[4:39] dentist office over off of Raceway. And when it got combined, the one lot that
[4:47] got combined with the other, they never inactivated that account. So the
[4:51] gentleman got a tax bill for one lot twice
[4:55] because it was already combined. So he got two tax bills. One of them he
[4:59] shouldn't have gotten. So that's what this is for is to wipe that tax bill
[5:03] away because it's already on the other law.
[5:06] So the first the first tax bill that he got the correct one that had the right

[9:13] documents and expect those to go out late October or early November aiming
[9:18] towards spring construction. Um I've reviewed as part of that process
[9:25] civil engineering plans, structural plans, and architectural plans.
[9:30] There are minor revisions to me on all of those. Um,
[9:37] and there's a bid narrative package or bid package narrative component which
[9:42] I've reviewed and there are revisions coming with that. I've spoken to the
[9:47] local roofing contractor Jericho roofing who is just to confirm that they are in
[9:53] fact still on board to donate the roofing and they are standing seam metal
[9:58] roof. They will provide all new roof sheathing um vented ridge cap.

[10:55] uh prior to construction. It's not necessary, but they're
[10:59] suggesting it because if there is and they don't think that there's likely to
[11:04] be anything, but if there is something and you know about ahead of time, it's
[11:09] not a change order and a surprise add to the cost. Um, so there's a firm in
[11:16] Wilston. So, I don't know if we seems like a good idea to me. But, um,

[13:54] Packard Road property. Uh Justin Willis has been chipping away at this very
[14:01] steadily um which is really great. He has reviewed uh the location of the
[14:09] water lines from Champlne Water District and um has confirmed the setbacks that
[14:14] they need for that. It pushes the building back a little bit but it still
[14:18] works. Um he has requested and received the
[14:23] final 2018 storm water plans from Watershed Consulting and he's imported
[14:28] that into his drawings and he's met with an analyst from the
[14:32] state drinking water and groundwater protection division to review the site
[14:36] and our plans and that consultant had no concerns.
[14:40] Um and then just today he sent me further updates.

[14:48] he is proposing that we use a septic design that works for the four
[14:54] bedroomedroom two two-bedroom duplexes um or
[15:00] a duplex with two two bedroom >> total four bedrooms

[15:11] on the site he said if we really wanted to push the capacity we could do a more
[15:15] expensive system, but in my opinion, if we're trying to do affordable housing, I

[15:24] thinks. Also, um,
[15:27] he's going to do a final review with the watershed management division
[15:32] of the proposal, and he thinks they could probably do it with a through a
[15:36] desktop review, but if not, um, [clears throat]
[15:40] he would meet him on the site and I could join him for that. Um,
[15:43] [clears throat] So he thinks we're we are essentially
[15:49] probably ready to go with this property. He he is suggesting at this point that
[15:54] we have a title search done by the town attorney just to make sure that there's
[15:59] no nothing in the history of this property that would prevent

[16:07] probably do that. Um, and he is uh willing, he said he hasn't
[16:14] put a lot of time into this yet, which I don't think is really true, but

[22:28] piece of just understanding the what the 5% statute means and then what the we
[22:36] need to clean up the 10% rule, the 10% local Jericho policy. We need to either
[22:42] kill it completely or restate it in a way that's legal. Um, so we need to take
[22:49] action around that one way or another >> because of what you were saying last

[24:06] onto a town meeting day agenda to be discussed refined and made into statute
[24:12] made into a Australian ballot >> and voted on at that meeting. You mean

