I'd like to call the June 11th Indian
[0:08]
Head Park Board of Trustees meeting to
[0:09]
order.
[0:11]
Clerk, could we please call roll?
[0:25]
» Trustee Iannaco?
[0:27]
>> Absent.
[0:28]
>> Trustee Saldana?
[0:29]
>> Here.
[0:30]
>> Trustee Eck?
[0:31]
>> Here.
[0:32]
>> Uh Trustee Donnersberger?
[0:35]
Trustee Zwaska?
[0:37]
Trustee Gazis?
[0:38]
>> Here.
[0:40]
>> Can we please stand for the Pledge of
[0:41]
Allegiance?
[0:44]
» I pledge allegiance to the flag of the
[0:47]
United States of America and to the
[0:49]
republic for which it stands, one nation
[0:53]
under God, indivisible, with liberty and
[0:56]
justice for all.
[0:59]
» I can vote here.
[1:00]
>> Okay.
[1:02]
I can help you out here.
[1:05]
All righty, very quick uh
[1:08]
village president's report. If you can
[1:10]
just bring up there's two items that are
[1:14]
something I wanted to let all of you
[1:15]
know about. They're fun things. There is
[1:18]
going to be a time capsule celebration
[1:20]
and concert on Tuesday, June 23rd
[1:24]
>> That's great.
[1:24]
>> at the Pleasantdale Park District. It's
[1:27]
sponsored by the Pleasantdale Park
[1:29]
District and the Pleasantdale Park
[1:30]
District Foundation, which is the
[1:32]
foundation's arm of Pleasantdale Park.
[1:35]
They're having a joint opening
[1:37]
celebration of the 50th
[1:40]
anniversary time capsule that is buried.
[1:43]
So, they've actually brought it up and
[1:45]
they're going to go through what some of
[1:46]
the items are that were buried in 1976
[1:50]
at Pleasantdale Park.
[1:52]
And at in that evening, we've also been
[1:56]
invited to
[1:59]
bury some Indian Head Park
[2:01]
historical items. So, I need some ideas
[2:05]
of what we could put in the time capsule
[2:06]
from Indian Head Park.
[2:08]
And if you have any great ideas, let me
[2:11]
know sometime this week because we need
[2:13]
to to get these prepared and
[2:17]
plan what they need to fit in and the
[2:19]
park district is doing the big thing.
[2:21]
So, several of the park district
[2:23]
municipalities are participating, Burr
[2:25]
Ridge, Willow Springs, Indian Head Park
[2:27]
and others.
[2:29]
So, not only are they going to do the
[2:31]
time capsule, but they're also having
[2:33]
food trucks at 5:00. The time capsule
[2:36]
celebration will be at 6:00 and then
[2:38]
there is going to be a concert band
[2:41]
concert after the ceremony. So, we would
[2:43]
love everyone to join us for a great
[2:45]
evening. So, please put that on your
[2:47]
calendars.
[2:49]
Next up is the
[2:51]
Highlands
[2:52]
Civic Association
[2:55]
safety walk. So, there this is the
[2:58]
second year that they've done a safety
[2:59]
walk from the Highlands Elementary
[3:01]
School parking lot to Highland Queen.
[3:04]
And it's a way to meet all of your
[3:05]
neighbors both from Indian Head Park and
[3:08]
La Grange Highlands and other
[3:09]
neighboring municipalities.
[3:11]
This is going to be with Cook County
[3:14]
police and our other police
[3:17]
officers from the different
[3:18]
municipalities. They bring all the
[3:19]
police cars over there. It's a great way
[3:21]
for the kids to meet all of our police
[3:24]
and have a fun um
[3:27]
really a couple of hours to spend
[3:29]
walking to Highland Queen with everybody
[3:32]
and getting ice cream all together and
[3:34]
really spending time together as a
[3:36]
community, which is really fun. We did
[3:38]
it last year and it was a great time.
[3:40]
So, please um
[3:41]
come and bring your family and walk with
[3:43]
us from the Highlands Elementary parking
[3:45]
lot to the Highland Queen at 5:30 on
[3:49]
6:22.
[3:51]
>> I'm sorry, when is the capsule event? At
[3:54]
what time?
[3:55]
>> Uh it starts at 5:00. The food trucks open at 5:00 if you want
[4:00]
to have dinner and then 6:00 will be the
[4:02]
ceremony.
[4:05]
» Thank you.
[4:05]
>> Mhm.
[4:07]
That is it for my report. Can I have a
[4:08]
motion, please, for the consent agenda
[4:10]
and one one um item we need to
[4:14]
um take out item
[4:18]
>> G.
[4:18]
and move that to new business. So, if
[4:21]
you could
[4:21]
>> Move approval of the consent agenda
[4:23]
amended to take out item G,
[4:25]
consideration of resolution 2026-18,
[4:28]
uh to the regular agenda.
[4:31]
>> Great, thank you. Can I have a second,
[4:32]
please?
[4:34]
>> Second.
[4:35]
>> Great, any questions on the consent
[4:38]
agenda
[4:40]
items?
[4:43]
Hearing none, can we have a finance
[4:45]
report, please?
[4:46]
>> Yes, ma'am.
[4:48]
The financial summaries for the month
[4:50]
ending May 31st of 2026, our cash on
[4:55]
hand at April 30th, 2026 was $3,096,650
[5:01]
and 6 cents.
[5:03]
All payments for May of 2026 were
[5:06]
$469,944
[5:09]
and 4 cents. Our total revenues for May
[5:12]
of 2026 were $357,749
[5:16]
and 90 cents. And our ending bank
[5:19]
balance at May 31st, 2026 was $2,984,455
[5:26]
and 92 cents.
[5:32]
» Great.
[5:34]
If there are no other questions on
[5:35]
consent agenda, can we please have a
[5:36]
roll call vote, please?
[5:44]
» Trustee Iannaco.
[5:47]
Trustee Saldana.
[5:48]
>> Aye.
[5:49]
>> Trustee Eck.
[5:50]
>> Aye.
[5:51]
>> Trustee Donnersberger.
[5:54]
Trustee Svestka.
[5:57]
Trustee Gazis.
[5:58]
>> Aye.
[5:59]
>> And you'll need to call me cuz we need
[6:00]
to
[6:01]
>> President Wittenberg.
[6:02]
>> Aye. Thank you.
[6:04]
>> Alrighty, moving on to new business. Can
[6:07]
I have a motion for item I, please?
[6:09]
>> Uh are we going to do item G?
[6:11]
>> G first.
[6:12]
>> Oh, I'm sorry.
[6:12]
>> And it is
[6:13]
>> Motion to do G first.
[6:14]
>> Motion to approve, not just to to
[6:16]
discuss, right?
[6:17]
>> Okay, I move approval of resolution
[6:19]
2026-18
[6:21]
adopting a mission statement and core
[6:23]
values for the village.
[6:25]
>> Second.
[6:27]
>> And I think Gavin and Brandon will be
[6:29]
handling this.
[6:29]
>> Exactly. So, before Brandon reviews the
[6:32]
proposed mission statement and core
[6:33]
values, I wanted to briefly explain why
[6:36]
staff is recommending their formal
[6:38]
adoption.
[6:39]
Every organization operates with a set
[6:41]
of values, whether they're written down
[6:43]
or not.
[6:45]
And the purpose of adopting a mission
[6:47]
statement intentionally and core values
[6:50]
is to create a shared framework that
[6:51]
helps guide decision-making, resource
[6:54]
allocation, service delivery, and
[6:55]
organizational priorities.
[6:58]
For local government, a mission
[7:00]
statement helps answer the question,
[7:02]
"Why are we here?"
[7:04]
And core values help answer the next
[7:06]
question, which is, "How do we go about
[7:08]
doing what we do?" which is to serve the
[7:11]
community.
[7:12]
By formally adopting these statements,
[7:14]
the village establishes a consistent set
[7:16]
of principles that can be referenced
[7:18]
when developing budgets, evaluating
[7:20]
projects, setting goals, setting
[7:23]
organizational priorities, communicating
[7:25]
with residents, and on onboarding future
[7:28]
employees and elected officials.
[7:34]
This is intended to provide clarity and
[7:36]
alignment so that decisions are made
[7:38]
consistently and with a common
[7:40]
understanding of the village's purpose
[7:42]
is and expectations.
