[5:01] i am going to just start the meeting um but this meeting is being held in

[5:05] conjunction with the coordination assessment with

[5:08] the lake regional committee um jeff do you want to just give a basic

[5:13] overview of the process for today

[5:18] yeah basically what we're going to do this plan gets developed every four

[5:22] years and we've had some amendments in between

[5:24] two basically the items that come out of

[5:27] this process we put together kind of an action plan that shows uh

[5:32] items that in five different areas of transfusion

[5:35] coordination that are done well and can be done better

[5:38] we put together a list to that effect and i will be passing out what we did

[5:42] four years ago for reference purposes and

[5:46] that'll probably take the biggest part of the meeting

[5:50] we've also developed an action plan summary working with

[5:54] uh kiwani county's uh health and human services staff

[5:58] and with uh eastshore industries um we'll be passing that out and

[6:04] reviewing that and see if there are any adjustments that need to be made to that

[6:08] and then uh finally there's a program of projects that

[6:11] the county and eastshore industries helped develop where

[6:15] they um they're primarily looking at obtaining

[6:19] vehicles over the next five years and we have a list of those

[6:24] remember this is a very fluid process this plan will be submitted to wisdot

[6:30] in the near future once it's developed and reviewed

[6:34] um however it is very very fluid i think last time with

[6:40] kewanee county we went through four amendments from 2016

[6:44] uh through last year so um it's it's not set in stone just

[6:50] because it's approved today um we come back to this group and uh

[6:54] propose um and have amendments whenever the county or whatever each or

[6:57] industries or any other entity that may be looking at

[7:00] uh section 5310 funds may be desiring though so and want to make some

[7:06] changes to the program so any questions

[7:14] okay all right since um we're holding that meeting in conjunction with our

[7:19] um typical transportation coordinating meeting

[7:22] um what i'm planning to do is just go over some basic updates from the

[7:26] transportation program um so that you can become aware of how

[7:30] essentially covid has been impacting our transportation program so i'll start

[7:34] with that and then we'll have jeff take over and guide us

[7:38] through the coordination assessment process

[7:44] um so just i always um provide some numbers to compare last year with

[7:50] sorry they interrupt but i don't know who's speaking but i

[7:53] can't hear the person at all i just can barely hear who's speaking

[8:04] all right it sounds like you can hear me better now that's better

[8:08] okay so i'm just going to review the numbers

[8:12] served by the transportation program january through august comparing 2019

[8:16] numbers to 2020. so as expected because of covid our

[8:20] numbers have drastically decreased and the program had to shut down for a

[8:24] short time because there was concern about how cobid was

[8:28] going to impact our drivers many of which are vulnerable

[8:32] and then of course our consumers that we serve and transport so for the volunteer

[8:37] driver driver escort program in 2019

[8:40] for january through august we had provided 1746 rides

[8:46] and in 2020 for those same months we're at 913.

[8:51] the grant vans which transport individuals

[8:55] who may need wheelchair transport but we also

[8:58] transport individuals who don't have mobility concerns in those bands as well

[9:03] so last year we were at 930 and this year we're at 411.

[9:09] um for the ogoma bus which is running monday

[9:13] had been running monday wednesday friday um

[9:16] from 10 until 2. last year's numbers were at 713 and this year's at 379

[9:23] and then the kiwani van which is tagged as that the large old van that

[9:28] transports several people it's our largest fan that

[9:33] can transport the most people last year we had provided 359 rides

[9:38] and this year we're at 100 so in general just summarizing we are at a negative

[9:45] 731 in comparison to last year and of course the direct link is due to

[9:51] coven and i wanted to just update you on how

[9:55] the program um how everything played out with regard

[9:59] to kovid so again initially the program was shut

[10:03] down because of the concern of how it would

[10:06] impact the drivers and the consumers when the county reopened our unit began

[10:11] to discuss processes and procedures that needed to

[10:15] be in place in order to safely reopen we consulted with public health to come

[10:20] up with guidelines for transport for both the drivers and

[10:24] the riders all of the volunteer drivers were

[10:27] trained on the new covid precautions the drivers are

[10:32] provided with necessary ppe and disinfectant supplies the drivers

[10:37] and riders are screened for symptoms and

[10:39] exposure a couple days prior to the scheduled ride

[10:42] and then the driver also does another screening upon pickup

[10:46] we have implemented and strongly encouraged staggered seating

[10:50] so with the driver in the front and one passenger we're encouraging that they be

[10:54] diagonal in the vehicle so that they are as far away as possible

[10:58] and we're trying to just do one rider per

[11:01] trip um the exception there of course would be

[11:04] if somebody needs an attendant um and there's somebody in their family

[11:08] a family member is able to assist during transport then um they are

[11:11] allowed to ride along so many of our drivers were very

[11:17] reluctant initially to resume driving and many

[11:21] still continue to be reluctant which is understandable

[11:24] so we've had to really prioritize the ride requests

[11:28] and so we followed guidelines our handbook which indicates that we'll

[11:33] prioritize medical nutrition to get to grocery store

[11:37] work and then everything else falls after that

[11:41] we're trying to stick close to home we're avoiding um out of county

[11:44] transports if at all possible and just in summer everybody's been

[11:49] cooperating really well both the drivers and the riders have

[11:53] been impressed with everybody's level of cooperation

[11:56] and our ability to resume rise but just done

[12:00] a much lower level does anybody have questions about

[12:04] our covid response lori anything to add that i missed

[12:10] um we've lost four drivers completely for sure so i'm not sure if everybody

