is just off of backing him.

Street on June 11th.
[5:29]
I received in a number of people
received parking tickets when
[5:33]
the parking was restricted on
Becky in a park along Beckham
[5:38]
Park There had been
really no warning about it
[5:43]
and i guess the no parking
was placed that same day.
[5:49]
And that night we
received parking.
[5:50]
Take a bunch of people
received parking
[5:52]
tickets I did contact the city.
[5:54]
The city was really
good about it.
[5:55]
You know, we've discussed it.
[5:57]
And I believe the tickets
and take care of Will will,
[6:01]
you know, we'll work
that out My concern
[6:05]
is about the need for parking
in the community There
[6:11]
is a real need in my community.
[6:14]
Occasionally there's 99 homes
in our home, in our place.
[6:18]
We have very limited.
[6:19]
We have actually
no street parking
[6:21]
within the community Right.
[6:22]
Because we pay for part drives
and parking and all that stuff.
[6:27]
Or driveways and streets.
[6:30]
And so we've been
using backing them
[6:31]
And so, yes we are a part
of the use of the street,
[6:36]
but also then there's, you
know, others in the community
[6:40]
that use the parking.
[6:41]
So by reduce by getting
eliminating that parking,
[6:46]
it's moving that issue or
a problem somewhere else.
[6:50]
And so I just want to identify
that that is an issue we'd like
[6:55]
to see if there's If
the committee is there,
[6:58]
the traffic commission,
consider other options
[7:02]
for parking public
parking on public streets
[7:06]
I understand that you
have on the agenda
[7:08]
You have the district for
parking within communities.
[7:11]
I understand that
and respect that.
[7:14]
But we also we have 99 homes.
[7:17]
We pay our property taxes.
[7:19]
We'd like to have the
same kind of you know,
[7:22]
consideration for
parking and not just
[7:25]
have things removed
without any discussion.
[7:27]
And so we Yeah, there
was no discussion,
[7:30]
no conversation with
our community about
[7:32]
impure It happened.
[7:34]

really understands

in a very high level, what

hard on that issue.

So at the march 18th 2026,
[13:06]
Traffic Commission,
regular meeting,
[13:08]
city staff made a presentation
regarding requests received
[13:12]
by the city from residents
desiring the establishment
[13:15]
of residential permit parking.
[13:17]
That would prohibit
overnight parking
[13:18]
on streets near Beckenham Park,
Campbell Street Beckenham Street
[13:22]
and in the Sunset
place neighborhood
[13:24]
without a parking permit
Our residents reside
[13:28]
on or near Camberwell Street
as well as in the Sunset
[13:30]
Place neighborhood.
[13:31]
Describe Undesirable safety,
accessibility and quality
[13:35]
of life issues due to non
resident vehicle parking and
[13:38]
lack of an enforceable street.
[13:40]
Sweeping is the
basis for requesting
[13:42]
the establishment of a
residential permit parking
[13:44]
district next slide, please.
[13:46]
So as a reminder, I'm
Laguna Hills municipal code
[13:50]
to designate a neighborhood or a
street as a permit parking area
[13:54]
within the city of Laguna Hills.
[13:56]
The municipal code requires
that a city petition form
[13:59]
be submitted to the city with
the signatures of at least 67%
[14:03]
of the property owner
supporting the proposed
[14:06]
permit parking area.
[14:07]
Next slide, please And
at that March 18 meeting,
[14:12]
there was also discussion of
how over time the establishment
[14:16]
of nearby residential
permit parking districts
[14:19]
has resulted in more parking
vehicles being displaced
[14:22]
and other nearby streets
without parking restrictions
[14:26]
Should a sudden without
parking restrictions presumably
[14:30]
as a result of the lack
of available parking
[14:32]
at or adjacent to nearby.
[14:34]
Multifamily housing next
slide, please So currently
[14:41]
this is the in the area.
[14:44]
This is the existing
residential permit parking zone
[14:50]
and yellow on those streets.
[14:53]
You cannot park overnight,
unless you have a permit issued
[14:59]
by the city And
then there is a no
[15:02]
parking zone overnight parking
zone between 10 p.m. and 6 a.m..
[15:08]
And that was the
red zone And then,
[15:10]
as was described in public
comments just a short while ago,
[15:14]
there is the recently
implemented no overnight parking
[15:17]
that was recommended by
the traffic commission
[15:20]
and approved by the
city council recently.
[15:22]
And next slide, please So
back at the March 18 meeting,
[15:28]
in response the
traffic commission
[15:30]
recommended that city staff.
[15:31]
Send out.
[15:32]
Petition forms to residents
and all the streets.
[15:35]
I mentioned earlier.
[15:36]
And additionally, the traffic
commission recommended
[15:38]
the establishment of
an overnight parking
[15:40]
on streets adjacent
to back in the park
[15:43]
and on the side of
the street closest
[15:45]
to the park and
the establishment
[15:47]
of no overnight parking on
the south side of Beckenham
[15:49]
Street extending from
Acacia Lane to Wilkes Place,
[15:53]
there was already an existing
no parking zone It was.
[15:57]
Extended by the purple
line on the previous slide.
[15:59]

