Council proper
[0:19]
council
[0:20]
>> here
[0:30]
» please rise and pledge please
[0:35]
al to the flag
[0:37]
of America.
[0:52]
I want to thank each of you who took
[0:53]
time to attend tonight. Any guests who
[0:55]
are physically present need to fill in
[0:57]
this meeting signin sheet near the door.
[1:00]
And we're running a hybrid meeting
[1:01]
tonight to allow those who wish to
[1:03]
attend remotely to do so.
[1:06]
do cut down on background noise. Blue
[1:08]
banks promoted attendee should mute
[1:09]
themselves while not speaking. Staff
[1:12]
members and guests on the agenda will
[1:13]
need to unmute themselves and give
[1:15]
reports to council and audience members
[1:17]
may unmute themselves to speak during
[1:19]
the public hearings and during citizen
[1:21]
comments.
[1:23]
The next item on the agenda is the
[1:25]
consent agenda
[1:29]
which contains financial report from
[1:31]
July 2026 and the minutes from the
[1:33]
council meeting held on July 21st.
[1:39]
and vote on these individually or
[1:42]
together. I would entertain a motion
[1:47]
that the that the governing body of the
[1:49]
city of Holly approved the business
[1:51]
items in the consent agenda as
[1:53]
submitted.
[1:55]
>> Second. All in favor?
[1:57]
>> I post.
[2:00]
>> Thank you very much.
[2:03]
Y do we have any agenda adjustments?
[2:06]
>> Um we do have one small agenda
[2:09]
adjustment and that is the matter we are
[2:10]
already discussing some of the upcoming
[2:12]
council meetings
[2:14]
>> for October. There is a related there is
[2:17]
another thing related to the September
[2:19]
meeting. So I would like to add the
[2:21]
discussion to the September meeting
[2:24]
during that time. Okay. during the
[2:27]
>> sometime I two
[2:29]
>> and then
[2:30]
>> oh yeah
[2:31]
>> council
[2:33]
approves that they can just entertain
[2:35]
motion to add the address please.
[2:38]
>> Okay.
[2:40]
>> Have a question. We seconded the motion
[2:41]
I missed.
[2:42]
>> I second.
[2:43]
>> Okay. Thank you.
[2:47]
» So
[2:49]
what does council say?
[2:52]
>> You see the delegations?
[2:53]
>> Yes.
[2:55]
Okay.
[3:02]
» So, next would be since Link County
[3:05]
Sheriff's Office here, are you doing the
[3:06]
report, Jen, or Steve?
[3:11]
» Okay. You want to do that second or
[3:15]
>> um make him circle back to see unless
[3:17]
the other wants to present it. She's
[3:19]
welcome to. It's up to you.
[3:20]
>> Yeah, it's up to you, Jeff. I can I can
[3:22]
present it. Okay.
[3:24]
So in July of this year, poly usually
[3:27]
had 72 contracted hours. Sheriff's
[3:29]
office performed 73.25
[3:33]
hours, which included two traffic
[3:36]
citations, five traffic warnings, zero
[3:39]
arrest, and the total number of
[3:41]
incidents and investigated were 28.
[3:45]
>> Pretty normal.
[3:46]
>> Yeah.
[3:47]
No story in the property times. There
[3:50]
was a
[3:52]
uh broken window. The investigation is
[3:55]
still ongoing. Uh suspicious persons.
[3:58]
Those persons were watching the trains
[4:01]
and videoing trains and there was a lot
[4:04]
of fireworks.
[4:06]
>> Yeah.
[4:12]
» Any questions, comments?
[4:15]
I have a question on this one.
[4:17]
>> Yes.
[4:18]
>> Uh assisted another agency with getting
[4:20]
a missing person's form signed.
[4:23]
>> Yes.
[4:23]
>> Is it the missing person signing the
[4:24]
form or is it to say
[4:28]
>> okay to say that they're missing?
[4:30]
>> Yes.
[4:30]
>> Okay. I was like, how do you get a
[4:32]
missing person to sign a form?
[4:36]
>> Okay.
[4:36]
>> Yes.
[4:37]
>> Thank you.
[4:43]
Do you want to discuss the uh
[4:47]
meeting now?
[4:50]
>> Um
[4:51]
>> or you want to move it to new business?
[4:54]
>> Okay.
[4:56]
>> Yeah.
[5:00]
So, some comments,
[5:01]
>> right? I just wonder if you want to do
[5:02]
that meeting of delegations or new
[5:04]
business
[5:07]
meeting September.
[5:09]
>> Oh, no. We can't talk about that in new
[5:11]
business. Okay. I just want to make
[5:13]
sure. Yeah.
[5:14]
>> What?
[5:15]
>> Just want to make sure.
[5:16]
>> Okay.
[5:18]
>> Next item on the agenda is citizen
[5:21]
comment. This is time for interested
[5:23]
citizens and anyone in the audience to
[5:24]
address the council
[5:27]
on any item of concern. Please limit
[5:29]
your comments to about three minutes and
[5:30]
please start by introducing yourself and
[5:32]
stating your address. Um also do we have
[5:35]
any written comments?
[5:36]
>> We do.
[5:37]
>> Okay. Start with that.
[5:38]
>> Yes, please.
[5:39]
>> Okay. We received a written comment via
[5:41]
our comment submission form on August
[5:42]
8th from Mr. Zane Goodwin. Um the
[5:46]
comment states
[5:48]
in the June 9th city council minutes the
[5:50]
city has stated that the H3 project is
[5:52]
not considered a land action and that
[5:55]
this conclusion has been affirmed by the
[5:56]
city planner planning consultant with
[5:58]
full council. I'm asking the city to
[6:00]
revisit whether the that responsibly
[6:03]
addresses appendix A of the Hollyy
[6:05]
comprehensive plan. Appendix A section
[6:07]
three states that the planning
[6:09]
commission shall review and comment on
[6:10]
proposed land actions and programs that
[6:12]
may impact resources on the housing
[6:14]
register of historical resources. Each
[6:17]
part of that language matters. It says
[6:18]
shall not pay. It includes both land
[6:21]
actions and programs, not just land
[6:22]
actions. And the threshold is whether
[6:24]
something may impact a registered
[6:26]
resource, not whether it physically
[6:28]
alters and demolishes the historic
[6:29]
building in it. The house at 791
[6:33]
Westport Street is on these register of
[6:34]
historic resources. The city's earlier
[6:36]
explanation that there's no permit to
[6:38]
alter or demolish the building appears
[6:40]
to address a kind of a separate
[6:42]
provision concerning alteration of and
[6:44]
demolition permits. It does not appear
[6:46]
to answer section three uh subsection 4
[6:50]
which separately addresses land actions
[6:53]
and programs that may impact registered
[6:54]
historic resources. This question is
[6:57]
more significant now that the August
[6:58]
council packet describes the final H
[7:00]
street design as including substantial
[7:02]
storm water infrastructure, drainage and
[7:04]
coverts and added system capacity in an
[7:06]
area where most no storm facilities
[7:09]
previously existed. Has the city
[7:11]
determined whether the H street project
[7:13]
is a program that may impact the house
[7:16]
under appendix a section 3 section 4? If
[7:19]
so, please identify where that
[7:21]
determination can. If not, I
[7:23]
respectfully ask that to the project be
[7:25]
referred to the planning commission for
[7:26]
review and comments required by P for
[7:29]
construction.
[7:31]
>> Okay.
[7:33]
But I just want to clarify that in that
[7:36]
June meeting we stated it was a land
[7:38]
action because the land action was
[7:41]
created by the adoption of the top plan
[7:44]
and during that land action it
[7:46]
identified and which previously I mean
[7:48]
the land the road had been plotted since
[7:50]
the 1870s but that very specific action
[7:53]
was a state requirement to do a
[7:55]
transportation component and that
[7:57]
transportation component says these are
[7:58]
roads
[7:59]
>> right
[8:00]
>> and they belong to the city and if we
[8:01]
use them for roads and we improvements
[8:03]
for roads then that's not a action or
[8:06]
program. Um and so that is what I just
[8:08]
want to provide that kind of clarity
[8:09]
that is why it's not only in action is
[8:11]
because the action was the comp plan.
[8:13]
It's in the comprehensive plan, in the
[8:15]
transportation plan, and also in that
[8:17]
section of the plan, it says that we'll
[8:19]
improve pay. You know, that I'm not I
[8:22]
don't want to misspe because I know I'm
[8:24]
not speaking verbatim, but it does state
[8:26]
that we will improve city roads. And so,
[8:30]
we're not trying to be dismissive, but
[8:32]
that is why it is not a new action is
[8:34]
that it's just literally not classified
[8:36]
as a land action.
[8:38]
Do
[8:38]
>> we have our comp plan posted?
[8:41]
Yes.
[8:50]
Okay.
[8:52]
So, anybody in the audience wish to
[8:54]
speak?
[8:58]
Okay. Moving on to reports to council.
[9:03]
Start with the uh city administrative
[9:05]
report.
[9:10]
» Okay. So,
[9:13]
I don't see
[9:16]
>> I know
[9:16]
>> don't sit at home and practice
[9:20]
your report. So we as you know have lots
[9:23]
of projects some large some also large
[9:27]
um and the update on inflow and
[9:29]
infiltration everything frankly is ready
[9:32]
to start really fired up infiltration
[9:35]
DQ approved the final bid documents we
[9:38]
actually have um gone through we are
[9:41]
developing our timelines which is what I
[9:43]
will talk about in the September meeting
[9:46]
and there are certain things that we're
[9:47]
required to do so the DQ is the funding
[9:50]
source We are required to send our bid
[9:52]
documents to them for approval before we
[9:54]
actually open the procurement. And so
[9:56]
they've approved, they like the
[9:57]
language, we followed all their rules
[9:58]
and their contract language stuff. Our
[10:00]
legal council reviewed it. Um we added
[10:03]
the the things that they asked. They
[10:05]
reviewed it again. Final approval. When
[10:08]
you do this level of procurement, there
[10:09]
are certain timelines that are required.
