[5:00]
>> Motion passes

>> and the expenditure stand approved as
[5:03]
presented. As Tom said, we're next
[5:05]
business order is public hearings. We
[5:06]
have two of them tonight. The first one
[5:08]
is Stonybrook 2 street lighting special
[5:10]
assessment district and this is the
[5:11]
hearing on special assessment role.
[5:13]
Operations manager Brooke will you?
[5:15]
>> Yes. As requested by a petition of
[5:17]
property owners in phase two of Stony
[5:18]
Brook uh the township board adopted
[5:21]
resolution at the August 18th meeting to
[5:23]
create the special assessment district
[5:24]
to pay for the installation and ongoing
[5:26]
maintenance of 11 street lightss in that
[5:28]
section of the development. The second
[5:30]
resolution was adopted at that meeting
[5:32]
and scheduled the public hearing for
[5:33]
tonight's meeting to receive comment on
[5:34]
the proposed role. Estimated cost of the
[5:37]
project is $2530
[5:39]
for street light installation, $1,540
[5:42]
per year for operation and maintenance
[5:44]
of the lights plus administrative costs.
[5:46]
Special assessment role includes a per
[5:48]
partial assessment of $16.19
[5:50]
for 2026, which includes the cost of the
[5:54]
cost of installation recovery township
[5:56]
administrative costs and estimated
[5:58]
$24.84 per year beginning in 2027.
[6:02]
reviews and adjusts all street special
[6:05]
assessments annually as needed.
[6:08]
>> All right. Thanks, Tom. Okay. The board
[6:10]
will now accept public comment on the
[6:12]
following. An individual's assessment in
[6:14]
relation to the benefit received, the
[6:16]
total cost of the project, and the
[6:18]
validity of the proceedings to date.
[6:20]
Tom, do we have any written comments?
[6:22]
>> None.
[6:22]
>> All right. I will now open up the
[6:23]
meeting for public comment on the
[6:25]
proposed PUB zoning amendment. Oh, yeah.
[6:28]
All right. Is there anyone here tonight
[6:30]
that would like to talk about the street
[6:33]
um special assessment for the street
[6:34]
lighting for Stony Brook?
[6:38]
Hearing none, I'll go to Zoom. Is there
[6:40]
anyone on Zoom that would like to
[6:42]
address the board again only on the
[6:43]
Stony Brook 2 street lighting special
[6:45]
assessment?
[6:49]
If so, mute or raise your hand or unmute
[6:52]
and raise your hand.
[6:55]
All right, hearing done. I will now
[6:56]
close the public hearing. Are there any
[6:58]
questions or comments from the board?
[7:00]
>> Only question I have, they took I'm
[7:02]
assuming I'm a light pollution
[7:06]
guy. I don't want to I don't believe I
[7:09]
don't like street lights much, but I
[7:11]
believe these fixtures are capped at the
[7:14]
top. Is that
[7:15]
>> They are correct. They they're they're
[7:18]
kind of foursided
[7:20]
downward pointing
[7:22]
>> because it didn't it talked about the
[7:23]
source of illumination and the number
[7:24]
and the location,
[7:26]
>> but it didn't So I'm just verifying what
[7:29]
I believe to be true is that these are
[7:31]
sensitive to that particular issue that
[7:34]
the light is constrained in a downward
[7:37]
fashion.
[7:38]
>> Yes, they are. We have the same type in
[7:40]
our neighborhood have for 30 some years.
[7:42]
But it it just to me it gives off enough light where it's it's safe, but
[7:48]
it's it's not something that's blinding
[7:49]
that you have to close your your drapes
[7:52]
because it's going to keep you awake at
[7:53]
night.
[7:53]
>> Can you see the star?
[7:55]
>> Yes. They're good.
[7:56]
>> Wow. Yeah, they're supposed to be highly
[7:58]
efficient, which they are, and
[8:00]
environmental friendly. So, both the
[8:02]
eyes and all the rest. So, all right.
[8:05]
Any other comments or questions from the
[8:08]
board? Hearing none. Resolution number
[8:10]
2026-23. Clerk Crew, will you please
[8:12]
present the resolution?
[8:13]
>> Yes. It confirms special assessment role
[8:16]
2026-04
[8:19]
as submitted as the assessment role for
[8:22]
Stonybrook 2 street lighting special
[8:25]
assessment district establishes
[8:29]
annual installments in the role each
[8:31]
payable on December 1st and due
[8:36]
at the end of February assigns or assess
[8:40]
or assigns a 1% per month penalty. leave
[8:44]
for late payments. Directs the clerk to
[8:46]
deliver the special assessment role with
[8:50]
warrant attached to the treasurer.
[8:52]
Directs the treasurer to collect the
[8:55]
special assessment. Repeals any
[8:58]
conflicting resolutions. I'll move the
[9:01]
resolution.
[9:02]
>> Second.
[9:03]
>> All right. Motion's been moved and
[9:04]
seconded. Any further discussion?
[9:06]
Hearing none, clerk, will you please
[9:08]
call the role?
[9:08]
>> Yes. Clark,
[9:09]
>> yes.
[9:10]
>> Kesler,
[9:11]
>> yes. I vote yes. Gwolf,
[9:14]
>> yes.
[9:15]
>> Tucker,
[9:16]
>> yes.
[9:17]
>> Rain,
[9:17]
>> yes.
[9:18]
>> Reed,
[9:19]
>> yes.
[9:20]
>> Resolution passes.
[9:22]
>> All right. Uh, this is the second one.
[9:25]
Uh, this is under public hearings. This
[9:27]
is the Fenton Township Fire Protection
[9:29]
Special Assessment District. This is the
[9:31]
2026 special assessment role. This is a
[9:33]
public hearing on the 2026 Fenton
[9:35]
Township Fire Protection Special
[9:36]
Assessment Role. The assessment per
[9:38]
property remains at 65. We did uh I did
[9:41]
have the chief come tonight to just kind
[9:43]
of discuss it briefly. Um you want to
[9:45]
give just a little history.
[9:51]
» I think it's been 30 years.
[9:53]
>> This is the 30th year.
[9:54]
>> 30th year at $65.
[9:57]
Um for fire public safety for a
[10:01]
community, it's pretty cheap service. Um
[10:05]
our department's NFPA compliant. I mean,
[10:08]
all of our equipment is brand new. Um,
[10:10]
we're very very careful how we spend our
[10:12]
money. Um, just I think it just shows
[10:15]
that you don't have to have a ton of
[10:16]
money in a in a kitty to say, "Well, I
[10:19]
want to buy this or I can have this or
[10:20]
whatever." I think we're very um
[10:22]
fortunate to have uh the fire fund to
[10:25]
begin with and we take advantage of it
[10:28]
um by spending it wisely.
[10:32]
>> Thanks, Chief. Appreciate it. And it
[10:34]
also speaks to
[10:36]
uh the chief that manages the
[10:38]
department, too. So you've always made
[10:40]
sure that in the budget with town that
[10:41]
there's money there for future for
[10:44]
trucks we're going to need. Uh so again
[10:47]
always looking for out for the township.
[10:49]
So
[10:49]
>> and our new tanker will be here in a
[10:51]
couple weeks. So
[10:55]
be the last of the trucks for a minute.
[10:58]
>> All right. Thanks, Chief. Yep.
[11:00]
>> All right.
[11:00]
>> I have a question before we go here. Not
[11:03]
from you, Chief. Just procedurally.
[11:06]
The agenda didn't have this item on it.
[11:10]
I unless I'm missing something here. Do
[11:12]
we need to amend the agenda to add it in
[11:15]
postumously?
[11:17]
>> It was in mine.
[11:18]
>> It's under public hearing.
[11:25]
» Okay. I stand correct.
[11:27]
>> Okay.
[11:28]
>> Got it.
[11:29]
>> Not a problem. All right. I'll now open
[11:30]
up the meeting for public comment on the
[11:32]
Fenton Township Fire Protection Special
[11:34]
Assessment District. This is again the
[11:36]
2020 2026 special assessment role. Is
[11:39]
there anyone here attending that would
[11:40]
like to address the board?
[11:45]
Hearing none, I'll move on to Zoom. Is
[11:47]
there anyone address uh attending via
[11:50]
Zoom that would like to address the
[11:51]
board? Again, just on the Fenton
[11:52]
Township Fire Protection Special
[11:54]
Assessment.
[12:00]
Okay. Hearing none, I will now close the
[12:02]
public hearing. Are there any questions
[12:04]
or comments from the board?
[12:07]
>> I think it's commendable that this is
[12:09]
year 30 and we've stayed at the same
[12:11]
amount and offer amazing protection for
[12:15]
our residents.
[12:16]
>> We sure do.
[12:17]
>> Commendable
[12:18]
>> well-managed department. We are also,
[12:20]
you know, and chief and I go to the 911
[12:22]
meetings. Our uh trusty goal goes there.
[12:26]
We, you know, I look at other
[12:27]
municipalities. They're having problems.
[12:29]
No one financially, but we we we do
[12:31]
things the right way. It's well managed.
[12:33]
Uh we have the equipment that we need to
[12:35]
protect our citizens and our residents
[12:37]
and uh I'm very proud to stand next to
[12:39]
them when when I'm there. So doing a
[12:41]
great job.
[12:43]
[snorts]
[12:44]
Any other questions or comments? Okay.
[12:46]
Resolution number 2026-24. Clerk Crew,
[12:49]
will you please present the resolution?
