Welcome to the Tuesday, September 1st,
regular city council meeting. Calling
[0:06]
this meeting to order. Would you please
join me for pledge of allegiance?
[0:14]
» I pledge algiance to the flag of the
United States of America and to the
[0:19]
republic for which it stands, one nation
under God, indivisible, with liberty and
[0:26]
justice for all.
[0:33]
Roll call, please. Misty
>> Clemens
[0:35]
» here.
>> Morris
[0:36]
» here.
>> O'Brien
[0:37]
» here.
>> Weird
[0:38]
» here.
>> Here.
[0:41]
» Okay. Item four is approval of the
September 1st, 2026 agenda. Take a
[0:46]
motion to approve, please.
>> So move.
[0:49]
» Second.
>> All in favor?
[0:51]
» I
>> opposed.
[0:54]
Next item is public comment. Anyone from
the public
[1:00]
in our chambers tonight that'd like to
come and speak to the council myself?
[1:04]
Come up to the podium.
[1:09]
» And there is a threeminute limit on
that.
[1:14]
» Hi, my name is Nick Horseman. I own uh
3759
[1:18]
uh Lafayette Road, the storage facility
down there. Um, [clears throat] I
[1:22]
understand that uh at one point it was a
C2 zoning. It got reszoned to a C3. Um,
[1:30]
I'm not asking for um self storage to be
allowed to be built in this area. I know
[1:38]
that that's probably not anything
anybody wants. But what I am kind of
[1:44]
[clears throat] asking for is if we
could consider um a narrow
[1:50]
um let me see how I had it worded here.
Um a narrow amendment to C3 concerning
[1:58]
existing legal businesses that have been
become uh non-conforming because of a
[2:03]
change in zoning.
Um, right now I have some vacant land on
[2:10]
that property.
Um, and it's kind of given like a
[2:15]
junkyard look, which none of us want
because it's like outdoor parking. Um,
[2:21]
and I'm trying to bring climate
controlled storage to Evansdale. I have
[2:25]
a lot of people and businesses that are
asking for that so they can like store
[2:30]
their inventory and record retention
stuff like that. So that's what I was
[2:35]
gonna ask for.
[2:41]
» Is this the right venue?
[clears throat]
[2:44]
» Um we had been talking to Mr. Horseman
um regarding it actually went to
[2:49]
planning and zoning um the end of March.
Um if they would if that was the first
[2:56]
step and then it did actually come to
council as well.
[2:58]
» [snorts]
>> um if they'd be willing to allow for
[3:02]
additional build. And this wasn't for
you.
[3:05]
» This was for someone else looking at the
property.
[3:07]
» Wasn't that for the semi-trailers that
they wanted to put in there or
[3:10]
something?
>> It wasn't semi-trailers. No, they just
[3:13]
No, they just wanted to know if they
could there's, you know, a piece of land
[3:18]
to the side and back of that property.
and um planning and zoning uh recommend
[3:26]
to council that we didn't allow
additional storage facilities and then
[3:32]
council
um actually approved the same
[3:36]
» that we weren't going to allow
additional storage facilities in C3.
[3:43]
» I know my three minutes is almost up.
Can I just say that in the notes it said
[3:47]
that uh they didn't have a whole bunch
of information on that and their
[3:50]
concerns were that it was going to be an
eyesore to the community and it would uh
[3:56]
bring a lot of traffic to the area. With
my gate controller, I have um
[4:01]
[clears throat] access to see who's
going in and out. It's about five and a
[4:04]
half cars a day and where I would be
building is not visible at any part of
[4:10]
the street. So, for what it's worth, I
just thought I'd add that, too. So,
[4:14]
I'm just asking basically to consider
whether we could make an amendment so
[4:19]
that people who have it can you know
make improvements or expansions on their
[4:25]
land. Thank you.
>> Thank you.
[4:27]
» Thanks.
>> Thank you Mr. Horseman.
