in person voting starts on Friday,
September 18th

and we're it's the same pattern. We'll
open the three Mount Vernon North County
[4:32]
and uh Government Center and then later
on um what's the date? The 22nd
[4:41]
22nd.

open. Now, the difference this year
is that we have to be open because the
[4:52]
law changed. We have to be open on the
second and third Sundays before election

government center in North County will
[5:11]
all be open that third Sunday before the
election and then all the rest of them

will be open the second Sunday before

um about 2,300 election officers in the
precincts and every precinct will have a

provisional uh specialist.

Training has been ongoing. You've got
the resource allocation I think in the
[6:28]
fold room that LNA test will begin next
week after Labor Day and you've got the
[6:35]
schedule there.
Um, our ballot has been approved by
[6:41]
Richmond and sample ballots are up on
the website. Yeah,

we've received 22

oh no to we've received 30 33 Virginia
Foya requests and five NBR requests

since July 14. So our total is 88 FOYAS
and 22 um NDAs.

That's not really, you know, that's a
lot. It's it's a lot and a lot of them
[11:07]
are complicated and long and take a lot
of lot of time. A lot of
[11:11]

We there was concern from election
[11:42]
officers and chiefs
about the visits to the polling places
[11:49]
by Department of Justice.
And
[11:53]
um we had other we had other groups who
had asked to observe and
[12:00]
we thought it would be best to just
present all the rules, the laws and
[12:05]
everything covering observers. So we did
this in a webinar on
[12:10]
whatever day it was Friday before the
office 4 primary
[12:15]
and we wanted to give the chiefs and the
election officers confidence that the
[12:20]
Virginia law covers them very well. It
gives clear guidelines for what
[12:24]
observers can and can't do and who can
be an observer and who can be an
[12:29]
authorized representative and and who is
actually even allowed in the polling
[12:33]
place. So, we covered this um well and
you know let them know it didn't matter
[12:39]
if it was the Department of Justice or
any other observer, they still had to
[12:44]
follow the same same rules. And so that
you all know this from your, you know,
[12:51]
the comments on your on the chief's
notes and so forth, but the um the
[12:55]
webinar went over well, I think, and we
got good feedback from it.

in the for the primary it was optional

and one of the pieces of feedback I got
was that some some folks didn't attend

so they seemed a little unknowing what
the rules were.

it was open to we had a cap of a
[14:07]
thousand and we never got anywhere close
to the cap. Chief briefings are always
[14:11]
mandatory for all chiefs. If they don't
uh see it live they have to watch a
[14:16]
recording and then take a quiz. So they
will uh be required to see it.

election, we had

see a big upswing. last year um compared

to the presidential election, the
gubinatorial actually had an increase um
[16:33]
in turnout and I think part of that is
that there's a really big outreach
[16:37]
effort at GMU to to register and turn
out voters um which should be applauded
[16:43]
but as a result I'm wondering how the
number of election officers
[16:48]
» I'm seeing a resource allocation supply

election officers at university compares
to last year because I know last year in
[17:08]
the end like an additional somewhere
between four and six officers had to be

sent out to university because they
could not keep up with the provisional

the math because I didn't want to

overinflate the numbers. The 10 election
officers is what our election officer

team will be recruiting.
The four provisional specialists will be

addition to so total of 14 they'll have
[17:45]
10 and also then increase the
provisional specialists
[17:50]
um by like one or two if we think that
that is needed. Do you know how many

provisional specialists you had at the
heaviest point in
[18:00]

before was just from a photo services
[18:06]
staff. We sended from our staff to the
PSA and I think you had two more.

