[0:54]
[Music]
[0:58]

[1:28]
Tak
[1:39]
okay I got my Yankee one sir I got for
my birthday last year so I'll just go
[1:43]
ahead that are you a Yankee well I'm a
baseball fan first Yankee fan second but
[1:47]
I've been watching you know I watch
baseball all day every day yeah yeah um
[1:51]
I
love I think that the baseball playoffs
[1:55]
made me appreciation with on the west
coast because when I was like east coast
[1:57]
and Central it was like oh man just
staying up now
[2:02]
like wait till you sleeping the game
going
[2:28]
on
[2:47]
oh it's an interesting question Su are
[2:53]
you I'm not the girl that usually
complains
[2:57]
about it is always free in that
building just patching to see if you can
[3:03]
hear it is Snip but it's
[3:08]
good I'd rather be
cold
[3:25]
yeah seems to be with from everyone that
I asked from other cities and stuff that
[3:30]
seems to
be although one mayor today was talking
[3:34]
they gave six
minutes
[3:39]
[Music]
[3:45]
yes an example
where group that comes in and like
[3:50]
condemns them to hell and they each Tak
[3:58]
minutes
[4:02]
there's better use of
condemnation
[4:28]
yeah
yeah you have L you can bring everybody
[4:33]
close together and use all the skirting
appropriately
[4:39]
soen I've seen some of the videos that
in the office was that's where they had
[4:44]
the extra table and they were like
table
[4:55]
everybody okay I'm going to go ahead and
call the meeting to
[5:01]
order oh meeting the order please stand
for the
[5:07]
light
I of the United States of America and to
[5:13]
the rep for it stands
Nation
[5:26]
indivisible okay I know everyone by
heart uh mayor Hillary momson here
[5:32]
councelor gilan here councelor Carswell
pres councelor pson
[5:38]
here okay we are all
here first up on our
[5:45]
agenda is the appointment of Eric quilan
was that how we say your last name
[5:49]
quillin
quillin um and this was a carryover from
[5:55]
a previous meeting so all the
information was not reprinted in the
[6:00]
packet so I just wanted to reiterate
real quick what I had shared with Eric
[6:05]
on the appointment this is an
appointment to fill the um unexpired
[6:10]
term uh that was created through um Jim
drevan um and this was something I sent
[6:18]
out to council end of August and part of
it just says that the applications
[6:23]
before me brought four wide variety of
candidates and possibilities I Ed the
[6:27]
following 10 questions which was also
included in the packet last month for
[6:32]
the candidates to to guide our
discussion together one area of focus I
[6:37]
had was making sure my selection would
represent a large population of the town
[6:41]
with a diverse
population um and so with that I put
[6:46]
forth um my nomination and
so I laay that before you guys that a
[6:53]
nomination of
[6:57]
Eric is it a good time you think it's
good
[7:01]
now now that we taken care of
the well I think especially for this
[7:06]
seat This was um a selection that was
made prior to all of that um which was
[7:13]
partly why I'm referencing that I did
email out and made public that my
[7:18]
nomination was for Eric prior two things
I think that's important for our city to
[7:24]
know that our residents that this was an
application that came in without any of
[7:30]
the water rate
issues but for a wider range of things
[7:36]
but um I do think that especially with
multiple openings that for the benefit
[7:43]
of the city so that we do have a quorum
for something when I know that I had a
[7:48]
few counselors that might not have been
able to make it tonight we wouldn't be
[7:52]
able to make you know just with this
many openings it
[7:55]
takes almost like one person two people
and we don't have Forum we all move to
[8:01]
accept the appointment of Eric in the
city
[8:04]
council to the expired term December
31st 2024 created by Jim's
[8:11]
vacancy all
second
[8:15]
okay any further
discussion um all in
[8:21]
favor I any opposed passes unanimously
welcome to the council all we'll let
[8:30]
yeah Eric is going to um offal handshake
you can sir thank
[8:39]
you I don't know if you want your papers
you brought or we have for um Eric will
[8:45]
be U sworn in through either the option
of a notary or the next time court is in
[8:52]
session but our Carter does give him
permission to take a seat
[8:58]
immediately so he can take the
[9:04]
seat without signing it once appoint the
pointed the the Els are gonna just be
[9:10]
more of a regulatory function but you
looked into it yeah I looked into it too
[9:15]
after the beginning of the
[9:19]
year
um yeah so welcome I do want to give
[9:24]
Eric the you can pick wherever you want
to sit s um the permission to know that
[9:30]
as a brand new counselor um one speak up
don't feel like oh no I shouldn't have
[9:36]
asked that ask we don't expect you to
know every process nor do I yet know
[9:43]
every process and you're more than
welcome to abstain if you feel like hey
[9:50]
I just got on the table
and you know but you are fly on Council
[9:56]
so welcome thank you um can I
do a quick introduction yes so my name
[10:02]
is Eric Gan my family and I have lived
here for eight years and I teach English
[10:08]
at Dayton High School I've been a
teacher most of my professional
[10:12]
life and we opened a coffee shop down
the street a year ago so that was a big
[10:19]
decision for our family kind of a kind
of a little bit risky you know kind yeah
[10:26]
have good
coffee
[10:30]
uh I'm excited to take this position uh
I'm I have a very busy life there's nine
[10:35]
people living in my house grand kids
dogs cats but uh I'm looking forward to
[10:41]
this opportunity because we love this
town really happy that we moved here um
[10:47]
we're raising our family here and it's
um you know I just want to I want to see
[10:52]
this town prosper and grow you know in
the right way how how we as a community
[10:57]
see that how we envision it so I'm happy
to serve that's kind of been my role in
[11:03]
public public service has been my job as
a teacher that's what I do so I'm
[11:09]
excited to to be here and I want to
especially thank you Lee for uh tbling
[11:14]
the first
motion because when I you know attending
[11:19]
those meetings stepping up there and
having to vote I it would have been
[11:23]
really awkward and maybe inappropriate I
probably would have abstained and for
[11:27]
clarity it's just you know I don't think
you have seen all the numbers and the
[11:30]
budget yeah and I haven't yeah so thanks
for that because that would have put me
[11:35]
kind of in a tight spot you know
apprciate I appreciate that too so
[11:40]
welcome um with that and lastly just let
you know um you're on boarding process
[11:44]
I'll get with you sometime tomorrow
we'll get your email set up we have an
[11:47]
orientation packet budget stuff all that
stuff will go over maybe for about an
[11:51]
hour hour and a half or so once you come
whenever you have
[11:54]
time um so with that um we do need to
declare the vacant
[12:00]
seats created by the um recognition of
councelor Shaw and Johnson um they were
[12:10]
both emailed to
council and in our Charter it states
[12:17]
that we need to
formally acknowledge the vacancy they
[12:23]
have already the resignation stands no
matter what but we do have to so all
[12:27]
move to declare on the city council due
to councelor Michael sha and Joe
[12:31]
Johnson's resignation effective the
dates on their respective resignation
[12:36]
letters so second any further
discussion all in favor I I any
[12:46]
opposed okay um I do want to quickly
just share the same as I did the last
[12:51]
time we had a vacancy declared um this
is a little bit of a overlap but yet not
[13:00]
um last time I was very clear in my
process and I want to be very clear
[13:04]
again um my main objective of taking a
pause of 30 days to open up the actively
[13:11]
seeking applications is I want to make
sure that I have a variety of
[13:16]
applications in front of me with as many
options as possible um that doesn't mean
[13:22]
that my intent to um the goal was to
declare vacancies last month and I um
[13:32]
when I selected a seat for um the seat
that Eric just or counselor qu just
[13:38]
filled it wasn't a who would I pick it
was a hard who would I not pick um and
[13:44]
so with that I know it's a little bit
awkward that um I did put forth a name
[13:50]
that I wanted to nominate um but at the
same time I do find that we are in a new
[13:56]
situation it was a new territory where
all of a sudden sudden with two
[13:59]
counselors resigning back to back and
another appointment that puts three
[14:04]
seats that are getting appointed which
is half the council and then I break the
[14:08]
tie because of that I want to be very
careful that the council seats do not
[14:14]
get appointed where it's 100 heavy
loaded um just from my viewpoint so I
[14:21]
did speak with um counselor Paulson who
is the council president to ask her to
[14:27]
come alongside me um when I start
interviewing candidates again um and so
[14:33]
that might be that um somebody who's
already been put forward before um I
[14:39]
would like them to also interview with
her even if I'm already comfortable with
[14:43]
that but also I would like to reach out
to you guys that um feel free to share
[14:50]
as much as you want of your opinions on
how to handle especially that third seat
[14:55]
I do want to respect the fact
that um you guys are hold seat
[15:00]
especially the three original counselors
tonight hold seats that they were
[15:04]
elected for and um I don't take lightly
the
[15:09]
responsibility that I have to appoint
and I want to respect your seats as the
[15:13]
same as respecting the open seats so
long story short once again there'll be
[15:19]
a 30-day window that I am actively
seeking
[15:22]
applications and um councelor pson is
going to interview along with
[15:29]
um could be together could be separate
depending on everyone's schedules at the
[15:33]
same time if there's anyone you guys
want to talk with you are more than
[15:36]
welcome and I encourage you to reach out
to those
[15:38]
candidates um or applicants I should say
and we'll go through the same steps and
[15:44]
my hope is to appoint or decide what to
do with those two vacan seats at the
[15:50]
same time and now was this from the
resignation date 30 days from today
[15:55]
although we have had some applications
come in I've contacted letting them know
[15:58]
that
yeah 30 days from this vacancy or we
[16:02]
just declared vacancy so so mayor M if I
may clarify so we'll get the ads out
[16:08]
tomorrow just like last time um as a
reminder since both these positions were
[16:12]
just recently elected um they the
official term ends on December 31st 2026
[16:18]
but they will have to run again in the
next election to keep the seat yes the
[16:21]
appointment only goes through until the
next election so we actually have an
[16:26]
election where there are five yeah five
councilors and one mayor seats yes so
[16:32]
six
so
[16:36]
um citizen input on non-agenda
items um I have Tom
[16:49]
Reed hello hello hello I want to talk
about talking about the storm water
[16:56]
basis which I don't know I I I put
together a little thing I've only got
[17:02]
four copies thank you it's got a little
map to show you where they
[17:07]
are I was here once before a couple
months ago the situation is this when
[17:12]
the developers developed the northeast
corner
[17:17]
they created
