[6:24] I'm the chair of the committee.
[6:26] Dan short trans select board rep to.
[6:28] Facilities advisory committee, Rob Coron member.
[6:31] Melissa Roy assistant town manager.
[6:34] Carol I'm SI.
[6:36] And you'll have to be a voting
[6:38] alternate to their voting voting.
[6:40] I don't think we have anything to vote actually, but we'll see.
[6:44] So we, we do not have.
[6:46] Minutes from June.
[6:47] What'd you spend we're discussing that.
[6:49] So we'll.
[6:50] Regroup on that.
[6:54] So we'll jump in.
[6:55] So updates on the police, fire substation.
[6:57] There's a nice article, I think a couple weeks ago.
[6:59] Yeah, on that.
[7:00] So it's very.
[7:00] Exciting.
[7:01] I got to walk through yesterday, our construction team or our sort of building
[7:06] team.
[7:07] Walks through the site every Tuesday.
[7:09] And then we have multiple meetings, you know, in between there.
[7:12] But
[7:14] we are potentially looking at substantial completion by the end of the year,
[7:19] maybe January.
[7:21] Not we're sort of trending in that direction.
[7:23] Some of the things that are holding.
[7:26] That up
[7:27] are,
[7:28] are siding system is a specialized siding system.
[7:31] That's gonna go on top of the CMU block.
[7:34] So there's a little delay in that.
[7:36] And then.
[7:38] We're expecting our generator on site.
[7:40] I think it's November 1st.
[7:43] But, I mean the second floor.
[7:46] Has, and it's not all completed, but it has drywall there's sections that have
[7:50] carpet.
[7:51] There's windows that are in.
[7:53] They're putting it stuff in.
[7:55] I mean, we're.
[7:57] In a pretty good spot.
[7:58] I believe the elevator is starting the.
[8:02] First week in October, I believe cuz we talked about getting furniture in.
[8:07] The end of October, beginning of November, maybe depending on where we stand there
[8:12] We've got a commissioning.
[8:14] Agent gunning going there.
[8:17] They
[8:19] the project.
[8:20] I think you guys remember, I had told you that we scaled the project
[8:24] down so that we could beat the budget
[8:26] and.
[8:27] That the solar canopy in the back was going to be added, not added
[8:31] but we'll see if we could, you know, afford it, making sure we had
[8:34] enough contingencies.
[8:35] So we moved forward that fantastic, which is very exciting, cuz it will fit
[8:40] I think it's 12 or 15 of the cruisers, which it's not a garage
[8:44] or anything, but at least, you know, it's been a snowstorm.
[8:46] They're not, you know, getting a few.
[8:48] Feet of still.
[8:48] So that's very exciting.
[8:51] We were able to
[8:53] we originally had to remove a section of the parking lot because we didn't
[8:57] think we were gonna be able to afford it.
[8:59] And it was just gonna be a grass and area.
[9:01] And we were.
[9:01] Able to bring that back.
[9:03] So that's very exciting.
[9:06] What else?
[9:11] I'm trying to think of when I was going through the building.Yes.
[9:11] So with that, the.
[9:13] Site contractor held the paving cost.
[9:16] Considering with what's going on with oil and everything else.
[9:18] Yes.
[9:18] You can imagine.
[9:19] That's yep.
[9:20] So they're actually grading it yesterday.
[9:23] And I think that the paving for that is gonna be the end of
[9:27] September.
[9:28] I'm sorry.
[9:28] I should have brought my, no, it's my calendar.
[9:31] It's.
[9:31] Good.
[9:32] So we're thinking
[9:34] that they're gonna be moving in, you know, December early January, there is a
[9:39] small chance that it could be earlier than that, but I don't want to
[9:42] get everybody too.
[9:43] Excited, just
[9:44] my luck, something would happen.
[9:45] And then, you know, I'd tell you guys that, but that is what we're
[9:48] doing.
[9:50] We're talking about, you know, snow removal, planning, custodial planning, cuz we're talking, you
[9:54] know, budget for next year.
[9:55] What are we doing with that?
[9:58] What else?
[10:01] I think there's a small delay in some of the fire furniture.
[10:05] But again, it's still gonna be like October, November.
[10:07] So I don't, I don't think that's going to affect a move-in date.
[10:12] Yeah, it's it's, it's pretty exciting.
[10:14] I, so they're gonna do a dry run or a shake out before we
[10:17] were just talking about that.
[10:18] We haven't officially decided.
[10:20] But yeah, I think we're gonna probably the biggest.
[10:23] In, not an issue, but I guess the biggest planning of it is dispatch
[10:26] And we have a console dispatch here, here.
[10:29] I always do this wrong here.
[10:31] And like, do you flip the switch of that off before you do a
[10:34] dry run?
[10:35] You know, we want this up and running before we turn this off.
[10:37] So we're talking about some of that timing.
[10:40] We this, we weren't thinking we were getting into the building until March.
[10:43] So we've already accelerated earlier than we had thought.
[10:47] So these.
[10:48] Plans we thought would be right around the time.
[10:50] We'd be deciding this and.
[10:52] So we're sort of figuring some of that out.
[10:56] Do we keep both consoles online for two months or, you know,
[11:01] that's the stuff we're kind of working on right now.
[11:03] So you have to run the parallel.
[11:04] Yeah.
[11:04] Lifesaving stuff.
[11:06] Yeah.
[11:06] So.
[11:08] No matter what happens.
[11:08] We have rock county in an emergency, but we're, you know, off of obviously
[11:12] trying not to do that, but they would be on standby as we.
[11:16] You know, turn things on and off just in case, but.
[11:20] I'm trying to think of what else.
[11:25] I'm in my head going through the building in the different rooms, but yeah
[11:28] so I bathrooms I've got.
[11:31] Flooring in the bathrooms we've got showers are in.
[11:35] They're waiting on some petitions for the bathrooms and the showers.
[11:40] So where we we're doing yet, it's like board approved all the furnishings and
[11:45] yep.
[11:45] We office equipment.
[11:46] We'll be, yep.
[11:47] We're gonna be coming back to the select.
[11:48] Board for a few more FF and E things.
[11:50] So we have to outfit the gym.
[11:52] There's a small.
[11:54] Fitness area in there.
[11:56] So we need to order the gym equipment, but the.
[11:59] Timeline for that.
[12:00] We didn't have to quite order it as, as.
[12:03] As early as some of the office furniture.
[12:06] So in the next hours we'll be doing that.
[12:10] Decorations for the walls.
[12:13] The police chief is looking at.
[12:16] Doing sort of like a vinyl.
[12:19] History of like timeline of, you know, exer police department, not, not anything expensive
[12:24] So there were some of those little FFF E things.
[12:28] That will be coming to the board for, but.
[12:30] Yeah. Some great definite ideas about yeah.
[12:32] Turning the building into a recruiting advantage.
[12:35] Yeah.
[12:35] Which is wonderful.
[12:36] Cause recruiting is.
[12:38] And retention on that and they're gonna be
[12:41] naming the building and you'll hear this in.
[12:43] Gosh, I don't want say his name wrong, but officer Coleson.
[12:46] Is the only officer Exeter.
[12:49] Police officer have lost his life in the line of duty.
[12:52] And so they will be naming the building.
[12:54] After officer.
[12:56] So that will be on there.
[12:57] And you'll see a big thing about that.
[13:01] Fire department is
[13:03] obviously thrilled
[13:05] to have.
[13:05] I think we were talking yesterday, this is in draft form, but we were
[13:08] talking cuz you know, we're gonna have to name the facilities, different things.
[13:11] So calling this fire headquarters and calling that station two instead of substation.
[13:17] So we're working out some of that.
