actually owns half this back here right

promising there.
So, I think we're in good shape there.

it's about 200,000.

But when I tell you that they've got

stuff done. um and $30,000

to assemble it, which I talked to the
guy in Graham Point. They did one that

only cost him$10,000. So, there's money
we could peel off of that.

And I have Damascus, we just had a
meeting on the other day to start
[9:10]
looking into other revenues, grants, and
maybe some corporate partnerships or
[9:15]
sponsorships to try to round more money
out. But um they only do 10 of these a
[9:21]
year in Michigan, so they're gone this
year. And they tell me we more than
[9:25]
qualify for it.
Um but they want us to get our paperwork
[9:30]
in. So at the beginning of the year, we
can be at the top of the line to try to
[9:34]
get one next year.

a person assigned to you uh that will
come out and meet with us, talk about

our township needs and uh and help you
that way, too.

these grants will drive you crazy

because you never know when they're
starting, when they're coming up, when

they're ending. I I don't even know how

know about to apply for. So, that's what
piqu my interest. I know a lot of areas
[16:48]
around here like Oxford or I grant you
they're bigger than us, but they
[16:52]
actually have people on staff that
that's all they do is write grants. Um,
[16:56]
so I guess what piqu my interest was
maybe this is something that could help
[17:00]
us
get the big deposit money.

we get the big ones, the AFG and the
discretionary funding and some of the

other stuff we find through

find. Their database was pretty

extensive, but
all the grants probably.

they both had tremendous success with

police cars, one got half a fire truck

something the board maybe want to think

around May 31st or June 1st or

something. Um, they raised about $130.

that day for that weekend for um
spending and mentioned BGYA.

because we've talked to uh David about

it. Obviously, we all know what a great
asset it is to have task force one here.

We'd like to keep them here, but I think
it was one of them deals. I don't think

they had any idea they were going to

me an email the other day. Did our first
tire clean up. We got 439 tires that

day. So, it worked out great. Uh the
next one will be August 29th in Brandon
[29:51]
Township Park on Hadley Road. Uh the
last NOAZ is coming up September 12th in
[29:57]
Stone Pontiac in Oakland County. That's
the last one for the year. So, if

anybody's got anything they're looking
to get rid of, that will be the spots.

Uh community picnic August 29th. Hope
everybody can make it that day. We are

they're going to have a millage on the

couple years we may get more fiber in
the township and have a little better

September 14th without penalty. Uh

took place a couple few weeks ago and um

of appeals. We do need another person as
an alternate which we call them an

alternate but you really would be

December board of review coming and then
next March I'm definitely going to need

another person to be appointed to that
board. So, if you feel like maybe this

is something you might want to do, um,
let let me or supervisor or the assessor

know. And we did have three applications
uh for poverty exemptions here in the
[33:53]
township. Um,
one was approved, one was incomplete and

given an opportunity to come back to the
December board and one was denied. So,

as with anything, um, people can go to
the Michigan Tax Tribunal if they are
[34:14]
not happy with the decision made by the
local board of appeals. So, just wanted

to let you guys know that because, you
know, if if people are exempted, that's
[34:25]
um it's not that it costs you more, but
we have certain parameters we have to
[34:31]
work within. And, you know, we're not
allowed to just grant all kinds of
[34:35]

