Call to order the meeting of September
9th, Board of Public Safety meeting. We
[0:04]
have a quorum.
And uh the first item is public comment.
[0:09]
I did invite um
Fred, who is over here, to come and and
[0:14]
and touch base with you. Some of you may
know that we started the LEAD program in
[0:19]
Plattsburgh, the Law Enforcement
Assisted Diversion program. We've gotten
[0:24]
a grant from Warren County. Um
Plattsburgh CSD also got a grant. Are
[0:30]
you familiar with what I'm talking
about, Fred?
[0:33]
All right.
A little bit, not really.
[0:35]
» Very little.
>> Okay.
[0:36]
All right. So,
um I'll let Fred tell you some more too,
[0:41]
but just to give you a a little
background. So,
[0:44]
um this was something the city had been
looking into actually for a number of
[0:47]
years. As a councilperson, I had been in
meetings with then Mayor Hall about it.
[0:53]
Um but we finally kind of brought it
forward last year. And what it is is for
[0:59]
people who are um
in
[1:02]
kind of repeat contact um with police,
but they're not dangerous. So, they
[1:08]
their problems are more, you know, um
poverty, substance, um
[1:14]
mental health, things like that. It's an
opportunity to uh link them with a case
[1:20]
manager who will help them along that
path rather than put them further into
[1:24]
the uh criminal system. So, we sought
funding from Warren County. We received
[1:30]
a grant um and Plattsburgh CSD also
received a grant to do the case
[1:35]
management. And we've been working in
the last few months to get that program
[1:39]
up and running. And Fred is our
coordinator. So, I invited him to just
[1:43]
tell you a little bit about how it's
going to go. Do you want to come up
[1:47]
and go to the podium?
[1:50]
» Good morning, sir.
It's a front desk of the public service
[1:54]
assistant.
[2:00]
» Well, I'm Fred Battle. I'm the support
manager at the Desert Coverage Center on
[2:04]
370 Church.
And I'm also
[2:08]
program manager.
My previous career, I did diversion
[2:14]
with Medicare
as a problem shooting specialist. We do
[2:19]
see unnecessary utilization with EDs.
And I did that
[2:24]
for 15 years in three states. I make no
coalitions, work with hospitals, nursing
[2:31]
homes,
home health and other providers to do
[2:36]
essentially what we're trying to do
here, which is reduce utilization that's
[2:40]
not needed. In this case, it would be
utilization of law enforcement
[2:46]
that's being utilized for individuals in
the community with 12 level businesses
[2:51]
that
have needs as a mayor stated.
[2:55]
Uh social determinant health needs,
poverty,
[3:00]
literacy,
mental health, and substance use. And as
[3:05]
a result of their situation,
law enforcement has interactions with
[3:10]
them.
[3:13]
More likely than you know, social
services and other
[3:17]
departments that could that are being
served doing that.
[3:20]
And we is
all over the country.
[3:26]
Um they have a
sister agency, but I shouldn't say
[3:31]
sister. The Albany team has been very
successful for I think 10 years.
[3:36]
And
Schenectady's trying to do the same
[3:39]
thing.
And
[3:41]
in the past 6 months, we've gotten
quite a few referrals.
[3:45]
We're throwing them over to the
uh police department. So, we work with
[3:49]
them.
And then the remainder of them justice
[3:52]
related
um that could be the uh probation
[3:56]
treatment court,
um the misdemeanor court, and we've
[4:00]
notified them of the program, and that
they're both in the Glens Falls area for
[4:04]
anybody that has a connection to the
Glens Falls area that's in trouble with
[4:09]
justice related issues, and that could
benefit from extensive case management.
[4:15]
So, right now we're in the process of we
have um interim policies developed in an
[4:21]
operational workgroup, but now we're
going to go through more formalized
[4:25]
policies with policy workgroup, um which
consists of various departments
[4:30]
throughout the county, the DA, um
police chief, um
[4:35]
mayor, and um
with that we're going to have um
[4:40]
and then we're going to address the
quick referrals, and the referrals are
[4:44]
social referrals,
um community referrals, and um law
[4:49]
enforcement referrals.
And at this point, we're just focusing
[4:54]
on social and community referrals, and
we still have to work out the
[4:59]
differences with the DA
uh and the community on what's best for
[5:03]
the law enforcement referrals.
And uh a lot of these individuals
[5:09]
are homeless, um semi-homeless,
substance use, mental health, um and
[5:15]
they're cycling a lot with the
interactions with law enforcement and
[5:19]
the emergency department, and
they could benefit from additional hands
[5:24]
trying to help them out. And that's what
this program's all about.
[5:29]
» Yes, sir.
Does anyone have any questions?
[5:34]
» I think it's a great program for the
this community and the community at
[5:39]
large in Glens Falls, um because what we
see is um a handful of high utilizers um
[5:47]
that are cycling in and out of the
system. And we want to change that. So,
[5:53]
this intervention will help and make
your life safer. And this is the safer
[5:59]
and uh
the people that want to get back to
[6:02]
being the participants. And that's why I
think it's a great program. If you have
[6:06]
any questions, you can let me know. And
>> How How's it going to be in for the
[6:09]
program? Will you refer them or will you
go in?
[6:11]
» Mhm.
Right now, um, police officers sir, are
[6:15]
the uh police social worker is informed
by a police officer of a individual um,
[6:21]
that could benefit from this. And then
she contacts us and case management and
[6:26]
then we send out a referral law. Um, we
would like to expand that.
[6:31]
I expanded that to
um
[6:35]
probation,
uh drug court, treatment court. And if
[6:38]
they can identify that is low-level
crimes, repeat offenders, um that is
[6:45]
connected with the low-level community
somehow, uh that would be uh
[6:49]
interesting.
And I think
[6:53]
almost 40% or more
of the uh offense, like the low-level
[6:59]
misdemeanors, is um
repeat offenders. They are doing
[7:04]
everything over and over again.
