[7:04] stated, this is environmental assessment number 1724 and conditional use permit
[7:08] number 17 or 724 for a request for a conditional use permit to allow the
[7:14] operations of private vehicle storage facilities within two existing
[7:18] industrial buildings totaling about 23,334
[7:22] ft located in the Gardina Industrial or M2 zone in accordance with Gardina
[7:27] Municipal Code section 1846. 030C9. Uh and for environmental considerations,
[7:34] this project is categorically exempt from the provisions of SQUA uh pursuant
[7:39] to class one for existing facilities and is not subject to the exemptions or
[7:44] exceptions in SQUA. And just to see here, this is a vicinity
[7:50] map. It is going to be at, as you stated, 1608 through 1612 West 169th
[7:55] Street. and it is going to be south of West 139th Street, west of Haldale
[8:00] Avenue, and east of um Southwestern Avenue.
[8:06] And as far as the zoning map goes, the surrounding areas as well as the
[8:10] property is all going to be zoned as general industrial or M2. And the only
[8:14] other one is going to be the south adjacent property, which does have a
[8:18] housing overlay six on it.
[8:23] And just for show, this is the existing property. Again, these are four
[8:27] industrial complex buildings. However, the applicant is only utilizing the rear
[8:33] two. Just to show, this is the existing 1608
[8:37] building.
[8:40] This is the 1612 building.
[8:45] And as far as the site plan goes, again, there's two industrial buildings. Both
[8:48] parcels together uh have a total of 0.9 acres in lot size. There are 35 parking
[8:54] spaces on the uh parcels and there is a shade sale between the buildings and
[9:00] once again in blue is going to be 1608 building. In red is the 1612 building as
[9:06] well as a shade sale in green between both buildings.
[9:13] And for the floor plan, there are going to be 19 total parked vehicles. Um, and
[9:19] these include uh double lifts in the 45 ben pack lifts as well as being stored
[9:25] as 15 motorcycles with a car wash and detailing station. And just to show,
[9:30] this is the entrance to the building. This is only one uh size of a bend pack
[9:36] lift as well as the uh car wash station down on the southeast corner.
[9:44] And just to give an example, these are the Ben packlets on site. And just to
[9:49] note as well, the applicant is currently operating. However, they have submitted
[9:53] this conditional use permit in an effort to comply with the Gardina Municipal
[9:57] Code. And this is just a view of one lift and it is double tier. So there's
[10:03] one car below and one car above. And this is the car wash and detail
[10:09] station. And this is just another view of that.
[10:16] As far as the uh building in 1612 goes, there will be 48 total parked vehicles
[10:22] inside of the building with 24 bend pack lifts, 10 motorcycles as well as an
[10:26] office and members lounge. Just to show as well, this is one Ben pack lift. And
[10:33] then the area in blue is the office and members lounge.
[10:38] As far as the analyses go, the business operations include private valet vehicle
[10:43] parking, uh elevated sto storage lifts, car washing and detailing uh services,
[10:48] battery and tire changing services, and a battery battery tender for the stored
[10:52] vehicles. The hours of operation are going to be 7:00 a.m. to 7:00 p.m. all
[10:56] days of the week. And uh as far as the parking ratios go, the park uh parking
[11:01] ratio of warehousing will be in effect for this uh use. Um there are with the
[11:08] ratios of warehousing um a requirement of 31 parking spaces. However, the
[11:14] property is providing 35. So there is going to be four parking spaces in
[11:19] surplus of the requirement. And for public noticing uh the city has
[11:25] uh publicly noticed Gardina Valley News as well as the property owners and
[11:29] occupants within 300 ft on July 31st, 2025. And to date, uh, staff has not
[11:35] received any comments made to the project.
[11:40] As far as staff recommen recommendation goes, uh, we recommend to conduct the
[11:45] public hearing, receive testimony from the public, and adopt resol resolution
[11:49] PC 1225 and direct staff to file a notice of exemption. The applicant as
[11:54] well as staff is here for any questions the commission may have.