[13:20] Yeah, it's it's knock on wood.
[13:23] We have contingency left.
[13:25] As of
[13:27] what date is this in August.
[13:29] So.
[13:30] Yeah, that's awesome.
[13:31] You're doing well.
[13:31] Yeah.
[13:32] I'm very excited.
[13:33] I will say this.
[13:35] Rather than getting a design.
[13:38] Specs bidding out, having us have the ability to kind of.
[13:42] Design it to the budget that we had.
[13:44] Was was great.
[13:45] Yeah.
[13:46] Will it work for every building?
[13:47] I can't say
[13:48] cuz obviously we had to scale it down pretty significantly when we got the
[13:52] net.
[13:53] Zero
[13:55] requirement on the floor at deliberative, but it was, it was a really.
[14:00] It's been a really nice project to work on.
[14:02] Yeah.
[14:03] That's great.
[14:04] That's good.
[14:04] That's wonderful.
[14:06] It's one.
[14:06] They gotta keep making sure it gets the pressed.
[14:07] Cause it's a, it's a good story to tell.
[14:09] Yeah.
[14:10] It's, you know,
[14:12] the first year or two, you're like, oh, I hope that not, I hope
[14:14] this works.
[14:15] I'm sort of joking, but you know, but now you're getting a little bit
[14:17] closer and you're like, oh yes, yes.
[14:20] That's, you know, it's a really, you can't touch that contingency.
[14:23] And now we're getting to the point where like, alright, maybe we're doing okay
[14:26] but we'll see.
[14:26] Yeah.
[14:27] Why don't you guys want.
[14:28] Six months from now, when it's done you, you should do a little lessons
[14:30] learned about the way that it was done.
[14:33] And I also told the chiefs, I said, listen, we're not spending all of
[14:33] Yeah.
[14:36] not that we would spend it to spend it, but you're gonna get in
[14:39] that building and you're gonna be there for a month or two, and you're
[14:41] gonna.
[14:41] Go. Oh, we forgot something.
[14:42] Mm-hmm yeah, for sure.
[14:43] So,
[14:44] everybody take a breath until we really know, like all the systems are working
[14:47] the right way and all the, you know, all the commissioning is done.
[14:50] So.
[14:52] Yeah.
[14:52] Yeah, no, that is that's smart.
[14:54] Yeah.
[14:55] But also for you'll have a warranty buried as you should have a warranty
[14:57] buried with the contract.
[14:59] Like you said, things that are out of their scope that you'd like to
[15:01] have.
[15:01] Yeah.
[15:01] Yeah.
[15:02] Unless you're there, it's easier.
[15:03] To, to figure that out.
[15:06] So
[15:06] good.
[15:07] Any questions for no sounds?
[15:09] Yeah, it's very exciting.
[15:10] It's great.
[15:12] Extra public library.
[15:13] Usually Dawn handles that.
[15:14] So I don't think we have anything to talk about unless you guys have
[15:17] any information to share.
[15:19] I know.
[15:20] I can just, just from working with Julia, with budget and everything, they're gonna
[15:23] be coming
[15:24] to
[15:25] the BRC.
[15:27] For their $25,000 building maintenance capital reserve fund, which is building up money for
[15:33] The pieces.
[15:33] I think Julia has come and explained to you that part of that building
[15:37] was kept original.
[15:38] She's got different issues over there with H V a C and her elevator
[15:41] And, and a few things
[15:43] insulation underneath.
[15:46] And it's not an overhang, but you know, when you drive under there's like
[15:50] floor there, there's some insulation issues there.
[15:52] So I know that the library is.
[15:54] Trying to do better at being proactive to, to get money ready.
[15:58] Before something catastrophic happens.
[16:01] And I know that Julia and Don have been working.
[16:04] With the
[16:05] commissioning agent, they got back from the original project.
[16:09] Because they were having H P C issues.
[16:11] So I don't, I know they're not fixed, but they're trying to confirm the
[16:16] issues.
[16:16] And I know Don was working on.
[16:18] That.
[16:18] So
[16:19] he's recording.
[16:20] Yeah.
[16:21] That's another story to tell people too, is that obviously that budget got cut
[16:25] a number of times.
[16:26] And the reality is, is that over time you're gonna spend the money.
[16:30] Anyways.
[16:31] So the reality is, is that.
[16:33] We, we, we cut.
[16:34] We cut.
[16:34] We cut.
[16:35] And then next thing you know, we've got a building that doesn't have proper
[16:39] H V a C it's got insulation issues.
[16:41] It.
[16:41] It's got other things.
[16:42] So it's,
[16:43] it's the other side of the coin, which is
[16:46] it's.
[16:47] It's good to be on budget, but.
[16:49] Be careful that we don't that's we focus on the new work and not
[16:52] the, not the, yeah.
[16:54] I think that's what, you know, if you like many things is it's really
[16:56] what.
[16:58] People focus on they'll focus on going back and recommissioning and, and making the
[17:03] two systems
[17:04] align.
[17:04] And then.
[17:06] You know, the idea is you get a huge portion of that building, which
[17:10] is sitting in an overhang that.
[17:13] Is
[17:14] yeah.
[17:14] Was it done right in Clement air, in Clement weather?
[17:17] And
[17:19] it was, it was for us.
[17:20] And I can't speak to the library and everybody has different processes and, and
[17:24] different times in which they were doing projects, but for us,
[17:27] we had had sort of a deadline of saying, okay,
[17:30] do we have to cut this project to the point where it's not gonna
[17:33] function for the community for now and until the next 15 or 20 years
[17:36] because it doesn't do any good.
[17:39] To build a building that instantly doesn't work.
[17:40] And we were very cognizant, at least in this building to say,
[17:44] if we get close to that point, then we need to go back to
[17:47] the warrant.
[17:47] We're not gonna just try to build what we can.
[17:50] It has to
[17:51] function.
[17:52] The way the voters thought it would function.
[17:55] That's not to say that we would be like a hundred percent perfect, but
[17:58] I think we've got it to the point where it is scaled down.
[18:02] You'll go through it.
[18:05] I think you'll, you'll see the rooms are not gigantic.
[18:08] Gigantic.They're very
[18:11] very modest.
[18:13] Office spaces like, but they all function.
[18:15] Everybody has a space, whereas the other people don't have it.
[18:18] And then we worked on the H V a C portion.
[18:21] Portions, not the apparatus bay, cuz it's.
[18:24] It's almost impossible.
[18:25] If you have a firetruck going in and out and you are opening, it'd
[18:28] be like taking the sides if you're building off suddenly over and over again
[18:31] But the main.
[18:32] Part of your building.
[18:34] That has a, an envelope, a working building envelope is net zero.
[18:39] So.
[18:40] Yeah, but it is, it's a bummer because I do, I know the library
[18:43] Was so, oh, it's good.
[18:44] And I, and I think that lesson learned would be something as you get
[18:46] projects that are, you know,
[18:48] not completely parallel, but relatively close to each other.
[18:52] Is what went well and when didn't go well on another guys, actually reviews
[18:55] are very instructive
[18:58] and sadly, they don't get done a lot of times.
[19:00] No exactly.
[19:01] That's that's it.
[19:02] And he's
[19:04] was on this one is that you guys had a construction manager involved during
[19:06] the design, right?
[19:07] So you checking.
[19:08] So going back to that process.
[19:10] So we had the.
[19:11] Construction manager.
[19:11] And we had the architect and the town working together at the same time
[19:15] saying.
[19:16] This is the budget and this is only the budget.
[19:19] So if we can't make the design work with some contingency and we were
[19:23] nervous because our contingency is.
[19:25] Was not.
[19:25] And I think I came here and told you that our contingency was not
[19:27] what we would consider would be industry standard.