And then based upon the
recommendation of the traffic
[16:04]
commission at the
city council meeting,
[16:06]
they approved all of that That's
what this slide says Next slide,
[16:12]
please So the traffic
commission back in March
[16:18]
recommends that the city staff
send out parking parking permit
[16:25]
petitions to the homes
adjacent to the streets
[16:30]
colored in orange.
[16:31]
On this map there
were 308 ballots.
[16:36]
Petition ballots send
out those petitions
[16:39]
as allowed for the
individual returned
[16:42]
from the resident of a
petition indicating that they
[16:46]
desired permit parking.
[16:48]
The form also allowed
for canvassing
[16:51]
by interested community
members and neighbors
[16:53]
to go door to door to collect
signatures Next slide, please.
[16:58]
Here's another version of
the map So the homes in red
[17:03]
already have existing
permit parking
[17:06]
and then the homes in
blue outlined in blue
[17:10]
are the 308 homes that were the
subject of the recent petition
[17:16]
gathering process.
[17:17]
Next slide, please The city
council is aware of the issues
[17:26]
regarding lack of parking and
displacement so much so that
[17:32]
separately at the
june 9th meeting,
[17:35]
Mayor Pro Tem pro Tem Mathis and
Councilmember Wheeler requested
[17:39]
that city staff Return
to a future city council
[17:42]
meeting with a report
discussing parking
[17:44]
and street sweeping issues.
[17:46]
That report was attached to
the Traffic Commission's agenda
[17:51]
packet So you have and
Mayor Pro Tem Mathis also
[17:55]
made a motion that was seconded
by Councilmember Wheeler
[17:59]
to take a look at.
[18:00]
Allowing overnight parking on
the south side of Laguna Hills
[18:03]
drive at that time,
Laguna Hills Drive
[18:06]
have had a prohibition
on overnight parking
[18:09]
and you can only park
on the south side
[18:11]
of Laguna Hills Drive between
Indian Hill Lane and pasadena.
[18:14]
Valencia During the daytime
And that historically
[18:18]
was done because of insufficient
parking at Laguna Hills High
[18:23]
School With the
decrease enrollment
[18:26]
at Laguna Hills High School
And after consultation it
[18:31]
was determined that that no
longer needed to be in place
[18:35]
Next slide, please So going
back to the current process,
[18:40]
I'm doing this in
chronological order.
[18:42]
Sorry for the ping pong
approach here On June 15,
[18:45]
city staff mailed out
those ballot petitions
[18:48]
that 308 properties and that
ballot petition that was mailed
[18:54]
was attached to your staff
report as an example.
[18:57]
And the deadline for the receipt
of those ballot petitions
[19:00]
for that area was 5 p.m. on.
[19:05]
Was what time is it now?
[19:07]
617.
[19:09]
So city staff has furiously been
putting together the results.
[19:12]
We've been telling up as we go.
[19:13]
And we received
several petitions today
[19:16]
and we'll be reviewing the
results of that in a moment.
[19:20]

back to Laguna Hills Drive
[19:26]
so at the June 23rd, 2026,
City council regular meeting,
[19:30]
city staff provided
that comprehensive
[19:33]
presentation on parking
and street sweeping issues.
[19:36]
As I indicated that was
attached to tonight's traffic
[19:39]
Commission Agenda report.
[19:41]
Specific to solving the parking
issues near Beckenham Park,
[19:44]
Camberwell street, Beckenham
Street and the Sunset
[19:46]
Place neighborhood.
[19:47]
City staff at that meeting
recommended allowing parking
[19:52]
on the south side of Laguna
Hills Drive between Indian Hill
[19:55]
Lane and Valencia in order
to potentially decrease
[19:59]
the number of
vehicles being parked
[20:02]
in the adjoining
residential neighborhoods
[20:04]
And the city council adopted
So the city council adopted
[20:08]
that resolution, removing
overnight parking restriction
[20:11]
on the south side of
laguna Hills Drive
[20:13]
and establishing a no parking
during street sweeping hours.
[20:17]
Laguna Hills Drive is.
[20:19]
We'll be swept between 8
a.m. and 12 p.m. on Tuesday
[20:23]
is once a week so people
need to move their vehicles.
[20:27]
So here is a map of
Laguna Hills drive.
[20:30]
So it's a unique street on the
north side of Laguna Hills Drive
[20:36]
at the northwest corner
of the city of Valencia
[20:39]
in Laguna Hills Drive
There's a medical office
[20:42]
building which also suffers
from lack of parking.
[20:47]
So years ago on an unusual
permit parking district
[20:50]
was established for the benefit
of the medical office building
[20:55]
on the northwest
corner And so there
[20:57]
is existing permit
parking that's
[21:00]
denoted by the Orange line.
[21:03]
There is no parking any time
as denoted by the red lines
[21:08]
There's existing green parking.
[21:10]
With the green line
work for parking
[21:12]
adjacent to Sheep Hills
Park located near Moulton
[21:18]
and Laguna Hills Drive.
[21:19]
And contrary to popular
belief, sheep hills
[21:22]
park is not owned by the
city of Laguna Hills.
[21:24]
It is owned and
maintained by the ELISA
[21:26]
vale Community Association.
[21:29]
Back then there was some
people were surmising prior
[21:31]
to the annexed portion of
the West Side of Laguna
[21:34]
Hills in 2000 that that
was going to be the city
[21:36]
of at least some Viejo.
[21:37]
And that did not happen Instead
laugh co thought that that
[21:43]
should be part of
the going to hills
[21:45]
and less severe community
association has been maintaining
[21:48]
that park ever since and
then the light blue line
[21:52]
on the south side
of the roadway is
[21:54]
what the city council approved.
[21:56]
Conversion Converting that from
no overnight parking to now
[22:00]
unrestricted parking
except for no parking
[22:03]
on during the days
and hours of street
[22:05]
sweeping, which is tuesdays
again from 8 a.m. to 12 noon.
[22:08]
That parking is available now.
[22:10]
People can park out there
right now that has been out
[22:14]
there for a little over a week.
[22:16]
Slide, please So now that the
deadline has passed for receipt
[22:22]
of ballot petitions in favor
of the establishment of permit
[22:27]
parking on all of those
streets, city staff
[22:30]
will review the results
of the petition process.
[22:33]
I will say that city staff
worked diligently to review
[22:38]
the petitions specific quickly.
[22:40]

