[0:38]
the Republic for which it stands one
[0:41]
nation God indivisible liy and justice
[0:45]
for
[0:49]
all quick announcement before we get
[0:52]
started uh commissioner Turnquist will
[0:54]
not be with us tonight um and I not sure
[0:59]
if Davis is on not yet okay if he if he said he was going to try to log in if
[1:06]
he does just um yeah let us know all
[1:08]
right thank you so future meetings
[1:12]
include a workshop meeting on November
[1:14]
18th um at 6:30 here in the town office
[1:17]
and on Zoom parks and recck committee
[1:19]
meeting November 19th at 7:30 here in
[1:23]
the town office we have the Christmas
[1:25]
tree lighting in the front of the osburg
[1:28]
community building at 6:15
[1:30]
coming up on I don't have a date
[1:33]
December 2nd December 2nd and then of
[1:36]
course after that uh Carriage House has
[1:38]
F festivities that you can go uh partake
[1:41]
in after that we also have a Board of
[1:43]
Commissioners meeting December 3rd 2024
[1:46]
at se um 7M here in the town office and
[1:50]
on Zoom all right are there any other
[1:54]
meetings I believe there's going to be a
[1:56]
Planning Commission meeting uh November
[1:58]
25th at 7
[2:00]
p.m
[2:09]
okay okay so Planning Commission meeting
[2:11]
thank
[2:13]
you all right any other meetings I'm
[2:18]
need to be announced I think I think
[2:20]
we're good all
[2:22]
right so moving on to approving the um
[2:26]
minutes for October 7th and October 22
[2:31]
um commissioner Hagen I believe you had
[2:33]
a a
[2:35]
request yeah I just had for two
[2:37]
Corrections if you go to page nine and
[2:41]
down at the bottom for agenda item five
[2:44]
that was a unanimous vote
[2:48]
5
[2:50]
um and next on page 11 it had me
[2:55]
bringing the motion and seconding my own
[2:58]
motion
[3:02]
that's all that I
[3:08]
had uh what item I'm sorry it's right at
[3:11]
the stop on page 11 it's the very first
[3:15]
paragraph oh
[3:17]
gotcha yeah I brought the motion and
[3:19]
stck it into yes I see that you're you split yourself in half yes so the
[3:24]
only thing that I would say commissioner
[3:25]
Bowman poot is I actually asked Sabrina
[3:28]
to go back and listen to agenda item
[3:29]
number five on the vote and commissioner
[3:33]
Hagen you did not vote okay so because I
[3:36]
was surprised too and I had her go back
[3:38]
and listen to it so that part's correct
[3:40]
and then I didn't hear what you said on
[3:42]
page 11 on page 11 the very first
[3:45]
paragraph it has that I made the motion
[3:47]
and then I seconded my own motion oh
[3:49]
yeah that won't work so who who actually
[3:52]
made the motion you did okay Hoover okay
[3:55]
thank
[3:56]
you
[3:58]
um I did have a couple of um additions
[4:02]
that I wanted to send to town staff for consideration to add
[4:07]
into one on each set of the meeting
[4:10]
minutes so I was going to ask if we
[4:12]
could table these until next time until
[4:14]
I can get those I can collaborate with
[4:16]
Miss Willets um on adding that section
[4:21]
uh Commissioners how do you feel about
[4:25]
that fine with it I F okay is there a
[4:29]
motion to table the meeting minutes
[4:32]
until our next meeting so Mo thank you
[4:36]
is there a second I second thank you any
[4:39]
further discussion all in favor please
[4:41]
say I motion carries with four eyes and uh
[4:49]
commissioner turnquest is
[4:52]
absent
[4:54]
right um then we are moving on to our
[4:58]
police report
[5:03]
good evening um still myself and Deputy
[5:06]
barow we used six holiday days of leave
[5:12]
uh during the month of
[5:14]
October um there's no Staffing CH
[5:16]
changes myself and Deputy bartholo both
[5:19]
had inservice
[5:21]
training um we both had police one
[5:24]
training
[5:26]
online we had no issues with the
[5:28]
Halloween that was a good night I also
[5:31]
just wanted to note there I didn't have
[5:33]
this down here but um we are made aware
[5:36]
the crosswalks are really busy after
[5:39]
school which we have been patrolling
[5:43]
more um no Fleet issues with our cars we
[5:48]
handled 129 calls for service we had two
[5:52]
arrests 16 traffic
[5:55]
stops uh there was a large fight on
[5:59]
South SE Avenue at 133 South seatan
[6:03]
that's being handled uh I'm pretty sure
[6:05]
the people that live there are
[6:07]
moving so that should be clearing up
[6:11]
soon uh there was another assault this
[6:14]
last Saturday and charges are being
[6:16]
filed for first degrade
[6:18]
assault that's separate from the one at
[6:21]
133 it is okay this this the other one
[6:24]
was the same people but over in the park
[6:26]
I see so okay um and that is all I have
[6:30]
for you oh okay um couple questions um
[6:34]
as far as the traffic stops do you see
[6:38]
any pattern as as far as where
[6:41]
your
[6:43]
um most of our traffic stops are either
[6:45]
going to be on Main Street or South Sean
[6:49]
or North Sean okay and it's most likely
[6:52]
for Speed uhhuh
[6:57]
okay yeah okay do you it can range from
[7:00]
all kinds of Lights Out I see all kind
[7:03]
of different I'm sure like you're
[7:05]
probably pretty busy um do a lot of
[7:07]
speed enforcement though yeah and do you use radar um okay all right um
[7:13]
thank you any further questions I just
[7:16]
have one I'm sorry um I got email of um
[7:20]
why I was at church
[7:22]
on Sun Sunday at 10:30 my a bike was
[7:26]
stol somebody wrote a bike to church and
[7:28]
it was stol the church I didn't know if
[7:30]
you got that or not I what what church
[7:33]
is it St J's
[7:36]
okay um oh Deputy Baro might have got it
[7:39]
might have been it's award I just got
[7:40]
the email tonight okay if you want to
[7:43]
forward that to me okay make sure we get
[7:46]
it yeah I had a couple parents reach out
[7:49]
um about the students in the alleyway
[7:51]
down here going to seat and and saying
[7:55]
that people tend to be running the stop
[7:57]
signs or speeding down there we were
[7:59]
made aare of that we've been doing some
[8:01]
CH stops
[8:03]
okay thank you thank
[8:06]
you okay moving on to the town manager
[8:11]
report Miss Willets good evening this is
[8:13]
the town manager report for September
[8:16]
I'll just highlight some areas related
[8:18]
to streets uh staff painted all the
[8:20]
parking meter poles on East and West
[8:21]
Main Street uh they also mow trimmed and
[8:24]
weat killed along Irishtown Road uh the
[8:27]
area of Way Cross Court to Brookfield
[8:29]
Drive repaired two manhole Lids on
[8:31]
Timber Mill Run and the contractor black
[8:34]
topped a water leak patch on federal
[8:36]
Avenue as well as a sewer line patch
[8:39]
related to Parks staff trim tree limbs
[8:41]
and shrubs around the walking trail
[8:43]
bridge in Eugene Meers Park they also
[8:46]
washed and cleaned the picnic tables in
[8:48]
both uh Park Pavilions a staff worked
[8:51]
with the contractor to install the new
[8:53]
electronic locking doors on both Park
[8:55]
restroom buildings um they are
[8:57]
operational now uh related to Wastewater
[9:00]
R treated an average of
[9:03]
64165 gallons per day and consumed
[9:06]
roughly
[9:28]
283,000 rain um we at the time of this
[9:32]
report had a precipitation surplus of
[9:35]
only .94 in and I don't believe we've re
[9:39]
we received much in October either uh
[9:42]
Rainbow Lake uh at the time of the
[9:44]
report was um two feet or two inches
[9:48]
below the spillway level at 16.4 it's
[9:50]
currently as of today at 16.3 FT uh
[9:54]
you'll see the well
[9:57]
depths on page 20 related to water
[10:00]
production and
[10:02]
consumption uh we produce an average
[10:08]
284,807
[10:11]
196 which meant the amount of backwashed
[10:14]
water in the month of August was
[10:18]
8.22% with 70% coming from the wells and
[10:21]
30% coming from the lake uh trash pickup
[10:24]
will remain on Mondays during the month
[10:25]
of
[10:27]
November you'll see some of the meetings
[10:29]
I had attended in
[10:31]
September um one thing staff work the
[10:33]
yard was dumpstered twice in it should
[10:35]
read September not November uh staff and
[10:38]
contractor fixed a water leak on the 8
[10:40]
inch Mainline on federal Avenue uh staff
[10:43]
continues to meet with the Rainbow Lake
[10:44]
Dam engineer to re review drawings and
[10:47]
Tow drains uh I believe we have a
[10:49]
meeting with them coming up in the near
[10:51]
future to review their report and their
[10:53]
findings of all their
[10:55]
inspections uh staff assisted with a
[10:57]
water leak at Daughters of Charity
[11:00]
uh we completed the leadline service
[11:02]
inventory for all the town-owned
[11:04]
properties uh the town received heavy
[11:06]
rain in the month of September however
[11:08]
the capacity at the wastewater treatment
[11:10]
plant is doing very well we did not have
[11:12]
any overflows and temporary bypass at
[11:15]
the pump station uh is performing well
[11:18]
uh the town received nine additional SM
[11:20]
smartman hole covers and our contractors
[11:24]
is finishing the backwash project at the
[11:26]
water plant and that's my report
[11:30]
um thank
[11:31]
you questions regarding the town manager
[11:37]
report um just a a quick little tiny one
[11:41]
with the locking doors that were
[11:42]
installed and now are operational I know
[11:44]
you mentioned this before at a previous
[11:47]
meeting and I forgot do we know the
[11:49]
times that it's open or what it's
[11:51]
programmed to so right now it's program
[11:53]
from 800 a to 9 is 8 8 8 to 8 okay um in
[12:01]
the winter once we winterize all the
[12:03]
bathrooms it'll go back to 8 to 7 PM the
[12:08]
time change and then is that correct
[12:11]
Jess yes okay and then in the summer
[12:13]
they'll go to about 9:30 in the
[12:17]
evening okay all right thank
[12:21]
you that's
[12:23]
exciting right any other questions
[12:26]
comments no okay we are moving
[12:29]
on um next is the grant ad administrator
[12:34]
report M
[12:36]
Shaw um good evening this is the grants
[12:39]

[12:46]

[12:48]

[12:50]
three Grant applications upcoming or
[12:52]

[12:55]
few project highlights uh for the
[12:58]

[13:00]

[13:01]

[13:15]
for the Rainbow Lake parking lot
[13:16]
construction the site has been staked
[13:18]
and we are waiting for the contractor to
[13:20]
Begin work any day now when I spoke with
[13:22]
the contractor last week they were
[13:23]
waiting to do a preconstruction meeting
[13:25]
with Frederick County to finalize the
[13:26]
grading permit and then they're going to
[13:27]
break ground hopefully this this week um
[13:30]
for the replacement of the depal street
[13:32]
water line an update will be provided
[13:34]
during agenda item number one tonight
[13:36]
for the welcome to Emmitsburg signs the
[13:39]
contractor is waiting on State Highway
[13:41]
to approve the sign design in issue a
[13:44]
community Gateway sign permit that which
[13:47]
was submitted last week the application
[13:48]
was um once the permit is issued it will
[13:51]
take approximately 10 weeks for
[13:53]
fabrication
[13:54]
installation for the crary road Pump
[13:56]
Station the pre-fabricated building has
[13:58]
been installed and the project is
[14:00]
expected to be completed by February
[14:02]
14th and then the Red Trail rebuild in
[14:05]
the Watershed the contractor has
[14:07]
completed approximately 40% of the
[14:08]
project and is planning to take a break
[14:10]
during the rifle hunting season due to
[14:13]
hunting be being allowed in the
[14:14]
Watershed the contractor will resume
[14:17]
after the holidays and construction will
[14:18]
be completed by April 1st and then my
[14:21]
meetings I attended in October listed
[14:24]
are there any
[14:25]
questions oh um I do have a question but
[14:29]
I'd like to ask uh the other
[14:31]
Commissioners first if you have any
[14:34]
questions um I saw that the meeting
[14:37]
about the electric vehicle Institute
[14:39]
possibility of adding level three
[14:40]
Chargers behind the town office I just
[14:42]
wanted to know what that was sure um
[14:45]
there was a grant due this week with
[14:47]
sustainable Maryland and one of the
[14:49]
possibilities we were looking at or one
[14:51]
of the projects was putting level three
[14:53]
fast charging stations um in town but
[14:56]
with I had so I had like an initial
[14:59]
consultation call with evi who installed
[15:01]
what we currently have back there to see
[15:02]
if it was possible how much it would
[15:04]
cost things like that um and so that was
[15:07]
that what that meeting was about so that
[15:09]
would be in addition to what we already
[15:10]
have it would but um after having my our
[15:14]
meeting and talking with um Kathy and
[15:16]
the mayor we decided not to pursue it
[15:18]
because it's pretty expensive it' be we
[15:20]
would it would be a huge shortfall on
[15:22]
funding understood yeah thank you thank
[15:24]
