[3:40] ordinance or the amendment to it

[3:44] i a supervisor and parma township

[3:46] support the adoption

[3:51] we have on several occasions had our

[3:54] firefighters

[3:55] our rescue

[3:57] our police

[3:58] have a difficult time locating

[4:01] individuals

[4:03] that are in one case most recently that

[4:05] had been stabbed by a knife

[4:09] he lives on what we call west court but

[4:11] it's all addressed to michigan aves

[4:15] i personally got a phone call

[4:18] told the individuals where they could

[4:20] find him

[4:21] that's a concern

[4:25] i've heard it tossed about that it's

[4:27] going to cost too much

[4:29] what price do we put on someone's life

[4:33] what if it's your child

[4:34] your parent what if it's yourself

[4:39] i've read it

[4:41] i've discussed it

[4:45] ordinances are good in this respect

[4:48] keeping in mind it's a working tool

[4:51] and if there's a problem it can always

[4:53] come forward again

[4:55] for recognition

[4:57] and amendment again

[5:00] i have a lot of problems in parma

[5:02] township

[5:03] with

[5:04] the non-sequencing

[5:06] of numbers

[5:09] in a quarter of them in an eighth of a

[5:11] mile

[5:12] i jump from the 19 000 number to a 17

[5:17] 000 number

[5:20] that's very difficult

[5:23] my building inspectors have told me they

[5:26] have difficulty

[5:27] finding properties

[5:29] with this problem

[5:31] we have the ordinance that requires

[5:34] addressing for new properties

[5:39] that's not a problem

[5:41] but with the old problem or the old

[5:43] properties that don't have the numbers

[5:45] out

[5:47] and it's out of sequence

[5:50] that's where the problem is

[5:52] i have roads that aren't named

[5:55] they started out as a driveway

[5:57] now they may have three or four houses

[5:59] on it

[6:01] if you have three or four houses on a

[6:04] private access

[6:05] that's addressed to the primary road

[6:09] our local

[6:10] firefighters

[6:12] may know it

[6:13] but what if it's mutual aid

[6:17] i'm very concerned about health safety

[6:19] and welfare for the residents in parma

[6:22] township 30 seconds wendy and i want to

[6:24] come on board first

[6:28] to be a township that would be addressed

[7:02] i have read this in the street naming

[7:04] and addressing ordinance

[7:07] it is improved it is important to

[7:09] improve the system

[7:10] for public welfare

[7:12] but we need to look at all the all of

[7:14] the alternatives

[7:16] i mean how many streets are there

[7:19] the list was 52 pages and relatively

[7:21] small font

[7:23] which makes roughly 2 800 streets within

[7:25] the county

[7:26] 27 of the 35 streets in the village of

[7:29] brooklyn which amounts to roughly 77

[7:32] percent

[7:33] may be effective

[7:34] 108 in columbia township itself as well

[7:39] we're trying to solve a problem that we

[7:40] have with human air

[7:42] i can understand that i understand that

[7:44] the technology already exists at the

[7:46] county level

[7:47] now with what is called the advanced 911

[7:50] system

[7:52] perhaps better training would be a

[7:54] solution

[7:55] everything is recorded

[7:57] voice and data

[7:59] and where deficit deficiencies

[8:01] can be shown more training can be given

[8:05] my understanding is that the ambulance

[8:07] the hva

[8:08] does not have a problem going to the

[8:10] wrong place

[8:12] this alone

[8:13] by renaming all these streets

[8:15] still will not address

[8:17] the issue of human error

[8:20] out of towners i understand it's a

[8:21] problem because they don't know where

[8:22] they are well you can name the street

[8:23] anything you want and they still aren't

[8:25] going to know where they are

[8:26] so it will not solve that uh

[8:30] that problem the ordinance was

[8:32] written open interpretation

[8:34] and i believe that i do know some of the

[8:37] people who would sit on the advisory

[8:39] committee they're all good people and i

[8:41] trust their judgment but that's those

[8:43] who sit now what happens when it changes

[8:45] over

[8:47] we are presently part of the lrua

[8:50] and i'm sure everybody can understand

[8:52] what the

[8:53] with the sewer district and the

[8:54] contracts how open to interpretation has

[8:57] caused many problems

[8:59] in section 1a chapter 87 talks about

[9:02] civil infractions

[9:04] and when i read that

[9:06] i see nothing about misdemeanors but in

[9:08] your penalties misdemeanors can be given

