Public comment is limited
[3:57]
to a discussion of items
that are not on the council
[3:59]
agenda for a total of 15 minutes
and set forth in the printed
[4:02]
agenda which also provides
that anyone wish to speak
[4:05]
will be limited to three
minutes per person.
[4:07]
I will call on those who signed
the public comment sheet first
[4:15]
We have one person signed
up Hilary Chen would
[4:19]
you please come forward
and give us your name
[4:21]
and address for the record
Oh, it's my first time doing
[4:27]
this mine to One of my
name is Hilary ching C g
[4:34]
And I'm here on behalf of
my parents, who are at 43,
[4:38]
98, South Alton Street
Is that what you need it?
[4:41]
Whoever it was asking
you may proceed.
[4:44]
OK Well, I am actually
here to discuss the measure
[4:49]
on the green with
the village greens
[4:51]
park parking lot expansion for
triggering high school I'm just.
[4:55]
I know that I'm probably
late to the game,
[4:57]
but I would just like
to speak my piece.
[5:01]
I'm here As a
Cherry Creek alumni,
[5:04]
I'm here and against the
village green park expansion.
[5:07]
And I wanted to talk about
three small but mighty things
[5:11]
Oh oh, okay First, I wanted
to talk about inconvenience
[5:16]
because I do feel like we have
forgotten the value of being
[5:20]
inconvenienced We live in a
culture that treats friction
[5:24]
as a problem to be engineered
away with same day delivery Door
[5:28]
to door.
[5:28]
Everything And we've
gotten so good at removing
[5:31]
small inconveniences that we've
started to treat any convenience
[5:35]
as an immediate emergency
requiring correction
[5:39]
So when we're asked to
permanent remove a park
[5:42]
or remove a park for ten years
past, most of your ten years,
[5:46]
I think to save 190 students and
inconvenience of parking It's
[5:52]
a big ask.
[5:53]
It's okay for students
to ride the school
[5:55]
bus to carpool to bike
ride or to walk to school.
[6:00]
So I'd ask this board to
consider if this is actually
[6:03]
a parking problem
or we can't tolerate
[6:06]
a small intervening problem
because only one of these
[6:10]
requires us to bulldoze a
space I'd also ask if we could
[6:14]
publicly make known the safety
studies that were involved
[6:18]
for this parking measure.
[6:20]
We're asking 198
new teens to come
[6:24]
in and out of a really small
nook in our community in a.
[6:27]
That was never built
for that type of volume.
[6:30]
16 and 17 year olds
have, without a doubt,
[6:32]
the highest crash rate of
any age group in this nation.
[6:35]
So I would like that
to be considered
[6:37]
for the safety of our
community And lastly, I
[6:41]
would like to know if there were
environmental impact studies
[6:44]
done for this parking measure
We're asking in the middle
[6:47]
of a drought in the.
[6:49]
You know, we're we're
under 20% water restriction
[6:51]
zones to rip out grass and
trees natural resources
[6:55]
for our beautiful community,
things that are cooling our air
[6:59]
and recharging groundwater
This isn't just about a park.
[7:03]
It's a health measure and a
public safety consideration
[7:07]
If you look at any city in
this country that is thriving,
[7:10]
that people want to live in, you
will not find them tearing out
[7:13]
a park to build a parking
lot Look at any strong school
[7:17]
district a school district.
[7:18]
Our kids would be proud
to attend that are
[7:21]
doing just the opposite.
[7:23]
They're creating adding
parks, protecting green spaces
[7:26]
because we know it's an asset
that once we build over it,
[7:29]
we will not get back.
[7:31]
Greenwood Village, as
progressive as we say we are,
[7:34]
should be moving in
that direction as well.
[7:36]
Thank you Thank you
very much Normally,
[7:40]
there's no comments, bye.
[7:42]
Would just like to let you know
that that park is not owned
[7:47]
by the city It is owned by
this is due by the Cherry Creek
[7:51]
School District And so the
Cherry Creek School District
[7:54]
is the proprietor
and made the decision
[7:57]
that they were
going to change it
[7:58]
from Parkland to a parking lot.
[8:01]
Current we are publicly
funded school as well.
[8:05]
So i would think that
we have some supporters
[8:09]
in unfortunately not.
[8:11]
You know it Is there anyone
here who would like also like
[8:18]
to speak that did not sign up
and moving on council will now
[8:26]
conduct a quasi judicial
hearing regarding
[8:29]
cases number of dash 20 6-00017
and P.S. dash 20 6-000 26.
[8:38]
For a special use permit
and site development plan
[8:40]
for Grace chapel to repurpose
an existing building and parking
[8:44]
lot for a place of worship
and Event Center at 8500
[8:48]
East Orchard Road Copies of
the public hearing procedure
[8:52]
are on the table outside
the entrance of the room.
[8:54]
The council will hear and
consider any testimony
[8:57]
or evidence presented.
[8:58]
Those desiring to
speak should have
[9:00]
sign their names on the sign
in sheet, which i now have.
[9:04]
I remind everyone that they will
be sworn in before testifying
[9:07]
Will the City Attorney
please address
[9:09]
the question of the
Council's jurisdiction
[9:11]
and to conduct this hearing?
[9:13]
Thank you, Mayor
I have before me

[9:54]
I have before me an affidavit of
mailing indicating that notice
[9:58]
of the date, time, place,
and purpose of this hearing
[10:01]
was also sent by mail
to property owners
[10:03]
as outlined in the municipal

[10:06]

15 days prior to this hearing
[10:10]
And offer into evidence
that affidavit as Exhibit
[10:13]
C from my examination of
the file and the documents
[10:17]
mentioned just now,

[10:19]
that the Council has
jurisdiction to proceed
[10:21]
with this public hearing.
[10:23]
Thank you.
[10:23]
Mr. City Attorney.
[10:24]
Exhibits A, B, and c are
accepting that evidence
[10:27]
and are made a part of
the record of this hearing
[10:29]
And I asked the
city's representative
[10:31]
to describe the request
location of the property
[10:34]
and provide any other pertinent
information before the applicant
[10:37]
presents their case I request
that the city council hold
[10:41]
any questions until after
the applicant completes
[10:45]
their presentation Would you
please introduce yourself
[10:50]

[11:02]
Honorable Mayor and
members of City Council.

[11:11]
Especially use permit and site
own plan at 8500 East Orchard
[11:15]

Spiller with Back architecture,
[11:21]
the applicant is requesting
a special use permit and site
[11:24]
development plan to allow
Grace Chapel to establish
[11:26]
a place of worship use with an
auditorium sized to allow up
[11:30]
to a thousand seats in the
existing building 8500 East

Orchard Road is the

The Comprehensive Plan adjacent
properties to the north

Here are some site photos.
[11:58]
And so the existing conditions
of the property both photos are

the photo on the left

while the photo on the right

was taken.
[12:06]
We're looking east
The existing building
[12:11]
is proposed to be repurposed
with the following
[12:13]
modifications.
[12:14]
The building will be repaired
and repainted A new storefront
[12:18]
will an entry will be installed
and new rooftop screening will
[12:22]
be constructed to screen roof
top equipment The Color Material
[12:26]
Board identifies terracotta
tiles, corrugated steel, roof
[12:29]
decking, painted
finishes and storefront
[12:31]
glazing The proposed landscaping
includes adding 21 new trees
[12:38]
across five species to
the existing 44 trees
[12:41]
that will be retained More
than 305 gallon shrubs.
[12:45]
An evergreen shrub plantings are
proposed to soften the exterior
[12:48]
of the new trash
enclosure Open space
[12:51]
is proposed to nearly
double with an increase
[12:52]
from 10.9% to 20%.
[12:58]
Moving on to lighting the
Photometric plan in the Esdp
[13:00]
meets all the requirements of
the MDP and lBC with respect
[13:03]
to height color, temperature,
and brightness Next,
[13:10]
we have access and parking The
subject property is access from
[13:14]
the existing drive accesses
along south Wabash Way per
[13:22]
section 16 dash 21 5:30 places
of worship require one parking
[13:26]
space per for seats in the
sanctuary The proposal includes
[13:30]
250 standard spaces win 250 is
required by the LDC and they are
[13:35]
proposing five accessible spaces
regarding traffic impacts That
[13:41]
is not anticipating any
significant impacts to traffic
[13:45]
due to offset peak
travel times Public
[13:48]
works staff completed a review
of the traffic impact study.
[13:50]
And concurs with the methodology
assumptions and conclusions
[13:53]
presented.
[13:55]
Staff finds that the proposed
development can be accommodated
[13:57]
by the existing and planned
transportation network
[14:00]
and does not require
transportation mitigation
[14:02]
beyond improvements
already identified
[14:04]
as a part of the city's long
range transportation planning
[14:07]
efforts Regarding the aCP review
criteria for the development
[14:13]
of the site, as was outlined
in the staff report staff
[14:16]
finds all four of the criteria
in the affirmative Staff
[14:19]
finds that places of worship
are a use permitted in the mixed
[14:21]
commercial zone district in
accordance with the special use
[14:24]
permit and staff finds that
the proposal provides improved
[14:27]
landscaping and open
space parking that meets l
[14:30]
d C's ratio for the
proposed seating
[14:32]
capacity with the required
number of accessible spaces.
[14:36]
Buildings setbacks, far
exceeding minimums and all sides
[14:39]
and renovated building elevate
elevations with screened rooftop
[14:43]
equipment consistent with
the siting design standards
[14:45]
of the ALDC regarding
the steep review criteria
[14:51]
as was outlined in the staff
report staff on all five
[14:54]
of the criteria in
the affirmative Staff
[14:56]
finds that the request to
repurpose the existing building
[14:58]
for a place of worship is
consistent with the interstate
[15:01]
planning area's vision of a mix
of low to mid density office,
[15:05]
institutional and civic uses.
[15:08]
This would be classified as
an institutional use Next step
[15:11]
finds the development to be
compatible with surrounding
[15:13]
commercial the surrounding,
commercial and office contacts
[15:17]
with active activity
occurring outside
[15:20]
of the employment districts.
[15:21]
Business hours Staff also finds
that the development mitigates
[15:26]
its impacts to those
as there is no change
[15:29]
to building height or massing.
[15:31]
So view corridors
are in affected
[15:33]
and property value should
be positively impacted
[15:35]
by the renovation
of the building
[15:37]
with the substantial
improvement to site
[15:39]
landscaping and open space.
[15:42]
Lastly, staff finds
that the development
[15:43]
is in conformance with
the standards set forth
[15:45]
in the MGP and the general
development objectives set forth
[15:48]
in the site and design
standards of building
[15:50]
C based on the review criteria.
[15:56]
Findings staff recommends
that City Council
[15:58]
approve the ACP in step
per section 16 dash
[16:01]
to 70 F. City council.
[16:05]
So determine whether the ACP
sale be transferable to other
[16:08]
owners and shall make such
determination on a condition
[16:11]
of approval and
august 4th, 2026,
[16:15]
the planning zoning Commission
recommended approval for both

