Okay,
meeting
[0:04]
Yes, Jerry.
>> Yes.
[0:07]
» France
>> Yes.
[0:08]
» Correct.
>> Yes.
[0:11]
» That was
Okay.
[0:15]
Let's stand for a
pledge of allegiance and a prayer.
[0:22]
» I pledge allegiance to the flag of the
United States of America and to the
[0:28]
republic for which it stands, one nation
under God, indivisible with liberty and
[0:35]
justice for all.
[0:39]
» Dear heavenly Father, as we come this
evening, we just take a moment and just
[0:42]
ask that you guide and direct us and
help us make the best decisions for the
[0:46]
town of Kirkland. We ask all these
things in your name we pray. Amen.
[0:50]
» Amen.
[1:07]
» In your packets um
that Tara had sent us, we had um meeting
[1:11]
minutes
and then from our regular meeting that
[1:14]
we held and we had a special meeting
on um
[1:18]
June 30th.
Did you guys have any corrections or
[1:22]
changes?
>> No.
[1:25]
» No.
[1:31]
» I make a motion to approve the minutes
of our regular meeting held on
[1:35]
6/8/25
and our special meeting held on
[1:39]
6/30/2025.
>> They were 26.
[1:43]
» 26
>> Second.
[1:45]
» Oh, it did say
>> So, we have a motion and a second. All
[1:48]
those in favor raise your right hand.
Motion carries.
[1:55]
And we're going to start our new
business
[1:58]
for tonight. And we have a um
resolution.
[2:04]
Um we're going to do a resolution to
reduce the um 2026 budget for the park
[2:10]
repairs and maintenance
in the amount of $4,000 and we're going
[2:14]
to appropriate it in the year um the
2027 budget.
[2:22]
So, our resolution is 2026-7-1,
resolution by the Kirkland Town Council.
[2:29]
We, the Kirkland Town Council, resolve
to reduce the 2026 budget for the
[2:34]
following funds
park repairs and maintenance
[2:37]
appropriation 2204.001.325.000
[2:43]
in the amount of $4,000 to be
appropriated for the 2027 budget.
[2:51]
So, we have a resolution that's been
presented.
[2:54]
» I make a motion that we approve
resolution 2026-7-1.
[3:01]
» Second.
>> So, we have a motion and a second on
[3:04]
this resolution. All those in favor,
raise your right hand.
[3:07]
Motion carries.
And then
[3:10]
Carla has for us to sign, so you don't
forget to sign it.
[3:52]
All right.
We're going to move on to old business
[3:55]
now and Billy, we have the park item
first.
[4:00]
Old business.
>> There's nothing new
[4:03]
at the park.
Uh we're waiting uh delivery on the
[4:08]
merry-go-round and the installation of
the
[4:12]
pour-in-place
uh ADA
[4:17]
surround for the merry-go-round.
Uh we do do not have an installation
[4:22]
date at this time.
>> Okay.
[4:27]
I have heard lots of compliments on the
new playground equipment.
[4:33]
So.
[4:40]
And we're going to move on to the next
item is storm water.
[4:47]
» Um the
surveyor for Commonwealth will be here
[4:52]
on July the 16th.
Uh he'll be going around town uh
[4:57]
surveying
uh the uh
[5:00]
uh
known storm structures throughout town.
[5:04]
So, if anybody sees him or asks
questions,
[5:09]
uh
that's who that will be. He'll be a
[5:12]
surveyor with Commonwealth starting on
the
[5:16]
storm water stuff.
[5:25]
Okay.
[5:29]
And now we're ready for you, Billy, on
your utilities.
[5:33]
» All right. You have an update in front
of you.
[5:36]
Uh
I do not have
[5:40]
anything
to add to that.
[5:45]
Go through ask questions.
[6:04]
We finally got
all the storm brush cleaned up.
[6:08]
Finally.
Big help with the
[6:12]
doing it wells. They came in and gave
a full 8 hours of work.
[6:18]
And they uh
they together hauled about
[6:23]
14 of those dump trailer loads.
Act.
[6:29]
So uh
they they put enough on their dump
[6:32]
trailer that it would have taken about
three or four of our dump trucks to
[6:36]
actually put what they put on one load.
So
[6:39]
» And I know like Chris Ragsdale did some
did some help with Drew and then Chris
[6:43]
did it again on Saturday with messing
>> your stuff.
[6:46]
» So that was a big thank you to them too
for helping.
[6:49]
» Yeah. So there's
>> There's a possibility we give Drew a
[6:51]
bonus for his work.
Extra work that he did for storm clean
[6:56]
up.
>> Um I get we get
[6:59]
also what ask his boss I that would come
through Billy too. That would be if he'd
[7:03]
want to make a recommendation on do
something like that. We get bonuses at
[7:07]
Christmas time too but I mean
>> And maybe recognize the uh
[7:11]
» Yeah.
>> town people that helped him as well.
[7:13]
» Yeah.
[7:17]
» I have a I a random question for you. I
guess. You are in contact with INDOT
[7:23]
from time to time.
Uh in Sheridan the sign for Kirkland is
[7:28]
misspelled.
Yeah. So I don't know if you can contact
[7:31]
them about that.
Um it's Kirk land out town
[7:37]
instead of Kirkland and it's right where
Good Going and the Farmers Bank is
[7:43]
So
We're going to be taking all that out
[7:46]
soon anyway for the roundabout they're
building there. So that'd be a good time
[7:51]
for them to fix the sign.
>> Oh yeah, that's true.
[8:03]
» Um I was going to ask Billy too like how
the dump truck is. I know I it was down
[8:08]
and it was getting fixed. That was part
of the delay on some of our pickup too.