[7:44]
With that, I'll turn it over to Brandon
[7:47]
to go through the details of the mission
[7:49]
statement and core values that we've
[7:50]
drafted.
[7:53]
>> The proposed mission statement
[7:56]
goes,
[7:57]
"The Village of Indian Head Park
[7:59]
provides responsible stewardship of
[8:02]
public resources to support a
[8:04]
prosperous, resilient, and livable
[8:07]
community for the residents and
[8:09]
businesses that call Indian Head Park
[8:11]
home."
[8:14]
And the proposed core values,
[8:17]
um reflecting the principles that will
[8:19]
guide the village operations,
[8:21]
are transparency and community
[8:24]
engagement.
[8:26]
Specifically, we communicate openly,
[8:29]
provide accurate and timely information,
[8:31]
and encourage meaningful dialogue with
[8:34]
residents, businesses, and stakeholders.
[8:36]
We conduct the public's businesses in a
[8:40]
manner that builds trust, promotes
[8:42]
community involvement, and supports
[8:44]
informed decision-making.
[8:47]
The second value, efficiency.
[8:50]
We make the best use of public resources
[8:53]
by continually improving processes,
[8:56]
eliminating waste, and delivering
[8:58]
high-quality services in a
[9:00]
cost-efficient
[9:01]
manner. Cost-effective manner.
[9:04]
>> [snorts]
[9:05]
>> The final core value, accountability.
[9:08]
We are responsible stewards of public
[9:11]
resources, honor our commitments, and
[9:14]
respond promptly to those we serve, and
[9:16]
are accountable for our decisions,
[9:18]
actions, and results.
[9:22]
If adopted, staff intends to incorporate
[9:24]
the mission and values into the village
[9:26]
communications and organizational
[9:28]
documents, including the village
[9:30]
website, annual budget document,
[9:33]
strategic planning efforts, and employee
[9:37]
onboarding materials
[9:39]
and anywhere else that may be
[9:40]
appropriate.
[9:43]
>> Like our website which is being updated.
[9:46]
>> I have a question.
[9:47]
How does this affect
[9:50]
what we've done
[9:51]
or what we'll be doing going forward?
[9:56]
» Well, I kind of went through that with
[9:59]
it's going to give us some guiding
[10:00]
principles. It's going to make those
[10:02]
guiding principles transparent and clear
[10:05]
to residents and businesses and it's
[10:10]
going I think it's going to uh
[10:15]
up our professionalism
[10:17]
is how I'd sum it up.
[10:19]
>> Well, we we we haven't had this in the
[10:21]
past has that impacted us
[10:24]
by not having this?
[10:29]
Pardon me?
[10:31]
>> Are they restricted?
[10:34]
» I believe it has affected us in the
[10:36]
past. I think we're better off if we
[10:38]
have clearly stated uh principles,
[10:41]
values and a clearly stated mission
[10:44]
and that we if we all understand and
[10:47]
accept that
[10:49]
particularly with staff um
[10:52]
then I do think it we will produce a
[10:55]
better product product.
[10:59]
» Okay, thank you.
[11:01]
>> Does anybody have any feedback on the
[11:03]
actual
[11:05]
text that's been written or
[11:07]
think of any other things that you would
[11:09]
like to add to this?
[11:12]
Or any other ideas that you have that we
[11:15]
may not have thought of.
[11:20]
Any other feedback?
[11:22]
Trustee Saldana?
[11:23]
>> So, um we we don't have to come up with
[11:26]
changes right now. Mission statements
[11:29]
usually are short and that one is really
[11:31]
good, simple, and guiding principles can
[11:34]
evolve with the passing of time cuz
[11:37]
there's changes in
[11:38]
technology and understanding of humans.
[11:42]
So, we're good.
[11:44]
>> Okay.
[11:45]
>> Good good good start.
[11:47]
>> So, if there's no other feedback or
[11:49]
changes, um I think we need a to vote on
[11:51]
these, correct, as a board? So, could we
[11:53]
have a roll call vote, please?
[11:56]
>> Trustee Iannaco.
[11:58]
Trustee Saldana.
[12:00]
>> I.
[12:00]
>> Trustee Eck.
[12:01]
>> I.
[12:02]
>> Trustee Donnersberger.
[12:04]
Trustee Sveska.
[12:06]
Trustee Gazas.
[12:07]
>> I.
[12:08]
>> And President Wittenberg.
[12:09]
>> I.
[12:13]
» Thank you. Now, we're going to move on
[12:15]
to item I in [clears throat] new
[12:16]
business, please.
[12:17]
>> Move approval of ordinance 2026-10
[12:20]
increasing the number of video gaming
[12:22]
licenses in the village from five to
[12:24]
six.
[12:25]
>> Second.
[12:29]
» The item before you
[12:31]
is a
[12:33]
um
[12:33]
proposed ordinance that will allow the
[12:36]
amount of gaming uh licenses in the
[12:39]
village to increase.
[12:41]
The
[12:42]
way the code operates is very similar to
[12:46]
liquor license. Um we need to increase
[12:49]
the amount of gaming licenses that we
[12:52]
have before we can issue an additional
[12:55]
gaming license.
[12:56]
Um the specific code states in section
[12:59]
8-2-7-4-A,
[13:01]
"The total number of video gaming
[13:03]
license uh
[13:05]
video gaming location license issued
[13:07]
under this article shall be provided
[13:09]
from time to time by the Village Board
[13:11]
of Trustees."
[13:12]
So, essentially, the Board of Trustees
[13:15]
will increase the amount of video gaming
[13:18]
locations
[13:20]
and then the liquor commissioner,
[13:22]
President Amy Jo Wittenborg Wittenberg,
[13:25]
I apologize, will issue the actual
[13:28]
license.
[13:29]
Um so
[13:31]
today um
[13:32]
we would like to increase the number of
[13:35]
locations from five, which currently
[13:38]
belong to
[13:40]
Wolf Wolf's Head, um Debbie's Slot
[13:44]
Lounge, Oak Pantry, 7-Eleven, and
[13:46]
Bonnie's Bistro.
[13:48]
And we would like to increase that to
[13:50]
six for applicant um Stars and Stripes.
[13:56]
And if they are granted
[13:59]
uh if we choose to increase the amount
[14:02]
of gaming location licenses to six and
[14:05]
we choose to grant them the
[14:08]
gaming license, they plan to install six
[14:12]
gaming terminals,
[14:13]
uh which is
[14:15]
allowed. The only uh necessary documents
[14:18]
which they have provided is the state of
[14:20]
Illinois um application,
[14:23]
which they were approved for,
[14:26]
and our own application, which is
[14:28]
attached as well in the memo.
[14:34]
» I do have a question.
[14:36]
Um looks like the entity was answered
[14:39]
the uh
[14:41]
morality and felony offense questions in
[14:42]
the affirmative,
[14:44]
but there was no explanation. So, do we
[14:46]
have an explanation
[14:48]
um
[14:49]
for the entities'
[14:51]
positive responses to
[14:53]
ever been convicted of a felony offense,
[14:55]
yes, and uh convicted of a crime
[14:58]
involving dishonesty, gambling, and or
[15:00]
moral turpitude.
[15:02]
Uh I realize the manager answered those
[15:04]
negatively, but
[15:06]
is there any color on those responses?
[15:13]
» The applicants are in the um audience if
[15:16]
you want to
[15:18]
you know.
[15:19]
>> I am not I am
[15:21]
I'm what you're talking about, but it
[15:22]
should have been no for everything.
[15:24]
>> Oh, okay.
[15:25]
>> Not sure what we're
[15:27]
>> So, under the under the first part of
[15:30]
under Stars and Stripes Sports Lounge
[15:34]
um percentage rate there. Yeah, so those
[15:36]
were just incorrectly answered?
[15:38]
>> Yes, that's
[15:39]
>> Okay.
[15:39]
>> Should have been zero and no for
[15:40]
everything.
[15:41]
>> And then are you
[15:44]
or do you
[15:44]
>> to address us, please? Thank you.
[15:47]
>> Are you Dan?
[15:48]
>> Yes.
[15:49]
>> Okay.
[15:51]
>> Yes, you know for everything and stuff.
[15:53]
>> No for everything. I I guess I would say
[15:55]
that answers my question, which is maybe
[15:57]
you should resubmit that so it's on the
[15:59]
record as negative.