the ACP and a steep
Thank you for your time,
[16:22]

[17:30]
Good evening.
[17:31]
Distinguished members of this
city council, as mentioned
[17:35]
my name is Doug Spieler,
representing back But
[17:37]
more importantly is the
applicant on behalf of Grace
[17:39]
Chapel tonight, along with my
consulting partner, Coy Williams
[17:43]
and Kimberly Horn, we
promise to provide a brief
[17:46]
and I'll emphasize brief
overview of the project.
[17:48]
And really are very prepared
to answer questions.
[17:52]
We first wish to thank the
Greenwood village staff as we
[17:55]
began this journey
together over 13 months ago
[17:58]
throughout the entire
process, they have been.
[18:01]
Simply wonderful to work with.
[18:02]
And we greatly
appreciate their efforts,
[18:04]
most namely grady Timmerman,
Derek sturtz and Derek Holcomb
[18:09]
at this time.
[18:10]
Again, we'd like to
reintroduce Pastor Josh Weidman
[18:12]
senior pastor of
Grace Chapel, who
[18:14]
provided good of an overview.
[18:15]
Before we get into
our present please.
[18:18]
It's great to be with you,
and I'm excited to talk
[18:20]
to you about this project.
[18:21]
I grew up in South Denver.
[18:23]
I was born in Air Force Academy
base as a baby in Abilene, Texas
[18:28]
But Denver is what I know
and i love South Denver.
[18:31]
And I remember as a child
driving on the highway
[18:34]
looking at the shuffler sign
and remembering this building
[18:37]
with my brother in the back
of our old Dodge minivan,
[18:40]
thinking, what's
it like in there?
[18:41]
That's where the Cowboys go.
[18:43]
And especially that
simpler sign that
[18:45]
is still iconic to this day.
[18:47]
I never thought I'd
be standing here
[18:49]
tonight before a city council
thinking that we'd be doing
[18:51]
something in that building.
[18:52]
But I'm excited for what we
plan to do in that building,
[18:55]
and I'm hopeful that
you'll support us
[18:56]
in this venture I want
to tell you a little bit
[18:59]
about who we are as a church.
[19:00]
I want to tell you
what we're about
[19:02]
And I want I want to explain
to you why we believe
[19:04]
that this building
is the best building
[19:06]
for our future ministry.
[19:09]
Great job.
[19:09]
It was founded in
1979, in south Denver.
[19:12]
We were started in the
mortuary and then soon
[19:15]
bought our building in 1985.
[19:18]
Outgrew that After
building the second story,
[19:20]
moved back into a
school and through one
[19:23]
of the purchase of a property.
[19:24]
And finally ended
up at our property.
[19:26]
We've been there since 1995.
[19:28]
Located at 8505 South Valley
Highway just off the highway
[19:32]
across from Park Meadows on the
other the east side of I-25 We
[19:37]
understand what it's like
to be on the highway We also
[19:40]
understand what it's like to
rehabilitate an old building We
[19:44]
bought an old car
dealership, almost
[19:46]
the same square footage Our
current property is 85,000ft².
[19:51]
And it was the low paying
property as a car dealership
[19:54]
far before Park
Meadows broke ground.
[19:56]
We actually moved in the
year that they broke ground.
[20:00]
We have been there
for over 30 years.
[20:02]
And we have a design
here to serve South
[20:05]
Denver That's why we exist.
[20:07]
We're almost 50 years old as
a church or non-denominational
[20:11]
or a Bible teaching church.
[20:12]
And our mission is simple.
[20:14]
It's to lead people to find and
follow Jesus That's why we exist
[20:18]
But we don't want
to just focus inward
[20:20]
We don't just
focus on our people
[20:22]
But we know the Bible commands
us to love our neighbors
[20:25]
and we take that
command very seriously
[20:27]
And we would love to
join Greenwood Village
[20:29]
and love on this city and love
on the people that are here.
[20:32]
What does it look like for
us to love our neighbors?
[20:34]
Well, for 45 years
we've been doing
[20:36]
that with quite
a bit of practice
[20:38]
We've partnered with Douglas
County, the Maine county
[20:40]
that we've been in for almost
the whole of our existence,
[20:43]
especially on our
current property.
[20:45]
We serve those in need.
[20:46]
We've provided space for their
police departments and fire
[20:50]
departments to do drills and
have meetings Six years ago,
[20:55]
I was able to found
a ANU Counseling
[20:57]
center, a free
counseling center,
[20:59]
to help those with mental health
issues at no cost to anyone
[21:02]
in the community Anyone can
apply for free counseling
[21:05]
at our counseling center
for our apartment neighbors.
[21:08]
We've held taco truck nights,
free community nights for them,
[21:12]
welcome gifts for residents who
are moving into the apartments
[21:15]
and for the public.
[21:16]
We've continued to do
festivals and events that
[21:18]
love on the public and make
this a place where people
[21:20]
like to come and feel welcomed.
[21:22]
I also think you should
know that over 20%
[21:24]
of our budget,
everything that comes in
[21:27]
goes right back out our doors.
[21:29]
We spend it on the community
or we spend it on efforts
[21:32]
worldwide to impact people
We've loved doing that
[21:35]
for Douglas County
but I would love to do
[21:38]
that for Greenwood Village.
[21:39]
We would love to be here
and to love on your people
[21:42]
I love to take an old
landmark and give it new life,
[21:47]
and that's been an
important building building.
[21:49]
I remember, like I said,
since i was a child.
[21:51]
So it was has history has
been a part of this community.
[21:54]
And we would love to bring
something to that space
[21:58]
for the next generation.
[21:59]
Think of it like taking
a sports historic space
[22:02]
and giving it some
kind of holy purpose.
[22:05]
Our vision is not just a
Sunday space for gathering.
[22:08]
We want to build a place
where Greenwood Village would
[22:11]
be served Seven days a week.
[22:12]
We want to have a public coffee
shop that's open for people
[22:15]
to come in to work in
for co-working space,
[22:18]
for other business
people, residents,
[22:20]
commuters, professionals.
[22:22]
We want to still offer a free
counseling center continuing
[22:25]
to do the work that
we've been doing,
[22:27]
counseling people for free,
helping people in crisis.
[22:30]
So that's our heart.
[22:31]
And then we want to still have
community events and service
[22:34]
projects, things that we
love on local businesses
[22:37]
and the local residents.
[22:39]
Again, we've been visible
on i-25 for 30 years.
[22:41]
We know what it's like to be
kind of the face of a community
[22:45]
on the highway across from
a prominent shopping mall
[22:48]
and we believe that we
can do that even better
[22:50]
We're located on the
highway in Greenwood Village
[22:53]
and represent this city.
[22:55]
Well.
[22:55]
I've taken time to
study your core values.
[22:57]
I see your core
values of quality
[22:59]
of life and economic vitality,
thoughtful development
[23:02]
And we believe that
we can contribute
[23:04]
to all Three of these things.
[23:06]
Our coffee shop.
[23:07]
And our counseling
center will provide
[23:09]
practical support to people.
[23:12]
Obviously But then
people that will come
[23:14]
will support the
local businesses.
[23:16]
We believe that our
events will enhance
[23:19]
not detract from
the neighborhood
[23:22]
We want it to enhance it.
[23:23]
Again, we bring 30 years
of being of experience,
[23:27]
of being in a highly
visible location,
[23:28]
and we want to take
all that we've learned
[23:30]
and use it here in
this place Also,
[23:34]
this community has been a
village, has been a launching
[23:37]
pad to worldwide business
containing headquarters
[23:40]
for major major companies.
[23:42]
Think about empower or
Red Robin or you have some
[23:46]
of these other big companies
that have launched from here,
[23:49]
we want to be a launching place,
a headquarters of sorts We're
[23:52]
not here to build
a megachurch I've
[23:54]
worked for a large
megachurch in Chicago.
[23:56]
I don't want to
host that I don't
[23:58]
want to be the pastor of that.
[23:59]
But i'd rather be as
headquartered the plants
[24:01]
churches all over the world,
perhaps at least nationally
[24:07]
And we think that we can do
that with this being kind
[24:10]
of our headquarters and
a ministry that reaches
[24:12]
other people One more thing
that I want to mention
[24:14]
is the Grace Chapel
has been debt free.
[24:16]
