[0:06] Good evening everyone. Welcome to the town of Anuvic committee the whole
[0:09] meeting. I would just like to acknowledge the new falls within the
[0:13] Gwen settlement area adjacent to the Nubial settlement area home for the Gwen
[0:18] the Nubial Matei other indigenous people from throughout the Northwest
[0:23] Territories in Canada and other people that have made Anubic their home from
[0:28] Canada and throughout the world. All of this makes Anubic a great place to live.
[0:34] Item number two, adoption of the agenda. Any changes needed on the agenda?
[0:45] Seeing none. [clears throat] Okay. Item number three, decorational
[0:51] conflict of interest or precinary interest with any of the agenda items.
[0:57] Councelor Raymond.
[1:00] » I don't know. >> A23.
[1:03] » A283. All right. Thank you. Any further conflict or interest or precar interest
[1:12] being none public question period? I think we're probably safe on that one.
[1:20] Item number six, adoption of the minutes from the June 24th meeting.
[1:29] Any further changes, corrections needed on those minutes?
[1:38] Prime.
[1:42] Okay. Any update on any of the action items
[1:49] other than what is noted? Uh, nope. No other action on our community plan or
[1:55] anything associated with that. The bearware signs, we're looking at our
[1:59] inventory and looking to post them on Blue Lake Trails.
[2:04] Uh just a reminder, infrastructure is already aware of the watering of the
[2:09] plants and uh Hannah is currently doing inventory repair and planning on
[2:15] repeating.
[2:22] Item number eight, new business 81
[2:27] addition request for council decision 2026-050
[2:32] addition to the human rights policy HR012
[2:38] update on what? So we've taken your feedback into consideration and we have
[2:43] redone the policy on the student bary specifically. So it's student and it's
[2:51] returning students from the summer. So as uh directed by council last time.
[2:59] » Any further questions, comments on the student?
[3:06] Seeing none
[3:12] two conflict of interest
[3:18] request for council assuming this decision 2026
[3:24] 051 discretionary use of development permit 26-09
[3:43] Who wants to give an update on that? >> Peter online. So I will.
[3:49] So the Carmichael or sorry the new subdivision up top. Um what IRC is
[3:55] proposing in terms of their development requires a couple of uh varants. uh it
[4:01] only takes one vote for the variances. Um what we are looking at is
[4:07] uh some zoning questions with regard to how uh the setback is. Uh that's a a
[4:15] minor setback. So that's only 10 cmters. That's not going to be an issue. Uh it's
[4:20] well within Peter's discretion uh our development officer's discretion for
[4:25] that. The other two are a little more uh specific to the houses themselves. And
[4:32] one is that they are posing some of the houses to be manufactured building
[4:37] components. And similar to what just happened with GTC when they were
[4:42] building theirs, we are still having to work off of the 2015 bylaw, which
[4:48] doesn't uh recognize manufactured buildings uh other than trailers. So
[4:56] what we are proposing is that it is a discretionary use that it be included
[5:00] particularly in anticipation of further development and the fact that we've
[5:04] already set precedent uh by allowing the other manufactured homes to be present
[5:10] in that zone area. So that's the first one. The second one is more to do with
[5:16] the size of the homes. And uh again this is a a smaller home than [clears throat]
[5:21] you would would normally see in an R1. and uh recognizing that it would be a
[5:26] tiny home. Again, it is a discretionary use for that and um not all of the homes
[5:33] are going to be that. I believe there's only four in this
[5:37] uh subdivision that we would be talking about and we have already again set
[5:41] precedent for recognizing tiny homes when we've approved the uh tiny homes in
[5:48] the commercial area. Any
[5:53] further questions, comments from council on this?
[5:59] » We also have people representing that can answer any of those questions.
[6:04] Council me, >> perhaps we could just clarify the size
[6:09] of soal tiny home because they're not as small as you might think when you hear
[6:12] that name.
[6:18] » Go ahead. Just hit the mic there. That's the class.
[6:25] » Thanks, Rod. >> Thanks, Mayor. Um, only in question, the
[6:31] one that's being referred to is time owner homes. Um there also my
[6:37] understanding by that often
[6:43] 455
[6:48] will be the style of home.
[6:59] They're intended for a single occupant, right? Which is the greatest need for
[7:02] housing in town. That's correct. >> Thank you so much.
[7:08] » Any further questions, comments on 82? I guess that reached over to A3.
[7:18] Further questions any
[7:25] just on A2 now or we include A3 also there?
[7:30] Um A3 has a similar it's the reason why there's two different ones is um A3
[7:38] references the development permit 0 2609 and the
[7:48] 83 is development permit 2612. So we had to do them separately.
[7:54] » Okay. >> But it's similar content
[7:57] » content. Okay. Okay, then moving to A3. Any further
[8:02] questions on A3
[8:09] discretionary use and discretionary discretionary use?
[8:15] Yeah.
[8:19] No further questions from council. Thank you.
[8:24] Thanks. Feel
[8:27] free to stick around for these exciting meetings.
[8:32] That's get council Raymond back. Oh, >> I'm kind of done. Sorry.
[8:41] » Mr. Mayor, if I may. >> Yeah.
[8:45] » The procedure you vote on it on Wednesday.
