Hello, everybody.
[6:21]
We're gonna start this meeting.
[6:25]
My name's Aaron Brown.
[6:26]
I'm the vice chair.
[6:27]
I'm sitting as chair this evening.
[6:30]
The Exeter planning board.
[6:32]
Meeting of September 10th, 2026.
[6:35]
I do want to start just by taking one second to ask you to
[6:38]
Take a moment of silence to recognize.
[6:41]
The anniversary that's coming up for nine 11 please.
[6:43]
Hmm.
[6:52]
Okay, thank you for that.
[6:54]
Hmm.
[6:55]
Let's start with introductions to my far.
[6:57]
Right.
[6:57]
Please introduce yourself.
[6:58]
Marty Kennedy.
[7:00]
Jen Martel.
[7:02]
Gwen English, Nancy Blan luck board of representative.
[7:06]
Sam McLeod alternate.
[7:07]
Great.
[7:09]
And Sam, we're gonna make you active this evening.
[7:11]
Okay.
[7:14]
Why don't we start with the approval of the minutes from 8 27, 20 26.
[7:20]
I don't think we have them in our packet.
[7:21]
Mr. How did we not have Mr. I think here we only had this
[7:25]
July 9th.
[7:26]
And then the sidewalk of.
[7:29]
14th, our emails said that they weren't available when the packages together that's.
[7:34]
Yeah.
[7:35]
Do you want to go over the other stuff or just table at all
[7:38]
We should do Lucy, probably do the ninth and the 14th.
[7:40]
Okay.
[7:41]
Yeah, let's do the, let's do the first one.
[7:53]
Do you have any?
[7:55]
I have a few.
[7:55]
If you'd like me to start, go for it.
[7:58]
Line 82 page two of seven.
[8:01]
And this is again, the July.
[8:05]
Ninth, 2026 draft meeting minutes.
[8:09]
It says comes around the.
[8:11]
Corner and narrows the word.
[8:13]
Corner
[8:15]
needs to replace power.
[8:24]
On page four seven.
[8:26]
Line 1 53.
[8:28]
Evan Lumis from, I think it should have N H D E S.
[8:32]
S added there.
[8:36]
On my
[8:37]
2 38 on page six of seven.
[8:41]
Silly one, but it's
[8:43]
it's during public comment period.
[8:45]
Ms. Blan explained why bike racks.
[8:47]
Can't be, it says N and it should be on the sidewalk.
[8:59]
And then the only other thing I noticed, and I don't know if we
[9:02]
need to really correct it, but it's on page seven of seven.
[9:06]
Line 2 58, a vote was taken.
[9:09]
All word favor, the motion passed unanimously.
[9:13]
At that point.
[9:14]
I just didn't know if we wanted to know and we don't have to
[9:17]
add it, but I'd rather say it anyway tonight.
[9:20]
That we had lost John Ruger.
[9:22]
Online.
[9:22]
So the role call was no longer needed.
[9:25]
Because we didn't have a member on zoom,
[9:28]
so it doesn't need to be added.
[9:29]
I just wanted to know that.
[9:30]
Yeah.
[9:31]
Yeah.
[9:31]
And I'm all set on that.
[9:34]
Anybody else?
[9:36]
I have, I have two, two typos.
[9:40]
One on page three.
[9:43]
Line 1 21 at the end.
[9:47]
This is a roll call.
[9:47]
Vote was taken by Ms. Kennedy.
[9:50]
That should be Mr.
[9:52]
And
[9:53]
similarly
[9:55]
on
[9:56]
page four.
[9:58]
Line 1 37.
[10:00]
It says
[10:02]
me English.
[10:03]
I think that's Ms. English.
[10:06]
Huh
[10:07]
no, I love it.
[10:08]
That's it.
[10:08]
So.
[10:11]
Anybody else?
[10:15]
Then I will make a motion.
[10:18]
To accept the July 9th, 2026.
[10:21]
Meeting minutes as amended.
[10:24]
Amend all those in favor.
[10:25]
Oh second.
[10:26]
Did someone second?
[10:26]
You did.
[10:27]
Nope.
[10:27]
You just did.
[10:28]
Okay.
[10:28]
All those in favor.
[10:29]
Aye.
[10:30]
Aye.
[10:31]
Sustained.
[10:32]
I'm gonna abstain
[10:33]
against.
[10:34]
Okay.
[10:35]
Pushing passes.
[10:36]
Passes.
[10:37]
What's the other one you wanna do?
[10:39]
It was the site walk July 14th.
[10:41]
Yep.
[11:06]
So
[11:07]
anything on it.
[11:17]
Anything on it.
[11:21]
I have to abstain cuz I didn't make that.Okay.
[11:21]
I didn't make it back in town.
[11:22]
I mean the minutes are always sparse.
[11:24]
I think at one point we didn't even take minutes.
[11:26]
I think we just.
[11:27]
Used to take attendance on the sidewalk.
[11:29]
I think it came out that we have to.
[11:31]
Yeah, yeah, yeah.
[11:33]
Think they're fine.
[11:33]
I mean, fine.
[11:37]
I'm fine with it.
[11:38]
I make a motion to expect the minutes from the July 14th sidewalk.
[11:44]
Second
[11:45]
one second.
[11:46]
Mm-hmm all those in favor.
[11:48]
Aye.
[11:48]
Aye.
[11:48]
Aye.
[11:49]
Abstained, abstained, abstain.
[11:52]
All right.
[11:52]
So we have 1, 2, 4.
[11:54]
In favor two abstentions, none opposed passed.
[12:01]
Okay.
[12:04]
Dave, I think,
[12:05]
I can't remember if you introduced yourself this evening or not.
[12:09]
You did
[12:12]
yeah.Oh, when I went through don't put Dave shackles.
[12:14]
Yeah.
[12:14]
So do you want to start, I'm gonna ask you what the next.
[12:17]
Order of business.
[12:18]
If we're ready to roll on that.
[12:20]
Continuation of the application.
[12:22]
Of Phillips Exeter academy for minor site plan review to construct three new duplexes
[12:27]
for faculty housing on tax maps.
[12:30]
Maps 83 dash zero one and 72 dash 99.
[12:34]
The applicant is also submitting a voluntary law merger.
[12:38]
Application to merge tax map, lot 72 dash 99 into tax map.
[12:44]
83 dash zero one for a single attractive land.
[12:46]
Planning board case number 26 dash seven.
[12:51]
Thank you.
[12:51]
As you know, it's been on the agenda for quite some time now, but
[12:56]
it hasn't been heard.
[12:56]
It's been continued.
[12:58]
Continued because the ZBA
[13:00]
approved special exception, but then a rehearing was requested.
[13:04]
So it kind of stayed.
[13:05]
And then the rehearing, the ZBA affirmed the special granting of the special exception
[13:10]
but then that was appealed.
[13:12]
To the state of New Hampshire housing board of appeals.
[13:15]
Appeals.
[13:15]
So that is where it is now that will take months to resolve.
[13:19]
And so
[13:21]
I would suggest that.
[13:24]
I suggest the following motion.
[13:26]
As agreed by the applicant in an email dated September 3rd, 2026.
[13:31]
You moved that the request of Altis engineering on behalf of Phillips Exeter academy
[13:35]
from minor site plan approval will be tabled until further notice with the condition
[13:40]
That abutters are re notified of the meeting when it returns to the board
[13:45]
Does somebody wanna make that motion?
[13:47]
Do I have a second?
[13:49]
Second.
[13:50]
See you a second.
[13:51]
All those in favor.
[13:52]
Aye.
[13:53]
Aye.
[13:53]
Aye.
[13:54]
Opposed.
[13:56]
Stain.
[13:58]
I think we're all.
[13:58]
I think it was unanimous.
[13:59]
Yes.
[13:59]
Mm-hmm.
[14:00]
yes.
[14:06]
So next on the agenda is the application of Jones and beach on behalf
[14:09]
of.
[14:10]
Green company for subdivision and conditional use permit application for a proposed 14 lot
[14:16]
Residential cluster subdivision consisting of single family homes.
[14:20]
Homes on the 10.1 acre parcel of the Exeter country club property.
[14:24]
That currently serves as this driving range.
[14:27]
Tax map 52.
[14:29]
Lot
[14:31]
one plaintiff board case number 26 dash 14.
[14:36]
Dave, anything on that one?
[14:38]
Yeah.
[14:38]
The first thing you usually do, cause this is hasn't been heard before is
[14:41]
you either, you know, you decide.
[14:43]
You make a decision on acceptance of the plans and if they're complete for
[14:47]
review purposes, I.
[14:49]
I believe they are.
[14:50]
So that would be up to the board to accept those and open the
[14:53]
case.
[14:53]
Right.
[14:54]
Yeah.Well, you accept the either, you know, you vote on acceptance of the plans
[14:58]
Yeah.
[15:00]
Okay.Yeah.
[15:00]
And we want to make a motion on that.
[15:03]
Acceptance of the plan as complete for review purposes, I think is the motion
[15:08]
you say.
[15:08]
So since said the words.
[15:12]
Second all second.
[15:13]
Okay.
[15:14]
Any discussion,
[15:15]
all those in favor.
[15:17]
Aye.
[15:17]
Aye.
[15:17]
Aye.
[15:17]
Aye.
[15:18]
Opposed.
[15:20]
Stained passive unanimously shall open this case.
[15:23]
I do have a unique request of the applicant.
[15:25]
We had a member of the.
[15:27]
Public come in with the last second and want to be heard early because
[15:30]
of the.
[15:32]
Kind of an emergency physical condition kind of impose on you folks for that
[15:36]
That's totally familiar.
[15:36]
If he's ready now to talk.
[15:37]
Absolutely.
[15:38]
You wanna wait till they go?
[15:39]
No, no, they can go.
[15:40]
You want to speak first in the public?
[15:42]
Yes.
[15:43]
Okay.
[15:43]
That's fine.
[15:44]
Thank you so much.
[15:44]
Okay.
[15:46]
Remind me, please.
[15:47]
I will.
[15:47]
All right.
[15:47]
And then.
[15:49]
I'll
[15:50]
go ahead, Dave, can I, yeah, please.
[15:51]
I'll do the intro now.
[15:52]
Yeah.
[15:53]
Thanks.
[15:54]
As you said they're proposing a 14 lot residential cluster subdivision.
[15:58]
Consisting on single family homes on a tenant about a 10 acre parcel at
[16:03]
the Exeter country club.
[16:05]
Property that currently serves as the driving range.
[16:08]
A conditional use permit will be required.
[16:11]
Required for the proposed impacts to the wetland buffer associated with the cross-country sewer
[16:15]
The conservation commission will hear the application at their October.
[16:19]
13th 2026 meeting.
[16:22]
The applicant also needs approval from the select board for the proposed sewer line
[16:25]
to cross a town owned lot.
[16:28]
The applicant appeared before the TRC on August 27th.
[16:32]
And the TRC comment letter is enclosed in your packets.
[16:35]
Packets, the applicant has also been reviewed by the U by Underwood engineers.
[16:40]
Engineers and their comment letter dated September 1st is also enclosed for.
[16:45]
For your review.
[16:46]
The applicant did not have time to revise the plans in response to the
[16:50]
comment letters, but requested to be placed on.
[16:53]
This agenda to start the discussion on the application.
[16:56]
I expect, I expect the board to hold the sidewalk.
[16:58]
You generally do, and receive written comments from the conservation commission.
[17:03]
Before taking any action on the
[17:05]
proposal and conditional use.
[17:07]
I would suggest that the board start the public hearing and at a minimum
[17:10]
mask, initial questions and review the yield plan.
[17:13]
That's kind of the threshold document.
[17:15]
Mm-hmm .
[17:16]
That you know, can determine.
[17:18]
The layout of the design.
[17:20]
Depending on how, how many units in the, the planning board usually.
[17:24]
Reviews that and accepts it and gets a, you know, a unit account and
[17:28]
then moves forward.
[17:30]
And there are no waivers being requested at this time, but that may change
[17:33]
depending on the responses to the comment letters.
[17:35]
That's all I have.
[17:36]
Thank you.
[17:38]
I'm just gonna make one comment before I hand it over to the applicant
[17:43]
It seems like there's a pretty good group from the audience.
[17:46]
Versus some of our meetings.
[17:47]
And I'm gonna assume they're probably here for this hearing.
[17:50]
So.
[17:51]
One of the things that we do at this hearing is we try to
[17:52]
take care of public comments, the applicant initial application.
[17:57]
And it's really still in the review process.
[17:59]
We're gonna end up requesting
[18:01]
sidewalk from the applicant at a time that's mutually agreeable to them and to
[18:05]
us.
[18:05]
And that is a public sidewalk.
[18:07]
Walk, you are welcome to that.
[18:08]
And I encourage you to go if you have interest.
[18:11]
Also
[18:13]
and when you're
[18:15]
hearing what the applicant does, especially with the yield plan.
[18:19]
It's not generally what they end up building.
[18:21]
They're trying to.
[18:22]
Demonstrate that they can get a certain number of units.
[18:26]
By right with the zoning regulation, but the plan they ultimately submit.
[18:30]
Will vary dramatically from what they will submit with their yield plan under a
[18:34]
typical application.
[18:36]
That's just my kind of comment to the public.
[18:38]
If you're not familiar with the process.
[18:40]
It is a little bit of a complicated process.
[18:43]
And it can be confusing.
[18:44]
And if you have questions.
[18:46]
Questions.
[18:46]
We encourage you to ask them at the appropriate time with that being said
[18:50]
there you go.
[18:51]
Thank you, Mr. Chair, page Libby with Johnson beach engineers here on behalf of
[18:55]
the applicant greening company.
[18:57]
Michael Green is here as well as Jenna green and John O'Neill.
[19:01]
So we were here back in July a couple months ago for a design
[19:04]
review.
[19:05]
This plan will be very similar to what you saw.
[19:07]
Then some minor changes have been made and we also.
[19:09]
Updated the plans not to include all of the design details.
[19:13]
Details. But again, for the record, it's map 52 lot one, which is 58 JD
[19:17]
hill Ave.
[19:18]
So the total parcel is close to 73 acres.
[19:21]
It is the.
[19:21]
Golf course currently
[19:23]
the Exter country club.
[19:25]
We are looking at approximately a 10 acre parcel that is at near the
[19:29]
frontage of.
[19:31]
The parcel, which is shown on our existing conditions plan.
[19:34]
We don't show the entirety of the property because we won't be developing that
[19:38]
It is accessed off the end of JD hill Ave, which is sort of
[19:41]
a little dead end piece of the road that is off of.
[19:45]
The intersection with Webster Ave, there's only two homes on the, that road currently
[19:50]
And also there is the cart path that comes off from the country club
[19:55]
clubhouse.
[19:55]
So you'll see that running toward the clubhouse here.
[19:58]
And then it sort of makes a curve and runs along the Western boundary
[20:02]
of the property that we're looking at.
[20:04]
So the property currently is the golf course is driving range.
[20:08]
You can see the tree line here on the plan, which is kind of
[20:10]
the large clearing that is for the current driving range.
[20:14]
The
[20:15]
property's pretty moderately sloped.
[20:16]
It does steepen as it gets closer to the wheel, right Creek, which is
[20:20]
on the Eastern boundary of the property.
[20:22]
The golf course does utilize some of this space right in the corner here
[20:26]
in the Northeast corner.
[20:28]
Closest to the Creek
[20:29]
for one of their tea boxes for one of the golf holes.
[20:32]
And there is a wetland that runs through the property.
[20:35]
This is very similar, actually the same as what you saw previously.
[20:39]
Since our previous plan was a real wetland delineation versus just being a concept
[20:44]
So that sort of divides the property almost two thirds, one third.
