[8:04] giving just an update on the status of the elevator project um and also the
[8:10] nutrition center council chamber project as well. Um so for the elevator project
[8:16] um all of the drawings um are 100% complete and they're with the uh Prince
[8:21] George's County for a permit review and um we are awaiting some fees that need
[8:27] to be paid so that the permit review process can continue. Um, I'm
[8:32] anticipating that once the um the fees are paid and everything has been um
[8:38] assigned to the different reviewers that we should hopefully be able to get the
[8:42] permit within a 45day period. So, um I'm I'll be working closely with the
[8:48] reviewers to try to get, you know, everything approved and any comments
[8:53] that they may have to get those uh responded to as as quickly as possible
[8:57] so that we can finally get uh all of the permitting completed for the elevator
[9:03] project.
[9:06] So, that's that's where we are with with that with the status of that. Um the
[9:11] other project is with the council chambers and nutrition center. I believe
[9:17] the last time I met with um the council here um we were just awaiting final
[9:23] direction on the um layout the proposed layout that we had presented. There were
[9:30] some um back and forth about, you know, what was going to happen with the
[9:35] nutrition center, what we were going to put, you know, like the equipment inside
[9:39] of the nutrition center kitchen. Um the council chambers and things always
[9:44] remained a as we had it originally designed along with the the restrooms
[9:50] that are redesigned towards the rear of of the space as well. But we were still
[9:55] awaiting direction as to what we were going to do with the nutrition center.

[11:08] to show what the new council chambers will look like once it's renovated. And
[11:12] basically what we're going to be doing is redoing the the platform. Um adding
[11:17] the the handicap compliant ramp uh to get up to the platform. We're adding the
[11:22] the wood panels um around the the entire perimeter of the of the council
[11:29] chambers. Um redoing the seal that's on the wall in the back. Um and then on the
[11:34] wall where um this is where the mechanical room is and this is actually
[11:39] the door that leads out to the exterior of the the stairwell which leads out to
[11:44] the exterior of the building. So for the remaining walls we'll be doing
[11:48] acoustical panels on the wall to help with reverberation purposes um and the
[11:53] acoustical quality within the space and then also a large um flat panel screen
[11:58] that we would have here for presentations and things like that. um
[12:03] towards the the back of the space. This is the wall that's shared with the
[12:07] nutrition center. So again, we're going to maintain the a large opening between
[12:13] the council chambers and the nutrition center that can act as overflow, but uh
[12:17] so we're we're instead of doing the accordion petitions that you have there
[12:21] now, we're going to be um replace that with um like a sliding glass system. And
[12:27] these can be opaque glass, um you frosted glass, whatever that we want to
[12:32] do here. Um that will be able to separate the council chambers from the
[12:37] nutrition center so that when the council chambers isn't in use, if you
[12:40] want to close it off to the public, then it can be closed off to the public. And
[12:44] then the the remaining walls on the side of those um uh that sliding glass panel
[12:49] system will be the acoustical panels um as well. the nutrition center. Um I just
[12:55] left that as a as a blank space for now. Basically, what we were going to do is
[12:59] just um refresh all of the finishes that are inside and also redo the nutrition
[13:06] center kitchen as well. Just kind of um you know adding some equipment and
[13:11] things. I'll get into that in a second. But also what we were going to do was
[13:14] replace all the windows um along the the nutrition center as well because those
[13:20] those are old. I think those are sing single pane windows, aluminum windows
[13:24] that you have there now. So those were all going to get replaced and the
[13:27] existing through the wall units that you have there were going to be taken out
[13:31] and um the mechanical system, you know, would would be adjusted as needed uh for
[13:37] that area. So, with the kitchen, the nutrition
[13:41] center kitchen, um what we were proposing was to um not we um I I
[13:48] believe there was not going to be any cooking or anything done there. So, uh
[13:52] back in the day, I believe you had like a range there that was taken out. So,
[13:56] basically all this is is just like a warming kitchen in in essence. So, we
[14:00] have a three compartment sink, uh things that comply with the health department,
[14:04] um some shelving. These are stainless steel tables for prep tables. Uh we'll
[14:09] have a microwave um that's available, a a column refrigerator and freezer, which
[14:15] is commercial grade. And also this is a food warmer um that's here in the corner
[14:21] where um if you have food brought in then they can use the warmer to just
[14:25] keep the food warm. And then we would have a hand sink as well which also
[14:29] complies with um um health department standards.
[14:34] And also in the rear um the back area where the two toilets, the men's and
[14:38] women's toilets are, those will be um completely reconfigured um so that they
[14:44] can be truly ADA compliant. Right now I I know back in the past back in I
[14:49] believe when we first started working with you all was back in 2008 I believe
[14:54] and the first um scope part of the scope of work was to add like some ADA
[14:59] compliant things to the restrooms. So, these restrooms are going to actually be
[15:03] completely demoed out and and redone and um reconfigured. Um taking some space
[15:09] from the adjacent storage and that that closet that's in the middle that would
[15:13] be taken out as well. That janitor's closet would be relocated so that we can
[15:18] um create full ADA compliant handicap stalls. Um and then have the the ADA
[15:23] accessibility that we need in both restrooms.
[15:28] And that is the that's pretty much what the layout is. Um so we were just
[15:33] awaiting direction from the council. Um because I think if once we get direction
[15:38] from you, if you say this is okay, proceed uh with the final construction
[15:43] documents, um we we've already about maybe I would say about 65% complete
[15:49] with the drawings for this as this is laid out right now. So if you give the
[15:53] go ahead, we would only need about uh 30 days to be able to complete those
[15:57] drawings. And then those can also be submitted for permitting as well. And I
[16:02] know that um one of the things that we had discussed um uh previously in other
[16:07] meetings was um you know since you were going to be doing the elevator and it
[16:12] was going to require some downtown down time in that area um where the council
[16:19] chambers is that it would be nice to also go ahead and have the council
[16:22] chambers in that area done at the same time um to minimize mobilization costs
[16:27] with the construction company but also so that you know when everything is
[16:31] finished then that whole area can be can be reopened.
[16:38] So that that concludes um the the updates that I have at this time.