HOAs and put the storm water Bas in
[17:23]
maintenance and ownership onto those
HOAs I think this is
[17:28]
part of the sewer system I don't think
an HOA has any business being involved
[17:33]
in it whatsoever I don't know why I pay
taxes if it's not for the city to do
[17:38]
stuff like this it's drainage it's it's
land that's sitting there doing nothing
[17:43]
a low area that the water collects in so
it doesn't
[17:47]
flood not residential it's not
commercial it's not Parks and Recreation
[17:52]
it's sewer system so I'd like the
council to consider and I'd like to have
[17:57]
conversations about moving the ownership
of these to the city which will save two
[18:04]
HOAs up there $30,000 per year and by
what I can figure out won't cost the
[18:10]
city hardly anything because you got an
umbrella liability policy it goes under
[18:14]
you've got contracts with landscapers
already um and we can get rid of the
[18:19]
HOAs it's just another level of
administration that um I guarantee you
[18:24]
nobody up in that area wants and from
talking to the people in the
[18:28]
neighborhood we feel like we're getting
double taxed we pay all the taxes to the
[18:32]
city and then we have to take care of
part of the infrastructure ourselves so
[18:36]
we just think it's unfair and we'd like
to have the city council consider it so
[18:41]
my question to the city council is
what's the next step to talk about it
[18:44]
can I ask go quick you're you're saying
we so are you coming before us tonight
[18:50]
as Tom we the homeowner or are you
coming before us I know that you're on
[18:56]
an HOA are you speaking speak I just
want to talk yes yes
[19:01]
yes I I was on the HOA to clarify for
you Brandon I was on the HOA thought my
[19:06]
time there was done and resigned but um
now have applied to be back on there and
[19:11]
have been accepted the formal meeting to
accept that is October the 26 okay so as
[19:18]
but you can contact I can give you the
person's name at management trust so as
[19:22]
of tonight you're coming just as Tom re
though I just want to make sure that um
[19:25]
well I I guess the official staff hasn't
put on the people have all replied via
[19:30]
email saying yes we will reinstate Tom
and I was on there before so we got the
[19:35]
emails very reinstating um me but you
know really as as as one of the people
[19:41]
in the um one of the HOAs I think that's
sufficient for me to raise the issue to
[19:46]
the oh yeah I just wanted to know if it
I'm not I'm not asking to make a
[19:49]
decision I'm not acting in the role of
making a decision at this point I I
[19:53]
think we need to have a conversation
about these because we're getting danged
[19:57]
and there's 23 households up there that
are screaming saying hey come on so you
[20:03]
know they they're upset and they want
out of this it's been going on for in
[20:06]
mine for 18 years and then the ones over
on 16th Street for less than that but
[20:11]
they all Joe Johnson and you know you
guys know Joe she's the president of the
[20:15]
other HOA and I've spoken with her and
she's on board with me that and I
[20:19]
understand do sense you can't speak on
her behalf right no of
[20:23]
course absolutely and that's why down
the road when it comes time to do a
[20:28]
transaction or something sure you're
going to need the board of members to be
[20:32]
present and whatever I I assume all of
that but before we get to that we've got
[20:37]
to have agreement that yes it makes
sense for the city to take
[20:41]
ownership and so I'm trying to find out
what the next step is to have that
[20:46]
discussion uh I can't speak for
everybody I'm not I'm not interested in
[20:51]
the city taking that at this
point it's not something that can you
[20:56]
tell me why what's the reasoning that
redistributes cost from an HOA where the
[21:02]
expense was originally put before
homeowners bought the houses and
[21:05]
redistributes it to all taxpayers people
bought those houses knowing and that's
[21:09]
not appropriate for something that's
part of the infrastructure well I mean
[21:12]
you can look at different things as
infrastructure too there every HOA
[21:16]
generally has it's usually not always
usually an HOA because they common land
[21:21]
that they can't develop and that's why
they have to it and I think that
[21:24]
generally
people at least have the whether or not
[21:28]
where they have the information to know
those things I've been in HOAs I've
[21:31]
never had an HOA at land that couldn't
be developed so I don't know not this is
[21:37]
you know part this this is the
discussion it needs to be had that's I
[21:41]
understand that but that's not what the
the agenda says right right I understand
[21:45]
that so can we do something to create a
discussion panel or
[21:51]
something at this point and I saw your
emails thank you for that you know yeah
[21:56]
I appreciate you send the emails but
like
[21:58]
I've just told you my stance on it
that's why I have not asked that to be
[22:01]
added to our
agenda that's just where I'm at um can I
[22:06]
ask how much it
is is this a 30,000 30,000 is 20,000 on
[22:12]
our HOA and
[22:16]
10,000
272 a
[22:20]
year 2025 bucks a month for everybody
forever to own a storm water basin
[22:28]
my stance said the city's got all the
expertise my stance is um along the
[22:33]
lines with um councilor gilan the only
difference I would put is if the
[22:40]
HOA wants to come before
Council as an HOA they can then re so
[22:48]
you need me to come back in November
with something saying that the HOA is
[22:52]
asking on their behalf to then possibly
I mean I'll be I'll be on the board so
[22:58]
usually you'd have like meeting
[23:02]
minutes okay that is something that we
could 26 so you know but as I know that
[23:08]
a couple months ago you came before
Council and our directive was to connect
[23:13]
with our city admin which I know that
there was some discussion and that at
[23:16]
that time if
Council sorry I'm just GNA have to
[23:20]
correct you whatever all I asked for was
a name at County I did not ask for
[23:25]
Brandon to have the conversations with
County with me flued and never able to
[23:29]
okay but that's his prerogative okay but
did yeah but let just the record
[23:33]
straight he said he knew somebody County
and that he was going to give me a name
[23:37]
did eventually after having a
conversation with the guy making the
[23:41]
decision on their own without me even
being able to explain our cost and our
[23:44]
position and our thoughts okay so um
that means that means that any further
[23:50]
directive to Brandon is the same as
where it would have been two months ago
[23:54]
that I would say hey is get get him that
information he's got you that
[23:58]
information the only thing I could see
that would change it is as an h0a coming
[24:03]
to us possibly you got the information
so process and and you just need me to
[24:08]
be as a board
member
[24:12]
representative but that's change what
Lee thinks I mean just I don't I can't
[24:18]
Joe are you open to listen I understand
how passionate you are trust me I can
[24:23]
hear it like 20 bucks you know it's
$30,000 a year these people are coughing
[24:29]
up which would cost the city maybe a
grand so I'm gonna we're going in
[24:34]
circles and for respect okay so so I'm
hearing I'm I'm hearing no I'm hearing
[24:39]
no okay so I'm going to say it I got 123
households that got voting people in
[24:45]
them Fant okay we're gonna go to De
democracy I kind of expected this I
[24:49]
gotta say I'm disappointed we are
done I just got your time is done thank
[24:56]
you for coming app thank you sad thank
you thank you sir okay any other citizen
[25:03]
input
no okay Christine were you nope okay I
[25:09]
could tell if you okay um next up
additions or deletions to the agenda yes
[25:14]
mayor I actually completely forgot um
but under 12 uh F I'd like to at least
[25:20]
address the sewer rate study from
oawu um and I I knew you were G to ask
[25:26]
that and I would actually like to
broaden that topic to discuss a little
[25:30]
bit more about just
oawu
[25:35]
in folder context since we just came off
the not that it's a big water rate study
[25:40]
question I just have a question that
would fall in line during that I would
[25:44]
like to remove the code enforcement
discussion primarily because the sheet
[25:48]
we were given has absolutely zero
Direction on the discussion points and
[25:52]
there was no way for us to prepare for
that discussion um I would like to leave
[25:56]
it the purpose was was for us to start
it as a quick conversation just the
[26:01]
purpose is fine but I didn't have chance
to look at it beforehand so I don't feel
[26:05]
like anybody here is going to be
equipped to have meaningful conversation
[26:08]
so I would like to remove it put it back
on next month with a little more
[26:12]
context I think if we leave it it will
give me time during that to explain to
[26:16]
you that there was no decisions to me
anybody else
[26:23]
opinions we bump it just I just want to
point out that it was supposed to be on
[26:28]
last mon I'm already done and I'm
putting it on because and it's fine that
[26:32]
it's you can say it's supposed to be
somewhere but if you don't get the
[26:35]
counselors any context for which to
prepare it it's not a fair the context
[26:39]
was to bring it forth to see what are
tell me the context now I don't have
[26:44]
time to prepare for it now okay so
that's that's why I would like to remove
[26:48]
it AG so I am I will respect the fact
that that wants to be removed um Brandon
[26:55]
I will send to you the verbage that I
would like somehow to at least be
[27:01]
considered I am the one that asked to
have it put on on behalf of multiple
[27:05]
citizens so I don't want to drop it um
my apologies if it came off that way the
[27:11]
whole point was to keep it very broad so
um I will rephrase
[27:18]
that and work with Brandon to make sure
that that is worded more correctly um to
[27:24]
become audience month are you guys okay
with that
[27:29]
yeah
okay so any other so anyway so
[27:38]
um 12f Eric would be the sewer rate
We'll add that to 12f sorry I wasn't
[27:45]
very clear so that you know where to
when we add something we it'll be an
[27:49]
action item then and we are taking off
13A okay any other additions or
[27:56]
deletions
[28:01]
okay um report from La at fire
[28:10]
to good evening um so last month um we
had a fil the boot event that ended up
[28:18]
getting canceled last second um
unfortunately uh due to some unforeseen
[28:23]
uh circumstances we had to cancel that
and the plan now is to hopefully do it
[28:28]
in the spring
sometime uh the volunteers are currently
[28:33]
working on the schedule of events for
December um as far as our Christmas
[28:39]
banquet
or um you know whether we're going to do
[28:43]
the light parade and all that stuff
again
[28:46]
um let's
see uh we're still having issues with
[28:51]
our current brush rig um we've
got um constantly troubleshooting
[28:57]
something different on it um right now
we're having issues with the the pump
[29:00]
starting so uh and batteries dying on us
constantly so uh our fall academy starts
[29:08]
October 14th it runs every other
weekend um with the live burn and the
[29:14]
last day being uh the weekend of
December
[29:18]
3rd uh we have two uh volunteers that
will be attending that
[29:23]
Academy um and then several of our other