[16:01]
>> Mhm.
[16:05]
I think that's a great idea. So, the
[16:09]
So, maybe if you follow up with staff,
[16:11]
sir, it what what trusty Gazis is
[16:13]
referring to is the
[16:16]
there was a um
[16:18]
>> page 13
[16:19]
>> in the application
[16:21]
>> to the state.
[16:22]
>> Thank you for clarifying that for the
[16:24]
record, but I agree with trusty Gazis
[16:26]
just for the
[16:28]
purposes of the paper document, um
[16:32]
assuming that
[16:33]
um it was answered incorrectly, you'd
[16:35]
want to submit a new one so that there
[16:38]
the application
[16:40]
is correct.
[16:41]
>> Okay.
[16:43]
So, I guess my question is then I got to
[16:44]
come back to the following month to the
[16:45]
board cuz
[16:47]
>> No.
[16:47]
no, no. This is just paperwork.
[16:49]
>> Yeah, I have no problem taking care of
[16:51]
that tomorrow morning when I come pay
[16:52]
the if if it gets approved, pay the
[16:54]
whatever I need to pay.
[16:55]
>> Can I just give him the copy so that he
[16:57]
can fill those out?
[16:58]
>> Good idea.
[17:01]
Thank you.
[17:04]
What are you looking?
[17:06]
>> That was good.
[17:08]
>> No, show me again.
[17:09]
>> 13
[17:12]
» Do we have any other questions or
[17:14]
comments?
[17:17]
» Yeah.
[17:19]
it's just a It's getting you in
[17:20]
trouble. Getting you in trouble.
[17:22]
>> Oh, should be no's.
[17:24]
Oh.
[17:25]
>> Thanks for reminding us.
[17:34]
» I
[17:35]
Well, gee whiz, I hope not.
[17:38]
>> If there are no other questions, then I
[17:40]
believe we need a roll call vote.
[17:43]
Trustee Iannaco.
[17:46]
Trustee Saldana.
[17:47]
>> Aye.
[17:47]
>> Trustee Eck.
[17:48]
>> Aye.
[17:49]
>> Trustee Donnersberger.
[17:52]
Trustee Sveska.
[17:54]
Trustee Gazis.
[17:55]
>> Aye.
[17:56]
>> And President Wittenberg.
[17:57]
>> Aye.
[17:59]
>> That motion has carried and now we we
[18:01]
will move on.
[18:03]
>> Move approval of ordinance 2026-11
[18:06]
amending chapter 30 of the code of
[18:08]
ordinances regarding the protection of
[18:10]
roadway shoulder improvements within
[18:13]
public rights-of-way.
[18:16]
>> Second.
[18:18]
» So the reason we're bringing this
[18:21]
ordinance to the board is that public
[18:23]
works is preparing to implement a
[18:25]
multi-year program to restore, repair,
[18:28]
and improve gravel shoulders throughout
[18:30]
portions of the community that do not
[18:32]
currently have curb and gutter.
[18:34]
These shoulders are an important part of
[18:36]
the roadway system.
[18:39]
They help support the pavement edge,
[18:41]
improve drainage, reduce roadway
[18:43]
deterioration, provide a recovery area
[18:45]
for vehicles, and extend the useful life
[18:47]
of village streets.
[18:50]
Over time, some of the shoulders that we
[18:51]
do have have been altered by adjacent
[18:54]
property owners or contractors through
[18:56]
activities such as removing gravel,
[18:59]
extending turf to the edge of the
[19:00]
pavement, regrading shoulder areas,
[19:03]
or incorporating portions of the
[19:05]
right-of-way into private landscaping.
[19:07]
These activities can undermine the
[19:09]
effectiveness of the shoulder system and
[19:11]
increase maintenance costs. The proposed
[19:13]
ordinance creates a clear enforcement
[19:15]
mechanism to protect village installed
[19:17]
shoulder improvements and allows the
[19:18]
village to
[19:20]
require restoration and reimbursement
[19:22]
when shoulders are damaged, removed, or
[19:24]
altered without authorization.
[19:26]
It also prohibits encroachments such as
[19:28]
landscaping, decorative stone, fencing,
[19:30]
or other private improvements
[19:32]
that interfere with roadway shoulder
[19:34]
improvements
[19:35]
within the public right-of-way.
[19:38]
Staff
[19:40]
if this is passed, will conduct a public
[19:42]
education and outreach effort as the
[19:44]
shoulder restoration program moves
[19:46]
forward so that residents understand the
[19:47]
purpose of the improvements and the
[19:50]
expectations regarding their protection.
[19:52]
We're recommending for approval. Uh Joe
[19:55]
Coons is here to answer any specific
[19:57]
questions you have about roads, road
[20:00]
conditions,
[20:01]
and uh gravel shoulders.
[20:10]
» Any specific questions on gravel
[20:11]
shoulder and the ordinance and why we
[20:13]
are we are doing this?
[20:16]
>> I do have a question. So, um since some
[20:19]
people have encroached on the
[20:21]
right-of-way,
[20:22]
uh those people are going to be notified
[20:24]
of the changes when you come in and
[20:28]
rectify the situation.
[20:29]
>> Correct. Yeah, um
[20:32]
depending on where we are, you know, if
[20:33]
it's the way it is right now in areas
[20:35]
that we're not going to touch, I'm not
[20:37]
going to
[20:38]
you know, get on them because I'm not
[20:39]
going to do anything with them right now
[20:40]
anyway. But, when we get to these spots
[20:42]
that need to have something done,
[20:45]
um
[20:46]
I'll reach out personally, let the
[20:48]
homeowners know. I'm not just going to
[20:49]
go in there and start turfing stuff
[20:50]
without letting them know what our
[20:51]
intentions are.
[20:53]
Uh if need be, I'll have a copy of the
[20:55]
ordinance in hand so I can hand it off
[20:57]
to them while I'm there.
[20:58]
>> Yeah, I can see them, especially if it
[21:00]
has been going on for many years, if
[21:02]
someone moved in, them expecting that is their property
[21:07]
when it's not.
[21:09]
>> Yeah, like
[21:09]
>> But just to make sure that we don't get
[21:10]
into a fight.
[21:11]
>> Yeah, exactly. And like Gavin said,
[21:13]
we'll try and do some education there
[21:14]
and
[21:15]
but yeah, we'll definitely knock on the
[21:18]
door before we start tearing it up.
[21:23]
» Any other questions?
[21:27]
All righty, hearing none, can we have a
[21:28]
roll call vote, please?
[21:30]
>> Trustee Iannaco.
[21:32]
Trustee Saldana.
[21:33]
>> Aye.
[21:34]
>> Trustee Ack.
[21:35]
>> Aye.
[21:36]
>> Trustee Jonersburg.
[21:38]
Trustee Svestka.
[21:39]
Trustee Gazas.
[21:41]
>> Aye.
[21:41]
>> And President Wittenberg.
[21:42]
>> Aye.
[21:45]
» All righty, moving on to item K, please.
[21:48]
>> Move approval of ordinance 2026-12
[21:51]
amending appendix A of the code of
[21:53]
ordinances to increase the water
[21:55]
consumption rate.
[21:57]
>> Second.
[22:01]
» This ordinance will increase the
[22:03]
village's water consumption rate from
[22:05]
$12.70
[22:07]
per 1,000 gallons to $12.97,
[22:10]
an increase of 27 cents per 1,000
[22:14]
gallons of water.
[22:16]
The increase is being proposed in
[22:17]
response to a wholesale water rate
[22:19]
increase imposed on the village by the
[22:22]
city of Countryside.
[22:24]
Uh as you know, we purchase water from
[22:27]
Countryside who purchases it from McCook
[22:29]
who purchases it from the city of
[22:31]
Chicago and each of those uh
[22:34]
intermediaries add their own uh
[22:38]
increase uh
[22:39]
each year.
[22:41]
The increase
[22:43]
um consists of an 11 cents per 1,000
[22:47]
gallon pass-through from McCook and an
[22:49]
additional 16 cents per 1,000 gallon
[22:52]
increase resulting from a water rate
[22:53]
study completed by the city of
[22:55]
Countryside.
