America and to the republic for it

indivisible, with liberty and justice
[0:21]
for all.
[0:37]
Okay. Uh, July 7th, 2026
town council meeting.
[0:45]
» Yeah. You had a chance to read the
minutes?
[0:47]
» I have. I'll make a motion that we
accept them as presented.
[0:52]
» I'll second it. All in favor? I
>> I
[0:57]
make reconciliation for May 2020 20 26
>> I went over it signed it so I make a
[1:05]
motion we accept it as presented
>> second it all in favor
[1:10]
» I
>> I
[1:13]
roll allowance docket for the month of
June 2026
[1:18]
» make a motion we accept it
>> all in favor
[1:20]
» I
>> I
[1:23]
over Time for
[1:41]
sleep
[1:44]
overtime for the month of June 2026.
>> Did I miss it?
[2:00]
I don't have a copy of it. Do you?
>> Yes, you do.
[2:30]
Make a motion we accept it as presented.
>> Second.
[2:35]
» All in favor? I
>> I
[2:39]
city building Tim installed GPS units.
Need to get with
[2:46]
Samarah to discuss options for fire
trucks with the three units. Did not
[2:52]
have the correct gloves.
[2:57]
» We took them out. What happened to
engine 31?
[3:00]
Engine 31 and Engine 32 both fell on
their face. [snorts]
[3:07]
Um, all GPS units are yanked out
currently.
[3:12]
And um, engine 32 Selki told me to cycle
the computer several times, see if it
[3:21]
works. If not, bring it in. They'll work
on it. But 31, uh, the Sam unit requires
[3:27]
two volts. transmission takes five and
the way it was hooked up
[3:32]
um it robbed the bolts away from the
transmission that's why it fell on space
[3:37]
and would not pump. So currently nothing
is installed
[3:43]
» but it is re the engine is repaired.
>> Yeah, there's a bill they charge us for
[3:48]
repairing it.
>> Okay.
[3:51]
Do you know how much?
[3:57]
» Yes.
[4:06]
And I do know when
was it 38?
[4:10]
» You said all the trucks that have that
master switch could create problems.
[4:16]
» There you go.
>> Because it kills the power to
[4:18]
everything. That's the whole point of
the master switch.
[4:20]
» Yeah.
>> In 38, he couldn't hardly get it to
[4:22]
cycle at all.
>> As far as when he turned it on, the GPS
[4:26]
unit wouldn't come up.
[4:35]
$675.52.
>> Okay.
[4:39]
I was asked if that was going to fall
back to the fire department and I don't
[4:44]
think it should. I think it the town
should may not have.
[4:48]
» We have a credit with sulking right now.
It's not going to go against the fire
[4:50]
department.
>> Okay. We have a credit.
[4:52]
» Yeah.
>> Okay.
[4:58]
Okay, we have four banners ordered in
here.
[5:00]
» Wait, let's
So,
[5:05]
we've installed these, but there's never
been
[5:11]
a formal policy
adopted
[5:17]
for the employees to know and why
they're there and why they're being
[5:22]
used. We've never We've never adopted a
policy.
[5:27]
We looked at one.
>> You guys looked at one, but you didn't.
[5:30]
» But but it was tabled or something. We'd
never
[5:34]
» And I think
that should have happened before they
[5:38]
were installed, but
[5:43]
» So, you want me to have it for the next
meeting?
[5:46]
» Yeah, I we should have had it tonight,
but
[6:02]
We got four.
>> So, how are we going to
[6:07]
correct this or do we need to just leave
them off the fire trucks that have the
[6:13]
the master switch?
We can't.
[6:18]
Sam Sarah will not work that way.
[6:24]
» Well, we can't we can't keep taking
these trucks out of service either.
[6:29]
» Let me give them a call and let me talk
to them because there they have units
[6:33]
that don't hook into your engine. What
all that means is it's not going to read
[6:37]
all your engine stuff, all your
cuz you can see how much gas is in one
[6:44]
of the vehicles. You can see when their
oil needs changed. All that's what is in
[6:49]
the plug right now. But they have units
that do not do that. And I think that's
[6:53]
what we could put on the fire trucks if
you want that. But let me talk to him so
[6:57]
I can talk intelligent about it.