[16:58] mentioned the year group which I am floored by 2008.
[17:04] That means you've been working this project for 18 years. Um I don't know
[17:11] how you feel about that number but it seems like we could have built a whole
[17:14] new municipal center in 18 years. So, can you talk to us about what have been
[17:19] our budgetary obligations over these 18 years and how
[17:24] much are we in for on these projects and uh one elevator to uh now the added
[17:32] council chambers and I presume that's the only two things that you're doing
[17:37] for us >> over the correct
[17:39] » 18 years. Can you give me a financial rundown of what we look like
[17:46] we invested thus far from the city's tax dollars? Thank you.
[17:50] » Sure. Um I I don't have all of those figures in front of me. I didn't know
[17:53] that was going to be a question. I can certainly provide uh what has been on
[17:57] the architectural side. Um but it's all been done in phases. So when we were
[18:02] first um hired uh with the city of Glennard, the first phase was to do some
[18:07] ADA retrofit um items. So that included what I was talking about certain things
[18:12] like adding push buttons to doors, adding grab bars to the restrooms and
[18:17] also the parking lot um um construction where the ADA um compliant spaces were
[18:24] provided and also the walkway on the lower level, not on the upper level,
[18:28] just on the lower level. Um and so that was phase one. Then fa while we were
[18:33] working on that, phase two came along where it was the elevator idea. I
[18:38] believe we started working on the elevator I want to say 2010 I could be
[18:42] wrong plus or minus a year um with the elevator and we had actually completed
[18:48] um the full construction documents and everything at that time it was a design
[18:52] build so uh we there was a contractor on board and the contractor was working
[18:57] directly with with the city um in in terms of you know the pricing everything
[19:03] um and then I I don't know exactly what happened but all I know is that the the
[19:06] project was hauled Ed um from the city um and so it's been kind of like a start
[19:12] stop start stop start stop stop stop

[20:42] follow up on what Councilwoman Cross has presented, my question is uh the last
[20:47] time we met with you concerning this. We saw this all of this uh presentation
[20:53] that you brought tonight. I'm can't understand what the between I think it
[20:58] was almost two years ago that we met with you. What was the what
[21:03] where where what was the the fallout between the last meeting we had
[21:08] downstairs in the council chambers with you and these drawings and today
[21:13] » with with regards to the council chambers themselves or the elevator
[21:18] project >> all of it.
[21:20] » Okay. Um so with I'm going to start with the with the council chambers. So when
[21:26] um we when I had presented these drawings before um we received um
[21:32] direction that uh the council was possibly looking at instead of um having
[21:37] the nutrition center as the nutrition center to actually allocate some of that
[21:43] as part of the police department. And I actually um had done like a a schematic
[21:49] of if we had divided up the space um where we just used a portion of it for
[21:55] the nutrition center and then added some of the space allocated some of that
[22:00] space for the um for the police department. So, I know that that was at
[22:05] at that point that's when we kind of stopped everything because there was
[22:09] talk about if there was going to be a new police department somewhere or if
[22:13] the some of the space was going to be taken and added to the police
[22:16] department. Um, so that that's where the that part project stopped. And so that's
[22:22] why we were waiting on direction or as to should we continue forward to
[22:27] complete this or were there other plans for for that space. So, that's what
[22:32] that's what happened with the nutrition center in the council chambers. Um, in
[22:37] terms of the elevator project, um, we ran into a a few little hiccups um with
[22:42] with my my engineers, but we got everything worked out and um and so
[22:48] that's why we're we're trying to get everything completed with the with the
[22:52] county in terms of the permit review. >> Okay. So at this juncture um for this
[22:59] project to move forward the three of those projects the elevator the
[23:04] nutrition center and the council chambers
[23:08] to move forward we at this juncture you're saying that we have to make a a
[23:13] payment to the permit or the permits has an invoice or anything's been submitted
[23:18] to the administration with a figure that we owe for the permits
[23:23] » yes Mr. gardener has the invoice from the county with the permit fees and a
[23:26] breakdown of the fees. >> I don't see a resolution on the um
[23:31] docket for that, but I guess we'll have to discuss that uh with the um
[23:39] city manager. >> I I can chime in very briefly. Thank you
[23:43] for the question. Um the contract that we have with the architect uh indicates
[23:50] that the the payment of fees uh to the county for permits is on the city. Um
[23:57] and the the county has provided a breakdown of the fees. There are
[24:04] actually two payments. Uh the first payment is uh for u between9 and $10,000
[24:12] which is due prior to the uh the county starting their review. And then the
[24:19] second payment is at the end of the process and it is also for about um 9 or
[24:26] $10,000. Um, so if um if council prefers to to do
[24:32] a motion or resolution to approve those fees, we can do that. Um, I I wasn't
[24:37] sure whether uh since it was in the contract that we would be responsible,
[24:42] whether that would be um considered approved per the contract, but either
[24:47] way is fine.
[24:51] Well, I mean, if we're going to move forward with these projects, we're going
[24:55] to have to stay on top of them. And whatever we need the next step is when
[24:59] the balls in our court, we need to move forward. Uh if it's not in our court, we
[25:04] need to f figure out whose court is in and get them to move move the uh project
[25:09] forward. I mean, we just can't sit on this. We've been sitting on this like uh
[25:12] Councilwoman Cross has said uh as the elevator especially for 18 years. And I
[25:18] know for at least two years that we last met with Miss Felder, we've been sitting

[25:46] think needs to be addressed. Last because I came in the back end in
[25:51] this and the last meeting I was in with Miss Felder.

[26:03] members, I do recall we asked the status of where we was with the elevator and we
[26:09] were told that we were impermitted. So, we asked how many more days it going
[26:15] to be and we was given some days. So,
[26:21] now today meeting and she said we just figuring stuff out.
[26:27] But I do recall and we can bring up the tape if there is tape that you told us
[26:35] that we asked where we were the elevator and you told us they were in permitting.
[26:40] You submitted it for review and permitting and that's the last we heard.
[26:46] So please help me understand the difference.
[26:49] » Yeah. So at that >> Sure. At that time I was working with um
[26:54] park and planning um to see any requirements that I needed in terms of
[26:59] the um a woodland conservation exemption or uh um natural resource inventory
[27:06] exemption. So at that time I was working with um with park and planning um you
[27:12] know trying to get that done. Um, and then we had finished up all of the
[27:17] drawings. Um, but there were a few things that we needed to add uh to the
[27:21] drawings. Um, some life safety things um sheets that we added to the the per the
[27:26] permit set. Um, so we got all of that resolved and then um the initial
[27:31] application that I had submitted um had timed out in the system and so um I had
[27:37] to resubmit a new application and and that's where we are today.
[27:45] So, what you're telling us today is, and I don't know how many months ago that
[27:50] was, that you submitted an application, it wasn't
[27:56] complete, and it timed out
[28:00] » and you then had to submit some more
[28:05] information to get it to where it is now.

[28:14] permitting now? >> Oh, yes, sir. Yes, sir. I I
[28:17] » All right. So, when you said it was in permitting before,
[28:20] uh, did we pay fees? >> No, you didn't pay any fees. You didn't
[28:24] pay I I didn't invoice and you didn't pay any fees.

[28:31] planning at the time and and the fees were not required at that time.

[29:17] any um delays and things that I that may have caused on my end. Um I again as I
[29:24] mentioned I have been involved with the city since 2008 and so this project is a
[29:30] project where I I I view it as in lack of a better terms like my baby because
[29:37] we've been again we've been involved with this for that that entire period of
[29:41] time and so it it I am dedicated to making sure that we do what we need to
[29:47] do to to see this come to fruition just because we've been involved with it for
[29:52] so long and and and we do we do have everything
[29:56] that's needed um so that we can get everything done as quickly as possible.

