[1:20] uh, amending the official zoning map of the city of Lakes to reclassify certain

[1:23] part parcels to the R5 and R six residential districts. Um, so the

[1:30] council has provided with a packet just kind of going over that ordinance. We

[1:35] have um it in the back there too if you haven't read through the ordinance or

[1:39] are wondering about that uh resoning or ordinance change. Um so with the R5 and

[1:47] R six piece of it, so R5 will be um looking at reszoning the B uh Bose

[1:53] school lot. Um so for those wondering R5 um would include um with a conditional

[2:00] use permit a single family dwelling and then permitted by right would be uh two

[2:05] family dwelling uh town home dwelling and then uh

[2:09] cluster development um dwelling. Uh this wouldn't include um multiple family

[2:15] dwelling. So those are like your apartment buildings and things like

[2:18] that. So I know that's um what a lot of folks had questions about. Um so with

[2:22] the Bose school with this resoning it would not include u multiple family

[2:27] dwellings. So your things like um apartments so not like this big um

[2:32] building like um Irongate or those different sorts of things. Um so that's

[2:37] what that would include. Um and then the other um area that would be reszoned um

[2:43] would be R six and that's over by the Methodist Church um cemetery water tower

[2:50] area. Um and R six would include um with a conditional use permit single family

[2:56] dwelling and then um with permitted by right would include uh town home

[3:01] dwelling cluster development and then multiple family dwelling. Um

[3:07] so we've the council um the planning and zoning commission has been working with

[3:11] a housing um group for the past year or so um free of charge um I think the

[3:18] funds came from the state or the county or state

[3:22] » um so they're they're experts they've worked for the the county in different

[3:26] areas so they went through um our different zoning um

[3:34] areas and gave recommendations. Um so that's [clears throat] in working with

[3:40] them. Um this is kind of one of the ideas that um was brought about. Um

[3:47] yeah. So is there anybody that has anything to say regarding that ordinance

[3:54] change? So this isn't our our public forum like we do with our regular

[3:57] council meeting. This is to speak to um that reszoning or that ordinance.

[4:03] Um, I don't know. So, I guess for me

[4:07] personally, and I think a lot of people on the council too, in talking with

[4:11] residents or residents that have emailed us or whatever, um, a lot of older

[4:15] residents are looking to, um, downsize or look for, um,

[4:21] housing that's like single single floor. Um, a lot of people are looking for like

[4:26] firsttime homeo homeowners. Um, so ideally that's what I mean we can't say

[4:32] which um developer would come in and build. Um, but that's what I would hope

[4:37] for um or what I would wish if it was up to us um to have this sort of building

[4:44] there cuz a lot of people are older folks are leaving their their homes and

[4:49] moving over to to like apartment buildings in Virginia um because there

[4:55] isn't that sort of housing here. Um, and then the Kenwood apartments, um, from my

[5:00] understanding, there's a fairly long wait list, so people can't move into

[5:04] there. So, this is a way of, um, addressing those needs or wants from

[5:10] people that are wanting to live here or stay here or move here.

[5:18] that covers about everything. >> Anything else that

[5:22] » No, I think you covered it all. been working on this for almost a year

[5:27] now. So, it's nice to get to this point. >> Um, and another big thing for for cities

[5:33] too, building housing and having more

[5:36] residents move into town as a way to kind of widen your your tax base, there

[5:40] isn't a ton of ways cities can can make money. Um, so if there's more residents

[5:45] in town, there's more um taxpayers in town, which means there's hopefully less

[5:49] that each household um would be paying for um taxes and um water, waste water,

[5:56] trash, those different sorts of things. So that would be the hope also just

[6:00] widening that tax base.

[6:06] Um >> I haven't gotten any word from the city

[6:08] of Potter County on >> Oh, yeah. Thanks for the question. Um,

[6:13] so we have been talking to um the county about the city purchasing it straight

[6:19] from um from the county. Um Dean and I have a meeting with them on Thursday, I

[6:25] believe, Thursday morning. >> Um and hopefully, yeah, we can figure

[6:29] something out where we just purchased the land cuz I guess that was my fear.

