[0:04]
scrap like take it off scrap but we

how like the road dips and there's that
vent you know like it comes around we
[0:13]
can't see pulling out of our driveway
and ask at the meeting if it's Township
[0:21]
like like where that line
[0:26]
draws no that's I had to go take a
chainsaw to all of it
[0:30]
but I was like I'll find
out because I don't remember it being as
[0:35]
bad
[0:42]
so got a couple seconds
[0:46]

next we will move on to the bills to be
paid everyone's got a copy the bills
[5:03]
list here in front of them once you have
had a motion or once you had a chance to
[5:08]
review I'll need a motion to pay the
bills I'll make a motion to pay the
[5:12]
bills motion by Tina to pay the bills
seconded by Kevin any questions or
[5:18]
comments all those in favor I I opposed
motion carries next we move on to
[5:25]
Executive session um I do have a needed
for executive session to update on
[5:29]
litigation however we will not need that
there will be nothing to come out of it
[5:33]
so I shouldn't need it till the end does
anyone have anything that we need to
[5:37]
take action on following Tim do you have
any need nothing tonight no okay we'll
[5:42]
save what I have for the end then so
we'll move on to the solicitors report
[5:46]
whenever you're ready
[5:48]
[Applause]
[5:53]
timory were finalized I Charlie and
filed those on Friday so the demolition
[5:59]
can be on that front um I talked to J
again
[6:08]
about
issueing
[6:12]
meile
know I guess at this point if I don't
[6:16]
have anything by October I'm just to
start working on this myself the only
[6:20]
reason I want this file is I think it'll
save considerable amount of time but I
[6:24]
also don't want this dragging on forever
and ever um and iiz just a bit under the
[6:30]
weather a little bit of stomach bug so
participating remotely apologize and I'm
[6:34]
not there um I looked into some things
regarding the sarpd pension issues I
[6:43]
want to talk to I have an attorney
friend I know who handles some of this
[6:47]
and also reach out to SAR ping councel
on that as well and then I'll get back
[6:53]
to to the to the board in in October on
it one last thing going to be on
[7:00]
vacation from October 25th through I
think November 4th won't miss any dates
[7:07]
or anything any meetings with with Gil
but I'm gonna be on a cruise so I
[7:13]
probably won't be terribly accessible so
I'm GNA have internet but it's not going
[7:18]
to be like a full phone internet package
it's whatever they offer on the grp so
[7:22]
just kind of a heads up on that if
anybody has anything I'm going to make
[7:27]
my paralal um EX access during that time
and if there's a massive emergency
[7:32]
she'll figure out a way to get a hold of
go there that's about it
[7:37]
tonight any questions from
anybody have any questions for Tim not
[7:42]
me um I think you addressed it the only
thing I really have is just the pension
[7:48]
um and you mentioned that you're you're
going to get with the sarpd pension
[7:51]
attorney and get to that about know
weally have seven voters in place for
[7:59]
for um transferring the funds but we're
still 4% short of the 75% threshold
[8:07]
so and see what we can do there's any
other ways around this and whatnot but
[8:14]
I'll let you know here coming
days from this okay and I believe Bob
[8:18]
has a question for you
too I didn't hear what he had to say
[8:22]
about the park he's just waiting on some
files from Jim pero Jim still hasn't
[8:26]
found the files um
[8:34]
he closed the file from 2002 years ago
and he still has it somewhere but cannot
[8:39]
do locate it yet so
[8:45]
what's and all summer long he didn't
want to go up there because it was you
[8:48]
know 95 degrees for half the summer but
I've beening him about it so um I'm
[8:56]
hoping by next month like I said if we
don't have any is going to begin doing
[9:01]
this on my own much as I would like to
avoid that I just don't want this so
[9:06]
dragging on any longer okay yeah okay
thank you thanks Tim problem anyone else
[9:11]
have any other questions for Tim okay
then I will need a motion to approve the
[9:16]
solicitor's
report motion to approve the solicitor's
[9:20]
report motion by Jeremy do I have a
second second second it by Tina any
[9:23]
other questions or comments all those in
favor I I opposed motion carries under
[9:29]
old business we have discussion on
qualification um I don't really have
[9:33]
anything to report on that the proposals
still sitting there on the table I don't
[9:37]
know if anyone's had a chance to stop in
and review it uh it's more something I
[9:41]
want to keep in mind as we go into
budget season I would like to see if we
[9:45]
could look at it for next year but
obviously it's something we'd want to BU
[9:48]
it for so that's the only reason I
brought it up now I'm not looking to
[9:50]
take any immediate action on
it so I will make a motion that we table
[9:56]
the discussion on
clarification till future meetings
[10:00]
second that seconded by Jeremy any
questions or comments all those in favor
[10:05]