[8:48] » Um, >> yeah. So, we will it'll be voted on on
[8:53] Wednesday. I don't see any based on what we saw
[8:57] tonight. I don't see any issues. There's slight
[9:00] » clarification.
[9:03] The actual vote will take and it just takes one vote. So that question I mean
[9:10] our new
[9:14] except this would >> the button on the side
[9:23] » we we this wouldn't be an issue >> correct the reason why we are doing it
[9:28] is because there is no definition of a tiny holding rule
[9:36] » okay thanks
[9:41] for a request for council decision 2026-27
[9:46] contribution agreement to build strong fund community stream funding.
[9:54] [clears throat] >> This is more of an administrative
[9:56] procedure every year. This is annual funding that comes in. Uh before it used
[10:02] to be called gas tax, then it was called CCDF. Now this iteration of it is the
[10:08] build community strong fund. We have already incorporated this 1.65 million
[10:14] into our operating or sorry into our capital budget planning. Uh this is more
[10:19] just a motion we need to give to Maka to say that yes we have accepted it
[10:28] and anything to do with the contribution in terms of reporting
[10:34] and this is again similar motion that we did with water sewer funding on M
[10:39] funding and CPI fun.
[10:45] Any questions, comments from council on this funding?
[10:50] It slowly ratchets up. This is some of the funding that uh we do get more each
[10:56] year. So, that's good to see that. Okay. 91 request for council decision.
[11:03] First reading of bylaw 2771G/26.
[11:10] This is the amendment to the street naming and this is coming out of the
[11:15] street naming committee. Do you want to give an update?
[11:20] » So the reason why this street naming is being proposed actually came from the
[11:24] emergency services side and it required clarification on two particular streets.
[11:30] We have upper bumpus and lower bumpus. And sometimes when we get a call, we
[11:34] don't know which way we're going. And 30 seconds trying to decide can have an
[11:38] impact on an emergency situation. And same with Carmichael East and Carmichael
[11:44] West. Again, they're the same numbers and trying to figure out which side of
[11:50] the street um the Carmichael subdivision that we need to go to is confusing. So
[11:57] the emergency services had requested this. We brought it to council and we uh
[12:04] discussed it. They agreed it would be a good idea. What they are recommending is
[12:09] because upper bumpus and that hill area has been referred to as tarmaggan hill.
[12:15] So they are proposing that upper bumpus now be called tarmaggan way. And in
[12:20] terms of centennial it was a little more complicated. Um, we want to keep the
[12:25] name and that's what the committee has recommended is to keep the name, but
[12:29] it's just going to be called Carmichael rather than East and West and we're
[12:34] going to have to reumber the houses. So, we're consolidating the
[12:40] name and the actual physical location is going to be reumbered.
[12:47] question comments from council and on either of that
[12:52] councelor bear >> uh were residents of upper upper bas
[12:57] consulted or spoken to with regards to the game that's being selected.
[13:02] » So this is actually going to be part of the consultation process when we have to
[13:06] go through this. So if it goes through first reading on Wednesday then we have
[13:10] 30 days we do a public consultation much like we did with Jack and then that will
[13:16] give people their input uh opportunity to have input uh into the name if they
[13:21] agree disagree what other alternatives there are and then once we if the public
[13:29] consultation there's no significant opposition to it then we proceed the
[13:33] second agreement. So yes, there is an option.
[13:39] » Any further questions, comments on the street renaming?
[13:44] Seeing none.
[13:49] Next item number 10, departmental updates. We have 10 one protective
[13:53] services. Mr. Armen missed with him to come to the
[13:58] last one and >> the birthday boy decided he could give
[14:04] it tonight. So >> everybody to give him a happy birthday.
[14:07] » Yeah, that's it. I actually didn't know when I requested this and I was like,
[14:11] "Oh no, what am I going to end to myself?" But
[14:13] » anyway, happy birthday. >> Thank you.
[14:15] » I'm here to give you a report. >> All right. Um,
[14:20] so yeah, I had to I had to run out uh last week just because we were doing
[14:23] Thank you for the approval on the movie guidelines and mutual aid agreement. Um,
[14:27] but uh we we had a big uh wildland interface exercise last week as well. Uh
[14:33] so just some updated stats. It was I don't want to say the ether I'm about to
[14:37] go on vacation but lower this past month. Uh we have a few highprofile uh
[14:42] incidents. uh there was an emergency out at the airport that we've worked with a
[14:46] number of different partners on uh that one. Um we just put out some guidances
[14:50] to businesses that they operate radio mass
[14:54] as well. Um it basically still kind of hangs out there mostly alarm calls. We
[15:01] seen a this distinct decrease in uh false alarms which has been great. Um
[15:08] we do want to find out if it's if it's just taking their alarms offline. I
[15:12] don't think that some of the bigger ones have, but it seems like it might be just
[15:14] based on some of the policies that people invoicing. That's what I'm
[15:17] hoping. That's what I'm trusting based on our discussions with some of the
[15:20] landlords. Um, so that's looking really good. Um, and then just the the usual
[15:25] kind of spread of incidents as well. So, um, any questions around fire responses?
[15:34] » All municipal enforcement. Uh, same thing, just regular call volumes.
