represent. Help them listen carefully to

the needs of our families, children,
[1:46]
seniors, businesses, and those who are

struggling. Guide them to work together

well-being above personal interests. May

really had totally had the maintenance

before I um came over here I I double

checked that area where there was the illegal dumpings and there's water

still leeching out from there. All of

his he uses white rocks of some sort to

like cover up or to make it look nice

and they're all falling through the

ground. He's trying to reme remedy it by putting

like bathroom like a really thin

bathroom uh like a wallpaper or

something. It's like a pretty pretty

hard but they're just using all kinds of

junk. The whole fence is all damaged.

splash pad is something really important
[21:07]
for you, the young children, and it's so
[21:09]
hot out there. Uh, but at this point,
[21:11]
you have a couple months left. I think
[21:13]
you really need to take the time and get
[21:15]
city matters in order, have all your
[21:18]
staff present because uh even if you
[21:21]
want to go out and look for a grant,
[21:24]
there's not you don't have enough people
[21:25]
to do that. And then when you get out
[21:27]
there, you get somebody get these
[21:30]
estimates or whatever uh to repair that.
[21:34]
Maybe also look into adding some
[21:36]
additional things. One of the things
[21:37]
that I had suggested at one time is to
[21:39]
put a shower uh maybe alongside the
[21:42]
bathroom. So that way if they need to
[21:45]
run you wash certain things off because
[21:48]
we know what's happening out there with
[21:51]
the unhoused, they're using that as a
[21:53]
shower. So if you put the shower that
[21:56]
runs about the same time that the splash
[21:59]
pad does, you just have the water on
[22:01]
during those times. Everybody can rinse
[22:03]
off the unnecessary things before they
[22:06]
get on the splash pad. I know that the
[22:08]
splash pad was just repainted a year
[22:11]
ago, two years ago, and it looks very
[22:14]
nice, but with all the additional stuff
[22:16]
going into the system, that's why it was
[22:19]
constantly down. So, um, unfortunately
[22:23]
for the younger children, um, I wish
[22:26]
that there was a better answer, but at
[22:28]
this point, I don't think, uh, the
[22:31]
city's able to do that kind of thing
[22:32]
right now.

u have it looked into some more and uh

if we could get a grant that would be
[23:28]
great um I know Blazen Associates can

always check on those things Um and and
[23:36]
this is something that possibly we may
[23:38]
want to get our city engineer to take a
[23:40]
look at also. And um and you know maybe
[23:43]
it could if if we're going to go the
[23:45]
efforts to to do that maybe we could
[23:47]
look at upgrading it some including a
[23:50]
shower or anything else.

trying to get an interim city manager as

soon as possible to fill that role

because as you can see tonight we don't
[29:05]
have everything we need to to carry on
[29:07]
business. Um and so uh we interview we
[29:12]
actually screened I think there were
[29:14]
maybe five people that uh we thought
[29:17]
might apply for the job and it turned
[29:20]
out that actually only two were
[29:22]
available to interview last Friday
[29:24]
evening when we're here. And so we did
[29:26]
those interviews and so at this point I
[29:31]
I'd say it's a decision on the council
[29:34]
between those two people that we
[29:36]
interviewed.

few people and and it can't work with

number one goal was the community.

need some more positiveness. We need
[38:29]
people that know their stuff. We know
[38:31]
people that are not going to use the
[38:32]
city and we're not we want people that
[38:34]
are not going to have get easy money
[38:36]
from the city anymore.

Um, Mr. Nathan, I think he's the best
[38:42]
candidate
[38:45]
and I'm going to leave it as that.

And I just I got to say that I I just
[38:50]
hope as council members I hope we make
[38:52]
the best decision for the best interest
[38:54]
of the people

type of personality he had? He was very

energetic

you know, that's that's as much as I
[39:47]
know him. Uh, I did make some phone
[39:50]
calls uh to uh the the member of the
[39:55]
Chamber of Commerce in uh in Toeri. Um
[40:00]
got positive feedback from him. uh
[40:03]
talked with uh county supervisor, had
[40:06]
positive things to say about not only
[40:08]
his work experience as a city manager,
[40:11]
but his character and he also uh was on
[40:16]
the Deli District Hospital Board and
[40:20]
helped clean things up over there and
[40:22]
was their their president for some some
[40:24]
time. He's also had a number of uh
[40:28]
assignments or or let me put it this way
[40:30]
jobs where he's uh been the u interim
[40:35]
city manager and this is after he served
[40:37]
the 10 years there in Toeri and uh
[40:41]
positive feedback from those
[40:44]
assignments.
[40:46]
Um
[40:47]
so in my mind he's qualified. Another
[40:51]
thing that I think is an advantage to
[40:53]
the city if we do choose him is that
[40:56]
he's a retired Kalpers uh annuitant and
[41:01]
uh and that means that uh we don't have
[41:04]
to pay uh extra for a lot of fringe and
[41:09]
things like that that um we would for
[41:11]
anybody else in the position
[41:14]
>> and and he only wants a job for six
[41:16]
months and and I think in our case it
[41:18]
makes sense to have someone for
[41:21]
roughly that period of time because we
[41:22]
want to wait till after election in
[41:24]
November, see who the council is at that
[41:26]
time and that council
[41:28]
can that he could work with that council
[41:30]
to, you know, get a long-term city
[41:33]
manager afterwards. I I don't think it's
[41:36]
a good idea to get try to get a
[41:37]
long-term city manager right now before
[41:40]
the election.
[41:43]
So, those are my thoughts on it.

he's not going to council meetings where

you can see it would be very helpful to

have an an attorney here. And so

years and how the the balance of
[51:38]
finances was going down and uh even
[51:40]
though they were cutting back
[51:41]
significantly on staff
[51:44]
uh they decided it's best to dissolve
[51:46]
while they still have funds to go
[51:48]
through the dissolution process. They
[51:49]
also um and the suggestion was that we
[51:53]
voted on whatever funds are left over
[51:55]
would go to the EDC foundation
[51:59]
which um
[52:01]
uh can still receive grants from um
[52:04]
entities such as bankier which donated
[52:07]
25,000 this year to to the cre because
[52:11]
of the community community reinvestment
[52:14]
act. Um the next meeting is going to be
[52:18]
on October 28th and at that point
[52:21]
there'll probably be more information on
[52:24]
the process. U in the meantime too um

cities, you know, if we want to, um,

could could possibly align with the
[53:12]
county or we could try to do something
[53:14]
different, but just want to give an
[53:16]
update on that that it looks like the EC
[53:19]
is is going away.

And that's my only council report. And
[53:26]
so, we'll go at this point for uh,

manager reports and for city engineer
