[5:07] we moved ahead our our master plan for the county and what that means is it
[5:11] starts 63day review period. So everybody is encouraged to get a copy of that.
[5:16] There's digital copies or if you go to the courthouse you can get a paper copy
[5:20] of it. U review it. This is the 63day review window. And when we passed it as
[5:26] a resolution we allowed ourselves to have final approval after the 63 days.
[5:31] So after 63 days if we're not uh in favor of the changes or don't don't like
[5:36] the plan, we have that ability to not pass it at that point too. Um had
[5:41] somebody from the company [clears throat] was there today that
[5:44] answered a lot of the questions we had and I had I felt comfortable at that
[5:48] point to to move that along. So that that is the 63day period. So

[5:58] this is very important. What are the highlights that that are in that plan
[6:01] that would get us to go to the courthouse, go online and find it?
[6:06] » The the master plan really sets for the next 20 years kind of the vision for the
[6:10] county and where we want to be. A big part of that is what the land use is
[6:14] going to be. There's a big land use map. Um if you were at the big master plan
[6:20] meeting that occurred at the arena, they had the big giant map of all the
[6:24] different areas of the proposed. It really it shrank some of our industrial
[6:28] areas. It it allowed for more different things. It really cleaned up a lot of
[6:33] the areas throughout the county that um we're and that sets it for the next 20
[6:38] years. It's a living document like anything we could change. It's more of
[6:41] the big 20,000 foot view of what what that is and where our
[6:47] county wants to be. A big part of that is preserving. Big part in that plan is
[6:52] preserving. Uh a lot of the questions we had today were centered around solar and
[6:56] data centers and I was really pleased with the answer I got on data centers
[7:01] specifically. Um in our land use map in that plan there's a land use map that's
[7:06] proposed um there's a purple area that is industrial and the answer I got today
[7:11] was that if there is a data center in Gladwin because it's illegal use there
[7:15] have we have to allow for illegal use of things in our plan and the way it's
[7:21] proposed is that it has to be within that area designated as industrial if
[7:26] the planning commission and zoning we pass our zoning ordinances and planning
[7:29] and they make changes to it from that But in our big picture, [clears throat]
[7:32] that's where that is. So, I felt really pleased hearing hearing that. There's a
[7:37] lot of questions surrounding that that I've been getting and I have myself.

[7:42] anything about I mean, I have, you know, the previous meetings and stuff. Is

[8:32] our own or no? >> I don't think so. I think residents can
[8:35] because you're residents of the county and have a say in it. But as an entity,
[8:40] I don't believe there's a staff. I think they'll [clears throat] probably what we
[8:43] got today is stakeholders will get copies of that. So, I'm hoping they send
[8:46] that out to cities, townships, big companies that have a vested
[8:51] interest in that. But I encourage everybody to read it. I really like uh
[8:55] one thing that was said today is most counties and cities that have a master
[8:59] plan, they get it, it's beautiful, it's nice, and then they put it on a shelf
[9:02] and say, "There's our master plan." And it sits there for 20 years until it's
[9:05] time to redo it. So, I really I want to use that as a as a living document that
[9:10] we can continue to use because it really is kind of that guiding force of where
[9:13] we want to be. And in 20 years, hopefully I'm still around and we can
[9:17] look back and say, "Hey, we we didn't know what the heck we were doing in 2026
[9:20] because now in 2046, these are our new guides and things to do.

[9:30] and some updates that are in there, but not big picture things. It's a lot of
[9:34] details that I don't think they got all the way correct that I'm going to work

