[3:55] joint county purchase on a soil
[3:57] stabilizer. Um so machine if you recall
[4:02] it's probably been a couple years ago up
[4:04] on 243rd
[4:06] Avenue up by the debut county line um
[4:09] where our department rented a soil
[4:12] stabilizing machine that injected base
[4:14] one. It milled up the existing pavement,
[4:15] mixed milled to a sufficient depth that
[4:18] got through the pavement and existing
[4:20] rock, mixed it, made it one homogeneous
[4:22] material, injected base one to stabilize
[4:24] it, and then reput an asphalt surface on
[4:26] top. Um, it's that same machine. Um,
[4:31] there's sounds like there's a potential
[4:32] for eight counties should step back.
[4:35] That machine at that time was just
[4:36] rented. Um, other counties were renting
[4:39] it. It was a machine from Oklahoma. um
[4:42] and just rented it at a I think it used
[4:44] it for a week and a half. Um
[4:48] other counties that rented it at that
[4:50] time, they continually rent it year
[4:51] after year after year. So there was
[4:53] enough discussion that they look are
[4:55] looking at joint purchasing one where
[4:58] the counties collectively would own it.
[5:01] Um so right now it's about eight
[5:05] counties that would including we would
[5:07] be included in that eight pending
[5:08] today's discussion I should say um to
[5:10] jointly purchase a 2019 Wiler soil
[5:14] stabilizer so we can have reliable
[5:17] access for its use because I would have
[5:20] I do have other roads in mind that could
[5:21] do this same application. Um,
[5:25] and rather than there it's not just one
[5:28] road, there's multiple. And with that,
[5:30] like
[5:32] uh to have a contractor mill one mile of
[5:35] road is approximately around $90,000.
[5:39] If this machine with eight counties
[5:41] would cost us as Jackson County about
[5:43] $24,000. Well, obviously that's
[5:45] significantly less than 90,000. Um, our
[5:48] crews would be doing that work. And then
[5:50] also we would have it for future use. So
[5:53] instead instead of spending 90,000 for a
[5:55] one to have a contractor perform a
[5:56] one-time service on one road 24 would be
[6:00] for our use yearly. Um

[7:13] agreement to say, I use it for an hour

[7:20] whatever it may be. I mean, I'm sure
[7:22] there's different applications to where
[7:23] it sounds a little tougher. So, this
[7:25] kind of machine to me takes a fair
[7:27] amount of maintenance.

[7:29] don't have the details on that yet
[7:31] because the counties are still working
[7:32] on a 28 agreement for it. But as far as
[7:36] the purchase, they would split

[7:44] I'm not 100% sure how that um would go

[8:31] discussion we should probably end it
[8:32] there because then how to facilitate any
[8:34] more use for it wouldn't all lot enough
[8:36] time for the summer time of the year for

[10:34] gone. How do we we going to be able to
[10:36] get our money out of it someday or is it
[10:38] just going to disappear and we just let

[10:58] it costs money to resurface or to put
[10:59] the actual asphalt surface over top,
[11:01] too. So, I I don't think it ever makes
[11:04] sense for a machine like this to for a
[11:06] county to sold.

[11:46] fully reconstruct the thing. Well, and
[11:47] not only that, you're taking your guys
[11:49] to do this. So, that's going to take
[11:51] them away from our other projects we're
[11:54] trying to get done and they don't, you
[11:58] know, they're doing a lot of stuff right
[11:59] now that maybe some things are
[12:03] getting shifted and not and we would not
[12:06] use it this year anymore. I mean, we
[12:07] wouldn't I don't foresee us using it at
[12:10] best next year because we'd have to plan
[12:12] this stuff out. And I guess I would like
[12:14] to believe by time that this would fully
[12:17] come to fruition and use for everybody
[12:20] that we would at least have our first
[12:21] cycle of reclaim done because for the
[12:24] most part the crews have been really
[12:25] good about maintaining that crown. So I
[12:28] it's my hope that when we get to the
[12:30] second cycle that it's not as labor
[12:33] intensive for our heart like it maybe
[12:35] some of them don't even need the
[12:36] retriever. Maybe it's just taking their
[12:37] mold board in the early parts of the
[12:38] year just bringing that material in
[12:40] because they've been really good. We've
[12:41] been stressing them that there's reasons
[12:43] for maintaining the crown, but um
[12:45] ultimately if it's not if the reclaim
[12:48] isn't as labor intensive, that should
[12:50] free up some guys to do stuff like this.
[12:52] Um I'll probably sign the guys up for a
[12:55] lot of stuff. But
[12:57] >> I had the opportunity to talk to some of
[12:58] your counterpart engineers out at last
[13:00] week and uh they were kind of filling me
[13:03] in about this machine and stuff and I
[13:04] thought, well, you know, sounds like a
[13:06] good deal. when when the information you
[13:08] sent us, it showed the machine and maybe
[13:11] a tow machine. Does that tow machine
[13:12] come with it or is this something we
[13:14] have to pull with one of