[9:10] and it seems a bit draconian as far as

[9:12] the penalties

[9:15] in section six point a point four and

[9:17] six point b

[9:18] point seven the villages are not to be

[9:20] informed as all other government

[9:22] entities are as far as changes that will

[9:24] occur

[9:26] there's a burden to private citizens and

[9:28] businesses and government

[9:31] a few things for the citizens

[9:33] you have to change all your paperwork

[9:35] mortgages insurance anybody you do

[9:38] business with

[9:39] wills power of attorney even your church

[9:41] directory

[9:45] the businesses

[9:47] all advertising licensing state and

[9:50] federal your business cards contracts

[9:52] signages

[9:53] it's a very excessive burden

[9:56] as well as with government property

[9:58] descriptions assessing

[10:00] billing of water and sewer

[10:02] not to mention the cost that would be

[10:04] incurred by schools if they have to

[10:06] change theirs the navigation systems

[10:08] that we own in our cars and in garmin as

[10:10] well as onstar will be obsolete for

[10:12] several years to come

[10:15] this appears to be an unfunded mandate

[10:18] which i'm

[10:20] sure that

[10:21] no one appreciates having unfi unfunded

[10:23] mandates

[10:24] are there surplus funds

[10:26] what is the true cost

[10:28] and regardless of where the government

[10:30] funds do come from ultimately those

[10:33] government funds come from the taxpayers

[10:35] themselves

[10:36] i do understand parma township's

[10:38] situation she had many she had several

[10:42] points

[10:43] that i think are valid

[10:45] but it does not necessarily mean that we

[10:47] need to make wholesale changes instead

[10:49] of

[10:50] taking care of the problems individually

[11:47] safety that would be less expensive and

[11:50] less onerous on the people

[11:56] businesses will pay a huge price

[12:00] if their street name is changed

[12:03] in many ways

[12:05] i could go back to my own experience

[12:08] when i would lived in toledo ohio

[12:10] they considered changing the name of one

[12:13] of the streets

[12:15] and when they really looked into it the

[12:18] cost that it was going to cost their

[12:19] citizens and their businesses they

[12:21] dropped it

[12:23] because it's an exorbitant

[12:25] cost

[12:26] now some of the things in the ordinance

[12:29] i think are good

[12:31] renumbering when there's a problem those

[12:33] types of things but the whole sale

[12:35] changing

[12:36] of names

[12:38] would be very expensive and it would

[12:40] take a toll on the people

[12:43] of jackson county

[13:13] for nearly 30 years

[13:14] my address is listed on innumerable

[13:17] websites that are national

[13:19] i am also tied in with different cell

[13:21] phone companies and things like that

[13:24] in our community i'm on main street if

[13:26] these changes are made

[13:28] 30 years of my my business cards my

[13:31] letter had

[13:32] my customers and everything else could

[13:34] go by the wayside it would be an

[13:36] astronomical expense for me as a

[13:38] business person to have to redo

[13:39] everything associated with my business

[13:42] so from both sides there the government

[13:43] side and the business owner side

[13:46] please not the way it's written and the

[13:48] way it stands thank you

[14:53] your phone is somewhere that you don't

[14:54] know where it is it can tell you exactly

[14:58] available the technology is is there

[15:06] putting such a huge burden on residents

[23:06] probably a majority that do not support

[23:08] it i do agree that safety should be the

[23:10] primary issue but there are other things

[23:12] that can be done to assure accuracy and

[23:14] therefore safety that includes training

[23:17] expanded use of gps and other technology

[23:21] i think the original plan for the street

[23:23] addressing ordinance was to only bring

[23:25] forth changes brought by local

[23:27] government to the board of commissioners

[23:29] and that may be a happy middle ground

[23:32] that we could still work towards

[23:34] i also am disappointed that

[23:38] the city was exempted from the ordinance

[23:41] i think that just opens up a larger can

[23:43] of worms

[23:44] with a number of streets in the city

[23:46] that would be duplicated outside or are

[23:48] duplicated outside the city and i

[23:50] understand they couldn't do it but it

[23:52] doesn't mean we have to like that

[23:55] the cost issue has been raised it's not

