[1:17] resolution of what we should do with our two baseball fields, Headlock One and
[1:24] Headlock Two. For years and years, volunteers have
[1:29] been maintaining those fields. of course with the help of public works and it is
[1:37] getting harder and harder to maintain the fields and the scheduling of the
[1:42] games is so intense that finally we need to come to a solution to make the fields
[1:50] better for all of us so that our kids can enjoy continuing playing baseball.
[1:57] We have spent we have been very meticulous in maintaining and paving our
[2:03] roads where our roads are in such great shape. So why not treat our baseball
[2:10] fields the same? It is about time that we take our time and come up with a plan
[2:16] so by next year hopefully our kids are playing on a turf field where they're
[2:26] not worrying about getting there an hour before a game and working to maintain
[2:31] it. So how can we do this? Let's figure it out and get this accomplished
[2:36] tonight. >> Okay. So because this is a workshop
[2:41] meeting we can have open discussion. So uh members of the audience if you want

[3:09] with us to help frame the conversation? >> Yes. Yes. There there was there was
[3:17] originally there are three options. Option number one would be to have come
[3:24] in regrade the field, add additional dirt and make the fields
[3:32] well again with the dirt using uh the same method that we have used in the
[3:38] past. The cost for both fields would be $60,000.
[3:45] However, we've tried this several times and we it may work for about six months
[3:52] and we're back to the same situation of problems with drainage, the fields not
[4:00] in good shape. So, option number two would be to replace both fields entirely
[4:10] with turf. That would cost $1.2 $2 million,
[4:17] which I mean I wish we had an extra couple
[4:21] million dollars laying around, but that Well, wait, no, come to think of it, we
[4:26] do have millions of dollars laying around in that bond issue, but but
[4:30] that's beside the point. Um, option three would be to just replace both
[4:38] infields for about $20ome,000.
[4:43] I talked with the GAA. They thought this was the best plan. I would love to hear
[4:49] if they have any additional comments. However, if we replace both infields
[4:56] with turf, that should be good for years to come.
[5:01] It's it's like an investment in our infrastructure.
[5:06] And as I said before, we have no qualms about paving a road for $200,000.
[5:13] You know, we could this one year take maybe one less road, get our fields in
[5:20] great shape and it would be for the betterment of

[5:28] paving roads to the ball field. We can certainly look at ways to budget for
[5:34] both. Um, you said one I just want to confirm. You said 1.2 million to replace
[5:39] both fields entirely. So that means the outfield and the infield.

[7:57] up to 280,000 depending on the thickness of the turf and that was for both
[8:02] infields. The other estimate for turf for the infield was roughly about 212
[8:08] each, which then included the drainage and all of the other extra items. I do
[8:14] not believe that covers the fencing for the backstock. Those would both still
[8:19] have to be removed and the fences along the dugouts would still have to be
[8:23] replaced as well. Um the uh dura edge estimate is basically the
[8:31] MLB product of rock, red brick and the modern dirt fields that are being used.
[8:39] The issue that you know Mr. Payne's already expressed is that we've seen our
[8:44] local um burrows do this. Um Dormmont basically spent $18,000 on this dirt.
[8:51] They came in, they fielded it, they put it out there, their oil in field, it was
[8:56] gone in 60 days because they didn't address the drainage issues. Then they
[9:00] had to basically buy the dirt again and put it back on top of everything and
[9:05] another five tons. So, um, you know, there's three different there, but the
[9:11] two turf ones are again 250 to 270 for both infields, and then the other
[9:18] one was 22 each for the infields. The Astro Turf company is the company
[9:26] that Point Park is using for their estimates as well. Did you say each or
[9:32] 212 each is the one >> if they do the drainage
[9:35] » infield with the drainage? Astro turf's estimate was 280 for both
[9:42] » and it I believe there's going to be some type of drainage issue. all of
[9:49] these modern products that when people were doing this now, you basically grade
[9:55] the field to lean into the outfield. So the water naturally drains away from
[10:03] home like it is now and it goes into the grass areas so that it actually, you
[10:08] know, is leveled so that like you know one inch drop and it goes into the grass
[10:13] areas and that would be for all three products. All three companies do that
[10:18] same. That's like modern. Just drainage goes into the outfield now where the
[10:22] grass is. And it's that's kind of how you do it. With a turf, you would use
[10:27] maybe some rollers and like you just roll it off. But the dirt stuff, it's
[10:32] designed to roll into the outfit. A couple questions. Do you think that we
[10:38] would need independent testing before the turf people come in? Even though the
[10:43] terrainage
[10:50] I'm not I'm not an engineer. I don't know. I can't

[10:58] do that the with the grading you don't have to worry about drainage. It's
[11:05] naturally going to be graded into the outfield. So you're talking about where

[11:21] would just go into the outfield anyway where the grass is and it's going to

[11:50] to softball, baseball, and then that wouldn't necessarily become an issue