I I opposed motion Carri do we have any
other old
[10:10]
business I
don't
[10:14]
Oklahoma vote
to hire a company to handle all their
[10:19]
codification I'm not sure the same
company or not but we'd like get there
[10:24]
pass it along yeah yeah I mean I I have
a feeling there's there's a few big
[10:28]
players gener code American legal
publishing that's who it waser American
[10:33]
legal yeah they're one of the big
players in it them in general are
[10:35]
actually sister companies so you can
only go with one or the other for a
[10:38]
proposal as I learned in Ford City um
but good to know I I would assume
[10:44]
they're doing the same process of just
getting all their ordinances in order
[10:46]
and getting them online yeah really
scatter over Place
[10:51]
what're no that's okay so that is tabled
and no one had any other old business
[10:56]
we'll move on to new business we have a
letter from Sharon long attention
[11:00]
administrator followed by our MMO
[11:05]
worksheet so that being said Sharon is
there anything you would like to address
[11:09]
with
[11:12]
this no I guess anyone have any
questions for me so just for
[11:19]
clarification our estimated MMO for next
year our minimum Municipal obligation is
[11:26]
$24,200 of the pension fund that is
before state aid nonuniform Pion sorry
[11:31]
non-uniform pension fund to be exact um
that is before state aid so I believe I
[11:37]
don't remember the last time we actually
paid money into it and then the pension
[11:42]
fund is 3,680 so it's the two combined
is what we're going to be paying out in
[11:47]
2025 yes so the regular pension fund is
the police pension
[11:53]
fund so
207
[11:57]
28,000 but for the most part I would
assume that will end up covered by state
[12:03]
aid it has
usually but again that's nothing we
[12:08]
won't know that until September of next
year so I will need a motion to accept
[12:13]
the letter on the pensions from Sharon
long pension
[12:28]
administrator for
[12:59]
so the two together
[13:02]
274 I'm asking I mean that's what I add
up yeah saying yeah if you're adding up
[13:07]
the
2,254 and the
[13:11]
3,680 that's our total minimum Municipal
obligation for next
[13:16]
year for end of 2025
[13:30]
motion by Kevin to accept it have a
second second seconded by Tina any
[13:36]
questions or comments on
it all those in favor I opposed motion
[13:43]
carries next we have trickortreat trunk
Retreat
[13:47]
um I believe we were looking what date
were we preliminarily looking at Shar
[13:52]
oob 26 what's CL last Saturday
[14:00]
um so October 26 is the last Saturday of
the month um I did speak with someone
[14:07]
from the park and there was nothing
going on in the park that day um Chris
[14:11]
isn't here but um Chris had mentioned
he's like well do we want to do November
[14:15]
2nd I said you had mentioned that I said
but it's
[14:18]
like to me remembering back when I was a
mom and my kids were younger like after
[14:22]
Halloween was over I was kind of done
with everything Halloween and the
[14:24]
thought of dressing my kids back up
again and doing something didn't really
[14:29]
excite me but that's not my decision to
make what day you guys pick so so the
[14:33]
only other thing to keep in mind is the
26th I reach out to leeburg and see what
[14:37]
events they have going on is their Trail
thing they are doing their pumpkin Trail
[14:41]
however that is in the morning Sharon I
told you the times I don't remember 10
[14:45]
to 10 to one I think it was or I think
in noon and then like we were thinking
[14:50]
we did trunp Retreat start back right
off the end of that kind that's what we
[14:54]
did last year and there was quite a few
people when they came up to get the
[14:57]
dinners they were saying oh they just
got numed on the trail then they came
[15:00]
right up there that's our best play cuz
you know if we wait from the every
[15:04]
second I'm with you I think it's I think
it's like parents are
[15:08]
done get out a bunch of places yeah
they're tired of even better getting to
[15:11]
knock it out all one day go straight
from the trail up the Trump Retreat I
[15:15]
think we just keep it to 26 I think
that's good what time were we thinking
[15:20]
um we were talking possibly one right
Chris trunp
[15:25]
Retreat whatever whatever the end of the
trail thing is trail ends at noon
[15:31]
so I don't know what you
said that was the reason I
[15:38]
was the date we said that you know
Saturday is the the trail uh the
[15:43]
business Trail in town in leeburg and we
thought the best thing to do would just
[15:47]
be the piggy back it off that so that's
like one of our bigger fundraisers for
[15:53]
dog as well the unit
so a time that we can do so that we can
[16:00]
generate
some people for
[16:04]
the we we piggy backed off that years
past right did it work well yeah let's
[16:09]
just do that I mean how much of a gap do
we want to leave between their event and
[16:12]
ours really is the
question my initial thought was one to
[16:16]
four I don't know if anyone onate 12 I
think so is Le something that you stay a