[8:12]
Is it better or
>> No. Um
[8:18]
Billy Scott was supposed to have fixed
it.
[8:22]
Uh so we used it one Monday.
Dropped it off at his shop that evening.
[8:29]
He pulled it into the shop.
Uh and then the following Sunday
[8:35]
I checked with Adam to see if they had
done anything.
[8:39]
And they hadn't even touched it. So it
set in his shop for about a week.
[8:44]
» Okay.
>> Uh so now I'm looking for somebody else
[8:47]
to do the work.
>> Okay.
[9:07]
And I know like under the
I've got on your um
[9:11]
last item for the park department
um
[9:16]
we had on there like the bridge and Duke
Energy. I did talk to a
[9:20]
Bill Brock today and
Brian Jones Electric and I know Bill's
[9:25]
going to be starting some of the um
preliminary stuff for
[9:30]
for the um under
boring and stuff like that. They're
[9:34]
going to get preliminary stuff done so
Duke can come in and finish the, uh,
[9:37]
electrical stuff.
So, there's prep work that I guess Ryan
[9:41]
Jones has to do first, so.
[9:47]
You guys have any other questions or
anything for Billy or
[9:53]
Okay. Okay.
>> But but but Billy, have they ever done
[9:56]
any probing over there where they want
to build that building?
[10:00]
Every time I ask Bill Brock, he's
[10:04]
» I have no idea.
I mean
[10:07]
» You know what? We got into it several
years ago.
[10:09]
» I mean, there's there's no utilities in
that area. They may run into an old
[10:14]
basement foundation or
>> That's what I'm saying there.
[10:17]
» concrete structure, but
you know, once they start digging into
[10:21]
it, I mean, they'll
they'll either jackhammer it or bring in
[10:25]
a larger excavator to get it out.
>> I know the architects have been over
[10:29]
there and have have looked.
Like from Mafia, I know they've been
[10:33]
over and looked at the the area.
>> Yeah, they've they've walked the area,
[10:37]
but I I don't know if
>> I don't know if they broke it or not. I
[10:39]
don't know that.
>> know that anybody's done any subsurface
[10:42]
inspections or whatever, but I mean
the only thing they'll find is maybe an
[10:48]
old foundation or some area that was
filled in if if the basement was in that
[10:53]
area.
Um
[10:55]
and if so, you know, what once it's
inspected, once they get everything dug
[11:00]
out,
uh,
[11:02]
in order to rectify all of that, they'll
have to fill it in with homo fill.
[11:08]
Um
so,
[11:10]
I mean,
even if they run into something like
[11:14]
that underground, there are ways that
APC requires the ground to be stable so
[11:20]
that they can still continue to build
their building.
[11:23]
Uh, it may be a little extra cost to to
the bridge or whatever.
[11:26]
» Well, you seen what they got into
several years ago when they wanted to
[11:29]
extend that track over there.
>> Yeah.
[11:32]
» That's
footer was that big a square.
[11:36]
And uh
somebody had their excavator over and
[11:40]
couldn't even move it. Russell had to
bring his cuz
[11:43]
» I ran into that
when I put that water line in.
[11:48]
Um
of course there was another building set
[11:51]
beside the original where the basketball
There was another building set there
[11:55]
that I I believe.
Uh it had the gym and and the bus
[12:00]
» So there's stuff anyway.
>> When I put that water line in
[12:04]
I ran through or dug through what was
the staircase to the basement.
[12:09]
» Yeah.
>> Uh and we hauled uh we hauled
[12:14]
six loads of nothing but brick.
>> Brick and junk.
[12:18]
» And then we had to fill it back in and
then
[12:21]
I ran into a large uh concrete
structure.
[12:25]
Uh
Mike Henry brought his big excavator out
[12:29]
there and we barely got it on the truck.
We barely got it hauled off so
[12:34]
it it took the whole truck to to haul it
but
[12:38]
uh yeah, I mean there's no telling what
they're going to run into.
[12:43]
Uh but whatever they do there are ways
that can stabilize the ground and they
[12:48]
can build whatever they need to do.
>> Yeah, that part where that building is,
[12:53]
where the tennis court and such is,
that's where the new building was, the
[12:57]
high school. And then west of that was
the gymnasium. The big old brick
[13:02]
building was to the south.
>> Mhm.
[13:04]
» And it had basement in it.
>> Yeah, the the big brick The original big
[13:08]
brick building
uh one of the sidewalks
[13:15]
uh well, I took one out 2 3 years ago
that went to the original building and
[13:20]
it was just right behind where the
flower bed is now.
[13:27]
But yeah, I mean anytime you dig, it's
going to be an adventure.
[13:32]
I mean, I found that out when we put the
uh
[13:35]
playground equipment in and stuff like
that.
[13:38]
I hauled two or three backhoe buckets of
brick
[13:42]
we dug out.
I mean, nothing major, but I mean, it
[13:45]
was enough to uh keep playing.
>> Yeah, a lot of that back in the day was
[13:49]
playground anyway.
To the south and then all around.
[13:54]
» Yeah.
I do I do know that where the the kiddie
[13:57]
playground area is
is where the old septic tank for the
[14:03]
school system was.
And uh
[14:07]
yeah, it's it's huge.
[14:10]
» Yeah, Phil Brock knows a lot about that
if you want to ever ask any questions on
[14:13]
it. He's got some funny stories.
[14:20]
Are you anything else?
>> No.
[14:23]
» Okay, I'm going to move on to um
Steve for the marshal.
[14:29]
» I think Terrace sent you a copy of the
monthly report. We had uh
[14:34]
79 traffic stops. Out of those, we
issued 14 traffic citations.