Verified the names that the
names match the property
[22:46]
assessment rolls as
required by the ordinance
[22:49]
and during the process,
we also eliminate added
[22:52]
several duplicate signatures.
[22:54]
Some some residents submitted
the petition form on their own
[22:58]
in the mail and then apparently
maybe a canvassing process came.
[23:03]
Took place where more
signatures were collected
[23:07]
And we can only count
one signature per address
[23:10]
if there were two signatures
collected per address that
[23:12]
doesn't count as double voting.
[23:13]
It doesn't count.
[23:14]
So all you needed was one
signature per address That was
[23:19]
the property owners signature.
[23:21]
The traffic
commissioners received
[23:23]
copies of the
petitions and the maps
[23:26]
showing the petitions received.
[23:29]
We went through the process
of of tallying up each one
[23:33]
and providing that information
to the commissioners.
[23:36]
So they can see for
themselves how that was done.
[23:39]
Next slide, please So the
following are the results.
[23:43]
So these are in
alphabetical order
[23:47]
and I want to say that in
the review of these streets,
[23:51]
cities staff also looked
at block segments,
[23:55]
block by block segments
to try to determine
[23:57]
if any of the thresholds
have been made for 67%.
[24:02]
So avenue to Avalon,
one out of six homes
[24:05]
returned a petition of 16%.
[24:09]
K carmel was nine of 14 at 64%.
[24:13]
Camberwell as a whole from end
to end was 11 of 29 at 40%.
[24:18]
However the segment of
Camberwell, south of Hendon
[24:20]
to Castillo Street was 100%.
[24:24]
Castillo street as a whole
from end to end was 13 of 25.
[24:29]
And then city staff
also looked at Costa
[24:31]
between Camberwell and Woolwich,
which was Seven of 12 for 58%.
[24:36]
Derby circle was
11 of 22 for 50%.
[24:40]
And one Street was
28 of 57 for 49%.
[24:43]
However, as a subset, there was
a strong showing for Hendon East
[24:48]
to Camberwell, so the
elbow or the 18 out of 20
[24:51]
being at a 90% Luton Street
was 13 of 15 and 87%.
[24:57]
Salford Street was
ten of 24, 50%.
[25:01]
Next slide, please Sunset Place
Neighborhood was 39 of 68.
[25:05]
At 57%.
[25:07]
And we did look to see if there
was a qualifying subset that
[25:10]
could be established either
on any segment of the roadway
[25:15]
And what we observed
generally speaking,
[25:17]
was that residents on the outer
side of the ring road generally
[25:21]
returned petitions All the
residents on the inner side
[25:24]
of the ring road did not
return Post petitions
[25:27]
via Balboa Five of 1,145%.
[25:31]
Wilkes was one of 425%
for the small segment.
[25:34]
There adjacent to the
park on the opposite side
[25:37]
of the Purple Line, York
Circle was seven of 25%.
[25:42]
So you can visually see
how that played out.
[25:44]
Next slide, please I'm sorry.
[25:46]
This is.
[25:47]
So this is the review
of the results.
[25:48]
So those segments were the ones
that met the 67% threshold.
[25:52]

And then out of the orange area,
the green area met the petition
[25:57]
requirements of 67% Now, let
that sink in for a moment
[26:09]
Next slide, please So
the recommended action
[26:14]
is that the traffic
commission discuss and provide
[26:16]
direction to city staff.
[26:18]
And just for reference we can
go back to the previous slide
[26:22]
for reference here, because this
is probably the most important
[26:24]
thing here on the screen I
know I will say that I know
[26:32]
that there were a lot of
folks that came in person
[26:35]
of the traffic
commission meeting
[26:36]
desiring the implementation
of permit parking and city
[26:41]
staff looked at all
the different ways even
[26:44]
combining blocks with
blocks that didn't
[26:47]
quite meet the threshold.
[26:48]
And there was no
other way to arrive
[26:51]
at this If the overall desire
was to implement permit parking.
[26:57]
But we couldn't find
any way to do that.
[26:59]
So this is the on a
block by block segment.
[27:01]
The best these are the segments
that meet the 67% threshold.
[27:08]
I'm happy to receive
any questions

from the Traffic
Commission regarding this
[27:14]
And that concludes

compliment your staff

on a job well done,
especially it just so
[27:48]
happened that it
turned out our traffic
[27:50]
commission meeting was the same
day as the end of the election.
[27:54]
And they were able
to get it done.
[27:56]
So kudos to staff on that

If you go forward a couple
of slides, same to the map

on the overabundance of
enthusiasm for permit

parking and the other
portion to counteract

commission and staff

to expedite at all costs We
have continued to experience.