[16:23]
whole time for could people beginning
and come and go yeah you're going from
[16:28]
business to business getting your card
stamped so yeah they walk like basically
[16:33]
the perimeter of the town hit the
businesses and then get like a hot dog
[16:36]
in the fire
[16:39]
station you probably could start it at
noon or even you could overlap a slight
[16:44]
amount if you wanted yeah because if I
go home I'm not coming back out also
[16:48]
another good parent point I agree with
you once I get that once we get home in
[16:52]
s want over so you said the pumpkin do
we have are you so it's 10 to 12 is the
[17:01]
pumpkin Trail that's confirmed the time
I I was to
[17:06]
say just so we don't look like we're
stepping up if we start at 11:30 we look
[17:11]
like we're stepping on their toes of
starting our event so let's just start
[17:14]
at noon so that we're even flow straight
from the trail not getting in their
[17:19]
way not stepping on toes to whatever so
yeah to three I think that's three hours
[17:29]
I think that's about what we normally do
all right there it is three three you
[17:33]
said four are we three I did because
talking about food
[17:42]
wise I'm fine with
[17:47]
before that thing
[17:56]
that's indeed you got two meals in that
one Chris all right I know last year
[18:01]
there was a lot of cars that ran out of
candies and then they kind of like
[18:04]
packed up and yeah left now don't know
for this year to have more c gask yeah
[18:09]
so that being said October 26 noon to 4
at the park de do I have a motion to set
[18:15]
that as the date time and location of
our trunk Retreat make a motion that we
[18:19]
set trunk retreat at the leeberg dilin
park for October 26
[18:24]
2024 Jeremy do I have a
second second by Kevin any other
[18:30]
questions or comments I'm
sorry no to four did it right that's a
[18:35]
that's a strike strikes are back out
guys all those in favor I I oppose
[18:42]
motion carries okay next one move on to
budget meeting date and time everyone's
[18:46]
favorite time it's budget season um so
we need to get our first budget work
[18:50]
shop scheduled either towards the end of
this month beginning of next beginning
[18:54]
of next is better for me personally but
um we would like to do depending on how
[19:00]
many of us you want here Chris K is
effectively gone that first until the
[19:05]
second week of October second week of
October like through October 2nd 5th
[19:09]
something like that he shared with us
we'll be yes let me find that he
[19:16]
said last week of September and first
week of October he's gone and I'm Gone
[19:20]
the entire last week of September too so
sounds like we don't want to do anything
[19:25]
until the second second week of
October week October
[19:29]
7th there's another meeting here at 6 o'
but it could always be after that we
[19:34]
have our industrial development
committee meeting here first Monday of
[19:37]
the month or not Mondays that's right
you have other stuff going on Mondays
[19:42]
Wednesdays I know Chris said Wednesdays
are typically best for him too when
[19:46]
schedul and
stuff Wednesday good yeah the night is f
[19:51]
Wednesday the night
times looks good for everyone how long
[19:56]
do you think we'll need for the first
meeting if you don't start until 7
[19:59]
o'clock and it's going for two hours
it's past my bedtime so we got I want to
[20:02]
believe it won't I want to think our
first pass should be a quick one um
[20:06]
about six six okay with everyone six is
good okay night six o' October night six
[20:12]
o'clock good with everyone Bud Workshop
so I need a motion to set our first
[20:18]
budget workshop for octob Budget
Workshop general purpose meeting for
[20:22]
October 9th at 6
o'clock motion by Kevin do I have a
[20:27]
second second second by Tina any other
questions or
[20:30]
comments all those in favor I opposed
motion carries next we have LSA Grant
[20:38]
applications so first they were supposed
to announce last year's LSA grants today
[20:43]
they didn't um so they most likely will
not be announcing them until October or
[20:46]
November or if it's anything like the
last round January um but that being
[20:52]
said the next round has opened and is
opened from September 1st to November
[20:56]
30th so
probably in our best interest to try to
[21:01]
pick out a project for this next round
of
[21:04]
applications um out sanding we have I
think three Road
[21:08]
applications a application for a new
Mower and an application for an addition
[21:14]
on this building that's outstanding that
may or may not be awarded in this round
[21:18]
of
[21:21]
LSA so but if we would
apply before we know we could be
[21:27]
applying for something that already
could get awarded that's yeah that's why
[21:30]
I hate that they overlap this um but
that being said we could always Maul
[21:36]
this over until next month we have until
November 30 at two o'clock so we have we
[21:41]
have plenty of time yeah we've got time
to figure out project I mean if we're
[21:45]
