[2:47]
platform whereby whoever is speaking will be shown predominately with
[2:52]
smaller images of the members and staff attending along the
[2:55]
bottom of the screen
[2:57]
as you consider each application it will take some time
[3:00]
and there and there may be some extent deposits staff

[5:32]
three minute break to display the call in number for
[5:36]
any residents wishing to call in
[5:39]
once all comments from the public have been heard the
[5:41]

[5:45]
to comments finally I'll turn to the committee for a
[5:48]
motion and deliberation as well as a vote on the
[5:51]
application at this hearing is being held remotely there are
[5:55]
some procedural changes regarding how the committee will vote because

[6:03]
the members of the committee on the screen at one

[10:25]

[10:48]

[10:50]

[10:59]

[11:04]
in favor
[11:07]

[11:12]
and member Smith
[11:14]

[11:35]
... for the applicant I remind you that you're free
[11:37]
to leave a hearing if you wish a reminder for
[11:41]
members of the public watching the minor variance application for
[11:44]
for fifty five Watson parkway north has been deferred back
[11:48]
to the committee for consideration at another time
[12:15]
never Janice
[12:19]
I know that on the request for deferral B. applicant
[12:22]
also requested that this be something about the sea I
[12:27]
wonder are we going to be discussing this at all
[12:31]
I believe that would be addressed at the when it
[12:34]
comes back
[12:35]
to us
[12:40]
that's correct share will address that request when the application
[12:44]
comes back so we can make sure that request is
[12:47]
on the agenda
[13:09]
the next application is filed eight dash twenty eight slash
[13:12]
twenty
[13:14]
side yard setback variance for proposed accessory structure detached garage
[13:18]
at one hundred Fleming road
[13:23]
with the applicant or applicants are present if so can
[13:26]
you please state your name and your relationship to the
[13:28]
application
[13:32]
my name is ray Arsenio and I am the owner
[13:36]
thank you
[13:40]
hi with the site posted as per the planning act
[13:43]
requirements yes it was and did you receive staff comments
[13:47]
yes I did
[13:49]
do you wish to add anything further to your application
[13:52]
I I would like to if that's okay okay and
[13:55]
you have up to ten minutes to address committee
[13:58]
... I I noticed on the road one of the
[14:01]
recommendations I believe it came from engineering and it was
[14:05]
pertaining to the drive way that it shows on the
[14:06]
drawing ... my wife and I have decided not to
[14:10]
put a driveway ... at the side of the house
[14:14]
... so I'm asking if that recommendation can be ...
[14:18]
but maybe revolves to removed and you know it maybe
[14:22]
in a year from now if we decide that we
[14:24]
want to put that ... driveway in an Odyssey we
[14:28]
would follow that recommendation and apply for the Kerr cutting
[14:31]
permit and pay the associated fees that were made I
[14:36]
I think it's the city what other not that's that's
[14:39]
all have
[14:41]
Preston
[14:43]
can you answer that
[14:45]
yes three chair yeah that's fine the the reason for
[14:48]
this condition was that the site plan drawings showed the
[14:52]
new access as well as they showed that that should
[14:57]
or will be used as a garage one point ...
[15:00]
so that's why those conditions were put in but if
[15:02]
that's not the intent to of of the applicant in
[15:05]
those conditions can be removed
[15:09]
that's great
[15:11]
okay so that's conditions 2 and 3
[15:14]
I believe so yes thank you okay
[15:20]
committee members give any questions for the applicant or stuff
[15:22]
yes committee member Smith
[15:27]
three you'd share to staff I just want a little
[15:31]
clarity on the zoning ... if this was an attached
[15:36]
garage
[15:37]
what we are with a set back a one point
[15:41]
five meters ... the secession or is it just us
[15:48]
it seems to me that are
[15:51]
it seems that
[15:53]
we have no issue you have no issues with the
[15:57]
I'm just curious if
[15:59]
one point five meters would be ... sufficient which wasn't
[16:02]
much ...
[16:07]
through the chair that this is a little bit of
[16:09]
a different situation because the property is actually zoned urban
[16:12]
lancer ... and urban reserve ... is someone I've been
[16:17]
in terms of will and ... there are some lands
[16:19]
in the city that are still zoned urban reserve and
[16:22]
they were put in that zoning category back in nineteen
[16:25]
ninety five when the zoning bylaw is complacent oftentimes it
[16:28]
was because there is an insufficient information at the time
[16:31]
to put men appropriate zoning category ... or their lands
[16:36]
without municipal services so if if this property was actually
[16:39]
is ... and like a residential so like an R.