That's about an estimate, but close to
[7:09]
half or some of them have uh
arrests on a calendar year.
[7:13]
So, these individuals, thankfully, have
other issues that need to be addressed.
[7:19]
And you know, they're homeless or
they're living in a hotel or large.
[7:23]
Maybe they don't have a place to go
and they're just on the street. So,
[7:28]
this program, I think, is going to be
great. And
[7:30]
once the policy group gets together,
we can formalize some of the referral
[7:35]
processes and then just roll with it
from there.
[7:41]
» Do you have any questions for me?
>> No, thank you. I just wanted to hear a
[7:43]
little more about everything. Thank you
for coming.
[7:46]
» And then thank you.
I can leave my business card if you have
[7:49]
any further questions. And then you got
>> Thank you. Thank you.
[7:53]
» Thank you.
>> I would appreciate that.
[7:57]
» Okay.
>> Okay.
[8:01]
Is Is there any other public comment?
Anyone else from the public?
[8:04]
» Yes, we have something for the schools.
I'm the school liaison.
[8:14]
Hello. Hi everyone.
[8:18]
Okay. Uh so my name is Boris Schwartz. I
am the here representing the West Falls
[8:23]
City School District. I am the head of
security for the school district and was
[8:27]
asked to come by Dr. Engelwood to talk
about crosswalks or more specifically
[8:32]
the lack thereof, specifically in front
of the middle school on
[8:36]
Quail Street.
Um I started uh working for the middle
[8:41]
school last uh toward the end of the
last years and was asked uh up front to
[8:48]
take a look at how the kids, the
students, and the faculty and staff get
[8:52]
in the building and make sure that
that's the safest way to get in possible
[8:56]
and immediately identified that there
are no crosswalks in front of the middle
[9:00]
school and the process for drop-off in
the morning is a little chaotic. It's a
[9:05]
walking district, so most of our
children are delivered by their parents
[9:09]
at the middle. And the cars drop-off on
both the east and west side of Quail
[9:14]
Street and the kids
jump across the street anywhere they cuz
[9:18]
right now there is no designated area
for them to actually go to.
[9:22]
On high school side, uh there are two on
Quail, one on Sherwood.
[9:28]
Um so there's easily identifiable
passage for the students, but nothing on
[9:33]
the middle school side. So we were
looking at um
[9:36]
the pictures that Dr. Engelwood took,
um specifically looking for I'm sorry,
[9:40]
I'm on a conference call right now.
Um
[9:43]
at least one crosswalk by our We so we
have a teacher's parking lot on the
[9:49]
north side of the building.
Uh teachers all park there. There's one
[9:53]
way in, one way out.
Um specifically we're looking for a
[9:56]
crosswalk by that exit to cross the way
street. Uh which is really close to our
[10:02]
front entrance of the building.
And then maybe another one down by
[10:05]
Shippy Street. There's also already one
on Shippy
[10:09]
uh south
of Conklin. But if we had another one
[10:13]
north of Shippy on Conklin, that would
be directly into our secondary entrance
[10:18]
location.
Um so uh we believe we should start here
[10:23]
with what both city can make a
presentation to talk to the normal
[10:26]
Outback and uh
You have any cross streets I can use?
[10:31]
I I spend every morning in the road with
another security guard
[10:36]
helping me get the kids get across the
street.
[10:39]
Helping uh teachers get into that
parking lot, trying to put them
[10:43]
some even road.
Uh getting into an accident. So, I've
[10:46]
got a lot of experience in the last 3
months and I've started with smile cuz
[10:50]
she gives you a little bit of a hard
time to steal the building. But you
[10:53]
know, I just think a couple of
crosswalks would go a long way along
[10:57]
with the proper signage, communication
with parents, communication with the
[11:00]
kids. It'd go a long way and it'd make
it a much safer
[11:04]
environment for these kids to cross the
street.
[11:06]
» Okay. I think you should tell me
>> Tell me
[11:09]
» that that was the main recommendation
but the side to where we said go in here
[11:15]
and get separated into third side.
Um The other side
[11:18]
» If I may jump in, recommendation wise,
there are there are site complications
[11:23]
but I agree wholeheartedly that
crosswalks are warranted there.
[11:28]
» Right.
>> Where to put them becomes a different
[11:31]
question in your opinion. Exactly. We've
got to
[11:35]
new infrastructure on the east side of
the road. We've got brand new curbs.
[11:39]
You've got a sidewalk that getting ADA
accessible ramp up to the sidewalk very
[11:45]
challenging. We have new street trees.
Something is going to be disturbed no
[11:50]
matter what the specific location is
chosen. Again, that's not going to get a
[11:54]
lot of
support where the classes really
[11:58]
warranted where the city has received
the federal grant to improve the two
[12:03]
crosswalks that we've got. I mean they
go from Chippewa to Notre Dame High
[12:07]
School.
We recognize that
[12:11]
those are important. But again, where
exactly that should land unfortunately
[12:16]
becomes an engineering decision more
than they just put some stripes on the
[12:20]
road. They said, "Hey, I'll let you do
all that work in that. We're going to
[12:24]
put some
section. I mean, what do they
[12:27]
What are they blind?
I'm getting a little frustrated.
[12:34]
What Some things are so obvious and you
can't take care of.
[12:39]
School opens tomorrow.
Well,
[12:42]
we have to deal with this situation
after it was so The process is just uh
[12:47]
There was a study done
about the traffic patterns at the school
[12:52]
and and
and all of that. So,
[12:55]
I'm not sure why this particular part of
it was not evaluated before when the
[12:59]
study was done, but
um if you all think that it's a valid
[13:04]
request, then I guess should we be
speaking with Jeremy
[13:08]
engineer and hopefully
Well, so we can have a conversation have
[13:12]
the conversation and continue on with
this.
[13:14]
Since I joined the department,
uh Jeremy's a leader of this team.