going to apply for one of the same
projects that's easy copy and paste from
[21:49]
last year change dates or whatever might
be changed
[21:52]
timelines even if we don't I've I've got
it down I've got a pretty good boiler
[21:56]
plate set up for gilin just to
plug in the blanks
[22:02]
um so just think it over I'm not saying
we have to take any action on this
[22:05]
tonight but I just wanted to bring to
everyone's attention this is a grant
[22:08]
available between I believe minimum
100,000 Max up to a million if I
[22:15]
remember correctly um so mul it over
think of some projects non-matching no
[22:20]
match money required for this one well
we all know my stance on free money we
[22:24]
should go for all the free money but I
feel like we should probably wait until
[22:27]
the next meeting to see if we by chance
know what was approved so that we don't
[22:30]
duplicate processes yep I would agree
and everyone can think over if there's
[22:33]
other projects they want to go for that
maybe we haven't applied for keep that
[22:38]
in mind too so that being said we'll
just leave
[22:41]
that on the
table I mean a motion to table the LSA
[22:47]
Grant application projects make a motion
to table the LSA Grant
[22:52]
application okay second motion been
seconded any other questions or comments
[22:57]
all those in favor
iOS motion carries do we have any other
[23:01]
new business just have a couple
questions not really like new business
[23:05]
but just as far as the paving projects
as we go forwards when do we start like
[23:10]
dialing in on the roads for the next
Paving season again and like saying
[23:15]
these are the roads we're going to do I
know that's not like it's probably
[23:18]
something that Kevin's talking to Ted
about and but when do we start picking
[23:22]
those out I think we in the past we have
officially picked them
[23:27]
in a
[23:30]
March April March April the board has
voted on what roads we want to submit
[23:35]
for Ping last correct I'm wrong the last
couple that we have done have been lay
[23:41]
from the time before time before yeah we
do keep kicking kicking stuff down the
[23:47]
road had a list
at yeah that I mean like aadd was it
[23:55]
would it was something that we were we
had like texting a while back I have I
[23:59]
have it if you could just be curious as
to like what the pecking order is
[24:03]
because you know obviously we all hear
from our residents about what they want
[24:07]
PID wor just trying to see you know give
them provide them some answers and also
[24:11]
be involved in the discussion when we
get to that point mean but I mean you
[24:15]
got to keep in mind too that even with
this grant um Le
[24:20]
highs veterans is you know you got to
pay for that up front sure and then you
[24:25]
get what a 60 60% reimbursed
[24:30]
about that other question um and maybe
this as far as like who we contract for
[24:37]
our Towing I was talking the reason I
asked I was talking to STS and you know
[24:41]
they got set up to like put a fence up
did all this stuff according to so they
[24:46]
could probably handle Towing I was
wondering that was kind of their main
[24:49]
Drive behind it apparently Deans doesn't
want it there's no interest from beans
[24:54]
as we use terries now is that correct
this is more this goes to the police
[24:58]
force is I think but yeah the police for
agreement with okay so then this is
[25:02]
something I can talk about with you guys
and I talked to okay so you're so you're
[25:06]
aware too that that's something that
they would like to be considered for yep
[25:10]
I'm the one that have him put up that
fence say he say he he set up and I was
[25:14]
in there the other day and he just asked
if I could you know get the ball rolling
[25:18]
on it if possible so so we can talk what
we um my thought process was is fill the
[25:26]
void before what Deans it de all the
during the day okay um and then just
[25:32]
it we have go back to the yeah that's
something we talk about in a different
[25:37]
meeting for sure just those are the only
two things ahead back to the paving real
[25:41]
quick what I'll do Jeremy I'll get out
the list kind of that I prepared of and
[25:46]
it's not really I wouldn't call it a
Township list it's just I I every year
[25:50]
send Ted my priorities from what I hear
that's just me sending Ted what I what I
[25:54]
hear around the township um but I'll
send out what I'm what I've kind of
[25:58]
worked out I also put together an Exel
Excel spreadsheet last year the kind of
[26:01]
rated roads from best to worst um just
based on riding around gravel potholes
[26:07]
Etc obviously that needs updated yeah I
just I just I just like to see if we
[26:12]
have a pecking order what the pecking
order is and you know and just be
[26:16]
involved when we start making decisions
on you know as to what roads are we're
[26:20]
going to pay that's all well I'll get
that list out I'll get that Excel
[26:24]
spreadsheet out kind of that I put
together take some any feedback that you
[26:28]
guys want to give on I'll send it out an
