[0:23]

[0:25]
we don't have a lot to be thankful for
[0:28]

if we all reflect on it we're all pretty
[0:32]
lucky
[0:33]

[5:56]

[5:59]
yes
[6:01]
okay motion is approved
[6:04]
oh
[6:05]
moving on
[6:07]
we're having the public hearing
[6:09]
on the village of leonard
[6:11]
community development block grant
[6:14]
program
[6:15]
participation for
[6:17]
2022
[6:20]
that motion
[6:22]
or that that public hearing would be for
[6:24]
the public to give comment to the
[6:26]
village council
[6:27]
on proposed uses for the monies
[6:31]
i am recommending that the monies be
[6:36]
used for purposes of the minor home
[6:38]
repair program
[6:42]
so
[6:43]
that would be one thing that you would
[6:45]
may wish to comment on when we go into
[6:47]
the public hearing
[6:50]
of course there are other uses
[6:52]
but
[6:53]
we've basically
[6:56]
had limited
[6:57]
programs outside of minor home repair
[7:01]
and architectural repair so
[7:04]
we'll try and respond accordingly if
[7:05]
needed so looking for a motion to close
[7:08]
the regular meeting and open the
[7:10]
community development public hearing i'd
[7:13]
like to
[7:14]
make a motion to close the regular
[7:15]
meeting and open the community for a
[7:17]
public hearing for the community
[7:18]
development block grant i second that
[7:21]
there's a motion in a second
[7:23]
to close the regular meeting and opening
[7:26]
black grant public hearing at 709
[7:32]
do we have a roll call please to close
[7:34]
the meeting mr kennedy yes
[7:36]
mrs swan yes president mcdonald yes
[7:41]
okay so at this time this opportunity
[7:44]
for the public to address the village
[7:46]
council about their feelings dependent
[7:48]
on the use of the 2022 block grant
[7:51]
funding available through the oakland
[7:53]
county block frame program
[7:56]
anybody have a comment
[7:58]
i have a question
[8:00]
what are the other opportunities that
[8:02]
it can be used for
[8:05]
well it's a rather long list
[8:07]
many of which the village does has never
[8:09]
even had
[8:11]
qualifications to use and that a lot of
[8:14]
it is programs
[8:17]
for helping
[8:18]
low middle income people with
[8:22]
schooling
[8:23]
meals
[8:24]
things like that that we really we don't
[8:27]
have
[8:28]
that type of
[8:29]
infrastructure here in the village
[8:32]
what we have used in the past is has
[8:35]
been for
[8:36]
projects like sidewalks
[8:38]
um
[8:40]
currently we're not qualified to use
[8:42]
them for sidewalks the only use we can
[8:45]
use the money
[8:47]
that is sidewalk related is for
[8:50]
creating handicap
[8:51]
interception warning signs and ramps
[8:57]
for
[8:58]
disabled persons to use the sidewalk
[9:01]
safely
[9:03]
minor home repair program which is for a
[9:05]
moment low
[9:07]
mid-income
[9:10]
persons in the village that have emerged
[9:12]
emergency repairs and not qualified by
[9:15]
income the age is not a factor it's just
[9:18]
a matter of income
[9:21]
we do
[9:22]
wells
[9:23]
furnaces
[9:25]
groups
[9:26]
a variety of
[9:28]
applications are used that way
[9:32]
those are the ones that i'm most
[9:34]
familiar with that the village qualifies
[9:37]
for
[9:38]
and can manage so it could be used for
[9:40]
ada sidewalk
[9:42]
yeah could a portion be attributed to
[9:45]
that
[9:46]
we have in the past attributed it and we
[9:50]
could
[9:52]
reallocate it if we
[9:55]
if and when we do that type of work
[9:58]
or we could do a port or we could do a
[10:00]
portion of it
[10:01]
we're talking
[10:03]
we have not received a final amount for
[10:05]
the amount available
[10:08]
but it's estimated to be around seven
[10:09]
thousand dollars
[10:13]
are there any open communities
[10:19]
there's one that we've already approved
[10:22]
with existing funding
[10:25]
okay
[10:26]
are there any other comments
[10:29]
if none
[10:30]
look for the council to
[10:33]
i would like to make a motion to close
[10:34]
the public hearing
[10:39]
is there a second hollywood second thank
[10:41]
you
[10:43]
okay
[10:44]
um to close the public hearing at 7 11
[10:50]
and
[10:50]
um
[10:52]
ask for a roll call vote to close the
[10:54]
public hearing and reopen the regular
[10:56]
village meeting president mcdonald yes
[10:59]
mrs sweat yes mr kennedy yes
[11:03]
thank you
[11:04]
we're back in session with our regular
[11:07]
meeting
[11:08]
okay at this time
[11:10]
it's an opportunity
[11:12]
during public comment for the public to
[11:14]
address the ruling council
[11:17]
there are some public comment guidelines
[11:19]
adopted by the village council
[11:24]
this is your opportunity to inform your
[11:26]
council members about your views
[11:29]
if you are here regarding an agony
[11:31]
agenda for tonight you will have an
[11:33]
opportunity to speak what consideration
[11:35]
of that item is being considered
[11:38]
the same time limits and rules apply
[11:40]
during the conduct of all business
[11:43]
and during the meeting you would please
[11:45]
state your name and address for the
[11:46]
meeting record after being recognized by
[11:48]
the village president or president pro
[11:51]
tem and direct your comments to the
[11:53]
president and the board at that time
[11:59]
policy is to limit each speaker to three
[12:01]
minutes for their comment
[12:04]
after all desiring to speak if they had
[12:06]
an opportunity to speak to the council member may request one
[12:10]
additional three minutes
[12:11]
for any new or repeat public speakers to
[12:14]
address the council
[12:15]
at which point the council may vote to
[12:18]
extend the time period as indicated
[12:21]
so at this time the council will
[12:24]
recommend will recognize anyone that
[12:27]
would like to address us
[12:32]
okay
[12:33]
hearing none
[12:35]
we'll move on then from a comment
[12:38]
to
[12:41]
the
[12:42]
art new business
[12:44]
that's an example of what the timer
[12:46]
sounds like
[12:49]
and it reminded me to
[12:52]
turn my phone volume down
[12:55]
um
[12:57]
okay
[12:58]
the first item of new business is
[13:00]
council trustee vacancy
[13:03]
village
[13:04]
trustee
[13:06]
charlene southerly
[13:08]
resigned
[13:09]
as of after our october meeting
[13:14]
and so and has since moved out of the
[13:16]
village
[13:17]
so the council declared a vacancy
[13:20]
and asked for letters of interest and
[13:23]
res and resumes
[13:25]
from any persons in the village wishing
[13:28]
to
[13:30]
be considered for appointment to that
[13:33]
vacancy it would last the term would be
[13:36]
until the next regular election
[13:39]
which would
[13:40]
then serve they would either be up for
[13:43]
the balance of the term or a new term
[13:46]
depending on when charlene's term
[13:48]
uh would have ended originally
[13:52]
the current term
[13:53]
so in response to that uh
[13:56]
and we advertised
[13:58]
on the village website and posts and
[14:00]
vacancies
[14:02]
notifications and we received two
[14:06]
letters of interest and with resumes