[9:41] the things said 46% of Gladwin residents, Gladwin County residents have
[9:46] curbside trash and I thought that I don't think that's correct. I think it's
[9:50] a lot higher number than that. Um, so some things like that that are more
[9:55] demographic that I need I needed to see updated that we'll look through and
[10:00] that's what the 63 day window is for. >> Um, I just had a question because you
[10:04] said um for the data centers they have to go in the industrial part. Does
[10:06] Gladron County have an industrial like like we have an industrial area but
[10:10] where's the county industrial? >> So there are zones within that are zoned
[10:15] industrial. So there's spots in Beaverton, there are spots in I have the
[10:19] map. We can >> there's but there's different actually
[10:21] designated spots already where it's considered. Okay.
[10:24] » And we can always make more. So there's there's an avenue within that. This is
[10:27] the proposed map, but if the planning, zoning, county, cities, whoever wanted
[10:32] to revitalize and have an bigger industrial zone, there's a way to change
[10:38] whatever land to an industrial zone, but the way it's proposed right now is on
[10:42] that map. So then the other question I have for you is um so I I came across
[10:47] there's a data center a data center here in Michigan that this man has owned for
[10:51] quite a while and I don't understand the differences between them other than one
[10:55] uses water and the other one does not. Can you if we have data center if we end
[11:00] up you know somebody trying to come here can you make it where they can't use the
[11:04] water and they have to do it the other way is that a possibility or do they get
[11:07] to pick because I know you can't tell them no it can you say no you can't use
[11:12] the water one you have to use this other way that they do it without the water is
[11:15] that possible >> so I've had that same question and the
[11:19] answers I've gotten have kind of varied water use is more of a state issue and
[11:25] from drill wells it's a state manages that. So our friends from fleets and
[11:30] vand nodding along, so correct me. >> No. Yeah, you're right there.
[11:35] » Yeah. So it's not really that we have local control to say you have to. There
[11:39] are state incentives right now that any data centers who put in get an extra
[11:44] economic boost if they tie into municipal water sources. So that's where
[11:48] a lot of them are incentivized to do that right now. Doesn't help that our
[11:54] residential or our municipal water sources all come from wells to begin
[11:58] with and and whether we have the capacity to take out 100,000 gallons a
[12:02] day or more of water use that would be for the planning zoning and the cities
[12:07] to >> It's interesting that you say that
[12:10] because I read an article the other day in the water use was a cheaper option
[12:14] for cooling >> the equipment's extremely expensive to
[12:18] go without the water. Yes, that's what I >> just almost quadrupled.
[12:22] » I literally watched a council meeting where this guy went into his community
[12:25] and he said, "I own a data center and you guys need to stop this right now.
[12:29] This is going to destroy our community." >> Yeah. And there's different versions or
[12:33] glycol and some use recycle the water and pull it. There's a million different
[12:38] things and we are so early in the development of it that we just don't
[12:43] know a lot of those answers. my understanding that there's an
[12:46] incentive [clears throat] for the companies to hook up to municipal water
[12:49] at this point. And I don't know how the city feels, but I I wouldn't imagine
[12:54] both either of our cities in the county are set up to take on that much use from

[13:06] Um after we did the county also um approved we're going to hire an HR
[13:12] consultant for HR training and mentorship Laura Brandon Mabel. Um she
[13:19] was approved um I don't know the hours 8 to 10 hours I don't remember

[13:28] she's going to come back and help in a consulting world. you don't need to do
[13:32] that. Um, kind of update our policies, look at different mentorship things in
[13:37] HR especially. Um, so I'm really pleased for that. Glad we were able to to do
[13:42] that and bring her experience for that. Um, after the meeting, we had a two and
[13:47] a half hour budget meeting. So, that was fun to go through budget. We got to hear
[13:51] from different uh department heads and all around from the county and and look
[13:56] at our budget as we we look forward. We're going to do that again after our
[13:59] next commissioner's meeting. So, anybody interested in the county budget, come uh
[14:03] to our next meeting on the 22nd. I think it's two Tuesdays from now and stay
[14:08] after and hear all about your county budget.

[14:20] have a county parks pl uh meeting tonight um where we are going to discuss
[14:25] our parks master plan, which we have selected a new vendor for that. um we're
[14:30] excited to work with them and to kind of have a new parks plan too. So really
[14:34] appreciate the input that we've gotten from people who are involved in that and
[14:38] I really enjoy because my only experience with working on the parks
[14:41] master plan was the city of Gladwin's park master plan. So I kind of know a
[14:45] good idea of how that works. So really excited for the county [clears throat]
[14:48] to have that um go forward. I don't know if I if I gave this update last time um
[14:55] before the lodge, the sportsman's club lodge and recreation area, whatever you
[14:59] want to call it, we did have uh somebody who was helping run that for us. We she
[15:05] got busy with a new job, so we transferred that. Um so our new uh I
[15:10] don't know what we're calling manager of the facility is Trisha Laroo. you know,
[15:14] Trisha, she's around. She's the head of the L Sports Complex, really involved in
[15:19] the in the area. Really excited. There's some good events coming up. There's a
[15:23] shuderie class that's coming up in a few weeks out there. The Council of Local
[15:27] Government meeting is going to be out there in a few weeks, and they're doing
[15:30] a an archery, a 3D archery shoot out there, which is pretty cool. Coming up
[15:35] in a in a few weeks as well. So, a lot of good things to come out there.