[12:16] could hear that but lori just said four of our drivers um backed out

[12:20] completely due to coped so they just were uncomfortable because of

[12:23] their vulnerabilities anything else lori

[12:30] yep thank you for reminding me of that so

[12:34] the algoma buffs have been running monday wednesday friday

[12:37] we cut out mondays because the ride levels were so low

[12:41] and that is a paid driver who is just with that transport so

[12:45] when we're looking at the what's the most cost effective

[12:49] and being stewards of taxpayer dollars has seen that that was the best move

[12:53] there's full intention of bumping that back up to the monday wednesday friday

[12:57] when ride requests increase anything else

[13:02] okay just a couple other updates so we have

[13:06] received approval for the 5310 grant request that we had submitted

[13:14] this isn't new news at our last committee meeting we had talked about

[13:17] that in just the timeline so we still do not have that vehicle it's

[13:22] expected that probably um early in 2021 is when that

[13:27] vehicle will actually be present and able for us to use

[13:33] and then the 8521 is the grant application that we submit annually to

[13:39] secure funding to support our transportation program so that grant

[13:43] application has been released and we'll be working to get everything

[13:47] together over the next several weeks the submission final date is december

[13:52] 14th so we'll be looking to schedule our next

[13:55] committee meeting prior to that and in conjunction with a

[14:00] public hearing to review that application

[14:02] and get everything submitted on time

[14:06] then one other piece of sad news that i wanted to share with you

[14:10] as committee members elizabeth wilson who

[14:14] was one of our committee members in the transportation program have passed away

[14:17] on august 26th um she truly is one of the sweetest

[14:21] people i've ever met and will certainly miss her enthusiasm

[14:26] so i do have a card for us to just sign up on that around after for anybody who

[14:32] knew her will send it to her family any other questions or comments for me

[14:41] okay okay over to you jeff thanks melissa

[14:49] i'm going to start the county coordination assessment exercise

[14:55] before we do though i wanted to pass out we're talking about kind of our

[15:02] transportation inventory portions of our coordinated transportation plan thanks

[15:13] right i saw you running this morning and i'm not going to go through this in

[15:27] any level of detail but if anybody has questions on this

[15:30] uh later on i will certainly um uh be happy to make adjustments to this

[15:37] so we've written kind of three background chapters of this plan already

[15:41] thank you

[15:44] we have kind of an introductory chapter

[15:48] it talks about the coordinated public transit human services transportation

[15:52] plan requirement

[15:55] and i did share my screen for those who are joining remotely hopefully you were

[15:59] able to see this we will incorporate

[16:04] those who attended this meeting either in person or virtually in the meeting

[16:07] record on the page two of chapter one

[16:12] chapter two is a demographic analysis uh where we discuss persons with

[16:17] disabilities and we talk about the 65 and older population

[16:22] in table three and then we talk about median household income and low income

[16:26] households within the county as well and then chapter three we talk about

[16:31] transportation providers in the county and we talk about the county's various

[16:36] programs and we uh we discuss east shore

[16:40] industries programs we talk about mtm the um non-emergency medical

[16:46] transportation broker few other programs american cancer

[16:51] society the disabled american veterans uh

[16:55] kiwani county veterans service office nursing homes

[16:58] then we have a list of private transportation providers uh within the

[17:01] county that we're aware of so um that's basically the

[17:07] um kind of the background um information just kind of review it and

[17:13] if anybody has any edits to that uh definitely let us know

[17:19] um coordinated public transit plan the framework for action

[17:25] i'm pulling up the portions of the action plan that we

[17:29] discussed last time we met to develop the full plan in 2016.

[17:34] i have a handout on that as well

[17:59] while we're waiting on that to be passed out i'm wondering if anybody has inputs

[18:04] on the private transportation providers

[18:06] that are listed on page 8 does anybody know if um for example any

[18:11] of those are no longer in business

[18:34] so this is pam bush i can't i'm i'm logged into a county meeting

[18:38] on my computer and phone on this one so i don't see the page that you're all

[18:42] looking at but there was a new provider called

[18:45] trueway transport that started on september 7th and

[18:51] they travel in the multi-county areas their wheelchair and stretcher

[18:57] accessible so if you need that information to

[19:00] include into your provider info melissa i can send that to

[19:04] you yeah if you could go ahead and do that

[19:07] pam we'll also need their address and phone number and the type of services

[19:10] they provide absolutely i'll send what i know about

[19:14] them okay thank you yep

[19:21] yeah whoever wants them chris is going to pass around uh pens who

[19:25] for those who need them and also note cards for anybody

[19:28] who wants to write things down for this coordinated transportation exercise

[19:33] basically what we're going to do there's kind of five sections that we're looking

[19:37] at the first section is called making

[19:40] things happen by working together this addresses issues related to

[19:44] coordination formal program goals and objectives

[19:47] and most importantly the need to articulate a vision for the provision of

[19:50] services to the elderly and disabled in kiwanis county we look at what's done

[19:54] well and done better in all these five sections turning to page 14 of the

[20:00] handout taking stock of community needs and

[20:03] moving forward

[20:14] this addresses issues involving service assessment and review and inventory of

[20:17] services provided which are essential in identifying

[20:20] gaps needs and duplication of services and then section three putting customers

