hang around the audience first.
>> That's you.
[0:12]
Okay. I thought it was like a public
comment section. Sorry. There you go. If
[0:16]
you want to take one of those and pass
it down.
[0:28]
» Yeah. So, good evening. Uh, good to see
you all. Jason Hoskinson with PJ
[0:32]
Consultants and I wanted to give you
just a couple of project updates and
[0:37]
then old building is the Kansas Water
Office is making a call for grant
[0:42]
projects for well more design or
construction of what we've been
[0:48]
designing on your sanitarian projects.
So, grant applications are due. I want
[0:52]
to kind of visit with the council, maybe
get some direction from the council to
[0:56]
help with with work with Adam and Ryan
on what we want to apply for as far as a
[1:03]
next phase of grant funding project.
A quick update on the sewer side of
[1:10]
things. U call we're currently working
finishing up the design
[1:16]
rehab work uh for
about half of your sewer system. Uh
[1:22]
rellining people, preparing problem
areas and things of that nature. And
[1:27]
then also designing a new lift station
for the east lift station and some
[1:32]
control modifications for the southwest
lift station. So, that's what's included
[1:36]
in that project. We are I'll say like
98% through all services. We're putting
[1:42]
the finishing touches on the plans, uh
going through some quality checks and
[1:46]
stuff like that. And within the next
couple of weeks, should be wrapped up
[1:50]
and submitting those to KDH for approval
to build the project, permission to
[1:55]
build the project. So, it's it's
essentially
[1:59]
done by just a few dotting eyes and
crossing tees.
[2:03]
Our current cost estimate for the whole
project, the construction phase of the
[2:08]
whole project, lining, lift stations,
everything is a little over three
[2:13]
billion. It's kind of down there at the
bottom. 3.275 billion for the entire
[2:17]
project.
Come back to that here in just a minute.
[2:24]
Jump to the other side. Uh well actually
before I could get off the san any
[2:28]
questions on the sanitary process or
design
[2:35]
» at the end of it will we be able to get
maps of where the san?
[2:40]
» Yes. Yeah. We will have plans and
everything for you that show where the
[2:45]
existing sewers at and what improvements
u are included. Yeah. It'll we'll give
[2:52]
you some fullsize sets and a digital
copy as well. Also, if you needed to
[2:56]
hold up on a tablet or something, do
that.
[3:01]
Uh, I'm going to jump to the back page
here. Uh, the other project that's kind
[3:05]
of been
ongoing for some period of time now is
[3:09]
the water well project at First and
Edwards. So, if you recall,
[3:16]
the city's acquired the acquired the
property for it and we've gone through
[3:21]
the design for the wells in place and
ready to go. Uh, it's been sent to KDH.
[3:27]
We've applied for that this last year
for the Kansas Water Office funding and
[3:31]
it did not get funded.
But right now, an opinion of cost to
[3:36]
implement that the construction phase to
put in a new well is $435,000
[3:42]
there on that site and tie it into the
system. So, those are kind of the two
[3:47]
big utility side projects that we've
been working with the city on.
[3:52]
Now that brings me to okay now the next
the last okay
[3:58]
applications for grant funding are due
at the end of this month and it's the
[4:02]
same basically the same rules the same
everything is what we're doing right now
[4:07]
but the the design the sanitary goes
through the Kansas water office 100%
[4:12]
grant funding you can you can match and
try to sweeten the pot if if there's
[4:16]
local money available to to try to throw
some brownie points towards the grant
[4:21]
application.
They don't really have a scoring table
[4:25]
as to how that plays in,
but it certainly does. If they're
[4:31]
looking at two projects at once, both of
them are the same cost. This community
[4:35]
is going to pitch in 25%, this community
is not, it might sway their decision to
[4:42]
go that route. It may not. Uh they seem
to want to spread the money around a
[4:47]
little bit. But my question I guess for
council would be and I've laid out a few
[4:51]
options here. Uh
how do we want to apply for a project or
[4:57]
what size of project do you want to look
at applying for? You can put in more
[5:01]
than one application.
They'll ask you to prioritize it like
[5:06]
which ones are we could give you half
million dollar which one we'd like to
[5:10]
have it for. We could do uh option one.
We could we could submit for the
[5:14]
construction for the water well project.
Option two, you could submit for your
[5:20]
entire sanitary project, the 3 almost 3
million
[5:24]
or you could do a portion thereof and
they did provide an option three for
[5:28]
just the lift station upgrades because I
know east lift station's been giving you
[5:33]
giving you some havoc here.
>> Well, the minimum we need that. Yeah.
[5:37]
Yeah.
>> I would say
[5:39]
» I will say in the last round I look back
at the 2025 recipients that made a note
[5:44]
to that down here. Most of them were
between 350 and $350,000 million. Most
[5:51]
of the grants that
uh there were a few that were just a
[5:55]
touch over 1 million. But
if I look at that and try to project
[6:00]
that out, say what's the chances of
getting 3.3 million in this next round,
[6:04]
it's
probably slim to none.
[6:10]
» Uh unless you wanted to match it with
some local money and try to loan or KDH
[6:15]
or something like that and do a bigger
project.
[6:20]
» Can I ask you probably not going to be a
brief question, but okay. Most of us
[6:24]
were not on council whenever the
original water the well
[6:29]
» was. Can you just kind of go through
like the importance of a new well or
[6:34]
like
>> Sure. Sure.
[6:35]
» kind of where we are with that.
>> Yeah. Um so kind
[6:40]
» of gauge what need is
>> Yeah.
[6:42]
» I'm going to tell you right now the lift
stations are much higher priority than
[6:45]
the well. Like we've got a water tower
that works and we're hooked up to rural
[6:49]
water if something really goes bad.
>> Yeah. So
[6:52]
» we just spent a lot of money pumping out
a lift station that failed.
[6:56]
» Yeah.
>> And was running raw sewage out again. So
[7:00]
» right,
>> I'm 100% agree. It's probably the best,
[7:04]
but I don't know about the well thing.
>> Yeah, the wells kind of
[7:06]
» a history of
just a real quick high level wells. So
[7:11]
there's been
maybe you know maybe seven or eight
[7:15]
different wells through the history uh
in time and then when we were starting
[7:20]
when we got involved um with the water
well project maybe like seven eight 10
[7:25]
years ago uh I think we were down to
either two or three wells at that time
[7:30]
were producing water. One was producing
just a little bit and the other one the
[7:36]
production was going down.
had some cleaning
[7:42]
testing. The steel casing is corroding
so it's not getting as much water have
[7:47]
problems and so I think you're down to
one waterfall pump right now. Are you
[7:51]
still at two? Okay, you're at two. Um,
so you can produce water in town, but
[7:57]
there was some concerns during high high
usage summertime that it maybe couldn't
[8:02]
keep up. At that time we did work with
the city. You've got the ruled water
[8:06]
connection as an interconnect as a
backup. So when the wells went down, you
[8:11]
could still you didn't have to bring in
bottled water.
[8:14]
» You've got that scenario. But in the
process of that, the council, prior
[8:19]
councils had also pursued acquiring uh
some property for a new well because all
[8:25]
the existing wells don't meet the
current regulations for clearances or
[8:29]
wells for say sanitary lines and things
like that. So,
[8:34]
fire councils have gone through and done
some test drilling in some different
[8:37]
locations, found a site at first in
Edwards that can produce some water and
[8:42]
um
that
[8:47]
» so it's ready to be built. It's just a
matter of pulling the trigger and
[8:52]
building it. So,
>> is that does that price change if we
[8:56]
don't need to buy like I've got a well
pump,
[8:59]
» right? We got a brand new well pump that
came out of five. Okay.
[9:02]
» 25 collapsed.
>> Okay.
[9:04]
» So, does that change the price on that
12 project?
[9:07]
» Uh, it could.
>> Is that just construction?
[9:11]
» No, that that would that Well, that
includes a new
[9:13]
» Okay. Because I got up in all the piping
still.
[9:16]
» Okay. So, yeah, there could be some some
reduction in cost there.
[9:21]
A lot of that cost is getting a
contractor
[9:27]
else.
[9:32]
couldn't tell you exactly how
>> well here's a question I have is okay if
[9:38]
we do apply for these grants and we get
one
[9:42]
» are we limited to that grant over a
period of how many years before we can
[9:45]
apply for another in the same
>> I I don't know that there is any
[9:49]
limitation um
it's only been this is the fourth round
[9:56]
third round fourth round of five that
have been funded
[10:00]
great homes that have been funded. So
there's not really a good pattern or
[10:04]
history to see like have people gotten
it multiple times in a row.
[10:09]
I would like to think if you've been
funded for design which you have that
[10:13]
would help like hey we've succeeded in
the first grant now we're ready to build
[10:17]
at least a portion of it. Hopefully that
would play to your benefit. There's also
[10:22]
no guarantee that this money is going to
be the funding is going to be around
[10:25]
after next year.
I think this is the fourth round.
[10:29]
There's five rounds that have been fun.
>> This is from the state of Kansas.
[10:33]
» From the state of Kansas. Yeah. Now,
there's a good chance that
[10:38]
Topeka could re-up it again next year,
get some kind of bill, but until that
[10:44]
happens, it's not really set in stone.
[10:52]
So yeah, you could look at fun or could
look at applying for I know your left
[10:56]
station's been causing problems. You
could look at applying for option three
[11:02]
and maybe option one as well if you
wanted to, but put the priority on
[11:05]
option three if that's where the council
wants to focus.
[11:10]
» I agree with Katie. We got to do
something on that.
[11:13]
» Oh yeah,
>> those stations are clean. I guess my
[11:18]
question is like what is the temporary
financing and then down at the bottom is
[11:22]
like assuming a loan is that
>> okay
[11:25]
» is that like where we need to increase
like our water rates that much?
[11:29]
» No. Okay. Yeah, I didn't I didn't
explain this. Uh so temporary financing
[11:33]
and I've got that as a question mark. So
the water office loan or the water
[11:37]
office grant is uh it's every three
months, right? That they're reimbursing
[11:41]
you.
>> Yes. So the city would pay upfront and
[11:45]
then after three months of payments you
can request reimbursement.
[11:49]
Um so if you do a lift station project
however you're going to have to pay
[11:57]
potentially almost the entire $750,000
out of the bank city's bank account uh
[12:03]
before you can get reimbursed by the the
Kansas Water Office with grant dollars.
[12:10]
So, it can all happen in the same year,
but it's kind of a cash flow thing. Is
[12:13]
there enough cash in the city's bank to
float $750,000 for payments? If not, we
[12:18]
may
>> No. Might want to look at some temporary
[12:21]
financing just to help cover that
because you get a contractor in here,
[12:25]
they do a bunch of work and you don't
pay their bill
[12:29]
head out. So, and not finish the
project. So, that's what the temporary
[12:33]
financing comment would be for. And we
can factor that in. It's not a long
[12:37]
period of time, but it's
There's some cost to that. It's 10,000
[12:42]
bucks to deal with a
a temporary note to float the project.
[12:49]
The item down at the bottom that I say
about local matching money. That's if
[12:54]
you wanted to, let's say you wanted to
apply for the $3.3 million project and
[12:58]
ask for half of it in grant and then
we're going to cover the other half in
[13:02]
loan. Well, if you if you wanted to get
a loan for $1.5 million or whatever,
[13:09]
well, $1 million is what I show as a
scenario here, that's what you would
[13:14]
need to raise your utility rates by each
month to cover the prepaid.
[13:21]
» I'm sorry to laugh, but we are water
billing our citizens out of town
[13:25]
already.
>> Like, that's not happening.
[13:29]
» 0%. Yeah,
>> like I like like you showing us that
[13:34]
information though because that like
>> makes it make sense for me I guess.
[13:37]
» But at least we did that 1% sales tax so
that should help cover some gaps
[13:43]
» and it's just there for information.
>> Although I appreciate that. I was like
[13:47]
looking at this and my head is already
pounding and now I'm looking at this
[13:51]
going
>> we already have people complaining. Our
[13:54]
water bill is insanely high.
[13:59]
that minimum hookup over $100 a month.
>> Holy moly. And that doesn't even include
[14:06]
trash. People complain in a their water
bill goes 90 something dollars. They
[14:10]
That is a That's a trash.
>> That's a deal.
[14:14]
» I mean, like, would your recommendation
be like, "Do we our our option three
[14:19]
would be our number one?"
>> From what I'm hearing and what I know
[14:22]
with the problems, yeah, I would say
your option three would be your highest
[14:26]
with the water side of things. You have
backup. You have wells that are burning
[14:29]
a sink.
>> Maybe some concerns in the summer months
[14:33]
if one of the wells goes down for a
while, but you have you have some
[14:37]
storage some fluctuation. The lift
station goes out. You're pumping. You
[14:42]
know that.
>> We know that. You know that. But we know
[14:44]
that.
>> Yeah. And I don't even know that we
[14:51]
» So, so when you start looking at
ownership and maintenance costs, I think
[14:56]
» I definitely Yes.
>> Where you need toize.
[15:00]
» Do you need a recommendation tonight for
that?
[15:03]
» Um I don't know, Adam, if you're looking
for specific action or if it's just kind
[15:09]
of council direction, like a consensus
like, yeah, option three is what we go
[15:13]
for.
>> Uh just sort of consensus. Even if it's
[15:17]
not reached, I I can always email you
back and say this is what the council
[15:21]
decided. The loan deadline is three
weeks or the application.
[15:26]
» The application's Yeah, the
application's online. Uh it's due in
[15:30]
three weeks. There's nothing that needs
to be signed by the mayor or anything.
[15:35]
Somebody at the city online application.
That's what we've done in the past and
[15:39]
that'll help provide some verbiage about
>> Well, if we look at if you look at that
[15:44]
$750,000 charge
and let's say we go ahead and we
[15:49]
actually do go in and want to do a grant
look at the grant for that and there's a
[15:54]
USDA RD
[15:58]
development
>> 40 years. Okay. At four four and a
[16:01]
quarter we're talking costing us about
$20,000 a year.
[16:08]
So if we got it,
we went in to go ahead and do it and we
[16:12]
get the grant. And even if we get a
grant from 3 375,000 with that,
[16:18]
you know, half of it, then we're
automatically going to be in a better
[16:22]
spot than we're at right now. We'd love
to get to $750,000 grant. We know that
[16:28]
the likelihood of that's going to be
>> I think you asked for the 750 and that's
[16:33]
right in the sweet spot of what's been
funded in the past,
[16:36]
» right? But I'm just saying I'm throwing
out the you know I'm being the devil's
[16:39]
advocate here for a minute.
>> Okay.
[16:41]
» But is there is there a scenario that
they would only do that
[16:44]
» or do they just kind of approve it or
not?
[16:46]
» They probably let you know before they
do that because they're not going to
[16:49]
want to announce
and then I know KO has done that where
[16:54]
they ask for a million bucks or city
asked for a million bucks and they're
[16:58]
like hey we can only get you 600 on this
project. Would you still be willing to
[17:02]
take that in advance? So I would think
we probably communications
[17:07]
say we're only going to fund half of it.
