[7:52] excited to serve in this new role as president of council um I look forward
[7:57] to um collaborating and listening to each council member my goal is to make
[8:03] sure all members of council have a voice as well as the community being heard I
[8:09] know this won't be easy but I'm committed to making it happen um that
[8:13] was a part of the reason why I wanted to run is because I wanted to have more
[8:17] collaboration on counsil I also wanted to have more Community Ino and that's
[8:21] going to be my goal moving forward this year now as you know um it was a couple
[8:26] articles written regarding the B manager I just want to make a brief announcement
[8:32] about that um my only public comment in response to the B manager issue is that
[8:37] it's a personal is um and that it was Ved on on January
[8:42] 3rd um and I know people have questions and I totally understand but the
[8:49] council not the contract U moreover just for additional information we will be
[8:56] moving starting the hiring processes B manager soon and we also list a
[9:01] community input stakeholder input I look forward to the months ahead getting to

[10:55] that done first and then we'll map out a plan on the higher process after that

[11:11] draft is underway and as president mentioned we want some Community input
[11:16] not on the draft per se but on things they would like to see as part of the
[11:20] job description uh and the council will be reviewing the draft as well making
[11:24] their inputs and we're going to do it just as fast as we can also are going we
[11:29] plan on partnering with certain services that will help increase the diversity of
[11:34] the applicants for our position and that is

[12:39] well as in the newspaper I'm currently working with a volunteer on getting the
[12:44] recreation program 20th century Club calendar updated so that we know all the
[12:49] dates of the club is going to be in thirdly uh we have received a grant
[12:56] from The Greenway trails and Recreation program program out of the Department of
[13:01] Greening and economic development for $85,000 to improve the lighting at
[13:06] Hoffman park and um I'll be having a phone meeting tomorrow I guess to talk
[13:13] about that um we are waiting for a kickoff meeting for a Del Valley
[13:20] Regional Planning Commission grant for the South Avenue pedestrian Crossing
[13:26] that keep get res scheduled and we don't have date for that yet but that's in
[13:31] Works um we are be attending a meeting on January 25th with the redevelop
[13:37] capital assistance program to talk about reimbursement and such for the theater
[13:43] project um and in our uh council members packets are list of maintenance and
[13:50] repair items for the firehouse sply extensive our um codes director is going
[13:57] to be on over their prior prizing needs to be done and we'll look to see if
[14:01] there's funding available to make some of these
[14:10] reports

[15:12] has ACT last few months back in December the council awarded a road restoration
[15:17] project from East Town that was awarded to
[15:22] D back on December 20th we have S over all the information to prepare the
[15:26] contracts we're waiting a few things once we get that it's comp we have
[15:31] preconstruction get under for that work tonight I on the agenda is going to be
[15:38] the additional Improvement at the firehouse again this is contract I went
[15:43] out back in November came back I think there was a expain the LI cup there was
[15:47] an issue with one of the heater subm there's an issue and I think there's a
[15:53] changeorder process I have no objection to that changeorder if we're going to do
[15:57] the heaters might as well do wallall 1980s they more or less liming along
[16:02] like not to have
[16:06] equipment unless there's any other questions I had the opportunity to meet
[16:10] our manager and last week I did meet with our works dep to make haveth

[16:58] non-traffic citations we towed six abandoned
[17:02] vehicles five other vehicles were towed for other violations and responded to 41
[17:08] domestic related
[17:11] Serv for the for 20123 year we responded to
[17:19] 5,630 police incidents 35 false bars 401 motor vehicle acents 119 adults
[17:28] were arrested 77 juveniles were arrested we issued
[17:33] 7,964 parking tickets we responded to 976 motor vehicle
[17:40] accidents he issued 976 motor vehicle violations 80 non-traffic
[17:46] citations we towed 80 abandoned vehicles for year 89 Vehicles were towed for
[17:52] other violations and we responded to 488 calls related to the
[18:01] just a couple other things we just completed the first phase of our track
[18:05] system which is the inar citations that they'll now be printed no longer be
[18:10] handwriting them it's been going on for about a year and it pay for with gr M so
[18:16] that's the first phase second phase we're still working on which will
[18:19] automatically citations to the state having so that should be done through
[18:25] the next few months um just waiting for the state
[18:29] uh we're working with this AR school and and high school for their requirements
[18:35] for the state for lockdown drills and fire drills and we have our biannual
[18:40] soci Service Commission meeting February 5th that's all I