[4:40]
» Hello. Good evening, council. Keith
Kaspari, district representative for the
[4:43]
office of uh Waterlue, office of
Congresswoman Ashley Henson and uh uh
[4:51]
back after two weeks and uh you know,
from what I see here in the maps and and
[4:57]
the development going on, you've got a
very fine city here and to compliment
[5:03]
you all on that. And I will share with
you all the one common denominator that
[5:08]
I hear for the cities I visit and the
nine counties of our larger 22count
[5:13]
district that I visit
is they're all saying that there's a
[5:20]
significant shortage of affordable
housing. So, if you have any affordable
[5:25]
or I'll say housing developments in your
community, keep it rolling because the
[5:31]
people would probably nothing more than
to like coming to Evansdale to live in
[5:36]
this community and others um to find
that affordable house that they can't
[5:42]
find elsewhere. So, well done on what
you're doing and I'd say just keep it
[5:46]
going. So, have a good evening.
>> Thank you, Keith.
[5:52]
Anyone
[6:00]
else would like to address the council
and myself?
[6:07]
Okay, we'll be moving on to item six,
approval of the consent agenda. Take a
[6:12]
motion to approve, please.
>> Motion to approve.
[6:15]
» Second. [snorts]
>> All in favor?
[6:18]
» I
>> opposed.
[6:21]
Uh number seven, approval of the
resolution calendar, please.
[6:26]
» Motion to approve. Second.
>> There'll be a roll call. Miss Dean
[6:31]
» Clemens,
>> yes.
[6:33]
» Morris,
>> yes.
[6:34]
» O'Brien,
>> yes.
[6:35]
» We smoke,
>> yes.
[6:39]
» Okay. All resolutions are approved.
Number eight, public hearing, budget
[6:44]
amendment. Um I do want to just
reiterate
[6:49]
um the items that were on our um expense
and revenue sheet and what it could be
[6:57]
confusing because like what part of that
the budget amendment is very simple and
[7:03]
it just goes it glumps it into one
general you know category. So, um,
[7:11]
85,000 was our tiff economic
development, our low to moderate income
[7:16]
program. Um, we didn't have everything
ready to go and and weren't sure that it
[7:23]
was even going to move forward. Um, but
then it did. Um, and that is under
[7:29]
85,000 or community economic development
on the expense side. 75,000 is for
[7:36]
engineering for the HVAC system CRC. Um
that went under general government. Um
[7:43]
we have found out since then it is going
to be less. It can be less. You don't
[7:48]
have to use these funds. Um this is just
a projection just like a budget is. Uh
[7:54]
2329 other capital outlay for the wheel
loader under general government. 102,000
[8:02]
other capital outlay um under the skids
for the skid stair under general
[8:07]
government. Um 230 was under sewer
capital outlay. There's something we're
[8:13]
considering. Again, we haven't made any
decisions on that. Um but we'd have to
[8:18]
budget for it if we were. Um that's
business type enterprise uh funds. 8,500
[8:26]
for a bike sign that was under general
government. Um, that is something that's
[8:31]
been in consideration. Again, we don't
have to spend the funds. It is a budget.
[8:37]
300,000 for the Angel's Park project.
Um, and that's offset by the grant you
[8:42]
can see below in the revenue of 150,000.
Um, that was culture and wreck expense.
[8:48]
Um, it was in last year's budget and it
the project didn't start until late
[8:53]
June, early July. So, we're transferred
into this year. Uh there's transferred
[8:59]
out street for $66,60.
Um that's under transfer out under
[9:05]
expense. Um our resolution read the
first payment from uh street against the
[9:11]
equipment was going to be $66,60.
[9:16]
Um and that we had to account for that
before we can spend it. Uh capital
[9:21]
projects Lafayette Lafayette road
retainage. Um and that's under capital
[9:25]
projects 35,000
10,000 um what we have left in
[9:31]
engineering
and then on the revenue side transfer in
[9:36]
uh would be the streets department for
the equipment and that was under
[9:42]
transfer in under the revenue side and
then the 85,350
[9:48]
is going to be um DOT what they need to
reimburse us yet um the DOT Um it is
[9:54]
still in closing believe it or not we're
getting closer um for Lafayette Road
[10:00]
reconstruction project and that was
under intergovernmental
[10:05]
under revenue.