[30:08] your baby, we would have you for neglect.
[30:11] So I will hope from this point on I I accept your apology because that's what
[30:16] I was waiting to hear because we was told one thing and it what didn't

[30:25] sign somebody. I don't care if it's a council member or staff. We need
[30:30] consistency to make sure this things go through as councilwoman Jones has said.

[30:59] um permitting. I think it I'm thinking roughly might be like 18,000, but um I
[31:05] think it was a figure of 91 um down payment, which I was made aware
[31:11] of. I mean, a week ago or so, and I had a conversation with um Mr. Gardner um
[31:16] and we went back and forth with that. as a matter of fact, spent some time on it
[31:20] because he originally wanted to uh present it to to the um council
[31:26] to to get it done just by motion. And so we went back and you know, you know, let
[31:31] them know that, you know, what the charter says as far as anything $2,000
[31:36] up to 6,000, but less than 6,000, we could um let us
[31:42] know 3 days ahead of time. But anything 6,000 or more, we had to do a
[31:48] resolution. And I mean, you know, I guess um maybe what he's familiar with
[31:53] from other municipalities, whatever. But the bottom line is we came to the
[31:58] conclusion that um a resolution had to be done and I did tell him um well
[32:04] mentioned to him you know you know you're going to have to do a resolution
[32:08] for the monies. So the fact that it is not in this package I have a problem
[32:13] with that also um as councilwoman Jones did because these are the type of things
[32:17] that that um that you know set us back. I mean, this was mentioned. I mean, he

[33:29] different things and uh we right now have $1,891
[33:36] um set aside for the FY26 capital budget which has been identified for the two
[33:42] project lines. That's the elevator project at $1,313
[33:49] $1,000. $1,313,000 and then $578,000
[33:56] for the nutrition center/chambers for the city council upgrade. Now, that
[34:02] combines again to 1,891,000.
[34:08] So now the discussion that I go back to um takes us back to just 2022. So you
[34:16] say you've been with this since 2008. We definitely need to get an update um to
[34:22] update these budgetary numbers. But that was the councilmatic decision on these
[34:28] chambers. And of course during that time we all are familiar with the fact that
[34:33] we were under co monies and all of that was part of the discussion plan for the
[34:39] center the bathrooms uh recognizing the expenditures and the approvals. Now
[34:45] there was no amount identified or cited at that time but then the ARPA financing
[34:51] source was identified at $300,000 and that was partitioned for fiscal year
[34:58] 23 um and and to 24 and see that was part of the capital planning. So for me,
[35:06] I mean, just right now, there seems to be a lot of money that's just been
[35:11] chunked at this project for nothing really to have come out of it. And
[35:15] that's just 2022. And then if we go into 2024,
[35:21] uh you know, we had a city manager project report and of course we've
[35:25] switched through about four city managers now. So the chambers and
[35:30] nutrition center renovation was discussed and that was back in March. So
[35:35] the ARPA funding was a project activity that was a that was provided to support
[35:42] this project. And then we had another procurement initiative that happened um
[35:50] shortly after that dealing with the elevator construction the RFP and that
[35:54] appeared in legislation and then it was approved. So that was late 24 to 25 and
[36:02] that was resolution 12 2025. So Miss Felder, I'm just I I am equally
[36:09] as concerned as everyone else that has spoken uh you know and I kick this off
[36:14] by saying 18 years is a long time you know to be waiting for something to be
[36:19] delivered. Uh particularly when we look at you know at least three or four
[36:24] different contractors that have shifted off this job. Now, I don't know what
[36:28] role you would play into, you know, seeking uh refunds from these
[36:33] contractors that didn't complete the task action, but we've had separate
[36:39] capital lines for the elevator project, the nutrition center, and the chamber
[36:43] upgrades um at least since 2022, May 17th of
[36:48] 2022. So I I
[36:53] every time that we ask about what's going on, how much longer, uh it
[37:00] shouldn't be, uh, you know, the round robin because we're keeping record and
[37:04] we're keeping track of the conversation and we can't just wash, rinse, and
[37:08] repeat. So, it seems to me that with 1,313,000
[37:16] programmed for these projects that that should be part of the permitting and
[37:21] everything included, not another almost $20,000
[37:25] and a new resolution because that's part of the proposed budgetary plan for these
[37:31] projects. So, is there a reason why the proposed budgetary plan uh at least like
[37:38] I said, I'm just tracking back 2022 cannot be utilized to complete this. Why
[37:44] do we keep getting nickeled and dimed is my question relative to this project?
[37:51] And um I would appreciate some response on that because again u I'm looking at
[37:56] just at almost um $2.5 million. That's a lot of money that's
[38:04] been allocated to these projects and we're just refoundationing the council
[38:10] chambers, you know, with a few upgrades. Thank you.

[38:28] » Yes. So So let me let me make sure it's it's understood. When I say we started
[38:33] working back in 2008, we started working back with specific scopes of work. The
[38:38] elevator project came up, but it was stopped not because of us, but because
[38:42] of the city. The city stopped the work. And then we weren't contacted again
[38:46] about it until I want to say um Miss Beverly when the city manager Beverly I
[38:54] I can't remember her last name. Do you guys know who I'm talking about?
[38:57] » Yes. >> Habatada. Miss Beverly Habata. I what
[39:01] that's when I that's when it came up again on you all's end and she contacted
[39:06] me because we were the architects who had worked with the city previously and
[39:10] the work stopped not because of us but because of whatever was going on with
[39:14] the city which I wasn't privy to. I don't know what happened. All I know is
[39:18] that the the projects just stopped. Okay. And then years later, Miss Habata
[39:23] contacted us um 2022, whatever it was, 2023, and said, "Hey, um the city is
[39:29] interested in revitalizing the the um elevator project." And then the the
[39:35] nutrition center and council chambers wasn't even part of it. That didn't come
[39:39] until later. So So it's not this hasn't been like an 18 year where I've been
[39:44] involved and haven't produced and money's been spent on this project and
[39:48] things like that. No, not at all. We, like I said, we started the project um
[39:52] under a contract that was given with the city of Glennard under design build. So,
[39:57] our we were the architects that were selected. The the I believe the contract
[40:01] was directly with whatever the contractor was, whoever the contractor
[40:05] was at the time and then the city stopped the project and then came back
[40:09] to us years later and said we wanted to revitalize the project and that's where
[40:13] we came in again. So, I hope I hope that brings brings a
[40:18] little clarity to the timeline and the time frame.
[40:22] » That was with Corin Construction. >> I I I was actually um yeah, Corick was
[40:28] not involved in way back in the day when we first started. That was another
[40:32] contractor. I can't remember the name of the contractor, but that was another
[40:36] contractor who was involved back then. coordinate came in when the elevator
[40:40] project was definitive within what the last year two years ago
[40:45] » 24 >> right that's when they were introduced
[40:48] to the project >> and then before that was red leaf
[40:51] architects >> redlift group that's that's us that's me
[40:54] redlift group architects is me >> okay so we've had red lift red leaf
[41:00] architects proposals associated since 24 along with uh
[41:06] » Cornic >> and and um you've been with us and then
[41:10] coordinate construction presented a new design buildout proposal for the senior
[41:15] center and the council chambers May 4th of 2026 during a council work session.
[41:23] And so now from that position when they presented uh Carneck was directed to
[41:30] forward the design bill to the treasurer. Has that happened?
[41:39] Not not that I'm aware of. >> Okay. That was council medicic direction
[41:43] and that was given May 4th of 2026. That's this year. Cornic was directed to
[41:49] forward the design build contract documents to the treasurer and the
[41:54] council also discussed the storage for the council room. So this is where we I
[42:01] think as I know I am speaking for myself. It is very concerning when you
[42:07] say oh the city reached out to me the city reached out to me. You are a hired
[42:14] support to manage this project. Manage it. And the city is like the parent.
[42:21] Okay. And and you say hey mom dad we need X. Mom Dad here's what's happening.
[42:28] This is now falling off the B. This contractor walked off the job. But there
[42:33] the each time it's been the city had to reach out and beg and ask what's going
[42:38] on with our project. No more of that. I I would ask that that's not where we're
[42:42] at in the future because we definitely gave direction on May 4th. That hasn't
[42:48] been taken care of and we're sitting in um my heavens, this is, you know,
[42:54] September. I I wasn't included on the May 4th direction.
[42:59] » Corin was. So maybe we follow up with uh the teammates that came for Corin's work
[43:05] session May 4th because that was the direction forwarded to build design
[43:10] contract to our treasurer so that we can have an appreciation of what this looks
[43:15] like. Uh and again [clears throat] we put a budgetary allotment of one now
[43:22] it's 1.891 891. So 1,891,000
[43:29] against this is set to be in the FY uh well FY26 approved budget. Okay. So um I
[43:38] just would like to see the finances tighten up on this project. I would like
[43:42] to see the project management, project direction tighten up on this project and
[43:47] don't yield to the city who is buying a project to manage the project. We need a
[43:54] manager that, you know, works with our city manager to get it done.