email um and we can kind of take it from
[26:32]
there perfect but yeah I think typically
April we we make those final calls out
[26:38]
put the bid packages together you
have when James comes and figured out
[26:44]
and you get an estimate as what his
projected cost is and then then you fit
[26:48]
that into the budget because a couple
years
[26:51]
ago do like four different things and um
it just kind of made it you know like I
[26:58]
knew some of them weren't even going to
be Clos to a budget so it just kind of
[27:02]
more of a mess than just kind of another
general question we keep saying like
[27:06]
stuff get kick back so we're not
spending the
[27:09]
money on the paving if the projects are
being pushed back and pushed back and
[27:13]
pushed back well no it's just whatever
you kind of have like top one and top
[27:18]
two but then something comes up and then
number three gets bumped up so it's not
[27:21]
it's not a it's not it's not we have
money and don't have Labor problem we're
[27:25]
we're we're getting the labor we're
spending the money yeah we're do what I
[27:29]
was just say if we had if we had a labor
problem then we would need to look
[27:32]
differently at it that's all we would
maybe need to like figure out how it
[27:37]
meant that specific I thought I thought
we weren't able to like get the work we
[27:41]
had the money we we hired the people and
they weren't showing up and doing the
[27:45]
work it was something something got in
front of
[27:50]
it I mean I get that okay like well last
year two years for example the quote I
[27:56]
think it was two years ago now the quote
God for heill came in way over what we
[27:59]
have budgeted sure and things like that
then you make an adjustment on what's
[28:03]
going to go that
year any other new
[28:08]
business okay move on to report zoning
report when your egg Jaren I didn't put
[28:13]
one in your packet but this report
covers August 21st through September
[28:17]
17th there were three permits issued one
sign one garage one carport for a total
[28:22]
of
$83 okay do I have a motion to approve
[28:25]
the zoning report I'll make Mo to
approve the Zing report Mo by Tina
[28:31]
second by Kevin any questions or
comments all those in favor I opposed
[28:38]
motion carries next we will move on to
the road report whenever you're
[28:42]
ready road report for Tuesday September
17 2024 we CLE the trough drain on Le
[28:49]
High Drive we did prep work on the lad
sh roads for the paving which included
[28:54]
tree trim we did pipe replacement some
annual patching the payment was
[28:59]
completed uh we did do some shoulder
backup on those two roads where it was
[29:03]
needed I'm going to have to go back and
do more I just kind of did right down
[29:07]
the spots where it was kind of sketchy
on the Ed where you had like a 6 in you
[29:11]
know just deeper one spots the road kind
of narrower so I took care of those now
[29:16]
but I will have to go back and do more
down there um we did help with the water
[29:21]
authority with a water leak one day uh
went to the DC and North class uh we've
[29:26]
been hauling uh way to our dirt roads
try Hill wonders Shipman Jack ra met
[29:33]
roads Towers I have cleaned out some
portions of the ditches as needed
[29:38]
basically we're fixing the worst areas
on those road right now to try to get
[29:42]
you know to help them mainly because
I've been getting of you guys and from
[29:47]
you know some residents have called so
trying to get that done before we get
[29:52]
into the second round like that um we
did uh fix the shed out here a little
[29:58]
bit it was like kind of Twisted the
doors were jamming up and they weren't
[30:01]
latching so we worked on that uh Mory
finished painting the curbs and the
[30:06]
lines of the office parking lot uh mowed
grass at the office and garages we
[30:11]
removed some down trees uh did some
equipment maintenance AB Building
[30:15]
Maintenance I did some administrative
work and I have um met with
[30:20]
Gillette um and we've had had to make
calls and Sharon made calls about the
[30:24]
utilities on that Evergreen Road House
um he is going to be working on demoing
[30:30]
that Raymond Rally House this week and
so whenever the power line and all that
[30:36]
is removed from the evergreen house then
he'll come
[30:39]
that so that should be did you hear that
I already
[30:46]
talked down I wanted to give people the
warning
[30:51]
that SAR down there mainly him and and
the trons I got a hold of I had to call
[30:57]
her um and just let them know you know
they're going to be down just it's you
[31:02]
know there could be some
[31:07]
inconveniences you said we work on the
we work on the shed we worked on the
[31:11]
shed
[31:21]
we okay got anything else for your
report that's it okay I think I got
[31:26]
everything okay having heard the road
report do I have motion to
[31:31]
approve motion by Kevin do I have a
second second seconded by Jeremy any
[31:36]
questions or
comments all those in favor I I oppos
[31:42]
motion
carries next we'll move on to
[31:45]