>> I mean, you know, it's a 40-year loan,
[17:13]
granted, but
if you get it, you know, we get a
[17:18]
partial on it.
>> Yeah,
[17:21]
» it's better than what we got.
>> I mean, I personally, we could kick the
[17:26]
past councils in the rear end because of
that, not them not putting that $23,000
[17:31]
there. That would have been 6 over
$600,000 if we could had didn't happen.
[17:35]
But, you know, that's water on the
bridge. But we got to find a way to fund
[17:40]
it. And if even if we don't get the
grant, we can I mean, I would say we go
[17:44]
ahead and apply for that grant. Now,
>> I'm not saying not apply for it. Like,
[17:47]
yes, absolutely.
>> But even if we don't get that grant, you
[17:51]
know, then we can I mean, we've got an
option here, you know. Yeah. It's 40
[17:57]
years. That's a long time,
but
[18:01]
» that's only but that's only one part of
it,
[18:03]
» right? The whole thing with the 40 years
is
[18:06]
» that then you're taking out another loan
to fix it because in 40 years this is
[18:09]
going to need to be redone again.
>> Well, on the last I get that like
[18:19]
» I'm just going to shut my mouth right
now because every comment that's going
[18:22]
to come out after this is not
appropriate and I'm going to blame it on
[18:25]
sleep deprivation and a massive
headache.
[18:28]
» Well, I mean, one way or the other,
we've got to get that lucation fixed.
[18:34]
We don't have any options. So
>> I think we're all aren't we all in
[18:36]
agreement that that's our number one
priority?
[18:38]
» Number one, we apply for the grants. If
we don't get the grant, then we look at
[18:42]
the other option.
>> Yeah.
[18:45]
» Yeah.
[18:51]
» You're right.
That's three4s of our budget in one
[18:55]
year.
[18:58]
» No way you can do that.
What are the thoughts of a second on
[19:03]
option one?
[19:09]
» I mean like the money. Yeah. Yeah. But
I'm just really interested in option
[19:15]
three.
>> Like if we get So I guess these are
[19:20]
separate grants. Is that right? The
water well is a separate grant than the
[19:25]
sanitary system.
>> It's all the same grant funding. same
[19:30]
program, but they would be separate
applications, the the three options
[19:34]
here. But really, it'd be you could
apply for sewer
[19:39]
and or water.
You would just need to tell them what
[19:44]
your priority is because if they're
looking at it and say, "Well,
[19:50]
» I guess that like apply for both of
them." And if they're like, "We can only
[19:53]
give you money for one of them."
Clearly, we all know what that one needs
[19:57]
to be. Yeah.
>> Yeah. Number
[20:00]
one option or the number one priority is
option three.
[20:05]
» Second priority is option one.
[20:15]
» I think it's silly to do option two to
apply for.
[20:20]
» Yeah. Right now we can't we got to get
we got to get option three fixed.
[20:24]
» Yeah.
>> I mean it would be amazing.
[20:28]
Not many grants received over like a few
that have been a million or a little
[20:33]
over.
>> Well, and then okay, is the 750,000
[20:36]
included in that 300 3.275 million?
>> Yes. Yeah. So,
[20:40]
» that knocks that down.
>> If you do option three, the next sewer
[20:45]
project you would be looking at would be
maybe two and a half million or
[20:49]
something like that.
[20:56]
But at this time, option three is going
to take care of your biggest problems
[20:58]
opportunity.
>> Is that what you're kind of thinking
[21:00]
too? Is
>> are we aligned to the
[21:04]
» Yeah.
>> Okay.
[21:07]
» I'm good with it.
>> I'm good.
[21:13]
» That's all I really need unless there's
any other questions. Like I said, we're
[21:17]
within a week or so of wrapping up the
design on the sanitary side that's KDH
[21:22]
for permits. Um I'll work with that some
information out in the grant
[21:29]
application.
Number three is option three is the
[21:32]
priority.
Option one with the water well project
[21:35]
as a back.
>> Yep.
[21:38]
» The only other thing I'd say end of
September applications last year it was
[21:43]
like February before we found out the
grants were funded. So there's going to
[21:48]
be a period of time just gonna radio
silence for us to say
[21:53]
» if we have to start the project
before they say it's approved. We can't
[21:58]
do that, can we?
>> Well, you
[22:01]
probably not. It gets they say in the
application anything is done ahead of
[22:07]
announcement the grant or the agreement
is in ineligible.
[22:11]
» So it kind of gets into how how do we
split by her part? What has been done?
[22:16]
What hasn't?
>> Yeah.
[22:17]
I would recommend
if you can as much as you can
[22:25]
» and as part of that planning that the
moving the list station too and how that
[22:30]
is engineered when we have to move that
that part of his plans.
[22:34]
» Yes.
>> Okay.
[22:35]
» Yeah.
>> Yeah. We've got it all taken care of.
[22:38]
» Yeah. Already done. This finance deal.
>> Yeah. I just wanted to make sure that
[22:49]
» you think of anything.
>> Yes. Thank you.
[22:53]
» Thank you.
[23:11]
» Hey
[23:17]
We will now begin the hearing to exceed
the revenue neutral rate.
[23:22]
In your packet, you will find the notice
of the proposed property tax increase
[23:30]
for the different uh
areas around the USB 377, Bitten
[23:37]
Township, uh Aerson County, and Epicam
provided that so you can kind of see
[23:44]
where we're at with them.
Um and then resolution 202504
[23:52]
goes through just uh going to exceed the
revenue neutral rate of 649.
[24:06]
[Music]
[24:14]
So basically from 2024 to 2025 it went
up 3,000
[24:19]
gives me 3,783,000
[24:24]
right
I looking at that right
[24:28]
the amount of revenue from property
[24:38]
24
to 25 proposed 25 total proposed 3.783
[24:46]
million
[24:50]
» doesn't
[24:54]
count.
>> Yeah, that's the whole county. That's
[24:56]
the total.
>> Okay.
[25:09]
That's 24 24.7%.
Yeah,
[25:20]
some chair's going down.
[25:43]
for that sheet is the resolution.
[25:52]
We just need to sign and show it.
I I'll bring the other
[26:20]
» and that's what they're saying to
>> Oh, It went up a lot
[26:26]
» for a vacant lot.
>> Mhm.
[26:34]
» What is it?
>> Huh?
[26:36]
» What is the lot?
[26:41]
» It says vacant lot. It says
>> that's got to be the website where we
[26:47]
haven't built the
[26:58]
Where do you see it? Right here.
>> On the top.
[27:26]
Oh, I know. Yeah.
[27:31]
» So, what do you need? We need you guys.
We need to make function.
[27:39]
» I I don't know if we recite it on the
record. There is nobody here at the
[27:42]
public to make public comments. So there
is a public but it's a required part of
[27:46]
the act. So
>> okay
[27:48]
» that's what I was asking you I have to
say this because there's nobody here to
[27:51]
comment.
>> You do
[27:55]
» it's okay
>> or at least note that
[27:58]
» note that there's nobody in the public
here to speak. Okay. Well nobody here
[28:03]
nobody from the public is here to voice
their opinion. So
[28:07]
» we need to make the council vote
>> I'll vote on exceed the rule right.
[28:14]
resolution.
>> Okay.
[28:17]
» Okay.
>> I thought we had already done that.
[28:20]
» That's a roll call.
>> But this is like we
[28:22]
» you adopt this to give notice that
[28:32]
council member has to make a motion to
adopt the resolution.
[28:36]
Oh, I make a motion to adopt the
resolution 2025-04
[28:41]
for the city of Effingham that shall
levy a property tax rate exceeding the
[28:47]
revenue neutral rate of 64.239
mills.
[28:52]
» Hold on.
>> Okay. We have to do a roll call.
[28:57]
» Yes.
[29:02]
» Yes. Cheryl is Jenna.
>> Yes.
[29:06]
» Andrew.
>> Yep.
[29:07]
» Jesse.
>> Yes.
[30:04]
Okay, we will now adjourn the hearing
for exceeding the revenue neutral rate.
[30:12]
And we will now open the budget hearing.
[30:17]
The last piece of paper
um
[30:23]
is or the yes is the certificate.
This is the budget exceeding the revenue
[30:30]
rates. Um,
this shows you where all of the
[30:35]
different funds, what's going into the
different funds.
[30:40]
So, the general fund will have
the 424,000.
[30:46]
Um, when he was doing the budget, he
took a little bit out of everything and
[30:52]
put it into the general because we can
transfer from the general to the other
[30:56]
things.
I told them that we would probably be
[31:01]
doing uh some street projects as well as
maybe some sewer projects. So those are
[31:07]
a little bit higher this budget than
last budget. And so that
[31:13]
and you can see the total is 932,87.
[31:18]
My question
we have a copy of last year's budget. I
[31:23]
can try to find Yeah, we I would like to
have one.
[31:34]
I if I recall correctly,
last year's budget was like 1.2 million.
[31:40]
If I'm thinking correctly,
we're going down $300,000
[31:47]
for this year.
[31:56]
Yeah,
[32:04]
» I looked for a copy and I started
[32:12]
» and I mean we don't really know what is
left in the budget for each of the
[32:17]
different funds either.
[32:22]
So,
>> I mean,
[32:35]
» I mean, I know this is going to be our
budget, but I'm just bringing up the
[32:38]
fact that huge cut. $300,000. It's a
huge cut.
[32:46]
And granted that maybe they overbudgeted
it, but I guess my question is is
[32:53]
this is something I guess we should have
talked about earlier was from what I
[32:57]
understood on budgeting is is that if
you don't spend it, which I know this
[33:02]
from being in the corporate world, you
don't spend it, they're not going to
[33:05]
give it to you again.
So I don't know that had an impact on
[33:10]
this. I don't know what portion. I mean,
why would it get cut $300,000?
[33:18]
That's what I'm That's the question I'm
asking. Is that if 1.2 million is
[33:22]
correct? I don't know. I just thought it
was
[33:28]
I may be off on that. It may have been
one million,
[33:31]
but
that's one million here. Okay. But
[33:48]
Last year in the streets it was 10 he
had budgeted $10,000 for this year
[33:55]
» 10
because last a year prior to that it was
[33:58]
110,000.
>> Gotcha. And then it got budgeted for
[34:01]
10,000 because he said he put it back in
general fund which I get that because
[34:04]
you can transfer out the general fund
and put it back into the street fund. I
[34:08]
get that part
but
[34:13]
the general funds a lot less this year.
[34:23]
» Pardon me.
[34:27]
» Yeah. But what I'm saying is is if you
And then I mean I don't know if the
[34:31]
public is the same thing as corporate
but in corporate if you don't spend it
[34:34]
you don't get it next year.
>> So if we didn't spend as much as
[34:41]
we should have for the county you know
to look at or whatever then that's
[34:45]
probably why we didn't get as much this
year.
[34:49]
So I don't know. We also haven't spent
any money on our streets yet, right?
[34:58]
» Do you think that affects it since it
hasn't been that kind of stuff?
[35:08]
» December.
>> It's January. Yeah,
[35:11]
» it was 1.1. I direct 1.1.
>> See, like the general fund last year was
[35:17]
605,000.
This year it's 424,000.
[35:21]
» There's your There's your decrease right
there.
[35:23]
» Well, he said he added more to that and
it's less.
[35:28]
» So, I can't remember how. And no debt
service, but I don't know if that
[35:32]
» debt service we don't need to worry
about because that was that was
[35:35]
something that's been in there forever
and ever and ever and it was really
[35:37]
never ever should have been in there.
>> Okay. So, that's
[35:40]
» we took that out and that got added back
into should have been back added back
[35:44]
into general. Our employee benefits have
gone down and we have more employees,
[35:52]
right? We have another full-time
employee
[35:55]
max.
>> Yeah, it went down. We were looking
[35:58]
$13,000 there.
[36:05]
» The water utility or the water in the
sewer stayed about the same.
[36:10]
» Pool went up. Pool went down a lot. The
pool went down by almost half.
[36:17]
Why would employee benefits went down
13,000? Doesn't make any sense.
[36:24]
» Insurance
[36:27]
I mean that would be something too
because I didn't take insurance.
[36:32]
» So that could be
>> that could be a portion.
[36:35]
» That could be part of it. Yeah.
>> You also that's also part of benefits is
[36:40]
capers and
>> stuff like that too.
[36:42]
» You have to do that. I have to do. We
have
[36:45]
» Yeah, that's requirement.
>> Yeah.
[36:47]
» Yeah.
>> Which is
[36:49]
» But I I mean, and I probably It's
probably too late to do anything about
[36:53]
it right now, but I I'm just raising
some concerns on that, but I should have
[36:58]
raised them all.
I can't remember what Roger said about
[37:04]
um why it like 1.1 from last year to 9.3
or 9 130,000 the upcoming year. But he
[37:15]
had a reason why.
I think it was based on
[37:21]
the amount we're using this year. So
we're not close to that 1.1.
[37:26]
» You're right.
>> Yeah. If you don't spend it, you don't
[37:28]
get it.
That's that's just the way budgets are.
[37:32]
Yeah. So I think that's the reason why
you think you can't make that judgment.
[37:38]
» But you if you're not operating on an FY
that ends in October, how can you judge
[37:42]
budget?
>> Agreed.
[37:43]
» September.
>> Agreed. But what you want to do is
[37:48]
» spent
>> this is something that we need to figure
[37:50]
out for next year because next year we
need to do. You need to figure out the
[37:54]
spin down. They call it a spin down.
>> Yeah. That would be like we'd have to
[37:57]
spend you'd have to operate like you're
operating that flight that if October
[38:02]
like the army, right?
>> You spend everything that you got in
[38:07]
July and August so that when this comes
down
[38:10]
» if you especially like right now if you
want to be up for 1.1 again,
[38:14]
» we'd have to overspend like a joke in
August and in August.
[38:19]
» Well, we're trying hard.
>> I mean I mean that's just
[38:24]
» right. You're right. You're right.
That's how it works. It doesn't make
[38:27]
sense, but that's how it works
>> to get the money we need to survive next
[38:30]
year,
>> right? But our XY doesn't end until
[38:33]
December.
>> No. No. And I get that. But if the
[38:36]
budgets if the budget's happening now,
we have to And I mean, maybe maybe it's
[38:41]
based off pattern of spending, too.
Throughout the first eight months of the
[38:46]
year, your pattern of spending has been
X, Y, and Z. So this is what we're
[38:50]
budgeting you for because this is what
we foresee you spending next year
[38:54]
» for the 12 months
that I mean
[39:00]
» well and you know I mean like I thought
you know I thought maybe we would have
[39:03]
those streets I mean that's no you know
I know proof paving is busy and stuff I
[39:06]
think that would maybe helped us a
little bit because that was $100,000
[39:10]
right there.
>> No.
[39:11]
» So that would have suck that would have
sucked that down pretty good. And so
[39:15]
then we may have and you know if that
had happened we may have been back up to
[39:18]
the 1.1. Who knows? We don't we don't
know that. But that's what it's all
[39:24]
about is is that you know and I know we
want to save our money and I agree I
[39:28]
agree with you wholeheartedly. I'm big
on you know that part of it. But you
[39:31]
also get to a point where you're shoot
yourself in the foot for the next year.