[15:40] animals continue to be one of our big ones. Uh we've done lots of
[15:44] interventions particularly around safety patrols um and helmets uh with kids on
[15:49] their bikes. I'll go more into that in my quality report as well. Um a little
[15:53] bit more granularity to the the types of responses. We try not to put too many
[15:57] details some positive ticket because we're not going to see results and we
[16:03] don't want uh is the important part in my opinion our quality update. Um so
[16:09] we've spent a lot of time over the last month on wildfire and emergency
[16:13] preparedness. Um as we see the other activity in the northwest territories
[16:16] right now um has potential to uh uh get up and and really really really serious
[16:21] really really quickly. Um so we spent a lot of time working on our pre-planning
[16:26] uh working with partners including the ECC uh regional hospital uh health and
[16:32] social services gas uh all sorts of different places just to make sure that
[16:36] critical infrastructure in particular is uh well protected uh and that all of our
[16:40] systems can be deployed all at once. Um so throughout the month we kind of
[16:44] scaled things up through June uh trained with engine operations critical
[16:48] infrastructure protection just to put the clea into place and then other
[16:51] spritler system setups and then last Wednesday we ran a an exercise on that
[16:56] but doing everything simultaneously uh it went really well uh as we were hoping
[17:02] um we had everything set up on our critical infrastructure uh which is the
[17:05] ones we've identified as the hospital the water uh reservoirs uh and the past
[17:10] like the the propane air storage system at on Navy Road. We had everything set
[17:14] up and running in about an hour and a half from
[17:18] go. So all the equipment collated in storage and then put out with our
[17:22] pre-plans in place. Um we acquired some new equipment. Uh you kind of see in the
[17:26] bottom right hand corner. Um that's through our buoy program for this year.
[17:30] One of the things we concentrated on is modulization and transportation so that
[17:33] we can get things out single location. We want to be able to
[17:38] divide and conquer and then put out a few skilled firefighters with different
[17:42] crews of varying levels of of skills and ability including uh businesses,
[17:47] governments, and other partners uh to be able to set up a lot of the systems. Um
[17:51] in the bottom right, that's kind of some of the equipment for palletization
[17:54] modularization. But we've been able to put together a package that's a type
[17:58] three sprinkler structural protection unit as it's called. uh it's palletized
[18:02] it onto uh small plane individual trucks all sorts of different permutations for
[18:07] invic and then elsewhere as well but mainly NIC um we've been expanding our
[18:12] capabilities on our sprinkler systems as well um just to ensure that we have
[18:15] enough sprinkler heads and we're relatively independent on that too um
[18:19] ECC has gotten a type two sprinkler trailer up here which is a bit bigger
[18:23] but uh we want to make sure that we are self-sufficient as well I think that's
[18:27] an important thing as a municipality especially a larger municipality where
[18:30] we're quite disconnected and from the other other regions. Um so that went
[18:34] really well. Our pre-plans are now entered into a number of different
[18:37] databases. Um right now all of our respondents can access it through our
[18:42] main uh catis. We'll go back to 911. It brings up specific locations and then
[18:47] they can click on each one. gives a detailed inventory list, all the
[18:50] specific items they need to set up uh a system at that location and then uh a
[18:55] further dialed down map in Google Earth um that just tells them where to put out
[19:00] everything as well. So, lots of good information there. We made sure that we
[19:04] had to run all the pumps simultaneously, everything is working
[19:08] so we can put something. So, we're happy about that. Uh it's a lot of work, a lot
[19:12] of preparation for that. Um but we're pretty confident in our plan. Um, we
[19:16] haven't finalized our wild interface plan. We're going to be revisiting the
[19:19] whole BCC in the fall. We have a draft one right now. It's basically just a
[19:23] living document, so it's always getting updated. Um, this our current plan
[19:27] effectively takes into consideration all our new plans. Um, it goes into Google
[19:31] Earth and then within our CAD system as well. So, basically everything is is
[19:35] included there including storage. You may notice in the back that we dropped
[19:38] some gravel in the back, made a pad there. We've brought in some CC cans
[19:41] from our training yard and that's going to have a lot of our storage for
[19:44] equipment too because it's getting we're getting more than we can put put into a
[19:47] single trailer. So just having more storage capacity is pretty big for us as
[19:50] well. We're going to kind of turn that to uh the fire department corner down
[19:53] there. Uh just store a trailer there. Other items so neat everything up and
[19:58] back basically. Um so that was pretty good. We're really happy with that. You
[20:03] can see in the the middle picture there that's just the preparation. Basically
[20:06] we pull the trailer up the cands and then everything gets offloaded
[20:09] palletized and sent into individual trusty board. Um on we we participate in
[20:15] emergency management tabletop exercise as well during AD. Um it was mainly
[20:19] discussions and review of our emergency plan itself. Uh going over some details
[20:23] with that working with other partners in a number of different scenarios that we
[20:26] could experience including mainly concentrating on weather events uh in
[20:30] the winter. Um we rolled out our emergency management app. It's been
[20:33] active and available uh but then now it's part directedly linked through the
