Uh, couple looks like for Andy Dorian,
city manager.

under my name, but I'm going to have uh

Bianca, our finance director, Eric and
John, our IT administrators, and then
[4:45]
Melissa as part of this. Um, so this has
been a
[4:51]
multi mult multipleyear uh process um to
get to where we are. Um, these four and
[4:57]
several other U city staff have had
months and months of meetings and
[5:03]
interviews and I can't name the amount
of things that they've done to get us to
[5:07]
this point to where um um we're able to
present these two contracts tonight. The
[5:13]
overall goal of what we're trying to do
the city is to connect every aspect
[5:17]
together. Right now we have multiple
multiple platforms that don't speak to
[5:21]
each other that make the processes diff
different difficult. And so what this
[5:25]
this new software system will do um is
everybody will be connected. So accounts
[5:31]
payable, accounts receivable, payroll,
um IT, business licenses, you name it.
[5:35]
Um street department, parks department,
police, fire, will all be connected,
[5:40]
speaking together. And so when you look
at the next 5 to 10 years, um the way we
[5:45]
do business here at the city is going to
be completely different. It'll be
[5:49]
revolutionized. So, I really want to
kind of turn it over to these four um to
[5:53]
kind of let them talk about it and then
I don't know Melissa if you want to
[5:56]
start um on the importance of this.
>> Uh yeah, and I I think we've discussed
[6:02]
this a lot of times. I know that I've
discussed it. I'm not sure how much the
[6:05]
public knows, but definitely the council
and the staff know. Um we use some very
[6:11]
very old software. are um
scheduling is kind of done. Some some
[6:20]
use uh spreadsheets. Uh a couple of the
departments have some um least
[6:27]
inexpensive scheduling software, that
kind of stuff. But we do not have any
[6:32]
cohesive scheduling software for um all
of the departments together. And this
[6:37]
will allow us to do that as well as
timekeeping um and putting kind of the
[6:42]
control of PTO time and and uh requested
time off and stuff back in the um hands
[6:50]
of the employee where they can have um
up to- moment information on how much
[6:57]
PTO day time they have or requesting
days off and things. That's not stuff
[7:01]
something we do right now. our
timekeeping um and payroll is done by uh
[7:06]
paper time cards um that are filled out
by each employee. Then they're entered
[7:10]
into a spreadsheet by somebody in the
different departments and then it's um
[7:15]
the information is entered by them, put
into a spreadsheet, the information is
[7:19]
sent to the clerk's office. We go over
that spreadsheet, we go over the paper
[7:22]
time cards, then we enter that
information again into another system.
[7:26]
Um and so this is something that is
badly needed for the for the city for um
[7:34]
the employees and the staff um and the
taxpayers. So this will allow us to have
[7:40]
one scheduling system that will will all
departments will be able to use. This
[7:45]
will allow us to have one timekeeping
system that all employees will be able
[7:50]
to use um and again access keep time of
their uh keep their time uh view their
[7:55]
W2s, view their paycheck stubs. We still
print out paycheck subs on pieces of
[8:00]
paper. Um so, uh this will really really
uh bring us all like Andy said very most
[8:07]
importantly cohesive where every
department is using the same software um
[8:12]
and that we're utilizing the software
which saves us money plus makes this
[8:15]
very cohesive cohesive and hopefully cut
down the time. It takes about three days
[8:21]
to do a payroll now. Uh hopefully this
will cut that down to about a day and
[8:25]
save manpower and hours and error by
individual three different individuals
[8:31]
inputting information and stuff. So so
badly needed, very important. Um I'm
[8:35]
very happy like Andy said, hours and
hours and hours of work and demos and
[8:41]
looking over these companies and
researching and make sure they're going
[8:45]
to work for fire who has all of these
things they do and police has all these
[8:49]
things they do and and parks and things
like that. So, a lot of time, effort put
[8:54]
into this. I we have done our due
diligence. I feel very comfortable with
[8:58]
the um with the decisions that we've
made with the companies um that we've
[9:04]
chosen that this is really, like Andy
said, really going to push us forward
[9:07]
into the future. Five, 10 years, we will
not have to worry about this this um
[9:11]
software. Hopefully, this is going to
end us up where business license can be
[9:16]
renewed online. I know we've talked
about that. I promise this is one of
[9:19]
those steps we have to take to get
there. um where building inspector's
[9:23]
office will be able to speak with the
clerk's office and we can look at
[9:26]
business license and we when they're
doing um uh going and doing uh the fire
[9:32]
is doing their inspections and and
building inspectors doing their
[9:36]
inspections saving that business um
owner time and and effort because we'll
[9:41]
be able to speak to each other. will be
able to communicate with each other and
[9:45]
I'll know that business building
inspectors done their inspection and
[9:48]
that fire has done their inspection and
they're ready for me to issue a business
[9:51]
license. This is really going to
revolutionize change the operation of
[9:55]
the city make it so much more um
beneficial for again the employees but
[10:01]
the citizens um and the taxpayers b
business owners and everybody kind of
[10:06]
below. So I'm super excited. This is
going to be a ton of work um but I I
[10:11]
can't wait to see this uh get uploaded,
get implemented. We hopefully plan to
[10:17]
have the scheduling timekeeping
implemented maybe within six months. Um
[10:22]
and then the rest of the software
hopefully within 12 to 14 months. So,
[10:27]