volunteers will be going as uh conre to
[29:29]
help
teach
[29:32]
um we're doing a promotion process for
lieutenants on November
[29:38]
1st uh we've had about 200 hours of
combined time of of training between
[29:47]
everyone uh there's a typo on here I I
have 22 it's actually 24 Personnel on
[29:53]
the roster Five Knights uh that were
staffed
[29:58]
we had three new Personnel that have
joined the Department and last night at
[30:02]
our meeting we had two new people that
came in that live in in the city that
[30:06]
would like to join as
well uh and for the month we had 60
[30:14]
calls that's all I have the um blackout
part is that addresses that is addresses
[30:21]
yes is there anything in the reports
that show like a time stamp of when
[30:26]
these calls come in when they come in
yeah I I just was I noticed that there's
[30:34]
18 calls that was unable and I'm just
curious if there's that so or I looked
[30:41]
at that because I did notice that there
were 18 um two of those calls were
[30:45]
entered wrong they were actually staffed
um they were cancelled in route um so
[30:51]
with the 16 remaining calls seven of
them were to Mutual Aid partners um that
[30:58]
we were not able to staff due to the
fact that um when we had day daytime
[31:04]
staff there uh we didn't have someone
else to come in we require a certain
[31:09]
amount to go to our our neighbors um the
rest of them they were uh going
[31:18]
uh after hours or whatever those calls
um it was just we didn't have the the
[31:23]
volunteers to be able to staff it um
the remaining nine uh six were on
[31:31]
weekends Saturdays and
Sundays here are on um and then the
[31:38]
remaining after that were all um during
the week that we also times that we did
[31:44]
not have our uh staff on um the
volunteers you know they they're
[31:50]
volunteer so um I understand and I won't
fault them for not being able to make
[31:55]
calls however I will say that those
calls just because they say that they're
[31:59]
unfilled does not mean that they are
completely unfilled usually there is
[32:03]
someone that is going to it whether it
be one of our mutual Aid Partners or if
[32:07]
it's um a medical call or always having
McMinville ambulance because they they
[32:12]
have the ASA with us they're the ones
that are responsible for the ambulance
[32:16]
service for us
okay well just Carri blackout was
[32:21]
addresses yeah I I blocked out the
addresses um we've I can redo this
[32:27]
report to make it look something
different so that there's not blacked
[32:29]
out sections on there but I um truly
feel that not every although this is all
[32:36]
public record um I don't feel like it
needs to be out there for everyone I was
[32:43]
just so we just want to make sure was
there yeah I just want to make sure what
[32:47]
that was that was blocked out okay no no
need to change it all
[32:52]
right okay thank
you oh
[32:57]
Sheriff I know
that sheriff Morrison is on vacation
[33:02]
correct yeah he's on he actually emailed
me from a cruise that he forgot that day
[33:06]
um and with me being um away as well we
couldn't get any representation but
[33:10]
he'll go the the last two months um
morisy just started last month and he's
[33:15]
been pretty active especially in the
daytime I probably seen him six or seven
[33:19]
people in the morning just pulling
people over for speeding so I know
[33:21]
there's some activity with him recently
so um yeah okay
[33:30]
um report from public works great well I
have your public the public works repor
[33:36]
is here um but I did want to introduce
Chad Snider our new Public Works
[33:40]
director um Chad will be the one uh
doing the report monthly from here on
[33:45]
out um started last week um he's been
kicking going uh we had a we had a
[33:52]
transition meeting today with Mark the
previous uh system supervisor on some
[33:55]
items uh a lot of things that we're
seeing over the past week week and a
[33:58]
half that we need to work on and we'll
be going through those processes here um
[34:03]
so um some of this stuff on the the
Public Works report is kind of redundant
[34:07]
to what we uh what I discussed later on
in my administrator's report for the
[34:11]
water and billing uses update but um if
there's anything else you have any
[34:15]
questions on I can answer for you I
questions real quick though welcome Chad
[34:21]
thank you
um the 34 leaks on the homeowner side
[34:27]
those uh concentrated in particular
neighborhoods yes um like I had
[34:32]
mentioned I think in my on last month
report um there was a good chunk of
[34:37]
those that were going to be in the the
subdivision these had additional checks
[34:41]
in them yeah yeah yeah these have these
we're seeing the same Concentra so there
[34:46]
was um we after coming out of the last
meeting um we did another check I think
[34:49]
it was on Jefferson and there's one more
that you and I have kind of been looped
[34:53]
in on that I'm trying to work through um
that's the hardest one I think
[34:57]
everything else has kind of been um
mitigated to least um if there were
[35:01]
leaks some of them were small and just
as a reminder if you do catch a leak on
[35:05]
your property and you bring that uh that
bill in we we give Credits based on uh
[35:10]
what type of leak who fixed it you know
how much water it used so sure since um
[35:16]
chat clarify Brandon yeah the credits
that also depends on whether it falls on
[35:23]
the city or the homeowner correct
correct correct it's all it's all it'll
[35:27]
all be homeowner side uh repairs repair
credits
[35:33]
okay um can I ask that we put the month
prior numbers next to the current
[35:41]
numbers okay just there's room on the
paper and I I found myself going back
[35:47]
and looking at what last months were if
it's not too big of a deal just to helps
[35:53]
give a little bit more context to what
those numbers
[35:55]
are
so anyway welcome
[35:59]
Chad make yourself at
home and we look forward
[36:04]
to see what you can add to the
report okay um approval of minutes we
[36:12]
have three different sets so let's the
first one was revision to July 13th
[36:18]
council
meeting um if I could recall correctly
[36:24]
uh Madame mayor this the I just had one
of the um the tiebreaking vote which I
[36:31]
think uh you mentioned to go ahead and
make sure that was notated and then I
[36:35]
think councelor guilan had mentioned
something about um the changes there
[36:39]
looks good okay yeah um and the last
thing that I had that saw on there it's
[36:43]
not a huge deal to me but it was the
directive to reach out to the people
[36:49]
that weren't there for the grant that we
never asked for that to be rescheduled
[36:54]
that that was they're welcome to come
back but that was supposed to be changed
[36:57]
but wasn't but that's not a big enough
thing to stop from approving
[37:03]
it so Eric what we do right now is if
someone wants to do motion to
[37:13]
accept unless you guys want to do them
all at once I like that idea I am going
[37:18]
to move to accept the July
2023 council meeting minutes with the
[37:25]
revisions the August 10th Council
minutes and the September 14th Council
[37:29]
minutes a second all in
favor any opposed
[37:37]
okay moving
on
[37:45]
um items fire trck
[37:51]
Bill Brandon I will yeld that to
you
[37:57]
just thank you Madame mayor and we have
Chief here to answer any questions but
[38:01]
uh as part of the capital Improvement
plan for the 2023 2024 budget and
[38:05]
included a new fire rescue vehicle for
the Department uh uh I think two or
[38:11]
three meetings three meetings ago it was
approved for the chassis and that's
[38:15]
ready to go now this bid was for our
buildout and you see the three bids that
[38:19]
we received with the lowest being
Cascade Fire Equipment of
[38:25]
9,355 um according to Chief me if I'm
wrong they would deliver the um
[38:32]
everything to the to the the vendor
correct and we're not we're out of that
[38:37]
now
[38:39]
correct they're bring the they're
bringing everything to we don't have to
[38:45]
like how we have to pay the $500 if we
didn't go through them it's going to be
[38:48]
yeah it'll be
sent
[38:53]
yes so with that so with the if if the
if approved $19
[39:00]
$355,000 and the um the chassis we would
still be at about $20,000 so there would
[39:07]
be some savings from the projected
expenditure of
[39:10]
$225,000 it'll probably be about another
another couple Grand just to do the
[39:15]
final finishing painting and
branding
[39:22]
yeah no I don't think can I ask real
quick chief I mean there's big
[39:27]
difference in prices but the difference
between like the 144 and the 119 is not
[39:33]
it's I want to make sure whenever I'm
looking at the lowest amount that we're
[39:38]
not cutting Corners just to get it as
low as
[39:42]
possible
um we've actually had Cascade has buil
[39:48]
sorry Cascade by equipment built several
of the apparatus around the area and
[39:54]
they've done a good job um
you know we had a good report on the you
[40:00]
know as far as talking with the salesman
and getting this stuff taken care of
[40:04]
they they're really on top of it um
we've had one built over in Carlton um
[40:10]
and anytime we've had any issues with it
or anything they're super responsive to
[40:14]
being able to take care of whatever the
little issue would be um you know we
[40:18]
have small small things that were just
you know needed to be touched up but
[40:24]
overall they're good I had a question
for you Chief the will the build out I
[40:29]
don't know if you know her Brandon will
it be ready before the next Fire season
[40:33]
or you know when it will be online uh
with Cascade um Fire Equipment yes it
[40:39]
will be uh they have us on the books to
start on May if we're able to get the
[40:45]
chassis over to them sooner um that's
great I've asked these guys to make sure
[40:51]
that you know I'm trying to figure out
how when when we can get them on the
[40:55]
books so asked who one of these when
they get started everyone else um
[41:01]
couldn't do it until next year next
budget so I asked these guys they said
[41:07]
they could do it now so I asked that
they put us on there just in case as a
[41:10]
placeholder right so we placehold there
the
[41:16]
others the next so then we would not get
it until probably next
[41:21]
fall how long could we expect that
vehicle to be like functioning and doing
[41:27]
its job it sounds like it'll solve a lot
of your problems with the batteries
[41:30]
obviously like it's 10 years so
um most of the time uh there 20 years is
[41:39]
what we're kind of running them like the
one that we currently have is 25 years
[41:42]
old and it's you know it's like any
vehicle though you know the older it
[41:47]
gets the more problems you have with
them um granted these don't go out a lot
[41:51]
they don't have a lot of miles on them
but they do get driven pretty hard when
[41:54]
they do get driven um and used pretty
hard when they get used
[42:00]
so thanks I'll make a motion to can I
continue this discussion here I think
[42:06]
that last month we went through heavy
financial review a lot of us did to make
[42:10]
sure that we were making ends meet
through the city and I hope that opened
[42:16]
folks eyes to the financial situation
we're in and I I don't think it's
[42:20]
responsible to spend six figures on this
right now I understand that there's
[42:24]
different account and money comes from