So it is 610 opening the public hearing
[10:14]
» and may just for the record publication
is on file and no comments have been
[10:18]
received.
>> Thank you.
[10:22]
» Go ahead.
Thanks for let me find out a few things.
[10:27]
Um,
>> yep.
[10:28]
» Is the 230,000 on line 25? Is that for
the televising trailer?
[10:34]
» Um, it is.
>> Okay.
[10:36]
» That is correct.
>> All right. So, you're just putting that
[10:38]
in the budget just in case.
>> That is correct.
[10:41]
» And then what happens to that money if
you don't wind up using it?
[10:44]
» It stays there
>> for what?
[10:47]
» Just in reserves.
>> Okay. Don't we have enough reserves
[10:50]
already? Are we making high on that.
>> If you don't spend it, it just doesn't
[10:56]
count as as expense. It's not going to
make our reserves go up. You know that,
[11:00]
right?
>> I do, but what are the other reserves?
[11:03]
Why would you budget for something just
to have it in reserves? So, I'm a little
[11:06]
opposed to that obviously, but
>> it's not budgeted to be in reserves
[11:10]
anyway. Carry on.
>> Well, the other amendments seem
[11:12]
justified. However, I did see some
discrepancies that seemed like they
[11:16]
jumped out to me when I was looking
through the budgets. So, I was trying to
[11:19]
get a handle on different details about
the budget.
[11:22]
So, I pulled up the budget from April on
resolution 7046 and I thought maybe I
[11:28]
could find some answers there and I
thought I'd go to the Department of
[11:32]
Management website and pull up the
budget there hoping to find some more
[11:35]
details. Well, I noticed the bottom line
didn't match by $600,000.
[11:43]
» The $600,000 would be
um for capital outlay. It really wasn't.
[11:50]
It was used from the capital projects
fund. Um we had made an agreement with
[11:55]
Evansdale Waterworks for for some
repairs they had to make.
[11:59]
» Okay. But what they adopted was a
different bottom line. So if you look up
[12:04]
resolution 7046, we adopted an ending
fund balance of 6,41600.
[12:11]
But if you go to what was submitted on
June 10th, that ending balance is
[12:15]
5,8191.
So, I'm not sure why the
[12:19]
» Oh, June 10th would have been a item.
Not sure about June 10th.
[12:24]
» Well, that's the date on the DOM website
that shows it was last updated. The
[12:27]
budget was last updated June 10th. Okay.
>> But all of a sudden, there's $600,000 on
[12:32]
line 25, which is TIFF Capital Projects.
>> Okay.
[12:36]
» So, I'm sure it may be something to do
with your waterworks loan, but
[12:40]
» I don't know how did that get slid in
after it was adopted. you know, how did
[12:45]
that line 25 magically get $600,000 in
it? So, I guess that's my concern is
[12:50]
that's already built into this amended
budget that you're reviewing. So,
[12:54]
tonight I feel like you're not only
reviewing the amendments, but you have
[12:57]
this false budget that is different in
two different systems. So, I guess I'm
[13:01]
not sure what you're really voting on.
>> I'll have to have some time to look that
[13:05]
up. I can definitely give you a call.
>> Don't know if anybody looked into that
[13:08]
or not, but yeah, there's a difference
of 600,000. So,
[13:13]
» okay. It wasn't in it wasn't what was
voted on in the resolution.
[13:17]
» So, I don't know how was there a public
hearing to change it
[13:21]
or something. I could not find anything
to the sort, but that was just my
[13:25]
concern was you're kind of voting on a
false number.
[13:29]
» Well, thank you.
[13:40]
» Anyone else?
Council,
[13:50]
any questions
>> other than I did with you too? Just this
[13:55]
second or third set of eyes on it, find
it
[13:57]
» because I I know the 600,000 you're
talking about. Yeah, we had to go
[14:00]
through it because I questioned it when
we went what we were doing for the
[14:03]
waterworks. But
>> Yep.