same for the selection. of the 10 that
we have for election officers, we can

allocate two to be provisional
specialists in addition to the four that

reports

I I express my disappointment that this
looks a lot different than what we've
[21:07]
been discussing over the summer to break
the town of Hearnden onto a separate
[21:11]
document so that we can increase the
type face. I am troubled by I think
[21:18]
you've done a herculan effort trying to
get everything to fit
[21:25]
but there would have been more real
estate if we had
[21:28]
had separate ballot just for the her
town on those two precincts then we
[21:34]
could have do the other ballots use the
same type face or are they expanded
[21:38]
because the permanent is not on there
uses the same um
[21:45]
Okay. Well, I I have nothing further to
say other than a note of disappointment.

into the uh budget request uh for
$45,000

to add a permanent dropbox
uh like well won't look like the one
[23:19]
outside hopefully because that one looks
more like Never um to put it in the uh
[23:28]
north and north county government center
and the south county and Mount Verna the
[23:34]
um They discussed that at a budget
meeting and there seemed to be no
[23:37]
objection uh on the first which I think
may have been yesterday and it's coming
[23:44]
before them when they meet again to do
their carryover budget. So we'll see if
[23:50]
um that passes. I assume that it will
and will have a permanent dropbox inside
[23:56]
those government centers so that uh they
have constant monitoring and they will
[24:02]
also have emails. So that will enable
people that want to get there and return
[24:07]
a ballot before noon when the when the
early voting opens, they can return
[24:14]
those ballots. Um, that's what two
I had a several people several other
[24:21]
people may have had this. I it came to
my attention that we had a voter
[24:28]
who um had her ballot returned to her um
be because unfortunately the post office
[24:39]
read the back as the return address and
sent her mailed ballot that was supposed
[24:44]
to come to us back to her. she was
overseas and then when it came back to
[24:50]
us it was too late. As you know on our
ballot it the the return address is on
[24:56]
the back and the post office read it
wrong. That was the first one I had
[25:00]
heard of that. Um let me ask some Sean
you were doing this Sean and Ben both of
[25:08]
you you all have done this for the last
few years.

Do how do we have any idea or any way to
know how many of those do we get back?

» Bank somebody said they said my name
pretty I stood up that was my mistake.

Uh it's anecdotal. Uh we've certainly
heard about it but we're talking we're
[25:28]
talking one or two. The only way we
would know about it is if a voter
[25:31]
contacts us. It's the only way we'd have
any information about it
[25:34]

can hear about it.

example, right, is that somebody put a
return, you know, they they decided it

was 1945 and they stuck the ballot in
their mailbox to be picked up by the

letter carrier. The letter carrier goes
back to sortation, thinks it's supposed
[25:48]
to go to the voter, right? Because they
think that's where it's going to be.

They see their name, they take it back
to them. Um, it's absolutely accurate to
[25:54]
say that we've I I don't recall us
hearing anything about in August. I know
[25:57]
we heard about one uh in April, but
again, anecdotal few and far between.

it's as our understanding of it in
talking to Fairfax Postmaster and also
[26:09]
folks we talked to at the sortation
centers, it's a human error issue,
[26:12]
right? The machines don't look at that
because the IMB, the other information,
[26:16]
the FIPS marks, everything that the
machine is looking at to read an
[26:19]
address. It's not going to see that
information, that name, right? On a
[26:22]
return to us envelope, it's not going to
see that as an envelope. It's an issue
[26:25]
of it being pulled and stuck in the
wrong place at the wrong time. It's
[26:28]
USPS. Nothing we can do other than to
remind them. I will say I know the voter
[26:32]
I think it was one right in April we
asked the voter said hey listen if you
[26:36]
you know you want to you want to be
really intent about this take it into
[26:38]
your post office go to the counter they
said the exact same thing to them they
[26:41]
said hey listen it's clearly a human
issue they canceled it stuck it in it
[26:45]
came right to us so

may have been past post

any of the past

we heard about one in April I think we

heard we hear some one in the special

we have an issue here. One seems to be
one every year seems to be kind of

solve the problem but if it's a serious

fair representation we can make right
now again it's a one or a two off issue.