[7:06]
» I guess
[7:21]
Have there been any issues with any of
the other vehicles?
[7:27]
» No.
>> Any other?
[7:31]
» I just drove my dump truck today, so for
the first time. So, I don't know. It
[7:34]
worked fine. It has it doesn't have a
master switch, but it has the same type
[7:37]
of transmission. So,
>> didn't have any issue.
[7:41]
» Not today. Okay. That's the first time I
drove it
[7:43]
» around. We I moved some stuff around and
got in a new building. So,
[7:51]
» okay. I guess
>> and I don't have anything hooked up fire
[7:55]
station. I yanked them all out because I
I didn't want the liability on me and
[7:59]
I'm sure they would have put on you guys
if we have a truck going down the
[8:01]
middle.
>> My son was driving it Saturday.
[8:05]
and then limp it back to the fire
station with zero power.
[8:10]
That's a hell of a liability.
>> Yeah.
[8:13]
» Burn somebody's house down.
[8:21]
» We have four banners ordered. Need one
more to create an order.
[8:26]
» Five. We need it now.
>> How long will it take if you get that
[8:30]
big one to make them? It'll just take a
couple weeks after they get approved.
[8:35]
» Okay.
[8:41]
» Electronic sign in progress. Waiting on
Joe for electrical information.
[8:46]
» Joe came today. He looked at he looked
at all the um electrical stuff. He says
[8:51]
he'll have to run two new lines from our
box in here. Um two dedicated lines
[8:57]
because that's what it requires.
and he doesn't see a problem with it.
[9:02]
They told me not to move forward with
the electrical until they get the
[9:05]
approval from the county for
[9:10]
permit.
[9:14]
» So,
>> Joe's not doing anything else.
[9:16]
» Area plan.
>> Area plan.
[9:25]
» Need to appoint a new edit
representative.
[9:30]
I will step up and take that position.
Well, I will. I'll volunteer.
[9:45]
» I'll send your information to Laura
then.
[9:47]
» Okay.
[9:51]
Autumn
from 704 North Perley asking the town to
[9:56]
put up a sign at her rental house for
her autistic child.
[10:04]
Well, she was supposed to be here, but
[10:15]
» don't think it'd be a bad thing, but
>> then you might be putting them all over
[10:19]
town.
>> Yeah.
[10:21]
» Yeah, that'd be the trouble.
>> And the reason I put rental house, I
[10:25]
mean, she who knows how long they're
going to live there.
[10:27]
» Okay.
>> We'd have to pay for post a sign and
[10:31]
» put in their yard.
We're responsible for it. She moves
[10:35]
tomorrow. Mhm. I mean, and then I mean,
I'm not saying I'm not against it, but
[10:39]
no,
>> we're going to be putting it on every
[10:40]
road, every house, like you know,
[10:47]
[snorts]
[10:51]
» that in knowledge, I'd like to just say
no.
[10:55]
[snorts]
[10:57]
Unless
they want to pay for the sign and
[11:02]
» there's a formal request we have to
>> Yeah.
[11:05]
» Yeah. Just table. [clears throat]
>> Yeah. She she called and
[11:08]
» want to be on the agenda and she's not
here.
[11:10]
» She's not here. So,
>> okay.
[11:11]
» Table it.
[11:17]
» Marcia conference in Michigan City July
16th. I mean 12th to 16th.
[11:32]
letter from an attorney concerning
property damage.
[11:36]
» Andy,
you want to tell Jason about that?
[11:40]
Because I told Jason it wasn't even this
property that they have on this letter.
[11:43]
» Yeah. Yeah. It's not even that property
across the street down one. So, we've
[11:50]
not even dug on. How about I just
respond until ask them to provide
[11:54]
verification of the damage and go from
there.
[12:13]
Discuss a park board to be created,
a plan, and submit to the town boards
[12:21]
for approval.
[12:29]
» Was there one in the past?
>> There was one in the past.