[22:57]
Historically, the village has adjusted
[22:59]
the village of Indian Head Park has
[23:01]
adjusted its water consumption rate when
[23:03]
wholesale water costs increase. This
[23:05]
ordinance follows that practice by
[23:07]
increasing only the volumetric
[23:09]
consumption charge and leaving all water
[23:11]
service availability charges unchanged.
[23:14]
This approach allocates the increase
[23:16]
directly to water usage rather than
[23:18]
increasing fixed charges paid by all
[23:21]
customers.
[23:23]
In addition, staff is currently
[23:24]
soliciting proposals for a comprehensive
[23:26]
water rate study that will evaluate the
[23:28]
overall financial condition of the water
[23:30]
utility
[23:32]
including operating costs, maintenance
[23:34]
needs,
[23:35]
capital improvements, and long-term
[23:37]
sustainability. The proposed ordinance
[23:39]
addresses only the immediate wholesale
[23:42]
increase from Countryside while that
[23:43]
broader analysis is underway and we'll go through that analysis with the
[23:47]
finance committee and then they'll have
[23:50]
a recommendation and we'll bring that to
[23:52]
the board.
[23:54]
And the reason that this didn't go to
[23:55]
the finance committee first is that we
[23:58]
just um
[24:00]
got this
[24:01]
uh increase from Countryside
[24:03]
uh late last week.
[24:11]
» Any questions on the water rate
[24:13]
increase?
[24:19]
Hearing none, can we have a roll call
[24:21]
vote, please?
[24:22]
>> Trustee Ionaco.
[24:24]
Trustee Saldana.
[24:25]
>> I.
[24:26]
>> Trustee Eck.
[24:27]
>> I.
[24:28]
>> Trustee Donnersberger.
[24:29]
Trustee Svestka.
[24:31]
Trustee Gazis.
[24:32]
>> I.
[24:33]
>> And President Wittenberg.
[24:34]
>> I.
[24:36]
>> All righty.
[24:37]
It is now time in our meeting where we
[24:39]
can have public comments.
[24:42]
Um clerk, did we receive any public
[24:43]
comments in email today?
[24:45]
>> Not that I'm aware of, no.
[24:48]
>> Is there anybody here that would like to
[24:49]
address the board?
[24:53]
All righty.
[24:54]
Hearing that there's nobody that wants
[24:56]
to address us this evening, we will move
[24:58]
on to reports.
[25:01]
Trustee Gazes, do you have anything?
[25:03]
>> No report.
[25:07]
» Trustee Egg?
[25:08]
>> No report.
[25:09]
>> Trustee Saldana?
[25:10]
>> No report.
[25:11]
>> All righty. We'll move on to the Village
[25:13]
Clerk for any report this evening.
[25:16]
Village Clerk?
[25:18]
» I do not, no.
[25:20]
>> Did you want to talk about vehicle
[25:22]
stickers?
[25:23]
>> She thought about it.
[25:26]
I
[25:29]
do not have the sheet in front of me.
[25:31]
>> Okay.
[25:32]
>> Um
[25:34]
>> We can come back to you if you want to
[25:36]
go get it.
[25:37]
It's up to you.
[25:38]
>> Oh, that's right. Uh vehicle stickers,
[25:41]
um
[25:42]
we are they expire on June 30th as most
[25:45]
people should be aware of.
[25:46]
And we are going to be open late for
[25:48]
extended hours next Tuesday the 16th
[25:51]
until 7:00 p.m. for all of your vehicle
[25:53]
sticker needs.
[25:55]
Uh so that's the only opportunity left
[25:57]
for the rest of the
[25:59]
pre-expiration
[26:01]
period to have some extra time to get
[26:04]
it. Otherwise, we are 9:00 to 4:00 and
[26:06]
the turnaround time if you're planning
[26:08]
on doing this by mail or online from our
[26:11]
fulfillment center is about 3 weeks. So
[26:13]
if you don't get them this week, I would
[26:15]
advise coming to Village Hall to get
[26:17]
them in person or putting your payment
[26:20]
in the drop box and we ship them
[26:22]
directly from our office, which cuts
[26:23]
down some time.
[26:25]
But otherwise, uh you have until June
[26:27]
30th and then late fees get applied.
[26:30]
>> Great, thank you.
[26:32]
Village Treasurer, I think you gave your
[26:33]
report. Village Attorney?
[26:35]
>> No report.
[26:37]
>> Village Administrator?
[26:40]
» I'll let Brennan start out with his
[26:43]
um portion of the report.
[26:47]
» Just some updates regarding the Heritage
[26:49]
Center Heritage site.
[26:51]
Um
[26:52]
Tuesday, June 16th, the same day as our
[26:55]
extended hours, we are planning to have
[26:58]
a walk-through at the
[27:01]
uh heritage site with Planning Resources
[27:04]
Inc. The meeting is scheduled at 5:00
[27:07]
p.m.
[27:08]
Other updates regarding the heritage
[27:10]
site is we most recently staff sent out
[27:14]
a RFP for surveyors to
[27:17]
uh go out and measure the land and we
[27:20]
will finalize that decision on Monday.
[27:24]
Regarding Seke Drury Park,
[27:27]
uh most recently we had staff had a
[27:29]
survey completed and now that Planning
[27:33]
Resources Inc. has received that survey,
[27:35]
they are in the process of developing
[27:38]
the plan,
[27:39]
um specifically what materials to use
[27:42]
for the equipment and staff is expecting
[27:45]
Planning Resources Inc. to finish their
[27:48]
development within the next few months.
[27:51]
That's all I have. Thank you.
[27:54]
>> Thanks, Brian.
[27:56]
Um a couple of big projects we've got
[27:58]
going. Um I want to update you on zoning
[28:00]
code is one of those. Uh prior uh
[28:03]
recent draft of the updated zoning code
[28:05]
was distributed to the village board and
[28:07]
to the planning zoning
[28:09]
planning and zoning commission for
[28:10]
review.
[28:12]
Uh staff has been working through
[28:13]
comments and conducting a legal review
[28:16]
uh with our attorney of the document uh
[28:18]
to develop a final draft and I'm hoping
[28:21]
to get that finished and out to you
[28:23]
tomorrow.
[28:24]
A significant portion of that review is
[28:26]
focused on ensuring that approval
[28:28]
authority is assigned at the appropriate
[28:29]
level throughout the code, including
[28:31]
determining which matters should be
[28:33]
handled administratively by staff,
[28:36]
uh which should require planning and
[28:38]
zoning commission review and which
[28:39]
should ultimately require action by the
[28:41]
village board. Establishing those
[28:43]
approval
[28:45]
thresholds correctly is important to
[28:47]
ensure that the code is both legally
[28:49]
sound and administratively workable
[28:53]
and efficient as one of our values says.
[28:57]
I am currently incorporating the final
[28:59]
comments from legal counsel and expect
[29:01]
to provide that update, like I said,
[29:03]
tomorrow
[29:04]
for review in advance of the June 17th
[29:06]
joint meeting and public hearing
[29:09]
on the zoning the public hearing it will
[29:11]
specifically be on the zoning code
[29:13]
as a requirement before the board
[29:16]
considers approval at the July 9th
[29:18]
meeting. And just so everyone knows, the
[29:20]
zoning code does include the fence
[29:22]
section, the fence ordinance, so
[29:26]
I know everybody's excited about getting
[29:28]
that
[29:29]
uh
[29:30]
for formal consideration.
[29:33]
Um anyway, I do appreciate all of your
[29:35]
patience throughout the process. The
[29:37]
goal we have is to ensure that you adopt
[29:41]
a modern, clear, and legally defensible
[29:43]
zoning code that will serve the
[29:45]
community for many years to come.
[29:48]
So, that that's the zoning code. The
[29:51]
other big project is this Triangle
[29:53]
Business District and our work with SB
[29:56]
Friedman on that.
[29:57]
Last week the Economic Development
[29:59]
Committee reviewed the draft Triangle
[30:02]
Area Market Study and I also sent that
[30:05]
uh to you all and to the Planning and
[30:07]
Zoning Commission it's been sent.