When I took the pastorate
in 2015, we did have that.
[24:20]
I made it my goal
to make us debt
[24:21]
free within the first two
years, we did it less than that.
[24:24]
And we plan to stay.
[24:25]
Debt free the best we can.
[24:27]
Just like greenwood Village,
I know that we're not a tax
[24:30]
income revenue source for you.
[24:32]
I understand that.
[24:33]
But I believe that
what we will bring
[24:34]
will be better than
any tax revenue You're
[24:37]
a wealthy county wealthy city.
[24:39]
You've been able to
live like us that free
[24:42]
and have money in the bank.
[24:44]
I think what we will
bring to you will
[24:45]
be far greater than anything
the tax revenue could bring
[24:48]
at this location
I promise you we
[24:50]
won't be a burden We
want to be a blessing
[24:53]
and i know that change can
feel uncertain for the church
[24:55]
on the highway as a face of
your city could feel uncertain.
[24:59]
But i want you to know this.
[25:00]
We're not here to
disrupt community.
[25:02]
We're here to enhance it
We're here to serve you.
[25:05]
And I hope as the senior leader
of this church, that we will i
[25:09]
will say we will do
everything we can to make sure
[25:12]
that Greenwood village is
an even better place to live
[25:15]
with better quality of
life, not just on Sundays,
[25:17]
but every single day.
[25:19]
Because Grace Chapel
calls it our home.
[25:21]
So thank You.
[25:22]
And we'd love the chance
to be in your city.
[25:25]
Thank you thank
you, Pastor Weidman.
[25:29]
I also have a very
brief anecdote
[25:31]
and just wanted to
share personally
[25:33]
that in 1980, my family and I
moved here to Colorado from New
[25:37]
Jersey Yes, New Jersey
Hey, as an 11 year old,
[25:42]
I remember vividly getting
my very first cowboy hat.
[25:46]
We got it from shoppers.
[25:48]
46 years later, as an
architect, what an honor
[25:52]
it is to be in front of
you all this evening.
[25:54]
And this fine community
to help breathe new life
[25:57]
into this old landmark again.
[26:02]
We promised that we
would remain brief.
[26:05]
This evening We did want to
begin to to at least address
[26:11]
this revitalization
project, which we believe
[26:13]
meets the intent of
the comprehensive plan
[26:16]
goals for Greenwood Village.
[26:18]
In summation, number one,
to promote and maintain
[26:21]
safety and security.
[26:23]
This project will
enhance community safety
[26:26]
by putting more
eyes on the street
[26:28]
As Pastor Josh mentioned through
the coffee shop and counseling
[26:31]
center in particular.
[26:33]
Number two, to promote
well-maintained built
[26:36]
natural environments,
this project
[26:37]
will renovate the
built environment
[26:40]
and increase the
natural environment.
[26:43]
Number three, to
promote high quality
[26:45]
aesthetic this
project will enhance
[26:47]
the aesthetic quality
by building and adding
[26:51]
glazing to the front facade.
[26:53]
The West facade and essentially
opening the building up
[26:56]
to the community.
[26:58]
Fourthly, to present promote
learning opportunities
[27:02]
This project will provide Dale
key learning opportunities
[27:05]
in a variety of programming.
[27:07]
Really as a community
resource Fifth, to promote
[27:11]
and accessible village.
[27:13]
This project will enhance the
accessibility both of the site.
[27:16]
And of the existing building.
[27:18]
And then lastly, to promote
responsive stewardship.
[27:23]
This project will display
stewardship and sustainability
[27:27]
by its nature as an
adaptive reuse building
[27:30]
the most green building
that we can build
[27:32]
is the one that we renovate.
[27:34]
And again, we're proposing
this renovation not only of
[27:37]
the building and parking
lot for church use,
[27:40]
but again, in the
spirit of this church
[27:44]
being deeply community,
facing nearly every part
[27:47]
of this proposed project would
be used to serve the growth,
[27:50]
the broader public, not just for
religious gatherings but also
[27:54]
for practical include some
purposes throughout the week
[28:04]
and ducted did a great
job of outlining,
[28:07]
but wanted to highlight
some of the site
[28:08]
development plan and
special use permit criteria.
[28:11]
So as we look at the site
development plan criteria
[28:13]
for the code 16 to 50,
whether the development is
[28:17]
in conformance with
the comprehensive plan,
[28:20]
as mentioned previously, we
do believe that it will foster
[28:23]
community for residents
As an owner and operator
[28:26]
the Church does take great pride
in the landscape and the upkeep
[28:29]
of their building.
[28:30]
They are not Alessi
or tenant operator,
[28:33]
so they do take great
pride in the upkeep of it.
[28:35]
They have a great ground crew
staff that that does a great job
[28:39]
And then lastly, to promote
leisure and learning
[28:41]
opportunities by welcoming
people into the building
[28:43]
through a coffee shop.
[28:45]
I personally work in the
village and we utilize a coffee
[28:47]
shop that's that
is in the St Thomas
[28:49]
More building almost daily.
[28:52]
So it is a huge amenity for
folks that work in the village,
[28:55]
something that residents.
[28:56]
I think would really
resonate with.
[29:00]
Second, whether the
development is compatible
[29:01]
with the surrounding land uses.
[29:03]
SF mentioned the surrounding
land uses are primarily
[29:05]
office buildings high
density residential
[29:08]
and we believe that this
fits in really well with that
[29:11]
welcoming in the
community Third,
[29:13]
whether the development
adequately mitigates,
[29:16]
mitigates any adverse impact.
[29:17]
It causes including without
limitation, adverse impacts
[29:20]
on traffic view corridors
noise, property values
[29:23]
and the provision of
public services as stone,
[29:26]
as shown in the traffic study
prepared by Kimberly Horn.
[29:28]
The traffic impacts do
not trigger any proposed
[29:31]
improvements on
the roadway Network
[29:33]
and the surrounding
roadway Network maintains
[29:35]
acceptable levels of service.
[29:38]
One access point on the
northwest corner of the property
[29:41]
was deemed unsafe
during the review
[29:43]
and is actually being removed as
part of the project due to site
[29:46]
visibility triangles Fourth,
whether the development is
[29:50]
in conformance with the
development criteria
[29:52]
restrictions and standards
set forth in the MDP,
[29:55]
the restrictions by
the Dtcc have been met
[29:58]
and we have been granted
a landscape variance
[30:00]
by them from 30 down to 20%.
[30:03]
We are more than doubling
the landscape percentage
[30:05]
though on the property.
[30:07]
Fifth, whether
the development is
[30:09]
in conformance with the
general development objectives
[30:12]
objections, objectives,
and six 2120
[30:15]
are met with no requests
or modifications.
[30:18]
Disruption to the
existing terrain.
[30:20]
As Doug mentioned is minimized.
[30:21]
We have reduced the disturbed
area to less than one
[30:24]
acre outside of the building
and we are keeping the existing
[30:27]
building pedestrian pedestrian
circulation is improved
[30:30]
within the site by improving ADA
accessibility sidewalks exterior
[30:35]
landscaping is upgraded and the
building is significant Enhanced
[30:38]
with the revised architecture.
[30:41]
Sixth, in cases involve
parcels with 1 or 2
[30:44]
where either the parks trails
and Recreation Commission
[30:46]
has reviewed the proposal.
[30:48]
The property is
not zoned o 1 or 2,
[30:50]
so it is not applicable next
to the special use permit.
[30:54]
Appreciate it.
[30:54]
Is generally very similar
criteria but number one
[30:58]
is expressly allowed is
a special use district.
[31:00]
A place of worship is expressly
allowed as a special use
[31:03]
district in the AMC
zone District Second
[31:06]
is compatible with the
surrounding land uses.
[31:08]
As we mentioned, it is high
density residential primarily
[31:10]
with office and we believe
that we do fit in very well
[31:13]
with the surrounding land uses.
[31:16]
Third, adequately mitigates
adverse impact to its causes,
[31:19]
including without limitation and
adverse impacts on traffic view
[31:22]
corridors, noise, property
values and the provision
[31:24]
of public services as
previously mentioned,
[31:27]
the traffic study does not
show any proposed improvements
[31:30]
required The Roadway
Network maintains
[31:32]
acceptable levels of service.
[31:33]