[20:37] town of Anubic app which was just publicly rolled out in the past week. Um
[20:41] we we're going to use as an independent app where we can push out local
[20:44] messaging to uh residents uh in case of an emergency. We're not relying on GWT
[20:50] or other government partners to put out messaging and we can speak to citizens
[20:54] directly with that too. Um we've been spending a lot of time on seasonal
[20:58] maintenance. uh our annual hose test when we finished all our 4 in supply
[21:01] line. We've detected about we did about 3200 ft of that one length at a time. Uh
[21:06] moving on to our our attack lines. Um we've been starting hydrant flow
[21:11] testing. We're working with infrastructure like time infrastructure
[21:14] with that as well. Uh just getting some key data on some critical hydrants
[21:18] throughout uh town. Uh mainly kind of concentrating on industrial areas and
[21:22] kind of junction points right now just to know exactly what we're flowing at
[21:26] those different ones. Uh and then we have our EP, our emergency vehicle
[21:29] technician is going to be coming up from White Horse. Uh his ironically enough,
[21:33] his truck is in trouble. Uh so we're that to be repaired and then he'll be up
[21:37] and working with our staff to do our pump testing and our regular apparatus
[21:41] testing as well. Uh so it's been pretty busy. We've been involved with Canada
[21:45] Day as well. We ran a barbecue with that. You see the crew up at the top
[21:47] right there. Um and we put up the the giant Canada flag on Kenzie. Um and uh
[21:54] yeah, really good time doing that. Uh weather was maybe not the best, but it
[21:58] was it was great. We had a good time. Any questions about
[22:06] » um great. So we ran through the municipal enforcement. We ran our bike
[22:09] ready at the start of the month. Uh and then that segued into our helmet drive
[22:12] as well. Uh so we covered every single class within East 3 Elementary. Um they
[22:17] learned about bike safeties, hand signals, wearing their helmets, all
[22:20] sorts of things just around bicycles. We had the RCMP participate with us as well
[22:23] on that. Uh and it's another successful year of that. Um every single kid that
[22:28] participated in that got a bike helmet. Uh we ordered more because we ran out.
[22:31] Um so we got more and then we started a donation campaign as well. So we put it
[22:35] out on public Facebook groups for tourists coming up from driving the
[22:39] damster. But if they come by the fire hall, we can we'll trade them for a
[22:42] patch, a photo op, and if they give us a helmet. So our first people came in
[22:46] immediately after they see in the top right. Uh came by with a couple of
[22:49] helmets. Um and they got their photo op and they got some patches. So they were
[22:53] super friendly. We've had a few more roll in through that and we're just
[22:55] going to keep on doing that because it seems to be somewhat successful. Uh
[22:58] we've also started again our positive ticketing campaign. So you can see our
[23:01] first advertisement for that. We went and got ourselves some uh some slushies
[23:04] ourselves. Um we uh have been handing out whenever we can. We're making a
[23:09] point of pulling over every single kid we can see on the roads. We're doing our
[23:12] fire trucks. We're doing the municipal enforcement. Basically everybody has a
[23:15] stack of coupons to get. Um we started to get kids just coming into the the
[23:19] days. Uh but that's kind of not the direction we want to go with that. um
[23:22] you don't go to the RCMP asking for a medication. So um it's been pretty good.
[23:27] Kids are know knowing know about it. We're spreading the word as much as we
[23:31] can and really really push it. We're carrying around helmets in the trucks as
[23:34] well so we can give them out if we see kids on their own. Uh one of the obvious
[23:38] ones we we we try to target kids if there's one kid wearing a helmet. Um
[23:41] pull them over, give them a ticket in front of everybody else and then if they
[23:45] go to the fire hall to get more or they fit in one of the helmets we have.
[23:49] So, um, we've been having a lot of fun with that. Kids are really enjoying it.
[23:53] We just want to keep kids safe and wearing helmets everywhere. Um, we've
[23:57] also been doing a lot of enforcement around ATDs. Uh, so we've created a new
[24:00] like ATV intervention law specifically for ATDs, especially around helmets,
[24:04] safety, uh, and speeding. Um, different types of helmets that obviously we're
[24:08] not giving those ones up because they're a lot more expensive, but we're trying
[24:10] to get kids especially into them. Uh, provided they're following the law. We
[24:14] don't do licensing for ATVs. That's not the Department of Motor Vehicles. Um but
[24:19] uh so we're limited in terms of the access we can get in terms of licensing
[24:22] and things like that. Um but uh this has been one of our pushes. Um and again the
[24:27] candy bar all our staff participate in that municipal enforcement and they were
[24:30] there mainly running the route on this one as well. Fire trucks get all the
[24:34] glory going in the parade itself but enforcement makes it happen roadblocking
[24:40] around it. um along with all my stuff. Um any questions around?
[24:47] » Oh, one big thing, a huge thing, 20 plus dogs rehomed from last month. Um there's
[24:52] one place in particular we really concentrate enforcement on that. Um we
[24:56] didn't need to go under the dog act to do any seizures or anything else with
[25:01] that. Uh we were able to rehome 12 puppies all at once through artic which
[25:06] was really good. Um and they all left with the the red clinical as well. Um
[25:12] but it's been a quite a few uh animals done as well. Um but yeah, lots lots of
[25:19] really good work from our staff around that just because that's
[25:24] » just Brian on that. >> Yeah.
[25:26] » Will that household then not be producing more puppies?