[19:30] Good.
[19:32] And so we were a little nervous about that, but we worked really hard
[19:35] to say no, cause there were a lot of really great ideas that would've
[19:38] been beautiful and awesome.
[19:39] And.
[19:40] We had to say no.
[19:43] But that process of getting the construction manager.
[19:47] And the architect and all of us at the same time, the other piece
[19:50] of it for us.
[19:52] I will, I have to give a, a shout out to Paul Lasic, our
[19:55] town engineer.
[19:56] So Paul Lasic is actually a retired town engineer.
[20:00] And took on one, this project, as one of the projects, we brought him
[20:04] back in a part-time facility as a part-time capacity.
[20:08] And he was a fantastic lead for our building town construction team.
[20:12] Mm-hmm and sort of guided us through.
[20:14] And he was instrumental and we're very lucky to have had him.
[20:18] So I think he had a lot of people at the table.
[20:21] Not so much that it got mucked up.
[20:23] Cuz that can happen too, but you had a lot of people all talking
[20:26] at the same time during the entire process, which was really nice.
[20:30] Yeah.
[20:30] I mean, I think that's.
[20:31] That's not to tutor or anything, but I think that that was this committee
[20:33] we had asked so way back, right.
[20:35] Was to have, that was the intent.
[20:37] Yeah, it was to have somebody the.
[20:39] First person, the first company didn't work out and you guys.
[20:41] Yeah.
[20:42] So, but, but the idea of that was to have, was not to have
[20:45] to have to have the captain, the chief of police.
[20:48] Yes.
[20:48] Have to be the one you do.
[20:50] You want a little separation there, right?
[20:51] Mm-hmm so that it was fantastic.
[20:52] Yeah.
[20:53] So you have somebody that doesn't have anything to gain on this, but is
[20:55] helping.
[20:56] To manage the process and not.
[20:58] Not not creating scope creep.
[21:00] I think the other thing is that, I mean, this happens all the time
[21:02] You have a program you prioritize, right.
[21:04] There's things that are just, you just have to.
[21:07] Have your core program, right?
[21:08] And then you have things that are a little more flexible.
[21:10] So you guys learn that you have there's you get to a point and
[21:13] there's it's this.
[21:15] It's not worth the project if we can't
[21:17] continue.
[21:17] So.
[21:18] That's also important is identify like what is, what is the must have, and
[21:21] then the nice to have.
[21:22] Yeah.
[21:23] I mean, you guys are gonna see the building pretty soon.
[21:25] If you haven't driven by.
[21:26] It looks terrible because the siding isn't up, but.
[21:30] It is not it's, it's a police station.
[21:31] It's not
[21:32] most exciting looking.
[21:34] It looks exciting,
[21:36] you know, or anything like that upon where it's.
[21:38] And what it is, I think.
[21:39] Exactly.
[21:40] So that was.
[21:41] To your point.
[21:42] If we were building this downtown, we would not that that would absolutely not
[21:46] but we knew we were in an industrial area of town.
[21:49] So it was.
[21:50] We were able to save some money on the outside of the building, still
[21:53] looking professional.
[21:55] And appropriate
[21:55] and put it to function.
[21:58] But yeah, some people may drive by and be like, oh man.
[22:01] But
[22:01] it, it is a wonderful building and it does look, it will look very
[22:05] nice.
[22:06] But yeah,
[22:08] exactly.
[22:09] I think majority of it's.
[22:11] Yeah.
[22:11] Yeah.
[22:11] And the fact that the police are out circulating.
[22:14] They're not exactly they're there.
[22:16] Yeah.
[22:16] So.
[22:18] It's all, it's all gonna work very well.
[22:20] Jumping back to the library.
[22:22] Excuse me, the 25,000 per year kind of building.
[22:27] Maintenance funder.
[22:28] That was a brilliant solution to.
[22:31] Their repeated need to come.
[22:34] To the select program.
[22:34] That was Julia.
[22:35] I gotta get credit for that.
[22:36] Yeah.
[22:37] I'm very pleased about that.
[22:38] We now have an expectation.
[22:41] And they know sort of what their budget is to address their building needs
[22:45] And it's, it's really a great solution.
[22:47] And if I may, I don't know if anybody.
[22:49] Watched during the, the budget process last year, but one of the recommendations was
[22:54] that the library tried to work a little bit more collaboratively with the town
[22:57] for those of.
[22:58] You that don't know.
[22:58] I know you do, but the town is it.
[23:00] I mean, the, the libraries, its own thing.
[23:03] And I just would like to give Julia a lot of credit at the
[23:06] brand.
[23:06] A job, new director.
[23:07] She talks to Corey and I all the time, even if it's just brainstorming
[23:11] cuz we don't, we don't have any say, but she'll ask for advice.
[23:14] Or ask Jeff Beck.
[23:15] Who would you go to?
[23:16] So the communication between us and the library in the last 12 to 15
[23:20] months,
[23:22] it it's it's awesome.
[23:22] Night and day.
[23:24] And so she's in a really tough situation with her building and she's trying
[23:27] to make the best out of it.
[23:29] But.
[23:30] When, when she heard about communicating with the town, she really took that to
[23:34] heart and it has.
[23:36] Been completely different.
[23:37] And I would, I from.
[23:39] You know, somebody that tries to represent the town residence as best I can
[23:42] I very much appreciate it.
[23:44] When you say that they are their own thing, what.
[23:47] Referring to they have a moral trust, correct?
[23:49] Excuse me.
[23:50] And that.
[23:51] They report to that board of trustees and that's per the RSAs correct.
[23:55] Libraries have their separate board of trustees so that they
[23:58] can't be censored or.
[24:01] Coerced by a town, but it gets, it's hard in that scenario because they're
[24:06] great at programming and they're great at all the things they do in they're
[24:09] budgeting.
[24:09] And.
[24:09] Everything like that.
[24:10] But when you have such a large building,
[24:12] those expenses can be really hard for a library to fundraise or, or, you
[24:17] know, go to, you know, they don't have a facility manager.
[24:21] On their staff.
[24:22] And I think, I think Kathy used to help a little bit with, with
[24:24] yeah.
[24:25] I think actually having Dawn and other people, volunteers, I mean, that's the.
[24:29] That's the benefit of
[24:30] reaching out to the community and having people, you know, participate in and help
[24:33] out with, you know, things like this is that.
[24:36] There, there are many, many people that are well there's some people that will
[24:40] willing to do it.
[24:42] There are some great volunteers.
[24:44] Yeah.
[24:44] So it's been very nice.
[24:45] Anyway, do you know?
[24:46] Cause I think this was approved for all the renewal needs for the library
[24:50] data.
[24:50] Incorporated into the database for the town's facility condition.
[24:54] I will tell you, I do not know, but I will find out that
[24:57] last, last time, the budget.
[24:59] Was approved, right?
[24:59] It was, she has money.
[25:00] She had money to pay for it.
[25:02] I think it was, oh my doubt.
[25:04] So cuz that won't help with this, you may be using.
[25:07] Some of her
[25:08] building maintenance.
[25:09] Yeah.
[25:09] Do you remember who was, who somehow there was money that, and there was
[25:12] gonna go forward with it.
[25:13] So, yeah, cause it was rolling her.
[25:16] Assets into the bureau Veritas, right?
[25:17] Yes.
[25:17] Yes, sir.
[25:18] That was just help with this.
[25:19] Yeah.
[25:20] A way justifying the 25,000, but also how to spend the 25,000 mm-hmm
[25:24] 25,000.
[25:24] So I will find out for you.
[25:26] Okay.
[25:27] And the great thing about that is there's a lot of transparency to that
[25:31] Yeah.