[12:07] The amount of excuse [clears throat] me underground installation that has to go
[12:13] for turf um basically any sign synthetic field is
[12:19] significantly more than obviously you would do for a regularly um plain dirt
[12:24] skinned infield. Um there still will need to be some drainage improvement no
[12:32] matter what you do. Um whether you maintain the type of fields
[12:38] we have now or whether you even do improvements with turf. The thing with
[12:43] turf we'll have to excavate down farther. that has both a like a positive
[12:49] impact on some of the drainage issues in that part
[12:54] of that is developed to retain more water and let it dissipate over
[12:59] time. Um, which is good for us because that slows kind of the roll down to the
[13:08] retainage that was put in for heal. Um, the other is if it does create runoff
[13:16] into the other part of the field, you probably want to address some of that to
[13:20] get some of that runoff going somewhere so it didn't turn into um kind of a a
[13:26] deluge in some areas of the field. So, it does have to be that. You probably
[13:31] would not need to do any like uh borings because you're not going to excavate
[13:36] that far. But you definitely would want the entire field to really be viewed
[13:40] from where is the water going and where are we going to put it regardless of
[13:45] whether you're going to keep the kind that you have or go with turf. It's just
[13:49] turf may be a little more intense um as to what will need to be done depending
[13:54] on the actual environment that's there. I I know they gave estimates and they
[13:58] are estimates um because they don't know what's under the ground there either
[14:02] that has to be done and so that's where the engineers would be able to step in
[14:07] and design plans that would be something people could bid on with confidence
[14:13] against each other to know X Y and Z we believe definitely has to be done.

[14:24] compared to somebody else do in regard to the drainage? Can turf company do all
[14:29] the needed drainage? >> It depends on what they were capable of
[14:33] bidding and accomplishing themselves or sub in out as part of their bid process.
[14:38] » But it' all be one bid. They might need subcontractors depending upon the
[14:43] » criteria. But council could choose to do it all as one and enable subcontracting
[14:48] to take place. Yes. to be to two more points to develop yield the floor. Uh
[14:55] most likely realistically it's going to cost up to 200 my guess is 250,000 a
[15:00] piece. So I think we should just ditch that 250,000 total. I think it's going
[15:06] to take and I'm I'm for it. I think it's going to take this leaves 212 but once
[15:12] we get into this drainage I think we're going to be likely for 250 a mill. So I
[15:16] think we have to get our mind set for 500,000 or more. The second thing would
[15:22] be once we do the infield we turf the infield say three years from now or five
[15:28] years could we decide the turf the outfields
[15:32] would that be a problem? Could you blend in the infield with turf in the outfield
[15:36] at a later date? I >> I think we we've seen globally is that
[15:42] all little leagues that are doing this now no one's doing that. No one wants
[15:46] anything to do with turfing the outfields.

[15:52] fences, all that stuff. You know what they screwed up? They forgot to water
[15:56] and see the outfield. They can't use their fields now for the next couple
[16:01] months. They actually literally have to grow the grass now and they didn't do it
[16:04] properly. We were just there. Um the other uh fields that we've seen in
[16:11] McKe's Rocks, they that was a Pirates Charities and um they just did the
[16:17] infields only. It's it's it's pretty much a dominant source unless you're one
[16:21] of these places that host tournaments year round. Um I just drove past Cedar
[16:26] Points complex and Sanduski and a lot of the travel teams go up there. They have
[16:31] full turf fields, but they only have like one or two out of eight. And then
[16:36] the rest are infield only grass outfield morning track rock.
[16:41] » So we're not cutting any corners. The council won't be cutting any corners by
[16:45] just doing that's >> it's actually a more responsible way to
[16:50] go in doing it. And it's pretty much the standard from what I've seen from our
[16:55] locals. Collier's in the process of putting in four or five fields near
[16:59] their burrow building up by Nike site. Um they're doing I think infield only. I
[17:06] don't believe that's the the case. And like I said, I just saw South Bay has
[17:09] two brand new ones. Turf only infield, grass outfield, and morning track.
[17:15] » And um Mal does have one as well. Um they line their field with the red rock
[17:23] around the turf. So that's where the drainage comes into play. So it's not
[17:28] necessarily like the turf covers everything, but it covers well with the
[17:31] playing surface and then the outlier around it is then to your point with the
[17:36] engineering the drainage system in place because there's a lot new I guess rock
[17:43] clay red brick material that they use that soaks up water or I guess what's
[17:50] the word permeable without creating a water table. So in that sense that's the
[17:56] again the new modern way to look at it. >> Thank you.

[18:32] that is, you know, a 10year time scale, not an immediate what are we doing about
[18:37] maintenance fields or things. >> And and to that point as well, that
[18:42] would be something to look into. Obviously, if we do move forward with
[18:46] Point Park, and I know I've been asked and I've given my information about this
[18:51] in regards to our high school team playing there with, you know, respect to
[18:55] them doing fields and stuff like that, but we could look into whatever company
[18:59] they're doing. That obviously might give us a discount moving forward if they
[19:03] have their if they're going to do the whole turf field there and we can use
[19:08] the same company to do the same things as our fields. There may be a process or
[19:13] opportunity to get a discount as far as doing all three at the same time. It

[21:56] and that's infields only. And yes, it's 260 280. It depends on the thickness of
[22:02] the turf you use. And that being said, that's the company that did Pit
[22:08] University's full turf field. They did West Virginia University's full turf
[22:13] field. I believe they're on the hook or was asked about quoting for the point
[22:18] far project and they're the ones doing the caller fields as well.