[30:10]
And the committee discussed the
[30:12]
redevelopment alternatives presented by
[30:14]
SB Friedman. The purpose of that
[30:16]
discussion was to identify priorities,
[30:18]
concerns, and areas where additional
[30:20]
analysis may be needed before moving
[30:22]
forward. And we'll get that information
[30:25]
uh the
[30:27]
things that came up in their discussion
[30:29]
back to SB Friedman
[30:31]
for the next steps. Overall, the
[30:32]
committee generally agreed
[30:35]
that waiting for incremental
[30:36]
redevelopment opportunities to occur on
[30:38]
their own is unlikely to produce the
[30:42]
type of transformation envisioned for
[30:44]
the triangle area.
[30:46]
There was support for a phased
[30:48]
redevelopment approach focused on
[30:50]
assembling key vacant properties and
[30:51]
redeveloping sub areas while preserving
[30:54]
flexibility for future redevelopment
[30:56]
opportunities.
[30:58]
A significant portion of the discussion
[31:00]
focused on multi-family residential
[31:03]
development. Uh the market analysis
[31:06]
report identified multi-family housing
[31:08]
as the most realistic catalyst for
[31:10]
redevelopment and the committee
[31:11]
discussed opportunities for rental
[31:13]
housing, senior housing, mixed-use
[31:16]
development, market rate housing.
[31:19]
There was also discussion regarding the
[31:21]
importance of creating momentum through
[31:24]
visible investment that could encourage
[31:27]
additional redevelopment as as we build
[31:30]
some uh
[31:32]
synergy.
[31:36]
We should, but
[31:39]
does the community agree is the
[31:40]
question. So, as we go forward, you
[31:43]
know, through this whole process, we
[31:45]
again speaking to our values that we've
[31:48]
put out there, community engagement. We
[31:50]
will engage the community and if the
[31:52]
community does
[31:53]
think
[31:54]
a high-rise and businesses
[31:57]
uh residents, businesses, those
[31:59]
everybody that makes up the community
[32:02]
um if if that's what
[32:06]
the community wants, then we'll
[32:08]
and it's feasible and we have a
[32:11]
developer and development partner, all
[32:13]
those factors we will look at.
[32:16]
Um
[32:17]
so but
[32:18]
um
[32:19]
as we do continue this discussion and I
[32:22]
do I want to um say that on the the
[32:25]
meeting on the 17th, uh the original
[32:27]
purpose of that was to have that public
[32:29]
hearing that's required uh that we're
[32:32]
required to have before you consider
[32:34]
uh amending the zoning code overall.
[32:37]
I
[32:39]
do want to add discussion of the
[32:41]
Triangle Business District to that
[32:44]
meeting because it's it's an opportunity
[32:46]
to have the Planning and Zoning
[32:47]
Commission and the board at the same
[32:49]
time talk about it. I realize some of
[32:52]
you on the board will not be at the
[32:53]
meeting, but uh
[32:56]
I am open to your comments before,
[32:58]
after,
[32:59]
and during the meeting.
[33:01]
Um
[33:03]
of course.
[33:04]
But, there are several questions,
[33:06]
policy questions, that we will at some
[33:09]
point need direction from the Village
[33:11]
Board as we move forward working with SB
[33:14]
Friedman. And I'll email these all to
[33:16]
you, but just so you know, the the
[33:18]
questions and and we came up with these
[33:20]
in discussion with SB Friedman about the
[33:23]
market analysis study.
[33:25]
First, what level of Village involvement
[33:27]
is appropriate if site assembly becomes
[33:29]
necessary? In other words, what role, if
[33:32]
any, should the Village play in
[33:33]
acquiring or helping to assemble
[33:35]
redevelopment parcels? Second, what type
[33:38]
of
[33:39]
type and scale of multi-family housing
[33:41]
would be appropriate for this location,
[33:43]
to your point?
[33:44]
This includes questions regarding
[33:46]
density, building height, parking
[33:48]
requirements, and overall project
[33:50]
character. Third, should the Village
[33:52]
consider senior housing, workforce
[33:54]
housing, or other specializing housing
[33:56]
types as part of a redevelopment
[33:57]
strategy? In a lot of cases, those types
[34:00]
of housing can get you funding from the
[34:02]
federal government, the state. So, um
[34:05]
but it's there needs to be a decision.
[34:08]
Is that the kind of housing the the
[34:10]
community and the board wants? And then
[34:11]
finally, what trade-offs, if any, would
[34:13]
the Village be willing to consider to
[34:15]
facilitate redevelopment? Examples could
[34:18]
include infrastructure investments,
[34:19]
parking flexibility, density allowances,
[34:22]
or other redevelopment incentives.
[34:25]
Now, I'm not asking the board to answer
[34:27]
those questions tonight,
[34:29]
um but I do encourage you to review the
[34:31]
study and begin considering those issues in advance of the joint meeting
[34:36]
with the PZ C.
[34:41]
Following the June 17th discussion,
[34:43]
staff will provide boards feedback to
[34:45]
the EDC for any further review and then
[34:48]
SB and SB Friedman at the same time so
[34:51]
that they can begin refining
[34:53]
redevelopment concepts and conducting
[34:55]
financial feasibility analysis.
[34:58]
That work will include development of
[35:01]
performers to help pro forma us to help
[35:04]
us better understand what types of
[35:05]
projects are realistically achievable
[35:08]
and the level of private investment that
[35:09]
may be required.
[35:11]
And whether any public participation or
[35:14]
redevelopment incentives
[35:16]
would be necessary to make a project
[35:18]
feasible.
[35:21]
» When is the next EDC meeting then?
[35:24]
>> They had talked about it last week
[35:27]
having another meeting later this month,
[35:29]
but we haven't scheduled that yet. If
[35:31]
it's necessary, we'll decide the next
[35:35]
by next week if that's necessary or not.
[35:37]
>> Okay.
[35:40]
So if you all can go through
[35:42]
um
[35:42]
the SB Friedman presentation of options
[35:47]
understanding that the EDC picked option
[35:50]
two, I believe it is, right?
[35:52]
>> Yes, they were in favor of
[35:55]
>> alternative two, which is the um
[35:59]
redevelopment in sub areas is is the
[36:01]
best way to describe it. So assembling
[36:04]
um different
[36:06]
there
[36:07]
they identified, I believe, three
[36:08]
different areas that it makes sense to
[36:11]
assemble um
[36:13]
each of those one at a time and and
[36:17]
build out those and rather than um
[36:20]
just let development happen haphazardly
[36:24]
as it happens or um the other end of the
[36:28]
spectrum would be
[36:30]
assembling all of the parcels into one
[36:33]
giant parcel.
[36:34]
Uh which has
[36:36]
uh its own complications.
[36:39]
>> So, if you would do that, board, so on
[36:41]
the 17th, um we can have some of those
[36:44]
discussions. I think it's a great
[36:45]
opportunity, as Gavin mentioned, to have
[36:47]
planning and zoning there as well, and
[36:50]
we get their feedback
[36:52]
um to understand what people are feeling
[36:55]
about
[36:56]
uh that option, too.
[36:59]
Anything else, Gavin?
[37:00]
>> No, ma'am.
[37:02]
>> All righty, I think we're on to
[37:03]
department heads. I think this evening
[37:05]
we just have public works. And did you
[37:07]
have a police um report you wanted to
[37:09]
give? Okay, we'll go with um the police
[37:11]
first. You want to do that?
[37:12]
>> Yep.
[37:13]
>> Okay, how about Joe?
[37:15]
>> All right.
[37:16]
Uh thank you. Um so, couple of things.
[37:19]
Uh we have a an update on some of the
[37:21]
county work that's being done. Uh you
[37:23]
may have noticed that they've been doing
[37:24]
some uh patchwork on Wolf Road and
[37:28]
Plainfield Road. Uh I recently met with
[37:30]
the county
[37:31]
um on an unrelated uh item and asked
[37:35]
them cuz it looks like they just kind of
[37:37]
came through and they were done. They
[37:38]
are not complete with their patching
[37:40]
program. They said they will be
[37:42]
continuing with that in the next couple
[37:43]
of weeks.
[37:44]
Um while I did meet them for an
[37:47]
unfortunate uh accident that happened,
[37:49]
they were cutting
[37:50]
the grass up on Plainfield Road between
[37:52]
Plainfield and Kiakuck, and their mower
[37:55]
slipped and knocked down a bunch of uh
[37:57]
the newly planted trees down there. Um
[37:59]
so, we met, discussed it. They're very
[38:02]
apologetic, and they're going to um
[38:04]
plant new trees for us. They're asking
[38:06]
me to uh use my resources to try and get some
[38:10]
quotes for them for uh replacing the
[38:12]
trees.