I significant pressure after
the implementation of no parking
[42:17]
overnight on the park, which,
by the way, looks amazing now.
[42:21]
It's beautiful.
[42:22]
It's Yeah, it's swept
regularly I couldn't have
[42:27]
asked for a better outcome.
[42:29]
However for the bubble
effect or the balloon effect.
[42:32]
As you know, Director
Ames has a So cleverly
[42:36]
named it has pushed out
so we request that there's
[42:42]
expediency in this process.
[42:45]
My original statement i
hate when my wife tells me
[42:49]
I told you so and I say
this with an entire respect
[42:55]
but I told you so relative to
expanding the group of petitions
[42:59]
that were sent out those
that are not experiencing
[43:02]
this problem today
have no motivation

to vote in affirmative
with the exception
[43:08]
of a few that do regularly.

See this as a problem.

So what you see as a result here
are the direct impacted areas

that voted in affirmative
in a significant way

experiencing the the

in the community

And I this is not a myopic
view from my point point.

And what you see as far as
requests for implementation is,

is a you know, overwhelming
support for those
[43:57]
directly impacted.

And I guarantee that those
once this does going effect,

it will become a
problem somewhere
[44:06]
else within the community,
in the neighborhood.

And I also want to go
hearken back to the original,
[44:13]
the measure that was
voted on to open up
[44:16]
parking on Lincoln Hills Drive.

All that is not opened up or
alleviated The problem for us
[44:23]
in our community at this point.

know, steadfast in our pursuit

of ensuring that this is done.

There's always a
catch In this case,
[45:41]
we get no parking for street
sweeping and escalating fines
[45:45]
from 15 to hundreds
of dollars And this
[45:50]
is that in any way fair?
[45:52]
This led to some people
not to agree to permit
[45:55]
parking when prior to this.
[45:57]
They were in favor We never
had a trash problem before.
[46:01]
Out of your area, Parkers
came to our streets
[46:04]
Street sweeping was
never a problem.
[46:06]
There is no alternative place
to park on sweeping days
[46:10]
long with this
comes signed blight.
[46:11]
We get polls with double signs.
[46:13]
We do not need that either
It's another people don't want
[46:17]
the double signs for street
sweeping and anonymous flyer
[46:21]
that some people thought
came from the city Also
[46:23]
put people off.
[46:24]
They thought they would be.
[46:26]
There would be
garage inspections.
[46:28]
People still believe this.
[46:30]
You sent out a
petition, not a ballot.
[46:32]
If we do not have
enough signatures,
[46:34]
we asked for more
time to get them in.

Also there is no parking.

Acacia Knowles has now taken
the parking in our neighborhood.

Totally unfair to have
a gated community that

sweeping mandate from
the permitted streets

are just sunset
Specifically restore
[46:58]
parking behind occasional US and
the south side of the street.

Across from that can harm park.

It was made no parking because
resident Mary Pruitt complain
[47:08]
and promptly stalled
after it was adopted.

All wants to park on the
street, give them their back

They should park next
to their neighborhood.

Next, we come to
Laguna Hills Drive.

side the medical building

and a little go
towards only uses 50%

of the spaces allotted to
them for permits and a street
[47:35]
in their parking lot
is less than 50% full.

I've notice every day
for the last two weeks
[47:41]
and i suggest city
open the north side
[47:43]
to all parkers west of
their permitted spaces
[47:46]
and reduce how much space.
[47:47]
They are allowed
in the building.
[47:49]
Can implement a van, pull
or Laguna woods of parking
[47:53]
inside their walls.
[47:54]
They can get a shuttle
for their employees
[47:56]
Our city needs the parking
signage could restrict
[47:59]
high school, partly because
I don't watch a thing
[48:03]
about kids crossing the street.
[48:05]
That was the okay with
the additional parking
[48:08]
on Laguna Hill Drive.

I think most of
the parking issues
[48:10]
will resolve

from Acacia knowles.

It was the other people
in the surrounding area,

Acacia Knowles never
complained except for when
[50:09]
Mary Pearl lived there.
[50:10]
And so there is noise
behind my house.

And as soon as yes, but
if I remember correctly,

there was a member
of your HOA board
[50:16]
that also complained about, you
know, problem is, at the park.

with public comment

saying you want to open up

other areas of the community we

we as a commission

hard to work with Sanchez sons.

So that's to make this happen.

and not have a solution anyway,

up the entire laguna Hills,

but it was hard to reach people.

And 818 of our 68 houses are

Laguna Hills has other HOA
neighborhoods as well, some that

have also implemented parking.

keystone 24892, which

if you look at customer
curves or the green

a camera will hits Costco,
it turns into Wilkes.

So that bottom little leg

work the gathering

of of people's drinking
beers outside their trucks

and the pickup trucks in
the on the side of the park
[56:30]
there trash in the
streets urination
[56:34]
in the streets and worse
human waste and like I said,
[56:39]
I'm only three.
[56:40]
So when you look at the numbers,
our little section of gusto
[56:47]
it was seven out of 12.
[56:48]
Another point I wanted to
bring up is at least four
[56:52]
of those homes are at least
are either senior living
[56:56]
facilities or rental.
[56:58]
And so four out of the 12.
[57:00]
And I know for a
fact that the house
[57:02]
across the street that
was a rental, the tenants
[57:05]
received the notice.
[57:06]
The owner didn't
receive the notice
[57:08]
So they had these owners have
no say on their property values
[57:11]
I'm sure the the businesses
might not want it
[57:16]
because permit parking would
require their patients families
[57:20]
that come to visit
get permits and it
[57:22]
might be a hassle for them, but
it's not fair to the resident
[57:24]
who've lived there.
[57:26]
It's not fair that
when we moved in,
[57:28]
we didn't have this
issue When there used.
[57:33]
There's been signs on
Stockport for the longest time
[57:36]
when they put them at
the bottom of Wilkes
[57:39]
and it's been up to
the top of Wilkes there