[14:04]
» But yeah, it's worth in just to make
sure we're transparent. We know where it
[14:07]
went, what it was.
>> Absolutely. So, does that mean we have
[14:09]
to wait to approve
the budget or
[14:12]
» I mean that's not included in the in
this budget amendment.
[14:17]
» So,
to answer your question, Jeff, it's up
[14:22]
to us. If we pass it, we pass it. If we
don't, we don't.
[14:31]
Imagine
[14:39]
if there
can
[14:45]
» but what she was saying it wasn't it
it's not with this it's not in here in
[14:50]
this budget amendment
>> between what we voted on and what was
[14:53]
filed
>> it's not in this budget amendment
[14:55]
» that's what you're saying
>> it's not in the amendment line but it's
[14:58]
in the original your original budget was
off by $600
[15:01]
Okay.
>> Compared to what you have in the
[15:05]
resolution.
>> Okay.
[15:10]
» What we sign is what goes actually to
the state. So
[15:17]
» come
[15:23]
» there's discrepancies like that
[15:30]
» and that's where I I think we're more
than happy to look into it. It ain't 20
[15:34]
bucks for sure.
But um what I can say is any of the ones
[15:39]
that have gone through the budget, the
state has to obviously accept it as
[15:43]
well. So there is a little bit there and
then the city while not required still
[15:47]
does annual audits. So it is double
checked every single year by third party
[15:52]
» and we are required.
>> It is required.
[15:54]
» Absolutely.
>> Okay. I know we hadn't and then it was
[15:56]
we were doing the full thing regardless.
>> Yeah. No, if if you're over 250 in
[16:00]
population, you have to have a
>> good but either way I'd still vote for
[16:03]
it. So
>> you're adopting this budget if you're
[16:06]
adopting those errors also.
>> This is just a budget amendment. The
[16:10]
other budget has already been adopted.
>> This would just be to the dollar items
[16:14]
spoken.
>> Yep.
[16:17]
» This is something that I catch up.
>> A good catch.
[16:22]
» Yeah.
[16:36]
Motion to approve resolution 70.
>> We're not there yet. [laughter] We're
[16:40]
still in the public hearing anyone
else for during the public hearing.
[16:46]
Um closing the public hearing at 6:16.
Next item. Daddy.
[16:52]
» Uh resolution 7088 approving budget
amendment. Motion to approve resolution
[16:57]
7088
approving budget amendment.
[17:02]
» I'll second it.
>> And there'll be a roll call. Misty
[17:06]
» Clemens.
>> Yes. Morris,
[17:08]
» yes.
>> O'Brien,
[17:09]
» yes.
>> Weer,
[17:10]
» yes. SMA,
>> yes.
[17:13]
» Excellent. So approved. Number 10.
Request from public works director to
[17:18]
replace engine for Hustler Hustler
zeroturn without door and more in the
[17:23]
amount of 345193.
Chris is here if you have any questions
[17:29]
for him.
>> What happened to the motor?
[17:33]
Just
>> how many hours were on it?
[17:37]
[clears throat]
>> It's 2009.
[17:39]
» Oh, okay.
>> And this is this was last year, right?
[17:43]
» Two years ago.
>> Two years ago. We just
[17:46]
didn't do anything with it. But
[17:53]
» yeah,
>> he just wants to have a backup mower. So
[17:57]
he he retained the the zero turn so he
could have a backup mower in the future.
[18:07]
» And that's all it needs is a motor to
get going. [clears throat]
[18:11]
» That's all it needs is a motor.
>> Absolutely.
[18:22]
I move the approval of the request in
the amount of 3,45193.
[18:27]
» I'll second.
>> All in favor?
[18:30]
» I
>> opposed.