you very much I know that this is a lot
[15:26]
of grants that you're juggling at one
[15:28]
time and you're bringing a lot of money
[15:30]
to the town so I want to thank you for
[15:31]
all your hard work and time so it's
[15:34]
always a pleasure to see
[15:37]
you all right thank you
[15:41]
thanks um uh moving on to town operation
[15:44]
specialist
[15:46]
report I have her report if anybody has
[15:49]
any questions on it or wants me just to
[15:51]
highlight real
[15:54]
quick I um I'm sorry go ahead so she did
[15:57]
the drawing today for the breast cancer
[15:59]
awareness month I
[16:01]
believe pretty much everybody came in
[16:03]
and picked up uh their winnings from the
[16:05]
Raffles she's still working on the tally
[16:08]
to find out how much um the town
[16:10]
actually raised uh the turkey trap
[16:12]
registration is open uh We've shared
[16:16]
some flyers all over the place and um
[16:19]
former commissioner Donald has offered
[16:20]
if we do some flyers he'll take them
[16:22]
around to all the
[16:23]
libraries um so that seems to be going
[16:26]
very well the we are currently working
[16:30]
on the emergency preparedness plan
[16:32]
emergency action plan um it's just more
[16:36]
updates and then the board will have to
[16:38]
formally um it has to be approved or
[16:41]
adopted by the board every five years so
[16:44]
we're looking to bring that to the board
[16:45]
after the first of the year after the
[16:46]
holidays okay um she has a meeting with
[16:50]
the mayor on November 13th for the
[16:52]
churches and nonprofits to discuss
[16:54]
weekly hot meals to go in a community
[16:56]
events calendar uh she along with the
[17:00]
town planner attended the mar Maryland
[17:02]
Main Street conference on October
[17:05]
8th and she is working through some FEMA
[17:08]
courses on emergency
[17:11]
preparedness perfect thank you um I do
[17:16]
know she's dressing up as a turkey for
[17:17]
the turkey TR correct that is correct
[17:20]
she dressed it up dressed up as a turkey
[17:21]
for Halloween and here as well if anyone
[17:23]
didn't see the pictures she's breaking
[17:25]
in those feathers I know if there's any
[17:27]
volunteer who wants to dress up as the
[17:29]
pilgrim and chase her around she thinks
[17:31]
that will add to the festive fund so
[17:34]
just putting that out there all right
[17:36]
the meeting on the 13th to 7
[17:40]
o'clock yes or the non no 6 63030 6:30
[17:45]
on November
[17:47]
13th thank you for clarification any
[17:50]
other
[17:52]
questions okay thank you moving
[17:55]
on um
[18:00]
looking for the town planners
[18:05]
report good evening this is the town
[18:07]
planners report um of during the month
[18:10]
of
[18:11]
September sorry it should be October
[18:15]
um we processed eight um zoning permit
[18:20]
applications uh related to development
[18:22]
updates fedal Stone uh is under
[18:24]
construction and has made significant
[18:26]
progress their warehouse and um office
[18:31]
building
[18:32]
they're they've made significant
[18:35]
progress on on those um I know they're
[18:38]
awaiting some uh framing ceiling and
[18:40]
building installation inspections and um
[18:43]
we provided them information regarding
[18:45]
their
[18:46]
signage uh let's skip down to the Mount
[18:49]
St Mary University um School of Health
[18:52]
Professions there uh well the project is
[18:55]
complete and we're awaiting as as buils
[18:58]
light inspection
[18:59]
were uh today it was actually this um
[19:02]
today at 4:30 and um we should be
[19:06]
getting that report
[19:07]
soon um for emmittsburg Distillery we
[19:11]
provided uh a bunch of more comments to
[19:14]
the developer and the applicant has yet
[19:17]
to finish addressing the County's
[19:20]
comments um I'll skip on to EMT Ridge um
[19:25]
the developer has been provided with the
[19:27]
apfo application and that's and H
[19:30]
information and that's something they're
[19:31]
working on and they've also we had a
[19:35]
short discussion regarding um the
[19:37]
requirements uh for Irishtown Road and
[19:41]
uh we did do some extensive research to
[19:44]
see what was required by the town before
[19:47]
as a condition condition of approval uh
[19:50]
back in
[19:51]
1995 but that doesn't apply anymore yeah
[19:56]
and then for uh North new Green Street
[19:59]
project uh the plants have been uh
[20:02]
they're still under review uh we got
[20:05]
some comments back from the engineer and
[20:08]
uh we actually presented the project at
[20:10]
the hazard mitigation and climate adapt
[20:12]
adaptation plan annual stakeholder
[20:15]
meeting and um people seem to really
[20:18]
like it some people also asked for
[20:20]
copies of the concept
[20:22]
plan um another one I want to mention is
[20:25]
the solar panels on Daughters of Chari
[20:27]
property the property is technically
[20:29]
outside of town limits but the
[20:31]
interconnection point is within Town
[20:33]
limits so they do need a zoning permit
[20:36]
and that was issued
[20:38]
um last week or the week
[20:42]
before um for how skip down to storm
[20:46]
water management the ms4 annual report
[20:50]
was submitted on October
[20:52]
29th and um another one I want to
[20:56]
mention is that the storm order utility
[20:58]
fee we have a formal process for those
[21:01]
who think their fee should be adjusted
[21:05]
so we received one one adjustment
[21:07]
application and that's been processed um
[21:10]
basically the fee doesn't apply to
[21:12]
properties that are outside of town
[21:14]
limits so we made that uh made that
[21:18]
correction and so oh great thank you um
[21:23]
Planning Commission I'll leave that for
[21:25]
um commissioner Hoover and the
[21:27]
comprehensive plan uh I'll be presenting
[21:30]
that
[21:30]
tonight and um for Grants at the iig
[21:35]
adnr uh Grant the progress report was
[21:38]
submitted last month along with another
[21:41]
invoice and um we coordinated with glow
[21:46]
fiber regarding their uh permitting
[21:48]
requirements for street closure closure
[21:51]
and I have a um listed the uh meetings
[21:57]
that I've attended during the month of
[22:00]
October thank you very much um questions
[22:04]
commissioner Hagen I noticed in the
[22:06]
meetings you met with range rain escapes
[22:09]
any chance we can lure them out of
[22:10]
Gettysburg to
[22:12]
Emmitsburg we're we're working on that
[22:17]
yeah any other
[22:20]
questions I just have one quick one um
[22:24]
regarding Village Liquor Plaza in is
[22:27]
that still happening or I thought it
[22:31]
wasn't happening and now yeah we thought
[22:34]
it was happening but we since they
[22:37]
renewed their grading
[22:39]
permit I believe they have plans to do
[22:42]
this in the future but they may not have
[22:45]
the capital to move forward at this time
[22:47]
understood okay thank you for the
[22:50]
clarification any other
[22:52]
questions okay we are moving on to um
[22:58]
commissioner comments uh we'll start
[23:00]
with commissioner Hagen um last Saturday
[23:03]
I had the pleasure of attending the
[23:05]
seeden center 55th anniversary gala
[23:08]
event so they're switching over to lay
[23:11]
management to the organization and
[23:13]
they've laid out some pretty hopeful
[23:16]
plans for the coming year such as
[23:18]
daycare centers an additional food bank
[23:20]
and they'll present more at the meeting
[23:22]
on the 13th here but they have some PR
[23:25]
broad goals that I think that will be
[23:27]
helpful to the community
[23:29]
and just wanted to remind tomorrow is
[23:31]
election day if you have not voted get
[23:34]
out and vote it doesn't matter who you
[23:36]
support or if you're going to vote the
[23:38]
entire ballot what's important is you
[23:40]
get out there and
[23:42]
vote thank you commissioner Sweeney I
[23:45]
agree make sure you come out and vote
[23:47]
tomorrow
[23:51]
uh I'd like to thank everybody for
[23:54]
Halloween the um everything went really
[23:56]
well for the Halloween celebration we
[23:58]
had on the town with all the with all
[24:00]
the organizations helping the town the
[24:03]
fire company the VFW the legion the
[24:06]
Knights of Columbus the Lions Club the police department uh everyone worked
[24:13]
together and we had a good event and it
[24:14]
was really it was really busy this year
[24:17]
it's our best year we've had for a while
[24:19]
and the weather helped too so was nice
[24:23]
so thanks for everybody for their help
[24:25]
and and the next Community town
[24:29]
party will be
[24:30]
Christmas December the 14th Saturday
[24:33]
from 10: to 1 at the activities building
[24:37]
and at the um at the fire companies
[24:40]
activities building on Queeny Road from
[24:42]
10: to one and that's a town Christmas
[24:45]
party with s Mr Mrs Santa Claus and the
[24:50]
food and activities for them to do he
[24:53]
thank you thank you um commissioner
[24:56]
Hoover
[24:58]
uh we did have the uh plan and Zoning
[25:00]
meeting on October 28th it was very
[25:03]
brief short meeting but we did talk a
[25:05]
little bit about the mun Municipal
[25:07]
growth section for the future boundaries
[25:10]
possibilities and transportation section
[25:12]
um just more of a brief overview um very
[25:15]
briefly never real um questions comments
[25:19]
to were discussed there everybody seem
[25:22]
to be happy with what we have going on
[25:23]
what town planner has done she's doing a
[25:24]
good job and um our meeting lasted about
[25:27]
17 minutes so not a whole lot to discuss
[25:29]
of
[25:30]
it but so and uh for the future meeting
[25:34]
in December 3rd I think it is um I may not be in
[25:41]
attendance that's it December 3D it's
[25:44]
not a town meeting oh that's the Oh you
[25:47]
mean the Board of Commissioners meeting
[25:49]
yes
[25:50]
okay yeah all right thank you um as far
[25:54]
as my comments go I want to Echo what
[25:57]
commissioner Sweeney said as far as
[25:59]
thank you to all Town staff and all the
[26:01]
different organizations that help make
[26:03]
Halloween a success for our kids and
[26:05]
adults and everyone who wanted to
[26:07]
partake in the
[26:08]
festivities um also actually I should
[26:11]
have asked this it looks like we have a
[26:14]
business urg mini mark That's now where
[26:17]
the Valero used to be I didn't even I'm
[26:19]
sorry I didn't ask about that um right
[26:22]
um well it's outside of town limits oh
[26:24]
that's yeah but there is yeah there
[26:27]
iburg
[26:29]
and they're open y yes um right there as
[26:32]
you come into town thank you sorry about
[26:35]
that um and then
[26:37]
also um we I believe we have several
[26:42]
vacancies for parks and recre and
[26:44]
citizens advisory committee meetings so
[26:48]
a lot of that depends on public support
[26:52]
resident support volunteers who are
[26:55]
hoping to make a difference and want
[26:57]
their voices heard so if you are
[26:59]
interested we do have we do have spots
[27:02]
available um how would they uh go about
[27:05]
doing that do they email the town
[27:08]
directly they can email um Sabrina or
[27:11]
anybody at the town and then we
[27:14]
typically send that over to the mayor
[27:16]
and whoever the committee liaison is and
[27:19]
they should reach out and if it then
[27:21]
it's a if it's a match then it'll come
[27:23]
to the board for approval okay perfect
[27:26]
and then um
[27:28]
and just a a small reminder to uh all of
[27:32]
us around town we do have people stop us
[27:35]
along the way and tell us what they
[27:37]
think and have opinions and concerns and
[27:39]
we want you to bring your voices forth
[27:42]
so please for not so much talking to
[27:45]
people here in the seats but people out
[27:48]
there if um please come to the town
[27:51]
meetings speak at public comment email
[27:54]
the Town Council we want to hear your
[27:57]
feedback in way that
[28:00]
is that we can use and collaborate here
[28:04]
at not only up here for Town Council but
[28:06]
also with our residents so um please
[28:09]
spread the word and that's all I have um
[28:13]
I believe we have mayor Davis on the
[28:15]
line if he has any mayor
[28:19]
comments hi good evening can you hear me
[28:22]
yes okay um I really don't have anything
[28:25]
it's just been a real busy uh busy month
[28:28]
and uh you all have touched them on just
[28:31]
about everything so uh that's all I got
[28:33]
and we can keep on
[28:35]
going thank
[28:39]
you okay and with that we're moving on
[28:43]
to administrative
[28:45]
business uh for consideration free
[28:48]
holiday metered parking with all
[28:49]
proceeds being donated to the emsur food
[28:54]
bank we don't have to vote on this
[28:56]
correct it's administr we do public
[28:59]
comment did I skip that oh my gosh I was
[29:03]
so excited about free holiday parking
[29:05]
I'm sorry I'll backtrack public comment
[29:08]