[13:19]
construction as well.
>> And you do you have
[13:21]
» I don't think.
>> Do you have anybody
[13:23]
» I'll see if we can do that. I'm going to
look back at him.
[13:26]
» I don't think so. I I can ask him to
follow up. Do you want to try to
[13:30]
coordinate with him and see what he
learns? I don't know. I know you were
[13:33]
involved.
>> I did and I spoke with him about the
[13:35]
situation.
>> Okay.
[13:36]
Oh, and what did you learn?
>> Uh
[13:39]
very similar to what I just shared.
>> Okay.
[13:42]
» Unfortunately not
as much as I'd like to say but I can't
[13:45]
get to say
uh but again
[13:48]
no lack of support from the council.
>> Okay.
[13:51]
All right, so let us do a little bit of
research.
[13:53]
» And we have no illusion that there's a
lot of that goes into cuz we took a look
[13:57]
at it and
um we knew
[13:59]
» Yeah.
>> that there was going to be a problem
[14:01]
because of the brand new school.
>> Right.
[14:03]
» We bring it to their attention but one
of the counties permits you can't you
[14:06]
just face it there was a chance that you
can't get a permit for it.
[14:09]
» Right. Thank you so much for letting me
just cuz I've dealt with that
[14:12]
area and I've seen it many times. Have
they considered at least for the
[14:17]
mornings trying to
I know it would be a nightmare but
[14:20]
trying to make that all one line cuz if
I mean I think that you can paint 100
[14:24]
crosswalks those kids are going to get
out wherever their parents stop and
[14:27]
they're going to go across the street.
>> If I'm not mistaken that was a thought.
[14:31]
When we talked it
I mean that
[14:33]
» I don't mean like permanently but I mean
more of those at least drop-off. I mean
[14:37]
pick-up's probably different but at
least at drop-off cuz
[14:40]
there's again from what I've seen you
can paint every crosswalk you want
[14:44]
they're going to get out wherever their
parents want to get out like and they're
[14:46]
going to cross right in front of the
doctors. I mean you can paint the whole
[14:49]
road. I just I don't I just I've seen it
many over the last 3 years I mean
[14:53]
probably too often but I've seen it.
>> I don't know. I I I don't I honestly
[14:57]
don't know.
>> know what I mean I just mean if there's
[14:58]
any way that we could do that.
>> Well we we wouldn't we wouldn't be able
[15:01]
to do that in all that traffic that
would be something the city would have
[15:04]
to No it was a city recommendation.
>> I don't know. Do I study
[15:09]
Yeah. I mean that would make
>> I saw the study.
[15:11]
» I mean that
>> Mixed results on that for sure but not
[15:16]
not overwhelmingly against the concept
but we decided to
[15:21]
The school district decided to try and
nibble away at some of the smaller
[15:25]
capital ideas and see if that helped
before jumping into that concept.
[15:29]
» Are you in a position where you can
initiate this investigation through the
[15:34]
council and city?
>> Um
[15:37]
The city engineer is still working on
the layout of the fire station thing.
[15:40]
It'll probably be better
>> I'll talk to Jay about it. Hopefully.
[15:46]
Thank you for being proactive. Thank
you.
[15:47]
» Thanks very much.
>> Nice to meet you.
[15:50]
» I did the same to you both.
[15:54]
» Are there any other public comments?
[15:58]
All right. Seeing none, we will move on
to our consent agenda.
[16:03]
Are there any items that you would like
us to pull for discussion?
[16:08]
» You have 211,
please. And 213.
[16:12]
On the South Street fire station.
>> Okay.
[16:14]
» And then you can submit them
to the building and fire street
[16:19]
department. And the issue here
[16:30]
is the final plan being accepted.
[16:38]
» Okay.
Um
[16:43]
Steve, I think you were working with
them on on this site.
[16:46]
» Yeah, I did.
>> Or Amy?
[16:48]
» Yeah.
>> Yeah.
[16:50]
» She submitted what she thought was the
correct uh building and fire street
[16:55]
plan. Uh this is for the new building on
the corner of South Street.
[16:59]
Uh so it is
uh
[17:02]
It did mean the city and the building.
Uh is that what we could tell them about
[17:07]
when we were doing the inspection?
[17:11]
I'm sorry. The inspection you said
>> Oh, I'm sorry. I thought you were asking
[17:16]
a question, but it wasn't a quick
question.
[17:19]
» It wasn't.
>> Oh,
[17:21]
I was just wondering if the reason
you're objecting to it is because they
[17:26]
didn't name the city as a disjoined
insurer.
[17:30]
» They did not.
>> Yeah, so she's a brand new business
[17:33]
owner, and that was her insurance
company's advice was to
[17:38]
to you know, do the figure out the
insurance. So, we will correct that, but
[17:44]
you know, she's listening to her
insurance agent.
[17:47]
That insures it. So,
this is the first time I've dealt with
[17:51]
her. She's having an event on South
Street closing a road,
[17:56]
and she is very familiar with the
process, but obviously
[18:01]
she needs to educate her insurance
provider as well.
[18:06]
» Okay, so what's the date of the event?
10/17?
[18:11]
» 14th.
>> Is this information
[18:15]
» 14th is the next meeting. Yes.
>> Okay.
[18:19]
» I would like to say something.
>> You can call
[18:22]
» I'll
>> I'll call the insurance agency.
[18:25]
Do this.
>> So, you can correct it.
[18:27]
» I will I'll put it on the agenda for the
15th.
[18:32]
» What's your question, Henry?
>> Sorry. I have
[18:35]
two I have two in my hand
that are different.
[18:39]
I I have one
that's for the same event.
[18:43]
It's for the same day.
And I have like one that does have a
[18:48]
certificate of liability insurance.
>> Right.
[18:52]
But it doesn't name our organization
insured.
[18:54]
» And she took a picture of both of them.