[23:56] just the physical cost of changing signs

[23:58] but stationary

[24:00] and so many other things mentioned by

[24:02] the previous speakers during public

[24:04] comment

[24:05] i also heard an issue raised last night

[24:07] about filings with a register of deeds

[24:09] office that

[24:10] apparently used what's called a common

[24:12] address i don't know what this would do

[24:14] to that if some of those changed

[24:17] by this there's also as i recall not

[24:20] an appeal

[24:21] for decisions by the committee to the

[24:23] board of commissioners in the current

[24:24] version that might be something easy to

[24:26] fix but it's something that i don't

[24:28] think is in there i've also heard the

[24:30] comments that

[24:32] the committee would be reasonable jb

[24:34] mentioned that he trusted the people on

[24:36] the committee so do i

[24:38] but reasonable really is a matter of

[24:40] opinion and interpretation

[24:42] and

[24:43] i think really if if there's a law which

[24:45] this would be that is written

[24:47] people expect laws that are written to

[24:49] be followed and enforced

[24:51] and to write them without the that

[24:53] expectation is in my opinion stupid and

[24:56] a waste of time

[24:58] uh i also note that there's a mandatory

[25:00] requirement for every address in the

[25:02] county to be posted

[25:05] is it realistic to really

[25:07] expect that we're going to go after that

[25:08] and enforce that at the risk of

[25:10] prosecution

[25:11] and i will lastly say that i do strongly

[25:13] support

[25:16] the ideas

[25:17] behind this ordinance from this point

[25:20] moving forward

[25:22] but not retroactively and not to cause

[25:25] a bunch of changes to street names thank

[25:47] public safety aspect of this

[25:56] i i support the uh

[25:59] the issue of public safety

[26:09] to correct some of the problems probably

[26:11] not all a lot of it some of the issues

[26:13] we've had has been

[26:15] uh

[26:17] just uh human error

[26:19] and uh

[26:20] this could be could have to be spoken to

[26:22] with greater training but we don't have

[26:25] any perfect humans

[26:27] and i'd like to preface what i say with

[26:29] the fact that it's a difficult job this

[26:32] addressing

[26:33] and street naming ordinance it's a

[26:36] thankless job and and no disrespect to

[26:38] the people

[26:39] sat on the committee

[26:41] but i just don't feel that

[26:44] this is

[26:47] there's too much left to interpretation

[26:50] here and and like

[26:52] the

[26:53] president from the village of brooklyn

[26:55] said

[26:57] i trust the people's on the board right

[26:58] now

[26:59] to make the right decisions on on these

[27:02] issues

[27:03] but there's too

[27:04] much that isn't written into the

[27:07] ordinance

[27:08] options such as

[27:11] not changing the street name but

[27:13] changing the addresses from three digit

[27:15] addresses to four digit addresses and

[27:18] leaving the names the same

[27:21] i'm told that's an option

[27:23] however it's it doesn't say anywhere in

[27:25] the ordinance that that is an option

[27:28] so

[27:29] while the board

[27:30] the addressing board

[27:33] may be

[27:35] workable on these issues such as giving

[27:38] you an option to do that

[27:40] that's the current board

[27:42] the next board may say

[27:44] nowhere in the ordinance does it say

[27:46] you're allowed to do this so

[27:49] it's a difficult issue i understand that

[27:53] but there's a huge economic impact for

[27:56] the people i represent in district four

[27:59] and probably every area of the county

[28:02] and

[28:04] at this point in time i can't support

[28:06] this ordinance as written

[28:08] going forward i'd certainly

[28:10] not allow any duplicate names street

[28:13] names

[28:15] this duplicate sounding spree street

[28:17] names or duplicating addresses but

[28:20] if i go backwards and correct

[28:23] the many years of uh

[28:26] addressing and street naming we've done

[28:27] i can't support going back on that thank

[28:30] you mr chair first of all i'd like

[28:35] to publicly acknowledge uh what the

[28:38] committee consists of

[28:40] the original adoption by the board of

[28:44] commission for street naming and address

[28:46] ordinance

[28:48] placed on this committee on the original

[28:51] committee

[28:53] the following individuals

[28:57] two copies here

[29:04] again going back to 2006.