[14:39]
We had 43 incident reports and four
criminal arrests.
[14:44]
Um
I'm working on some Department of
[14:47]
Homeland Security or a Department of
Homeland Security grant now.
[14:53]
In hopes of receiving some grant funding
for new two-way radio equipment. Try to
[14:58]
head off um a need we're going to have
in a couple years when the state
[15:02]
upgrades their state way radio system
that we operate on.
[15:06]
All the uh all but two of our current
radios will be inoperable on that new
[15:11]
upgrade. And so, we're trying to
head that off so we don't have an
[15:16]
expense in the future.
And then, I've been gathering
[15:19]
information on the speed limit signs.
And they're getting information on the
[15:24]
permitting process for that from the
state highway.
[15:27]
And uh
the town of Rushville
[15:30]
just recently put in uh three of those
and uh
[15:34]
as well as the did the town of Dayton.
So, I've been to meet Cape with their
[15:38]
marshals and got some information from
them on that.
[15:41]
They've been a big help.
I just wanted to thank our reserve
[15:45]
officer uh Brandon Garber
the night of the storm. He drove out
[15:49]
here from Kokomo and stayed several
hours and helped me
[15:53]
um
and again, he's a reserve and he doesn't
[15:56]
get paid and that that was a big help
and then he spent about all day
[16:00]
on Saturday assisting me with the uh
festival. So,
[16:04]
um he did a good job and I appreciate
all that he did.
[16:07]
And uh
Officer Turner and Officer White have
[16:10]
done a really good job. We all work well
together and the transmission transition
[16:13]
has been smooth and I appreciate
everybody's support.
[16:18]
Um I did go over and talk with the
librarian the other day about the camera
[16:22]
view of the power line uh for the Narcan
box.
[16:27]
And I showed that to uh Billy
the other day and really the only place
[16:33]
that's got a really good view is right
around the fire hydrant.
[16:37]
And we don't want people pulling up
parking by fire hydrant.
[16:41]
Um you can see off in the distance or up
by 421 and back around by the tower, but
[16:47]
it's just it's not as good as up around
fire hydrant.
[16:50]
But after talking to Billy, I don't we
don't see and correct me if I'm wrong,
[16:55]
Billy, but I think the consensus was is
we really don't see a need that needs to
[16:59]
be videoed anyway.
>> True.
[17:01]
» Um that's something that they're going
to be if they're going for that, it's
[17:04]
going to be an emergency and I don't I
don't feel that they're going to be
[17:07]
tampering with it. At Rossville, we
mounted the one that we have
[17:11]
on the side of the utility garage, which
is a block north of 20 26
[17:16]
on the east end of town.
We've not had any issues with that.
[17:21]
And uh
>> Would we just stick that on like a pole
[17:24]
over there then? Yes, that's the
>> It's not real big. It's just It's just a
[17:29]
little bitty box and you can put a
4 by 4 post or something in the ground
[17:33]
and mount it on that.
>> Okay.
[17:35]
» It It won't be our responsibility to
maintain it or refill it.
[17:39]
» Okay.
>> We just
[17:41]
allowing someone to have a place to put
it.
[17:43]
» Okay.
>> So that's my recommendation. Um
[17:48]
» So maybe like on the on the opposite
side of the where the fire hydrant maybe
[17:52]
the opposite side like behind it? Like
on the other side of it? Is that what
[17:55]
you're thinking or
>> Well, it it can't be anywhere within
[18:01]
30 ft of the fire hydrant
because Oh, got you. Okay.
[18:05]
» Yeah.
>> I didn't realize that. Okay.
[18:07]
» In fact, the fire department actually
wants some type of drive barrier system
[18:13]
there so that nobody can park within
>> Okay.
[18:16]
» that distance uh because they can't get
to the fire hydrant most of the time
[18:20]
when
um
[18:23]
the library is in operation or you know,
events downtown or when Bookers has a
[18:29]
you know, a special evening or whatever.
So
[18:31]
» So where would you Where would you or
Billy Where would you guys recommend
[18:34]
putting this post then? Like a like an
exact location
[18:37]
» think I don't I
don't know that Billy and I really come
[18:40]
up with that
a place, but I I don't see why we
[18:42]
wouldn't want to just put it up on the
west end out by 421.
[18:47]
And uh that way if somebody's needing
it, they can pull right in there and get
[18:50]
to it and it's well out of the way of
the fire hydrant
[18:52]
» Like at the edge of like where the
gravel and the grass is like kind of
[18:55]
right there? Like that edge, right?
Okay.
[18:58]
» I think that'd be all right.
[19:04]
» You know, it might be a good idea to
have a written agreement with
[19:09]
the organization that's providing it as
to making it clear that it it is
[19:15]
» Not our responsibility.
>> It is their responsibility
[19:18]
and
to maintain it and
[19:21]
to
keep it
[19:23]
filled and that
we're not we don't have any
[19:27]
responsibility if it's damaged or
>> Or if it's empty and it's needed.
[19:32]
» Mhm.
>> Or yeah and and somebody then
[19:36]
» Or somebody has an adverse effect to it
they can't sue the town either.
[19:39]
» That's right.
>> It's a bad batch. You know, you just
[19:43]
don't even know.
Yeah.
[19:46]
And then I gave you there's
and there was an electronic version of
[19:51]
one quote and then I was able to receive
a second quote and I didn't have time to
[19:55]
get that verified and I sent out a copy
to everybody.
[19:58]
The night of the storm well, I noticed
when I took over the some of the
[20:02]
emergency lighting on the F-150
were acting funky and not acting quite
[20:07]
right.