[20:48]
Split with the majority of the land being on the Western side of that
[20:52]
wetland.
[20:56]
Included in our plan set is a demolition plan.
[20:58]
We did show our proposed road on here, just so it kind of made
[21:01]
a little bit more sense with what's.
[21:02]
What's going on and we have kind of a blown up.
[21:05]
Shot of that intersection at the Webster Ave, JD hill Ave intersection, cuz there's
[21:10]
quite a bit going on there as you come around that corner.
[21:14]
And head toward the driving range.
[21:16]
The road really narrows as it comes into JD hill road.
[21:19]
So we'll need to actually widen JD hill Ave in order to make that
[21:23]
an adequate access for the proposed subdivision.
[21:26]
And there's quite a bit of infrastructure in that area.
[21:28]
There's a,
[21:29]
a fire hydrant, a couple of utility poles.
[21:32]
Poles some drainage that will all need to be reworked.
[21:35]
So that's what this plan shows.
[21:36]
And we do plan on adding a similar kind of blown up detail on
[21:40]
our utility.
[21:41]
Plans at the request of D P w to show that in a little
[21:44]
bit more detail as well.
[21:46]
The other thing that we'll have to get relocated is there's some overhead power
[21:49]
that runs out actually into the golf course for kind of their maintenance building
[21:53]
That's out there.
[21:54]
That'll have to get reworked so that it runs along the cart path instead
[21:58]
cuz right now it's running through what will be our proposed lots.
[22:02]
Lots. And then a small section of the cart path will also have to get
[22:05]
relocated in this area.
[22:07]
So you can see the existing cart path here.
[22:10]
This is the only section that we'll get impact and an only to be
[22:13]
relocated to kind of connect the existing.
[22:16]
To the existing, instead of running through our proposed road.
[22:20]
Also within the right of way along JD hill Ave, there are some trees
[22:23]
in that area, as well as some fencing.
[22:26]
That we'll all have to get pushed back to the west onto the country
[22:29]
club side of the right of white line.
[22:33]
So this is our proposed yield plan.
[22:35]
It's 14 lots again, very similar to what you saw before.
[22:38]
We did make some minor tweaks.
[22:40]
Tweaks to it.
[22:40]
Based on some comments we received at our last meeting.
[22:43]
But we do have 14 lots, which are all the, the.
[22:47]
Required conventional size per the zoning within the R two district.
[22:52]
And then this is our proposed cluster subdivision plan.
[22:55]
So you can see the lots are all clustered together on this Western side
[22:59]
of the wetland.
[23:01]
Which is in this area
[23:02]
and we're proposing about 50% just under, I think it's 49.9% open space.
[23:09]
So we're proposing more open space than is actually required for the ordinance.
[23:13]
But we do have that area available.
[23:14]
So we're proposing all of that as open space.
[23:17]
And the only thing I will mention is that the golf course does, will
[23:21]
continue to utilize the space that is currently their tee box.
[23:24]
That will be part of the.
[23:25]
Open space that will be an easement to them.
[23:28]
Which is consistent with the rules of what's allowed within the open space, including
[23:32]
recreation.
[23:33]
The proposed road is about a thousand feet long, but that includes.
[23:38]
Includes about 200 feet of road that we'll need to get upgraded.
[23:41]
Upgraded on the end of JD hill Ave.
[23:42]
Like I mentioned before, that will have to get widened for this project.
[23:45]
Just so it's.
[23:47]
It's accessible for the 14 lots as well as the two existing homes on
[23:50]
that road.
[23:51]
And we do also propose a stop sign at the end of the road
[23:54]
because currently this is almost like a three-way intersection.
[23:58]
Between the two sections of JD hill, lab, and Webster Ave.
[24:02]
So, and right now it's, it's just the two homes there.
[24:04]
So that's served its purpose for the time being, but with an additional 14
[24:08]
homes, we felt it.
[24:10]
Was necessary to add an additional stop sign there.
[24:14]
This is our proposed grading plan.
[24:16]
So we're proposing some.
[24:18]
Drainage upgrades at the intersection of JD hill Ave, as well as sloping.
[24:23]
The proposed road into our site and we have several catch basins along our
[24:27]
road to collect drainage.
[24:28]
That actually comes down the hill from the golf course.
[24:31]
And will be graded to come down the road into our catch basin so
[24:34]
we can help to.
[24:36]
Mitigate some of the drainage issues that are currently occurring at that intersection.
[24:40]
And then we have two proposed stormwater basins.
[24:43]
These are bio retention with internal storage reservoirs that provide
[24:47]
stormwater.
[24:48]
Peak flow attenuation as well as treatment of the runoff.
[24:52]
And those catch basins will direct.
[24:54]
That runoff into those areas to be treated and infiltrate and infiltrated.
[24:59]
We do have some wetland buffer impacts, which are shown in the green, in
[25:02]
the orange and pink on the plan.
[25:05]
Which are temporary impacts only.
[25:07]
These are for.
[25:08]
Construction, basically, if the back burns of these ponds and those will all be
[25:12]
re-vegetated as part of the project, once that is complete.
[25:16]
We do have also have two small wetland crossings.
[25:18]
One is located right here.
[25:20]
And the second is right here, and that is for us to tie into
[25:24]
sewer, which I'll speak about on the next slide.
[25:29]
So this plan shows our proposed utilities.
[25:32]
The water will connect to.
[25:35]
The end of JD Hila and come up through the site and loop around
[25:38]
There's some studies that we need to look into at the request of D
[25:41]
P w that came up at TRC.
[25:43]
So we'll need to look into that.
[25:45]
And then we did propose a cross country sewer line.
[25:48]
Like we mentioned at our last meeting
[25:50]
that we'll have to be approved by the select board because there's this there's
[25:54]
There's two properties down here that are actually owned by the town of Exeter
[25:57]
And the closest sewer manhole is down here off at the end of Webster
[26:01]
Ave, which is much, much lower.
[26:03]
Than the manhole that is up at the top of Webster Ave.
[26:07]
This manhole is also very shallow.
[26:09]
So in order to allow us to connect to.
[26:12]
Sewer with gravity flow.
[26:13]
We have to come down the hill and connect to that manhole, which is
[26:16]
at the end of Webster Ave.
[26:18]
So that is really what the two.
[26:20]
Wetland buffer or wetland.
[26:22]
Impacts that we propose are shown on
[26:25]
C2 or four is for those, those sewer crossings.
[26:29]
Crossings.
[26:31]
We have a lighting plan here that shows we just have a couple of
[26:34]
proposed streetlights.
[26:34]
There's actually currently one at the end of.
[26:37]
JD hill, lab and Webster a intersection.
[26:40]
So we're just proposing to replace that one in the same location on the
[26:43]
pole.
[26:43]
Once that's relocated.
[26:45]
And then we proposed our cluster mailbox unit.
[26:48]
Right here at the entrance to our road.
[26:49]
So we have one light there as well as one at the end of
[26:53]
the intersection.
[26:56]
This is our landscaping plan.
[26:58]
So we proposed street trees along the road on both sides as required.
[27:02]
Required per the regulations.
[27:03]
And then we also do have pretty substantial
[27:06]
buffer planting along the.
[27:09]
Country club property line, which is where those current trees are that we'll have
[27:12]
to get cut down.
[27:13]
So that will be to replace those in order to screen
[27:16]
the country.
[27:17]
Club from the two homes that are on Janie hill Ave.
[27:22]
And then we just have our truck training plans.
[27:24]
Plans.
[27:25]
This is the roadway profile, so you can see.
[27:27]
Starting here.
[27:28]
The road is sloped down into our site entirely with catch basins, to pick
[27:32]
up the drainage as it comes down into our site.
[27:37]
And then this is that cross-country sewer.
[27:40]
Profile.
[27:41]
So you can see how much the.
[27:43]
Grade changes between the top of the street and.
[27:47]
Down at the end of Webster Ave.
[27:53]
And then we just have our detail plans.
[27:55]
Plans. So that's really an overview of the project
[27:57]
we wanted to come before you, even though we didn't have time to revise
[28:00]
our plans per the TRC meeting, which was a couple of weeks ago.
[28:04]
Because we knew that when we were here for the design review, the board
[28:07]
did wanna do a site walk.
[28:08]
So we wanted to make sure that we came to you and.
[28:11]
Possibly could get that scheduled so that we could.
[28:14]
Do the sidewalk revise the plans and then come back before you and have
[28:17]
everything.
[28:18]
Situated so that you can ask more questions then.
[28:22]
And we also do have to go before the conservation commission, like Dave mentioned
[28:40]
Is that it for now?
[28:41]
Yes.
[28:41]
Okay.
[28:41]
Yeah.
[28:42]
We can answer any questions that you might have.
[28:43]
Okay.
[28:45]
Ms chair.
[28:45]
Could I just ask one question you need to go before the select board
[28:48]
of you spoken to the chair about getting on the agenda yet?
[28:51]
We have not yet.
[28:52]
I believe.
[28:53]
That Kevin mom is working on a letter to request to be on their
[28:56]
agenda.
[28:57]
Okay, so you don't know when that's going out.
[28:59]
I'm not sure when that, when that will be scheduled.
[29:02]
Okay.
[29:03]
Hopefully prior to they're kind of half probably should happen.
[29:07]
Yes, sooner than later, right?
[29:08]
It's one of those chicken before the egg things, because we also feel that
[29:12]
the select board may not want to approve it until the planning.
[29:15]
Board has it all.
[29:16]
I definitely, yeah, no, I, I think you need, like, I treat it as
[29:20]
like,
[29:21]
forget the town owns it.
[29:22]
If you were going through.
[29:24]
Doug Eastman's lot, right?
[29:25]
Yeah.
[29:25]
Yeah.
[29:25]
Yeah.
[29:25]
You'd you'd need to get approval before you got approval from the planning.
[29:28]
Right.
[29:29]
So I, I don't want to like muddy the waters by who owns.
[29:32]
Owns it right.
[29:32]
It's just get approval before approval here.
[29:35]
That's what I would say.
[29:38]
And the, the sorry, Mr. Chair.
[29:39]
No, no. So that agenda.
[29:42]
Is very well planned out for the select board.
[29:45]
So you really wanna get that loaded to the chair sooner than later.
[29:49]
So he can give you an idea when he can fit that in.
[29:51]
Okay.
[29:52]
Thank you.
[29:53]
Thank you.
[29:53]
Thank you.
[29:54]
You have any questions from the board at this time?
[29:57]
I'm gonna have the audience.
[29:59]
Well, I'm asking if you have questions or not.
[30:00]
I have questions, but I'll wait.
[30:01]
You wanna hear from them first?
[30:02]
Yeah,
[30:03]
I'm good.
[30:04]
You good over here, you.
[30:07]
I'm gonna open it up to the members of the public to speak.
[30:10]
Please come to the podium.
[30:11]
Yes.
[30:12]
If you can.
[30:13]
You want us to bring you?
[30:14]
We can bring you the mic if you'd like.
[30:18]
No state your name and your address, please, and speak clearly in the mic
[30:21]
and speak to the board.
[30:22]
Not to the applicant.
[30:24]
Thank you.
[30:30]
Apologize
[30:34]
familiar.
[30:34]
Sorry.
[30:36]
Move the piece transport.
[30:38]
It's a four-way intersection where you can go.
[30:41]
I'm sorry, sir, sir.
[30:41]
Coming off.
[30:42]
Oh, sorry.
[30:44]
Please introduce yourself.
[30:45]
I am Greg McCarthy.
[30:46]
I live at four Webster avenue.
[30:49]
I live on approximate.
[30:51]
One acre, which you right about there.
[30:54]
That appear to have the longest.
[30:56]
Shared residential property line that abuts this project.
[31:02]
I have spoken previously in front of this board where I spoke conditionally in
[31:06]
favor of.
[31:08]
The original clubhouse replacement effort, that condition being.
[31:13]
Getting some of these storm water and drainage taken care of.
[31:18]
That has affected our neighborhood for decades.
[31:22]
My purpose today.
[31:23]
Why am I here?
[31:25]
Why was this important to me?
[31:28]
I want to put this project into a current and historical perspective so that
[31:32]
the abutter concerns that you're gonna hear tonight.
[31:35]
Can be viewed in the appropriate context.
[31:39]
I'm gonna start chronologically and speak somewhat generally, but I think I'll be able
[31:43]
to get my point across.
[31:46]
Jumping it back in time.
[31:48]
World war II ended and a bunch of houses has got built up in
[31:51]
the Jada hill neighborhood.
[31:52]
Mine included
[31:54]
1946.
[31:57]
Excuse me.
[31:59]
My understanding.
[32:01]
At the time is that JD hill.
[32:03]
That neighborhood Webster Ave, the golf course parking lot.
[32:07]
Those were all dirt roads back in the day.
[32:10]
At some point Webster avenue got paid.
[32:13]
I'm guessing that was probably in the 1950s.
[32:16]
Fifties in some level
[32:18]
of.
[32:19]
Storm water drainage or runoff drainage, whatever you want to call it was installed
[32:25]
Later on.
[32:26]
At some point I want to get, I, I don't have the exact date
[32:30]
but the town of Exeter.
[32:32]
Allowed and approved the golf course to pave their current parking lot.
[32:36]
There was no evidence that I know of.
[32:40]
That showed that the town.
[32:43]
Improved the local infrastructure to account for.
[32:46]
Or mitigate
[32:47]
the effects of paving this lot when it comes to the amount of runoff
[32:52]
And, and drainage issues that our neighborhood has.
[32:57]
You know, as you all know,
[32:59]
time has passed since then.
[33:00]
And our weather has gotten worse.
[33:03]
The amount of storms, their frequency and severity have gotten much worse over time
[33:08]
And as a result of this combination of circumstances,
[33:13]
the lay of the land has changed.
[33:15]
You'll see, like my lot, for example,
[33:18]
used to be somewhat level.
[33:20]
It used to be a baseball field where their neighborhood kids played ball.
[33:25]
At for a long time, it was a pasture where horses were raised.
[33:30]
Raised
[33:31]
the current conditions.
[33:32]
On my lot, make none of these activities possible today.
[33:40]
This storm drainage that we do have leftover from the original.
[33:44]
Paving effort from way back when.
[33:47]
It's honestly, almost never maintained.
[33:49]
I've lost track of how many times.
[33:52]
Over the years, not this year, not last year, but over all the years
[33:56]
That I've cleaned up the storm range, that Doug has other neighbors as well
[34:03]
Doesn't sound important now, but I'll loop back to that later on.
[34:08]
In more recent times.
[34:10]
Things continued in this general direction.
[34:14]
When Webster Ave was repaved a couple of years ago.
[34:19]
The crown of the road itself changed quite dramatically and pushed even more water
[34:25]
To the Northern side of Webster avenue.
[34:28]
And I doubt very much that the road, as it currently exists.
[34:32]
Exists meets current D O T specifications for what?
[34:36]
The crown of a road.
[34:38]
Should be
[34:40]
I've looked at ears worth of meeting minutes.
[34:43]
Other documentation that show categorically.
[34:46]
The problem that I'm discussing today.
[34:49]
The stormwater runoff and drainage issues have been well understood by the town of
[34:53]
Exeter for decades.
[34:55]
It's not a surprise or a matter of debate.
[34:58]
It's a known fact.
[35:00]
As evidenced by the record itself, which sits on the town website.
[35:04]
And we have a critical town employee who everyone in here knows.
[35:08]
Knows who has lived through this problem.
[35:10]
Decade over decade as it runs through his backyard.
[35:14]
Getting closer and closer to his basement.
[35:19]
Sorry.
[35:22]
Recently
[35:23]
over
[35:24]
unanimous neighborhood opposition, the town approved.
[35:27]
That housing project off of Haven lane.