And we are closing
the one access
[31:35]
point due to safety concerns.
[31:37]
And fourth is properly designed
with regard to landscaping,
[31:40]
open space, parking
setbacks and building
[31:42]
elevations and objectives.
[31:44]
In 16 2120 are met with no
requests for modifications,
[31:48]
disruption of the
existing terrain
[31:49]
is minimized
Landscaping has almost
[31:52]
been doubled across the
entire property with
[31:55]
enhanced landscaping across.
[31:56]
While we are also trying to
maintain the existing tree
[31:59]
canopy where possible for the
trees that are in good health
[32:03]
And lastly, the building
design to significantly enhance
[32:06]
with revised architecture.
[32:07]
I will turn it back over to
Doug for site conditions Again,
[32:15]
our emphasis tonight
is, to be brief.
[32:17]
Will spend the next
couple of minutes
[32:20]
just talking a little bit about
the specifics of the project
[32:22]
here First of all, just looking
here at the existing conditions
[32:28]
sites are obviously bounded
on I-25 to the west Wabash
[32:31]
to the north and
willow to the east.
[32:33]
It's approximately 4.8
acres, about 210,000ft².
[32:38]
And again, as Corey mentioned,
we believe that the current
[32:40]
access points and general
site circulation flow are very
[32:44]
conducive to this new
proposed use As mentioned,
[32:47]
we are intending to close the
north West access point finally,
[32:53]
as a survey also indicates,
the site contains one single
[32:56]
building of approximately
59,000ft² and three and three
[33:01]
parking stalls There goes from a
landscape planning standpoint we
[33:11]
propose to increase the
landscape areas and and the open
[33:15]
space and essentially reduce
the parking count to 250 stalls.
[33:20]
We believe that this count does
adequately meet the city parking
[33:23]
requirements of one space
for every four seats
[33:26]
in the sanctuary.
[33:27]
And again, right now, church is
targeting a 1000 seat capacity.
[33:32]
So the 250 stalls do
meet the city code
[33:36]
And then, of note is the large
green space to the northeast
[33:40]
A new notable
playground right really
[33:43]
at the front door of the
building from an open space
[33:49]
planning standpoint,
as we mentioned,
[33:51]
the additional landscape areas
to be added, which we believe
[33:56]
are again, going to slightly
exceed the 20% open space
[33:59]
requirements.
[34:01]
And again, we will
actually be more
[34:02]
than doubling the current open
space just under ten, 10.9%.
[34:08]
Currently, additional Lee We
are well below the parking max
[34:12]
coverage of 40% as we
are just barely at 22
[34:21]
As we move into the
floor plan diagram
[34:24]
terms as you'll well
be aware, the site
[34:27]
falls from west to east.
[34:29]
And it does provide
a very nice grid
[34:32]
condition here on the
east side of the project.
[34:34]
Looking at the lower level, we
do intend to remove the existing
[34:38]
dark That existing
dock was never
[34:41]
part of the original
construction
[34:43]
and does not fit
aesthetically in ten.
[34:45]
Instead, we intend to replace
it with a staff entrance
[34:49]
and you'll see in our elevations
is a nice addition of glazing
[34:53]
in its place The main
floor of the building
[35:01]
is really the reactivation
of the of this main floor
[35:04]
to both enhance security
and community We're locating
[35:09]
the sanctuary right in the
heart of the floor plate
[35:13]
allowing classrooms
along the east side
[35:16]
to the administrative space and
counseling space in the read up
[35:21]
along the north and west.
[35:23]
And again the coffee shop
in the lower left which
[35:27]
would be that southwest corner
as the roof plan indicates,
[35:36]
we do intend to maintain
the existing building.
[35:39]
The roof plan is showing new
and replaced mechanical screens
[35:43]
around all existing equipment
as part of our commitment
[35:50]
to high quality, aesthetic
we propose new windows
[35:54]
along the north facade
and a substantial amount
[35:58]
of glazing storefront glazing
So wide open stretches of glass
[36:02]
along that western facade And
again, to allow the building
[36:06]
to just be more approachable
and more outward
[36:09]
facing as we move around
to the south facade
[36:14]
again, much like we
were doing on the north,
[36:16]
we proposed to
refinish the existing
[36:18]
herringbone wood accent, which
wraps around the east facade
[36:22]
as well,
[36:23]
and the lower image shows the
east facade with new windows
[36:27]
and that new storefront
added for the staff entrance
[36:33]
for a materials standpoint, we
work very closely with staff as
[36:37]
well as the Dtcc See HCC
to propose and maintain
[36:41]
the existing terracotta
roof elements
[36:43]
and essentially repaint much of
the remaining existing exterior
[36:48]
We do plan to bring all
signage in to conform
[36:51]
since with the current code
and look forward to working
[36:54]
with staff and the Dtsc
SEC to finalize exterior
[36:58]
signage Finally, as these
renderings show, we do intend
[37:06]
to breathe new life into this
old landmark repositioning it
[37:11]
as a vibrant community resource
We're really pleased to present
[37:15]
this project,
[37:16]
which we believe meets the
intent of the comprehensive plan
[37:19]
for Greenwood Village
And finally, we
[37:21]
want to emphasize that
we are requesting zero
[37:24]
variances and zero exceptions.
[37:28]
We do look forward to working
very closely with Greenwood
[37:30]
Village to help
revitalize this very
[37:33]
special place within the city.
[37:36]
And again, we thank you.
[37:38]
And thank staff and we would
love to answer questions
[37:45]
as any member of Mr. Wiesner
Yes, I email staff and copies
[37:54]
city Council on some questions.
[37:56]
I have.
[37:58]
And of course i've
got some more of that.
[38:01]
Appreciate it.
[38:02]
So reflecting back on
one of the other suppers
[38:04]
that we had to approve that
was in the neighborhood zoning
[38:08]
and it was a church.
[38:09]
And then we put a school in
there and our commercial retail
[38:13]
to a church and I want to
understand in that context
[38:18]
a couple of things.
[38:19]
One is on the ACP that we
approve for the school,
[38:23]
we are very
descriptive in things
[38:26]
that could and could not be
done such as hours of operation.
[38:31]
And when the lights had
to go off externals sound
[38:35]
whether they could rent
the facility or not
[38:39]
I don't know if those items
need to be on this shop
[38:45]
or because it's in a
different zoning district.
[38:48]
They don't need to be on.
[38:50]
It's My first question
Please state your name
[38:56]
and my name is Derek steward.
[38:59]
So for planning manager
6060 South Quebec Street,
[39:02]
Greenwood Village 0111.
[39:04]
Thanks for there to
tell the truth, I do.
[39:06]
I do I swear to tell the truth
and nothing but the truth.
[39:09]
Thank you for the question,
Councilmember Wiesner City
[39:14]
Council can put
conditions on unless you
[39:17]
p that would be a condition
that you would put on this plan.
[39:21]
That would be recorded.
[39:22]
I think there's a nuance
here about the s u p
[39:27]
that you mentioned
before in this one.
[39:29]
It's context within a
neighborhood versus the context
[39:32]
here where it's in more
of a commercial corridor
[39:37]
There was concerns on that
prior case where there was
[39:41]
operational hours That was a
concern of the neighborhood
[39:44]
the concern of
council, and that was
[39:46]
put as a condition
on the use council
[39:50]
does have the authority
to condition approval
[39:54]
and that would be
put on the plans
[39:57]
for the it's an SDB and
s u p if council deems
[40:02]
those necessary that
are sure discretion
[40:05]
If we don't put them
on there it would just
[40:09]
go under the guidelines
of what the zoning is
[40:13]
for that area versus,
let's say again,
[40:16]
going back to the other ACP,
[40:18]
you're in a residence
neighborhood.
[40:19]
So in terms of lighting,
noise and all that,
[40:22]
it's a lot stricter.
[40:23]
So does that So the reason
we put those on that issue
[40:28]
is because we needed
to be stricter because
[40:30]
of the residential zoning So
do you see that as an issue
[40:34]
with this ACP We do not OK.
[40:39]
And that's because
the commercial zoning
[40:41]
is a more I guess,
open to active
[40:47]
cities that have more traffic
hours or sound lighting,