[14:10]
since since that time one of the
[14:15]
residents that have put in
[14:17]
a
[14:18]
letter of interest withdrew it as
[14:21]
they are moving out of the village
[14:23]
so they won't be around
[14:26]
so that leaves us with one
[14:28]
um
[14:31]
one
[14:33]
letter of interest
[14:34]
and resume it was from
[14:37]
john hawkins who lives at 23 south
[14:40]
street
[14:42]
here in the village
[14:46]
and for the interest of all concerned i
[14:48]
will
[14:50]
summarize his letter of interest and his
[14:53]
resume
[14:56]
he indicates that he heard that trustee
[14:59]
southern he was leaving
[15:01]
um he does comment that while leonard
[15:03]
will be sad to see her move i'm
[15:05]
interested in filling the position she
[15:06]
occupied
[15:08]
he's his name is john hawkins and i am he is currently a
[15:13]
resident of london grew up in farmington
[15:16]
hills
[15:17]
and at 13 his parents made the move to
[15:19]
the leonard
[15:21]
before they made the move
[15:23]
he never heard of our town
[15:25]
but after he got here he began to fall
[15:27]
in love with two years ago he got
[15:30]
married and a year ago who purchased his
[15:32]
first home located in the village
[15:35]
he has a 10 month son
[15:37]
along with his wife and they're excited
[15:39]
about raising your family here
[15:42]
and it's great to be
[15:43]
considered an honor to be part of the
[15:45]
village council
[15:47]
and we can
[15:48]
bring hope more enthusiasm and
[15:51]
excitement unfold to the village
[15:57]
with that
[15:59]
currently works for detroit diesel
[16:03]
he's
[16:04]
educated at oakland community college
[16:08]
i'm going to
[16:09]
phoenix university
[16:11]
since
[16:12]
november of 2019
[16:16]
are any questions from the council
[16:19]
it's really not my position to recommend
[16:23]
this this is a council decision
[16:25]
um so i would leave it open for the council and
[16:30]
then we'll take public comment
[16:32]
on
[16:35]
i have that questions personally so
[16:38]
he actually now lives at 255 east album
[16:42]
which would be star's house
[16:45]
so
[16:46]
i know personally so i have no questions
[16:53]
well
[16:54]
you can look at it as we have a default
[16:57]
situation but i think it's great that
[17:00]
someone did step up and take the time to
[17:02]
inform us and all that so open the floor
[17:05]
are there any comments i'm just curious
[17:07]
where he's at
[17:09]
um he may not have been aware of the
[17:12]
meeting night change i never did
[17:15]
hear from him he didn't attend the last
[17:41]
okay
[17:43]
when trusty swag returns we'll
[17:47]
see if the
[17:48]
council will take any action
[18:04]
i became a village trustee
[18:07]
when charlie hamilton and bob mccallum
[18:09]
knocked at my door one night
[18:12]
because i had run for the job and had
[18:15]
lost the first election
[18:18]
and then hazel green who was the trustee
[18:21]
uh moved out of the village and they
[18:23]
needed somebody
[18:24]
so they came down and asked me
[18:34]
we do have some water bottles
[18:42]
okay
[18:43]
all right um
[18:45]
what is the pleasure of the village
[18:47]
council
[18:51]
i'd like to make a motion that we
[18:52]
appoint john hopkins as
[18:55]
trustee for the remainder of the
[18:58]
term
[19:02]
okay we have a motion by trustee kennedy
[19:05]
and the second by trustee swack
[19:07]
to
[19:08]
appoint john hawkins
[19:12]
as viewers trustee to serve out
[19:15]
the balance of
[19:18]
the term
[19:20]
or
[19:21]
until the next general election
[19:23]
whichever comes first
[19:26]
is there any question on the motion
[19:31]
hearing none um i'll ask for more call
[19:34]
hope please
[19:36]
mr sweat yes mr kennedy yeah president
[19:40]
yes
[19:42]
so
[19:43]
mr hawkins is appointed to the village
[19:45]
council he will be notified of that
[19:48]
and i expect we'll
[19:51]
see him
[19:52]
the truck
[19:53]
village clerk could swear him in at any
[19:55]
time
[19:57]
between now and hopefully sooner rather
[20:00]
than later
[20:02]
all right
[20:04]
moving on uh president pro tem
[20:07]
uh as council knows um trustee sullivan
[20:11]
was the president of town having vacated
[20:13]
her position and moved out of the
[20:15]
community uh that opening is where that
[20:18]
appointment is open i would like to
[20:20]
recommend the council that uh trustee
[20:23]
alex kennedy
[20:24]
uh he appointed as president
[20:27]
i will make a motion to prove for to
[20:29]
appoint alex's protest
[20:31]
thank you
[20:32]
and i will second that coach
[20:35]
are there any questions on the motion
[20:38]
is the candidate willing to assume the
[20:40]
position
[20:41]
yeah
[20:42]
thank you okay then uh lastly we'll call
[20:45]
vote
[20:46]
uh to appoint uh
[20:48]
mr kennedy as president pro tem you may
[20:51]
vote um
[20:58]
uh president mcdonald yes mrs swag yes
[21:00]
mr kennedy yes
[21:03]
thank you alex it is an important
[21:05]
service for the world
[21:10]
all right
[21:12]
um
[21:13]
next item is the 2022 community
[21:15]
development clock
[21:17]
grant program
[21:19]
resolution
[21:21]
um
[21:23]
but we advertised had our public hearing
[21:27]
and now it is time for the village to
[21:30]
village council to determine
[21:33]
the program
[21:35]
or programs that the money would be used
[21:38]
for
[21:40]
in the past we've used it for the
[21:43]
most recent past are have been
[21:46]
basically two programs minor home repair
[21:49]
program
[21:50]
and the removing architectural barriers
[21:52]
program
[21:54]
we can put some in each or we can put
[21:58]
all in one
[22:00]
if that would be my recommendation that
[22:03]
we use those two programs and how much
[22:05]
we allocate to them
[22:07]
is up for discussion at this point i'll
[22:09]
ask the council first
[22:12]
going into the cold season
[22:16]
do we have enough to as a furnace
[22:20]
currently we should
[22:22]
um
[22:24]
one of you said we transferred when we
[22:26]
reallocated
[22:28]
um
[22:28]
we reallocated from the removing
[22:30]
architectural barriers to the mine home
[22:32]
repair program in order to do the trees
[22:35]
and there is a
[22:39]
several thousand left in that
[22:42]
however
[22:43]
a furnace can be anywhere from two to
[22:45]
five thousand dollars so
[22:48]
i think we definitely should put some in
[22:51]
that or
[22:52]
yeah we can reallocate um it takes time
[22:56]
a couple months it looks like at least
[22:59]
if you do reallocate but
[23:01]
well i wouldn't be i mean right now
[23:03]
architectural barriers yeah we're not
[23:05]
going to do anything network many times
[23:07]
[Music]
[23:10]
but this money won't be available until
[23:13]
july or august yeah
[23:15]
late next year and we'll have plenty of
[23:17]
time to reallocate before then right
[23:31]
the money comes to
[23:33]
oakland county from the federal
[23:34]
government and oakland county it
[23:37]
distributes it to the local communities
