[11:21] he is the good person we are advocating for. So just a little history is that um
[11:27] after Sean's mother passed away in 2018 his sister became his guardian and that
[11:32] relationship was very difficult not healthy. Shawn was actively looking to
[11:37] separate himself from his sister for over a year because of the distress and
[11:41] mental anguish he was feeling due to the relationship. Sean's sister was both
[11:46] guardian and his rep pay and she was looking for conservatorship over Shawn
[11:51] or even more control and she scheduled a court date. This was very upsetting to
[11:56] Shawn because her interactions were always very negative and Shawn was
[12:01] feeling unheard [snorts] and unseen. At Shaun's request, Northern Hills Training
[12:05] Center stepped in and worked with the state to become his rep pay and take
[12:10] care of his day-to-day finances. Um Sean's a part of the Northern Hills
[12:14] training center because he requires support to live in the Spearfish
[12:17] community. And [clears throat] then when Shawn showed up at court with his
[12:20] sister, he did not have an attorney. So the judge appointed Amber Richie and she
[12:25] did a great job representing Shawn. Shawn requested a new or different
[12:30] guardian and rejected the conservatorship his sister was fighting
[12:34] for. I had worked for Northern Hills Training Center, a new Shawn, and my
[12:39] husband and I both agreed then to become guardian. So on March 23rd of 26, we
[12:45] knew legal he became his guardian. But um the bill he received for this was
[12:51] $4,28, [clears throat] which is more than he can afford since
[12:55] he lives on social security for the disabled and just a part-time job at
[12:59] sheltered workshop. Um my job is to advocate for him. So I
[13:05] I'm requesting that his bill be waved or forgiven. And um the center is currently
[13:12] paying $50 a month and at this rate it will take over 84 months or
[13:17] [clears throat] seven years to pay off this bill. And as you can imagine, there
[13:21] are other items that are also going to be addressed like for his teeth that
[13:26] will have an out-of pocket expense. And I just put at the bottom there um his
[13:31] SSI and then he does get EBT. So he gets a total of about $1,500 a month. and
[13:38] then his monthly expenses. And um
[13:43] when I talked to his um rep pay yesterday, he had $4 in his account. So
[13:48] he was so glad today was first some more money would come into account.
[13:55] But that's our our appeal for for Sean questions for Sean.

[19:39] meet all of the state standards to go to this bid opening and and to try to keep
[19:45] other contractors from suffering. It would be a shame for somebody to come
[19:50] to this and give up another job to bid for this job knowing they're not going
[19:54] to get it. So, our advertisement is just to satisfy the state

[20:12] » I would just like to say that we did start on the Elmore Road Grandard
[20:17] Construction. They constructed the bypass. In fact, our crew is out there
[20:22] today. We're going to put a little chloride on that to keep the dust down
[20:27] for the people that live out there during this construction.
[20:35] They're they're certainly behind schedule, but they do still are
[20:38] confident that they'll have this bridge done before the end of the year. So,
[20:42] we'll see. It is a cast in place
[20:47] deck, continuous board deck with a button.
[20:52] There's a and they're optimistic they're going to
[20:56] get it done. So, we'll see. I mean, winter can strike strike pretty early
[20:59] out there in the Spearfish Canyon area, but
[21:04] they are making progress. I I'll have more reports on that coming. So,
[21:10] but yeah, they're they did get the bypass built. They
[21:15] relocated the American diver. Everything's going well.
[21:21] And we did yesterday complete the Hannah bridge structures. As far as
[21:26] installation of all of those, they're all in place.

[21:36] art. They they did each one of those. Yesterday's was the hardest one they did
[21:39] and they still did it in eight hours. So,
[21:43] they did a fantastic job. They look great. They drive great. Our next step
[21:47] is to contact a paver and we're going to get those paved, get that done before

[22:20] anybody was too inconvenienced and now it's good. They don't have to worry
[22:25] about garbage trucks falling through the bridges anymore. They should be good for