Um
[18:58]
» And so, and so somebody gets hurt there,
if you see it. And and we have no
[19:03]
protection from their insurance if they
get run over by you.
[19:07]
» Right.
[19:10]
» It's also on this form. I had pointed
this out offline speedy. I mean you have
[19:15]
a diagram showing a closure
going to Elm Street.
[19:20]
» The the resolution
>> resolution change.
[19:23]
» It's going to Lexington.
[19:26]
» Okay.
[19:37]
» The resolution brief is closing at 3:00
p.m.
[19:40]
» 5 minutes. Obviously, only closing at
3:00 p.m. on Saturday.
[19:43]
» Should I ask the city for Elm Street?
>> South Street between South Street
[19:47]
between the lane and parking is on the
6th. So, you guys should be
[19:51]
» Elm Street.
>> It should be fine.
[19:53]
» Please don't.
>> Elm Street and we have only and online
[19:56]
this Friday and Monday.
>> It says
[20:00]
South Street between Elm and South Lane
on
[20:04]
» Yeah.
>> Right now, we're
[20:07]
» We can amend the resolution.
So, is your preference to
[20:12]
uh approve the condition on the
condition on the change but you're
[20:16]
saying it's going to be
4 Okay. All right.
[20:19]
» It's for all services.
>> Yeah.
[20:20]
» It's not all services in English.
>> We've got one more meeting for the next
[20:24]
Saturday.
[20:28]
» Okay.
>> So, the
[20:30]
the mechanics would be to call real
world needs to change speak of the way
[20:33]
the resolution
speak of the way the resolution you guys
[20:37]
can get this right so you can
>> I think so. So, when was it approved on
[20:41]
this?
Uh the event is not allowed alcohol
[20:47]
» You hear me?
>> This event, is it allowed alcohol?
[20:50]
» Uh open container.
>> Right. So, this has to go in front of
[20:53]
council. So, this goes to the October
meeting. That's when you can work on the
[20:57]
brackets. So, when should we say?
Okay. Well, it sounds like we're willing
[21:01]
to um like make a motion to approve the
meeting.
[21:06]
» I just sent uh the uh business owner an
email to to um
[21:12]
make sure that she understands the
process.
[21:14]
» Okay. So, we'll make a motion. Someone
needs to make a motion to approve this
[21:18]
event uh with the amended language
between South Street South between Palm
[21:24]
and School
upon the condition of the city's annual
[21:28]
designation.
>> I'll move it.
[21:31]
» Okay. Second.
All in favor?
[21:33]
» Aye.
>> Any opposed?
[21:36]
Okay.
That motion carries. Is there anything
[21:38]
else anyone would like to pull for
discussion?
[21:45]
If not, would someone like to make a
motion to approve the rest of the
[21:49]
consent agenda?
>> I'll move
[21:51]
» Second.
>> All in favor?
[21:54]
» Aye.
>> Any opposed?
[21:56]
Okay.
That is approved.
[22:00]
Um
Okay. On the regular agenda, there's one
[22:05]
resolution um and this was something
that uh Commissioner Quincy requested.
[22:11]
Do you want to speak to this?
>> Yes.
[22:13]
» Okay.
>> I had the opportunity to tour the police
[22:16]
department the other day and then
followed with the fire department and
[22:21]
looked at the
um Facebook page today and I
[22:25]
do anything to keep that
Um I think we need a resolution for this
[22:29]
study. Honestly, I think so feasibility
study and that's what this resolution is
[22:34]
about. Um
we are overseeing the police department
[22:38]
and the fire department. Um
the conditions are
[22:43]
falling physically. I was thinking after
decades.
[22:48]
Uh so, I'm fully in support of
feasibility study and that's why I
[22:51]
proposed this resolution.
[22:55]
» Any questions or discussion on this?
So, there is a feasibility study already
[23:02]
being done,
right?
[23:03]
» Yes, sir.
Is this just in support of that? It's in
[23:07]
support of that.
>> He was authorized to make it 4-way but
[23:11]
the board supports these efforts.
>> Yes, and the attorney also will
[23:14]
understand that we have been informed
that we are supporting it.
[23:18]
Do I hear a second? Okay.
>> All right, so would you like to move
[23:22]
that resolution?
>> I move the resolution.
[23:24]
» Okay.
>> I'll second it.
[23:27]
» All in favor?
Any opposed?
[23:30]
Okay, motion is carried.
All right, let's see. We'll go to old
[23:36]
business.
Looks like we have some board member
[23:40]
reports.
>> Yeah, we I just asked a few people to
[23:46]
speak on it and the ideal is the board
of supervisors and peace love and peace
[23:51]
love and peace love and peace.
[23:58]
Um last meeting
we had discussed um
[24:03]
a few things. There was
speed limit signs on South Street, which
[24:10]
are already up. I put one on each end.
So, where you come out of 9th Street
[24:15]
there's a 30 mph sign there and then
there's one just after Murray Street
[24:19]
going out in that way.
The 20 mph sign that you asked for on
[24:23]
Bush Street, um I've ordered it. So, as
soon as it comes in
[24:28]
I'll I'll get that up.
Um the crosswalk that I already put up
[24:31]
I already painted it.
Um the stop sign, I don't know if you
[24:35]
want me to put that up but I do have the
stop sign for it. I contacted one
[24:39]
county, they don't do that.
[24:43]
And there was also somebody that
mentioned something about crosswalks on
[24:48]
Hudson Avenue by the hospital.
[24:52]
I have locations down. So, if you want
me to put up signs, I have spots all set
[24:58]
up. That's all I have to do is put a
sign up.
[25:00]
Okay.
You guys want them?
[25:02]
» Besides being pedestrian crossing here
>> So, at the intersection of school and
[25:09]
Hudson Avenue, I'm going to put one
before the crosswalk on both sides with
[25:14]
the arrows pointing down and one facing
the other side coming into the city.