[16:42]
one and B. or C. it that and it was
[16:46]
an attached garage it would just be a requirement the
[16:48]
setback for there's only so safe it was an R.
[16:50]
one B. ... it would be a one point five
[16:53]
meter step back if it was attached if it wasn't
[16:56]
if in a residential zone accessory buildings or structures are
[17:00]
only required if they are detached ...
[17:04]
wait six meters from a lot line so it's because
[17:08]
of the urban reserve zone which is why the
[17:12]
bear setback is required
[17:18]
thank you I'm doing
[17:21]
are there any other questions from committee members
[17:28]
okay
[17:32]
... if the door other further questions I'll ask for
[17:34]
comments from members of the public as noted at the
[17:37]
start of the hearing we have not received any request
[17:39]
from the public to speak to this application in advance
[17:42]
of the here
[17:44]
before moving into bait to debate and discussion we will
[17:47]
take a three minute break so many members of the
[17:49]
public watching from home who wish to speak to this
[17:52]
application which is file number
[17:57]
828 slash 20
[17:59]
so you can call then I does that all hearing
[18:02]
participants ensure that your microphones are muted during the break
[18:06]
thank you
[21:28]
through the chair I can confirm that we didn't receive
[21:30]
any delegation requests
[21:33]
thank you very much the committee will now begin to
[21:36]
discuss the application to make a decision but this point
[21:39]
there are no further questions or discussions with the applicant
[21:42]
did those in attendance committee members do you wish to
[21:45]
make a motion so please raise your hand
[21:49]
yes member Kendrick
[21:52]
what was conditions
[21:55]
I think there is some discussion
[21:57]
with respect to conditions 2 and 3
[22:01]
delete conditions to ensure it is time
[22:05]
Dr seconded that motion
[22:12]
sorry I
[22:14]
okay thank you member needs I didn't see year on
[22:17]
the second screen here
[22:19]
okay then
[22:35]
is there any did okay sorry member Smith is there
[22:37]
any discussion on the motion yes
[22:43]
you have to admit yourself sorry I had double needed
[22:46]
it ... I just have a question about deleting those
[22:50]
two conditions fully I'm wondering if it be more appropriate
[22:54]
to amend them so that ... it would read in
[22:59]
engineering services are comment number three take away the word
[23:04]
prior and ... change it to something like
[23:10]
at the time of application for a building permit as
[23:14]
I I'm I'm just fearful that if we take away
[23:16]
that condition than ... and maybe staff can comment on
[23:21]
this ...
[23:23]
it might need the City liable to make that Herb
[23:27]
**** at the city's expense
[23:32]
do you have a comment from staff
[23:34]
through you chair arm no I don't think I would
[23:37]
be required because if it were to come in for
[23:42]
a carp caught or engines Clement we have a separate
[23:45]
entrance permit that
[23:47]
residents can apply for so
[23:50]
they will be applicant ... at that time would be
[23:54]
paying for that cost
[23:59]
so I I don't think it's needed if the intent
[24:01]
is not to construct the driver right now I don't
[24:04]
think it's needed
[24:07]
thank you
[24:10]
okay so we have a motion on the floor with
[24:12]
that and we have a
[24:15]
motion is made in the cells have been seconded any
[24:17]
bad anyone else further discussion on the motion
[24:22]
I know as the secretary treasurer to conduct a vote
[24:25]
by roll call
[24:31]
thank you and I'm chair committee members I'll be reading
[24:33]
your names out loud when you hear your name please
[24:36]
I'm you yourself and indicate your vote by responding with
[24:39]
the words in favor or opposed to indicate your vote
[24:42]
on the motion which has to approve with the US
[24:46]
one soul condition
[24:50]
it's chair ash in favor
[24:54]
each member Kendrick in favor
[24:59]
member Janice
[25:02]
in favor
[25:04]
member meets
[25:07]
and member Smith in favor
[25:10]
she
[25:11]
the motion to approve what that one condition carries
[25:19]
it's carried your application has been approved with the one
[25:22]
condition the applicant I remind you that you're free to
[25:25]
leave a hearing if you flash
[25:28]
a reminder for those watching if you wish to receive
[25:31]
a copy of that decision on an application including information
[25:35]
about the appeal procedure you must submit a written request
[25:38]
by emailing CNA at Walt dot CA with your name
[25:42]
and the file number you're interested in please note that
[25:46]
owners an applicant's automatically receive a copy of the decision
[26:14]
the next applications are filed B. dash six slash twenty
[26:18]
eight twenty nine twenty in a thirty five twenty or
[26:23]