[23:39]
that don't have their own collateral
[23:43]
so that the amount to be allocated as
[23:45]
you said seven thousand
[23:47]
we're i'm sure around
[23:53]
over the last 12 years can we allocate
[23:55]
based on that percentage then say 75 to
[23:57]
over here 25 as soon as we know the
[24:00]
number
[24:01]
i don't see why not
[24:03]
um yes the pleasure of the council yeah
[24:06]
i would
[24:07]
the way that i'm looking at this right
[24:08]
now is i would price with 50 50 because
[24:11]
every time we've done
[24:13]
architectural barriers in the past two
[24:15]
dollars and we're reprogramming it
[24:17]
but if we have
[24:21]
availability to use those funds i'd like
[24:24]
to not have to go through the process
[24:26]
so i think we can make the determination
[24:29]
say october next year
[24:31]
to reprogram for
[24:34]
different differences
[24:37]
if that makes sense so i would like to make a motion to split
[24:41]
the 2022
[24:43]
community development
[24:44]
block
[24:45]
[Music]
[24:49]
removal of architectural barriers
[24:51]
[Music]
[24:59]
okay so the final motion by trustee
[25:02]
kennedy
[25:03]
in the second by trustee swag
[25:06]
the motion is to allocate 50
[25:09]
of the
[25:11]
final amount to the minor home repair
[25:14]
program from 50
[25:16]
the other 50 of the final amount
[25:18]
to the removing architectural barriers
[25:21]
program
[25:23]
second by trustee swag are any questions
[25:26]
on the motion for approving that
[25:30]
hearing none can we have a roll call
[25:32]
then please
[25:34]
mrs swag yes president mcdonald yes mr
[25:37]
kennedy yes
[25:39]
okay so the motion carriers and carries
[25:42]
in the county movie form
[25:44]
of
[25:47]
that
[25:47]
decision
[25:53]
number four on our new business is the
[25:55]
elmwood street driving field
[25:57]
council is
[25:59]
aware
[26:00]
that we have had ongoing problems at the
[26:03]
school driveway
[26:06]
that have gotten worse as the school has
[26:10]
increased the
[26:12]
size of the parking lot
[26:14]
and
[26:16]
[Music]
[26:17]
the distribution the storm water
[26:19]
distribution system is incapable of
[26:21]
handling
[26:22]
that volume of water when we have a
[26:25]
severe rain or weather condition
[26:33]
it's been very difficult but companies
[26:36]
are so busy and they lack the manpower
[26:39]
that it's not like it was four years
[26:41]
like last time we did this was probably
[26:43]
six years ago we hired a company and
[26:45]
came out and did it now
[26:48]
it's very difficult and we've done
[26:51]
irwin our deepw manager was able to get
[26:54]
the company that he works for to provide
[26:56]
an estimate
[26:58]
um
[26:59]
or a quote i should say
[27:01]
um
[27:03]
but it was actually quite a staggering
[27:05]
amount
[27:07]
it's 38
[27:08]
980
[27:10]
to put in 500 feet of underground
[27:13]
um six inch drain pipe which is a good
[27:16]
size pipe and it takes
[27:19]
some pretty specialized equipment to do
[27:21]
that
[27:22]
um i have tried and tried to find
[27:25]
another company that was willing to bid
[27:27]
and they're all
[27:29]
busy right now
[27:31]
which would kind of explain why
[27:34]
the cost would be higher it's a
[27:36]
relatively smaller job they've all got
[27:38]
bigger jobs
[27:39]
etc
[27:41]
so i
[27:44]
once we get into the freezing season as
[27:46]
long as those catch basins are empty
[27:49]
we're not going to have to worry about
[27:51]
roads and the curbs getting broken up
[27:54]
but when we get to spring and there's
[27:56]
thaws and freezing
[28:00]
it's going to be real problematic
[28:03]
don has in the past
[28:05]
uh
[28:06]
pumped it regularly i mean every time
[28:09]
we pumped it several times just left
[28:11]
this past fall
[28:14]
and um i'm running we've been also
[28:16]
pumping another situation down on
[28:18]
division street forest which i will get
[28:20]
into in my report
[28:23]
but
[28:23]
i i can't recommend to the council that we
[28:29]
approved this quote
[28:32]
and i haven't even spoken with judy
[28:33]
about how we would pay for it
[28:36]
um is this worth approaching
[28:39]
superintendents
[28:40]
yeah this is because it's showing them
[28:42]
what the problem has caused
[28:45]
well unfortunately i was informed like
[28:47]
the superintendent uh
[28:51]
the one that i knew is gone
[28:54]
from
[28:56]
at least that's what i was told
[28:59]
so no i have not been able to get in
[29:01]
touch
[29:02]
uh
[29:04]
with the right person at the school but
[29:06]
that is on my agenda
[29:08]
whether they're going to willingly
[29:11]
participate
[29:12]
is up for grabs i don't know i think
[29:15]
they should they have a 12 inch drain
[29:18]
pipe flowing into the village drains
[29:20]
catch basin and we only have a six
[29:25]
to seven inch relief pipe out of that
[29:27]
catch basin so that water's got nowhere
[29:30]
to go but
[29:31]
up through the grates and out onto the
[29:33]
road
[29:35]
i think they have 30 000 gallons
[29:37]
underneath the parking lot they have
[29:39]
three catch basins that
[29:41]
fill up and then drain into the
[29:44]
village system so it's a lot of water
[29:49]
but
[29:50]
i think we're going to be safe
[29:53]
for the immediate
[29:55]
month or two but with the cold weather
[29:58]
coming out
[29:59]
but it will be
[30:01]
we will need to resolve it by spreading
[30:02]
we need to have something i'm informed
[30:05]
that they can do the underground work
[30:08]
in the one that's when the ground is
[30:10]
frozen
[30:12]
so
[30:13]
if push comes to shove
[30:15]
we may have to explore that possibility
[30:20]
um
[30:24]
i'm just curious you know they used to
[30:26]
clean those ditches out
[30:28]
because i'm assuming that's where the
[30:30]
water goes
[30:31]
they haven't been cleaned out in years
[30:34]
which
[30:49]
would have um also clean theirs which
[30:51]
probably won't happen
[30:53]
but
[30:54]
don tells me that
[30:56]
at one time
[30:57]
there was a drain
[30:59]
this flooding has been going on
[31:01]
for
[31:02]
30 years
[31:04]
at that location
[31:06]
it was never like it is now though
[31:09]
um
[31:10]
and that there was
[31:11]
at one time a drain
[31:14]
that ran a drain tile that ran
[31:16]
south probably went to the ditch one of
[31:19]
the ditches on the property this uh
[31:22]
church property that drains to
[31:26]
the leonard drain
[31:27]
however that
[31:30]
may or may not exist and it may or may
[31:32]
and we can't access it anyways because
[31:35]
we don't have an easement
[31:37]
or a right to use some of that property
[31:40]
we i could find no record of it um
[31:44]
that we that we have a right
[31:46]
that we haven't drained there so
[31:48]
our drains primarily exist on the
[31:52]
right-of-ways for the roads
[31:54]
and for and on the county uh
[31:58]
easements for drains so
[32:02]
we're kind of stuck
[32:05]
uh
[32:06]
trying to deal with what we have
[32:09]
with what we