we have two for public comment when your
[29:10]
name is called you can come up to the
[29:12]
microphone press the button so it turns
[29:14]
red and you have four minutes to speak
[29:16]
and you can watch the timer in front to
[29:19]
see how much time you have left uh first
[29:22]
up we have Mr Jack Weller
[29:32]
hello um I don't know if anybody read
[29:35]
the paper but I'm gonna stop you just
[29:36]
for a minute can you state your name and
[29:38]
whether you live in or outside Town
[29:40]
limits I live my name's Jack Weller I
[29:42]
live outside the town limits perfect I'm
[29:44]
not I'm not a town resident um on the
[29:47]
November 2024 uh toen Banner the the
[29:51]
headline there on the one page was mburg
[29:54]
goes dry and they were talking about 50
[29:55]
years ago in 1974 when the lake
[29:58]
was down evidently 5 feet which I
[30:02]
thought wasn't that much further down
[30:05]
than what it was last year which I'm
[30:06]
pretty sure was three and a half feet
[30:09]
and but anyway um I was just uh amazed
[30:12]
at the D thing they had to pump water
[30:15]
from another lake or another Reservoir
[30:18]
into it to to get it up to Snuff and
[30:20]
then of course the mount was asked to
[30:23]
extend their uh Thanksgiving break so
[30:27]
that they use less
[30:29]
and but anyway I was just I just
[30:31]
couldn't believe that the D thing was
[30:32]
down that far that's all that was the
[30:34]
first thing and the second thing was
[30:37]
mayor Davis uh made a comment I think it
[30:39]
was just last uh last meeting that he
[30:42]
would there was a a town uh a building
[30:45]
in town that he would like to condemn
[30:47]
but he he said he couldn't do it and so
[30:50]
I was wondering why he doesn't get any
[30:53]
support for this uh that's all because
[30:56]
that's what he said there's no there's
[30:58]
no support for it and of course he's not
[31:02]
here he hears you though oh yeah and my
[31:06]
third thing and last was that I agree
[31:09]
with the colum writer who uh also and I
[31:12]
think that was in the other paper the uh
[31:14]
urg osburg free paper about the apathy
[31:19]
and the fact that uh if you talk to the people on the Town Council they
[31:23]
listen to you I agree with that 100% And I and you're I just wanted to also
[31:29]
make a mention that the guy the man's uh
[31:32]
writing is pretty good I think and I do
[31:34]
reading okay that's all thank you very
[31:39]
much um next up we have Mr Eric
[31:51]
Sloan Eric Sloan I live here in
[31:54]
town uh this is in in references how
[31:59]
much of a mess is the next increment for
[32:02]
the water bill going to make because I
[32:04]
hear from various people that it doesn't
[32:06]
matter and I hear from other people that
[32:08]
they you know they're running a ride
[32:09]
being able to buy food pay their rent
[32:11]
because the price of everything has gone
[32:13]
up and it is just a a standard of
[32:16]
business you know it costs more to get
[32:18]
it out of the ground it costs more to
[32:20]
get it to the people so the prices are
[32:22]
going to go up and in the future you
[32:25]
know one or two% increase
[32:28]
every year would be a whole lot better
[32:29]
than having the villagers with
[32:31]
pitchforks and torches as the old movies
[32:33]
that have
[32:34]
it and as far as the looking forward
[32:38]
into the next couple years for you know
[32:40]
our Dream list of things to
[32:42]
do uh a more serious view of what it's
[32:45]
going to take to maintain the failing
[32:47]
infrastructure of the
[32:49]
town because it's you know the sewer
[32:52]
line that runs
[32:55]
from where I live down to the pump
[32:57]
station was put in during the Civilian
[32:59]
Conservation Corps it's 4 foot long clay
[33:02]
and slip and it's not going to take a
[33:04]
whole lot longer before it needs to be
[33:07]
replaced and that's probably one of the
[33:08]
newer
[33:10]
sections uh you know it's it's we're
[33:14]
going to end up looking like tny town
[33:15]
did for a couple years with everything
[33:17]
all dug the heck up and it's just going
[33:20]
to be something to live with you you
[33:22]
can't live in a town and not deal with
[33:25]
it and the last bit is uh does the mount have
[33:32]
any way to monitor their first year
[33:34]
students that are living in town because
[33:38]
there was a batch of them came down
[33:40]
Lincoln down creary went over to the
[33:43]
Dollar General left there sat down the
[33:46]
ice cream shop when they left the ice
[33:48]
cream shop they were throwing all kinds
[33:49]
of stuff at my fence and screaming at my
[33:51]
dogs and when I reminded to him that uh
[33:53]
animal cruelty in the state is a fell in
[33:55]
the offense with a bunch of f words and
[33:58]
F bombs and they took off back wherever
[34:00]
they came from
[34:02]
now somebody needs to hold their hand
[34:05]
because their parents can't do it
[34:06]
anymore and if it ends up being the
[34:09]
sheriff system for them throwing debris
[34:11]
and stuff I don't think they're parents
[34:13]
are gonna be all too fired having When
[34:15]
Johnny Comes home because Mount threw
[34:18]
him out because he's facing criminal
[34:19]
charges for animal abuse so you know to
[34:23]
get with the mount or whatever and say
[34:25]
take care of this and keep it out of the whole juror system and keep it quiet
[34:30]
and safe would be
[34:32]
good that's all thank
[34:35]
you um and I do think uh mayor Davis is working collaborative with
[34:41]
collaboratively with Mount St Mary's to
[34:44]
address some of those issues as well as
[34:47]
um trying to create more of
[34:49]
a positive relationship and um he's he's
[34:53]
spent with them several times and we'll
[34:54]
make sure to he probably hears us to uh
[34:58]
pass that along thank
[35:01]
you all right
[35:04]
now that concludes public
[35:12]
comments so now we can move on to
[35:14]
administrative business for
[35:15]
consideration free holiday metered
[35:18]
parking with all proceeds being donated
[35:20]
to the Emmitsburg Food
[35:23]
Bank
[35:25]
um so so is there a
[35:29]
seconded thank you any further well
[35:32]
there's no discussion administrative all
[35:34]
in favor please say I I motion carries uh five or I'm sorry
[35:43]
four with one
[35:45]
absent all right moving on to consent
[35:48]
agenda item number
[35:51]
one for consideration approv approval of
[35:55]
the Proclamation for MML municipal
[35:57]
government works month
[36:01]
so before
[36:03]
we we approve that I will go ahead and
[36:06]

[36:12]
November 2024 the mayor and the Board of
[36:14]
Commissioners of the town of Emmitsburg
[36:16]
proclaimed November 2024 to be municipal
[36:19]
government works month whereas the town
[36:22]
was established in 1785 and whereas
[36:25]
Maryland is home to 150 other
[36:28]
municipalities and whereas municipal
[36:31]
government represents the most
[36:32]
responsive level of government allowing
[36:35]
citizens to have direct access to
[36:37]
elected officials and whereas in an
[36:40]
effort to educate citizens about
[36:41]
municipal government and the importance
[36:43]
of their participation the town of emsur
[36:46]
is proud to promote municipal government
[36:49]
awareness and whereas municipalities
[36:52]
have enhanced the quality of life for
[36:54]
their respective residents maintaining
[36:56]
natural and historic sites and
[36:58]
structures and helping to make Maryland
[37:00]
a great place to live work play and
[37:02]
explore now therefore be it proclaimed
[37:05]
that the mayor and the Board of
[37:07]
Commissioners of the town of Emmitsburg
[37:09]
Maryland here uh do hereby join the
[37:12]
Maryland Municipal league in declaring
[37:14]
November 2024 to be municipal government
[37:17]
works month in emmittsburg which would
[37:20]

[37:27]
sorry is there a mo motion
[37:31]
to accept the
[37:33]
proclamation thank you is there a second
[37:36]
I
[37:37]
second um all in favor please say I I I motion carries with four to one
[37:47]
abstain or one who is
[37:49]
absent the next two for our consent
[37:52]
agenda we can take together if that if
[37:56]
that works for the Commissioners which
[37:58]
is for consideration accept the
[38:01]
resignation of Wayne Slaughter and Sandy
[38:03]
Slaughter from the citizens advisory
[38:05]
committee and for consideration appoint
[38:08]
Wendy Hagen to the Parks and Recreation
[38:10]
committee with a term of November 4th
[38:13]
20124 to November 4th
[38:18]
2026 um are are you okay with taking
[38:22]
both of those together yes yes okay is
[38:26]
there a motion you have to abstain
[38:28]
commissioner hegen needs to abstain
[38:30]
thank you so you need take so we'll have
[38:32]
to take him separately all right
[38:34]
so is there a motion to accept the
[38:37]
resignation of Wayne Slaughter and Sandy
[38:39]
Slaughter from the citizens advisory
[38:42]
committee I'll make the motion thank you
[38:45]

[38:49]

[38:57]
the next one for consideration appoint
[38:59]
Wendy Hagen to the Parks and Recreation
[39:01]
committee with a term of November 4th
[39:04]
2024 to November 4th
[39:07]
2026 is
[39:09]
there a motion move thank you is there a
[39:13]
second second thank you all in favor
[39:16]
please say I I motion carries with um three eyes one
[39:23]
abstain and one absent
[39:29]
all right moving
[39:31]
on to the treasurers
[39:38]
report do you
[39:40]
um want to do a brief overie I can um so
[39:44]
the cash activity report as of October
[39:46]
25th
[39:48]
2024 um you'll see the cash balance on
[39:51]
the first was 8 mil about 8.6 million we
[39:54]
had deposits uh a little over 00,000 and
[39:58]
withdrawals um of roughly
[40:01]
800,000 uh the operating balance forward
[40:04]
was 8.5 million uh you'll see the top 10
[40:09]
checks that were issued in the month of
[40:12]
October uh and then you'll have the fund
[40:15]
breakdown for um as of 1025 of 24
[40:21]
general fund with roughly two million
[40:24]
capital projects roughly 600,000
[40:27]
storm water management um and that's
[40:29]
because we have not received any fees
[40:31]
yet because the bills are still coming
[40:33]
in is a netive
[40:34]
4,000 uh the water is at a negative
[40:37]
88,000 arpa has roughly 2.5 million and
[40:42]
Sewer has roughly 3.3
[40:46]
million okay any
[40:50]
questions okay hearing none we are
[40:52]
moving on thank you Miss
[40:55]
Willets um
[40:59]
I believe we've already hit the Planning
[41:01]
Commission report with your comments so
[41:04]
we can move on from
[41:07]
that and uh moving on to agenda item
[41:10]
number one Community Development block
[41:13]
grant public hearing to provide
[41:14]
information on the progress on the depal
[41:17]
street waterline
[41:18]
replacement project
[41:21]
so
[41:24]
um we need a motion to
[41:29]
go into the hearing to go into the
[41:31]
hearing I move is there a second second
[41:34]

[44:56]

[45:05]
expected to be completed by April 15
[45:08]

[45:13]
at any time to myself I can be contacted
[45:16]
by phone at
[45:18]
24741 2137 or by email at
[45:23]
MW Emmitsburg md.gov or you can also
[45:27]
contact me by visiting the town office
[45:29]
located here at 300a South ceden
[45:33]
Avenue and that is the end of my
[45:37]
presentation thank
[45:39]
you okay um are there any questions for
[45:43]
the staff from board members
[45:44]
commissioner Hagen yeah I get had some
[45:47]
questions from the residents when it the
[45:48]
construction gets to the end of depal
[45:50]
Street there were saying how are they
[45:52]
going to get out and parking down there
[45:54]
is there a plan for that or we don't
[45:56]
know yet
[45:59]
they've typically kept at least one lane
[46:01]
open for for traffic um and if I recall
[46:04]
correctly um there should be parking
[46:06]
allowed on one side of the road uh but
[46:09]
we certainly we have a progress meeting
[46:11]
coming up in two weeks we can certainly
[46:15]
ask that question and get more
[46:19]
information okay commissioner Sweeny um
[46:22]
they'll they'll be working through the
[46:25]
winter no they're they're plan is to
[46:27]
stop temporarily because of the
[46:29]
temporary water line and concerns of
[46:31]
freezing I know that when we we weren't
[46:33]
allowed to have a p November 1st so I
[46:35]
didn't because of
[46:39]
freezing that's all I need
[46:41]
okay you're good okay um I already asked
[46:46]
but it seems like are there there's no
[46:49]
public comment regarding this
[46:52]
hearing all
[46:55]
right if that that's the case if no one
[46:57]
else has anything more to present public
[47:00]
comment is now
[47:02]
closed and that we can deliberate
[47:07]
but are we good I'm
[47:10]
good all right so
[47:16]
then we need a motion to end the public
[47:20]
do I mean yeah we'll just need a motion
[47:22]
to end the public hearing I'll make a
[47:24]