[23:48] get anything from them, but I got help from Corloic. Uh, yesterday we were
[23:52] going back and forth for quite a while, and we finally Paula finally let me know
[23:56] that Wells Fargo said that they sent the letters out in
[24:00] air, that they should have never gone out.
[24:04] And um, I told them, well, is Wells Fargo going to send letters out? They
[24:10] will not proof letters to go out if they're in air. They say they don't have
[24:14] time or whatever. So, I have 46 people that I have gotten phone calls for that
[24:20] I will call and let them know. And then Core Logic, who is the third party that
[24:25] does a fantastic job that was working, you know, contracted by Wells Fargo,
[24:29] they're going to try to contact any of the people that they can on their end so
[24:34] that there is no problems at all. Um, I told Paula, she's from Core Logic, my
[24:39] contact, that I was going to update our web page and put out there that it was
[24:43] an error. And she goes, "Oh, let me check with Wells Fargo." Um, and I said,
[24:48] "Well, I'll be politically correct. I, you know, let me have what they wanted."
[24:53] And this is what Wells Fargo wanted me to say. If you have recently received a
[24:57] letter from your mortgage company regarding Lawrence County special
[25:01] assessments, note the special assessments is included in your county
[25:04] bill and no action is needed. If you have an escrow account, these will
[25:08] continue to be paid by your mortgage company. I said I'd put that in there,
[25:12] but mortgage company is going out and Wells Fargo is going [clears throat]
[25:16] because I don't want to put mortgage company and then anybody that has a loan
[25:19] sees that then they start >> more magnify.

[26:36] once in case something gets paid off or something like that.

[27:13] figured, you know, that's for a half, you know, if somebody's, you know, what
[27:17] the average taxes are. So I'm guessing probably be around 300 people just in

[28:27] property taxes online for people to look at. It's gonna I think Brett said and
[28:32] she's going to come down and talk to you guys probably in a meeting or two. It's
[28:35] going to be like $4,400 a onetime fee to get it all set up to get the property
[28:40] taxes on there. And she's asking I had some monies to help. And I'm trying to
[28:44] sweep out 2,000 out of my budget. I hope I can, but this is something that really
[28:48] should be on Beacon. It it'll cut down phone calls for my office and um EQ EQ.
[28:55] I mean, director of equalizations already once they got Beacon has cut
[28:58] down a lot of phone calls for them with people just looking at property
[29:01] descriptions. And this will help esroies and um realtors and stuff to be able to
[29:07] go on and look and see what the taxes are.

[29:13] » they just can't pay on it, but they can go and see what their base taxes are

[30:10] then I would go to Forte to pay. So it's a two-step process. Is that fair? Yes.

[30:20] card fees were a little more higher than what I can offer right now. And I know
[30:24] on the beacon part, if I understand it right, you go on right now and you you
[30:28] pay a monthly fee or a daily fee to go look at um director of equalizations
[30:33] information and stuff, but we're going to have get it. So the property taxes
[30:37] are free to look at. I don't think we should be charging for somebody to go
[30:40] look for property taxes. So that part's going there.
[30:45] And then the other good thing is when we um when I give my uh statistics that we
[30:50] did last month on on stuff, I said I was going to mail out 22 letters of
[30:55] delinquent taxes. I mailed out those 22 letters and it come to 228,68.91
[31:03] and so far we have collected $14732707 out of that. So that went really good.
[31:11] And then I have another really delinquent property about 240,000 and
[31:16] they're working with the bank. So hopefully within the next month we'll
[31:19] get that taken care of. So we're getting our delinquency down again.

[31:35] night finally getting them in and then out of those 44 unfortunately five of

[31:46] sign the titles. They don't have all the some of the stuff we can call and they
[31:49] can email. When they don't sign the titles, we don't have signed power of
[31:53] attorneys or something. We have we we send them back certified because I don't
[31:58] I want to be able to track those titles. So, we've got five of them I got to send
[32:01] back today because they didn't do the proper

[32:07] track everything. So, if a customer calls, you can tell them when you got

[38:51] number was a little below six million. I got the feeling that they weren't really
[38:55] tracking that that they were just throwing that number out.

[39:00] that we don't I don't know that we're going to get an official number
[39:04] nor do I have a lot of confidence in that number uh strictly because they do
[39:09] track the municipalities but they don't track uh the number outside of the

[39:18] the counties was that you know you got this whole pool of money uh that they
[39:23] collect for for sales tax for the state and they knew what the municipality
[39:27] ities were. So they subtracted out all the municipalities and that left a
[39:31] smaller pile of money that they just divided on a per capita basis for the
[39:35] state and [clears throat] applied those to each county on a per capita basis. So
[39:39] obviously some counties generate a lot more sales tax outside of the
[39:42] municipalities than others. So I don't know how accurate that number is going