[12:50]
>> Yes. Confirmed specialist says roll
[12:53]
number 2026-05
[12:57]
as the 2026 Fenton Township fire
[13:01]
protection spec
[13:04]

[13:26]
the treasur to collect special

[13:31]

[13:35]
>> all right motion's been moved and
[13:36]
seconded any further discussion clerk
[13:38]
crew will you please call the role
[13:40]
>> yes
[13:41]
>> Tucker
[13:42]
>> yes
[13:44]
>> Clark
[13:44]
>> yes
[13:45]
>> I vote yes
[13:47]
>> yes
[13:48]
>> Kesler
[13:49]
>> yes
[13:50]
>> resol Resolution passes.
[13:51]
>> All right. Uh, moving on to the next
[13:53]
business orders reports. Are there any
[13:54]
committee reports to be made to the
[13:55]
board this evening?
[13:58]
Hearing none, we'll move on to
[13:59]
communications. We have none this
[14:00]
evening. Adoption of ordinances. We have
[14:02]
none this evening. Unfinished business.
[14:04]
None this evening. We will move on to
[14:06]
new business. This is the proposed new
[14:09]
hire for the fire department. We have
[14:10]
our chief here tonight to introduce our
[14:13]
new member.
[14:15]
>> Get my laps in. Again, I'm pleased to
[14:18]
announce that we have another applicant
[14:20]
um trained fire one and two um has his
[14:25]
uh he went through the uh academy at
[14:27]
GISD. Um I think we're in our third year
[14:30]
now of having the academy there. So um
[14:34]
our our kids in school can uh in between
[14:37]
11th and 12th grade grade become fire
[14:40]
one and two certified. Um it's this is
[14:44]
our first student we've received from
[14:46]
it. He actually lives across from fire
[14:47]
station 2. Um his name is Houston
[14:52]
Whitner. Um he's a resident and uh he
[14:55]
will be a good fit down station too. He
[14:57]
made his first training last night and
[14:58]
he got to ride on the ladder truck. So I
[15:01]
think we hooked him.
[15:02]
>> Thanks, Chief. Any questions or comments
[15:05]
from the board?
[15:08]
>> He is present this evening. I
[15:09]
>> he is. I'd like to swear him in if we
[15:10]
could right now. M
[15:11]
>> I got to we got to we got after after we
[15:14]
vote. Okay, I'll entertain a motion
[15:17]
regarding the hiring of Houston Whitner
[15:20]
>> Whitner.
[15:20]
Sorry about that.
[15:22]
>> Okay.
[15:22]
>> As a member of the Fenton Township Fire
[15:24]
Department as recommended by Fire Chief
[15:26]
Folultz.
[15:27]
>> Second.
[15:28]
>> All right. Motion's been moved and
[15:29]
seconded. Any further discussion?
[15:32]
>> Clerk Crew, will you please call the
[15:33]
role?
[15:33]
>> Kesler,
[15:34]
>> yes.
[15:35]
>> I vote yes. Reed,
[15:36]
>> yes.
[15:37]
>> Lorraine,
[15:38]

[15:38]
>> Clark,
[15:39]

[15:39]

[15:41]

[15:42]
>> yes.
[15:43]
>> Motion passes. And now you can swear in
[15:45]
Mr. Whitner.
[15:48]
>> Tomute
[16:08]
the duties of firefighters.
[16:21]
respected dedication and hold.
[16:43]
Congratulations, [applause]
[16:48]
Mr. Whitner. Welcome to the Fenton
[16:50]
Township Fire Department, the best
[16:52]
township in the state of Michigan.
[16:56]
>> All right, moving on to the next
[16:57]
business. Next under new business,
[16:59]
resolution number 2026-25. This is the
[17:01]
street. Oh, no, it's not.
[17:04]
>> Stony.
[17:06]
>> All right.
[17:07]
Uh resolution number 2026-25 street
[17:10]
lighting for Stonybrook phase 2. Tom,
[17:13]
will you
[17:14]
>> Yes. So with the confirmation of the
[17:16]
special assessment role, now we need to
[17:18]
update our contract with consumers to
[17:19]
add those lights under the township's
[17:21]
contract. So, what you have here is an
[17:23]
authorization for change form um which
[17:26]
includes the amount that that we would
[17:28]
pay to have the lights installed which
[17:30]
is added into the assessment and a
[17:32]
resolution authorizing the clerk or
[17:34]
treasurer to approve that authorization
[17:36]
for change.
[17:38]
>> All right. Thanks, Tom. Any questions or
[17:41]
comments from the board?
[17:43]
All right. Hearing none, resolution
[17:44]
number 2026-25.
[17:46]
Cler, will you please present the
[17:47]
resolution?
[17:51]
deems it advisable to authorize
[17:53]
Consumers Energy to make a change in the
[17:56]
street lighting contract to add lights
[17:59]
for Stonybrook to special assessment
[18:02]
district. Authorizes the supervisor or
[18:06]
clerk to execute the required
[18:08]
authorization for change
[18:11]
uh change documents. I'll move the
[18:15]
resolution.
[18:16]
>> Second.
[18:16]
>> All right. Motion's been moved and
[18:18]
second. Any further discussion hearing?
[18:20]
None. Clerk K, you please call the role.
[18:22]
>> Tucker,
[18:23]
>> yes.
[18:24]
>> Lraine,
[18:25]
>> yes.
[18:26]
>> Gopal,
[18:26]
>> yes.
[18:27]
>> Kesler,
[18:28]
>> yes.
[18:29]
>> Reed,
[18:30]
>> yes.
[18:31]
>> Clark,
[18:32]
>> yes. [clears throat]
[18:33]
>> I vote, yes. Resolution passes.
[18:36]
>> All right. Next to business, proposed
[18:38]
software platform upgrade. This is uh
[18:40]
first part of two. This is BSNA cloud.
[18:43]
Um just to give a little narrative. Um,
[18:47]
[clears throat]
[18:49]
as you know, the board over the last six
[18:51]
years has made a lot of changes here at
[18:53]
the township. Made us very efficient.
[18:55]
Everything from upgrading our file
[18:56]
server to our social media. Um and over
[19:02]
the last well it's probably been a lot
[19:04]
more than a couple of years but we have
[19:06]
a lot some inefficiencies
[19:08]
uh with the software that we have and
[19:10]
it's caused a conflict between our I
[19:12]
think a little bit of a conflict between
[19:13]
our IT and our BSNA software provider uh
[19:18]
because if something went wrong they
[19:20]
would blame it on IT would blame it on
[19:22]
BSNA. Long story short, uh it was one of
[19:26]
the first things I gave a full assign to
[19:28]
Megan, uh our assistant manager. She did
[19:31]
an amazing job. Um she met with
[19:34]
everybody, department heads, went over
[19:36]
everything, and I'm going to let her
[19:37]
take it from here.
[19:39]
>> Okay.
[19:39]
>> Thank you, Megan.
[19:40]
>> Thank you. Um so we currently operate on
[19:44]
bsna.net,
[19:45]
um which will only be supported until
[19:48]
about 55 to 60% of their current users
[19:52]
are live on cloud. Um so currently that
[19:55]
amount that are on that are in the
[19:58]
process of implementation are about 42%.
[20:01]
Um in Jennese County 17 municipalities
[20:03]
have signed on to cloud 11 are currently
[20:05]
live and six are awaiting
[20:07]
implementation. Um those include the
[20:09]
cities of Fenton and Lynden. Lyndon's
[20:11]
been live for about a year. I have
[20:13]
spoken to their clerk. She said there
[20:15]
their um transition was completely se
[20:17]
seamless. Everything went well. Um and
[20:20]
the city of Fenton's been on since July.
[20:24]
Um so once that supports discontinued,
[20:26]
migration to the cloud is going to be
[20:29]
inevitable. Um and BSNA is predicting
[20:31]
that that'll be mid to late 2027.
[20:34]
Um and the price increase for the cloud
[20:37]
has increased about 10% a year since
[20:39]
they've introduced the cloud
[20:40]
programming. Um so if we sign an
[20:44]
agreement now we can lock in the 2026
[20:46]
pricing while implementating it in um
[20:50]
2027 which prices increase January 1. Um
[20:54]
that also give us more control in our
[20:56]
time frame on when we can make the
[20:57]
migration occur. Um because as of right
[21:00]
now it's a seven to nine month process
[21:03]
um if we migrate as of right now. But if
[21:06]
we wait and when the um
[21:11]
when it it's not supported any longer
[21:13]
it's more like 12 to 18 months. Um so I
[21:18]
did speak to each department head. had
[21:20]
them actually attend the meeting with
[21:22]
BSNA to make sure all their needs were
[21:24]
addressed. Um, and the staff agrees
[21:27]
unanimously that this upgrade would be
[21:30]
beneficial to audit office productivity
[21:32]
um, and services to the residents, too.
[21:35]
So, Julia Wilson, who isn't obviously
[21:37]
here tonight, um, she actually attended
[21:39]
a BSNA uh, road show about cloud um, and
[21:43]
she said that would solve a lot of her
[21:44]
problems when it comes to assessing
[21:47]
because as of right now, both building
[21:50]
assessing have separate drives that they
[21:53]
have to store all of their documents in.
[21:56]
Um there's a lot of historical data for
[21:58]
both of those departments and and they
[22:00]
have to accept they can't put it in the
[22:04]
net platform or everything it just can't
[22:06]
hold it. Um so this would reduce our our
[22:10]
calls to it for crashing programs um and
[22:14]
you know error messages with routine
[22:15]
tasks like making letters um
[22:20]
you know uh for example the building
[22:23]
department sends expired permit letters.