[40:52]
etc. that a fair enough.
[40:55]
That's completely fair.
[40:56]
Councilmember that I think
Mr. Holcombe has something
[41:00]
he wanted to add to that.
[41:02]
Mr. Holcombe, would you
introduce yourself, please?
[41:04]
Sure, Derek.
[41:05]
I'll come.
[41:05]
Community development Director.
[41:07]
I agree.
[41:07]
Is there an address, please?
[41:10]
And Sure.
[41:11]
Never done this 60 60
South Quebec Street.
[41:13]
I do for him to tell the
truth, the whole truth,
[41:15]
and nothing but the truth.
[41:16]
Thank you.
[41:16]
You.
[41:17]
Well, make sure you remember
the address Yes, sir
[41:20]
And as your director of
community development,
[41:22]
I would not recommend placing
conditions on this plan
[41:25]
because I don't
think it's necessary.
[41:27]
I think it would be
onerous to enforce.
[41:29]
And given the context, I
don't believe that it's
[41:33]
going to add any value.
[41:34]
We do have standards in our
code for lighting noise, access,
[41:38]
traffic They've all
been reviewed as part
[41:40]
of this proposal It's a lot
different context than Aspen
[41:43]
Academy where I think
it was appropriate
[41:46]
but I just don't
foresee it, adding
[41:49]
any protections to the city.
[41:51]
We don't already have
in the municipal code.
[41:53]
So I would not suggest it
from a resource standpoint
[41:56]
to have staff out there counting
cars and hours of operation
[42:00]
and then I'm I'm not done yet.
[42:02]
And so then on other
activity is right.
[42:09]
So you know, we understand
the whole church point,
[42:12]
but we're going to
have a coffee shop
[42:15]
maybe some religious classes,
other classes I heard
[42:19]
maybe some shared workspace.
[42:20]
Is that all allowed
under the current zoning
[42:24]
and would be allowed
under this aCP?
[42:27]
Yes What you're
describing in the coffee
[42:30]
shop and other activities
are allowed per the zoning.
[42:34]
And so they could go
ahead and do that, okay?
[42:37]
Yes, sir.
[42:38]
So in other words, just
because you have an S u
[42:41]
P doesn't mean you
still can't follow
[42:43]
all of the other
allowable activities
[42:46]
under the zoning Correct?
[42:49]
OK.
[42:50]
I mean, look one more time,
make sure I got everything.
[42:55]
And i bought my First
cowboy stuff at shop last.
[43:00]
But the One condition.
[43:01]
I would put on aCP would be
to rip down the shepherd sign.
[43:06]
I'm assuming that's something
we can put on as a condition You
[43:10]
condition that I would defer to
the applicant on their intent
[43:14]
for the sign I want it.
[43:17]
So do I. You can his or Oakland.
[43:21]
I'll recognize you
if you I'm fine.
[43:23]
I'm done.
[43:24]
OK Ms..
[43:28]
Nelson I wonder if statement
and two quick questions.
[43:32]
It's my understand knowing that
there are zero waivers needed.
[43:36]
And there's zero
exceptions asked for.
[43:40]
So it falls within
the ACP permissions
[43:46]
for that particular
zoning district.
[43:48]
Correct ?
[43:50]
100% correct.
[43:51]
OK I would like to
clarify the issue.
[43:55]
P is for the use Sorry,
where all the exceptions are.
[43:58]
But otherwise, that's
a fair description.
[44:01]
OK So they didn't they weren't
they were just coming to tell
[44:04]
us what they're going to do.
[44:06]
They haven't asked us to make
an exception or a variance Okay.
[44:10]
Then i noted you're putting
a playground in front.
[44:16]
Would that be something
The neighborhood kids,
[44:19]
your apartment, kids could use?
[44:21]
Because like, when we put a
basement academy that playground
[44:24]
for security reasons was
cordoned off with this
[44:28]
be accessible to
people walking right
[44:31]
now it is not intended to be
okay for same security reasons.
[44:35]
Okay.
[44:36]
And then what is we've had some
issues with businesses running
[44:43]
counseling services or the
people that are offering
[44:46]
counseling Is it a one on
one religious counseling
[44:52]
Is it mental health
counselor bullying?
[44:55]
Is it what type
of what do you see
[44:58]
is Yeah, it's biblical
counseling Okay.
[45:00]
Counselors are certified
as biblical counselors
[45:03]
by the Association
of Certified Okay.
[45:06]
And we're insured
for all of that.
[45:08]
And have all the proper people.
[45:09]
Okay.
[45:10]
I was just you know, I didn't
know what type you know,
[45:12]
drug counts.
[45:13]
You never know what form
counseling is going to take
[45:16]
And that's permitted
with this as you paid.
[45:18]
Correct.
[45:19]
OK.
[45:19]
That's all I have.
[45:21]
Ms. Johnston, You have
parking and traffic.
[45:25]
Just some clarification.
[45:27]
So I guess in our code we
allow one spot for parishioners
[45:32]
or and that's like
our church code
[45:35]
or is it something more
standard than that Yeah, that's
[45:41]
what our code
requires is one one
[45:44]
parking space per four seats at
worship for religious uses Okay.
[45:48]
And then on certain holidays,
I know that some churches get
[45:53]
overflow So I wondered if
that had been accounted
[45:57]
for in your place and i
think some of those roads
[46:01]
could be worked on,
but I'm not sure
[46:03]
So it's an open ended
question for anyone
[46:05]
to answer My advice we
would defer to the applicant
[46:10]
on their intent and plans.
[46:12]
I think you have some other.
[46:13]
Yes, we've been
doing holidays, you
[46:15]
know, Easter and
Christmas specific week
[46:17]
for a very long time.
[46:18]
We usually run multiple extra
services because of that.
[46:23]
So we're not just having usually
our only our regular services
[46:28]
for Christmas Eve.
[46:28]
We may run three for five
different services to ensure
[46:32]
that people can
get a seat and that
[46:33]
there is a parking spot if Mr..
[46:40]
Doyle Yeah.
[46:41]
Thank you.
[46:42]
I have several questions and
I'd like to mostly follow up
[46:48]
on the signage question
So the Scheffler sign
[46:53]
is by quite historic,
but it's also quite large
[46:58]
Is the plan to keep it as it is,
or is there a plan for the sign
[47:07]
Can I speak to that?
[47:08]
Of course our desire
would be to keep it
[47:11]
but as it is, we realize that
we would not be able to make it
[47:14]
Grace Chapel or something We
think there's a historic value
[47:18]
It's been there since 1977.
[47:20]
It's notable People know it.
[47:22]
People love it We like to
keep we like to maintain it.
[47:26]
We'd like to upkeep it.
[47:27]
We'd like to kind of
revitalize it, if you will.
[47:30]
We've even talked about
some kind of historic plaque
[47:32]
that would be at the bottom
of it that says this was
[47:34]
established when the
first Templars was placed
[47:38]
in this property in 1977,
something like that That
[47:41]
would be our preference.
[47:43]
It's not something
that we must have.
[47:45]
Right.
[47:45]
It doesn't have our name on it.
[47:47]
So we're doing it for
the sake of keeping
[47:49]
something that we think is
a landmark in green village.
[47:53]
Okay.
[47:55]
With the sign itself, if it
were been part of this proposal
[47:59]
to be built and grow
it village, would it
[48:02]
be acceptable under our
codes today Technically,
[48:07]
it's considered legally
nonconforming at the moment.
[48:10]
And because as it has not been
actively or continuously used
[48:14]
for a period of over
Six years or six months,
[48:17]
it we could consider it
abandoned and maintenance would
[48:20]
not be kind of they
would not have a right
[48:23]
to maintain it after that.
[48:24]
Six months of abandonment.
[48:27]
So if if I make sure it's
legally nonconforming,
[48:33]
I'm sorry, it's not per code.
[48:36]
does that mean.
[48:37]
It will have to come down?
[48:40]
Unless unless unless
we want to keep it
[48:43]
there are there if the council
wants to keep the sign,
[48:46]
I would say just let us know.
[48:48]
You want to keep the sign and
we'll put a condition on that.
[48:51]
The sign stays and that it be
maintained I would not recommend
[48:54]
you keep it and let it just
continue to deteriorate It would
[48:57]
be condition that
it be maintained
[48:58]
in its current condition
or better Right?
[49:01]
Okay I notice that the
public neighborhood meeting,
[49:06]
there was some
question about the sign
[49:10]
didn't it wasn't specific.
[49:12]
They didn't say whether
they wanted or didn't
[49:14]
want to just ask the question.
[49:16]
But i'm questioning
anybody was there was there
[49:19]
a view against or for the sign?
[49:21]
