[3:30]
All
[3:45]
right, you are live and unmuted.
[4:21]
You have a
[4:41]
I guess we'll call this to order. Um,
the minutes of the previous meeting were
[4:46]
exeminated. You guys had a chance to
look at them.
[4:54]
I'll move that we accepting the second
to approve the B as constituted. All in
[5:00]
favor?
Motion carries.
[5:04]
» Turn off one of the microphones.
[5:28]
speaker on
[5:34]
that
better. There we go.
[5:39]
Okay.
First item on the agenda is to discuss
[5:43]
HVAC permits. That you, John? Yep. Okay,
go for it.
[5:47]
» Um, so with the HVAC program, uh, June
1st we took over the HVAC permits for
[5:55]
the city of Rick. Um, I was
waiting to do the other cities, the city
[6:05]
of Manan and the city of Lewis built,
um, until we had a plumbing and
[6:11]
electrical inspector. So, I only had to
go to him once. Um
[6:16]
that's proving to be a little bit more
difficult. So uh in the next couple
[6:22]
months I'll probably go to Man and
Lewisville and see if we can start doing
[6:27]
just their HVAC.
[6:32]
That's all I have with the Hback. So
you're trying to just do the county
[6:39]
cities that do very good guys.
Yeah. So, we do the we do the building
[6:47]
permits already for the city of Ricky,
Mananda, and Norless.
[6:52]
Um, and then we have Brian as our HVAC
inspector. So, we started those in the
[6:59]
county in January. And then we started
the city of Riby HVAC inspections June
[7:05]
1st. Um, and then I was waiting until we
found an electrical and plumbing
[7:11]
inspector to go to Man Lewisville. Um,
but since we've had some trouble finding
[7:18]
those inspectors, then I'll probably
just go to those cities and and see if
[7:22]
we can at least start HVAC.
[7:28]
» How's it going with that? You just had
that many years.
[7:32]
» Yeah. Yeah, we Yeah. being June 1st,
we've had quite a few applications
[7:39]
um for city or HVAC permits and they've
been just like alone in the county. So,
[7:46]
it's gone very smooth.
>> Okay, good. Any other questions,
[7:51]
comments?
And Okay, item number three, discuss
[7:56]
your electrical and plumbing programs.
Yeah. So, the electrical and plumbing
[8:02]
program, um, originally with that idea
to have those inspectors,
[8:11]
we
wanted to do it on a contract basis. Um,
[8:16]
so we had PQFS posted for two months.
Um, and we have two coming applications,
[8:25]
but it would be we learned that it would
be really expensive um for us and
[8:32]
homeowners and contractors to do it on a
contract basis. Um, the permit fees
[8:40]
would have to be a lot higher than what
the state is um to be able to afford
[8:45]
those inspectors um and pay them what
they want. And so we posted
[8:51]
um as part-time employees um to we
posted those in June uh to be a
[9:00]
part-time employee to do electrical and
plumbing inspections um for residential
[9:06]
and commercial and then their plan
reviews. Um we haven't had any
[9:10]
applications with those yet. Um, so if
you guys know anybody,
[9:17]
» so so if I could jump in kind what kind
of what's unique about this situation
[9:25]
experience in other states and maybe
[9:36]
is is the permits are all individual,
right? We have the building permit. We
[9:41]
have the HVAC electrical plumbing. I
mean, if we were going to do all those
[9:46]
inspections and we grouped all of those
into one permit process and one permit
[9:50]
application, I mean, what does that
require? Is that anybody else do that?
[9:56]
Probably not because of the state,
right? I think it would be a lot nicer.
[10:01]
» Yeah, it' be a lot cleaner for sure.
>> Jerich get a building permit.
[10:05]
» Yeah. He turns into one application and
it covers all of those things.
[10:09]
So we might be able to pull off an
electrical and plumbing inspection
[10:13]
program if we were to group those
together.
[10:15]
» Yeah.
>> Were they trying to do it by contract
[10:18]
basis per individual inspection $100 or
something that they wanted or is that
[10:25]
what they kind of proposed that number
$100 of inspection?
[10:28]
» Yeah, that's what I heard from the other
ones that do it on contract basis was
[10:32]
that they want 100 bucks of inspection.
I mean, which makes sense when they're
[10:36]
paying for their own vehicles and their
own insurance and shorter things. Yeah.
[10:41]
» Yeah.
>> I mean, yeah. You're going to be through
[10:43]
an hour. You leave what you're doing.
>> Exactly.
[10:48]
» And then you follow up and everything
else. You got to do whatever it is. But
[10:52]
yeah, I thought it was $100 for
everyone.
[10:55]
» Yeah.