[12:33]
» How many were on it?
>> I think three, but I'm not positive.
[12:37]
Three or four.
[12:46]
Got one.
>> Got one right there.
[12:48]
» Yeah.
>> President right there.
[12:57]
» You can be the ring leader.
[laughter]
[13:00]
» I spoke to her after the last meeting
and
[13:02]
» you need to find you more.
>> I'm willing. I'll help her. Like I told
[13:05]
her, I'll help her if she needs
anything. She can just come one of us
[13:08]
and we would help her during the day or
something if she needs supplies or
[13:11]
something. So, I've already reached out
to her to, you know, offer that hand if
[13:15]
she needed it.
>> I got one in a pos.
[13:17]
[clears throat and snorts]
>> I mean, I'm willing to go down and do
[13:20]
physical labor
and
[13:24]
» Saturday guy that needs to work off some
stuff, too. So,
[13:27]
» Saturday,
>> no,
[13:30]
he's he's needs to work off some stuff
for us. So, he would be willing to help
[13:34]
out.
>> Saturday morning that she had couple
[13:37]
others that are willing to to help. And
I think
[13:41]
Maybe one of them would even I think
she'd probably sat on the board too if
[13:45]
you
>> Yeah, she would probably.
[13:49]
» Okay, I can move forward.
>> You can move forward.
[13:53]
» I just I just need a plan so I know
the spending thing. I can't let you guys
[13:58]
go over to the hardware store and just
buy anything. You have to come through
[14:00]
us and just let it work that way.
Even [snorts] though it's the $3,000
[14:05]
from the grant, I still need to allocate
where it goes.
[14:10]
» Okay.
[14:13]
I'd like to discuss something as far as
with with the parks. Um
[14:20]
July the 4th,
and I talked a little bit to you, Jeff.
[14:25]
Um, permission was given to go down and
set fireworks off at the Bulld.
[14:34]
First of all, they just they had the
whole bull diamond. They could have used
[14:37]
it. They used the parking lot right next
to the house there and ended up setting
[14:42]
fireworks off on houses and everything
else. However, I did look and there's an
[14:48]
ordinance that prevents fireworks in the
in the parks.
[14:53]
And so I think in the future we need to
[14:59]
enforce that or you know I think it
left.
[15:02]
» Who gave permission?
>> Huh?
[15:03]
» Who gave permission?
>> Apparently
[15:06]
» it's not me.
>> Okay. I just talked to Jeff that night
[15:11]
during it. I thought it it left us in a
real We could have been in a real legal
[15:17]
problem there. Somebody hurt or burn the
house down or something. So, uh, there
[15:23]
is an ordinance. So, I I guess we would
treat the ball diamond and that same as
[15:28]
we would the park
and that ordinance. So,
[15:45]
it's all
>> okay.
[15:49]
store confirm USA
[16:10]
had 22 calls for the month of June. We
assisted the medics six times, fire
[16:15]
department twice, had two or three
welfare checks and two thefts
[16:20]
and only one juvenile problem. So, see,
it got better.
[16:26]
Supposed to be here the end of the month
to pave is what I was told. So,
[16:31]
hopefully his project is done or at
least the roads cut before they get
[16:35]
here.
[16:38]
Okay,
>> we need to do something.
[16:42]
» How much How much of that down there are
we doing that?
[16:44]
» All the way around.
>> All the way around there.
[16:45]
» Yeah.
>> Up up up
[16:48]
up up anyway from the square down there.
>> Mberry Street any?
[16:52]
» No,
>> just around the square.
[16:54]
» Just just a horseshoe.
>> Yeah.
[16:57]
» I think we need to look at Malbury down
there at Mandy's
[17:01]
and whatever needs to to get it fixed
because it's just getting bigger. We're
[17:06]
going to lose that.
>> It's from the trash trucks.
[17:08]
» Yeah, but we need to fix it.
>> I'll give quotes cuz they're going to
[17:12]
tear the road out.
>> Yeah, we're going to cut it out. But the
[17:17]
longer we go, the bigger it's getting.
So, I think we need to
[17:21]
» That road's been our best road.