[19:35] finance report thank you y I'll try to be as brief as I can but a lot has
[19:41] happened in the finance and the technology
[19:45] committee um first uh outdating for the veterans Landing project pass our
[19:49] committee we agreed for the council for vote to submit the RFP to be created by
[19:53] the B engineer and receed final transformity the goal was put out the
[19:58] RFP in February and the final goal is to complete work by the end of September
[20:03] before the opening of the landown theater we will not have final cost
[20:07] until the RFP is in and the contractor chosen but the majority or all of funds
[20:12] should be available via grants as we have to pay up front and then get
[20:16] reimbursed with grants we will have to watch for our cash flow before 2024
[20:20] taxes are paid moving into new business uh we were
[20:24] going to have a 2024 budget review but it was table pending last go of December
[20:29] being entered and entry of the 2024 budget into the accounting system so we
[20:34] will be taking that on first thing of February uh the bur manager job
[20:38] description as I mentioned uh we're creating first track with that right now
[20:42] from the existing uh landan and other examples including the B L um to
[20:49] circulate to uh the committee and B manager and the council as a first step
[20:54] and also as I mentioned we are going to be um uh Contracting with certain
[21:00] services that will help us increase the diversity of our
[21:04] applicants um a review of burough staffing needs is being taken on by
[21:08] council person young she's going to create a first draft of that for the
[21:12] burough office staff um bur it advisor our committee
[21:17] recommends to continue using wellstone technology stting this transition to
[21:20] facilitate updates to technology over the next 3 to six months they're going
[21:25] to move to contracted services from power of the billing
[21:28] we've asked' asked to do that um this contract will be reviewed by committee
[21:32] at the first February meeting and I am had
[21:37] consulted regarding status and was the committee recommends to put it
[21:43] service out for rmp after the initial updates are
[21:49] confed uh in terms of Technology upgrades for Council we are going to
[21:53] recommend Research into purchase and setup of up to 10 Chromebooks or similar
[21:58] for use by bur Council seven of those the mayor one of those and the
[22:02] facilities one for the meeting room and one for the 20th century Club as well as
[22:07] lock boxes for the 20th century Club Tech this is to ensure the adequate
[22:11] technology is provided for Simplicity and safety the bur of information um the
[22:16] bur manager will be with the library regarding a checkout form for
[22:20] Signature um the committee recommends Research into purchase and set up of
[22:24] microphone and speaker technology in the meeting room and in the 20th century
[22:28] Club to ensure adequate sounding agement on zoom and again I want to add my
[22:32] thanks to the Mayors for your patience we're very eager to get all these worked
[22:37] out technology has been key in that but the equipment we were left it with is
[22:42] just very uh difficult to use and sync so um uh bear with us and hopefully
[22:50] tonight is is a a good example of lot of improvement and we'll continue to
[22:54] improve until we can make a full a full s
[22:59] up um we also recommend Research into ethernet access here at the 20th century
[23:05] Club to ensure hybrid duties can be adequately held uh these old buildings
[23:09] have very thick walls and cannot uh you know the wireless cannot get through to
[23:15] where we need it to be so we'll be looking into that and we also recommend
[23:19] Research into using SharePoint or similar for storing and sharing records
[23:23] by bur staff and Council and mayor because Google Docs is simply not secure
[23:28] and um this would be the easiest easiest way to facilitate sharing uh important
[23:35] documents we're uh we were going to have technology training for Council this
[23:39] evening before our meeting but unfortunately bur all had other ideas so
[23:44] um we will look to reschedule that uh and the burrow website refresh we are um
[23:51] uh looking into well we had an initial meeting with
[23:55] Danel L on 112 to talk about about that um the agenda included uh the contract
[24:02] process and operations and the initial desire for website reorganization to be
[24:06] more user friendly and I'll talk a bit more about that in other business uh we
[24:11] did have that initial meeting with dandel uh and we learned that the Civic
[24:15] plus Civic plus platform on which the website is based and on which many
[24:20] burrow websites are based can be improved but to achieve media life
[24:24] results we need the update to Civics plus need which at a additional cost of
[24:30] course wellstone technology is investigating the cost and Dand line can
[24:34] support the migration for $5,000 and it takes about three months uh I need to