[44:17] construction firm that was mentioned. Um, I believe council um authorized that
[44:25] firm to provide a proposal uh to the city. Um, I I checked with the city
[44:32] attorney. the city attorney had not reviewed the proposal and at that time
[44:39] um there hadn't been communications with red left for some time and so I reached
[44:46] out to red to see what the status was uh of the elevator project. The um proposal
[44:56] from the other firm would have involved um completely
[45:03] doing doing new designs. Uh and it was a design build proposal.
[45:09] Um I think uh the best way forward for the city since Redl
[45:18] is uh has has submitted for permit. I think
[45:23] the fastest way for the city to move the project forward is to uh have the county
[45:31] review ultimately approve the design that REDLE has prepared. Um, with those
[45:39] uh permitted plans, the city can go out to bid and it can be a competitive bid
[45:45] to identify the the best uh construction firm that uh you want to see for this
[45:53] project. Uh the city would also at that time decide whether or not it needed its
[45:59] own construction manager or whether red left could do the construction
[46:04] management. um and kind of move forward from there.
[46:08] The the city has budgeted uh significant funds for the project. Uh
[46:14] but um the vast majority of those funds have not been spent. [snorts] I know the
[46:20] the the current contract with REDLE is I think for less than $30,000
[46:26] that involves the submission of the um drawings for permit approval. But we
[46:34] will get you the total amount spent um probably just in a in a day or two.
[46:45] » I do have a question. [clears throat] Um so with the drawings being sent for
[46:51] permitting, who owns the drawings? Does the city own the drawings or does
[46:55] Retliff own the drawings? Miss Felder? Well, technically Rhett owns the the
[46:59] copyright of the drawings because I I am the architect of record on the project.
[47:04] So, I am the one who stamps the drawings. Uh so, they they come under my
[47:08] my my purview um for that. And so, then, you know, that's why when we submit
[47:14] everything, then they come back with comments, we do what we have to do to
[47:18] address whatever comments we have so that we can get the the approvals from

[56:42] would be to um get the plans approved by
[56:50] uh, Redliff. The other option would be to to stop
[56:57] that process and go with another firm whether it's Cornic or somebody else but
[57:04] that firm would have to essentially start the design from the beginning.
[57:11] » I I understand that Mr. Gardner uh Redlev had communicated earlier that
[57:16] there was a proposal submitted and it termed out. So we are we are submitting
[57:23] the same old proposal. Uh there was some new additions to the proposal because
[57:29] it's the same building and the same [music]
[57:33] need. So um I'm I again uh we'll discuss offline but I I am going to say I'm
[57:42] concerned about that proposal now being submitted. We already had it submitted
[57:48] once it timed out. Is it the same proposal that we're bringing back for
[57:53] another permit? And what happened to the old permit
[57:58] money? I mean, we sought a permit, it timed out. Do you just lose it? The

[59:33] hearing and council can uh make amendments. um as they desire uh before
[59:42] the final vote, but we would want it to be approved on the 21st.

[1:01:15] still discuss in close session if you wish um and get direction on how you
[1:01:21] want to proceed, but I I wouldn't want you to approve or

[1:04:34] » Yeah, there they're sort of two options for council to consider. Um the um we I
[1:04:41] had indicated to council earlier that uh a motor was going to cost uh $4,000 when
[1:04:49] the contractor expected it to be less than two and there was questions as to
[1:04:55] whether we could find a less expensive motor. Uh we were not able to find a
[1:05:00] less expensive motor. Um his recommendation is to replace the entire
[1:05:07] unit. Um the cost to replace the entire unit uh which includes a piece on the
[1:05:14] roof and includes controls in the building um would be $20,000 58.
[1:05:24] Um the unit uh is obsolete. the freon in it is not the freon that is permitted at
[1:05:32] this time. Um, we did have a proposal for the same replacement with a
[1:05:42] different brand unit uh in February and that was for about $24,000.
[1:05:50] Um, I reached out to the firm to see if that price was still good and they were
[1:05:55] going to send me confirmation and I have not received it yet.
[1:06:01] But council could either um just replace the motor for $6,200 and some dollars or
[1:06:14] uh replace the entire unit which would be a little over $20,000.