[38:14]
Uh turns out they hit uh 37 of the uh
[38:17]
smaller trees.
[38:18]
So, um So, in the process of getting
[38:21]
quotes for them and uh
[38:24]
they're it's going to be taken care of
[38:26]
which is somebody knows.
[38:27]
Um
[38:28]
>> Well, and you were sumacs, so they were
[38:31]
considered more bushes, right?
[38:34]
>> Yeah, kind of. We're we're going to see
[38:36]
if we can
[38:38]
do some diversification there, but we
[38:39]
have to be careful careful what we plant
[38:40]
there because of the power lines. So,
[38:42]
they still have to be short growing
[38:44]
trees in certain areas there. So, but
[38:46]
we're going to we're going to mix it up.
[38:49]
>> [snorts]
[38:49]
>> Um the chlorine room update I met with
[38:53]
D'Amico Mechanical last week and they
[38:55]
came in and did some measuring and
[38:58]
they're ordering some parts. We're
[38:59]
looking at probably a start
[39:01]
probably about 4 weeks to to get the
[39:03]
project moving forward.
[39:05]
Uh on the consent consent agenda, you
[39:08]
notice we had the louvers
[39:10]
for the public works garage.
[39:13]
Um
[39:13]
Uh the low bid was $69,173
[39:17]
which came in under engineer estimates
[39:20]
that were I think over 73,000
[39:23]
for the project. So, um thank you for
[39:25]
approving that so we can move forward
[39:27]
with that project.
[39:29]
Um I mentioned in a previous meeting
[39:31]
about the IEPA funding for various
[39:34]
projects, water main projects in town
[39:37]
and um
[39:38]
we submitted to get a loan through the IEPA and I got
[39:43]
the results back. They do it on a like a
[39:46]
scoring matrix
[39:48]
um
[39:48]
to to see if you qualify for funding and
[39:52]
the cutoff for
[39:54]
scoring was 385 points. We scored 225
[40:00]
and
[40:01]
25 points on three separate projects
[40:04]
which would be
[40:06]
Pontiac water main, the Blackhawk Trail
[40:08]
and Cascade water main.
[40:11]
Um so, we did not make the first round
[40:13]
of funding and that pushes us to the uh
[40:16]
funding which will be determined at the
[40:19]
end of the year in December.
[40:21]
Um
[40:22]
there's no real rhyme or reason how they
[40:24]
decide. The IPA just kind of picks who
[40:26]
they want to fund. So, it's
[40:29]
the scoring doesn't matter at the end of
[40:31]
this one because we already did score.
[40:32]
It's not like we could score higher.
[40:34]
The good thing is we didn't score high
[40:37]
because our system is in good shape. We
[40:40]
uh we don't have any violations or uh
[40:43]
massive water loss. That's good news,
[40:45]
but on the bad side news of it is that
[40:47]
we don't get the funding first and
[40:50]
foremost, but we could qualify for that
[40:52]
bypass funding. So, we'll know more
[40:54]
about that in December.
[40:56]
Um
[40:57]
>> [sighs]
[40:58]
>> any questions on that before I go any
[40:59]
further?
[41:00]
>> quick. The when you say that it's
[41:02]
there's no rhyme or reason, you mean for
[41:04]
assigning the bypass funding.
[41:06]
>> is correct. They they just
[41:08]
Yeah, I spoke it over with our engineers
[41:10]
and they
[41:11]
you know, they could pick a bunch of
[41:13]
smaller projects just if they have extra
[41:15]
money and say, you know, let's let's hit
[41:16]
all these small ones and get them out of
[41:18]
the way. It's not like they go down the
[41:19]
list and just keep going. It's kind of
[41:22]
more open season on what they decide.
[41:25]
>> source of the money for the bypass
[41:27]
funding is those grants those that did
[41:30]
score higher than 385. If they aren't
[41:33]
ready to start with the project or
[41:36]
they've decided they don't have the
[41:37]
capacity or for whatever reason they're
[41:38]
not going to do it, that money goes back
[41:40]
into the pot and it becomes the bypass
[41:42]
funding.
[41:42]
>> So, just because these top tiers got it,
[41:45]
if they're not ready to go, uh the money
[41:47]
goes back in the pot and that's how we
[41:48]
get the bypass funding.
[41:50]
>> And it is the bypass funding is also low
[41:52]
interest. It's just not forgivable.
[41:54]
>> Right. A lot of these top tier ones
[41:57]
percentages of it are forgiveness loans,
[42:00]
not the whole thing. So, like like for
[42:02]
instance, this project was
[42:04]
you know, 7.1 million. Uh it's not all
[42:07]
forgivable loans. It's partial and then
[42:10]
the rest is low interest loans.
[42:12]
But for us it would be just a low
[42:14]
interest loan or anybody that gets the
[42:16]
bypass funding is low interest loans.
[42:19]
>> So are you going to talk about this
[42:20]
year's project then or
[42:22]
>> Um
[42:23]
that's the Pontiac project and we're
[42:26]
ready, shovel ready, plans are done,
[42:28]
we're ready to go with that project.
[42:30]
We're going to see if we can,
[42:32]
you know, get the funding in December
[42:33]
and be ready to go spring.
[42:35]
>> Okay, cuz I would got a couple emails
[42:36]
this week from residents wondering cuz
[42:40]
they see um marks on the street.
[42:43]
Um
[42:44]
they're seeing engineering or spray or
[42:46]
whatever on the street and wondering
[42:47]
what's going on.
[42:49]
So we had said last year that it might
[42:51]
be this year, but your feeling now is
[42:54]
that we wait to see if we get the bypass
[42:56]
funding in December.
[42:58]
>> that would be the smart thing to do
[42:59]
since we went through the process of,
[43:01]
you know,
[43:02]
the plan and getting it done.
[43:04]
>> just so we can have that on the record?
[43:06]
>> project?
[43:07]
>> With the water main.
[43:08]
>> Right.
[43:12]
1.7
[43:13]
>> Okay.
[43:13]
>> I have a question.
[43:15]
Wouldn't you be able to reimburse
[43:16]
ourselves with the bypass money if we
[43:19]
start earlier?
[43:20]
>> What what if we don't get it?
[43:22]
>> Um and I'm pretty sure that no, if you
[43:25]
start the project that makes you
[43:27]
ineligible. That was the issue with pump
[43:30]
house.
[43:31]
>> It didn't didn't we cover that in our
[43:33]
budget though?
[43:36]
The money is the
[43:36]
>> The mill seven?
[43:38]
>> It's it's there if we want to spend it
[43:40]
which
[43:41]
like I said we can
[43:42]
>> are so so the answer to my question is
[43:45]
we provided for it in the budget, so
[43:47]
it's budgeted.
[43:48]
>> Correct.
[43:48]
>> Okay. And so what you're saying now is
[43:51]
you don't want to spend the money even
[43:52]
though we budgeted.
[43:54]
>> I think since we went through the
[43:56]
process
[43:57]
>> No, no, no, no. We budgeted.
[43:59]
It's provided for in the budget.
[44:01]
>> If we start in the spring it has to be
[44:03]
on this year's budget.
[44:04]
>> Exactly.
[44:05]
>> It's this it's it's in this year's
[44:06]
budget.
[44:07]
>> Correct.
[44:07]
>> Okay, so
[44:08]
>> Next spring though.
[44:09]
>> No, no, this spring.
[44:11]
>> No, no, he's saying it would be
[44:12]
>> Next spring is still this year's budget.
[44:15]
>> Right.
[44:15]
>> Yeah, this year's budget. Yeah.
[44:17]
>> Correct. It's in this year's budget.
[44:19]
>> We would spend it in 2016 and be
[44:20]
starting in 2017.
[44:21]
>> Yeah, so we can
[44:22]
>> construction season.
[44:23]
>> So regarding
[44:24]
>> So even if we don't get bypass funding,
[44:25]
if you guys approve that you want to go
[44:27]
ahead and go through with the project,
[44:29]
we have the money already allocated in
[44:31]
the budget.
[44:32]
>> Yeah.