[24:40] talk about this with committee but my personal recommendation is that we uh
[24:44] update uh as best we can this year and plan for funds next year for this update
[24:51] um currently homepage items are optimized based on the frequency of
[24:55] searches and visits so I wanted to make that clear here there are currently
[24:59] unused modules that we can investigate such as linking the agenda center with
[25:03] calendars and also having multiple calendars for facilities which we should
[25:08] uh take on as quickly as possible and those are included in the
[25:12] contract um there uh and that will improve navigation somewhat and and ease
[25:17] a finding information Danel will create a proposal
[25:22] for utilizing the facilities platform we and recommended that we have a local
[25:26] photographer take picks of facilities around town for use on the site of
[25:30] social media and also they recommended the short phone videos from council
[25:35] members of burrow events would be social media hits uh so I just wanted to part
[25:40] that with the council um for the burrow calendar Danel lion recommends not
[25:45] having nonb items on the burrow calendar for these reasons adding a nonprofit or
[25:50] business event to the government calendar could lead to objections from
[25:54] organizations that are not listed an organization could find himself in
[25:58] trouble at some point either financially or with the law and having that
[26:02] organization's event on the official government calendar could lead legal
[26:05] issues um residents view the calendar to find out about upcoming meetings and
[26:10] burough sponsored events and it's confusing to see nonprofit or other
[26:14] organization events on a calendar that is specifically worked as a local
[26:18] government calendar these Community organization events should be added by
[26:22] the LC and are added by the LC to their calendar and they're usually very good
[26:26] about doing that and what we can do is have a link to the calendar on our bur
[26:33] calendar uh that will be my recommendation and recommendation as I
[26:37] mentioned of our of our contractor Dan L they also noted that none of their other
[26:41] Municipal clients add community events that are not sponsored or hosted by them
[26:45] to their calendar for all the reasons listed
[26:50] previously um we are going to propose that dandelion and wistone Technologies
[26:57] get 15 to 20 minute presentations to council either in advance of the first
[27:01] February meeting three questions or during the council meeting so I'll be
[27:06] reaching out to president Curry about including that in the agenda um we would
[27:10] like to create a technical board subcommittee to include members of the
[27:14] community to help support our initiatives um Zoom is still a security
[27:19] risk although we have seen improvements in blocking Zoom bombing which I'm very
[27:23] grateful for um invest we're investigating C and the compatibility of
[27:28] the government platform swag it which is packaged within a technology uh for
[27:34] example how the accounts UNS are run uh again I don't know that that is going to
[27:40] be in the budget for this year but we're investigating now for planning for
[27:44] teaches um we're now making use of the website front page Banner for day-to-day
[27:49] information such as road closing movement of tonight's meeting Etc and
[27:53] for pushing out social media as well Dan does get aqua closure info for that
[27:59] purpose we need to confirm the holiday calendar with d line and I will sending
[28:03] that to the community relations committee um monitoring social media and
[28:08] other the non-private groups is part of D L's
[28:12] contract uh please to the council send any ideas for articles uh one uh uh
[28:19] suggestion by Dy that I thought was great was to do bios of each council
[28:23] member and they would take on uh calling and interviewing each person for those
[28:28] AOS put a photo up on the site and we agreed to have monthly 30 minute
[28:33] checkins with d manager the tech chair and my team consultant as well as ad
[28:40] M thank you for putting up with me through that
[28:51] very I have one question I know that sorry I know that
[28:58] talk about utilizing QR code to list events and I'm curious to know obviously
[29:04] this would be intend with the LC so the LC need to be agreeable but if we can
[29:09] tie their events and our events together someplace so that when somebody does
[29:14] scan the QR code they get a comprehensive list of everything that's
[29:18] happening I think that even if even if it's not on a counter maybe it's just a
[29:22] landing page but some place that where if we do utilize those QR codes someone
[29:27] stands it that they'll see a comprehensive list not just here's where
[29:32] gr accounts are and here's art on other so anything can do to make that more
[29:39] single stream no that's a great idea as I mentioned itend the short term and by
[29:45] the way I have the QR codes on my list they just did make the report today