>> Yeah.
[17:23]
» So,
we'll get some pricing on it.
[17:30]
And as far as for the fire department,
we have 14 first responder runs, seven
[17:34]
rescue calls, and five fire calls.
>> That's the only thing I have other than
[17:39]
the GPS.
[17:46]
» Utilities
[17:50]
[clears throat]
[17:53]
» make adjustments first.
Last month's leak adjustments were
[17:58]
$2,5840.
[18:02]
» So the reason there's two for each of
those is because of
[18:06]
» you guys approved it at the last meeting
to do because it went over three months.
[18:08]
» Yeah. Yeah.
>> Make a motion we approve that.
[18:15]
» All in favor?
>> I
[18:22]
got my report, but it's pretty much the
same thing. I'll make a motion we accept
[18:27]
it as presented read.
[18:31]
» All in favor?
>> I
[18:33]
» I
[18:36]
[snorts]
lagoon. You want to wait that
[18:39]
» lagoon
>> till I'm done and let him go.
[18:51]
» That'll be all right.
>> Oh, I'm not the boss. Sure.
[18:56]
» And
the fill station and meter and stuff. I
[19:00]
still still looking into that. We need
to table that one more time.
[19:04]
» Okay.
[19:08]
» Same thing with the lateral inspections.
>> India did pull a Union City's ordinance
[19:15]
and a little summary of that for you to
look at to see what they do.
[19:18]
» I'll give you a copy.
>> That shows how theirs is worded.
[19:21]
» Okay.
I just want to talk to some more towns
[19:26]
that do it and see
>> that way.
[19:28]
» They've been doing it for several years
and I think they've got the system down.
[19:31]
So, if you're going to do it, I don't
see why we'd want to reinvent the wheel.
[19:35]
» Yeah, exactly.
[19:44]
So, some pump compliance will be mailed
out.
[19:48]
» I didn't Yes, I didn't mail it out this
time. So, it'll go out in next month's
[19:51]
bill.
[19:56]
» Had a first meeting with the zip ty.
Um, Alex has already been out.
[20:03]
He's all over. He's ready to dive in,
but he's been busy. But he did go out
[20:08]
and get all the hydrants. Put all the
hydrants on there. So, now he's going to
[20:11]
go around and do the pictures. You can
put the pictures on there. So, we pull
[20:15]
up a hydrant. You have the pictures.
I think we're still going to need
[20:21]
two
um
[20:26]
the GPS reader for like snow and if they
get rode over or anything, you know, we
[20:33]
can take a picture that'll be all right,
but that's still not going to help us
[20:38]
when there's foot of snow on the ground.
So, I'll look into those two.
[20:51]
And I talked to what is the guy's name?
Sility guy. Jason.
[20:55]
» Yes.
>> I talked to him
[21:01]
yesterday.
[21:04]
And we got a couple other things to look
into, too.
[21:09]
The water extension project is going
slow, but good.
[21:15]
haven't hit anything. So,
that's a plus.
[21:23]
We got the water asset management
completed and sent in.
[21:32]
Our new wastewater permit is done and
sent in.
[21:38]
CCR2
CCR is done and sent in.
[21:46]
And the compliance plan for the
wastewater is
[21:50]
we finished up the die testing and stuff
like that. So it's done and sent in too.
[21:57]
» That's this
waterhead.
[22:01]
» Yeah.
>> So Steve, you need to sign this.
[22:21]
Yeah. Can I get one of those? Is this
fine?
[22:33]
» Claim not.
>> Wait a minute. open
[22:36]
» and those quotes.
[22:43]
I can get
all that stuff for 1,500 bucks. And I
[22:49]
need the 4-in valve now. And I need I
can use these two clamps anytime, too.
[22:56]
So, all the other stuff would be free.
And it's over 10 grand. And them was the
[23:01]
prices from two years ago out of Blue
Book. So,
[23:04]
» how do you get them so cheap?
>> Guy bought them at an auction. The whole
[23:08]
corner. He said, "If you want it, you
take it all. 1,500 bucks."
[23:14]
» How do we pay for it?