[25:19]
So, that's all set to go. So, if you
guys want me to do that, I'll be glad
[25:22]
to.
I'll start putting up signs.
[25:25]
» Okay.
>> What are those signs?
[25:27]
» Okay.
>> That's all I have. Thank you.
[25:29]
» Thank you. I appreciate it.
>> You're welcome. I appreciate it.
[25:32]
» Stop signs
>> The board really appreciates it.
[25:35]
» The neighbors The neighbors are very
excited to see that.
[25:38]
» Yeah, as soon as you let me know, I'll
put that stop sign up at the entrance to
[25:42]
the park.
Is that
[25:44]
» It works.
>> We're waiting to see what the
[25:46]
» Okay.
>> what the professional recommendations
[25:48]
are for that crosswalk.
>> Okay.
[25:50]
» Thanks.
>> Yep.
[25:53]
» Thank you.
Lawrence and Ridge Street intersection.
[25:57]
» Yeah, this is me. Um
So,
[26:01]
» your city engineer Jeremy Stahle has
taken some time to make contact with a
[26:04]
couple of professional transportation
operations engineers and get some
[26:08]
recommendations on what could happen
with the signal that is controlled by
[26:13]
the fire department.
>> I heard it was
[26:16]
» I saw a range of opinions and options,
and obviously we don't want to sink a
[26:21]
tremendous amount of resources into a
signal that may not be necessary should
[26:25]
the emergency center come to be.
>> Uh
[26:28]
» but the short answer is yes, you can put
no turn on red signs to complement those
[26:34]
signals. There's nothing in the manual
of uniform traffic control devices that
[26:38]
would prohibit that. There's a
recognition that they may not be super
[26:43]
effective in that, you know, I
experienced this the other day on
[26:46]
Lexington and Ridge. I got behind a car
that was making a right turn from
[26:50]
Lexington and Ridge, but there's a no on
red sign and flashing red signal and
[26:55]
that person was paralyzed.
>> But I guess not moving through the
[26:58]
intersection is better than breaching
the intent of traffic control. So again,
[27:04]
the request I believe from Captain
Orbech
[27:07]
» Yeah.
>> there's nothing to review it.
[27:11]
» Okay.
>> You can do it.
[27:12]
» Okay.
>> And that light actually is a full three
[27:15]
light
traffic light it's not just a a single
[27:18]
light.
>> Right, which is a problem in and of
[27:20]
itself. Apparently it's non-compliant
was the phrase that I recall being
[27:25]
as you're not supposed to have a
flashing
[27:29]
single signal in the one direction and
the three color in the other direction.
[27:33]
It should be one or the other if all on
all approaches but probably not worth
[27:38]
being
>> And realistically and realistically even
[27:40]
if the
public safety center goes through that
[27:44]
that will still be needed at that
intersection for
[27:47]
» Yeah, one of the concept one of the
concepts we saw suggested
[27:53]
doing away with the traffic control on
Lawrence and May and if the signal was
[27:57]
ideally placed which was adjacent to the
corner where the firehouse is now.
[28:02]
That actually theoretically works better
but again
[28:05]
traffic signals are costly and we
probably don't want to get into that. So
[28:09]
the short-term solution of no turn on
red probably is supported.
[28:13]
» Okay.
>> Um I have something else. Not not
[28:17]
regarding the light but this
intersection Lawrence and May Street we
[28:21]
had spoken about it before. Um that is a
nightmare. Um before I I could not leave
[28:28]
town south on the issue and um approach
the red light at Washington but the cars
[28:36]
that are accumulating to go straight on
May
[28:40]
if there's somebody who is lingering
to turn left on C Lawrence
[28:46]
cars frequently
pass them driving in there
[28:51]
and there's a crosswalk there.
And this is
[28:56]
that I feel and it is the safest before
an accident will even happen in the
[29:00]
conflict and it's pretty obvious that
it's not happening, but it's a very
[29:04]
dangerous place right now.
>> I can't see.
[29:07]
» dangerous crosswalk I've seen a while. I
was called there and
[29:12]
obviously that's there because right
here was there. So right there might be
[29:16]
something that we got in the future.
>> But I what my concern is are the people
[29:20]
going south? The people going south
going over into that right hand lane. So
[29:26]
they they just off to time will come
right up and then they want to
[29:31]
into you.
The other lane to go straight. They
[29:35]
think that they'd be close you're behind
this car turning the wrong way to turn,
[29:40]
but we're not. You know that that guy in
front of me he's now going to turn left.
[29:44]
I'm still going straight.
And this person comes up passing on the
[29:48]
right and I'm still talking over the
people in the lane.
[29:51]
And we had asked before about having um
like the the lines the diagonal lines
[29:58]
that so people would know don't be
coming up like that and that and then
[30:03]
when you get to where it's two lanes
after the crosswalk.
[30:08]
Secondly
I would that's a very dangerous area
[30:13]
in this city.
And I I I just
[30:17]
I mean you should you know people say oh
we'll address it we'll address
[30:20]
it it is a dangerous place.
>> What was the result of your previous
[30:24]
discussions on this? Or was there a
request?
[30:28]
» I believe there was a request to have a
study. What they would have talked about
[30:32]
that and us you know the crossing things
and traffic people. Hopefully not just
[30:37]
getting that through
through a campaign. It's not going to be
[30:41]
easy.
>> I understand.
[30:45]
» From a traffic perspective, do you have
thoughts on this?
[30:47]
» So, I I understand what you're saying.
The way
[30:52]
complex as she says, we all see it. I
don't know what the specific solution
[30:58]
is. It's never been addressed far enough
to reach any because
[31:03]
for my office and resources. So,
>> Well, when you were told it would be
[31:06]
studied for a year and nothing was
studied yet.
[31:08]
I mean
It's a good point.
[31:11]
But
how long ago was this?
[31:14]
Yes.