[20:25] first this addresses the ease of access to information about the

[20:28] transportation services provided in the county

[20:31] at section four adapting funding for greater mobility

[20:38] this addresses inform identification about accounting procedures that create

[20:42] customer friendly payment systems while maintaining consistent reporting

[20:46] and accounting procedures across programs

[20:49] and then finally moving people efficiently

[20:56] this addresses centralized managerial systems to coordinate highly diverse

[20:59] multi-mobile service provision so if you can take a

[21:03] a few minutes and review what's done well and done better in each

[21:08] of these areas and then what we'll do you can write notes in terms of anything

[21:13] you'd want to add in terms of what's done

[21:15] well or can be done better and chris is going to

[21:18] jot those down i think we'll go through the lifts that we have here and see if

[21:22] we want to keep or delete anything and

[21:29] and we'll decide that on the items that are bulleted and then we'll go to any

[21:32] additions if that's okay except is that

[21:36] uh fair enough okay

[21:41] so the first item we have there is uh under section one making things happen

[21:46] by working together items that are done well we had quite a

[21:49] list last time i'm gonna turn back to that page

[21:59] under dunwell we had the kiwani county transportation coordinating committee

[22:03] meets quarterly um i know one month was there one

[22:07] quarter was skipped because of covid probably

[22:10] but that's a rare exception it does a good job discussing transportation

[22:14] coordination issues is that uh do people agree that we

[22:18] should continue to include that bullet yes yes okay

[22:25] so i'll put a check there we're including it

[22:29] second bullet the kiwani county human service department's family and

[22:33] community services unit has done a good job of referring medical

[22:36] assistance or ma transportation request to the

[22:39] statewide broker known as mtm at this point

[22:48] i mean staff would probably know more about

[22:51] you know whether that's occurring in reality and things like that i'm

[22:54] assuming it is certainly it's occurring um

[22:59] not new news to you jeff but certainly you know there continues to be the

[23:03] frustration and working with mtm and the struggles of consumers being

[23:07] able to actually access transportation through mtm

[23:10] and this is not a kewane county issue this is a statewide issue

[23:14] um but we do continue to make those referrals and advocate for our consumers

[23:19] when they're struggling to access that transportation

[23:30] okay thank you and look for those of you who don't know and i'm sure you've

[23:34] talked about it at previous meetings but it looks like the state wants to award

[23:38] the broker contract to a different company

[23:42] now but uh looks like there's going to be

[23:44] kind of a dog fight about that i think ntn wants to keep the contract

[23:49] and they're appealing and things i think it's a company called

[23:53] vivo or something like that or something like that yeah so

[23:57] i think they're providing i think they're helping um the green bay area

[24:00] with some of their transportation right now

[24:03] so i think they have a little better reputation than mtm but uh don't quote

[24:06] me on that but we discussed it at our last

[24:09] transportation coordinating meeting when i saw that news break um and from

[24:13] what i read that appeal process can take an

[24:16] extensive amount of time like over a year well yeah and there could be

[24:20] lawsuits and everything so it sounds like we'll be stuck with

[24:23] mpm for some time could be it could be a mess for a little bit

[24:26] but but hopefully everything works out

[24:31] i don't know if this is time to mention it but i was just told by

[24:34] door county hospital when i had to go pick up a client that was left there by

[24:39] mtm that when clients request rides from mtm

[24:44] they have to request two rides one to get there and one to

[24:47] get home and that's why clients are being left

[24:51] that's what i was told

[24:56] which if you have kind of unforeseen circumstances at a hospital or whatever

[25:00] if you don't know your dismissal time or date or whatever

[25:04] because i think things could go longer than you anticipate that becomes kind of

[25:08] a mess exactly and i think there is an

[25:11] assumption that when you're making a ride request

[25:14] that it will be round trip so that's throwing some

[25:18] people off i believe

[25:24] anything else on the second bullet the third bullet family and community

[25:30] services unit leadership and staff is committed to providing cost efficient

[25:34] dependable and comprehensive service

[25:40] anybody disagree with that

[25:47] fourth bullet kiwani county has involved public and private service agencies and

[25:51] providers as plans are developed and decisions are made

[25:54] including collaboratively working on various planning and programming issues

[26:00] that's kind of what we're doing here today with all the private providers

[26:04] were invited anything on this

[26:14] keep it

[26:19] okay next kiwani county is focused on increasing service to populations

[26:24] outside the elderly such as developmentally physically and

[26:27] behaviorally disabled populations

[26:32] yes i feel that one definitely needs to stay that's

[26:36] one area that we've certainly made a great deal of progress on

[26:40] okay next kiwani county has good collaboration with family care managed

[26:45] care organizations including care wisconsin and the lakeland care district

[26:53] just take care with fasten out because there's no more care wisconsin

[26:59] straight care wisconsin

[27:03] they close it's just lakeland okay um there's a second one but the name is

[27:08] escaping me jody do you know oh there's iris

[27:11] i think oh inclusa what's it called inclusa

[27:19] i n i-n-c-u-s-i-n l usa

[27:33] okay and it looks like you're looking it up

[27:36] when you get something maybe you can confirm that you certainly could add

[28:22] next kiwani county has improved transportation services beyond city and

[28:26] county boundaries

[28:29] yes and finally kiwani county has established memoranda of understanding

[28:35] with assisted living facilities and nursing homes so that their residents