[39:35]
But how are you bending your budget too?
Like how how's the budget fit before
[39:41]
whoever does this piece of paper?
Like I know I had to annually fit my
[39:47]
budget for the month for a month basis,
right? I say I'm going to spend I'd
[39:54]
always over I'm going to spend $260,000
a month. That's what I'm spending parts
[40:00]
everything. They project that out over
the course of a year and I get close to
[40:05]
that amount. If I don't have if I'm not
close to spending that amount in July,
[40:09]
they say you need to spend $90,000 today
so that you're making
[40:15]
» like if we're not if you're not making a
bid on, hey, this is what we think we're
[40:20]
going to be spending this year. Like how
do they know how to judge those numbers,
[40:24]
too?
>> So,
[40:27]
» yeah, that's a big part of it. Well, we
definitely know we're going to need like
[40:32]
as part of the budget the equipment,
>> right? Like and that's what I was saying
[40:36]
like how how are we coming up with these
numbers if we're not saying I know I've
[40:40]
got to spend this much this year.
>> We need to project
[40:44]
» on on on the equipment or the least. I
know this is what we're spending. So
[40:48]
that needs to be put in the budget. We
want to do things to the blue building
[40:52]
and do a city shop. We need to project
that money into the budget. But that's
[40:56]
not here.
>> Okay. Okay. So, how do you
[41:00]
» Yeah, that's something I mean we need to
we need to work out some type of
[41:03]
projection schedule
like what you're saying in the fact that
[41:07]
we're saying okay we got this project
this project equipment we got this and
[41:11]
this and this work out a projection
schedule for by month I mean you're
[41:17]
talking monthly and for the next year
for next budget I mean it's too late
[41:21]
this year but we can get into it for the
2027 budget and have that done by
[41:27]
October or actually before then have it
done by August.
[41:30]
» Okay.
>> And then submit that and saying here's
[41:33]
what our projections are because I don't
think this I don't think we've ever done
[41:37]
anything like that here.
>> Theoretically after your first after
[41:41]
first quarter you should have a good
pattern of spending project out the
[41:46]
following three quarters
>> and you include in that like a project
[41:50]
like the sewer you know you include
emergencies in there. How you come up
[41:54]
with that number, I'm not sure, but we'd
have to come go back and look.
[41:59]
» Well, and we'd have a that's a good but
that's a good basis for us to base it
[42:02]
on.
>> So, average.
[42:04]
» Yeah. And so then next year when we go,
we need to come up with some kind of a I
[42:09]
know there's some kind of spreadsheet
out there that you can do it on,
[42:13]
» but come up with some kind of projected
expenditure spreadsheet and say, "Here's
[42:17]
what we're looking at. Here's for
streets. Here's for sewer. Here's for
[42:20]
water. Here's for the blue building.
Here's for the pool. you know, cover
[42:24]
everything that we can and get that so
that we don't get shorted on our budget.
[42:31]
So,
>> obviously not this year problem, but
[42:35]
something that
>> yeah, next year
[42:37]
» when we're talking about big projects
that we do challenge, there's only one.
[42:47]
» I mean, that's something that we'll have
to do. I mean
[42:51]
» I apologize.
>> Why are you apologizing?
[42:54]
» It's not my desk. He needs to clear
>> but
[42:59]
» well and part of it I mean part of it
>> could work together. I mean
[43:02]
» part of it is too we have to know
monthly what our budget amount we have
[43:06]
to know monthly what our budget amount
was and then how much we spent out of
[43:10]
that fund because without that
information we're shooting in the dark,
[43:14]
» right? But trying to do that off the
last year of commerce is already going
[43:17]
to be a problem because the system
change that you guys went through.
[43:21]
» So solidifying whatever system they're
using finance right now that already
[43:26]
breaks it down by fund. You have to
start you can't do it off last year. You
[43:30]
have to do it off of what you're doing
now for the next six months. Right.
[43:35]
» You got there's general ledger accounts
and you can pull in general ledger
[43:38]
accounts and they will tell you what you
spent your money for.
[43:41]
» Absolutely. And so then you could get a
good estimate off of those general
[43:44]
ledger accounts.
>> Y
[43:46]
» and you could know by fund what you're
spending.
[43:49]
» Yeah.
>> If it's just applied. I mean, it's going
[43:52]
to have to be some work done on it. And
that's what's going to have to happen to
[43:55]
say, hey, pull out and see how much did
we spend on streets because we have
[43:59]
that, you know, see how much we spent
with approved paving, see how much we
[44:02]
spent on coal patch, see how much we
spent on this and this. Add those up. I
[44:06]
mean, it's not hard.
>> So, put it all together. So,
[44:11]
I'm not I'm just
[44:16]
So, but that Yeah, it's too late to do
it this year, but next year we
[44:20]
definitely need to do that.
>> So, like this is this we can't
[44:25]
» Yeah, it's that we have to have our
budget in.
[44:29]
» When do we have to have the budget?
>> I have to have this budget in by October
[44:34]
1st.
>> Yes.
[44:39]
We'll just have to learn to go $200,000
less
[44:44]
doing Scott.
[44:52]
» We spend that much in repairs on the
old. We can spend that much repairs on
[44:55]
the old stuff.
>> I already got stickers. They said you
[45:00]
have something
back.
[45:07]
» But no, I mean I think that's part of,
you know, I mean, let's face it, the
[45:11]
city's a business and you got to run it
like a business. And for us to be able
[45:16]
to run it like a business, we have to
know what we have in every fund. We have
[45:19]
to know what's been spent out of every
fund. We have to know, I mean,
[45:22]
everything. Because if you don't, your
budget's worthless. I'm sorry. You just
[45:27]
are shooting blanks into the wind
because it ain't nothing's gonna come
[45:31]
out right.
[45:46]
» I'm just glad we got a copy of last
year's because I didn't have a copy of
[45:49]
it.
You never get a copy, did you?
[45:54]
» I don't remember.
[45:58]
Let's just say that copy is not easy
without copy.
[46:02]
» Okay, that probably sounds our sends our
answer.
[46:06]
» So,
[46:17]
Okay.
>> Well, so I mean I'm feeling so we can
[46:20]
make a motion, but I feel like we're not
going to adopt it. Like
[46:25]
I think we have no choice. But
>> we don't have no choice. We don't have a
[46:28]
choice. You're going to have to
[46:32]
because we can't, you know, like
everybody's saying we don't know what we
[46:35]
spent for us to pull all that
information together. It's going to be
[46:39]
taking longer than a month.
So
[46:44]
the 932 878 puts us at the 80.339
ms. If we want more money in here, we're
[46:54]
going to have to go up to like the 90
mills,
[46:57]
something above that. So if you look on
that first page, I have this total at
[47:04]
80.138
under 2025 at 13615.
[47:11]
We're going to have to increase that
number to 80.138.
[47:22]
» Does that make sense?
>> So then you're saying if we wanted to
[47:26]
increase it'd be closer to 90.
>> Yeah.
[47:30]
» Is it How much is it per every meal? How
much dollars is for every meal?
[47:34]
» I think it's $136.15.
[47:38]
» Yeah.
Okay. Sorry. Look at me at home.
[47:51]
» I don't know. I mean, I
>> What happens if we go over budget?
[47:58]
» We're broke.
[48:04]
If we spend more than 932 93
[48:10]
» 932,00
[48:14]
» I mean federal government just keeps
printing. So
[48:18]
» what
>> we do that like hey we need some more
[48:23]
money
extra stacks of hundreds for us.
[48:27]
» Here's another question. This does not
include our money markets, right?
[48:32]
» I don't believe it does.
>> And those are for emergencies.
[48:38]
» Yes.
But if we exceed the budget, then that
[48:42]
would probably be an emergency
situation. So,
[48:46]
» but here's the other I'm going to play
double advocate. They're water and
[48:50]
sewer. They've been designated as water
and sewer. So, are they eligible to be
[48:54]
spent on anything other than water and
sewer? We we emergencies have been
[48:58]
water. We're spending lots of money on
water.
[49:01]
» Well, I know. I mean, I know the
emergency.
[49:05]
» Yeah.
>> Think with the new equipment because
[49:07]
that'd be the only extra large expense,
right? With the new equipment,
[49:12]
» it should be
it should be okay.
[49:18]
I I'll make the motion pass it. I make
the motion that I make the motion to
[49:23]
adopt 20 2026 budget for the city of
Effinghams as presented.
[49:30]
» Second
[49:40]
roll.
[49:45]
» Yes.
>> Yes. Andrew.
[49:49]
» Yes.
>> Jesse.
[49:57]
We also have to say there was nobody
here for this hearing too.
[50:15]
Yeah, it's okay.
>> Who knows? They may not approve the
[50:18]
$932,000
at
[50:22]
county
right there going.
[50:28]
» I hope they didn't.
>> Probably they get off the shop and give
[50:33]
it to us.
>> Oh, no. I found out today that the shop
[50:37]
loan is not coming for taxes. It's
coming from the cell about senior
[50:40]
citizen
should sign
[50:59]
the package.
>> H
[51:00]
» I got another packet for her.
[51:07]
» I don't want the Okay.
[51:20]
Everyone makes a
[51:25]
See, it doesn't seem
[51:39]
All right.
Well, now you're the budget hearing.
[51:45]
I will call the order to regular
meeting.
[52:04]
Thank you guys very much.
>> Thank you.
[52:09]
» I appreciate the detailed workflow.
[52:15]
I'm just read
[52:26]
provided
all that. Here are the bills.
[52:38]
A lot of the bills are Ryan.
We didn't pay the first
[52:45]
» Ryan just I didn't write everything down
on there.
[52:52]
» Text me calls. I'm like more money.
>> I can't just
[53:01]
» wait a second. Wait a second. You better
1.1 million.
[53:06]
So,
>> well, I feel like the majority of the
[53:09]
spending's been done in the last, you
know, five months or so.
[53:17]
» I was trying to go back in time.
>> Yeah.
[53:21]
» You just say, you know, I'm working if
I'm spending money.
[53:24]
» That's right. When I stop spending
money, you guys got a real problem.
[53:30]
» I did make notes on the bills for what
we have to spend the money on. So you
[53:35]
guys know
>> an alignment.
[53:37]
» Yeah.
>> Well, that
[53:39]
» Yeah. And they tell me I need new tires,
but because we don't go out of town
[53:44]
often, I'm not too concerned.
[53:49]
budget for next year.
budget next year.
[53:54]
» Next
[53:58]
thing that battery was a trailer
battery.
[54:24]
a grease gun.
>> What about $500?
[54:27]
» That's a battery operated grease.
[54:34]
» I have no idea what it is. So, I'm like
literally just like pushing your buttons
[54:39]
right now.
>> It should come with one of those.
[54:42]
» No, but we do get money for grease. So,
when I said, "Hey, all we're responsible
[54:47]
for is greasing the equipment." We're
responsible to grease equipment, but
[54:51]
they're going to start sending us money
to pay for grease.
[54:57]
» They won't send the grease. That's
interesting.
[55:00]
» It's easier for them to spend money than
ship.
[55:04]
» Well, they're here every week.
>> They were at Austin,
[55:08]
right?
[55:18]
Yeah.
>> Jesus for the pumpkin.
[55:21]
» Oh my god.
>> The pumpkin.
[55:24]
» I love you detail. I like
>> the pumpkin in the office.
[55:31]
And then
[55:37]
» it
like why why do we use
[55:42]
» Is this a is this a code word or
something?
[55:51]
» Well, she's while you guys looking over
bills, I'm going to go print off the
[55:54]
minutes from the previous meeting. Sorry
guys, I was like super
[56:09]
» Yeah, Ryan.
>> Yep. What's up?
[56:14]
» Here's a battery up on gun.
>> That's awesome.
[56:19]
» What size batteries does it
>> the same ones we got? The Milwaukee
[56:23]
batteries with
>> big batteries. The return on $32
[56:30]
» fuses for the pumpkin $10.95.
[56:35]
» I don't really want to do this
recording.
[56:42]
Call it frivolous spending.
>> Frivolous.
[56:47]
» There's no frivolous spending.
>> I promise you I don't spend money in
[56:52]
something.
>> I do appreciate the detail of it.
[56:57]
I'm not out there.
>> No, I do. I What is this?
[57:00]
» So, that was when
>> Oh, jet. Okay.
[57:03]
» Because we had that one collection
wasn't running any solids. So, we had to
[57:09]
have the line in camera
>> to make sure that there wasn't a
[57:15]
I mean, our biggest concern was we had
protrusion on it.
[57:21]
B&G is also operating under the
assumption that those lines are PVC and
[57:25]
they're not
>> had to break that news to say because
[57:29]
apparently they redid those
some years ago. Those two collection
[57:35]
points
and when we came they've been lined.
[57:40]
Somebody came through and lined them but
they are all still clay pipe. Um I don't
[57:44]
know what that's going to do. Change it.
I'll let Sam know.
[57:50]
I don't know what that does to change
anything for him, but
[58:39]
biggest thing when you look at that
people inv
[58:43]
time out that's how much that costs
I do not know what it's going to cost
[58:50]
» that's what I say
>> don't look like
[58:53]
» well we had no other option
>> we just at the time the only thing I
[58:56]
knew was
I know Austin can't pump it but he's a
[59:01]
little bit closer
Okay.
[59:05]
» $264.
[59:10]
» Yeah.
[59:19]
» Yeah. do sunset1
every time I do a like we had to do dig
[59:25]
safe for the sign every time I do one
not much just enough to keep the website
[59:32]
load I guess
>> dig safe
[59:38]
but if somebody else calls it they have
to pay it
[59:40]
» yeah we only pay for what we call and
I've only called it twice
[59:49]
weekend.
>> That one is the officing
[1:00:12]
the construction of the subdivision.
>> Pretty much.
[1:00:17]
» Was that too?
student.
[1:00:21]
» Oh, they're the same one.
>> No, I have the 13th and the 28th.
[1:00:25]
» Oh, okay.
>> That one.
[1:00:32]
» No, you were. You know, you were right.
>> We should be a buffalo owners.
[1:00:41]
» I don't know.
>> Invoice for consulting services.
[1:00:47]
I feel
butter.
[1:00:50]
» What do you think?
>> Couldn't hear the whole discussion.
[1:00:56]
» It's an invoice for
[1:01:02]
certified construction observer
for the Boff subdivision
[1:01:08]
that came to from B&G consultants came
to the city.
[1:01:14]
We had discussion about this and you
might call we had a bit of an argument
[1:01:19]
with PG consultants about it.
>> Okay.
[1:01:22]
» But it was approved by by the commission
because my part of the council my my
[1:01:27]
concern was I didn't really think they
were sticking
[1:01:31]
with that.
>> But I don't understand why the city's
[1:01:34]
got to pay somebody to observe the
construction.
[1:01:38]
Like that seems
frivolous.
[1:01:44]
Then construction has to do with
infrastructure.
[1:01:49]
» That's what I can say.