[35:31]
The one that sits between Haven lane and Portsmouth avenue.
[35:34]
I don't know what it's called.
[35:36]
I call it the Gulag,
[35:38]
cuz that's what it looks like to me.
[35:40]
The Haven league neighborhood was ruined.
[35:43]
And the town blessed it.
[35:46]
That project should speak volumes about our collective reluctance for new construction and our
[35:52]
literal.
[35:53]
Backyards.
[35:56]
Even more recently, the town of had an opportunity to not only rectify.
[36:01]
Past mistakes on JD hill, but to catch up.
[36:04]
The entire neighborhood infrastructure.
[36:07]
The pumping station project.
[36:09]
Instead of taking advantage of the fact that the entire storm drainage system was
[36:14]
dug up and exposed for the world to see where were.
[36:17]
They nine feet wide and eight feet deep.
[36:20]
For the length of Webster avenue.
[36:23]
The town didn't do anything else except going there and do the pumping station
[36:27]
project.
[36:30]
Our yards were torn up.
[36:32]
Invasive plant species were introduced.
[36:35]
And nothing else was accomplished.
[36:38]
We're left with the same drainage and runoff problems that we had before this
[36:42]
project started.
[36:44]
About a, what a year ago.
[36:46]
And I referenced the start of the project.
[36:49]
For a reason.
[36:51]
It's one of the most compelling ways to ensure that the board understands how
[36:55]
we are feeling right now.
[36:57]
This pumping station station, project.
[37:00]
Appears to still be incomplete.
[37:02]
Every day we're dodging at least four pylons.
[37:06]
Pylons set up in our roads
[37:07]
that are protecting.
[37:10]
Holes in the asphalt.
[37:12]
Asphalt
[37:14]
and it's dangerous.
[37:17]
But I, I point this out to also point out one other thing.
[37:21]
During this same timeframe of the pumping station project.
[37:25]
The town manages to start and then finish.
[37:28]
Completely
[37:29]
roundabout on the other side of town.
[37:32]
And I, you know, to me, that's a pretty good example.
[37:36]
Of why we feel like our neighborhood.
[37:39]
Is being neglected.
[37:41]
And ignored.
[37:48]
Everything I've said so far leads to this.
[37:52]
Given the facts and circumstances, I've just laid out.
[37:55]
Why should we trust anything coming from the developer or the town?
[38:00]
For that matter
[38:01]
clearly.
[38:03]
And for decades now, no one has been taking our needs seriously, and I
[38:06]
believe this needs to change.
[38:08]
We have a town leadership and committees.
[38:12]
Committees that are all about putting beautiful granite curbs.
[38:14]
Curbs in certain neighborhoods while JD hill has no curbs at all.
[38:19]
And the LA this lack of infrastructure.
[38:22]
Is having a huge negative impact on our properties.
[38:29]
The plants that have been shown here today.
[38:32]
You know,
[38:34]
who knows.
[38:36]
Knows I,
[38:37]
to me
[38:39]
this looks like another opportunity for a whole lot more water to come running
[38:43]
down our streets.
[38:45]
And
[38:47]
I, I, we all have video of what this place looks like, what our
[38:51]
road looks like.
[38:52]
When the rain hits, it's not pretty.
[38:56]
And I understand, I totally understand the purpose.
[38:59]
Of having to,
[39:00]
you know, like last meeting.
[39:03]
Discussed for an extensive period of time, the use of nesting boxes for someone
[39:07]
else's project.
[39:08]
I get that.
[39:09]
I understand why that's important.
[39:12]
But
[39:13]
using Haven lane, as our example, at some point we have to prioritize.
[39:18]
The needs and the requirements, the basic.
[39:22]
Infrastructure requirements of the people who have lived here in faithfully paid.
[39:26]
Exeter rising property taxes for years and years on end.
[39:32]
I mean
[39:33]
that that's where we're at.
[39:36]
This project.
[39:38]
Has forced me to learn a whole bunch of new words and phrases that
[39:40]
I didn't wanna have to get into.
[39:43]
Things like
[39:44]
ministerial failure.
[39:46]
Constitutional property protections.
[39:48]
Private nuisance and trespass.
[39:51]
Trespass specific negligence, reasonable use doctrine.
[39:55]
Invested property interest.
[39:57]
As I stated emphatically.
[39:59]
The last time I spoke before this board, my goal is to be a
[40:03]
partner with a town of Exeter.
[40:05]
It's just getting harder and harder.
[40:08]
I don't want to be in opposition.
[40:10]
But
[40:12]
if this project goes forward,
[40:15]
something has to be done.
[40:18]
To fix the problems that we have had.
[40:20]
For decades
[40:22]
instead of just being ignored again and being left to deal with the ramifications
[40:26]
of another project.
[40:28]
That impacts our neighborhood.
[40:33]
So that's all I've got to say.
[40:36]
The only other thing I can think of based on what we.
[40:40]
Just heard is whether or not the property site visit.
[40:44]
The site walk.
[40:45]
Is that what we called it?
[40:47]
Whether or not that sidewalk was going to.
[40:50]
Include an actual site walk of Webster avenue.
[40:53]
Itself.
[40:55]
I, I would strongly
[40:58]
recommend that that happens so that you can see.
[41:01]
The downstream impact from projects at the top of the hill, before we start
[41:05]
cutting down trees and widening roads and all that other stuff.
[41:09]
We can show you firsthand.
[41:12]
What it looks like when we don't have enough infrastructure in place.
[41:16]
To handle basic neighborhood requirements.
[41:20]
And that's all I've got.
[41:20]
Thanks for your time.
[41:21]
I appreciate it.
[41:23]
Thank you.
[41:30]
I think it will.
[41:32]
Include Webster Ave considering the access.
[41:33]
We'll probably end a parking.
[41:35]
I would think at the clubhouse.
[41:37]
Generally
[41:39]
and walking over.
[41:40]
When we do the site walk
[41:43]
that'll the site walk.
[41:45]
Sidewalk time.Indeed.
[41:45]
If you can't make it to the end of the meeting will be on
[41:49]
the website once we have it established, but it will be determined tonight.
[41:52]
Anybody else in the public wanna speak?
[41:57]
Again, please introduce yourself and your address.
[42:01]
My name is Gail Morse and I live at 73 JD hill avenue.
[42:06]
And I was living there when they put in.
[42:10]
The paved
[42:11]
driveway at the country club and believe me.
[42:14]
Oftentimes, they put it in an August day.
[42:19]
In the nineties, I'd have to.
[42:21]
Find out
[42:22]
exactly.
[42:24]
But it was put in, in the nineties.
[42:26]
Nineties.And when it rains.
[42:28]
Rains. It jumps right over the, the storm drain.
[42:32]
It, it comes down so fast and if they do a sidewalk, if they
[42:36]
ever do.
[42:38]
I would suggest they come on a rainy day.
[42:42]
Because that's what you're gonna see.
[42:44]
You'll see it.
[42:45]
I'm lucky I don't get water in my basement.
[42:49]
But I'm the top of the hill.
[42:52]
But I know my neighbors.
[42:55]
Neighbors have been
[42:56]
affected by this.
[43:00]
It's disappointing to see.
[43:03]
14 houses.
[43:04]
Why 14?
[43:05]
Why couldn't it be five?
[43:08]
You know, we, I
[43:11]
I don't know what year we put the new water treatment plant in.
[43:16]
But we've all been paying higher.
[43:18]
It went up probably around 2015.
[43:22]
If I'm not mistaken.
[43:24]
Our water bills.
[43:25]
And now after that meeting that we had the first time.
[43:29]
In back in July on the 14 houses.
[43:33]
They said, oh, we don't longer have to be on.
[43:37]
A number four.
[43:39]
Water ban.
[43:41]
What a coincidence.
[43:42]
I think.
[43:45]
I'm just disappointed that that they're ruining.
[43:49]
That neighborhood, our neighborhood.
[43:52]
I've lived there
[43:53]
a number of years.
[43:55]
And it's been nice.
[43:57]
Quiet
[43:58]
seeing children.
[44:00]
On the
[44:01]
sledding across the street.
[44:02]
Let me ask you.
[44:04]
Are the children still gonna be able to go sledding?
[44:08]
From the hill on the country club.
[44:11]
Will they still be allowed?
[44:14]
To go sledding.
[44:16]
When this new development happens, if it does happen.
[44:21]
Because if it does
[44:23]
oftentimes I've observed many children.
[44:27]
Ending up
[44:28]
in the practice field.
[44:30]
So keep that in mind, keep our children.
[44:33]
Safe.
[44:38]
I think someone in the back.
[44:46]
My name is Janet Mirati.
[44:49]
I live at my husband and I live at 79 JD hill a.
[44:53]
Which would be the last house when they mentioned those two houses.
[44:57]
On the end of the street.
[45:00]
I'm the last house.
[45:03]
And
[45:05]
I wanna express my concerns about the proposed development at the end of our
[45:09]
dead end.
[45:09]
And it is a dead end street.
[45:12]
It's not an.
[45:13]
Empty lot somewhere.
[45:14]
It's a dead end street.
[45:17]
A pair, a dirt path, and then we're driving range.
[45:22]
And before any approvals are granted, I asked the town to require a clear
[45:27]
road widening plan.
[45:29]
Adequate protection from the golf course for us.
[45:33]
A drainage review wildlife protection in a traffic study that addresses pedestrian safety.
[45:39]
We're very walkable.
[45:41]
Community.
[45:43]
They have stated that the road would need to be widened, but.
[45:47]
They say, remove a few trees.
[45:51]
These trees are mature.
[45:53]
In fact, I believe some are registered with the conservation commission.
[45:56]
This is what they, the trees.
[45:58]
That they have to remove.
[46:01]
Which will also increase the drainage.
[46:04]
Issues.
[46:07]
And
[46:09]
in addition to
[46:11]
controlling drainage and erosion.
[46:14]
Because it's a hill,
[46:16]
the golf course comes down a hill that we are across the street from
[46:20]
a hill.
[46:24]
It's an important buffer.
[46:26]
Between our homes and the golf course.
[46:29]
They have a safety net, which is really not adequate.
[46:33]
We get golf ball.
[46:33]
We all get golf balls.
[46:36]
Balls and this would be gone.
[46:38]
We would have no buffer.
[46:40]
Which means we would have no protection.
[46:44]
And they do mention
[46:46]
I did not, I didn't have a chance to.
[46:50]
Really examine these plans because they were just posted on Tuesday afternoon.
[46:57]
I know they mentioned some kind of a vegetation buffer.
[47:01]
Between Webster a
[47:04]
and
[47:04]
the, this development.
[47:07]
But I don't see really anything being worked on.
[47:11]
For the buffer across the street from us.
[47:16]
The other thing
[47:18]
the neighborhood is highly walkable.
[47:22]
Regularly used by dog walkers.
[47:25]
Walkers families, children.
[47:27]
Elderly people.
[47:30]
And
[47:31]
I think that if this were to go through, we would need the sidewalk
[47:36]
Extended
[47:37]
when the Gulf
[47:39]
course was going to have their new clubhouse.
[47:42]
I believe.
[47:44]
One of the stipulations was that the sidewalk.
[47:48]
Be extended from where it ends at
[47:51]
Hayes trailer park.
[47:54]
I think that that would have to happen.
[47:56]
In order to protect pedestrians.
[47:59]
Pedestrians and
[48:02]
the other thing too.
[48:02]
And I, I don't think this has been mentioned.
[48:07]
This development will be surrounded by conservation land.
[48:12]
In fact
[48:13]
it in, at the end of this dirt path, that pot of which will
[48:17]
become the erode.
[48:19]
Road.
[48:19]
There's the Irvine.
[48:21]
Conservation area, which is a town owned conservation area.
[48:27]
Those birds and animals.
[48:30]
What will be the impact on them?
[48:33]
Because right now it's a golf course and there's a large wooded area on
[48:38]
the other side of the driving range.
[48:39]
And I have no idea how much of that.
[48:41]
There that there will be removing, but I know some will be removed.
[48:45]
Removed.
[48:46]
And I just wanna end by saying I've lived here.
[48:50]
For almost 30 years, I've raised my children here.
[48:55]
I'm concerned about that this continued development.
[48:59]
Particularly when variances in special considerations are requested, can overlook the safety, affordability and
[49:06]
quality of life.
[49:07]
Concerns of established neighborhoods.
[49:10]
Neighborhoods.
[49:11]
And I know that the town master.
[49:13]
Plan
[49:15]
focuses on
[49:17]
affordable housing and maintaining neighborhood character.
[49:21]
This does neither of those things.
[49:23]
Thank you.
[49:40]
Hi everyone.
[49:41]
My name is Rebecca Zollner and I live at 71 JD hill Ave.
[49:45]
And I'm also here to speak on behalf of
[49:48]
Jennifer.
[49:48]
Indiana Macon of 67.
[49:51]
And Maria and John George of 77 Jie hill Ave.
[49:55]
They couldn't be here tonight because frankly, this meeting is at a tricky time
[49:58]
for parents,
[49:59]
you know, it's time of day for dinner and homework and bedtime, but.
[50:03]
That's life on our street and that's exactly why I am here.
[50:07]
This is a family neighborhood.
[50:08]
It always has been, as you know, our neighbors have attested to tonight.
[50:12]
And we have chosen the street deliberately because it is quiet and safe in
[50:15]
the kind of place where our kids can be kits.
[50:18]
Kits and we're here tonight.
[50:19]
I'm here tonight asking the board to help us protect that.
[50:23]
I wanna call out something very specifically, because I do think it gets a
[50:26]
little bit lost in the paperwork.
[50:27]
We've talked about this dead end a lot.
[50:30]
But this dead end section of the road is the only safe and flat
[50:33]
place where our kids to play in this neighborhood.
[50:37]
Not one of a few options.
[50:38]
It truly is the only option.
[50:40]
And in summer evenings, you'll find that dead end is full of kids learning
[50:43]
how to ride.
[50:44]
Their bikes and kicking balls.
[50:46]
And.
[50:47]
Playing outside with each other while we, as parents can just watch them enjoy
[50:50]
being outside in the summer.
[50:52]
It's really the heart of our neighborhood, where friendships are formed and our community
[50:56]
really happens.
[50:59]
The surrounding streets carry
[51:01]
constant traffic from the golf course.
[51:04]
It's constant and this traffic.
[51:08]
Of the golf course and its members
[51:09]
who are also very rarely mindful of the fact that there are kids at
[51:13]
play in this neighborhood.
[51:15]
Families have learned to keep our kids away from that side of the street
[51:18]
And it really is only safe to go up this way.
[51:22]
So that's where all our kids are going to play.
[51:23]
And like I said, learning to ride their bikes and playing outside, playing street
[51:26]
hockey, and just again, being outside and enjoying the.
[51:29]
Kids because that's
[51:32]
that's where it's safe.
[51:33]
And if this development goes through that ends.
[51:36]
Ends permanently, really for us.
[51:39]
Like I said, this is we've all said numerous times tonight.
[51:42]
This is a single entry narrow road and it already carries a lot of
[51:46]
traffic.
[51:48]
They're a golf club members and employees who use it daily and often at
[51:51]
speeds.
[51:51]
And without the awareness, you would appreciate from anyone who, where kids.
[51:56]
Are playing or families are living.
[51:58]
And this develop is not going on.
[52:00]
Vacantly and you are replacing or driving range.
[52:02]
The golf traffic doesn't go anywhere.
[52:04]
This is just more traffic and.
[52:06]
More cars, interrupting where our kids get to play.
[52:10]
And we would really ask that an independent traffic study be completed.
[52:14]
Before any, anything moves forward?
[52:18]
The drainage we, our, our neighborhood will talk your ear off about drainage.
[52:21]
It's a problem.