different budget places but our spending
[42:28]
has been very laps over the last few
years and I do not see how we justify
[42:32]
spending this especially when later in
this agenda we're looking to approve a
[42:36]
supplemental judge or a supplemental
budget that uh reduces the city's
[42:41]
Revenue by almost a quarter million
dollars so I remain completely opposed
[42:46]
to the
spending I had a Brandon you mentioned
[42:51]
that this the vehicle has Revenue uh
generating possibilities correct on
[42:56]
conflict only if we send it outside of
the city not even to service our
[43:01]
city I I think that this is that it is a
hefty price tag but I because it is
[43:09]
something that sits in its a fund
specifically for this um because we
[43:15]
approved the budget for it to be like we
put the fund there it's not like the
[43:19]
money is just there we put the money
there in the budget so we can't say the
[43:22]
money's already there we did my my
understanding is that
[43:26]
that money was to be spent on vehicles
not because budget we
[43:34]
approved so if we're gonna buy one the
sooner the better I mean we've
[43:40]
already I I think it's I think it's
better to get our finances in order
[43:45]
before we continue to make six figure
purchases we already bought the chassis
[43:49]
that's that was the
77,000 purch that's already purchased
[43:54]
yeah um I will open before we get to
motioning to
[44:00]
um citizen or public input um Christine
you want to just the impact the vle
[44:07]
didn't have a
[44:10]
rescue becomes unusable and we only have
the two engines let's see so if we only
[44:17]
have the two engines we have people that
have the ability to Able
[44:23]
Drive um certain Vehicles so they can
drive the rescue the the smaller brush
[44:29]
rig they can actually take that and go
on calls they're not allowed to drive
[44:33]
the big apparatus until we go through
certain classes and have the ability to
[44:36]
drive them um we have a lot more people
that are able to take that um so
[44:42]
therefore we're not taking the engines
for everything um also you know the
[44:47]
engines are a lot more expensive to take
out they're bigger they use more fuel
[44:54]
um
there's you know a lot more wear and
[44:58]
tear on TR on the roads using those
bigger vehicles where the smaller ones
[45:03]
you know we're able to get in and out of
places a little bit better and um you
[45:08]
know it's a lot more user friendly for
us soce our volunteer
[45:15]
availability not responding our
volunteers us get regularly right now
[45:21]
our fres vehicle given all the
mechanical issues you just listed they
[45:24]
have been using it
um because that's what we have and um
[45:30]
for us it's better that it goes out
especially here in town it hasn't really
[45:34]
left town for anything um it's here um
and if that is the case you know we have
[45:40]
the ability to go get it or whatever but
um so far we haven't had any major
[45:46]
issues on a call it seems once we get it
started and going it's going it's just
[45:52]
that at night when it sits overnight and
it's got a low Drive somewhere that's
[45:56]
where we have an issue and what's the
cost to fix the starter the switches in
[45:59]
the
battery uh I'm not sure what the overall
[46:04]
cost is we keep taking it into our um
mechanic to have them work on it uh it's
[46:10]
just kind a constant and over again
so is the vehicle uh that we've already
[46:18]
purchased the new one is is it a usable
vehicle without the build out or is it
[46:22]
just would it just be sitting there
waiting to just be sitting there until
[46:26]
we decided if we decided to do it later
it wouldn't be serviceable or
[46:30]
usable or we can declare for the city to
resell it and recoup the money that we
[46:35]
spent on
it um yes well 14 Monro uh just
[46:44]
listening to the
conversation personal opinion would be
[46:50]
yes it's a large St of change sounds
like there's some budget issues you guys
[46:53]
need to talk about discuss but at the
same
[46:57]
time you've already spent in a certain
amount of money on this it's okay to let
[47:03]
that go that's one that's one of course
there's no harm and no problem with
[47:07]
doing
that
[47:09]
but you've got part of it cost it sounds
like you've got it budgeted you can
[47:14]
still resolve a budget issue down the
road but now you have to look
[47:19]
at what's the practicality of not buying
it or not going ahead because our
[47:26]
department has a rig that is
usable under a limited
[47:31]
basis but and when I say puts it puts
the city at risk it puts the city at
[47:37]
risk and nickeling diming when it comes
to
[47:40]
costs you know sometimes it's better to
go okay yeah it's a new
[47:46]
vehicle but it's got a 25 year
lifespan yes it's expensive but guess
[47:52]
what folks if you wait three years it's
only going to be more
[47:57]
expensive
so I would
[48:00]
say yeah all for saving cash but there's
a point in time where saving cash is not
[48:05]
a good thing at the same time I would
strongly encourage whatever concerns Lee
[48:11]
has Lee by all means work with the
councils bring up the issue as far as
[48:17]
come out with a
budget fix if you were or adjustment
[48:23]
that is actually going to work that's
going to support the capital equipment
[48:27]
so here's what I'll say whether it's
more expensive or not in three years is
[48:30]
based on a price tag not based on the
city's financial situation given the
[48:34]
city's financial situation right now I
think that it's very expensive right now
[48:39]
secondly we can fix budgets all we want
but what we need to fix is just the
[48:43]
insanely lack spending that is
occurring you fix a budget you can you
[48:49]
manipulate numbers on paper all you want
we need to stop being so lack spending
[48:54]
tax that's that's the part of the issue
agree and I thought it hit hard for a
[49:00]
lot of people last month it did I think
I think what you're saying about we need
[49:05]
to you know that there's still costs
that need to be um I mean anyone would
[49:10]
love to like their home budgets to be
zero dollar a month but there's cost
[49:15]
that's whether you have to tighten your
budget or not and I think that
[49:20]
perhaps the budget committee needs to
reconvene in a larger thing but that
[49:26]
this was a purchase that we had already
started um I can't tell Council how to
[49:33]
move forward tonight but I think the
discussion has already have been had
[49:37]
that we understand your your view that
you want to curve all spending I I never
[49:44]
don't put words my I did not say curve
all spending but we need to be more
[49:48]
responsible we dealing with tax spare
money we can't just spend on everything
[49:52]
that's put in front of us and that seems
to be what's happened so that that's
[49:57]
ined so I guess right now it's and that
the motion can be made or no motion but
[50:04]
I think the discussion part is blowing
in circles so I'd like to make a motion
[50:09]
that we accept the bid from Cascade Fire
Equipment for 119
[50:16]
355 I'm going a second okay I hear um to
accept the bid of $119 355 from Cascade
[50:25]
Fire equipment I'm assum um it wasn't
stated but for the fire brush truck
[50:30]
right um and authorize the city
administrator to sign and administer the
[50:36]
contract um any further
discussion okay all in favor I
[50:44]
All Passes three to
[50:49]
one okay next up
is resolution for for designa check
[51:11]
signing okay um
Brandon
[51:17]
any statement you need to make to us no
um so with um Kevin Perkins leaving um
[51:26]
leaving his uh separating from work here
uh we need somebody else who doesn't
[51:30]
have access to the City Finance programs
who issues checks Etc um so right now
[51:35]
here at City Hall um it would be myself
and Robert who would be those two
[51:39]
individuals who don't have access to
that so um Robert would be the backup
[51:43]
person replacing Kevin uh regarding
check signing abilities can I clarify
[51:48]
you said it needs to be somebody who
doesn't have access correct that's your
[51:54]
recommendation well somebody who who's
not in the systems so um and we've
[51:59]
talked about using Chad but Chad just
started so the next I
[52:02]
know um so yeah um the goal I think is
eventually once we get to Kevin's
[52:07]
position filled however that looks when
that happens um or when Chad uh
[52:12]
successfully here past probation period
um it could be changed but um Robert is
[52:17]
the only person here besides so Robert's
the only other staff member that doesn't
[52:22]
I would recommend yes okay
recommendation aside yeah are there
[52:28]
other employees I'm I just want to know
who our choices are yeah but I I don't
[52:33]
think Public Works should have to come
in sign checks when they when it's time
[52:37]
Robert's here he knows he knows the city
you know he knows kind of what to look
[52:40]
for but um it's completely up to you
all I will move to approve resolution
[53:00]
approved um action item 12C resolution
for water
[53:06]
rates yes oh wait did I have to did I
have to read it out since it was a
[53:12]
resolution yes just the the key heading
the resolution do so we have to re
[53:17]
revote on that correct with me read okay
so the motion's still alive but um
[53:24]
before the city La at
Oregon um a resolution designate signes
[53:31]
for checks City checks resolution number
[53:55]
yeah this is just memorializing as per
the motion um at the last uh the meeting
[53:59]
at the fire station um reducing the rate
to the previous rate uh from or the 20
[54:05]
the fiscal year 2223 rate as well as
adding the macw waterer and light search
[54:09]
charge and system maintenance search
charge those financial impacts are there
[54:14]
um and all of the items requested are in
the resolution 2020
[54:21]
309 I have a question okay for Council
to make sure are you guys okay with the
[54:28]
verbage that says whereas members of the
city counc held of town
[54:33]
hall
yes my concern is that that makes it
[54:40]
appear that the that the group of City
councilors held it where everything was
[54:47]
By Invitation of councelor Paulson and I
and I don't want to put into a
[54:53]
resolution something that down the road
someone can read it that the council has
[54:58]
a whole held of town
hall this was the first I'm actually
[55:04]
okay with it it doesn't say all of the
members okay I just I wanted to respect
[55:08]
those that weren't that it's it was more
for your guys's I think if someone were
[55:13]
to read it to be the entire Council it
would read the city council
[55:18]
okay
okay so I move to approve resolution
[55:23]
2023 d nine amending water utility rates
for the city of
[55:28]
Lafayette I'll second okay I have before
me um before the city council for the
[55:34]
city of Lafayette Oregon a resolution
amending the water utility rates for the
[55:38]
city of Lafayette Oregon resolution
number
[55:41]
2023 d09 all in
favor all all
[55:48]
opposed passage unanimously can I just
add something yes um
[55:54]
I
the loan repayment fee U I'm totally in
[55:59]
support of this but I I would like to
say that I don't think that it is
[56:03]
Equitable I think it's very necessary
but I I just don't think
[56:08]
it's the the lowest water user in the
city of Lafia pays the same amount as
[56:14]
the highest so just you know so just
from my viewpoint because I've had this
[56:17]
discussion with citizens is I think that