[10:11]
So we have to close for a certain amount
[10:12]
of time. We have to provide our notice
[10:15]
of intent to award. And then we have to
[10:18]
give seven days after posting that
[10:21]
notice of intent to award. And it's
[10:22]
essentially a period of time where other
[10:24]
people can like object to our award and we would have to provide our
[10:30]
tabulations and all the things that we
[10:31]
use to make our determination for the
[10:33]
contract we selected and then council
[10:37]
approves our intent to award. So after
[10:40]
that 70-day window. Um so that's where
[10:43]
we're at. All of those things are
[10:45]
timelined through the end of August and
[10:47]
interly September. When we have the
[10:50]
intent to award and we have the bid
[10:51]
packages, we must submit those back to
[10:54]
DEEQ.
[10:56]
Again, that's why the September part
[10:57]
kind of matters, right?
[10:58]
>> We have to submit them back to DEEQ
[11:00]
before we can actually award. And so
[11:02]
they have to review our bid documents,
[11:05]
our bids that we receive
[11:07]
>> and our selection criteria and say like,
[11:09]
yes, we've done everything with
[11:10]
Fidelity. And then once they approve the
[11:13]
contract be selected, we are allowed to
[11:15]
then have council
[11:18]
make that final or so lots of things
[11:21]
going on with INI. Much of it very
[11:22]
technical, timeline driven, not very
[11:25]
crowded at all. Um, but that's that's
[11:28]
rocking and rolling. That's exciting.
[11:30]
Uh, the H Street project, it's design is
[11:32]
complete for the H Street project. The
[11:34]
final design, again, it it did include
[11:36]
some substantial storm water
[11:37]
infrastructure. Um,
[11:41]
sections over there where we have
[11:42]
already done some like French drains and
[11:46]
things,
[11:46]
>> right?
[11:47]
>> So, um you know, just making sure that
[11:50]
there's proper pulver works. This also,
[11:51]
as you all know, includes a repair to
[11:54]
existing storm water infrastructure
[11:56]
that's actually pretty substantial. It
[11:57]
goes like all the way underneath H
[11:59]
Street and and then to the north like
[12:02]
300 feet or so. That's an exaggeration
[12:06]
for sure. I'm wrong on this photo. Like
[12:08]
100 feet, but it's a lot. So the whole
[12:10]
length of it is quite a bit,
[12:11]
>> right?
[12:12]
>> And so that's, you know, those those
[12:13]
things need to be done while the road
[12:15]
bed is dug up,
[12:16]
>> right?
[12:17]
>> But they're adding cost to the project.
[12:19]
Some of those project costs there is um
[12:22]
some opportunity for us to use some
[12:24]
SDCs, but those are very limited
[12:26]
opportunities. And so we want to be very
[12:28]
diligent about our research in that
[12:29]
regard. We are going to bid on this. We
[12:33]
would like to we are working on the bid
[12:35]
language to ensure that we're protecting
[12:37]
ourselves to have the withhold the right
[12:40]
to cancel the procurement and move the
[12:42]
larger procurement or cancel items
[12:44]
within the scope in order to get things
[12:46]
within budget. Those are all things that
[12:47]
we're allowed to do. You just want to be
[12:48]
very very clear in the invitation to bid
[12:51]
language and the language in that whole
[12:53]
big packet so that you are covering
[12:55]
yourself to do those things once you
[12:58]
start getting into negotiations with
[13:00]
their um there's also you know threshold
[13:03]
things. So if the procurement exceeds
[13:06]
250,000
[13:07]
to one person then it bumps into a
[13:11]
higher level of legal review and some
[13:13]
extra steps. It also bumps it into a
[13:15]
review that would require us to go
[13:17]
through a sealed bid more formal
[13:19]
process. We don't anticipate one
[13:21]
contractor. It should not be that one
[13:23]
contractor would exceed that amount, but
[13:26]
we just want to build in those
[13:27]
protections in the procurement even
[13:28]
though we're paying to have to go back
[13:29]
to bid, you know,
[13:32]
>> we are um positioning ourselves to
[13:35]
regroup and do the whole process if it
[13:37]
turns out that we need to. Um, but that
[13:40]
one I'm writing now. It's very technical
[13:44]
soon. We're gonna post that bid soon.
[13:46]
It's really just about and and frankly
[13:48]
once I write it, I have to send it to a
[13:50]
legal team review, but it's ready to go.
[13:53]
Um, I'll also double check with uh ODOT
[13:56]
because it is a ODOT grant,
[13:58]
>> right?
[13:58]
>> To see if they have any I'll review and
[14:01]
see if we have to send it for to them
[14:02]
for review as well. Sometimes that's
[14:04]
true. Um well 24 of park projects as you
[14:09]
know it turns out we have to do one more
[14:11]
pathway and fortunately there was
[14:12]
leftover grant funds to do so. If you
[14:14]
haven't seen them yet they should be in
[14:15]
the park today. It is considered a small
[14:18]
project. It'll be nice to be able to
[14:19]
have something that we were easily baked
[14:21]
to easy to take to procure it. Get it
[14:23]
turned around and be finished this week.
[14:25]
Uh that will create a path that goes
[14:27]
from the updated path that we put in
[14:30]
last year to one of the benches by the
[14:33]
new playground. So, it'll just line
[14:34]
right up. I think the only change order
[14:36]
we might have now that they're on site
[14:38]
is that we realized that the bench
[14:44]
like the bench cement,
[14:45]
>> they're 4 feet by eight, but APA for a
[14:48]
walkway is recommended at 5 to six feet.
[14:52]
So, our path, our existing path is 5t
[14:54]
wide. The path that we are putting in,
[14:56]
we can't do path that we're putting in
[14:58]
to the playground also 5t wide. So we
[15:01]
may there is funding left over. We may
[15:05]
if the change order doesn't result in in
[15:08]
too if it's not too much of a hassle
[15:10]
actually create like an additional path
[15:12]
on that back side of an additional foot
[15:13]
so that it's at least square.
[15:15]
>> Sure.
[15:16]
>> So that would be potentially the only
[15:17]
change order that I see on that project
[15:19]
and we will wrap it up
[15:20]
>> and then we're done with it. Right.
[15:22]
>> Yes.
[15:22]
>> Yay.
[15:23]
>> Done with it. Other things at the park
[15:25]
we have lined up for fall but those are
[15:27]
just they're unrelated to the grant. Um
[15:30]
it's just continuing to pour into that
[15:32]
resource that we have. U we keep talking
[15:35]
about planting trees. You have to plant
[15:36]
them in the fall or spring,
[15:37]
>> right?
[15:38]
>> In spring we do budget. So all of my
[15:40]
hopes and dreams about planting in the
[15:42]
spring have been not come to fruition
[15:44]
several times. So this year we are
[15:46]
planting trees in the fall. Plant them
[15:48]
not in the fall or spring. It just is
[15:50]
really hard. It's a lot more effort and
[15:52]
not the best practice. Um and then also,
[15:54]
you know, we put in the annual flowers
[15:57]
under the sign. And so I think it would
[15:59]
be nice to consider what things are good
[16:00]
for fall planting and start
[16:01]
transitioning to those to perennials
[16:03]
that won't be like the annual invest
[16:06]
like spending money on all those flowers
[16:07]
every year um when we could pick other
[16:10]
more native solutions.
[16:13]
>> True.
[16:13]
>> Yeah. So fun stuff at the park. Easy
[16:16]
stuff.
[16:17]
>> You guys know trees, right? Lots of
[16:20]
shovels. John needs a shovel. He knows
[16:23]
how to do it. He does. Yeah.
[16:27]
>> Yeah. Um the 24 project
[16:31]
the EPA well project review continues
[16:36]
that cross country. As you guys know we
[16:38]
have different buckets of money for the
[16:40]
grant. Both of them EPA both of them
[16:42]
from different granting agencies. We're
[16:44]
so grateful.
[16:46]
We are
[16:47]
um so
[16:52]
I've sent all of the followup
[16:53]
documentation to the people that we got
[16:55]
the $350,000 grant from. but they're a
[16:57]
pass through an eight. And so we got
[16:59]
that grant through an organization
[17:00]
called Philanthropy Northwest who
[17:02]
essentially was the recipient of the
[17:03]
grant and they subor these EPA cuts. We
[17:06]
still have to follow all the EPA rules,
[17:07]
but they're I talked to them and then
[17:09]
they talked to the EPA. So I they say
[17:11]
EPA wants this. I send it to them. Well,
[17:13]
I had a conference with our pre-awward
[17:16]
officer with the $700,000 loan and asked
[17:20]
a million questions and I um we
[17:25]
discussed that we were hoping to merge
[17:27]
the cross cutters and say, "Hey, what
[17:29]
about the rest of this project? Can we
[17:31]
just add it to this already active
[17:33]
review?" And she would like to keep them
[17:35]
separate. Here was the benefit of that
[17:37]
meeting.
[17:38]
was with the EPA.
[17:40]
>> Yeah.
[17:41]
>> Oh, good. So I feel like the way that
[17:43]
she was able to address my questions and
[17:45]
no I mean absolutely I've been the other
[17:47]
agency has been very helpful but to
[17:49]
speak directly to the agency that you're
[17:51]
receiving the money for that like enacts
[17:52]
the rules uh it was really really
[17:55]
beneficial. I actually pulled out the
[17:57]
site plan and showed her the area and
[17:59]
what would go where, where the grand
[18:01]
survey like on Google Earth and she
[18:05]
was optimistic that it was going to be
[18:07]
easy to get through the process of
[18:08]
shift.
[18:10]
>> Again, we cannot hold over to that.
[18:13]
Right.
[18:13]
>> Right.
[18:14]
>> She did not make any promises, but it
[18:16]
was very um reassuring that it is again
[18:20]
it's not a high impact project. It is on
[18:22]
already developed area. is on our public
[18:24]
works, you know, it's in our public
[18:26]
workshop. So those things are all voting
[18:28]
very well for us. So like fingers
[18:31]
crossed we will get the exemption that
[18:32]
we're
[18:33]
>> good
[18:33]
>> the exemption from the deep dive review.
[18:35]
This is this is the top this is the
[18:37]
first review.
[18:41]
I am actively writing a I also want
[18:44]
about making sure an engineer record is
[18:46]
compliant with any of the federal
[18:48]
recruitment rules because a engineer
[18:50]
record on a federal grant project. You
[18:52]
can but there are a lot of rules about
[18:54]
it.