[52:13] Um, one is for the false bottom lower sump tile drain tile installation and
[52:18] one is for the false bottom creek catchment project. So, how it works when
[52:22] we get these um the state expects me to have some sort of response to them. So,
[52:26] normally what we've done is if Bruce and I are comfortable with it, we'll go
[52:30] ahead and do it. Like the the drain tile one, we were pretty comfortable with it.
[52:33] We would have probably just done it, but because they had the other one, we
[52:37] decided to just put them both on the agenda. Um, and then that way once we're
[52:41] done with this, we usually take the minutes and we I will respond to the
[52:45] state. So, they have it in their record that it was within. So, that's kind of
[52:48] why you see two different things, but we'll respond together with the minutes

[53:02] little bit of background, but I was here last year. We talked about the selenium
[53:05] treatment plant that we put in. Um it's very successful. Um it's doing a good
[53:10] job. We uh have realized since we started treating there's a portion of
[53:15] water that we aren't catching. So we would like to try to catch that um for
[53:18] further treatment and that's essentially what both projects are supposed to do.
[53:23] So the first page of the handout just kind of gives you an overview just kind
[53:27] of get you a little bit sorted. Um but kind of you can see our our bottom
[53:32] treatment center up above the dam face. Um and then we've got an an upper sump
[53:37] which is our main catchment and then we had dug a lower sump in an effort to
[53:42] catch more water. Um and that's right near the pump house. So essentially what
[53:46] happens is the the lower sump catches water, sends it to the upper sump, the
[53:50] upper sump sends it back down to the pump house. Pump house pumps up uh we do
[53:56] have a holding pond which you can't see here to the holding pond. holding pond
[53:59] gravity feeds to the treatment facility and then we gravity feed and send it
[54:03] back to the creek after it's treated. So that's how it works now. Um but we've
[54:09] realized within the creek itself there is a portion of creek um upstream that
[54:13] is still flowing that we're unable to catch. And so what we'd like to do is
[54:18] two things. So, for one, we would like to install drain tile along um the
[54:24] length of our lower sump to sort of spread it out to
[54:28] try to catch some of that underground water that's flowing through. So, what
[54:32] that would do is it would catch that underground water, funnel it to the
[54:36] sump, and treat it from there. Um and then the second thing that we wanted to
[54:41] do is actually put a a catchment um in the creek. So the increte catchment is a
[54:48] little bit more highly regulated to be perfectly honest. We're working with the
[54:52] Army Corps of Engineers um and with both projects we're working with the Danner
[54:57] um the mines group of the Danner but also um the surface water division,
[55:02] water rights division um [clears throat] and groundwater actually. So I've been
[55:09] working with all of those groups and we're working through it. Um, and
[55:12] essentially this is kind of the plan forward to get more of that water to be
[55:16] able to treat it for
[55:20] » any questions that was. >> Yeah, this is all at the toe of the
[55:24] historic um facility.
[55:27] » Yep. The the selenium actually comes from historical tailings from V
[55:31] Mountain. Thank you, Tim. Um, and so, you know, we inherited that property
[55:36] pretty many [clears throat] years ago and so now we're just trying to clean it
[55:39] up and and make it right. So the catchment pond is in the creek.

[55:49] » to settle out is essentially what you're trying to do.
[55:51] » Well, actually it's gonna it's going to funnel the water into one area and then
[55:55] it's going to get pumped up to the pump. >> Yep. And so um it's designed it's not
[56:02] huge. Uh I want to say it's about 40 by 80. Um so it's not huge. That area is
[56:07] fairly small footprint anyway. But what it's designed to do is sort of um dig
[56:12] that metal out to allow all of the water to funnel in there. And then we've got
[56:16] um sort of a wall um built in. I guess it's
[56:21] sheet pilings is what it's called. And so they'll drill sheet pilings in to
[56:25] create that wall [clears throat] and so the water can funnel up and then from
[56:29] there we'll catch it with it up. We did double check this area. It's not
[56:34] actually in the flood plane. It's a it's not a named flood plane area. So even
[56:39] though there's water there, so they don't have to go through anything with
[56:43] like our flood plane development process.