there's ways maret this is equable or
[56:22]
not and it depends on if you look at
that fee to pay for water usage or for
[56:25]
Debt Service and if it's Debt Service
the debt is split equally upon everybody
[56:29]
if it's water usage you're still being
charged by your usage so I think there's
[56:32]
two ways to look at it yeah I agree with
that I think because we were it's
[56:36]
important to note that it's important to
note that with our contract with W
[56:41]
McMinville Water and Light after the
city uses so much G so many gallons of
[56:47]
water the rates
increase and so that's where I think
[56:52]
councelor gilan is getting at it depends
on how how you're looking at this and
[56:56]
really with the usage it it does come
out Fair because the costs go up for
[57:02]
us that the loan is there whether we
turn the pipe on or not correct go over
[57:08]
certain am that water increases okay
that makes yeah I so I totally I totally
[57:14]
want appreciate you sharing that coming
on you know you're you're picking up the
[57:18]
tail end of what's not a closed topic
yeah and um I've had lots of
[57:23]
conversation like lead did with other
people and I think the biggest thing for
[57:27]
me was it is Equitable in respect that
it has nothing to do with usage right
[57:33]
it's infrastructure house and and people
I don't think people realize this the
[57:36]
old tiers that we went back to they were
still teers yeah they just weren't as
[57:40]
punitive on the higher end so people are
still paying higher tiers for higher
[57:44]
usage that part so the Equitable part I
think is still there for usage just on
[57:48]
small scale yeah well it's teared so
that's I talked to many people and they
[57:53]
are a okay with this ch
[57:56]
not wants no one's purposely going
yes know
[58:04]
thanks um Okay 12d
resolution 3-10 supplemental
[58:13]
budget Brandon thank you Madame mayor so
this just similar to the resolution this
[58:19]
actually shows um where we are adjusting
the uh the projected Revenue uh we also
[58:25]
took out the um contingency fee we added
the water debt search charge and the
[58:30]
water maintenance search charge
obviously see in black in the
[58:33]
supplemental Budget on the fiscal year
23 24 so everything changed was going to
[58:37]
be in you see the the reduction of
utility bill collections um the addition
[58:44]
of the water debt search charge and the
water maintenance sear charge there all
[58:48]
in black and bold so this will reduce
our planned expenditures from 4.6 four
[58:55]
4ish million to uh 4394
million okay um Council
[59:04]
discussion I just want to
encourage that we meet with the budget
[59:09]
committee soon I mean we need to adopt
this we need to fix the budget needs to
[59:12]
be fixed okay we need to adopt this but
I I think it would be prudent to call a
[59:17]
budget I know that historically the
budget committee meets in April I think
[59:21]
it would be good to meet more frequently
especially given the current Circ
[59:25]
that's going be coming up on the next
agenda pick a date so I would agree I
[59:29]
agree that this needs to get taken care
of but we can't just since I got taken
[59:33]
care of just ignored again that coming I
think councelor gilan's correct like we
[59:38]
need to have a meeting sooner rather
than later absolutely yeah I agree um so
[59:44]
council is is picking a date next month
let's
[59:49]
let's I'm I'm going to uh move to adopt
resolution
[59:55]
20231
second amending the water Fund in the
[1:00:00]
fiscal 2024 budget just to be
[1:00:05]
clear I didn't hear her sorry say that
again I was just including the rest of
[1:00:11]
the language because I wanted to specify
that it's in regards to amending the
[1:00:15]
water Fund in the fiscal 2024
budget yeah but yes okay so that was a
[1:00:23]
second um before the city council for
the city of Lafia Oregon a resolution
[1:00:28]
adopting a supplemental budget and
changing Appropriations for the 2023
[1:00:34]
2024 fiscal year resolution
223-10 all in
[1:00:41]
favor I all
opposed passes
[1:00:46]
unanimously um followup from that
discussion though is there any directive
[1:00:50]
that is next month picking a date soon
enough to set a budget meeting or do you
[1:00:56]
guys want to try this I give you time to
figure out when we can all get together
[1:00:59]
because then I'm gonna we don't we don't
have to set that budget meeting in a
[1:01:04]
council meeting no can we just send you
our availability and start getting
[1:01:07]
something on the map yeah
yes Monro might I suggest when it comes
[1:01:14]
to setting follow on meetings might I
suggest and a look at the calend
[1:01:18]
determined perhaps three times during
the year that works out for not Council
[1:01:24]
you might want to actually meet with
them yes while
[1:01:28]
they we do meet with them we're all part
of the so so I think for now just I
[1:01:33]
think you make a great Point pick three
pick three times yeah so I think you
[1:01:36]
make a great point I think for now we're
just trying to get it on the calendar
[1:01:39]
this year and then we'll start figuring
out what times we can meet next year
[1:01:42]
multiple times and I think what we're
getting at is we don't need to wait till
[1:01:46]
next month for it to be on the agenda to
start sending Brandon our dates so star
[1:01:52]
them just as people availabil yeah let's
all try to send Brandon like a handful
[1:01:56]
of dates because I'm sure if we all send
one none of them I will make I will
[1:02:00]
yield for you guys as much as possible I
know for some of you it's harder it's a
[1:02:06]
priority but yeah even if that's a
council we can pick two that we send to
[1:02:11]
budget committee I want them there as
much as as they're even more to me part
[1:02:16]
the budget thing okay um the last action
item is a DC
[1:02:22]
appointment that is the
downtown
[1:02:28]
sorry my my position on this is that we
[1:02:35]
wait until we have a full Council I
can't speak for the other counselors but
[1:02:39]
I don't have the
availability and so I think it'd be
[1:02:42]
appropriate to hold off until we get
somewh the seats filled so i' lean that
[1:02:47]
way except for I want to know how many
people are on this committee again uh we
[1:02:51]
have five technically but while right
now we only have
[1:02:56]
three we have a planning commissioner we
have a counselor and then we have three
[1:03:04]
at large yeah we already had an um we
just appointed Travis Johnson um we have
[1:03:11]
Becky
sha as chair we already had an opening
[1:03:15]
sha resigned and that's what we're
talking about that we were supposed to
[1:03:18]
put how frequently like they have one
meeting right they do have one okay so
[1:03:23]
here's will volunteer to
temporarily my calendar is very I was
[1:03:30]
offer to temporar I will volunteer to
temporarily sir but once we fill the
[1:03:34]
council I would like to revisit this and
I it's not that I don't want to just I'm
[1:03:40]
I think it's a lot I want to I I fully
support that because I know that bud you
[1:03:47]
are very responsible with
expenditures um if if you want to also
[1:03:54]
also know that I am willing to
temporarily do it I'm I'm
[1:03:58]
happy one thing in front of us for now
there might be something yeah I think
[1:04:02]
we're looking in daytime so if we want
to make it work around your schedule
[1:04:04]
since sh the councel on it I'll get with
you on some I appreciate you stepping up
[1:04:09]
to that because I know that they put on
hold a meeting they were going to have
[1:04:12]
hoping that a counselor but I would like
to revisit this one absolutely there
[1:04:16]
might be someone better qualified
depending on pointed let's just make
[1:04:19]
sure we re RIS i' like in the motion to
make sure it's temporarily stated can
[1:04:24]
can I move to temporarily appoint
councelor gilan for the downtown design
[1:04:30]
and award Review Committee for the
unexpired term ending
[1:04:33]
1230 I can just resign from that so it's
not a big deal
[1:04:38]
I so but we will put it back
yeah would you like oh sorry we have a
[1:04:45]
motion so I have a question follow up
for you after but um any
[1:04:50]
second I second okay I have the before
me a motion to appoint councelor
[1:04:56]
Gilligan to the downtown design and
award Review Committee for the unexpired
[1:04:59]
term ending 1231
20125 and I got you at the second right
[1:05:05]
before Kayla is that okay perfect okay
all in favor all
[1:05:11]
I oh okay
allst
[1:05:16]
okay Lee quickly question for you as I'm
in interviewing candidates is it
[1:05:20]
something important enough to you that I
ask them to desire if they want to sit
[1:05:25]
on or not or is it just something we no
I think all here we determine who the
[1:05:29]
best service and we'll figure out I just
want to respect the fact that you I
[1:05:33]
definitely appreciate that okay um
discussion items so we're moving
[1:05:39]
straight to B short-term rental survey
[1:05:44]
results um I am going to pause for a few
moments we'll Pretend This is a
[1:05:53]
break did you put an in there
pause oh thank you okay so we on a break
[1:06:03]
because by time I say it it'll be out
thank you for catching that had on the
[1:06:07]
side instead of underwear normally
Reddit okay we're taing back to action
[1:06:11]
items 12s 12f sewer rate for O A
Wu and just o a w in general so Brandon
[1:06:24]
since we have nothing in front of us yes
so I didn't want to add this on the
[1:06:27]
agenda because I know's meeting it was
an official vote even though it was
[1:06:32]
under the administrator's uh expenditure
spending Authority but I think with
[1:06:36]
everything going on and I I spoke to
every councel just about this to holding
[1:06:40]
off on this but since it was a council
action I would like a council vote to
[1:06:44]
hold off on that if that's where you
choose to go did you speak with Eric no
[1:06:49]
okay I just didn't know if we needed to
update it this is this is the sewer
[1:06:52]
study by the same people yes so may I
yes okay so we had a water rate study we
[1:06:57]
adopted the recommendations of the water
rate study I think you know what
[1:07:01]
happened yeah we had a sewer rate study
scheduled to be done by the same
[1:07:05]
consultant I think we want to put that
on pause for now until we figure out if
[1:07:10]
that's really who we want to use given
our recent events does that make sense
[1:07:14]
yeah so you just need a directive right
it's not yeah I can't go above because
[1:07:18]
you made a direction for me for for
staff so I just need another vote to we
[1:07:22]
vote did we vote on it or was it just
I think we voted yeah January's meeting
[1:07:27]
we should vote then okay um my question
real quick with that is there any
[1:07:33]
followup that needs to happen or part of
the plan with o awu about the original
[1:07:39]
study yes so they were going to come
back after a year yeah when when the
[1:07:43]
when the rates were and to do another
rate rate analysis um I pretty much had
[1:07:47]
conversations with Tim and told them
that's probably not going to be
[1:07:50]
warranted just because we didn't we
didn't enact their rates and he would
[1:07:54]
just be doing more work and it's
probably going to come to a conclusion
[1:07:56]
where may not be favorable to the
community because it's going to come
[1:07:59]
back with doing the exact same thing
again so I I discussed that with Tim and
[1:08:02]
told him it's probably not the best to