[26:26]
new residential lot and variances to permit reduced lot area
[26:29]
and front yard setbacks for the severed and retain parcels
[26:35]
thank you I'd like to ask that the applicant or
[26:37]
applicants are present if so can you please state your
[26:40]
name and your relationship to the application
[26:48]
yes my coming for
[26:52]
yes
[26:54]
I thank you handy thank you good afternoon good afternoon
[26:58]

[27:00]

[27:01]

[27:15]
so you have ten minutes
[27:17]
yes thank you I'd like to make a just some
[27:20]
brief comments on the application
[27:22]
I thank you madam chair members of the committee ...
[27:26]
staff and those attending virtually this is an interesting way
[27:30]
of doing ... meetings and we appreciate that in the
[27:34]
consulting world to move applications along
[27:37]
again my name is Hugh Hanna planner with GSP group
[27:41]
I'm also joined virtually by a cerakote it was a
[27:45]
planner ... that has been working with me on the
[27:47]
file
[27:48]
our clients ... Zhejiang and Jim to sake ... I
[27:52]
think we'll be out in the virtual world maybe also
[27:55]
watching this today
[27:57]
German ... Jeff and Jim are active developers and builders
[28:00]
in the area currently they're involved in the call project
[28:04]
in house for which is a condominium development on the
[28:07]
on the outskirts of hospital Jim the sappy ... and
[28:09]
his wife wrote while offering ... have owned this property
[28:14]
since nineteen ninety four and now wish to create a
[28:16]
new law under which street for the proposed single detached
[28:19]
dwelling
[28:21]
and the retained a lot with the existing stone home
[28:26]
historically there was a six plex on this property more
[28:29]
recently the six Bucks was converted and refurbished to the
[28:32]
semi detached which is on green
[28:36]
while building plans have not been finalized care has been
[28:39]
taken ... inciting the new proposed single detached homes are
[28:44]
to be in the same building line with the existing
[28:47]
homes on Norwich and will also intended to have a
[28:51]
covered porch
[28:53]
further the detached garage on the severed will also allow
[28:57]
ample off street parking and create a nice courtyard effect
[29:01]
... which we believe in the in the backyard space
[29:05]
we believe this is a modest infill development and as
[29:08]
appropriate and this has been tried to be sensitive to
[29:12]
the neighbourhood it is proposed within
[29:15]
the existing home ... is intended to be converted to
[29:19]
a single detached dwelling us for the overall redevelopment of
[29:23]
the property
[29:25]
we have worked closely with planning and engineering staff at
[29:28]
the city to bring these applications forward we thank them
[29:32]
for their assistance ... as well as Tristan one and
[29:37]
leading up to this to this hearing today we have