[1:06:31] residential home. My air conditioner went out August the 11th, and I'm going

[1:06:40] telling us uh exactly what we're getting for $20,000. How many? You said this is
[1:06:45] a uh 4 ton, but what's the uh energy rate on it? What's the sear that we're
[1:06:51] getting? And if the old unit, if you want to replace the motor and it's
[1:06:57] obsolete, which nowadays, if the if it doesn't meet the freon that used to be
[1:07:02] back in the day, it they're not going to support it's not going to be supported.
[1:07:06] So why would we get a motor when um there's going to be no support for if we
[1:07:12] need Freon? They can't replace the Freon because they don't have that that uh
[1:07:17] Freon available anymore. So I would like to see a complete invoice with the uh
[1:07:23] scope of work and a a proposal that they're giving us and a picture of the
[1:07:28] unit. I mean, all of this should have come, you know. Um, so what you're
[1:07:33] saying is you sent us uh uh these two resolutions, six and seven. One is for a
[1:07:40] motor and one is for a new unit because you didn't you didn't think we would
[1:07:45] know which one we wanted. Is am I am I correct?
[1:07:50] Um I I thought it was a decision for for the council to make and um there there
[1:07:57] is a proposal attached to uh each resolution. Um it does not include the

[1:11:34] as Mr. Councilwoman Jones just said I would not put a motor in the old system
[1:11:39] that I couldn't even get serviced. Um so uh if you can provide all the
[1:11:46] information that council was asking for that'll be great. Um and
[1:11:52] uh additionally get the other systems in the building
[1:11:56] checked out so we can have an idea of what that will look like as well.

[1:12:23] lot of things that will be found once we do this elevator and the renovations of
[1:12:28] the other areas that we're discussing, but and the electrical work that should
[1:12:32] have been done in the gold room three or four years ago when it was first bought
[1:12:35] up that has not been done yet. There's just, you know, a lot of uh issues in
[1:12:40] the building that that are not being addressed. I mean, I look at the the the
[1:12:44] city hall Like I look at my home, I there are certain maintenance issues
[1:12:50] that I have to do every year. And because maintenance issues have not been
[1:12:53] done in city hall on a regular basis, now they're getting to the point where
[1:12:58] you you either going to uh swim or sink. So uh I I think that uh uh him
[1:13:06] presenting the information about getting the the whole build an evaluation for
[1:13:09] the entire building to find out where we are, it would be uh feasible at this
[1:13:14] time. And then because it's and then with the air conditioner because it's
[1:13:18] getting um cooler now outside. I I know I wouldn't want to have you know the
[1:13:23] citizens or anybody uh the employees in the building burning up. But if it's
[1:13:28] something that we can you know at this juncture kind of slow down on because it
[1:13:32] is getting cooler and we may not need the air conditioning um that we can move
[1:13:37] forward and you know uh get this addressed properly you know. Thank you.

[1:18:29] to join and they have an event scheduled in October where they said that they
[1:18:35] would uh recognize us if we went ahead uh signed or passed the resolution.

[1:20:54] something on the books, but that we have a plan. You know, the resolutions have
[1:20:59] to have a a a real plan relative to how are we sustaining Maryland's precious
[1:21:07] resources. Um do we have we thought about that? I I haven't been inquired as
[1:21:13] to what we would like to see as a sustainable plan or even maybe this is
[1:21:17] something where our citizens need to have a you know to speak up about what
[1:21:22] it means to be sustainable. Th this is one of the concerns that I have with
[1:21:26] this legislation. We don't just do things so that we can get our names
[1:21:30] written in some record book. We do it because it matters for the
[1:21:33] sustainability of something that's either in extinction or almost going
[1:21:38] into extinction. And so we are partnering with the state to preserve
[1:21:43] those particulars things a certain grass a certain
[1:21:47] butterfly for example that are pollinators. Have we thought about it
[1:21:50] that way Mr. Gardner?
[1:21:54] » Sure. Thank you. Uh this resolution is only to have the city be registered with
[1:22:02] sustainable Maryland and um in terms of the requirements, it just requires the
[1:22:08] council pass a resolution. Uh the next step if council so desires would be to
[1:22:16] get certified and put together a plan and that plan would include some of the
[1:22:21] actions and commitments that you were referencing.
[1:22:25] So, um that uh could be the direction that council chooses to go,
[1:22:34] but that's not this particular step. this would um put us in a network of
[1:22:40] other communities uh give us an opportunity to see what they're doing uh
[1:22:46] get some ideas uh possibly um make us eligible for some uh grant
[1:22:52] money and and then we could consider if the city would like to move forward with
[1:22:59] certification as a similar process and program. Uh the
[1:23:06] city also needs to decide if it wishes to become part of
[1:23:13] the sustainable communities designation which is a department of housing and
[1:23:19] community development program. Unfortunately our designation
[1:23:24] lapsed some some years ago and we have to go through the process if we choose
[1:23:30] to to meet those requirements again. and it's kind of a similar plan to the uh
[1:23:38] certification program. So, there's an opportunity for us to
[1:23:44] kind of work on both if council wishes. >> Okay.

[1:25:33] from what you sent, we only got the, um, code enforcement report, um,
[1:25:40] media communications, HR's report. Uh, but the other reports, I didn't see, um,
[1:25:48] the police chief report. I didn't see the public uh the um city manager report
[1:25:53] and like I said those reports are not necessarily
[1:25:56] uh for us but for for the citizens to also see have an idea of what goes on in
[1:26:02] the community. Uh like I said with the police report I've had citizens come up
[1:26:07] to me and talking about some petition that I had going around to uh get rid of
[1:26:11] the police department which is so far from the truth. I don't know who would I
[1:26:15] mean I the first time I heard it I just let it go. But then when I heard it
[1:26:18] again the same time two weeks later, um um I I I just we need a police report.
[1:26:26] We need a police department. Uh I am not against having a police department. I am
[1:26:32] a proponent of making sure that we have one because we've had one for so many
[1:26:36] years that the community policing uh the police chiefs that we've had prior have
[1:26:41] been exemplary. Uh and I expect this to continue in the city of Glenn Arden. So
[1:26:47] if anybody comes to your door and says that this is a petition that
[1:26:52] Councilwoman Jones is behind to get rid of the police department, that is so far
[1:26:57] from the truth. It it's an outright lie to the citizens of the city of Glenn
[1:27:01] Arden. Uh I would like to see a police report. Uh like I said, I want to see
[1:27:06] the county's uh report that they send every that we can get every month about
[1:27:13] calls for service. I know in the past we've had calls for service between 600
[1:27:17] to 400 calls for service a month. So I want to continue to see that and
[1:27:22] continue that the citizens see that so that they will know that we definitely
[1:27:26] need a police department in our community. Uh thank you uh Manager Green
[1:27:33] and code enforcement for your impeccable report that you send every month that
[1:27:37] has all of the information needed to understand what your department does and
[1:27:41] what they are doing. uh Mr. Green's report is an example for the rest of uh
[1:27:47] the managers in the city of Glenard to be an example of uh as giving us
[1:27:54] information concerning what's going on in that particular department. Thank

[1:39:47] a desired bill, which the city manager said I think we
[1:39:54] were leaning to record it, they ain't going to want to use her
[1:39:59] plans anyway. They want to do their own.

[1:40:08] conversation because if we moving forward
[1:40:14] with her and her plans,
[1:40:19] which I'm not against, but I'm I just somebody got to watch her like a hawk a

[1:40:35] specs that we have.