[29:09] the committee will consist of the

[29:10] following individuals a jackson county

[29:12] commissioner

[29:13] county clerk road commissioner

[29:16] representative from the u.s postal

[29:22] jackson county gis and the affected

[29:25] governmental unit

[29:27] the new ordinance the new proposed

[29:29] revised ordinance

[29:31] has everything

[29:33] again similar with the exception of

[29:36] adding

[29:38] the chair of the jackson county township

[29:40] supervisor association so again serving

[29:44] on this committee would be

[29:45] one county commissioner county clerk

[29:48] register of deed

[29:50] representative from the township

[29:52] supervisors association

[29:54] a county jdot employee

[29:57] u.s postal service 911 central dispatch

[30:00] and county gis coordinator so

[30:02] understanding that's the committee

[30:05] those are the individuals that are going

[30:06] to review any issues that come up

[30:09] if issues come up and that knowledgeable

[30:12] and informed committee

[30:15] make decisions that constituents believe

[30:18] are not in their best interest

[30:21] i have the utmost respect for all of

[30:23] those of you that live on main street in

[30:26] jackson county or michigan avenue or

[30:29] jackson street

[31:03] is in place right now so i think we can

[31:05] all agree i think we need to find some

[31:08] common ground here

[31:10] we know that modifications need to be

[31:14] what are the modifications that this

[31:16] board would like to see

[31:18] what places can we move forward with

[31:21] do we see that

[31:25] addresses that are out of sequence are

[31:27] our priority

[31:29] do we see that private roads that have

[31:32] the same name as the road that they are

[31:34] coming off of are a priority

[31:37] again that is the information that i

[31:39] believe the committee would like to see

[31:41] and have and

[31:42] easily could move forward with in a

[31:45] collaborative manner

[31:50] commercial

[31:52] um

[31:54] to address one issue you can't put every

[31:56] single scenario that might arise in an

[32:00] ordinance

[32:01] i mean you can't you can't think of them

[32:04] and you can't put them in there because

[32:06] once you put them in there

[32:07] you have no choice but to absolutely

[32:10] follow that you have to have some

[32:12] flexibility to make the thing functional

[32:18] the the numbering sequence

[32:26] fedex trucks and ups trucks running up

[32:28] and down the road trying to find people

[32:31] i mean they pull into our yard all the

[32:32] time wanting to know how where the next

[32:36] next door neighbor is that's two miles

[32:38] down the road when the numbers start

[32:39] over again i mean you get there's common

[32:41] sense things that need to be taken care

[32:45] some of the things i heard tonight might

[32:52] and maybe it wasn't thought of before

[32:54] maybe businesses

[32:57] need to be handled differently than

[32:59] residences

[33:07] more well known to

[33:09] the delivery people and the ones

[33:11] providing services than

[33:13] some of the individuals

[33:18] live on a private road that doesn't have

[33:20] a name

[34:30] they didn't want anything to do with it

[34:32] they screwed it up it didn't work

[34:37] county puts together an ordinance

[34:40] the townships have the responsibility to

[34:44] deal with the addresses streets

[34:48] except for a couple exceptions

[34:51] the scope of work was not completed

[34:55] now

[34:56] jackson county from my perspective

[35:03] not only

[35:05] is obligated to do this

[35:07] but if we're going to follow our

[35:09] strategic priorities

[35:11] and public safety being number two has

[35:14] been number one for years

[35:16] if we're truly gonna follow

[35:18] that as a strategic priority

[35:20] then that's what we need to do

[35:23] anybody that's been out there as a

[35:25] police officer anybody that's been out

[35:26] there on a campaign trail anybody's been

[35:28] better first responder anybody that's

[35:30] just went into a neighborhood to find an

[35:33] address

[35:36] many many times you can't find it

[35:39] and i realize there's technology down

[35:41] the road there's this and that

[35:44] but the fact is

[35:46] this is a responsibility that's been put

[35:48] on but in our labs because the work

[35:50] wasn't done before

[37:44] know all the names

[37:45] it's gonna be a big learning curve to

[37:49] erase that out of your mind

[37:52] and go to the newly changed name

[37:55] and

[37:56] i could see a lot of uh

[37:58] emergency dispatch calls

[38:01] going in the wrong direction because

[38:02] that's where the road used to be and uh

[38:06] i say we gotta

[38:08] work more towards the technology end of

[38:10] it

[38:10] and try to eliminate the human error

[38:12] because this will open the window to

[38:15] probably

[38:16] several years of human error until

[38:18] google map maps and such catch up with

[38:21] uh

[38:22] with the times

[38:23] and then the street changes

[39:07] fcc has not mandated that it's the

[39:10] actual location and will not come 2018

[39:14] it will give more information closer to

[39:16] it but i think that's a critical

[39:18] question here we need to ask so we're

[39:21] picking up the phone and we're calling

[39:22] 9-1-1 on our cell phone can we make the

[39:24] assumption that they know where we're at

[39:26] based on where i'm at with my cell tower

[39:29] because that to me is a critical piece

[39:31] of information that we would need to

[39:32] have so i would like clarification on

[39:45] up-to-date equipment on it

[39:53] questions and i'll read a

[39:55] very brief portion of it it says we also

[39:57] provide peace apps public safety

[39:59] answering points

[40:00] with what's known as enhanced 911 or

[40:03] e911 service

[40:05] where psaps have upgraded their

[40:07] equipment

[40:08] e911 automatically provides call takers

[40:11] with the mobile phone number the cell

[40:13] site and sector and the estimated

[40:16] latitude and longitude

[40:18] location of the 9-1-1 caller if the psap

[40:22] is capable of receiving it i have to

[40:24] believe that ours is when i drilled down

[40:27] a little further in the comments to see

[40:28] how close it was

[40:30] it estimated between 50 and 150 meters

[40:34] 50 meters being 164 feet

[40:37] i would think that's close enough to

[40:38] figure out where somebody's at

[40:40] and that's off the verizon website