[24:28] in with so the only way to get a public question onto the we vote everything by
[24:32] Australian ballot. >> If someone walks in here with 5% of the
[24:37] town signing a petition that language is already defined and so it just goes to
[24:41] Australian ballot. There's no need to talk about it in a town meeting day sort
[24:45] of way. The only way that something can get into
[24:49] a town meeting day, big group, full town discussion is if we put it on the agenda
[24:56] for that budget review day
[25:01] and so only we can do that because if somebody petitions us, it's a done deal
[25:06] and the language is already finalized. We can't adjust the language. But if we
[25:09] put something, for example, there was some talk last year that someone's going
[25:12] to be coming to us with the Palestinian referendum or and which never happened,
[25:17] but that would have been something that we could have put onto the public
[25:19] questions discussion as a topic to be debated. We would debate it. We would
[25:24] change this word to that word and adjust this and amend that and then finalize
[25:28] that language in that meeting. And then that final language would then go to the
[25:32] Australian ballot. Yeah. >> The only way for that process to happen
[25:36] is if we put something on the warning for the public questions
[25:42] budget review meeting. >> What we talked about when just the three
[25:46] of us were here was or maybe I I whatever I brought it up is we could
[25:52] have a lower bar. So if it 5% is I think around 250 people. if we said we don't
[26:00] want to be any we don't want to say oh just come to us and put something on
[26:02] there and we'll and we'll put it in front of the whole town it's important
[26:05] to you it's important to us and so that someone walks in with some whack job
[26:08] thing and now we're caught but so we were talking about is there some bar
[26:12] that we feel like is enough people that we feel comfortable saying
[26:17] yep we'll talk about that we'll talk about that and adjust the language and
[26:21] if you can if people show up at the budget review meeting the public
[26:25] questions portion and debate it and come up with language and then approve a vote
[26:30] to put that language on the Australian ballot, then we'll do it. And the number
[26:34] that I threw out when we when it was just three of us was if we have like a
[26:38] 100 signatures. So if someone gets a hundred senators in town about we want
[26:42] to discuss as a town putting the Palestinian issue into a conversation
[26:49] have a debate come up with final language and then vote that language yes
[26:53] or no to be allowed on the Australian ballot
[26:56] » because you're thinking that 250 is a high bar.
[26:59] » If they hit 250, we're out of it legally. It's the like.
[27:03] » But the reason you're suggesting this at all is that you think that might be 250
[27:07] is a lot of signatures to get. >> No, because if they get 250,
[27:12] we're looking for a way for our for the town of Jericho to debate issues to
[27:17] debate like referendums and ideas and things that are important to the town
[27:21] and have that end up on the Australian ballot. If someone gets a petition and
[27:25] gets 250 sign that I'm making that number up people on the on YouTube,
[27:28] that's it's like 227 or something. But if someone reaches that 5% there's no
[27:34] discussion. There's no town meeting discussion. There's no the language has
[27:38] been finalized. It goes directly to Australian ballot. The question is how
[27:41] do we get something how does someone get something into a townwide persontoperson
[27:46] conversation which then eventually ends up in the Australian ballot. And what um
[27:51] Gay said to me last year, she said that she was saying she didn't say it in a
[27:56] judgmental way but she said you guys should have put the town library thing.
[27:59] That should have been a public question. How should should the town How should
[28:02] the town How should the town of Jericho should the town and how should we fund
[28:08] this $200,000 request from the Jericho town library? That would be a public
[28:11] question that we could all debate. >> Get to the language of and then put that
[28:15] final language on the Australian ballot because we were all like, "We don't know
[28:18] what to do." And she's like, "You guys were not sure what to do." And that
[28:21] would have been a thing you could have said in town, hey, what do you want to
[28:23] do? How do you want to phrase this question? And then that question goes on
[28:28] the Australian ballot. >> My question is, do we feel like the

[31:52] vote it was overwhelmingly that's a really good point.

[32:18] have been much le to positive comments at that meeting
[32:22] would have been massively skewed the other way.

[33:22] had any input at all. So, we are already
[33:27] » lessening the power of that group. But I feel like we if we don't give that group
[33:31] » some real genuine input, then we're just making that meeting. We've kind of
[33:37] neutered town meeting day and made and made that tmri just a fake meeting.

[34:26] going to decide we're gonna let let's say there's 190 people that go there.

[34:35] disappears from the ballot from the other 2,000 people's ability to say yes
[34:42] or no. I think I don't agree with that. 190 people is a whole lot more than

[1:00:17] town's doing it when we don't own that building.

[1:01:23] prefuncter kind of things like shall the churches be exempt shall sell us such
[1:01:29] and such. So and so somebody said well I don't know if we want to exempt them and

[1:01:38] whatever. So those are the three things that come to mind as far as I know.