[22:26]
It should be weekly task but this has
[22:28]
been an issue ongoing that they can't
[22:30]
get these letters to generate. So we
[22:32]
have open permits that have continuously
[22:34]
just been an issue. um that we could you
[22:37]
know get these expired permits resolved
[22:40]
um if we moved on to cloud that would be
[22:44]
resolved as well. So there wouldn't be
[22:46]
the storage issues. Um you know right
[22:50]
now if we have on premises hardware that
[22:52]
fails we would have to spend a
[22:54]
considerable amount of money to upgrade
[22:56]
servers and things like that to hold all
[22:58]
the data. Um with cloud it's all housed
[23:01]
in Microsoft data centers and these
[23:03]
tasks are automatically managed. server
[23:06]
maintenance uh wouldn't be an issue
[23:07]
anymore. Uh there's no need for manual
[23:09]
backups. The data is backed up every 15
[23:11]
minutes um to a facility in Virginia and
[23:14]
then there's a redundant facility in
[23:16]
Arizona in case there's any failure. So
[23:18]
double backups, our data is safe. Um and
[23:22]
currently backups are done about every
[23:24]
15 days. So days to minutes difference
[23:27]
there. Um and then there's many features
[23:30]
that can streamline work for each
[23:31]
department. There's the abilities to set
[23:33]
up recurring workflows. um routine tasks
[23:35]
can become automated. You customize
[23:37]
dashboards for each user. So, whoever is
[23:40]
using that software, whether it's
[23:41]
somebody in the building department, the
[23:43]
front desk, you know, how it's payable,
[23:45]
how they use the software, they can
[23:47]
customize dashboard and get in and have
[23:50]
everything set up the way they use it.
[23:53]
Um, and then reports can also be
[23:54]
scheduled to generate on a recurrence.
[23:57]
So um right now you can't do work in
[24:00]
BSNA while it's recording a gen
[24:02]
generating a report excuse me um cloud
[24:06]
you can schedule these reports to be
[24:08]
generated you can schedule them to be
[24:10]
emailed and continue to work in the
[24:12]
programs as as it goes um and then like
[24:16]
I said the updates happen automatically.
[24:18]
So right now you have to update each
[24:21]
module individually. Go in, log out, go
[24:26]
back in. Now it just it happens if we we
[24:30]
move to cloud. Um and so then there's
[24:33]
also
[24:34]
AI features that are included in this in
[24:37]
this proposal as well. There's an AI
[24:38]
assistant um that offers 247 instant
[24:41]
answers, but it's only trained on BSNA
[24:44]
help documents. So,
[24:47]
um, it would offer support transition to
[24:49]
text, so they would have a case already
[24:50]
built by the time the texts get a hold
[24:52]
of it if we have any issues, um, with
[24:54]
BSNA. It's a new feature, but they're
[24:57]
always improving it with questions and training on that. And there's also
[25:00]
AI invoicing, so it would scan invoices
[25:03]
um, for faster addition of vendor info, due dates, invoice numbers, and
[25:09]
then line item values would be added to
[25:12]
general ledger, accounts payable,
[25:14]
accounts receivable, etc. Um, so that
[25:17]
would make the invoicing process a
[25:19]
little bit faster as well. So, it's more
[25:21]
accessible to both township staff and
[25:23]
residents. Um, everything communicates
[25:26]
in cloud. There's a person record
[25:29]
instead of having to go into each module
[25:31]
individually and search for somebody's
[25:33]
tax record, somebody's UB record, what
[25:36]
have you. Um, you can search by a person
[25:39]
and it pulls up all of that person's
[25:41]
info. So, the other day when I looked at
[25:43]
my father-in-law's
[25:45]
tax bills, I would have seen all of his
[25:48]
parcels in one go rather than having to
[25:50]
click into each individual parcel every
[25:52]
time and add it all up to tell them what
[25:54]
he owed for taxes. Um, so when when
[25:59]
residents want information from multiple
[26:01]
tax years now, you have to change the
[26:03]
database, go in and then print, and it
[26:06]
takes it takes a while to to do those
[26:08]
things. Um, this you could do it all in
[26:11]
one go. So there's also a global search
[26:14]
option. So all records containing the
[26:17]
searched item would pull from all
[26:19]
modules. So if you search 1442,
[26:23]
general ledger, UB, what have you would
[26:26]
all pull anything with that number in
[26:29]
there. Um
[26:32]
so it would reduce phone calls um and
[26:34]
inerson weight times for residents
[26:36]
looking for property information. Um, it
[26:38]
would also cut down on the time needed
[26:40]
to compile foyers because everything
[26:42]
would be right at my fingertips. Um, and
[26:45]
it may even reduce foyer requests being
[26:47]
made to the township depending on what
[26:49]
they're after. And so, uh, working
[26:52]
remotely in BSNA also wouldn't require
[26:55]
uh, remote access cloud cloud spouse
[26:58]
browser based. So, you could do it from
[26:59]
anywhere as long as you have your login
[27:01]
info and a secure connection. And so
[27:04]
this agreement also includes a new
[27:06]
module. It's called community
[27:08]
development which um it manages all the
[27:11]
components of building code enforcement,
[27:14]
zoning and planning. Um it was chosen
[27:17]
because it allows for online building
[27:20]
permits, zoning permits, trade permits
[27:22]
um for residents and contractors. Right
[27:24]
now those are fillable PDF files. Um and
[27:27]
applying for permits online would be a
[27:29]
straightforward and easy process. Um,
[27:32]
and as I mentioned before, 11
[27:34]
communities in Jennese County are
[27:35]
already live with this. So many
[27:37]
contractors are already used to that.
[27:41]
Um, and it would create continuity
[27:43]
between departments. So, inspector
[27:44]
reports would be easily available to
[27:46]
chief and um, our account manager
[27:50]
confirmed that this implementation would
[27:51]
occur along with um, the cloud upgrade
[27:55]
at the same time or shortly thereafter,
[27:58]
but right around the same time. So, the
[27:59]
annual fee is a set cost of $54,350.
[28:04]
Um, and there's a onetime fee associated
[28:06]
with implementation and training. Um,
[28:08]
for a grand, so that would be a grand
[28:10]
total of $113,595,
[28:14]
but it wouldn't all be due once it it's
[28:15]
broken out. Um, this our current cost of
[28:18]
bsna.net with with online services,
[28:21]
which is how the residents um access
[28:24]
everything, is about $26,500
[28:27]
annually. and the annual fee wouldn't be
[28:29]
triggered until the go live date um and
[28:34]
net payments that have been made um
[28:36]
would be prorated into that annual fee.
[28:38]
So training on software would be handled
[28:40]
remotely for about a week and staff
[28:43]
would have access to um those trainers
[28:46]
for two weeks after as issues arise,
[28:48]
questions, things like that um as they
[28:51]
get into the software and use it. So I
[28:53]
understand that this is a costly upgrade
[28:55]
and I believe securing the current
[28:57]
pricing and migrating to cloud prior to
[29:00]
net end of life being announced is the
[29:02]
best uh interest of the township staff
[29:04]
and the residents. Cloud reduces the
[29:07]
need for storage upgrades and servers
[29:09]
and keeping costs predictable is good as
[29:12]
well. Um we've clearly outgrown the net
[29:15]
platform and soon it won't be supported
[29:18]
anyway. Um, so every department head
[29:21]
agrees that this transition is overdue
[29:23]
and if efficiency in what we do as a
[29:25]
township
[29:26]
uh as staff and allows us to serve our
[29:29]
residents in the best way possible. So
[29:32]
questions.
[29:33]
>> I got a question. How long is this
[29:36]
technology been available?
[29:39]
>> It's been
[29:42]
at least within the last five six years
[29:45]
if I'm mistaken.
[29:46]
>> It's been it's been a
[29:48]
>> it's been a few years. It's been within
[29:49]
the time my
[29:50]
>> Are you talking about the cloud or BSNA?
[29:52]
>> The BSNA.
[29:53]
>> Oh, BS BSA.
[29:54]
>> BNA been around forever.
[29:56]
>> So the cloud is something new that
[29:58]
>> correct.
[29:58]
>> It's like Microsoft that used to sit on
[30:00]
reside on your PC. Now it's it's all in
[30:03]
the air. It's Microsoft 365. Everybody's
[30:05]
moving to it. It becomes uh you know
[30:08]
>> we actually heard a lot of horror
[30:10]
stories from communities that jumped on
[30:11]
the cloud platform early because they
[30:14]
hadn't worked all the bugs out yet. So I
[30:16]
think it scared a lot of people off. Now
[30:18]
we're hearing no it's really good. Uh
[30:20]
it's it's more efficient and PSNA's got
[30:24]
their act together as far as transition.
[30:26]
>> I mean with our community growing and um
[30:29]
there's going to be more records coming
[30:30]
in I mean is this unlimited cloud usage
[30:32]
or we're captive certain
[30:34]
>> it's unlimited cloud.
[30:36]
>> Yeah.
[30:36]
>> Okay.
[30:38]
One other question.
[30:39]
>> When people have access to let's say
[30:41]
their tax records, bills, things like
[30:43]
that,
[30:43]
>> are they going to be charged? Because I
[30:45]
know like city of Flint, you want to get
[30:47]
some records, they charge them.
[30:50]
>> If it's your record, no, you're not
[30:53]
charged for that. No.
[30:55]
>> But we are looking at things that for
[30:57]
certain things, whether it's something
[30:59]
that we would Mike's going to be, I
[31:00]
think, reviewing the fee schedule that
[31:02]
will be coming to the board later. But
[31:04]
again, it's more of But anyway, is there
[31:06]
any other questions or comments from the
[31:08]
board?
[31:09]
>> Well, I'm just looking at So, with the
[31:12]
BSA.net, I understand that we're kind of
[31:14]
limited because we're not going to be
[31:15]
able to but it's more than 100% increase
[31:18]
to go to cloud.