[52:22]
I won't go into more detail about the drainage.
[52:26]
But again, we are really asking.
[52:28]
For an independent drainage or stormwater study, kind of whatever the, the correct term
[52:32]
for that would be to be.
[52:34]
Completed.
[52:35]
And then for any re remediation needed to be paid for by the developer
[52:38]
we don't feel that this should really come back and affect us as families
[52:41]
who are already living here.
[52:44]
You know, as Gail mentioned, we've been living under a water restriction for the
[52:47]
better part of a year.
[52:48]
At this point, I believe.
[52:49]
And every family on the street we've cut back.
[52:52]
Look at our gardens, they're dead and sad.
[52:55]
But approving 14 additional homes in the middle of this is just gonna add
[52:59]
more permanent demand to the water supply that it appears already in crisis.
[53:04]
So my neighbors trusted me to be here tonight because they couldn't be because
[53:08]
Knowing that without somebody standing up for us, the interest of this neighborhood can
[53:12]
get overlooked in a process like this.
[53:14]
We're not just neighbors in the loose sense of the word.
[53:16]
We are a community.
[53:18]
We celebrate holidays together.
[53:20]
We eat dinner outside together in the summer.
[53:21]
We catch and get to watch each other's children grow up.
[53:25]
This didn't happen by chance.
[53:26]
This didn't happen by accident.
[53:28]
This happens because this is a type of street where we are, that this
[53:31]
can happen.
[53:33]
We don't
[53:34]
are not asking the board to stop all development.
[53:36]
That's obviously not reasonable.
[53:38]
We are asking you to think carefully about what gets lost.
[53:41]
When you change the character of a neighborhood like ours.
[53:44]
Ours and hoping that you would require an independent, independent traffic drainage and water
[53:48]
studies before any approval gets granted.
[53:52]
The big kind of point here is our kids play at that one dead
[53:54]
end in our families gather there.
[53:56]
Please help us protect it.
[53:58]
Thank you.
[53:59]
Thank you.
[54:19]
Sherman Chester three Webster avenue.
[54:22]
I grew up on Webster avenue.
[54:25]
And have been a neighbor of, of the country club for 71 years.
[54:31]
I see the changes in neighborhoods around Webster avenue.
[54:35]
And this proposed development.
[54:37]
Is unnecessary and detrimental to the neighborhood.
[54:41]
The town and the country club.
[54:43]
Exeter country club.
[54:46]
Coach bill Belichick is what it is.
[54:49]
Recreational nine hole golf course.
[54:52]
Now the original clubhouse was destroyed by a tornado in 1953.
[54:57]
The current clubhouse has been on site and remodeled over the years and serves
[55:00]
its purpose.
[55:01]
For nine months of the year.
[55:03]
The ground crews, they've done a lot to improve the fairways and greens over
[55:06]
the recent years, but it is not.
[55:09]
And never will be in the same league as Portsmouth Wentworth, Ana peas and
[55:13]
on and on and on.
[55:15]
Years ago, my dad
[55:17]
and I were both members.
[55:18]
He aged out and I decided just taking a good walk was less frustrating
[55:24]
Change inevitable, but let's keep it constructive and not destructive.
[55:29]
Developers, they're ruining Exeter.
[55:31]
They're putting an unnecessary burden on the infrastructure and the traffic flow here in
[55:35]
the town.
[55:37]
The two main arteries into downtown Exeter.
[55:38]
They're being clogged by the squall of poorly thought out development.
[55:42]
And please no one on the various boards here in the town of Exeter
[55:46]
wants to use the phrase, affordable housing or workforce housing, because that is a
[55:50]
Fallacy.
[55:52]
I'd like to see the board members representing Exeter show some restraint in there
[55:55]
to decision making.
[55:57]
Realizing the legacy that they're leaving for future generations.
[56:01]
I, I also realize that native Exeter residents are becoming extinct.
[56:05]
And some of our children can't afford to live and grow their families right
[56:09]
here in the town.
[56:09]
They grew up in and keep that process going.
[56:13]
Progress.
[56:14]
No.
[56:15]
Keeping the charm in historical significance of Exeter.
[56:18]
Questionable.
[56:19]
I asked the board's representing Exeter to put a two letter word in their
[56:23]
decision making vocabulary.
[56:24]
And that word is no.
[56:26]
And if you wanna be polite, you can add, sorry.
[56:28]
In front of it.
[56:29]
The developers are ruining Exeter's charm and heritage, and they should be encouraged to
[56:33]
just pack up their tents and move their circus to another area and put
[56:36]
their act on there.
[56:38]
And I hope this board is gonna see this project as ill-advised the Exeter
[56:41]
country club should be encouraged to come up with an alternative way to get
[56:44]
themselves an upgraded club.
[56:46]
Clubhouse the loss of property, including theirs is forever.
[56:50]
And the ramifications to the town's infrastructure is permanent.
[56:55]
The new clubhouse, well, commercial loan GoFundMe, maybe a deep pocket member and put
[56:59]
a plaque on it with their name on it.
[57:00]
Joe and Mary dokes.
[57:02]
Dokes.I just hope they haven't cashed their check.
[57:05]
And compromise their existence.
[57:07]
Thank you.
[57:35]
Good evening.
[57:36]
My name is Doreen Chester and I reside at three Webster Ave.
[57:41]
My home faces the Exeter country club, not in a butter, but faces.
[57:45]
Faces and the proposed development would directly affect my quality of life and diminish
[57:50]
the peaceful character of our close-knit neighborhood.
[57:54]
I'm here this evening to state my objections to the pro proposal to construct
[57:59]
14 new single.
[58:00]
Family homes on the current driving range.
[58:03]
At extra country club,
[58:04]
Webster Ave is a dead end road.
[58:07]
And the road leading to the country club from JD hill and Webster avenues
[58:10]
is very narrow.
[58:12]
As somebody mentions, it's a trail and that's really all it is on the
[58:15]
dirt road.
[58:16]
To the country club, there is insufficient room for vehicles to pass safely.
[58:21]
And there are mature trees, as someone mentioned and registered.
[58:25]
Of which they would have to be removed.
[58:27]
And I object to that.
[58:29]
Exeter was recognized as part of tree, city USA.
[58:32]
In 2019,
[58:34]
I don't believe that they could hold that.
[58:37]
Today
[58:38]
trees.
[58:39]
Provide privacy neighborhood character, and a sense of peace.
[58:43]
They also serve essential environmental functions.
[58:47]
Functions cleaning out air water, providing habits, habitat for wildlife.
[58:51]
Connecting communities and supporting public health and wellbeing.
[58:55]
For these reasons I object to further trees being removed from the neighborhood.
[59:00]
I don't wanna look at the new houses.
[59:02]
I would like to see the trees as they are now and provide the
[59:05]
privacy that my neighbors across the street are used to.
[59:08]
We already have seen the impact of extensive tree removal on Haven lane.
[59:14]
Where green and company cleared out.
[59:15]
Most of the trees.
[59:17]
To build the townhomes as a result.
[59:19]
Older homes on Haven lane.
[59:21]
Now have an unobstructed view.
[59:24]
Of Portsmouth avenue with increased exposure to traffic, noise and pollution.
[59:29]
These new homes also significantly taller than existing homes.
[59:33]
Homes and do not reflect the scale or character of the surrounding neighborhood.
[59:38]
I'd like to know what the town will do to accommodate all the new
[59:42]
traffic on Portsmouth avenue and the JD hill avenue.
[59:46]
I've already,
[59:47]
it's already unpleasant to drive on Portsmouth avenue at different times of the day
[59:51]
And the new homes aren't even sold.
[59:54]
I've not heard anything about.
[59:56]
Upgrades to infrastructure on Portsmouth avenue with all the new building going on, both
[1:00:01]
sides.
[1:00:03]
I urge the planning board to evaluate.
[1:00:06]
This proposal and others carefully.
[1:00:09]
With particular attention to wetlands, mature trees.
[1:00:13]
Traffic neighborhood scale.
[1:00:16]
Children.
[1:00:17]
And whether this level of development is appropriate for a small neighborhood, such as
[1:00:21]
JD hill Ave.
[1:00:23]
He'll live and Webster Ave.
[1:00:25]
It is appropriate.
[1:00:26]
For the board to say no, sometimes.
[1:00:29]
Things that would create overcrowded development or buildings that do not fit Exodus character
[1:00:35]
Frankly.
[1:00:36]
I'd like to see.
[1:00:37]
Town boards focus on really affordable housing.
[1:00:42]
Instead of more multi-million dollar homes.
[1:00:44]
Homes in Exeter.
[1:00:46]
I respectfully request.
[1:00:48]
That the planning board require any new homes to be.
[1:00:51]
Compatible with existing homes, neighborhood context.
[1:00:55]
Without careful oversight, exit or risks, losing the charm and character that makes it
[1:01:00]
special.
[1:01:01]
Thank you.
[1:01:10]
Anyone else from the public like to speak.
[1:01:16]
Okay.
[1:01:17]
There will be additional times during this case for the public to speak.
[1:01:20]
So, and I, I appreciate the respect.
[1:01:22]
Everybody showed in their comments.
[1:01:24]
Comments
[1:01:25]
on the board.
[1:01:26]
It's good to get input from the neighborhood.
[1:01:29]
Everyone on this board has been here for at least a little while.
[1:01:32]
Some many years.
[1:01:36]
I, if you have seen any of our hearings, I think you know that
[1:01:38]
I am right now surrounded by people that care a lot about trees up
[1:01:41]
at this board.
[1:01:43]
so.
[1:01:44]
I think they care a lot.
[1:01:48]
You know, I think we all share your.
[1:01:50]
Concerns with any development that comes in front of us?
[1:01:52]
One of the things that we have as a board have to deal with
[1:01:55]
is.
[1:01:56]
The right of the applicant.
[1:01:59]
And the underlying landowner.
[1:02:01]
And balancing those rights.
[1:02:04]
Rights with our process.
[1:02:06]
So I respect and appreciate you all.
[1:02:09]
Understanding that at some level.
[1:02:11]
And it, I think it can be confusing at times.
[1:02:14]
There, if, if there's drainage issues on JD hill that are there today.
[1:02:18]
You know, that's a, that's really an Exeter, a town of Exeter issue.
[1:02:22]
A public works issue.
[1:02:24]
Existing public works issue.
[1:02:26]
It's not a.
[1:02:27]
Golf course of Exeter Exeter golf course issue necessarily.
[1:02:32]
They can't.
[1:02:33]
Can't
[1:02:34]
increase.
[1:02:36]
Issues for the neighborhood.
[1:02:38]
That's part of the regulation,
[1:02:39]
but we don't have the right to make them fix.
[1:02:43]
Drainage
[1:02:44]
issues that are already.
[1:02:47]
Existing.
[1:02:50]
Can I respond to that?
[1:02:51]
No, not right now.
[1:02:52]
Okay.
[1:02:54]
I'm trying to give you guys some perspective.
[1:02:56]
You can not want to hear it.
[1:02:58]
And that's okay.
[1:03:00]
But I just wanna try to give you some perspective as to what we
[1:03:03]
are here to do.
[1:03:04]
Some of the comments that you brought up are I know very valid cuz
[1:03:08]
I have friends in your neighborhood.
[1:03:11]
This is not necessarily the format for it.
[1:03:13]
It's good for us, you to bring it up, but for us to, I
[1:03:16]
can't do anything and make public works.
[1:03:19]
Take care of your, your neighborhood.
[1:03:21]
That's just, we can only affect what is in front of us, which is
[1:03:24]
an application with a specific property that happens to fall in your neighborhood, which
[1:03:28]
is probably why you're here.
[1:03:30]
And, you know, we all due respect.
[1:03:32]
It's just, that's the challenges that we face.
[1:03:35]
And we try to work with the community.
[1:03:36]
We're part of your community.
[1:03:38]
I can tell you if a neighborhood went in next to me and I'd
[1:03:42]
lived somewhere for 70 plus years, without that.
[1:03:44]
I wouldn't be too excited about it.
[1:03:46]
I'm just being honest.
[1:03:48]
But we have to balance that, you know what I mean?
[1:03:50]
So,
[1:03:51]
anyway,
[1:03:52]
that being said, there's a developer.
[1:03:53]
Want to make any more comments at this time?
[1:03:56]
Yeah, I can actually I'll respond just at least to the drainage issue.
[1:04:05]
Sure because it was something that we heard about or very early on.Yeah.
[1:04:05]
We met with D P w.
[1:04:07]
You know, before we even came to you for the design review.
[1:04:10]
And it was something we heard about.
[1:04:11]
They're aware that there are drainage issues out there.
[1:04:15]
So that was something we kept in mind heavily when we did our drainage
[1:04:18]
design.
[1:04:18]
And not only is it something we kept in mind, but it's something we're
[1:04:21]
required to do.
[1:04:23]
So when we're looking at the drainage, we're actually looking at the entire watershed
[1:04:26]
of what affects our property.
[1:04:29]
So we looked at not only.
[1:04:31]
I'm not sure what happened there.
[1:04:33]
We looked at not only what's occurring right here, but we looked at the
[1:04:36]
drainage.
[1:04:37]
That's coming onto us from this side.
[1:04:40]
And from here coming onto JD hill Ave.
[1:04:42]
So, and obviously as we heard from the neighbors and as we know.
[1:04:46]
From our study, that's quite a bit of runoff.
[1:04:49]
So that's why, when we did our drainage design, we were able to.
[1:04:52]
Adjust the drainage in this area.
[1:04:55]
And also design it so that we're collecting the drainage.
[1:04:57]
That's coming down this hill.
[1:05:00]
Some of what's coming toward us from JD hill Ave this way and bringing
[1:05:03]
it all into our drainage system to hopefully address some of those issues.
[1:05:08]
Issues that are occurring today, even though it's not being caused by our development
[1:05:12]
And in addition to that, we're also required to make sure that we are
[1:05:15]
collect.
[1:05:16]
Collecting and treating and managing the peak flow from our development so that it's
[1:05:21]
not exacerbating the current problem.
[1:05:24]
You wanna say that one again, please?
[1:05:25]
We're required to collect.
[1:05:27]
And treat not only for water quality.
[1:05:31]
But control the runoff from our development.
[1:05:33]
So that's what we run in our calculations.
[1:05:36]
For very large storm events up to even a hundred year storm event.
[1:05:40]
Thank you.
[1:05:41]
So
[1:05:42]
a lot of what we're talking about here.
[1:05:44]
And a lot of what was brought up by the neighborhood are things that
[1:05:46]
generally will happen, which is, you know, traffic flow.
[1:05:50]
Stormwater drainage.
[1:05:53]
Impact on the neighborhood.
[1:05:55]
One of the, one of the real challenges that.
[1:05:58]
We face in this community and every community is the housing.
[1:06:03]
Shortage.
[1:06:05]
You know,
[1:06:06]
I'm in the industry.
[1:06:08]
Affordable housing.
[1:06:10]
It's not a lot of affordable housing in accident, period.
[1:06:12]
I mean, that's just reality.
[1:06:14]
I have three young boys and good luck.
[1:06:17]
Right now.
[1:06:17]
I mean, it's, it's really sad, but it's what we all face.
[1:06:21]
The other challenge that really affordable housing comes down to for everybody here is
[1:06:25]
density issue.
[1:06:27]
You know,
[1:06:29]
if you want affordable house and you get a lot, you gotta allow apartments
[1:06:32]
Bottom line.
[1:06:34]
Right.
[1:06:34]
And, and who wants those?
[1:06:35]
Would you guys rather see 200 apartments right there because that's affordable housing.
[1:06:40]
Well, then you're, it is a unique.
[1:06:42]
As you could be.
[1:06:43]
And I appreciate that.