And then the night of the storm
[20:10]
I was driving the Explorer and Randall
was driving the Ford pickup truck
[20:16]
and he came up here to help me with some
traffic 421 and 38 and I asked him I
[20:21]
said what's going on with those lights
and he said that they they
[20:24]
malfunctioned for quite a while.
So I
[20:29]
took it over to Lafayette to give it to
the spear. They looked at it and the
[20:32]
lights on that truck are
holding moisture.
[20:37]
And what's happening is is
when it gets a certain amount of
[20:41]
moisture in those lights it's causing
them to short.
[20:44]
And when they short, they change flash
pattern, they change color or they just
[20:49]
don't even work.
And uh
[20:53]
So the recommendation I spoke with three
outfitters.
[20:57]
All three agreed that the lights that
were put on that new that the brand of
[21:01]
those are Phoenix and apparently they're
notorious for holding water.
[21:05]
They're out of warranty and the only way
to rectify the situation is to replace
[21:09]
them with new lights. I mean, they water
is included. There's nothing they can do
[21:13]
for us.
>> Um on your quote from Tip of the Spear
[21:17]
and then move over Outfitters, are these
I Are these the same quote? They They
[21:22]
have them worded differently in the
Outfitters compared to this one. So, are
[21:25]
these like
>> They're different. One One company uses
[21:29]
one brand, another company uses another.
>> Okay, that's why
[21:32]
» They're When When you After you sift
through it, there's a $154.26
[21:37]
difference between the two.
>> Okay.
[21:40]
» The one that's the lower of the two, my
only concern with that is is if you read
[21:46]
through the quotes, and I highlighted on
the second one that I gave you,
[21:51]
they've left a lot of leeway for
unknowns.
[21:55]
» Okay.
>> And we may have to charge for this, we
[21:57]
may have to charge for that. There's a
couple items on there that they don't
[22:01]
know what they're going to use at this
point. I don't know how they quoted
[22:04]
something that they don't know what
they're going to use, but they did.
[22:07]
The other estimate And And that estimate
there, they didn't even have me bring
[22:12]
the truck and look at it. They just
wanted me to text them pictures, and
[22:15]
they gave me a quote off of pictures.
>> Okay.
[22:17]
» I wouldn't trust over the last
The estimate that's $154 more,
[22:24]
he has even included making back plates
if he needs to on his laser printer to
[22:29]
make sure everything fits right. Um
I I just feel that for $154, I feel a
[22:34]
lot more comfortable comfortable with
the with the quote from Tip of the
[22:38]
Spear.
He took over an hour of his time. I
[22:41]
drove it over there, he looked at it. Um
I mean, he he wrote He He thoroughly
[22:46]
inspected it.
>> Well, I also noticed on um the Tip of
[22:50]
the Spear,
like his Whelen light heads
[22:54]
have a 10-year warranty on them.
>> That was going to be my next point, yes.
[22:57]
» Oh, okay. I just
>> Yeah.
[23:00]
So, it would be my recommendation um
that if if you do approve moving forward
[23:05]
with fixing these lights that we left up
at the spear tip of the spear did did
[23:10]
just outfit a new Tahoe for the Roscoe
Police Department. And he did a very
[23:15]
nice job. Everything works good. It's
all professional. And uh
[23:20]
the Roscoe voters happy with it. So,
that would be my recommendation.
[23:24]
But other than that, I don't have
anything else unless you have questions.
[23:30]
» I have a question.
Uh there's been a lot of dump trucks
[23:33]
flying through here. Have you stopped
any of those?
[23:35]
» We had 79 traffic stops. And there's
semis and dump trucks through all of
[23:40]
them.
>> Good.
[23:45]
We don't have insurance that covers
nothing on that truck or is that sort of
[23:48]
like a specialty and there's nothing to
cover that?
[23:51]
» No, that's just normal wear and tear.
[23:56]
Added equipment on the truck.
[24:05]
» And I think that's probably like
Your your light burning out in your car
[24:10]
is not covered. If If uh hail breaks it,
it is.
[24:14]
» Right.
>> Right.
[24:21]
» So, Steve's presented us with a couple
of um quotes.
[24:26]
Do you have any other
questions for him on these or
[24:30]
does anyone want to entertain a motion
if no other questions or
[24:34]
» I like Tip of the Spear. Especially like
you said, it's warrant they do.
[24:42]
» Did you make a motion, Craig?
>> I have not yet.
[24:44]
» Oh, okay.
[24:50]
» I make a motion to accept Tip of the
Spear's estimate to get the lights fixed
[24:55]
on the
Um, police truck.
[25:01]
» I'll second that.
>> The amount's uh 2,699.66.
[25:06]
Yeah.
So, we have a motion and a second. All
[25:09]
those in favor raise your right hand.
Motion carries.
[25:14]
» Thank you.
[25:22]
» Did you want to talk about the speed
signs or no or
[25:26]
» I can. They're
>> I Not that, just for us to look at.
[25:29]
» I just got a quote today
>> Okay.
[25:32]
» uh
for four of the speed signs at $7,000.
[25:37]
» Okay.
>> And I am uh
[25:40]
exploring a couple angles. I'm trying to
get some grant funding and other means
[25:44]
of funding for those.
The town of Rushville, he was able to
[25:48]
get all three of his paid for at no
expense to the town. So, there's there's
[25:52]
stuff out there. I just I've had a lot
on my plate trying to get all the stuff
[25:56]
switched over out of Brennan's name and
into mine. Then we had the festival and
[25:59]
we had the storm.
And I'm not as far along as I wanted to
[26:02]
be, but
>> No, thanks for even
[26:05]
» I'm working on
>> getting something. Yeah, it's exciting
[26:07]
to even see it. So, yeah.