[28:39] have adequate transportation

[28:43] we certainly continue to do this but we're seeing a decrease in

[28:46] their um request to partner with us they're trying to keep them safe in

[28:52] inside their facilities or outside of covet even

[28:54] yeah they haven't really participated in utilizing our vehicles

[29:03] you want to keep this thing or

[29:10] i don't know that there's anything we can do to improve that so i'm not sure

[29:14] we would need to go anywhere else but okay i don't have a strong opinion okay

[29:20] so just kind of leave it late then for now or okay

[29:23] is there anything else that's been done well that anybody want to add to the

[29:26] list

[29:33] my only thought is the bullet point that focuses on increasing services to

[29:39] populations outside of the elderly if we could include

[29:42] children oh within a bullet yep okay maybe you don't have to do this

[29:52] um we'll include it within that parenthesis

[30:00] like as well as children

[30:16] okay under do better we have looked at opportunities to increase

[30:23] transportation options within the villages of luxembourg and casco and the

[30:26] city kiwani

[30:32] dan it's great that you're yeah here this is something that our program has

[30:39] attempted to do and jody helped me out with some of the

[30:43] history but within the village of luxembourg and casco lori as well you

[30:46] know some of this history but we haven't had success in getting much

[30:50] much traction with it um lori do you have feedback on

[30:55] some of the reasons that you think that's been a struggle or

[30:59] we've done several surveys and a lot of people

[31:02] say they want to do it but when it actually comes down to it

[31:06] they shy away i'm not sure if it's because they're a freak ask for

[31:11] help luxembourg has been we've been picking

[31:16] up people more and bringing them to like the

[31:19] doctor or the ig post office thing so they're being

[31:24] served through the driver escort program it's

[31:26] just not a separate um program like we have in algoma well

[31:31] there was um and before i came to this committee

[31:37] i wasn't looking too much aware of it but there is two

[31:43] vans in luxembourg um what i believe is abby abbey vance

[31:50] yeah and another one i think is angels of something

[31:55] of angels okay i see that those two vans is uh moving around in

[32:00] luxembourg now lately and i like i said i don't i didn't pay

[32:05] too much attention to it but now i can focus more on it and ask them more

[32:09] questions and you know and see what they do

[32:14] so arms and angels actually came aboard last year uh near the end of the fiscal

[32:18] year um they provide services for our

[32:20] veterans for dav okay so the rides that need to go to the

[32:24] green bay clinic they do a lot of the appointment rides for them once they're

[32:26] on the transportation list for the va itself

[32:30] and then i'm guessing for abby vans they're likely connected with

[32:33] family care like i said i i don't know uh i wasn't paying too much

[32:40] attention to them but i know that they they're around and i see them pass once

[32:44] in a while and going to different places but i didn't

[32:47] know what their affiliation was and luxembourg i know that you sure

[32:50] industries was picking up and infinity care

[32:53] is there and and take some disabled people around but i that's the

[33:00] first time i saw these two vans and are you getting much

[33:04] feedback from the residents within the village of a

[33:07] need for increased transportation options

[33:09] not really i guess if you don't bring it up they don't

[33:12] you know don't say anything and um it wasn't ever brought up to any of our

[33:17] meetings and um i guess where we're getting at

[33:21] with this is certainly something we could do better

[33:25] so i think it's appropriate to remain on there and maybe we could

[33:27] work together to potentially do more outreach with

[33:31] your connection if possible to see if there's something we can also

[33:35] i'm the head of the knights of columbus too so

[33:38] and there's sort of different entities that i can get out

[33:42] and let people know about this and like i said

[33:45] until i sat down and listened to these people talking i didn't know

[33:48] anything about it so thanks for your feedback

[33:53] are the correct communities listed obviously we've talked about luxembourg

[33:59] but what about casper and city kiwani yeah okay

[34:04] the other item as listed do better is better educate the public that county

[34:08] transportation services are available

[34:16] leave it on leave it on okay anything else that can be done better

[34:28] going once going twice

[34:33] okay i'll throw it out there i mean based off a dance comment maybe just

[34:37] um promoting it more making the awareness since we've got those

[34:40] different services rumbling around in the villages

[34:42] maybe we have people that aren't even aware that this is available to them

[34:45] just increased outreach how included is uh an item with that

[34:50] because it's kind of related

[34:55] with a second bullet point yeah this is candy from east shore

[35:03] go ahead and i just there we've been talking about this too there is some

[35:11] you know not sure how to address it but like maybe

[35:14] after hours transportation and i'm not sure what the county provides exactly

[35:20] but um we know that we run into that

[35:22] sometimes with individuals that maybe have a job and

[35:26] don't have transportation and don't have a

[35:29] um someone to get them to and from work outside

[35:33] of you know

[35:36] that nine to five or eight to four uh world so that is something that i'm not

[35:42] sure if that needs to be added but just curious if the county even has

[35:47] something like that

[35:50] we don't currently

[35:55] are you seeing some of your clients get sent to

[35:58] places where they're beginning or ending jobs after the traditional hours correct

[36:06] and in most cases i mean we can we have resources and families

[36:12] are pretty good about it but every once in a while you'll get somebody that just

[36:15] doesn't have that resource available to them

[36:18] and it's trying to set that up to figure out a way to make that happen so they

[36:22] can get a job in the community

[36:29] okay anything else that can be done better

[36:37] okay turning to section two

[36:48] taking stock of community needs and moving forward

[36:52] the items that were listed last time is being done well

[36:57] it says all public and private transportation providers in kiwanis

[37:00] county and adjacent counties are contacted when applying for section 5310