[32:11]
with the property right-of-ways
[32:17]
um if they did that enlarging of their
[32:20]
parking lot and its government property
[32:22]
why were they allowed to
[32:24]
continue with that without
[32:26]
planning for the extra water that and all the catchments that's an
[32:31]
excellent point and the answer is
[32:34]
state of michigan does not require
[32:37]
schools to file planning or zoning
[32:41]
permissions
[32:43]
from the state building
[32:47]
code
[32:48]
people i'm not sure
[32:51]
it's licensing and regulation
[32:56]
do it for them
[32:57]
so they don't have they don't get local
[33:00]
approval and honestly
[33:03]
i've never seen that
[33:05]
there are there are no permits showing
[33:07]
that they ever contacted the village
[33:10]
about dumping into the drains i was able
[33:13]
to find paperwork for
[33:15]
cooper standard
[33:18]
that they notified us that they wanted
[33:21]
to use
[33:22]
one of the drains but school has nothing
[33:25]
in record
[33:27]
so the water really has nowhere to go it
[33:29]
just has to sit and be absorbed into the
[33:32]
ground well it goes into a catch basin
[33:35]
that which is a drain you know because
[33:38]
it has a grated top
[33:40]
um
[33:41]
but those aren't very big aren't they no
[33:45]
probably well they're basically to allow
[33:48]
water to enter the drain system and then
[33:50]
the drain pipe's carried away the
[33:52]
condition down there is is that there's
[33:55]
a six or seven inch drain pipe
[33:57]
that goes to the
[33:59]
west
[34:01]
and it's either
[34:02]
slow or clogged
[34:05]
or crushed
[34:06]
most likely crushed because a lot of the
[34:08]
tiles are
[34:09]
clay tiles from long ago
[34:12]
so
[34:14]
the ant the answer
[34:16]
to eliminate this is to use plastic pipe
[34:19]
and run it to the east
[34:21]
on our right away
[34:22]
and dump it into the same catch basin
[34:25]
that drains the road
[34:27]
further east
[34:29]
but it would be we would put a catch
[34:31]
basin on the south side or the north
[34:33]
side of the road
[34:35]
because there is already a catch basin
[34:37]
on the south side it runs to the north
[34:40]
so we we would utilize that right away
[34:43]
to dump this water
[34:46]
but it is a 500 foot run
[34:48]
it would be fairly deep
[34:51]
because
[34:52]
um
[34:54]
of the fall needed to go that far
[34:57]
six inches
[34:59]
was expensive even bigger pipe is even
[35:02]
more expensive so
[35:05]
if it would be kind of
[35:07]
the volume of water that we have to deal
[35:09]
with
[35:11]
merits a six inch pipe four inch pipe is
[35:13]
like
[35:14]
pushing it 500 feet through a straw it's
[35:17]
not going to drain
[35:18]
fast at all so for the difference in
[35:21]
cost
[35:22]
that would be the recommendation but
[35:25]
does that answer your question well
[35:27]
there's no chance to clean out the
[35:30]
yeah we have we've we've always jetted
[35:33]
those
[35:34]
um
[35:35]
in the past and cleaned out the catch
[35:37]
basins and we the problems always
[35:39]
existed the problem now is that
[35:42]
they've gone to a
[35:44]
much more
[35:45]
comprehensive system
[35:48]
that when it lets loose when it opens
[35:50]
catch basins
[35:52]
that they have on the property fill up
[35:55]
they fill up and dump all at once into
[35:58]
our system and it just can't handle it
[36:01]
yeah if you go down there they'll be
[36:05]
four five six inches of standing water
[36:08]
over the top of the sidewalk
[36:10]
i bring my boys don't learn to play in
[36:11]
it
[36:14]
the cars the cars have to drive through
[36:16]
four inches away it was appreciated it
[36:19]
was questionable to drive through it
[36:20]
with a mini man
[36:21]
on the way to the school of this whole
[36:23]
time
[36:24]
between
[36:31]
but it does it just takes a few days and
[36:33]
it's gone yes
[36:37]
depending on how long it's been raining
[36:39]
and stuff like that most of the time don
[36:41]
is going to pump it and then it will
[36:44]
where does he pump it to to the east
[36:46]
which is where this 500 feet would end
[36:50]
essentially
[36:51]
don puts out about almost 300 feet of
[36:54]
pipe because that gets him over the rise
[36:58]
of the on the edge of the road and then
[37:00]
the water flows to the east well what
[37:02]
about
[37:02]
ditches along the side of the road
[37:04]
instead and with cookberry culpr does
[37:06]
that cost as much
[37:09]
donor
[37:10]
says that it costs it would cost more to
[37:13]
do an open cut
[37:15]
excavation more equipment and more
[37:17]
people
[37:18]
in this particular case
[37:21]
but
[37:22]
i can certainly get quotes um
[37:25]
it seems like 38 000 is a lot of money
[37:28]
for being an administration
[37:30]
we've done it twice in my experience on
[37:33]
the council
[37:35]
one time
[37:36]
it was along division street
[37:39]
um
[37:41]
south of on the
[37:43]
division street
[37:45]
east of forest
[37:47]
and then another time was on ford street
[37:50]
itself
[37:51]
down by uh going towards bayesa
[37:55]
and it was a stretch there i think it
[37:57]
was uh
[37:59]
it was either four or six hundred feet
[38:01]
here you remember
[38:03]
and it was it was in the double barely
[38:06]
into the double digits for both of them
[38:09]
um we did an open cut repair over here
[38:11]
on whitehead street two years ago
[38:14]
and it was it was over fourteen thousand
[38:17]
and it wasn't 500 feet
[38:19]
i mean it just
[38:21]
it's expensive it just gets it we didn't plan on being 14 000
[38:27]
but one thing leads to another with
[38:30]
those kind of jobs and so we ended up
[38:32]
having to have a
[38:34]
vacuum truck come out
[38:36]
had to remove and replace culverts
[38:42]
this project if we if we do have to pay
[38:46]
close to what we're talking about here
[38:49]
then we'll pretty much break our boat
[38:51]
we'll break
[38:52]
we won't have any reserves
[38:55]
or not enough that would be of practical
[38:57]
use
[39:00]
i guess my question is i don't see it
[39:02]
out here what is the validity of this
[39:04]
quote is it a 30-day quote
[39:09]
and then i guess what would be the time
[39:11]
frame to do it
[39:22]
gave me the impression most of these
[39:24]
quotes are good for 30 days
[39:26]
um he did he did indicate that uh
[39:29]
he he works for this company so that's
[39:33]
just so that's disclosed
[39:35]
and he said that uh
[39:39]
that this is a
[39:41]
he was told by the company that they had
[39:45]
purchased pipe and accessories
[39:49]
earlier in the year
[39:50]
in quantities greater than they thought
[39:52]
they would need because they saw the
[39:54]
shortages and manufacturing that were
[39:57]
causing delays for getting stuff so
[39:59]
he said they do have the the proper
[40:02]
materials
[40:03]
it's just a matter of if we want to pay
[40:05]
the price
[40:06]
so
[40:09]
one more question
[40:10]
yes um
[40:12]
if you were to let the quote laughs
[40:15]