[31:20]
>> Yeah. However, we're I mean, we
[31:23]
assessing can barely work in in what
[31:26]
they're doing. Julia's having memory
[31:28]
issues all the time with her computer.
[31:29]
She can't access her files regularly.
[31:31]
It's
[31:32]
>> it's I'm sure it's
[31:34]
>> Yeah, I understand it's
[31:36]
>> it's an increase, but that's that's part
[31:38]
of why we're revisiting the fee schedule
[31:40]
as well.
[31:45]
» Do they offer more than a year contract?
[31:50]
>> No.
[31:52]
>> Do they raise the price though? I know
[31:53]
he's going But I thought we were going
[31:54]
to have like the fees.
[31:56]
>> Yeah, we're Yes. I'm sorry.
[31:58]
>> Fees locked in. We're locked.
[32:03]
one year.
[32:04]
>> Oh, it's just one year.
[32:05]
>> Okay. Well, that's that's what I'm
[32:07]
asking.
[32:07]
>> Yeah. I don't
[32:08]
>> Yeah, they're they're not they're
[32:09]
increasing
[32:11]
>> um the 10% for users that go on after that, but um
[32:16]
>> the history's been 10%.
[32:18]
for as they
[32:20]
>> as they implement
[32:22]
probably 10% increase. Well, no, it'll
[32:25]
be the January after that if they do it
[32:27]
in the January, right?
[32:29]
No, we were
[32:30]
>> No, I was told we were locked in with the 2026 pricing
[32:33]
>> until when
[32:36]
our first full year
[32:37]
>> for full school year. Yeah.
[32:39]
>> So then we would hit the 10% whatever
[32:41]
their number is. Assume 10% the
[32:43]
following January
[32:45]
>> probably middle of the year.
[32:46]
>> It would be middle of the year. Yeah.
[32:48]
>> So January 28th is what I'm what I'm
[32:50]
thinking.
[32:50]
>> Yeah. Yeah. Probably.
[32:51]
>> Yeah. And I I hope it doesn't keep
[32:54]
increasing 10% year. technology advances
[32:56]
doesn't normally go down.
[32:58]
>> Yes. Normal,
[33:00]
>> but you all know I hate
[33:03]
>> I understand I'm kind of referring to
[33:05]
your expertise also because you do the
[33:07]
same with your office. So
[33:09]
>> and I hate it and it's it is the reality
[33:11]
of life. I've come to you know
[33:15]
sort of accept it.
[33:18]
But what I'll say with respect to this
[33:20]
is if you have a product that is not
[33:23]
performing for you even though it's
[33:25]
cheaper
[33:27]
I don't think it's really cheaper if
[33:30]
it's not meaning services you know if
[33:32]
it's causing inefficiencies here
[33:36]
you know I can see the argument for it
[33:41]
I've seen the sales pitch 100 times it's
[33:42]
always the same predictability they all
[33:45]
like it because they all make more at it
[33:47]
this way. But, you know, hearing what
[33:51]
I'm hearing about the difficulties with
[33:53]
the current thing, knowing that we're
[33:55]
going to have to switch probably next
[33:57]
year anyway, I think there's some logic
[33:59]
to at least save on the 10% this time
[34:02]
around. You know, to Mark's point, yeah,
[34:04]
it's it's a big it's 100% increase in
[34:08]
software cost, but it's a lot more
[34:11]
service than what you're getting. So,
[34:12]
it's not really an apple to apple.
[34:14]
>> Understand? But also at 10% a year from
[34:17]
54 but I mean
[34:19]
>> is there going to be a point of
[34:22]
>> I don't want to say diminishing return
[34:24]
but where is it's kind of I mean that's
[34:29]
you know it's logarithmic you understand
[34:31]
that and is there going to be a point
[34:34]
where we have a you get to a certain
[34:36]
point where we're just going to revisit
[34:38]
other
[34:40]
companies that kind of perform the same
[34:42]
service? There is competition but it's
[34:45]
not really
[34:46]
>> okay.
[34:46]
>> Everybody uses BSA and that puts you in
[34:49]
a position where you are capable of
[34:52]
being
[34:52]
>> hi sir
[34:53]
>> held hostage by by that.
[34:56]
>> So you know what typically you try to do
[35:00]
to protect yourself from that is have a
[35:02]
right to your data being given back to
[35:05]
you. So then you can then look and see
[35:08]
what other alternatives there are. Um,
[35:13]
I've never seen it actually happen.
[35:15]
>> U, but you know, the risk is real. The
[35:18]
possibility it could happen is real.
[35:20]
>> So Mark,
[35:21]
>> just to give you some like before we
[35:24]
decided to go to the cloud, right, we
[35:25]
were looking at options for just
[35:27]
community development, right? To get
[35:29]
online submittals, interviewed seven
[35:32]
different companies. Okay. their so
[35:34]
their yearly fees for just community
[35:36]
development was between 12
[35:38]
between$10,000 to $15,000 a year just
[35:41]
for community development. The uh
[35:43]
startup costs were between 45 and 65,000
[35:46]
just for community development. So
[35:51]
BSNA is
[35:53]
probably 90% of the communities in
[35:55]
Michigan. Um which creates an issue with
[35:58]
trying to get someone else in, right?
[35:59]
Because there's no entry market for
[36:01]
these new companies. you know, they they
[36:03]
want to get in, right? And they're
[36:04]
offering you the best opportunities they
[36:05]
have, but those opportunities are are
[36:08]
nowhere in comparison to the rates with
[36:10]
BSNA. Um
[36:13]
so we've looked right to see what other
[36:16]
options are out there and it's
[36:20]
as much as it is for BSNA um there is
[36:24]
some economies of scale with just their
[36:26]
knowledge and expertise in Michigan and
[36:28]
trying to find someone that is even half
[36:30]
of what BSNA can offer just isn't
[36:33]
economically viable.
[36:35]
>> Okay.
[36:36]
>> And my forte obviously is not public
[36:39]
safety. So I'm going to refer to the
[36:42]
experts here. I know everybody on this
[36:44]
board has community's best interest at
[36:46]
heart and every dollar is accounted for
[36:48]
and I know we all that way. So I will
[36:51]
just
[36:57]
» give you a little think in the best
[36:59]
interest of the township
[37:01]
>> like John John and I agree. This is one
[37:03]
thing we can solidly agree on. I'm
[37:04]
against what where the industry is going
[37:06]
but it's it's that way just like when I
[37:08]
first got into publishing magazines.
[37:10]
>> Yeah. 15 magazines you're pumping out.
[37:12]
Well, you all the software resided
[37:14]
there, but you also had all the problems
[37:16]
that went with it.
[37:18]
>> And what happened was is there was one
[37:20]
it ended up whittling down to one
[37:21]
company,
[37:22]
>> but it still resided on your computer
[37:25]
and then all of a sudden they said they
[37:26]
were going to go to cloud.
[37:28]
However, the efficiencies and this is
[37:30]
what I talked to Megan about because I
[37:32]
see them every day. Tom sees them every
[37:34]
day. I mean, you come in, this doesn't
[37:35]
work, that doesn't work. Well, Julie's
[37:37]
coming in. She's upset. This isn't
[37:38]
working. She can't get this filed open.
[37:40]
When you add all all up, it especially,
[37:44]
you know, you take a look at the sellers
[37:46]
in here. I think making this township
[37:48]
more friendly to our residents and
[37:51]
opening up a lot of information to our
[37:54]
residents and also being able to make
[37:55]
the staff more efficient. So, and to
[37:59]
answer one other question just because
[38:00]
I've seen it in in the publishing
[38:02]
industry which is really big in
[38:03]
software. I don't think I think BSNA has
[38:07]
become such a monolith that you know we
[38:08]
can talk about residing our own data but
[38:11]
sooner or later BSNA is going to have
[38:12]
data that's going to be written in a way
[38:14]
that's going to be it's going to cost us
[38:15]
a million dollars to have a conversion
[38:16]
to another software and as they grow
[38:19]
other software companies it's hard for
[38:21]
other software companies to be able to
[38:23]
penetrate an industry like they did in
[38:26]
publishing. So, you know, I would say
[38:28]
yes, it's expensive.
[38:29]
>> Well, I also don't want a monopoly to
[38:31]
dictate what, you know,
[38:33]
>> but but we don't have any control over
[38:34]
that. I mean, I can guarantee in three
[38:37]
years, we'll be looking if if we are,
[38:39]
but you know, I just just so the board
[38:41]
and the residents know, I I it's
[38:43]
probably not going to change.
[38:45]
>> Thank you.
[38:46]
>> Y just to be honest with everybody. Any
[38:48]
other questions or comments?
[38:50]
>> Have you looked at the resident side of
[38:53]
the software?
[38:55]
I haven't gotten to like physically get
[38:58]
into it, but it's
[39:00]
>> wonder going to change. Is it
[39:02]
>> It's pretty It's pretty similar, but
[39:04]
it's there's more available to them. Um
[39:08]
especially with the the addition of the
[39:10]
community development, everything will
[39:13]
show for them there.
[39:14]
>> And are they going to implement that
[39:17]
access on our website
[39:20]
>> as part of what they're doing here?
[39:21]
>> Yes.
[39:25]
Christine, anything? Rob, Bill, anything
[39:28]
else? All right, Megan, you did a great
[39:31]
job. Um, might as well stay up there.
[39:33]
>> Yep.
[39:33]
>> If there's no other questions, okay,
[39:35]
I'll entertain a motion regarding the
[39:36]
BSNA software and service cloud upgrade
[39:39]
proposal and authorization for the
[39:40]
supervisor to execute an agreement on
[39:42]
behalf of the township as presented.