motion to end the public hearing thank
[47:25]
you commissioner Hagen is there a second thank you commissioner Hoover all
[47:31]
in favor please say I I I motion carries
[47:36]
4 to one
[47:39]
absent thank
[47:41]
you and moving on
[47:48]
to uh so we do have number two that said
[47:51]
consideration approval of bid for the
[47:53]
town of imburg sewer line camera project
[47:55]
which has been postponed just want to um
[47:59]
make that announcement so we're moving
[48:00]
on to presentation of the town of emur
[48:03]
comprehensive
[48:18]
plan
[48:20]
start so this is the presentation on the
[48:23]
current version of the 2025
[48:25]
comprehensive plan which is a document
[48:27]
to guide the community's um future
[48:31]
development um so to give you some
[48:33]
background um jurisdictions are required
[48:37]
to adopt comprehensive plans under the
[48:39]
Maryland land use article in the
[48:42]
Maryland code of
[48:43]
regulations in 2013 um if you could go
[48:47]
to the next slide um the Maryland
[48:49]
general assembly passed a bill to
[48:51]
require a 10-year review cycle so
[48:54]
basically every 10 years a town has to
[48:57]
um assess what needs to be updated and
[49:00]
adopt an updated plan It's usually the
[49:02]
Planning Commission who's in charge of
[49:04]
assessing what needs to be
[49:06]
updated um and then
[49:09]
it's um a resolution is um adopted by
[49:12]
the Board of Commissioners but we can
[49:14]
get into that later um so the
[49:16]
requirement is to be six years but now
[49:18]
it's 10 years um and the last
[49:21]
comprehensive plan was adopted in
[49:23]
November of 2015 so we're nearing the
[49:26]
10-e mark Mark since it's almost
[49:28]
2025 um so the purpose of this update is
[49:31]
to ensure that plans align with current
[49:33]
legislations and policies and Community
[49:37]
needs obviously the population and
[49:39]
demographics have um evolved since 2015
[49:43]
so the updated plan will allow the town
[49:45]
to respond to new housing infrastructure
[49:47]
and community service
[49:49]
needs um the economy has changed over
[49:52]
the past decade as well environmental
[49:54]
conditions have changed and so on so
[49:57]
that's why the plan needs to be
[50:00]
updated so I'll I'll jump right into the
[50:04]
current draft uh which includes the oh
[50:07]
next slide um updated information about
[50:10]
the town so this involves various
[50:13]
aspects of population housing economy
[50:16]
environment natural resources land use
[50:19]
and um transportation and Community
[50:22]
facilities and it integrates the three
[50:25]
pillars of syst stainability and we've
[50:28]
been able to gather a lot of public
[50:30]
input through workshops and
[50:32]
surveys it incorporate smart growth
[50:36]
elements to create vibrant communities
[50:38]
preserve natural resources and reduce
[50:41]
fra um the plan also introduces a new
[50:45]
growth boundary and growth opportunity
[50:47]
areas which I'll explain a bit
[50:50]
later so um I know the next slide has um
[50:55]
a list of different es between the old
[50:57]
and the new plans but I can quickly
[51:00]
summarize
[51:01]
um all each one of them so the first
[51:05]
main difference is that the older plan
[51:08]
while it's
[51:10]
um emphasizes structured land use
[51:13]
Transportation environmental resource
[51:15]
preservation but um Community engagement
[51:18]
is a little less extensive the new plan
[51:21]
intends to put more emphasis on
[51:23]
community-driven goals public input has
[51:26]
been uh gathered through multiple
[51:28]
workshops and surveys that reflect the
[51:31]
town's focus on economic development
[51:33]
environmental sustainability and
[51:36]
inclusivity which also informed the
[51:38]
goals in each
[51:40]
section so the older plan had goals to
[51:43]
support local businesses and tourism and
[51:46]
the new plan um we expand on that and
[51:50]
add detailed strategies for addressing
[51:52]
economic
[51:53]
challenges from the community feedback
[51:56]
we learned about um high demand for
[51:58]
child care diverse retail Etc but there
[52:02]
was also interest in research and
[52:04]
development Labs distribution centers
[52:06]
and Partnerships to create stable jobs
[52:08]
and address economic
[52:11]
issues the previous um plan was pretty
[52:14]
focused
[52:15]
on accommodating go growth through
[52:18]
single family development single family
[52:21]
uh housing developments but the new plan
[52:24]
Builds on this and expands the housing
[52:27]
needs by addressing affordable housing
[52:29]
shortage and introduces mix use medium
[52:34]
density housing
[52:35]
options there's emphasis on housing
[52:38]
needs of the asset limited income
[52:41]
constrainted employed are also known as
[52:44]
Alice households mainly since it
[52:47]
represents a significant portion of the
[52:49]
town's
[52:50]
population the new plan also Builds on
[52:53]
the older plan's goals of implementing
[52:55]
sustainable practices at a community
[52:57]
level involving stream and Wetland
[53:00]
protection and flood pain
[53:02]
management uh another big change is the
[53:04]
growth boundary and the growth
[53:06]
opportunity area grow opportunity area
[53:08]
to control sprawl or manage um expansion
[53:12]
in a balanced way so that the small town
[53:14]
character is
[53:16]
preserved there's support for mixed use
[53:18]
zones and compact development and a
[53:20]
detailed growth boundary to plan for
[53:23]
annexation
[53:25]
needs um the new plan also talks about
[53:27]
infrastructure improvements based on
[53:30]
community input including better parking
[53:32]
and accessibility that can support the
[53:35]
town's needs IT addresses um amenities
[53:39]
like Child Care recreational facilities
[53:41]
and programs for businesses and families
[53:44]
and it talks about Partnerships with um
[53:47]
various organizations including Mount St
[53:49]
Marys for Community Resources and
[53:51]
workplace
[53:54]
development um so
[53:57]
uh excuse me I'll go over each section
[54:01]
that we have uh that we provided you um
[54:05]
copies of uh tonight um so we named the
[54:09]
document Envision Envision urg to
[54:13]
encapsulate the idea of looking ahead to
[54:16]
imagine a better mburg one that's
[54:18]
prosperous connected sustainable and the
[54:21]
name represents a strategic and
[54:24]
inclusive approach to planning that refs
[54:26]
the shared goals and values of residents
[54:29]
aiming to guide the town's development
[54:31]
in a way that balances economic
[54:33]
Prosperity environmental stewardship and
[54:35]
social
[54:37]
well-being so um the first
[54:40]
section um is the introductory chapter
[54:42]
which will be finalized after completing
[54:45]
all the other sections and um this
[54:48]
approach will help write a complete
[54:50]
overview and an accurate summary of the
[54:53]
entire plan and to make sure that it
[54:56]
sets the stage for um content of the
[54:59]
plan uh that's why we're waiting until
[55:01]
all the other uh chapters are
[55:05]
completed and the this chapter will
[55:08]
include the town's background and
[55:10]
outline the organization of the
[55:12]
plan um it'll also include the state's
[55:15]
12 Visions which was created by
[55:17]
Maryland's planning Vision law planning
[55:19]
Visions law in 2009 and uh how the plan
[55:23]
relates to each
[55:24]
Vision so that'll be the uh first
[55:27]
chapter um the second chapter which you
[55:30]
should have gotten a copy of is the
[55:32]
community input and
[55:34]
vision which discusses all public input
[55:37]
through workshops and surveys as you may
[55:40]
already know um there were three
[55:43]
workshops and four surveys that were
[55:44]
made accessible to the public three of
[55:48]
those surveys focused on the three
[55:50]
pillars of
[55:52]
sustainability and the plan focuses on
[55:55]
the three pillar of
[55:57]
sustainability uh it provides a holistic
[55:59]
framework for developing communities in
[56:02]
a in a way that ensures long-term
[56:04]
well-being and resilience so there's
[56:07]
environmental sustainability um and then
[56:11]
um Economic Development and Community
[56:16]
Development um there are sections for
[56:18]
each pillar and they they're all um they
[56:22]
all discuss a participants views and
[56:25]
preferences B based on personal
[56:28]
experience um so for example under
[56:32]
economic growth um or Economic
[56:34]
Development there's job growth support
[56:36]
for local businesses infrastructure
[56:38]
improvements
[56:40]
Etc and then under Community Development
[56:42]
there's discussion regarding Community
[56:44]
engagement and improving amenities also
[56:48]
affordable housing and poverty
[56:51]
alleviation um there's a section of um
[56:54]
section for environmental sustainability
[56:56]
that addresses preservation climate
[56:58]
change and awareness and community-led
[57:01]
initiatives so all these are put
[57:03]
together to form the vision statements
[57:05]
for each of the three pillars and these
[57:08]
vision statements are um these broad
[57:11]
forward-looking
[57:13]
statements um to guide goals and
[57:16]
strategies that are stated in subsequent
[57:21]
chapters um then we have the population
[57:23]
and housing uh chapter which focuses on
[57:27]
the demographics and Trends and housing
[57:29]
composition in
[57:30]
Emmitsburg there's a section on
[57:33]
population characteristics age gender
[57:36]
distribution housing occupancy and it
[57:39]
also focuses on LS households as a major
[57:42]
demographic and their need for
[57:44]
affordable housing close to job
[57:47]
opportunities and like um there's a
[57:50]
section with goals objectives and
[57:52]
strategies and all the chapters um from
[57:57]
will have except for the first two will
[57:59]
have these goals objectives and
[58:00]
strategies
[58:02]
section um the goals involve in this
[58:05]
chapter involves accommodating the
[58:08]
population's needs by promoting diverse
[58:10]
housing options that support um an um
[58:15]
intergenerational Community catering to
[58:17]
residents of all ages groups and income
[58:19]
levels another goal is to develop a land
[58:22]
use program to promote infill
[58:24]
development and the third goal goal is
[58:26]
to implement programs and policies to
[58:29]
eliminate vacant and blighted buildings
[58:31]
that can be transferred in transformed
[58:33]
into safe livable housing
[58:36]
units um in the um packet you will also
[58:41]
see that the goals have objectives and
[58:43]
strategies that correspond to each goal
[58:47]
so for example under the first goal as I
[58:49]
mentioned accommodating the population's
[58:51]
needs by offering the other housing
[58:53]
options that support the inter
[58:55]
generation
[58:56]
Community catering to residents of all
[58:59]
ages and groups income levels the
[59:01]
objective here is to increase the
[59:04]
diversity of housing types by ensuring
[59:07]
that um at least a certain percentage of
[59:09]
new residential developments include mix
[59:12]
of housing options such as single family
[59:14]
homes duplexes um town homes and
[59:17]
apartments and a strategy for that is to
[59:20]
revise um zoning regulations to allow
[59:23]
for greater housing diversity including
[59:26]
higher density options and so that's
[59:30]
um uh the chapter on uh population and
[59:34]
housing and um there's a few more
[59:37]
chapters that I'll go over um the next
[59:40]
one we have economy and fiscal Health
[59:43]
that talks about um the business comp
[59:45]
composition and employment trends and
[59:47]
fiscal challenges in town and uh IT
[59:50]
addresses the fact that there's limited
[59:52]
business base and that um most residents
[59:56]
commute to work which often leads to um
[59:59]
reduced local spending it also
[1:00:02]
highlights areas of opportunities such
[1:00:04]
as the fact that it's near a tourist
[1:00:06]
attractions that the town can capitalize
[1:00:09]
on and promote Economic
[1:00:11]
Development um it highlights the
[1:00:13]
financial status of the population
[1:00:15]
through the median income uh poverty
[1:00:18]
rate and um employment rate as well as
[1:00:21]
the presence of um Al families as
[1:00:24]
households it goes over the town's
[1:00:27]
overall fiscal Health showing um the
[1:00:30]
need for broadening the tax base based
[1:00:32]
on R residential
[1:00:35]
sectors and the chapter has suggested
[1:00:37]
goals and to strengthen the town's local
[1:00:40]
economy and business
[1:00:42]
environment um I'll mention that one
[1:00:45]
that talks about uh reducing economic
[1:00:47]
leakage or reduced spending and
[1:00:50]
encourage residents and visitors to
[1:00:52]
spend locally which could be
[1:00:54]
accomplished by implementing a Main
[1:00:56]
Street Improvement program to revitalize
[1:00:59]