>> So, we we looked at some trying to find
[10:59]
certain folks to do it to come on as
employees.
[11:03]
we haven't got the committees.
>> What's what's also unique is that um I I
[11:10]
don't remember the name who was
proposing the bill at the state level,
[11:14]
but um somebody was working on a bill to
eliminate state inspections completely
[11:22]
um by the year 2029 or 2030. um which
would put a lot of strain on the local
[11:33]
and smaller departments like ours and
the smaller cities to be able to go and
[11:39]
find those inspectors to be able to do
that if they eliminate the state doing
[11:45]
those inspections.
Um,
[11:48]
so I'd really like to get ahead of that
so we're not scrambling at the last
[11:53]
moment if they're if they do end up
eliminating them. Um, we have some time
[11:59]
to start those programs and find those
inspectors.
[12:03]
» So if they eliminate them, I mean, it
probably would not say that, oh, we're
[12:08]
going to kick more money for the county
because we've eliminated a service that
[12:12]
we provide,
>> right?
[12:13]
» But now you're going to pick it up and
go. And in addition, we're going to
[12:17]
limit how much you can charge for, you
know, property tax. So,
[12:21]
» yeah. Okay.
[12:25]
» What what's really interesting about
that is the um the plumbing and
[12:30]
electrical will have to be dirty in the
state to do those inspections. Um would
[12:36]
they would they remove state
requirements if they remove the ability
[12:40]
to provide the inspection? I have tried
to I mean that makes sense to me if they
[12:45]
say we're not going to do it anymore and
don't tell us how to do it.
[12:49]
» Yeah. I've tried to reach out um to
different people that
[12:54]
know who's presenting that bill and even
the person that's working on the bill
[12:58]
and haven't heard anything back. Um
because what I what I would like to see
[13:04]
as part of that bill or even after that
bill is to eliminate them being a
[13:10]
journey there. Um, which would make it a
lot easier.
[13:13]
» I mean, yeah, with those inspectors,
[13:21]
is that a two-year?
>> Um, four and five years. Five.
[13:28]
» It's essentially a bachelor's degree.
>> I mean, yeah.
[13:33]
» Well, no, but in terms of in terms of
it's essentially bachelor's degree.
[13:42]
Well, good luck finding somebody.
>> Yeah. So, I mean, if you guys know
[13:47]
anybody that's retired and wants to work
part time to do those inspections, let
[13:51]
me know.
>> But they wouldn't still have to be the
[13:56]
the journey level
discipline, right?
[14:00]
» Yeah. They would they would have to be a
journeyman for them already to be
[14:03]
certified here.
Anything
[14:10]
else on that one? That's all I have for
that one. Okay. Um the roofing permits
[14:15]
inspection.
>> Yes. So this one, let me switch the
[14:22]
screen.
[14:41]
Can you guys read that?
Um, so this I emailed this out yesterday
[14:48]
to all of you. Um, but this this idea
would be an administrative process. Um,
[14:56]
it wouldn't be adopted into an
ordinance. And this came up because
[15:03]
we our administrative process before
with um a re- roofing permit was that if
[15:10]
anything structural is changed um so
sheathing has to be replaced or trusses
[15:16]
then then you would need the re- roofing
permit. Um,
[15:22]
I've had a lot of discussions with our
attorney about the roof permits and he
[15:28]
would like to see either all re-roofing
permits, all re-roofing jobs have a
[15:36]
permit regardless, structural,
non-structural,
[15:40]
um, or none of them. We just delete that
part out of our code.
[15:46]
what's his what's his uh
uh logic behind that?
[15:52]
» Uh he's had a lot of lawsuits around
roofs um roof leaks and you know it's
[16:00]
it's an important inspection. Um but we
don't get on ladders, so we don't get on
[16:07]
roofs. Um it's hard to see everything
from the ground. So, this process would
[16:13]
allow us to be able to see more of the
roofs on new construction and on
[16:21]
re-roofing permits um by taking
pictures, videos of different stages of
[16:29]
the roofing process so we can inspect it
that way.
[16:33]
» Yeah.
>> Or so we put the onus on installers to
[16:37]
provide that information for
>> Yes. At what point do they need to
[16:40]
provide you?
>> Um, so I would like to see when the drip
[16:44]
edge, flashing, ice, and water and
underllayment is down. Um, so we can
[16:49]
ensure that was installed and installed
correctly. And then um a couple
[16:55]
different spots as they're nailing the
shingles
[17:00]
um for an asphalt roof. And then the
final products we can typically see
[17:06]
front ground. Um
but
[17:12]
I'm not wor they would have to come in
provide that information to you. I mean
[17:17]
could it be done email or?
>> Yeah they could they could send an email
[17:21]
um they send pictures.