[16:50] We have all the senior services and home delivered meals. Um, Monday we will be
[16:56] taking possession of the [clears throat] 2025 uh new um Dodge van. It's electric.
[17:04] Um, Consumers Energy through their MI Power program nominated the Council on
[17:09] Aging to receive this gift, this huge gift. It's like $75,000
[17:14] and they put in the charging station. So, we will be um taking possession of
[17:18] that Monday >> and yeah, a lot of exciting new things

[19:59] » Just as a quick side note, one thing we have to remember with anything when it
[20:03] comes to these data centers, industrialization or other things that
[20:06] might be coming to our county, obviously we need to allow for growth. We need to
[20:10] allow for the ability for businesses and economic opportunity in our county. We
[20:13] can't just obviously in the 21st century rely solely and exclusively on
[20:17] agriculture, although people do need to eat. So, it's kind of a good idea to
[20:20] kind of keep most of that intact because, you know, we're always going to
[20:23] need food to stock the shelves. So, we need to keep that in mind. We also have
[20:26] to keep in mind that science has made many advancements and stuff. And these
[20:29] people were saying these data centers need over 100,000 gallons of water. I
[20:33] don't know if they haven't heard of oil, hydraulic fluid, coolant, or any of the
[20:36] other synthetic materials that we have created over the last 150 years in order
[20:40] to keep things from melting down, whether it's in a car or hydraulic press
[20:44] or all these other industrial applications. So, I just don't
[20:47] understand why we have to that basically be held ransomware. It's like, well, it
[20:50] has to be hooked up to a venial water supply or it has to be used the wells.
[20:54] Why are we not entertaining all these other options or potentially even making
[20:58] them spend all their enormous money that they have to do the R&T to create
[21:02] something new that will keep these things cool? the fact that we are
[21:05] hitching it, having that opportunity. People really need to stop, you know,
[21:08] seeing it as one way or the other and start thinking a little bit louder on
[21:11] these things and a little bit broader because at the end of the day where
[21:14] there are other solutions that they clearly don't want to entertain either
[21:17] because it's just a lot cheaper to use the water and they don't care about it
[21:20] or worse, they intentionally want to sabotage water supply so that way then
[21:23] when people can't use the water here, they can buy up the land cheaper. We can
[21:26] see how all these things will play out. Plus, as someone who's grown grown up in
[21:29] an area first 18 years of his life where you didn't have forests, you had forest
[21:33] preserves, you didn't have nature, you had nature preserves, it really sucks to
[21:37] have an area where yeah, you got industrial areas for little sections
[21:41] right now, but if those areas get too big or if we just allow for the language
[21:44] of these master plans going forward to just allow anybody to come in here and
[21:47] do whatever the heck they want with those things, [clears throat] we could
[21:50] face a very serious problem. Not to say we need to say no growth whatsoever, but
[21:54] there's a level that we really got to be careful going over. So, I'm hoping that
[21:57] everybody in all positions over the next 63 days thoroughly reviews that cuz Lord
[22:03] knows I will be. I know lots of other people that are doing the exact same
[22:06] thing. So, I want to make sure that we are all really being careful because 20
[22:10] years is a both a long time and it's going to be gone in the blink of an eye.
[22:13] So, we got to think not just 20 years but 100 200 years in the future as well.