the area to attract businesses and
[1:01:02]
tourists the goal section also mentions
[1:01:04]
partnering with Mount St Mary's
[1:01:07]
University to offer vocational and
[1:01:09]
professional development programs that
[1:01:12]
meet the needs of key sectors um
[1:01:15]
relevant to the town's needs and um one
[1:01:18]
of those goals also calls for addressing
[1:01:21]
the uh income inequality and support the
[1:01:24]
needs of Alice um households through
[1:01:27]
increasing access to Affordable and
[1:01:30]
middle income housing units which can be
[1:01:33]
achieved by a collaborating with
[1:01:35]
developers who are looking to start
[1:01:37]
residential development in
[1:01:40]
town um next we have the environment and
[1:01:43]
natural resources chapter which focuses
[1:01:46]
on waterways vegetative buffers uh
[1:01:50]
unique Landscapes talks about the
[1:01:52]
geography and how it influences the
[1:01:54]
town's development
[1:01:56]
and touches upon groundwater resources
[1:01:59]
uh Wetlands flood planes
[1:02:01]
Etc uh it also mentions climate change
[1:02:04]
and flood plane management and the
[1:02:05]
town's efforts to um control storm
[1:02:09]
water and talks about green
[1:02:11]
infrastructure like rain Gardens and
[1:02:13]
permeable
[1:02:14]
Pavements um and then the goals include working to ensure and long-term
[1:02:21]
ecological integrity and minimizing the
[1:02:23]
environmental impact of development on
[1:02:27]
systems and I have a couple more slides
[1:02:31]
uh the next um chapter we have is the
[1:02:34]
land use and Community design which
[1:02:36]
talks about zoning patterns and land use
[1:02:38]
patterns in town and you know it's like
[1:02:41]
different zones residential commercial
[1:02:44]
industrial institutional and breaks down
[1:02:46]
how much of the town's area is
[1:02:48]
designated for each each Zone um the
[1:02:51]
most important part of this chapter is
[1:02:54]
the growth boundary boundary area area
[1:02:57]
and the growth opportunity area so the
[1:03:00]
last growth boundary area was adopted in
[1:03:04]
2021 and um if you go to the next slide
[1:03:07]
there's a map
[1:03:09]
um
[1:03:10]
the what you see here the the red line
[1:03:14]
is the newly proposed growth boundary
[1:03:17]
which includes properties located
[1:03:19]
northwest of the town's borders um along
[1:03:22]
Track Road and uh Route 14
[1:03:28]
um so these are suggested to be included
[1:03:30]
to address fragmented Water and Sewer
[1:03:32]
Service issues some of these properties
[1:03:35]
are already connected to Town's
[1:03:37]
utilities while others are not since the
[1:03:40]
town's code
[1:03:42]
um prohibits establishing utility
[1:03:44]
connections outside of its jurisdiction
[1:03:47]
service cannot be extended unless these
[1:03:50]
areas are annexed so to make um future
[1:03:53]
annexation possible these properties
[1:03:55]
must be included into the growth Town's
[1:03:58]
growth boundary and provide that would
[1:04:00]
provide them um opportunities for water
[1:04:03]
and sewer
[1:04:05]
connections and about the growth
[1:04:07]
opportunity area which is in
[1:04:09]
Gray um it's it's um a
[1:04:14]
flexible way to um allow growth you know
[1:04:18]
because growth isn't always um confined
[1:04:21]
into like one town limit it happens
[1:04:23]
outset of town limits as well but if
[1:04:26]
there's unplanned growth that takes
[1:04:28]
place and it can have um benefits for
[1:04:31]
the town it could be like economic or
[1:04:34]
residential development or any other
[1:04:35]
infrastructure projects but has benefits
[1:04:38]
for the town if they're Incorporated um
[1:04:41]
then this is one way um the town can
[1:04:47]
uh allow annexation of those areas
[1:04:51]
without having to change the
[1:04:52]
comprehensive plan over and over again
[1:04:55]
um so and then the growth opportunities
[1:04:59]
areas they're usually um they usually
[1:05:03]
have constraints like physical
[1:05:05]
constraints in topography or the C's um
[1:05:08]
easements like agricultural
[1:05:10]
easements so it like naturally um helps
[1:05:16]
uh put like a
[1:05:19]
boundary and then the the gray that you
[1:05:22]
see it extends from like quarter of a
[1:05:26]
mile to a third of a mile that's how
[1:05:29]
further out it is from the growth
[1:05:32]
boundary so
[1:05:35]
um that's that's part of the land use
[1:05:38]
chapter and
[1:05:40]
um the remaining sections we have are um
[1:05:45]
the transportation and Community
[1:05:47]
facilities those are um in progress um
[1:05:51]
and we're also working on the municipal
[1:05:54]
growth um which will analyze of fature
[1:05:59]
growth and alignment with long range
[1:06:01]
vision and it will be based on
[1:06:03]
population projections and the needs of
[1:06:05]
needs for land and
[1:06:07]
infrastructure and then there will be an
[1:06:09]
Implement implementation section that
[1:06:12]
will discuss the metrics to measure the
[1:06:14]
progress towards the goals that are
[1:06:16]
mentioned throughout this entire
[1:06:19]
document um if you have any questions on
[1:06:22]
the content um Commissioners any questions
[1:06:31]
comments not not on the actual content
[1:06:34]
but schedule-wise
[1:06:37]
for I think you want to have another
[1:06:40]
public meeting and then somewhere wrap
[1:06:42]
up in the next three four five months or
[1:06:44]
so that is right yeah um we're working
[1:06:47]
on putting together a concrete um
[1:06:50]
schedule I know the Planning Commission
[1:06:52]
wanted to um have have go out to public
[1:06:56]
comment by March so that is something we
[1:06:59]
would like to
[1:07:04]
do commissioner Hagen I just want to say
[1:07:06]
for nil after working on this for the
[1:07:09]
last year it's you've done an impressive
[1:07:11]
job of working with the community and
[1:07:13]
reaching out and with you know members
[1:07:16]
to try to answer questions and Shepherd
[1:07:19]
it all through so you've done a great
[1:07:21]
job thank
[1:07:23]
you I've only heard good things things
[1:07:25]
too everybody who went to those
[1:07:27]
workshops said um that you did a
[1:07:30]
wonderful job so thank you for the hard
[1:07:32]
work thank you um commissioner swey did
[1:07:34]
you have any no no I don't see any
[1:07:37]
problems she has done wonderful
[1:07:40]
job thank you um I only know that um I
[1:07:45]
have a copy of the orig the 2015 I don't
[1:07:48]
know if anybody else
[1:07:49]
does uh we can make sure that everyone
[1:07:53]
else you do okay I don't did I get oh I
[1:07:56]
have one I don't think I got did I get
[1:07:58]
no okay I did not get one oh um yeah the
[1:08:02]
Planning Commission members they all
[1:08:04]
received one so that's proba why okay we
[1:08:07]
can get you one we can talk later I
[1:08:10]
don't want you to have to make another
[1:08:11]
one if one doesn't exist so I might just
[1:08:14]
borrow one if if need be um but please
[1:08:17]
don't print anymore if it they're going
[1:08:19]
to be outdated soon yeah J Bar mine any
[1:08:22]
time want oh thank
[1:08:24]
you um
[1:08:27]
in the workshop are we looking as a town
[1:08:30]
to become a Main Street
[1:08:32]
Maryland um town to make it official
[1:08:37]
movie sustainable commity is that what
[1:08:38]
it is oh you know like um th Mountain
[1:08:41]
has the Main Street program is that
[1:08:42]
something we're are we have a goal to
[1:08:45]
aim towards as well right so from the
[1:08:49]
public workshops we gathered that people
[1:08:51]
do want to attain that um designation
[1:08:55]
and for economic development that would
[1:08:58]
be one way to one step towards that sure
[1:09:02]
yeah sure that yeah because um I like
[1:09:06]
how there's definitely thoughts about
[1:09:08]
you know targeting those vacant
[1:09:10]
buildings or ones that have been left
[1:09:12]
and um they're dilapidated so I know
[1:09:16]
that's Thurmont received a lot of money
[1:09:19]
towards those towards their vacant
[1:09:22]
buildings to incentivize businesses to
[1:09:23]
come so that would align nicely I think
[1:09:27]
with targeting some of those buildings
[1:09:29]
that could be turned into
[1:09:31]
businesses um and then I saw here
[1:09:34]
support student housing by incentivizing
[1:09:37]
Property Owners to create safe livable
[1:09:39]
residential units for Mount St Mary's is
[1:09:43]
that targeting The Village zone or is
[1:09:47]
that because I would imagine the HOAs
[1:09:50]
would have jurisdiction over that within
[1:09:53]
subdivisions so I was confused by that
[1:09:57]
okay um that can be clarified um so once
[1:10:02]
these are done they will be um posted so
[1:10:06]
that people can comment on it so if it
[1:10:08]
doesn't it should apply to like the
[1:10:10]
village zone or outside of Village Zone
[1:10:12]
that's
[1:10:13]
something you know you as a board or the
[1:10:15]
public they can all decide and I see
[1:10:18]
just incorporate that yeah I
[1:10:21]
see so all right so it's more this is
[1:10:25]
just we're still in those like you're
[1:10:28]
okay commissioner Hoover you're giving
[1:10:29]
me this zoning would dictate that not
[1:10:32]
necessary Village zone or or HOAs but
[1:10:35]
zoning itself is multi is a multi-use or
[1:10:38]
high density use okay all right thank
[1:10:41]
you that's all I have any other
[1:10:45]
questions this doesn't require a vote in
[1:10:48]
any way does it this was just a
[1:10:50]
presentation okay all right thank you
[1:10:52]
very much I know that um your slideshow
[1:10:55]
was a lot of work and you did a good job
[1:10:58]
highlighting the differences in the
[1:10:59]
updates and I appreciate it thank you
[1:11:02]
thank
[1:11:03]
you all
[1:11:06]
right moving on to number four discuss
[1:11:10]
discussion related to FY 25 water
[1:11:17]
rates we do have some information in our
[1:11:20]
packets that was requested water um sip
[1:11:24]
breakdown the breakdown water
[1:11:27]
Revenue that we have as far as the
[1:11:29]
project
[1:11:30]
schedule
[1:11:33]
um I don't uh Commissioners don't know
[1:11:36]
how you want to tackle this did you want
[1:11:39]
us to go through the
[1:11:40]
attached information or are we ready to
[1:11:44]
jump right into
[1:11:51]
discussion do notice on on page 44 on
[1:11:55]
the water fund the
[1:11:57]
CIP that in page 45 the the red didn't
[1:12:01]
show up when it got copied so just to
[1:12:05]
note on FY
[1:12:07]
26 where it says 159
[1:12:10]
790 and then all the way out to fy3
[1:12:13]
that's all in the red that should have
[1:12:15]
showed up
[1:12:16]
red and then the same thing for the
[1:12:19]
total revenue from FY 26 to
[1:12:23]
7779 out to year 30 that's all uh red as
[1:12:29]
well wait where's the second one I'm
[1:12:31]
sorry under total R toal Revenue gotcha
[1:12:34]
thank you and
[1:12:39]
then then under so page 44 page 44 if
[1:12:44]
top top row cash reserves estimated
[1:12:47]
where you see FY
[1:12:49]
26 159 790 yep that's actually in the
[1:12:53]
red okay and then it stays in the red
[1:12:57]
through 27 28 29 and
[1:13:00]
30 and then if you drop down to the last
[1:13:03]
row in that section under total
[1:13:08]
revenue it starts in the red at the
[1:13:13]
7779 and carries
[1:13:20]
out and
[1:13:21]
[Music]
[1:13:23]
then if you drop down to Total cash
[1:13:27]
available on the bottom of page
[1:13:32]
44 starting at
[1:13:35]
16905 and out is red as
[1:13:42]
well
[1:13:47]
169 all the way down at the bottom in
[1:13:49]
the book yes where it says total cash
[1:13:51]
available on page 44 oh okay okay and
[1:13:56]
then on page
[1:13:59]
45 I add
[1:14:03]
here system
[1:14:08]
upgrades in the end of FY
[1:14:11]
25 where it shows 159
[1:14:15]
790 red and that all the way out then
[1:14:18]
should be red where it says Surplus deficit
[1:14:26]
got it that's it that's I just want to
[1:14:28]
point that out since it didn't show up
[1:14:29]
in your
[1:14:31]
packet okay thank
[1:14:39]
you back
[1:14:43]
on okay where would we like to be in the
[1:14:46]
discussion commissioner Hoover sure so Kathy thanks for that clarification
[1:14:51]
so I'm assuming then that they're in the
[1:14:53]
red based on
[1:14:57]
page 46 is
[1:15:00]
projects being performed right so if you
[1:15:04]
look let me just jump up to the top
[1:15:08]
here so you start in the
[1:15:11]
red at the top of page 44 the water fund
[1:15:15]
FY 26 at the negative
[1:15:18]
9790 yes and that
[1:15:21]
is because of all your um system
[1:15:26]
projects it would be in FY 25 you'd have
[1:15:30]
the clarifier completion the completion
[1:15:32]
date for the clarifier is October of
[1:15:36]
25
[1:15:38]
um the North seatan Avenue waterline
[1:15:41]
project now that one's estimated because
[1:15:43]
I don't know when it's actually going to
[1:15:46]
start um and then the depal street 1
[1:15:50]
that with that project being complete in
[1:15:53]