do reside at 715 East Holly Road in
Groen Township and I'm here tonight to
[35:29]
establish a critical strategic path
ahead of the upcoming planning
[35:33]
commission meeting on August 17th. I
request that this statement that I'm
[35:38]
making along with the detailed
regulatory data packages compiled by our
[35:42]
active resident coalition GTRA submitted
to the township offices be formally
[35:47]
entered and attached to tonight's
official meeting minutes. As citizens,
[35:52]
we have done and will continue to do
absolutely everything in our power to
[35:56]
protect the community we love. We've
invested our time, our energy, and our
[36:00]
independent resources to safeguard
Groveland's borders. Now, we are asking
[36:06]
that this board do its legal due
diligence. We formally request that this
[36:12]
board direct our township attorney to
thoroughly review the GT track
[36:16]
documents. The mandate for our legal
council must be clear, ensure that every
[36:21]
protected measure set back and zoning
restrictions slated for review by the
[36:25]
planning commission is legally
defensible, airtight, and as strict as
[36:30]
the law allows under the Michigan zoning
enabling act. Furthermore, if other
[36:35]
municipalities have successfully
implemented ordinances or workable and
[36:39]
compatible ordinances that offer a more
restrictive protective guideline than
[36:44]
what we have found, we ask that this
board not settle for the baseline in any
[36:48]
area. We ask that you expend your time,
your political will, and your legal
[36:53]
resources to actively improve upon the
foundation that GTRA has built. Our
[36:59]
defensive window under the current
moratorum is closing and the pressures
[37:04]
of the state public act 233 are real. We
do not want a legal draft that simply
[37:10]
checks a box. We the residents
for lack of a better word I wrote demand
[37:15]
a regulatory framework that serves as an
unassalable shield for our taxpayers,
[37:21]
our infrastructure, our natural
resources, especially our aquifer and
[37:26]
our health and safety. The community has
brought a solid foundation to your
[37:30]
doorstep through GTRA. We look to this
board to apply the necessary
[37:34]
administrative and legal scrutiny to
turn the citizen research into
[37:38]
enforceable law, local law, and improve
on it if the township lawyer or any of
[37:43]
the board members know of or find more
strict safeguards than what is in the
[37:49]
GRA documentation.

regulatory packet that was presented to
the planning commission and ask that

is a community although that we've spent
months and the residents of Groveland
[38:21]
and community hope are requesting a
close review of the July 20th 2026
[38:27]
planning commission draft submitted by
Wade Trim. It will be deeply concerning
[38:32]
if Indian loopholes that favor big
business over the safety of Groveland
[38:36]
Township residents exist. Please make
sure that the use of weak conditional
[38:41]
phrasing like to the extent feasible is
not written in our final adopted
[38:45]
documents and there is no lack of rigid
caps on noise or of our aquifer
[38:50]
protection that will act as an open
invitation for tech companies to exploit
[38:54]
our zoning laws. This brings us to a
fundamental issue of transparency and
[38:58]
accountability with our retained
planning consultant. W Shrim planners
[39:02]
are hired to serve as technical guides,
but some of the language in the packet
[39:07]
seems to reflect more corporate friendly
framework, not an unsalable shield for
[39:12]
our residents. So instead of tailored
rigorous protections, we have to make
[39:18]
sure that we have not been handled a
boilerplate text that reads as if it
[39:22]
were written by the data center lobby
itself. I read the four pages today on
[39:26]
master plan. I'm interjecting that and
there are some things in there that were
[39:30]
pretty good but it's still only four
pages page 42 to 46. It's only a
[39:34]
synopsis. So, and that was posted May
19th. I just still like to see because
[39:39]
time is ticking for the moratorum that
by the way I'm so grateful that you guys
[39:44]
did implement. So, I just want to ask
this board and remind you to
[39:48]
collectively hold a strict fiduciary
responsibility to the taxpayers of
[39:52]
Portland. Your ethical structural
obligation is to ensure that the
[39:56]
professional planners we fund with our
tax dollars are working directly for the
[40:00]
township and its residents and that they
don't hand us anything recycled or
[40:04]
boilerplate and don't leave us open for
tax companies, utility developers like
[40:09]
this and big businesses to mess us up

and it was retested in his past

Alpha 3 had the patient department

Alpha 7's batteries are being replaced.