would and you had nothing to lose
[40:18]
could you say
[40:20]
can you do this job to the company will
[40:23]
you that can will you do this job for
[40:26]
say 15 000
[40:28]
and like a counter offer
[40:30]
um
[40:32]
at this point until i have another quote
[40:35]
from another
[40:36]
company i i'm not comfortable doing that
[40:39]
because i can't move all somebody if i don't
[40:43]
know
[40:44]
what it would actually cost i don't
[40:46]
think anybody is going to do it for 15
[40:48]
000 to be honest based on our past
[40:50]
experience i was thinking at the top end
[40:53]
of the 30 000
[40:55]
for this job
[40:56]
that's why i was it really
[40:58]
set me back on my heels when i saw
[41:01]
you know
[41:03]
that amount
[41:04]
how much is it costing the village to
[41:06]
help it
[41:08]
well it's not so much how much it costs
[41:11]
trying to have someone available to do
[41:13]
it i've done it a couple times
[41:15]
down has done it regularly
[41:22]
well
[41:23]
i don't think they can take enough way
[41:25]
into trouble
[41:26]
you have to it's so much water
[41:29]
i think it's i think there's at least 30
[41:31]
000 gallons on school property
[41:35]
the size of their catchments
[41:38]
when they start draining i don't know
[41:40]
but even if it's 50
[41:43]
um
[41:45]
there's probably some kind of graduated
[41:47]
drainage thing where
[41:48]
the furthest the furthest away drains
[41:51]
into the next one into the next one you
[41:53]
know something like that so the repaving of
[41:58]
elmwood didn't consider that drain when
[42:00]
it's rebated was done
[42:03]
no
[42:03]
i don't even know if we were aware of
[42:05]
the size of that train
[42:08]
that the school put in
[42:10]
i don't know when it was put in i don't
[42:12]
know if it was done
[42:13]
it wasn't done in this
[42:15]
last summer's project but it was done
[42:18]
in a previous project
[42:20]
um
[42:23]
yeah that's all input
[42:27]
with the new money coming for
[42:28]
infrastructure
[42:30]
in the new bills that are passing would
[42:33]
that be like could you delay the
[42:35]
decision it's all infrastructure money
[42:38]
up here and um
[42:41]
the village is slated to receive
[42:42]
approximately 40 000
[42:45]
of which will get 20 000
[42:48]
one year
[42:49]
first year and then 20 000 seconds
[42:53]
so if we had to revoke half this
[43:11]
yeah conceivably yes but
[43:13]
they've been taught they've been saying
[43:14]
for two months now that the money is
[43:16]
about to be distributed and it has yet
[43:18]
to be distributed so
[43:21]
do we have any other perspective quotes
[43:23]
and you said you've been tracking yeah
[43:25]
i asked call calls underground is a
[43:30]
locally owned company
[43:32]
and
[43:33]
they did some they did all the consumers
[43:35]
work here in anson township
[43:38]
so i've asked the township supervisor if
[43:40]
you can get me in touch with them
[43:44]
but i've been gone for a little over a
[43:46]
week and
[43:47]
i just haven't had time to follow
[43:52]
up guess my recommendation or my thought
[43:56]
process right now is we
[43:59]
table a decision
[44:03]
i think we need to keep our reserves
[44:05]
where they are
[44:07]
we've already spent a lot this year
[44:11]
thanks you saved me a big headache
[44:14]
well
[44:16]
don't worry next week we're gonna have a
[44:17]
few conversations
[44:21]
okay
[44:23]
i guess um
[44:28]
i'm not sure if you want how do you do
[44:30]
this uh
[44:31]
i'd like to make a motion to take no
[44:33]
action on
[44:47]
sweat
[44:50]
um any questions on the motion
[44:53]
let me still get post though
[44:56]
i will as soon as i can as soon as i get
[44:58]
the deal
[45:00]
i actually
[45:01]
didn't send this one to you right away
[45:03]
because i
[45:04]
tried to find a company that gave me
[45:06]
another quote
[45:08]
and
[45:09]
you know
[45:10]
it was hard to keep this one and be
[45:11]
honest it took a couple weeks before
[45:14]
they sent their
[45:16]
representative about to look at it
[45:19]
um
[45:19]
okay
[45:20]
uh all in favor of the motion is uh
[45:23]
take no action at this time
[45:25]
on the uh elmwood street train repairs
[45:28]
please say hi
[45:29]
host we say no
[45:33]
okay
[45:35]
at this time i want to officially
[45:38]
inform the village and council that
[45:42]
the estate of mrs virginia smith
[45:47]
on behalf of
[45:49]
a
[45:49]
former village resident sherry arsenault
[45:54]
delivered a check in the amount of 221
[45:58]
900
[45:59]
to the village
[46:00]
for use in the
[46:03]
nature park and related
[46:06]
nate park and recreation related
[46:09]
expenses
[46:11]
they gave us some
[46:13]
they gave us a list of
[46:16]
desired
[46:17]
uh outcomes
[46:19]
for the money
[46:21]
one of the
[46:22]
primary ones being a remembrance
[46:24]
of sherry
[46:26]
and possibly her mother
[46:29]
for having made the donation have some
[46:31]
type of
[46:33]
maybe a boulder with a swag or whatever
[46:36]
at the at the nature park
[46:38]
they also suggested crossing warnings
[46:42]
sidewalks
[46:44]
of serving the park so
[46:49]
it opens up a world of improvements
[46:54]
for use they did say that they would
[46:57]
like to see some of the money
[46:59]
uh
[47:00]
saved to generate funds to continue
[47:04]
um
[47:05]
having maintenance performed on the park
[47:09]
the improvements are done so
[47:12]
those are all things i think that we can
[47:15]
accommodate
[47:17]
pretty easily
[47:20]
later tonight
[47:23]
i'm going to ask the council uh for the
[47:25]
approval of uh
[47:27]
two new numbers on the park and
[47:28]
recreation committee with the abs with
[47:31]
shar sotheby
[47:32]
we lost sheri and now shar southerly who
[47:34]
was also a member and dan her husband
[47:37]
was a member they're no longer
[47:40]
so
[47:40]
you have to find new volunteers so
[47:44]
unfortunately doug and linda nowaker
[47:46]
have volunteered to be on the committee
[47:48]
so
[47:50]
we appreciate that so but uh
[47:53]
for now
[47:54]
i'd like authorization to send a an
[47:57]
official
[47:58]
thank you
[47:59]
and recognition for
[48:02]
such a
[48:03]
magnanimous donation
[48:05]
to the village for
[48:07]
that purpose
[48:10]
trustee
[48:13]
incentive by trustee clinton
[48:19]
okay very
[48:20]
questions on the motion to
[48:23]
recognize and send a letter of
[48:25]
appreciation
[48:26]
to the
[48:27]
estate of
[48:30]
mrs virginia smith
[48:32]
and liz sherry arsenault
[48:36]
all in favor please say hi hi always
[48:39]
please say no
[48:42]
okay
[48:43]
it was an interesting weekend because i
[48:46]
received i met with the representatives
[48:48]
on saturday
[48:49]
received the check
[48:50]
and then sunday
[48:53]
i met with a
[48:55]
running group called
[49:00]
gold makers who had
[49:03]
run out here on the pollyanne trail
[49:05]
several times a year it's not a regular
[49:08]
but they really were struck by the
[49:10]
leonard mill
[49:12]
and they wanted to see it