April of 255 all the money should be
[1:15:55]
spent on the depal street waterline by
[1:15:58]
the close of
[1:16:00]
fy2 um some of these other projects um
[1:16:05]
the Rainbow Lake pump pouch Bridge
[1:16:07]
placement that actually should be done
[1:16:09]
by the end of the
[1:16:10]
year um the Rainbow Lake Dam repairs or
[1:16:14]
the Rainbow Lake repairs we don't know
[1:16:16]
the cost associated with that yet until
[1:16:18]
we receive the final report in a couple
[1:16:20]
of weeks the initial report on the
[1:16:23]
leadline service replacement is we are
[1:16:26]
probably going to have to sample so we
[1:16:29]
had approximately
[1:16:31]
500
[1:16:32]
um
[1:16:34]
non-responses and of those 500 we'll
[1:16:37]
probably have to sample about a 100 and
[1:16:40]
the estimated cost for each to sample is
[1:16:43]
about
[1:16:44]
$700 each so we're estimating about
[1:16:49]
$70,000 to perform what need what mde
[1:16:53]
requires to show what the Le what the
[1:16:55]
lines are when you say sample do you
[1:16:58]
mean going because they didn't respond
[1:17:01]
via the survey so so the the
[1:17:04]
verification is is
[1:17:06]
twofold so a lot of people responded by
[1:17:09]
the survey but didn't do the
[1:17:11]
photograph um some of them we were able
[1:17:13]
to verify based off the survey and plans
[1:17:16]
and but there are some that no
[1:17:17]
absolutely no response given and there's
[1:17:20]
no second form of um verification so
[1:17:24]
there's two options to verify you can
[1:17:27]
excavate which means digging up yards
[1:17:30]
digging up sidewalks digging up roads
[1:17:32]
and then you have to restore that cost
[1:17:35]
is estimated to be more than
[1:17:38]
$700 um staff went and watched a demo
[1:17:43]
where they can go in with a camera and
[1:17:45]
camera will it can camera the line and
[1:17:47]
you can basically kill two birds with
[1:17:49]
Sunstone you can see the service line
[1:17:52]
and our line so if you if you remember
[1:17:56]
the your sewer line the town has a
[1:17:58]
portion up the initial portion and then
[1:18:01]
you have your service line anyway so
[1:18:03]
it's estimated about $700 each and if we
[1:18:06]
have to sample
[1:18:08]
100 you're at $70,000 on that and then
[1:18:13]
there are requirements to replace so we
[1:18:16]
know of two lead lines so far and
[1:18:19]
approximately 13 is it non-galvanized or
[1:18:23]
gavanized I can't remember
[1:18:25]
galvaniz so a galvaniz has to be
[1:18:28]
replaced as well and I believe as of
[1:18:30]
right now there's 13 so that's at least
[1:18:32]
15 that are going to have to be replaced
[1:18:35]
and we'll start looking for funding on
[1:18:37]
that we have a meeting coming up anyway
[1:18:41]
that's how you get to the negative
[1:18:42]
commissioner Hoover is is taking all the
[1:18:44]
revenue that we've received for the
[1:18:46]
projects and then backing out the the
[1:18:49]
cost of the projects the timing could be
[1:18:52]
off a little bit with like with the
[1:18:53]
North seatan uh waterline uh we have
[1:18:57]
incurred some expense on the engineering
[1:18:59]
side um nothing on the construction side
[1:19:03]
yet that's hoping to go out to bid
[1:19:04]
within the next C
[1:19:08]
months um we are looking for funding
[1:19:11]
right now for the West Main Street water
[1:19:14]
line and the Waynesboro Pike
[1:19:16]
waterline um that just went out to bid
[1:19:19]
for engineering
[1:19:21]
cost because there are we have fixed an
[1:19:24]
enormous amount of leaks on West Main
[1:19:26]
and
[1:19:28]
Waynesboro the mayor would like us to
[1:19:30]
look at a bond Initiative for that
[1:19:32]
project through the state of
[1:19:35]
Maryland for that
[1:19:40]
one um going back to the lead line the
[1:19:43]
requirement to replace that falls on the
[1:19:46]
town uh we're still working through that
[1:19:48]
anything that's
[1:19:49]
Townline would be our
[1:19:52]
responsibility um
[1:19:54]
reached out to our consultant to give me
[1:19:57]
if they were aware of any funding um
[1:20:01]
options you know the cost to fix your
[1:20:04]
line depending on how long your line is going to be a huge burden on our
[1:20:09]
residents and hopefully the town can
[1:20:10]
secure some funding to assist with that
[1:20:14]
um but we're right in the beginning
[1:20:15]
stages right now you do have until 20 30
[1:20:20]
you have till 2030 to make all the the
[1:20:22]
ne necessary replacements
[1:20:25]
can I ask the question um the 500 that
[1:20:29]
has not received were they all all over
[1:20:32]
the town or just in the old part of the
[1:20:33]
town all
[1:20:34]
over all over because um when when you
[1:20:37]
do uh North seatting you'll be able to
[1:20:39]
see when they replace the line they'll
[1:20:42]
be able to see if it's ganized or not
[1:20:44]
correct yes and the the Paul Street you
[1:20:46]
should be able to see now when they redo
[1:20:48]
theirs right so they are they going to
[1:20:50]
replace them as they go or to Copper so
[1:20:55]
they're just replacing the main on the
[1:20:58]
right now right but you'll know you can
[1:21:01]
you'll mark down which ones are I
[1:21:03]
believe they're doing that I believe
[1:21:06]
they were looking at the service lines
[1:21:07]
as they are going through right it's my
[1:21:10]
understanding but I can find out for
[1:21:11]
sure I know mine on North seatan was
[1:21:13]
galvanized I had it replaced with copper
[1:21:15]
completely out to the town's right curb
[1:21:18]
stop it was galvanized 34 it was no
[1:21:21]
bigger my pinky and you couldn't even
[1:21:23]
see through so imagine the other old
[1:21:25]
houses through
[1:21:27]
there
[1:21:31]
yeah so on the on page 44 Miss Willets
[1:21:34]
where it says um cash reserves
[1:21:40]
estimated um does this take into account
[1:21:43]
our current water rate increase the way
[1:21:46]
it stands now the cash reserves
[1:21:51]
yes
[1:21:52]
so even if we keep it 36% for 5 years
[1:21:57]
potentially we're still in the
[1:21:59]
red actually I need to ask that question
[1:22:02]
because I'm not let me go back through
[1:22:05]
my budget and make sure that that's
[1:22:07]
correct because that I mean that's a
[1:22:09]
important piece of information but
[1:22:12]
also this also assumes we don't get
[1:22:15]
funding correct on these projects like
[1:22:18]
no this does include your funding for
[1:22:21]
the
[1:22:22]
clarifier the North seat and Avenue line
[1:22:27]
project it does include any funding
[1:22:29]
we've already received right but not
[1:22:30]
future funding right right it does not
[1:22:32]
include any funding for the West Main
[1:22:36]
Street water line or the line down the
[1:22:37]
mountain any future projects that we
[1:22:39]
haven't submitted for no it does not
[1:22:42]
right it only does I believe North
[1:22:44]
seatan to Paul Street and our arpa
[1:22:52]
projects yeah and you can see our tap
[1:22:55]
fees on that second line how how
[1:22:58]
important our tap fees play into
[1:23:02]
our our reserves or cash
[1:23:04]
reserves that's
[1:23:09]
correct and that assumes that I mean the
[1:23:12]
41,000 each year those are just
[1:23:14]
estimates based on what's coming down
[1:23:17]
the pipe through potential
[1:23:18]
annexation um yes so what we do is we we work with Theo on any development
[1:23:23]
project she might have the pipeline and
[1:23:25]
try to estimate what we will get in that
[1:23:27]
fiscal year um so this fiscal year we
[1:23:30]
estimated
[1:23:32]
from um two development projects that we
[1:23:35]
had that we knew of and that would have
[1:23:37]
been Christ Community Church and
[1:23:39]
possibly The
[1:23:46]
Distillery so if tap
[1:23:52]
fees I feel like that should be higher
[1:23:55]
CU I don't our tap I mean how many
[1:23:58]
households would that then incorporate
[1:24:01]
into that estimate so 82,000 is is 10
[1:24:05]
Taps right 10s we're assuming maybe five
[1:24:09]
Taps between FY 27
[1:24:12]
fy3 yeah so per year per year so each
[1:24:16]
year we estimated that many just because
[1:24:20]
we don't know right that we have nothing
[1:24:22]
concrete outside of safe no right The
[1:24:25]
Distillery
[1:24:27]
and Christ Community Church right now
[1:24:31]
right but if there is an annexation or
[1:24:36]
the
[1:24:37]
um fry farm development that's being
[1:24:40]
looked at I saw it within the meetings
[1:24:43]
that you're having um is that's for the
[1:24:46]
part that's already annexed in or is
[1:24:48]
that in addition to it's both both both
[1:24:51]
the annexation or the the part that's
[1:24:53]
already in town as well as a part that
[1:24:55]
would be annexed you also have the
[1:24:57]
potential of EMT Ridge I think that's
[1:24:59]
probably your best and only potential
[1:25:02]
within FY 35 time frame other than the
[1:25:05]
two like you said the church and
[1:25:07]
Distillery time you get
[1:25:10]
fairly ready to start buying Taps I
[1:25:13]
think You' be very close or beyond the
[1:25:15]
fy3 okay you might have EMT Ridge I
[1:25:18]
think you're definitely well yeah you
[1:25:19]
should have if they move forward you
[1:25:22]
would have EMT Ridge within that time frame but we just don't know so
[1:25:26]
that's why it's not on there sure the
[1:25:28]
final Fe at
[1:25:30]
um Southgate and the final F Brookfield
[1:25:33]
maybe we have 10 in Brookfield are we
[1:25:35]
down to two in Southgate do we um I
[1:25:38]
thought there was another one that sold
[1:25:40]
I just don't know which one but but
[1:25:42]
selling is not necessarily buying the T
[1:25:45]
correct by the time they get their
[1:25:46]
permits and this whatever you could be
[1:25:49]
another year or show down the road for
[1:25:50]
that correct and that's why I say frarly
[1:25:52]
you're probably four or five years
[1:25:54]
before they're anywhere close to a grant
[1:25:56]
to a um building permit okay you think
[1:25:59]
you
[1:26:00]
agree so I think you're only one really
[1:26:02]
is going to be your endit Ridge as far
[1:26:04]
as new development in this in this time
[1:26:06]
frame
[1:26:08]
okay Wednesday Tuesday here may whatever
[1:26:11]
but yeah understood and I think that's
[1:26:14]
only 30 or 20 couple whatever in Rage 40
[1:26:20]
48 um the other thing that it doesn't
[1:26:24]
under Debt
[1:26:27]
Service we don't have The Debt Service
[1:26:30]
listed of whatever will be
[1:26:32]
incurred for the never mind I take that
[1:26:35]
back there are no loans with the Paul
[1:26:37]
Street so I take that back we don't know
[1:26:40]
what the loans will be for North seatan
[1:26:45]
project I guess I keep going back to if
[1:26:49]
we're in the red as of FY
[1:26:52]
26 but we don't know if this
[1:26:54]
incorporates our current 36% increase so
[1:26:57]
your 36% increase affects your your
[1:27:01]
water fund your operating fund and then
[1:27:04]
any cash Reserve that would be left from
[1:27:09]
fiscal from fiscal year end of fiscal
[1:27:12]
year into the next one that would be
[1:27:15]
added to your cash reserves so the
[1:27:17]
initial
[1:27:19]
36% is in
[1:27:21]
here for your um FY 24 and
[1:27:28]
fy2 fy2 excuse me
[1:27:32]
um but then the cash will accumulate if
[1:27:35]
you have money left over at the end of
[1:27:37]
your fiscal
[1:27:38]
year so that's how it affects your cash
[1:27:41]
reserves so which we don't really have
[1:27:44]
cash reserves right now do we we kind of
[1:27:47]
like transfer them all at the end we so
[1:27:51]
for your water fund you do have cash
[1:27:52]
reserves you have cash reserves in your
[1:27:55]
water fund of roughly
[1:27:58]
26
[1:28:00]
million and that's however remembering
[1:28:03]
2.5 of that is arpa money right that
[1:28:06]
will be spent by the end of calendar
[1:28:09]
year 25 right and what's that allocated
[1:28:11]
for what project is that allocated so
[1:28:14]
the majority of it goes to your water
[1:28:16]
clarifier that was pull my chart up
[1:28:20]
and computer's jumping on me okay
[1:28:24]
hold on so the majority of your arper
[1:28:28]
money goes to the
[1:28:30]
clarifier um which is roughly uh 2.1
[1:28:34]
million uh 412,000 to the depal street
[1:28:39]
waterline 300,000 went to revenue
[1:28:42]
replacement and FY 24 for water um
[1:28:45]
operating
[1:28:46]
expenses 160 replace the Rainbow Lake
[1:28:50]
bridge 148,000 for the backwash project
[1:28:53]
at the water treat plant and 73,000 for
[1:28:57]
the Rainbow Lake uh Dam
[1:29:05]
engineer I think that's why um I mean
[1:29:08]
looking at this even if we keep 36%
[1:29:11]
looks like we might as well just get
[1:29:13]
absorbed into freder County I mean
[1:29:15]
there's no way that the people in
[1:29:17]
Emmitsburg are going to be able to foot
[1:29:19]
this
[1:29:21]
bill
[1:29:22]
so and should they be expected to if
[1:29:25]
it's an unattainable
[1:29:27]
goal so so where I'm going with this is
[1:29:31]