[25:31] » That is the hope. Um, we can't control the dogs themselves, right? Um, we
[25:38] obviously make sure that they're within the confines. Three dogs, that's the
[25:40] maximum. So, um, that's what we're holding them to. Um, from my
[25:44] understanding, it's just males there right now. Um, I might be wrong, but
[25:49] it's just one. That's the idea. We offered to cover uh, neutering or I
[25:54] think it's feas. We offered to cover things. Uh, they
[25:59] elected not to take us up on that. we're still going to offer on the planet and
[26:03] we try to make that happen and we're going to stay on top of this particular
[26:06] location for enforcement action as well. Um it came down to a bit of negotiation,
[26:10] bit of leverage through fines and some of the directions we could go with this.
[26:15] It's a kind of a tricky territory to navigate as well. Um because if
[26:19] somebody's lying just number of dogs, we can't get into a building. We're limited
[26:22] in our powers to uh we can't go and get a search. It's very difficult for us to
[26:27] do that. We have to work within the Com Dog Act. Um, so there's a bit of a
[26:32] balance. We've had some neighbors that we have been working with all along that
[26:36] street, not just anyone in particular. Um, and they've been really good
[26:42] just expressing their concerns.
[26:46] We don't expect it to get out of control again, but we are going to be staying on
[26:50] pretty
[27:02] [laughter] >> comments.
[27:05] » Thanks for letting me ride the fire truck in Canada.
[27:10] » [laughter] >> I should say if you see the bay doors
[27:13] open, we're trying to keep the bay doors open as much as possible during the day,
[27:15] especially with good weather. Uh we want to encourage people come by, take a poke
[27:18] in and especially tourists, uh especially residents, everybody. Um it's
[27:22] been really good to do that because they get to use the staff. I guess they say
[27:25] running through the building and we're trying to we try to concentrate on
[27:27] Fridays in particular, uh open bait on Fridays. So just to keep that available
[27:33] [clears throat] big push res. >> Good. Thanks. Any further questions,
[27:38] comments for Brian? Councelor Gillis. >> Um, Brian, that fire break that was up
[27:43] there, like I think I remember reading that there was supposed to be some trees
[27:48] left or like >> Oh, we stopped. So, what happened on
[27:51] that one? Um, we have a number of different boundaries. So, we call them
[27:54] it's boundary A B CDE E F. Um, on Centennial, they had started to clear
[27:59] cut. We were we thought they had stopped uh while we were doing the inspection.
[28:04] Um, and then I noticed it grabbed a few more meters. So, we put a stopped to it
[28:08] right away. Um, it's not supposed to be clearcut in that spot. It's supposed to
[28:11] be crown spacing within there. So, we had a meeting with the contractor uh
[28:14] just to discuss it in detail about what the requirements are on that. So, the
[28:18] whole area uh in between founded by Bonus and the bypass and then uh uh
[28:24] Wolverine and the bypass or no sort of the other way. Um Bus and White pretty
[28:27] much um that whole area is just supposed to be ground spacing. They are well
[28:32] aware of that right now. Uh and that's all the crown space is basically just
[28:35] taking out the coniferous trees and they pick one and then five meters radius and
[28:40] then take out everything in between there and basically five meters crown
[28:44] space it >> I thought what I was seeing up there
[28:47] » they did now >> have they done it
[28:49] » yeah just in the last >> they start on that part
[28:52] » I just noticed it in one section so >> on some areas it's supposed to be
[28:55] clearcut like around long road rightways um that's specifically clear cutting so
[29:00] along the bypass itself around the reservoir for a certain section. They've
[29:04] done that. Um trying to think of the other areas that block we thought. So
[29:09] when I first saw it, I thought they were just creeping around the corner there
[29:12] and that's where we had it. We had to kind of redesign the map just to create
[29:15] so we didn't damage and like not damage take down community spaces. Um so yeah,
[29:21] as soon as we as soon as we realized what was happening there, we Daniel and
[29:23] I both intervened with the contract just to make sure. But 100% they are just
[29:28] doing trans spacing. That's all they're doing in behind there. And I we made
[29:31] sure that they're going to leave a buffer zone as well because I know that
[29:34] was one of the uh concerns from citizens around the the salt dust like the the
[29:39] solar farm there. Um but there's no trees in front of me to see everything.
[29:42] So we've asked them to create a good 10 meters at least and just leave all the
[29:47] the vegetation there. Um and with the crown space and they're not removing any
[29:50] deciduous trees with that as well get some of the undergrowth. But it's the
[29:54] commit versus what our concern is. Uh those are the ones that really fuel.
[29:58] So, um that's the the idea. But yeah, um they will be doing a bit of along the
[30:05] rightway like the uh the access like the utility rightway going into a reservoir
[30:10] because the one side has the road on it. And so we're going to get them to do
[30:12] similar clear cutting for 10 m space on the other side of that east side. Um and
[30:18] they'll go along there just to protect the main line
[30:23] infrastructure really really need
[30:30] questions comments. All right. Thanks Ryan. Enjoy the rest
[30:34] of your birthday.
[30:42] [clears throat] >> Item number 11 information items.
[30:47] got just a couple of information items. There's a meeting
[30:52] tomorrow at 1:30 with the McKenzie Valley
[30:58] um consultation Mackenzie Valley highway consultation team uh meeting in helpful
[31:04] chambers, right? >> Correct.