[1:06:45]
But it's, you know, it's a, it's a real, it truly is a real
[1:06:48]
challenge.
[1:06:50]
And that is one of the big issues,
[1:06:52]
cuz you know,
[1:06:53]
200
[1:06:55]
residents bringing cars in and out of that site would be different than 14
[1:06:58]
households.
[1:07:00]
Households, but, you know, will it be affordable?
[1:07:01]
I mean, cost of construction these days, if anybody's done a renovation lately, it's
[1:07:06]
really almost double every time.
[1:07:08]
You try to do something it's twice what you think it's gonna be.
[1:07:10]
So what makes it very difficult for anything to get built new and be
[1:07:15]
Affordable.
[1:07:15]
That's just economics.
[1:07:17]
Economics. That's not any particular developer's issue or anything else.
[1:07:22]
But it is a true community challenge.
[1:07:25]
So
[1:07:26]
probably makes sense to figure out a site walk.
[1:07:29]
Sidewalk time and date and we'll continue.
[1:07:30]
I just make a comment, please for Mr. Yeah.
[1:07:33]
Acting chair.
[1:07:34]
So just some of the comments were beyond.
[1:07:37]
What is kind of what the planning board will, will look at.
[1:07:41]
I encourage you to do two things.
[1:07:43]
Come to this luck board meetings, public comment.
[1:07:46]
Is typically right at the very beginning of those meetings, we have one coming
[1:07:50]
up on Monday night.
[1:07:51]
I know that might be a little soon.
[1:07:53]
For for you to, but please, I mean, and you can reach out to
[1:07:58]
the tell manager who can direct you.
[1:08:01]
There are so many things I can respond to, but I'm not gonna do
[1:08:03]
it here, but there's a lot of stuff you need to understand.
[1:08:06]
You need to follow like budget process and stuff.
[1:08:09]
But please reach
[1:08:10]
good because the CIP P.
[1:08:12]
Portsmouth AV is in there.
[1:08:15]
But could you please reach out to the town manager who will then,
[1:08:18]
and he responded back.
[1:08:20]
Yes.
[1:08:21]
And
[1:08:22]
gave you to D P w.
[1:08:24]
Yep.
[1:08:24]
And they first came out.
[1:08:26]
Good then, then that's all about all we can do.
[1:08:28]
They're gonna tell you what's what and okay.
[1:08:30]
Thank you.
[1:08:31]
I just wanted to, but literally.
[1:08:34]
You know, I understand.
[1:08:36]
I grew up in Exeter.
[1:08:38]
I grew up playing in streets.
[1:08:39]
That's just kind of.
[1:08:41]
Not
[1:08:43]
kind of what
[1:08:44]
is safe anymore these days, but.
[1:08:47]
That again, come to the select board.
[1:08:50]
We will hear you.
[1:08:51]
We don't have a back and forth during public comment.
[1:08:54]
But we'll hear you.
[1:08:55]
And.
[1:08:56]
Maybe direct you to the departments that you need to have a conversation with
[1:09:00]
to understand process.
[1:09:02]
Thank you.
[1:09:05]
Anybody else on the board wanna make a comment at this time?
[1:09:08]
I just have a question.
[1:09:08]
Yeah, if that's okay.
[1:09:10]
About the yield plan,
[1:09:12]
I just wanna clarify.
[1:09:14]
Because we don't look at.
[1:09:16]
These that often.
[1:09:17]
And I, I just wanna make sure I'm understanding it properly.
[1:09:21]
The lot, one
[1:09:24]
looks like it has
[1:09:27]
a 20 foot wide utility easement.
[1:09:29]
Paige.
[1:09:29]
Can you point to lot one?
[1:09:30]
Yes, please.
[1:09:31]
Thank you.
[1:09:33]
So that hatched area is a 20 foot wide utility easement.
[1:09:41]
So I'm assuming you can't technically build a house on that easement or isthat.
[1:09:41]
Yeah.
[1:09:42]
So it's the same as what you'll see on our.
[1:09:46]
Cluster subdivision plan.
[1:09:46]
So that is currently where the overhead power runs out to.
[1:09:51]
The maintenance building that they have out there.
[1:09:54]
So that utility line will actually be moved as part of the project.
[1:09:57]
So that same utility easement would affect our current lot.
[1:10:01]
I can't even.
[1:10:02]
See that from here.
[1:10:02]
Look, I guess that's lot 14 one.
[1:10:06]
Is the proposal to actually get that easement.
[1:10:10]
Adjusted as well.
[1:10:11]
Yes.
[1:10:14]
Yes.
[1:10:14]
Yeah.
[1:10:15]
The utility line will run up the.
[1:10:18]
It's the dog stuff.
[1:10:19]
The utility line.
[1:10:21]
Is it this top one, the top one?
[1:10:22]
Yep.
[1:10:24]
This utility line will actually run down the road.
[1:10:28]
And up that sideline.
[1:10:30]
Back to that and reconnect to the power line.
[1:10:33]
So that entire easement will be gone.
[1:10:36]
Okay.
[1:10:36]
So would you mind going to the yield plan?
[1:10:39]
I think this is the subdivision plan.
[1:10:40]
Thank you.
[1:10:41]
So the lot I was concerned about is lot one.
[1:10:44]
Yes.
[1:10:44]
Just because it looks like once you get the setbacks in there and everything
[1:10:47]
there's really almost no.
[1:10:49]
Room to build a house.
[1:10:50]
And I'm wondering what the, if, if that's really a viable lot as we're
[1:10:54]
looking at it it's so once the easement wasn't moved.
[1:10:57]
Removed then it would be, it would be with, with the easement there.
[1:10:59]
Of course it wouldn't.
[1:11:00]
But with, because we're planning on removing it in either case.
[1:11:04]
We we see that as a viable lot.
[1:11:07]
And does the, well, this might be a Dave Sharpe's question, but does the
[1:11:10]
planning part have any, do we need to see the easement relocation?
[1:11:15]
Is that like part of the subdivision?
[1:11:16]
Oh yeah.
[1:11:16]
Okay.
[1:11:17]
That's what I thought.
[1:11:17]
All right.
[1:11:18]
Yeah, it would.
[1:11:19]
Which really should be part of the yield plan consideration, frankly.
[1:11:23]
Right?
[1:11:23]
Because this is, that is definitely critical to that law.
[1:11:29]
The other
[1:11:31]
question I had was.
[1:11:33]
Really for Paige is
[1:11:36]
can you describe again, the proposed easement to benefit Exeter country club.
[1:11:42]
Yes.
[1:11:42]
So if you look at the existing conditions plan, well, it's actually pretty hard
[1:11:46]
to see cuz there's quite a few lines on here.
[1:11:48]
Is that, is that the third?
[1:11:50]
Hole.
[1:11:50]
Yes.
[1:11:51]
Yep.
[1:11:52]
So you'll see the cart path comes up.
[1:11:53]
Yeah.
[1:11:54]
There's kind of this looped situation happening.
[1:11:57]
With the cart path and then the tee box is up in this area
[1:12:02]
So they plan to keep that just exactly as it is within the open
[1:12:05]
space.
[1:12:05]
And that's why on our easement plan, we show that proposed easement, which encompasses
[1:12:10]
The cart paths as well as that tee box.
[1:12:13]
All right.
[1:12:14]
So that's it.
[1:12:16]
Definitely creative way.
[1:12:18]
To still accommodate the golf course.
[1:12:23]
And included in the yield plan.
[1:12:24]
I, I I'd be interested in seeing calculations without that, cuz it.
[1:12:29]
It just seems a little mucky to me.
[1:12:33]
With this land being transferred.
[1:12:35]
Yeah.
[1:12:36]
So I think on, I mean, we, we definitely could show it on the
[1:12:38]
yield plan.
[1:12:39]
Yeah.
[1:12:39]
Because it's basically right in this area.
[1:12:42]
So
[1:12:43]
the developable area on, I think that's lot seven.
[1:12:46]
Is actually up in this area.
[1:12:47]
Mm-hmm so we don't see that as being, you know, taking away from
[1:12:51]
that long.
[1:12:51]
How does it affect your necessary.
[1:12:54]
Conservation land total, the open space calculations.
[1:12:57]
Yeah.
[1:12:58]
It's do you know,
[1:12:59]
I can't see that far.
[1:13:00]
So let me see what the square footage is of it.
[1:13:02]
And I'm putting you on the spot.
[1:13:03]
You don't need to come up with that tonight.
[1:13:04]
It's not until end of the end of the hearing or.
[1:13:06]
Anything,
[1:13:07]
but that's something that I would want to see.
[1:13:09]
Okay.
[1:13:09]
Yeah, we can, we can run that calculation.
[1:13:11]
That'd be great.
[1:13:11]
It's just about an acre of space.
[1:13:13]
Okay.
[1:13:15]
And there's no consideration for just doing a lot line adjustment on that.
[1:13:19]
We were including it because it's part of the 10 acres that is currently
[1:13:24]
Outside of the conservation
[1:13:25]
land.
[1:13:27]
That they plant to purchase.
[1:13:28]
So that's why we didn't do it that way.
[1:13:30]
It just seems a little bit, I'm trying to look down the road.
[1:13:34]
These are built, whatever gets built.
[1:13:37]
Probably not 200 empowerments, but.
[1:13:40]
Some number of homes.
[1:13:42]
Homes.And
[1:13:43]
now you have an association.
[1:13:46]
Claton neighborhood.
[1:13:48]
With this easement that he deals with a golf course.
[1:13:52]
Someone has damage to them on that.
[1:13:55]
Land
[1:13:55]
that they own.
[1:13:57]
And they've got this permitted use there.
[1:13:59]
Mm-hmm they're gonna be liable.
[1:14:02]
It just, it's not clean.
[1:14:03]
Mm-hmm do you know what I'm saying?
[1:14:04]
If there's a way to do it.
[1:14:06]
It would be, I would encourage you to explore it.
[1:14:09]
Okay.
[1:14:09]
Fee simple ownership in general, a situation like this to me with very different
[1:14:13]
uses.
[1:14:13]
Yes.
[1:14:14]
I understand it's recreation, but it's.
[1:14:16]
It's it's, it's a commercial enterprise, a golf course.
[1:14:20]
Okay.
[1:14:20]
Yeah.
[1:14:20]
And it's gonna be separate ownership.
[1:14:23]
You know what I mean?
[1:14:25]
Mm-hmm .
[1:14:26]
So if there's a way to consider that, I know that's.
[1:14:30]
That's not what you're looking at right now, but I would encourage.
[1:14:34]
Did, did you have anything else at this point or?
[1:14:36]
No?
[1:14:37]
Regarding
[1:14:39]
no.
[1:14:40]
No.
[1:14:41]
Anything's well, I do have a few.
[1:14:42]
Yeah, I have a few and I'll try to keep it brief cuz I
[1:14:45]
know we still need to do the sidewalk, but I have.
[1:14:48]
A hard time with a few things.
[1:14:50]
I'm still struggling with Jen's question about lot one.
[1:14:53]
And I guess if you're gonna do a yield plan and you're not gonna
[1:14:56]
be.
[1:14:56]
Having the easement.
[1:14:59]
And also your current concurrent conditions, but can you reposition.
[1:15:05]
The
[1:15:06]
building envelope.
[1:15:08]
Where it would be.
[1:15:10]
V. I don't see how you're gonna change that.
[1:15:13]
So where it is currently cause it's 20, it's like 25 feet wide
[1:15:17]
on the frontage.
[1:15:18]
Of your road, your driveway in it's very narrow.
[1:15:23]
So the buildable envelope, it's hard to see on this plan, but it, it
[1:15:26]
goes basically over the easement because it's like as if the easement one there
[1:15:30]
Yeah.
[1:15:30]
I see that.
[1:15:31]
I see.
[1:15:31]
That.Yeah.
[1:15:31]
So that, that area is wide enough for a house.
[1:15:34]
I mean, we could probably show.
[1:15:36]
We could show like a house on that, on that lot.
[1:15:40]
On the revised.
[1:15:40]
This seems like really tiny to me, but if you can do it.
[1:15:47]
That'd be great.
[1:15:47]
I also don't see the building envelope for lot eight.
[1:15:50]
And
[1:15:51]
I'm a little worried because you have lots of wetlands buffers.
[1:15:56]
Buffers.
[1:15:57]
It's not pictured on my plan set anyway, unless.
[1:16:02]
I see a, I see what looks like it might be, but it goes
[1:16:05]
into lot seven if, unless I'm misinterpret.
[1:16:09]
Misinterpreting.
[1:16:09]
So, yeah, so lot seven is here.
[1:16:11]
Yeah.
[1:16:12]
Lot eight is here.
[1:16:13]
Can you, can you kind of outline where you are?
[1:16:17]
Expecting a, a building site on lot eight on lot eight on lot eight
[1:16:21]
Yes.
[1:16:22]
Right.
[1:16:23]
Here.
[1:16:25]
wow.
[1:16:27]
Okay.
[1:16:27]
And you've got like 300 feet of roadway to get into it and crossing
[1:16:32]
over a wetland.
[1:16:33]
Yes, that would be the driveway for lot eight.
[1:16:35]
Okay.
[1:16:36]
Not crazy about that either.
[1:16:39]
That would be a very, it looks, I think, deceiving on the plan, but
[1:16:42]
that would be a very minor wetland crossing, cuz that's only about a 12
[1:16:46]
foot wide driveway.
[1:16:47]
Because it's only for the single family home.
[1:16:50]
It's just a lot of pavement and.
[1:16:53]
Wetland crossing.
[1:16:54]
I'm I'm just not, I'm not excited about that one.
[1:16:58]
Well, again, on this one, Gwen, it's a yield point.
[1:17:01]
I know it is, but we have to, we have to determine it's that
[1:17:04]
it's a viable.
[1:17:04]
Correct.
[1:17:05]
And that we would, would approve it if this were to go through, right
[1:17:08]
Yes.
[1:17:09]
Yeah.
[1:17:10]
So I'm just saying I, I have, yeah, I have concerns about that one
[1:17:17]
In in your letter.
[1:17:20]
In your letter.
[1:17:22]
I guess it was in your Jones and beach introductory letter.
[1:17:25]
You mentioned a
[1:17:28]
stream channel.
[1:17:28]
It was on the 7 28, 26.
[1:17:30]
Yes.
[1:17:31]
Ladder on page one.
[1:17:33]
Where is the, is the street stream channel that you described?
[1:17:36]
I think it's supposed to be on the Western side of the property.
[1:17:40]
So I think there was a little bit of confusion.
[1:17:42]
Kristen brought that to my attention as well.
[1:17:44]
So really what it is is there's this wetland area on this side of
[1:17:48]
the property.
[1:17:48]
It's all one wetland that's connected, but what it is is that there's an
[1:17:52]
intermittent stream channel that runs down from this wetland.
[1:17:56]
To this lower wetland and then eventually into the river.
[1:17:59]
But that is an intermittent stream.
[1:18:01]
So because of that, it doesn't qualify for the Shoreland.
[1:18:04]
District.
[1:18:05]
Okay.
[1:18:06]
I thought it was maybe over, closer to.
[1:18:09]
Set on the Western side of the property.
[1:18:10]
So I assumed it was over near the.
[1:18:15]
Closer to the roadway, your entrance way.
[1:18:18]
No, that is that's the only area I think the, the way that it
[1:18:21]
was described in the letter was just a little bit unclear.
[1:18:23]
Cause Kristen had the same question for me, so, oh, okay.
[1:18:28]
On the south end south property line, there are two.
[1:18:31]
Squares.
[1:18:32]
One's a rectangular
[1:18:34]
area
[1:18:34]
on lot 14.
[1:18:35]
And the other one is.