>> What's really neat uh the the marshal at
[26:11]
uh
Michigan Town is looking at them, too.
[26:15]
And and he was explaining to me that
he can pull up next to that his car and
[26:21]
through Wi-Fi he can download it it's
keeps a traffic count.
[26:26]
And it gives you it'll break it down by
time of day, the average speed of the
[26:30]
vehicle coming through.
So, you can use that data to decide when
[26:34]
you need to have targeted enforcement
for excessive speed.
[26:39]
» Oh, that's pretty cool.
[26:43]
I get Jerry and I could probably tell
you times right off the top of our
[26:46]
heads.
>> I'll tell you what, I've been
[26:48]
Of those four criminal arrests that we
had,
[26:52]
uh one was a reckless driving. I had
been to Frankfort to take care of some
[26:56]
stuff one day and I was just north of
town and got one at 95 mph.
[27:02]
And it just it amazes me.
And if they're running that well and
[27:05]
then I had another one. I was sitting in
the parking in the gravel lot at the uh,
[27:11]
substation
and was running radars they were coming
[27:15]
in town and had one at 87 coming into
that 40.
[27:18]
» Oh, wow.
>> And it's just it If they're running that
[27:20]
fast at the edge of town, how fast are
they running in town?
[27:23]
» Wow.
>> So,
[27:26]
we've been busy.
>> Yeah, thank you.
[27:28]
» Thank you.
[27:30]
Wow.
>> And if you have anything else then
[27:33]
Steve, you're done?
>> No, I said thank you.
[27:35]
» Um, we're going to move on to the clerk
treasurer items.
[27:41]
I'm just signing the checks. So, Carolyn
needs us to sign some of the um,
[27:46]
regular documents for Tara.
[28:14]
All of these documents we're signing
have already in our packets for her from
[28:18]
Tara. So, we've already seen all the
all these documents, so.
[28:23]
We just have to sign officially for her
so she has her signature on it.
[28:49]
Do you get all your steps on?
>> Yes.
[28:51]
» Everything signed? Okay.
>> Okay.
[28:54]
» Um the other thing that she had in our
packet was um
[28:59]
we had a um
adjustment from Jason Moore.
[29:04]
I didn't know if you guys had time to
look at the adjustment on that. I think
[29:08]
it looks pretty looks pretty standard.
[29:13]
» Did he just put the water portion cuz
the sewer was already removed?
[29:17]
Cuz we are
uh
[29:19]
somewhere else.
>> The summary summary sprinkling.
[29:22]
» Yeah, so it's just 316.
>> For the water?
[29:26]
» Mhm. It's just that he had a
um leak under his house.
[29:30]
» Oh, wow. Okay.
[29:33]
I was going to say that um
I was a little bit I just showed you how
[29:38]
our system we have these water meters
that can read them
[29:41]
because the antique seller had a leak
and they saw that it was unusual for her
[29:46]
to have like a high amount.
>> Mhm.
[29:48]
» And so they sent her a message or put a
thing on her door and she got it shut
[29:54]
off
and got it fixed and it wasn't enough to
[29:58]
like have turn it leak adjustment
because you guys had notified her ahead
[30:02]
of time.
>> Right.
[30:02]
» Like she didn't wait till like a month
and then
[30:05]
» Mhm.
>> So that was nice that you guys caught
[30:08]
it, sent a flag over there and then that
you know, that saved money. Like she's
[30:11]
not worried about it so she's not going
to turn a leak adjustment in.
[30:14]
» Yes.
>> So she caught it. We caught it in time
[30:16]
so
>> Yeah.
[30:17]
» That's pretty cool our system can help
catch it, you know, if they notice it in
[30:21]
time. Yeah.
>> Yeah.
[30:23]
» So.
[30:29]
Um
>> I make a motion to approve the
[30:32]
» the leak adjustment. Okay.
>> I'll second.
[30:36]
» So we have a motion, a second. All those
in favor raise your right hand.
[30:40]
Motion carries.
[30:47]
And under the council members, um,
I was going to just, um,
[30:54]
bring up the, uh, Legion is having
I think it was like, um, I don't know if
[31:01]
it was Tipton or
They're having a
[31:06]
75 bikes on Saturday the 25th.
[31:13]
I don't know if Oh, it was Cicero.
Cicero's doing the ride. It's for no
[31:18]
left no vet left behind.
But they wanted to know if they could
[31:22]
block off Madison Street, um,
like maybe possibly like the alley to
[31:28]
the post office just a little bit of it
to help get the bikes in. Probably like
[31:33]
maybe like 11:30 to 2:00. They're only
there about an hour.
[31:37]
So, they were kind of just wanting to
know if it would be okay for them to and
[31:40]
then to
shut it down just a short time to get
[31:43]
the bikes
to have them
[31:46]
I've already talked to the antique
seller cuz she just asked how long it
[31:49]
was going to be. Is it going to be all
day? And I said, "No, I don't think so."
[31:52]
So, I did get verification like probably
like 11:30 to 2:00 or something.
[31:58]
So, I can let them know that we don't
have a problem with it or
[32:01]
okay.
>> What day is it?
[32:04]
» The 25th.
>> Of
[32:07]
» July.
>> July?
[32:08]
» Yeah.
[32:13]
Is that kind of like a poker run kind of
thing where they stop in and they just
[32:17]
they're only there to
do lunch or snack or something then they
[32:21]
get back on the bikes and then head off
again or
[32:23]
» They ride from Bart to Bart.
>> Bart, okay.
[32:28]
» I've been on some of those rides.
>> Okay.
[32:33]
» You didn't hear that, Steve.
[32:37]
» That's a long time ago, right?