[44:34]
>> But I figure why not wait to see if we
[44:36]
can get the low interest loans. The
[44:38]
whole point was not to blow our whole
[44:41]
>> But if it's if it's if it's a loan,
[44:43]
you're going to have to repay it anyhow,
[44:44]
right?
[44:44]
>> Correct.
[44:46]
Over time instead of wiping out the
[44:47]
entire
[44:49]
uh funding that we have in our budget.
[44:51]
>> think it's a 1. What was the interest
[44:53]
rate? It was
[44:54]
>> It's low. I I don't have the number of
[44:56]
>> us a new number. I believe it was 1.6.
[44:59]
>> Say 1.7, but that's close.
[45:01]
>> I I 1.6.
[45:02]
>> Yeah, 1.6, 1.7, something like that.
[45:04]
>> So this particular project is a water
[45:08]
main and a street.
[45:10]
>> Correct.
[45:10]
>> Okay. So
[45:12]
I think people are a little bit
[45:14]
concerned on Pontiac because the street
[45:15]
in some cases is is pretty torn up.
[45:19]
>> Over what over what
[45:20]
>> So if we had to wait, you know, they
[45:22]
were thinking it might happen this year,
[45:24]
right? So if it we wait for the bypass,
[45:27]
is there some little
[45:30]
patching that could be done
[45:32]
uh on Pon- Pontiac in the you know, for
[45:34]
the really bad areas this year or not?
[45:36]
>> I mean, I can cold patch the bad areas,
[45:39]
but I I I really don't want to spend a
[45:42]
lot of money patching a road that's
[45:44]
going to be replaced.
[45:45]
>> we understand, but like you're open to
[45:46]
cold patching it. Okay.
[45:48]
>> Yeah.
[45:48]
>> So if there's any complaints, have them
[45:50]
reach out to me and I'll be more than
[45:51]
happy to address them.
[45:53]
>> Yeah, I just want to make sure people
[45:54]
know that if they have
[45:55]
>> course.
[45:55]
>> We could do some cold patch um on Keekok
[45:58]
and you know, we've gotten some
[46:00]
>> We we do rounds of cold patch uh
[46:02]
especially right after the snow season,
[46:04]
but if there if there's anything that we
[46:05]
miss, you know, or we we may have missed
[46:07]
something, but anybody that has a has a
[46:09]
problem or cold or a hole or something
[46:11]
that we don't catch, just reach out,
[46:14]
call me, or send an email through the
[46:16]
portal.
[46:17]
>> So, what would be the project then for
[46:19]
this year for roads?
[46:21]
>> We're looking into I just reached out to
[46:24]
Thomas Engineering. We're looking into
[46:27]
possibly doing the Ashbrook subdivision.
[46:29]
>> And was that on the list or not?
[46:31]
>> It it's
[46:32]
>> the IEPA list.
[46:33]
>> Oh, no, no, no, that's just roads.
[46:35]
>> involve water.
[46:36]
>> Oh, okay.
[46:37]
>> That's why
[46:38]
the reason why this is being pushed a
[46:40]
little too is because we want to do the
[46:42]
infrastructure first, obviously. So,
[46:44]
Ashbrook is La Grange Highlands water,
[46:46]
and I actually did reach out to
[46:49]
Mr. Scheppler over at La Grange
[46:51]
Highlands, and they're not planning to
[46:52]
do any underground type of work, so that
[46:54]
would be a good candidate for a mill and
[46:57]
resurface.
[46:58]
>> And that's the entire
[46:59]
>> Mhm.
[47:00]
>> all the streets in Ashbrook.
[47:01]
>> So, I need to I need to get some cost
[47:04]
estimates.
[47:06]
Being as it's this early in the season,
[47:08]
we could still get it done by the end
[47:10]
>> Okay.
[47:10]
>> by November if need be.
[47:11]
>> Yeah, let me come back to what I was
[47:13]
talking about before, Gavin. Didn't we provide in this year's budget
[47:16]
the uh
[47:17]
Paniac uh
[47:20]
work to be done?
[47:22]
>> Yes, we did.
[47:22]
>> And and and the the budget period is
[47:26]
from what from when to when?
[47:28]
>> May 1st through April 30th.
[47:30]
>> Of
[47:31]
>> 2020
[47:32]
>> 26 to 27.
[47:33]
>> Okay, so that would include
[47:38]
this this coming
[47:40]
uh summer, right?
[47:41]
>> Correct.
[47:41]
>> And fall. So, we've we've provided for
[47:43]
the funding for Paniac
[47:46]
in this coming budget year, right?
[47:48]
>> Right.
[47:48]
>> Okay, so the money is there
[47:51]
to do Paniac.
[47:54]
Okay, and and what we're saying is that
[47:56]
rather rather than spend the money the
[47:58]
mill seven out of our liquidity we could
[48:02]
borrow that and what's what's the term
[48:04]
what's the repayment term? It's it's a
[48:06]
low rate but over what period of time?
[48:08]
>> I can get that number for you.
[48:09]
>> Roughly what you how many years?
[48:12]
We don't know.
[48:13]
>> I don't know. I don't want to give you a
[48:14]
bogus number.
[48:15]
>> It's either 15 or 20.
[48:17]
>> 20 but we'll we'll confirm with you.
[48:19]
>> Okay.
[48:20]
>> We've had these before and they've been
[48:21]
very worthwhile.
[48:22]
>> Oh yeah.
[48:23]
>> So
[48:23]
>> No no I've been I've been down that but
[48:25]
I'm just I'm just saying but we but when
[48:27]
we were doing the planning we were
[48:28]
planning for Pontiac to be done
[48:31]
essentially this summer.
[48:32]
>> Correct. But because we went after the
[48:35]
IEPA and we took the time to do five of
[48:38]
those submissions.
[48:39]
>> Six.
[48:39]
Which was no which was a lot of
[48:42]
work. I I want to make sure that
[48:44]
everybody understands staff and Strand
[48:46]
did a lot of work to prepare these
[48:48]
packages
[48:49]
and Gavin and myself. We all had to put
[48:52]
all of this in.
[48:54]
So we wanted to take the chance to try
[48:56]
to get
[48:57]
the forgivable right which didn't
[48:59]
happen. We did get one a while back but
[49:02]
we didn't. So the second rung of that
[49:05]
would be the bypass which would be the
[49:07]
low interest loan.
[49:09]
That if you know so everybody was
[49:10]
intending to do it this year. That was
[49:12]
the original intent.
[49:14]
>> Okay.
[49:14]
>> But now I believe there's some thinking
[49:17]
that we could get bypass
[49:19]
and in lieu of waiting then this year
[49:23]
this summer this construction season
[49:25]
right now
[49:27]
what Joe's idea is is to do the Ashbrook
[49:30]
paving. There is no water mains being
[49:33]
done there.
[49:34]
>> Right. That was that was
[49:35]
>> That was done before.
[49:36]
>> Mill and overlay correct?
[49:38]
>> Yeah.
[49:38]
>> So it's just a mill and overlay job.
[49:40]
It's much more less complex.
[49:42]
>> less expensive than
[49:43]
>> Much less expensive. So
[49:45]
you're still going to use part of that
[49:47]
money that was
[49:49]
budgeted.
[49:50]
>> To do something. Yes.
[49:51]
>> Do something. So,
[49:53]
I think that's what he's saying. Does
[49:55]
that make sense?
[49:55]
>> just want to be clear on the deferral
[49:57]
that, you know, we provided for the
[49:58]
money and that that what we're looking
[50:00]
to do is defer is defer doing Pontiac till the
[50:04]
next year on the idea that we might be
[50:06]
able to get some long-term financing to
[50:09]
cover Pontiac over
[50:10]
>> And that's exactly the best way to put
[50:12]
it.
[50:13]
>> Correct.
[50:13]
>> Thank you.
[50:14]
>> So, does everybody understand what we're
[50:15]
doing here? Cuz I do know that the
[50:17]
residents are wondering. So, I think we
[50:20]
have to do maybe a little bit of
[50:21]
communication. One of our
[50:24]
It's one of our uh
[50:26]
core values. So, we need to do a little
[50:28]
bit of communication to make sure they
[50:31]
know that although we were planning on
[50:32]
it, we did have it in the Village Voice.
[50:34]
We are going to be um you know, things
[50:37]
change and we try to make the best
[50:39]
decisions for um using our taxpayers'
[50:42]
money. So, we want to try to do this.