[13:18] rented that with that machine that time
[13:19] from Washington County and Clinton
[13:21] County own water trucks because they

[13:39] not have their own dump truck set up

[16:56] projects. Bernard Road. We're nearing
[16:57] the end. Bernard Road over. We're
[16:59] nearing the end of that. Um, just
[17:01] working on some final things to the
[17:03] contractor as far as sealing the center
[17:05] line cracks. Uh, they got to have their
[17:07] smoothness test done on it to know if
[17:09] there's any grind areas or panels of
[17:11] replacement. There's maybe one spot that
[17:13] does, but we're work through the final
[17:15] steps of that. So, we're nearing the
[17:16] end. Um,
[17:19] Chennorth Bridge, they are planning to
[17:22] tentatively right now to pour the deck
[17:23] either Thursday or Friday of next week.
[17:26] So
[17:29] it'll be for as long as that bridge is,
[17:31] they're going to plan to do it as one
[17:32] floor. So it'll probably be two hump
[17:34] trucks on each end of the bridge. And um

[17:43] The weird part is it's not or shouldn't
[17:45] say weird but uh
[17:48] so our Z-15 bridge um has just a little
[17:52] more concrete on its deck than what the

[17:57] because the channel bridge is a beam
[17:59] bridge. So the beams are act as you know
[18:03] a super structure itself. So it's just
[18:04] an 8 inch deck on it. Our Z-15 bridge
[18:07] has no beams because it's considered a
[18:08] slat bridge. So, it's a lot thicker deck
[18:10] cuz the deck is also acting as the super
[18:12] structure. So, I think the deck on the
[18:14] Z15 rig is close to 2 ft thick. So, and
[18:17] that was 110 ft long. So, um it is
[18:20] table, but they're going to have to have
[18:22] it would be allowed if they wanted to do
[18:23] it two different pores, but I mean they
[18:26] have the crews there and equipment. It
[18:27] seems they're going to try to do it as
[18:28] one pour, but I most likely would mean
[18:31] pump trucks on each side of the bridge
[18:33] unless they get a pump truck to where
[18:34] they hold the beams and where they had a
[18:36] crane set towards the river. um set the
[18:38] pump truck down there where where it can
[18:39] reach essentially both from end end of
[18:41] the bridge. But yes, we're planning a
[18:43] one pour uh either Thursday or Friday of
[18:45] next week.

[18:50] open back up.

[18:54] our last bridge of the year to be built
[18:56] will be the one on 17th Street over uh
[18:58] east of Miles. Um our contractor is

[19:03] end of September to start that one. So
[19:05] well actually by the week of the 21st
[19:07] tentatively right now. So only a few
[19:09] weeks away from beginning that one and
[19:12] that'll be our last bridge for this
[19:13] construction season.

[19:16] hear back from the federal government on
[19:17] those two bridges that joint application
[19:20] >> hopefully sometime the plan or in the
[19:22] notice of funding agreement it was
[19:23] stated that uh in by the end of
[19:26] September is when they were expected to
[19:28] have an announcement on our
[19:29] determination. So I'm very hopeful
[19:31] sometime this month unless they delay
[19:34] things but in their no foss by the end
[19:36] of this month we would have a
[19:38] determination whether or not on the
[19:40] awards or who was award and who wasn't.
[19:41] So uh fingers crossed
[19:44] >> because that'll really get things uh
[19:45] clicking.

[19:47] wound up here even if the deck is poured
[19:49] on China to understand we got guard rail
[19:51] and approaches and all that kind of
[19:52] stuff. It's got to be open in

[19:59] on each side of the bridge with it being
[20:01] 300 foot long. It's 300 some feet on one

[20:08] also. As you come off on the approach,
[20:10] gravel approaches, there's guardrail. Um
[20:12] there's final earth work and rip wrap to
[20:14] be placed yet. Um and then all the
[20:17] restoration work. So, and then rocking
[20:19] of the gravel road of 82nd on both
[20:20] sides. So yes, there is fair amount of
[20:23] work, but I'd like to believe the bulk
[20:25] of it will be taken care of after this