[25:31] So it's not a sometimes kind of felt like things were shifting around.
[25:36] Because we don't get those direct reports.
[25:39] At the select board wall.
[25:40] Cause they have their board trustees.
[25:41] So yeah, having it in that.
[25:44] Database is,
[25:46] is very transparent.
[25:48] Yeah, I will get an update for you guys.
[25:49] Okay.
[25:50] Bring that to the next one.
[25:53] Okay, next one is the space needs assessment.
[25:57] So
[25:58] bids are due September 11th.
[26:00] Wow.
[26:00] We have already had, I want, I'm gonna say this wrong.
[26:03] It's either the Turner group or oil and.
[26:05] Container and I apologize, one of them has reached out.
[26:09] And wants to participate or put in a bid.
[26:12] So we know at least one, I sent you a couple of.
[26:15] Customers.
[26:15] And I don't know if it was sent to them or not.
[26:17] I don't remember if I did that or not.
[26:19] Okay.
[26:19] If you wanna forward and we'll double check.
[26:21] Okay.
[26:22] But so bids, but.
[26:24] I will tell you
[26:25] 90.
[26:26] 9% of the time we get bids on that day at like two o'clock
[26:29] in the afternoon.
[26:30] bids due at four.
[26:31] So I'm not.
[26:33] Too, too worried that we haven't got any official bids yet.
[26:36] Cuz that's kind of par for the course.
[26:39] So we'll probably bring that to the select board and have a bid opening
[26:42] on September 14th.
[26:44] At which point they basically will say, we're gonna take the bids and forward
[26:47] onto the facilities committee.
[26:49] And we'll bring them to your.
[26:51] Would that be your September meeting?
[26:53] Okay.
[26:57] That's great.
[26:59] Who's the staff side person on that.
[27:01] Would that be you?
[27:02] It is gonna be me with support of Paul Cohen and Dave, depending on what
[27:06] we need to.
[27:07] Do or what we figure out.
[27:08] So, so the time managering, the time planner.
[27:12] Got it.
[27:14] Hi, I'm set.
[27:15] I'm also right now.
[27:16] Okay.
[27:16] And I'll take a look and see if Dave sent them out.
[27:19] Cuz I know he might have sent them out to his, a lot of
[27:22] Times if we know firms will send something out and say, you know, we've
[27:25] got this RFP.
[27:27] RFP, that kind of stuff.
[27:27] I'll check
[27:29] they're women minority owned.
[27:31] I did not know if that's something the town.
[27:35] Is looks for, is that diversity in that
[27:38] industry?
[27:38] We did.
[27:39] Yeah.
[27:39] It's never been that's
[27:42] no under.
[27:42] They're out of Portsmouth.
[27:43] Okay.
[27:44] So there are two of them I afforded to you.
[27:46] Yes, you've got it.
[27:47] Okay.
[27:47] Yep.
[27:48] I just forwarded to you a couple years ago.
[27:49] Perfect.
[27:50] Okay.
[27:50] Sorry about.
[27:51] That we'll make sure
[27:52] it's awesome.
[27:55] So he should bit to do on 11th and then yep.
[27:56] The opening was on the 14th.
[27:58] Yep.
[28:01] Okay.
[28:02] I'm just sending this, you get a copy of the final part.
[28:05] Sure.
[28:07] Okay.
[28:07] Okay.
[28:08] Thank you.
[28:08] It's on the website, but I do you.
[28:09] Oh, it is.
[28:10] No, don't worry about it.
[28:10] If it's on the website, I'll I'll look it up there.
[28:12] It is.
[28:12] No worries.
[28:13] It's a little.
[28:13] Sometimes it is hard to find.
[28:14] So let me just tell you on the front page, let me just tell
[28:17] you.
[28:18] Where to go real quick.
[28:22] Make sure.
[28:23] I tell you the right thing.
[28:23] Hold on one second.
[28:31] So
[28:36] there are four sort of tabs on the top that say service government departmentsright. And community you're gonna go to services.
[28:37] Mm-hmm .
[28:38] And then there's a link that says submit bids and RFPs, and that's gonna
[28:41] be where you find that.
[28:43] Okay.
[28:47] And I'm just sending this to Dave right now to make sure that these
[28:50] two companies get the bid.
[28:52] Okay, thank you.
[28:54] No problem.
[28:57] All right.
[28:58] Any other questions for the that's great that it's out.
[29:02] Just were there any questions Dave, as he, is he field at any.
[29:07] Not no questions yet.
[29:08] Just the interests from, and I apologize that I'm saying the, yeah, whichever one
[29:13] that is.
[29:14] No not.
[29:15] I asked Dave today, so.
[29:19] Extra train station is next.
[29:20] I don't know either of you two, Don usually does do that.
[29:24] Update also, I am the select partner up to the committee.
[29:27] I can give you a quick.
[29:28] Okay.
[29:28] So we held the Shura.
[29:30] Yes.
[29:32] In August the seventh and the eighth.
[29:35] It was a,
[29:36] a wild success.
[29:38] In the,
[29:39] the stakeholders meeting, I would say we had 30 to 40 people.
[29:43] Yeah.
[29:44] Yeah.
[29:45] The first, the afternoon
[29:47] public input session, there were.
[29:49] 9,200 be awesome.
[29:51] And then in the evening session, I would say 40 to 50.
[29:55] Maybe 30 to 40.
[29:59] I was gonna say maybe 25, 35 there.Yeah.
[29:59] Anyway.
[30:00] And then when they reported out
[30:03] Saturday,
[30:03] afternoon.
[30:04] I would say they were again,
[30:06] probably.
[30:07] 40 to 50 people there.
[30:08] Yeah, it was.
[30:11] To put that in perspective.
[30:12] It was a Friday night in the summer.
[30:15] Yeah.
[30:15] And a Saturday afternoon in the summer on one of the warm.
[30:19] Warmest weekends and, and it was not an air conditioned change.
[30:23] Yeah, I was.
[30:25] I mean, you can, you can give free food away.
[30:27] And not get as many people as we did.
[30:28] So I would really like to give a lot of credit to the train
[30:31] committee and Darren and the plan, New Hampshire team, because.
[30:35] They got people out and Bob wacky helped with it.
[30:38] So I was gonna say, T I have to say it was social media
[30:41] was really good.
[30:42] It was really exciting.
[30:44] To see that many people engaged.
[30:46] In discussing the train, whether we can do the plans as sort of the
[30:50] next steps and figure it out.
[30:51] And hopefully we can.
[30:53] And figure, I don't know what the next steps are, but it was a
[30:57] really, really exciting engagement to see yep.
[31:00] To see that many people.
[31:01] And we came.
[31:01] Up with some
[31:02] wonderful ideas and helped us to understand.
[31:06] That what we're really doing.
[31:08] With
[31:09] train stations, we're putting a, a better front door on the house.
[31:13] Mm-hmm .
[31:14] That's going to make people want to.
[31:17] Explore Exeter.
[31:19] Stay,
[31:20] maybe stay for a week.
[31:21] Maybe stay for a lot longer,
[31:24] even if it's like an evening and a night, right?
[31:26] Yeah.
[31:26] So they come in, so.
[31:28] It's just
[31:28] having that amenity of a, you know, a train station with
[31:33] restrooms.
[31:34] Restrooms visitors center.
[31:37] Proper architecture.
[31:38] So it, it sends the right message.
[31:40] That all that was great
[31:43] way, fair or way finding to, you know, get them from the train station
[31:47] to other parts of town.
[31:48] Is it, you know, mm-hmm , are there bikes or shuttles or, you know
[31:52] all that stuff and PA and apps are in and you know, how do
[31:56] we take that?
[31:57] And what are they coming into the train station for?