Alpha one front tires are due to be
replaced next week. Uh the air trailer,

we replaced a battery maintainer and we
had MES out to look at the

carbon monoxide sensor on it and they're
ordering some gas because they I guess

in that system it takes an exorbitant
amount of gas to to clear out the system

and reset that sensor. And I did replace
that solenoid and

plan

detailed objectives uh are as follows.
Provide equipment installation,

port uh pro network switch or POE, one

smart UPS,
one eight outlook outlet PDU, one watch
[47:54]
card firewall and two 24 port patch
panels
[47:59]
to mitigate access looping
within that on the configuration provide
[48:05]
as many as five VLANs configured and
tested. um set up necessary ACL or
[48:12]
access control list. These are all
security measures um with 802.1x and IP
[48:18]
reservations. For the most part, no
one's probably going to understand any
[48:21]
of this. This is to comply with the
Michigan State Police Command Center. Uh
[48:29]
yeah, the cyber command center, I'm
sorry, their recommendations for
[48:33]
wastewater, fire, police, and traffic.
for local and city ordinances [snorts]
[48:41]
configure uh intrusion detection and
protection with whit listing and geo
[48:48]
fencing. So these are again measures of
um geo fencing is to protect from bots
[48:54]
from all around the world that are
trying to penetrate your networks.
[48:57]
Um and these all comply with MSP
cyber command center firewall
[49:03]
recommendation best practices. Um remove
and replace document all default
[49:09]
usernames, passwords and certificates.
Ensure all AI connected remote admin
[49:14]
access is authenticated and multifactor
authenticated.
[49:19]
The um provide materials installation
testing and labeling of 27 cat 6
[49:25]
Ethernet connections and eight cat 6A
Ethernet connections. It's a higher
[49:32]
grade cabling utilized will provide more
bandwidth in the wireless access points
[49:39]
to maximize their throughput will
require that it's a little bit heavier.
[49:46]
Um in addition to that uh provide
materials, installation, testing and
[49:50]
labeling of one uh cat 6 connection for
the county emergency. This is one of the
[49:57]
last add-ons. I don't know if you were
in the office that day. Um, this is the
[50:01]
county radio, the 2A radio updates that
they do over the air.

to provide cabling only. They'll redo
the configuration on the so we've

included that as well. um provide uh
equipment installation configuration

testing and an active design. We've done
a predictive design right now. An active

design is post installation to be able
to tune out the system. So the channels
[50:38]
correspond with one another. They have
optimal overlap. [clears throat]

Um of eight um ubiquity triband Wi-Fi 7
wireless access points. Uh also provide
[50:52]
three SSIDs including production, guest
and IoT.
[50:57]
You know what the production is, you
know what the or the guest is. The IoT
[51:00]
will be for some of your other devices
that you have there. Your cameras will
[51:03]
probably take that slot for your
security system.
[51:07]
all provisions within the command center
recommendations
[51:11]
um implement um pre pre-shared key PPSK
for all three networks. Uh WPA3 is
[51:20]
available with product. Um there's
something that we would probably we've
[51:25]
got a couple things in there in the
product. There's one thing within the
[51:28]
command center um recommendations, the
cyber command center recommendations
[51:33]
that I shared with Jeff is not at the
moment you have to have a radius server
[51:39]
and we would need to probably see if you
guys have one. He doesn't think that you
[51:43]
have one anymore the way that you guys
are using email. So, but you have it in
[51:49]
the product and the ability where you
can update that uh if you end up with
[51:56]
previous server Microsoft provides it to
you know things that nature. So, um if
[52:02]
you guys do have one it's easy to
implement um It's just a it's kind of a
[52:07]
flip of a switch and rerouting the
traffic.
[52:11]
In addition to that, we've
[clears throat] got uh so we've got some
[52:16]
grounding measures with rack and we have
um perform those and grounding
[52:24]
and then provide Synology NAS um which
is a network areas uh I'm sorry network
[52:31]
area storage um which rig one this is
just everything you guys do uh document
[52:38]
wise, pancake breakfast, all you know,
anything that goes outside of um storage
[52:43]
in your your portals that you have. Um
so you can keep those and reuse them. Um
[52:50]
[clears throat] and then uh 14 uh
provide install configure 14 uh daily
[52:59]
desk phones. Uh I think seven of yes,
seven of them will be are designed to be
[53:04]
mounted. Um the other seven will be on
desk uh and providing a phone solution
[53:11]
uh that's PCI compliant and HIPPA
compliance [cough] to [clears throat]
[53:15]
you to carry on any business over the
phone um that you need to
[53:20]
as well as
[53:28]
goes into the call plans. There's
there's five of those with designated
[53:32]
numbers, full plans. Then you've got the
duplicates which is called the resource
[53:36]
line. That's for the I think most of
them are scattered throughout the uh the
[53:42]
non office areas.
[53:52]
We'll leverage your existing call flow
to start with, but we've got six months
[53:57]
to work through that that configuration
um and make changes. I know that Jeff
[54:02]
already mentioned there's a couple
things that he was trying to dabble into
[54:05]
recently um to make changes or
modifications amongst the different
[54:11]
staff at different stations. Um so we
can work through those. We configure all
[54:16]
those to optimize them with the addition
and then [clears throat]
[54:20]
um provide project management point
contact for all procurement installation
[54:27]
that's where this network's going to be
configured and segment with sub tenants
[54:33]
that gives you scope of work you want to
know price or anything like that or any
[54:39]
other details. Yeah, you can
[54:45]
um the total price tax there. So the
total price is $34,474.88
[54:56]
And then there's MRC cost as well for
phone service. And
[55:04]
one thing I didn't mention in here is a
5year extended warranties for all your
[55:11]
primary equipment, your access points,
your switch, and your firewall.
[55:18]
Those are the core components to ensure
that
[55:21]
So that quote comes fiveyear warranty.