>> They're making sure that everything
[1:01:54]
they're actually building
>> and if something goes on look at he let
[1:02:00]
us make sense otherwise me or Max have
to sit down.
[1:02:07]
You don't cost.
>> I do not.
[1:02:13]
» That makes sense. That makes sense.
[1:02:18]
» Yeah. But I also feel like there's a
plan and there's designs and there's
[1:02:24]
» you need to make sure that they're
following plans
[1:02:28]
» because otherwise they
>> because I know for when they when they
[1:02:31]
tied into a sewer line I had to be there
because it's tying in or city line.
[1:02:38]
» I shouldn't have said it that way. It's
not that they won't.
[1:02:41]
» Right. No, no. There's nothing
guaranteeing
[1:02:43]
» if they don't the expense to the city to
fix it is likely many times
[1:02:50]
» that
makes sense.
[1:03:14]
I did notice on the August 28th meeting
minutes I spelled the letter wrong and
[1:03:20]
used an A instead of
it. So it's a latter. Yeah.
[1:03:34]
think I'm just
[1:03:44]
» Oh, I think turn up the turn up the
>> It's was set to 72. Thank goodness
[1:03:58]
you guys.
[1:04:05]
Sorry I didn't have these printed. I'm
not on my game list.
[1:04:11]
We will care.
We all make mistakes.
[1:04:37]
all the time. I know.
[1:04:56]
I'm at the city.
[1:04:59]
It's going to be
[1:05:08]
» a question.
[1:05:14]
That's
[1:05:17]
» no because
[1:05:29]
» building the library.
[1:05:36]
» City library. Okay.
$433.
[1:05:42]
Feel
[1:05:50]
like something is very not right here.
>> What is it? The water the water.
[1:05:57]
» So this says 420 mains
daycare.
[1:06:02]
» That doesn't make sense.
>> Oh, we don't need to pay for that.
[1:06:06]
» We don't. That's not all.
>> Shouldn't our That's in our building.
[1:06:12]
Do we buy it and we just don't know it?
>> No, I don't know.
[1:06:18]
I think it's useful.
>> Yeah.
[1:06:31]
» Well, has it been paid?
[1:06:40]
Yeah,
>> I want you guys to I don't really
[1:06:48]
you don't have the bills from last time
which doesn't
[1:06:55]
help just the energy
[1:06:59]
keep sending back they are
[1:07:16]
I get a second on this one. How does the
lift station use
[1:07:22]
as much energy
as this ability?
[1:07:30]
» Well, it's constant.
[1:07:35]
So you think
[1:07:40]
» that'd be Edwards. That's a suburb
station.
[1:07:43]
» 308 First Street lift station. That's
one.
[1:07:48]
» No, the only one we first street is the
corners.
[1:07:53]
» Oh,
>> that one runs all the time though,
[1:07:57]
doesn't it?
>> Yeah. I
[1:08:00]
» that doesn't run all the time. But I'm
wondering if that is the if if by
[1:08:05]
station maybe if it's the pump house
because the pump house is an AC unit in
[1:08:10]
it that runs all the time. It's got
pumps in it. It's got five breaker
[1:08:18]
always run by. It's going to use some
energy in there. And the generator kicks
[1:08:23]
on.
>> And the generator kicks on once a week.
[1:08:28]
So
[1:08:32]
We didn't have power this year.
>> Yeah, we sure did.
[1:08:35]
» What was I in the middle of?
>> Not even here. It was is I got my house,
[1:08:40]
too. So clear all my life.
>> Usually if we lose power, you'll lose
[1:08:45]
power.
>> Do you Do we know what happened?
[1:08:47]
» Right. Yeah, we're on the same
11.
[1:08:59]
But this place
[1:09:04]
switching things over to different names
is
[1:09:08]
» incredibly difficult and timeconuming.
>> Could it just say like city?
[1:09:14]
» Where did you see the um address on
those
[1:09:17]
» top rights under ever? It shows service
location
[1:09:25]
» street lights.
Which one are we looking at?
[1:09:29]
» 420.
>> 420. Yeah, this city building.
[1:09:35]
» And then under here it says city
library.
[1:09:39]
» I don't know why the library.
[1:09:46]
» We paid it last week too.
>> Last week.
[1:09:50]
» Right. But how did we go from 1,400 in
June to 2900 in July and 20?
[1:10:01]
But 420 is not
>> not our address.
[1:10:05]
» No. Yeah. Yeah. Yeah. But your total
bill is that you're talking about
[1:10:08]
» how much was the one in
>> Are you talking about
[1:10:11]
» in August it was 4422?
>> Yeah. But last August it was
[1:10:15]
» 1,600
>> and this August it was 28.
[1:10:20]
» And I see what you're saying.
>> No the usage.
[1:10:28]
It says 420 maid, but then down here it
says city library. The city library is
[1:10:33]
not 420 m.
>> No, but the usage could be attributed to
[1:10:36]
how hot it was the AC. I mean the AC
constantly. This it was hot this year.
[1:10:43]
» Last year though was hot.
>> It was for a couple.
[1:10:47]
» I feel like it was hotter last year for
a longer period.
[1:10:51]
Last year was hotter because in May our
kids were like dying playing ball and
[1:10:56]
they were not this year.
[1:11:01]
» Okay, I give up.
>> You have a phone call to make tomorrow.
[1:11:03]
I want to know what 420 main is and why
we're getting charged for
[1:11:07]
» that's not our service address.
>> Sorry. Sorry to be like that, but wow.
[1:11:15]
first thing in the morning.
>> 7 a.m.
[1:11:18]
» They're not going to be open till 8:30.
>> 8:31
[1:11:23]
I've done that.
>> Anyway, that caught my attention. That's
[1:11:28]
a heavy $400 and some bill.
>> There's $400.
[1:11:33]
» The library be separ It shouldn't be.
It's the It's on It should be the same.
[1:11:38]
There's only one meter on this building,
right?
[1:11:40]
» It's the same meter.
>> No, it shouldn't be. So something is not
[1:11:44]
ready.
>> But we've been paying it for Yeah, but
[1:11:48]
we've been paying it for a long time.
>> At least we'll get a big
[1:11:54]
» Yeah, just
[1:11:59]
donation.
>> I don't know. Is there even power on?
[1:12:02]
» That's what I'm wondering. Why would the
power even be on?
[1:12:11]
Sorry guys, that was a long
thing.
[1:12:17]
» Does everybody have a chance to look at
it?
[1:12:22]
» Was there a second on Kathy's,
[Music]
[1:12:34]
» doesn't it?
>> Yeah. Yeah, I'm sure there was
[1:12:37]
» this one right here.
One above it. Is that what you wrote on
[1:12:40]
it?
>> Yeah, it says dear.
[1:12:43]
» Yes. Yes.
[1:12:52]
I move that we approve the minutes with
that amendation
[1:12:58]
» amendment
>> for August 14th for both August 28th and
[1:13:05]
the August
[1:13:11]
I'll second
all in favor
[1:13:16]
any oppos
[1:13:28]
have a motion to approve
[1:13:34]
all the
energy's priority inflation. Ivon
[1:13:47]
need a motion to move from all except
for that energy energy bill which we
[1:13:50]
discussed a while ago.
>> If it's then do you
[1:13:55]
» any corrections to be made then we'll
pass it time.
[1:14:00]
» I'll second that. If that was a motion
the motion.
[1:14:05]
» All in favor I
any opposed?
[1:14:20]
jumping basically if something's not
right
[1:14:26]
for this building.
[1:14:33]
» Anyway, so back to the super
[1:14:42]
Why would the library
[1:14:48]
blue building
[1:14:54]
if there were two meters? They share a
necklace.
[1:14:56]
» Yeah.
>> One would be like a half or something
[1:14:59]
» or sweet a or half or something.
>> Yeah.
[1:15:03]
» To distinguish the two.
[1:15:15]
I just saw that.
[1:15:23]
You just have the wrong address on
there.
[1:15:26]
There's a blue building on there.
It says city. No, it says city building.
[1:15:35]
blue building or it's here.
[1:15:41]
This one says city blue building, but it
doesn't have a service tax on this one.
[1:15:49]
You got lots of money straight out.
[1:16:09]
Well, it also makes me wonder
[1:16:14]
just
[1:16:30]
thank
[1:16:35]
Oh, we got a new equipment. Uh, we're
going to work graphs the shop area
[1:16:41]
getting ready. I got a call from the
insurance company about the lean tube.
[1:16:46]
Uh, they are in contact with the
adjuster that came out and did the
[1:16:52]
adjustment of the shelter house and link
to. So, I went to hear back from them.
[1:16:58]
Um, I went over to LNL today, paid the
deposit, dropped off the sign bid.
[1:17:04]
They're going to load the roof tomorrow.
Um, and depending on what time they come
[1:17:10]
loaded, it shouldn't take long.
I would I wouldn't think it's not that
[1:17:16]
big. Um, and then included in the bit
was the gutters. So, they're going to
[1:17:21]
come out replacing gutters. So, was
originally the color.
[1:17:26]
Um,
>> look nice.
[1:17:28]
» Mhm.
>> Yeah. And then everybody's going to look
[1:17:31]
at the paint because the paint's
starting to look like crap, too. So, me
[1:17:34]
and Max get out. Yeah. Me and Max may
get out and start painting those once
[1:17:40]
the weather kind of levels out right
now.
[1:17:48]
» Yeah. Well, I mean for the next few days
hopefully the humidity here days
[1:17:54]
» right for Thursday, Friday and Saturday
and then it looks like the temperature
[1:17:58]
out next week which should be really
nice. Uh we are cutting down to one bowl
[1:18:04]
and going to go ahead and winterize this
all the numbers that we got. Um, I mowed
[1:18:08]
the entire town day
and then he needed
[1:18:16]
three days or whatever. Just whatever we
could get out. So that way we got we can
[1:18:22]
put somebody doing something else
besides mowing and we just not have to
[1:18:28]
worry about paying for basically the
rest of the year.
[1:18:31]
» And Kate's done, right?
>> Yep.
[1:18:33]
» Yeah. Um,
>> you just have to have your weed eater
[1:18:36]
with you and weed.
>> I've been carrying the weed eater around
[1:18:41]
in the truck. So, every time we go
somewhere, if I'm like, "Oh, it needs
[1:18:44]
weed," I just hop out.
>> One of us will hop out and it just makes
[1:18:48]
it go a lot faster. Um, we're going to
fall spray
[1:18:54]
um again
um probably here in the next hopefully
[1:18:59]
at the end month if everything go. I
sprayed again all this week. Um sent Max
[1:19:04]
out and
sprayed all the streets again. Um
[1:19:11]
I
I think so you guys had to do a motion
[1:19:16]
to sell the bucket truck and now that we
have the new equipment, I think we need
[1:19:21]
to move forward with less than the other
stuff on purple wave.
[1:19:26]
» Yeah. The mini excavator.
>> You got the backhoe.
[1:19:30]
to backho and
>> tractor.
[1:19:33]
» So I tractor
is gonna work.
[1:19:38]
» Tractor tractor and brush hog we're
going to hang on to um into spring. I
[1:19:44]
don't plan on using it.
>> Until then really um everything looks
[1:19:50]
good right now that we've been brush
hoging. We'll probably brush hog the new
[1:19:53]
well site probably one more time before
everything goes normal. But besides
[1:19:58]
that, we shouldn't need to use it much.
Um, we've been using the box blade to
[1:20:03]
spread gravel, but that's been about it.
Um, so we will hang on to those things.
[1:20:10]
Everything else though,
>> we should get some big dollars out of
[1:20:13]
the mini excavator because he hasn't
been
[1:20:15]
» I think many I think
I have to find the paperwork, but I
[1:20:20]
think it was like between 60 and 75,000
was what we paid for. But like 36 hours
[1:20:28]
since it was on
>> 36 hours
[1:20:32]
brand new.
>> Biggest thing is biggest thing is those
[1:20:35]
36 hours.
>> We didn't buy it right here, did we?
[1:20:37]
» Yeah,
>> we did buy it.
[1:20:38]
» Yeah.
>> So the biggest thing is when it was
[1:20:41]
bought, they roeded it a lot. So like
the tracks aren't the best shape because
[1:20:45]
they're not meant to be off all the
time. So, I mean, we it's one of those
[1:20:50]
things we're gonna
>> we could probably get 40 40 to 45 out of
[1:20:56]
» that cover some couple months payments
on the
[1:20:59]
» Were they still interested in some of
the that valley at the bucket?
[1:21:03]
» I haven't heard anything else from Wes.
He came down, took pictures. Um, he took
[1:21:07]
it to his city council meeting last
week.
[1:21:10]
» Maybe
I just have Sorry.
[1:21:14]
I just have her back thrown, but it's
it's definitely a
[1:21:20]
city of Valley Falls has better things
to worry about right now than buying a
[1:21:23]
bunch of trucks.
>> They got a lot of internal problems.
[1:21:28]
» They got things on too. They got they
got stuff too. Um I did I texted Brian
[1:21:36]
with B&G. I don't know. I don't know. I
talked to Katie about it.
[1:21:43]
Eggman
when they put in the new water line they
[1:21:47]
did it by tap right in a JJ. They flush
that line twice.
[1:21:53]
I was told they were going to flush
line. I just wasn't told when they're
[1:21:56]
going to flush line. We ended up having
a resident that has brown water, but
[1:22:02]
it's only her house um that has brown
water. Uh I went to the house
[1:22:07]
surrounding it. I went to the end.
Nobody else has brown water. So, I'm
[1:22:12]
assuming that it has to do with
something in her house. It's not our
[1:22:17]
piping at all, but I did tell them like
next time we do something like that, you
[1:22:21]
can even give the city a heads up so
that we can let put it out on Facebook,
[1:22:25]
do a redness or whatever, just let
people know it's going to happen. If
[1:22:29]
people did lose water pressure,
>> basically Dollar General up to the
[1:22:34]
school would lost because that's all
that that line flushed out. So
[1:22:40]
» they abs I I really feel like they
should not be doing any of that during
[1:22:44]
the day,
>> you know,
[1:22:45]
» because we can't lose water,
>> right?
[1:22:48]
» And uh
>> again, I just I was kind of like I don't
[1:22:51]
really feel like you should be messing
with the water lines without somebody
[1:22:55]
present.
>> So to come full circle to that that FG
[1:22:59]
salt spill, Brian wasn't there that day.
He was the guy that he would have called
[1:23:05]
me and let me know, hey, Egleman's gonna
flush the lines at this time.
[1:23:10]
» Well, we're paying them.
>> There's another B&G consultant there
[1:23:14]
that I've never met before.
>> So B&G had a presence there. I just
[1:23:18]
don't know who they
>> keep,
[1:23:23]
» right? He didn't let me know.
>> Did you know why he didn't let you know?
[1:23:27]
» I'm sure Brian may have passed off or he
may not. Yeah,
[1:23:31]
» I was I was more concerned with whether
or not that was about issue whether or
[1:23:35]
not I had,
>> you know.
[1:23:37]
» Yeah.