[39:45]
>> Second.
[39:47]
>> Did somebody move that?
[39:49]
>> Apparently, you did.
[39:51]
>> I did.
[39:51]
>> I'll move it.
[39:52]
>> All right. There you go. I need somebody
[39:53]
to move that. You second. All right.
[39:55]
Motion's been moved and seconded. Any
[39:56]
further discussion? Hearing none. Clerk
[39:58]
crew, will you please call the role?
[40:00]
>> Lorraine,
[40:01]
>> yes.
[40:01]
>> Clark,
[40:02]
>> absolutely.
[40:05]
>> Kesler,
[40:06]
>> yes.
[40:07]
>> Gopal,
[40:07]
>> yes.
[40:09]
>> Tucker,
[40:09]
>> yes.
[40:10]
>> I vote yes. Reed,
[40:13]
>> yes.
[40:14]
>> Motion passes.
[40:16]
>> All right. Next. This is the uh contract
[40:19]
award for IT services. Megan.
[40:22]
>> So, um, IT services and maintenance for
[40:25]
the township's computer network are
[40:26]
currently provided by Centas. Um,
[40:28]
currently those services are provided
[40:30]
through a mixture of three older
[40:31]
agreements that resulted in some
[40:33]
unpredictability and costs from year to
[40:35]
year. Um, Centas recently advised that
[40:37]
the older agreement will be discontinued
[40:40]
um, and submitted a new comprehensive
[40:42]
proposal to bring all upgrades and
[40:44]
services to their current standards. Um
[40:47]
so we use this as an opportunity to
[40:49]
explore other IT options um for IT
[40:52]
services and determine the best fit for
[40:54]
the township um as security and service
[40:57]
needs of the township have changed
[40:59]
significantly in recent years and will
[41:01]
continue to change as we move forward
[41:03]
into the future. Um so the township
[41:05]
solicited six proposals from IT firms um
[41:08]
after their initial review. Two were
[41:10]
removed from consideration. Um, one
[41:12]
company was small and their proposal
[41:14]
didn't fully address our needs. Um, the
[41:17]
other doesn't currently have a presence
[41:19]
in Michigan. They're based out of Ohio.
[41:21]
So, we removed them from consideration.
[41:24]
Uh, the four remaining IT firms were
[41:26]
Centas, Dupoint Systems, and BC3. Um,
[41:29]
which they provided proposals that do
[41:31]
meet the needs of the township. Um, and
[41:33]
copies of those are in your packets as
[41:36]
well as a comparison of the four
[41:38]
proposals. Um all of which included u
[41:41]
network management and monitoring for
[41:43]
the servers and the workstations backup
[41:45]
management and monitoring um viral
[41:47]
management and monitoring Microsoft 365
[41:50]
management cyber security management and
[41:52]
monitoring email security which included
[41:54]
anti-PAM anti virus anti-malware
[41:56]
management monitoring and managed
[41:58]
endpoint detected detection and
[42:00]
response. Um, so based on this
[42:02]
comparison, um, while the VC3 proposal
[42:06]
was not the lowest cost, their plan does
[42:08]
offer the most to us. Um, they're a
[42:12]
national company with a local presence
[42:13]
in Bath, um, which is also where the SNA
[42:16]
is located. Um, they provide two always
[42:20]
on teams. There's the network operations
[42:22]
center, which monitors all of our
[42:24]
networks and infrastructure 247. Um they
[42:27]
have a security operations center which
[42:29]
their security analysts are actively
[42:31]
looking for breaches and responding to
[42:33]
alerts 247. Um they also offer twofold
[42:37]
limited unlimited support rather. Um so
[42:40]
and they pride themselves that most of
[42:42]
their issues are resolved in their first
[42:44]
interaction with the client. Um so they
[42:46]
will offer remote support which is 247
[42:49]
365 and their average call response time
[42:52]
they say is two minutes. Um, unlimited
[42:55]
on-site is also included in that so they
[42:58]
can have a tech on site available to us
[43:00]
within a couple of hours. Um, which is
[43:03]
huge to our staff. Um, that'll minimize
[43:06]
downtime, keep critical resident
[43:08]
services operational. Um, you know, for
[43:10]
example, we had a recent email issue
[43:12]
that took our current provider two texts
[43:15]
and nearly two days to resolve for a
[43:17]
staff member who was unable to send or
[43:19]
receive emails and she had multiple
[43:22]
email boxes missing from from her email.
[43:24]
So that's problem
[43:26]
>> that was with Centas.
[43:27]
>> That was Centas. Yes. Um, so our current
[43:30]
model, you know, results in staff time
[43:31]
being diverted to resolve technical
[43:33]
issues sometimes. um and our staff is
[43:36]
not have expertise in in the technical
[43:39]
side of things. So they offer
[43:42]
state-of-the-art um security protocols
[43:44]
and a multi-layer backup and disaster
[43:46]
recovery strategy for the township. It's all security integrated. Um so
[43:51]
they'll actually implement um
[43:53]
multiffactor authentification and
[43:55]
configuration crowd strike um endpoint
[43:58]
detection and response and security
[44:00]
awareness training which will you know
[44:03]
test staff on fishing and scam um
[44:07]
issues within emails and things like
[44:10]
that. They also offer dark web
[44:11]
monitoring uh which will alert us if
[44:14]
sensitive information is found for sale
[44:16]
on the dark web. Uh they also offer
[44:18]
email protection which filters out
[44:19]
harmful emails before they even get to
[44:21]
the inboxes. Um domain name system and
[44:25]
web protection. It blocks it'll help
[44:27]
block access to nefarious websites and
[44:30]
prevent accidentally downloading malware
[44:33]
and prevent scam exposure. Um and then
[44:36]
they will back up township data to US
[44:39]
federal information processing standard
[44:41]
compliant off-site locations. um those
[44:44]
would be nightly backups in a secure
[44:46]
site in Atlanta and is replicated in a
[44:48]
secondary site um in Las Vegas about a
[44:51]
week later. So the immutable backups,
[44:54]
they can't be overwritten and they can
[44:56]
go back through the duration of our our
[44:58]
partnership with them. Um so if we stick
[45:00]
with BC3 for 10 years, we have 10 years
[45:03]
of our backups available to us. um
[45:08]
which would you know they offer backup
[45:09]
status monitoring, data restores and
[45:11]
disaster recovery planning. Um they
[45:14]
Microsoft 365 protection and backups.
[45:17]
They continuously monitor backups and
[45:19]
prevent data loss which those would back
[45:21]
up three times daily every day offsite.
[45:24]
Um they do specialize in municipal
[45:26]
clients. So there's over 1,200 state,
[45:29]
local and county entities that they are
[45:31]
the IT firm for. Um and they're endorsed
[45:33]
by a variety of municipal leagues
[45:35]
including the National League of Cities
[45:37]
and their average client relationship is
[45:39]
over 11 years. Um they are a BSNA
[45:42]
partner and they provide security
[45:44]
operations for BSNA. So they they were
[45:46]
kind of built up the local office was
[45:49]
built up with BSNA um and work together
[45:52]
with them. And currently we tend to have
[45:55]
some fingerpointing between BSNA and our
[45:57]
IT. Um as issues arrive they would work
[46:00]
together in this case. Um they'd also
[46:02]
coordinate with our other vendors
[46:04]
including Microsoft um and support our
[46:06]
other third party licenses, Adobe,
[46:08]
things like that. Um cost would be
[46:11]
consistent, predictable monthtomonth.
[46:13]
The monthly cost for this plan is 300
[46:16]
3,510
[46:18]
um plus a onetime implementation fee
[46:20]
which is a cost of $6,84. the
[46:23]
implementation cost to include um 3,900
[46:27]
for onboarding for the staff and then um
[46:30]
21.84
[46:32]
would be for the to set up the multi
[46:34]
multi- factor authentication um and user
[46:37]
app setup fees. Um so from signing one
[46:41]
to two weeks later we'd have kickoff um
[46:43]
and establish a goal live date and then
[46:45]
six to eight weeks we'd have onboarding
[46:47]
begin with them. Um, I recommend BC3 due
[46:51]
to their business partnership with BSNA,
[46:54]
their specialty and municipal municipal
[46:56]
clients, um, their the unlimited support
[46:59]
and the extensive security measures they
[47:01]
will offer to the township. Um, which I
[47:03]
feel makes them the best fit for Fenton
[47:05]
Township today and for the future.
[47:07]
>> Thanks, Megan. Great job. Before I um,
[47:09]
ask any questions from the board, just
[47:10]
wanted to one thing and she's you
[47:12]
brought it up twice, so you did a great
[47:14]
job. So, but one of the things that
[47:16]
impressed me because I went through this
[47:17]
process with Megan is the fact that if
[47:20]
we're g, you know, with what we're doing
[47:21]
with BSNA, I really like the company.
[47:24]
Number one, it's giving a company that
[47:26]
we've worked with for 30 years, which I
[47:28]
told you a lot of the problems, somebody
[47:30]
would say, Julie would say, you know, I
[47:32]
got a problem and they would call up
[47:33]
Centurus and Centur said, well, it's not
[47:35]
us, it's them. And they would go back
[47:37]
and forth. So, the problem would go
[47:38]
unresolved. So, I think what's nice
[47:41]
about this is that they're actually,
[47:42]
aren't there corporate offices in the
[47:44]
same city? So, they grew, like Megan
[47:46]
said, right, with BSNA, and I think it's
[47:48]
really the only logical choice. Um, you
[47:51]
know, I I think the difference we're
[47:52]
going to pay uh is worth the fact that
[47:55]
now we will be as efficient as we can be
[47:58]
because again, they work together, they
[48:00]
know the software together, so they
[48:02]
understand the hardware, they understand
[48:03]
the software, and it will eliminate um
[48:07]
as much problems. So anyway, are there
[48:09]
any questions or comments from the
[48:11]
board?