[12:55] of Westside Collector Car Storage. Uh uh for 20 years I have been a professional
[13:01] automotive journalist. I'm an editor at Road and Track magazine. I have a large
[13:06] YouTube channel and a podcast and I've been testing cars my entire life. I'm
[13:10] very passionate about cars and I collect them myself and I started this business
[13:15] as a way to turn one of my passions into a business. We opened our first facility
[13:20] in 2020 in Plyio Vista and we sold it out very quickly uh within a year and
[13:26] now we're uh we're expanding to Gardino and our clients are incredibly excited
[13:31] about it. Um we're offering storage as a concierge service. So as Kevin uh very
[13:38] accurately described, we we keep the cars on battery tenders. We start them
[13:42] up and warm them up once a month. We wash and detail them and only them. We
[13:47] do not wash and detail cars from the outside, only the cars that we store.
[13:51] Uh, and we run our water for the wash bay through an underground interceptor,
[13:56] uh, which we have serviced every year. Um, you know, we are we're surrounded by
[14:01] businesses that are not particularly clean. There's an aluminum casting
[14:05] facility to the north, there's a junkyard to the west, there's a body
[14:10] shop to the east. Uh we would actually be cleaning this property up from what
[14:14] it was in the past, which was an electroplating factory. Um and we're
[14:20] bringing high-end clientele to Gardina. Our customers have cars with us, but
[14:25] they live in Hermosa Beach, they live in Manhattan Beach, they live in Elsagundo,
[14:29] and they come get their cars from us, and they eat in restaurants in Gardina,
[14:33] they buy gas in gas stations, they shop in stores. Um and and they're bringing a
[14:38] high-end business to the area. Uh, I really believe in this business. Um, I
[14:43] own both properties. I bought one and then the other right next to it. That's
[14:47] how much I'm committed to it. And I intend to be here for a very long time.

[16:31] it's not something that's really in demand. Uh once in a while if someone
[16:35] takes out their Porsche or their fun car for the weekend, they might leave their
[16:40] daily driven electric car behind in that space. That's something we offer. A
[16:44] space is a space. Uh but we don't make a habit of storing electric cars. The
[16:48] buildings are fully sprinklered. Uh and when we plug in um electric vehicles,
[16:54] you know, we keep the cars on battery tenders, uh normal 12volt battery
[16:57] tenders. And when we do plug in the electric cars, we only use the OEM
[17:02] portable battery charge cable. We only plug them into a 110 outlet, not a high
[17:08] DC fast charging or anything like that. We set the charge limit of the vehicles
[17:13] at 65% which is the optimum for storing them. Um, we take all the steps one
[17:19] could reasonably take when parking an electric vehicle indoors.

[17:58] entitlement. Um, so again, it was uh previously a warehouse or industrial
[18:04] center. So this is a new type of use that's coming into the city from
[18:07] entitlement standpoint.

[18:59] buildings are incredibly fortified. They're they're concrete and rebar. We
[19:03] have heavily reinforced gates. I built an 8t concrete wall around the entire
[19:09] property with heavy iron gates. I don't believe that it is prudent to have those
[19:14] buildings staffed 24/7. And I have motion detector cameras all over the
[19:19] place that so far back up my opinion and I think it would increase the price
[19:25] beyond what my customers are willing to pay. I would certainly consider it if I
[19:29] felt it was a necessary thing but for the time I don't believe that's the
[19:33] case. Uh as for a policy of not storing EVs um my insurer is Hagerty. Uh they
[19:40] insure collector vehicles specifically and businesses that deal in collector
[19:44] vehicles. um and they are very comfortable with
[19:49] where we are. Um I I have not considered a no EV policy. I am not um personally
[19:58] um that scared of it. Um I know that EV fires are very scary, but they are
[20:06] actually quite rare. Um and we don't we don't have a high demand for storing EV
[20:13] vehicles. Um, if my insurance company said that, Matt, the fires are trending
[20:20] in a way that we don't like and we're going to need you to adopt a policy in
[20:24] order to keep your insurance of not doing it. I would certainly hear them
[20:27] out. Um, but I probably wouldn't come to that conclusion on my own based on

[20:38] will say that all we have our sprinklers are water. Um and our fire extinguishers
[20:43] are all CO2 which is better were you for any kind of car engine fire than a than
[20:49] a water extinguisher or a foam one. So we're and and we have um Cintas engaged.

[20:59] extinguisher service, our sprinkler service, our regulation for testing and
[21:03] on and on. So, we're doing everything we can within reason. Um, but until a law
[21:08] or my insurance says no more EVs, I'm inclined to not make a policy for that.

[25:01] Code to allow the on-site sale and consumption of beer and wine within a
[25:06] new restaurant located in the general commercial C3.
[25:12] The project is categorically exempt from the provisions of the California
[25:16] Environmental Quality Act SQUA pursuant to guidelines section 15301
[25:22] existing facilities and 15300.2 [Music]
[25:27] not subject to the exemptions of the exemptions of SQUA.
[25:32] The project site is located at 14782 Cshaw Boulevard, east of Cshaw and
[25:40] between Marine Avenue and West 147th Street.