[18:56]
>> And so I asked all the questions about
[18:58]
that so that um we are going to go for
[19:01]
another engineer record. We are still
[19:02]
going to work with our current engineer
[19:03]
record. We're just deepening our bench.
[19:05]
We've talked about it a lot. I got all
[19:07]
the information I need. So I'm
[19:08]
developing that so we can go off for
[19:09]
engineer engineer of record. I also will
[19:11]
be calling meeting with our integrator
[19:13]
of record which is basically our water
[19:14]
treatment plant programmer to start
[19:17]
really refining that portion of the
[19:18]
project. Um as you know we've had some
[19:21]
hiccups at the water treatment plant as
[19:23]
of late and they have been frustrating
[19:25]
and there it's showing its age. The guys
[19:27]
are really good about keeping it running
[19:29]
but it is showing its age. So, we're
[19:31]
trying to position ourselves so that as
[19:33]
soon as we get through that
[19:35]
environmental review step, we are ready
[19:38]
for we are just ready to develop bid
[19:40]
packages and go to construction. Um, I
[19:43]
also got approval once there's a couple
[19:45]
more chat boxes we need to check, but
[19:47]
some of the things that we will need for
[19:48]
the water trainer plan, the computer
[19:50]
components, some of them in talking to
[19:53]
the integrators, the people who come out
[19:54]
and do our programming and help us when
[19:56]
our automations are not working right or
[19:58]
something's going on. Um they had
[20:01]
mentioned that there are things that are
[20:02]
like six months out to order. And so I
[20:06]
Yeah. And so one of the things that we
[20:09]
want to do is again with that we want to
[20:10]
make sure that we're compliant with all
[20:12]
the rules. There's so many rules of
[20:13]
federal advance. It's such hard money
[20:15]
but we're grateful again. um if we could
[20:19]
purchase those items
[20:21]
prior to completion of the environmental
[20:23]
review
[20:25]
and if they are supply purchases under a
[20:27]
certain cost threshold which all of them
[20:29]
should be that is allowance. So once we
[20:34]
like really have the scope of what we're
[20:35]
going to need
[20:37]
>> um in in discussions with the
[20:38]
integrators, we can actually start
[20:40]
ordering stuff
[20:42]
>> and get it on the shelf and be ready
[20:43]
again. Just be ready to rock and roll at
[20:45]
that.
[20:46]
>> Um that is the well project.
[20:52]
» Okay. Safe to school. The project launch
[20:54]
meeting was held last week. We des we
[20:56]
did discuss all project activities. Um,
[20:59]
and so there's going to be kind of a big
[21:00]
push in early September. One of the
[21:03]
things that we that is going to be
[21:05]
asking is to participate in an
[21:07]
interactive map. Like we want feedback
[21:09]
from people who see kids walking to
[21:12]
school, who have kids walking to school,
[21:14]
drive and pick up their kids, but are
[21:15]
like navigating that whole drop off
[21:17]
pickup situation at the elementary
[21:19]
school in particular. And so this
[21:21]
interactive map allows community members
[21:23]
to like go to a easy to access site,
[21:26]
click on parts of like it's going to be
[21:28]
like a map of our town and click on
[21:29]
sections and make your comments on what
[21:32]
issues you're seeing there. you can just
[21:34]
like and we also requested if they could
[21:36]
provide like a short three minute um you
[21:39]
know one to three minute just like this
[21:41]
is how it works video so we could
[21:43]
develop like a landing page on the
[21:46]
quality website that has some of those
[21:48]
like supporting materials to help people
[21:49]
navigate that tool.
[21:50]
>> Yeah.
[21:51]
>> Um and also pressure updates. So that's
[21:54]
coming in the fall. Um, we are going to
[21:56]
have enough materials to have a little
[21:59]
bit of an info booth like coming soon
[22:01]
and potentially even actually like QR
[22:03]
codes and postcards and things for
[22:05]
people to start participating at the
[22:07]
summer barbecue.
[22:08]
>> Okay.
[22:09]
>> So, I let them know that timeline and
[22:12]
that's a big event for us and that
[22:13]
having those materials by them would be
[22:14]
really really helpful. So, they're going
[22:15]
to make sure that happens. Stacy and I
[22:18]
also discussed, counselor Strauss and I
[22:20]
also discussed um that we would
[22:25]
meet up at the school during pick up and
[22:27]
drop off and literally hand things out
[22:30]
to people. We're going to just solicit
[22:33]
them to participate in our survey. So,
[22:35]
as long as
[22:36]
>> join
[22:38]
that then we're gonna be um doing that
[22:40]
as well, you know, period. We're going
[22:42]
to be doing that. So, we're going to
[22:43]
really try to get the word out. Um, and
[22:45]
that project goes on. So, a lot of fall
[22:48]
stuff coming up. Uh, SMAT, so much so
[22:51]
much updates, you guys. Smack has been
[22:53]
hard at work this summer. Um, we
[22:55]
definitely spent winter and spring
[22:59]
restructuring. We've talked about how we
[23:01]
went through the first long session. We
[23:03]
partnered with a lobbyist, end up not
[23:05]
being a good fit. got through that long
[23:07]
session and you know back in 2024 and
[23:10]
then following that we parted ways with
[23:12]
that lobbyist and we have essentially
[23:14]
been restructuring. So we spent 2025
[23:16]
getting things back together doing some
[23:18]
restructuring figuring out what SMAP
[23:20]
looks like going forward and then we
[23:23]
started delegating tasks. We have
[23:25]
started having monthly meetings and we
[23:29]
are moving forward some with onboarding
[23:32]
a new lobbyist firm consultants group
[23:34]
and um really looking into we've been
[23:37]
providing some council training
[23:38]
opportunities. So we're really
[23:41]
I feel like it's rock and rolling and
[23:42]
our goal is really the next step is that
[23:44]
we are really trying to
[23:46]
you know and so the effort of smack is
[23:49]
to bring advocacy to the issues that
[23:53]
face small city governments and to do
[23:57]
that you know we really need our elected
[23:59]
officials to feel emboldened and like
[24:03]
they understand how to do that that you
[24:05]
know if they have an interest in it that
[24:07]
they're prepared to and that we're, you
[24:09]
know, really dialed into talking to our
[24:11]
legislators when we have, you know,
[24:12]
unfunded mandates and other issues that
[24:14]
come down from the state that maybe are
[24:17]
not in alignment with home rule,
[24:19]
>> right?
[24:19]
>> So, um, you know, that's really where
[24:21]
we're at with that. We do have, now that
[24:23]
we're feeling like we've really
[24:25]
solidified the restructuring,
[24:28]
we will be very serious this fall about
[24:31]
going out and doing recruiting at other
[24:32]
cities. And that means visiting other
[24:34]
city councils. So that will be some of
[24:37]
the city administrators from partner
[24:39]
cities and some members of council from
[24:41]
partner cities that that are interested
[24:43]
in participating in those efforts.
[24:45]
Um more to come
[24:51]
barbecue as well. This is our 150th year
[24:54]
anniversary. We are planning a bunch
[24:56]
more fun things and we really need
[24:58]
volunteers. So you were given a signup
[25:00]
sheet. you give me your signup sheet,
[25:03]
but we really need we need people at all
[25:06]
spots. We are trying to deepen our
[25:08]
bench. We're going to reach out to other
[25:09]
organizations locally to try to get out
[25:11]
volunteers for this effort. I'm also
[25:14]
asking local businesses for donations to
[25:16]
sort of sponsor some of these added fun
[25:17]
things that we're providing. We have um
[25:21]
face painting from the librarian again.
[25:23]
We have animal carnival tabletop game
[25:25]
activities, a few inflatable carnival
[25:27]
games. We also um are working we've asked our sheriff's department to
[25:33]
bring a patrol car which they're working
[25:34]
on. I'm going to touch base with Travis
[25:36]
about maybe bringing one of their fire
[25:38]
engines or other equipment if they're
[25:39]
able
[25:41]
so we understand if you can't you know.
[25:43]
Um so a lot of really cool stuff. We're
[25:45]
again doing a food drive uh with a
[25:48]
raffle prize for sharing hands and we'll
[25:50]
take donations and food items. So it's
[25:53]
going to be a big event. I think that
[25:55]
frankly for the carnival we're probably
[25:58]
going to need like like at least eight
[26:01]
people just for that and we still need
[26:02]
all the people for the other things we
[26:04]
always do. So just a friendly reminder
[26:08]
event
[26:11]
take what we can get
[26:14]
uh upcoming events August 8th program
[26:17]
but for now we just sat down this
[26:18]
weekend was great. August 12th is the
[26:20]
last connect county dinner so that's
[26:22]
tomorrow night. Um, and that's over in
[26:24]
Brownsville Park. They've been doing
[26:26]
really cool stuff in the plumber.
[26:27]
September or September 7th, we're closed
[26:30]
in observance of Labor Day. September
[26:32]
8th is the school's first day of school.
[26:33]
And September 11th is our
[26:37]
Any questions
[26:41]
or discussion?
[26:43]
Anybody?
[26:48]
» Okay.
[26:51]
So the next item on the agenda then
[26:53]
would be further planning.
[26:57]
Audrey, do you please
[27:00]
I could read it to you but that's
[27:03]
>> any comments.
[27:05]
>> Yeah, just wanted to kind of understand
[27:07]
the difference between the agency and
[27:09]
the HC
[27:14]
code. So sometimes they talk to each
[27:16]
other but not too often.
[27:20]
I listed out the current permits that we
[27:23]
have in progress. Um, house at 4 and H
[27:27]
just came in and paid for their STC's
[27:29]
and they're going to be putting in water
[27:31]
very shortly soon by the end of the
[27:33]
month. So, they're getting really really
[27:34]
close to having a house,
[27:37]
>> right?
[27:38]
>> Which one is that?
[27:40]
>> Fourth and um
[27:44]
» that's right. the uh plan commission
[27:46]
meeting tomorrow for the Miller Trust
[27:49]
projects. Um and hopefully we'll find
[27:53]
that
[28:07]
any questions,
[28:09]
comments?
[28:12]
Okay, next item is the public works
[28:14]
report. Is there anything else from
[28:16]
anybody on that?
[28:21]
» No. Unless anybody has questions, I'll
[28:24]
do my best to answer. I'll take them
[28:25]
back to follow up.