» Yes, I have a couple of questions. Um
I think this is very much needed. I'm
[10:39]
all for it. Uh the first one, Andy, my
typical question. Is this in the budget?

this is actually kind of cut into two
[10:52]
parts. You have the implementation and
training cost, which between the two
[10:57]
programs is going to run about 250,000.
The reason it is that much is it does
[11:02]
take over a year for them to set up our
general ledger. All the accounts, which
[11:08]
last time I looked was over 1,500
different accounts that we have at the
[11:12]
city. A lot more internal accounts that
you don't see in the budget just for the
[11:16]
accounting purposes. Um
>> it takes a long time and there's a lot
[11:23]
of work involved and that covers the
training. they are going to come on site
[11:28]
» and spend time here. Uh I think they
have us slotted for several weeks in
[11:33]
some cases depending on what module
you're going to use. It may not come to
[11:37]
that much. If we catch on quick and
everything's working well, they won't
[11:40]
have to spend that much time and that
will cut down the cost. If you look at
[11:43]
the um annual cost, we will actually be
saving $5,000 a year. This program is
[11:51]
all-incclusive and we are able to get
rid of seven other programs that don't
[11:57]
talk to each other. So, this will bring
everything in and once we get through
[12:01]
the implementation, we will actually
save money.

» Yeah. So, so where this works is um we
do have a pot um budgeted for this year.

It'll kind of see [clears throat] where
where the invoices come in um between
[12:13]
now and July 1st. Um because like I
said, this is a 12 to 14month period.

So, we should be good. um for this year
and like I said we'll budget when budget
[12:23]
workshops comes up for the next portion
um after July 1. So

worked and I am like all for this with
today's technology. I am like

dumbfounded we haven't done this sooner.
Just the amount of time it goes in like
[13:03]
Melissa said three days like this is
what is in the best interest of the
[13:07]
taxpayers. is going to take so much
stress off of so many different
[13:10]
departments, but provided um we run into
issues like we did with the company. Um
[13:16]
Melissa, I'm sorry, I can't think of the
name of the company. So, yes. So, is

there some type of

10-year
um we don't have to worry about any
[13:29]
issues. So, provided there are issues
with this company, have they like
[13:33]
discussed with you guys what we can do
to fix that? is I mean worst case

scenario we could go back to how we're
doing it now until we find one but if
[13:41]
there's issues like we had then I just
want to make sure that we're covered.

knew it was going to come up and and me

and Bianca are ready. Um so we did go
with a uh operation software called
[13:58]
Cassell. Here's what I'll say to you.
Cassell did not perform what it said it
[14:03]
would. Um, the training, the setup, the
implementation was not there. Um, I I'll
[14:10]
be honest with you guys, I with the
exception of barely kind of using it for
[14:16]
payroll. I'm not using it in the clerk's
office at all. I'm not using it for
[14:20]
business license. We're still on the old
system. Um, I'm not using it for gross
[14:24]
tax receipts. Um, uh, most of those
things. We are using it in the financial
[14:29]
department. Um and and it it it is a
struggle. I'm talking it is it is by the
[14:36]
grace of very hardworking individuals
like Bianca and I candy googlyon. I
[14:41]
cannot say enough about her. Um just
forcing it to work for what we needed to
[14:45]
do. Um here's what I will say. We have
put hours and hours of work into these
[14:52]
two companies. Bianca and I went to
Palara who imple has this system. uh
[14:56]
spent a whole afternoon up there
watching them implement the payroll and
[15:01]
uh some of the financials and things
like that. Um we sat in hours and hours
[15:05]
of demos. We had the fire chief. We had
the police chief. We had all of these
[15:11]
individuals. We had anybody that Mark,
um, uh, Trisha, everybody that would
[15:18]
have something that had would have a
stake in this new software, we had them
[15:23]
in these meetings and we had we were
asking a million questions and we were
[15:27]
watching what they were saying and we
turned down some really good companies
[15:30]
because it wasn't going to work or these
kind of things. We put a lot of hard
[15:35]
work, dedication, and hours of research
and everybody being involved. Everybody,
[15:40]
Andy, every chief, the uh deputy chief
Dne was in the meetings, I think. Um um
[15:48]
Alex Grody was in the meetings. I'm
talking to everybody that has a stake in
[15:53]
the operations, was in these meetings,
asked questions, watched the demos, and
[15:57]
we are truly truly confident that this
is the software that will take us into
[16:02]
the future, will allow us to do what we
want to do. Um, we would not come to you
[16:06]
to spend this kind of money or that kind
of thing unless we were all 100% sure
[16:11]
this is the way to move forward. Castell
was, I will say, a hard lesson to learn.