[48:12]
>> Um, how
[48:15]
you're saying how long have we had
[48:17]
centaris? You said 30 years.
[48:20]
>> Well, it it's been different iterations.
[48:23]
It was BCL computing solutions, then it
[48:26]
was CCR, then it was Cintaras, but
[48:30]
the anchor of that is Brian Murray, and
[48:31]
he has actually it's like 32 years.
[48:35]
So when Okay. He's he's in a different
[48:38]
part of the company. I'm not even the
[48:40]
person to deal with it.
[48:43]
So, we've been with a version of the
[48:45]
same company. So, when we were having
[48:47]
these issues that were missing files or
[48:51]
like saying about can't find certain
[48:54]
things, do we know which you know one
[48:57]
company's blaming the other? Do we do
[48:59]
you have a headache? Um, first I'd like
[49:03]
to
[49:05]
>> um
[49:07]
not sure I I I think a lot of the
[49:10]
problems are maybe inherent with trying
[49:14]
to run so much information in the net
[49:16]
platform.
[49:17]
>> Okay.
[49:17]
>> So maybe that going to the cloud will
[49:19]
eliminate a lot of those issues anyway.
[49:22]
>> But just having um someone who's a
[49:26]
municipal
[49:27]
>> expert and a partner of the SNA I I
[49:31]
think just
[49:32]
minimizes any of those types of issues
[49:35]
where there's fingerpoint.
[49:39]
Is this contract
[49:41]
locking us in?
[49:42]
>> Three years.
[49:43]
Okay. And as far as on-site
[49:46]
support, have they have we utilized them
[49:49]
to come in on site before
[49:52]
I see you like Centas is extra cost
[49:55]
materials and this DC3 is included cost.
[50:00]
How often do we require that company to
[50:02]
come in?
[50:03]
>> We've had probably half a dozen on-site
[50:06]
visits this year,
[50:07]
>> okay,
[50:07]
>> from our current provider. Um, you know,
[50:11]
once everything's set up, ideally most
[50:13]
of the support would be able to be done
[50:16]
remotely, but if we're staging a new
[50:18]
computer or there's some things that
[50:20]
will require onsite and with BC3,
[50:24]
there's that's just part of the deal,
[50:26]
right? I just want to ask with this on
[50:28]
site where they had to come in six
[50:30]
times. You said six times. Is was that
[50:34]
something that needed on site as far as
[50:37]
there was issues that they couldn't
[50:39]
resolve over the phone?
[50:40]
>> Correct. Yeah.
[50:43]
Centas will resolve things remotely if
[50:45]
they can, but if they can't, then they
[50:47]
send somebody out.
[50:51]
» Any other questions or
[50:52]
>> how much are we currently paying as the
[50:54]
terrorist?
[50:56]
35,000 a year.
[50:58]
I'm not sure what all is included in
[51:00]
that. I asked that question to Megan
[51:02]
earlier today. She had a lovely
[51:04]
spreadsheet that she sent to me that,
[51:06]
you know, itemizes everything out. It
[51:08]
was quite detailed. Um, so but that's
[51:12]
the last two years been about 35 36
[51:16]
and a lot of it is ads and that's one of
[51:18]
the frustrations that I have had with it
[51:20]
because the temptation you want to look
[51:22]
at these and compare the monthly These
[51:25]
are apples and okay
[51:28]
wants 3,000 for software stuff plus
[51:33]
some some fragment of that 35 $36,000.
[51:37]
So those two aren't comparable. So you
[51:40]
know when I'm looking at this the two
[51:42]
that charge extra to be to show up on
[51:44]
site I'm throwing those out because
[51:46]
they're just they're not not comparing
[51:48]
the same thing. You know, my temptation
[51:51]
is to want to gambling.
[51:53]
I don't know. I probably the guy that
[51:56]
caused them to be considered. I was at a
[51:58]
golf outing and they were passing out
[52:00]
cards and well, we should check them
[52:02]
out. Um, but what it boils down to me,
[52:07]
there is a cost differential there. But
[52:09]
the point, the very last thing that she
[52:11]
wrote, you know, that they're BSNA
[52:13]
partners.
[52:16]
There's value to that, you know,
[52:17]
particularly when we're doing a
[52:19]
transition [snorts] to the cloud.
[52:22]
The fact that they their primary focus
[52:25]
is on municipalities,
[52:28]
they've heard all the stuff that we do.
[52:31]
Now, does that leave us in the same
[52:32]
position where we're, you know, we're
[52:35]
kind of hostage to somebody that knows
[52:37]
all this stuff? Yeah, maybe. but
[52:39]
[snorts] it's probably better than
[52:41]
somebody that doesn't have those expert
[52:44]
levels of expertise. So, I'm thinking
[52:47]
there's some value to that. I mean,
[52:49]
there's some other differences in here
[52:51]
that you can point to, but you know, to
[52:53]
me, when I'm looking at those are the
[52:54]
only two I would be considering, and I
[52:56]
think that the ad of having a BSNA approved partner
[53:03]
is legit. I've run into this in the past
[53:07]
with, you know, people that were ware
[53:09]
certified back when that was an
[53:11]
operating system. You know, it made a
[53:14]
difference that you had a CNA versus
[53:17]
somebody that that wasn't. They didn't
[53:18]
know how the software worked beyond the general stuff, you know, they knew
[53:23]
the minutia. So there in my past, I
[53:26]
found that that is a benefit that's that
[53:30]
has value.
[53:32]
Yeah, I think it's a bonus definitely
[53:34]
with this DC3 being affiliated in
[53:37]
partnership with the DSMA. That's a
[53:39]
positive plus.
[53:43]
>> And Megan I know has dove very deep into
[53:46]
this. She you've been on it for what six
[53:48]
weeks, seven weeks, met with not only
[53:50]
did she meet with all the vendors, but
[53:52]
she met with every one of the staff. The
[53:54]
staff are part of the you know part of
[53:56]
the decision- making process. So, I I
[53:58]
you know, I have come to respect Megan's
[54:02]
um and again, I said it with John. You
[54:04]
know, I'm very skeptical skeptical of
[54:06]
anything you bring to me that I know
[54:07]
I've got to pay an annual fee and they
[54:09]
hold me hostage, but that's where the
[54:11]
world has come. That's what we're doing
[54:12]
with all of our software now. So, Megan,
[54:14]
I think you've done a great job. Is
[54:16]
there any other questions or comments
[54:17]
from the board?
[54:19]
Okay, I'll entertain a motion regarding
[54:21]
the contract award the contract award
[54:23]
for IT services to VC3 as recommended by
[54:26]
assistant manager Megan Gio.
[54:29]
>> Motion to approve.
[54:30]
>> Second.
[54:31]
>> All right. Motion's been moved and
[54:32]
seconded. Any further discussion?
[54:33]
>> We revisit this in three years to see
[54:35]
how it's going.
[54:37]
>> Sure, we can do it. Well, I mean, if
[54:39]
we're locked in for years,
[54:40]
>> but that's only for that's only for one,
[54:42]
>> you know, that's for the it.
[54:44]
>> Let's just keep something. Just keep an
[54:46]
eye on
[54:47]
>> I think the staff's going to let us
[54:48]
know.
[54:49]
>> I'll be honest with you. I I I I mean,
[54:51]
I'm certainly going to ask Tom. I'm
[54:53]
going to ask Megan what, you know, what what price are they charging now?
[54:57]
And I think we're going to know within
[54:58]
the you know, once the implementation
[55:00]
starts, the staff's either going to go
[55:02]
this is amazing or we're going to know
[55:04]
and it's going to come back to this
[55:05]
board anyway. But I think is with her
[55:08]
research I think this is a good
[55:10]
decision. So
[55:12]
any other discussion and we will stay on
[55:14]
top of it.
[55:16]
>> All right. Hearing none. Clerk Crew,
[55:18]
will you please call the role?
[55:19]
>> Yes. Kesler?
[55:20]
>> Yes.
[55:21]
>> Gopal?
[55:22]
>> Yes.
[55:22]
>> Tucker?
[55:23]
>> Yes.
[55:24]
>> I vote yes. Reed,
[55:26]
>> yes.
[55:28]
>> Pardon me. Lorraine,
[55:30]
>> yes.
[55:30]
>> Clark,
[55:31]
>> yes.
[55:32]
>> Motion passes.
[55:33]
>> All right, moving next thing. Thanks,
[55:35]
Megan, very much. Appreciate it. Next
[55:37]
under new business, the approval of the
[55:38]
2026 Fenton Township operating millage
[55:41]
rate. U, we've all reviewed the memo in
[55:43]
the packet. I'm going to read a
[55:44]
narrative that Tom wrote just for our
[55:47]
attendees um that maybe you've got this
[55:50]
in the packet, but um as you will
[55:53]
recall, a 2020 uh 2021 Michigan Court of
[55:55]
Appeals ruling determined that charter
[55:57]
townships may levy up to five mills
[55:59]
subject to the Headley Roadback
[56:01]
calculations regardless of how the
[56:02]
township became a charter township.
[56:04]
Prior to 2022, based on the 1985
[56:07]
attorney general attorney general
[56:09]
opinion, Fenton Township only levity a
[56:11]
millage rate based on the allocated
[56:13]
county mill at the time Fenton Township
[56:15]
became a charter township by board
[56:17]
resolution in 1980. That millage rate
[56:20]
was 1.04 mills which by 2021 had been
[56:23]
reduced to our current which is 0.6576
[56:26]
due to the Headley roll back
[56:28]
calculations.