[28:27]
>> That's good.
[28:30]
» The trees along 99 look good since they
[28:33]
were
[28:35]
new water every week. Right.
[28:38]
>> Yeah. Yeah.
[28:41]
Good.
[28:53]
further issues, but never number two
[28:55]
pump.
[28:57]
>> Uh
[28:59]
pump, we never operate service pumps.
[29:02]
>> Yeah.
[29:03]
>> Um like ever. And actually we mostly
[29:07]
don't we try not to operate our high
[29:09]
service pumps. They're there for back.
[29:10]
We have a big draw and and we really
[29:12]
never need three of them. Obviously, we
[29:14]
want all of our pumps to be functional.
[29:16]
But the pump number two was having kind
[29:19]
of a commun was already not working. And
[29:23]
then pump number one, high service, I
[29:25]
want to say it was pump number one, was
[29:26]
having a communication issue, which was
[29:29]
then resulting in the reservoirs not
[29:32]
filling because the jockey pump was
[29:34]
kicking off. It wasn't telling the other
[29:35]
pump to turn off. There was they robbed
[29:38]
a part out of pump number two. They're
[29:40]
not saying pump number one. The water
[29:44]
treatment plan is showing its age.
[29:45]
>> Yeah.
[29:46]
>> So, they had a lot of headaches and it
[29:47]
was like all in one week. It was like
[29:48]
over and over and it was like something
[29:50]
different every time. And now things are
[29:52]
running smoothly, but we're really
[29:54]
looking forward to upgrading.
[29:57]
>> Definitely feels precarious when you
[29:59]
have that many things going on in a
[30:01]
short period of time.
[30:02]
>> Like this thing. I see that we have
[30:05]
projects under way for repairing that.
[30:12]
» Questions.
[30:14]
>> Okay, moving on to the library report.
[30:21]
Sounds like reading was good.
[30:25]
More people than we met.
[30:26]
>> Yeah, we have more people registered
[30:28]
this year. Um, two of our events did
[30:31]
overlap with two of Brownsville's big
[30:33]
events. So, there was a few like polls
[30:35]
between um attendants, but it was it was
[30:38]
good this year. There was a lot of new
[30:40]
kids and a lot of excitement. Everyone
[30:42]
enjoyed the presenters.
[30:44]
We had a couple more signups. Actually,
[30:46]
a few people that showed up for the last
[30:47]
week, so I think it ended up being like
[30:49]
32
[30:50]
kids, I think, that were officially
[30:51]
registered for at like through the
[30:54]
summer reading process from like this
[30:56]
first week to the last week.
[30:59]
>> Awesome. I was bummed to miss it this
[31:01]
year. Between my schedule and the
[31:03]
grandkid schedule,
[31:06]
whatever next year.
[31:09]
>> Any other questions, comments?
[31:14]
» Okay.
[31:18]
Then the next one is my report.
[31:19]
Basically, I'm going to focus on the
[31:21]
Oregon Mayor Association conference I
[31:23]
just got back from. Um on these
[31:26]
conferences I I tend to be pretty strict
[31:31]
on the reason if I'm going to go or not.
[31:33]
I use my three article rules for
[31:36]
magazines. It has to have three good
[31:38]
articles before I'll buy a magazine.
[31:40]
We'll do the same thing with the
[31:41]
conferences. But this year there were
[31:43]
[clears throat] five. So it was a really
[31:45]
good uh opportunity.
[31:49]
A little bit less participation from
[31:51]
some of the mayors around the state. Um
[31:52]
I think most that's probably due to
[31:54]
fires. Um but we had sessions on leading
[31:58]
with purpose, civility, and working
[32:00]
together uh in the community. Gave more
[32:03]
community involvement engagement. Uh we
[32:06]
discussed the 2026
[32:09]
uh legislature 27th session. I'm on the
[32:13]
government affairs committee for LOC.
[32:16]
And so we had a lot of talk about what
[32:18]
we're going to focus on, what had some
[32:20]
wins, some losses this last short
[32:23]
session. Um,
[32:26]
so we're going to be discussing some of
[32:27]
that a little bit later in the meeting.
[32:31]
The other one is returning stability to
[32:33]
governance. And what that is is making
[32:34]
sure that we don't have
[32:38]
such heated uh arguments. Unfortunately,
[32:41]
in our organization, we don't. We tend
[32:44]
to get along pretty well. I'm thankful
[32:46]
for that. And then the biggest one I
[32:49]
found be the most interesting was how
[32:51]
the state and federal courts have
[32:52]
impacted Oregon cities in the past year.
[32:56]
And if you've watched the news and read
[32:58]
the paper, it's been a lot a lot of
[33:00]
stuff that's come down in the courts um
[33:04]
positive and negatives.
[33:06]
uh about
[33:09]
probably the biggest negatives were a
[33:11]
lot of uh unfunded mandates uh coming
[33:14]
down and the court saying uh no you
[33:16]
can't do that. There were two cases
[33:18]
where
[33:20]
they kind of dropped the ball and didn't
[33:22]
address them. Uh there's some court
[33:25]
cases coming up uh that probably won't
[33:27]
be doing anything for the next at least
[33:29]
year, possibly two that's going to have
[33:31]
some positive impact on Oregon cities
[33:34]
and LOC will be sending out some
[33:36]
information on that hopefully in the
[33:38]
next month or two. Um, and then part of
[33:42]
my
[33:43]
reason for going in is remote expat
[33:47]
and
[33:49]
was nice to print off some some pages
[33:52]
and I got a lot of those distributed.
[33:54]
Lots of positive responses,
[33:59]
a lot of responses from communities in
[34:01]
eastern Oregon, central Oregon, and the
[34:04]
coastal uh communities.
[34:08]
And I was surprised when one of the LC
[34:11]
lobbyists that was there um spoke very
[34:14]
highly of what Smack's been doing. So I
[34:17]
think we're we're seeing some uh
[34:20]
positive return on our investment time
[34:23]
and money. Uh there was one of the uh
[34:26]
governors
[34:29]
oh at the term basically regional
[34:31]
advisors was there and and spoken very
[34:34]
highly and said that the governor is
[34:36]
quite impressed with smack. Um so the
[34:39]
governor's hearing about it we're making
[34:41]
decent headway.
[34:43]
>> So
[34:43]
>> that's awesome to hear since it's like
[34:45]
new and we're just pushing it again. I
[34:48]
think part of what it is we had our
[34:50]
first way at our first outing that gets
[34:54]
their attention. So
[34:58]
that's that. That's what I have for us.
[35:01]
Any questions, comments?
[35:06]
» That be it.
[35:08]
>> That's it. So we have old business.
[35:14]
» Didn't share that.
[35:15]
>> Yeah, he did. But he's here now. Okay.
[35:17]
>> Yeah.
[35:19]
>> You have anything to add to your
[35:20]
presentation?
[35:22]
>> Not really. Unless somebody has
[35:24]
questions about stuff going on outside
[35:26]
of poly. We've had a lot of stuff.
[35:28]
>> Yeah.
[35:28]
>> On social media.
[35:30]
>> Yeah.
[35:31]
>> We had two deputies um that were at the
[35:35]
scene of an offer ball shooting recently
[35:37]
up next.
[35:38]
>> Yeah.
[35:39]
>> Um we had a drowning recently. We've had
[35:42]
quite a few um rescues and stuff going
[35:45]
on up in the mountains
[35:47]
where hiker have passed away. U actually
[35:51]
somebody we had a recent rescue up there
[35:55]
where that person is actually still up
[35:58]
there because the terrain so rough they
[36:00]
can't do recovery.
[36:02]
>> Um so it doesn't like affect Holly but
[36:04]
it does in a way because we send so many
[36:07]
resources away to some of these big
[36:09]
calls. Um, I think Jenna uh does a great
[36:14]
job of staying in touch. Um, and you can
[36:17]
always reach out to me, but if you see
[36:18]
some of this stuff on Facebook, um, that
[36:21]
offer involved shooting in wheel
[36:24]
crazy stuff. It was an active shooter.
[36:26]
There were bodies everywhere, you know,
[36:29]
like crazy crazy stuff. Um, I think she
[36:33]
and I are quick to respond to stuff like
[36:36]
that. you know, email us, um, reach out
[36:39]
to anybody at the city. They can reach
[36:41]
out to us. Doesn't have to be related to
[36:43]
Holly. If you're curious about
[36:44]
something, we don't have to wait 30 days
[36:46]
for a meeting like this that, you know,
[36:49]
we can try to get answers for you guys.
[36:51]
But, um, I feel like summer has gone
[36:55]
smooth, but the last couple weeks, it's
[36:58]
like trying to leave its mark.
[37:00]
>> Yeah.
[37:00]
>> And a lot of a lot of bigger calls
[37:02]
starting to pop up. has taken
[37:05]
a large amount of resources that
[37:07]
attracts the public's attention and then
[37:09]
they start making up a whole bunch of
[37:11]
stories. So, um, nothing really for
[37:16]
Holly. Um, but yeah, re reach out if you
[37:20]
have questions. Again, doesn't have to
[37:21]
be about Holly.
[37:24]
I know you and I talked when the 99
[37:28]
project was wrapping up and had concerns
[37:30]
about speeding and stuff like that.
[37:32]
seeing that to be an issue.
[37:34]
>> Uh to be an issue, no.
[37:36]
>> Yeah.
[37:36]
>> Um but
[37:38]
there's always going to be speed,
[37:40]
>> right?
[37:40]
>> You're always going to have a car that
[37:42]
like zip through somewhere like we just
[37:44]
heard a couple minutes ago.
[37:45]
>> Yeah. [laughter]
[37:47]
>> So I pay attention to that stuff.
[37:49]
>> I didn't.
[37:50]
>> Yeah. Um so you're always going to have
[37:52]
a car that speeds. I came from a council
[37:56]
meeting an hour ago and their complaint
[37:59]
was on speeding, but the reader board
[38:01]
doesn't show that. We have some other
[38:03]
data we can access. It doesn't show
[38:06]
speeding a concern to where like Jenna
[38:10]
should 12 hours of the 12 hour shift
[38:12]
trying to
[38:14]
>> right. You're always going to have that
[38:15]
car that trips through that upset
[38:17]
someone, but it's not a chronic issue
[38:20]
that we're seeing that
[38:23]
needs addressed regularly, but we're
[38:26]
always keeping our eye out with radar
[38:28]
looking from the one car that that does
[38:30]
it.