continuing protocol update training. Uh
[56:06]
they're really hitting it hard this time
around with the implementation of uh
[56:10]
different protocols for stroke. So
coming up at the beginning of September,
[56:17]
all pretty much all strokes will be
transported at Trinity Oakland because
[56:22]
they're the only comprehensive stroke
center in the area. So that'll be
[56:28]
[snorts] the big change for us and along
with uh different recognition protocols
[56:32]
and
documentation that goes along with it.
[56:36]
» I I see you have it listed here. Is
Trinity ready for that?
[56:44]
that it's yet to be seen. Hopefully
hopefully their construction there is
[56:48]
done by the time that starts. But yeah,
that's on to the next one. Um, you ever
[56:55]
long problem with Trinity along with
many of the other hospitals is the uh
[56:58]
long turnover times that we have when we
arrive there with a patient will be
[57:02]
stuck in the hallway uh maintaining them
for you know half an hour, 45 minutes,
[57:08]
an hour. So, this one was just a straw
that broke the camel's back. We had a
[57:14]
crew there with a resident that had hip
and back pain and they were uh in the ER
[57:21]
waiting to do the patient turnover for
138 minutes. And that's just, you know,
[57:27]
it it jams our system up and it they had
the star unit that was there in front of
[57:33]
them was already there for 2 hours and
it's just devastating to the system
[57:39]
because if we're there and Brandon's
there or it just backs us all up and we
[57:44]
can't rely on each other. So it's along
with the problem that the hospital
[57:49]
themselves are having with the inner
facility transports. So if they lock the
[57:54]
patients up there or ambulances up
there, they don't have one to transfer
[57:59]
the patients to another facility to
distribute the load and uh get them the
[58:04]
definitive care they need. So, u long
story short, I wrote a letter to the CEO
[58:11]
of Trinity and he was quite open and
perceptive and we all had a meeting with
[58:17]
him and he uh outlined some changes they
were going to do in the ER with the
[58:23]
patient handover. So, we'll see if it
all works out.