[56:30]
Um, the 2021 ruling increased the
[56:33]
maximum millage rate the township can
[56:35]
levy substantially. When the board
[56:37]
reviewed this information a year ago, we
[56:39]
had a special meeting. It was decided to
[56:40]
leave the 2025 millage rate unchanged at
[56:43]
0.6576.
[56:45]
With the deadline to file the township's
[56:47]
L429 form approaching, uh, which there
[56:50]
is a draft attached, the board needs to
[56:52]
determine the 2026 property tax millage
[56:55]
rate. For 2026, the maximum allow
[56:58]
allowable millage levy is 3.00001.
[57:03]
Um, based on our prior board decisions
[57:05]
and anticipated revenue needs for 2027,
[57:08]
uh, it's both Tom and I's recommendation
[57:09]
that the board maintain the mill rate at
[57:11]
06576
[57:13]
for 2026 tax role. And just to give you
[57:16]
an idea, again, a township that is
[57:18]
well-managed. Just letting you know that
[57:20]
the board and the staff that works here
[57:22]
works with the same mill. And Tom, that
[57:24]
mill
[57:25]
It's been since
[57:27]
>> 0.65
[57:28]
>> 21
[57:29]
>> 2021.
[57:30]
>> It's been the same since 21, I believe.
[57:32]
>> Yeah. Since 2021. Um, and we're
[57:35]
certainly coming to you again and not
[57:36]
asking to raise that millage rate and
[57:38]
keep the millage rate exactly where it
[57:40]
is. So, um, any questions or comments
[57:43]
from the board?
[57:45]
I will say that the millillage that
[57:48]
you're recommending is about
[57:52]
a quarter of what the cap is.
[57:55]
>> Yep.
[57:55]
>> And we're throwing millages out there.
[57:59]
Did my division problem upside down, so
[58:01]
it didn't give me the exact answer, but
[58:04]
I rough math tells me it's about a
[58:06]
fourth of what the allowable millage is.
[58:09]
I have I don't have any
[58:11]
desire or inkling to move that amount. I
[58:14]
think the staff has done a great job
[58:16]
with budgeting
[58:18]
operating within that budget. It does
[58:20]
annoy me when I see millage proposals
[58:23]
that are in excess of 1 mil for extras
[58:27]
if you will when we run the township on
[58:30]
65 of a mill. But nevertheless, so I'm
[58:35]
good with keeping aware of that. Well,
[58:37]
you know, a lot of cities depend on
[58:39]
mills, so you can't really hold them.
[58:42]
But, you know, you take a look at the
[58:43]
city of Fenton, wasn't it? A little over
[58:44]
three mills for just road improvement.
[58:47]
Um, and I think your math was a little
[58:49]
wrong because we're at 0.6. We go to
[58:51]
three. So, it's a little more than that.
[58:53]
Um, you're right. Between four,
[58:57]
but anyway. Um, you know, people talk
[59:01]
about roads. You know, people think that
[59:03]
the township is responsible for roads.
[59:05]
We're not. Um, you know, that's why we
[59:07]
do a lot of special assessments. But,
[59:08]
you know, the board could look at things
[59:10]
in the future because people always say,
[59:11]
"Well, our roads are bad." I don't think
[59:14]
I think people think their roads are bad
[59:15]
until we came to you as a township and
[59:17]
said, "Well, we're going to raise your
[59:19]
millage rate from 0.675 to three." Um,
[59:24]
and uh, so anyway,
[59:25]
>> more like a fifth.
[59:26]
>> Yeah, fifth.
[59:28]
>> That's why I said five. a little more
[59:30]
than
[59:31]
>> so anyway again I think it's all due to
[59:34]
how well managed our staff is amazing
[59:38]
the tenure of our staff is probably
[59:40]
average probably 15 years um we've got
[59:44]
people that have worked for the township
[59:45]
love the township um the township's
[59:47]
well-managed Tom does a great job on
[59:49]
budgeting um meets with department heads
[59:51]
uh puts together budgets for all
[59:53]
departments and uh it shows when it
[59:56]
comes time
[59:58]
to uh renew this millillage. So, it's my
[1:00:01]
recommendation and Tom's recommen
[1:00:02]
recommendation to keep it at 0.6576.
[1:00:05]
Are there any other questions?
[1:00:09]
Okay. I'll entertain a motion regarding
[1:00:10]
the proposed mill rate of 0.6576 for
[1:00:13]
Fenton Township's operating millage for
[1:00:15]
the December 2026 property tax role.
[1:00:17]
>> I'll support a motion to approve.
[1:00:19]
Second.
[1:00:20]
>> Motion's been moved and seconded. Any
[1:00:21]
further discussion? Hearing none, clerk
[1:00:23]
approve, you please call the role.
[1:00:25]
>> Kesler,
[1:00:26]
>> yes.
[1:00:26]
>> GPel,
[1:00:27]
>> yes. I vote yes. Reed,
[1:00:29]
>> yes.
[1:00:30]
>> Lorraine,
[1:00:30]
>> yes.
[1:00:31]
>> Clark,
[1:00:31]
>> yes.
[1:00:32]
>> Tucker,
[1:00:33]
>> yes.
[1:00:33]
>> Motion passes.
[1:00:35]
>> Okay, moving on to board comment. Is
[1:00:37]
there anyone on the board who has
[1:00:38]
additional concerns or com comments?
[1:00:42]
All right, we will now um open up the
[1:00:44]
meeting for public comment on agenda or
[1:00:46]
non-aggenda items. I'll now open up the
[1:00:48]
meeting for public comment on agenda or
[1:00:50]
non-aggenda items. Uh the board is going
[1:00:53]
to ask you to keep your comments to
[1:00:54]
three minutes or less today. First, is
[1:00:57]
there anyone in the audience who'd like
[1:00:58]
to address the board? I think Yes. Come
[1:01:00]
on up, Matt. How are you?
[1:01:03]
All we need is your name.
[1:01:05]
>> Absolutely.
[1:01:06]
>> Hi everybody. Matt Burchard at 460 West
[1:01:08]
Four Lakes Drive. Um couldn't comment
[1:01:10]
regarding the SBANA part portion, but
[1:01:12]
was there a multi-year contract for that
[1:01:14]
or is that a one year each time? Wasn't
[1:01:17]
sure if you can negotiate a multi-year
[1:01:18]
deal on that?
[1:01:19]
>> Well, that was my question is whether
[1:01:21]
you get multiple and it's not.
[1:01:23]
>> Yeah, because our ERP system, we work at
[1:01:25]
our office. We multi-year contracts and
[1:01:27]
negotiate down a little bit there. So,
[1:01:29]
maybe some room for improvement if you
[1:01:31]
want to try that. Um,
[1:01:32]
>> she's already did that.
[1:01:33]
>> Okay, awesome.
[1:01:34]
>> They want to offer it.
[1:01:35]
>> And then about the public search portion
[1:01:37]
of it, they said they're possibly doing
[1:01:39]
a search fee. Um, I would ask the board
[1:01:42]
not to implement that for per record
[1:01:44]
check for residents of the township. Um,
[1:01:47]
Lynon and uh, Benton City don't require
[1:01:50]
you to pay like per record search right
[1:01:52]
now.
[1:01:55]
Yeah, you are. I don't think we have a
[1:01:57]
plans of doing that.
[1:01:58]
>> Perfect. Perfect. Okay. And then real
[1:02:00]
quick, um, thank everybody for approving
[1:02:02]
the master plan on September 1st. I
[1:02:04]
appreciate you seeing this important
[1:02:05]
process move forward. Now that the board
[1:02:07]
has taken that step, I respectfully ask
[1:02:09]
that you also discuss and act on the
[1:02:11]
more Torm request I previously
[1:02:13]
submitted. My concern is the township
[1:02:15]
could continue approving major zoning
[1:02:17]
changes and development projects while
[1:02:19]
residents are still waiting for an
[1:02:20]
opportunity to help shape the township's
[1:02:22]
future. Those approvals can establish
[1:02:24]
land uses, densities, and infrastructure
[1:02:27]
that demands that affect our community
[1:02:29]
for decades. If we're asking residents
[1:02:31]
to participate in developing a new
[1:02:33]
master plan, we should give them the
[1:02:35]
opportunity before more of the
[1:02:37]
township's most consequential land use
[1:02:39]
decisions have already been made.
[1:02:41]
Otherwise, we risk investing time and
[1:02:43]
money in a planning process after some
[1:02:45]
of the available choices have already
[1:02:46]
been taken off the table. So, I'm not
[1:02:49]
asking the township to stop all
[1:02:50]
development indefinitely. I'm asking the
[1:02:52]
board to work with the planning
[1:02:53]
commission and township attorney to
[1:02:55]
determine which categories of
[1:02:56]
development approval can lawfully and
[1:02:58]
temporarily be paused while the master
[1:03:00]
plan is being reviewed and rewritten.
[1:03:03]
There's a recent Michigan example. On
[1:03:04]
March 9th, 2026, Georgetown Township
[1:03:07]
near Grand Rapids, adopted a temporary
[1:03:09]
moratorium while it reviewed its master
[1:03:11]
plan and zoning ordinance and evaluated
[1:03:14]
concerns involving traffic, electrical
[1:03:16]
capacity, sewers, schools, and emergency
[1:03:18]
services. So, I'm requesting two
[1:03:20]
specific actions. One, place this
[1:03:22]
request on the next available township
[1:03:24]
board agenda for public discussion and
[1:03:26]
request that the planning commission
[1:03:27]
also consider it. and two, direct the
[1:03:29]
township attorney to review the
[1:03:31]
Georgetown township moratorum ordinance
[1:03:33]
and prepare a proposed temporary
[1:03:35]
moratorum for consideration with a clear
[1:03:37]
defined scope, reasonable duration, and
[1:03:40]
necessary exemptions. Thanks for your
[1:03:42]
consideration.