do that um so when
[1:08:08]
we all the discussions we had was it
council's decision that we stood by
[1:08:16]
those rates we were just or the report
we just were choosing to accept it to
[1:08:23]
accept it but not use it or did we as a
council feel that it I did not stand by
[1:08:28]
the
by I didn't stand by them either I it
[1:08:33]
was done
incorrectly did we pay for the rate
[1:08:37]
update already
[1:08:41]
well so I hate to say this yes but it
was money that was wasted at least in
[1:08:48]
this from what the context of what it
was so I'm not going to say it's wasted
[1:08:53]
we got got to a point where we can
service the debt we got there was just a
[1:08:56]
very tumultuous ride so I'm not going to
say it was wasted we got where we need
[1:09:00]
to be we probably could have just done
it differently yeah we did we did we
[1:09:04]
spent the money we ended up where we
needed to be surfacing the debt and
[1:09:08]
everything we just
to I just wanted to find out if Council
[1:09:14]
felt there was further discussions as
we're having the discussion to pause the
[1:09:18]
other study that needed to happen coming
out of last month
[1:09:24]
I think I think the sewer rate study
needs to be put on hold and I think we
[1:09:28]
need to address that in the budget
meeting okay agre
[1:09:33]
okay
so we do need to motion so I'm gonna try
[1:09:40]
to make a motion okay I'm going to move
to
[1:09:46]
table the sewer rate
[1:09:51]
study I got nothing else is that it yeah
a second with O A with o thank
[1:09:59]
you okay I have on the table a motion to
table the sewer rate study with O A
[1:10:07]
Wu all in
favor any opposed passes unanimous okay
[1:10:14]
now we didn't pay for that rate study no
but we're actually getting ready to
[1:10:17]
start it literally when there's no money
I think it was supposed to start like
[1:10:22]
later this month yeah we were going
through data process literally the week
[1:10:26]
literally the
week
[1:10:30]
okay now on to discussion item
short-term rental survey results Brandon
[1:10:37]
thank you madam mayor so in your packet
is the uh 10 survey questions we asked
[1:10:42]
coming out of I think it was uh May or
June's meeting about surveying the
[1:10:47]
community to see if there's an appetite
for uh short-term rentals inside the
[1:10:52]
city of Lafayette um we did both English
and Spanish we got
[1:10:57]
about 125
120ish 12 um respondents via the English
[1:11:05]
survey we had two in the Spanish survey
um so we did make it multilingual we
[1:11:09]
promoted it throughout um the newspaper
online the app um uh at numerous Council
[1:11:14]
meetings discussions in the community um
and in front of you are those answers um
[1:11:20]
the only open-ended questions were 10
which is why I probably would focus on
[1:11:24]
that's where some of the um positive or
negative comments against for are going
[1:11:28]
to be there um but see I was wondering
why you combin would you support the
[1:11:35]
city allowing and regulating use of Str
strs inside City Limits not just would
[1:11:41]
you support the city allowing question
four yeah and then would you um want the
[1:11:48]
city to regulate as separate
[1:11:52]
questions I see why it was grouped
together though because if we're
[1:11:55]
allowing it the city has to regulate
some of
[1:11:58]
it well we can allow we can it's allowed
right now right no regulations against
[1:12:04]
it or well we can't we we can't tell
them we can't tell them not to operate
[1:12:08]
so I mean it's allowed but there's
nothing we can really do about it so I
[1:12:12]
guess the question's asking if we
regulate it it's in a way of allowing it
[1:12:17]
or what we do in
general I get what you're
[1:12:22]
saiding I think it was just the verbage
but I don't think it I there was a
[1:12:27]
comment in here and I not about to try
to find it with all I just realized how
[1:12:31]
small this is on
[1:12:35]
paper just my computer a lot easier to
zoom in about what it is and I'll see so
[1:12:39]
there was a comment in here about
um the difference between kind of
[1:12:45]
regulating for the sake regula or
approach the topic when there's a need
[1:12:48]
for it and I don't think there's a need
for us to do anything on this right now
[1:12:52]
if if it becomes trouble
maybe revisit it next year but I I don't
[1:12:57]
think there's a need a to broadcast hey
we're going to start opening this up for
[1:13:01]
everybody there were some really
legitimate concerns about street parking
[1:13:04]
which is already an issue in parts of
the city about how many there's going to
[1:13:08]
be with the zoning to be like cost of
for housing all kinds of legitimate
[1:13:12]
concerns also legitimate Arguments for
but I just I don't think we're at a
[1:13:17]
point where this needs to be acted on
okay that's Happy hear El there's a few
[1:13:24]
that talk about it but I think you're
talking about regulations are easier to
[1:13:27]
add later when something becomes an
issue yeah regulating controlling
[1:13:32]
without just cause can do more harm than
good yeah there's there's a couple
[1:13:35]
comments in there but yeah I mean I just
I don't think this something that like
[1:13:38]
we really need to take care of this
right now and I think it would be easier
[1:13:43]
to tackle this if it blossoms as
something that's like okay this is this
[1:13:46]
is something we need to take care of
because if we just proactively put
[1:13:49]
something in place and a year later we
find out if we knew this was coming
[1:13:53]
would have done this differently I just
I don't think it makes a lot of sense to
[1:13:56]
act on at this point in time that's but
I do think we should continue to revisit
[1:14:02]
it as the circumstances Chang I
appreciate that this survey was done um
[1:14:08]
it because of the statements that people
gave or the way people answered
[1:14:12]
questions it showed a little bit of a
not a pattern but like you were
[1:14:18]
mentioning the over regulating for the
sake of regulating the parking um but I
[1:14:23]
think that that all leads to that like
Council gilo was saying that we don't
[1:14:27]
need to do anything right now and
actually just tells us that we don't
[1:14:33]
need I also and I know there was some I
just want to reiterate because I think
[1:14:38]
everybody on this council is pretty
committed to making sure Third Street
[1:14:42]
continues to progress there was some
talk in here about adding to the
[1:14:45]
businesses and tan on I I get the
argument but Airbnb is a wine country I
[1:14:51]
don't think lafet the plan stop yet yet
I think people are adding to dunde and
[1:14:56]
Carlton and McMinville and eventually we
might get there I just don't think we're
[1:14:59]
there right now yeah and I get that
regulating it we could get a little bit
[1:15:03]
of income from it from you know the
hotel taxing or whatever but um as one
[1:15:09]
comment has stated like just because you
can doesn't mean you should you should
[1:15:15]
after the atmosphere of the last meeting
more regulation doesn't seem like really
[1:15:20]
it's
current sorry no I appreciate you I
[1:15:25]
would I would sit down and say just as a
person out the community that not
[1:15:32]
regulating right now gives you
flexibility because if problems arise
[1:15:37]
then you can tailor the regulation to
the need as opposed to going out I'm
[1:15:44]
doing oh we're going to do these 14
different regulations and everybody's
[1:15:48]
going I don't want that but if you have
a problem and you have a tailored
[1:15:52]
solution ution then all of a sudden wait
a minute that kind of you know the
[1:15:59]
solution all of a sudden BEC more
powerful and more likely to be both
[1:16:03]
accepted and wanted yes try to have the
best of both I think this is gray that
[1:16:08]
brought it to the surface for us to
remember to be acutely aware of it so
[1:16:13]
that you know but that right now there's
not a and thanks for doing that survey I
[1:16:19]
if if we do revisit it later I would
love to see more people respond I know
[1:16:23]
you can't force people to respond I will
actually say this is a great survey
[1:16:28]
we've done surveys in the past and this
is actually pretty good turnout for us
[1:16:32]
yeah
[1:16:35]
yeah I have a question yeah yes do you
think that it's possible that because
[1:16:41]
we're not regulating it we haven't seen
interest in it
[1:16:46]
yes okay so I it's my position I think
that this is a discussion that
[1:16:51]
definitely should be continuing should
be exploring that and I agree with the
[1:16:55]
results from this study such as the
parking issue but those are things that
[1:16:59]
we could start
exploring and trying to bring that stuff
[1:17:02]
into Lafayette because it's going to
help Lafayette
[1:17:06]
grow so you're you're saying that you
can see there's ways that if we do it
[1:17:12]
correctly very Loosely regulating or POS
that we can
[1:17:17]
actually start advertising the positive
parts of it without squashing the Nega
[1:17:23]
stuff I I just think there's a lot of
people here who don't want it here based
[1:17:28]
on Country based I get I get that and I
think that tourists would love it here
[1:17:34]
but I think that there's a lot of people
who live here who don't want strangers
[1:17:38]
coming in and out of the house next door
every day I I think there's people here
[1:17:42]
who don't want extra cars who are
unfamiliar with the roads that are
[1:17:47]
already a little dangerous out here
after whatever they were doing or how
[1:17:50]
hard it is to find homes that are I also
don't think that we should be regulating
[1:17:54]
what a homeowner does with their house
if they want to rent it out on Airbnb
[1:17:58]
that should be their choice and I agree
with that and I think people already are
[1:18:01]
in I think if anybody jumped on Airbnb
right now You' probably find a couple of
[1:18:04]
off yet four but but my my I think my
biggest issue which I don't think I've
[1:18:09]
stated yet is that our law enforcement
presence here is a very limited hour so
[1:18:15]
stuff that comes up with parking with
noise complaints with anything that
[1:18:18]
could come with this territory we're not
really properly prepared or whatever
[1:18:24]
those unknowns are uh until we have a
little bit better and better is the
[1:18:29]
wrong word our law enforcement folks are
fantastic they're just not here all the
[1:18:34]
time we pay for a limited
[1:18:38]
out SC that there's been actually actual
complaints about there being things
[1:18:43]
being up in town or or I mean are there
concerns have been brought forward that
[1:18:48]
that brought all this
yes like we received a phone call which
[1:18:54]
kind of initiated the process and then I
started doing some uh surveying with my
[1:18:57]
peers across the state and the processes
and I started talking to the our planner
[1:19:01]
and then I brought it up a few months
ago and it was like well let's see if
[1:19:03]
there's an appetite for it um but the
hardest part is enforcing something
[1:19:08]
because we pretty much have to bait and
switch Somebody by ordering on Airbnb
[1:19:13]
and yeah it's a whole issue so so to
find common ground because I know
[1:19:16]
Council disagrees a little bit here to
find Comm ground I do think this is
[1:19:20]
something we should revisit I'm not
saying lock it up throw away the key I
[1:19:23]
just don't think the time is proper for
to act on at this
[1:19:29]