to to stay on the same topic, um the
[28:31]
thing that made the this particular
issue that came up um and was raised to
[28:36]
us concerning not it was raised to us
separately. Um so this is a coincidence
[28:41]
that we're both bringing it up. Um but
uh that makes this particular issue
[28:46]
concerning is that this was a military
voter who had uh mailed back their
[28:52]
ballot and the ballot was returned to
their Fairfax County address where they
[28:56]
did not live. So they didn't know that
their ballot was delivered to the wrong
[29:01]
place. And you know that's again yes
this is a this is a human error. This is
[29:07]
out of the control of this office. It is
really pretty upsetting, right? Um for a
[29:13]
military voter to essentially be
disenfranchised due to no error of their
[29:17]
own. Um and I think you know it's
important that we take that seriously. I
[29:22]
and everyone here is um I think one
thing that we can make sure to advertise
[29:27]
and to offer to voters who call or
people who are expressing concern about
[29:32]
their mail ballot and the security of
the mail and quality of USPS right now
[29:37]
and all of that is to always remind them
that they can track their ballot. So
[29:42]
they they have the option to look online
and see what where it is and what
[29:47]
happened to it. And especially for
military voters who may have an address
[29:51]
um in Fairbanks County where they're not
living while they're stationed overseas,
[29:54]
that feels like particularly helpful
information to remind them to track
[29:58]
their ballot so that they can confirm it
wasn't delivered to the wrong and that's
[30:02]
that's in their in their instructions
and it also instructs them to check in
[30:08]
the the um citizen portal online because
they will see there that we've received
[30:12]
their ballot. And often, you know,
overseas especially, we get calls, we
[30:18]
get emails, I sent it three weeks ago, I
see it haven't arrived. And they can
[30:22]
always send up a federal write in
ballot, print it from the machine, send
[30:27]
it in, and we'll get it. You know, they
can do them both at the same time. Hope
[30:31]
that one gets through. But, um, the
other the other thing too for the voters
[30:36]
is to request, and we advise them of
this is to request they receive their
[30:42]
ballot by email. Don't do it by mail if
you're living overseas. Even the chances
[30:46]
of you receiving it is
so much reduced compared to if you're
[30:51]
domestic. An email, they get it
immediately and then they have full time
[30:55]
to return it and then it's not going to
get delivered to their house because it
[31:00]
they address the envelope themselves,
you know, and and so it won't be
[31:04]
misdelivered. Well, it could be
misdelivered, but it's not going to be
[31:08]
delivered to their home address. You see
what I mean? So, we always
[31:12]
» Yes. We always advise the the voters
overseas to to
[31:17]
complete another application and mark
that they want to receive it by email
[31:21]
and then they they get it immediately
and because otherwise
[31:26]
it it has double chance of being lost or
delayed. Delayed or lost going over and
[31:31]
then delayed or lost going back and then
so many of these that we do send by mail
[31:36]
overseas arrive late just because
there's just 45 days isn't long enough.
[31:41]
So that's something you know if you're
in touch with a person or if you ever
[31:44]
hear those those are other options but
we do tell them how they can check
[31:49]
online is under instructions.

concerns raised about the USPS um orders

uh the recent whistleblower. So I just I
just want to say in a in a public
[32:44]
setting that you know it it is
concerning. Um I I know the office is
[32:49]
paying attention to what the rules are.
There's an injection in place currently.
[32:53]
Um and uh that to remind voters um and
everyone that they can track their um
[33:01]
ballot if they're an absentee ballot um
vote by mail person, they can return
[33:06]
their ballot um by walking it in or
driving it into a a dropbox or early
[33:13]
voting location. Um but you know, I
think we're all paying a lot of
[33:17]
attention to that. But I know the office
is paying attention to what the rules
[33:20]
are and how um it'll impact the
election. So that's all.

satellite group.
What is the volume capacity of the
[33:35]
satellite of the boxes at the satellite
and how often are they being emptied and
[33:39]
are we making adjustments to either of
those parameters given the potential

that's three questions in one.