Communications we have the minutes
Municipal Authority um this is for their
[31:50]
August meeting which I believe I
attended this
[31:53]
one yep um and going to the hydrant
maintenance there no hydrant
[32:02]
mten they did have they did recess that
meeting then reconvene on the 20th and
[32:06]
they had a workshop Phil was to talk to
me but never
[32:11]
did
um and then
[32:16]
they adjourned that meeting uh we do
have a letter here from FEMA under
[32:21]
Communications this is just informing us
that our updated flood plane ordinance
[32:26]
that removed all the restrictions that
were in the old one um is compliant with
[32:31]
FEMA's requirements under the national
flood plane or national flood insurance
[32:36]
program and it was just them Thanking us
for making sure it was in
[32:41]
compliance any other
Communications we still meeting with
[32:45]
them October 2nd yes
yes yes yes so I'll say that under
[32:50]
calendar editions still good yes okay um
do I have any visitor
[32:56]
comment py name and address for the
records yeah Chester A 116 Pine Hill
[33:01]
Drive um did you just accept them two
partials down in
[33:06]
Georgetown that lady wanted to give you
the property yes okay now do you pay tax
[33:12]
on that no they're tax exempt right now
okay now you're going to tear that house
[33:16]
down next to them you think you can make
a bundle and sell that to somebody
[33:21]
that'll be paying taxes on it because I
can't see a playground or anything going
[33:25]
my personal personal intention not
speaking for everyone yes I would say we
[33:30]
try to fundle it because they're all
three in a row there yeah I would say
[33:33]
try to get back the TA next to it even
better see if we can stipulate some type
[33:38]
of building on it yeah that allows devel
maybe a small attack of baitman for the
[33:44]
first five years you know yeah we
actually offer 10 well budy of M bought
[33:48]
a building up in Ford City school and he
got a 10year tax abatement on it we
[33:53]
offer the 10year alerta abatement so
that is that is an option for impr
[33:59]
and the other thing I know you just
don't give a police report anymore but
[34:03]
it would be nice to know what crime is
going on in guil and Township I give you
[34:07]
we never hear we get the police report
at our commission meetings I can start
[34:10]
bringing those me yeah yeah AB know who
[Music]
[34:16]
neighbors okay any other visitor comment
yeah on the Raymond Road property
[34:23]
one23 on that property going to start on
tomorrow I believe is that so what next
[34:30]
we you going to put it up for bid uh so
I I was doing some research into the
[34:34]
second class Township codes the codes
allow for two things one if we can get
[34:39]
an appraisal on it and show that
appraises for under $6,000 we can sell
[34:43]
it out right um if it appraises over
$6,000 we have to put it out for bid and
[34:48]
accept sealed bids yeah so that that's
that's the next step after we tear it
[34:53]
okay so well when will I find
out um it's hard to say I mean they got
[34:58]
to tear it down so at least next month
we'll probably take further action on
[35:02]
what we're going to do with that
property as far as getting an appraise
[35:06]
for just trying
to like the number one interest
[35:11]
understandable you have the most vested
number one party of Interest should show
[35:15]
up next month is what I think
say Jeremy you've got more insight into
[35:21]
this to me that little parcel you think
it would be a cze under 6,000 I would
[35:25]
feel pretty certain you would basically
I would
[35:28]
it's just be a bank
there that being
[35:34]
said if we don't if it's under if it's
under 6,000 we can sell it out right we
[35:39]
have to just vote to sell it and and Tim
correct me if I'm wrong that's how I
[35:43]
read the second class toship
[35:47]
codes yes we do have to get it appraise
but we don't have to we have to have an
[35:52]
appraisal showing under 6,000 and under
the second class Township Code real
[35:56]
property under 6,000
value can be sold out right um so have
[36:01]
to advertise it or what if we have an
interested part we would we would call
[36:05]
an appraisal an appraiser have them
appraise it as long as it comes in under
[36:08]
6,000 we have to vote at our meeting to
sell it to the interested individual um
[36:13]
I'm just I'm just trying to help
interested individual that's kind of
[36:17]
where I'm at to for that small Hillside
having to go through the steps of
[36:21]
putting it out to bid and accepting
sealed bids and I'd rather us should be
[36:24]
able to just sell it up right so with
Jeremy's opinion would say I mean feel
[36:31]
because it is spending money and it's
not on the agenda tonight we can't vote
[36:33]
to do the appraisal but I would say next
month we vote to do the appraisal and
[36:37]
everything to follow and we'll have that
on the agenda next month so it would be
[36:40]
two months before interested parties
could potentially purchase the property
[36:44]
most likely yeah two two two months
about what we're looking at so the next