[37:04] fund section 5310 is the just the federal program that

[37:08] gets vehicles to kiwanis county and also to

[37:13] non-profits like the shore industries can also be used for mobility management

[37:18] programs in pin counties as well

[37:24] anything on this

[37:28] we continue to adhere to that requirement so i think that yeah makes

[37:32] it a good step okay the second bullet that was listed

[37:37] as done well the transportation program has

[37:40] effectively identified transportation gaps needs and

[37:45] duplication of services and then we put in parentheses here in

[37:48] collaboration with the social work program at

[37:51] uw green bay um i don't know if that was kind of a

[37:55] one-time thing or if some of this continues no that's

[38:00] aging itself i think that can be removed struck okay

[38:15] anything else that's done well that you'd like to add

[38:18] in this area of service assessment review and inventory of services

[38:24] identifying gaps needs and duplication of services

[38:35] one thing that i'm thinking about is lori always does a really nice job

[38:39] of helping us to participate in the aging and disability

[38:45] resource fair and due to covid that's not going to be

[38:49] happening this year but i think i'm not sure if that falls into

[38:52] this section but it's a nice opportunity to really connect

[39:00] with community members to go to get a good grasp on

[39:04] transportation needs

[39:10] okay we've added that anything else

[39:18] that is done well under this area

[39:22] at section 5310 for funds i don't know and maybe

[39:30] these people from luxembourg that do this

[39:33] are aware of it or not but is there a way to make them aware of it by

[39:49] historically have access and utilize that funding

[40:03] there be a reason to publicize that more jeff it'd have to be

[40:08] you know we'd have to become aware of like the

[40:11] non-profit um existence of a you know an entity within

[40:15] the village say if you like um some communities like

[40:20] in the past way down manitowoc county keel through like a senior club had a

[40:25] like a van or something that ran around the build or the

[40:28] city down there provided service if you guys went into something like that you

[40:32] might be eligible for this as well or if you had a non-profit

[40:36] that decided to start up like a program they might be a

[40:41] little eligible for a van like he sure is you know

[40:43] so okay those would be circumstances that you might want to keep your eye out

[40:48] for there are small communities sometimes

[40:50] that get into this stuff

[40:55] also there's um i don't know i think luxembourg might be a little small for

[40:59] it but uh there are small cities that do um

[41:04] like a shared ride taxi that they might be able to get vehicles for that type

[41:07] service and then also they could get funding from the d.o.t

[41:11] for for a share to cover that i know the small wisconsin community my

[41:17] son lives in population 4500 it's called mauston in juneau county

[41:21] they have bands that run around and like between 7 00 am and 10 pm and provide

[41:26] shared ride taxi marinette has something like that but

[41:30] i don't know if you're at the population threshold where you'd be looking at

[41:32] something like that or not it's not really really about 2600

[41:37] yeah yeah so i i didn't think you were probably big enough but

[41:41] uh but it's it's something that's out there it's available and there may be

[41:45] communities of your size that are doing it

[41:48] around the state but um but you know you just have to gauge the

[41:54] interest if there is any or demand or whatnot for something like

[41:59] that so is there a website to go on or um

[42:03] um unfortunately once you come up after the meeting and give me your email

[42:07] address and i'll send you a link to something you know

[42:25] under do better we kind of had a continuation of the theme from section

[42:29] one determine whether transportation

[42:31] services can be expanded into the villages of luxembourg and casco and the

[42:35] city of kiwani thoughts on this

[42:40] and we're looking the next five years i don't know

[42:44] i think that continues to be appropriate okay we'll continue that

[42:48] anything else that can be done better in this area

[42:56] okay section three putting customers first this addresses the ease of access

[43:00] to information about the transportation services provided in tijuana county

[43:11] last time items that were done well

[43:15] fares are reasonable and affordable given the high cost of the service

[43:18] provided

[43:21] people think of that

[43:24] appropriate okay

[43:28] volunteer drivers are doing an excellent job i'm sure they are

[43:32] certainly driver training is available

[43:38] home visit assessments are made yes i think you may want to note that the

[43:44] home visit assessments are made timely i think jody does a really nice job of

[43:48] following through really promptly when there's a request

[43:53] are made in a timely manner okay

[44:01] and we had two new ones last time um kiwani county has done a good job

[44:06] maintaining an adequate pool of volunteer drivers

[44:08] um and we just had this report but uh i don't know how you want to

[44:15] know a lot to do with right now i mean no place for me to go and advocate to

[44:20] get more drivers and drivers are afraid of their own

[44:24] health

[44:30] should we move that down to do better at this point

[44:33] or we could rephrase it and say um under under normal circumstances

[44:39] or something like that yeah you know hopefully this will die down and then we

[44:44] can be back up and running full speed yeah well just like we were reflecting

[44:50] of a cur our current situation because if it's

[44:53] reflecting our current situation we should move it down to do better i'm

[44:57] good with that i think even outside of kova that's something we

[45:00] continually strive to improve on certainly not an easy feat in our

[45:06] community no

[45:13] okay moving it down there

[45:30] i'm calling it do a better job maintaining an adequate pool of

[45:33] volunteer drivers

[45:36] and then we'll strike that

[45:43] and then finally kiwani county offers client diversity training for its

[45:48] drivers

[45:51] this has been a focus for our trainings for drivers

[45:55] especially since we have really got to expand transportation to those outside