[22:50] the grant. Okay. I already got the funding. And I did a um got a grant for
[22:55] Maple Man fire panel which is $250,000 which is huge. Um but what you're doing
[23:00] is approving the environmental review. Okay. So in 2024 when I did the
[23:07] five-year plan for 2024 2029, we had to have all our properties um Maple Manor,
[23:14] the 10 duplexes, all had to have an environmental review done. And I mean it
[23:19] went into where the airport's located, where the fire station is. I mean, it's
[23:25] 293 pages of environmental stuff. Um, so but when we go to do a project, like I
[23:33] listed a couple different projects that we have [clears throat] going on, we
[23:37] have to bring this back to the city manager to approve saying that yes, it's
[23:41] not going to have an environmental effect on what what is proposed to be
[23:46] done. So, what you're approving or I guess before was just the city manager
[23:53] just signed it because we're not tearing up sewers or wells or anything like
[23:58] that. We're looking at putting a fire panel in Maple Manor which is a
[24:02] six-story highrise um which will be actually the fire panel will be
[24:07] connected into each apartment. Right now it is not. Okay. So, this is like a huge
[24:12] step for them. Um it gives them more time. if there was a fight or something
[24:16] like that, it'll give them a lot of time to be able to either get somewhere safe
[24:22] or, you know, do whatever that they have to do to gather their stuff. Okay. Um
[24:27] the other thing that came up was um there's no gutters on the duplexes and
[24:32] you know what that does to foundation, stuff like that, it can ruin them in
[24:37] pretty pretty fast. So, what we're going to be doing with the other money that we
[24:42] had set aside in the five-year plan is um we're going to go in and um look at
[24:48] if there's any kind of damage behind the brick where the water was pouring
[24:53] between the wall and the brick because there was no gutter system. Um so, we
[24:59] got engineers looking at that. Um so, it' be fixing any type of damage. It'd
[25:06] be putting gutters on every single one of the duplexes where absolutely they
[25:10] need to have them. It would be fixing whatever problems it is, you know, what
[25:14] has cost. Um because again, like on the entrances where there should be gutters,
[25:20] you know, catching water and stuff, it's going straight down and into a concrete
[25:25] window cell or window well, I guess what you call it. That's not good because
[25:31] that is right alongside your foundation. So anyways, so what the approval I need
[25:37] is for Kim to be able to sign this um it's called an environmental
[25:42] [clears throat and cough] forget the exact wording.

[25:53] that's already been approved. And so this is just for the project that's

[26:16] commission and how we handle and basically we make their appointments and

[26:27] that I didn't want to sign it but usually in my other municipal roles
[26:31] there you certify someone through a resolution whether it's a city
[26:36] administrator the mayor or whatever we looked through our records we couldn't
[26:39] find anything um we did find where Chris had signed environmental reviews in the
[26:44] past regarding this but it's part of you know my purpose of being here is to make

[37:49] a substitute teacher at Gladwin schools as well as other schools in the area for
[37:53] over 2 years now. Your kids or grandkids may know me as Mr. Ben and I have
[37:57] recently taken over running the chess club at the Gladwin Library. While I'm
[38:00] sure there are others whose involvement in the community is more extensive, this
[38:02] is what I've managed in just over 5 years of living in Gladwin. To put
[38:05] things in perspective, as a younger man who has worked in a variety of positions
[38:08] in my life, from manufacturing to service to hospitality to sales to
[38:12] corporate to institutional, I can offer a broader outlook to the council on
[38:15] these various industries. Further, [clears throat] as someone who has
[38:17] attended city meetings in the past, I can see how there are fewer younger
[38:21] people represented, whether in the council or attendees. Now, some may say
[38:25] this is due to a lack of experience. However, I am inclined to agree with
[38:28] Oscar Wild, who once famously said that experience is merely the name men give
[38:32] to their failures. While this can be taken to a cynical extreme, which I am
[38:35] not advocating for, it simply serves to remind us that experience is not an end-
[38:39] all beall. I still have experienced an extensive amount despite my youth having
[38:42] lived in multiple states, traveled internationally, and being married with
[38:45] kids for over 8 years now. In this respect, I believe I would make an ideal
[38:49] candidate, someone with perspective, but still plenty to learn from the veteran
[38:52] council members. Lastly, I've been reading up on parliamentary procedure in
[38:56] efforts to ensure I make proper motions and understand how the meetings are run.
[38:59] Cannot guarantee that I will do everything to the letter initially.
[39:02] However, I'm always willing to learn accordingly. Thank you so much for your

[40:01] of why I want to get involved, again, I'm going to mimic there's not a lot of
[40:05] youth that wants to get involved. Um, and I feel that as time goes by, we
[40:10] start having kids. Um, we want to set a good example for our kids and stepping
[40:14] up and having a voice for them when they can't. Um, so yeah, that's unless you

[58:00] entry fee of $100 per person, which includes their golf, their cart, their

[58:10] So, it's not unreasonable amount to ask off of the um
[58:17] registration fees of 100 bucks. All right. The we will clear $28 per person.