[6:33] Um when it was [clears throat] getting demolished, it got demolished. We kind

[6:37] of talked with the the county and we had um commissioners and legislators helping

[6:42] out with that and making that um making that making sure that was completed. But

[6:47] my big concern was once it was gone, who's going to buy that land and do what

[6:51] with it? Um, so that's with us reaching out to the county and working with them

[6:56] is if it's in the the city's control, we can kind of decide what goes there, us

[7:01] and residents rather than um it going up for public auction and then just some

[7:05] private individual buying it and either not doing anything with it. So then

[7:08] there's those big mounds of dirt and big divots there that are never taken care

[7:12] of or they build some sort of housing that um people aren't wanting in the

[7:16] area. Um because I know that was a big concern when we were first kind of

[7:20] undertaking this was a lot of folks were worried about some sort of big apartment

[7:24] complex going up there. Um and with the resoning that that wouldn't allow that.

[7:29] Um which is good. >> Giving you a timeline.

[7:34] » No. So yeah, we're meeting again with the county on Thursday. I guess the

[7:38] intention would be for the city to buy it. So then again, we can control what

[7:42] goes there. Um, and we've kind of used that as a bargaining chip too with the

[7:46] housing piece of it. Um, because if there's more taxpayers within the city,

[7:50] there's also more taxpayers within the county. Um, so it would be in kind of

[7:54] their best interest to sell the land to the city. Um, so we've been using that

[8:00] as kind of a bargaining chip with the county also. Um, but again, yeah, not a

[8:05] for sure thing. they for folks that live around the B school, it sounded like

[8:09] they had gotten some sort of notice that it was going up for a public auction. Um

[8:13] sounded like a mistake that was a mistake reaching out to them and we got

[8:16] that all figured out. So, it's not going up for public auction. So, we're going

[8:20] to continue talking with them and hopefully um figure out some sort of um

[8:24] way for the city just to purchase it straight from the county rather than it

[8:27] going up for public auction and risk um whoever buying it.

[8:33] I think they had has it been appraised? >> I think they had it

[8:38] » at one point, but it's they're using the estimated market value off the tax

[8:42] statement right now. >> I think that's around 50 grand.

[8:46] » Um, and there's different reserves and

[8:49] [snorts] things you can pull from to purchase the land with that.

[8:56] » Yeah. Could you repeat the types of housing in the area with a Methodist

[9:00] church? >> Yes. Um so that would be R six. A

[9:04] Methodist church again R six. Um that would be with a conditional use permit

[9:09] single family dwelling and then with permitted by right that would include um

[9:13] town home dwelling uh a cluster development and then multiple family

[9:17] dwelling. So that would be more of like your apartment like um Kenwood

[9:22] Apartments or something like that. And that would be more back in like kind of

[9:25] the woods kind of like with how um the Kenwood apartments are kind of set up

[9:29] now where it's not like in the middle of town. It would be more like in a wooded

[9:32] area. And in talking with those housing folks um they kind of identified that as

[9:37] kind of being the best area for that because there's different trails and

[9:40] things that would probably attract developers from their experience. Um

[9:46] so yeah, that was in talking with them their

[9:49] thoughts. Yeah. Any other questions or comments regarding the resoning of

[9:56] either of those areas? >> Has there been any plans for the area?

[10:00] » Um the city? >> No. Um yeah, we've been talking with the

[10:07] county about purchasing it from them. I haven't heard of any ideas of um any

[10:13] sort of development or anything at this point. Um, and again, it's in the

[10:17] county's um, control and the hope would be us getting it from them. Um, sounded

[10:23] like there was some concerns with like a underground fuel tank from the school

[10:28] um, and it was some sort of environmental MPCA type concern, but it

[10:32] sounded like it's not much of a concern anymore because it was gelatinous or

[10:36] something or other. >> Yeah, we don't know that 100% yet.