[18:33]
So moved. Number 11, request to display
Evansdale day sponsor on digital sign
[18:39]
two weeks prior to event. Um, and just
in case anybody has been following um,
[18:46]
our Evansdale Community Days page, it's
been there for several years. I would
[18:51]
say probably 10. Um, it recently got
closed down, shut down by AI.
[18:59]
Um,
for um, honoring our sponsors.
[19:05]
So, um, we are on a new page just called
Evansdale.
[19:10]
Um, and we still will put the sponsors
on there. We just don't know if our
[19:15]
sponsors are going to get the real
estate that they were anticipating, you
[19:20]
know, as far as acknowledging what
they've done um for our community,
[19:25]
allowing us to have this event.
[19:32]
» I move approval of the request to
display the Evansdale day sponsors on
[19:36]
our digital sign.
>> Second.
[19:40]
And all in favor
>> I
[19:42]
» opposed.
Number 12 is request to sell Dur patch
[19:47]
machine. And this is a conversation. Um
if you'd like Chris to talk about just
[19:54]
some of the things that um
we didn't know about the machine when we
[20:00]
purchased it. Um, he's available due to
salt.
[20:05]
» I guess the question I has is I went
back to the meeting where you requested
[20:11]
the machine and laid it out and then we
haven't used it.
[20:16]
» Yeah.
>> Just kind of curious why we haven't even
[20:19]
used it.
>> If anybody is familiar with the chip
[20:23]
ceiling that we did in the Heights, that
was an absolute nightmare.
[20:28]
» And that was a fiveyear
you know, repair without doing a a mill
[20:36]
and overlay
to try to save us money. We did a a chip
[20:41]
seal up there. And if you'd have been
the three girls that were in the office,
[20:46]
it was an absolute nightmare. Probably
50 calls a day on the complaints of the
[20:51]
chip rock. Okay. So yeah, I did support
this, but after I got down and looked
[20:59]
into the nuts and bolts of it, we are
like a fraction of Cedar Falls and for
[21:04]
the amount of money that it's going to
cost us and for us to go up there and
[21:09]
get uh a thousand gallons of of this
slurry, we have to use it all in that
[21:16]
one day. So potential overtime. You say,
I gota go to Toledo and get it.
[21:20]
» Yeah. And then uh there's three guys
right there. Plus uh after 24 hours I
[21:26]
got to go sweep it up. There's there's
two guys right there. So basically in
[21:31]
that 10% we got to do our entire town.
So I got to have a place to go with all
[21:35]
of that.
>> But this couldn't have been a surprise.
[21:38]
» That was a surprise to me.
>> So you didn't res before we bought it.
[21:43]
» Hundreds and hundreds of thousands of
dollars I've saved this city.
[21:46]
» Yep. I made a mistake. But I mean,
>> did I call Toledo and ask them if Yeah.
[21:52]
if I need to use this 100,000 gallons in
this day? No, I didn't do that.
[21:57]
» Well, when they asked about cleaning it,
they told you that at the end of the
[22:01]
season, you bring it up there and they
run the cleaner and all that through it,
[22:06]
» right?
>> So, I mean, I would assume that you
[22:07]
talked to them and
>> No, that's
[22:11]
Cedar Falls told me I had to winterize
it at the end of the season.
[22:15]
» Yeah. And a lot of the information we
were given by the Cedar Falls, we
[22:19]
actually went to the city of Cedar Falls
and discussed it with them and you know
[22:26]
went through different things with it.
This was just something that we learned
[22:29]
afterwards because that guy said it.
>> So then why
[22:34]
» the owner [snorts] of where the
>> So why are we sitting on it for this
[22:38]
long before we decide to sell it? I mean
>> now you're I had to fit my truck. Okay,
[22:45]
that took some time. Yeah, I didn't have
my my truck fit before we bought it
[22:49]
because why would I do that obviously?
>> So, once we fit it,
[22:52]
» well, then uh the tailgate got wrecked.
So, then I had to have that fixed. So,
[22:57]
then once we were set up to do it, uh I
got a ton of backlash that we're not
[23:02]
going to do it.
