[2:32] recognize her outstanding service that she has done to

[2:36] affect the city of the fed so at this time um mr davidson he's

[2:41] holding uh the plaque and we would like to

[2:45] present this to ms cheryl at this time and mr davidson if you will just read

[2:50] what the plaque says presented to cheryl langford

[2:54] royster in recognition of 42 years of service to

[2:57] the city of the fed you are a valuable asset to our office

[3:01] and to the city your dedication has not gone unnoticed

[3:05] or unappreciated congratulations on 42

[3:21] and also we would like to also present our captain he will present

[3:25] the uh another little token that she can put on her desk

[3:31] and just always be reminded and hope that it will help her

[3:34] stay motivated and continue to do what she's been doing

[5:47] parking lot uh from the hours of five to

[6:02] so everything will already be pre-packaged so they won't have to worry

[6:06] about digging in here but we'll have it they'll be ready to go

[6:09] so we at the left police park we just want to do something to provide

[6:13] another employee for our kids to go without having them go from door to door

[6:24] for that night so we just want to let you all know this is something that

[6:28] we're planning on doing if you all want to donate anything that you have to call

[6:31] it

[6:45] and what we'll do is it from five to seven episode high school

[6:50] amazing parking lot and they can just come here like simply have everything

[6:53] free package to give someone thank you thank you for

[7:35] um you know when we first applied for the land wars conservation

[7:40] degree um

[7:48] to be able to accept that award um two things one we're in the process

[7:55] of looking at getting a signed

[8:09] you know according to requirements another thing that we have to do is we

[8:14] have to put language in our b

[8:19] that stipulates that we would not change how we use that vibrate proportion

[8:25] unless we request permission from them so i put

[8:31] attorney tucker actually put together a restrictive covenant

[8:34] that qualifies

[8:39] satisfies the requirement for that grant it basically just says

[8:45] that this property

[8:56] the unassigned is hereby about the following conditions restrictions

[9:00] covenants and limitations which shall apply

[9:03] this property has been acquired and developed with federal financial

[9:06] assistance provided by the national park service of the u.s department of

[9:09] interior in accordance with the land water conservation fund

[9:13] the stewardship requirement that all this property may not be converted to

[9:17] other to anything other than a public outdoor recreation

[9:21] use whether by transfer sale on any other manner

[9:24] without expressing approval of the secretary of the interior

[9:28] by law the secretary shall approve such conversion

[9:31] only if he finds it to be in accord with the then existing

[9:35] comprehensive statewide outdoor recreation plan

[9:38] and only upon such conditions as he thinks necessary

[9:42] to ensure the substitution of other recreational properties of at least

[9:46] equal fair market value or reasonably equivalent usefulness and

[9:51] location let me elaborate on that just a little

[9:55] bit y'all recall this property was purchased some time ago

[9:58] by a much larger piece of land than the fire

[10:02] and there's no practical way to go back and put a restriction indeed where the

[10:07] city is already uh already on the property the time the

[10:13] restriction is put in fees so in the real estate record the restricted

[10:18] government works exactly the same as if that this restriction had been

[10:22] contained in the deal the point of restriction is reported

[10:26] forward so from a legal point of view this meets the requirements of the grant

[10:32] fires the language itself was cut and pasted

[10:35] from their requirements it was copied word

[10:38] from word what they said so that that restriction

[10:42] will stay there until it's released by the department

[10:59] for any part of any city to carry this kind of restriction in fact it's

[11:04] pretty common most people that don't have landmasses required to have

[11:08] restrictions where if it's being used for that it'll go back over

[11:16] so we have done what we needed to do from as i understand it the initial

[11:23] grant application and initial resolution mayor to do everything necessary

[11:30] to get the crap and get it approved to execute this restrictive government

[11:39] that has been done and this is just to inform you that this

[11:45] part of the question is what we're talking about

[12:37] there has um some interest uh in 431 uh beginning at what we call the

[12:44] junction with a service station that the group is not there it moves in the

[12:49] direction toward chambers academy it takes in

[12:53] different properties such as the subway family dollar

[13:04] store along that through there by trdc uh putting up some street lights so that

[13:11] as you come in on that side of town there's not any street lights

[13:15] until you get to the red light to do that

[13:18] uh there would be six lights that would be maintained by the city of

[13:24] lafayette at a cost of 13.75

[13:29] a month for a total of 82.50 trdc would like to on their own

[13:37] uh past where the six lights have been designated

[13:41] uh out to their building at trdc they would like to take four additional

[13:46] lights out at their house and maintain uh toward chambers so that as you come

[13:52] into town there would be uh 10 city lights coming

[13:55] in from that direction the city cost would be 82.50

[14:01] would be maintained uh by the polls and everything would be uh

[14:08] trdc up through there thanks for your information uh it was

[14:14] put on the agenda tonight we would like to move forward with that

[14:20] trac is waiting to see what the season the city would like to make

[14:25] uh six in our calls forward that goes i would think we need to move forward on

[14:30] it we need it in our city i think coming in and

[14:34] all especially with the businesses are down there and i just think it's a great

[14:40] idea that we need don't feel great i'm in favor of that too but also the

[14:46] business owners that need to clean up those buildings

[14:49] and stuff like that to their businesses some of them you know they want us to

[14:53] light it up and all that stuff but they need to do a good job of cleaning up and

[14:57] make sure they're in in compliance with the city

[15:01] ordinances and stuff as far as cleaning up their property you know they

[15:04] want to competition do all that stuff and want us to do something they need to

[15:07] be the same way and make sure they're doing what they're supposed to be

[15:21] is there is there anything that mr attorney that we would need uh

[15:29] rather than a formal promotion that you uh i think i'm just sick in your

[15:35] guidance i think the martial resolution finds

[15:38] large general party budgetary changes

[15:44] taking things different um i think that would probably be a good idea

[15:49] once this was done that would get something in place if you already see

[15:52] formalized

[16:11] and they have some specific things that are drawn up there's about 1600

[23:50] my opinion i feel like we need to clarify or either prove it again because

[23:55] typically the way we approve the rest of resolution

[24:26] re-requested that brand chemical is pretty specific formulation so that's