[57:25] the Forest Service basically has said they don't ever sign the waivers like
[57:29] the 500 foot buffer waivers. We've never had them sign them and they kind of
[57:33] said, "Well, we don't really want to start now." So, but they recognized it.
[57:38] They know that it's within their 500 foot of the Forest Service boundary and
[57:43] they were fine with it. So, we did double check with them just to make sure
[57:46] because we have to prove that we made contact and

[58:30] under the sort of ground is to collect that I don't I don't see any issue at
[58:34] all they're trying to trying make improve on what they're already doing

[1:05:20] state requirement that we have to uh submit a five-year road and bridge plan
[1:05:26] and this is uh to be eligible for any grants uh namely the big grant for
[1:05:33] bridge improvement.
[1:05:37] A couple of the requirements for the five-year plan is that we have, you
[1:05:40] know, the county has to implement a wheel tax, which we have, and also adopt
[1:05:48] of the five-year road and bridge improvement plan. This plan is exactly
[1:05:54] what it says. It's merely a plan. It's not a written in stone. It's not a
[1:05:59] requirement. It's a budgeting tool. It is also a tool to put in order
[1:06:04] [clears throat] what structures or what projects we're
[1:06:08] gonna we're going to do in the in a in a time frame. If we're going to get any
[1:06:14] kind of funding through the state or federal government, we have to have this
[1:06:18] in place and it also has to be adopted [clears throat]
[1:06:23] by by the commission. We'll be putting uh once we're done here, we'll uh put it
[1:06:29] together into their format information. the information provided.
[1:06:34] We have signatures of people attended, the five-year plan, and any kind of
[1:06:38] input that any any people in the public want to submit. We have to have that
[1:06:44] turned in to the state by October the 15th. We also are required to notify our
[1:06:51] our township people, which we have in attendance today. And uh
[1:07:01] you note that they were also present. With that being said, they are excited.
[1:07:07] We're just going to we'll go through the five-year plan. Again, I want to clarify
[1:07:13] that when you see these dollar amounts listed, these are these are estimates
[1:07:18] for projects. And as the further out in the five years go, [clears throat] those
[1:07:23] estimates are they're going to become less accurate. It's a little hard to to
[1:07:28] determine the cost of things five years down the road. All of these numbers are
[1:07:33] I'll tell you right now, they're on the high end and then [clears throat]
[1:07:36] there's a percentage added for every year going into the five years. So
[1:07:42] to start with in 2027 on our 5-year plan, we have the asphalt mill and
[1:07:47] overlay the the last section of the Nemo Road.
[1:07:52] We also have roughly 10 miles of chip seal. We have a little more chip seal on
[1:07:58] the in 27 than we normally have, but we also are trying to get caught back up.
[1:08:03] We had that little problem. We took some chip seal off for budget reasons and
[1:08:07] then we, if you remember, our chip seal people didn't show up last year. So,
[1:08:12] we're going to try to get back on track with our chip seal. And then again, this
[1:08:16] provided the budget allows. This is not a budget. This is just to
[1:08:21] help us with our budget. So, if it's on this list, doesn't necessarily mean we
[1:08:26] have to do it because the budget still dictates what we're going to do in
[1:08:30] coming year. Um, [clears throat] we also have route and crack seal 3.63 miles of
[1:08:38] the Nemo Road to get ahead of a chip seal. route and crack seal one mile of
[1:08:43] the Kirk City road going in line with the section that we
[1:08:49] just route and crack sealed and that will get that whole road ready to chip
[1:08:54] seal. Um as always we have on here to gravel 20.5 miles of road fluoride 120
[1:09:00] miles of road striping 85 miles of road and the replacement and repairs of
[1:09:06] culprits and small bridges. We also have on here and this is what the state's
[1:09:09] more interested And that would be our bridge construction. Um this will for 27
[1:09:16] we're we have grants in place for the two Nemo structures and those will be
[1:09:22] those will be constructed in 2027. [clears throat] We also have on here the
[1:09:28] uh the bridge on the Whitewood service
[1:09:31] road. That's a local federal grant that's in place. Um I believe that
[1:09:36] bridge is again it it got delayed again. We're now hoping that in November it
[1:09:41] goes to a bid ready. So I guess we'll see.
[1:09:46] Um and also on our 27 plan would be applied for a construction grant uh for
[1:09:53] the west highway 14. In 28 we have an asphalt mill and
[1:09:58] overlay and this would be for the section of road that on the Nemo road
[1:10:02] that we left out because of base stabilization issues. Um, so that's
[1:10:08] on there to be taken care of in 2028 if needed.
[1:10:13] We are also got um roughly 14 miles of chip seal, I'm sorry, 18 miles of chip
[1:10:21] seal on for 28 uh route and crack seal another section of the Nemo Road and get
[1:10:26] it ready for chip seal. Route and crack seal 4.558 miles of the St. Non road and
[1:10:33] have it ready for a chip seal. Again, the graveling of 20.5 miles of road,
[1:10:40] chloriting of 121 miles road, striping of 85 miles of pavement, replacing a
[1:10:45] pair of small structures, and then to build
[1:10:50] build a new bridge on the on West 14 pending the grant if we get a grant in
[1:10:57] the [clears throat] replacement of small structure. This would be a part of the
[1:11:00] RA program. uh in 2029 that wraith program sunsets and we have to either uh
[1:11:06] use the money for a for a project that qualifies or we have to give the money
[1:11:11] back to the state. I believe our last amount we have is 117,000 in that fund.
[1:11:17] I believe >> it's a little bit more than that.