we have [clears throat] the same drop
[33:53]
boxes at the early voting locations that
we have at the polls,

» right? So they're just the regular
paper.

the question that we might want to hear
is how do we bring those back? What do
[34:15]
we do with those early voting? How do

>> Yes. Yes. So we have brokers who visit
[34:25]
each satellite daily. They bring back
the previous day's Dropbox ballot in a
[34:30]
secure blue canvas bag that's tracked.
Brings back. We bring it back and then
[34:36]
we deliver it to um Ben's team for
processing. So the ballots are collected
[34:41]
from the dropbox each night at the end
of early at the end of the voting day.
[34:45]
They're secured in the satellite cart.
Then the next day the rovers pick them
[34:48]
up and bring them back to the office. We
have large canvas bags that can hold up
[34:52]
to about 150 [snorts] um mailers. Benny,
is that about right?
[34:56]
» Yep, that's about right.
>> About 150. And we also have larger bags
[34:59]
should we have higher volume at the
different sites. Let me ask you, have
[35:03]
you ever had more than Have you ever had
more than you can hand? Have you had a
[35:08]
half full dropbox ever?
>> Um, I remember there was a half full
[35:13]
dropbox way back in 20, but we never
have a problem handling all of the the
[35:18]
dropbox or all of the bells that are
inserted in Dropbox. We never have a
[35:22]
problem bringing them back.
>> The um satellites have multiple pouches.

So, when a pouch is full, they've got
have three satellites.

Uh, I did want my answer about codes.

» Codes. For 2024, they had 18 officers
assigned, which is a sizable increase.
[35:42]
They had just over 2,000 voters that
turned out on election day. Um, they
[35:49]
currently have a recommendation of 12
election officers with two provisional
[35:56]
specialists. So, it would be
six. I don't know how the board feels if
[36:02]
we should increase that number, if we
should match the 2024 number prefer to
[36:08]
do. And then did you and I know this
isn't the question I asked. Did you
[36:13]
check how many you had 2025?
I not, but I sure can't. Just a second.
[36:20]
Because it strikes me. So the difference
in turnout between those two elections
[36:24]
is 5% of voters.
So if there are 18 election officers in
[36:32]

I I think we might want to consider
adding at least one because coat is not
[36:41]
one of those precincts that votes early.
It it votes more unlike my precinct
[36:49]
which votes 50% early because we live
right next practically to the drop off
[36:55]
to the early voting site. Um, codes
doesn't vote early that often.

does impact how we, you know, tell
people to return their ballots. It would

quick followup on the entire discussion
regarding mail and ballot return for the

military voter. um our organization was
contacted by that uh member of the
[41:43]
military. It was not just her, it was
also her husband. I was very glad to

hear Cheryl's explanation about the
email option, which is something I will
[41:51]
admit we tend to forget as well. I will
say that the answer that she received,
[41:56]
that voter received from the Office of
Elections did not include, you know,
[42:00]
that very helpful reminder about, you
know, by the way, if you're concerned,
[42:04]
and she was a concerned voter, you know,
you should um convert to requesting your
[42:10]
uh ballot by email. So, if I could ask,
would the board consider making that
[42:15]
part of the policy when someone has had
an unfortunate experience with the US
[42:20]
Postal Service that they be given, you
know, the full range of you can track
[42:24]
your ballot and you can, if you're
living overseas, do the overseas. And
[42:28]

you to do more outreach and education on

how to track a ballot when it's uh put
in the mail, but even more so to maybe
[44:24]
encourage people to use a dropbox and to
talk about the the fact that they can
[44:28]
use the dropbox to return it, that if
they receive a ballot, they can bring it
[44:32]
in and have it spoiled and vote in
person just to raise the um confidence
[44:37]
in getting their their ballot back.
People are just really nervous about all
[44:41]
of this. And I know you you have a lot
of things that you're doing, but please
[44:46]
do more than you have in the past. Um to
with with regard to all that, uh I'm so
[44:51]
excited to hear about the permanent
Dropbox. I hadn't heard about that. And
[44:55]
again, I think not only notifying the
community, uh the people that are doing
[45:01]
all of this, but uh up the public
education on the fact that there's a
[45:06]
permanent dropbox and what does that
mean? You know, what how can they how
[45:09]
can they take advantage of that? I can't
stress enough how nervous people are

about this whole election.