[22:46] we met with them earlier this spring to
[22:49] kind of talk about the issues that we
[22:51] were having. Um
[22:53] and nothing was really done since then.
[22:55] Um I mean, they did go in and kind of
[22:57] try to rework some of our applications,
[23:00] but we're still just not seeing some of
[23:02] the things that they had promised us
[23:04] previously, like some upgrades and
[23:06] things like that.
[23:08] um even with the rework on the
[23:09] applications that they've done, we don't
[23:11] we still don't see an improvement. Um
[23:15] and they were supposed to follow up with
[23:16] us at one point but shortly after our
[23:19] meeting within like a week or two and
[23:21] that never happened.
[23:23] So anyway, um we're just kind of getting
[23:25] to that point where it's just not
[23:27] working for us. It's not working for us.
[23:29] It's not working for the residents.
[23:31] We're still getting complaints from the
[23:32] residents of the county um on the
[23:34] application processes. So, nothing
[23:37] against GIO, it's just not working for
[23:39] us. Um, Govwell is a company that we've
[23:42] been talking to for over a year now. Um,
[23:46] they are a company that was actually
[23:50] created by um, a county employee and
[23:52] their um, and son who's a contractor.
[23:56] Um, it's a very userfriendly program um,
[24:00] unlike our geo permitting system. So, it
[24:03] allows for paper applications,
[24:05] electronic application. It can all kind
[24:07] of go into one. It's got some really
[24:10] good AI tools that are useful not only
[24:13] for the residents doing applications,
[24:15] but also for our offices being one
[24:18] person departments. Um, so people can go
[24:20] on and do like a presubmitt of their
[24:23] application and use their tool to see if
[24:25] what they're submitting is actually
[24:27] going to be approved. Um, so it's just
[24:30] got a lot of really great things. And
[24:32] Becca, I don't know if you want to say
[24:34] anything more than that.
[24:36] >> Um, one of the features that I really
[24:38] like about it is you can go in and see
[24:41] what has what permits have been taken
[24:43] out on your property. Even after you've
[24:46] bought the property, you can see what
[24:48] has been done. So, it's the tracking
[24:51] features are really nice.
[24:52] >> Yeah. So, there's a lot of flagging and
[24:54] tracking features. Um like currently we
[24:58] have an issue where people are going in
[24:59] and for one application they might have
[25:01] like seven or eight applications going
[25:04] because they go they can't find their
[25:05] application that they started. Um it's
[25:08] just difficult for them to submit
[25:10] documents. Um it's difficult for us to
[25:13] help somebody that maybe doesn't have
[25:15] you know email or internet. It's
[25:17] difficult for us to put that all in
[25:19] there. So this is just going to be
[25:20] better for everybody I think all around.
[25:22] Um, so the gov well it would cover my it
[25:26] could cover any department potentially.
[25:28] Um, but currently it would just be my
[25:31] office, environmental health, Becca's
[25:33] office zoning and then our county
[25:34] engineers department.
[25:37] Um, they are talking about three months
[25:40] per application to build out. So we
[25:42] would be looking at sometime in March or
[25:44] April to be able to roll the
[25:46] applications out. Um, they said we could
[25:48] roll them out individually, but we
[25:50] decided that it's best to do them all at
[25:52] once instead of having two different
[25:54] types of companies out there with
[25:56] applications on the web. Be too
[25:58] confusing for people. Um, our contract
[26:01] with GEO goes until July of next year.
[26:04] We have not talked to them yet about
[26:06] what we're planning on doing, but
[26:10] um, we did talk to the county, excuse
[26:12] me, county attorney's office to see, you
[26:14] know, about ending contracts and things
[26:16] like that. Um, so we do have some
[26:18] options, but I would say personally that
[26:20] I think we should just leave our
[26:22] contract with GIO because we don't know
[26:24] for sure when these applications will be
[26:26] completed. So I don't feel comfortable
[26:28] at this point setting a date saying that
[26:30] yes, we'll end go on, you know, April
[26:34] 1st because we don't know for sure that
[26:36] our applications with Gov Well will be
[26:38] completed yet.
[26:41] Um, price-wise, it's very similar in
[26:44] price. um we get locked in for two years
[26:46] if we sign this contract, so there will
[26:48] be no increase. Um I do know that GIO
[26:51] has been doing an annual increase. Um
[26:53] and we're just not seeing any changes in
[26:56] the product. So I'm not sure why they're giving that increase to us, but
[27:01] um so we'd be locked in and then see