You know I can't remember if
it was for guess how about
[49:30]
signage on the building itself?
[49:32]
I noticed the facade
of the building
[49:34]
really doesn't have any signage
So right now it's Scheffler
[49:38]
and that's all
there is You know,
[49:41]
that's kind of what that
space is is labeled.
[49:44]
How would how is that
going to be addressed.
[49:46]
Signage while we begin to
prepare very preliminary signage
[49:53]
at this point we'd
like to work with staff
[49:56]
and eventually with the
DTC, see to finalize signage
[50:01]
But outside of this
particular process
[50:02]
this evening, sir and I can
speak to the city's process,
[50:07]
the city's process and signs
goes through the planning
[50:10]
and zoning commission so they
could ask for a sign package
[50:14]
that would go to
planning and zoning
[50:16]
It would be their authority
to approve it or deny it.
[50:21]
Generally speaking
staff and applicants
[50:24]
like to work together in making
sure that there's development,
[50:28]
and then there's signage so
that, for instance, a quality
[50:32]
development doesn't get denied
because someone doesn't like
[50:35]
the color blue on the sign.
[50:37]
So that would be a
forthcoming package
[50:40]
that would be processed
through the city once applied
[50:43]
for through planning and zoning.
[50:45]
OK Well, I think there's
obviously different opinions
[50:49]
on council about the
Scheffler sign I,
[50:56]
I know people that find
it very objectionable
[50:58]
because it's so large
and, you know, whatnot
[51:01]
and others that
feel it's historic
[51:03]
and it's a bi has value
in that historic context
[51:09]
But the but the reality is
it's not it's not pertinent.
[51:13]
It.
[51:14]
Doesn't it doesn't
describe the place.
[51:19]
It's it's confusing So
I think council should
[51:24]
weigh on the sign in my opinion
and whether we should keep it
[51:29]
or not.
[51:31]
I, for one, would not.
[51:33]
But I'm not saying
there's not value
[51:35]
in the historic aspect of it.
[51:37]
It's just that I find
it to be not appropriate
[51:42]
given the use of last question.
[51:46]
I was a little confused on
the open space requirement.
[51:49]
It is the open space
requirement 20% or 30%.
[51:53]
It is 20%.
[51:54]
This 20%.
[51:55]
OK.
[51:56]
And then I would like to
add to if they bring a sign
[51:59]
package that can meet
code, it wouldn't require
[52:02]
a need for a signed
variance So they always
[52:05]
have the option to propose
signage that can just
[52:07]
be code Yeah, I understand.
[52:09]
For the for other signage
other than the Scheffler.
[52:12]
Sorry.
[52:12]
Yeah, I understand Thank
you, George Which two?
[52:17]
Welcome to you.
[52:19]
Signs go to the planning
and zoning Commission
[52:22]
and do not come
to council Correct
[52:25]
clarification on that, Mary.
[52:27]
They can choose to
meet the standard sign
[52:29]
code at which point it
would be administrative.
[52:30]
It's only if they
choose to deviate
[52:32]
above and beyond
the sign code, they
[52:33]
would have to go to the
planning and zoning commission.
[52:36]
Our goal is always to
work to get them to just
[52:37]
follow the sign code, correct?
[52:40]
Mr. Schneiderman
forms just one thing
[52:43]
I follow up on that
So if nothing is done,
[52:49]
regards the Scheffler
sign it will
[52:51]
have to come down because
it will be nonconforming.
[52:55]
Is that correct?
[52:57]
Yes The grace chapel could come
before our planning and zoning
[53:05]
with a proposal to
keep the scheffler sign
[53:08]
and planning and zoning
would approve that or not.
[53:12]
And that wouldn't
come to council Yeah.
[53:18]
Councilmember or I think
if you make it a condition
[53:20]
that the sign must remain
will confer with city attorney
[53:23]
on whether planning and
zoning also needs to weigh in
[53:25]
or if that's sufficient to leave
the sign in place I think Mr.
[53:30]
Doyle's asking the reverse
of that I'm asking is,
[53:34]
do we if we don't
do anything, do
[53:36]
we lose control over whether
that's the sign is there or not?
[53:39]
We are we abdicating that
responsibility if we don't act
[53:46]
if you don't act once the
building changes hands
[53:49]
and it's no longer applicable as
Scheffler Blue Barn per the code
[53:54]
after a period of six
months of abandonment,
[53:56]
it would have to be
removed clarify this six
[54:00]
months of abandonment please.
[54:05]
I think right now you can
make a loose interpretation.
[54:07]
It's being used for directional
purposes for Boot Barn.
[54:10]
They're in the
Scheffler building
[54:12]
Once it's no longer
these owners building,
[54:14]
it's no longer
applicable to the site.
[54:16]
And for the code it would
be no longer allowed.
[54:19]
After six months, after six
months, Mr. Jackson, John
[54:25]
Jackson, city manager
6060 South back
[54:28]
We did this and invoked
this same exact policy with
[54:32]
the theater sign on Arapahoe.
[54:33]
Appreciate it.
[54:34]
Was considered abandoned.
[54:36]
And we made the owner,
property owner take it down.
[54:38]
We could do the
exact same thing here
[54:40]
I think this really
boils down to what
[54:43]
you would like to see happen
more than what we can do.
[54:47]
The let's take the other
example the Penders true sign.
[54:51]
That was a sign that
I'm talking to It was
[54:53]
right there There were to sign.
[54:57]
Okay Mr. Snyderman, thank you.
[55:03]
Thank you, Mayor Just
a couple of questions.
[55:05]
I think directed towards the
pastor Just out of curiosity,
[55:09]
your congregation and from
what parts of the metro area
[55:13]
do they typically hail
That's a great question.
[55:17]
Councilmember.
[55:17]
We have mostly all South Denver.
[55:20]
We have a few that are just
in Green Village and north,
[55:24]
but not much north
of here Most is south
[55:27]
and I would say evenly
spread east to west.
[55:30]
So we were founded
in West in Littleton
[55:34]
and then we have people
that now live in Parker
[55:38]
out East or Aurora.
[55:40]
So we're pretty spread on
either side of the 25 corridor.
[55:44]
But South kind of
here, maybe even all
[55:47]
the way towards Castle Rock.
[55:48]
Okay, great.
[55:49]
Another question for you.
[55:51]
What type of secure city
do you typically have?
[55:54]
Both on a typical Sunday
during the holidays,
[55:57]
you have your own security team.
[55:58]
Do you hire out Yeah,
it's a wonderful question
[56:02]
and very important to us.
[56:02]
We have a world
class security team.
[56:05]
They've been trained by
ministry and an outfitter
[56:10]
called Able Shepherd.
[56:11]
Everyone goes through that.
[56:12]
We have them broken into
four different teams.
[56:14]
But there are assigned.
[56:15]
We have assigned
posts we have security
[56:18]
cameras all over the campus.
[56:19]
And our security team
at any given time
[56:22]
is watching every
single door every place,
[56:25]
every suspicious activity.
[56:26]
We also pay for Douglas
County to be present on campus
[56:30]
with a car and an
armed police officer.
[56:34]
We would plan to
do the same thing.
[56:35]
Obviously with
Greenwood Village.
[56:37]
OK, wonderful And then
just a final question.
[56:39]
I think this is directed
more towards staff
[56:42]
And I'll preface this by saying
that I'm in favor of the church.
[56:46]
I'm just curious if we have a
dollar figure of loss of tax
[56:50]
revenue for the boot barn
leaving this becoming basically
[56:54]
counselor my recommendation
is that that staff not answer
[56:58]
that question as it's not
pertinent to the criteria for
[57:01]
the applications before you.
[57:02]
Thank you.
[57:03]
Thanks.
[57:05]
Miss Johnston I just want to
say I the sign is historical
[57:09]
and so i would hope that council
would allow them to keep it
[57:14]
And I would vote in favor of
that if they don't abide by it
[57:21]
or or, you know
maybe something else
[57:25]
could be done so that it's not
standing in the middle of I-25,
[57:30]
but maybe lower with
a marker or something.
[57:32]
But we can't lose that Yeah.
[57:34]
Thank you.
[57:35]
I'm not sure it's allowed
in your zoning district
[57:37]
for your house
inside mission Also,
[57:43]
I personally don't think the
sign should set should stay,
[57:47]
but I would propose like
a citywide wide auction.
[57:51]
I mean that's a serious right.
[57:55]
And you could put that money
towards funding all sorts
[57:59]
of other parish
ministries I mean,
[58:02]