>> Just have to write a check.
[23:22]
» The only thing that's not two years old
is the the 4 inch because I just bought
[23:26]
one. I know how much that was. I wasn't
going to call him on all these. I just
[23:30]
looked up blue book and that's the in
blue book. Just like these 3/4 inch shut
[23:37]
off valves, they're 66 bucks a piece.
1320. There's over 20 of them. So that's
[23:42]
1320 just for those 3/4 inch valves. And
that was two years ago. So they're
[23:47]
probably twice that now.
[23:52]
» So assume he he would invoice you.
>> Yeah, he'll do whatever.
[23:57]
» Invoices. sitting in.
>> I got the pictures of everything. If you
[24:02]
want to see the pictures of everything,
but I mean, all of it's new, but this
[24:05]
post valve is used, but still good,
which I doubt we ever use that, but he
[24:11]
said if you buy it, you get all of it.
And um there's a 6-in gate valve that's
[24:17]
used that we could use in the plant. You
just store it. It's for indoors. It's
[24:23]
not for out in your system.
So, and it's 1,800 for it.
[24:31]
» So, I would need a W9.
>> Okay.
[24:35]
» If they approve it,
>> I'll make a motion we buy this stuff.
[24:40]
» That's no brainer.
[24:48]
And I think he has a presentation on
>> and um
[24:55]
think we can order us more of those
yellow shirts, farmland ones. Ours are
[25:00]
all That was like four or five years ago
when we got them. So they're all gone.
[25:04]
» I don't know where we got them through
or anything.
[25:06]
» Yeah, there was a shop.
[25:11]
She's still in business. She just
doesn't have her house.
[25:14]
» Do what?
>> She's still in business. She just
[25:15]
doesn't have her house.
>> Oh, okay.
[25:19]
» Yeah. I I like seeing the employees
where
[25:22]
» it identifies them when they're out on
the street. People know that they're
[25:26]
» going through their yard or whatever.
>> Identifies them an employee
[25:31]
city town.
I'll make a motion that we purchase
[25:36]
those t-shirts for.
[25:44]
» Okay. But they also get clothing
allowance, too.
[25:48]
» Well, but that doesn't cover the pants
or boots or
[25:51]
» Okay. How many shirts you want?
>> How many did we get the last time?
[25:57]
No, I think there was
[26:02]
three or four piece cuz I had orange and
and the yellow. One orange and I think
[26:08]
three yellows. But I don't Well, I'll
just go with the yellows.
[26:14]
However many. It doesn't matter.
>> Four a piece.
[26:18]
» That's good for me.
[26:28]
I made a motion.
>> I second it.
[26:31]
» Oh, okay.
Okay.
[26:35]
Is that
[26:40]
» Hey, gentlemen. Do it.
Depends on how much talking.
[26:45]
» Well, I'll be brief this time because we
talked about it a lot last time. Um
[26:54]
um so
last time I was here with you guys
[26:59]
talked about um putting together
something so that we could come back and
[27:04]
tell you what we could do for you. U a
little bit of a little bit has changed
[27:08]
since uh I did a little bit of research,
made some calls and everything. SRF
[27:13]
doesn't have a per for you guys. So
there's no per that's been finished yet.
[27:17]
It does sound like your current engineer
is still working on some stuff. Um,
[27:25]
based on the schedule that you guys are
uh turning into
[27:30]
uh IDM, right? So the schedule you guys
are turning into IDM. It sounds like
[27:34]
they are working on a lagoon
rehabilitation thing.
[27:39]
But also on that same schedule they talk
about
[27:43]
doing some work on let's see what page
it was on I highlighted on my copy. Um,
[27:51]
so it looks like finishing up 81 they're
going to have mechanical treatment plant
[27:58]
for farmland only and mechanical
treatment plant for Parker City and the
[28:01]
town of farmland.