[24:00] new. Going to Mount Lemon, they have that full turf field that it's just all
[24:06] turf. It's, you know what I mean? It's they actually have a turf outfield with
[24:10] a dirt infield, which I don't get, but that that was that's what they do. So I
[24:14] couldn't use that to compare or do any like correlation or you know get any
[24:19] prices off that. >> Do you know if we have to buy any

[24:24] » I think you just got to get the rollers for the turf when it rains super like
[24:28] saturated and you just rolls off. But for a new product like that it's
[24:32] designed to take on all these thunderstorms and be playable within

[25:49] his words for 20 to 30 depending on how much you play on it. Being that we only

[26:03] dividing it up. If we only did one, then the heavy clay would be dominated on
[26:08] that one field because then the other dirt field would then it takes week it
[26:12] takes days to get these fields right. With these turf fields, you're talking,
[26:16] like I said, half hour to an hour. Like you'll have a thunderstorm at 8 a.m.
[26:20] I've seen tournaments at the Keys Rocks basically start their games at night.
[26:24] Like, hey, we're good to go. Roll it off, get it going. And it's not a injury
[26:28] hazard to set players as well. But the timeline I believe is like 20 to 30
[26:33] years based on how much you're playing on. If we're on it every day all day,
[26:38] you're in the lower time frame. If you're spacing that out and you're not
[26:42] we're not going to use them during the winter when the snows come over top of
[26:45] it, stuff like that, you know. Oh, that would might be the other piece of
[26:48] product that you would have to buy. If you want to use it during the winter,
[26:51] you have to get the shovels that have like like the ice shovels like to clean
[26:55] the ice and stuff like that, those big flat ones. But that's the only other

[27:36] is a dirt mound, they don't have the it inhibits them to use that field
[27:43] properly. They have to use hemlock 2 more often than not because of there's a
[27:47] flat mound. This year we did just actually
[27:52] get rid of the dirt mound at Aken 2 and that was in uh working with Keystone Oak
[27:59] School District. They bought a portable mound that is now being housed in our
[28:03] shed down at a 2. It comes on a trolley so to speak. They come in two, three
[28:08] pieces and yes that's an additional cost but you're talking like two grand, three
[28:15] grand and that's pretty much it. Awesome.

[29:15] lapitated. It's just going to leave with gases or something, right? That's coming

[29:23] the books and they don't want to mess with our allstar. So, back to your
[29:26] question. Spring baseball and softball start. I mean, we don't like letting
[29:32] people So, this is the weird part. We don't like letting people on the dirt
[29:35] field until April 1. You want to let it thaw out. You don't want to tear it up
[29:39] in the mud. You make them stick to the outfield and stuff like that. That
[29:42] season goes from April 1st roughly to the first second week of June if teams
[29:47] make the playoffs. Playoffs is usually the first two weeks of June. Our
[29:51] all-star tournament is one week long. It's the second week of July typically
[29:55] and then fall ball starts roughly September 1st and goes to October 31st.
[30:01] So you're basically talking about late July, August would be
[30:06] as far as even when you get the estimates, if they
[30:10] want to do it during the winter, it's cheaper. Guess what? Let them. But if
[30:15] that you're talking about not interfering and doing it during the
[30:17] summer, you're looking at late July, August, and then if we even have to move
[30:22] our games to be away in early September. It gives us the opportunity ahead of
[30:27] time to actually make those adjustments and just fix the schedule according.

[32:28] that we practice on things like So, you know, that would never be something I
[32:32] think that would inhibit the progress of a project like this.

[53:31] the the arc drains that they have at him too
[53:36] or above the elevation of the asphalt and there is no curve. So you're getting
[53:41] the water run off. It's coming down past the bleachers going straight through
[53:45] first base through the pitcher's mind to third base. the other fields understand
[53:51] CJ there's few of the coaches over here do
[53:54] a lot of work
[53:58] this almost seems like it's too old it's less work there I could go off on things
[54:03] that aren't done over there and and I've offered my time prior to the season
[54:10] starting going and addressing all the coaches when they were over there to
[54:13] give tips on how to do certain some of the things not dragging the miles done a
[54:18] great get them to not do that. But there is a
[54:24] lot of work created over there that uh could be handled after games. A
[54:30] lot of the rake and things like that. When I was spent 15 years over there
[54:33] coaching, we had a rake and then we moved up to hand drags. We didn't have
[54:39] carts and all this other stuff. You can't chicken scratch. You have to fill
[54:43] a hole in. I don't know if this is going to be a
[54:46] crush for people to lean on if it's a wise investment. I'm not saying I mean
[54:50] it's it's great. It'd be great. that um saying about giving up roads