you're going to have
a line out the door
[58:03]
starting with Donna and Libby.
[58:06]
You know to put
bids on that side.
[58:08]
I think it doesn't
suit what you're
[58:11]
trying to do with the
site and in fact, might
[58:15]
cause some confusion agenda.
[58:18]
People that are trying to
locate you or whatever.
[58:21]
But what a great Welcome
to the community.
[58:24]
Common options on the side.
[58:26]
You could break it
down into several.
[58:27]
I was just looking Add it.
[58:29]
You got the big shuttlers thing.
[58:31]
And then you got the little
these with the bullhorns on it
[58:34]
You could break that apart
and make billions of dollars
[58:37]
off pay for your rented.
[58:40]
So I'm just saying i don't
think that preserve HOA would
[58:43]
allow I do have a
serious question
[58:46]
for you concerning the parking.
[58:48]
Could you help me
understand that maybe it's
[58:51]
staff Two is your thousand
parishioners plus staff
[58:56]
and for per unit, which c
per person or would seem
[59:03]
i don't know whether
you get an average
[59:05]
of four people plus
driving together
[59:08]
to attend to your services.
[59:10]
It's a fair question.
[59:12]
Obviously we would
make sure that we make
[59:14]
arrangements for staff parking.
[59:15]
We've already done that
in some of the plans
[59:17]
on the back sides
of the building,
[59:19]
giving them premier
spots to those who visit.
[59:21]
We do have a lot of
families in my family.
[59:24]
I have six kids, so there's
a lot of kids in our car
[59:27]
So you have to think
of it that way as well.
[59:30]
How families come
to church together
[59:33]
We would work towards
a parking agreement
[59:36]
with both of the businesses
to the north and to the south.
[59:39]
We know that those businesses
are not used on the weekends,
[59:43]
and so we like to have some
kind of parking agreement.
[59:45]
There is a stair kind
of forced stair way
[59:49]
that goes to the
building your health
[59:52]
or even health to the south.
[59:55]
And so we'd love to make
use of that stairway
[59:57]
and work with them first
for parking on Sundays.
[1:00:00]
Good at that.
[1:00:01]
We don't need more
parking there.
[1:00:03]
There's no doubt.
[1:00:04]
But that would be great
if you could do that,
[1:00:06]
because I can see you
needing if you have
[1:00:10]
a full house, if you
would say, yeah, you
[1:00:13]
could need additional parking.
[1:00:14]
Absolutely.
[1:00:14]
And we would to that point, we
would work very hard to make
[1:00:18]
sure there's no street parking.
[1:00:19]
There would.
[1:00:20]
But we're going to stop
that neighborhood Thank you.
[1:00:24]
Any other questions from
council Oh Mr. Doyle, I just
[1:00:30]
have a procedural question.
[1:00:32]
George, I If we wanted to pass
a resolution or whatever it is
[1:00:39]
on the sign, do we do that
before we act on the application
[1:00:44]
or after or when Mr..
[1:00:50]
Come here.
[1:00:55]
I would, yeah.
[1:00:55]
I've conferred with the city
attorney in our huddle room
[1:00:57]
back here and I would say I
would take action on the sub
[1:01:01]
first to authorize the use.
[1:01:03]
Then when you take a vote on
the site development plan,
[1:01:05]
you would take a motion on
the condition in our motion
[1:01:09]
for approval on the condition
that the existing sign be
[1:01:13]
maintained at current
or better condition
[1:01:18]
for purposes of
historic significance.
[1:01:21]
Because the code does not
technically define abandonment
[1:01:23]
So if you give it a purpose for
historical significance, that
[1:01:26]
would be a way around
the abandonment
[1:01:28]
clause in the same code
And we've confirmed,
[1:01:31]
we believe that would be
sufficient without having to go
[1:01:32]
back through planning and
Zoning commission for a variance
[1:01:35]
and would run with the land
Okay May I speak to other sign?
[1:01:43]
Would that be Certainly I just
I'll give one case, you know,
[1:01:47]
as an almost native born
on an Air Force base.
[1:01:49]
But I've been here
my whole life.
[1:01:50]
My wife also a native, it's
the number One question we've
[1:01:54]
had over the last 13 months
as we pursue this property,
[1:01:57]
will the signs stay even old
in a multi person meeting
[1:02:00]
in our church
about this property
[1:02:03]
The overwhelming majority are
saying, Please keep the sign.
[1:02:07]
I I understand it says shiftless
settlers went out of business.
[1:02:12]
I believe in in 1999.
[1:02:14]
Appreciate it.
[1:02:14]
Hasn't been in business.
[1:02:16]
Now you could make a case that
viewpoint is closely related
[1:02:19]
to what settlers
was, but who really
[1:02:21]
knows where settlers
was ? except
[1:02:23]
there's a ball on the sign.
[1:02:25]
Those that are going
to boot barn today
[1:02:27]
may not even understand
what settlers was
[1:02:29]
It's not in business anymore.
[1:02:31]
It's a historic cattle company.
[1:02:32]
They bought that building put
it there and put that sign up.
[1:02:35]
I think it is significant.
[1:02:37]
People do use it as a
landmark for orientation
[1:02:40]
around Greenwood Village
And yes, well, we're not
[1:02:42]
selling boots and cowboy hats.
[1:02:44]
We'd be the shirt, the church
that meets at the shelter site.
[1:02:47]
I do think it'd be a
point of orientation
[1:02:49]
for us People know it even
as people have been hearing
[1:02:53]
about our new
pursuit of a building
[1:02:55]
They said, Well, so where is it.
[1:02:56]
Is in Greenwood Village.
[1:02:57]
Do you know where the super
sign is Yeah, it's right there.
[1:02:59]
It's that Alamo looking thing
that we're going to make better,
[1:03:02]
right I tell them that.
[1:03:04]
But they know where the sign is.
[1:03:05]
If you were to
make a condition, I
[1:03:07]
guess my request would be to
allow us to keep the sign,
[1:03:09]
to maintain the sign to upkeep.
[1:03:11]
The sign has had no
love It needs reworking,
[1:03:13]
and needs repaint We take it
back to its historic condition.
[1:03:17]
Give us a period of time to
maintain it and and allow
[1:03:21]
that to go on for a while.
[1:03:22]
And if it doesn't
meet your standards,
[1:03:24]
I'm not going down
the hill for the sign
[1:03:26]
I'm more care about people.
[1:03:27]
I don't care about a sign.
[1:03:28]
But I think the sign is
important to the people.
[1:03:31]
And that's why I want to make
the case to keep the sign Thank
[1:03:34]
you for that feedback The
there are no further questions
[1:03:40]
and i will now call on all those
who have indicated their desire
[1:03:44]
to be heard concerning the
matter remind each individual
[1:03:47]
that they must first
give their name
[1:03:49]
and address and be sworn in
before testifying We've heard
[1:03:54]
from most people on this list
is there are people out who are
[1:04:01]
in the audience who
wish to come and testify
[1:04:10]
I don't see anyone
in Is there a motion
[1:04:14]
to close the public hearing?
[1:04:16]
So moved I'll second.
[1:04:19]
All those in favor Please
say I. I those opposed
[1:04:23]
nay The motion passes the
public hearing is now closed.
[1:04:28]
I will now entertain
a motion for case
[1:04:30]
number Z days 26 days 00017.
[1:04:35]
The special use permit for
8500 East Orchard Road.
[1:04:38]
So that we may begin
deliberations on this matter
[1:04:45]
Mr. Schneiderman may I ask you.
[1:04:47]
Yes.
[1:04:48]
Mr. Mayor, I moved.
[1:04:49]
I'm sorry.
[1:04:49]
I'm having trouble
navigating between my phone
[1:04:52]
and my I'm sorry.
[1:04:54]
I'm barely able to
switch between teams.
[1:04:56]
So if Mr. Schneiderman
could do it.
[1:04:58]
I'm so sorry No problem.
[1:05:01]
I move to approve case number z.
[1:05:03]
DoorDash 20 6-00017.
[1:05:06]
Special use permit
8500 East Orchard Road.
[1:05:08]
Grace Chapel, as outlined in the
staff report Is there a second?
[1:05:12]
Second John?
[1:05:13]
Second vertical.
[1:05:15]
Thank you Ms. Johnston Any
discussion And Deputy city
[1:05:24]
Clerk, would you please call the
vote Councilmember Schneiderman.
[1:05:30]
Yes.
[1:05:30]
Councilmember Johnston Yes.
[1:05:32]
Mayor Pro Tem.
[1:05:33]
Barnicle yes.
[1:05:36]
Councilmember.
[1:05:37]
Mr. Councilmember for Wisner.
[1:05:42]
Yes.
[1:05:43]
Councilmember Stall Yes.
[1:05:47]
Councilman Dale.
[1:05:48]
Yes.
[1:05:49]
Councilmember Nelson.
[1:05:50]
Yes The motion passes
with a majority vote
[1:05:53]
Thank you very much Council.
[1:05:57]
Now, consider case number
three, DoorDash 20 6-000 26.