[46:00] of the elderly population so for example some of the training that

[46:04] we've done is on mental health needs serving

[46:08] children with special needs there was one training in which we focus

[46:14] more specifically on alcohol and other drug issues

[46:18] physical health needs so we've done quite a gamut there

[46:22] okay anything else that's been done well that you'd want to

[46:27] add i wonder if there's anything i wonder if there's anything you can put

[46:32] in since this is about putting customers first

[46:35] i know all the drivers go really above and beyond to make this a special day a

[46:42] special experience for um for wherever they're

[46:46] taking the client and they've developed a really good rapport with the

[46:49] clients so there's something could be put in that

[46:52] you know the drivers are make this uh um think about envelope a relationship

[46:59] make this a special experience for the person because i know everybody does

[47:02] that and the people i drive tell me about the other drivers they

[47:04] have and it's really it's really commendable so i agree

[47:10] drivers make the transportation experience special for their

[47:14] passengers customers

[47:26] it's not that you know we don't just sit there and drive and and we're just

[47:29] taking them there and drop them off like they're a piece of whatever

[47:32] it's a it's you know you you develop a rapport with the people

[47:47] okay have added that drivers make the translation experience special for their

[47:51] customers and i know they know if there's a

[47:56] conscientiousness about that from the management and that too

[48:02] it's been talked about at previous meetings we've been at here and many of

[48:05] you have been there as well so it was taken very very seriously

[48:11] anything else under done well under section three

[48:18] items that can be done better we had look at

[48:22] expanding existing services that are available

[48:29] yes no i think that helps just stay there

[48:34] okay second offer better outreach to the hispanic population kiwani county this

[48:40] was put in the 2016 plan

[48:52] what's that have we made any headway towards that that's why i'm

[48:56] um struggling with how to move forward with that i think there

[49:00] continues to be a need

[49:05] i haven't heard that there's there is a great need but

[49:09] um we certainly can continue to to make that outreach

[49:14] i have a question so if you do that outreach for let's say the hispanic

[49:18] community are the drivers then going to be able to

[49:20] communicate if they have a hispanic individual that

[49:24] has limited english we've made it work okay i have a client i've driven a

[49:30] number of times who had very little english but i do speak some spanish so

[49:35] we were able to communicate somewhat but i know it's written with people who

[49:39] don't speak any spanish so and i've been kind of hearing informally

[49:46] too that uh um i have one of my wife's uh former

[49:51] colleagues is teaching over at luxembourg casco and i think they're

[49:54] seeing increased enrollment there too and about the other districts in the

[49:57] county but

[50:01] it certainly is county-wide yeah

[50:06] so we'll keep that um administer customer satisfaction surveys

[50:13] has that been done where it could get moved up or do we keep it where it is

[50:17] here i don't think we've followed through on

[50:20] that okay it probably would be good to keep that

[50:24] on there and then maybe we could add a customer

[50:27] not customer driver satisfaction survey so we can

[50:31] also see what our drivers are feeling as

[50:38] well

[50:57] administer driver satisfaction surveys and administer customer satisfaction

[51:01] surveys and then we had do a better job

[51:05] maintaining an adequate pool of volunteer drivers

[51:10] and anything else under do better in this section

[51:22] okay next adapting funding for greater mobility

[51:32] so items that are done well uh passenger co-payments have been kept

[51:37] reasonable

[51:41] that's not fair for those of you who aren't aware the copay

[51:45] request for round trip is five dollars within um the city or village

[51:53] ten dollars within the county and then twenty dollars to the surrounding

[51:56] counties and then for the algoma bus is a dollar

[52:00] per trip

[52:03] i have not received any negative feedback on that i feel like that's

[52:07] extremely reasonable especially in comparison but people are paying

[52:10] privately

[52:14] so we can keep this bullet yes and just another note we're always more

[52:20] than willing to waive or reduce the copay if um is indicated that

[52:25] there's a struggle are they going to try to get it where

[52:29] it's

[52:31] invoice instead of yep i think that's in here

[52:35] i remember seeing that and um we have also made strides with that lynn is

[52:40] doing a whole lot of invoicing um and we found that the consumers

[52:44] appreciate that and appreciates it too it just makes the

[52:48] whole billing process a little easier for everybody

[52:50] are there any cash security issues that we hear you hear in other places where

[52:55] drivers feel nervous having cash on their person when

[52:59] collecting fares or anything like that or not really it's not really

[53:03] gonna run after it okay okay so we'll keep the first bullet

[53:12] second bus tickets or passes are available in lieu of carrying cash to

[53:16] pay for rides yes keep that

[53:25] next prepayment options for passengers have been good

[53:29] managed care organization payments invoicing etc

[53:34] okay

[53:39] and the last one we had in this area was kiwani county can waive a payment

[53:46] when a customer is unable to pay yeah okay

[53:52] anything else that's done well in this area

[54:05] okay do better better explain the invoicing option to customers

[54:13] i think we could move that up till well because jody's been doing a really good

[54:17] job of telling the people as they've been coming on

[54:21] yeah she includes that in part of the assessment process

[54:25] um so i agree

[54:35] anything else that can be done better in this area

[54:54] finally section 5 moving people efficiently

[54:57] this address of centralized managerial systems coordinate highly diverse

[55:00] multimodal service provision the one item we had that was done well

[55:04] in this area and uh i don't think it's kind of fall off when

[55:08] you get toward the end of these sections probably because people are tired or