>> Well, like up in the Heights, they never
[23:05]
came and cleaned up. They put the chip
seal down and then they never came and
[23:10]
swept it up after it sat for so long and
then the rain and then it just poured
[23:13]
into people's yards and it was on their
end that
[23:19]
the reason it went so bad,
>> right?
[23:21]
» And I mean it's nothing to do with you
guys.
[23:23]
» But who's calling them? Nobody was
calling them. Who was who's calling the
[23:26]
city?
>> You always call the person that's
[23:29]
» city. Yeah,
>> it rolls downhill. And I hate to say it,
[23:33]
but you guys are at the bottom for right
>> for everything. But it's just like this
[23:37]
machine, you know, we sat on it this
long. How much is it worth now versus
[23:42]
because there was, in your words, there
was two other cities fighting for this
[23:47]
machine and we had to act fast.
>> And you know, we got it and we made the
[23:52]
plate, fixed the tailgate, all that
stuff. And have we even used it?
[23:56]
» No, we haven't.
>> And what are we spending on cold patch?
[23:59]
Because it's
I mean, they're they're doing a good job
[24:04]
cold patching. It's just
>> this is supposed to last two years
[24:07]
versus,
>> you know, the cold patches sometimes
[24:11]
don't even last a couple weeks,
>> but I have to use a thousand gallons.
[24:15]
So, I have to have this whole town be in
shemls.
[24:19]
» But they can't break it into totes.
>> No, it's thousand gallons. That's what
[24:24]
they fill me up with. And I have to I
have to utilize all of that in one day.
[24:31]
So Waterloo and Cedar Falls use a
thousand gallons of it a day when they
[24:34]
use their machines.
>> Absolutely.
[24:38]
» We're we're a fraction of what they are.
>> Oh yeah.
[24:41]
» A lot more room.
>> But wouldn't Cedar Falls have told us
[24:44]
prior?
>> They didn't tell us
[24:47]
» that it wasn't brought up.
>> No. [snorts]
[24:50]
» Well, I mean, you would think that would
be something that would be, well, if
[24:53]
you're not going to use it for X amount,
then it's a waste.
[24:56]
» Is Is there still a market for the
machine? Yeah.
[24:59]
» Can we get out of it what we got in it?
>> I don't know that.
[25:03]
» Okay.
>> We're going to advertise it on a Well,
[25:05]
if you guys agree to it, we're going to
advertise it on a few sites and see what
[25:10]
we can get.
>> I mean, there's no point in keeping it
[25:12]
if we're not going to use it.
>> I mean, that's just collecting dust. And
[25:18]
the longer you sit, and I don't know
what the resale value of equipment like
[25:23]
that is, but I'm assuming it depreciates
as it goes.
[25:29]
But I was just curious why we haven't
used it since we got it because I went
[25:32]
through and like I said, I watched the
presentation on YouTube
[25:36]
of you explaining why we needed it and
how much it was going to save the city,
[25:42]
» right?
>> And then we don't use it,
[25:44]
» right?
[25:48]
» I think I mean I step in here too, Jeff.
I mean I'll take it. I I was on council.
[25:53]
I listened to it. I voted for it. So
I'll I'll take my licks on this as well.
[25:57]
Um, I think overall in in talking with
the mayor recently after it had been
[26:00]
brought up again after the camera
trailer kind of came up and the similar
[26:04]
things of what is urgent and what is
not. Um, just to be completely honest in
[26:10]
what it was, it was something that we
thought I thought was a good deal. It
[26:16]
was something that we could utilize. I
know myself I had no anticipation for
[26:20]
the mess it was up on Sixth Street. And
I 100% I'm like,
[26:24]
» "What is that? And why is it there?" and
don't do that again. So, I'm glad,
[26:28]
» you know, but we didn't go after the
company that
[26:31]
» did the job, which
>> we should have because they were
[26:33]
supposed to come back out after because
I even brought it up to you that the
[26:37]
[clears throat] people were calling me
saying, you know, it's going in our
[26:40]
grass and our yards and all this. Well,
they're supposed to go up there and re
[26:44]
sweep after 3 days after it gets
>> I know, but they know.