>> We went searching, couldn't find
[1:23:39]
anything. Then I saw the valve switch
that had a valve key on her valve that
[1:23:44]
goes over there. I was like, "Oh, I've
got two flush lines." I walked out there
[1:23:48]
lines. So that was probably the that was
most likely the source of why.
[1:23:54]
» When was that?
[1:23:57]
» Oh, okay.
No, it was Monday.
[1:24:02]
» It was Monday because before
>> because I was at work because I couldn't
[1:24:05]
answer
>> right after we got the equipment because
[1:24:07]
I was ready to go out drive the new skid
steer like we had to go up there.
[1:24:12]
» Yes, because I couldn't take your call
because I was at work. Sorry.
[1:24:16]
» Um,
so that's that. There's a class for lift
[1:24:21]
stations and maintenance coming up in
October.
[1:24:24]
» Yeah.
>> That I want to go to. It's like 350
[1:24:28]
bucks. It's incend.
[1:24:32]
So I probably have to stay the night
down there.
[1:24:34]
» Got your hotel. You got your cardia
meal.
[1:24:37]
» I just need you guys to
so I can go do it.
[1:24:42]
» Go for it.
>> Slide me up.
[1:24:45]
» And then Max will be here.
>> Yep. Max will be here for that. Um
[1:24:51]
trying to think.
I'm sure I'm missing things. Uh
[1:24:57]
we're gonna we got the we're starting
we're basically trying to get everything
[1:25:01]
wrapped up get ready for fall and winter
is where I'm at right now. Um once the
[1:25:05]
grass goes dormant we'll be able to
start getting back on alleys. But alleys
[1:25:09]
seems kind of a fighting battle right
now because I'm fighting grass. So until
[1:25:14]
the grass goes dormant. I really don't
want to go out there and spend time
[1:25:17]
doing something. We did have them dump
the 20 tons of rock that they normally
[1:25:21]
dump at the rock pile. We had to come
out and dump at the city shop because we
[1:25:26]
were we had like 4 in mud on the ground.
So we went relay gravel. Max is going to
[1:25:32]
finish that up tomorrow while I'm gone
and then Friday we'll be loading up
[1:25:36]
gravel taking excess gravel.
[1:25:41]
That concludes my
>> What about where are we standing on FA's
[1:25:45]
yard? What's his name? Willie F.
It's still
[1:25:54]
that tall.
[1:25:57]
» The backyard.
>> Backyard. We talked about it last
[1:26:00]
meeting.
>> Is that one to six?
[1:26:04]
» Mhm.
>> That's one of the stuff out front of the
[1:26:07]
house.
>> Yeah.
[1:26:10]
I don't think I have got that. I'll go
and put
[1:26:14]
» it's that's this tall.
>> That's in the backyard. Yep.
[1:26:16]
» Yeah.
>> You can see it from front street. First
[1:26:19]
street.
>> Yeah. He mows the front or somebody mows
[1:26:22]
the front of
>> cuz it's got to be full of rodents and
[1:26:26]
everything else back there.
[1:26:32]
» Um
just to know it's probably like more of
[1:26:36]
a state thing, but like over here at the
corner by the blue like when those big
[1:26:42]
semis come and then they pop the curb
into the
[1:26:46]
» We filled that once since I've been
here. Um,
[1:26:50]
it gets worse when it obviously when it
rains and pushes everything out.
[1:26:56]
I don't know that there's an easier way
for them to get and because it's
[1:27:00]
obviously their GPS that sends them that
way.
[1:27:03]
» So, I don't know if there's if it's
easier to go that way because they come
[1:27:06]
in by Dollar General, they come up to
Rick and they make that turn
[1:27:10]
» and I don't know if they make that turn
because up here at the wild Main Street
[1:27:14]
it's just difficult.
>> Yeah. I don't
[1:27:18]
» I watched one the other day I was out
around I knew I saw wide lift was coming
[1:27:23]
it was an empty wide just a big trailer
so my part my vehicle up there by the
[1:27:28]
park you know by well actually by rac
and they did not go in any of the yards
[1:27:34]
they they stayed in the street
>> but if you look on that body on the
[1:27:38]
north side there you can see there's
>> oh yeah there's a bunch of them too
[1:27:42]
» there there's clear black marks
everywhere on that curve just have the
[1:27:46]
like extra drives or like when you walk
right in front of like that extra
[1:27:52]
» like it's almost like they need like
another
[1:27:56]
or something like
>> Yeah, but that shouldn't be our
[1:27:59]
» No, because state highway.
>> Yeah, state highway.
[1:28:02]
» Right. Right. And that's it's probably
more we need to get with the state to
[1:28:05]
see if they can wet that.
>> I mean,
[1:28:07]
» no. Like and maybe it's silly like maybe
it's just a waste of but like there's a
[1:28:12]
little tube or whatever. It's It's
broke, you know, a little drainage type
[1:28:15]
thing you can see, but I don't know. And
then there's just rucks and I don't
[1:28:19]
know.
>> I can reach out. I can call Joe and
[1:28:23]
figure out who I should talk to. I don't
>> I don't know.
[1:28:29]
» Yes, there is.
>> Did you talk to Joe about the
[1:28:32]
» speed limit signs
down by front of Adams is down there
[1:28:39]
first? The speed limit sign could be
moved out to the city limit sign. The
[1:28:44]
city limit sign.
Yeah,
[1:28:47]
» Adam Deol.
>> I know Adam.
[1:28:52]
» So there's a sign down there.
>> Well, they should be down closer to the
[1:28:55]
because they that city
>> it just says like like when you get
[1:28:59]
closer into town like by Jen's house,
>> it has like a 30 like
[1:29:04]
» like it tells you like to decrease your
speed.
[1:29:06]
» The speed limit first.
>> First street.
[1:29:09]
» Yeah. So, I mean, we talked about it
last meeting, one of the last two
[1:29:12]
meetings, moving those signs down when
you were
[1:29:15]
» Yeah, I've been out of it. Oh,
>> like the the 30 mph speed limit
[1:29:20]
» should start at Jim Pots.
>> And if you just got moved to the south
[1:29:26]
on the edge,
like at the speed limit.
[1:29:29]
» Yep. I'll go check
>> also. Um, did we is there any way we can
[1:29:34]
put coal patch in that pothole there at
>> George?
[1:29:38]
because I've had three people come to
me.
[1:29:41]
» I went and drove past it today
on Friday.
[1:29:45]
» Oh, any update is when they're going to
ask about
[1:29:49]
not heard anything. I sent an email and
a call and I have not heard back. I'm
[1:29:54]
sure I will. to just the season.
>> Yeah.
[1:30:00]
» Yeah.
[1:30:11]
Next.
We might think something else.
[1:30:19]
The treasures report. Lisa was able to
print a lot of stuff for you guys. The
[1:30:26]
first two pages are the money markets,
the sewer, and the water. See how much
[1:30:31]
is in those as of August 31st.
[1:30:37]
I don't know there's a monthly increase.
[1:30:43]
Yeah, that's looking for those two. The
next sheet you'll see looks terrible.
[1:30:49]
the treasures report.
>> Yep.
[1:30:52]
» Um, we printed this off so you could see
how wild the numbers look because all of
[1:30:59]
this is wrong.
>> So, this isn't correct numbers.
[1:31:03]
» It's not correct at all.
[1:31:07]
» This is one of the ones that we're
trying to figure out.
[1:31:10]
» Okay. Do we have corrected numbers? Do
Do we know the correct numbers for
[1:31:16]
» Not yet. So Christina identifies the
ones that need correcting. Lisa goes in
[1:31:23]
and tries to correct them. If not, then
we get to G Works and she has three open
[1:31:28]
tickets.
>> Do we know what our balance is for the
[1:31:31]
general fund at all?
I assume it's not negative 70,000.
[1:31:36]
» No,
I assume the ending balance is not.
[1:31:41]
» Yeah.
So like
[1:31:46]
» this one says general account and the
balance on August 31st
[1:31:52]
» 394,000
>> that's encompassing of all the accounts
[1:31:56]
I believe
>> I believe that this is just the bank
[1:31:59]
account with all of the money.
>> So this is all this together.
[1:32:06]
» Yes. So that 394,000 includes sewer of
what's in the water and sewer, right?
[1:32:11]
» Uh rent minus what's in those money
markets,
[1:32:14]
» right?
[1:32:19]
» But so Lisa has open tickets. She's
working on correcting those with
[1:32:25]
Christina.
Um, but we wanted to print the report so
[1:32:31]
you guys can see that
we have access to the report. It's just
[1:32:36]
it's wrong. Obviously, we don't have we
didn't start this year with 70,000 in
[1:32:43]
our general function.
[1:32:48]
We're just working with G Works to try
and correct it. But like yesterday, they
[1:32:53]
closed the ticket. We had to reopen it.
Well, I guess I'm confused then because
[1:32:58]
she had Christina had a treasury report
for the year ending in 2024, right?
[1:33:04]
» That's correct. That you gave
>> it was that's what you sent to the
[1:33:08]
budget people, right?
>> Yes.
[1:33:11]
» So, if it was a the ending report was
correct in 2024 that she sent that
[1:33:18]
should be what the beginning balance is
here.
[1:33:23]
» You mean
[1:33:27]
Yeah, I don't understand. So, the
beginning balance here should be yes,
[1:33:31]
2024,
>> but it's not.
[1:33:33]
» But it's not because we're not able to
fix it in G.
[1:33:40]
» So, so this report is what it's out of G
Works.
[1:33:44]
» Yes.
So, why
[1:33:49]
I guess why can't we get a report
that shows what it was at the end of
[1:33:55]
2024?
Because if she had she had to have had a
[1:34:00]
report at the end of 2024 to submit for
the budget. Yes, Christina came up with
[1:34:05]
those numbers through the numbers we
gave her. So, that's Christina's
[1:34:11]
own reports. Nothing to do with G Works.
Except for like all the information was
[1:34:17]
sent to Christina,
>> right? I get that. I get that. Yeah.
[1:34:20]
» But that's what we sent to have our
budget based on.
[1:34:22]
» Yes.
>> So, what I'm saying is is that's what
[1:34:25]
should be
in the beginning balance on here.
[1:34:30]
» Yes.
>> So, you you should be there should be a
[1:34:32]
way you could go in Excel and make a
sheet. Yeah. You're going to pull this
[1:34:36]
off of the G Works. I get that part. But
you should be able to go into Excel, set
[1:34:40]
you up a word spreadsheet,
>> and it shows the correct beginning
[1:34:44]
balance.
>> Yeah, we could create the correct
[1:34:47]
beginning balance using Christina's
numbers, but the received, dis
[1:34:53]
dispersed, and change in liabilities and
ending balance. Those numbers we won't
[1:34:59]
get through GW works either because
those numbers are also wrong.
[1:35:03]
» So nothing on here is correct.
>> Exactly.
[1:35:07]
That's what we're trying to fix.
[1:35:12]
And it's been like that for over a year
>> since they were since they made us go to
[1:35:17]
the
>> since October 23.
[1:35:20]
» Yeah.
>> 24.
[1:35:25]
» It was before I was here. So
>> October
[1:35:28]
» September
[1:35:34]
» November
>> 24.
[1:35:38]
I know he's done so much work.
[1:35:43]
» So,
yeah.
[1:35:46]
» So, well, let me I'm just going to ask
another question.
[1:35:51]
» So, Christina is running she's actually
coming up with a treasures report. Is
[1:35:55]
she coming up with one per month or is
she coming up with one per quarter?
[1:36:01]
She came up with that one treasures
report for the end of 24 based on the
[1:36:08]
numbers we gave her just for the budget.
So, a year.
[1:36:15]
Do you think that like our next meeting
that we can have Lisa here and have
[1:36:27]
» sorry that was not very nice. boyfriend
Christina, maybe even like a phone
[1:36:31]
conference.
I don't know. Like I It just like
[1:36:35]
baffled me that like it is still so
messed up and we are not making any
[1:36:40]
progress.
>> It baffles. I mean I'm beyond baffled.
[1:36:44]
I'm just flat out frustrated with
>> and I get it that it's GWorks. I get
[1:36:49]
that part. But we were also paying
Christina to pull numbers out of G
[1:36:54]
Works.
And I was I thought we were paying her
[1:36:58]
more than like just once a year to do it
because we have got to know we have to
[1:37:06]
know what's in funds.
>> Yes,
[1:37:08]
» we have got to know that because we
could be paying Ryan out of a fund and
[1:37:13]
not have any money.
>> Just just in
[1:37:18]
» I just just an example. We could be
paying him out of that and so then you
[1:37:23]
know instead it should be it could be
coming out of general. We don't know
[1:37:26]
where it's coming from.
>> I don't
[1:37:28]
» I'm not hollering at you. I'm just
>> I'm trying to understand as well. Does
[1:37:32]
does Christina do a quarterly report
based on funds? Is that something
[1:37:39]
» that's I'm asking the question. That's
what I'm asking.
[1:37:42]
» Oh, I have no idea. I don't think that's
it. I don't know if that's something the
[1:37:48]
city has asked for to do.
>> We should be having a church report once
[1:37:51]
a month.
>> Yeah.
[1:37:52]
» So, like
>> for a month,
[1:37:54]
» we know that that's not going to happen.
>> What questions
[1:37:59]
do we like?
Like when was when was the last month
[1:38:06]
like reconcile or like reconciliation?
reconciliation of the loans like in G
[1:38:13]
Works or
>> is it not in like
[1:38:16]
» we know G Works isn't right. So like
what are we doing? What are we using to
[1:38:20]
make sure everything matches up
>> that I don't know nothing that I can see
[1:38:29]
» like like to make sure that this check
was actually this check and not this
[1:38:33]
check.
>> Yeah.
[1:38:34]
» Well that it was applied to the right
funds.
[1:38:37]
I mean with the general ledgers we tell
you that
[1:38:40]
» but from what I'm hearing this what I'm
hearing is the general ledgers are so
[1:38:43]
screwed up in G works that it's not
functional
[1:38:46]
» right so
>> it was my thought that Christina was
[1:38:51]
going in there and pulling this
information and making it where we at
[1:38:54]
least knew how much was coming out of
this fund how much was coming out that
[1:38:57]
fund d
>> even maybe an email to Christina like
[1:39:03]
» we are not understanding
where
[1:39:08]
where this process is at and how it's
being fixed or
[1:39:15]
how
>> I don't I don't understand it.
[1:39:19]
» I think the only way it'll get fixed is
if we change our system.
[1:39:24]
» Well, will it get fixed? But I mean,
just
[1:39:29]
hopefully.
But the thing is is what Jenna is trying
[1:39:33]
to say is like we're not seeing any any
of that ever.
[1:39:39]
» Nope.
>> Just like what Kathy was saying like
[1:39:42]
we're not there's you we should be
getting something every month.
[1:39:46]
» Yeah.
>> Yeah. Even I mean this I
[1:39:49]
» Well, even here, let me I'm going to
back up a little before they made the
[1:39:53]
change. I'm backing up. Let's say, okay,
Deb left in March.
[1:39:58]
I'm backing up till I'll give it April,
starting in May. You know what we got
[1:40:03]
for the treasures report?