[31:17]
» A few years ago.
>> Okay.
[31:20]
» A few years ago. That was
>> I was just trying to figure out
[31:23]
Is there even a common system?
Trying to figure out the minutes.
[31:27]
I did a ton of work to even discuss it
with you before that.
[31:31]
You were right. I don't remember if
anything ever did.
[31:33]
» That was a long time ago.
It was probably even 2 years ago. Okay.
[31:38]
» It's just got to be done.
You would need to follow up with the
[31:41]
right people and get it done.
>> Well, I mean
[31:45]
I mean I
I would like to have something done, but
[31:48]
at
this point in time
[31:51]
I don't want to say it can't happen
anymore because we're hoping for a
[31:54]
decent everybody study and board. This
I don't know what they're putting
[32:00]
I mean our safety building and
everything to be
[32:05]
on the weather there.
If that's going to change then I really
[32:08]
have no idea. But it
it should be addressed now. This I
[32:14]
really feel too and if it has to be
changed
[32:18]
it would
>> It would be good.
[32:20]
» Is there
um
[32:22]
a simple solution that's not expensive
that we could do in the short term to
[32:26]
make it safer while we consider what
path we're taking otherwise
[32:31]
that anyone would recommend?
>> It would seem most though
[32:37]
probably
to structuralize markings, make up some
[32:41]
pre-dressing ads.
I mean, that's a very easy answer to
[32:45]
say, "Oh, just paint it and chase it."
It's not cheap either, but
[32:49]
» Are you talking about where you go
through the light and you're heading
[32:53]
towards Lawrence and it splits into two
lanes?
[32:56]
» No. No, the other way.
>> Other way.
[32:58]
» The other way.
>> Okay.
[32:59]
» Yeah, we're coming down We're coming
down into the city.
[33:03]
» Because I planned on putting arrows at
that spot this year.
[33:07]
Because that right side should be a turn
onto Lawrence Street only, and then the
[33:12]
other side should have a straight
on straight.
[33:15]
» No, she
>> She's talking about You're talking about
[33:17]
the other side.
>> On this side.
[33:18]
» Which I believe there is already
painting there.
[33:25]
In the turn lane?
>> It's past the crosswalk that she's
[33:27]
talking about before. I'm talking
>> It's straight on over there.
[33:30]
» I'm talking May Street from May Street
going south.
[33:34]
» Okay.
>> To that light that's but uh from May
[33:37]
Street going to the opposite side of the
right hand driveway.
[33:42]
» That's yeah.
>> Old May
[33:43]
» Right in there. It's not two lanes until
after that crosswalk.
[33:49]
And um people just fly through there.
If after that there's somebody on the
[33:54]
crosswalk or
this person turns and this part of the
[33:58]
plate will be having them to go straight
right now. This guy's trying to get over
[34:01]
in front of you.
If
[34:05]
And could you go look at the area
>> Yeah, I I will take a look at it.
[34:09]
» You want us to go and see that? I mean,
I see it as an accident waiting to
[34:12]
happen.
>> I mean, I know.
[34:14]
» So, I will go and take a look at it and
come up with some suggestions.
[34:17]
» thought those lines could
show that it's not
[34:23]
Are you hearing that suggestion?
[34:27]
» That the cars have to be
where they're not supposed to be.
[34:31]
» Oh, okay.
It's not a two lane highway again.
[34:34]
» Okay.
>> Okay. And then back to the
[34:38]
initial reason we started talking about
this was about the light sign by the
[34:42]
firehouse.
>> Mhm.
[34:44]
» Um and you
So, you're you were saying it would not
[34:48]
be
a bad idea or
[34:51]
» It's not prohibited.
>> It's not prohibited.
[34:52]
» It may be limited in its effectiveness.
I mean, you know the environment,
[34:56]
there's all sorts of uncontrolled
accesses to the the right-hand side and
[35:00]
the the Google Earth side where you can
just go basically skirt the traffic
[35:05]
control point. But, yeah, I mean, the
basic request at the last meeting was
[35:09]
can we have a no turn on red sign? And I
said to them, "Well, I'm not sure if
[35:13]
that works, but it's not prohibited."
>> I think some of these issues are going
[35:17]
to be figured out when we know whether
it's going to be a main retail or even
[35:21]
once the project started and then and
>> Mhm.
[35:24]
» if it's starting to change
things probably so.
[35:28]
» How difficult would it be to put a no
turn on red sign?
[35:31]
» I have them.
>> Oh, you have them?
[35:33]
» It's a local issue.
>> It has to be a local law. That's
[35:36]
something that has to be a local law.
>> That's the Oh, okay.
[35:38]
» It's a local law. Which we can do. I
just Yeah, just that it's just a little
[35:41]
bit of a process.
>> There's a lot of other consideration. Um
[35:44]
the recent guidance on no turn on reds
state that it has to be adjacent to the
[35:50]
signal.
So, it wants to be on the on the span.
[35:54]
» On the span?
>> Not on the pole.
[35:57]
If if possible, I believe is the
phraseology.
[36:00]
» Uh I will have to talk to someone about
that.
[36:02]
» Right. Right. Those things have weight
limits and things.
[36:05]
» Correct.
>> Yeah.
[36:06]
» Right.
>> Okay.
[36:08]
» And I think it's on just a wire, so I
don't think it's on an actual pole. All
[36:11]
right. So, I'll have to do a little
investigating on strapping it to it.
[36:15]
» I'll uh I'll follow up with you and make
sure
[36:17]
» Okay. Yep, you have my
>> determine whether or not it has to be
[36:20]
there or should be there.
>> Okay.
[36:22]
» Is this May and Lawrence or were you
just talking about May?
[36:25]
» Um
>> But, I know May it also brought up, so I
[36:28]
just want to make sure
>> Well, the the concern with May is it's
[36:34]
It could be the last time my life
>> No, I'm not. Yeah, no, I'm
[36:37]
» You can do both.