Yeah. Yeah. Twitter. Okay.
[17:26]
» Yeah.
>> Yeah. So a little bit more
[17:30]
responsibility on the
>> instable.
[17:35]
» Yeah.
>> Certain certainly better than saying you
[17:38]
got to come out and look at it,
>> right?
[17:40]
» Is there a lot of problems with
>> uh not necessarily we've we've just had
[17:46]
the confusion and the old administrative
process on where do we draw the line on
[17:53]
existing and re-roofing? Um what
triggers that permit? what doesn't and I
[17:59]
think we just as we grow up I think we
need a better administrative process for
[18:03]
it.
>> So right now if you have to replace
[18:08]
sheeting that qualifies
>> as needed permit. Yes.
[18:12]
» Is that is that logic because of
structural?
[18:15]
» Yes. Okay.
[18:20]
» Yeah. I guess the biggest thing that I
see is when they don't replace it and I
[18:25]
don't know how you catch that though,
right? because you're catching the guys
[18:27]
that are doing it right, not the guys
that are just saying, "No, we're fine.
[18:30]
It'll be okay."
>> I do believe that obviously, you know,
[18:33]
when there's structural damage to the
trusses, especially a broken one is for
[18:36]
a valley that doesn't have the proper
amount, you know, that's going to allow
[18:39]
it to be reached. But because in a
valley, I mean, just between the spreads
[18:43]
on that, you know, when they don't put
anything underneath it, that's like 34
[18:46]
inches that just flexes and changes out
there. Yeah,
[18:50]
» that's a tough one because you guys used
to go, you know, like the sheathing
[18:53]
inspection portion of it. You have to
find a road way for you guys to get up
[18:56]
there.
>> Yeah.
[18:57]
» And you know, obviously that's really
important, but also the hazards.
[19:03]
» So that's something that's been a way
obviously fell off, so we have some
[19:07]
issues, right? So,
>> um,
[19:10]
» yeah, I guess I it just because I know a
lot of I I don't do a lot of
[19:14]
rebirththing, but I do contract it out
and I I know that we run into situations
[19:19]
where I just can't see them stopping to
permit something just because they
[19:23]
reached a point where they need to
replace a like two section of a
[19:26]
sheeting. So, I'm just trying to figure
out how that's going to work as far as
[19:30]
giving them the incentive. It's almost
like you have to do all of the reooks,
[19:34]
all of those who fall in those
categories, but because it is something
[19:39]
that a lot of people will, you know, not
do correctly. It's because of time and
[19:43]
money.
>> That's a good one.
[19:47]
» And that's and that's kind of the
conversations that I've had with our
[19:51]
attorney is that, you know, we probably
miss those. And if we just do a
[19:56]
re-roofing permit for everything, then
it's more simple than everything for
[20:02]
every roof as a permit. Um, and there's
no line drawn in the sand when you need
[20:09]
it. When you don't need it, you just
need it. Um, but I think part of the
[20:14]
re-roofing would be um pictures or
ground inspection of the existing roof
[20:19]
deck
>> y condition before they cover it.
[20:24]
» Yeah.
>> Yeah. How much of how much of a cost or
[20:27]
would it add a cost or is there a
current cost for the
[20:31]
» um what what would that look like maybe?
>> Yeah, it would be its own fee. I haven't
[20:36]
looked at fees um what we should charge
fees for it. Usually I I just look at
[20:42]
other jurisdictions around us. Um and
then we we do what makes sense for
[20:48]
compared to that what makes sense for us
without losing money
[20:53]
because I mean I'm thinking you're
really putting pretty much the owners
[20:56]
and everything
on a person. So really just pass
[21:02]
I mean all you need to have physically
check right like yeah looks good.
[21:07]
» Yeah. And a lot of it would be done by
pictures. Um there's other ways they
[21:13]
could do it in here. Um like they could
have a certified third party uh do the
[21:18]
roof inspection provide us with the
reports. Um they could
[21:26]
use like a polemounted camera um or live
video. That one's kind of interesting
[21:34]
because we don't have a great way to
capture and save a live video. Um, so I
[21:41]
would prefer not to have the live video
and just have, you know, somebody take a
[21:46]
video and send it to us because then we
can save that. Um, or you know,
[21:51]
pictures.
>> I mean, you me you mentioned drone. I
[21:55]
mean,
>> could you allow them to just shoot drone
[21:58]
footage and good?
>> Yeah. Yeah, send me a photo or anything,
[22:03]
right?
>> Reason to start a new company
[22:11]
buy,
>> you know, have to go out and fly the
[22:15]
thing out, you know, take pictures, fly
it back.