[58:45] talked to six businesses, saying that they would participate.
[58:49] So, we get the signs made up for $100 donation, but advertise what they want
[58:55] on their sign on the golf course for the day. The signs are going to cost me $23
[59:00] a piece to be made up. So, we stand on making a good chunk of money just off
[59:05] the sponsors. And uh it's all going to the city and
[59:09] hopefully to the city parks commission so we can improve the park.

[1:01:58] enough? What is what does their budget look like right now? Um, that would be
[1:02:03] my preference rather than going to our community and saying, "We're not keeping

[1:02:11] of what you've already paid for. It just feels like a big mess to me per

[1:06:30] fundraiser, but if the community who who shows up to golf wants to use those

[1:06:43] McDonald's and having them say, "Hey, can you help us paint the wall?" Like, I
[1:06:46] thought I'd paid already to do this. It just feels like a delineation. I do
[1:06:50] think I'd like to see the plan. If there is one, it's great, but we don't have

[1:07:15] showing for I want Fleece and Vanderbrink to come in because we're 90%
[1:07:20] ready to get going here. Um, I want the community to be able to see what we're
[1:07:24] going to bring to the community because I think they've been left out a lot in
[1:07:27] this. Part of that is, um, our parks budget is very minimal. It's been that
[1:07:33] way for many years. We're all, it's one of our departments that's in the red. We
[1:07:37] have a group of all new, um, commissioners that are on our parks
[1:07:41] commission that are gung-ho about trying to help our parks, putting a lot of
[1:07:47] personal time. We've got two council members now that um one the chair and
[1:07:51] and one that's been on there for 30 plus years. They want to work together. So,
[1:07:57] it's not about the money this is going to bring in. They're you're going to
[1:08:00] have businesses. You're going to have um a group of people come together to
[1:08:04] support the parks. Uh there's going to be conversations. A lot of these things
[1:08:08] are done to bring awareness, to bring um people to our parks that maybe weren't.
[1:08:14] So, I would I just by hearing the conversation, I would I would just ask
[1:08:18] you to look at that. Um, and I would like to hear from the two people that
[1:08:21] are on the parks because um there's several things that they want
[1:08:26] to help to bring things in. We also have a donor right now that is willing to pay
[1:08:32] 50% of whatever we do as far as they said park benches. Um, it doesn't even
[1:08:37] need to go for park benches or if it's it's the idea of bringing people
[1:08:41] together, seeing what we offer and making it a community event where people
[1:08:47] can enjoy it. It's time for people to come together because this is my
[1:08:52] personal opinion. We've lost some community feel over the last few years.

[1:34:28] put as their priority and you have a commission and I'm a firm believer if

[1:49:18] they wanted to bring the tires over. So I said that I would bring it to council,
[1:49:22] ask if we could establish some different kind of price policy whether we would
[1:49:28] take them, whether we wouldn't. I know Marriott has reached out. Did you get a
[1:49:31] response? >> Yes, I did. Um, last year I can tell you
[1:49:33] that the tires were 350 per tire for everyone that came in. Um, Austin from
[1:49:38] Myers for Tires said that number is now $6 a tire.

[1:49:46] now $20 a tire. >> We don't take those.