[38:31]
>> I'm glad to hear that. No, we had
[38:33]
concern initially. So,
[38:35]
>> I just saw a
[38:37]
>> the speed sign down at the end of town,
[38:40]
>> right?
[38:41]
>> I just saw it there.
[38:43]
>> Yeah, I saw that.
[38:44]
>> Okay.
[38:45]
No, I think you had a question.
[38:49]
» So the car that we just heard earlier is
[38:52]
that I mean when I hear that same speed
[38:55]
is that like too loud or
[38:59]
>> he was definitely speed [laughter]
[39:07]
of speed. It's like speed racing. So
[39:10]
let's say you don't speak but you go
[39:12]
zero to 35 miles an hour as fast as you
[39:14]
can. That's exhibition speed. There's no
[39:16]
reason for
[39:18]
gun.
[39:19]
>> Yeah. You got it, but then you reach the
[39:21]
speed limit and then you let off. That's
[39:23]
still a violation. You can't go zero.
[39:29]
>> Yeah. Can't use the car to like show off
[39:32]
or exhibit, you know, the capability.
[39:36]
>> So let's say he wasn't going fast.
[39:39]
speedwise. The fact that he went from
[39:42]
the soft side to here and I can tell by
[39:45]
like the RPMs and stuff, there's no
[39:47]
reason. So, he would get talked to and
[39:50]
say like, "Okay, I can't believe that
[39:53]
you're speeding, but the fact that you
[39:56]
accept
[39:59]
» Thank you.
[40:01]
>> Yes. [laughter]
[40:04]
>> In layman's term." Yes.
[40:05]
>> Yep.
[40:06]
Brianna, while I'm thinking about it,
[40:08]
we're talking about traffic. And for you
[40:09]
guys, since you're here, too. The hay
[40:11]
trucks right now are flying by the park
[40:14]
again down O. And I was at the park
[40:16]
today with the kids and watched three of
[40:17]
them run the stop sign.
[40:20]
>> Yep. On 99. They like
[40:22]
>> um from O like going to 99 like up
[40:24]
towards Harrisburg. Just kind of went
[40:29]
>> like a real real California stop there.
[40:32]
Um, but they've been they've been coming
[40:34]
real quick up and down like burning on
[40:37]
to
[40:40]
>> Yeah, it's been really bad the last
[40:41]
since like just picked up really hard
[40:44]
right now. Um, they're not
[40:54]
» Brianna has a pretty good relationship
[40:56]
with some of the companies down there,
[40:57]
so she she talks to them often.
[41:02]
Yeah,
[41:09]
» contracts, you know.
[41:11]
>> Yeah.
[41:13]
>> They've been getting a little frisky on
[41:14]
O.
[41:18]
» Anybody else?
[41:21]
Thank you.
[41:23]
So, now we're going to move on to old
[41:26]
business.
[41:30]
the proposed street vacation of West A
[41:32]
and West B Street.
[41:36]
We received an update on the status of
[41:37]
the vacation and prepare for executive
[41:39]
session.
[41:41]
You would
[41:42]
>> um yeah, you know, it's really a
[41:44]
timeline. This application has been a
[41:46]
bit of a there's some weird stuff going
[41:47]
on over there talk about. There is the a
[41:52]
street which has
[41:54]
an overlying ownership by one party with
[41:57]
a budding a surrounding ownership of
[41:59]
another party and then there's also the
[42:01]
underlying predated ownership of the
[42:03]
city have a plat predates everything and
[42:06]
so when we receive information we we do
[42:10]
our due diligence we work with engineers
[42:13]
and we take applications but
[42:18]
there has been some issues about whether
[42:20]
or not that that a street piece in
[42:22]
particular um is under question. And so
[42:26]
we just want to make sure that we're
[42:27]
doing our absolute due diligence on that
[42:30]
matter. Um we need to make sure that the
[42:33]
initial application is valid and we need
[42:36]
to really hold and discuss with our
[42:39]
legal counsel before we proceed. And so
[42:41]
that is why we've really done the
[42:43]
executive session is to make sure that
[42:45]
we're talking those issues through. we
[42:47]
have that opportunity to have, you know,
[42:49]
council with our legal and that we're
[42:50]
making all the correct steps because
[42:52]
that has always been the city's intent that we don't want to have a
[42:58]
misstep. We want correct information so
[43:00]
that we can so you guys can make
[43:01]
informed corrections.
[43:04]
>> So, are we getting good information from
[43:06]
the county?
[43:08]
You know,
[43:11]
there's there's a lot of research that
[43:13]
went into this even before the initial
[43:14]
application and um Audrey spent a lot of
[43:18]
time on it. So that that area period, it
[43:21]
has that weird six foot section,
[43:22]
>> right,
[43:23]
>> between the and the south property
[43:25]
owners. That is very unusual. That does
[43:27]
not happen. So that sixoot section is
[43:30]
part of the church plot, but it is like
[43:33]
doesn't make sense,
[43:34]
>> right? Um so we had to do a ton of
[43:37]
research on that and then again um you
[43:40]
know we're getting deed history through
[43:42]
the engineers. We have contacted the
[43:45]
county and the county has you know I've
[43:49]
just been like
[43:51]
the existence of the row and whether or
[43:52]
not the afferment and what information
[43:54]
they have on it. Um what information how
[43:56]
they interpret the the existing the deed
[43:58]
record and all those things like that we
[44:00]
use the county as the agency of record
[44:03]
with situations. We don't try to make it
[44:05]
up. They are the agency who determines
[44:07]
how land is distributed. Also, when we
[44:09]
do vacations, we must report them with
[44:11]
the county or they don't exist,
[44:14]
>> right?
[44:15]
>> And so, the county is the one that gets
[44:16]
to determine how those are distributed.
[44:18]
We don't have the authority to do that.
[44:20]
We have the authority to vacate or not
[44:22]
to vacate, period. And so, again, if you
[44:26]
have an application, it's it's very
[44:28]
common for our street vacation 99.9% of
[44:31]
the time to be a central lane split. And
[44:33]
so when you have an applicant that's a
[44:34]
property, we took an application of that
[44:37]
regard. We just want to make sure that
[44:38]
we're doing
[44:40]
everything right. That is really what it
[44:42]
is. We want to make sure that the
[44:44]
application is valid. We want to make
[44:46]
sure that we're making the right
[44:47]
decisions with all of the information
[44:50]
because
[44:53]
>> the city doesn't actually benefit from
[44:55]
anything else for that. Like we don't
[44:57]
benefit from it at all, frankly.
[44:59]
>> Right. Um so we c council has agreed
[45:03]
that they would like to move to an
[45:04]
executive session on that. Um
[45:08]
we have scheduled an executive session.
[45:10]
That date is actually set for August
[45:12]
26th.
[45:14]
Um you know it's unfortunate that this
[45:16]
has taken some time but that is the
[45:18]
time. Let me double check. Let me triple
[45:20]
check that.
[45:22]
Um but once once we sort of confer on
[45:27]
that we'll be able to come back for a
[45:29]
street in particular but also any action
[45:32]
on B Street. We currently do not have an active application on street. I also
[45:35]
want to make that clear
[45:37]
>> because it was voted on it and we voted
[45:38]
down.
[45:39]
>> If if another application comes forward,
[45:42]
I think that we are informed by this
[45:44]
process with any new developments, you
[45:46]
know, and so certainly council has the
[45:48]
opportunity to hear that matter again
[45:51]
based off of any report and there may
[45:54]
be, you know, that's important for
[45:56]
making the decision. If there's new
[45:57]
information, there's new information. At
[45:59]
the time, we had an applicant that said,
[46:01]
I don't have any plans.
[46:03]
So, that's kind of where we're at on
[46:05]
that.
[46:08]
>> We have any new information?
[46:10]
>> Um, we did hear from Kelsey Pim in
[46:14]
email. Um, she did mention that she
[46:16]
wanted me to speak and she may have some
[46:17]
information which we would love to have
[46:19]
regarding potential previous vacation,
[46:21]
which again the county does not have
[46:23]
record of. Um, and
[46:26]
>> actually the county surveyor's website
[46:30]
>> of a previous vacation.
[46:31]
>> Yeah. written right on thereated
[46:35]
8.178.
[46:39]
» So my question is why is the county
[46:40]
providing that for us that
[46:42]
>> yeah I mean I
[46:44]
that's a very good question it answers
[46:47]
the we always you look at the I should
[46:52]
have brought multiple
[46:55]
but
[46:57]
you look at the
[46:58]
>> you on the assessor website.
[47:01]
Yeah,
[47:02]
>> the surveyor.
[47:03]
>> I did. And I should have I thought I
[47:06]
printed it, but I didn't. So, it's
[47:08]
always been here. I don't know if you
[47:10]
guys can see, but so like this is a our
[47:13]
field, our property line, and we've
[47:15]
always own this little Lshaped thing
[47:17]
here, which was street A. And we've
[47:21]
never really understood where that came
[47:23]
from. Didn't really care. Um, but that's
[47:27]
because it was previously vacated. And
[47:29]
if you look at previous aerial maps um
[47:33]
which you only have from 60 like
[47:36]
sometime in the 60s I think it's like 67
[47:39]
and then you again have it in the 80s
[47:41]
like there's nothing here like the
[47:43]
church doesn't exist and then when you
[47:46]
again have aerial maps in the 80s the
[47:49]
church got built
[47:51]
and so I'm not and also so did these
[47:54]
little houses over here. So, um I'm my
[47:57]
assumption is and so the attorney that
[48:00]
pointed out to me, hey, because we were
[48:04]
a little lost and so we had a land use
[48:07]
attorney in Eugene um look at this for
[48:10]
us. And he wrote back to me and said, "I
[48:14]
don't know why a street is an issue. It
[48:16]
was vacated in 1978. Should be a
[48:18]
non-issue."
[48:20]
And I was like,
[48:24]
okay. Um, which makes sense why that is,
[48:29]
you know, especially when you go log
[48:30]
into GIS, why that's already adjacent to
[48:33]
our property and in our labeled
[48:35]
description of our deed.