» I think security is one of those things
that that is sort of like fight club. Um

we don't talk about security much but we
are certainly going to get uh as we move
[46:10]
into the fall here um be sure that we
understand that all the u agencies that
[46:18]
are involved with us understand what the
procedures are the protocols are um for
[46:25]
the polling places. You heard um Cheryl
say earlier what the re what the rules
[46:31]
and regulations are and the require the
allowances of people to be observers and
[46:38]
those kinds of things. So [snorts] we're
we're aware of the concern of the public
[46:44]
and we're going to we understand that
issue. It is of of interest to the
[46:50]
public.

um, is that there would be no reason why
[47:00]
an ICE agent should be inside a pole
place. They would not be an authorized
[47:05]
observer. They would not, unless unless
they are there to vote because they are
[47:10]
a valid voter and happen to be an ICE
agent who is coming to that polling
[47:14]
place to vote. um or they're an election
officer and then they should not be
[47:19]
there in their capacity as a police
agent. Um but you know, it's Fairfax
[47:24]
County. I'm sure it's possible that
somebody um it would have both roles. Um
[47:31]
that that there would just be no reason
for them to be inside and that's not,
[47:35]
you know, there and there's nothing
under the law that would allow them to
[47:38]
be inside a polling place. So, I'll just
say that.

foot, they can go out there and say stop

language um um people the people that
are language officers of our training of
[54:09]
um people who help people use the
appropriate equipment and we have not

heard back from them and I I don't know
of anybody I've not read of anybody that
[54:21]
has that had those language monitors on
the on the fourth. It's it's um we
[54:28]
there's nothing more of it. I will say
that we've have gotten in the past
[54:34]
feedback
um which is usually says
[54:39]
you need to do different train some
better training of a certain language
[54:42]
officer in Vietnamese or somebody didn't
know how to deal with the equipment. Um
[54:49]
but I I it doesn't come immediately. So
that's pretty much all we know.

something that the board's very aware of

So, uh, we use a vendor to print our
[57:57]
mail ballots, uh, K&H. They're in, um,
Seattle, Washington. Uh, and, uh, they
[58:03]
load them up in mail trays, pretty sort,
and literally drive them across the
[58:07]
street to, uh, the business mail entry
unit.
[58:11]
So,
[58:14]

Um, you guys are really good about

reports and all of that stuff. I would
like a column like you just discussed.

Add in a column to the um daily report
uh for ballots mailed
[58:32]
column for ballots out for delivery
on daily basis so that we can track and

» so Greg, we looked into this and it's a
great idea in theory. The concern is
[58:52]
that if you have the number of ballots
that are going to be in a mail box and
[58:57]
you and the parties can because of their
information, they could potentially
[59:03]
align what what ballot is in what
mailbox and it becomes a really serious
[59:08]
privacy issue. Um, and so that is a
concern with adding that. I I get the
[59:15]

It would be the concern is that you we
[59:29]
could the party could potentially or
anyone with information about who is on
[59:34]
the absentee list and which has
requested one and which ballots are in

There's no question be put on the
report. Question is what value that's

happens right from intake in this case

from K&H from our vendor right an
initial sort and acceptance sort it's

[1:00:33]
next thing and a lot of people you know
there's a lot of information out there
[1:00:35]
folks are used to seeing things on
informed delivery folks are used to
[1:00:38]
being able to look at look at vow tracks
for us we stand behind that right it's a
[1:00:42]