>> That was a long
[32:39]
think.
>> Yeah,
[32:41]
if they need cones or barricades, have
them contact me.
[32:45]
» Okay.
[32:49]
And then on the barricades, do you have
a couple of the bridge barricades
[32:53]
or did we get them back? There's a
couple of I don't know if I got all of
[32:56]
them back yet.
>> No, I put them
[32:58]
» You got them back?
>> Yeah.
[33:00]
» One of them was broke.
>> Yeah, one of the legs was broke. I've
[33:03]
got it at the shop.
>> Okay, that's great.
[33:06]
» but yeah, I dropped them off. I built
them.
[33:11]
» And then the other thing I was going to
add in here, um
[33:14]
Dan Carlisle gave each of us a letter
and I don't know if you guys want to
[33:19]
just, um
let's take the time to like read this
[33:22]
letter from him and
you know, look at it and we can table
[33:26]
bring this up at our next meeting so
that'll give us time to
[33:29]
since we didn't have it before the
meeting, but I wanted to at least bring
[33:32]
that up that he did give us a letter.
And it's on the VS storm water issues.
[33:38]
So, it's the storm water flooding and
fee increase. So, he that's what the
[33:41]
letter is about, so.
Um does any other council members have
[33:45]
anything
before I close the meeting?
[33:50]
» The only thing I've got, I think I've
talked to Billy about it, is
[33:55]
the weather we're doing the church down
here for the wedding venue thing.
[34:01]
I met with that guy and went in the
basement
[34:04]
and uh his sump pump pit is on the west
end of his building close to 38
[34:11]
and turned the pump on and held it on
and there's a 6-in tile
[34:17]
that goes towards the alley.
>> I mean, we talked about that in our
[34:20]
special meeting
>> Well, it just kept coming and coming.
[34:24]
» And
the way I understand it, there's no maps
[34:27]
of the
drain there. So, So, that's plugged
[34:30]
there, I mean, it never shut off, just
kept running.
[34:33]
» Yeah, that Billy note, yeah, we know
about that.
[34:35]
» Well, uh
[34:38]
need to locate the ditch out there and
see why
[34:41]
if it's plugged ahead of it, that could
be a lot of his problems.
[34:44]
» Yeah.
>> I mean,
[34:48]
» We also
>> to start somewhere.
[34:50]
» Yeah, we also discussed that in our um
when we've had meetings with the storm
[34:54]
water, like with the engineers and
stuff, we brought those same issues up
[34:58]
to them. So, they know about too.
So, we told them things that we are
[35:04]
curious about.
>> So, many people knows about it, but
[35:07]
nobody's doing nothing. That's what
bothers me.
[35:10]
Uh
[35:13]
get cameras down there and run down the
alley, and find out where it's plugged.
[35:19]
It's simple thing to do.
And
[35:22]
one at a time is going to help, just
like the stuff we done some years ago
[35:26]
south here.
Every little bit you do helps, but if
[35:29]
it's not getting away,
I mean, I stood there and watched it.
[35:33]
It continued, it just kept running and
running until it got to a certain
[35:37]
height. It It kept going north.
Cuz if that would come in the well,
[35:41]
what's it going to do in there?
>> Yes.
[35:43]
» talked about.
>> Yes, they're they're going to like
[35:46]
do as-built drawings for us, so we know
like where all the issues are at.
[35:50]
» And they're going to
>> So, that's why they're investigating.
[35:53]
There's so many issues, that's why
they're going to help us locate them.
[35:56]
So.
>> If we could do it on our own without a
[35:59]
bunch of grants and stuff, we could jet
something out
[36:03]
and get it open and going.
Just
[36:06]
plugged down there on the north end of
town.
[36:10]
And Francis Street and Ohio.
You run a camera up this way, it comes
[36:16]
at utility pole there and stops.
And needs dug up, see what's wrong.
[36:21]
» I've heard about that. I heard about
that one, too. Yeah.
[36:24]
» But, we keep talking about it, and and
nothing's ever done.
[36:32]
And the water stands there in Stuart's
backyard in that pit. Jet it on and see
[36:37]
why.
Well, somebody said something about the
[36:40]
roots in there. Jet them out there.
Every little bit we do is going to help
[36:45]
some.
>> Where is that telephone pole? Where at
[36:47]
it? What telephone pole?
>> Uh
[36:51]
Where that guy bought Ragsdale's old
trailer down there.
[36:55]
And that little double-wide trailer
across there, that utility pole on the
[36:59]
on Ohio Street. This been years ago.
They run a camera, it come to that
[37:04]
utility pole and stopped right at this
way.
[37:07]
And it comes from the Christian church
and goes clear to about there and stops.
[37:14]
And we got to do something. We can't
just keep waiting on them.
[37:17]
Grants and
big money to engineer something when we
[37:21]
see little simple things ourselves.
[37:29]
We do.
>> I mean, I just know that our employees
[37:32]
have a lot on their plate.
>> They do. And here lately it's been
[37:35]
really really
>> really bad. That's
[37:40]
» What does
Jay charge when he comes out from
[37:44]
Eagle's construction?
Like to run a camera or jet something?
[37:50]
It's not that expensive, is it?
>> It is.
[37:56]
Usually, if they're here an hour,
it usually runs anywhere between $800 to
[38:04]
$1,000.
[38:08]
Maybe less, depending on what they have
to do.
[38:11]
Uh
There's a There's a minimum charge, and
[38:15]
then they charge mileage. Well,
actually, they charge
[38:19]
When when they crank the truck up at the
lot, that's when they start their time.
[38:24]
And then when they park it in the lot,
that's when they end their time.