[31:59] And how can we keep that here?
[32:01] It was, it was really, and then they also, it was great discussion.
[32:04] They also took a swing.
[32:05] At the solving.
[32:07] Longer term,
[32:09] how we might resolve the parking issue.
[32:12] They had this great.
[32:13] Plan for a pedestrian bridge over the tracks.
[32:16] Tracks in some kind of parking facility.
[32:20] Where there is currently light industrial.
[32:23] Off of winter street.
[32:25] Oh, and railroad Ave.
[32:26] Yep.
[32:27] Yeah.
[32:27] So, yeah, shoe.
[32:28] Yeah, it was, it was a really well done, you know, they kind of
[32:31] do their blitz Cree planning thing.
[32:33] And obviously it's, it's not the most carefully, but they're, they've done this so
[32:38] many times really good at it.
[32:40] It was very exciting
[32:42] to have that many people interested and involved,
[32:45] not just from the town, but from the region.
[32:48] Cuz it is a regional path for transportation.
[32:51] Well, Don presented that it's third ridership.
[32:55] Third, highest third, highest
[32:56] compared to gloss.
[32:57] The only ones that are higher are each, each tournament is each end of
[33:01] the track.
[33:02] So it's, it's.
[33:03] It's pretty impressive.
[33:04] Yeah.
[33:07] Yeah, it was great.
[33:07] It was great.
[33:08] Do you know the profit that's that's for sale?
[33:11] I thought it was pending was that as the hang.
[33:14] That you handker trip factory.
[33:14] Yeah.
[33:14] Is that, is that a part of any of the planning as far as
[33:17] the owners or the, the perspective owner?
[33:21] Had a offline, he didn't want to go online even in the stakeholders meeting
[33:26] but he had an offline one-on-one with a representative from the.
[33:30] Pioneer Hampshire.
[33:31] Okay.
[33:31] So he was able to kinda.
[33:33] Indicate certain what he was thinking
[33:36] and how much he knew in to work with the town, which it sounds
[33:39] like it's quite a bit, so.
[33:41] It's good.
[33:42] They also had some suggestions for,
[33:45] for funding.
[33:48] Projects like this, the report.
[33:50] I think it's not up yet.
[33:53] But the, the slides are up, the slides are up and the.
[33:56] The actual presentation.
[33:57] Yep.
[33:58] The presentation and slides that they presented on Saturday to the group.
[34:01] And then if I remember correctly, it's like eight to 10 weeks for the
[34:04] entire.
[34:05] Actual report to be
[34:07] put together and actually in a, like a present.
[34:10] Report version.
[34:12] But
[34:13] XTV filmed it so you can either watch it or you can go and
[34:16] look at the slides and read it
[34:18] on a Saturday.
[34:19] Yep.
[34:20] Just.
[34:20] Saturday for sensation.
[34:22] So there's gonna be the final report final.
[34:24] Yes.
[34:25] And one of the things I know the train station committee is very.
[34:28] Focused on isn't doing the same kind of widespread dissemination.
[34:33] That they
[34:34] did to get people there and they want to get that.
[34:37] Report into the hands of the lot of people.
[34:39] So yeah, the final report.
[34:42] Oh, this good was great.
[34:43] They did a really good.
[34:47] Yeah.
[34:49] Okay.
[34:50] That's great.
[34:50] Well, thank you for the update on that.
[34:51] So
[34:52] I guess, flying through the agenda.
[34:54] So next is this new business.
[34:56] So
[34:58] it's always good to go fast.
[34:59] Yeah.
[35:01] I am good.
[35:02] Okay.
[35:03] Just
[35:04] BRC.
[35:05] Coordination for the 20, 27 budget.
[35:07] Yeah, I think that's probably the biggest item that I.
[35:10] See is
[35:13] I'm sorry to no interject.
[35:15] Do we want to review the C I P.
[35:19] That the planning board has finalized and now goes to DRC at our next
[35:23] meeting.
[35:23] So it gets finalized tomorrow night.
[35:26] Okay.
[35:26] And so I guess,
[35:27] when I would ask is last year, you guys put in the, for, for
[35:31] funding for the R and T, is there something you guys are looking for
[35:35] I keep it.
[35:36] We Paul and I, and, and Corey, we all keep a list of sort
[35:39] of pending warrant articles.
[35:41] Was there anything facilities was, well, I was just thinking.
[35:44] That we, as a committee could review the accuracy
[35:47] they're done with it.
[35:48] Okay.
[35:50] For that
[35:51] to see if there's any, any.
[35:52] Projects that we want to leave.
[35:53] You want support?
[35:54] Yeah.
[35:54] Okay.
[35:55] So it finalizes tomorrow night.
[35:58] I can make sure that you all get emailed a copy of the final
[36:01] draft for your.
[36:03] September meeting.
[36:04] Does that work?
[36:04] Yeah, that's great.
[36:05] Okay.
[36:06] It would be interesting to see if there's any funding up there.
[36:09] There's any discussion funding for.
[36:11] The obviously you got the.
[36:13] Fire station police station, moving out.
[36:15] You've been active spaces that are.
[36:18] Now vacant, the part of our big concern or my concern would be is
[36:22] that.
[36:23] It doesn't become the,
[36:25] the vacuum and the rope, right?
[36:27] Like the, so I, so get filled with a bunch of stuff that this
[36:30] is the parks, right.
[36:31] Building?
[36:32] No, the former parks, no, this, this is station, the police, police and fire
[36:37] Cause if you just spread,
[36:38] if you out in the.
[36:40] Spring.
[36:40] Yeah.
[36:40] Now you've got an empty, you got empty space.
[36:43] So like parks and rec.
[36:45] Now you've got two empty spaces and that's part of what the, the dovetailing
[36:49] of the.
[36:50] The, you know, the assessment is, is that the space needs assessment is trying
[36:54] to mirror something.
[36:55] So I don't know whether there's anything in the budget.
[36:58] To begin to think about any of those things.
[37:01] Versus just having vacant buildings that become somebody that says, oh, well I've got
[37:05] a vacant building.
[37:05] I'm gonna occupy it
[37:08] Oh, yep.
[37:08] question.
[37:09] No.
[37:10] No.
[37:11] What does a town normally do with vacant buildings that they own?
[37:14] We haven't had that issue.
[37:16] since I've been.
[37:21] feedback.
[37:22] Okay.
[37:22] So since part, this is me.
[37:25] This is very new.
[37:26] He is a hundred percent right.
[37:28] Since park and rec has left, the building has been vacant over the last
[37:31] you know, few months.
[37:33] Was Paul, the Newtown editor myself are concerned because we, if there's a vacant
[37:37] filtering our Primex, our insurance coverage changes because it's a vacant.
[37:42] Building.
[37:43] So what we have done and we're in the process of
[37:46] XTV doesn't have parking and then any spaces.
[37:50] Enough space over there.
[37:51] So temporarily in there where that it's temporarily.
[37:55] Just so nobody gets worried.
[37:56] No. And that's but, but just so that we have, we're giving the, the
[37:59] select board testing.
[38:00] Yes.
[38:00] Yes.
[38:01] You're giving something.
[38:01] We're gonna put them.
[38:03] Over there for while we do the space needs assessment, give them, you know
[38:08] they'll be able to have parking spots until we, you know, figure this out
[38:11] But they, they are aware that it is a temporary situation.
[38:15] I don't know that we would be moving.
[38:18] Crazy ridiculously fast.
[38:20] So I do think it would probably be a year or so is what
[38:23] we, we think.
[38:28] And, but they'll have a nice, big clean space to, to do stuff overthere.
[38:28] And then we, we are protected if a pipe, pipe burst or, you know
[38:32] anything like that.