[36:48]
meeting you'll vote on something that's
that's vote we'll vote to spend the
[36:53]
money to get the appraisal to verify the
property is valued under 6,000 then at
[36:57]
the next meeting which would be
November's meeting we vote to sell we
[37:02]
would vote to sell it to interested
parties that might send a letter to say
[37:05]
that
[37:08]
they well that's the law unfortunately I
mean had we we're faster than
[37:20]
statee great point oh hold on we're
moving faster we we picked up speed so
[37:26]
Jeremy makes awesome point at our next
budget meeting it's also a general
[37:30]
purpose meeting we can have an agenda
that lays out the option to advertise
[37:34]
for an appraisal so that will move us
through I would say a month right so
[37:38]
then by our next regular monthly meeting
we could sell we're back to selling it
[37:42]
in
October make sure you're not on vacation
[37:47]
smart
Jeremy estate I don't I don't like to
[37:52]
buy it I don't like to sell it I don't
want nothing to do with it okay okay any
[37:55]
other visitor com yes name and address
for the record
[38:02]
please neighor
14 and um he has a vacant lot on Ritter
[38:10]
Lane and he's considering selling it he
asked me before he put it up for General
[38:15]
sale if I might be interested I
contacted Sharon and told her my
[38:20]
interest last month was I would be
interested in the property if I could
[38:24]
build a garage on the setback and not
have to build a primary dwelling on it
[38:29]
first it's not contiguous with my
property she said I would be best coming
[38:33]
to this meeting and address the matter
in front of the board because it was I
[38:38]
guess it's not normal Z Tim did you
catch all that no I really couldn't
[38:43]
that's okay so this gentleman there's a
parcel nearby his home that is for sale
[38:50]
he would be interested in purchasing it
to build a garage however it is it does
[38:53]
not have a primary dwelling and is not
connected to his his primary dwellings
[38:59]
parcel um so he was just under I believe
under the current zoning it it says that
[39:04]
it has there has to be a principle
parcel or principal structure on the
[39:09]
parcel and I think that's that's what
he's asking I mean what what are his
[39:12]
steps moving forward a variance Maybe
orive
[39:34]
[Music]
it does not touch it doesn't touch his
[39:39]
existing parcel that's the pro it's it's
about oh I don't know 200 yards
[39:50]
away so he's he is not giving legal
advice but recommending the route to go
[39:56]
would be a huge variant
to ask for the variance to use the
[40:01]
purchase the parcel ask for the variance
to be able to put a garage on it and
[40:04]
that comes out of our hands and goes to
our Z
[40:20]
hearing attorney on it I know people try
do these on their own a lot and they're
[40:27]
there's a lot getting done so Tim Tim is
there a way we can simplify this on our
[40:33]
end as a Township to make it not so
difficult for our residents to be able
[40:37]
to do
[40:43]
this so it's the zoning that's
prohibiting this from happening again
[40:48]
we're back to
that I said it's the zoning it's the
[40:52]
zoning that's prohibiting what the
building of a of a garage instead of
[40:57]
house on on a piece of property that
somebody owns or wants to
[41:13]
buy that zoning like the back of your
hand what is there any piece of that
[41:18]
that allows for this like why do we have
to have a primary not that I could find
[41:23]
um that was something that carried over
from our old zoning was that a parcel
[41:28]
to build on a parcel that an accessory
use which is a garage is considered an
[41:32]
accessory use you must have a primary
principal use on the proper so how hard
[41:38]
is it to make an amendment to that so
we're looking if I had to guess about a
[41:46]
two to three month process at least so
we have to I believe the way and I would
[41:50]
have to read the zoning to be certain we
propose it to the Planning Commission uh
[41:55]
so there's there's two options there's a
land owner Curative Amendment which is
[41:59]
where the land owner submits to the
board asking for this amendment but then
[42:02]
he still has to pay for a hearing and go
through the hearing process or the board
[42:06]
can propose an
amendment to the Planning Commission and
[42:10]
ask the Planning Commission to prepare
an amendment for adoption we have to go
[42:14]
through um and
notify because this would be a change in
[42:19]
uses I believe it's just a general ad
notification similar to most like
[42:26]
ordinance amendments um I don't believe
because it's not a map change we don't
[42:30]
have to notify everyone's surrounding
it's more just a general but you still
[42:37]
have yeah we would have to have a public
hearing but this is something the board
[42:41]
can
do and it would honestly go about as
[42:45]
fast as a variance process in my opinion
if not maybe faster because for variance
[42:50]
you also have to gather the zoning
hearing board which is a separate board
[42:52]
from us and get them all three together