A print out off of G Works that said
[1:40:09]
treasures report ending balance. That's
all it said. Give you one number. It
[1:40:14]
didn't break anything out by fund. It
didn't break anything out by beginning
[1:40:18]
balance. It didn't break anything out by
expenses receipts
[1:40:22]
» and ending balance which I know how that
was done before it was done on Excel
[1:40:28]
spreadsheet. Now Excel spreadsheet you
know existed and it was it was trained
[1:40:32]
on Lisa was trained on how to do that.
This is before GWorks ever went online
[1:40:38]
or got updated. So we didn't have one.
Our last effective treasures report was
[1:40:44]
March
>> of this year.
[1:40:46]
» No 23 23. No, 24.
>> 24 of March. That's whenever the last
[1:40:52]
one came whenever Deb left.
>> And we have not had one since then.
[1:40:58]
» We had Wait, I back up. We had one in
September
[1:41:02]
of 24, but it wasn't right.
>> So, we haven't had one. I mean, and my
[1:41:09]
thing is, so this has been happening
even before the changeover took place.
[1:41:14]
» Okay. So, and what you're saying is what
they're saying is like everybody's
[1:41:19]
saying I think is like every month even
if G works is wrong, there should be
[1:41:24]
something showing
what what is going on with the money
[1:41:28]
within the state and there that's not
being that's not nobody's supplying that
[1:41:34]
to us.
>> No,
[1:41:35]
» that's the problem. I think that's what
we're wanting things to say. I don't
[1:41:39]
» this this this and this that's happened
within the last within the last
[1:41:44]
» I don't know too many companies in this
world whether corporate public private I
[1:41:48]
don't know who I don't care that could
operate on the fact that they don't know
[1:41:53]
what they've got in their funds and they
don't know and there for a while we
[1:41:57]
didn't even know what we had in the bank
>> and that's my concern
[1:42:01]
» you don't I mean we know we don't know
where the money I mean we have somebody
[1:42:06]
money say Like you don't know. You
literally have no idea.
[1:42:12]
» We have no as a city. We have no idea.
Like
[1:42:16]
» I mean if we had to go through if we had
to go through a government audit Yeah.
[1:42:20]
» We would fail. We would fail horribly.
>> We wouldn't have we are
[1:42:24]
» No, no, no. I'm talking a government
audit. If the state came in and audit
[1:42:27]
us, we would fail miserably.
>> Oh, I got you.
[1:42:30]
» And maybe like do we need to have like
specific questions for Lisa? I Yeah,
[1:42:35]
because right now what it is is you guys
kind of tell me what you want. So like
[1:42:41]
in the meeting minutes I wrote down that
you wanted the big fresh.
[1:42:43]
» You're doing fine.
>> And then I communicate that with Lisa
[1:42:46]
and then I try to communicate with her
other things you guys might be looking
[1:42:50]
for. But
>> there's a loss in translation. There's,
[1:42:56]
» you know,
>> well, it'd be helpful if she was here.
[1:42:59]
I've never met her.
That also comes down to how many hours
[1:43:04]
she gets a week. So if she's doing the
16 like she was asked then but she
[1:43:11]
hasn't been doing 16.
>> She's been doing 20 24.
[1:43:16]
So for
>> my shut up
[1:43:25]
» and I guess
[1:43:31]
the asking for the treasur is not either
that's something that's been asked for
[1:43:36]
for a year.
>> Yeah.
[1:43:37]
» Over 18 months.
>> And if we're plugging everything into G
[1:43:41]
Works and G Works is still not right.
What are we doing to know what we're see
[1:43:47]
if this is I just know my system didn't
work correctly. we any kind of job you
[1:43:54]
would have a backup to be able to
reconcile later on fix the issue like
[1:43:59]
you would have a backup for the system
that would that had the error like you
[1:44:05]
would have a
if we knew GWorks wasn't doing it
[1:44:09]
correct we would be do I would be using
like an Excel spreadsheet or whatever
[1:44:14]
to balance everything
I just know like
[1:44:19]
that's how companies work on it if They
knew there was a system issue.
[1:44:24]
» You're right.
>> So maybe we need like some specific
[1:44:27]
questions
[1:44:32]
like we can just
[1:44:36]
submit them
[1:44:40]
» and then you can compile.
[1:44:44]
I I don't even know like
>> Well, do we want to ask her to have a
[1:44:49]
spreadsheet
for a monthly treasures report for next
[1:44:54]
time like on an Excel or something like
that?
[1:44:57]
» I feel like that's just going to take up
how much more time?
[1:44:59]
» That's what I was wondering. That's too
much time.
[1:45:01]
» How much more time is that going to take
for trying to create it?
[1:45:03]
» And just playing devil's advocate. She
could put whatever number she wants to
[1:45:07]
in this Excel spreadsheet.
>> I mean, that's true. You're right.
[1:45:10]
» I mean, you're right. You have to have
the data to back it up. And right now we
[1:45:15]
don't have a system that gives us the
data.
[1:45:17]
» Okay, here's what I can tell you is as
soon as the 24 books are done, which I
[1:45:21]
am under the impression they're going to
be done shortly, it'll go in for audit.
[1:45:25]
The 23 books are with Barney now. Sweet
in audit. So,
[1:45:33]
» and
>> well, but my thing is, okay, I'm going
[1:45:36]
back to if Christina can come up with
numbers for the end of the year for
[1:45:40]
2024,
why can't we have numbers monthly or at
[1:45:47]
least quarterly? I maybe monthly is too
much to ask for, but I'm saying at least
[1:45:51]
quarterly.
>> And maybe we were specific enough to
[1:45:54]
» But I mean, here here's the flip side of
that. Here's the flip side. We're gonna
[1:45:58]
be paying Christina how many months?
We've never seen a bill from Christina
[1:46:01]
for the work that she's done so far
already.
[1:46:04]
» I don't know. I haven't seen one. Has
anybody else in here seen one?
[1:46:06]
» I think she sent one bill, but I can't
remember when.
[1:46:10]
» But I mean, that's my question is how
much money are we spending out in It's a
[1:46:15]
rabbit hole.
>> I agree.
[1:46:19]
» We're double paying.
>> But why? But what are we getting out of
[1:46:22]
it?
>> Nothing.
[1:46:22]
» But why? That's what I'm saying.
>> Lisa is doing more than just what
[1:46:25]
Christina is doing. She's doing She's
paying the bills.
[1:46:28]
» I get that part. I get that part. I
don't have a problem with that part.
[1:46:32]
» But I'm have my problem that I'm having
is
[1:46:36]
» if we don't have
>> Yeah. But once
[1:46:42]
but once that you told once that person
was
[1:46:45]
» Let's go. I make a motion we go into
executive session for 10 minutes
[1:46:51]
» to discuss non-elected personnel.
>> How many?
[1:46:54]
» 10 minutes.
[1:46:57]
present.
>> Pardon me.
[1:47:00]
» Who do you want present?
>> Council members
[1:47:06]
» and mayor and mayor
>> and lawyer. Excuse me. Council members
[1:47:11]
present. Mayor and lawyer
[1:47:19]
» in regular session. No motions were made
during the executive session.
[1:47:25]
Contin
[1:47:28]
is the last sheet that you provided is
the checking accounts
[1:47:33]
with all of the
and
[1:47:39]
so you can see how much has gone in.
[1:48:02]
All I have for the treasury report.
>> Thank you, Adam.
[1:48:10]
City clerk's report. Um, the very last
page on everyone's name I have attached.
[1:48:18]
It is the green one.
[1:48:29]
So, uh, they contacted the city. It's
like code red except for it's more in
[1:48:36]
depth. Um,
it looks like a great program. It would
[1:48:42]
only cost the city $125 a month, but I
don't think that we're there yet. I
[1:48:49]
don't think that we've got enough people
willing to sign up to do it. I think
[1:48:55]
Code Red works. I think we have it. It
doesn't cost us anything. It works.
[1:49:00]
» Same with Coen. I'm not on it.
>> You might um at some point
[1:49:05]
» to the county.
>> You might on some point put an you know,
[1:49:09]
a thing out. We might have to put a
thing out like a letter out or something
[1:49:13]
if you want to be sign up for alerts
sign up for on the county.
[1:49:18]
» I feel like didn't that go out on that
went out on a water bill.
[1:49:22]
» It did.
>> Oh, okay then.
[1:49:23]
» Yeah.
>> Well, that one lady said that she didn't
[1:49:26]
know anything about it. So, I didn't
know. I don't know.
[1:49:28]
» After that that it went out like how to
sign up.
[1:49:31]
» They only
>> I think way before
[1:49:35]
we did the consumer confident report.
They go with that one.
[1:49:40]
» Yeah.
>> Okay, that makes sense.
[1:49:42]
» Yeah. Yeah. We x that one.
>> So, it looks like a great idea. They
[1:49:47]
have a map one where they can uh isolate
areas of the city and send text to just
[1:49:55]
those locations. Like if we have a boil
order for it's not the entire city, but
[1:50:02]
I think with the few people we have on
code of bread, if we can't get people to
[1:50:07]
sign up for that, there's no way we're
get them to sign up for something.
[1:50:13]
But I wanted to bring it up. So you guys
then
[1:50:21]
I have uh Pat, thank you. Was able to
get the ordinance. This is the last one
[1:50:25]
for the animals. It's the second to last
year.
[1:50:29]
This one was um
increasing the dog tag amount from $5
[1:50:39]
spayed and neutered to $10 and then $20
for dogs.
[1:50:54]
classification because
[1:50:59]
» this only goes.
Yeah, actually the last one I had like
[1:51:03]
males and then females spayed with
females unspayed because I was like
[1:51:11]
kind of disatory.
>> I make a motion that we adopt ordinance
[1:51:15]
number 2025-8
an ordinance amending section 2-105
[1:51:22]
2 of the code of ordinances of the city
of Effingham, Kansas relating to dog
[1:51:28]
license taxes.
I'll second it.
[1:51:33]
» All in favor?
Any opposed?
[1:51:38]
» Um, I'm working on the other pieces to
get them on to the websites. They should
[1:51:44]
be there hopefully by the end of the
week if not next week. I'm working on
[1:51:49]
those
the publications and everything as well.
[1:51:54]
I had a slow day Friday, so I started to
go through and update the ordinance
[1:52:00]
books. I got through chapter five.
Chapter 5 is where it has that weird
[1:52:05]
font. Turned out that
>> same font.
[1:52:09]
» Turned out that it wasn't the font that
it's the issue. They messed with the
[1:52:13]
settings of the paper itself. So,
spacings,
[1:52:19]
everything like that. I'm going through
and
[1:52:22]
creating new almost resetting to default
and yeah uh a lot of them are weird. So
[1:52:31]
in nuisances they don't have like 2-503
for each for different things. It's just
[1:52:38]
one 2-503 and then 16 definition and
stuff like that. So, it won't be perfect
[1:52:45]
match, but it won't stab you in the eye
when you look at it.
[1:52:52]
» Thank you.
>> Thank you.
[1:52:53]
» Yeah.
[1:52:57]
» Other than that, I have the Towns and
Hub grant that I'm working on finishing.
[1:53:03]
It's due by the end of the month. I'll
work with Jason on the grants.
[1:53:08]
» What's the town?
>> Sorry.
[1:53:12]
Yeah. Um,
>> how much is that for?
[1:53:16]
» 500. It's the last
590 or 550 something.
[1:53:26]
So,
other than that,
[1:53:38]
» janitor.
>> Oh, yes. Um,
[1:53:43]
she cleans the blue buildings on
Tuesdays. She comes in every Friday thus
[1:53:48]
far to check up to see if there's
anything that she's missed, if uh, like,
[1:53:54]
you know, what extra we have her do,
stuff like that. So,
[1:54:00]
» yeah, she
>> open. Okay. Yep. So, she comes in and
[1:54:06]
she checks in, which is really nice.
Have you been with them?
[1:54:10]
» I was there today looking
[1:54:18]
» I was like is that
>> it doesn't have air conditioning.
[1:54:21]
» I have a quick question. This was asked
of me today on the front desk when you
[1:54:25]
go into it. It still lists like Janet
Eert and all that kind of stuff. Is that
[1:54:29]
because we can't get that changed?
>> Yeah. I just want to make sure.
[1:54:33]
» So the front desk is G Works. Uh when
they when I log a ticket and they go all
[1:54:39]
they still ask for GNA even though
everything is under my name.
[1:54:43]
» Okay. I just I was I told them I didn't
think it was going to change because
[1:54:47]
we're getting rid of that. So
>> Okay.
[1:54:49]
» I stopped fighting after month four.
>> Yeah. I don't blame you.
[1:54:55]
» Yeah.
[1:55:06]
any committee.
>> So I have a I remember I was gonna ask
[1:55:10]
you is there anything with the pool? Has
it all been winterized as well?
[1:55:13]
» Yep. I'm just I actively pump it out.
>> I know at one time we were going to
[1:55:20]
repaint um and we were thinking about
doing that at the end of the year as
[1:55:24]
opposed to beginning of the year.
>> No, I'll probably do that.
[1:55:28]
» Okay. because I got to go through a
bunch of cracks in it too.
[1:55:33]
» Okay.
>> There are spots that they went through
[1:55:37]
and they placed the sealant on it, but
they still seal and buckle concrete.
[1:55:45]
So that'll be in the spring. That'll be
probably
[1:55:50]
rags reseal with the paint, the pool
paint basically. for right now. I don't
[1:55:57]
want to do that before about it.
>> I think ours is like
[1:56:01]
» be get I mean
when we start dipping down in the below
[1:56:07]
freezing if I've got water in it I've
got to pump it every day. Right now it's
[1:56:11]
like go and check it as long as it just
blow up pumping we're fine and then I'll
[1:56:18]
pump it out. Then I got to get all the
leaves out and then
[1:56:22]
it's basically a matter of just pumping
it every time. I got liquid.
[1:56:26]
» I think we were talking about painting
the deck part, weren't we?
[1:56:29]
» Yeah,
>> that's what I was making.
[1:56:33]
» The thermal paint
>> or the thermo like where it's not hot.
[1:56:40]
» That was before you. Yes.
>> Yes.
[1:56:41]
» Okay.
>> They have paint that's like that you can
[1:56:44]
walk on that's not as doesn't make it as
hot, right?
[1:56:47]
» Something like that.
>> Yeah. I forget what it was called it,
[1:56:52]
but it was um it was four pools. It like
you can use it for patios, decks. It's
[1:56:58]
just to keep it from getting so blasted
hot
[1:57:01]
» and maybe just like a path. It wasn't
necessarily path circles or you know
[1:57:06]
splash of water
abilities.
[1:57:12]
» I can do circles really.
[1:57:16]
» No, like a water splash. You know, like
the water splash
[1:57:22]
could be best.
>> Come on.
[1:57:25]
» Paintbr.
>> There you go.
[1:57:28]
» But I'll look it. I thought you meant
the pool.
[1:57:31]
» All right. I realized that after you
were started and I didn't have a hard
[1:57:35]
time.
>> Thank you.