[1:42:36] architect, but I would like to see a project manager on this project. Um, you
[1:42:42] know, the contract itself has been somewhat executed.
[1:42:49] um the amounts and the vendors we have councilically, you know, across at least
[1:42:56] since 2022 been, you know,
[1:43:01] appropriating funding to support this project. [snorts] Um
[1:43:07] we need to follow up and see what happened with the Nickels contracting
[1:43:12] amount. uh whether or not any reward was actually rescended because they were not
[1:43:17] completing the job and if it was ever superseded or even if even portions of
[1:43:23] that contract was executed. We need clarity on each one of these contracts.
[1:43:29] What has Redlift Architects design fees and amendments and additional service
[1:43:34] fees cost us? What has Nicholls contracting their amount their status?
[1:43:40] that was under resolution 332025 if it was rescended superseded or if it
[1:43:46] was never executed the coronet contract the construction amount that's under
[1:43:52] resolution 452025 and then of course the design bill
[1:43:57] proposal which I ask about which was not provided to this council team as I am
[1:44:02] aware and if we were provided please resurface it so that we can appreciate
[1:44:08] what we're dealing with when it comes down on the cornet contracting but all
[1:44:12] the invoices and the actual payments charged against the elevator the
[1:44:17] nutrition center and senior center and the council chambers we need to have
[1:44:22] clear understanding those projects I agree with councilman Williams it wasn't
[1:44:27] a familiar place to hear someone who's been running as the project manager on
[1:44:32] this project say I wasn't prepared for the financial question you're always
[1:44:37] prepared for the financial question because we need to know how much is left
[1:44:41] in the pot. If you don't know what's in the pot, then you're always asking for
[1:44:46] money. And we are we're not an infinite tree, you know, that just keeps shaking
[1:44:51] leaves of money. [clears throat] So, the remaining balance to be funded on these
[1:44:55] sources needs to be clearly articulated by this contract. And also any reserves
[1:45:02] needs to be articulated by our treasurer, Mr. Stewart and any remaining
[1:45:07] grants and any uh ARPA money that was, you know, appropriated for this project.
[1:45:14] We need a clear understanding of what's happening on those three lines of
[1:45:17] operation because as of right now, I'm I'm not ready or even include in enough
[1:45:23] to tell you that we need to put 1.8 million against it. we need to
[1:45:27] appreciate it, understand it or before we move into an additional, you know,
[1:45:33] amounts of money 1.3 already spent, we need to make sure we understand we're
[1:45:38] dealing with these projects. So hopefully that came across clear. If it
[1:45:42] didn't, sir, I did send this all in an email for the council team as well. Mr.
[1:45:48] Gardner, yourself, please share.

[1:46:01] um, thinking back, we did have an issue with
[1:46:06] Miss Felder, and I thought that, uh, at that time the city manager was, uh, Mr.
[1:46:11] Simpson, and, and I thought we were as a council, uh, and the city was going to,
[1:46:18] um, not deal with her anymore, and we were trying to figure out how to do that
[1:46:24] with Mr. Kapensky. And I don't know what happened with that because at one point,
[1:46:29] Miss Felder was working on the project. Like I said, I remember her being here
[1:46:33] two years, at least two years ago. We were all downstairs in the council
[1:46:37] chambers looking at the with the presentation that she bought today. And
[1:46:41] I thought we had come to a conclusion about all of the stuff that was going to
[1:46:45] be in that uh area for the refrigerator and the freezer and the warmers. All
[1:46:50] that was taken care of. it had been concluded that this is what we were
[1:46:54] going to put in there. So, I'm not sure why she came back and said that she
[1:46:58] wasn't clear on, you know, uh what we decided because the decision had been
[1:47:03] made. So, um my issue with all of this is if we if we go get another architect,
[1:47:10] that means we're going to have to start from scratch. We've been I mean
[1:47:16] like I like people have said the elevator project has been going on since
[1:47:20] you know after Moses uh parted the Red Sea and everybody came over and we
[1:47:25] started the elevator project and um we're still working on an elevator
[1:47:29] project if we have to start all over again. I
[1:47:34] mean is this one of the issues uh if we get a new architect? I know we
[1:47:41] uh had uh I I thought we had commissioned Cororic to come in and do
[1:47:46] this design whatever but now uh I thought their contract was going to Mr.
[1:47:52] Capinsky to be uh uh you know addressed and then given back to the council as so
[1:47:57] that we could move forward. So, I mean, I really don't want to start all over
[1:48:01] again if we have to. But maybe we could just take our design and
[1:48:07] then get the builder to enhance whatever needs to be enhanced from his
[1:48:11] perspective if that is a process in having something built like this. And I
[1:48:18] don't want the same issues to go on with the police department, with the police
[1:48:22] building. I want us to move forward. These things could have been up and
[1:48:27] built and over with, but we're still dragging our feet. Here it is. Like I
[1:48:32] said, after Moses opened the Red Sea, the elevator project was proposed for
[1:48:37] the city of Glenn Arden, and it's still not built today. Thank you, Mayor Cross.

[1:49:06] um Miss Felder ghosting us for quite some time. Um you know we were asked for

[1:49:21] to reach out and he couldn't get a response. Um
[1:49:28] I agreed that this could have been done the project could have been done a you
[1:49:32] know at least started on a long time ago. Construction could have started. Um
[1:49:38] I would hate to start it over all over again as well. Um
[1:49:44] I I don't know if we just you know
[1:49:50] from the information I re you know the the answers that she gave the designs
[1:49:55] will be ours after we pay for the uh permitting. Um and so if we can take
[1:50:02] those designs and maybe go somewhere else and just move on. Um, I also have,
[1:50:10] which I don't know how much of a wrench this will throw on things,
[1:50:14] just taking just a a step back and just looking at the entire picture. Um,
[1:50:22] if we're I think Councilwoman Cross said something in the range of 1.8 million uh
[1:50:30] that we are about to spend on this 1.89 8 n
[1:50:35] million that we're going to spend on this.
[1:50:39] Um, you know, I don't know if I'm willing to
[1:50:44] spend all that money on such a um ancient building. Um, I this is a Hail
[1:50:51] Mary. I don't know if this is doable or not, but
[1:50:55] um since we are spending money to build a police station, why don't we just add
[1:51:01] on to that um in a brand new building, brand new space, the police station
[1:51:08] still gets built, have whatever they're going to do, but if we're going to spend
[1:51:11] $2 million uh on just three aspects of the current
[1:51:17] municipal center, which is the elevator project, the nutrition center,
[1:51:21] in the council chambers. Why do we just put that money if if it's going to cost
[1:51:27] us just put that money into adding an additional piece to the police station
[1:51:33] and just moving our headquarters and our council chambers and everything over
[1:51:37] there and just building it all at once. uh as opposed to uh spending $2 million
[1:51:43] where I know once we open up those ceilings and the walls that they're
[1:51:48] going to be some issues, some problems that we're going to have to deal with.
[1:51:51] Um that's going to slow down that project. Um, I I I honestly believe that
[1:51:58] we seriously entertain at least seeing what
[1:52:02] that will cost us uh to have a add-on to the to the new building. Uh, and then
[1:52:09] repurposing the um James Cousin Municipal Center. Um, maybe not putting
[1:52:15] that much money into those whole designs. Uh, but putting money just to
[1:52:20] update the electrical. And I mean, we can even expand the bottom if we wanted
[1:52:25] to or expand the not expand the space. Not expand the bottom. Let me retract my
[1:52:31] statements, but just refurbish that space. So now we can have um uh
[1:52:38] designated areas for senior outreach or youth outreach. Um if we just did the
[1:52:45] you know not the bare minimum upgrades but you
[1:52:50] know electrical HVAC uh maybe carpeting and just uh refurbishing uh some things
[1:52:57] or the space so that we'll have now two designated spaces and then we can offer
[1:53:02] our citizens even more um and having two designated spaces. So,
[1:53:10] that's my thought on it. Um, now, where does Miss Felder lie in that idea? I I I
[1:53:18] don't think she's um that much involved. Um, especially if we could uh move
[1:53:24] forward. I think we're going to talk about in a close session the um the bids
[1:53:28] we received for the police station. if we can, you know, if you see something
[1:53:34] good in there and and just go back to them, ask, hey, if you can add on this,
[1:53:39] you know, will it throw a wrench into our plans? Um,
[1:53:43] honestly think that's the way to go. So, [gasps]
[1:53:48] um, I'm going go to Councilman Williams first and then you, Mr. Gardner.