>> Yeah, I can.
[36:39]
» Yep, you can do both. Uh one observation
that the folks had was that you're
[36:44]
supposed to have a fixed stop sign in
conjunction with the flashing red on the
[36:50]
approach.
You have that on May. You do not have
[36:54]
that on Lawrence. So, there's a stop
sign on Lawrence. So, those are supposed
[36:58]
to be coupled. So, on board.
>> Okay, again to do again as possible as
[37:03]
we can. The recommendation was to
complement that with the stop sign as
[37:07]
well on the Lawrence Street approach.
>> Do we have stop signs?
[37:11]
» Yes.
>> Okay. So, it sounds like
[37:15]
other than making sure we know where to
put the sign,
[37:19]
but you're saying it shouldn't be on the
pole, it should be hanging.
[37:22]
» It's supposed to be next to the light,
so you can see it.
[37:25]
» Okay. And you're going to have to see
structurally if we have that on
[37:28]
Lawrence.
Does this board want to make a
[37:31]
recommendation to the common council to
move forward with this? As Emily is
[37:35]
saying, it would be a local law, so it's
through a public hearing and all of
[37:38]
that.
And two weeks
[37:41]
I think both Lawrence and May.
>> Both
[37:44]
» Yeah.
>> Yes.
[37:47]
» Okay. So, who made the motion?
>> I.
[37:49]
» I did.
>> Okay.
[37:51]
» I did.
>> Okay.
[37:52]
» I second.
>> Okay. All in favor?
[37:54]
» I.
>> Any opposed? Okay.
[37:57]
And then Ed and Aaron, you can just make
sure you're clear on the
[38:02]
location of the sign. Okay.
>> We'll do this.
[38:04]
» The next common council meeting is
September 22nd, so if you can get that
[38:07]
information
before then, that would be helpful.
[38:12]
» Do you mind if I
jump in on that? It should be stopped. I
[38:15]
I do need you jump in.
>> Oh.
[38:18]
» No, that's fine. And then, um you'll go
and look at the concern that
[38:22]
Sam raised and let us know. Okay.
Sounds good. And then the third item was
[38:29]
the
reporting to us about how the field
[38:32]
exercise went on Zig Wan Avenue.
>> At the last uh board meeting we had a
[38:38]
public comment about
um,
[38:41]
in first of all in parking in the land
of the
[38:44]
uh, there was some discussion about
street parking right there and so forth,
[38:48]
so
we did a field exercise.
[38:50]
Uh,
we took a fire truck, a rescue vehicle,
[38:54]
an SUV,
and we drove it down the street and we
[38:57]
had to park on the side as far as
possible.
[39:00]
And therefore we went through the states
uh,
[39:03]
no parking. Also we looked into the
garbage truck going the wrong way like
[39:08]
it happens. That's because the
mechanical arm is on the right hand
[39:11]
side.
It's the only way you can collect the
[39:13]
garbage.
And then the new situation that
[39:17]
that's that's why it's happening that
way.
[39:19]
Uh, there's also a parking lot on that
street where you can get permit parking.
[39:25]
Um, so if someone really needed they
could do that. They also looked at
[39:28]
driveways. Every house had at least one
drive driveway for at least one car.
[39:32]
Some had two.
So we literally couldn't really have a
[39:37]
dramatic as we proposed.
>> Okay.
[39:40]
So you're
basically recommending no change.
[39:44]
» No change.
>> So there's no action needed. Okay.
[39:48]
Okay. Thank you.
>> Yeah,
[39:50]
circle that and edit it.
>> Oh.
[39:52]
» It might be down there.
>> Oh, great.
[39:55]
» It wasn't my note. It's in the minutes
of
[39:57]
This is the language. No turn on red
sign shall be placed adjacent shall is a
[40:03]
bad word shall be placed adjacent to the
appropriate signal face
[40:07]
wherever possible.
So if in fact it's determined that the
[40:11]
span wire can't support any additional
weight somewhere else is acceptable.
[40:17]
» If you want me to put the stop sign
there, I'll make sure it's high enough
[40:20]
and I can put it right where the stop
sign so it's on the one post.
[40:25]
» Okay. Yeah, yeah. That's
That seems like a reasonable compromise
[40:28]
to me.
>> Okay.
[40:30]
» Great.
>> Yeah.
[40:32]
» Problem solved.
Thank you, gentlemen. Thank you.
[40:38]
All right. Does anyone else have any
other business you'd like to discuss?
[40:43]
» Your old business has still pulled in
the third of the month so they're going
[40:46]
to be repaying us three dollars and then
we're going to be speaking of I'm going
[40:50]
to be using the money to each officer in
the department.
[40:53]
» Okay.
Um
[40:55]
do you have any information on that?
>> Not really. I did see something today
[40:59]
about the payment and
and you have any idea
[41:05]
Uh I I don't know. I mean, the short
answer is no.
[41:08]
» Let me make sure that I give you the
correct answer. They're bouncing back
[41:12]
and forth with the stuff and I don't
want to say the wrong thing. So, I'll
[41:14]
get you the correct answer and then
we'll discuss.
[41:16]
» We can share it with the board.
>> Okay.
[41:19]
Anyone else?
Okay.
[41:22]
So, now we'll go to our safety reports.
First on the agenda is Long Beach Police
[41:27]
safety report.
[41:31]
» Our attachment to the academy because
he's coming in this fall and then
[41:38]
Good afternoon.
Uh Police Officer John just graduated
[41:41]
his old police academy. Officer is
continuing with his field training.
[41:45]
We're estimating he'll be complete
sometime in the middle of October and
[41:48]
then he'll be
signing up with the whole shift.
[41:50]
Those
He'll walk up at that point.
[41:53]
» Right.