[1:11:24] » we are eligible to use that fund on county secondary roads only for small
[1:11:30] structures only. We don't have very many that qualify,
[1:11:34] but we have a couple and we have identified these two projects and that
[1:11:37] would be the a culvert on the Kirk Road that would be
[1:11:41] on the the Louis end of the Kirk Road. Um we have a
[1:11:48] small structure there that's it's pretty narrow and the bottom is also rusting
[1:11:52] out. We also have down on the Bulgar Creek Road, we have a low water crossing
[1:11:57] where there's some cracking and [clears throat]
[1:11:59] some uh delamination of the concrete approach. So those would be the two
[1:12:04] projects we've identified that qualify for the rate fund and that is in our
[1:12:09] 2028, giving us a little time if we have to move them to 29, we can still use
[1:12:16] those funds. And then also on 28 we're we would like
[1:12:21] to apply for a grant the PE grant for uh the camp comfort structure.
[1:12:28] Now I will note that we are in our uh in our bridge inventory. We're down to only
[1:12:33] eight structures that are in poor condition and four of them are currently
[1:12:38] in the process of being replaced. That would be the two Nemo bridges, the
[1:12:42] Elmore bridge and the uh Whitewood Service Road bridge. Uh the they're both
[1:12:47] federal high those Elmore and Whitewood Surf Short are federal local federal
[1:12:52] highway. Those are in place. The work just hasn't been done. Those four
[1:12:56] bridges are funded. They're in the program and they'll that'll get us down
[1:13:00] to four four bridges that are in poor poor condition which are are reflected
[1:13:05] in this 5-year plan. So in 2029 [clears throat]
[1:13:09] we have an asphalt mill overlay of the upper valley road asphalt mill and
[1:13:14] overlay of west highway 14 for the one mile within city limits
[1:13:21] chip seal 4.58 miles of stage chip seal 3.63 63 miles of the Nemo Road. Route
[1:13:26] crack seal another section of the Nemo Road. route and crack seal 3.58 miles of
[1:13:32] acorn ridge again regravel 20.5 miles of gravel road night 121.5 miles of gravel
[1:13:40] road striping of 85 miles of pavement the replacement and repairs of small
[1:13:45] bridges and struct structures and then apply for the PE grant for 41 239 259
[1:13:52] which is a the last of our box beam bridges and that's down by the benchmark
[1:13:57] road on the Nemo
[1:14:02] Some of these bridges are also pending our our uh inspection that was conducted
[1:14:07] this year. We don't have that yet. We don't have the results.
[1:14:14] And also apply for a big construction grant on that camp for one that we the
[1:14:18] previous year that grant application. So that takes us to 20 2030 and again we're
[1:14:23] getting a little further out so things are starting to change. You'll notice
[1:14:26] the dollar amounts get less and less and the projects become less and less. So um
[1:14:32] chip seal 3.63 miles of the Nemo road, chip seal and fog seal 3.58 miles of a
[1:14:37] camper ridge road and crack seal 3.63 miles of the Nemo road route track seal
[1:14:43] another section of 4.8 8 miles of the binocular
[1:14:47] regravel 20 m of gravel road mag fluoride 121 miles of gravel road
[1:14:53] striping 85 miles of pavement replace and repair culverts and small bridges
[1:14:58] preservation of the the deck on the yellow creek road. This is a bridge that
[1:15:03] [clears throat] it is actually one of our bridges that's
[1:15:06] in poor condition but it does not it does not meet any requirement for a
[1:15:10] grant. It's It's in too poor shape and too old to qualify for a
[1:15:18] preservation grant, but it's not load posted and it's not in bad enough
[1:15:22] condition to warrant a replacement. It's in the middle right now. Again, we'll
[1:15:28] see how our our our bridge inspection has come in this year. We did in house
[1:15:34] last year. We did kind of our poor man's overlay. We did our own preservation on
[1:15:38] it. So far, holding [clears throat] up well. I'm kind of excited to see how
[1:15:44] that turns out with the uh the inspection to see what they thought of
[1:15:47] it, but I'll let you know. But it is also on our on our plan to uh to do some
[1:15:55] sort of preservation on that bridge. It's a lot of traffic. It's a lot of
[1:15:58] heavy traffic. we [clears throat] can get that
[1:16:03] if we can get that repaired before it fails or because before it gets to a
[1:16:07] point where it needs replaced, I think that would be a win for everybody in the
[1:16:10] county. So, uh it is in our five-year plan. So, if funding does change and
[1:16:15] becomes eligible, we'll it will be ready.
[1:16:20] Um we also have in 30 uh u
[1:16:27] to build and construct the bridge on the camp comfort pending the grant that we
[1:16:31] applied for the previous year and apply for a construction grant for for that
[1:16:37] box beam bridge on the Nemo and that takes us down to 2031 and that
[1:16:42] is to pave 1.5 miles of the Mland Road from Christensen Drive to Forest Park.
[1:16:49] Pave 1.44 miles of Hill Street and North Titan Road. Pave 1.6 miles of Mcwigan
[1:16:55] Road. Chip seal 3.63 miles of the Ne Road. Chip seal and boil 4.8 miles of
[1:17:01] the Knock Canyon Road. Proud and crack seal 9.5 miles of road. We don't have
[1:17:06] the roads identified at this time. So it'll be just on our pavement condition
[1:17:11] list as how those will fall out in the future.
[1:17:17] Regravel 20.5 miles of road. Manclorate 125 or 121.5
[1:17:23] miles of gravel road strike pavement mark 85 miles of pavement. Replace and
[1:17:28] repair culverts on small bridges and build new bridge 41, 239, 259 on the new
[1:17:33] road pending a big present or a big replacement.
[1:17:38] And that is the end of the fiveyear plan. I have also included for your
[1:17:44] review our gravel plan. We have changed quite a little on our gravel plan where
[1:17:49] we are to the point where we are our 10-year gravel plan is
[1:17:55] I would say not as necessary. We are now to the point our gravel roads
[1:18:00] are in a condition where we can do these on a as needed basis.
[1:18:06] I think we're to the point where we don't have to do 4 in lifts on our
[1:18:09] gravel roads. We have some roads that are going to always require a 4-in lift
[1:18:13] because the amount of traffic and the amount of snow plowing they get, but a
[1:18:17] lot of our gravel roads are to the point where we're going to be able to do 2 in
[1:18:21] really reduce the amount of gravel. So, in our five-year plan where we list that
[1:18:26] 20 miles, that's going to be there's going to be a lot of adjustments to that
[1:18:30] coming, a lot of savings in our gravel program. I do have though our our tenure
[1:18:36] our dead our tenure gravel plan. just it's a good tool to have to we know when
[1:18:42] they were last traveled. We can keep an assessment of their condition and then
[1:18:46] we'll go forward back. From now on we're doing our gravel
[1:18:50] more on a a needed basis as opposed to just it's their turn. So I know yeah
[1:18:57] just question there was some minimum maintenance roads
[1:19:02] on here. Yep. >> And so those are just kind of as needed
[1:19:05] I assume. Absolutely needed. >> Yep. Mr. Ala Jar John, you were I think
[1:19:10] you're working with South Dakota State and they're looking at your your gra
[1:19:13] you're an example of a coming at your gravel roads. Is that right?