[1:54:53] um 1.3 million on the elevator thus far. >> Yep. Um, and I I I I think um that might

[1:55:08] funds to get the permits for the elevator
[1:55:12] um are probably in the $10,000
[1:55:17] range, I think. Um once those plans are permitted, the
[1:55:22] city can put them out to bid, the responses could come back and you
[1:55:30] could say, "Nope, not worth the money or yes, worth the money. No, no commitment
[1:55:36] required." And you can do it kind of whenever you want. You have plans that
[1:55:41] are that are approved. So, um I I think it makes sense to try to get
[1:55:48] those plans in hand approved and then that's a lowcost
[1:55:55] project completed and whether you decide to
[1:56:00] » uh to do it is another decision. >> Yeah.

[1:56:14] you said, if council decided not to go with the idea, we'll still at least have

[1:56:31] Felder said is you will never own her plans. So you will utilize her services
[1:56:38] no matter what contractor you get to build this project. So if you're going
[1:56:43] to do anything with it thus far, um I mean there's
[1:56:50] no issue with figuring out what it would cost us to
[1:56:56] look at what has already been proposed. And I think we've said this on many
[1:57:01] occasions. The newest thing on the ground shouldn't just be a police
[1:57:05] department. And we're sitting here, you know, refoundationing a building that
[1:57:09] we've just said had severe brownouts and needs electrical work. So, uh, at the
[1:57:15] end of the day, um, you're going to find some other things. Okay, these are
[1:57:20] aluminum windows, as she stated. You're going to possibly find some things that,
[1:57:25] you know, we don't want to say on this line right now. not want to jinx it, but
[1:57:30] scope creep scope creep is a real thing in refoundationing a building that's as
[1:57:38] seasoned as the city of Glennard Municipal Center is. So, it won't just
[1:57:44] be $10,000 in the permitting process. You're also going to have inspections.
[1:57:50] When those inspections are done, can anybody tell me the last time we had a
[1:57:54] complete inspection done on this building? We just talked about the air
[1:57:58] condition unit not even being worth being replaced or or or the the motor
[1:58:04] being replaced. So, this is where I'm saying it's not just $10,000. So, I
[1:58:10] don't want anybody out there in, you know, TV land to think, oh, this is just
[1:58:14] a low cost. No, there's an inspection process. This is a complex project and
[1:58:20] it's going to depend again on any type of renovation work that's required prior
[1:58:25] to any building codes that need to be updated, new zoning rules which we don't
[1:58:31] have an outline from Miss Felder on and any safety standards that are currently
[1:58:36] not in place based on the seasonness of this building. So all that's part of the
[1:58:43] permitting process from the county. It's not just, hey, we got some plans.
[1:58:48] Approve these. I wish it was that simple. I don't believe it is. Thank

[1:59:16] slope that I believe flows dangerously towards the um church that's over there
[1:59:23] uh opposite um the Pimro's uh current uh building structures. So, as we're
[1:59:31] looking at the flow of water changing, uh we know that the water uh sealing for
[1:59:37] Glenn Arden has traditionally been a problem, particularly in those zones.
[1:59:41] Um, we just want to make sure that we're not going to cause those residents that
[1:59:46] are there additional problems. So, I would like to see Pimrose not just do an
[1:59:53] assessment of the land that they own, but a surrounding area assessment, uh,
[1:59:59] at least a structural assessment to make sure that their rerouting and their
[2:00:05] sloping does not cause issues to the current existing residents of Glenn
[2:00:11] Arden. So, if that's something that can be incorporated into the Pinrose plan,
[2:00:17] that would be greatly appreciated because that's a large um
[2:00:23] ditch back there. And when you start rerouting water, it's got to go
[2:00:27] somewhere. And what we don't want is more basement being flooded uh like
[2:00:32] Frost Community has had to deal with for well over, you know, 20 plus years.

[2:01:30] the the storm has to be treated on site. And so, um, I can't
[2:01:39] I I don't think that the county would approve,
[2:01:44] uh, storm water plans that would allow the water from this development to
[2:01:51] negatively impact, uh, property off the development,
[2:01:58] but I think that might be better addressed by an engineer or I can I can
[2:02:02] get that answer. Yeah, thank you for getting the answer.
[2:02:08] Uh because if we didn't have the Frost community that's had to suffer for 20
[2:02:12] years already with this project that they've had to now come up with a PVC
[2:02:18] pipe workound because the county refused to rectify what was unfortunately caused
[2:02:24] by a sloping issue. And then so uh again um we may need to look at uh aqua
[2:02:34] planning when it comes down to our developments. You know to give the water
[2:02:38] somewhere to go. You need an aqua plan and um you know just saying that we're
[2:02:44] going to have a certain grade and a certain sloping. I just looked at it you
[2:02:47] know briefly and maybe it's time for us to take a walk around to see it. uh we
[2:02:54] cannot impact those citizens that are already over there in that church that's
[2:02:58] been there well over the years before they were even developing. So yes, I get
[2:03:03] it. You own the land, you do what you want [clears throat] because it's
[2:03:07] county, but we do have a good neighbor
[2:03:11] requirement to ensure that development does not cause issues for the

[2:05:09] Street, even after their town houses came, after Pinrose developed on that
[2:05:14] side there. I've never heard of any complaints. I'm not sure if city hall
[2:05:19] may have registered some complaints from citizens uh having any water issues uh

[2:05:27] we're developing the EART side, um that's a whole different um area.