[55:11] whatever but uh the one item we had was done well

[55:15] in this area was there's good communication between

[55:18] riders drivers and office staff i believe that's still true okay

[55:28] and items that can be done better what was listed last time was explore the

[55:32] possibility of a mobility management project that benefits kiwani county

[55:38] we have not moved forward with that and that's something i'm still open to

[55:42] exploring door county has offered to be a resource

[55:46] as we move forward with exploring that so

[55:49] i think that can stay you're kind of i don't know i don't want to see it

[55:54] surround i don't know brown county's situation very well but

[55:56] uh you get door to the north and man talk to the south and they both have

[56:00] mobility managers so um you've got resources on both ends

[56:07] so you want to keep it yes okay anything else done well or do better in this area

[56:12] of moving people efficiently that anybody wants to add

[56:20] okay and then any other discussion that people would like to make note of here

[56:35] can we go back to if we go back to moving people efficiently

[56:39] the done well outside of colvids lori does a remarkable job in combining

[56:46] rides for efficiency and um it's really

[56:50] helping with financially

[56:57] it doesn't apply to covet at all but no but

[57:00] you're absolutely right and actually that is a result of

[57:04] struggling to find more volunteers so she has worked tirelessly to try and

[57:08] combine multiple rides to get everybody where

[57:11] they need to do to be without use of too many drivers

[57:18] i want to hear the rest of your statement i had mentioned combining

[57:21] rides but you you added some more words to that that i

[57:23] want to make sure that i heard for efficiency and financial benefit

[57:29] or something like that maybe just simple don't know what that means

[57:50] if i put something and this could be shuffled around but there's great

[57:56] efficiency in combining rides for the financial benefit of the county

[58:01] and i put in parentheses at least pre-covered

[58:07] anybody want to tweak that or

[58:12] chris chris doesn't have much to do to shape it

[58:16] i think it's easier doing it this way than the board with the remote thing we

[58:19] got going here so yes maybe this would apply it went to

[58:23] the solar point to this category but i think to give some credit as far as to

[58:27] the driver that they adhere to uh safety

[58:30] requirements and and um you know we want to say safety

[58:34] measures uh we've never had any issues you hear

[58:36] in some counties and tvs where somebody gets an accident there's some

[58:40] poor passengers so they weren't properly you know fast

[58:43] and things of that nature but you know identifying the

[58:47] attention detail uh for the drivers you know as far as being able to do all

[58:51] these in a safe manner and we certainly appreciate you

[58:55] presenting at some of our driver meetings who just have that

[59:00] feedback regularly and in addition to the driving safety i

[59:04] think perhaps we should include the um

[59:08] safety measures connected to koben they've been

[59:11] both the drivers and the riders have done a great job of

[59:14] adhering to those measures to keep everybody safe

[59:20] so we want to work with that one you want two separate ones or

[59:24] one do you think they both fit there [Music]

[59:42] anyway i'll write something up and uh we'll um

[59:46] wherever you put it fine yeah

[59:57] so section three

[1:00:02] especially with the ability to

[1:00:12] change

[1:00:17] okay yeah i made a note of that and i'll a words method somehow

[1:01:37] and um came up with um some action items there were some that

[1:01:42] were deleted uh um but we continued on with several of

[1:01:47] the um have the main ones here

[1:01:51] first we have continuing to monitor representation on the kiwani county

[1:01:56] transportation coordinating committee or tcc to make sure that it meets the

[1:02:00] needs of those served responsible parties or kewane county

[1:02:05] human services department family and community services

[1:02:09] unit transportation staff these are all going to be ongoing in terms of their

[1:02:13] implementation schedule from 2021 to 2025

[1:02:18] and then uh we always have a roadblocks to implementation

[1:02:22] column that says the changes or committee expansion are recommended they

[1:02:26] need approval from the full county board is there anything on this action item

[1:02:30] that anybody would want to add anything delete

[1:02:36] this has been kind of a main staple in the plans i think from the

[1:02:39] from the first one we did

[1:02:43] anything

[1:02:46] i think it's good we've done a nice job of continuing to bring people into the

[1:02:52] committee new providers new consumers i think

[1:02:55] there's a nice representation overall okay thank you

[1:03:01] next we have continuing to update the county's transportation service

[1:03:05] inventory and update the transportation service

[1:03:08] resource guide as needed and the responsible parties here are the

[1:03:12] county human service department's family and community

[1:03:15] service services unit transportation staff

[1:03:18] provides information to the aging disability resource center of the

[1:03:22] lakeshore to be published and roadblocks

[1:03:27] we just mentioned that there will need to be outside assistance to keep this

[1:03:30] inventory updated anything needs to be tweaked here

[1:03:42] okay

[1:03:46] next utilize section 5310 program and submit

[1:03:50] applications for capital equipment buses and bands as needed to replace existing

[1:03:53] fleets um we mentioned at this time

[1:03:58] eligible service providers in iwane county including eastward industries and

[1:04:02] the kiwanis county human services department are the main players with

[1:04:05] this that's not to say down the road that

[1:04:08] there could be you know communities that have transportation like we discussed

[1:04:11] earlier that would set up something but at this point those are

[1:04:16] the the two eligible entities within the

[1:04:18] county um roadblock dependent upon continued

[1:04:22] receipt of section 5310 funding but i don't really see that going away

[1:04:28] at any point it keeps being reauthorized in every set of

[1:04:32] federal transportation reauthorization legislation

[1:04:35] so um anything here jeff you just may want to add as a

[1:04:41] roadblock we need to continue to have local match

[1:04:46] to support the purchase

[1:04:51] historically we've had an abundance of funding in our trust

[1:04:54] fund for the transportation program but we are beginning to deplete that

