does an update to make sure everything's

up to
up to par with state law and so they
[2:30]
issue a new update which now we're
looking at the two their 2014 update

and in addition to what they've changed
just for state law and other minor
[2:40]
changes
the planning commission has talked about
[2:44]
some new language pertaining to
garages this is in the zoning garages
[2:49]
and
[2:58]
garages and dwelling units
[3:07]
and in the current
well current basic code and the proposed
[3:11]
it's all the same and the proposed code
there's not a definition for garage
[3:17]
so we've had a lot of questions at city
hall what's what's allowed for a garage
[3:21]
and
i think it's it would probably work best
[3:25]
for everyone if that was defined
in our old zoning that we had before we
[3:30]
adopted the basic code we did have
garage defined
[3:34]
and it was defined as a three-car garage
as a maximum size well that's
[3:39]
it doesn't give dimension so that's kind
of hard to say well one person's
[3:42]
three-car garage is different than
somebody else's so at the planning
[3:45]
commission level we talked about
actually putting a maximum square foot
[3:49]
on the garage so right now what's
proposed is
[3:54]
1200 square foot
maximum or 125 percent of the footprint
[3:59]
of the house whichever is less so if you
have a really small house if someone
[4:04]
just puts up kind of a
shoebox house you can't put up a monster
[4:08]
garage it has to be somewhat in
proportion
[4:11]
so
i think this is good language i guess

the question is is 1200 square foot
a good size some three car garages are
[4:20]
actually a little bigger than that we
just got an application one was 1260.
[4:26]

i don't know if you want to bump that up

and then the other thing there's there's
something

in the regular zoning that between the
house and the garage can't take up x
[4:36]
amount of percentage of the lot right so
it can't be over 50

i think the two things here to consider

residential areas it would be for

passenger vehicles and trucks not
exceeding 12 000 pounds gross weight so

that's basically saying they can't have
their commercial vehicles there

which
makes sense in a residential but

are we going to be able to enforce that
and how many people already have
[6:05]
commercial vehicles that they store
there
[6:08]
and is that
acceptable

i'd rather see them stored inside right
than the outside right

garage which is a pretty decent sized

deep so

it's amazing how many garages are not
even used to store
[8:09]
cars in
and you still have the limiting factor
[8:12]
of the 125 percent of the footprint of
the house yeah so it's not like everyone
[8:16]
could build a 1300 square foot right so
i'm thinking because you do have
[8:20]
you do have
other things in place to control it so
[8:24]
you're not going to have these big
monstrosity
[8:27]
on the small lots
on a small lot with a small house you're
[8:31]
not going to have this huge grudge
because you've got other things that
[8:33]
control

within the city so we could either have

it would cover both the new lots

which would be simpler to enforce

upping this i agree we already have an
ordinance in place though at that point

in time you know right now we don't have
a defined

definition
and technically because another one the
[15:21]
permit application has been submitted
this adoption of this ordinance will not
[15:26]
be official until it's published
so chances are
[15:31]
that application will go through because
it's grandfathered or whatever term
[15:35]
you'll use
[15:43]
and
we can change this again at a later date
[15:46]
if
everyone's more comfortable with
[15:50]
keeping it at the 1200 and
we find out we're having more issues
[15:53]
with that then we could always change it
again i'm just thinking more and more
[15:57]
people if they've got the space
want their garages not only their
[16:00]
vehicles but men put shops in there they
you know they like their
[16:05]
wood shops or their lawnmowers their
toys their lawnmowers people are getting
[16:08]
riding lawn mowers they're getting more
and more things that don't fit
[16:11]
in smaller garages
and if they've got the space
[16:17]
if they make the space constraint i
don't understand what the problem is

because they can't go two-story it's got
to stay one story right but i thought
[16:28]
that was somewhere where it's gotta be
one story they can't go two stars

anymore right right and the garages well
there's a height limit i don't know

they're in height limit

so they could still do a
barn style garage that they could have

storage up above i believe trusses or
something which would be

taking the size up

for example if they were to have

it would allow them to put something a

and it wouldn't look it wouldn't take up
the entire

you call that 10 and they're maximum 20
foot long that's

square foot per car times three that's
[18:40]
600 so everything else is like extra
space for getting in and out of the
[18:44]
doors and the shop and everything you're
talking about especially but storing
[18:48]
stuff in there too well the thing is
sitting right inside you can't put a
[18:50]
basement out in prairie
so you gotta you gotta consider the
[18:54]
people that are
space because
[18:57]
there's no basement so where are you
going to store your store in your garage

and we encourage people to keep that
stuff off of their

out of their yards and off the streets
and whatever this way it's

i don't want to discourage people from
building

tax side of it is

property has a little more value if the

big enough to substantiate that that

to support

and that they should be placed on a
permanent foundation

and that they should have a pitched row
[26:30]
so let me ask a question then just
because i want to clarify just because i

somebody's got two lots like out in
prairie some of the people are buying

get the building permit that they

combine the parcels

prevent that
and we don't have that was my question

can combine two lots i mean if we

subdivision or whatever out there and we

say okay we've got
20 lots and someone says well i'm going

was worded so then that that's right i

you're going to enact licensing for them

i don't know that that happened when you
adopted the basic code last time so i'm

not recommending we do that i mean a

process i don't think is needed
i think what

would be helpful is is to regulate it in
a little bit different way

because the licensing would
let's say for um

the solicitors or you know would give us
if they did come in and give us the

chance to run a background check if it's
a food vendor a mobile food truck it

would give us the chance to to make sure
we got a copy of their department of

health license
it would give us a chance to check all
[32:51]
those things
just so

we didn't have anybody showing up on any
weekend

setting up in town
because then we'd have a license and

we'd have to go through that process
another way to do it would just be to
[33:04]
say
to look at what houston
[33:07]
how it operates now and when do we have
transient merchants would be like

somebody setting up a truck to sell
something and agriculture is exempt in
[33:16]
case anyone was wondering so somebody's
selling you know farmer's market type
[33:20]
stuff that's exempt but if somebody set
up shop to sell trinkets