[22:18]
» Yeah, we we've looked at that. Um, and
there's a lot of regulations with drone
[22:23]
shell and being licensed and um, I don't
think that would be the best thing for
[22:27]
us. I don't [laughter] think fun.
[22:34]
» So true. So true. I think some of this
has come up because of the older houses,
[22:39]
right? they pull those roots off and
the homeowner thinks that maybe it
[22:45]
should be done differently because re-
roofing should be done differently and
[22:49]
they're not happy with it. So, they've
come to us and asked us to be involved
[22:53]
with it. That's how that's kind of how
this is coming up.
[22:58]
» It also seems that most of the re-roofs
are insurance found, right? I mean, it's
[23:03]
any house that's sold in this valley
that's 10 years old, any inspector will
[23:07]
just call that roof out. It's the
easiest thing for him to do.
[23:09]
» Correct.
>> So then there is a form of inspection
[23:12]
that the insurance company has to have
which could also fall in line with what
[23:16]
you're doing. But I would say probably
90% of every RA is insurance bound to
[23:22]
certain extent. So that helps. But
>> would you say no bringing this up?
[23:29]
property owners, you know, they had
somebody come and re they pull that they
[23:34]
pull it off and do it because the slats
instead of the sheets.
[23:41]
» I think I think for me
I can see a reason to require a permit
[23:45]
if there's going to be I guess I find
structural I can say the sheeting is
[23:49]
called structural between more trustless
>> I can see that for sure. One of the
[23:53]
things for me that inspections
can do a project is slow way down. You
[23:58]
know, if someone if someone wants to hit
the roof on the weekend, they can't do
[24:01]
it if they have inspection.
>> Exactly.
[24:03]
» Um if they they pull it off, they find
it there's a rock spot. Oh my goodness,
[24:06]
now we got to call the county up and
then we got to fix that spot waif come
[24:10]
out.
Like I said, there may be some way
[24:12]
around it with the pictures and things
like that. But I I don't think the
[24:15]
county would want the possible liability
of, you know, having the house get
[24:19]
rained on because they opened it up and
found out, oh no.
[24:23]
» All right.
>> Now I got to get sheeting on there. And
[24:25]
maybe the old sheeting was maybe they
used half inch sheeting with no clips.
[24:30]
» Yeah.
>> And so now we can do, you know, they
[24:32]
patch the humble in place. Now they got
clip the whole thing. Or
[24:35]
» I don't know. I I don't think the county
wants to stay away from that. I can see
[24:38]
the county wanting to be there for
trusses. Yeah, but I
[24:41]
» and we had one in the city of Riby where
a tree fell on it a couple months ago
[24:46]
and so they took the tree off and
there's a couple trusses damaged. So
[24:49]
they got a permit for that and um what
was easy about that one was they opened
[24:54]
up inside the house too. So they just
did a remodel while they were at it so
[24:58]
we could see everything from underneath
like we normally would be able to do. Um
[25:02]
so that one was a lot more simple. Well,
every time a trust gets broke, it has to
[25:07]
be engineered, too. You can't just slide
one next to it to say you did it. Okay.
[25:10]
Right. You have to get an engineer. I
mean, to get officially
[25:15]
» Yeah.
>> Yeah. That's a tough one because I what
[25:19]
I like about it though for greater edit
is to try to catch some of these guys
[25:22]
that aren't doing it right. Once they
get a couple violations, once they get
[25:25]
some things against them, then maybe
that'll stop because there's plenty of
[25:27]
guys that just, you know, not doing it
the right way and do it as fast as they
[25:31]
can and they're doing it. So, making
them have inspection better. I just
[25:35]
don't think it's going to definitely
help whether you do all of them or just
[25:41]
the ones that fall into that parameter.
That's a tough one.
[25:45]
Somebody feel like you have to get them
inspection. When they see something bad,
[25:47]
they're going to not see something bad,
>> right?
[25:52]
» Yeah. Sounds like you're going to be
advised all or nothing.
[25:56]
I think it'll be a house fall.
[26:03]
» Yeah. So I mean if I
>> Yeah. But then in that case it's not
[26:06]
necessarily the roof not the not the
roof per se. It's inspecting inspecting
[26:13]
the you know structural structure right
that's so I don't so we did that you
[26:18]
know it doesn't include include that you
know application of the flashing
[26:26]
grip edge or anything else. So, I mean,
I guess my my inclination would be it's
[26:34]
probably not a bad idea that can you
make it so that it's not ownorous.
[26:39]
» Yeah.
>> I mean, and it sounds like it doesn't
[26:42]
need to be really what you're trying to
do is build a photographic evidence
[26:48]
that it was done correctly.
>> Yeah.
[26:51]
» If they don't do so either, right?