[31:06] » Yeah. So, any counselors want to attend that meeting? Um we just got contacted
[31:13] by them last week. They're also, I think, doing a public meeting tomorrow
[31:17] night, but they uh did book a meeting with us at 1:30 tomorrow. They have uh a
[31:25] couple of presentations and it's all moving moving this Mackenzie Valley
[31:29] highway project um as quick as as quick as they can.
[31:35] We'll certainly be asking questions like are they starting from both ends? When
[31:40] when are we looking at starting that? you know when when will they have
[31:45] completed the environmental review just to get whatever information we can.
[31:49] Council me >> unfortunately I can't attend the meeting
[31:52] with council tomorrow but do you know where and when the public meeting is
[31:56] tomorrow evening? >> I haven't seen it advertised.
[31:59] » I saw it advertised in but I haven't seen uh I haven't seen yet. So I can
[32:05] send them an email and ask them. >> Thank you.
[32:09] » Yeah.
[32:14] Go ahead, >> Derek. Dingle at
[32:17] » Dingle Mo. >> Oh, you know what?
[32:20] » I think I did see that. Yeah. Five D hall. Okay. Thanks.
[32:28] And then the second information item, uh, July 14th, and I think now it's
[32:36] 5:30. >> 5:30 to 7.
[32:39] » 5:30 to 7. the parliamentary committee on Department of National Defense. Uh
[32:46] we're meeting with them and that will be in the community lounge at the complex
[32:52] upstairs and we're just trying to find out whether that'll be a dinner meeting
[32:57] given given the time that the meeting initially was 5 to 6:30. Now they've
[33:02] bumped it a half an hour so it'll be 5:30 to 7.
[33:06] And the parliamentary committee on DMD is I think it's all um regular members
[33:15] not or it's not the ministers and what they do is provide feedback. So Sydney
[33:23] and I will definitely be attending talking about the development of the FO
[33:28] site. uh the 5 billion DND is looking at spending and what we're doing in order
[33:34] to try to work with them on uh whether they want to do housing for
[33:41] housing um and things like the recreation and anything else that's you
[33:48] know town related. Um and then in the bigger picture looking at what what can
[33:56] be done to ensure that much employment is is local. We we understand that you
[34:02] know people building large steel hangers. Um probably have to come from
[34:06] the outside. We don't have skilled workers here sitting around looking for
[34:10] work but there's lots of other work civil work electrical work mechanical
[34:14] work that can be done by contractors. So we're hoping that they fill the 5%
[34:22] and more they have identified.
[34:27] Those are the two information items I have.
[34:31] [clears throat] Any further?
[34:37] » Okay. Council concerns councel.
[34:41] » So that it doesn't fall on us. It's definitely govern territories. Do we
[34:45] have any update on the Steel River Berry?
[34:48] » Well, they did rescue it yesterday and they
[34:51] got it back to the ferry landing. I don't know. Councelor Wayman, have you
[34:55] heard anything? >> No, I heard there's no cable. Maybe
[34:59] there's no confirmation on it. >> No cable.
[35:03] » I heard there is. So, be another day. At least it be tomorrow sometime. But but
[35:10] when the water levels are still high water levels high they can't go anywhere
[35:14] » right >> how far did it get on it journey to
[35:19] » almost almost
[35:24] had to pull it back luckily they had a boat there that could do it otherwise
[35:30] been in trouble
[35:34] » keep tourism high >> so combination of high water the table
[35:39] snapped and it got loose. I don't I don't know. I thought normally they had
[35:44] a break on there, but anyway, they got it back.
[35:49] Okay. Any further information or concerns? Councelor Barrett.
[35:56] » Um I can continue to hear uh comments from community members. We don't have
[36:00] our life jacket loaner stations out and operational yet, including a comment
[36:04] that I got even today. Such a priority to get that out there. We've got the
[36:08] supplies. We've got the the setup. Should be easy breezy. If we can just
[36:13] prioritize and have that out as soon as possible, that would be wonderful.
[36:19] » Yeah, I know. Daniel, do you have an update on that? I know they were working
[36:23] on the stand that had to be rebuilt. Anything further on the life jacket?
[36:29] » I can speak to that. I'll ask you about it. Um, so lifeguards are currently
[36:34] taking inventory of the jackets and one station is undergoing repairs. Uh,
[36:38] they're usually set to go first week of July and should be on track for that. So
[36:43] they're just completing the inventory.
[36:50] » So definitely should be out this week hopefully tomorrow.
[36:54] » Any further council concerns? Councelor Gillis. [clears throat]
[36:59] Um, those two dips on Main Street on McKenzie
[37:04] are how long do we have to live with them? Like that one in front of the
[37:08] church is brutal and then the one in front of the other church is brutal.