[48:37]
>> Yeah. So, if you this is just if you go
[48:41]
into GIS. Um, so
[48:44]
I Yeah. So this um I'm writing upside
[48:50]
down but this is also
[48:52]
>> right
[48:52]
>> and so this this at one time I think if
[48:55]
you you can't really tell anymore simply
[48:58]
because um this is all you know on the
[49:01]
other side of this was a field but if
[49:03]
you look at really really really old map
[49:05]
like at one time this used to be a
[49:08]
street
[49:08]
>> and it was vacated
[49:10]
>> and then so and I think what happened so
[49:13]
we our family bought this property from
[49:16]
Mrs. Bath in the early 1980s. And I
[49:19]
think what happened is when this got
[49:22]
vacated, it went to her because if you
[49:24]
look at get the aerial map
[49:33]
so everybody can look at this
[49:34]
>> if we could. Yes. Um, if I can find my
[49:39]
again. I need to I emailed my attorney
[49:43]
today again and I got an automatic reply
[49:46]
that he's on vacation for
[49:51]
the biggest thing I want I want to make
[49:52]
sure everyone understands that the more
[49:55]
information we have, the more accurate
[49:57]
it says that we can make. Right? That's
[49:59]
why it's it feels like we're dragging
[50:02]
our feet, but it's out of abundance of
[50:04]
>> caution. So, this this is um this here,
[50:09]
if you look in the in the late 60s, this
[50:12]
none of this exists. This is just big
[50:14]
field. She owns it and then boom, like
[50:16]
when you have more another area, it's
[50:17]
here. And I So, I'm assuming that in 78
[50:20]
when this got vacated. I don't know. We
[50:22]
need to find the records. And I was
[50:25]
wondering, don't you guys have pretty
[50:27]
compliments? Yes. And so we're gonna
[50:29]
when he gave us that information of 1978
[50:31]
that is helpful. That gives us like
[50:33]
>> you could look it like six months prior
[50:35]
or something. That's what I was thinking
[50:37]
when he told me that later I'm like
[50:40]
maybe there's some discussion somewhere.
[50:42]
Um I will just tell you I I did a couple
[50:45]
years ago a um a couple of century form
[50:47]
applications. Um, and so I spent quite a
[50:50]
bit of time in the um the county office.
[50:53]
And I don't know if you've ever done one
[50:54]
of those, but it's really extensive and
[50:56]
you have to show the lineage and like
[50:58]
all this stuff. And the county is is
[51:02]
great and the people there are great,
[51:03]
but there as I'm going through these
[51:06]
files, I'm finding things that are
[51:09]
misplaced and misfiled like like why is
[51:13]
this should be like over here and like
[51:16]
just whoever was in there or whoever was
[51:18]
scanning the microfilm just like it's very difficult to say and my
[51:25]
suspicion is like and how this even got
[51:28]
built onto that like Let's just say this
[51:31]
is a street, an existing street. Well,
[51:33]
how did they build that onto a street?
[51:34]
Like I mean there something got dropped
[51:36]
somewhere.
[51:37]
>> Oh, exactly.
[51:38]
>> That's why we want to make sure we have
[51:40]
all
[51:40]
>> information. So, the reason that the Bee
[51:42]
Street theme came up is because, as I've
[51:46]
uh explained to previous people in the
[51:48]
past is we when I a few years ago um
[51:53]
went to go change insurance companies,
[51:55]
um one of the things that came up as a
[51:57]
flag for the insurance company was that
[52:00]
I had there was this church that had a
[52:02]
playground and they're they're building
[52:05]
on our property, right? and they're
[52:06]
like, um, well, that's a liability. You
[52:11]
need to get that fixed. Um, and so we
[52:14]
kind of talked to the church and you
[52:16]
know, okay, they're going around and the church's attorney didn't dispute
[52:21]
that with us and we hired a survey to do
[52:23]
a lot line adjustment, which is why they
[52:26]
said B Street needed to be vacated so we
[52:29]
could do the lot line adjustment. Okay.
[52:31]
Um, and but I don't really understand
[52:36]
like why this and again the attorney was
[52:39]
like, I don't even know why this is an
[52:41]
issue. It was already vacated.
[52:43]
>> Sure.
[52:43]
>> Um, and it does
[52:45]
>> Yeah.
[52:45]
>> If we get as much information from you
[52:47]
as you can.
[52:48]
>> Yeah. And I I thought I was um and I
[52:51]
didn't mean to be offensive earlier, but
[52:53]
like it is harvest. I don't have time to
[52:55]
do any of that.
[52:57]
when my kids get back in school next
[52:59]
month, I will, you know, go down the
[53:01]
courthouse for a day or two and figure,
[53:05]
you know, do what I can do.
[53:06]
>> Sure.
[53:06]
>> Um, but I just don't um have time to
[53:10]
roll those.
[53:10]
>> Well, I think that if you give us what
[53:12]
you have right now, then we could deal
[53:14]
with
[53:14]
>> Yeah, I would be very interested where
[53:15]
you found the thing that said previously
[53:17]
vacation.
[53:18]
>> Yeah, if you go to the county. So, um,
[53:22]
>> I don't remember the name of the
[53:24]
website, but if you just go to the
[53:25]
county surveys website, and you know
[53:26]
where you can pull up all the survey,
[53:28]
>> I believe it's been a few days, but I
[53:31]
believe when you pull up the main map,
[53:35]
>> it says it's in lim. It says a vacated
[53:40]
and then it has the date and then it has
[53:42]
I what I'm assuming is the name of the
[53:44]
surveyor like OC something or other,
[53:46]
>> right? Okay. Well, whatever information
[53:49]
you have, if you get to it, that'd be
[53:50]
great. That'll give us something to look
[53:52]
forward on.
[53:53]
>> We already have an executive session
[53:55]
scheduled. We don't want council them to
[53:57]
be able to ask any questions, but if
[53:58]
it's found that we get enough
[53:59]
information ahead of that that negates
[54:02]
the need for executive sessions
[54:04]
>> because the county has like obviously I
[54:06]
mean, I don't know how I'm going to go
[54:08]
ask how that gets in there, but like
[54:10]
we've been paying taxes on this for the
[54:12]
last 40 years.
[54:17]
than you.
[54:18]
>> Yeah.
[54:18]
>> Well, I mean, I think we own it. It says
[54:20]
that on the thing, so I
[54:22]
>> Yeah.
[54:23]
>> Well, that there's going to be a
[54:25]
resolution. It's just a matter of
[54:26]
getting from point A to point B and
[54:29]
making sure that everything is in
[54:30]
alignment. And if somewhere
[54:33]
the ball has been dropped by the county
[54:34]
for whatever reason, we need to know
[54:36]
about it so we can fix, get it fixed.
[54:39]
>> Right. I will also reach out to you. I
[54:41]
think this is really good information.
[54:42]
It's very informative for H Street.
[54:44]
Compass. Street is still a matter for
[54:46]
discussion. I will email you because
[54:48]
again it's not it's not something we're
[54:49]
voting on tonight and I just want to
[54:50]
explain like the now there's not an
[54:53]
active application. It was already voted
[54:55]
no.
[54:55]
>> Yes. And we discussed that there and the
[54:58]
reason I haven't filled out a new one is
[54:59]
because I need we would like to vacate
[55:01]
more than just each state simply because
[55:03]
the issue is and I as I was explaining
[55:07]
to Michelle um a couple of months ago is
[55:10]
that when you pull up if as most people
[55:13]
you know who are just you know not I
[55:15]
shouldn't say most people but a lot of
[55:16]
people they will pull up um their onx or
[55:19]
whatever you know and they look and it
[55:21]
looks like there are public rightway all
[55:24]
throughout our
[55:26]
Right.
[55:27]
And um and the issue with that is that
[55:31]
our equipment often gets damaged because
[55:34]
there is you know pens and jeans and um
[55:43]
things like uh well
[55:47]
mention um that our combines in death
[55:51]
and then cost multi thousands of
[55:53]
repairs. Um, also frequently in the um
[55:58]
when the when the ground is wet and
[55:59]
mucky, we have people, you know, doing
[56:02]
cookies with the right TVs and and other
[56:05]
things out there, especially at where
[56:07]
there's the alleyway ends there. I can't
[56:09]
remember the street, but it's I think
[56:11]
it's like C or
[56:13]
>> we're at I think it
[56:15]
>> Yeah. And then over there south of So G
[56:20]
H that it's frequently they just They're
[56:23]
always just like
[56:26]
>> I can't tell you how many people we
[56:28]
thought
[56:29]
doing that and um we have absolutely no
[56:33]
intention of ever developing this um
[56:36]
like there's it's just not going to
[56:37]
happen but
[56:39]
>> you can't um
[56:42]
>> you just can't um and so there's just no
[56:45]
reason for that. So the reason I haven't
[56:46]
fill refilled that out is because we
[56:48]
were going to put another
[56:51]
adjoin that with and again
[56:59]
» there's also I want to give you the
[57:00]
information about the options for how
[57:02]
you perceive it because there's a couple
[57:03]
of them but I will email
[57:04]
>> that's fine that's fine.
[57:07]
Thank you. That's a
[57:08]
>> big thing I want to make sure that we
[57:10]
all understand that it behooves us to be
[57:13]
able to work together probably
[57:16]
>> and if we start button heads that we're
[57:18]
going to get nowhere. So, we just got to
[57:20]
work together and information we have as
[57:22]
much as we can.
[57:25]
>> So,
[57:30]
you want to add to that?
[57:31]
>> No business. Thank you for coming.
[57:34]
Helpful information.
[57:36]
>> Genuinely just want the info so that we
[57:39]
can get this over.
[57:44]
» That's it for me on that.
[57:45]
>> Okay. Any questions, comments, or
[57:55]
» No.
[57:56]
>> Uh just to because I know a few of the
[57:59]
counters might not be able to be there.
[58:00]
Um, can you send out like a text just to
[58:02]
remind everyone when questions are due
[58:05]
to you like at the end of the week?
[58:06]
>> Yes.
[58:07]
>> Thank you.
[58:17]
» Okay,
[58:20]
we move on to new business.
[58:27]
Earth is LOC legislative priorities.
[58:32]
You guys have a good chance to look at
[58:33]
those
[58:35]
any questions, comments.