[50:44]
>> It's all for the greater good is the way
[50:45]
I look at it. I mean, it's not like
[50:47]
we're not saying we don't want to do the
[50:48]
project. We're just trying to to do it
[50:50]
with the best means possible.
[50:52]
>> No, I think it's just good to talk it
[50:53]
through, right? So, we all are on the
[50:54]
same page and all of that.
[50:58]
Oh, great.
[50:59]
>> Yeah, particularly particularly since we
[51:01]
had told the people on Pontiac that we
[51:03]
were going to do it this year that we
[51:05]
you know, make clear what we're doing.
[51:06]
Thank you.
[51:07]
>> we had made that clear.
[51:08]
>> Thank you.
[51:08]
>> So, we've made a change and I think we
[51:10]
just have to be really good at
[51:11]
communicating that.
[51:14]
Um anything else, Joe?
[51:17]
>> Um so, the Morton Arboretum grant for
[51:20]
the trees, um obviously, you know, we
[51:22]
planted 25 trees last fall. Uh we're
[51:25]
finishing it up in the spring here, um
[51:28]
planting 33 trees this spring and
[51:30]
they're going to be planting them,
[51:32]
excuse me, uh June 17th.
[51:34]
Uh
[51:35]
trees are ordered. They're going to
[51:37]
deliver and install them. I would guess
[51:40]
we'd probably get them done in a day cuz
[51:41]
we did 25 last year in a day, maybe a
[51:43]
day and a half tops. Uh once that's all
[51:46]
done, I hand in the grant paperwork and
[51:49]
we'll be reimbursed 25,000 of the 50
[51:52]
that we spent.
[51:54]
Um, we also put out an RFP for a
[51:57]
custodial contract for our building at
[52:00]
the Village the public works and the
[52:02]
Village Hall Police Department. The bid
[52:05]
opening for that is June 26th. We've had
[52:07]
several companies come through and
[52:10]
visit the sites to get an idea. So we're
[52:13]
anticipating getting some some bids on
[52:15]
that project. Um, our consumer
[52:18]
confidence report for water has to be
[52:21]
posted by July 1st. We're going to post
[52:23]
it on the website. We should have it in
[52:25]
before then.
[52:27]
Lucy and I have been working together to
[52:29]
get the postcards to send out so
[52:30]
everybody can uh
[52:32]
visit the URL on there and get the
[52:35]
report. We'll have paper copies here if
[52:37]
anybody wants to pick them up.
[52:39]
Um, and then we have a tree and
[52:41]
landscape advisory board meeting on June
[52:43]
24th at 6:00 p.m. and I'm working on
[52:46]
getting an agenda together with
[52:47]
Danielle.
[52:49]
That's what I have.
[52:50]
>> One more thing related to that that
[52:53]
conversation triggered me to remember
[52:55]
that yesterday we were notified by the
[52:58]
Chicago Metropolitan Agency on planning
[53:02]
that our application for technical
[53:04]
assistance to develop a capital
[53:07]
improvement plan was approved. So we
[53:10]
will be moving forward with them to to
[53:13]
develop a plan which will lay out
[53:17]
how we how we plan
[53:20]
projects like the Pontiac
[53:23]
water main improvements, like Ashbrook
[53:26]
roads,
[53:27]
and how we finance those, how we
[53:29]
schedule our our projects so that we can
[53:31]
pay for them
[53:33]
in in the most efficient way possible
[53:37]
financially. And this is really going to
[53:40]
be a big step again in I used the word
[53:43]
earlier in professionalizing our our
[53:45]
operations. So, it's something that the
[53:48]
finance committee has wanted for a
[53:49]
while.
[53:50]
It's something we've been talking about.
[53:52]
We talked about it back with when there
[53:54]
was a public works committee
[53:56]
quite often. So,
[53:58]
this is going to be
[54:00]
it's going to be an exciting project and
[54:01]
Joe and Brandon are going to team up to work on that.
[54:08]
» That's great. Joe, do you have anything
[54:09]
else?
[54:12]
Gavin, do you have anything police
[54:13]
related you wanted to report?
[54:15]
>> Yes, highlights of the police department
[54:17]
activity.
[54:18]
Chief Weatherford couldn't be here. He's
[54:20]
um
[54:21]
he's not under the weather. He was in
[54:23]
Washington D.C. on vacation and his
[54:26]
plane was delayed. I think the last
[54:28]
amount was 8 hours. So, he's not here.
[54:32]
He may be in the air or he may be
[54:34]
sitting in in the D.C. airport.
[54:37]
But, he did send me some highlights. We
[54:39]
have completed the process of scanning
[54:42]
evidence into our record report
[54:43]
management system to meet best practices
[54:46]
and provide better tracking and
[54:48]
accountability
[54:49]
of evidence.
[54:51]
We've been meeting with accreditation
[54:53]
management software company for
[54:55]
onboarding the use of their software.
[54:58]
We should start implementation no later
[54:59]
than July 15th.
[55:01]
And that's to get us towards
[55:04]
ILEAS accreditation.
[55:06]
>> I leap.
[55:07]
sorry.
[55:08]
>> Tier one.
[55:10]
>> There are a lot of
[55:11]
you know acronyms [clears throat] in
[55:12]
that field.
[55:14]
We have postings live now for new
[55:17]
officers, those who would be sent to the
[55:19]
academy
[55:20]
before they can become full-time
[55:22]
officers and for lateral police
[55:25]
officers. So, those who are currently
[55:28]
certified officers and with another
[55:31]
agency but would be able to come here.
[55:35]
Testing for non-certified officers will
[55:37]
be at the end of July. We will move
[55:40]
forward with lateral police officer
[55:42]
applicants in the next few weeks.
[55:44]
Surrounding towns have had recent car
[55:47]
burglaries burglaries to unlocked
[55:50]
vehicles. As a reminder to our
[55:52]
residents, please lock your cars and
[55:54]
don't leave valuables like key fobs,
[55:57]
wallets, and money in your vehicles.
[56:01]
We will be assisting Burr Ridge and
[56:03]
Pleasant Dale Park District with traffic
[56:05]
control on Wolf Road for the 4th uh, uh,
[56:08]
the fireworks on Friday, July 3rd. After
[56:11]
the fireworks, traffic between the Burr
[56:13]
Ridge Park North entrance and Joliet
[56:16]
will only be allowed to travel
[56:18]
Northbound.
[56:19]
So, uh, that's we are uh,
[56:23]
spon- helping to sponsor the fireworks.
[56:25]
So, everybody take advantage. It's July
[56:28]
uh, 3rd when it gets dark. But, uh,
[56:32]
we will we will be having our officers
[56:35]
out there helping to direct traffic.
[56:37]
And,
[56:38]
uh, there are few of our streets down
[56:40]
there that will be uh, closed off to
[56:42]
parking. So, uh, we'll have a presence
[56:45]
there, too. And, public works will be
[56:46]
setting up uh, uh, barricades for that.
[56:49]
So,
[56:50]
>> And, they do a wonderful job every year.
[56:52]
We walk across Joliet and walk all the
[56:55]
way and walk back and they are
[56:57]
wonderful.
[56:58]
Thank you.
[57:01]
So, I think this is the end of our
[57:03]
meeting, but I did want to remind
[57:04]
everyone we are having a feral cat
[57:07]
training program here in Village Hall on
[57:09]
Saturday. If anybody is interested in
[57:11]
participating in our TNR program, that
[57:14]
training is here at Village Hall at
[57:16]
10:30. You do not have to be a resident
[57:18]
to join. So, if you live in another
[57:21]
municipality or you want to learn about
[57:23]
controlling feral cats, this is an issue
[57:26]
not only for our municipality, but
[57:28]
others. We are doing this program so
[57:30]
that we can make sure that um,
[57:33]
from a health perspective and all of
[57:34]
that we're controlling our cat
[57:36]
population.
[57:38]
So, without further ado, can I have a
[57:40]
motion
[57:42]
>> What's that?
[57:42]
>> Move to adjourn.
[57:44]
>> Second?
[57:46]
>> The meeting is adjourned. Thank you for
[57:48]
Oh, let's vote. All in favor?
[57:50]
>> Aye.
[57:51]
>> Opposed? The meeting is adjourned. Thank
[57:54]
you for coming.