[1:03:42]
>> Thanks, Matt.
[1:03:43]
>> Appreciate it.
[1:03:44]
>> Anybody else in the audience that like
[1:03:46]
to address the board on agenda,
[1:03:47]
non-aggenda items?
[1:03:50]
>> Yes, sir.
[1:03:51]
>> How you doing?
[1:03:52]
>> Good.
[1:03:56]
Yeah, my name is Andrew Tulle, 1272
[1:03:58]
Teresa Drive. Just wanted to reiterate
[1:04:01]
on the previous meeting on September
[1:04:03]
1st, we've been working to put together
[1:04:05]
a Fenton Township Development Coalition.
[1:04:08]
We'll work with other residents to kind
[1:04:09]
of put this together and I've been
[1:04:12]
taking the time to just understand
[1:04:14]
everyone on the board, understand the
[1:04:15]
processes because I think it's important
[1:04:16]
because I'm I'm fairly new to this. I've
[1:04:19]
worked with other institutions to try to
[1:04:21]
put a quorum together to understand how
[1:04:22]
this all works. So this is you have to
[1:04:25]
excuse as I understand the process here.
[1:04:28]
But you know I'm hearing a lot of you
[1:04:32]
know we're dishing out money as things
[1:04:34]
changing. We got a lot of change and I'm
[1:04:36]
studying the master plan from 2024
[1:04:38]
trying to find the the best way to be a a reasonable and responsible
[1:04:43]
stakeholder for the upcoming
[1:04:44]
transformation of of the township that's
[1:04:47]
happening in front of me. Um, so I'm I'm
[1:04:50]
just standing up here today just asking,
[1:04:53]
you know,
[1:04:56]
as we move into this these changes, I'm
[1:04:59]
not really, you know, going to discuss
[1:05:00]
moratoriums and stuff like that, but how
[1:05:03]
can we be more responsible as
[1:05:06]
stakeholders because I don't think
[1:05:08]
coming up here and say I'm against
[1:05:12]
development. I couldn't collectively say
[1:05:14]
that because development is inevitable.
[1:05:15]
It's just how can we reasonably have a
[1:05:17]
dialogue between yourselves, the zoning
[1:05:21]
commission
[1:05:22]
that is productive. So when I work with
[1:05:25]
this development coalition that I'm
[1:05:27]
trying to put together, I feel it's a
[1:05:29]
stepping stone for a dialogue because
[1:05:31]
now we can prepare ourselves as we put
[1:05:34]
ourselves out in front of you and not
[1:05:36]
just to sit here and arbitrarily
[1:05:38]
challenge each board member and every
[1:05:40]
person on the zoning commission. We're
[1:05:42]
just trying to understand it. Like I
[1:05:44]
heard a lot of numbers and I hear when
[1:05:46]
we passed the budget like in the
[1:05:48]
beginning, but I don't truly know what
[1:05:50]
those mean yet. But I'm trying to
[1:05:53]
understand that. So I'm just asking
[1:05:56]
board members as I work to understand
[1:05:59]
the master plan, understand the master
[1:06:01]
plan process,
[1:06:03]
do we believe that
[1:06:06]
this resident involvement is truly
[1:06:09]
important? Because I do. I think I I
[1:06:11]
would like to as a township resident be
[1:06:13]
a part of that process productively and
[1:06:17]
have productive conversations.
[1:06:20]
As I lay that format out and I stand in
[1:06:22]
front of you today, I'm essentially
[1:06:25]
trying to ask you like let's have a
[1:06:27]
conversation because I can tell you as I
[1:06:29]
discuss this coalition, people are
[1:06:31]
interested, but the way we go about it
[1:06:34]
is still very much uncollected and we
[1:06:38]
don't have a a lot of time like this meeting we had less than 24 hours
[1:06:43]
to really study the position or agenda
[1:06:46]
which I don't you know I don't
[1:06:48]
understand what the process of that but
[1:06:50]
I will. So the question that I'm going
[1:06:53]
to leave and I you know I said there's a
[1:06:56]
lot of questions that I have but I have
[1:06:57]
a limited time in front of you but is
[1:07:00]
you know if we're going to update the
[1:07:01]
master plan and again I think that's
[1:07:03]
appropriate.
[1:07:05]
We we're all have identified conditions
[1:07:08]
are changing and and changing and the
[1:07:09]
numbers seem to that we're spending
[1:07:11]
money whether we needed to or we're
[1:07:13]
being proactive at these changes. But
[1:07:16]
you know how do we make today sure
[1:07:18]
today's individual development decisions
[1:07:22]
effective and to make sure that as we go
[1:07:24]
into this process and determine
[1:07:27]
tomorrow's master plan and get residents
[1:07:31]
involved.
[1:07:34]
Do we have an opport and h how do we
[1:07:36]
make that opportunity available and make
[1:07:38]
it productive? So as we go forward in
[1:07:43]
the RFPs and the timelines start to go
[1:07:45]
out,
[1:07:47]
the Benton Development Coalition
[1:07:51]
is something that I continue to work
[1:07:53]
with and get more people involved and
[1:07:55]
have more interest. And I would just ask
[1:07:57]
that
[1:07:59]
help me understand to get the best most
[1:08:02]
productive information that I need to
[1:08:04]
help you guys make collective decisions
[1:08:06]
that are relative to our community and
[1:08:10]
residents can feel involved in that
[1:08:11]
process.
[1:08:12]
>> Thank you.
[1:08:12]
very much.
[1:08:14]
>> Anyone else that's present this evening?
[1:08:17]
Yes.
[1:08:19]
>> How are you?
[1:08:20]
>> Good. How are you guys?
[1:08:21]
>> Good.
[1:08:22]
>> As promised, I thank you. Patty Con
[1:08:25]
Lynon Ripley Road. I've uh my reverse
[1:08:28]
foyer. So, I'm going to provide this
[1:08:30]
tomorrow and I'm going to do some foyer
[1:08:32]
request. I did the research into the
[1:08:34]
redwood and I'm interested in knowing
[1:08:36]
and I'm going to meet with Mike and I
[1:08:37]
have a copy for him as well and
[1:08:39]
understanding where we are in the
[1:08:41]
approval status because there's still I
[1:08:43]
think some outstanding red flags and I
[1:08:45]
think there were some right terms that
[1:08:46]
need to happen. I want to make sure
[1:08:47]
everybody's provided what is needed and
[1:08:49]
necessary because I did a headcount
[1:08:52]
assessment and we're exceeding FAA
[1:08:56]
regulations by 45 and 55%. And that's
[1:09:01]
per acre and that's with the reduced
[1:09:04]
187 units with the 1.6 calculation which
[1:09:09]
was their target per unit. So we got to
[1:09:13]
be careful. I'm a mama bear when it
[1:09:15]
comes to my communities and my
[1:09:17]
residents. So, as committed, I have this
[1:09:19]
report and I show in in lessons learned
[1:09:22]
from an automotive perspective, we do a
[1:09:24]
read across. So, whenever information is
[1:09:27]
provided from an Eagle organization,
[1:09:28]
it's shared across and it's also shared
[1:09:31]
up and then down within the county.
[1:09:35]
Okay, any questions?
[1:09:36]
>> Thank you very much.
[1:09:37]
>> Thank you guys. Appreciate the time.
[1:09:39]
>> Yep. Anyone else here in attendance that
[1:09:41]
would like to address the board on
[1:09:42]
agenda or non-aggenda items?
[1:09:44]
Hearing none, I will move to Zoom. Is
[1:09:47]
there anyone attending via Zoom that
[1:09:48]
would like to address the board on
[1:09:50]
agenda or non-aggenda items? If so, if
[1:09:53]
you could unmute.
[1:09:59]
Okay. Hearing none, um [clears throat]
[1:10:02]
we now have to move into close session.
[1:10:04]
So I will ask everyone uh that they will
[1:10:06]
have to leave. Um
[1:10:09]
uh I need a motion to recess the open
[1:10:11]
meeting for the purpose of convening a
[1:10:13]
closed session to review pending
[1:10:14]
litigation.
[1:10:16]
>> I'll make that motion.
[1:10:17]
>> Second.
[1:10:18]
>> Motion's been moved and seconded. Any
[1:10:20]
further discussion? Hearing none. Cler
[1:10:22]
Crew, will you please call the role?
[1:10:24]
>> Lorraine,
[1:10:25]
>> yes.
[1:10:26]
>> Reed,
[1:10:27]
>> yes.
[1:10:28]
>> Clark,
[1:10:29]
>> yes.
[1:10:30]
>> I vote yes. Kesler,
[1:10:31]
>> yes. Goal.
[1:10:33]
>> Yes.
[1:10:35]
>> Tucker.
[1:10:35]
>> Yes.
[1:10:38]
>> And just so you know, if you want, you
[1:10:39]
can go upstairs if you want to and then
[1:10:42]
come back down. We don't know how long
[1:10:44]
we're going to be in close session. Um
[1:10:46]
but you can certainly we can certainly
[1:10:48]
send someone up to get you guys if you
[1:10:50]
would like us to do that.
[1:10:53]
If if not, we do ask everyone that they
[1:10:55]
would do have to leave.