[1:57:37]
» You're very passionate about it.
>> Okay. So,
[1:57:42]
» we still got to fill it.
>> Our bond says we have to fill it.
[1:57:47]
» Okay. So, there's a drain in the bottom
of the pool, right?
[1:57:49]
» In fact, it's not.
>> There's a knot. Okay.
[1:57:52]
» Okay. So,
>> there used to be.
[1:57:56]
» Yeah. It's all on how you look at it.
Yes. There are two pipes at the bottom
[1:58:00]
of the pool. Those two pipes are filled
with grout concrete
[1:58:06]
because there is a leak somewhere in
between
[1:58:11]
the drain. You know, you know where the
pump house is, right? You know that big
[1:58:16]
round ated pipe that comes out. So in
there there's a valve that you
[1:58:21]
essentially you're supposed to be able
to open it and it drains the pool out
[1:58:25]
» the correct way
>> into into our sewer.
[1:58:28]
» Sure.
>> Gets out or in however it gets out.
[1:58:32]
» Sure.
>> Problem is that there was a leak between
[1:58:36]
that 6 in pipe and where it goes down to
2 in pipe drains
[1:58:43]
instead of finding that leak. And I mean
we're talking
[1:58:48]
This is a 2008 reconstruction. When they
filled this, instead of finding those
[1:58:53]
leaks, they filled those. So now the
only way to fill and drain the pool is
[1:59:00]
through the 3-in pump to drain it and
then
[1:59:04]
uh I mean we open up the valve, fill it,
not whatever, but
[1:59:08]
» but you can't like open a valve and let
the water So that's why you have to put
[1:59:11]
the sub valve in.
>> Yeah. Okay. And it's just a matter of
[1:59:16]
going in there and draining it. So the
water gets to start certain hide. Um
[1:59:22]
in the fall it's going to become more of
a nuisance because we got to keep it dry
[1:59:25]
enough that the leaves stay dry so we
can le blow it out and they don't start
[1:59:29]
building nasty.
>> And see that's how it's been for years
[1:59:33]
since all winter.
>> Yeah.
[1:59:34]
» And then it's brown.
>> Yeah. And I'm trying not to fight it.
[1:59:38]
» Yes.
>> Spring winter started. That's so much
[1:59:41]
better.
>> It's it's just upkeeping it,
[1:59:44]
» you know, and with two of us
fulltimeish, it's going to be no
[1:59:47]
problem. Keep it just
>> pay attention to have to do it. You
[1:59:51]
know, it's a weekly thing in
>> Okay. Sorry.
[1:59:58]
» That was my committee
>> here to answer questions.
[2:00:03]
fix.
[2:00:09]
» He had mentioned it last time
thing and I was like, "Oh, I completely
[2:00:15]
forgot." Tell me something.
>> The only thing that I would have for
[2:00:20]
like committee reports. So like our our
sign, our new sign,
[2:00:25]
how do we want to proceed?
Do we want to
[2:00:32]
» Yeah. Yeah, I say we just wait on it.
Wait for funding the roof. It's going to
[2:00:36]
cost us to completely else.
>> I also wondered like if Lions Club would
[2:00:41]
be interested in like helping with the
project like that. Um I know Lions Club
[2:00:47]
has talked about doing like the veteran
banners on Main Street. Like maybe they
[2:00:50]
would be interested in doing some
banners. I think that it would if they
[2:00:56]
did that and maybe the littleer signs
for the edges of town like because
[2:01:01]
» yeah sign on that would be included.
>> So I would see maybe that I don't think
[2:01:07]
we need another big sign right now.
>> I want to throw something else on that
[2:01:12]
too. I think in the future when we go to
do any kind of a project like that we
[2:01:17]
have to know total cost
>> right
[2:01:19]
» I mean and that total cost has to be at
least estimated before we start any
[2:01:24]
process design anything on it so that we
have a clear concise picture of what
[2:01:29]
it's going to cost us
>> and that's on me or not like thinking
[2:01:33]
about
>> I'm just saying we need to put something
[2:01:35]
in place where if you want to we want to
do a project you have got to have the
[2:01:39]
total cost design um installation, you
know, building materials in all that
[2:01:46]
kind of stuff. You need to have all that
up front
[2:01:49]
» so that we don't get blindsided. So,
>> if we did find location, the entrances
[2:01:55]
would be at all the same from every
direction. All three.
[2:01:59]
» Well, the east
>> that's where it is now, right?
[2:02:06]
is the other one you can see when you're
coming from the south when you're going
[2:02:12]
» mine will be we'll have another like
start up for the year here in a couple
[2:02:16]
weeks. So, I just thought like if it'll
be okay like I can bring it up to them
[2:02:21]
and see if they'd be interested at all.
Might as well
[2:02:29]
» and then I think we can also I don't
know
[2:02:34]
things out again maybe too even though
they did it they might not be the team's
[2:02:38]
person to do banners. I don't know.
>> Yes. Yes. There's some
[2:02:54]
an address any
[2:03:12]
any finger
[2:03:19]
openness
[2:03:26]
two meetings a month. Did you guys want
to have another meeting this month?
[2:03:31]
And what day was that meeting?
[2:03:44]
No one had it that uh this year. Last
year we had a couple of people who were
[2:03:48]
at every meeting.
No one's made it this year. So I'm
[2:03:54]
disappointed.
>> I have so far.
[2:04:02]
» I've missed one. We're hitting the end
of our term
[2:04:05]
right about the time. Are we looking at
like the 24th? Wednesday the 24th.
[2:04:10]
» I can't do 24th.
>> I can't do the 24th. And so Mondays and
[2:04:15]
Thursdays are going to be out. Thursdays
will be out for him too.
[2:04:18]
» I said Wednesday is about the best day.
>> I can't do that. But if you can
[2:04:23]
» I can't do the I can't be here. We can't
do 24. What
[2:04:27]
» What about um
what about next Wednesday? Maybe we have
[2:04:32]
got some feedback from Christina. We can
move forward with that.
[2:04:36]
17th
>> that's been
[2:04:40]
» 17th I could do
>> I've got to figure that out. It's
[2:04:43]
nothing for I'm working in Kansas City
all day for a conference
[2:04:47]
» on that day on the 17th. I've got to
figure out
[2:04:52]
I got to talk to getting my kids to
address after practice because we have
[2:04:57]
Wednesday schools on Wednesday nights
for confirmation classes.
[2:05:03]
That's where my kids stop
[2:05:07]
for game. I don't think it should work.
>> Uh, just a second. Boys start soccer
[2:05:14]
next week. Got to see if they play.
[2:05:30]
While we're waiting on that, I wanted to
bring everybody up to date on OKAM
[2:05:33]
Regional Council.
>> Um, I attended the last meeting
[2:05:38]
as well as the bylaws committee that I
got sub to. Um, we made changes on the
[2:05:45]
bylaws that they're going to change
their
[2:05:50]
budget dates and so forth. But on the
meeting that we actually had, um, to be
[2:05:57]
real honest with you, nothing in Kansas
is really important on that committee.
[2:06:03]
It's mainly all Missouri.
>> You're going to fight for Kansas.
[2:06:07]
» Um, yeah, as much as I can. Um, but I
just kind of get the feeling that I mean
[2:06:13]
Aes was on there and Aes was telling you
about some of the stuff, but as far as
[2:06:17]
like grants and stuff, I mean a lot of
the grants were in Missouri
[2:06:22]
and you know I think we need to maybe
look at one. They have a mural um grant
[2:06:28]
that we might be able to get do the
mural.
[2:06:32]
Um, but
I I don't I just get the feeling they
[2:06:38]
were kind of secondary.
>> Aren't they supposed to be coming at
[2:06:42]
some point or have they
>> doing the survey? They should have done
[2:06:45]
the survey the 18th and 19th.
>> Yeah, we had I had the meeting the end
[2:06:50]
of August.
>> Wouldn't when didn't use the time frame
[2:06:53]
for like feedback on that one. Was that
after they did their survey?
[2:07:00]
No, they didn't really say they didn't
say anything about survivor.
[2:07:03]
» So, but I mean from what I get from the
Missouri part of it is that they do
[2:07:08]
grants for different things like parks
and they do grants for trails and there
[2:07:13]
was a lady on there from the state of
Missouri um was talking about the grants
[2:07:17]
that they do for parks and trails and
all that kind of stuff and Kansas does
[2:07:22]
not have that kind of grant program as
of yet. they're looking into it, but
[2:07:27]
that's what was really transpiring. So,
um I'm not real impressed with them yet.
[2:07:33]
I'm going to wait. I mean, I won't be at
their next meeting. I'll be out of town,
[2:07:36]
but I'm waiting to see what happens. And
I'll wait to see what happens at the
[2:07:41]
October meeting.
[2:07:44]
I'm not real.
>> Did you go to the town of country meet?
[2:07:49]
» Town of country meeting.
>> The project. I did not go to the project
[2:07:52]
concern meeting because I did not find
out about it until the night before the
[2:07:55]
meeting and I already had plans that
day. Um but I will tell you what I did
[2:07:58]
get. I got a phone call from Casey Quinn
um Monday.
[2:08:04]
She called me and she wanted to talk
about the budget for the project concern
[2:08:10]
and she said basically that they had a
survey county sent out a survey or you
[2:08:16]
could do it online. I don't know. I
didn't see the survey, didn't
[2:08:18]
participate in it, but she said 72% of
the people that did the survey said that
[2:08:23]
the Ason County tax dollars should not
be spent on anything other than
[2:08:27]
statutory agencies,
which is government agencies.
[2:08:32]
And she called me to let me know that
she was probably going to go with the
[2:08:38]
survey results and therefore she was not
going to be in favor of approving any
[2:08:43]
money to go to Project Concern at all.
She said she did not know about Eric C
[2:08:49]
Eric Null or James Campbell what they
were going to do, but she said, you
[2:08:52]
know, we're looking I'm looking at it
from a survey side of this.
[2:08:55]
» How many people participated in the
survey?
[2:08:58]
» I do not know the answer. The only
survey that I saw was concerning tax
[2:09:02]
dollars and
>> was tax dollars,
[2:09:04]
» the increase of the taxes, but I don't
remember them saying
[2:09:07]
» there was supposedly Steve Kaplinger was
at our meeting today or over there today
[2:09:10]
and he said that he was he saw this
survey and he actually answered it and
[2:09:14]
he said the question on the agency thing
was very
[2:09:19]
mis misstated.
>> That's what I'm saying. I didn't even
[2:09:22]
know there was one on there. There was
one on there that said, "Do you think
[2:09:25]
that the something about do you think
that the tax dollars should only be
[2:09:29]
approved for state for um statuto
agencies, you know, state a you know,
[2:09:35]
government agencies? And if not, if you
don't if your answer is no, then you
[2:09:39]
need to explain which agencies, you
know, you're talking about." And so he
[2:09:44]
said, "What happens is on those kind of
surveys, people just say yes." They
[2:09:47]
don't want to check no and have to
explain.
[2:09:49]
» So that's up like that on purpose.
Well, don't you think
[2:09:54]
» I'm not saying that, but I'm just saying
that's
[2:09:56]
» I would think that that is a state
program. It's all
[2:09:59]
» I would think that's a state program.
>> It's not a state program,
[2:10:03]
» but that's what you know like
>> Yeah, it's not a state program. Project
[2:10:06]
Concern is a private corporation
>> and they are not regulated by Comora or
[2:10:12]
any of that because I've already talked
to the attorney general. I turned them
[2:10:14]
in and found that out.
>> The attorney general came back to me and
[2:10:18]
said they're not they're not subject to
coma. They're not accepted to subject to
[2:10:21]
Kora and they don't have to tell us
anything. So when Casey Quinn was
[2:10:27]
talking to me, I said, "So I find it
ironic that you're giving money to a
[2:10:31]
company and you're not even asking
anything about what the money where it's
[2:10:35]
being spent, what's being done,
nothing." And she said, "Well, you know,
[2:10:38]
we're in a really tight budget
constraint right now." So she said, you
[2:10:41]
know, I don't know what, like I said, I
don't know what Eric Nolles and Jim
[2:10:44]
Campbell is going to do on it, but also
she they were very she was very upset
[2:10:49]
that Project Concern came to the meeting
to present their budget and they
[2:10:53]
basically handed the county
commissioners an ultimatum that they
[2:10:57]
either got $125,000 in funding or they
were going to close Effingham down.
[2:11:02]
That's how exactly how it was put. if we
do not get $125,000 in our budget from
[2:11:07]
the county, we're closing Effingham
down.
[2:11:11]
So, um you know, I I let my I just told
her I said, "You guys are basically
[2:11:17]
telling anybody west of Ederson, you
don't care about it,
[2:11:20]
» you know, the seniors and stuff." I
said, "Those seniors pay a lot of tax
[2:11:23]
your tax dollars, but you're not going
to give them any considerations."
[2:11:26]
» Well, I think we just need to remember
that with voting governor.
[2:11:29]
» Yeah. And so she said, 'Well, she goes,
"I'm just telling you what how I'm, you
[2:11:33]
know, how I'm in view envisioning voting
voting." And then she told me too, she
[2:11:38]
said, 'Well, she says, 'You know, um,
she said, we don't have money for
[2:11:41]
everybody. I said, I get that. I really
truly get that. But I said, this is a
[2:11:46]
very vital part of our county and these
people need socialization. They need
[2:11:51]
somewhere to be. She said, "Well, you
guys need to figure it out how to do it
[2:11:54]
there in Effingham." And I was like,
"What?" And she goes, "Well, you could
[2:11:58]
get Martha to cook." I said, "Marth's in
bad health anyhow. This is not Martha's
[2:12:02]
problem. This is your problem. You know,
this is your guys's problem. It's not up
[2:12:06]
to Martha to save this." And I said,
"I've gone to the council, city council,
[2:12:11]
and asked if we could have bingo in the
city council room once a week, once a
[2:12:14]
week." And I said, you know, that was
pretty much okay. I said, "But that's
[2:12:17]
only one day a week." I said, "These
people need this. It's a function that
[2:12:21]
serves a very good purpose."
>> Yeah. But, you know, I mean, just from
[2:12:26]
what I'm hearing, Eric Null and James
Campbell don't override her, it's going
[2:12:31]
to be shut down. And it could also be
shut down because if they said we don't
[2:12:34]
get the full 225,000, we're shutting it
down.
[2:12:38]
» But they don't necessarily care about
that, do you?
[2:12:41]
» Oh, there's Well, and they she made a
comment. There's two people on project
[2:12:44]
concerns board that is making all these
decision. That's Cat Kruzner and Jeff
[2:12:48]
Sheetling.
And she said she's had several members
[2:12:51]
from both of those board from that board
come to her and tell her it's only two
[2:12:55]
people on that board that want that shut
down. That's Jeff Bruce and I mean Jeff
[2:12:59]
Sheily and Cat Bruce.
So
[2:13:05]
the people the seniors we told them
about it because she called me she
[2:13:08]
called Nancy Keats. She called Nancy and
Harvey FY told them all the same.