[38:33] There's somebody in the building, you know, five days a week so that we
[38:36] don't lose anything.
[38:37] Yeah.
[38:38] So it's really driven by those insurances.
[38:39] It's
[38:40] we.
[38:41] Right.
[38:41] It is a
[38:43] it is a nice thing to do for ex TV, but we know the
[38:46] space is not available permanently.
[38:47] Yeah.
[38:48] But in the meantime,
[38:50] let's use, let them have a little more space and benefit by the building
[38:54] Having people in it.
[38:56] I heard about this.
[38:57] I'm so glad you told this guy.
[38:59] So yeah,
[39:00] just things like that.
[39:01] I also think we should add the.
[39:04] Town hall to the, to our list of items to begin to get.
[39:08] Yeah.
[39:08] Cause I know that there's a lot of activity around that and I know
[39:11] that.
[39:12] My, I hear that there's gonna be some requests for some.
[39:15] Funding for that.
[39:17] So
[39:18] they all tie together, you know, and
[39:21] we'll link back to our,
[39:22] I was just gonna say, I.
[39:24] Don't think
[39:25] there are no.
[39:26] Requests before this.
[39:29] Process is done this RFP process.
[39:31] But yes.
[39:33] Julie and the town manager.
[39:35] And a few stakeholders have met to sort of talk about town hall to
[39:39] see if there are.
[39:41] Interim phases or what, what, what could be done over there, but again, nothing
[39:45] would be done until we go through this space.
[39:47] This is why we did this.
[39:49] The space needs assessment,
[39:50] and then
[39:51] fire has in the C I P I wanna say.
[39:55] It's either 20, 30, 1 or 2032.
[39:58] It's I think it's the last year of this year's C I P to
[40:01] look at if renovations need to be.
[40:04] Over at court street after the police department comes out.
[40:06] So we had always talked about.
[40:08] Letting the fire department be over there.
[40:11] For a little bit to see how they would like to use the space
[40:14] or do other things going on the police side or, you know, what kind
[40:18] exactly what.
[40:19] You're doing what's best,
[40:21] best use.
[40:22] Yeah.
[40:23] So I would say there's no funding in this CIP P for.
[40:27] Any three of those buildings, 2026 in 20 27 7, because we haven't finished.
[40:32] No, that's great space needs assessment, but in the long term, yes.
[40:34] And.
[40:35] The three buildings are the town hall.
[40:36] Yeah.
[40:37] Yep.
[40:37] 32 court.
[40:38] And the other side of the fire.
[40:41] Car fire building.
[40:42] No one's major emergency.
[40:44] We would obviously fix it, but no, one's getting out ahead of the, no
[40:48] the.
[40:49] The study paragraphs that has initiated this.
[40:51] Yeah.
[40:52] Good.
[40:53] So the
[40:55] RFP that we're is going out.
[40:57] Is gonna come back with some of the deliverables being.
[41:00] Space layout, conceptual planning.
[41:02] So that.
[41:03] Wouldn't be for this budget year or it would be for the following for
[41:07] the 20, 28.
[41:08] Is that a fair assessment?
[41:09] Okay, good.
[41:10] Thank you.
[41:12] I think it sounds like there's a lot of moving parts between just those
[41:16] three buildings and seeing what department needs are.
[41:20] And maybe 1 49 Kingston road and you know, different things.
[41:23] So.
[41:25] I think we'd all like to kind of hear what the recommendations are before
[41:29] we get too far.
[41:30] I was just curious because there's parallel pass.
[41:32] Between what the Keegan study is recommending that has to do with the people
[41:36] and organizational, you know, and then you're talking about space layouts.
[41:40] So.
[41:41] Is there a timeline on the Keegan study on what you're planning on doing
[41:45] or may do organization lowest hanging fruit.
[41:49] And mid-level fruit has been picked.
[41:51] Yeah, I think from the Keegan stuff.
[41:52] Okay.
[41:53] That's why there's some high levels stuff.
[41:54] Really supportive.
[41:55] Yeah.
[41:55] Uhhuh
[41:56] and I think.
[41:57] Also giving Paul Cohen, who is our new tap manager,
[42:01] the space to be here for 12 months and see, okay.
[42:03] Yeah.
[42:05] Is what we've got recommended.
[42:06] This is what's done.
[42:08] I'm gonna be honest in the, off the top of my head.
[42:10] If I remember correctly, don't move into this.
[42:13] The things that haven't been done.
[42:15] Are just, there was a recommendation for two full-time park.
[42:20] Staff that's a budgetary.
[42:22] So.
[42:23] Parks and recreation oversees 56 acres of Parkland with only two park.
[42:29] Park.
[42:30] Groundskeepers basically.
[42:32] So that was a recommendation in the Kegan report.
[42:34] So that would come down to funding.
[42:35] And when, when we could do that,
[42:37] there was a recommendation.
[42:39] For a new Lieutenant position in the police department, but when Josh came on
[42:43] or excuse me, chief McCain came on.
[42:47] He actually
[42:49] came to Paul and I and said instead of a new Lieutenant position, I'd
[42:52] actually like to just reorganize.
[42:55] And with that reorganize, he.
[42:57] Could do what the Keegan report.
[43:00] Recommended in a little different way, but worked.
[43:03] As the same thing.
[43:04] So
[43:05] that's very exciting that doesn't cost the town.
[43:07] Anything it's just a reorganization of police department.
[43:11] Correct?
[43:12] Yep.
[43:13] And then I think there was like a senior coordinator park and rack and
[43:16] we put in last year, the Exeter, well,
[43:20] last year was our first year of a part-time senior coordinator in the parks
[43:25] and rec department, which was funded.
[43:28] And I think it's like,
[43:30] 30 40.
[43:30] I can't remember the percentages, but a hospital grant through Exeter hospital paid for
[43:35] a portion of the salary.
[43:37] Another portion of the salary was the.
[43:40] Recreation revolving fund, which are the fees.
[43:42] People pay to participate in the programs.
[43:44] And then I think it was like 20% on the general fund paid for
[43:48] that.
[43:48] Part-time position.
[43:49] Mm-hmm .
[43:51] So that was a low or cost to get a staff person.
[43:56] I think that's all, that's all the human capital.
[43:58] There was talk of a land use.
[44:02] Department
[44:03] in the, in the Keegan study.
[44:06] At,
[44:07] if there was turnover in that department at some point, but we're, we're going
[44:10] slow, but we're.
[44:11] Yes, exactly.
[44:12] So that's.
[44:14] I think for the most part, we've done quite a lot of it, quite
[44:17] a lot of those things.
[44:17] Cause I was looking at some of the high levels that they were talking
[44:20] about.
[44:21] The organizational structure and analysis and succession planning that you had to go through
[44:25] Yes.
[44:26] The focus was on operational efficiency and collaboration.
[44:30] And I just know
[44:32] that even in private industry, we've got, what's called the grain of the workforce
[44:37] You know, who is it?
[44:38] Yeah.
[44:39] Yeah.
[44:40] And then there's no bench strength underneath.
[44:43] To fill those type of positions.
[44:45] Positions. And then you're starting to say, okay, what about recruitment and retention?
[44:48] Well,
[44:49] we're talking about gen X millennia and, you know,
[44:53] gen Z he and their, their thought process is very different, is very different
[44:58] than what they're wants are.
[45:00] And especially even in the workplace.
[45:01] So I was just curious if, if any of that's bubbled up or anything
[45:05] like this.
[45:05] Yeah.
[45:05] And the way, and so.
[45:08] Really fantastic process.
[45:09] So
[45:10] one
[45:12] municipal government is tricky.
[45:13] Yes, because we are very.