there are other things that I think we
[1:29:33]
need to be looking at as well like
[1:29:35]
historically we've as a town made a lot
[1:29:38]
of concessions for businesses that came
[1:29:40]
in
[1:29:42]
including um maybe lowering tap fees not
[1:29:46]
raising impact fees that in in general
[1:29:49]
we need to go back and look at that
[1:29:52]
um but while I understand and
[1:29:56]
appreciate that we want to bring
[1:29:58]
businesses and developments here I don't
[1:30:01]
think we should be making concessions
[1:30:02]
that are then going to hurt our bottom
[1:30:04]
line and it's going to put the burden
[1:30:06]
back on our
[1:30:07]
residents
[1:30:09]
um
[1:30:12]
so
[1:30:13]
um thoughts
[1:30:17]
questions I would just agree with you
[1:30:19]
it's like that loss we can't push it
[1:30:22]
back we already have a lot of residents
[1:30:25]
having problems with the increase we
[1:30:26]
have now to increase it now push it over
[1:30:29]
the
[1:30:30]
edge
[1:30:35]
right the bottom line the bottom line
[1:30:38]
commissioner B is you need growth and
[1:30:40]
you need your TAP fees and that's the
[1:30:42]
only way it's going to continue to grow
[1:30:45]
um you're right you can't raise the
[1:30:47]
rates high enough to to do all the
[1:30:52]
projects that need to be done for some
[1:30:54]
of these infrastructure projects that just have to be done and or you can
[1:31:01]
continue to waste money just continuing
[1:31:03]
to put Band-Aids on it um and we
[1:31:06]
continue to to continue to look for the
[1:31:09]
funding for them you know through grants
[1:31:12]
hopefully um but the bottom line is
[1:31:14]
you're right you need you need growth
[1:31:17]
and the tap fees whether you raise them
[1:31:21]
or not are very important to your water
[1:31:23]
fund
[1:31:24]
because the cost I mean and as we all
[1:31:27]
know the cost of everything is it's just
[1:31:29]
it's skyrocketing right and you know
[1:31:32]
looking at the numbers and talking it
[1:31:34]
over with with mayor Davis who I think
[1:31:36]
is still on the call
[1:31:40]
um I honestly think you need you know we
[1:31:43]
look we ran some numbers and you know
[1:31:45]
honestly think if you keep it at the 36%
[1:31:48]
through the rest of this fiscal year and
[1:31:49]
then reduce it to something much more
[1:31:51]
manageable for people I think you'll in
[1:31:54]
a much better position and that will
[1:31:56]
give time for hopefully some of these
[1:31:59]
developments to at least get the ball
[1:32:02]
rolling and come to fruition and that
[1:32:05]
will help us plan a lot better um
[1:32:09]
there's certain projects on the CIP that can be put on hold like the water
[1:32:13]
meter upgrade project it would be
[1:32:15]
fantastic for the town and I think it's
[1:32:16]
a great project but in the long run it's
[1:32:20]
a want it's a want it it will help us
[1:32:23]
with water loss and managing leaks and
[1:32:26]
people knowing when they have high
[1:32:29]
usage but it is a want and it's it's a
[1:32:32]
bells and whistles project that is
[1:32:34]
probably further down the road um these
[1:32:38]
and you've heard mayor Davis say these
[1:32:40]
federal and state
[1:32:41]
mandates are killing small towns you
[1:32:44]
know the ms4 the leadline service
[1:32:46]
inventory you
[1:32:48]
know the dam inspection you know they're
[1:32:51]
all unexpected costs that you can't
[1:32:52]
really plan for
[1:32:54]
and we keep waiting for what's
[1:32:56]
next well I would agree with what you
[1:32:58]
said a minute ago is that you know the
[1:33:00]
36% I I would actually agreed I had a
[1:33:02]
little discussion that carrying the 36%
[1:33:06]
we already have it this year leave it
[1:33:07]
alone but I think you know then next
[1:33:09]
year where we have it for a fiveyear
[1:33:11]
plan I don't I can't I can't I can't I
[1:33:15]
can't foresee us carrying that through
[1:33:17]
um after this year I think we should
[1:33:19]
stop it and then probably go more to the
[1:33:22]
I think in the current ordinance is a a
[1:33:25]
mandated 3% um my opinion that is I mean
[1:33:30]
I don't know there should be a man I
[1:33:31]
don't I don't agree there should be a
[1:33:32]
mandated but I do think there should be
[1:33:33]
a mandated annually review and verif
[1:33:36]
kind of like with your taxes you know
[1:33:38]
taxes are mandated every year that you
[1:33:39]
review them and you and you make a
[1:33:41]
determination I'm going to raise them
[1:33:42]
I'm not going to raise them I'm going to
[1:33:44]
reduce them or whatever it is may be and
[1:33:46]
I think that should be a mandate
[1:33:47]
annually that has done and I think the
[1:33:50]
then the rate to be increased or not if
[1:33:53]
Commission had to make a make a decision
[1:33:55]
to raise it or not raise it and if they
[1:33:57]
raise it to raise it to not exceed the
[1:34:00]
CPI the CPI of that year um I sort of
[1:34:04]
said that once before but I said you
[1:34:05]
know we would try to cut back this year
[1:34:07]
but I got the numbers that that staff
[1:34:09]
provided me with and based on that you
[1:34:12]
know in FY 23 before we done an increase
[1:34:16]
we brought in $435,000 in change and
[1:34:20]
then FY
[1:34:22]
24 we brought in
[1:34:24]
a after the first
[1:34:27]
increase brought in 628 th000 and we're
[1:34:31]
on we're on target now assuming with 36%
[1:34:35]
of that You' bring in 855 which is
[1:34:38]
almost double prior to the tax and from
[1:34:42]
an operating perspective I
[1:34:45]
think for operating wise that should be
[1:34:49]
surfaced now I think also additionally
[1:34:50]
we need to look at come back and look at
[1:34:54]
you see in the paper that we have in our
[1:34:55]
last page page 48 page 48 of
[1:34:59]
49 appreciation 4849 yeah the
[1:35:03]
depreciation cost in there which is just
[1:35:06]
government paper money U that doesn't
[1:35:08]
exist um that's that depreciation fund
[1:35:11]
of 668,000 in FY 23 and 84,000 in
[1:35:16]
FY uh
[1:35:18]
24 that's that's monies that's costing
[1:35:21]
all these projects you know where
[1:35:23]
everything's depreciated but that
[1:35:25]
depreciation is not being funded and
[1:35:27]
many many years ago we had we had a
[1:35:30]
funding source for that and I think
[1:35:32]
rather than doing the 36% increase I
[1:35:35]
think we should be looking at do we need
[1:35:36]
to establish a funding source or does
[1:35:39]
the operating money with the new rates
[1:35:42]
the current new rates is there
[1:35:44]
sufficient there to to create a funding
[1:35:46]
source for depreciation so when things
[1:35:48]
do fail we have more money available and
[1:35:51]
I realize there a depreciation fund may
[1:35:54]
be another cost somewhere down the road
[1:35:56]
this year next year the following year
[1:35:57]
somewhere but I
[1:35:59]
think the depreciation of the equipment
[1:36:02]
in both sore and water but we're a
[1:36:04]
talking about water right now should be
[1:36:07]
what's looked at next and to find out
[1:36:10]
where does that money come from and
[1:36:12]
where how do we how do we get get ahead
[1:36:14]
of it instead of like we are now behind
[1:36:17]
it way behind it
[1:36:20]
um but but I would agree that I think
[1:36:23]
you know we follow out through this year
[1:36:25]
do not do any more substantial increases
[1:36:27]
of
[1:36:28]
36% and then come to a conclusion an
[1:36:31]
ordinance
[1:36:33]
to revamp that that remaining three
[1:36:36]
years to be just CPI or something of
[1:36:40]
that in my
[1:36:41]
opinion that neighborhood and agree to
[1:36:45]
establish a funding source for funding
[1:36:48]
for um depreciation as I said and you
[1:36:51]
could do it similar to what you do for
[1:36:53]
your budgets how you have a set second
[1:36:56]
meeting of May is always your budget
[1:36:58]
meeting solely you could determine what
[1:37:02]
month in every year that you want to
[1:37:05]
hold a water rate only second meeting to
[1:37:09]
set your rates it can be a public
[1:37:11]
hearing and then you can set your rates
[1:37:13]
and that way
[1:37:15]
it's it's consistent you do it every
[1:37:18]
probably February or March so that then
[1:37:21]
we have the information for the budget
[1:37:22]
going forward
[1:37:24]
and you revisit it every year and then
[1:37:26]
you stay on top of it and then we won't
[1:37:28]
get into this position gigantic mess it
[1:37:32]
won't be yes not blaming nobody I'm not no just to be
[1:37:37]
clear I'm just it's not where we this is
[1:37:40]
where we're at so we got we go to we got
[1:37:41]
to do whatever we got to do to get out
[1:37:42]
of it but um so and then but whatever we
[1:37:46]
do we got to look at for what's it going
[1:37:47]
to do for the next 20 30 50 years from
[1:37:49]
now that we're not the next group of
[1:37:52]
people sitting up here aren't up with
[1:37:53]
the same
[1:37:54]
nonsense right and I think there's other
[1:37:57]
things that we can look at that may not
[1:37:58]
be pertinent to the discussion tonight
[1:38:00]
but like you said like looking at our um
[1:38:03]
connection fees and be cognizant when
[1:38:07]
businesses and developers come into town
[1:38:09]
that we're
[1:38:11]
not making such a
[1:38:15]
wonderful deal to make it attractive for
[1:38:18]
them that's going to put the burden back
[1:38:19]
on our residents to pick up the slap
[1:38:21]
because residents or businesses that are
[1:38:23]
coming into town or buying into an
[1:38:26]
existing water system that right now is
[1:38:30]
only shared by not a lot of
[1:38:32]
people and
[1:38:34]
uh so I think I think we need to be
[1:38:37]
cognizant of the town of the Town moving
[1:38:40]
forward with that I like the idea of
[1:38:44]
ride out the 36% or until the end of
[1:38:47]
this year because we're already halfway
[1:38:49]
through the I mean by the time we make
[1:38:51]
it into by the time we get another
[1:38:52]
ordinance it be January February way to
[1:38:54]
get one past right to to to change it so
[1:38:57]
I think you
[1:38:59]
just the rate is set um the money there
[1:39:03]
is money as that's needed but take the
[1:39:04]
big burden we got the burden it's
[1:39:06]
already
[1:39:07]
here live with what we've done and
[1:39:10]
accept it but not do any more
[1:39:14]
substantial increases is
[1:39:17]
my but like I say at the same time start
[1:39:19]
looking for a depreciation funding
[1:39:21]
source how do we make that happen
[1:39:24]
okay um and what and what is
[1:39:25]
depreciation what are we what are we
[1:39:27]
funding with that okay make sure that's
[1:39:29]
established as well
[1:39:31]
that you know your operating money that
[1:39:33]
we get with this money that we're
[1:39:35]
talking about to me is operating so it's
[1:39:37]
like your day-to-day stuff fixing a leak
[1:39:40]
or repairing minor stuff or whatever but
[1:39:44]
new water lines new new new new pumps
[1:39:46]
and new new equipment even even new new
[1:39:50]
vehicles and trucks so that's that's depreciation all that all
[1:39:55]
that's got a depreciation funds
[1:39:59]
right to keep it to 36 to the end of the
[1:40:02]
year to the um can you say that louder
[1:40:05]
in the microphone I yeah I want to keep
[1:40:06]
it at
[1:40:08]
36% to the end of this year and then go
[1:40:11]
and revisit every year after that yeah I
[1:40:15]
think the idea that we make it you know
[1:40:17]
scheduled every year to do that is ideal
[1:40:21]
going forward um and the only other
[1:40:24]
question I had you mentioned that there
[1:40:25]
could be some grants or anything out
[1:40:27]
there with us continuing to run and
[1:40:29]
increasing the loss does that limit our
[1:40:32]
ability to get grants or have an impact
[1:40:34]
on
[1:40:35]
it so USDA looks at USDA looks at your rates to see if they're competitive
[1:40:41]
with or not competitive that one you're
[1:40:43]
self- sustaining but two that similar
[1:40:47]
systems have about the similar rate so
[1:40:49]
they're not subsidizing somebody a
[1:40:51]
municipality that's can't pay their own
[1:40:54]
bills we've shown great effort to raise
[1:40:58]
our rates and to
[1:40:59]
make leaps in the right direction I
[1:41:02]
don't foresee it being an issue with
[1:41:05]
USDA we talked to them quite a bit about
[1:41:08]
it um we're going to be testing the
[1:41:10]
waters with them here fairly soon on on
[1:41:12]
another project but I I don't think so I
[1:41:16]
don't think it's going to be a problem
[1:41:18]
as long as we're showing and this is
[1:41:19]
what they told me a good faith effort
[1:41:21]
that you are moving in the right
[1:41:23]
direction that you're just not sitting
[1:41:24]
there and doing
[1:41:25]
nothing but but also let me understand
[1:41:28]
correctly the deficits that we show here
[1:41:30]
the projected
[1:41:33]
deficits other than the grants that we
[1:41:35]