>> Civil Service just closed the exam
[41:55]
applications for the Patrol and
Technical Services spot. Um so, they're
[41:59]
also reached out to the eligible
candidates for the Patrol and Technical
[42:03]
Services spot and requested in the cover
letters and designations from that. And
[42:08]
once I get those, I will reach out to
you guys to schedule a meeting so you
[42:11]
can interview them and then
I'll apply. public position.
[42:16]
Um we also hired just three new recruits
last week. Uh we're able to complete the
[42:21]
psychological exams
uh over the weekend. We have sent those
[42:25]
out to the psychologist and we're
looking to depending on the opening in
[42:28]
the academy and the safety confirms to
serve the 20 something applicants.
[42:32]
» That is the plan.
>> Very good.
[42:34]
Excellent.
>> Any questions?
[42:36]
» Sure, we're all accepting.
>> Um at this point I haven't heard of
[42:41]
anything else the psychologist still has
to do the interviews and stuff like
[42:43]
that, but they're moving forward with
it.
[42:46]
» Yep.
>> I have a quick question. That's um
[42:49]
would be between me and Matthew but I
don't know how important it is, but
[42:52]
civil service
we heard rumors that we're no longer
[42:57]
going to be um
used.
[43:00]
Would would Well, they um
with that
[43:05]
Okay, they they place things like that.
I just I've been told that they're not
[43:09]
going to be doing
same service as you and me.
[43:12]
Would that be something that the fire
patrol used to have it?
[43:16]
And we would be exempt from that if they
made a ruling like that. No.
[43:21]
» I haven't seen any rule like that so
far. I don't know the exact total now. I
[43:25]
do know that instead of the exam being
given yearly they're going to have it
[43:28]
every 6 months. They no longer would
have a column if you can do a psych exam
[43:30]
so the list is changing and they add
people to the list. But I believe you're
[43:33]
trying to talk about the fire department
adding you guys to that style of testing
[43:37]
that we're doing.
Um
[43:39]
that's the last I heard of it. It's
almost like it's a state position
[43:41]
specific.
>> Yeah.
[43:43]
» Is it
>> Yeah.
[43:44]
» Yeah, I think so.
>> Yes, to pursue my thing.
[43:48]
» Public jobs that no longer require that,
but it was probably
[43:54]
» I'm a health nut.
>> Okay.
[43:55]
» I was hearing some of that.
Thank you.
[43:59]
» Thank you.
>> Yeah, thank you.
[44:00]
» Well, she except the chiefs.
I I'll make her her smile. I mean both
[44:06]
of you
take after your 40 exam.
[44:10]
All.
Now the fire department walked through.
[44:15]
» So, we do have one opening.
Um but again, due to the
[44:22]
issue of the fire having a problem um
Unfortunately, our civil service list is
[44:28]
exhausted at this point. There are two
people that are trying to get their ENT
[44:33]
cards, which are very low. We'll bring
them to the old hall or we'll have to
[44:37]
find somebody again, but
um we We do have two other members that
[44:40]
I'm going to two other candidates that
I'm going to reach out to to to see if
[44:45]
there's a chance that because they had
said they weren't interested in doing
[44:49]
that.
And there still on the list.
[44:53]
Um
[44:55]
Other than that, we um any questions on
our monthly report or anything?
[45:02]
Um thank you for taking care of this
stuff. I mean, anything that was going
[45:06]
on, I
I think it's important.
[45:09]
You guys totally understand that stuff
that partly partly but
[45:14]
you can Your role is to make sure things
are safe. And that's what you're
[45:17]
following, so
>> They They want the houses.
[45:20]
» Yeah. Yeah.
Um
[45:24]
Other than that, um
sure we'll see you all at work, but um
[45:27]
we kind of thought of all past away
after any final words and early onset
[45:32]
dementia, Alzheimer's.
And his wake is Friday from 4:00 to 7:00
[45:39]
at Saugus Funeral Home.
And
[45:43]
service and the funeral services are
True suicide. One The one in between
[45:48]
1:00 and 2:00 here at the point 7:00.
That's 2:00 Saturday and then there's
[45:55]
going to be a celebration of life being
done at Common Roots.
[45:58]
After that following the next day.
>> I think that's it. Thank you.
[46:03]
» All right.
[46:07]
This is all I have right now, I guess.
Thanks.
[46:28]
Thank you. I appreciate everything
you've done.
[46:44]
» And anything else before we adjourn?
>> I put the yellow grand opening in the
[46:49]
session. If you give me advice on the
stop sign that you were talking about, I
[46:52]
now realize you're talking about the
requested stop sign coming from the park
[46:57]
out on the road crosswalk.
>> Right.
[46:59]
» I'm not something that I'm really all
that interested in.
[47:02]
The data collection out there is done.
The cameras have been removed and it was
[47:06]
fairly successful. So, anything you feel
needs to be done in that
[47:11]
will affect the observations that are
going to be the basis for the
[47:14]
recommendation. So, if it's strongly
felt that that stop sign on the pole
[47:19]
telling bicyclists that they're
approaching an intersection is
[47:22]
worthwhile, I would ask that you will
not put that to not influence the
[47:26]
behavior that was under observation, but
that data collection stop. So, if you do
[47:31]
want to do that,
>> I'm glad to do that. I Is Is that a good
[47:35]
place?
>> No, I already have the stop sign and
[47:38]
everything.
>> Is it a smaller
[47:39]
» Yes, it's it's
it's the same size that they use on the
[47:42]
bike path.
>> Okay.
[47:44]
» That was
>> I agree that there are a lot of
[47:48]
people and kids and everybody that just
kind of fly through, so it'd be good to
[47:52]
Okay, put a warning there.
Does anyone else have any thoughts on
[47:56]
that? If they're coming back, no? Okay.
All right. With that, I will accept the
[48:01]
motion to return.
>> Moved.
[48:04]
» Second.
>> All in favor?
[48:05]
» All right.
>> All right.
[48:07]
» Wait, we are adjourned.
>> Thank you.