[25:55] project site, we have single family residential zone R1. And to the north

[26:12] as shown before you, we have the site plan that the applicant submitted. And
[26:17] the new restaurant will be in the existing commercial strip um known as
[26:23] the Centrol Plaza. And the applicant will not include any type of exterior
[26:28] improvements that will alter the existing building footprint nor exterior
[26:32] facade.
[26:38] The Crunch B uh Crunch Plaza includes various commercial retails and
[26:42] businesses. The Crunch Plaza has one parking lot surrounding the shopping
[26:47] plaza that shares between the businesses. The parking lot is cited on
[26:52] the south, east, and north of the building.
[26:58] The applicant provided a floor plan and the project involves a modification to
[27:04] the existing floor plan to accommodate the new restaurants. Uh there will be a
[27:09] total of 14 seats as um that will be accessible to the customer
[27:16] and we can see the entrance and then the table on to the left side
[27:25] for the analysis. So for restaurant use, it is a permitted use in the general
[27:31] commercial C3 zone. For a conditional use permit is required for the sales of
[27:36] alcohol beverage for on and off premises consumption. The applicant is required
[27:42] to apply for an alcohol beverage license type 42 for the on-site consumption in a
[27:49] public premises. Vickiy's Bubbly Cafe hours of operations will be from 10:00
[27:55] a.m. to 11 p.m.
[28:02] The project site is between um the census track 6035
[28:09] and there's currently six businesses
[28:14] that have an alcohol license for on-site or off-site sell consumptions. And these
[28:20] businesses include two type 41 license, two type 47 license, and two type 21
[28:28] license.
[28:34] The census track is within the definition of an undue concentration
[28:37] area. Therefore, the applicant must seek a determination for a public um
[28:42] convenience. Also, the Vicki Bubbly Cafe will be
[28:47] applying for a type two type 42 ABC license that would adversely affect the
[28:52] surrounding land uses and growth and development of the area. Also, Vickiy's
[28:57] Bubbly Cafe will bring a new business type within the city that will help
[29:01] reabilize the area that is full of vacancies.
[29:09] The public hearing notices were duly advertised in the Gardina Valley News
[29:13] and mailed to the owners and occupants within 300 ft of the project site of on
[29:18] July 31st, 2025. No public comments regarding the project have been
[29:22] received.

[32:52] Nigerians like to drink at home but we have to set up the back just to
[32:58] give just to give it a little face of class
[33:05] and that's what we're trying to do and we hope to bring a lot of business to
[33:10] the city of Gina and particular in the place that is almost like jumped up
[33:16] because some other business around that they have a lot of traffic they're not
[33:22] so pleasant but we hope to bring a new color into

[37:59] for the environmental considerations. The proposed project is being considered
[38:03] for a categorical exemption for the provisions of the California
[38:07] Environmental Quality Act
[38:12] pursuant to guideline section 15303 class 3 for new construction or
[38:17] conversions of small structures and section 153000.2
[38:22] not subject to the exceptions to the exemptions in SQUA.
[38:28] The project site is located at 15903 Brighton Avenue
[38:35] on the west side of Brighton Avenue and north of West 1660th Street.
[38:46] The project site is zone R3 and is adjacent to the R3 properties to the
[38:51] north, west, and south in an official zone to the east of the property.
[39:01] The applicant submitted a site plan as seen on the screen. To the left, it
[39:07] displays a single family residence which the project entails a demolition. On the
[39:13] right side of your screen, the proposed site
[39:18] will propose three unit town homes and a twocar garage.
[39:26] In addition, the proposed residential use is consistent with the number of
[39:30] parking spaces required by chapter 18.40.
[39:34] Each unit will have a twocar garage and then there will be two open guest
[39:38] parking.
[39:43] The applicant provided a rendering of the town homes and as shown in the
[39:48] rendering, the town homes utilize a modern contemporary design with each
[39:53] unit showcasing a distinct proposed stuckle color.
[40:00] And here is a image of the existing building on how it looks. It's single
[40:05] family as seen on the screen.
[40:12] In accordance with the subdivision map act and chapter 17.08 of the Gardina
[40:18] municipal code and tenative parcel map, it is required for the subdivision of
[40:23] four or fewer lots for or parcels. The tenative parcel map allows a total of
[40:28] three multifamily residential units each with its own parcel created with
[40:33] airspace rights.
[40:37] And here is the applicant's proposal for the tenative parcel map that was
[40:42] submitted in the application as seen on the screen.
[40:51] The public hearing was notice were duly advertised in the Gardina Gardina Valley
[40:56] News and mailed to the owners and occupants within 300 ft of the project
[41:00] site on July 31st, 2025. No public comments regarding the project have been
[41:06] received.
[41:10] Staff recommends to conduct the public hearing, receive testimony from the
[41:14] public, and adopt resolution number PC10-25
[41:19] approving environmental assessment number 2-25,
[41:23] site plan review number 1-25 and tenative parcel map 1-25 subject to the
[41:29] attached conditions of the approval and direct staff to file a notice of
[41:33] exemptions. staff is available for any questions as well as the applicant

[48:12] a land surveyor for them to have something in document and the applicant

[48:24] lines begin and so they have to comply with that and as well with the
[48:28] regulations for fencing and which is also applicable in the plants that he