The problem with Cassell
>> taught us a lot.

» Yes, we've learned a lot. The problem
with Cassell is I think they truly
[16:24]
believe they could handle the complexity
of our books. Um,
[16:28]
» that's what I was getting ready to ask.
>> And the complexity of our payroll and
[16:32]
the timekeeping and they could not.
>> So, this company can [clears throat]
[16:36]
accommodate the capacity as far as as
many accounts and everything. And they
[16:40]
have worked with other companies or
municipalities that have as much
[16:44]
workload as we're going to be putting on
them.

» Yes. the the the crux of the problem on
the timekeeping side was they could not
[16:50]
handle the complexity of fire and police
and basic office workers and street
[16:56]
there was no flexibility for what we
needed it to do. Um as far as general
[17:00]
ledger is concerned we have multiple
multiple funds. We use a pulled account
[17:05]
to pay bills mostly as a protection um
because we only move the money that
[17:10]
we're going to actually pay out into
that account. We've had several
[17:14]
fraudulent checks try to come through on
that account. So, we're limiting our
[17:18]
liability that way. We keep the rest of
it safe. Um, that adds level of
[17:24]
complexity that we feel is necessary in
this day and age.

» And the other thing too is these two
were not involved. I mean, you weren't
[17:32]
here. Um, but they weren't involved in
the last process. I mean, I wasn't
[17:35]
involved in the last process. I don't
think the the police or fire chief. when
[17:39]
I asked him to vet it, then I asked him
to vet it the second time, then a third
[17:42]
time, then a fourth time. Um, it has
been um
[17:46]
» Well, and the issue with Cassell, by no
means do I think it's your guys' fault,
[17:48]
but I don't want to waste your guys'
time again because I know you guys went
[17:51]
through extensive training. Like I think
it was the
[17:55]
» week of steampunk and the like weeks
leading up. Like to me, time is money
[17:59]
and it's at the expense of the taxpayer.
So, I don't want to waste the taxpayers
[18:04]
money, but also your guys' time because
it is valuable. We have learned a lot
[18:08]
from this first implementation that

» Yeah.
>> So is there any uh digital record
[18:15]
component to this software that can be
plugged in at a later?
[18:18]
» Yes. So on the general ledger side, we
will have electronic invoicing so that
[18:23]
each department can enter their invoices
electronically. All the approvals will
[18:27]
be electronic. We can upload images of
all of the invoices. Um any grant
[18:33]
documentation that we have uh we can
attach to the grant module. Um
[18:41]

asset management. We can uh upload the
[18:45]
invoices, bill of sale, all of that
stuff right in there. Will help with our
[18:49]
audit tremendously.

that cloud-based or is it internal

certain amount every Well, this was elim

this will eliminate um the very
organized so nice basement that

going to eliminate that but

able to access
[19:39]

uploading five years of our history

because councilman Azatha and I have
been working on this is it's also going

to be heavily involved on the building
inspector and the code enforcement side

so that if a councilman calls up and
says Hey, I got a question on blah blah

blah street verse what we do now is well
let's send an email and then we'll get
[20:01]
an answer back. Everything should be
live. We should be able to pop it up and
[20:04]
go okay here's everything right now.
Everything will be tracked. No more on
[20:08]
paper. No more so up to-date live
information for you guys so that you can
[20:12]
give to your cons constituents. So

What are we going to do with the others?

they're currently backed up by ACS. Um
ACS is I I you guys have probably heard
[20:32]
us say that or Avenue called it. We
don't know what they changed their name
[20:35]
quite a bit, but um that was it's kind
of our current system but prior to
[20:40]
Cassell and all of that data was backed
up. So um we should be able to get that.
[20:45]
But again, another important thing is
this is a going to bring us hopefully,
[20:49]
and I'll let John and Eric uh speak to
this, but this is going to bring us one
[20:53]
step closer to that uh digitizing the
records that I talk about all the time
[20:57]
as the custodian. At some point, we have
to start we we have to start somewhere
[21:02]
and start, okay, from this date forward,
we're we're going to only have digital
[21:06]
records and not file after file after
file, a piece of paper. And this is
[21:10]
going to bring us definitely one step
closer to that because of the document
[21:14]
management that will be available um on
this side of it. And then um with John
[21:20]
working um very hard like dragging us
kicking and screaming on getting to the
[21:25]
cloud base with uh one drive and things
like that. So, we're working very hard
[21:29]
and it's I know it's one of Andy's
preached goals to us and um uh he might
[21:35]
be a little eager than I, but it's one
of our huge goals to to find that date
[21:40]
and say from this point forward, we're
not printing 75 pieces of paper no more.