[1:06:01]
The site Development
Plan for 8500 each.
[1:06:04]
Orchard Road.
[1:06:05]
May I have a motion.
[1:06:06]
So we can begin deliberation?
[1:06:08]
Ms..
[1:06:09]
Johnston yes, with a question.
[1:06:12]
Is this where I could
have a condition
[1:06:15]
or do you do that later?
[1:06:18]
Do I do that later?
[1:06:19]
And I believe staff
has a recommendation
[1:06:21]
for that language.
[1:06:22]
When you get to that point.
[1:06:24]
Okay So I move to approve comes
Okay I move to approve case
[1:06:33]
number 26 00026 site development
plan 8500 East Orchard Road
[1:06:40]
Grace chapel with a condition
that the existing shoppers
[1:06:45]
freestanding sign be maintained
in the current location
[1:06:49]
and kept in as good
or better condition
[1:06:51]
as it exists today Yeah.
[1:06:54]
Second barnacle
exclamation point.
[1:06:57]
Thank you.
[1:06:58]
You.
[1:07:00]
Discuss ocean that's Nelson
be okay with the site plan
[1:07:06]
as is without the condition
I don't I I don't feel
[1:07:13]
a need to keep the side
mr. Wizner saying I
[1:07:21]
think I should sell it.
[1:07:23]
And once that sign's gone
no one is going to care.
[1:07:26]
Six months from now No, not it's
an eyesore It does not fit in
[1:07:31]
with the city I
wouldn't get rid of it,
[1:07:33]
so I would go with
the super submitted.
[1:07:39]
Have you number three are
nostalgia, Mr. Barnacle,
[1:07:43]
let me call on you.
[1:07:44]
Please Go ahead I just
did have, you know,
[1:07:49]
Mercier Del Jim, Mr. Wiesner
mean growing up here in District
[1:07:54]
three, this is important I think
the applicant applicant actually
[1:07:57]
made a very moving suggestion.
[1:08:00]
Keep the sign It's not
directional It is nostalgic
[1:08:04]
and it's part of the
heart of District three.
[1:08:06]
So I'm in support of the
conditional amendment
[1:08:11]
as proposed by councilmember
Johnston and Mr. Schneiderman I,
[1:08:21]
I have to say I've
also lived here.
[1:08:23]
Basically, my entire
life I love the sign.
[1:08:28]
I'd like to keep it.
[1:08:29]
I'm happy with the with the
amendment to the to the SUV Mr..
[1:08:37]
Mr..
[1:08:37]
Doyle yeah.
[1:08:39]
I've made my position
known and i, absolutely.
[1:08:42]
I think I agree with what's been
said about not keeping the sign.
[1:08:47]
I realize that there's a value,
but I think it will have.
[1:08:52]
I think it served its purpose.
[1:08:54]
So the question is that the the
motion is to add that conditions
[1:09:02]
So if we don't want
the sign, we vote
[1:09:04]
no for the approval of the ACP.
[1:09:08]
That's correct And we can
have a Second as a second.
[1:09:14]
That would take it out
of So in other words,
[1:09:18]
if we don't approve this with
the sign included, then Ms..
[1:09:25]
Johnston or someone else
could vote for approval
[1:09:29]
and without the sign
being there as Tom
[1:09:34]
said on the line, Yes Mr. Stall,
do you have an a an opinion
[1:09:44]
You know, I completely want.
[1:09:49]
I could go either way on it.
[1:09:51]
I you know, I first came
to Denver and in the 70s.
[1:09:57]
And I remember the sign
being there, it's nostalgic,
[1:10:01]
but I could also
see it being removed
[1:10:04]
But I at the end of the
day, it's not in my district
[1:10:09]
and i would side
with the council
[1:10:15]
people in District three.
[1:10:17]
All right So by my
count, that means
[1:10:20]
there are four people in
favor of keeping the sign
[1:10:25]
and three people
who are would just
[1:10:27]
soon see the sign removed So
are there is there any other.
[1:10:36]
I'm sorry, Mr. Stall.
[1:10:37]
You wish to add something?
[1:10:39]
Yeah.
[1:10:40]
OK.
[1:10:41]
Katrina online.
[1:10:42]
Has she weighed in or
is she able to speak?
[1:10:46]
She's not online.
[1:10:48]
She's online Oh, right.
[1:10:49]
OK.
[1:10:50]
I'm sorry.
[1:10:51]
I'm sorry Ms..
[1:10:53]
Metzger.
[1:10:53]
I'm sorry.
[1:10:54]
I didn't realize you joined us
I'm not showing her as muted I.
[1:11:18]
I don't believe she's
available So with that in mind,
[1:11:24]
we have 4, 2, three
in favor of keeping
[1:11:30]
this sign With that in mind, of
would you please call the vote?
[1:11:38]
And this So the vote is clear.
[1:11:41]
Voting in favor votes
for votes for the passing
[1:11:49]
and keeping the sign
a vote against means,
[1:11:54]
you know, not keeping
not approving anything.
[1:11:57]
Basically is what
a no vote means.
[1:11:59]
Right.
[1:12:00]
So that those are
the conditions And I
[1:12:04]
it seems to me that in general,
people are in favor of this.
[1:12:08]
And the sign is the question.
[1:12:10]
So Mr. Mayor.
[1:12:12]
Yes.
[1:12:13]
Yes.
[1:12:13]
Clarify what you
just said So you're
[1:12:15]
saying that if people
vote no, they're
[1:12:17]
also voting no to the Super?
[1:12:19]
That is correct.
[1:12:20]
They the clarification
that Mr. Mayor, that just
[1:12:24]
means that the motion
fails and a new motion
[1:12:26]
would have to be made.
[1:12:27]
That's exactly right Yes.
[1:12:30]
Without the sign.
[1:12:32]
Well, you're also
voting down the.
[1:12:34]
Yes, you pay no,
you're voting that.
[1:12:37]
You there could be you would
you would be voting down.
[1:12:41]
Scuse me, Mayor,
you would be voting
[1:12:42]
down this particular motion.
[1:12:43]
If you voted no.
[1:12:45]
And that vote carried
no you would say,
[1:12:47]
okay, the motion to approve this
permit with the condition fails.
[1:12:52]
However, the floor
would still be
[1:12:54]
open for a motion to approve
it without the condition
[1:12:57]
pertaining to the sign.
[1:12:58]
And that, I believe, is what
staff would recommend that you
[1:13:01]
follow per their recommendation
and the staff report
[1:13:05]
to make sure that the permit
is not an address at all.
[1:13:09]
I Mr. Mayor, then why
did we add a condition?
[1:13:13]
I thought we were going to
negotiate that separately I'm
[1:13:16]
just confused.
[1:13:17]
The condition is a proposal to
vote on But if it votes down,
[1:13:22]
you may still vote too on
the actual underly permit
[1:13:27]
without the condition.
[1:13:28]
And you say to close the
application before you.
[1:13:32]
Yes, thank you It's a
clear as mud It's clear.
[1:13:39]
So, Madam Clerk, would
you please call the vote?
[1:13:44]
Councilmember johnston.
[1:13:45]
Yes Mayor Pro Tem Barnicle Yes
Councilmember Schneiderman Yes.
[1:13:54]
Councilmember Metzger
Councilmember Wiesner.
[1:14:00]
Oh Councilmember stall.
[1:14:06]
Yes Councilmember Doyle No.
[1:14:11]
Councilmember Nelson.
[1:14:12]
Oh, no The motion
passes with four.
[1:14:16]
Affirmative votes.
[1:14:17]
I'd you have Now that approval.
[1:14:21]
I don't think any of
the council members
[1:14:23]
are anything but excited
about having you here.
[1:14:27]
The signage, the what was
in question I understand.
[1:14:30]
I understand Thank
you very well.
[1:14:35]
If you would, please
tell us about the timing
[1:14:38]
that you anticipate.
[1:14:39]
Yes Congressman, we
look forward to joining
[1:14:42]
your city, hopefully in 2028.
[1:14:46]
So group on is leasing that
building until June 30th of next
[1:14:50]
year And then should all of
the permitting and process
[1:14:54]
go well on the next steps?
[1:14:55]
We would love to start
construction after they are out,
[1:14:58]
which is June 30th of 2027.
[1:15:00]
And then it will take us
about a year to 14 months
[1:15:03]
to be able to make this all
that we've promised it would be.
[1:15:07]
So for, let's say,
loosely fall of 2028,
[1:15:11]
Chapel will call
Greenwood Village
[1:15:12]
home Well, thank you very much.
[1:15:15]
Appreciate it.
[1:15:15]
And welcome to the community.
[1:15:17]
Thank you.
[1:15:17]
You.
[1:15:17]
Congratulations.
[1:15:18]
Thank you.
[1:15:19]
Thank you.
[1:15:19]
Thank you.
[1:15:20]
Thank you.
[1:15:21]
Council Moving on to reports of
officers, boards and committees,
[1:15:28]
are there any
reports to be shared
[1:15:32]
when to come visit That's what.
[1:15:36]
Thank you, sir.
[1:15:37]
Appreciate it.
[1:15:38]
Thank you, Mr. And
good luck to you
[1:15:47]
30 reports that people would
like to share Mr. Jackson,
[1:15:56]
do you have none
tonight, sir Then may
[1:16:02]
I have a motion to
adjourn So move.
[1:16:05]
Second.
[1:16:05]
Desertion Thank you.
[1:16:07]
All those in favor please say.
[1:16:09]
Please say I Those opposed.
[1:16:11]
Nay.
[1:16:13]
The motion passes.
[1:16:14]
We will move to the
community room for the study
[1:16:16]
session Mr. Mayor.