[37:17] » Probably the two people that are responsible for that are both sitting
[37:21] here. So we got a good answer on both accounts. Daniel
[37:30] So the one I actually don't know the one in front of church I feel I don't drive
[37:35] you don't you don't private >> yeah I don't drive that way I can't
[37:40] don't know the one on that but I'll take a look at it this evening um the one in
[37:45] front of the church though they have attempted repairing that uh
[37:51] right now well they installed the cold mix it failed they did it again with a
[37:58] heavier equipment. Same thing. So, right now, the current thought is that the
[38:02] cold mix is probably contaminated. Uh so, the the current conversation we're
[38:07] having with the contractor is to dig it all out. Um
[38:11] and we're going to put a little bit of
[38:14] gravel and then the coal mix again and and see where it goes from there. But
[38:18] yes, um we we definitely have that on the work plan. They did it, but it
[38:23] failed. So, and they're going to go back out there to dig it out and attempt the
[38:27] better repair. But I I really don't know about I don't know the talking about
[38:38] » what about right outside the IRC building where they
[38:44] » Yes, the bridge. Yes. Uh so we had that I had that conversation with the
[38:47] engineers um because it was part of that project. So they were working on the
[38:52] efficiencies to try to finish that off. Um
[38:57] the idea will be to have the concrete done first and then the and then the
[39:02] paving or the cold mix. I would say it's it's the same cold mix with material we
[39:05] have. We bought four truck loads last year. So if you failed with the small
[39:09] patch we just did. We need to figure out and see that we can actually use the
[39:13] material we have um before we then do a bigger a bigger repair. But in my my
[39:19] thoughts, I will probably go with the concrete sidewalk first um on that one
[39:24] for the bridge and then after afterwards we'll take a look at the the actual
[39:31] » contractor.
[39:36] The one in front of the church was really nice and it went 27 above and
[39:40] they laid the cold mix on and it was a little hot and then it rained torrential
[39:48] rains and it went a little soft. We got a leak somewhere there. It's as you see
[39:52] it's sinking again. >> Yeah.
[39:54] » I don't understand what's going on. Like really it was uh very solid, very set
[39:58] up. We'll strip it out again. um repack it and put a 2in lifted cold
[40:06] mix on it. Not sure if the contaminated cold mix is an issue. I think the heat
[40:11] had a bigger issue. It was 30 and above and it uh just brought the oils right to
[40:16] the top. Never seen that. So, I don't know if it's
[40:20] contaminated material or the new oil that they changed because of the vio
[40:24] stuff that's going on. I don't know. And the one at the church down there, I
[40:29] don't we'll go look at that. It is a dip is failing there too. So that could be a
[40:33] culprit issue again. And uh the one at the IRC I was waiting to hear if they're
[40:39] going to do the concrete and then we'll fix we graded up at the loaders a bit.
[40:44] But the one at the church is a big anomaly because it was 110%
[40:49] compactor. It's still failing right now. It's
[40:52] failing again. >> It stops going down. It almost seemed
[40:54] like it like once you had the top good for a day and it almost seemed like
[40:59] hours. We actually went through the collard again because we thought maybe
[41:02] separated but it's good. >> So we got
[41:08] the answer it out again and try it again. But it seems to me like the whole
[41:12] road sinking though. If you look at it, it used to be level. Now it looks like
[41:15] it's going like this. >> So
[41:19] I don't know course it again. Try it again and you guys can uh
[41:28] » that's frustrating. I mean, the good thing about it, it does slow traffic
[41:31] down. >> I I honestly think the heat was the
[41:33] biggest issue because it was so hot. It was really hot when we left it to set up
[41:37] and it just got worse.
[41:41] » I mean, I don't know much about it, but if you have it in weather temperature
[41:46] good, does it set better and then not feel in hot weather?
[41:49] » It's not as hot. It sets better. Yeah. Yeah. When it's hot, it brings up this
[41:54] I don't know if this new oil they got in there is really weird. We're used to
[41:57] cold mix being a little harder. This stuff's a lot softer.
[42:04] » So, does that like change the budget or does it increase the budget or what does
[42:09] that look like? Because whose fault is that?
[42:13] How does it work? >> So, that's it's not in the capital. This
[42:17] is not a capital project. It's in the O andM. Um, so we do have a budget line
[42:22] for gravel road repair and uh for road repairs generally. So that's where that
[42:28] would come out of. So they currently they worked three days out there right
[42:32] now to get that done and then if they so I I actually mentioned it to the
[42:37] contractor when I spoke to him on the weekend. I said we're going to have to
[42:40] account for the material that we've used and I mentioned it to the SEO as well.
[42:45] Um but he he did they did say we could potentially use that material for
[42:50] something else so it won't be waste uh in terms of that material but in terms
[42:55] of the actual work to get it done again we would have to speak to them and work
[42:59] out solution that works for everybody
[43:04] thanks Daniel any other council concerns >> you might want to stay there [laughter]
[43:11] » no I've heard there's certain rumors going on in the business community right
[43:15] now and I don't know enough about it I wanted to bring it and The first one is
[43:20] um there's an issue going on which we're doing
[43:24] as far as the material provided. So I had a detailed conversation with PS
[43:31] about this earlier today. Um the inventory was completed and
[43:36] everything was with all that was with all that was supplied. They wanted to
[43:40] start assembling and there was an issue with dimension. So um the
[43:49] so the dimension of the drawings that was sent to the contractor that supplied
[43:53] all the material asked for 6,000 mm right and that's what they supplied.