[1:18:37]
Kind of on
[1:18:39]
Doug Eastman's property.
[1:18:41]
And lot
[1:18:42]
10.
[1:18:43]
What is that?
[1:18:45]
It's a little box it's right on the property shed, right?
[1:18:48]
Is that
[1:18:50]
it shows it's partly on.
[1:18:52]
The, on your property.
[1:18:54]
That, that one, that one there and then to the right, that one.
[1:18:58]
Yeah.
[1:18:58]
What are those?
[1:18:59]
I think, I think that's Doug's shed.
[1:19:00]
Yeah,
[1:19:02]
maybe he can.
[1:19:03]
Answer what it is.
[1:19:03]
Oh, okay.
[1:19:05]
And the other one is on the left is.
[1:19:09]
That's his, yeah, that's that's on your that's on lock 14.
[1:19:15]
I'm just curious.
[1:19:16]
Can I answer it's up to the chair to sure.
[1:19:22]
Greg McCarthy four Webster, a.
[1:19:24]
Ave.
[1:19:25]
There's nothing there.
[1:19:26]
It shows up.
[1:19:27]
It's on my it's on the paperwork I got.
[1:19:30]
When I closed down the house.
[1:19:31]
It's on all of.
[1:19:33]
These charts, there used to be something there.
[1:19:36]
The foundation blocks are still in place, and apparently there was a brick central
[1:19:40]
chimney.
[1:19:41]
Someone mentioned
[1:19:44]
a former gun club.
[1:19:46]
I don't know.
[1:19:47]
I don't it's it's nothing.
[1:19:48]
Okay.
[1:19:48]
There is no building there.
[1:19:50]
Okay.
[1:19:50]
It is in the tree line and according to my deed,
[1:19:54]
it
[1:19:55]
is probably mine.
[1:19:56]
I don't know.
[1:19:58]
Okay, thank you.
[1:19:58]
Our surveyors called it out as remnants of old brick structure.
[1:20:02]
Yeah.
[1:20:02]
Oh, okay.
[1:20:04]
Something all right.
[1:20:07]
You're gonna mark your 20.
[1:20:09]
Inch and over trees on their plans.
[1:20:11]
Yes.
[1:20:11]
Yes, we did locate them, please.
[1:20:13]
We just have to.
[1:20:15]
Update the plan.
[1:20:17]
Okay.
[1:20:21]
Let me just see if there are any other questions that would be helpful
[1:20:25]
Are you putting in curbing?
[1:20:28]
Particularly on the
[1:20:30]
I don't, I'm not an engineer, but it seems like on the Eastern side
[1:20:33]
of your entrance road to direct the water.
[1:20:37]
Into.
[1:20:38]
Yeah, so we actually have curbing currently on the Western side, we actually.
[1:20:43]
Purposely
[1:20:44]
designed it that way to.
[1:20:46]
Have the runoff not go toward those abutters it's on the Western side.
[1:20:51]
Yeah.
[1:20:52]
It seems like the Eastern side would be.
[1:20:54]
Yeah, we actually super elevated the roadway to go the other way to keep
[1:20:58]
the runoff away from the neighbors.
[1:21:00]
Oh, oh.
[1:21:00]
Oh.
[1:21:01]
So that'll get regraded.
[1:21:03]
And then we do have some curbing coming in.
[1:21:05]
That design is going to be revised slightly based on some comments we received
[1:21:09]
at the TRC.
[1:21:10]
So there may be additional curbing added in the next revision that you can
[1:21:13]
see.
[1:21:14]
Okay, but not removed, not removed.
[1:21:16]
No.
[1:21:17]
Basically, we have some sections of the roadway super elevated that D P w
[1:21:21]
would prefer to see crowned.
[1:21:22]
So we're going to revise that to be crowned, which may result in more
[1:21:25]
Carbon.
[1:21:26]
Okay.
[1:21:27]
Thank you.
[1:21:29]
And
[1:21:31]
typically with a development of this site.
[1:21:33]
I mean,
[1:21:35]
I don't
[1:21:37]
don't there's there's.
[1:21:39]
Provision for some kind of recreation area for.
[1:21:43]
Families in this
[1:21:45]
proposed development.
[1:21:46]
I know you've got a golf course around you, but is there.
[1:21:51]
I'm thinking of the existing neighborhood and where these kids are going to play
[1:21:56]
Where your kid's going to play and maybe they can include.
[1:22:01]
The existing neighborhood.
[1:22:02]
Is there any area that is sort of designated.
[1:22:08]
For like a, your community.
[1:22:11]
Right now we have the proposed open space and we also have the, the
[1:22:15]
cart path, which provides the access to.
[1:22:18]
The conservation land that's surrounding.
[1:22:20]
We don't have any designated.
[1:22:22]
Recreation area, but we can, we can think about that.
[1:22:24]
Oh, nothing, nothing on site.
[1:22:25]
We also do have the middle of the cul-de-sac, which is currently just a
[1:22:29]
grass area.
[1:22:29]
So that could.
[1:22:30]
Be something could be done there.
[1:22:31]
Mm-hmm
[1:22:32]
I have some thoughts about that too, but .
[1:22:36]
Definitely an opportunity.
[1:22:38]
Yes with this project to do that.
[1:22:40]
Yeah.
[1:22:41]
Absolutely.
[1:22:43]
Am I certainly I to address the neighbors, I.
[1:22:47]
I, I, I sympathize with all of you and I, I, I.
[1:22:52]
Recognize that there
[1:22:54]
our developments that we've approved.
[1:22:57]
That
[1:22:58]
we haven't had any way to.
[1:23:01]
Control whether or not they've fit into the
[1:23:04]
existing neighborhoods or not.
[1:23:07]
I would just certainly like to see an attempt made to make this feel
[1:23:10]
like it's part of.
[1:23:12]
The existing neighborhood.
[1:23:15]
And again, we can't
[1:23:17]
can't we can't dictate whether it's affordable or not.
[1:23:19]
I wish we could, but.
[1:23:22]
That's
[1:23:22]
developers.
[1:23:24]
Are there to make money and.
[1:23:26]
Money drives the boat.
[1:23:27]
Doesn't it.
[1:23:28]
Unfortunately.
[1:23:29]
But I, my heart goes out too.
[1:23:32]
I've I've dealt with this.
[1:23:33]
So I , I can appreciate where you're all coming from.
[1:23:38]
And there are, we are still a tree city.
[1:23:41]
And we are working very hard to, yes.
[1:23:43]
Keep that going.
[1:23:44]
We've we've gotten.
[1:23:46]
Lots of accolades for the work that we've done.
[1:23:49]
And we continue to try to.
[1:23:52]
Increase the canopy in town because we realize that a lot has been taken
[1:23:55]
away over the years.
[1:23:56]
And we're trying very hard to.
[1:23:59]
Plant as much as we can.
[1:24:00]
So I'm glad you brought that up.
[1:24:05]
I'll leave it.
[1:24:06]
I'll leave it at that for now.
[1:24:11]
Sam you're on the board, man.
[1:24:12]
What's going on?
[1:24:14]
Soaking it all in.
[1:24:15]
Yeah.
[1:24:17]
Smart man.
[1:24:18]
Wife is soaking .
[1:24:21]
Wrong with that.
[1:24:21]
You don't have anything at this time.
[1:24:23]
You sure.
[1:24:25]
My, my thoughts are.
[1:24:28]
When
[1:24:29]
the next to last house on JD hill road was for sale seven or
[1:24:33]
eight years ago.
[1:24:35]
I was one of the guys that looked at it.
[1:24:37]
I did not end up owning it, but at the very unique neighborhood,
[1:24:41]
and so I have some sympathy.
[1:24:43]
It is very attractive.
[1:24:47]
I have a hard time.
[1:24:49]
Visualizing
[1:24:51]
how this development
[1:24:54]
can replace the
[1:24:57]
what's the word I want the, the charm that's there now.
[1:25:03]
But a sidewalk, some further meetings.
[1:25:06]
Meetings.I'll have more to say later,
[1:25:08]
but, but I have reservations.
[1:25:09]
Yeah.
[1:25:11]
Thanks.Yeah.
[1:25:11]
Thanks for letting me put you on the spot.
[1:25:13]
Okay.
[1:25:16]
Let's try to get a sidewalk schedule.
[1:25:25]
Yeah.
[1:25:25]
So I don't know if.
[1:25:27]
It's possible to have the site walk prior to our meeting with the conservation
[1:25:31]
commission, because that way we could see if Kristen could invite them as well
[1:25:34]
When's that?
[1:25:35]
We meet with them on October 13th, October 13th.
[1:25:39]
Mm-hmm I think so.
[1:25:41]
We certainly hope so.
[1:25:43]
I hope so.
[1:25:48]
You're meeting them on the 13th.
[1:25:51]
Mr chairman.
[1:25:52]
Yeah, I'll be out of town until the seventh.
[1:25:55]
Of October.
[1:25:56]
Yeah.
[1:25:57]
Okay.
[1:25:58]
So we're gonna do it on the seventh.
[1:26:00]
No.
[1:26:01]
So we gotta do it before the seventh.
[1:26:02]
We can do it.
[1:26:04]
Could we do it on the 13th right before.
[1:26:06]
The meeting is that possible?
[1:26:09]
13th is a Tuesday.
[1:26:11]
I'll be out of town that week.
[1:26:12]
Nope.
[1:26:14]
Ah, see, but we can't, I mean, I, I can walk the site on
[1:26:17]
my own.
[1:26:19]
Take some golf balls up.
[1:26:22]
careful.
[1:26:25]
What I mean, you're out that, how about that whole week?
[1:26:28]
Yeah, that whole week.
[1:26:29]
Yeah.
[1:26:30]
Right there on the eighth.
[1:26:30]
Yep.
[1:26:31]
What, what about the eighth?
[1:26:32]
They're on the eighth.
[1:26:32]
Yep.
[1:26:33]
Eighth, the ninth, eighth.
[1:26:38]
I can do it as well.
[1:26:38]
It's in the morning.
[1:26:40]
Eight is a meeting day, too, for us.
[1:26:42]
It is, it is at seven o'clock that night.
[1:26:44]
Those are always usually good days.
[1:26:47]
I think,
[1:26:48]
I think.
[1:26:48]
We have an MTOC meeting then.
[1:26:51]
Right that I was thrown out.
[1:26:53]
Well, that day confirmed by the other guy.
[1:26:55]
Who'll be there right there.
[1:26:57]
I scheduled.
[1:26:58]
So I guess it's.
[1:26:59]
It's flexible.
[1:26:59]
We can move that easily.
[1:27:00]
You can do.
[1:27:01]
Yeah.
[1:27:01]
Yeah.
[1:27:02]
Because you usually do.
[1:27:03]
'em what at eight.
[1:27:05]
Yeah.
[1:27:05]
Yeah.
[1:27:05]
Last time we talked.
[1:27:06]
So we usually try to do the sidewalks in the morning.
[1:27:08]
We don't last time I couldn't get back in time to get that's why
[1:27:12]
I missed it.
[1:27:12]
Oh,
[1:27:13]
wow.
[1:27:13]
What time would work for you on the eighth?
[1:27:15]
Eight o'clock eight.
[1:27:18]
Thank you.
[1:27:18]
Yeah,
[1:27:19]
go back.
[1:27:20]
Sorry.
[1:27:20]
I'm back.
[1:27:21]
Can make the eighth.
[1:27:24]
At eight.
[1:27:24]
Yes.
[1:27:26]
Yep.
[1:27:27]
We'll just redo our, yeah, yeah, yeah.
[1:27:29]
Okay.
[1:27:29]
Jen, you can do that one.
[1:27:30]
Yep.
[1:27:32]
Am on the eighth that works for us.
[1:27:37]
Yeah. What would the board like to see staked out the sidewalk, the road center
[1:27:41]
line.
[1:27:42]
Yeah, I think would be.
[1:27:46]
Center of the cul-de-sac yeah, yeah.
[1:27:49]
Maybe road center line, so right to it.
[1:27:52]
Probably that easement.
[1:27:54]
And
[1:27:56]
the some area, just the box easement.
[1:27:58]
The easement on the edge way.
[1:27:59]
It's pretty obvious.
[1:28:00]
I'm sure.
[1:28:01]
But just be whoever's.
[1:28:03]
Whoever's there for your group,
[1:28:04]
able to tell us, show us where that is.
[1:28:07]
Do you mean the utilities meant?
[1:28:08]
Yeah.
[1:28:09]
Okay.
[1:28:09]
Oh, utilities, utilities, utilities.
[1:28:11]
Were coming in while the tea box one's gonna be off, that's gonna be
[1:28:14]
the telephone pole line.
[1:28:15]
Yeah, that'll be that's.
[1:28:16]
That's fine.
[1:28:16]
Marked just so are you looking, looking for the.
[1:28:20]
Tee box.
[1:28:20]
Yeah.
[1:28:21]
I I'd like to see the boundary lines on that.
[1:28:23]
Okay.
[1:28:25]
And maybe the limit, a cut on the, yeah.
[1:28:28]
You know, on the outside of the subdivision.
[1:28:30]
So get a sense of.
[1:28:31]
Okay.
[1:28:32]
And if you had time take place, if you had time to propose a
[1:28:35]
recreation area beyond what you've shown so far, there's a bit of a time
[1:28:39]
lapse.
[1:28:40]
Maybe that if you have an area, even if you're still in the design
[1:28:44]
stages, you know what I mean?
[1:28:45]
Mm-hmm like where you think it might work.
[1:28:47]
Okay.
[1:28:47]
Yeah.
[1:28:48]
Using the conservation.
[1:28:51]
Where the wildlife is, is probably not.
[1:28:55]
That didn't excite me at all.
[1:28:56]
Okay.
[1:28:57]
Just, just, I'm being honest that that's for the wildlife and things.
[1:29:00]
We can walk there, but.
[1:29:02]
To to think that
[1:29:05]
recreation is not
[1:29:07]
okay.
[1:29:11]
I agree.
[1:29:14]
I don't think there's anything else other than.
[1:29:18]
Maybe, you know, being able, it's nothing to really mark, but just being able
[1:29:22]
to talk as with us further about.
[1:29:25]
Your drainage.
[1:29:27]
Yes, that's the big one.
[1:29:29]
Yeah, I think when we go out there, we can start, you know,
[1:29:33]
up near the intersection.
[1:29:34]
Yeah.
[1:29:34]
Oh.
[1:29:35]
So we can take a look at that drainage and see how it's all
[1:29:37]
gonna function.
[1:29:39]
Yes, we do usually talk about where we're gonna park.
[1:29:41]
Do we park at the golf course.
[1:29:43]
You think?
[1:29:43]
I mean, there.
[1:29:45]
You have a lot of parking
[1:29:46]
in the morning.
[1:29:46]
Yeah,
[1:29:47]
it should.
[1:29:48]
It shouldn't be anybody there at that point.
[1:29:50]
That's plea golf pretty
[1:29:52]
right.
[1:29:52]
Yeah.
[1:29:53]
They.
[1:29:54]
Dot sunrise really a little later.
[1:29:57]
maybe mark off and air will, but I could be wrong park or
[1:29:59]
something.
[1:30:00]
Okay.
[1:30:01]
Would we have our
[1:30:03]
TRC responses by then?
[1:30:06]
By October 8th.
[1:30:07]
So what, when do we, no.
[1:30:09]
Is it the eighth?
[1:30:09]
Yes.
[1:30:09]
The eighth.
[1:30:10]
Sorry.
[1:30:11]
I would, yeah, I would think so.
[1:30:12]
What's the date is.
[1:30:14]
There a deadline to resubmit.
[1:30:16]
Yeah.I mean, you're probably gonna table it till what?
[1:30:18]
The 22nd.
[1:30:18]
Yeah.