Um you know, uh we're not printing 500
pieces of paper for payroll. We're going
[21:49]
to have payroll. So, this will bring us
so much closer to doing that. um which
[21:56]
in the end will make my job easier
because digital records are much rather
[22:00]
are much easier to supply to a citizen
that's asking than me digging for three
[22:06]
days through um files of paperwork which
>> won't help with sunshine law requests
[22:10]
too.

department can get in and check on
things that are pertaining to other

I'm sure there's a a

um safety built into that. So Mark, if
he's checking on something and say, "Oh,

you haven't had the firefighter sign off
on this. I'll just fill this in." He
[22:41]
cannot do that. He can only input stuff
related to his department and not other
[22:46]
departments. he can look and see what
other departments have put in. But not
[22:50]
that Mark would ever do that.

back end as far as like um access to who
can like sign off on stuff and Yeah.

» Yeah. That's all part of that that
implementation period where we're paying
[23:04]
all this money to have them come in and
professionally set this up with us. So

all those workflows will be set up in
conjunction with them and and we can
[23:11]
modify them as time goes on. We're not
stuck there. But that's that's a big
[23:14]
part of that process is saying that
Melissa's going to approve
[23:19]
business licenses at the end of the
workflow, but everybody else has to
[23:22]
check their box and then the system's
going to automatically notify her, hey,
[23:24]
this one's been checked by building a
spectrum fire. Um, and so each each
[23:29]
stage has a list of approvers that can
say, "Yes, I've done my part."
[23:33]
» So, especially with like new hires, like
they're going to have to go through like
[23:37]
a checklist with certain departments,
everything before
[23:41]
» Yeah. direct set up. [laughter] Yeah,
license on file, on file, all that can
[23:45]
be tracked uh in that onboarding system.

» I think one thing that I found out was
that when I was the parameters,
[23:55]
» it actually prevents it'll actually
prevent you issuing a permit without a
[24:01]
getting it getting paid and then it'll
also prevent not having a business
[24:06]
license. So, I like those parameters,
right?

trouble.
And it keeps it fair for everybody.

system. We got to go play with it, watch
over the system. But

information would be very, you know,
protected and you would have access to

what you needed access to.

off, like we have lieutenants that will
[24:52]
be able to do that. I mean, everybody
will be very specific on what they're
[24:56]
approved and what their um job is within
the system. And hopefully it all works
[25:01]
together and makes a perfect
operating system. Well, the parameters
[25:05]
are set up there. That's wasn't my major
concern.

find a system that would work to do

timekeeping with them

>> Nobody likes it. It's not fun. They're
[25:50]
difficult.

work around. And the good thing, and
this was the big part of this, was
[25:57]

actually have a company down in St.
Louis that will come up and pick those

up free of charge to the city. Won't
cost us a dime for them to come pick it
[27:36]
up and dispose of it properly for us.

Music Under the Stars that we're doing
in celebration of America's 250 and the

150year um celebration of Mark Twain
publishing The Adventures of Tom Sawyer.

Um, so we are um
looking to do that on June 11th and it
[29:55]
is a contract for the Feuding
Hillbillies to come and play that music
[30:00]
under the stars for 2 and 1/2 hours. Um,
on the stage everything will look like
[30:05]
it normally does, but this is our part
of that special event to pay for.

» I've [snorts] not heard of the feuding
hillbillies, but it sounds like
[30:15]
something that we should all go see.
Back in my younger days, uh when I was
[30:18]
the chairman for National Tom Swear
Days, uh we had them come and open for
[30:23]
Dylan Scott, um and it was the biggest,
uh show we had had to date. So, they
[30:29]
definitely bring a crowd. They're from
Illinois. They have a really good uh
[30:33]
following regionally, so I expect it to
be a big crowd.

that. Why this special contract for it?

» Uh because the Mark Twain Museum pays

and so in partnering with them, we
wanted to do a special concert just

dedicated to those two items happening
in 2026.

I apparently that's something that we're

don't want the city if this wouldn't

$35,000 sponsorship for our events for
next year that we're planning.

This includes the drone show, which

working on that. But it will help us pay
[33:41]
for the advertising and um some of the
expenses and it's just in exchange for
[33:48]
having their logo a part of it um and
having some booth space and information
[33:52]
and stuff. So, it's um it's a great
thing for us to get some support because
[33:56]
there's a lot of focus on FIFA, which is
not our area, and on Route 66 next year,
[34:03]
which is also not our area. So, by doing
these events, we're we're be able to get
[34:08]
some attention on this side of the
state.