[43:59] Okay. >> So um when the contractor went to site
[44:04] it's about 5,000 it's about 600 mm short or off. So the drawings and the reality
[44:13] there's a basically this about 600 mm difference right? So uh and then we're
[44:18] just trying to work out okay so how do they build this structure it's going to
[44:21] be a little bit bigger than the existing foundation and what's the solution out
[44:24] there do we have to cut this material to fit or do we uh build something extra to
[44:32] make it fit at the size it's already been produced at. So, it's not uh
[44:36] there's no it's a breakout like every other
[44:41] construction. You get there, there's always something,
[44:44] you have an RFI, you deal with it, you move on. There's no issues. I wouldn't
[44:48] call it an issue. It's just like every other construction project we have out
[44:52] there. >> Yeah. Okay. No, that's clear on that. Um
[44:56] and and so the inventory was done and what was provided was spent.
[45:01] » Yeah. So then now the drawings come out and just something
[45:05] » yeah just yeah the dimension of that particular structural structural um
[45:09] member was a little bit off but the inventory was done by the contractor and
[45:14] the engineers in terms of all the materials that was provided and they
[45:17] were all happy but then they got to start building and then they noticed oh
[45:22] this this is 600 mm off and then we looked at I was here on Saturday I was
[45:27] here on Saturday I reviewed the drawing the shop drawing
[45:30] uh the the item list itself just look at where the error came from they provided
[45:35] what they were told to provide >> so where did the come from
[45:39] » the draw the drawings I I don't want to say the
[45:43] drawings but ultimately the dimension on the drawings uh was a little bit off
[45:48] that's >> so so the drawings were done by a
[45:52] » yes >> okay just to be clear 600 is here 60
[45:57] would be here right >> 600 mm is
[46:00] » yeah 600 mm >> is 2/3 of a meter.
[46:05] » Yeah, >> there's a thousand millimeters
[46:09] or 100 cm in a meter. >> So 600 millimeters would be
[46:15] » 2/3 of a meter. Yeah, >> not not this one. This one.
[46:20] » Yeah. Oh, this is okay. >> I just want to make clear that it was
[46:25] 600 and not six. Well, I guess in the end is the again the financials. What's
[46:31] going to happen? Yes, it's going to be RFI. Yes, you usually incur costs that
[46:38] come out and so I mean you got to just help if it's a
[46:44] big deal. If there's somebody down that ball or if you know what I mean,
[46:48] somebody could take some sort of of not blame but somebody's got to be
[46:56] costing the taxers a whole bunch of
[47:00] extra money then we don't just look the other way.
[47:03] Um I just want that slip though. People in the business community are talking
[47:09] right now. There's a couple of projects. Um, and I just want to say, look, before
[47:14] we do anything, let's just get the proper information.
[47:16] » Yeah. No, like I said, I was here on the weekend. I was here on Saturday. I
[47:19] discussed this in detail with the SEO earlier today. Um, printed out all the
[47:24] drawings, printed out all the shop drawings, all of that stuff. Sat down
[47:27] here trying to figure out where the miscommunication could have come from.
[47:32] Um, and it's just that I wasn't I mean, and that's not an excuse, but I wasn't
[47:36] here when the when this drawing was generated. This has been on the books
[47:40] four, five years ago. The drawings are already so I don't even know if the
[47:43] engineers may decide to visit or not. But the drawings were made. There was
[47:47] that dimension on the drawing and that was what was sent. That was what was
[47:51] standard >> and that was what the material was built
[47:54] to. >> So, but of course there's a little bit
[47:57] of a dimension error there. Um, we just need to figure out how to how to rectify
[48:03] that on site now that we're on site. It's construction.
[48:07] Daniel, can you by Wednesday let us know what the mitigation was on the 600
[48:13] millimeters and whether that is going to be an additional cost?
[48:16] » Right now the the I the last call I did I had before before the end of day today
[48:21] was with the contractor and he's currently thinking to just cut it. That
[48:24] that's the easier option to cut it and then they just have um a cold cold
[48:29] galvanized um cold galvanizing done on the cut edge.
[48:34] » Okay. and then he just installs it on on side. But yeah, we had discussed like
[48:38] three different options of how to which like I said it's
[48:42] » every construction project goes through RFIs and which like you guys are all
[48:47] aware of and and it's just a normal part of uh
[48:53] construction. Thank you.
[48:55] » Sorry if I can just so to clarify to answer your question,
[49:00] what was sent out in the tender and specs is what was delivered.
[49:04] » Yes. >> Correct.
[49:05] » Yes. >> Okay.
[49:07] » So hopefully that'll clarify. >> Yeah. No, I just there's a bridge
[49:10] somewhere. There's a gap somewhere in that. I mean, you know what I'm saying?
[49:14] And if it's not that big a deal, then that's just what I wanted to clarify by
[49:19] asking about it. If it's a minor inconvenience for the
[49:23] construction and there's money in the contingency, we'll also be it. But if
[49:27] it's a bigger deal and we're sugar coing it, then I don't
[49:32] this is actually I mean I showed I shared all the emails back and forth
[49:36] with the essay today um that was sent back and forth with the contractor with
[49:40] the engineers and all that. So um it's
[49:45] it's part of >> Okay, thanks Daniel.
[49:51] » Item number 13
[49:54] in camera item. We just need a motion to go to camera. Moved by councelor Romero,
[49:58] second by councelor Parent. All in favor?