[49:14]
they wanted to help so they made a
[49:16]
donation of two thousand five hundred
[49:18]
dollars and two cents earmarked for the
[49:21]
money
[49:22]
so it was a heck of a weekend for the
[49:25]
village and for me
[49:27]
so i'd also like to um
[49:30]
officially recognize the donation and
[49:32]
the appreciation of the government
[49:34]
council
[49:36]
so i'm looking for that
[49:38]
action as well
[49:40]
i'd like to make a motion to
[49:42]
for the president to give recognition
[49:44]
for the 2500 donation
[49:49]
okay
[49:52]
any question on the motion
[49:55]
no but i do have a comment about
[50:11]
okay motion carries
[50:13]
okay cindy
[50:14]
you have got to see the openings in the
[50:17]
i believe you're asking for trouble i
[50:20]
know i keep uh
[50:24]
it'll get done this week okay i'm just
[50:26]
concerned for sure i know kids
[50:28]
especially because
[50:30]
they're getting in there too
[50:32]
it's a shared concern thank you okay um
[50:40]
i'm not sure we have any action on the
[50:42]
zoning ordinance amendment um
[50:45]
were there any
[50:47]
were they was there
[50:48]
any recommendations
[50:52]
was there any recommendation that the
[50:53]
last that was that was just for the cba
[50:57]
wasn't it
[50:58]
no we we did the
[51:05]
alcohol rizzo
[51:18]
did the minutes come to us
[51:20]
okay
[51:26]
yes it was approved were there anything
[51:28]
right yeah
[51:30]
yes were there any conditions or changes
[51:32]
made i don't know no conditions okay
[51:37]
and we were in the middle of secretary
[51:38]
changes that's probably what i did all
[51:40]
right right right right
[51:42]
he's not exactly we've distributed the
[51:44]
minutes today
[51:45]
okay
[51:46]
i've been behind just like you okay so we do have something that
[51:51]
okay the um
[51:54]
the planning commission at its regular
[51:56]
meeting
[51:57]
in october
[51:59]
reviewed our
[52:01]
uh
[52:02]
our alcohol
[52:04]
related regulation change to the
[52:06]
ordinance
[52:08]
and held the public hearing
[52:11]
and recommended that the
[52:13]
amendment be adopted
[52:16]
by the village council
[52:18]
so that
[52:20]
to refresh everybody's memory
[52:22]
that
[52:23]
action was basically
[52:25]
to limit the number of
[52:28]
liquor establishments to no more than
[52:30]
four within the village of leonard that
[52:33]
they would be located on the main
[52:35]
streets of either forest or elmwood
[52:39]
and that
[52:42]
the
[52:46]
oh let's see it seems to me was there
[52:48]
one other thing
[52:50]
that kind of stood out on there
[52:53]
um
[52:54]
and uh the owners could have more than
[52:56]
one type of license
[52:58]
you know it wouldn't be just one they
[53:00]
could ever
[53:04]
it would all be off-premises licenses
[53:06]
but they could have a sunday liquor sale
[53:09]
and they
[53:10]
and a regular
[53:11]
liquor
[53:13]
permit and that
[53:15]
we're not saying it can't have multiple
[53:17]
it's just
[53:19]
that would come as one so you're not
[53:21]
talking bars you're talking no okay no
[53:24]
off-premises consumption that's all the
[53:26]
village allows
[53:28]
[Music]
[53:30]
okay
[53:31]
so um what is the pleasure of the
[53:34]
village council as far as the
[53:36]
recommendation of the planning
[53:38]
commission to adopt
[53:40]
this and i'll make a motion for that the
[53:43]
recommended
[53:45]
ordinance updates changes
[53:48]
a second two ordinance number 19.
[53:52]
exactly
[53:55]
so upon a motion by trustee swack in the
[53:57]
second by trustee kennedy the village
[54:00]
council formally adopts the
[54:02]
recommendations
[54:04]
that were proposed
[54:06]
in the public hearing held on
[54:10]
for the 25th
[54:12]
pardon for the 25th yeah october 25th
[54:20]
and and
[54:21]
approved and will amend the village
[54:23]
ordinance
[54:25]
zoning ordinance court accordingly
[54:32]
good
[54:34]
any questions on the motion
[54:41]
mr kennedy yes
[54:43]
mcdonald yes this is matt
[54:46]
yes
[54:50]
all right um
[54:52]
we'll thank the planning commission
[54:54]
for your efforts on
[54:56]
that regard
[54:59]
okay
[55:00]
um
[55:03]
with the absence of trustees southerly
[55:07]
we have one open
[55:10]
position
[55:12]
where the village needs a representative
[55:14]
and that would be on the oxford ask
[55:16]
addison cable commission
[55:18]
um
[55:20]
i would i had hoped that mr hawkins
[55:23]
would be here tonight
[55:24]
but i would like to
[55:29]
ask the council to
[55:32]
appoint him to that
[55:35]
organization
[55:36]
and if he's unable to do it through the
[55:39]
schedule or whatever
[55:41]
um i will just have to revisit it at
[55:44]
that time
[55:46]
so is there a motion then to appoint
[55:50]
mr hawkins to the oxford addison cable
[55:53]
commission i'd like to make a motion to
[55:55]
appoint john hopkins to the oxford
[55:59]
community television committee
[56:05]
okay so upon a motion by trustee kennedy
[56:07]
and second by trustee swack
[56:09]
john trustee john hawkins
[56:12]
is appointed as the village
[56:14]
representative to the oxford addison
[56:16]
cable commission
[56:18]
any question on the motion
[56:20]
all in favor of the motion please say
[56:22]
aye
[56:23]
i opposed please say no
[56:26]
okay the motion
[56:29]
very carrier
[56:31]
okay uh number nine
[56:33]
is a revisit uh this is in regards to
[56:36]
the tree trimming
[56:37]
uh
[56:38]
that we approved two months ago
[56:41]
um
[56:42]
until we get the approval from the
[56:44]
county
[56:46]
uh
[56:47]
of the reallocation of monies
[56:49]
we haven't been able to go forward my
[56:51]
concern is is that
[56:53]
um
[56:56]
one or both of the
[56:58]
companies will say i don't they don't
[57:00]
want to do it for that price or whatever
[57:03]
so i would like to have authorization
[57:06]
that if needed i can use i can get
[57:08]
another company if they will
[57:11]
meet you know that
[57:13]
criteria for cost
[57:15]
and the parameters for removal
[57:18]
chipping etc cutting into firewood
[57:20]
lights
[57:21]
um
[57:23]
that i can go ahead and get that done um
[57:28]
don't have to but i i'd really like
[57:31]
i really expect to get approval this
[57:33]
month i just think it all happens
[57:36]
so yeah i'd like a motion to authorize
[57:38]
an alternative source one thing for that
[57:41]
too is that uh ryan j waldo had cut
[57:44]
trees down to my house full disclosure
[57:46]
and he did a good job at a good price so
[57:50]
it made me worthwhile to request him as
[57:53]
well to see
[57:55]
if i have to find an alternate i would
[57:57]
contact him uh the only parameter that
[58:00]
i'm going to be looking at is
[58:02]
getting both jobs done within
[58:04]
the amounts that that were stipulated
[58:08]
sure
[58:09]
okay
[58:10]
so i would make a motion to allow
[58:12]
president to
[58:13]
obtain up
[58:16]
backup quotes
[58:17]
if needed
[58:18]
well i'm looking for authorization to go
[58:20]