[1:19:18] » And um are they are they impressed with how your roads
[1:19:22] » Well, they're using uh they're using the Mland road. They're they're uh doing
[1:19:27] [clears throat] a gravel quality study on that. They came and take course
[1:19:30] samples twice now. um South Dakota State University with the South Dakota
[1:19:36] Department of Transportation. They're trying to come up with a uh
[1:19:40] a quarry gravel specification for road surfacing which doesn't exist. And uh
[1:19:47] they're using our roads because we have such an abundance of quarry gravel and
[1:19:52] we exclusively use quarry nearly exclusively use quarry gravel and uh
[1:19:59] yeah they are impressed. That road has been holding up well. They've came done
[1:20:05] several tests, durometer testing, poor samples, and [clears throat]
[1:20:12] and ride quality testing. We'll see how that plays out. It's a two-year test, a
[1:20:17] two-year study. >> Didn't you say part of that's because of
[1:20:22] the chloride, magnesium chloride using our case? For sure. We our extens our
[1:20:29] extensive use of chloride is something that they're very interested in. Not
[1:20:33] many counties in the state use chloride to the extent we I know it gets a lot of
[1:20:38] negative and positive feedback, but uh the uh the inconveniences are certainly
[1:20:45] outweighed by the performance of the of those roads.
[1:20:50] I just ask one question just to follow up on Corey gravel. Could you explain
[1:20:53] what corey gravel is versus other kinds of gravel? So pory gravel is you have
[1:20:59] gravel pits aluvial type gravel glacial type gravel that's just dug up
[1:21:05] uh screened on occasion crushed to to get it to a
[1:21:10] size determined and it's mixed with the the natural binder that's in that that
[1:21:15] type of soil or gravel is it's ledge rock that is drilled blasted and crushed
[1:21:22] and the crusher fines are what become the binder in those materials. Um, it
[1:21:28] they have they both have a their different uses, but as far as a a road
[1:21:33] surfacing, quarry gravel is not normally used. It's uh it's been considered over
[1:21:40] the years a [clears throat] softer type material. It it is also considered a
[1:21:44] type of material that um it doesn't have binders, so it's just
[1:21:50] loose gravel, loose rock to see. Well, Lawrence County found a way to to make
[1:21:57] or gravel work for surface material. It does require the use of chloride, but it
[1:22:02] takes a cementation process and it becomes a hard surface that stays in
[1:22:07] place. Um I I believe some of the majority of our livesto travel is harder
[1:22:14] than a lot in the [clears throat] state. But um this study that we're that the
[1:22:18] state is doing and that South Dakota State University is doing is taking in
[1:22:22] account is working with granite materials, quartzite materials and
[1:22:27] limestone. So I think it's in the eastern northeastern part of the state
[1:22:32] they're using I believe it's the port site in the south eastern part of the
[1:22:36] state they're using the uh the uh I guess the granite
[1:22:43] we we're the test for the limestone >> I was just going to go back to the the
[1:22:49] way you know fiveyear plan has worked it's it's I wouldn't say it's exactly a
[1:22:54] wish list but that's kind of what it is what people starting stuff which has
[1:22:59] come up in the past. Paving of Mland Paving and paving those bins. That's an
[1:23:05] ideal. We'd like to get to that, but it might be 2031. It might be 2039. It
[1:23:11] might be It just depends on how things could be sooner, could be later. That's
[1:23:15] the further down that list, the less >> well accurate that is.