[31:51] act funds for sewer project and we will be submitting the paperwork to get that
[31:56] done uh we are looking at some Paving projects one in particular with the
[32:02] possibility that the Farmers Market has to be moved due the to the construction
[32:07] on Veterans landing and Highland Avenue parking lot is the the Highland Avenue
[32:13] parking lot is being inspected for possible
[32:17] pitfalls uh there may be some routine maintenance required I as the bur
[32:23] engineer and the burrow Public Works director to take a look and see if
[32:27] there's anything you can do to make that a better situation there are no trash or
[32:32] recycling concerns our recycling contract ends at the end of this year so
[32:38] that we have to just put on our to-do list and but we do want you to all
[32:43] remember to reduce reuse and recycle it still costs us less to recycle product
[32:49] than it does to grow it away uh yard waste is going to be back in form I'm
[32:56] sure after the snow Christmas tree that you still hav't thrown yours away they
[33:01] are yard way there's no separate pickup just make sure that they are free of
[33:06] inorganic material the street signs Mr Matson do you want to update the street
[33:16] SS we contracted with a company called state sence it was last year and they

[34:14] to even Chargers should the burrow start addad electric vehicles to its Fleet in
[34:20] the 2020 house the ledc is requesting security cameras for the property the
[34:26] issue there is that there's no internet in the building and the wifi they have
[34:32] is from this building and we just discussed in B committee that it's too
[34:37] much so we're going to be figuring out the cost to upgrade so that we can use
[34:43] the building better uh the Public Works director will will be providing
[34:48] information oh this on the bur yard that we need to do a garage redo apparently
[34:54] our equipment is not fit in our current garages and so removing one section of
[35:00] the building and replacing it with a pole barn to structure would solve that
[35:06] problem so we're going to be looking into doing that it shouldn't be that
[35:10] expensive because we don't need to have any utilities in that section of the
[35:15] building uh the committee is asking for a proposal from the director for further
[35:21] review as mentioned and there is by Mr Madson and there's also a motion the
[35:28] firehouse needs Heating units and the vote from the committee was to
[35:34] replace them all with 93% efficiency heaters there had been the original
[35:40] approval was for three heaters but the fourth one is on its last leg so that's
[35:46] why we're asking to just let's just do the whole project and get it done at one
[35:51] time uh codes now under my my uh committee and the codes director
[35:57] submitted some documents to the committee one was a code stat summary
[36:03] and and a Comm cumulative report we're talking about redoing that a little bit
[36:09] so that we can make more sense and he also supplied the committee with meeting
[36:14] dates and agendas for all the historic Architectural Review Board and the
[36:18] zoning Theory Board and the Planning Commission and I sent
[36:24] a i oh I sent copies I think I sent copies of that report to all the council
[36:31] members for them to see but if I didn't I will there's building permits pending
[36:36] for Dudley Avenue the Habitat for Humanity project and the Baltimore
[36:41] Avenue W Avenue cahan board project he's also helping us with
[36:47] problem properties reports resident should feel free to report concerns they
[36:52] have around properties around the burrow such as empty buildings overr vegetation
[36:57] or questionable activity this can be done easily and confidentially on the
[37:02] website under the submit of request navigation and report of building
[37:07] concern our ordinance requires that any baby property be registered with haa
[37:13] which keeps track of all of them and helps us manage that Hera is a registry
[37:18] platform used by municipalities and government agencies Across the Nation to
[37:22] help combat the problems caused by vacant and abandoned property there is
[37:27] no cost to the Community Care is completely free for local government uh
[37:33] properties that are vacant and abandon have a detrimental detrimental impact on
[37:37] the community including maintenance inses and inviting criminal activity and
[37:43] the case where property owners are out of state or property is undergoing
[37:47] foreclosure it's often difficult to notice the responsible party for
[37:51] violations and maintain the necessary level of Maintenance and security so
[37:56] it's not a huge concern in the burough but during public comment in environment
[38:01] and Parks the situation was addressed had someone come and talk with a public
[38:07] comment suggesting that there's some issues written in their neighborhood