ahead and
[58:21]
authorize
[58:23]
the top drives to work to a third party
[58:25]
contractor if needed as long as it fits
[58:28]
perfectly
[58:33]
[Music]
[58:37]
is that
[58:38]
uh trustee kennedy
[58:39]
making this ocean
[58:48]
okay so we have a motion
[58:50]
um
[58:52]
to provide uh authorize the president
[58:56]
to
[58:57]
hire a
[58:58]
third party contractor
[59:00]
if either of the previous
[59:02]
previously contacted parties no longer
[59:05]
want to do the job
[59:09]
any questions
[59:11]
okay can we have a roll call on that
[59:13]
please
[59:14]
[Music]
[59:15]
president mcdonough yes
[59:17]
mrs swag yes mr kennedy yes
[59:20]
okay thank you i appreciate that
[59:23]
i know
[59:25]
the black green applicant is
[59:28]
really anxious to get the trees down so
[59:30]
i
[59:37]
right right exactly
[59:40]
um
[59:42]
i number 10
[59:44]
i
[59:45]
had hoped or suggested that maybe the
[59:47]
december meeting we would not have to
[59:49]
hold it
[59:50]
um
[59:52]
what are the thoughts of the council
[59:57]
on that
[59:59]
the only thing if we had something come
[1:00:01]
up
[1:00:02]
we could still have it
[1:00:06]
the the only thing i have
[1:00:09]
potentially
[1:00:12]
would be the drains that the drain quotes if we got something
[1:00:17]
that
[1:00:18]
was reasonable you could
[1:00:20]
possibly need that but
[1:00:22]
um
[1:00:25]
if the council wants we can just keep it
[1:00:27]
on the calendar and cancel it later i
[1:00:29]
suppose or
[1:00:32]
do it now
[1:00:34]
it's gonna have a cancel by date or
[1:00:35]
something like that
[1:00:37]
well because
[1:00:39]
if we're going to do it let's cancel it
[1:00:41]
now so i mean i
[1:00:44]
the only question that i would have
[1:00:45]
currently i don't know if there's
[1:00:47]
anything we can do about it
[1:00:49]
is have we had the roofs done either dpw
[1:00:52]
or a rolling wall
[1:00:54]
yeah that was in my report i'm sure
[1:00:56]
unfortunately
[1:00:58]
yeah no the roofs are complete okay yeah
[1:01:00]
so
[1:01:01]
um
[1:01:04]
okay
[1:01:06]
well
[1:01:07]
unless there's a motion of to
[1:01:11]
cancel the meeting of this
[1:01:13]
procedure i'd like to make a motion to
[1:01:15]
cancel at the center of the meeting
[1:01:20]
okay there's a motion on the floor
[1:01:22]
proposed by trustee kennedy seconded by
[1:01:24]
trustee sweat cancel the december
[1:01:27]
evening
[1:01:28]
of the bill of council there any
[1:01:30]
questions on the motion
[1:01:31]
[Music]
[1:01:33]
hearing none
[1:01:34]
all in favor of the motion to cancel the
[1:01:36]
meeting in december please say i i
[1:01:39]
opposed please say no
[1:01:42]
okay that motion here
[1:01:44]
my final
[1:01:45]
part of a new business
[1:01:47]
is to ask the council's approval of my
[1:01:50]
recommendation to appoint
[1:01:53]
doug moaker and linda nowaker as
[1:01:56]
park and recreation committee members
[1:01:59]
for the rules of leonard
[1:02:03]
you could make a motion to appoint
[1:02:05]
neutral science
[1:02:07]
parks and rec appointees
[1:02:08]
well second
[1:02:12]
i third
[1:02:14]
thank you okay uh most under the floor
[1:02:16]
to a point
[1:02:18]
um mr douglas here nice and slender
[1:02:22]
department recreation
[1:02:24]
all in favor of the motion please say
[1:02:26]
aye
[1:02:28]
opposed to say no
[1:02:31]
okay so the motion is approved thank you
[1:02:33]
doug thank linda
[1:02:35]
appreciate it
[1:02:38]
all right full business i have none
[1:02:41]
um dpw update uh we did receive the work
[1:02:44]
platform
[1:02:45]
um for the tractor for the dpw
[1:02:49]
but we have not yet received the tractor
[1:02:51]
forks i'm
[1:02:52]
hoping that
[1:02:54]
the last notice i got was they were
[1:02:55]
going to be to us or shipped on the 19th
[1:02:59]
which would be friday of this week um
[1:03:02]
whether they'll come then or not i can't
[1:03:04]
say but until they come the village
[1:03:06]
won't be doing any aerial work
[1:03:10]
without them so
[1:03:12]
it may mean a delay to the decorations
[1:03:15]
going up
[1:03:16]
and some other
[1:03:18]
work that
[1:03:21]
i've been requested to do
[1:03:24]
[Music]
[1:03:26]
so that was informational and then
[1:03:29]
as i indicated earlier division stream
[1:03:31]
there's a drain blockage
[1:03:34]
where uh
[1:03:35]
the water is not flowing the water on
[1:03:38]
division streaming drains flows to
[1:03:41]
forestry
[1:03:43]
on this on the north side of division
[1:03:45]
water is flowing normally and going into
[1:03:48]
the drain
[1:03:50]
that goes uh to the county drain
[1:03:54]
on the
[1:03:56]
i gotta get this right on the south side
[1:03:59]
the catch basin
[1:04:00]
there
[1:04:01]
is
[1:04:02]
not draining to the county drain or to
[1:04:04]
the main drain
[1:04:06]
and it is backing up and water level is
[1:04:08]
rising and has flooded the
[1:04:11]
stinson industries there
[1:04:13]
so i've pumped down i've pumped it out
[1:04:16]
twice myself and don has pumped that
[1:04:18]
catch base and we just pump it across
[1:04:20]
the street
[1:04:21]
or out to the front
[1:04:23]
to another catch basin that's on the
[1:04:25]
main drain
[1:04:26]
but
[1:04:29]
the owner is quite his new owner and
[1:04:30]
he's quite concerned about you know
[1:04:32]
safety etc
[1:04:34]
so
[1:04:36]
don is trying to arrange for a vacuum
[1:04:38]
truck to come out so we can ascertain
[1:04:40]
whether we've got a broken tile under
[1:04:42]
the road because the
[1:04:44]
tile would run from the south to the
[1:04:47]
north
[1:04:48]
and then into the
[1:04:51]
main collector
[1:04:53]
on forestry
[1:04:55]
so
[1:04:55]
don had hoped that if we did hire a contractor
[1:05:02]
if we superior like anybody that does
[1:05:04]
underground they have to have a vacuum
[1:05:06]
truck
[1:05:07]
to
[1:05:08]
for them to do that so he was hoping to
[1:05:10]
grab it
[1:05:11]
and do that but there's a chance he
[1:05:13]
won't
[1:05:14]
the problem is is he the last fold he
[1:05:16]
got was for
[1:05:17]
between 35 and 4 000
[1:05:20]
for eight hours eight hour day
[1:05:23]
for a vacuum truck
[1:05:25]
we paid
[1:05:26]
2200
[1:05:28]
four years ago three three years ago
[1:05:30]
when we had to have one out for that
[1:05:32]
dream project on whitehead street
[1:05:35]
so it's very expensive
[1:05:37]
so
[1:05:38]
i may yet do that and i guess i would
[1:05:41]
like council authorization
[1:05:43]
to
[1:05:44]
expand the
[1:05:47]
[Music]
[1:05:49]
i'm going to say ask i'm going to ask
[1:05:50]
for approval up to 4 500
[1:05:53]
um if it comes to that um
[1:05:57]
and that means and that may not fix it depends on what's wrong if it's a broken tile we'll
[1:06:03]
have to have an excavator come in
[1:06:05]
and clean it up if it's a
[1:06:09]
fractured tile there are companies that
[1:06:11]
go in and look like an inside sleeve
[1:06:14]
and almost bubble up and we'll
[1:06:16]
restructure the pipes yeah
[1:06:18]
it's the same type of operation we're talking