Um, but then previous in the schedule
[28:05]
they said that the regional one didn't
seem like it was going to be a
[28:09]
viability, but they're still trying to
work it out to see if you guys and
[28:12]
Parker City can work together on
whatever that is. I know that's not what
[28:15]
you want, but that's what they're
proposing to ID, right? Um,
[28:21]
and then they've got somewhere down
here, evaluate the post collection
[28:25]
system improvements for the lagoon, but
they've got all everything crossed out
[28:29]
because it said wastewater treatment
plant collection system. They're running
[28:33]
concurrent, I guess. So, they must be
submitting a schedule to IDM with both
[28:38]
your collection system upgrades and your
wastewater treatment plan upgrades. It
[28:40]
seems like based on the schedule that
they have here. Um, I don't know what
[28:44]
their lagoon rehabilitation option is
that they're proposing. It seems like
[28:47]
they're going to do one of them. What
what I'm proposing to you is that we
[28:50]
look at probably up to three options.
There's about five different things that
[28:54]
you could do. There's probably two of
those at least. I'm assuming that might
[28:58]
not be viable when we're looking at uh
or might not be viable for you guys,
[29:02]
right? So, you may there may be some
like bio augmentation. That's usually if
[29:06]
you're missing limits or something like
that. You guys aren't missing limits.
[29:09]
You're just over capacity. So, what we'd
be looking at is how do we expand the
[29:13]
capacity of it? And then what is IDM
gonna allow you guys to do in that
[29:17]
expansion capacity? Obviously, they're
probably going to let you dig a bigger
[29:20]
lagoon if you wanted to do it, they're
probably going to let you add some type
[29:23]
of mechanical treatment, not as much as
a mechanical treatment plant, but some
[29:27]
type of mechanical process to it,
irration or whatnot like we talked
[29:30]
about. Um, you would talk to the people
at Coalen. We'd probably look at an
[29:35]
option like that. Um, so we'd be a we'd
be able to look at some stuff like that
[29:40]
for you guys,
but to write that addendum, we're going
[29:44]
to need some of the information in the
per. So, while there is some cost
[29:48]
associated with it, not in the copy that
you guys have, but like I've done a
[29:51]
manhour estimate for it, um, we really
can't begin starting on the work until
[29:56]
you guys really have the peer because
they've already done some of the
[30:00]
background work for getting that stuff.
And
[30:04]
just being honest, it's going to be a
little weird if you ask them for some of
[30:07]
the information so that another engineer
can be in working on it while you're
[30:10]
still under contract with them. So, not
trying to get you guys in a pickle
[30:13]
there.
>> Um,
[30:17]
I can also say that based on the
schedule that they have here, it looks
[30:22]
like they're planning on just reading
the schedule, having worked with Fleece
[30:26]
and Vandenber in the past. Uh it looks
like they're going to begin
[30:31]
design
at the beginning of next year, which
[30:36]
means that they're probably at some
point in time going to come to one of
[30:38]
your guys meetings and say, "Hey, it's
time for us to get started on design.
[30:41]
Let's go ahead and execute a ban bond
anticipation note. Have you guys done
[30:45]
one of those before? It's called interim
financing.
[30:48]
It's where you go to the bank and you
say, "Hey, we're going to do a project.
[30:52]
It's going to be about this much money,
but we need a little bit of the money up
[30:55]
front to begin on the design works." you
can start paying them. That's not
[30:58]
uncommon for engineers to do to be able
to get ahead of the curve and start
[31:02]
doing the design early. I'm just letting
you guys know so that you guys don't
[31:06]
execute anything you're not ready to
execute. Once you do something like that
[31:09]
next to contract with them, you're going
to be locked in with them. So that's
[31:14]
your choice to make obviously, but
that's probably what's going to happen
[31:16]
toward the end of this year in the next
Sorry, I got to do quick math in my
[31:21]
head. Next five months, right? So,
um, so because they have survey
[31:27]
beginning 11207, either you guys are a
paying for that out of pocket or b
[31:32]
they're going to try to get you guys to
do a bond anticipation note through your
[31:35]
financial advisor um or interim
financing. They're going to call it one
[31:39]
of those two things, a ban or interim
financing. Um,
[31:44]
that being said, you can also do that
with another design firm if you wanted
[31:47]
to. That's an opportunity to select a
design firm that you want to work on
[31:51]
your design. But of course, you want to
know what you're going to do in your
[31:54]
design when you get to that point. This
is probably what I have proposed to you
[31:59]
guys, the proposal that you have in
front of you. You know, we would want to
[32:03]
do that.