[1:30:19]
October 22nd meeting.
[1:30:20]
Well, we've got that far yet so that the deadline would be like the
[1:30:22]
15th.
[1:30:23]
Yeah.
[1:30:23]
You should be able, I mean, should.
[1:30:24]
Be able to do that.
[1:30:25]
Yeah, we can, we can try to get both then it's just helpful to
[1:30:27]
have the responses.
[1:30:28]
So grant me questions based on those.
[1:30:30]
Yeah.
[1:30:30]
I mean, it's only.
[1:30:32]
September 10th.
[1:30:33]
So I think that's doable for sure.
[1:30:37]
Have you already done a sidewalk with conservation?
[1:30:40]
We have not, no, that's why we're trying to do it
[1:30:42]
a joint.
[1:30:42]
So yeah.
[1:30:43]
Feel free.
[1:30:44]
To invite them to the same one.
[1:30:47]
Okay.If that works,
[1:30:48]
we've done that before.
[1:30:49]
Works fine for us.
[1:30:52]
So it's October 8th at 8:00 AM. The public is welcome.
[1:30:56]
Mm-hmm , public's encouraged to come oh, with my calendar already.
[1:31:00]
All right.
[1:31:02]
I can't really ask you guys if you can make it, but if you
[1:31:04]
can, it would be helpful.
[1:31:05]
It's it's on both calendars.
[1:31:06]
All right.
[1:31:07]
Personal.
[1:31:08]
We're good.
[1:31:08]
There you go.
[1:31:09]
And letter to.
[1:31:10]
The select board chair.
[1:31:11]
Yes, sooner than later, please.
[1:31:15]
Okay.
[1:31:16]
One, you hit something.
[1:31:17]
Just one quick question.
[1:31:21]
Well, yeah, I think they'll continue us
[1:31:24]
determine the date.
[1:31:25]
Go ahead, Olivia, on your, on your original yield plan.
[1:31:30]
On the Eastern side of the property.
[1:31:32]
There's
[1:31:35]
the dotted line that goes from the Stonewall to the edge.
[1:31:40]
It's a, it's a, it's kind of in the middle of that big, clear
[1:31:42]
space, which is your golf course.
[1:31:45]
The dotted
[1:31:46]
right.
[1:31:48]
Right down a little bit.
[1:31:48]
It goes horizontal.
[1:31:50]
That one on the original yield plan you had.
[1:31:54]
A proposed
[1:31:55]
property line that came down.
[1:31:57]
It was kind of squared off conservation.
[1:32:00]
What happened with that?
[1:32:02]
That's conservation,
[1:32:03]
I think.
[1:32:04]
Yeah, I think so that, that line currently is the limit of the conservation
[1:32:09]
Easement, but I think, I think I don't have with me, but I think
[1:32:12]
what it was was originally we had a slightly different.
[1:32:16]
It was like,
[1:32:17]
here's the, can you see that?
[1:32:19]
Yes.
[1:32:19]
And it was a line that.
[1:32:22]
Was like you changed the property line?
[1:32:24]
Yeah, I think originally we weren't sure how much of the property we were
[1:32:28]
going to be getting from.
[1:32:30]
The country club.
[1:32:30]
So that was revised with our latest provision.
[1:32:33]
Okay.
[1:32:33]
But this is follow the road accurate because otherwise it was kind of just
[1:32:36]
a little excess piece of plan.
[1:32:38]
It's kind.
[1:32:39]
We just knew the road was gonna be in that, that rectangle.
[1:32:42]
Yeah.
[1:32:42]
That you're you were pointing to on your plan.
[1:32:44]
And we just only took what we needed.
[1:32:46]
Okay.
[1:32:46]
And left the rest of the golf.
[1:32:47]
Okay.
[1:32:48]
Okay.
[1:32:48]
So I can ignore that.
[1:32:49]
All right.
[1:32:52]
Thanks.
[1:32:53]
So I think I'm looking for a motion.
[1:32:59]
Both table to
[1:33:01]
continue, whatever it is.
[1:33:02]
Go. Yeah.
[1:33:03]
What was the date, Mr. Sharples, that you suggested we table at 22nd,
[1:33:08]
October 22nd.
[1:33:09]
Okay.
[1:33:10]
Second.
[1:33:10]
Yep.
[1:33:10]
No AK room seven.
[1:33:11]
That'll work for you guys.
[1:33:13]
That does.
[1:33:13]
Yeah, that works well.
[1:33:14]
So that it's after the sidewalk.
[1:33:16]
Yeah.
[1:33:17]
And the concrete make,
[1:33:20]
I'll give it a shot.
[1:33:21]
I moved that weed table.
[1:33:24]
Planning board.
[1:33:26]
Case number 26 dash 14.
[1:33:30]
To our October 22nd, 2026.
[1:33:34]
Meeting here in the no back room at 7:00 PM.
[1:33:39]

[1:33:40]

[1:33:43]
all those in favor.
[1:33:44]

[1:33:44]

[1:33:46]

[1:33:49]
Thank you cabled.
[1:33:50]
Thank you.
[1:33:52]
Thank you very much.
[1:33:53]
Yeah.
[1:33:54]
Thanks for coming.
[1:33:56]
Mr.
[1:33:58]
Yes,
[1:34:01]
I'm sorry.
[1:34:03]
You wanna leave?
[1:34:04]
No,
[1:34:05]
that's okay.
[1:34:07]
Yeah, I know that.
[1:34:09]
Look a little.
[1:34:14]
Oh, boy, I, I,
[1:34:16]
you look pretty close
[1:34:19]
elevator.
[1:34:20]
You okay to drive?
[1:34:21]
Yeah.
[1:34:21]
Yeah, yeah.
[1:34:23]
She said this guy.
[1:34:25]
Yeah, no problem.
[1:34:27]
Okay.
[1:34:29]
Yeah.
[1:34:30]
Thank you.
[1:34:30]
Ma'am.
[1:34:39]

[1:34:46]

[1:34:47]
Okay, can do it any time.
[1:34:49]
Just for the record, Jen Martel, excused herself due to illness.
[1:34:56]
Can I say one thing you can try.
[1:35:01]
I might a little closer.
[1:35:03]
That's it.
[1:35:03]
Thank you for the sidewalk.
[1:35:05]
You can park in the exit or.
[1:35:07]
Exeter country park.
[1:35:07]
Oh, thank you.
[1:35:08]
I just figured answer that question.
[1:35:09]
Thank you.
[1:35:10]
Appreciate it.
[1:35:12]
We'll be parking.
[1:35:14]
Do you want a table that.
[1:35:16]
I moved that we table our meeting minutes from our August 27th.
[1:35:21]
2026 meeting.
[1:35:24]
Two,
[1:35:26]
I'm sorry.
[1:35:27]
Are
[1:35:29]
two
[1:35:30]
September 24th, 2026 meeting.
[1:35:34]
Second discussion.
[1:35:37]
All those in favor.
[1:35:38]
Aye.
[1:35:38]
Aye.
[1:35:38]
Aye.
[1:35:39]
Both.
[1:35:43]
That was easy.
[1:35:45]
okay.
[1:35:47]
We on to the next.
[1:35:48]
Case
[1:35:50]
think everybody's cleared out now.
[1:35:51]
Wow.
[1:35:53]
Quiet room.
[1:35:56]
Must have been something you said, I know.
[1:35:59]
with something they said,
[1:36:00]
okay, I'm going to start the next case application of.
[1:36:04]
I'm sorry if I say this wrong.
[1:36:06]
Vanessa hanging.
[1:36:08]
Bruce Bruce Lee Inc.
[1:36:11]
V B H
[1:36:12]
BHP.
[1:36:13]
Thank you.
[1:36:14]
Yeah.
[1:36:16]
VHB yeah.
[1:36:17]
Type says VB type.
[1:36:19]
It's a,
[1:36:20]
yeah, it doesn't wear Ru line up.
[1:36:21]
Does it?
[1:36:22]
VB V H B .
[1:36:25]
On behalf of S P N H Exeter, LLC, for a lot line adjustment
[1:36:30]
between.
[1:36:31]
Map 66.
[1:36:33]
Lots one and two through the transfer of approximately 3009, three, three point.
[1:36:39]
Excellent.3009 acres, three point.
[1:36:41]
That's a darn big watch an adjustment.
[1:36:43]
That is a big model adjustment.
[1:36:45]
The Prairie half of the town.
[1:36:48]
Oh, oh nine.
[1:36:49]
Yeah.
[1:36:49]
We're.
[1:36:50]
Metra.
[1:36:51]
I have a much bigger
[1:36:53]
thousand.
[1:36:55]
Yeah, 3.09 acres.
[1:36:57]
Geez.
[1:36:58]
A map 66 lot one owned by Palmer Sakara, Inc. To map 66, lot
[1:37:04]
two owned by.
[1:37:06]
North country trust planning, board case number 26 dash 15.
[1:37:10]
Hopefully I didn't butcher that too much, but.
[1:37:13]
I tend to think I might have no it's okay.
[1:37:15]
Hey, chairman, Mr. Chairman fresh, just for the record.
[1:37:18]
I've mentioned this before, but I've recently retire.
[1:37:21]
Retired from VHB.
[1:37:23]
I thought you looked familiar.
[1:37:24]
Yeah,
[1:37:25]
I, I was not involved in this project prior to my retirement, so
[1:37:28]
I don't see any reason to be excuse.
[1:37:30]
Accused myself, but if anybody would like me to, I could go home.
[1:37:34]
you okay with my feeling with that, Marty?
[1:37:37]
I, I think.
[1:37:38]
You do the right thing.
[1:37:38]
You're bringing it up.
[1:37:39]
Mm-hmm putting it out there.
[1:37:40]
You're asking for input.
[1:37:42]
I think generally in those situations, that's the right thing to do.
[1:37:45]
And also it's your internal.
[1:37:48]
You know.
[1:37:48]
Right, right, right, right.
[1:37:49]
And then, so I, I respect.
[1:37:51]
Your conscience and I Jimy crickets telling you that.
[1:37:54]
You're okay.
[1:37:55]
I'm good.
[1:37:55]
I'm gonna tell you, I feel you're okay.
[1:37:58]
I think he's okay.
[1:37:58]
I think he's fine.
[1:37:59]
He's fine.You sure?
[1:38:00]
Sam, he looks little shaded.
[1:38:01]
I like brings wanna get him out there.
[1:38:02]
He looks just fine.
[1:38:02]
Yeah.
[1:38:03]
I do appreciate.
[1:38:04]
Thanks Sam.
[1:38:04]
You bringing it up though?
[1:38:05]
It's out there.
[1:38:06]
Yeah.
[1:38:06]
It's a way to go.
[1:38:09]
Dave, are we good?
[1:38:11]
Yeah, the I'll I'll have some comments in a second, but I'll just say
[1:38:14]
it's complete for review purposes, in my opinion, you should, you know, so we
[1:38:18]
should open the.
[1:38:19]
Case, except it is complete vote on acceptance as complete for review purposes.
[1:38:24]
So op to open the case.
[1:38:25]
Yes.
[1:38:25]
Somebody hear that.
[1:38:27]
Yes.
[1:38:27]
Somebody wanna make that motion?
[1:38:29]
Sure.
[1:38:29]
I make a motion that we accept.
[1:38:32]
Planning board case.
[1:38:34]
26 dash 15.
[1:38:37]
And open the case
[1:38:40]
complete for review purposes, purposes.
[1:38:42]
And I will second that.
[1:38:45]
In discussion, all those in favor.
[1:38:47]
Aye.
[1:38:48]
Aye.
[1:38:48]
Aye.
[1:38:48]
Aye.
[1:38:49]
Opposed, same.
[1:38:52]
We're open.
[1:38:52]
Okay.
[1:38:53]
Just wanted to make up a point.
[1:38:55]
I'm gonna Dave, if you heard about it, but our, we got a spam
[1:39:00]
spa.
[1:39:00]
Spam.Oh, he said that attempt this morning, where.
[1:39:03]
Somebody posed as a
[1:39:05]
external employee used all the information from online and said, you owe us by
[1:39:10]
the, by the start of the meeting, you owe us an approval fee.
[1:39:13]
That's happened and here give us your wiring information.
[1:39:16]
And they actually went back and forth before they realized, like, that's scary.
[1:39:19]
This doesn't make any sense, but just given I, if there's other people that
[1:39:24]
are coming up.
[1:39:24]
On
[1:39:25]
for applications, just to let them know that, keep an eye on that
[1:39:29]
the town doesn't require.
[1:39:31]
Yeah, wiring.
[1:39:32]
I did not the fees for somewhere.
[1:39:34]
Yeah.
[1:39:34]
It just happened this afternoon.
[1:39:36]
Yeah.
[1:39:36]
That was part of my public service announcement that I was gonna do later
[1:39:39]
Because you weren't the only one.
[1:39:41]
No, no problem.
[1:39:41]
I'm you, weren't the only one on this agenda that got hit.
[1:39:44]
They, they must look at the PA planning board packets on the website.
[1:39:48]
Where your email, your phone back all there.
[1:39:50]
Your name is all there.
[1:39:51]
So they contact, they contacted the prior application too, like two days ago.
[1:39:56]
And tried to get an approval fee.
[1:39:57]
So the town of exit will never ask for.
[1:40:00]
You know, demand money right away, and you can always come in and pay
[1:40:05]
for a check.
[1:40:05]
We never ask for, we don't even have the ability to get it.
[1:40:09]
Wired to us.
[1:40:09]
So especially the other day, someone asked for an Austin, Texas, so we we're
[1:40:14]
not in Texas.
[1:40:14]
So if anyone.
[1:40:16]
Asks you for that, it's a scam.
[1:40:18]
So maybe that's something also to mention.
[1:40:21]
Unfortunately
[1:40:22]
to applicants when you meet with them initially and such right when they're doing
[1:40:26]
the application or
[1:40:27]
the department, I mean, within reason, obvious.
[1:40:29]
Obviously, yeah.
[1:40:30]
Maybe put a, you know, yeah.
[1:40:32]
That's something in the real estate world.
[1:40:34]
We actually have that on our contracts now.
[1:40:37]
It's that bad where people are getting requested to.
[1:40:41]
Wire deposit monies and such.
[1:40:42]
And it's just, it's pretty crazy out there.
[1:40:44]
Isn't it?
[1:40:45]
Yeah.
[1:40:45]
Yeah.
[1:40:46]
So I'm gonna send the town managers aware of it.
[1:40:50]
I just, I just found out about it.
[1:40:53]
Before the meeting, so, oh, so he had already lied.
[1:40:55]
I had, he'd already lied meeting.
[1:40:56]
Are you tomorrow?
[1:40:57]
Could you talk to him cuz they might wanna put a, a, a warrant
[1:40:59]
That's what I was thinking like a bit on our website.
[1:41:01]
Website.
[1:41:01]
Yeah, I think that would be important.
[1:41:03]
Thank you for bringing that.
[1:41:04]
I was gonna say it.
[1:41:05]
It's good where we've seen it happened up in Lebanon two.
[1:41:09]
The
[1:41:10]
the savvy
[1:41:12]
people that do it all the time were okay.
[1:41:13]
It was the people that going in for zoning relief or a front yard
[1:41:18]
setback that who don't do it all the.
[1:41:20]
Time that really got hit by that.
[1:41:22]
I know it'd be easy to put, send the money in.
[1:41:24]
Absolutely be seen again, especially if you, you know, not sound weird, but especially
[1:41:27]
if you don't ask for.
[1:41:28]
That much.
[1:41:29]
I know, you know what I mean?
[1:41:30]
Like on a box or whatever, that was five grand.
[1:41:33]
This one was five grand.