[38:28]
Uh so it usually runs between 8 800 and
$1,000 every time they come to town.
[38:35]
» Well, if we've got things set up and
ready, it wouldn't take them that long
[38:40]
to do their job.
>> No, and and I've I've used
[38:44]
uh vac truck companies in the past.
Uh in fact, I've jotted down some uh
[38:50]
kind of
rough drawings of storm drains and stuff
[38:54]
in the area.
Um basically, there there are no maps.
[39:00]
Um you can ask Joe Blow if he knows
something, but you can take that with a
[39:04]
grain of salt because
most of the people in town that know
[39:08]
something are, you know,
>> They're gone.
[39:10]
» Yeah. Uh especially, you know, I mean,
Burl Tharp was a big help out here in
[39:16]
the in the minute town.
Um
[39:20]
but I've done some some rough sketches,
and basically what I have done
[39:25]
and we don't have a whole lot of storm
money to work with. So if I do that two
[39:29]
three four times, I'm broke. We're done.
Um
[39:33]
so uh
uh
[39:37]
usually what we did was was was we would
pick a storm drain, pop the lid,
[39:43]
and whatever lines come in or out, we
would just pick one
[39:47]
and go as far as we could,
uh
[39:51]
get a distance, size, what type it was,
we come back out, we go back in another.
[39:56]
Uh I know there's one over here
uh
[40:02]
Ohio
and
[40:06]
uh
Oh goodness gracious, it's it's either
[40:11]
» Adams Street.
>> Uh no, it's not all it's not that far
[40:14]
down. It's it's Monroe.
Uh
[40:17]
pull the lid on that one and there's a
half a dozen lines coming in and out
[40:21]
going every direction.
Um
[40:24]
that was one thing Earl Tharp always
talked about. Nobody go along with him.
[40:28]
They're worth it. They parked out the
front of their house.
[40:31]
He said he took uh
come to a board meeting and took people
[40:35]
down there and showed them and nobody
want to do nothing about it. And they
[40:39]
filled it in. They had it dug up. And
now I I knew it years ago.
[40:43]
» Yeah. Um
I do know there on on Monroe there's a
[40:47]
storm drain on the corner of Monroe and
421
[40:50]
uh which goes east
all the way to that particular manhole
[40:56]
somewhere in in the area of uh
um Ohio.
[41:03]
Um
and we've had trouble with it.
[41:06]
» When it When that that is
>> in the
[41:08]
» one of the
>> Some of the issues that are causing
[41:12]
issues now is because of lack of
oversight when people would put in
[41:18]
sewer lines, water lines, they would
just go right through storm drains
[41:23]
and depending on what it is, you can't
reroute.
[41:29]
Um
sewer lines based on the need for
[41:32]
elevation.
Uh and if you do storm drains up or
[41:37]
down, you're either going to
it's not going to fix that either. So
[41:41]
uh
there's a lot of rerouting of stuff that
[41:44]
needs to be done around town.
Uh
[41:48]
you know, some of these things may be
small, but uh
[41:52]
you know, added together they all
gets big. It's It's in a It's in the
[41:58]
area. You know, an area may have
half a dozen or more issues that need to
[42:04]
be fixed.
Uh
[42:07]
and another big issue that this town has
is when they first put all this stuff
[42:12]
in,
they didn't bank on growth.
[42:16]
So, a lot of these storm drains were too
small and cannot handle some of the
[42:21]
larger rains that we've gotten over the
past several years.
[42:26]
Now, there at George's
when they his basement starts getting
[42:31]
wet, if they just that going east, yeah,
that's there. What is it they get out of
[42:36]
there? Is it tree roots or what is it?
>> No, it it's sediment.
[42:39]
» Sediment?
>> Sediment. And he's what that one is one
[42:42]
where there is a waterline goes right
through it.
[42:47]
Um and uh when sediment gets up so far,
then you know, the size of the
[42:51]
waterline, you know, even
decreases the flow even more.
[42:56]
Prime example of a
of a
[42:59]
storm drain that was put in too small.
One there at my house
[43:03]
that was connecting Westman Road to 38.
It is way too small for what the big
[43:10]
heavy rains that come. In fact, the last
two, three heavy rains,
[43:15]
uh water was halfway up to my house.
And you know, uh Laura Sheets across the
[43:21]
road, it was almost up to her garage.
Um so, uh
[43:26]
but you know, when the rain stopped, 24
hours later, it was gone.
[43:30]
But it was just it's just sized too
small to carry what
[43:35]
» And I don't have much fall from this
street or that way.
[43:39]
» No, it that
>> They couldn't for the elevation on this
[43:42]
end.
>> I know the other thing that we're
[43:45]
worried about, too, is like
you know, we want to get some storm
[43:49]
water issues fixed, but we're also
worried about we may have to look at
[43:53]
Excel's project.
Cuz I feel like that he's been up here
[43:57]
and been
>> priority that needs to be done.
[44:00]
» That's where we may have to spend some
more money. That's why we're worried
[44:03]
about our
storm water account because if we do
[44:07]
that project we're it's going to put us
even shorter.
[44:11]
So, that's the other reason why we've
been talking about an increase and the
[44:14]
need of it because we don't have the
money to go do cameras and
[44:18]
» Yeah.
>> So, that's why we're trying to get some
[44:21]
of the grants up to help us in the long
run.
[44:23]
» Yeah.
>> So.
[44:24]
» And there's, you know, there's two or
three projects in town that need to be
[44:27]
done. They're on Elizaville Road.
From Elizaville Road back up to the
[44:31]
cemetery that needs to be a swell that
goes along all all the way behind those
[44:36]
people's homes
so that they drain their backyards,
[44:39]
drain it down to Elizaville Road, and
possibly put a 2-ft culvert underneath
[44:45]
Elizaville Road and let it drain over
into the cornfield.