[1:23:23] just for clarification and transparency, I moved those two projects to the end of
[1:23:29] the list. They they've been up further and they we just move them back. It all
[1:23:35] depends on funding. Just because it's on this list, like you just described it as
[1:23:39] a wish list, does not mean it gets to it happens. It's on the list and it's on
[1:23:44] the list for the reason that if if funding becomes available through the
[1:23:48] state and we try to get a gr for any of these projects, it has to be on this
[1:23:54] list. So for the [clears throat] majority, it's bridges. That's their
[1:23:59] main focus. But if there is any paving type of grants available, any kind of
[1:24:05] [clears throat] the safe streets for all type grants,
[1:24:08] which is a federal grant, you have to have it in some sort of a
[1:24:12] five-year plan or master transportation plan. Some of these came from our master
[1:24:16] transportation plan that we just did a couple years ago. So, it has to be in
[1:24:20] our our our plan or or it's not eligible. It can be updated at any time,
[1:24:27] but if there's anything in there that you'd like to add or delete,
[1:24:31] if it's simple, just tell me and we'll do it. But, uh, at this time, if it's
[1:24:35] not in this plan, we're not eligible for the for the programs.

[1:25:44] around a mini excavator with an owner. We don't own a mini excavator at this

[1:25:54] excavators a lot lately. A mini would be a little bit smaller than what we've
[1:25:59] been renting, but I I believe it would be very beneficial for us to own that.
[1:26:05] Um the rest of our fiveyear equipment plan is is
[1:26:09] see what's there. Our equipment's good, but it's
[1:26:14] [clears throat] it's best to keep proactive and keep our equipment stay on
[1:26:18] the warranty program. Um, I don't have anything else in this