[1:41:34]
That's a pretty, I've been asking for five grand.
[1:41:35]
I'd say ambition.
[1:41:36]
Yeah.
[1:41:38]
Yeah.
[1:41:38]
And then may I just say my before.
[1:41:41]
No, I just have some opening comments.
[1:41:43]
Yeah.
[1:41:43]
Just to make, just
[1:41:44]
as you said, this is a lot merger.
[1:41:46]
It's a boundary line adjustment.
[1:41:47]
No new lots are being created.
[1:41:49]
It's taken two lots and it's adjusting the boundary between them and it's adding
[1:41:54]
Some land area to one of the lots and taking it away from the
[1:41:57]
other.
[1:41:59]
Basically, it's just
[1:42:01]
there's a landlocked parcel that, that owned by north north country.
[1:42:04]
Trust.
[1:42:05]
And parliaments has front of John Holland way and they're giving three acres along.
[1:42:11]
That they own in front of.
[1:42:13]
The the main parcels to provide frontage.
[1:42:16]
For the north country trust lot.
[1:42:18]
He'll describe it.
[1:42:19]
What I do with the lot line adjustments, you just review the plans for
[1:42:22]
consistency, with our land use regulations to determine if they violate.
[1:42:27]
Any zoning ordinances, you know, does it, does it make one lot less?
[1:42:32]
Less conform or less than the minimum lot area per se,
[1:42:35]
or does it, you know, affect the build lot area?
[1:42:37]
These are very large, lots.
[1:42:39]
It.
[1:42:39]
Does not violate in my opinion, any of the zoning.
[1:42:42]
Terms of the zoning ordinance or our other regulations.
[1:42:46]
The applicant does request two waivers, but I don't believe either of these.
[1:42:51]
Apply as this is merely a lot line adjustment and no lot new lots
[1:42:54]
are being created.
[1:42:55]
In my opinion.
[1:42:57]
So I believe the that's what it meant to be safe.
[1:42:59]
yeah.
[1:42:59]
I think the waivers are moot, but I'll let you know.
[1:43:01]
They're they're in there.
[1:43:03]
They're being requested.
[1:43:04]
I don't believe.
[1:43:05]
Either one of them are necessary.
[1:43:07]
That's all I have.
[1:43:08]
Mr. Chairman.
[1:43:08]
Thank you.
[1:43:09]
Yep.
[1:43:10]
Great.
[1:43:11]
So I'm Dave FEMA from DHB and I'm representing the, the applicant.
[1:43:16]
Statement.
[1:43:17]
I did a little color exhibit.
[1:43:18]
It was a little easier to see, but as he mentioned, we're.
[1:43:22]
My client owns this lot too, which is landlocked up here is Holland way
[1:43:29]
So in the event, we are gonna develop this for any purpose.
[1:43:33]
And it's also something that we've talked with the town about, where there could
[1:43:36]
be a potential.
[1:43:38]
You know, location for a new water treatment plant.
[1:43:42]
Any, any scenario, those that would need to be a curb cut on hauling
[1:43:45]
way to access the site.
[1:43:48]
And it's landlocked.
[1:43:49]
So
[1:43:50]
you can see, but the Palmers, the car had a, has a weird panhandle
[1:43:54]
shaped to it right here.
[1:43:56]
Really unusable for them.
[1:43:59]
So they've reached an agreement where this little wedge here.
[1:44:02]
About three acres
[1:44:04]
would just get flipped over so you can see the, the lots basically remain
[1:44:08]
this about the same.
[1:44:09]
There's just a.
[1:44:11]
Flipping of the three acres from, from one to the other.
[1:44:14]
And now this, they each have appropriate frontage on Holland way for a curb
[1:44:18]
cut at some point.
[1:44:22]
The waivers that we discussed.
[1:44:24]
And again, one of them said if deemed necessary about the town planner.
[1:44:28]
So it sounds like not deemed for, but it really.
[1:44:31]
Got into, if you were creating new lots.
[1:44:33]
Lots. And it wanted you to provide a high intensity soil survey for the entire
[1:44:37]
site or portion.
[1:44:39]
We were just noting that, you know, the intent is really the lot line
[1:44:42]
adjustment.
[1:44:43]
There's no proposed uses at this time.
[1:44:45]
And that as we move forward, if a site plan or things like that
[1:44:48]
move forward, then this would be something that could be visited at that time
[1:44:52]
And again, the w item w was also the location of test pits.
[1:44:57]
Pits for septic reserve again.
[1:44:59]
Wasn't appropriate for what we were doing now for the, the lot line adjustment
[1:45:04]
That's it now I'll just add, we've never.
[1:45:07]
Required that for any lot money adjustments since I've been here.
[1:45:10]
So nor have we ever required a waiver from those.
[1:45:15]
So, yeah, if it makes sense, I can just either leave the, we can
[1:45:18]
leave the waivers in or just, I can just pull 'em and if they're
[1:45:21]
not, well, I think, yeah.
[1:45:23]
They're in there.
[1:45:23]
I think we just said it.
[1:45:25]
I mean, if they, if the plaintiff board agrees, they're basically withdrawn and they're
[1:45:28]
not withdrawn in considering.
[1:45:29]
Yeah.
[1:45:29]
Okay.
[1:45:30]
They've never asked for before, so I don't know why they would now.
[1:45:33]
Beyond that there's nothing really exciting about my presentation.
[1:45:36]
We're just flipping three acres.
[1:45:39]
To get, I, I'm not sure what happened.
[1:45:40]
Nine was put in where.
[1:45:43]
This, this usual, this 33 acres was landmark part of,
[1:45:47]
but this is a good time to address it.
[1:45:49]
And I know that.
[1:45:51]
The applicant is also working with
[1:45:53]
D O T.
[1:45:55]
T on there's a limited access right away along haul.
[1:45:57]
So they're working with D O T to, to on an agreement for that
[1:46:00]
as well.
[1:46:01]
Mm-hmm
[1:46:04]
any questions for the applicant.
[1:46:08]
I only, no, I'm good.
[1:46:09]
Any members of the public want to speak?
[1:46:12]
Bring it back to the board.
[1:46:13]
He's getting punchy.
[1:46:16]
Mr Sharples, do you have any.
[1:46:18]
Suggested conditions of approval.
[1:46:19]
Mm-hmm yes, I do.
[1:46:21]
You would you like to hear them?
[1:46:23]
Mm-hmm it would be number one, the subdivision.
[1:46:26]
Plan shall be submitted as a shape file or CAD file in New Hampshire state
[1:46:30]
plane.
[1:46:31]
Coordinates to the satisfaction of the town planner and to all monumentation shall be
[1:46:35]
set in accordance with nine.
[1:46:37]
Section 9.25 of the extra site plan, review and subdivision regulations.
[1:46:46]
Those both sound appropriate to us.
[1:46:48]
Okay.
[1:46:49]
I just need to get the number.
[1:46:50]
There we go.
[1:46:55]
Are you ready for, I'm gonna give this a shot that 26 15 is so
[1:46:59]
over to the other side.
[1:47:00]
So I am going to move that the request for is it van asked
[1:47:06]
VHP, but vans close enough last time.
[1:47:08]
Yep.
[1:47:08]
Hagan.
[1:47:09]
Brusk Inc.
[1:47:11]
On behalf of S P.
[1:47:13]
New NHX exit or LLC for lot line adjustment.
[1:47:17]
To transfer approximately 3.9.
[1:47:20]
Acres.
[1:47:21]
Oh, oh, nine 3.009.
[1:47:24]
Thank you.
[1:47:27]
Acres from Matt, Matt, 66 wa one owned by Palmer's cart, Inc. To map
[1:47:33]
66 lot, two.
[1:47:36]
Owned by north country, trustee.
[1:47:38]
Be approved, approved with the conditions as stated by our town planner, Dave Sharples
[1:47:44]
Mm-hmm
[1:47:47]
did we get everything?
[1:47:48]
Mm-hmm I think so.
[1:47:50]
Did we get a second?
[1:47:52]
Second.
[1:47:54]
Any discussion.
[1:47:58]
Seek a vote those in favor.
[1:48:00]
Aye.
[1:48:00]
Aye.
[1:48:00]
Aye.
[1:48:02]
Abs extensions.
[1:48:03]
Posed
[1:48:04]
unanimously passed.
[1:48:06]
Congratulations.
[1:48:07]
Thank you.
[1:48:08]
Thank you for your brevity.
[1:48:11]
Yes.
[1:48:12]
And thank you for.
[1:48:13]
The the
[1:48:16]
spam attempt
[1:48:17]
for bringing ups important.
[1:48:21]
All right.
[1:48:21]
Moving through our agenda.
[1:48:24]
Master plan discussion.
[1:48:26]
Dave, do you want to discuss anything from the master plan?
[1:48:30]
O P C
[1:48:32]
well, we held a meeting
[1:48:33]
the other day.
[1:48:35]
I talked about a number of items.
[1:48:36]
One of the worth mentioning was the.
[1:48:39]
Was starting that time of year again, we're looking at possible zoning amendments to
[1:48:43]
the upcoming.
[1:48:45]
March election, but it's, you know, takes a few months.
[1:48:47]
So I asked the board members if they had anything, you know, start thinking
[1:48:52]
about it, but I'll also ask everyone.
[1:48:54]
Here.
[1:48:54]
If you have any.
[1:48:56]
Suggestions on zoning amendments,
[1:48:58]
zoning changes are end of the purview of the planning board.
[1:49:01]
So if you have any issue, any of the zoning member amendments,
[1:49:04]
amendments. It's good to kind of flesh those out.
[1:49:07]
Maybe, you know, early
[1:49:10]
to get them, you know,
[1:49:13]
probably in a form you'd want to look at, you know, maybe a November
[1:49:15]
hearing December.
[1:49:17]
And then move them forward to, to the warrant quickly.
[1:49:20]
Which is coming up quickly.
[1:49:21]
So.
[1:49:23]
That's all I have, I guess the other part.
[1:49:25]
Well,
[1:49:26]
you were here and I'm here and he's here.
[1:49:29]
Scheduling.
[1:49:29]
Why don't we reschedule that?
[1:49:30]
Good idea.
[1:49:32]
Do you want to do it the 22nd at eight?
[1:49:35]
That's the October 22nd.
[1:49:37]
Of the meeting.
[1:49:38]
I can do it.
[1:49:40]
David.
[1:49:40]
Yep.
[1:49:41]
Let's do that.
[1:49:42]
There you go.
[1:49:44]
I'll send an email out to Marty.
[1:49:45]
Do you wanna send an email out?
[1:49:46]
Sure.
[1:49:46]
Okay.
[1:49:47]
Yeah.
[1:49:47]
Include Ashley on that too.
[1:49:48]
Yep.
[1:49:52]
And
[1:49:55]
I guess I'll bring this up.
[1:49:56]
So.
[1:49:58]
One of our
[1:50:00]
full-time plaintiff board members.
[1:50:03]
John Gruder has been dealing with some illness, which he's fine with me talking
[1:50:07]
about.
[1:50:07]
I've talked to him.
[1:50:09]
And he's
[1:50:11]
he's
[1:50:13]
considering a leave of absence from the board because of that, it's nothing life-threatening
[1:50:18]
but it's been ongoing.
[1:50:20]
And it's not determined what he's dealing with.
[1:50:22]
So.
[1:50:23]
Is there an avenue for that Dave?
[1:50:24]
Or is it just.
[1:50:26]
We just
[1:50:27]
moved forward as we know why he is not here, we don't make a
[1:50:30]
big deal of it.
[1:50:30]
And alternate gets activated and we stay pat.
[1:50:34]
Is that yeah.
[1:50:35]
After what we do come manager, because we are trying to.
[1:50:39]
I yeah, the, the
[1:50:41]
the select board has the authority to remove members.
[1:50:44]
Yeah.
[1:50:44]
If they do, if they fall below a 60% attendance threshold.
[1:50:48]
Sure.
[1:50:49]
So.
[1:50:49]
We don't control that.
[1:50:50]
Yeah.
[1:50:52]
This that's up to the select board.
[1:50:54]
But if John continues not to show up, like that was another, I I've
[1:50:59]
had members do that since you've been here.
[1:51:01]
Yeah.
[1:51:02]
It's just, you know, you deal with who you have and you appoint more
[1:51:05]
alternates to the position.
[1:51:07]
Yeah, you can.
[1:51:07]
I don't think there's any mechanism that I'm aware of that you can like
[1:51:10]
Appoint an alternate as a regular member in the interim or something like that
[1:51:14]
Okay.
[1:51:14]
I know you just.
[1:51:16]
We have a leave of absence policy.
[1:51:17]
I don't know, but I'm gonna you to town manager in the morning.
[1:51:20]
I can't let me, yeah, let me ask and then I can.
[1:51:23]
Yeah, you'll be there too, right?
[1:51:25]
Yeah.
[1:51:25]
I don't think you'll have anything in your planning board rules, but we, we
[1:51:28]
might have.
[1:51:28]
Okay.
[1:51:29]
I mean, and I don't know.
[1:51:31]
But your time has the select board removed anybody because of attendance.
[1:51:35]
Oh,
[1:51:36]
I, not that I'm aware of, but yeah, me neither.
[1:51:38]
I think it, maybe, maybe somebody talked somebody or something.
[1:51:41]
There have been people coming on and off, but not a lot.
[1:51:43]
We haven't had no, generally we haven't had a lot of attendance issues.
[1:51:46]
Right.
[1:51:46]
And, and they usually related to health and people are, you know, understanding, understanding
[1:51:52]
Yes.
[1:51:52]
As you know, in general, we're having quorum issues and through no fault of
[1:51:55]
anyone volunteering, it just happens.
[1:51:57]
Right.
[1:51:58]
So we're reevaluating.
[1:52:00]
What we have going on and.
[1:52:02]
See what our options are to maybe consolidate mm-hmm and things like that
[1:52:06]
But yeah, we, we.
[1:52:08]
Way too many meetings are being canceled at the last minute.
[1:52:11]
So people are coming and they can't.
[1:52:14]
Can't actively do anything.
[1:52:14]
Yeah.
[1:52:15]
So it's being looked at, so I don't wanna say we don't.
[1:52:19]
Don't
[1:52:20]
follow our policies on that.
[1:52:22]
Right now.
[1:52:23]
Okay.
[1:52:24]
It's coming up soon.
[1:52:25]
Okay.
[1:52:25]
I mean, I, I.
[1:52:27]
Was bringing that up to try to be proactive.
[1:52:30]
So.
[1:52:31]
I think that John is.
[1:52:33]
Wants to continue.
[1:52:35]
He was, did participate.
[1:52:38]
In the master plan.
[1:52:39]
Mm-hmm .
[1:52:41]
Meeting yesterday.
[1:52:44]
And, you know, he's just dealing with some health stuff, so I'll move.
[1:52:47]
No, I, and this is the time to bring it up because we're going
[1:52:50]
to be reevaluating.
[1:52:51]
So we can use this as a.
[1:52:54]
An example of something to look at.
[1:52:55]
Yeah.
[1:52:55]
Yeah.
[1:52:56]
It is a good thing to understand, at least yeah.
[1:52:57]
Especially health issues, you know, mm-hmm , I mean,
[1:53:01]
all right next.
[1:53:02]
So the land use regulation review.
[1:53:05]
I think Dave kind of brought that up field modifications, none requested nor any
[1:53:09]
bonds of credit.
[1:53:11]
Okay.
[1:53:12]
That's it for our agenda.
[1:53:13]
Would you like the motion to adjourn?
[1:53:15]
Good.
[1:53:15]
I've moved to adjourn.
[1:53:16]
Mm-hmm .
[1:53:17]
So moved
[1:53:18]
all in favor.
[1:53:20]
Aye.
