonds in The Debt Service and
[12:47] [Music] it's almost like we're having two
[12:51] different conversations about the tax level uh which again
[12:55] um the phrase was thrown out there what is this net sum of zero there's no such
[13:00] thing as a net sum of zero unless you take into consideration that the bond
[13:05] payments are part of that uh is is is outside of that particular equation if
[13:11] you take that and you already factor in The Debt Service then that's how you get
[13:15] to the zero sum which again section
[13:19] section two of the tax Legacy I hope that answers your questions thank
[13:24] you
[13:27] thank you if I can be recognized one more time please sure Craig
[13:31] so here's my discomfort I'm gonna go back to the original
[13:35] analysis prepared by conspiracy and I said below is my analysis of tax levy
[13:39] for changes of 2022 tax level we are recommending a 4.9 increase to the
[13:45] operating Levy we all said by a 2.09 percent
[13:50] totaling 2.77 increase to the overall lift that was that's what I'm saying a
[13:56] net zero right now it sounds like the recommendation in the same document
[14:02] he said the operating levies with total 11 million 134 799 with the 2.77
[14:09] increase and that's also the total contenders coordinates so
[14:15] I guess I'm trying to I'm not comfortable that this is a net
[14:20] zero if the documents are saying it's a 2.77
[14:25] we're putting more word into it when to me it appears that the increase
[14:30] is 2.77 percent
[14:36] I I think trustee house and I have a
[14:40] [Music] I don't I understand what you're saying
[14:44] trusty house and I would just agree to disagree with what you're saying I see
[14:48] in the paper how I might have the same as you do I have
[14:51] for them to give from 20 uh from 2017 so that I'm able to
[14:57] go over the financials and Outlook because I know these questions
[15:02] are none of you asked I think that it's just
[15:07] uh I think we just have a difference of opinion and I would also like to mention
[15:10] that the the ordinance that we're doing was drawn up by conspiric and again in
[15:17] section two it clearly states that you know that the county clerk is hereby
[15:23] directed to add the ability to limit a sum equal to zero percent of the
[15:27] set amount to cover the loss and collecting the tax at all funds which is
[15:31] zero percent so remain in effect for all future tax related ordinances unless
[15:36] otherwise provided therein and so hear you I think we just either we're
[15:44] crossing our lines in Communications or yeah we're just crossing our lines of
[15:49] communication but I appreciate I do appreciate the comment
[15:52] I think we're all on agreement then that everybody would like a zero percent
[15:59] from the record I think that everybody discuss I just don't want to come
[16:03] through residence I think [Music]
[16:07] absent which we said that from John so if everybody's okay with that if you
[16:11] want to take the vote as it relates to zero percent
[16:14] um
[16:17] when I go up we're not increasing anything in available for any Resident
[16:22] any business owner just all at zero I don't know how clever I can say that but
[16:27] in the zero zero zero that's what I am asking for a vote
[16:32] for they represent for tax collecting so
[16:37] we have a motion by Trust trust second by trustee Belcher
[16:43] trustee Brown no trusty house
[16:49] trustee Norwood
[16:53] hi trusting homes
[16:58] Rusty Belcher present
[17:03] motion path right
[17:06] um there you have a residence as you can see some people are okay with you not
[17:11] getting increase some people will be no um
[17:14] I want you to have in Christ but with that being said is on the record you can
[17:18] always go check for minutes and I don't understand why people are afraid to vote
[17:22] on a tax levy that comes up every single year and as administrator stated in the
[17:28] prior years they did vote for an income is related to the tax list you can avoid
[17:34] this we can get this
[17:39] with that being said we have public comment anybody got any comments you
[17:43] could come to the mic you have three minutes to address the book
[17:49] all right moving on next is mayor's remarks I want to say Happy New Year to
[17:54] everybody I'm glad to see a lot of new faces and I want to see more people in
[17:59] the New Year may you have a happy happy 20 and 23 and may that be your best
[18:04] career make sure you love on each other
[18:09] people are losing loved ones left to right and it's okay just to say hey I'm
[18:13] sorry I apologize to your family members because you never know if that would be
[18:18] the day that you wake up and you couldn't say goodbye or I love you or
[18:22] I'm sorry or anything like that so try to figure that out for the new year if
[18:27] not before the new year um child should people