[27:11] believe the geo was 24,000

[29:20] is it's going to pull all of our

[29:30] the county prior to paying for the
[29:32] application is something that would be
[29:33] approved. So, it's going to say, "Oh,
[29:35] wait. You submit you're planning on
[29:37] submitting this, but it's not going to
[29:39] meet the setback." So, it's going to
[29:41] just be a tool for people to use because
[29:42] like right now one of the biggest things
[29:44] that we're running across is we have a
[29:46] huge amount of people coming into our
[29:48] offices multiple times like one
[29:50] individual multiple times saying will
[29:53] you approve this will you approve that
[29:56] and the reason they're doing that
[29:57] because they don't want to pay for the
[29:59] application without knowing if it's
[30:01] something we're going to approve but
[30:02] it's extremely time consuming for us. I
[30:05] think maybe the zoning office gets the
[30:07] brunt of it, but um this is a great tool
[30:10] because they can use that instead of
[30:12] coming into Becca's office, you know,
[30:15] eight, nine, 10 times within a year
[30:17] before submitting an application. So,
[30:19] it's just going to save us a lot of time
[30:22] and money in the long run.
[30:23] >> Well, I would agree. And, you know,
[30:25] somehow I'm going to go back to Beorn
[30:26] maybe, you know, with some of this AI
[30:28] stuff that uh it's just you have to be
[30:30] really careful about information that
[30:33] you're putting in there.

[32:12] because I don't know all the other
[32:15] administrators. So I'm not dissing
[32:17] anybody that way. All I got to say,
[32:19] >> it makes me very nervous this being
[32:22] >> the only one in Iowa.

[32:53] down at that point and look at any other

[32:57] product and I did stand behind her on
[33:00] that cuz I do know that we needed
[33:02] something.
[33:04] Um, but yeah, I mean to answer your
[33:06] question, I don't know why it has not
[33:08] been working for us, but we did sit back
[33:11] and try to be very hard working with Gio
[33:14] to make it work. I mean, otherwise when
[33:16] we had had that meeting with them back
[33:17] in the spring, you know, we would have
[33:19] just said, "No, we're not going to do
[33:20] it." But I I don't know if Bujorn can
[33:23] testify to the fact that like I have
[33:25] worked really hard with them on our
[33:27] applications trying to just, you know,
[33:29] boost them up and make them better. He's
[33:31] been copied on every single email. So, I
[33:34] mean, there has been that we're not we
[33:36] haven't just sat back and just done
[33:38] nothing and said, "Oh, it's not
[33:39] working." Like, we've really tried to
[33:41] do.
[33:42] >> The only thing I have left is the fact
[33:44] that um all things are changing. Let's
[33:46] not get that.
[33:48] >> Couple years ago, we went geo
[33:50] permitting, trying to get things on the
[33:51] line, being user friendly, people that
[33:53] didn't always have to come in. Seemed
[33:56] like it's not working.
[33:58] County engineers not using it. Zoning's
[34:01] have a problem. You guys have problem.
[34:02] We tried working. That's fine. This
[34:06] I don't want to go through this every
[34:08] two years.

[34:12] inevitable, change is frustrating,
[34:14] especially for our demographic of people
[34:16] in the county. And so, we can't
[34:19] continually keep changing over. So, we
[34:22] need to make sure this is the right

[34:26] right answer, we need to go with it and
[34:28] stick with it for a while because two
[34:30] years is very hard to kind of grasp
[34:33] software especially when most of your
[34:34] users look at it once every decade.

[34:57] this your full-time job. But I know we
[35:00] don't want to

[35:13] the conferences and other uh question

[35:19] County is ahead of the ball game in a

[35:52] and I think there's some conversation to

[36:13] need to look like and then sit down with
[36:15] Govwell and see if we can work something

[38:04] knowing an exact date when go well would

[45:51] west side on the east side of town over
[45:53] by the school. Um, it was recommended to
[45:56] do so. So, it was brought to the RPA to
[45:59] proceed with actually acting on the
[46:01] recommendation of the study and
[46:03] proceeding with it. So, that was that
[46:05] was brought to the table and they went
[46:07] ahead with that. So, um, we had our
[46:10] first

[46:33] with our former uh uh coordinator and
[46:37] she got them kind of running. It appears
[46:39] to be seamless and she has a lot of
[46:41] other ideas that she's going to run
[46:43] with. So, uh it'll be interesting to see
[46:45] where we go, but uh it seems like we're
[46:47] off to a good start with our new
[46:49] coordinator. So, that's a that's a good
[46:51] thing.

[46:55] we do have a hopefully wrapping up our
[46:58] final CEO meeting for the Mississippi
[47:01] Valley Workforce Development Board. We
[47:04] have to clear up an invoice thing and
[47:06] then we will be completely transitioning
[47:08] to the Eastern Iowa Workforce
[47:10] Development Board, which is now the 21
[47:14] extra counties involved. So that