[2:13:15]
And I made the comment, Nancy said, she
made the comment, well, if if they make
[2:13:19]
if they make appropriations for Project
Concern, but they don't make it to
[2:13:23]
$125,000 and they shut this down, then
the county should go in and pull all the
[2:13:27]
money that they appropriated to
[2:13:36]
» city of
[2:13:41]
city.
>> Yeah.
[2:13:42]
» Yeah. So,
>> there's a lot going on with that and I
[2:13:46]
don't know where I don't know how it's
going to fall out. I don't I don't
[2:13:50]
personally I don't see it coming falling
out very positively, but I'm hoping that
[2:13:55]
Eric Nol and James Campbell kind of save
it. I mean, I don't know.
[2:14:03]
» That's where the status is on.
[2:14:12]
So back to the month
>> the 17th. Yes or no?
[2:14:17]
» Yes.
>> He says I guess
[2:14:22]
» I can do 17
[2:14:28]
» 100% no I don't have anything
immediately that I can
[2:14:32]
» tentively set up for the 17th.
>> Make a motion we have a second meeting
[2:14:36]
September 17th to assess city resolution
issues.
[2:14:43]
530.
[2:14:49]
» 5:30.
>> All in favor?
[2:14:52]
» I
[2:15:00]
um the audit status 202 books that was
um the letter
[2:15:07]
of engagement. I signed that is Mr. Vney
uh Christina uploaded whatever
[2:15:12]
documentation they requested into
whatever program they had. Um so that's
[2:15:16]
there.
They will also the 24 audits as soon as
[2:15:20]
those are completed.
>> So it's the status of that.
[2:15:24]
» Thank you for reaching out to them.
>> Yes. Thank you very much.
[2:15:28]
» Back up.
[2:15:33]
the land deed for debolts that uh sent
these out today. It's the next two resol
[2:15:41]
resolution number 12505 and the joints
tenency quits a claim.
[2:15:51]
» And I I understood that you wanted to
transfer that's without consideration at
[2:15:55]
least that aren't paying anything for
the land. just getting rid of it so we
[2:16:00]
don't have any more responsibility for
the last. So
[2:16:06]
» that's I think it was my understanding
that's what should have happened.
[2:16:09]
» Yeah.
>> And before us
[2:16:13]
» I I wasn't around when that was
discussed. I don't know what the
[2:16:17]
discussion was. I don't know whether
I suppose you could have offered it for
[2:16:22]
sealed bids to see if the other land
owner wanted it. I'm not criticizing
[2:16:27]
what she that decision at all. Um but
that's what I understood was the
[2:16:32]
decision. I so the the reason there are
two documents prepared is the canvas
[2:16:38]
title standards require that the fact
that the de was approved by the council
[2:16:45]
being available for somebody to review.
And the easiest way to do that is to put
[2:16:50]
it in a resolution. uh makes it makes it
much easier to find than just having it
[2:16:56]
in the minutes of your meeting. Also, I
forgot to put a two-inch margin on the
[2:17:02]
first page. So, if it is adopted,
if you stick around 10 minutes after the
[2:17:08]
meeting, so we can add a few huddle
space to the front of the first page.
[2:17:13]
» There's another correction on joint
tendency. You say Adam J. Devolt and
[2:17:18]
Haley MD husband. Oh, no. It says in
your h has down here below it says
[2:17:23]
husband as wife instead of and wife.
>> Oh it does
[2:17:27]
» second paragraph down.
>> That's just kind of
[2:17:30]
» I will need to make that that.
[2:17:36]
» So we just need a motion to adopt this
resolution
[2:17:41]
and the joint teny.
>> Yes.
[2:17:47]
I make the motion we adopt the
resolution of the city of Becky hands
[2:17:51]
authorizing the conveyance of certain
real estate to Adam Jolt and Haley and
[2:17:56]
Bolt as well as the joint Tennessee
Tennessee claim D.
[2:18:11]
I'll
in favor
[2:18:23]
next one is I did more digging
for QuickBooks
[2:18:30]
and I got more answers.
Um,
[2:18:35]
so he was able to provide me with a
quote
[2:18:39]
with the discount. Once they renew the
tax, then it'll be $34560
[2:18:46]
per month.
Per my bad. Yeah, per month. Which is
[2:18:54]
4,000.
[2:18:59]
It's less than G Works per year
>> and that gives you the both computers
[2:19:05]
access the same documents.
>> Yes, this is with the cloud hosting.
[2:19:10]
» Okay. Okay.
>> The only thing this one does not give us
[2:19:14]
is it does not give us a a timekeeping.
That one is strictly the diamond which
[2:19:22]
is $5,364
a year.
[2:19:26]
» So just a little bit more.
[2:19:30]
more than
[2:19:34]
» 4,000.
[2:19:38]
» That's not what we're quoted.
>> Oh, no, no, no. The diamond is more than
[2:19:41]
So,
>> no, that's not what we're quoted.
[2:19:43]
» Yeah, what we're quoted is
because that is the two users and the
[2:19:50]
cloud access. So, does Diamond come up
with cloud access in two years?
[2:19:56]
» With
with with just one person on a computer,
[2:20:01]
Diamond is $5,364
a year.
[2:20:04]
» So, you still have to add that extra
stuff on.
[2:20:07]
» Okay.
>> So, um I looked into Redline
[2:20:15]
and Thorough Red. I reached out to the
different cities through the CCMF8
[2:20:22]
group and the consensus was thorough red
has terrible customer service.
[2:20:30]
Like they will insult you over the
phone.
[2:20:35]
Yes. Um Redline is a $1,000 starting. So
the first year
[2:20:45]
I think is $1,000 and then every year
after that is $600.
[2:20:53]
So if we do quick books at the 4,600 you
said
[2:20:59]
» 4,100 345 * 12 is 41
>> $4391
[2:21:06]
64
>> 365.97
[2:21:09]
» No no no we got the tax off
>> 4150.
[2:21:15]
So at the 4150 plus the $600
a year
[2:21:22]
uh 4750
>> then
[2:21:26]
it's less than G works with both of
those
[2:21:30]
» G works on a monthly basis
pay by year I'm going to say 5,400 per
[2:21:36]
year roughly around there 5,200 5,0004
[2:21:43]
So we're less money. We still need to
find a time clock.
[2:21:53]
» So it does do payroll where we can type
in time sheets, things like that. But to
[2:21:59]
have a clock in clock out, that is just
an idea.
[2:22:04]
» Can we upgrade at any given time?
Okay. If we wanted to start at platinum,
[2:22:09]
but then we want to go to diamond to get
the time keeping thing, can we upgrade?
[2:22:13]
» Um,
I didn't ask that, but
[2:22:18]
I'm sure it'd be easier
then just I don't know. Okay. So,
[2:22:26]
it might be more money to pay for
QuickBooks diamond, but to have
[2:22:31]
everything in one program
would be more efficient and effective in
[2:22:36]
the long run to get flat access.
>> It would be another purchase though.
[2:22:42]
So,
>> what do you get from is it just the
[2:22:45]
clock that you get extra from diamond?
So you get uh also advanced inventory,
[2:22:51]
advanced pricing, bill workflow
approvals, intercomp transactions.
[2:22:57]
There's a lot of addons as well as time
elite. I did ask if we could just add on
[2:23:05]
time elites
>> and he said no that these are like
[2:23:13]
» how much was ADP? You remember Katie?
[2:23:19]
You know what? I was just thinking if
everything was in one system.
[2:23:23]
» Well, I know I hear you.
>> You know,
[2:23:26]
how much money, how much more would it
really be by the time you added another?
[2:23:31]
» Well, what's the difference there
between the two?
[2:23:34]
» So, the difference between gold nothing
is 2210.
[2:23:39]
» 2210 and diamond nothing is 5364.
enough for one user.
[2:23:46]
» That's one user.
>> So, we take the whatever we have minus
[2:23:50]
the 2210. We need to figure that out.
>> No cloud.
[2:23:57]
» That would be a separate purchase.
>> Yeah.
[2:24:02]
» So,
like 131 a month. Would that you think
[2:24:07]
would be the same?
>> I believe so. Yes. The 131
[2:24:47]
It's about $2,000 you order
to get the cloud. And is that what you
[2:24:53]
guys already
get? The extra user is an extra about
[2:25:00]
$1,000.
>> So the extra cloud
[2:25:02]
» and the cloud is 131
20 per month.
[2:25:07]
» What is the extra user?
[2:25:13]
So
>> like the what's what does it cost for an
[2:25:16]
extra user?
>> I
[2:25:19]
I believe so just looking at what it
costs per year and then adding a second
[2:25:25]
user it looks like it adds about $1,000.
[2:25:31]
» It looks like it's about
>> How much How much is the yearly?
[2:25:37]
» So the yearly is 2210.
per month for two users is 260 minutes.
[2:26:00]
I think it's going to be at least $2,000
more than what the diamond price is
[2:26:05]
right there.
So that 563 is probably going to be
[2:26:09]
close to 7 and a half 7,500
is my estimation if everything stays the
[2:26:17]
same.
>> Yes.
[2:26:18]
» So Adam, could you get uh a bid the same
thing but in a diamond version
[2:26:26]
» and then maybe next week we can
>> we got to make a decision next time. Um,
[2:26:30]
would it also be worth asking in your
email group other little communities
[2:26:37]
what they use for a time keeping option
and then, you know, pick three of them
[2:26:43]
and maybe get some cost some prices for
us for next week?
[2:26:52]
» Yep.
[2:27:06]
Okay.
>> Uh, do we have a start? Well, no, we
[2:27:10]
don't have a start date because we don't
Oh, another thing I was going to ask
[2:27:12]
you.
>> I noticed that on
[2:27:16]
George Street there was like a building
that was pulled in
[2:27:20]
next to that house that had the
>> Mr. D.
[2:27:22]
» Yeah. Did they Is that illegal? What
building
[2:27:28]
» a mill like looks like a mill. You know
where the rock the little rock area is
[2:27:34]
right over here on this where they got
where it got dug.
[2:27:37]
» Yeah. Utility pages.
>> Yeah. There's a little Yes.
[2:27:41]
» And so I don't know if that's even a
legal area because it looks like they
[2:27:44]
just pulled it in the alley and I don't
know if that's
[2:27:46]
» I think it's in the driveway.
>> But is it? I don't know.
[2:27:52]
I think I mean
>> because it's like they pull in here for
[2:27:54]
the driveway and then it's over here.
But maybe I'm looking at it,
[2:27:59]
» but they also
>> I don't know. But they also there also
[2:28:04]
is a like they have to pay for a
building
[2:28:08]
» at the very least.
>> I don't know if they challenge.
[2:28:14]
» So I don't I don't know if it's even I
don't even know if Buzz ever got a
[2:28:18]
building permit for his tiny house.
What's happening?
[2:28:23]
» Just something that sitting
[2:28:27]
there
[2:28:31]
» another Buzz project that didn't get
left.
[2:28:33]
» Does he live? Does he live there?
>> No.
[2:28:36]
» He's still living in his house.
[2:28:42]
» But was the plan for that for somebody
to live
[2:28:44]
» him and his wife?
[2:28:50]
He was going to live there and he was
going to sell his house out there in the
[2:28:52]
country to us.
[2:29:04]
» The next sheet I have for you guys are
the taxes. So, last time we looked, it
[2:29:11]
was just beginning.
we were just beginning to see those
[2:29:17]
taxes come back and uh everything like
that. But here you can see like
[2:29:26]
uh
August
[2:29:30]
grand total was $9,6114
[2:29:36]
where last year August
was 3,004
[2:29:44]
$200 and some so it's doubled in August
the amount of tax the received back
[2:29:58]
» the third sheet.
>> Oh, there's a third sheet.
[2:30:01]
» Sorry, there was,600.
>> Okay.
[2:30:04]
» And then this sheet is for 25. So from
24 the August month. So 14143
[2:30:14]
plus 3,74,000
[2:30:17]
» and that's my one person sales tax
increase.
[2:30:20]
» So
When we
[2:30:24]
April
>> April. Yes.
[2:30:25]
» Of this year.
>> Yes.
[2:30:28]
» Awesome.
>> Yeah.
[2:30:30]
Awesome.
[2:30:34]
» So, I haven't done the maths yet to see
how much more it is from last year. I'm
[2:30:40]
waiting till like October, December.
I don't know.
[2:30:46]
» Oh, thank you for that.
I have to split. Is there anything?
[2:30:54]
» Who's famous?
[2:30:58]
» Um, famous. Oh, it's supposed to be
famous goods. I missed
[2:31:04]
» Sorry. Fun name.
>> We have a fun name.
[2:31:10]
» Is that this place?
>> Yes, it is.
[2:31:13]
» They uh turned in their CNB uh request
for a license.
[2:31:20]
So,
now I I can't remember. Do we do it just
[2:31:27]
till the end of the year or do we do it
for a year?
[2:31:31]
» I think it's till the end of year.
>> The end of year
[2:31:33]
» because it seems like they have to
January they have a new one. That's what
[2:31:37]
I thought.
[2:31:40]
» Yes.
>> How much would they be charges for it?
[2:31:45]
We have to pay $25 to the states. We
charge $50.
[2:31:53]
» Like, do we rate that?
>> Do you want to sell here or not?
[2:31:59]
» I wouldn't. Do they want to sell here or
not?
[2:32:01]
» I wouldn't prorate it.
>> So, the state's not going to rate it.
[2:32:05]
So,
>> nope.
[2:32:09]
» It's going to tell you 25 to 25.
>> Change.
[2:32:14]
» Yeah. the top like
[2:32:23]
» they still got the farmer's table.
>> Yep. I think that was probably
[2:32:30]
» Are the prices What are the prices?
>> I believe they've got to be honest. I
[2:32:35]
only go in there by shoe and the
occasional pop.
[2:32:40]
» I go to that
expensive for
[2:32:44]
Well, I don't buy that.
>> It's up to you.
[2:32:46]
» Go to Go to the casino.
>> Go to Golden Eagle.
[2:32:51]
» Go to Golden Eagle. My husband shoes.
Golden Eagle is about $15
[2:32:58]
roll. Cheaper than Ziggler.
>> I don't know. I don't know if that pays
[2:33:01]
for the gas compared to Dash.
>> We'll get the gas every day.
[2:33:05]
» Get the gas.
[2:33:08]
» Get your gas up there cheaper than
>> Are they going to have some fried food?
[2:33:13]
They got food
>> street.
[2:33:15]
» Yeah, they reopen. They've got the s
open
[2:33:22]
order pizza and everything,
>> but like there's a big fryer back there
[2:33:26]
and I feel like they the maybe somebody
said that they're going to have like
[2:33:30]
fried chicken.
[2:33:34]
» There's a big fryer.
>> I don't know.
[2:33:38]
» Are we ready to adjourn?
Are we approving their liquor license
[2:33:44]
serial malt beverage?
>> I make approveds
[2:33:48]
LLC serial malt beverage.
[2:33:53]
» All in favor?
Any
[2:33:56]
» oppos?
Make a motion we
[2:34:00]
second. All in
>> favor.
[2:34:20]
Oh, thank you.