>> Yeah. And so then then the question,
[26:55]
okay, so you ask somebody to come and
does it, but we can take pictures to you
[26:59]
and you look at it, you go, no, what are
you going to do? I mean that to me that
[27:05]
that's where the point,
>> okay, what if somebody really does do a
[27:10]
crap job?
>> Yeah.
[27:11]
» And and you have photographic evidence
that it's
[27:14]
» Yeah.
>> Then then does the does the county bear
[27:17]
liability? the homeowner to paint
somebody
[27:20]
said you were going to do the inspection
the permitting and they let this crap
[27:26]
float. That makes sense. And so it's
that balancing those those two things.
[27:30]
» Yeah.
>> Yeah. And then I guess I guess the
[27:33]
question would be to if we do this
process for re-roofing with you know
[27:40]
pictures and evidence proof should we
also be doing that [clears throat]
[27:45]
with all of our new construction as well
um because we don't have a specific
[27:52]
roofing inspection
um and new construction and so you know
[27:59]
sometimes
we don't you know we don't see anything.
[28:04]
And then other times we can see them up
there working on the roof. Um and
[28:09]
sometimes, you know, we do sheathing
inspection, we come back to our framing,
[28:13]
it's got a roof on it and we never saw
anything.
[28:17]
» It's a big work.
>> Yeah, it is.
[28:23]
» Yeah,
>> that's my personality.
[28:27]
» Yeah. And I I think if if you suggest
that we don't go there, then um what I
[28:34]
would like to do is remove
um in our code and in our ordinance
[28:40]
remove roof covering inspector uh roof
covering systems from inspection. Just
[28:47]
like Sean was saying earlier, 90% of the
roofs are inspected by insurance
[28:52]
companies and then paying the bill. let
them continue
[28:57]
to there is definitely a consumer
>> needs it done. It doesn't fall into
[29:02]
insurance. A 30-year-old brother, an
older couple something that saves them
[29:06]
from possibly having, you know, because
that's just kind of the way it goes. But
[29:10]
at the same time, I
thought the top
[29:14]
» I think it's a can of worms. You know,
>> it's a big one. That's why I brought it
[29:18]
here. [laughter]
I don't think we want to go there and
[29:21]
set the county up for any payment
because if you have photo evidence it's
[29:25]
wrong,
>> right? And
[29:28]
» well that goes back to back the
contractor just like always. I mean if
[29:33]
they turn in the wrong pictures.
>> Yeah.
[29:37]
» Somebody else.
>> Right. Right. Right. Right. Yeah. So why
[29:40]
do we want to police it? I guess like
>> Well, that's a big thing too in in the
[29:44]
track homes. Where do we get our
evidence from one house to another when
[29:48]
all their roof looks the same?
where how we know that it's this house
[29:55]
and it's on this house over here. That's
why I like the drone. I mean, I think it
[30:02]
captured it, right?
>> Right.
[30:07]
there is that small one you can comply
without that sort of stuff but yeah it's
[30:11]
not
>> I hope we do that
[30:16]
» I mean there's you know when you're
buying a house too you have home
[30:19]
inspectors that are looking at the roof
and
[30:24]
» some of them are pretty thorough
there's really not much they can see
[30:30]
there that's good right it's
[30:37]
What does the county
right
[30:43]
» there's not there's not a lot of
counties around us I you know I asked
[30:48]
the surrounding counties if
>> any of them even get on a roof
[30:54]
» all the ones you know four or five
different jurisdictions that responded
[30:57]
to me and they don't get on a roof.
>> Yeah. Yeah. had for years without a
[31:00]
problem. The only inspector I've ever
had on the roof was Jeff and
[31:10]
Last had to provide a ladder.
[31:19]
» Yeah, that was scary as a contractor. a
ladder for somebody to get up there for
[31:25]
like maybe a few months and then they
>> Well, somebody fell. Was it Somebody
[31:30]
fell, right? Wasn't Was it
>> I don't think somebody fell.
[31:37]
» We We had We had
>> Yeah, just recently fell off and he got
[31:41]
the re right. He was like smacking for
like two days or something.
[31:45]
» Then he started
>> Yeah. Yeah. I think he I think he hanged
[31:49]
up injury or something and then he came
back and and fell and his knee.
[31:56]
» Yeah.
[31:59]
» Well, I don't not that you're done with
this. Somebody could another thing that
[32:03]
we're not inspecting or maybe you are is
shower pans. Is that something we're not
[32:07]
doing also at that?
>> Right. We don't inspect the actual van
[32:12]
tile back.
[32:16]
Am
I wrong? Evan does the test too, right?
[32:21]
» So, well,
>> pretty sure Evan does.
