[58:16] While the school is a permitted.
[58:18] Utah code allows this Commission to impose restrictions to mitigate unreasonable risks to health and safety.
[58:25] The ongoing high decibel outdoor percussion is an unmitigated health hazard to surrounding homes.
[58:31] Homeowners by altering the layout and expanding students.
[58:35] Capacity without including physical noise mitigation structures.
[58:40] This amendment actively aggravates the negative impact.
[58:43] On the surrounding residential properties.
[58:46] Violating the core intent of holiday land use approval standards.
[58:51] Allowing an amendment that increases student capacity without conditioning that approval on a total.
[58:57] Indoor only policy.
[58:59] Or percussion or sound dampening acoustic wall.
[59:02] Fails the city's duty to protect neighborhood health.
[59:06] I request that the Commission table this site plan.
[59:09] Amendment until the school submits a certified noise mitigation plan.
[59:14] Or condition any final approval.
[59:16] On a strict requirement that all percussion be moved entirely indoors.

[59:29] But it does not ground a blanket license for continuous daily outdoor auditory nuisances.