[45:15] Limited
[45:16] in staff.
[45:17] We don't get a lot of much people, right.
[45:19] Because if you, we either pay for, let's say a planner, an assistant planner
[45:25] A lot of times we can't afford to have somebody maybe that is ready
[45:28] to be the planner.
[45:29] Now we have a fantastic planning.
[45:30] That's a bad example of.
[45:32] Department, but there are certain departments where the next person.
[45:35] Because we can't afford to have that next person function in that role or
[45:38] something like that.
[45:39] So those are some of the things we're thinking of, but to your point
[45:41] about recruitment and re.
[45:43] Retention and the next generation.
[45:45] We're talking about redoing our personnel policies and procedures.
[45:48] Actually, we're just about to start them in about a week or two, because
[45:52] we're seeing.
[45:53] Requests on different work-life balance or different.
[45:56] Requests for vacation or how do we, you know, and I'm not saying we
[45:59] can do all of them.
[45:59] This public government is, I was just curious.
[46:01] Very different's difficult.
[46:03] It's very.
[46:04] Difficult, but where we used to see.
[46:07] Okay.
[46:07] I have a town job and if I stayed for 20 years, I have
[46:10] the pension.
[46:10] You know, if you get somebody to stay three to five years, man, you're
[46:14] like, Woohoo.
[46:15] I just don't so it's just very different now.
[46:19] And so these are some of the things that we're trying to figure out
[46:21] We.
[46:22] Aren't the private sector, so we can't pay.
[46:26] What maybe the private sector pays.
[46:27] And so how do we balance that out and get people that want to
[46:30] be here that take a lot of pride in working for the town and
[46:33] for the bingo and that.
[46:34] That's what you'd have to be focusing because even in.
[46:37] Private industry people aren't staying in jobs three to five years is typical before
[46:41] they start rotating them to something else.
[46:43] It's interesting that you bring this up.
[46:45] Because this is why I have term limited myself.
[46:48] I'm in my final term, I've served four across
[46:53] 17.
[46:53] Years, but I'm hoping to recruit someone who is much younger than I am
[46:58] Three replace B. Well, what was nice the time would go along when you
[47:02] were having to interviews, hopefully the wars will go for this SLU board, the
[47:06] interviews you.
[47:07] Had some very good candidates coming in that one was very young and was
[47:10] like, oh, this is great.
[47:12] That you've got that.
[47:13] I would say interest in.
[47:15] Doing those things.
[47:15] It's really great to see you when volunteers wanna participate.
[47:19] We're very lucky.
[47:21] So, yeah.
[47:21] And, but it is, but I'm hoping tricky.
[47:24] A member of one of those gender, two generations that you mentioned.
[47:28] Yeah.
[47:28] Yeah, absolutely.
[47:30] And that's another thing that I think that's.
[47:32] That's what the sustainability committee's done.
[47:35] And it's something the best practice that we saw in Portsmouth.
[47:39] Portsmouth they had on some of their committees.
[47:41] Committees students
[47:43] and you get your early adopters there.
[47:46] That people that have, you know, what can we do?
[47:47] Well, we have somebody from Phillips Exeter.
[47:50] I'm just gonna
[47:52] say's.
[47:53] And as a matter of fact,
[47:54] you'll find out he's work, been working on it all summer long.
[47:56] That's awesome.
[47:57] I mean, that's just who he is.
[47:59] But yeah, that has that drive and passion and it gives them kind of
[48:02] like that.
[48:04] Insight into the community, because to your point, it's gonna be somebody that absolutely
[48:07] loves this community.
[48:09] And wants to be dedicated for it.
[48:10] It's not because of the pay.
[48:12] No, we just need to get the boomers on the system and don't want
[48:15] to say that we paid back so we can have a quorum.
[48:18] yes,
[48:19] we'll get there.
[48:20] I we've got one that's that's next week.
[48:22] So they, they will be there.
[48:24] Yes.
[48:25] So, but communication
[48:28] and I guys know, I wasn't saying that the town pees badly, I'm just
[48:31] saying that clearly you can.
[48:33] Make more in the private sector.
[48:34] I was very competitive.
[48:36] It's also how people
[48:37] get their advancements by changing jobs.
[48:39] So reality is, is that the pay scale?
[48:42] Scales are only by jumping to the next job,
[48:45] you know, it's really to see what those generations, what their key care abouts
[48:49] are to be quite honest.
[48:50] Yeah, because sometimes it isn't always about pay.
[48:52] Yeah.
[48:53] Lot of work like balance.
[48:54] They see that this is a town that, you know,
[48:57] is very, I would say, committed to sustainability, environmental issues.
[49:02] Issues saying as a town with its history.
[49:04] I mean, that makes sense.
[49:06] And that's important, but I'd also say.
[49:09] These generations are known there.
[49:11] Isn't gonna be social security around.
[49:14] and no companies are offering retirements anymore.
[49:16] They don't offer that.
[49:18] Just to let you know,
[49:20] don't, don't go to the social security thing quite yet.
[49:22] No, not quite yet, but I would say it's not that what a lot
[49:26] of people.
[49:27] It is what it is, but the fact that they would have social security
[49:30] if it's there.
[49:31] Plus retirement is, is just something that most, if you go to private industry
[49:35] would see, I think the younger professionals aren't necessarily, I think you both retirement
[49:38] yet.
[49:39] That's the way they.
[49:40] Want, they want the money now.
[49:40] Right?
[49:41] So that's what, that's what depends.
[49:43] It's also, that's part of where is that?
[49:45] I think the town is also suffering from affordability.
[49:48] I mean it's the,
[49:49] the issue is, is that at this point,
[49:52] for someone, a a, of these generations we're talking about to be a little
[49:55] afford to live in the town.
[49:56] It is becoming, you know, untenable, it's UN.
[50:00] Untenable for any generation right now to live in this town as a person
[50:03] that has moved in.
[50:03] Right.
[50:04] I'm just, yes, I'm just saying it.
[50:06] It's tough.
[50:07] It really.
[50:08] Is I give Paula Newtown manager a lot of credit.
[50:11] He was able to get the whole town wall on late Tuesdays and early
[50:16] half day, Friday.
[50:17] Right.
[50:17] Fridays.
[50:17] So from like a retention,
[50:19] standpoint for people coming in.
[50:21] We were seeing other communities that had half days on Fridays mm-hmm so
[50:25] it's the same number of hours.
[50:26] I'll give you an.
[50:27] Example.
[50:28] I was working in eight.
[50:29] I work eight to four 30 every day.
[50:30] I couldn't get to my own town hall in my own town.
[50:33] because they don't have a late night.
[50:34] Right.
[50:34] So you.
[50:36] Know, allowing people an Exeter that do work to have a late night to
[50:39] come into town hall, but it also benefits the residents, but it benefited some
[50:43] of the employees to say,
[50:44] this is great.
[50:45] I can be home with my family on, you know, Friday afternoon for my
[50:47] kids.
[50:48] So trying to find, you know, you can't always be no cost, but that
[50:51] was a.
[50:52] A good one for us.
[50:53] So, well, it'll be important with the Keating study and where you guys are
[50:56] just accepting how you briefed us is when that consultant comes on board.
[50:59] That's exactly what they're.
[51:00] Available.
[51:01] What have you done?
[51:03] What is next on your, on your next phase?
[51:05] They'll have a coffee that can study.
[51:06] Yeah.
[51:06] So they should be able to ask those kinds of.
[51:09] Questions and that that's where you find out if they've done their homework or
[51:11] not.
[51:11] Yeah.
[51:11] Yeah.
[51:12] but even understanding, like, what is, what is next?
[51:14] So, so like you said, you've done bowl hanging fruit, and maybe they've been
[51:17] Bean, but it's like, are you going to go up to the next step
[51:20] step?