It's when they put it
at the bottom of Wilkes

and partially up
Woolwich Five years ago,

that's when it
started getting bad
[57:49]
And then just recently,
they moved it.

the city doesn't do

is address the overcrowding
in the apartment

shouldn't be that many cars.

burden on the homeowners.

and yelling and making noise

just it's just such

a nuisance and 30
something years,

it's never been

I think everyone
on this commission,

past I sympathize.

We recognize this is a similar
theme that we hear over and over

with areas that
have over parking,

you know, streets
are having issues.

Maybe some you know, unintended
behavior on, I have to say,

compared to the first time when
residents came regarding these
[1:04:07]
streets, I saw a much
larger room full of people
[1:04:10]
And so today, to see less, I
don't know if folks maybe knew

that, you know, had a
sense of what the results
[1:04:17]
would be after 5 p.m..
[1:04:19]
But I have to say, you know, I
think many of these streets that
[1:04:22]
were close you definitely
have a chance of, you know,
[1:04:26]
trying this again and
trying to do door to door.
[1:04:28]
And more than, you know,
just relying on the mailers,
[1:04:30]
talking to the renters to
talk to the owners next time
[1:04:33]
they do their rent
checks or whatnot.

But you know, I think I have
to go back to the comments

speakers tonight that, you know,

we shouldn't allow, you know,
to the detriment of them,

the fact that other
areas didn't, you know,

allow for new developments

then it's up to the city and its
residents to make sure that we
[1:06:52]
can protect our common
resource, which is the streets
[1:06:55]
that all of our taxes maintain.
[1:06:57]
And, those streets
are your streets
[1:07:00]
And so, you know, regulating
them is your solution.
[1:07:03]
I feel compared to, you know,
what is outside of our purview
[1:07:07]
when it comes to that 1.5
parking spaces per apartment
[1:07:11]
unit into And then
is there any way
[1:07:14]
to subdivide the

to you guys to include salford.
[1:22:14]
Even though I
don't live there, I
[1:22:15]
live on the corner of
Camberwell in the Hamden for 95,
[1:22:21]
so to drive I've been
there since 2000.
[1:22:24]
OK And my next door
neighbor just sold.
[1:22:26]
It is going to sell
his house because
[1:22:28]
of the parking situation.
[1:22:29]
Two doors down, my
neighbor is going
[1:22:31]
to start selling this house.
[1:22:33]
These are neighbors
I've had for 25 years.
[1:22:36]
It does affect the
quality of life.
[1:22:38]
And I I want to be empathetic
to the whole situation.

But I'm not to be
honest with you.

Sure I think there is a
bigger element of problem
[1:22:47]
that the city has because
of the state mandates
[1:22:49]
that are coming your way.

But, Mr. Patel,
you've said it right

And we have to protect our
own streets for right now.

I mean, I think the
sequel commission should
[1:22:58]
go through the talks
about air quality

that protects the individual

think you should look at it
from a technical standpoint

And I know the council people
will be looking at numbers

and numbers only 6 to 7%.

We're only a 6 to 6%, but
you as the commissioners

the council people

community, at least this part

of the community, to have
a contiguous non parking

except for residents.

And we're just imploring
that you guys look at it
[1:23:35]
as a contiguous
process, not just
[1:23:37]
pockets of 67%, percent of 40%.

And then unfortunately the
numbers that brought you down
[1:23:43]
are that it's the
HOA that's bringing
[1:23:47]
you guys down overall from the
numbers I'm seeing up here.

it's going to impact

the entire neighborhood.

It's the unintended consequence.

And we were we've been dealing
as a commission we've been
[1:25:14]
dealing with this in in the
city And, you know, I mean,
[1:25:19]
there are folks that will maybe
they live at Alisha Village
[1:25:23]
and they'll park a mile away
and keep an e-bike in the back
[1:25:27]
of their car and drive their
e-bike back to Alisha Village
[1:25:30]
after they park in
front of your house.
[1:25:32]
I mean all the stories
we hear it all,
[1:25:36]
but we empathize with it.
[1:25:38]

asking the commission

to recommend something to the
City Council that would not
[1:25:51]
necessarily fall in line with
the technical ordinance for that