[2:07:49] management said that the type of structure that is being proposed is not
[2:07:55] particularly unique. uh they have no concerns about it uh working as designed
[2:08:02] and the purpose of the or the the requirement for theou is because it's
[2:08:07] within the city's right of way and the purpose of theou
[2:08:12] is to make it crystal clear that uh the responsibility for maintenance of the
[2:08:20] structure as well as the sidewalk is the responsibility of the HOA and not the
[2:08:27] And if they don't maintain it properly and the city has to, there's a process
[2:08:32] that the city can charge them for the work that the city's required to do.

[2:09:20] appraisals and extension of agreement. Mr. Garter, could you uh explain that a
[2:09:27] little bit more, please? >> Uh yes. Uh the city has kind of a master
[2:09:32] agreement with CPJ that um allows the city to use it for a
[2:09:39] pretty wide range of of engineering, building construction, appraisal,
[2:09:45] uh types of of work. And uh that agreement was a three-year agreement I
[2:09:54] believe and it expired at the end of June and they are interested in um
[2:10:01] extending the agreement for you know one or more years. Um, so that's what part
[2:10:08] of that is about and and I would I would say that um
[2:10:14] they do have the capacity to do a building assessment. Uh they recently
[2:10:20] completed a building assessment of the Green Belt Community Center. I' I've
[2:10:25] reached out to Green Belt staff to get information about how that process went
[2:10:29] for them. Uh but that is also a kind of a a building that um uh has aged and
[2:10:37] needed um a lot of work and CPJ I believe um did the assessment and then
[2:10:45] uh solicited bids from the trades that were necessary and was the project
[2:10:50] manager to make sure the work was done as it was designed to be done. So that's
[2:10:56] part of that item. The other part is the appraisals that council approved for CPJ
[2:11:03] to do. Um I'm I was told that uh those appraisals should be ready for council
[2:11:11] review midepptember. So hopefully prior to your meeting on
[2:11:15] the 21st. Um, and I I did meet with um the resident who's interested in
[2:11:22] acquiring um a couple of the city parcels that are
[2:11:27] adjacent to property that he owns and uh indicated that the the appraisals
[2:11:34] hopefully will be ready for council review in midepptember
[2:11:38] and that of course you would see them first and then we decide what to do.

[2:11:57] » Yeah. Um the city's been dealing with CBJ CPJ for
[2:12:02] quite a while and um they're just now coming with
[2:12:07] those appraisals. Uh we asked for those I think last year.
[2:12:13] It's they're expensive and they they charge a lot. That's that's my thought,
[2:12:19] you know. Um
[2:12:25] just a very quick response. Um they um they didn't start on this project as
[2:12:33] soon as uh council may have expected because uh we did not uh execute the
[2:12:40] contract. um that I think got kind of dropped
[2:12:44] between transitions. Um and um the contract was executed
[2:12:52] probably in um mid mid to late June. >> So clarity,
[2:13:00] » pardon, >> clarity.
[2:13:02] Everything we ask them to do requires a contract. There's no like blanket
[2:13:07] contract that says, "Okay, we need this is what we've contracted you to do." Is
[2:13:12] that what they're trying to put together now?
[2:13:16] » Um, no. No, ma'am. They um they had, let's see, the city had
[2:13:22] approved a resolution authorizing them to do the work. Um, then a contract
[2:13:30] was developed. Uh it went past the city attorney for the city attorney's
[2:13:36] approval. Um the proposal was was modified slightly um and the price was
[2:13:45] lowered and
[2:13:48] then the contract was executed for the appraisal of
[2:13:55] uh properties in two sites, >> right? property the city owns on MLK and
[2:14:01] the property the city owns um
[2:14:05] I'm forgetting the street >> Mlan.
[2:14:08] » Okay. And there are other uh sites that the city may wish to have an appraisal
[2:14:13] done but that wasn't part of this particular contract.
[2:14:17] » Right. So, okay. So, now I get it. It's kind of like they we do them the with
[2:14:21] this peace meal work. They do this piece and then they do that piece, then they
[2:14:25] do this piece and then they do that. Okay. But I still think that they're

[2:20:50] everybody will have a party on the same day, but the the compliments of the city
[2:20:56] of Glennard residents having a discount is not the same as people getting paid
[2:21:02] to work here. Uh the discount is because the events and the programs that happen
[2:21:10] here are you know one impede the citizens two it is a benefit for those
[2:21:19] who pay taxes here and who live here so that we will have a place. So I disagree
[2:21:28] with that part. Um this isn't a free-for-all. This is a economic
[2:21:35] business but because the business is impeding the residents and it is a nice
[2:21:42] for the residents to have an opportunity for them to do birthday parties and
[2:21:47] different types of things. That's why they are afforded that discount because
[2:21:51] they pay taxes in the city of Glenn Arten. Uh many of our employees out of
[2:21:56] the 40 including yourself, Mr. Gardner, you don't live here. So you're getting
[2:22:01] benefits from people who are paying tax money to live here. That's why they get
[2:22:10] the discount. Um, so I just want to make sure we clarify that because I am not in
[2:22:16] agreement with that as a resident of Glenn Arden that someone who doesn't pay
[2:22:20] taxes here doesn't even really have to shop here because they live in a new
[2:22:24] area puts nothing back into the grounds but they take from it. Thank you.

[2:22:44] I understand where Council Cross is coming from. Uh I would
[2:22:50] offer uh contrary opinion
[2:22:55] that I I agree that staff do not pay taxes here. However, staff is intricral
[2:23:03] part in how the city operates. Um, and if it wasn't for staff, then citizens
[2:23:10] couldn't have some of the things that we have now. Um, uh, that's not to say that
[2:23:15] I agree or disagree with with Councilwoman Cross. uh just offering
[2:23:23] uh a different perspective in a sense that um
[2:23:29] I do value what the the uh staff brings to the city uh and in in my opinion view
[2:23:38] them as extension of the city uh whether they live here or not. Um that the work
[2:23:43] that they do uh benefits us greatly. Uh, and so
[2:23:50] as a level of appreciation, I may be inclined to include them as part of the
[2:23:56] family. Um, so um,
[2:24:02] you know, that is separate from what Councilman Williams was offering, uh,
[2:24:08] and what I plan on seconding. Uh, but that, you know, is an interesting
[2:24:13] discussion. Um, all right. Uh oh, Councilman Cross,
[2:24:19] I gave you the last comment before we move on.
[2:24:22] » No, thank you for that. And and again, I I value the staff as well, but I do note
[2:24:28] that they get um a nice paycheck that has now been put on the proper pay scale
[2:24:35] and is competitive as well as you know, annual bonuses. Um you know, that
[2:24:42] appropriately accommodate them uh to show our appreciation for them. Um and
[2:24:48] also now with a you know a retirement plan in place you know we are taking a
[2:24:55] lot out of the budget already and making sure that we show our love and
[2:25:01] appreciation. that go room is our business and our enterprise. And um by
[2:25:07] nature of you being employed here does not then warrant you to have equal
[2:25:13] standing with people who are living here who have chosen Glenn Art as their home
[2:25:19] of residence. >> That already come