moment before we give the official
directive my final
[1:19:34]
comment is that right now there's no
regulation so if a airbnbs are operating
[1:19:40]
and they likely
are do you if you don't see a problem at
[1:19:45]
this point then doing nothing is not
going to harm anything right uh to
[1:19:51]
Brandon's comment a caller com com in be
careful of not letting the Tail Wag the
[1:19:57]
Dog and then lastly the issue of parking
and parking issues if they exist in the
[1:20:03]
city you would have a vehicle to address
and look into that
[1:20:07]
issue separately from Airbnb situation
and you use that as your model to start
[1:20:15]
guiding something that might be done in
regulation that could very easily be
[1:20:19]
something that could be ultimately
adopted or extended to Airbnb in the
[1:20:25]
future when it's necessary so in the
meantime in the present you do nothing
[1:20:31]
you keep a radar on it send a survey out
in six months a year something like that
[1:20:36]
listen to what citizens you know if
comments come in if complaints come in
[1:20:42]
for against make note of that uh look at
the parking situation where is it a
[1:20:47]
problem how do you go about creating a
parking enforcement uh model that will
[1:20:52]
work work for what's going on in the
city right now
[1:20:57]
then do something down the
road yeah
[1:21:03]
okay I I agree with that I just said but
if you're kicking something down the
[1:21:08]
road and a problem occurs where my house
is surrounded by four airbnbs and we
[1:21:15]
decide and the city decides to regulate
and only allow every other house or
[1:21:21]
every fifth house or a certain amount on
the street Who you gonna tell no to when
[1:21:25]
there's no
regulations registrations you don't even
[1:21:29]
know where they're at you'd likely have
like a permanent application process or
[1:21:33]
something like that to know where
they're at and have a permanent
[1:21:37]
application and then if they're all
permitted if they're all permitted right
[1:21:42]
you on how
many there is a possibility of a problem
[1:21:48]
occurring you're going to have to come
up or the cil's GNA have to come up tell
[1:21:53]
somebody you can't be innb anymore
sure so I'm hearing there's nothing
[1:22:00]
immediate uh that the survey brought
forth that going oh my goodness we've
[1:22:04]
got this problem and we need to start
raing land but I do hear different D
[1:22:09]
points from Council and citizens that
don't just kick it down the be like oh
[1:22:13]
we'll address it later um Council
Paulson is there a time frame that to
[1:22:19]
you is acceptable to put this back on
the agenda for me personally I think at
[1:22:25]
least until we fill or decide what to do
with the vacant
[1:22:28]
seats I would say within the next three
to six months and directing asking
[1:22:34]
Brandon to look into some possible white
regulations I'm not saying that we have
[1:22:39]
to go fully out and regulating but I
think that there should be something in
[1:22:42]
place one to address if there's issues
that arise in the moment not a month or
[1:22:47]
two later down the road once we can
address it after it's been brought to
[1:22:50]
our attention but two also to start
advertising this essentially to see if
[1:22:56]
it brings in to help the city okay maybe
before
[1:23:02]
Summer Okay is Council okay with putting
it on in the beginning middle of the I
[1:23:08]
mean I think anytime we look at the
calendar we keep going I'll put it on
[1:23:12]
June is that I would preer hear me out
out everybody I would prer like February
[1:23:18]
yes and here's why if we start this
process in June and November there are
[1:23:24]
six total seats for election year we
start it's just going to have to start
[1:23:28]
over with the new Council me following
that and that's not productive for any
[1:23:32]
place no okay so can we revisit this in
February whether it's a discussion or
[1:23:37]
action depending on I'll put it back as
a discussion on in February and uh we'll
[1:23:42]
go from there I'll try to get some uh
celer Paulson are you um okay if I ask
[1:23:49]
you to think to yourself what some
specific specific things that you might
[1:23:54]
that jumped out at you yep and I'll be
in conversation with Brandon
[1:24:00]
yeah I would really like to get some
information on communities who have done
[1:24:05]
this successfully who have a huge Airbnb
presence like Lincoln City Dundee see
[1:24:10]
how they've done
dundy first and then and then I I want
[1:24:15]
to be really clear on like what time
what different kinds of short-term
[1:24:17]
rentals are there and how they will be
regulated differently or separately
[1:24:21]
because a house renting rooms is very
different than a house being rented so
[1:24:25]
just making sure that we're really clear
on how we Define them and look at some
[1:24:30]
models that that that are working so
we're not just kind of inventing a
[1:24:34]
regulation so I guess for all Council
anyone that feels compelled
[1:24:39]
to um give any kind of prompts to um
Brandon on how to bring this back let's
[1:24:45]
address it in February and go from there
okay um on the department reports code
[1:24:54]
enforcement
[1:24:56]
reports so I was GNA ask I know I think
I brought this up a few months ago it
[1:25:01]
seems like we're going to more high
level reporting on fire and public works
[1:25:06]
this is kind of kind of down to
nitty-gritty I mean I think there's
[1:25:09]
things that we can convey on a high
level report but if if you just want to
[1:25:14]
see the cases I'm okay with that but I
don't know because I mean there's a lot
[1:25:17]
of things that Robert does I think I
think leave it until we have that
[1:25:20]
discussion okay gotcha thank you I'd
hate to change it and then have a
[1:25:25]
discussion that
then um okay um
[1:25:31]
Administration uh outside of that in
your uh in the packet you do see one uh
[1:25:37]
one resident concern um on the uh
comment card can we make sure that their
[1:25:43]
name is and address is blacked out next
time
[1:25:48]
okay right I mean I'm not too worri
about the name but they were the way
[1:25:54]
these comment cards are is they're
supposed to It's supposed to kind of
[1:25:58]
detach from their bill but we
inadvertently just posted someone's
[1:26:09]
bill but I appreciate that but that was
the last thing that was completely on I
[1:26:14]
apologize for
that and then um also there's the water
[1:26:18]
meter bilding update um mentioned the
the 80 leak checks we door hanger
[1:26:26]
Consolidated Supply mu have been on site
numerous times um the one that I
[1:26:30]
mentioned a few a little while ago
myself and counselor gilan I have got
[1:26:33]
some emails about I'm continue to work
with that um I'm going to try to do a
[1:26:37]
couple more things next week with with
Mueller and Consolidated uh before
[1:26:41]
reaching out to that
Resident um City staff will be doing
[1:26:45]
random housing uh sampling assignments
the third week of October so our our
[1:26:50]
next Public Works our newest Public
Works employee starts next week I've
[1:26:53]
already gotten with Chad and the team
that we're going to start picking some
[1:26:56]
addresses and start calling them next
week to kind of set those up for
[1:27:01]
November and then all August bills are
mentally credited as per Council
[1:27:05]
direction from the 9:14 meeting uh the
disconnections will resume by November
[1:27:10]
so uh what is that November the week of
November 7th so
[1:27:16]
that the 9th is a Thursday that's when
the 48 hour notices well the 48 hour
[1:27:21]
notices will go out on Tuesday the 7th
and then the 9th we'll start doing the
[1:27:26]
disconnections um there's been a lot of
people um inquiring about previous debts
[1:27:32]
we didn't want to just start singling
out a debt from August or whatnot or
[1:27:35]
from July so we just put everybody it
wasn't just this one bill because it was
[1:27:38]
going to be a lot cleaner so there are
some people who are even benefiting from
[1:27:42]
those shut offs from preceding bills but
we want to make sure they get cut off
[1:27:45]
because obviously um that that becomes a
financial burden to those who um for
[1:27:51]
those include that notice in in this
month's bills I'm sorry can you include
[1:27:59]
this notice like in the newsletter we
can okay and for those of you I can't I
[1:28:06]
can't remember where the discussion of
putting the a water report if it was
[1:28:13]
during our council meeting or a
conversation um I had with Brandon
[1:28:17]
but I specifically wanted to see
something monthly that we could separate
[1:28:23]
and track where we're going with it so
that we can easily find it so that's why
[1:28:29]
some of this might sound redundant that
was sorry when you say where we're going
[1:28:33]
with Itor give me a little more clarity
yes so when we came out of last month's
[1:28:39]
council meeting it wasn't just a okay we
changed it here's our resolution that we
[1:28:45]
just adopted that there were some other
concerns that came up and so this is
[1:28:49]
holding accountable to the change out in
the meters to addressing um leaks the
[1:28:56]
directive of doing those quadrant checks
so um
[1:29:02]
this report is monthly and a little
redundant but it's so that it's very
[1:29:09]
black and white and a tool for us as a
council to use to say this is how we're
[1:29:14]
holding C defense not be happen
yeah and this is the first time this has
[1:29:21]
been brought up with of council okay I
could
[1:29:25]
remember brought it up to
[1:29:29]
me yes so with h the cut offs and stuff
that you're talking about is there a way
[1:29:35]
to put into an investigation like my I
live at 120 uh West 19th Street my
[1:29:43]
consumption has been inaccurate for a
year like the whole winter time my
[1:29:48]
consumption was 400 300 6 00 400
400,00 no sprinklers nothing that's
[1:29:57]
that's very inconsistent then it went to
26 to 28 to 43 I put my sprinklers back
[1:30:03]
on and I just had a bill of, 1500 so
there's something wrong I know you sent
[1:30:07]
me the reports yeah I don't want to call
out my name but that's what but I I I
[1:30:13]
don't want to P A bill I still have a
Bill of a $300 water bill after the
[1:30:17]
rates are changed which is insane my
water bill is $100 every month up until
[1:30:22]
the one that was just changed so I paid
the water bill that was due the one that
[1:30:27]
was the most recent one but I I find
something definitely wrong and I don't
[1:30:32]
want to have a water cut off to our
house but I'm not paying a $300 water
[1:30:35]
bill so what I hear you saying is is do
we have what's the process for somebody
[1:30:39]
who there's no consistency is um
disputing their bill right and I
[1:30:46]
probably should have I I didn't know you
know the water rates were low what they
[1:30:49]
were beforehand I Pro you know had I
paying attention and seeing it I would
[1:30:53]
have brought this up much sooner when it
went from 400 to 1200 or 300 to 600 in
[1:30:58]
the middle of winter I didn't know you
could have a consumption low I thought
[1:31:01]
the minimum was 400 anyway so I don't
know how that showed up like that on our
[1:31:06]
so we're sorry I
wase
[1:31:11]
yeah
IA connect we're still working you're
[1:31:18]
not I don't want to single you out or
anything come here me know you're like
[1:31:22]
the onee you're like the one case
Brandon I are still scratching trying to