So i just to give you some
background on the reason why
[1:26:01]
there's always a lot of
residents that are not
[1:26:03]
happy with this commission
when it comes to stop signs
[1:26:07]
and, you know, parking permit
programs is because, you know,
[1:26:09]
this commission is actually
responsible for making sure
[1:26:12]
that, you know, the
city's ordinances are
[1:26:14]
used appropriately
when we're making
[1:26:16]
recommendations it's true.
[1:26:18]
We can make whatever
recommendation
[1:26:19]
we want to the council.
[1:26:21]
But i think it's kind of
a false promise in a way,
[1:26:24]
because if it's not
us saying no to you,
[1:26:26]
then it will go all the
way to the city council.
[1:26:28]
And they will say no to
you because legal counsel
[1:26:31]
is trying to protect the
city's resources and assets.
[1:26:33]
Right.
[1:26:34]
Nobody in this community wants
de-funded parks or police
[1:26:37]
services because we lost a
massive lawsuit because somebody
[1:26:41]
sued about a stop sign that
shouldn't have existed there
[1:26:44]
or, you know, a parking
permit program that you know,
[1:26:47]
didn't meet the threshold
of the city's ordinances.
[1:26:49]
So you know, we're
trying to balance that.
[1:26:54]
if it's just numbers, then
there's ways to look that number
[1:26:57]
in a way that
maximizes the well,
[1:26:59]
you know, I think
staff again, receiving
[1:27:04]
all the ballots by 5:00 today.
[1:27:06]
They worked really
hard to figure
[1:27:08]
out where those numbers could
go, trying to figure that.
[1:27:12]
I see that here and,
you know, that's
[1:27:17]
why we're diving
deep into it right
[1:27:19]
now during the meeting is this.
[1:27:21]
How can we make
these numbers work?
[1:27:23]
But as vice Chair Patel states,
we cannot legally recommend
[1:27:29]
to the city council somebody
that's going to violate
[1:27:31]
something that's going to
violate an ordinance or a policy
[1:27:37]
because the city council then
legally has to say yes to that,
[1:27:41]
which jeopardizes the city.
[1:27:45]
So we understand it's
more than just numbers.
[1:27:48]
It's quality of
life It and there
[1:27:52]
are unintended consequences
because of this.

So all that being said, we're
doing our best right now
[1:28:00]
to figure out how we
can make these numbers

of this town for 28 years.

My husband and I moved
here from the East Coast
[1:28:32]
and I live on the corner of
a bellboy and Collier Carmel
[1:28:37]
and I thought the worst thing
that I was going to have
[1:28:39]
to deal with through
the years was
[1:28:41]
just dog poop on my property.
[1:28:43]
But I've dealt with
the sheriff's, been
[1:28:45]
in my neighborhood quite a
bit because there is a drug
[1:28:49]
house all across the
street on Villa Balboa
[1:28:52]
and I would come
out in the morning
[1:28:54]
and there would be
a bunch of sheriffs
[1:28:56]
there with a lot of weaponry.
[1:28:58]
That's frightening
when your husband
[1:28:59]
is traveling all the time on
the side of my house is clear.
[1:29:03]
Carmel and i've dealt
with people driving up
[1:29:09]
in huge RV's and parking them.
[1:29:13]
And then living there for quite
some time, leaving their trash.
[1:29:18]
I won't even mention
the other things.
[1:29:20]
Drug things and even now there
is a lot of parking there
[1:29:26]
And what happens is the
street is never swept
[1:29:30]
and i've got health
issues and my hedge
[1:29:33]
against me trying to
keep that side, clean.
[1:29:37]
The reason i try and
have that swept up
[1:29:40]
as much as possible is because
of in the back cul de sac there.
[1:29:46]
We just have terrible
floods back there because
[1:29:48]
of the sewer that's there.
[1:29:51]
The water, we would you
clogged up with everything
[1:29:55]
So the neighborhood is finally
better with a drug house
[1:30:00]
being sold and it's quieter.
[1:30:04]
It's nicer, but i do see a
lot of other cars coming in
[1:30:08]
and parking that
don't belong there.
[1:30:10]
And it really concerns me
And especially not not being
[1:30:17]
able to keep the area clean.
[1:30:19]
And I feel sorry for the
people who live in the back
[1:30:21]
of that cul de sac area.
[1:30:22]
Not only do they have to contend
with people coming over the wall
[1:30:26]
from the park area but they
also have to deal with flooding
[1:30:29]
it from time to time.
[1:30:32]
And I really think
it's hit the horses
[1:30:36]
committee I know you've been
working on this probably
[1:30:39]
for a long time.
[1:30:40]
There's lots of
problems in this town.
[1:30:42]
But we really need to come up
with something where they can be
[1:30:46]
notified of where they can
park and where it's allowable
[1:30:50]
because it's just pushing
it into the neighborhoods
[1:30:53]
and I am not going to
be putting up with that.
[1:30:57]
What I put up with
before with the drugs
[1:30:59]
and the police over
there all the time.

It just is not fair to us.

no resident should hitch

to go door to door,
[1:32:44]
educate people, create
flyers and use their own HOA
[1:32:48]
like email system on to
try to educate people
[1:32:52]
On why it was important.
[1:32:54]
And so, you know, I
would say that, you know,
[1:32:57]
if you feel like that that
approach with the mail in ballot
[1:33:00]
wasn't as useful,
you know, you do
[1:33:03]
have quite a large
number of residents
[1:33:05]
that did sign the petition.
[1:33:07]
So I think taking a
different approach
[1:33:10]
if you have other
residents, neighbors
[1:33:12]
that are really interested,
you can get those numbers up.
[1:33:15]
And we're not talking
like over a dozen.
[1:33:17]
We're talking
about just a couple
[1:33:18]
of houses is really,
well, how do we
[1:33:21]
do that if the voting is over?
[1:33:24]
No, no, you're not
committed And city staff
[1:33:27]
can clear me up here like you're
not committed to having to only
[1:33:31]
do a one month, you know,
mailing ballot system where
[1:33:34]
there's like a due
date You yourselves
[1:33:37]
can actually start the
petition, gather your signatures
[1:33:40]
and bring them to city hall.
[1:33:42]
So that staff can.
[1:33:45]

the petition is something

that the city staff generates
by way of the municipal code,

but is the actual time
piece only like a month

what we set out for fairness?