[51:20] Because.
[51:21] That's what the space it's like three to five, your plan and looks like
[51:25] or your plan?
[51:26] Yeah.
[51:26] That's I will say that with the new town manager.
[51:30] That's very exciting.
[51:32] Yeah.
[51:32] He has come in and really made it a difference.
[51:35] That's great.
[51:36] And the select cord's thinking.
[51:38] Is definitely evolving in some ways.
[51:41] Beyond or kind of in different directions than the cadence study laid out.
[51:45] So mm-hmm, .
[51:48] What was the, what's the date of the Kean site?
[51:49] Cause that's what, two years old?
[51:50] Two years ago.
[51:51] Yeah.
[51:51] It's about two years and I think it was really, really helpful at the
[51:54] time.
[51:55] It.
[51:55] It's still very helpful.
[51:56] Yeah.
[51:56] But as, as Dan said, Paul's coming in.
[51:59] And we're all we've been living in it for about a year now.
[52:02] And we're like, okay, just, just need to be tweaked.
[52:04] Does that need to be, I guess just not staying stagnant if something's not
[52:07] working.
[52:10] Fresh eyes.
[52:11] Yes, exactly.
[52:12] Exactly.
[52:13] Saying.
[52:13] Okay.
[52:14] Yeah.
[52:15] So, because looking.
[52:16] At the Keegan.
[52:17] There's a lot of opportunities there from the outside.
[52:20] Looking in on that the Keegan study obviously is identifying.
[52:24] Problems.
[52:24] Right.
[52:25] It's identifying opportunities for.
[52:28] Improvement. So the reality is no matter what, you'll still know, whether the opportunities of
[52:34] improvement, how you improve them could be done in a different way.Right?Absolutely.
[52:35] So, but.
[52:36] It also should be treated as a dynamic document too, right?
[52:38] I mean, it was, it was two years ago.
[52:39] That was, there was different leadership and still, I mean, I'm sure ball's doing
[52:42] this.
[52:42] It's like, that's a baseline.
[52:44] And then how, what is with his thought process?
[52:46] These like board.
[52:48] Because you don't,
[52:49] I mean, it has to evolve, right?
[52:51] That things change every year, whatever it's economics or.
[52:55] Payroll,
[52:56] whatever it's and all of this is very.
[53:00] Much a natural process that happens.
[53:02] When you've had
[53:04] two ton managers across 40 years.
[53:06] Yeah.
[53:06] Yeah.
[53:06] And then you bring someone in.
[53:08] Who's not going, going to stay for 20 years.
[53:10] He's not going to be like pre to he's gonna do five to 10
[53:14] years.
[53:15] 10.
[53:16] Sorry.
[53:16] I really like working with him.
[53:19] hopefully.
[53:20] Yeah, but he's been very clear that he's not looking to be the next
[53:23] George Olson, Christine.
[53:25] He wants to
[53:26] hit it hard.
[53:28] To it's exciting.
[53:29] It's good.
[53:29] And then.
[53:30] It's, this is first sunlight.
[53:32] It's been another location.
[53:33] So the places are, yeah, he's been a top manager for 36 years in
[53:37] Massachusetts and it's been really great.
[53:39] By the way I have blinds coming for that.
[53:40] And about
[53:42] I actually was in a meeting yesterday.
[53:43] I was like, oh my gosh.
[53:44] So
[53:45] stay in the right eye.
[53:45] It's fine.
[53:47] No, it's, who's called the disruptor.
[53:51] I wouldn't I know
[53:55] meeting no, no, no. Russia,
[53:57] private industry.
[53:58] They come in and just say, it's not, let's manage doge.
[54:02] But with challenge, you know, say, why are you doing it like this?
[54:06] And it's not nothing bad.
[54:09] Couple instances of that.
[54:10] Yeah.
[54:11] Yeah.
[54:11] They're really nice thing is we've had a, if, if I may.
[54:15] We've had a very supportive select board for many, many years.
[54:18] Kat, you know, for many boards, it's not just this board for many boards
[54:21] and they have been very supportive.
[54:23] Of the employees and then finding that balance with the residents.
[54:26] And we do know the taxes are going up.
[54:28] So we're all the employees are very aware and very.
[54:31] Concerned and, and worried, but.
[54:34] Having
[54:35] a base where I think we have really good department heads.
[54:38] And so when he's coming in and we're able to tweak things, cuz we
[54:41] have the bones of really great structure, right.
[54:43] It's, it's nice to be able to make some tweaks.
[54:47] Tweaks here and there that make us more effective or more efficient yourself.
[54:51] Now we just need to give you the space to make it work.
[54:52] Yeah.
[54:54] so let's figure it out.
[54:54] I have.
[54:55] A good office.
[54:55] I can't.
[54:58] Well that's.
[54:58] I mean, that's, I think that was it.
[54:59] That was all I had.
[55:01] It's good.
[55:01] So this one conversation.
[55:03] Thank you so much.
[55:03] Thank you.
[55:04] Grabbing me.
[55:04] That was a good wandering new business.
[55:06] I know, right?
[55:07] Yeah.
[55:07] That was longer than the first part.
[55:09] Of the meeting.
[55:09] So any business.
[55:12] Carol.
[55:13] So just to recap, neither for me,
[55:15] actually, I did wanna bring up the town hall, but Julie's not here.
[55:18] So I think that would be good for us to, to jump back into
[55:20] that, like,
[55:21] what is, what is that?
[55:21] She on the
[55:22] distribution?
[55:23] Yes.
[55:23] For this
[55:25] good.
[55:25] Maybe we, we can highlight that and she can join the September.
[55:29] So we have the ERC coordination, which is really the CIP P that provided
[55:33] documents.
[55:33] Yep.
[55:33] So they finalize it Thursday and I'll send it out for you guys.
[55:37] To review.
[55:37] So you'll have enough time for your September meeting.
[55:39] All right.
[55:40] Excellent.
[55:40] So September, so next meeting's September 23rd.
[55:43] And we're looking at U C I P.
[55:46] Town hall.
[55:49] We're gonna have bit review.
[55:51] You're gonna have your kids.
[55:52] Oh yeah.
[55:52] We'll have these.
[55:53] Oh yeah.
[55:53] Those three things.
[55:54] That's a full meeting.
[55:56] Yeah.
[55:56] And you don't have to review 'em that day, but you, you can at
[55:59] least get 'em passed out to you guys or email, you know, however you
[56:03] wanna do that.
[56:03] I probably would.
[56:04] I mean, I think we.
[56:04] More likely can review them.
[56:06] I don't think it's gonna be that.
[56:08] Especially if we have them pre pre-meeting to be able to come do a
[56:11] comparison.
[56:12] Yeah, you guys,
[56:14] we can send them up.
[56:15] Yeah.
[56:16] So I'm sure you guys go through, 'em have like a top five or
[56:19] something like that.
[56:20] So.
[56:20] I don't.
[56:21] Okay.
[56:21] You always skip five.
[56:22] Yeah.
[56:22] Well, but hopefully fingers crossed.
[56:24] Yeah.
[56:24] Yeah.
[56:25] There will be some sort of collaborative project, whatever you guys need.
[56:28] Yeah, we can talk to the one we did
[56:31] well, safety, complex.
[56:32] We were, one of us was on, on that process.
[56:34] Right?
[56:35] I'm just gonna.
[56:37] So good.
[56:38] All right, then I guess we're at the end of our meeting, then I
[56:40] just ask for a motion to.
[56:42] Ask promotion to, to adjourn.
[56:43] All right.
[56:44] Second, second.
[56:45] Good.
[56:45] We're both second.