[32:24]
» So, the last big shower I did all day
with water.
[32:29]
» I s two an inch or two inches of water
and it had to be there 24 hours.
[32:33]
» Yeah.
>> Yeah. I just think that that's a big
[32:36]
one. Not that I need to reintroduce
anything, but that's a big one for me
[32:40]
just because
>> that would be something that I would be
[32:42]
more worried about.
>> Yeah. Yeah. Sure.
[32:48]
» It's a tile job and so it's it's it's
not before it's after the roughen
[32:53]
inspection for the plumbing, but it
could happen at the same time and it's
[32:57]
supposed to kind of but mainly it's been
something that we take a photo of it at
[33:01]
the beginning of it and then do a time
lapse 24 hours later and take another
[33:04]
photo of it. So
>> and it has to hold the walker.
[33:07]
» Still just photographic though.
>> That those have been for me. That's
[33:10]
inspectors used to do it. They used to
have to come out and do it. We have to
[33:13]
wait for them before the tile guys full
of water. But to me, those are the
[33:18]
things that fail the most.
>> Is that Falls or B?
[33:20]
» I don't fall well. City of B Falls
doesn't it for sure and Amanda does it
[33:25]
for sure. I don't think Bon County
doesn't
[33:27]
» Okay.
Yeah.
[33:31]
And Shelly doesn't do it or Bingham
County does not do it, but two other
[33:35]
counties I know for sure do. And the
only reason why I'm bringing it up is
[33:38]
just because you see it and it's not
today or tomorrow. It's five years after
[33:42]
the house gets built and it fails and
everybody's pissed off and that's a big
[33:46]
deal and it's a lot of money and so it's
just
[33:52]
» because of that
>> just like the sheriff right it's not a
[33:56]
parent issue
[34:00]
» how did they lose that
>> it's just a flood like you know the
[34:04]
flood insurance
you can't find liability for somebody
[34:08]
else who's responsible for it because
it's hard to prove that's what So I
[34:14]
think there
were luck in the basement.
[34:20]
So they're down in the basement. They go
down water. They call
[34:26]
it
[34:43]
out.
>> Yeah, we dealt with it before.
[34:51]
» Yeah. So it's it's a good suggestion. Um
I'd like to stay on the agenda and I'm
[34:57]
sorry I can bring that
>> on my notes because it is something
[35:00]
important and when you talk about water
leaves I just thought this one has to
[35:04]
come up. So
>> So do you need anything from us on the
[35:07]
rooftop?
>> Um I mean mainly I'm just looking for
[35:11]
suggestions.
Um I didn't want to make that decision
[35:16]
one way or another by myself. Um, I
think you need to do all of them or none
[35:20]
of them. And I would say none. I would
concur. It's just too big of a It's too
[35:27]
big.
>> Yeah. I think I think you know maybe
[35:30]
it's not that our virtue but we're to
take photographic evidence of your of
[35:38]
your work. I mean in in the world I live
in I document every
[35:44]
» right. I mean you didn't just do that.
When I build my home, I actually have,
[35:50]
you know, gigabyte code of everything I
did, where I put stuff, where I did it,
[35:54]
everything else so I can come back, you
know, not that you want to regact.
[36:02]
I mean, that's basic not like the old
days when you had rolling
[36:07]
pay.
[36:13]
Hell, hell my kids. My kids focus. I
don't know how they're doing.
[36:22]
» Okay.
[36:27]
» No, just for the record.
[36:33]
» And then item number five, discuss
building type, which is a very
[36:37]
appropriate topic.
>> Yes. Um, so it was
[36:41]
» into how far did you need to be back
from?
[36:48]
[clears throat]
[laughter]
[36:51]
» So it was it was recently brought to my
attention that the Hammer Fire District
[36:58]
doesn't have the capability to
firefighters two stories. Um, [snorts]
[37:04]
» invite him up.
>> Would you like to come speak the
[37:07]
capability?
[37:20]
turning pressure up. He's like we
[37:34]
» No,
[37:38]
the question I had was since the
county doesn't have any more height
[37:44]
restrictions
with not just Hammer but with the other
[37:49]
fire departments, you
We have twotory houses. We can have
[37:54]
everybody wants to have the bigger
house. All our house
[37:58]
and reach the twotory right now.
Get on the roof.
[38:09]
» Yeah, we can set back with our truck and
pump water on top of it and as soon as
[38:15]
it burns through then the water, you
know. But I was just I guess question
[38:22]
was
on these taller structures
[38:26]
should they have to have required to
have a sprinkler system inside?
[38:32]
» No,
>> I don't know the sprinkler system thing
[38:37]
back and forth for the last 20 years.