We were under the residents

wanted quick action on this.

So we set it to
be a month period.

If there is a direction.

And we were under the impression
that this was an urgent matter

So we typically have provided a
30 day period, sometimes longer.

But part of the reason
why it was done was
[1:34:24]
do the results tonight, the
next traffic Commission meeting
[1:34:28]
is in September.

And so that was part of the
reason why 5:00 tonight,
[1:34:35]
in order to do that, we kept
it until the very last hour
[1:34:40]
If there is desire from the
traffic commission to allow
[1:34:43]
for a petition
process in the past
[1:34:46]
and told that usually
a six month period
[1:34:49]
goes by before you do that.
[1:34:51]
So we're not revisiting the same
issue over and over again as we
[1:34:56]
do with some of our other
items But we had four a matter
[1:35:00]
of fairness We had a deadline
tonight at 5:00 to that
[1:35:05]
in, though, as we've
already discovered tonight,

there are different permutations
and combination of the way that
[1:35:11]
this can be put together

is closer to 67%.

We really believe in ongoing
education with the community,

and we do that through our
social media through our events

and through a newsletter and
speaking of that newsletter,
[1:50:33]
it looks like this you might

but I put one on your desks and
it covers all sorts of things,
[1:50:41]
and I just want to
let you know it covers
[1:50:42]
some traffic issues as well.
[1:50:45]
Traffic, education and
also importantly bike
[1:50:48]
education, which is a big
concern of the community.
[1:50:52]
Of course I want to
let you know also
[1:50:57]
we have National
Night Out next week.

Thursday at National Night Out,
we're going to have a traffic
[1:51:02]
booth where will be given out.
[1:51:05]
Again, more education on
through our pamphlets and things

like that We'll have a motor.

And one of our CSOs
manning that booth

and they'll be talking about
traffic safety e-bikes safety,
[1:51:17]
and actually council gave
us some money to give
[1:51:20]
out helmets Councils idea.

And so we partnered with
a local bicycle shop
[1:51:28]
who we purchased helmets
through and we should
[1:51:31]
be given up to close to 50.
[1:51:34]
We'll have 50
helmets to give away.

And we're hoping to give a lot
of those away at National Night
[1:51:38]
out to the kids and
things like that.
[1:51:40]
I think that'll be good.
[1:51:41]
And I think that's a good
a good gift from the city
[1:51:44]
to the community We're happy
about some of the parking
[1:51:52]
changes that the
that the city is
[1:51:54]
doing, especially particularly
on Laguna Hills Drive.

I think that's going to
help relieve some things
[1:52:00]
And I just want to
emphasize again,
[1:52:02]
we're here to
partner with the city
[1:52:04]
and to partner
with the community
[1:52:06]
We can't keep this
community, this city
[1:52:08]
safe just by ourselves.
[1:52:10]
We work together
with the community
[1:52:13]
so we rely on them
for information.
[1:52:15]
We rely on them for
calls for service.
[1:52:19]
So we encourage folks out
there who have a concerns
[1:52:23]
about parking or crime
issues to call us
[1:52:26]
and as I've said
before, when folks just
[1:52:28]
take to social media
or something like that,
[1:52:31]
we don't hear about it.
[1:52:32]
We don't monitor social
media and respond to events
[1:52:35]
throughout the city that way.
[1:52:36]
We need them to call
the sheriff's department
[1:52:38]
to call dispatch
and we appreciate
[1:52:40]
it when they do I also want to
say we had just a highlight.
[1:52:43]
We had an event First
our motors and our CSO
[1:52:49]
is continued to do a good job.
[1:52:50]
Our motors are out there citing
people for traffic violations
[1:52:53]
and our CSO is are
out there giving
[1:52:55]
citations hundreds of citations
for parking every month.
[1:53:00]
And most of those are complaint
driven and many of those
[1:53:05]
are our officers being
proactive, right?
[1:53:08]
So for traffic file
ations, we get complaints.
[1:53:12]
Hey, the stop sign and we go,
you know, people are running it.
[1:53:15]
So we go out there
and enforce it.
[1:53:16]
And we get a lot of we get
a lot of thanks for that.
[1:53:19]
And of course, we
get some complaints
[1:53:20]
like, hey, you're doing too
much enforcement in this area.
[1:53:23]
So we balance that.
[1:53:24]
And that's and that's part
of that's part of the job.

We had a motor the first motor,
his name was Steve parsons,
[1:53:33]
first Laguna Hills motor was
his name was Steve Parsons.
[1:53:37]
He was assigned to this city in
in the late in the late 1990s.
[1:53:45]
And he was on a traffic stop or
going through an intersection,
[1:53:49]
actually, Laguna Hills and
moulton on June 24th 2000,
[1:53:55]
and was struck by a vehicle
killed in the line of duty.
[1:53:59]
And so every year, like we did
on June 24th, just last month,
[1:54:03]
we do it like a memorial right?
[1:54:04]
And we ride the route that he
rode from Laguna Hills City Hall
[1:54:09]
up and then over
Laguna Hills Drive.
[1:54:12]
And then we stop and park
at Moulton and Laguna Hills
[1:54:17]
Drive We say a few words.
[1:54:19]
We have a moment of silence And
we do 25 highly motivated push
[1:54:24]
ups and honor of him and his
family and the men and women
[1:54:29]
of the Orange County
Sheriff's Department
[1:54:31]
who he left behind So
that was a great event.

have caught something

we utilize that that footage.