[1:04:59] because of the match for previous vehicles

[1:05:06] okay depending upon having a local match

[1:05:11] that phrased okay okay next uh improved service convenience uh

[1:05:18] we have community uh kewane county human service department family and community

[1:05:22] services unit transportation staff no roadblocks that we see expanding the

[1:05:28] volunteer driver program again kejuani county human services department family

[1:05:32] and community service this is unit transportation staff and

[1:05:37] the one roadblock need to continue to find qualified volunteers

[1:05:41] anything to be added here

[1:05:48] the next to last item uh provide transportation services

[1:05:52] to more children with disabilities again keywonder county human services

[1:05:57] department family and community services unit transportation staff

[1:06:02] and roadblock we had here services would be provided with the existing

[1:06:07] section 8521 funding services would be provided using the same guidelines as

[1:06:12] the volunteer driver program melissa and i had um have an email

[1:06:17] conversation about uh you know the paid nature of that

[1:06:21] particular driver and we struck that at this time um it was in

[1:06:25] the 2016 plan as a paid driver um anything on

[1:06:30] this at all

[1:06:35] and then the last item explorer section 5310 program options for operations

[1:06:39] capital and mobility management projects again the same unit kiwani county human

[1:06:45] service department family and community services unit

[1:06:48] transportation staff and again this would be dependent upon

[1:06:51] continued receipt of section 5310 funding

[1:06:55] you want to add the local match there too melissa or no

[1:07:06] and chef i'm not sure but that really that local match is really more for

[1:07:09] melissa our local matches based off of our our

[1:07:13] own board of directors okay who's talking

[1:09:34] through the section 5310 program

[1:09:38] so in fiscal 2021 which technically is october 1st 2020 through september 30th

[1:09:46] of 2021 no applications for kiwani county human services department

[1:09:52] eastshore industries is looking at one side entry transit slash bariatric

[1:09:58] vehicle with six ambulatory positions and two wheelchair positions

[1:10:02] at the cost of approximately fifty two thousand dollars

[1:10:08] any questions on twenty twenty one oh that'd be short okay i'm sorry yeah

[1:10:20] fiscal 2022 neither kejuani county human services department nor easter

[1:10:24] industries would have any applications for that year

[1:10:30] uh fiscal year 2023 which is uh september or october 1st 2022 through

[1:10:36] september 30th of 2023 that's a pretty active year kiwani

[1:10:41] county human services department would be looking at one dual axle gas powered

[1:10:45] minibus with nine ambulatory positions and two

[1:10:48] wheelchair positions at the cost of we said approximately sixty thousand

[1:10:52] dollars i think it was maybe 57 but we're inflating these in the out years

[1:10:57] somewhat so that's why we bump the cost up a little

[1:11:00] bit if i could just clarify so that 60 000 is what we would be

[1:11:05] applying um for grant funding for and then the

[1:11:08] county would be responsible for the match which i believe is 20

[1:11:12] 20 of 60 000 and that's typically what we're digging into our trust fund for

[1:11:17] so as we mentioned earlier with barriers we have to look at what's left in that

[1:11:21] trust fund to determine whether or not financially it will be possible for us

[1:11:26] to move forward with that plan um and then part of the email

[1:11:29] correspondence that we were having was to find out if a cdl

[1:11:33] would be required for that larger vehicle and we determined it is not

[1:11:37] yeah i talked to katie patterson down at wisdot madison and

[1:11:41] she sent me an email i think i forwarded it on

[1:11:45] there's a threshold i think it's 16 or more

[1:11:49] occupants of the vehicle including the drivers the threshold for cdl

[1:11:52] so i think you're you're probably going to be okay

[1:11:56] you know if that were to be a problem later we could certainly amend this plan

[1:11:59] and you know default to the other vehicle

[1:12:02] that we discussed but try to try to get you guys on the

[1:12:07] better side in terms of vehicles and capacity and

[1:12:09] things like that eastshore industries that particular

[1:12:13] year fiscal 23 they'd have one gas-powered medium bus

[1:12:17] with 10 ambulatory positions and two wheelchair positions

[1:12:20] we're costing that at about sixty six thousand dollars again that was inflated

[1:12:24] over the the base for twenty twenty one so we've

[1:12:28] got that listed fiscal year twenty twenty four neither

[1:12:33] kewane county human services department nor

[1:12:35] shore industries would have any applications for that fiscal year

[1:12:39] fiscal year 2025 kiwani county human services department no applications

[1:12:43] estore industries one new rear entry minivan with four

[1:12:48] ambulatory positions in one wheelchair position

[1:12:50] at the cost of approximately forty six thousand dollars again that was inflated

[1:12:54] over the you know the 2021 listing that wisdot

[1:12:58] gave us um you know for that year um try to try to

[1:13:02] incorporate inflation here where we can we have a

[1:13:06] footnote here applicant will continue to apply for

[1:13:08] listed projects if not funded in the year in which they are listed

[1:13:13] and then any anything else on any of the projects here any adjustments

[1:13:19] additions deletions

[1:13:25] have anything candy or look fine

[1:13:29] everything looks fine on our end okay anything on the county's end