[44:44] into more used to be Festival in the downtown in collaboration with andom
[44:50] Development Corporation as well as our businesses in downtown that way we have

[44:58] um we also discussed status of the right now it's
[45:02] in stasis because of the weather but once it's completed having some kind of
[45:08] marketing adver them as well as reaching out to different electives that
[45:14] participated in the funding for and that's something we want to do

[45:28] well W finding Community Development has a w finding Master Plan
[45:34] up something they passed to this been a longterm
[45:38] discussion now about the signage we have the theater open we have different
[45:45] events we like to have better signage in our community that interacting places

[51:25] we also talked about um other vacancies parks and wreck has many vacancies so if
[51:32] there's anyone interested in being on the Parks and Recreation board there are
[51:36] many openings we also gave an update on Community Choice
[51:41] aggregation that's um that's the when we can get a source of a green
[51:47] electricity we're combining forces with other
[51:51] municipalities and um there's a discussion with the public Utilities
[51:55] Commission so we'll we'll know more in the next several weeks about that we
[52:00] talked about the timeline of the single use plastic bag and single use plastic
[52:04] straw ordinance and the timeline for that we want to send out a survey
[52:09] shortly and then we'll want to engage um business owners just kind of get them up
[52:17] to speed on like what the idea is and then have uh at least three public
[52:22] meetings one of them would be completely through through Zoom
[52:25] one of them would be in person and the other one would be combined with perhaps
[52:30] some kind of like a children's program at the
[52:33] library uh we talked about the update on the Hoffman Park mural that we see
[52:38] update we see that it's progressing we we gave an update on the
[52:43] message signs um at The Parks and Recreation
[52:47] meeting uh this upcoming Monday hopefully um we'll be able to get a
[52:53] final determination on where those messages signs are going to go um we
[52:57] talked about the great backyard bird count and as a
[53:00] reminder uh there's going to be a fabulous event at the library on Tuesday

[54:17] on the 23rd is to just get people up to speed on how to use the app and how to

[54:28] um uh we have a white paper about electric vehicle charging the committee
[54:34] the environment Parks committee is currently reviewing that we'll talk

[57:35] think about this as a as a whole project not just a parking spots we need signage
[57:42] for parking we need creation of handicap parking we need evening lighting We have
[57:47] tree pits that are crumbling and need upgrade so we could tackle the whole
[57:53] thing that that will be much more helpful to business like M we talk about
[58:00] traffic moving through the central business district I actually want to
[58:04] slow traffic down um it benefits my business if folks don't hit lands 40
[58:12] miles an hour um it does me no good uh 20 miles an hour nice and slow nice and
[58:19] safe uh really will help the downtown especially as we add
[58:25] uh apartment buildings and condos and stuff like that
[58:30] we will be more Walkers we need to be very conscious our Park our sidewalks

[1:01:18] talked about and I don't know how it is economic
[1:01:23] development to give our town of black eye by shortly before talking about how
[1:01:30] we're violating the sunshine act to have done almost exactly the same process
[1:01:36] step by step with our par to have executive sessions with no
[1:01:42] details printed on the agenda to have the position eliminated with no public
[1:01:47] comment and then to very shortly after go to the press to say wow the executive

[1:02:44] many conversations about lately people come in our business that's fine when
[1:02:49] we're deciding on what that business is and how it works that's for the people
[1:02:52] of land not for everyone to sit there and put their finger in our pie and try
[1:02:56] and figure out how they can get involved in steering the course of what we who
[1:03:00] live here our taxes pay for how this town Works what we are trying to decide