[1:36:51] Um, as you aware, we've had a couple complaints. We had one on the 3rd of
[1:36:56] August. It was a kind of wind came up and they couldn't get it shut down. I
[1:37:02] sent you all the information, the response patrol and how that worked. Um,
[1:37:07] we had another one later in the month that was more of a uh question. wanted
[1:37:11] to know how how the trucks were weighed because they notic they weren't using
[1:37:14] scale at the time and so once we found out they were doing the bucket weighing
[1:37:20] um that seemed to answer the question and took care of that. Um we did get two
[1:37:26] more uh complaints yesterday. This is from Sunday and I sent those to you uh
[1:37:32] when that sudden outburst of wind came up that 245. It was National Weather
[1:37:39] Service measured it at 52 miles an hour downtown Spearfish.
[1:37:43] Um, of course the wind blew real fast and real hard. Didn't last long. I did
[1:37:48] forward to them guys and I forward to you guys for that. Other than that, we
[1:37:53] believe they're following all the conditions. Um, what one of the
[1:37:57] conditions the final ones is that for the first year they're allowed to do
[1:38:00] 150,000 K. Um the commission has the option to
[1:38:06] raise that if they wish up to 250k according to the conditions. So with
[1:38:13] that I'll turn it over to uh [clears throat] Bill and Brian
[1:38:18] Brian Martin. I'm from 685 Denver valley roads Wyoming
[1:38:24] here to answer any questions or concerns that you have. the uh we ceased
[1:38:29] operations at the pit on last Thursday. We wanted a drone fly. We knew we were
[1:38:37] getting close, so we flew with a drone. Then we took the tonnages that we had
[1:38:44] run across the scale and come up with around 141,000 per 100 15,000.
[1:38:50] So we just thought, well, that'd be a good stopping point. So on Friday, we're
[1:38:57] pull [clears throat] starts pulling conveyors out
[1:39:04] two the dust complaints come from basically you really quick wind events
[1:39:10] they were running the first time they were running and front must come
[1:39:17] through kick a bunch of dust off of the come off the crusher also and off the
[1:39:22] large base course pile and when you're running a crusher You can't just turn
[1:39:27] the key off. That's the cycleer. All our crushers are plugged up with lock. Takes
[1:39:34] a long time to clean them out. You have to clean them up by hand and it's
[1:39:36] dangerous. So, it takes a while to get those pressures clean and then they shut
[1:39:41] off. I was notified honestly by one of your commissioners said it's getting
[1:39:45] dusty here. So, I called the foreman and he said we shut off. He said we just got
[1:39:51] a sight. So then they went and got water and
[1:39:57] watered the pile. If you look at at our reports, I put in
[1:40:04] a wage report for the men and we work 410.
[1:40:09] Uh that's what we've worked forever. There's some comments on Facebook that
[1:40:13] it's taken us longer to I think I told them it's going to take two to three
[1:40:17] months. taking us the whole three because we're running 410s and you look
[1:40:23] at our time about 25% of our run time is stopped because of the environmental
[1:40:30] events. So we effectively shut down that is
[1:40:34] shown on our report that we sent from you that we
[1:40:39] got. [clears throat] So we've hauled a little over Yeah.
[1:40:44] Right. So we hauled over 400,000 gallons of water for best suppression out there.
[1:40:51] We have put
[1:40:56] calcium chloride on the hall roads.
[1:41:02] Put uh seismographs. They contract blasting
[1:41:08] blasting company that does it. They put seismographs out and the only meeting
[1:41:14] that you get are within 2,000 [clears throat] ft of blast. You
[1:41:19] get out to around 3,000 ft. It doesn't even trigger the size of grass.
[1:41:25] We did requiring us requires us to do the
[1:41:30] [clears throat] sampling. Bill's the smart one of the two of us.
[1:41:35] He's the environmental. So anyway, he uh MSR required has started requiring us to
[1:41:41] do [clears throat]
[1:41:43] surveys on on the silica exposure, the crushing operations and it shows in here
[1:41:50] that there is no silica in the dust at this point. So it's highlighted in
[1:41:56] your packets. So you hear comments it's an independent agency that reports to we
[1:42:02] have to give the report to MH so it is legit
[1:42:08] will not
[1:42:14] » did I understand that Friday this last Friday when you shut down that you guys
[1:42:18] had watered the big uh the big pile before you left but and you did try to
[1:42:23] suppress it with water. >> Yeah. and it evaporates and we aren't
[1:42:27] working now Friday, Saturday, Sunday. last Friday we did.
[1:42:33] So Saturday and Sunday there's no one at the pit and next year you know now I
[1:42:39] invite you guys to come out and see it but we've got a hit there now that's
[1:42:42] establish it's on one side is 40 ft deep the other side is 30 ft or so and it's
[1:42:48] probably about an acre in size maybe a little bit longer bigger but our
[1:42:52] intention is next time to put the the base course andor the
[1:42:59] fine pile in the hole because the South is what was the bar
[1:43:06] this year starting from scratch. Had to go somewhere.