and get that moving so variance puts a
[42:57]
lot of work on our residents but this is
something that yes an amendment we can
[43:02]
propose to the Planning Commission and
ask
[43:04]
them we don't and he doesn't have to pay
for it we can cover we we eat the cost
[43:09]
of if if it is a board proposed
amendment and again I I have to read to
[43:13]
get exact but it's off my best
recollection and a board approved
[43:17]
Amendment the entire cost is eaten by us
or a board proposed amendment can I ask
[43:22]
followup absolutely yes does the current
owner of the property need to file for
[43:26]
the Amendment or does the future owner
well this is something we would do on
[43:31]
our end to basically change the
regulations that would permit anybody to
[43:35]
be able to do that not just case
specific for you okay and then once that
[43:39]
was in place then I it would BR the
property up to build you know a chicken
[43:43]
coupon it or a garage or you know
whatever you preferred on your own
[43:48]
property yeah that a little more
complicated than I was no there's yeah
[43:53]
looks like there's two Avenues here yeah
thank you we could put a garage or
[43:59]
apartment above
[44:02]
it all a toilet in a bedroom you can
live there always a
[44:09]
loophole that's not legal advice I'll
give I'll give you a
[44:14]
builder um this tagging off of that
because we've had some other issues come
[44:21]
up with some of the zoning things is it
each amendment is its own set of costs
[44:27]
we can do multiple multiple amendments
in one and that would be my
[44:31]
recommendation is let's come through for
some other issues because I I I would
[44:36]
think that would be the most cost
effective route for the taxpayer that we
[44:39]
find as many to do at once and not
be one there one here one there so the
[44:46]
answer is we can get this fixed but not
as fast as you want Tim has something to
[44:50]
say for this too keep in mind what
[44:55]
Tim that's the biggest EXP
[45:08]
[Music]
[Applause]
[45:14]
okay so whoever wants
to I mean I I'll I'll look for the the
[45:19]
sections and I'll talk with Tim and see
about what wording needs to change yeah
[45:25]
everybody needs to look as a group we
should yeah look look through I'm I'm
[45:28]
speaking specific to what the section I
know um but yeah as a group look through
[45:33]
find some things I
mean bound to be some things we carried
[45:38]
a lot over from the old ordinance um so
there're bound to be some more things
[45:42]
that maybe would want change that didn't
get done in the year and a half process
[45:45]
for doing it but um so yeah come through
find what you can and we'll talk with
[45:51]
Tim and see what next steps are so well
I just I just prepared for
[45:58]
a we and
AO ex I'm that I'll everybody there's
[46:05]
some saved money
[46:08]
already perfect thank you Tim because we
had a couple things that we wanted to
[46:12]
look at that kind of works well together
yep
[46:16]
okay so we will do some research on our
end
[46:20]
and I I I don't want to guarantee you
that it is something that will move
[46:24]
through I can't make that guarantee but
it's something we're going to look at
[46:28]
and attempt to
resolve that you'd be able to put a
[46:32]
garage on it without a house would be
the first property just a garage correct
[46:37]
yeah but it would be a change to our new
zoning that changed well that specific
[46:42]
regulation I'm not sure if it changed or
not I have to check
[46:45]
but okay any other visitor
comment just one followup on that would
[46:51]
I have to present some sort of a plan of
what it is I'm planning to put there
[46:56]
right now right now there is no
obligation on your end this is fully a
[47:00]
board proposed amendment the board will
do what it needs to do now when your
[47:06]
time to build comes depending on the
size and everything you have your
[47:08]
building permits all that but yeah okay
any other visitor
[47:14]
comment okay no mo want to calendar
reminders additions just a reminder to
[47:18]
the board October what I say October
2nd October 2nd
[47:24]
at 6 pm board will be meeting with the
municipal Authority board here at the
[47:30]
municipal building um in an executive
session to have some discussion on their
[47:35]
Futures and what they're trying to work
out right now any other calendar
[47:42]
editions okay any need well now is my
time for an executive session however I
[47:47]
would ask for a motion to go into
executive session followed by
[47:51]
adjournment with litigation so I would
ask for that
[47:59]
second immediately followed
by wej the meeting then go okay yes yes
[48:06]
yeah okay I'm just that's my yes the
motion to adjourn the meeting then move
[48:13]
to okay all those in favor I
oppose motion carries motion by Kevin to
[48:21]
adjourn the meeting do I have second
second second up by Jerry Jeremy that's
[48:26]
not Jer Al in favor
I oos we're adjourned at
[48:39]
7:47 Yeah Tim will get to work on that
we talked about that last month Tim and
[48:43]
I talked about that