[10:39] That's Thursday's meeting. So, we're hoping to to wait on that, too, because

[10:43] we don't want to get the land and then it becomes this big environmental

[10:47] whatever because of this underground fuel tank that um

[10:52] so yeah, I think us being in close contact with the county is a good thing

[15:12] rather a black security automated license reader camera. While both

[15:18] companies make security and surveillance equipment used by organizations and law

[15:24] enforcement, this specificated black enclosure with the distinct

[15:31] rounded protective top visor is the signature hardware design for block

[15:37] safety cameras. They are commonly mounted on roadside utility poles to

[15:44] track license plates and vehicle characteristics.

[15:48] This was the response I got from Google when I sent them a close-up picture of

[15:55] the camera on that pole. Mind you, that camera is public property in public. So,

[16:03] as long as I'm not doing anything illegal, like trying to scale the pole

[16:10] or interfere with the camera, I was completely within my rights to inspect

[16:15] that camera as closely as I could from the ground.

[18:22] told me the camera on that pole is a cotta camera. Now I specifically ask you

[18:30] what series of bracotta camera is that that you just boxed that design on that

[18:37] pole. >> I'll refer you to the chief of police.

[18:41] He's got that information. >> That's a remote series CR63.

[18:46] » And I took a picture off their website. It looks exactly like that one out

[18:50] there. So I printed a few things off cuz I figured us saying things last time

[18:54] wasn't enough for you. Um, so I printed off our our invoices and they're

[18:59] entitled to the Vicotta system. >> Now I ask the the followup question.

[19:06] Does bracata meet any cameras that use black signature housing design? No.

[19:14] Ricarda does not make any camera that use this black safety signature

[19:21] rectangular roadside housing design. there's anybody that wants to look at

[19:26] the picture of it. Printed it off straight from there.

[19:36] cameras >> such as the CB53 and CB62

[19:46] which mount to walls, ceilings, poles using traditional mounting brackets.

[19:57] built wedge shaped square box often paired with an angled solar panel

[20:14] Now also today I went down and I looked at the known

[20:20] flaw camera on the intersection of 4 and 16.

[20:26] What did I find? A camera that looks exactly like that

[20:32] camera with the only difference being that it's on a smaller pole.

[20:38] So if you continue to maintain that that is a picata camera

[20:44] » Mhm. >> I offer you both the challenge and an

[20:48] opportunity [clears throat] prove it allow a public inspection of the camera

[20:55] and that does not require anything to be disconnected. All it requires is someone

[21:02] to be down there with the ladder. And you can even require that people sign a

[21:08] liability waiver before climbing up that ladder. And that

[21:13] would be smart because that actually would be in the best interest of that of

[21:20] the city. Now, if you did that and I went up there and I inspect that camera

[21:27] closely and I don't find what I'm looking for, I will be the first one to

[21:33] come back here and publicly admit to you that I was wrong. Thank you.

[21:45] from the meeting when we talked about that camera. And

[21:59] security camera proposal, not a um flock. I mean, I printed off a few

[28:05] around for a couple weeks after the wrap up their work for the season, so there

[28:15] valve repairs in the streets. Uh, uh, public utilities hired a company called

[28:20] JR Wastewater to go through and, uh, clean and operate all the valves in

[28:26] town. They came across five uh valves that are inoperable right now.

[28:31] So, we want them operating going into winter season. So, there's one that we

[28:36] think we can repair from above ground and four that we're going to have to do.

[28:41] So, just uh in the next week or so, you can see road closer overhead

[28:49] We'll have some intersections done, but uh we'd like to get it done and in time

[28:54] to Blackhawk this season. Uh and that being said, we wrapped up a bunch of

[34:42] general election. Um again, uh we do this every election cycle. Um kind of

[34:50] approving these resolutions to uh appoint folks to be um election judges.

[34:56] Um and looking through the names, a lot of the the same people who have done it

[35:00] in previous years. So, thank you to all of them for

[35:04] sticking with it. Um, anything to add, Dean?

[35:07] » Uh, no. You already approved this once, but we had to add some more people on

[35:11] here for election judges because we have to staff it with two people all during

[35:16] all hours. Two election judges, I should say.

[35:26] » Um, I think that's the three additions. So same list as the primary but now just

[36:28] hearing piece of it. Um, so I I don't have much to add or anything to add.