We would want to do that work so that we
[32:07]
were ready to submit the SRF project by
the SRF deadline of next year. So, we'd
[32:14]
be able to submit for funding for you
guys. Does that make sense?
[32:18]
» Um,
if you wanted to start design earlier
[32:21]
than that, we could probably shorten our
time window because there's not a
[32:25]
there's not a ton of effort that needs
to get done. We just stretched it out so
[32:29]
that we'd have more time to kind of kick
stuff back and forth. Um but uh you know
[32:36]
if you if you wanted to move on with
design early to get off your ban uh
[32:40]
sewer ban not upon anticipation note
different ban um but if you guys want to
[32:44]
get off your sewer ban sooner and you
want to start on design and everything
[32:47]
with an effort to try to start into the
construction season of next year which
[32:51]
is going to be like after March right
>> what's that [laughter]
[32:56]
» after March of next year is when
construction season kind of starts right
[33:00]
when the ground falls out. Yeah. So, you
can't really do much more before that.
[33:03]
You can do some survey and stuff, but
there's not a lot of construction
[33:06]
companies that are going to start
digging in January. So,
[33:09]
» um that looks like what their schedule
and everything they have, you know,
[33:14]
based on and on this schedule that that
your engineer gave you. Um you know,
[33:20]
they've got bidding, fund closing,
they've award, they have construction
[33:26]
starting in 111 2028. That's probably
like mobilization. So that's at the
[33:30]
beginning of next next year, two years
from now.
[33:33]
» Wow.
>> Which is when they have it. But that's
[33:35]
probably So when they have bidding and
everything, that's probably because fund
[33:39]
closing is in 91 2027 in September of
next year. That's probably if you were
[33:45]
to get SRF funding, that is probably the
soonest you could probably close on it
[33:49]
because they'll notify you in about
August. They want you to close in the
[33:52]
earliest quarter that they can. So
that's why they're timing it like this.
[33:57]
That's how you see this here. Now,
that's if you went with SRF funding, if
[34:01]
you went with rural development, that
funding cycle is slightly different. If
[34:04]
you went with private financing, if you
either had a local bank or a regional
[34:08]
bank that you guys wanted to work with,
because rates are going to eventually
[34:12]
come down,
no matter what everybody says, rates are
[34:16]
eventually going to come down. And uh
you know while you can get you guys are
[34:21]
in a position to get a um savings on
your rate because of the financial
[34:28]
makeup of the town. Um you guys are
eligible for okra which means you're
[34:32]
you're a low to moderate income over 51%
community. Um you would probably qualify
[34:38]
for like a a discounted rate through
SRF. There is the potential that if you
[34:42]
got funding through a private bank, it
could be underwritten by a by somebody
[34:46]
like USDA and you could still get to
that discounted rate. Like that's a
[34:50]
possibility. Um, no matter what you do,
obviously your payment is going to be
[34:55]
determined somewhat off of your rate
because you're going to be paying
[34:58]
interest on all of it, but it's also
going to be somewhat based on capital
[35:01]
construction cost. you do a $2 million
project versus a $1 million project,
[35:06]
you're going to pay a lot less on a $1
million project in the grand scheme of
[35:09]
things. Interest and everything
included. Um,
[35:15]
so that all being said, I brought this
proposal to you guys.
[35:20]
I don't think that you guys
would want to execute anything today
[35:25]
because you're still waiting on your per
uh to be submitted. So, while I also
[35:31]
have a contract that you guys could
execute on, I don't think that it's a
[35:34]
good time for you guys to do that, I
think you should put it off a little bit
[35:37]
and wait for your engineer to get their
stuff together. It seems as though based
[35:42]
on the schedule that they're going to
have the per finished 81, that's what's
[35:48]
on the schedule that they're submitting
to IDM.