[58:40]
I don't think any questions you have on
[58:42]
is I'm on sit on that committee. So
[58:45]
information I can get back.
[58:49]
So there's if you get that list, choose
[58:53]
four, six. Hopefully you have already,
[58:59]
please let me know.
[59:11]
» Do you guys want to go straight?
[59:17]
» No. No. We need you for just a little
[59:19]
bit longer.
[59:20]
>> Yeah.
[59:28]
» Thank you for being here though.
[59:30]
>> Yes.
[59:32]
>> If you have any questions about them,
[59:33]
please let me know.
[59:38]
» Hold up for this list.
[59:43]
» I would be curious if anything stands
[59:44]
out to people at a glance, right? We
[59:46]
need to come up with a few. we have this
[59:48]
month and next month and so
[59:49]
>> right
[59:50]
>> we have time. It would be nice if
[59:52]
anybody has anything that stood out to
[59:54]
them was like, "Ah, that's fantastic."
[59:56]
>> Right.
[1:00:00]
» If you want to think about emailing me,
[1:00:03]
texting,
[1:00:05]
>> I'll be out there.
[1:00:09]
» Um, one that stands out to me, that's
[1:00:11]
okay.
[1:00:12]
>> Yes.
[1:00:12]
>> Okay. One, May I chime in?
[1:00:15]
>> Yeah.
[1:00:15]
>> One that stands out to me is targeted
[1:00:17]
prevailing wage changes.
[1:00:18]
>> Yes. We've talked a lot about how a
[1:00:20]
prevailing wage cost impacts the cost of
[1:00:23]
projects and the threshold for what
[1:00:25]
pushes something into a prevailing wage
[1:00:27]
project or a public
[1:00:30]
I can't public goods project I
[1:00:34]
don't know anyways um the threshold
[1:00:38]
instead of 50,000
[1:00:42]
>> so it hasn't been updated a long time so
[1:00:44]
once you hit
[1:00:46]
a public project or a public works
[1:00:48]
project once you hit 50,000 in a book
[1:00:50]
and that means that you didn't have to
[1:00:51]
do all the bully prevailing wage. So
[1:00:53]
that means that like the guy with
[1:00:54]
cooking and broom being paid $4 like it
[1:00:59]
just I'm and
[1:01:01]
I'm not saying that I don't want to see
[1:01:04]
or trades people in a brew call or
[1:01:05]
people making good money but I think
[1:01:06]
that it makes um I think that it is
[1:01:13]
perhaps not the most efficient
[1:01:15]
>> right
[1:01:15]
>> effective and responsible use of public
[1:01:18]
funds
[1:01:20]
frequently I mean even our grants are
[1:01:21]
often taxpayer dollars
[1:01:23]
um our project, our money is taxpayer
[1:01:25]
dollars or it's a feast. Um it is public
[1:01:28]
money and so that prevailing wage
[1:01:31]
threshold we see a need for it to be
[1:01:33]
raised so that that project limit
[1:01:36]
doesn't get hit until higher. They are
[1:01:38]
proposing 86,000. The other reason why
[1:01:40]
this one falls on my radar is because
[1:01:42]
our tax efforts are coming up with some
[1:01:44]
policy
[1:01:46]
priorities and one of them
[1:01:51]
on their and we also support this. I
[1:01:53]
will say however that we think 6,000 is
[1:01:57]
dismal
[1:01:59]
actually with what it would be if it
[1:02:00]
would have kept number 10.
[1:02:03]
>> And so we're our our policy is actually
[1:02:06]
quite a bit higher above 200,000 because
[1:02:10]
>> a $50,000 project is like nothing and it
[1:02:14]
>> might have a ceiling at all.
[1:02:19]
Um
[1:02:20]
>> anyway,
[1:02:21]
>> I think that to to object to and to undo
[1:02:25]
the existence mining wage is another
[1:02:27]
discussion. [laughter]
[1:02:31]
» Yes.
[1:02:33]
>> Project to that requirement is too low.
[1:02:37]
I would agree. And and when I say it
[1:02:38]
truly double project, it truly doubles
[1:02:41]
the cost of a project. I have an example
[1:02:43]
in my back pocket from Brownsville where
[1:02:45]
they had a bathroom project that they
[1:02:48]
had gone in and were going to be where
[1:02:51]
it was estimated to be, you know,
[1:02:53]
$49,000.
[1:02:55]
And so they were advised that they
[1:02:57]
should just go ahead with the
[1:02:58]
procurement that would assume a bid
[1:03:00]
higher than that because one change
[1:03:02]
order, just one whatever would have put
[1:03:04]
them in that special in trouble
[1:03:06]
>> for not following your procurement p
[1:03:08]
practice and not doing the bullying
[1:03:10]
prevailing weight. And so when they went
[1:03:11]
to bid, they they put in a requirements
[1:03:13]
for prevailing wage and it was a 90 I
[1:03:15]
would say $96,000 for one per bathroom.
[1:03:19]
That is the kind of impact
[1:03:22]
that
[1:03:24]
this
[1:03:25]
kind of impact to how much money it cost
[1:03:27]
to complete a project. And that's also
[1:03:29]
when you see things where like people
[1:03:31]
say, I don't understand why the school
[1:03:32]
can't fix this or the city can't fix
[1:03:33]
this or why would the project cost that
[1:03:35]
much. We are subject to much more
[1:03:37]
scrutiny in our design in our
[1:03:40]
expectation the things we have to put
[1:03:42]
into projects but reporting requirements
[1:03:44]
all those things and we are subject to
[1:03:47]
this public impairment rule that means
[1:03:50]
that immediately the trucks
[1:03:53]
it's it's on average about 40%. is huge
[1:03:57]
and it's pretty I mean small communities
[1:04:00]
predominantly are being hammered or and having projects when they can't
[1:04:05]
complete their water systems or anything
[1:04:09]
like that because of that. Um
[1:04:12]
there's two others that are really
[1:04:14]
important to uh the governing committee.
[1:04:16]
One is the administrative procedures act
[1:04:18]
forth and what that is it's the rules
[1:04:21]
that state agencies must follow
[1:04:24]
and over the years it has gotten murkier
[1:04:27]
and murkier and murkier where it was
[1:04:30]
originally designed for transparency and
[1:04:32]
it is anything but
[1:04:34]
um and what that would do is force state
[1:04:36]
to kind of
[1:04:39]
I don't say reign in uh agencies
[1:04:43]
but as would the state legislature,
[1:04:47]
there's oversight when they create laws,
[1:04:49]
but once it gets down to an agency who
[1:04:52]
creates administrative rules, there is
[1:04:55]
almost zero oversight. And we run into
[1:04:58]
that as a small committee when you're
[1:04:59]
trying to
[1:05:02]
do wells and and and water systems to
[1:05:06]
where you talk to one person in the
[1:05:07]
agency and they say one thing and and
[1:05:10]
another person you talk to says
[1:05:11]
something completely different and get a
[1:05:14]
bottleneck.
[1:05:16]
So that's trying to get that
[1:05:18]
clearly updated from 1971 to today you
[1:05:22]
know. Uh then the next one's public
[1:05:25]
meeting law clarity and that's
[1:05:26]
predominantly towards uh the Oregon
[1:05:29]
government ethics commission and
[1:05:34]
there's never really been an intentions
[1:05:36]
requirement that the proven intent and
[1:05:40]
just we think you are that's it. Uh but
[1:05:44]
there's more than that too. uh the hot
[1:05:47]
dog rule. Remember guys talking about
[1:05:50]
that where
[1:05:52]
um if we have a meeting planning meeting
[1:05:54]
we can't provide boot because it's
[1:05:57]
considered payment kind that got a lot
[1:06:00]
of push back and OGAC resented that so
[1:06:04]
that that's where they're starting to
[1:06:06]
realize oh maybe we are overstepping
[1:06:09]
u so those are the two real big ones uh
[1:06:12]
that we've talked about. So, if you have
[1:06:14]
any other concern, shoot me a text. Let
[1:06:17]
me know.
[1:06:19]
And if there's anything that kind of
[1:06:22]
boggles your mind right now on those,
[1:06:25]
>> the land availability one was kind of
[1:06:27]
interesting for me since um the land
[1:06:30]
availability and streamlining,
[1:06:32]
>> right?
[1:06:33]
And also to an extent the water
[1:06:34]
workforce development since we talked
[1:06:36]
about that with the guy all the training
[1:06:38]
programs especially like because it's
[1:06:40]
going to affect us when Andy retires and
[1:06:42]
we start having to
[1:06:43]
>> he's not I'm sure he's allowed to ever
[1:06:46]
>> at some point I think his wife
[1:06:48]
>> well I'm sure
[1:06:50]
>> but anyway um we can move on from that
[1:06:52]
so if you have anything you want
[1:06:54]
let me know.
[1:06:55]
>> Thank you.
[1:06:59]
Um, so I want to make some stars on this
[1:07:02]
so that when we come back next month
[1:07:04]
that we're ready now together,
[1:07:10]
>> right?
[1:07:12]
>> Good. We already have some ideas.
[1:07:14]
>> Yeah. So I I heard availability
[1:07:19]
had mine that was about the goal we have
[1:07:21]
to be on the wage and then you said the
[1:07:24]
administrative
[1:07:25]
time
[1:07:26]
>> uh the administrative uh
[1:07:29]
>> the general government committee the
[1:07:31]
public meeting the administrative
[1:07:33]
procedures act reform.
[1:07:35]
>> Yeah
[1:07:37]
public meeting
[1:07:39]
>> that was mine.
[1:07:50]
and then the water.
[1:07:52]
>> Yeah.
[1:07:53]
>> Okay.
[1:07:54]
>> So, if there's more, let me know. Chat
[1:07:56]
about them. And then,
[1:07:57]
>> um, as I was going through it, as I was
[1:07:59]
taking notes as I was like thinking
[1:08:01]
things, I'll send them to you. Do you
[1:08:03]
want to be CCed on an email? Like, do
[1:08:04]
you guys both want the
[1:08:07]
like thoughts or questions on any of
[1:08:09]
these specifically?
[1:08:11]
Um, one of the things that we have to be
[1:08:13]
careful about is sending these to
[1:08:15]
multiple council members. So, send
[1:08:18]
the two of you.