[1:31:27]
there's no consistency and I know
there's other people in our community I
[1:31:30]
live in the newer Community the he and I
live on 16th I mean there's other people
[1:31:34]
that are in the same boat but they're
not as proactive I could say you know I
[1:31:38]
tell them like want help you have to
reach out you want to do something but
[1:31:42]
there's a lot of people within our
community that that consumption and the
[1:31:46]
rate increase was all the same month and
everybody had Drop Like if I go through
[1:31:51]
the communter probably I wanted to get
hit like I don't know what to do but
[1:31:55]
everyone's consumption went back to the
way it was for him and they didn't turn
[1:31:58]
their sprinkles off they didn't change
it now they're off because it's raining
[1:32:04]
time no we'll get together I do more
research um I can't wave you to I cannot
[1:32:10]
tell you to not pay your bill right um
any type of any type of wavers have to
[1:32:15]
come from the city council I would still
pay it and if something were to come up
[1:32:19]
out of it then that's a discussion that
we would have on we buy something our
[1:32:23]
Brandon is that something where he
should be coming before councel right
[1:32:26]
now saying I'm disputing my bill he can
but at this current moment I haven't
[1:32:31]
found anything yet that could support
that it was a city item I I stilled to
[1:32:36]
do more research on that so I'll let you
guys do what you're doing and then two
[1:32:40]
I'll work with you guys I don't want to
pay that and we even got that meter I we
[1:32:44]
even got this the meter like calibrate
we did like we figed everybody else out
[1:32:48]
you're the one that still this weird
anomaly we did find one that had a
[1:32:51]
reverse meter put in that was put in by
our contractor by accident so was a
[1:32:55]
revers read um so that one was like oh
that was completely on our fault so
[1:32:59]
we're finding things here's here's the
last one to crack and it's hard no
[1:33:03]
consist and I'm gonna not single you out
in a bad way but it's easy for us to say
[1:33:09]
okay you guys get you get you already
that but I want to acknowledge that
[1:33:13]
there might be somebody listening to
this going what about me right I just
[1:33:18]
haven't broke up so the if someone is
still disputing the bill they do need to
[1:33:24]
speak up in I'll advise my two neighbors
that are talking constantly that have
[1:33:28]
like a 6100 yeah went down to 1500 15200
then went back to a 1500 and they didn't
[1:33:35]
change it for what it's worth we're
activeon and I talked on the phone
[1:33:40]
yesterday well I know you're responsive
too so I know that yeah it's not gonna
[1:33:44]
get well I I want to acknowledge I do
appreciate Michael from the first day
[1:33:49]
you've been communicative with me and
sharing you've even done some research
[1:33:53]
you know s um so I want to acknowledge
that the reason we're saying oh we'll
[1:33:58]
get with you is because you did the
added effort to come to Brandon and
[1:34:04]
Council but if anyone else is having
issues they can't just go well once they
[1:34:09]
fix his they'll fix mine each person
needs they shouldn't put that on you and
[1:34:14]
we're
not email yeah I think easy going guy I
[1:34:18]
may
not I'm just saying it's not appropriate
[1:34:22]
neighbor to neighbor that let any
neighbor speak on your
[1:34:26]
behal have directly you make it official
writing
[1:34:32]
W
okay so that's where the water meter
[1:34:38]
update came and it might be where
there's not much going on one month but
[1:34:41]
I asked Brandon and I believe um Council
Fon was part of this conversation to add
[1:34:47]
it so that we can easily track sometimes
no you know no information still
[1:34:53]
information while we go through this it
just holds us all accountable that we
[1:34:56]
haven't swept it aside and lastly um as
part of the administrator report um some
[1:35:02]
some of more some new constructions
going on in metal Brook you may see I
[1:35:05]
think we have uh four or five uh
foundations down over there so we're
[1:35:09]
going to start bu out next month I'm
going to be coming up talking about the
[1:35:13]
state's e- permitting system and some
Community Development updates um we did
[1:35:18]
get the manhole cleanouts um done I know
the budget committee and the city
[1:35:23]
council approved uh
$50,000 uh and uh eight we got seven
[1:35:28]
done for like $20,000 um over the past
few months and those were at seventh eth
[1:35:32]
in Lincoln and dunway and then we had
9th 11th at Grant so we had seven done
[1:35:37]
oh and then we had Maro Maro in 16th and
Wilson in 12th so yes I saw that I think
[1:35:42]
so we got seven done um for Less M than
we thought so we're happy about that and
[1:35:47]
then as I mentioned to you all last week
I'm going to be working with council
[1:35:50]
president pulson to meet with M Wilder
and light from January of 2022 to
[1:35:55]
September of 2023 there was um a
mechanism in one of their low or high
[1:36:01]
flow meters that wasn't registering
consumption properly no figure and now
[1:36:05]
so we have a $20,000 bill that we have
to pay and I mentioned to them well if
[1:36:08]
we had a mess up on our end we wouldn't
charge a resident that and their
[1:36:12]
building policies that states the
customer responsible for or billing
[1:36:15]
practices so I'm going to be working
with council president bson and one of
[1:36:19]
their board members hopefully maybe we
can get this down to a manageable dollar
[1:36:22]
amount because looking at the numbers it
be very tight to you get this taken care
[1:36:26]
of so I'll update you all that hopefully
the next council
[1:36:29]
meeting okay thank you thank you um
committee reports there was no committee
[1:36:35]
meeting right that anyone sat on um
Council
[1:36:39]
reports um I submitted my mayor report
um one thing I wanted to touch on real
[1:36:45]
quick because we decided not to put as
an action item
[1:36:49]
um speaking of money and being very you
know are we spending when we don't need
[1:36:54]
to spend one of the things that was
discussed this past month was Christmas
[1:37:00]
time in the city um and that $155,000
was spent last year on lighting up the
[1:37:06]
City entries um and because of that um
elcat
[1:37:13]
LDA um the PTA everyone's all the groups
are coming together to try to see what
[1:37:19]
we can do to cut costs do things in
house one of the things that I'm working
[1:37:24]
on is using resources we already have
which is the residents and their
[1:37:28]
beautiful decorations so um working in
Tangent with as an a suggestion from
[1:37:34]
Brandon lafayette's going to have a
Christmas decorating contest originally
[1:37:39]
he had suggested to put it on so that
council could pick a maybe give a credit
[1:37:44]
on the water bill or whatnot and I said
that that I didn't support that because
[1:37:48]
that just looks like we have extra money
in the water bill um so we will do some
[1:37:52]
sort of
small non denominational or non-monetary
[1:38:00]
prize I was just about to say um Dollar
General's on my list although I know
[1:38:05]
that that manager it's out of his pocket
but I would like to ask councel if you
[1:38:10]
want to be a judge we can't participate
in it so it'd be a fun way um so and any
[1:38:17]
other ways that anyone in the city wants
to brainstorm how we can I think the
[1:38:21]
this year Christmas and celebrating what
we have as a small community as is more
[1:38:26]
important than ever without spending the
$115,000
[1:38:30]
on professional lighting um but that is
so a decorating contest will be
[1:38:37]
happening um but if Council wants to
participate you can join me if not I
[1:38:42]
will find other judges and we'll work
but it's just going to be good old Quay
[1:38:48]
fun is this each tree in the park the
15,000 no so the contest will be your
[1:38:54]
your yard like your own personal okay so
there's like three categories like
[1:38:58]
Griswald which is the most you know a
lighting one y oh Chris I forget what
[1:39:02]
the three categories were sorry I don't
have time so anyway I could ramble on
[1:39:06]
all night because I love Christmas but
it's us using very minimal money to
[1:39:11]
encourage everyone else to do it um
other groups are one of the things that
[1:39:16]
we've decided is to invite people to
hang a water or weather appropriate
[1:39:21]
ornament on the Christmas tree that goes
in the
[1:39:24]
Gazo you know put your family name on it
if you want if it's a big Bell plastic
[1:39:28]
Bell from Dollar Tre whatnot be things
that are going to come rolling out Chief
[1:39:32]
already mentioned that he's working with
his crew I did want to support and let
[1:39:37]
you guys know that I acknowledged and so
did the rest of the group that the fire
[1:39:43]
department put together that parade
during Co and wanted to make sure
[1:39:48]
that if they wanted to do it to to do it
if not we will'll support something else
[1:39:53]
but I just wanted in my report to share
about the decorating
[1:39:57]
contest and that I am committed to
making sure that we're not frivolously
[1:40:03]
spending for Christmas so just email you
if I'll send I'll send out the
[1:40:08]
information to you guys I didn't have
anything because I thought we were going
[1:40:10]
to present it to you guys because I was
going to need council's approval to pick
[1:40:13]
a prize but we're going to try to make
it a donation and I was against the idea
[1:40:18]
of a water bill credit because that's
just
[1:40:22]
touch subject yeah like that just yeah
like I get that's an easy way to you
[1:40:26]
know get money in Pockets but anyway so
I'm
[1:40:29]
rambling so yeah um so I'm ready for a
motion tojin if somebody wants toj um I
[1:40:35]
just want to make it quick mention the
laate Downtown Association is holding a
[1:40:41]
community Workshop this upcoming
Wednesday October 18th at the community
[1:40:47]
center beginning at 5:30 p.m. which is
open to the public and we encourage
[1:40:52]
citizens to come over and be part of
that yes and El is hosting our Harvest
[1:41:00]
Festival Saturday I encourage Council
to even if you don't have kiddos to come
[1:41:07]
say hi we'll be there with the table the
city will be there with the table Time 1
[1:41:11]
to four why contest I'll be back up from
I get to be a judge you want us to
[1:41:19]
Christmas decorations but I'm fine
supp I was asked to judge suppli you can
[1:41:25]
link the decorations if you want but
anyway um so yeah I'm I'm excited that
[1:41:32]
commun CER yeah so there's indoor and
outdoor but ELC cats not going all out
[1:41:38]
but they're going all out and I'm
excited to be back and I guess before we
[1:41:42]
go to German I appreciate the meeing
tonight and I'm enjoying my time down at
[1:41:47]
the LCC
conference share with you guys about
[1:41:51]
yeah did did the chief say when the Fill
the Boot is gonna it's beginning of next
[1:41:58]
year yeah it's one of the I I talked to
some of them so I do know that it's
[1:42:03]
something that they can schedule
whenever they want there's some online
[1:42:06]
stuff that would be like a Christmas
time thing well not the right time of
[1:42:11]
year they're already working on the toy
drive and talking about how stuff so
[1:42:15]
anyway um be supportive of our fire
department and all right
[1:42:21]
so I move to
[1:42:25]
adjourn okay all in
[1:42:37]
favor yeah