And then i heard that
there might have been

like some public comments
about the flock safety cameras
[1:56:10]
that we have in our community.

cameras in our community?

We you know, there are
concerns about cameras,

concerns that they're

an infringement on people's
rights and things like that.

A young lady spoke last night at
the council meeting expressing
[1:56:33]
her concerns and some
of her friend's concerns
[1:56:37]
What I will say is that the
flock cameras the speakers
[1:56:41]
and other cameras
of the city uses
[1:56:44]
and that we they share with
the Orange County sheriff's
[1:56:46]
department have been such a
help And in fact, I don't know
[1:56:52]
if I've shared this
with you in the past
[1:56:53]
but there was there was one
incident in South Laguna
[1:56:58]
Hills a very violent incident.
[1:57:01]
We got there and we had
very violent incident.
[1:57:03]
I will say I won't be
specific as to what it was,
[1:57:06]
but you might know
what I'm talking about.
[1:57:09]
We got there, I
got there, and I we
[1:57:12]
had no idea who the
suspect was or where he was
[1:57:16]
or what happened.
[1:57:17]
We had a victim in a vehicle
No idea about anything.
[1:57:20]
About a suspect.
[1:57:22]
Not even sure what
type of we know.
[1:57:25]
We knew what the crime
was, but not even
[1:57:26]
sure what it was related to.
[1:57:27]
You know one of our deputies
very adept at technology,
[1:57:33]
utilized flock, utilized.
[1:57:36]
Another camera that's
part of a vehicle.
[1:57:39]
And we were able
to get an address
[1:57:42]
on a suspect at a location.
[1:57:44]
And we were able
to safely apprehend
[1:57:47]
him because of technology.
[1:57:49]
That's one example.
[1:57:51]
And there's been
tons of incidents
[1:57:53]
where we've used flock, the
loopers to find locations
[1:57:59]
on suspect and to narrow down
time frames as far as when
[1:58:02]
they're in the city, because
our cameras are kind of set up
[1:58:05]
on the exits of
the city and most
[1:58:09]
of the entrances of the city.
[1:58:10]
So we can see when a
vehicle came through,
[1:58:13]
you know, if we have a crime.
[1:58:14]
Right.
[1:58:14]
Hey, he entered the
city at this time.
[1:58:17]
And left immediately
after the crime.
[1:58:18]
That that's possibly
our vehicle you
[1:58:21]
know, and possibly the plate.
[1:58:22]
If we're looking for a blue Ford
f-150 or something like that.
[1:58:28]

[1:58:29]
So they're very
helpful as far as far
[1:58:32]
as accountability,
I will say a couple
[1:58:34]
of things on that Two things.
[1:58:37]
Number one, the Orange
County sheriff's Department
[1:58:40]
doesn't share or flag i'm sorry,
it doesn't share information
[1:58:44]
with federal agencies
from the Orange
[1:58:47]
county Sheriff's Department.
[1:58:48]
Number 2, and more
importantly when
[1:58:52]
we make a request
for information
[1:58:56]
we have to give a reason
We have to give our name.
[1:58:59]
And we have to
give a case number.
[1:59:02]

Whether it be a report number or
an incident number or something
[1:59:06]
like that.
[1:59:06]
So everything is tracked.

So our guys aren't
doing anything,

in the media on nefarious.

And if they do,
they're prosecute it,
[1:59:16]
you know, by their you
know, whatever law.

They've violated and by policy.

So no, I definitely appreciate,
you know, some of the words.

I know the you know,
it does fall, I

believe, into the
purview of, you know,
[1:59:29]
the roadways of the community
because the cameras are
[1:59:32]
installed along our roadways.

And I think it's
really helpful when
[1:59:35]
members of our public
safety services, you know,
[1:59:39]
speak to what's truthful
and what's not as truthful.

been a great a great benefit for
investigations after the fact.

solved because
the technology was

there in regards to what's
happening in our city

with e-bikes.

Aliso Viejo has a bigger

e-bike problem Rancho Santa
margarita does Mission
[2:01:02]
Viejo, of course and I
think if we had a mall,
[2:01:08]
you know, across the
street, if we had shops
[2:01:11]
and things like that that were
exciting for kids to go to,
[2:01:14]
I think we would be seeing a
lot more e-bikes We do see them.
[2:01:17]
You know, they cross
right out in front of you
[2:01:19]
while you're driving
and things like that.
[2:01:20]
It's it's very dangerous, but
we don't have in Laguna Hills
[2:01:23]
the problem to the extent that
our surrounding cities do.
[2:01:26]
Fortunately for us right
now maybe that's because
[2:01:29]
of the terrain that we have.

But so we are not seeing an
uptick in e-bike collisions yet
[2:01:39]
that may everybody's
buying an e-bike.

not in our departments

bids for the residential streets

was the residential resurfacing

the city's goal has been to
either a slurry sewer overlay.

Every residential street
in the city every six years

right now due to
budget constraints,
[2:03:27]
plus the high price of oil.

There isn't some way to
accomplish that right now So

the city did receive
five bids based
[2:03:37]
in additive bids for almost
like what you just experienced
[2:03:42]
tonight with trying
to figure out which
[2:03:43]
way to make the numbers fit.

Same thing with that.

But the numbers were a
little bit unsatisfactory.

So going back out to bid again
on that to see what we can do