[1:08:19]
>> Then that would be
[1:08:20]
>> Yeah, that's what I was saying. Do you
[1:08:21]
want it too or do you just want us to
[1:08:22]
send it to mayor?
[1:08:23]
>> That's fine. And then we'll bring them
[1:08:25]
back. We have to bring them back at the
[1:08:27]
next public meeting. We'll any any notes
[1:08:29]
we'll we'll make sure to bring forward.
[1:08:31]
>> If you want to send it to me, I can get
[1:08:32]
from create a spreadsheet of ranking.
[1:08:37]
» And you can't discuss it,
[1:08:40]
>> right? Yes.
[1:08:42]
[clears throat]
[1:08:47]
» I'll send you
[1:08:49]
>> you can you can ask questions about
[1:08:50]
LOC's intent please. That's can't have
[1:08:54]
ongoing conversation
[1:08:57]
other than you clarify.
[1:09:01]
So if you have nothing else we can move
[1:09:02]
on.
[1:09:06]
We have to figure out the last topic.
[1:09:10]
>> Yeah. For October.
[1:09:12]
>> Well, I'll
[1:09:17]
go hunting.
[1:09:18]
>> Yeah.
[1:09:19]
>> On the record. So, that season is what
[1:09:21]
it is,
[1:09:22]
>> right?
[1:09:23]
>> And so, we have some date. I did get a
[1:09:25]
hold of LLC about some training
[1:09:26]
opportunities. They're on pause for
[1:09:27]
training. So, it's actually not a good
[1:09:29]
option for us right now.
[1:09:30]
>> Um, it sounded like a good idea to me,
[1:09:33]
but it's not going to work out.
[1:09:35]
Um they do actually have their rentals
[1:09:36]
trainings coming up again states are
[1:09:39]
available that's you know ever
[1:09:43]
um so good opportunity here in the
[1:09:45]
middle of the week I asked them about
[1:09:46]
that I know we're in the lead we lead
[1:09:47]
weeds I said have you considered
[1:09:49]
salaries
[1:09:51]
most people work that are on city
[1:09:53]
councils and they have a lot of reasons
[1:09:55]
why that is not peaceful for them so I I
[1:09:57]
am also looking into they do on the go
[1:10:00]
training
[1:10:01]
>> when when people are able to attend the
[1:10:03]
trainings that they offer They are free
[1:10:06]
so that's always nice. It's just driving
[1:10:08]
there but there are options to bring
[1:10:10]
people in. It does have a fee associated
[1:10:12]
but it's not astronomical. So really
[1:10:14]
good training opportunities and
[1:10:16]
something that I do look into is holding
[1:10:20]
you know every other year when we don't
[1:10:21]
do our goal setting holding a work
[1:10:23]
session that just dedicate to training.
[1:10:25]
There is
[1:10:26]
>> not a work session, but I'm just saying
[1:10:27]
we hold a training in one time a year
[1:10:29]
when we don't have full setting
[1:10:31]
>> and this is a little bit further out but
[1:10:33]
[clears throat] the 25th of February um
[1:10:36]
there's a catchall
[1:10:39]
uh virtual online so
[1:10:41]
>> that's a little
[1:10:44]
catch all
[1:10:45]
>> I don't even know what I'm doing in
[1:10:46]
September.
[1:10:47]
>> Yeah.
[1:10:49]
Well,
[1:10:51]
their Lexi Essentials workshop, they're
[1:10:54]
going to be setting some online
[1:10:56]
trainings for those.
[1:10:58]
>> So, it keep an eye on the LC website for
[1:11:01]
the training section.
[1:11:08]
But the the OG one, they paused out of
[1:11:13]
that because it was found that
[1:11:16]
trainings that that was trying to get
[1:11:18]
approved through OG,
[1:11:20]
they were not getting approved and then
[1:11:23]
did a test where they took another
[1:11:25]
agency to end their training that was
[1:11:28]
approved by OG, change the name and
[1:11:31]
still got rejected.
[1:11:33]
So that's what that's what they paused.
[1:11:36]
Okay.
[1:11:38]
>> Yeah.
[1:11:39]
>> Okay. So scheduling. Got
[1:11:41]
>> way off topic. I started it.
[1:11:43]
>> Um
[1:11:45]
so the October meeting, we have some
[1:11:48]
options. We could recess for October. Um
[1:11:52]
if we don't have any pressing business,
[1:11:54]
we can set it for the third Tuesday,
[1:11:57]
which is kind of the placeholder that we
[1:11:58]
they always hold for council meetings,
[1:12:00]
which is the 20th. I would suggest we
[1:12:02]
just hold that placeholder and if
[1:12:04]
there's no pressing business, council
[1:12:05]
can sort of decide what in the September
[1:12:07]
meeting if they want to proceed with
[1:12:08]
that date. The September meeting,
[1:12:12]
the reason why I'm recommending that we
[1:12:16]
the third Tuesday instead of the 8th is
[1:12:18]
because of that timeline that I was
[1:12:20]
talking about way, you know, right long
[1:12:22]
ago about the ini,
[1:12:23]
>> right? DQ has stated they need two weeks
[1:12:26]
to review the close the post the
[1:12:30]
timeline to post our intent to award is
[1:12:34]
August 31st
[1:12:35]
>> right
[1:12:35]
>> that is in alignment with all the other
[1:12:37]
previous things which is like how many
[1:12:39]
how long it needs to be open our time to
[1:12:41]
apply to to open bids when the bids
[1:12:43]
close we review them all those things
[1:12:46]
>> so that gives us seven days
[1:12:48]
>> really
[1:12:49]
>> right
[1:12:49]
>> between our no intent to award and again
[1:12:53]
during that one week you have to approve
[1:12:55]
it before we could actually award it in
[1:12:59]
our council meeting. So they told me
[1:13:02]
that they prefer three weeks.
[1:13:05]
So if they don't have it approved by
[1:13:07]
then we would have to wait all the way
[1:13:08]
until we would we would have to hold
[1:13:11]
special sessionally.
[1:13:13]
>> We would not wait until October.
[1:13:15]
>> Yeah.
[1:13:15]
>> We would have to hold special session
[1:13:16]
because we have to award once
[1:13:19]
it's approved. We have a timeline toward
[1:13:21]
>> Right. So,
[1:13:24]
um, that would be September.
[1:13:27]
I have to look
[1:13:28]
>> 15th. 15th.
[1:13:30]
>> Yeah. And I know that that's, you know,
[1:13:31]
it feels like not great timing because
[1:13:33]
October was already being rescheduled,
[1:13:35]
>> but
[1:13:38]
it makes sense though.
[1:13:39]
>> We could either keep our regular meeting
[1:13:41]
and have a placeholder for a special
[1:13:43]
session just to deal with the topic of
[1:13:45]
the award or we would a full meeting and
[1:13:47]
deal with it at that time. So, those are
[1:13:48]
the the options for council. Move the
[1:13:51]
meeting. I did.
[1:13:52]
>> Yep. I'd move the meeting.
[1:13:54]
>> Yeah,
[1:13:54]
>> it's easier for me anyway. That is the
[1:13:56]
first day of school, so I prefer not.
[1:13:58]
>> Right.
[1:14:00]
>> And it's right after Labor Day and
[1:14:01]
barbecue. So, I would
[1:14:02]
>> Right.
[1:14:02]
>> So, September, we have to do this.
[1:14:05]
>> Okay.
[1:14:07]
>> October.
[1:14:09]
>> And then
[1:14:13]
is October like you said, I would favor
[1:14:15]
your if you have to the 20th otherwise
[1:14:19]
nothing. Right.
[1:14:20]
>> Okay. So, tenatively hold the 20th and
[1:14:23]
if there's no
[1:14:28]
» potential I'll be out of town from the
[1:14:30]
17th to the 24th too. So,
[1:14:37]
» no. Next year I
[1:14:40]
>> October tenative
[1:14:42]
20th potential to cancel if not needed.
[1:14:53]
And as to training, is there any
[1:14:54]
training you guys want?
[1:14:56]
>> Yes. Thank you.
[1:14:59]
>> I always think that you know like public
[1:15:01]
meeting rules and all that kind of
[1:15:04]
stuff.
[1:15:05]
>> Fundamentals like that.
[1:15:07]
>> Yeah.
[1:15:09]
>> If we could find somebody or
[1:15:11]
>> shouldn't tech
[1:15:12]
>> gone back and forth over the years about
[1:15:14]
the whole Robert's rules or whatever.
[1:15:16]
Not that we fully follow them, but some
[1:15:19]
I don't know.
[1:15:20]
>> Yeah.
[1:15:25]
» So, what we can put together?
[1:15:27]
>> Yeah. And I will I will send you guys
[1:15:30]
they sent me some information from LC on
[1:15:32]
that training on the go and so you have
[1:15:34]
the pull elected essentials, but you can
[1:15:35]
actually cherry pick the topics so you
[1:15:37]
don't have to spend eight hours,
[1:15:38]
>> right?
[1:15:39]
>> So, you can say I only want to do two
[1:15:41]
hours of driving,
[1:15:42]
>> right? And so in that situation, we can
[1:15:45]
really I can send that to you because
[1:15:46]
they actually give kind of like a little
[1:15:48]
summary of the different topics and they
[1:15:50]
actually also provide how long they are,
[1:15:52]
>> right?
[1:15:52]
>> So this one's 90 minutes. This one's
[1:15:54]
>> I'd like to spend five and a half hours,
[1:15:56]
please.
[1:15:58]
>> You know, and the topics are meeting a
[1:16:02]
lot of things like what to know about
[1:16:03]
land use as an elected official. Just a
[1:16:06]
cool topic. So I'll send that out to
[1:16:08]
folks so that they can have some ideas
[1:16:10]
because then in the spring when they are
[1:16:13]
allowing training again right
[1:16:17]
would be a really cool opportunity.
[1:16:18]
>> Yeah.
[1:16:20]
>> Okay.
[1:16:21]
>> Anybody else comments?
[1:16:23]
>> 8:15.
[1:16:26]
>> So there's no resolutions ordinances. So
[1:16:29]
then we will adjourn at 8:16.
[1:16:33]
>> There we [clears throat] go.
[1:16:36]
picture. You can see my her first flag.