What I
[38:42]
so sprink
[38:53]
but but
>> but
[38:54]
» either way it's 100%. But you're right.
But the loss of life should be less
[38:58]
because I mean usually you withstand the
sprinkler fire
[39:04]
» like withstand the water with the
>> Yeah. From a build from like
[39:12]
40
[39:18]
cost too. I mean when you do a system
inside of a home I mean you're looking
[39:21]
at 15 to$20,000.
>> It's a system. that you're not going to
[39:25]
have enough water.
>> Okay,
[39:27]
» that's usually where we're going to
because I've done several
[39:30]
» I've done several homes that that have
>> So the last home I did with fire
[39:36]
sprinkler was a 16,000 foot home. We had
to do three wells on the property and
[39:42]
then we did a 16,000gallon
storage tank. So the we had to have 100
[39:48]
gallons a minute. I can't have any. So
we had he had $350,000
[39:55]
Yeah.
>> Which which
[40:00]
if you're
[40:04]
» but but still so
>> sure
[40:06]
» that's that's going to be $35,000 if you
go to 1600 like
[40:12]
» Well, but there's but there's other
systems out there that that don't
[40:17]
necessarily have to be loaded, right?
They can be drive.
[40:21]
» Yeah, but Right.
got to have
[40:27]
some glide for.
>> So
[40:31]
refer to a drive.
>> So the the where I get into that is
[40:36]
every time I turn around and every time
I turn in a bid, every person I ever
[40:40]
give a bid to or an estimate to is just
a poor guy trying to get into a home and
[40:46]
the builders are just screwing them
over. And if you look at it the hund
[40:50]
like more than inflation more than the
cost of anything thing that's driven up
[40:55]
cost more than anything inflation
anything you can think of is government
[40:59]
regulation.
So obviously when somebody's paying for
[41:04]
it they don't want to pay for it but
when they're dying but then obviously
[41:07]
they want.
>> So it's a tough situation to get into
[41:11]
because like you look at the insulation
restrictions and they've got us insulate
[41:15]
houses so tight that now we got to bring
in fresh air. So, is it really a better
[41:19]
deal bringing fresh air than to just
have it all that
[41:24]
» because it's all those things are all of
those things are adding cost
[41:30]
» and
both of my kids live at home right now
[41:33]
because I have no idea.
Well, so, so in my mind, it comes down
[41:40]
to you're either if if we're not dealing
with the fire department and trying to
[41:45]
address it that way, the homeowners
going to be paying higher interest,
[41:49]
right? Because if the fire
>> department can't fight fire so the house
[41:56]
was this location,
>> it's it is location based central aers
[42:04]
only have a ladder truck.
>> Well, it's it's
[42:07]
They said equipment availability.
[42:15]
» So we don't have
>> well it's equipment.
[42:19]
It's equipment availability on one one
one issue I guess
[42:25]
» on one side and so so based on that
though what is there are there consensus
[42:32]
codes
[42:35]
that I mean like an FDA code or or
anything
[42:39]
» well and so in addition to an IBC know
IBC does not
[42:44]
go
>> so bottom county requires sprinklers in
[42:49]
homes on lots larger than 5 acres.
[42:56]
» Well, you haven't run into that.
>> I'll ask you
[43:02]
how big the house is or requiring a
sprinkler system.
[43:06]
» Unless it's the sprinkler system thing.
>> Last house I build over two years.
[43:15]
» Okay.
>> Yeah. I don't I I'll check on the code.
[43:19]
» That's why we
say that.
[43:22]
» Well, and that was the other question
was because the state took it out of the
[43:26]
code. Yeah.
>> Right. And so,
[43:28]
» do we have the ability to even put it
back in?
[43:31]
» So, their screen was really even an
option.
[43:34]
» Well, I I mean, from what I've seen over
the last No.
[43:38]
» Yeah.
>> Yeah. In fact, history of it would bring
[43:42]
up so much so much headache that it
wouldn't be worth it to bring it up.
[43:51]
Wyoming,
>> but they were over 10,000
[43:54]
» and the insurance compan
[44:00]
because of the
>> and so this is more we're discussing
[44:04]
this because of the building heights and
and their lack of ability to get up
[44:08]
there.
>> And so what would you be asking them
[44:11]
like to restrict building heights and
you know life in these areas? I mean I
[44:15]
would be
I don't know what the answer is.
[44:17]
» It's a tough situation because you guys
collect a lot of impact fees not on
[44:21]
residential but on what I pay in
commercial impact fees every fire
[44:25]
department should have.
>> They don't we don't they're not included
[44:30]
and they only fire. I'm an ex volunteer
firefighter. I get
[44:34]
» you know I mean because yeah to an
extent it's improving issue but to
[44:40]
update to
house one of those ladder trucks
[44:46]
after tax. No, and I'm not I'm not
insinu
[45:04]
whatever goes top of the spray nozzle.