[35:50]
» Okay.
>> So, by next meeting, if that makes
[35:52]
sense. Uh, then at least you'll have a
per to look at. I'll have a PE to take a
[35:57]
review what their lagoon option was if
we can include that in ours or maybe
[36:02]
that can be a fourth option for you to
consider.
[36:05]
» Does that all make sense?
>> Yes.
[36:07]
» Okay,
>> appreciate that.
[36:08]
» Um
I can say that the initial cost when I
[36:13]
did the main estimate was relatively
high. uh we looked at it again
[36:22]
and and took a big chunk of it off
knowing that you guys already had a lot
[36:28]
of that preliminary information. Um
[36:37]
let's see. I don't really like to give
out costs early, but I'll do it anyway.
[36:41]
So, the initial cost was 65,000 when we
looked at everything. That was the cost
[36:45]
of us doing this study for you guys,
verifying the information, all that type
[36:50]
of stuff, knowing that we're going to
have everything. We knocked 15,000 off
[36:53]
of that, and we're right around 49,000
right now. Um, that's a lot of money.
[36:59]
That's probably a lot more money than
you guys have sitting in the bank. Um,
[37:04]
but
for this scope that I've given you guys,
[37:08]
that's what we're looking at. We could
reduce the amount of scope and we can
[37:11]
talk about what that is. But that gives
you something to think about over the
[37:14]
next month and I can come back to you
guys next month and talk to you again if
[37:19]
that would be fair.
>> Yes.
[37:20]
» Okay.
Any questions for me?
[37:25]
Hopefully that was brief enough for you
guys. I know it was really long last
[37:28]
time. So,
um I have a couple extra copies of this
[37:33]
because I know you're missing a council
person. So there's an extra copy for you
[37:37]
and then in case your lawyer wants one.
There's our proposal for that.
[37:43]
» Okay. Thank you, gentlemen, very much.
>> Thank you.
[37:49]
» You weren't here last time. So,
[laughter]
[37:56]
» okay. claim docket for July 7th, 2026,
$166,356.71.
[38:05]
» I make the motion we accept that.
[clears throat]
[38:08]
» All in favor?
>> I I
[38:12]
resolutions and ordinances ordinance
2026-05
[38:17]
amend the text of unified zones.
you have a recommendation from the area
[38:23]
planning commission to slightly amend
the um flood flood plan ordinance.
[38:27]
Basically what it is is required by FEMA
so that we can still get the flood
[38:31]
insurance.
>> The main change is that it specifically
[38:34]
lists the names of the communities. So
it's basically a red tape type of a
[38:39]
change but they required us to do it. So
uh the area planning commission had a
[38:44]
hearing. They favorably recommend that
these small changes be made. This is
[38:47]
just to ratify that. So
>> if you want to approve it, we can do we
[38:51]
can do this on just the one reading.
>> So if you want to move to have the
[38:56]
reading, I can do that.
>> I'll make the motion we have a reading.
[39:00]
» Ordinance number 2026-05,
an ordinance to amend the text of the
[39:05]
unified zoning ordinance of Randolph
County, Indiana.
[39:12]
» Motion approve it.
>> Second it.
[39:15]
» All in favor?
>> I I
[39:25]
messed up.
I believe.
[39:47]
» Okay. Any citizens comments?
[39:55]
Nothing. Okay. Next town council meeting
will be held August 4th at 6 p.m.
[40:00]
Meetings.
[40:11]
» I know.
[40:19]
December.
[40:41]
» Not completely yet.
[music]
[40:56]
See you, brother.
>> Thank you, gentlemen, very much.
[41:06]
» Marcy sent me an email, you know, and I
even asked her. I was like, well, you
[41:09]
know, do you still want me to come? I
don't mind coming. Sure. But uh
[41:13]
» so you know because you don't have your
per yet, it doesn't make a whole lot of
[41:17]
sense. [music]
>> Yeah.
[41:20]
» Then it also talks about the lagoon
option not being a viable option. They
[41:24]
cross that out and the two things that
they're waiting on getting done. They're
[41:29]
still working up the cost estimate