[44:48]
» Okay.
>> Uh
[44:50]
needs to be an open ditch cut from
um
[44:54]
uh
I can't
[44:56]
figure out the lady's name that lives
there in that trailer there on
[45:00]
Elizaville, but it needs to be an open
ditch
[45:02]
» Is that Jan Carl or?
>> Yeah.
[45:04]
» Jan.
>> Uh needs to be an open ditch where some
[45:06]
new culverts put in
underneath driveways and the roadway
[45:10]
from there to 38.
>> Okay.
[45:13]
» Um
and then over around Dan Carl.
[45:17]
All of that needs to be open ditch,
drains need to be a lot larger.
[45:22]
Uh in fact, the one uh
>> No, it's his in the front or his in the
[45:27]
back?
>> issue is in the front.
[45:29]
Uh
but I do know there's some issues
[45:32]
behind.
>> Okay.
[45:33]
» Um but the one of the big issues in the
front is
[45:37]
over time the ditches have filled in.
They need to be re-elevated, re-shot
[45:43]
from grade from
uh
[45:45]
that in-house all the way down to Adams
Street.
[45:50]
Uh new culverts put in
12 in or bigger.
[45:55]
Uh
I do know that there is a flexible tile
[45:59]
drain, but it's only about 4 in.
So, it's not going to carry a whole lot,
[46:05]
and even and if it's plugged up, it's
not going to carry anything.
[46:09]
So, there's there's issues that can be
done.
[46:13]
Um problem is our storm water budget
doesn't have a whole lot. Uh if we do
[46:19]
two or three projects
ourselves, then we're we're done.
[46:27]
» Now, we open that up, and then we just
shove more water down the sun chaser.
[46:31]
» Well, that's where we're going
>> got a swimming pool there.
[46:34]
» Yeah, we're we're hoping when it gets in
our good yard
[46:39]
» I'm not that person.
I'm not pushing it all down there.
[46:43]
» Well, I mean, we're we're hopefully you
know, we got to do something cuz I mean,
[46:46]
we fixed up all of our stuff, and then
the county refuses to
[46:51]
you know, we've done us, but
>> Right.
[46:53]
» and we fixed us, but that doesn't fix
the total issue. So, that's why we're
[46:58]
working in conjunction with the county
so that we can get this comprehensive
[47:04]
study done to find out where the
shortfalls are, where the problems are
[47:11]
and then once we do all of that, find
out where everything is flowing to, what
[47:16]
quadrant of town it's flowing out of
then we can put a comprehensive plan
[47:21]
together that says, "Okay, X amount of
gallons of water, we need
[47:26]
12-in tile here. X amount, we need 18,
24, 36." You know, just it depends.
[47:33]
Uh
and just like anything, the the clay
[47:36]
tile structure is failing.
Uh
[47:39]
so, I mean, it's just it's it's
it's a it's it's a system that's been
[47:45]
put in for decades, and it's been
band-aided for decades. Nothing
[47:52]
permanent
uh to take the worry off of not having
[47:55]
to do anything for the future as ever
been done.
[47:58]
» What would you replace that with? Double
wall?
[48:01]
» It depends on where it's at.
Depends on the location. Dual wall
[48:05]
plastic pipe.
Um
[48:08]
it can pretty much be used anywhere and
everywhere.
[48:11]
Um galvanized
will eventually rust out. But everybody
[48:17]
in this room will be long gone by the
time that happens.
[48:21]
Um
dual wall even her.
[48:25]
Oh yeah,
even even her. My grandson will be
[48:29]
retired before that happens. But anyway,
um dual wall would be what I would
[48:35]
recommend.
Uh it is flexible enough that it can
[48:39]
give a little but not a lot.
Uh it's easy to install, easy to handle.
[48:46]
Um and it uh it holds up no matter what
quality of soil, stone, rock, sand, or
[48:51]
whatever you put around it. It doesn't
matter.
[48:54]
And you know, depending on how you bed
it, how you cover it,
[48:59]
take a quarter inch drill,
drill several holes, and it will
[49:04]
actually, you know, not only drain from
from areas, but it will also act as a
[49:08]
French drain as well. So,
I mean, there's there's things that can
[49:12]
be done. Just depends on the situation.
Depends on where you're at.
[49:17]
» Yeah, where it's running through.
>> Yeah.
[49:19]
» My situation is is
I can alleviate my problem.
[49:25]
But the problem of it is there's
utilities right next to that ditch that
[49:28]
he's talking about.
There's power there, there's water
[49:32]
there, there's everything.
>> Well, we don't It doesn't have to go It
[49:35]
doesn't have to go
>> Right.
[49:37]
» It just needs to be deeper than what it
is.
[49:39]
» Right.
>> I mean, the water lines in your area
[49:42]
4 to 5 ft deep.
Um sewer lines are behind the house and
[49:47]
and whatever. So,
um you know,
[49:51]
» And utilities should be 3 ft deep, but
the minimum anyway.
[49:56]
» Yeah, you know, you like your
any communications or anything.
[49:59]
» Yeah, of course you got AT&T, you got
fiber optic, you got the the Comcast and
[50:04]
all that kind of stuff and
and depending on
[50:08]
who put it in, whatever, I mean, it
could be anywhere between 6 in and 3 ft,
[50:13]
so.
[50:17]
» Okay, um
[50:21]
is there anything else from the council
or
[50:24]
I'm going to join the meeting then.
Do you have anything?
[50:27]
» Nope.
>> Okay, okay. Meeting adjourned.
[50:31]
» Quick question.