[26:49]
» Yep.
>> You know, and like I said, I I
[26:52]
understand. I just I heard the spiel to
buy it.
[26:55]
» Mhm.
>> And that's why I don't understand why we
[26:58]
need the best of the best if we're not
going to utilize it.
[27:02]
» I mean, you had to know this before two
years.
[27:07]
» I mean, it's not like yesterday you
walked out there and said, "Oh, let's
[27:10]
use a Dura Patch." I mean, after we got
it, shortly thereafter, after you got
[27:14]
everything set up, we have to know
that it was going to be beyond what we
[27:19]
need. They told me that I had to use
that that thousand gallons in one day.
[27:24]
» Yeah, but I mean when I called them
>> You didn't just find that out, did you?
[27:27]
» I just found that out when I called them
up to go get
[27:30]
» that was this year. Last year they were
busy with different projects throughout
[27:33]
the city. They didn't have the
capability to do it last year because,
[27:37]
you know, they have to pull off staff
for that amount of time to do it.
[27:42]
» Well, yeah. That's so
>> I mean that not taking nothing against
[27:46]
the street department, but I mean that's
their their job. No, it is their job.
[27:50]
But they had a lot going on last night.
>> I mean, you schedule your week, day,
[27:54]
month. I'm sure,
>> you know, I know like right now I I know
[27:59]
kind of who does what so far, but I'm
not saying maybe we're underst staffed.
[28:06]
I mean, because cold patching's good. It
does the job, but the first time they
[28:10]
run the plows through there, the cold
patches are gone and the potholes are
[28:13]
back. This was supposed to be more of an
epoxy type setup that it could last up
[28:20]
to two years. I mean, plowing's hard on
the roads as it is.
[28:25]
» Yeah.
>> And it's hard on them guys sitting in
[28:27]
the trucks. I mean, anytime a road
lifts, I mean, they're hitting that
[28:31]
stuff. I mean, this it sounded like it
was a far better machine. Do they make a
[28:36]
smaller version or something that's more
capable of what our guys can do?
[28:42]
that I don't know.
>> I mean, because I know Waterloo, I see
[28:45]
him out there with just the two guys.
One guy in the truck, one guy on the
[28:48]
Dura Patch. I mean,
>> that's what we would do. Then we'd have
[28:52]
two guys to clean it and or sweep it and
then one in the dump truck.
[28:57]
» Yeah. I mean, like I said, I
I would think you put the cart before
[29:02]
the horses by buying the equipment
by not getting all the details. I mean,
[29:10]
and like I said, maybe I'm just
rambling, but you would think you would
[29:13]
know what you're jumping into before you
>> I didn't
[29:16]
» buy the equipment.
>> If I remember correctly, um, Cedar Falls
[29:21]
approached us about that.
>> They were getting a new piece of
[29:25]
equipment. They were going to sell. In
fact, one of the homeowners in in my
[29:29]
board mentioned it to me at the time
even.
[29:32]
» So, it was it's not like we went out
looking for this. No, no.
[29:37]
City is jumping at it. So, we had to act
quick.
[29:41]
» Nice bright shiny object and it seems
like a good idea.
[29:45]
We got buyer remorse and we may be able
to collect our money back.
[29:50]
» And I think that's what's fair, Jeff, is
is exactly it is
[29:53]
» why you know we had it. We used it the
once
[29:56]
» we never used it.
>> So, no, the one up on was that not our
[29:59]
machine on six?
>> No, it was chip sealed.
[30:02]
» Just theirs. Okay.
>> Got it. Okay. Just the same
[30:05]
» the point he was making, you know,
>> it would do the same.
[30:07]
» It caused a lot of upheaval.
>> Yeah. Anytime you see it out on the
[30:11]
highways, you see, you know,
motorcyclists and everybody cussing on
[30:15]
Facebook and
>> Oh, yeah.