[1:58:00] to get our water meters replaced. I'm in a I'm at a standstill because I've asked
[1:58:06] several times we have we're maybe getting
[1:58:09] two done a month, three done a month. The last administrator didn't this
[1:58:13] administrator that's just very temporary right now. um
[1:58:19] we don't have or we have the meters. Um what I've been told is they can't get
[1:58:23] into the house. So then we did the I did the letter to let them know ahead of
[1:58:27] time that they would have 10 days. Um it just doesn't seem like the meters are
[1:58:31] moving. So I'm bringing the discussion back for two reasons. Is this something
[1:58:37] We are down to three people right now because we have one out um and we're
[1:58:42] short one. Do we want to want us to get some quotes to see what it would cost to
[1:58:48] have them done? And this is why I'm asking. We just replaced a meter that
[1:58:52] was three years old. We have 20 to 25 meters that have not been working for 3
[1:58:57] years. Now, how that works or how it's worked in the past was we estimated what
[1:59:03] their last 12 month average was and then did it. Well, three years it could
[1:59:08] change a whole lot. What if they have a leak in that meantime? and what you
[1:59:12] know, all this different stuff. Um, one of the first ones came back for three
[1:59:16] years ago with a $3,000 bill and I was told that we have 20 to 25 meters and
[1:59:22] that may be the case with all 20 to 25. You're talking $60,000.
[1:59:28] So, there's two. [clears throat] Um, all of these 120ome meters right now that
[1:59:33] we're behind, Karen has to manually bill. She has to go through every single
[1:59:39] one of them every single month. So, it's taking all that time. Um, it's causing
[1:59:44] there's some overtime involved. There's some other areas that isn't getting
[1:59:48] addressed. So, it's causing a lot more strain on that position. We're not
[1:59:53] getting the meters done. Um, yes, it is our DPW guys job to do that, but it's
[1:59:58] not getting done um because of short a multitude of things.

[2:00:08] supply. Um, >> I knew we talked about it when Jeff was

[2:03:18] that we have or move those salaries up so we can get more people? I think there

[2:03:26] we need bids. This needs to happen, but is there any way I don't know the
[2:03:31] contract better than I do that we can at least offer it to our BPW as overtime?

[2:09:47] appointing more council to groups like um uh the
[2:09:53] council local government. I'd like us to do be more um deliberate about how we're
[2:09:58] getting information back. Um you know, I think council local governments, I think
[2:10:02] business professional association, you know, there's a lot of regular meetings
[2:10:05] that I think a council person would be a fabulous representative and then bring
[2:10:09] that information back. So, I'd like to discuss that if if you guys are in favor
[2:10:14] maybe bringing some ideas of where we could have better ears so that we can
[2:10:18] hear what what's happening in other places in our community.
[2:10:22] um the time capsule. Thank you, uh council personski. Uh in a few brief
[2:10:28] conversations, some really good ideas. So, I think of like I I just emailed the
[2:10:33] superintendent and you guys all know how great uh Mr. Frisbee can be, they
[2:10:37] donated a yearbook uh or this if you all could think of one or two um
[2:10:43] organizations, local groups. I think of, you know,
[2:10:46] Kowanis and Rotary and if they could write, wouldn't it be great to have a
[2:10:50] handwritten letter? Who knows if we'll have cursive in 50 years or if they'll
[2:10:53] be teaching it at least. Um, so if you all could reach out to someone and say
[2:10:57] we'd like a a representative of you in our community, a picture, something, uh,
[2:11:02] I think we're going to find some really cool stuff. So, um, that all

[2:13:29] the things that I would encourage those people who um are looking at perhaps
[2:13:36] either um a an elected position is that many of us started out as volunteers on
[2:13:45] committees. And so that would be a place for people
[2:13:51] to be able to start and build some knowledge of municipal governments as
[2:13:58] well as um being um in in learning some things about their
[2:14:06] city more and just getting more involved. and it's a voluntary position,
[2:14:10] but um I would really encourage you to fill out that paperwork and get it on
[2:14:16] file and um depending on what's available and what's open and what we're
[2:14:22] looking for at different times, then we we look at that, okay? We go to that.
[2:14:27] That's a resource to take into consideration. So, that would be my
[2:14:32] thought. And um parks, thank you for the work. Thank you
[2:14:36] for the recommendations that you're bringing forth. We've not had that and I
[2:14:41] would um say that we're a little aiss perhaps in letting you um give us that
[2:14:48] presentation and that depth before we start to make those decisions. So, um

[2:15:50] younger people in our community getting involved. Nothing against anybody who is
[2:15:55] even me. I'm in my 50s now. So, but I think it's important because our
[2:15:59] community has a lot of younger families in it now and I think it's important to
[2:16:04] see some changes for the younger families as well. So, um that's it.