» Um, hospital communications. Uh, the
we had a
[58:48]
I guess it's in in lie of the recent
scanner sites
[58:54]
everybody is going nuts with. All of our
communications are are being

intercepted and posted on Facebook and
on these scanner sites where you can
[59:05]
just download and app and listen to
everybody's radio traffic. So the big
[59:09]
one that broke the camels back here was
the four fatality PI on 75 where the
[59:15]
hospital communication
was
[59:18]
blasted out and they even put it over
the news and everything. That's not
[59:23]
something that the family member or even
John Key public needs to hear.
[59:31]
So, uh, I
contacted MDHHS
[59:38]
and sent them my concerns and,
uh, the communication subcommittee met
[59:44]
last week. Uh, the LA area chiefs were
on board with it and the discussion with
[59:51]
them was that what I put in place is
good enough. So,
[59:56]
I put in place no longer using the
radios. You only use the cell phones to
[1:00:00]
contact the hospital on the recorded
lines and and they came out with we've
[1:00:05]
been utilizing the system ebridge. It's
basically an app that we put the patient
[1:00:10]
complaint information in and they
receive it like a text basically at the
[1:00:15]
hospital and then we communicate that
way.
[1:00:19]
Uh the problem with that is is all this
is governed by uh medcom plan. It's it's
[1:00:27]
the law in Michigan basically for
communications. So the way it stands now
[1:00:34]
is our ebridge isn't accepted. Uh we're
doing it under a special study and cell
[1:00:41]
phones are not recognized at all under
the communications.
[1:00:46]
You're not supposed to use them at all.
you're only supposed to use a landline.
[1:00:49]
So, um, with all this in mind, uh,
laying out all the problems and
[1:00:55]
concerns, they just said, "No, just keep
doing it."
[1:00:58]
They didn't want to address, uh,
remedying the situation or or coming up
[1:01:04]
to a unified
plan that we could implement in 10 years
[1:01:08]
or 15 years, nothing. They're just
>> No, it sounds like it's working great.

So, that's a little bit disheartening.
So, um, we plan on pursuing it further.
[1:01:19]
Their excuse to that was, well, there's
places in the up that only run two or
[1:01:24]
three calls a year and they can't afford
it, you know, rather than looking at
[1:01:28]
systems that we could get funding for in
the future to be compliant with all
[1:01:33]
these things in mind. So, um, a lot more
work on that to let you know. And as
[1:01:40]
well kind of tacking on to that um we're
also looking at encrypting our channels
[1:01:47]
on the north side here. Um we haven't
quite presented it to the other
[1:01:51]
departments yet but Brandon Springfield
North Oakland Holly Village and and
[1:01:56]
ourselves are working with the county
dispatch on uh possibility of encrypting
[1:02:02]
our channel and how it will affect our
interoperability with other departments.
[1:02:08]
Say if we had blank come down.
So, um I think we're in the end stages
[1:02:14]
of that. We are probably
for now going to encrypt our channel 3.
[1:02:21]
So, once after we're initially
dispatched, we can all switch over to
[1:02:25]
that and use that channel
for a little more privacy. Um
[1:02:33]
kind of tacking on to that, the the
worst part of it is is

out well for us. And then, uh,

we'll be able to make a determination
whether we can use it, utilize it in the
[1:04:15]
new station because it was almost $500
for Comcast and
[1:04:23]

IC 127 and 800. The county will be here
[1:05:23]
the end of next month to do 300 and the
following month to do 400.

then we'll meet our requirements and

exceed them actually in most cases.
We're continuing with the TIMS training.

That's the traffic incident management
system. Um I think you're about 85%
[1:05:45]
compliant with
everybody completing that.

Then we've done our HIPPA bloodborne and
protocol updates. The along with the
[1:05:58]
paradigm we're still pushing. Um

the MTA is holding an e issues in the
emergency services contra

we're always waiting for that. We have

for a a sky lift on that.
the pipeline safety grant. We applied
[1:10:22]
for thermal imagers and we weren't
awarded
[1:10:25]
unfortunately.
Uh the alarms
[1:10:30]
for the year were up to 542
versus last year we were 631. And
[1:10:36]
there's a breakdown of the reasons. Um
predominantly we had a reduction in
[1:10:44]
high utilizers.
Uh the WO zone gone. We had a drop in
[1:10:49]
calls to Mount Holly, uh, Camp Tamarak.
There were several larger incidents out
[1:10:55]
there last year.
So,