[30:16]
» It's It's
>> But it's a longer lasting fix than
[30:20]
trying to fix the actual road.
>> I mean I mean I'm all for selling it. If
[30:26]
we're not going to use it, there's no
sense in it taking up shop space.
[30:30]
» And I think that's what it came back to,
Jeff, was just I don't think the
[30:33]
interest was there to use it. I don't
think it was necessarily the piece of
[30:37]
equipment that we had. And then yeah, I
I to be 100% fair, it was something that
[30:43]
we moved quick on. We thought it was
something that we could use and
[30:49]
» Well, and this instance, we were wrong.
>> And no offense, the council don't know.
[30:53]
» I mean,
>> but it's on us, too. Yeah. I'm going to
[30:56]
take my my
>> But I mean,
[30:59]
» maybe we research stuff before we jump
in and buy stuff.
[31:02]
» Yep. because it isn't our money, it's
>> everyone's money.
[31:07]
» And just to prove to that point a little
bit, not to get too far off topic, I
[31:11]
think that's exactly what happened what
we did two weeks ago with that camera
[31:15]
trailer sitting out there.
>> Hey, this is great. This is that. Wait,
[31:17]
it's $250,000. Hang on, time out.
>> And it's still good to look at, but I
[31:22]
think we slowed the process down.
>> And this one just it was
[31:27]
» hot sale. You know, everything must go.
It ends by the end of the day. we need
[31:31]
an answer now. And I think we all kind
of, at least I did, played into and we
[31:35]
thought it was something and this time
it burned us. Just I mean to be 100%
[31:40]
honest. It was just something we thought
we could use and it didn't. And and
[31:43]
that's I don't want Chris I don't want
to put anybody I had my share in it as
[31:48]
well. And same questions, you know,
talking with the mayor and Chris over
[31:52]
it. I I was one up on Sixth Street when
I came through. My my folks live up that
[31:58]
direction and it was terrible. I'm like,
"This sucks. Whatever this stuff is,
[32:02]
don't."
>> And I think we need to go after vendors,
[32:05]
not
>> But you know how the phone calls work.
[32:08]
You never get a phone call because
people are happy. Your phone only rings
[32:12]
because they're not happy about
something.
[32:14]
» That's correct.
>> Now, on the vendors, I will say I have
[32:18]
tried everything I can even with legal.
It obviously doesn't happen in this
[32:21]
premise, but I will say I have
absolutely had those calls to do
[32:25]
whatever we could as far as we I'm with
you on that. So,
[32:29]
» I I I have tried. We have tried.
>> But no, I move forward to request and
[32:35]
say we sell it.
>> I'll second.
[32:39]
» All in favor?
>> I opposed.
[32:45]
» Thanks, Chris.
>> Thanks, Chris.
[32:49]
» 13. Uh, mayor council reports. Um, just
to reiterate, uh, Evansdale days is
[32:54]
coming up. It'll be here before you know
it. Um, September 19th. doing a lot of
[32:59]
things for the kids. Um we're having a
marketplace this year. We're gonna have
[33:03]
over 40 vendors there. Um that's going
to be set on set up on West Gilbert. Um
[33:08]
that should be a great turnout. Really
excited about that. A lot of things for
[33:13]
the children, a lot of things for the
adults. Um neighbors rocking the block
[33:18]
and we're going to have a great band
called Stack House. They're coming out
[33:22]
to uh visit us. They were um actually
inducted.
[33:27]
I think that's the word.
>> Inducted.
[33:29]
» Inducted
>> into the Rock and Roll Hall of Fame. So
[33:33]
really, really looking forward to that
council.
[33:41]
» Okay. Take a motion for adjournment.
>> Motion to adjurnn.
[33:44]
» Second.
>> All in favor?
[33:46]
» I opposed.
>> Second. Third.
[33:48]
» Got four.
>> Missed it by three minutes.
[33:52]
» Missed what?
>> 6:30.
[33:54]
» Oh,
>> I had it down. Wife always asked, "How
[33:55]
long you think they're going to be?"
like catch.