At least you can get to the top of the
[45:07]
roof, you know. I mean, we do we we have
we have two houses out there right now
[45:12]
that are two.
[45:16]
So you have to take enough ladders
together to climb it really wants to
[45:21]
climb that ladder up on top.
We probably figure out some way to do
[45:27]
it, but
you know,
[45:32]
» what's
[45:39]
the conserv
[45:43]
I mean there's there are not limits in
the county and
[45:47]
» sky's is the limit.
>> Yeah, there should be the limit because
[45:51]
the insurance company's going to
regulate. It really is like and the
[45:55]
structure is going to catch fire and
burn and we're going to let it burn or
[45:58]
we're going to destroy it with water. So
at the end of the day it's a total loss
[46:02]
of your
>> other than my other than my equipment
[46:06]
you're going to they're going to die in
the smoke before the fire.
[46:10]
» You know people will buy 40 vehicles
because drive that might not be safe
[46:14]
regulate that either. You know this in
this country we're still pretty heavily
[46:19]
a buyer beware market. You know, seller
need to steal those things that they
[46:23]
that they know about, but the buyers
will have to do their due diligence. You
[46:26]
think about someone buying a house in
Hammer that's too tall. You know, they
[46:30]
they be aware of it. So, I think they
need to have the right to make a city.
[46:34]
They need to know that the house is not
going to be protected. Richard's company
[46:38]
will definitely want to find that out.
You know, it's easy to say sick, but
[46:42]
when you're the firefighter on the job,
there not a damn thing you can do.
[46:48]
» Sure. I know. When the dog store is on
fire, we're not going into
[46:54]
» Right.
>> Yeah. So, at that point, we're just
[46:58]
trying not to let anybody
[47:04]
especially know fire blocking and all
the things that prevent that in the two
[47:07]
hour, you know, I mean, those are things
that sometimes we miss.
[47:15]
I think give more freedom that we have
away because of government agencies in
[47:24]
I don't you know what I mean
but I
[47:28]
stand
>> yeah
[47:31]
but I'm that's the thing is I hate
turnover a bit these days. I feel like
[47:38]
I'm making less per dollar than I have
the past, but they're the biggest bids
[47:43]
I've ever given out because the cost of
everything is ridiculous. Every
[47:50]
» And you know, you turn it over.
Well, how much flying? We ain't built
[47:55]
for this.
[48:01]
Restrictions are by far the biggest
driver
[48:06]
that
[48:11]
we
[48:14]
came here just to hear what you're
going. How would you say that?
[48:19]
Yeah, that's a
but since you're here though, let me ask
[48:22]
what what would come back for the
neighbor fire. What would they ask for?
[48:29]
» I don't know. You know that we we had we
had have had a structure out here that
[48:34]
we asked for spring anyway just for the
stand pipe that rein and
[48:41]
you know I mean in a situation like that
we have
[48:45]
» see to me to me that makes perfect sense
>> in a stand
[48:52]
dry all the time doesn't freeze if there
was
[48:58]
» hook on to it and crank the water and
make yeah there there there would be
[49:02]
water damage I not
>> I think that's probably something though
[49:06]
that is worth consideration
>> because because that would not be
[49:10]
» water damage fire damage I mean at that
point it's called it but if somebody's
[49:15]
in there at least maybe it gives the
chance
[49:17]
» right but
>> yeah and you know we've had our share
[49:20]
house fire we've had our share house
fire where we can't find
[49:26]
» so we are going
they're all the stories
[49:32]
and 99 and a half%
but
[49:38]
point is the true the whole county and
not just in our district
[49:44]
with no higher restrictions the
buildings are getting taller and taller
[49:48]
and taller
[49:52]
and it will burn somebody down and I
mean I I think I think there is some
[49:55]
merit though to dry dry sand
even needed to for consideration for
[50:04]
I know house build house
contract make all
[50:21]
I don't like necessarily the government
regulation myself but we have stuff to
[50:26]
deal with and the height to build it was
something
[50:31]
it does need to be dealt with somehow I
think
[50:36]
» I mean I think it's worth further
consider at least if nothing else
[50:39]
consideration I mean I just think we
need to be thinking about it
[50:44]
» let's have let's have the attorney look
over and see what what
[50:49]
building
Right.
[50:58]
» Anything else?
That's all I have.
[51:12]
A motion to adjourn.
>> I'll make a motion we adjourn.
[51:15]
» I'll second it.
>> Moved and second to adjurnn. All in
[51:18]
favor?
>> I motion carries. That kind of guy.