already have that takes no it doesn't
[1:41:38]
have anything that takes consideration
[1:41:40]
that grants will be grants not loans but
[1:41:42]
grants will be provided and the
[1:41:44]
likelihood of that is pretty good odds
[1:41:46]
that some or all them projects will get
[1:41:48]
some sort of funding right so um like
[1:41:51]
the depal street one because of arpa
[1:41:54]
that is all solely Grant funded and arpa
[1:41:56]
funded so that's when the Project's done
[1:41:58]
we don't have any loans to pay back and
[1:42:01]
arpa is now gone after this right arper
[1:42:03]
is ARA now gone after this completely
[1:42:06]
once we spend this whatever it was yes
[1:42:08]
there's no future Ora money not that
[1:42:10]
I've heard that's I wouldn't think so um
[1:42:15]
so so why the deficits that we see or
[1:42:18]
the or the projected
[1:42:21]
deficits is the worst case scenario
[1:42:24]
probably yeah um but so USDA and other folks won't see that
[1:42:32]
much of a deficit most likely um some
[1:42:35]
deficit maybe
[1:42:37]
right
[1:42:39]
but but also the likelihood of doing all
[1:42:43]
these projects in this time frame was
[1:42:44]
gonna be damn
[1:42:46]
hard right going take a while to get
[1:42:48]
them all lined up and scheduled and in
[1:42:50]
place to get it between now and fy3 you
[1:42:53]
know maybe between now and FY 33 34 35
[1:42:56]
probably be more well unfortunately you
[1:42:59]
look at the pump station start M and I
[1:43:01]
started that in 2018 and here we are
[1:43:04]
completion is not gonna be till 2025 now
[1:43:07]
the Paul Street that one move fairly
[1:43:09]
quickly but the other
[1:43:11]
ones they they don't then that's why we
[1:43:13]
keep planning for them because they do
[1:43:14]
take a long time to come you know to
[1:43:16]
actually happen yeah you know and th
[1:43:19]
those those timelines they estimates on
[1:43:22]
when things are going to be completed
[1:43:23]
when the money is going to be spent we
[1:43:24]
know it's going to be
[1:43:26]
spent which timing that's a little what
[1:43:29]
is a little
[1:43:31]
different and one thing it was mentioned
[1:43:33]
here before one thing just to remind
[1:43:35]
everybody if we do any annexations
[1:43:37]
There's an opportunity
[1:43:40]
too it's going to cost you to come to
[1:43:42]
down correct don't mean to put it
[1:43:44]
bluntly but it's going to cost you to
[1:43:46]
come to
[1:43:48]
town well and I think it should cost to
[1:43:51]
come to town because honestly
[1:43:52]
everything's
[1:43:53]
otherwise right so we can't we can't we
[1:43:55]
can't bring somebody the town into the
[1:43:58]
town and exacerbate the problem and and make this make the problem worse
[1:44:03]
without making them a part of the
[1:44:05]
solution not a bigger part of the
[1:44:07]
problem
[1:44:09]
correct
[1:44:11]
right um additional
[1:44:16]
comments do we want to give direction
[1:44:20]
because this was just discussion as far
[1:44:21]
as
[1:44:25]
what we might want to see I think we did
[1:44:27]
agree all of us 36% would stay I just
[1:44:30]
want to clarify it because we kind of
[1:44:32]
for this year throughout this year the
[1:44:34]
FY through FY 25 yeah and then after
[1:44:39]
that so do we want to bring
[1:44:44]
back we're going to need an amended
[1:44:46]
ordinance right but but but we're going
[1:44:49]
to need that between now and
[1:44:50]
about May so I so for Budget purposes we typically really start diving into
[1:44:56]
the
[1:44:57]
budget March
[1:44:59]
one um so my recommendation would be any decision you want to make on water
[1:45:05]
rates would need to be done no later
[1:45:07]
than the end of
[1:45:09]
March um so we have time to really work
[1:45:11]
the
[1:45:12]
numbers so we need to schedule second
[1:45:15]
meeting for March already so you could
[1:45:16]
do a second meeting in March or a second
[1:45:18]
meeting in in we're gonna want to do it
[1:45:19]
sooner that because we're going want to
[1:45:20]
see a draft we're going to see a draft
[1:45:23]
we say right we're short on time right
[1:45:26]
so I and I also would want to think let
[1:45:27]
me add something to it before I forget
[1:45:29]
it um if we're going to review the rates
[1:45:32]
I also think you know it's
[1:45:34]
not raise everything or raise nothing I
[1:45:37]
think we should you know allow to be
[1:45:39]
we're raising just the consumption rate
[1:45:42]
or just the meter rate or both and that be both in water and
[1:45:48]
sewer right you could look at your basic
[1:45:50]
rate your your um ready to serve rates
[1:45:55]
yeah or and you can also look at your
[1:45:57]
overage rates um right but but it's just
[1:46:01]
that I don't want to make it to where
[1:46:02]
it's one or the other All or Nothing
[1:46:05]
yeah all or nothing you know we have
[1:46:06]
flexibility we we we can adjust just the
[1:46:11]
so if you're gonna look at all that I
[1:46:12]
would I think you need to start in
[1:46:14]
February so maybe we can bring
[1:46:18]
um clar or um somebody inate I don't
[1:46:23]
know have a discussion so they can come
[1:46:24]
back with a draft ordinance or
[1:46:26]
something so we don't have to give
[1:46:28]
guidance as far as what we'd like to see
[1:46:31]
yet until February I mean like we kind
[1:46:33]
of hatched it out a rough draft but do
[1:46:36]
we have to give direction and say to
[1:46:37]
work on it in the meantime that's all
[1:46:39]
I'm asking but I mean that that's the overall you could even start
[1:46:43]
with your discussion in January you
[1:46:45]
could you could have it a discussion
[1:46:47]
give direction and then come back with
[1:46:50]
something to really work on meat and
[1:46:52]
potatoes and February um I think we
[1:46:56]
should just have water done by itself
[1:46:59]
not schedule other things with it get it
[1:47:01]
all done take care of kind like you do
[1:47:03]
for the budget yeah I mean because the second meeting
[1:47:08]
should go quickly if we already have a
[1:47:09]
rough draft but then I guess that's with
[1:47:12]
Clark there you would need a public
[1:47:13]
hearing then right before you actually
[1:47:15]
adopt it right but not for the draft not draft and discussion
[1:47:20]
no right right just just the
[1:47:23]
final
[1:47:25]
okay so then so then we want to just get
[1:47:28]
direction then it says to to schedule
[1:47:30]
for a mid-month workshop in January to
[1:47:34]
discuss water rates based off the
[1:47:37]
discussion we had tonight yes all
[1:47:48]
right Tuesdays we Tuesdays
[1:47:53]
what you Avid any day but Monday not the
[1:47:56]
third Monday third Monday this we
[1:48:00]
know all right Miss Willis did you have
[1:48:03]
enough Direction based on that okay all
[1:48:06]
right any further
[1:48:08]
comments questions no all
[1:48:13]
right
[1:48:15]
then we we don't need to vote on that
[1:48:18]
because we're just giving guidance and
[1:48:20]
consensus so correct no
[1:48:23]
we're good all
[1:48:28]
right I lost my
[1:48:33]
flow yeah but I took the there it
[1:48:37]
is your December meeting is gonna be on
[1:48:39]
Tuesday that correct correct yes I say I
[1:48:43]
don't think I'm gonna be it's possible I
[1:48:45]
make zoom in but reception where I'm
[1:48:47]
going is not very good trust me so we're
[1:48:50]
going to set the agenda for December you
[1:48:55]
actually are you still going to have
[1:48:56]
your November
[1:48:58]
18th workshop at
[1:49:00]
6:30 pm oh you weren't here
[1:49:07]
yes that was the mayor's
[1:49:12]
idea
[1:49:14]
Bud
[1:49:20]
um uh first item was discussion related to ordinance 2409 amending town
[1:49:25]
code to allow and establish requirements
[1:49:28]
for student
[1:49:29]
housing and then number two was
[1:49:31]
discussion related to ordinance
[1:49:33]
24-10 amending town code to establish a
[1:49:36]
rental registration
[1:49:39]
program right we just we had um we
[1:49:43]
wanted to Workshop
[1:49:45]
it and I believe your applicant and his
[1:49:48]
attorney will be here again as well as
[1:49:51]
Miss pal
[1:49:54]
it's just
[1:49:56]
discussion
[1:50:00]
right
[1:50:01]
okay and that is a
[1:50:04]
Monday that is a Monday it's not the
[1:50:06]
third Monday though right yeah that's
[1:50:07]
fine I don't have anything oh that's
[1:50:09]
right that's right you you were off that
[1:50:10]
day remember he made us jump through
[1:50:12]
hoops J yes and I was so scarred by not
[1:50:15]
the third Monday the meeting gets cancel
[1:50:17]
that helps me out too so yeah okay um
[1:50:21]
yeah so that works and then December
[1:50:24]
meeting do we have okay so then December
[1:50:27]
3D town meeting um administrative
[1:50:31]
business will be an update on the
[1:50:33]
leadline service inventory
[1:50:36]
project um I will have final numbers and
[1:50:40]
letters have to go out by November 15th
[1:50:43]
and we'll have some more updates by then
[1:50:45]
uh for consent agenda for consideration
[1:50:48]
reappoint Jack poot to Parks and
[1:50:50]
Recreation committee with term of
[1:50:53]
December 2nd 2024 to December 2nd
[1:51:00]
2026 and then I have five agenda items
[1:51:04]
number one would be review review and
[1:51:07]
approval of design bid for the West Main
[1:51:10]
Street and wesboro Pike waterline
[1:51:12]
replacement project for
[1:51:15]
consideration number two would be for
[1:51:17]
consideration approve or reject the
[1:51:21]
request from Mr Robert a Fritz Jr to
[1:51:24]
acquire a RightWay from the town's
[1:51:26]
property on Hampton Valley
[1:51:30]
Road number three for consideration
[1:51:33]
approval of resolution
[1:51:47]
2024-25
[1:51:50]
r nonprofit payment plan plan for water
[1:51:53]
and sewer connection
[1:51:56]
fees and then number five U for
[1:51:59]
consideration approval of bid for the
[1:52:02]
town of emmittsburg sewer line camera
[1:52:06]
project
[1:52:11]
okay um and I know we discussed a
[1:52:16]
workshop in
[1:52:17]
December for the FY 24 audit
[1:52:20]
presentation
[1:52:22]
and the discussion related to Water and
[1:52:24]
Sewer connection
[1:52:28]
fees and speaking with the Auditors they
[1:52:30]
would pref they are available on the 9th
[1:52:34]
oh gosh that's week December between
[1:52:38]
tree lighting a regular town meeting
[1:52:41]
Monday oh my
[1:52:45]
goodness that is completely up to you
[1:52:48]
guys H it sounded like a good idea at
[1:52:51]
the time but
[1:52:53]
December's busy do we have to have this
[1:52:56]
workshop for the Auditors I can push
[1:52:59]
them till January it's typically when
[1:53:02]
they come in January they typically they
[1:53:04]
come in
[1:53:05]
January commissioner Hoover I know you
[1:53:07]
were out we were talking about that
[1:53:09]
second meeting in December and it you
[1:53:12]
said it was for presentation for the
[1:53:14]
Auditors and then we were going to
[1:53:16]
potentially look at Water and Sewer
[1:53:18]
connection fees connection fees I'm
[1:53:20]
thinking
[1:53:23]
it sounded good at the time and now it
[1:53:25]
doesn't sound so good because they can
[1:53:27]
only meet on December 9th which would
[1:53:28]
put like tree lighting regular town
[1:53:31]
meeting and the workshop like in the
[1:53:33]
span of seven
[1:53:34]
[Music]
[1:53:36]
days and it's a holiday month I would
[1:53:39]
like to
[1:53:42]
postpone
[1:53:47]
thoughts we're going to meet at 4:30 now
[1:53:50]
amm
[1:53:53]
January's fine with me for the thank you
[1:53:56]
commissioner
[1:53:57]
higen yeah I'd go to
[1:53:59]
January commissioner
[1:54:06]
Hoover you want to push through December
[1:54:08]
into December 9th I want to hear it from
[1:54:10]
your lips is that what you
[1:54:11]
want works for me I'm not gonna be here
[1:54:13]
December 3D my God here we go let's
[1:54:16]
postpone until January please works for
[1:54:18]
me all
[1:54:20]
right all right thank you um do we have
[1:54:25]
to vote on to accept the agenda I think
[1:54:28]
we already did once but do we vote again
[1:54:30]
to accept the agenda for December 3r oh
[1:54:33]
you haven't done December 3rd yet wait
[1:54:35]
what did we just do or did you I don't
[1:54:38]
think you approved the agenda did you
[1:54:40]
December 3D no we didn't all okay no we
[1:54:42]
did you did the workshop on the 18th
[1:54:44]
though right yeah right so is there a
[1:54:46]
motion to approve the agenda for
[1:54:48]
December
[1:54:49]
3D uh thank you is there a second second
[1:54:53]
any further discussion all in favor
[1:54:55]
please say I I I motion carries uh four
[1:55:00]
to one
[1:55:02]
absent and with that we come to a close
[1:55:07]
is there a motion to adjourn the
[1:55:10]
meeting I moved thank you is there a
[1:55:13]
second seconded thank you further
[1:55:15]
discussion I can't imagine all right all
[1:55:18]
in favor please say I motion car carries um 4 to one absent
[1:55:26]
and the meeting is adjourned at
[1:55:31]
8:57
[1:55:33]
p.m. thank you everyone