[1:06:21]
about where they
[1:06:23]
feed them
[1:06:25]
so yeah but
[1:06:28]
how do they bring the camera in are they
[1:06:45]
where you're trying to get to
[1:06:47]
sure
[1:06:48]
so i'd like to make a motion to prove up
[1:06:50]
to 4500 for
[1:06:53]
potential repair inspection of the
[1:06:56]
division during
[1:06:58]
also
[1:07:01]
okay there's a motion by trustee kennedy
[1:07:03]
seconded by trustee swag
[1:07:05]
to authorize up to 4 500
[1:07:08]
for the inspection and repair of
[1:07:11]
the division
[1:07:12]
street
[1:07:14]
ford street intersection
[1:07:19]
any question on the motion
[1:07:21]
hearing none uh do we have a roll call
[1:07:24]
please
[1:07:25]
mr kennedy yes mrs yes president
[1:07:28]
mcdonough yes
[1:07:33]
okay thank you for that
[1:07:38]
for the president's report
[1:07:44]
we had no lawyer requests
[1:07:46]
regarding ordinance enforcement
[1:07:49]
village trustees received a confidential
[1:07:52]
letter from the village attorney
[1:07:55]
with the options the
[1:07:57]
appropriate options for how to treat
[1:08:00]
this situation
[1:08:02]
so
[1:08:05]
we can discuss that
[1:08:07]
now or wait
[1:08:09]
uh
[1:08:10]
to our next meeting
[1:08:12]
there's they have secured the structure
[1:08:14]
somebody can
[1:08:17]
repair the door somebody else has an
[1:08:19]
electricity
[1:08:21]
somebody from outside the village came
[1:08:23]
and did it because i
[1:08:26]
as i saw them they were leaving
[1:08:28]
i saw the guy get in his truck and leave
[1:08:30]
because i was going
[1:08:33]
are we discussing the yellow house yeah
[1:08:35]
42.85 i'm sorry
[1:08:39]
yeah
[1:08:40]
so um
[1:08:42]
based on the letter
[1:08:44]
nothing's going to happen right away
[1:08:46]
regardless
[1:08:47]
so
[1:08:48]
i prove maybe that's something that we
[1:08:50]
can discuss at our next meeting was this
[1:08:53]
the first time that somebody outside the
[1:08:54]
village has actually touched the house
[1:08:56]
no the last time we contacted the
[1:08:58]
attorney to contact the company which
[1:09:01]
was
[1:09:02]
before we six months ago when we
[1:09:15]
and he said that they had called him and
[1:09:17]
asked him to come out and seal it up so
[1:09:21]
it didn't last long they kicked that
[1:09:24]
open within what we did
[1:09:27]
but anyway if it is if you do see it
[1:09:30]
open contact me perhaps whoever comes
[1:09:32]
well i'm actually just wondering since
[1:09:36]
if they're
[1:09:38]
is there interest from them now that
[1:09:39]
they might actually keep the structure
[1:09:41]
in me
[1:09:42]
no no they have not responded to me
[1:09:45]
and they just go straight to some
[1:09:49]
that way they i guess they don't have to
[1:09:51]
acknowledge
[1:09:52]
or have any conversation with us so they
[1:09:54]
have all the help of the world and they
[1:09:55]
still choose to go around right and
[1:09:58]
as long as it's secure
[1:10:00]
now as i think that attorney indicated
[1:10:03]
we could board it up i mean we could
[1:10:06]
i'm not sure that's really what we want
[1:10:08]
to do
[1:10:10]
but we could do that and put in you know
[1:10:13]
place an additional lien on the property
[1:10:17]
you know for doing that
[1:10:19]
i guess this one's secure
[1:10:21]
the window's already broken the doors so
[1:10:24]
far the door has been the only thing
[1:10:26]
that's been it's been kicked and
[1:10:28]
it's in rough shape
[1:10:33]
the taxes have not been paid
[1:10:36]
um so they would be up in 2023 they
[1:10:39]
could go
[1:10:40]
to public sale
[1:10:42]
in which case the village would have
[1:10:45]
first or
[1:10:46]
possibly second bid
[1:10:48]
if the state doesn't want the property i
[1:10:51]
think that's unlikely
[1:10:53]
that we could purchase it for back taxes
[1:10:56]
and then do as we wish
[1:11:00]
i'm not sure that's a great idea either
[1:11:02]
because we have to
[1:11:04]
tear it down
[1:11:07]
for something so
[1:11:09]
it's something takes care of
[1:11:17]
um we had a work a community person that
[1:11:20]
had a lot of community service hours
[1:11:22]
and they cut grass throughout the
[1:11:24]
village this past summer that's not
[1:11:26]
going to last forever no no next year it
[1:11:29]
will be another problem yeah so
[1:11:32]
yeah we're trying to find a permanent
[1:11:34]
answer but
[1:11:36]
anyways
[1:11:37]
unless unless the council wants to take
[1:11:39]
action
[1:11:41]
i'm going to move on
[1:11:43]
um
[1:11:45]
the roofs were finished a week ago or
[1:11:50]
actually last week i think we'll think
[1:11:51]
about
[1:11:52]
lori heard them out there working um
[1:11:54]
they didn't get all the work
[1:11:55]
accomplished we did receive an invoice
[1:11:57]
last friday
[1:11:59]
the work is done it looks good
[1:12:02]
um
[1:12:03]
it's definitely dry in dpw now compared
[1:12:06]
to
[1:12:07]
what it was so it looks to work
[1:12:10]
so it worked pretty good um the crack
[1:12:12]
ceiling is done on west elmwood
[1:12:16]
they got all of
[1:12:18]
south forest
[1:12:19]
and part of north
[1:12:21]
forest as well
[1:12:24]
so that's been taking care of the roland
[1:12:27]
hall heat vents for the best of you are
[1:12:30]
in
[1:12:31]
they recommended that we probably should
[1:12:33]
get a damper
[1:12:34]
for our for for
[1:12:37]
the final run here
[1:12:39]
of our
[1:12:41]
so that there would be some back
[1:12:42]
pressure
[1:12:43]
and it might divert more air into the vestibule
[1:12:49]
but other that wasn't part of the
[1:12:50]
original proposal so
[1:12:53]
but i i basically talked to the guy when
[1:12:55]
i when he got done and there wasn't much
[1:12:57]
air you could tell it was a little air
[1:13:00]
coming out but when you look at they didn't put any registers on these
[1:13:05]
so there's no restriction
[1:13:07]
on the
[1:13:08]
heat pipes so the heat that comes in is
[1:13:10]
just
[1:13:11]
it almost here
[1:13:12]
and then here
[1:13:13]
yeah
[1:13:15]
so anyway but
[1:13:19]
i think it made a difference when i came
[1:13:20]
in just uh today to open up the hall
[1:13:23]
it wasn't as freezing cold as as it
[1:13:26]
usually is hopefully it's doing some
[1:13:29]
good
[1:13:30]
um
[1:13:31]
you know that door
[1:13:34]
doesn't really still tight either is
[1:13:36]
there anything this door if you look at
[1:13:38]
the door there's a they have the door
[1:13:44]
some seals or yeah the outer door yeah
[1:13:49]
if we can put seal strips on it or
[1:13:50]
something
[1:13:52]
um
[1:13:56]
okay
[1:13:58]
i'll take a look at it
[1:14:00]
and then um
[1:14:02]
as far as the 2022
[1:14:05]
uh
[1:14:06]
2023 budget
[1:14:09]
um
[1:14:10]
it's going to be pretty much what we've
[1:14:12]
seen in the past we won't
[1:14:15]
be making any i don't plan on any cat
[1:14:17]
large capital expenditures
[1:14:19]
i do think that we need to look at
[1:14:22]
a way to generate some interest by
[1:14:25]
people to
[1:14:26]
become involved in the village
[1:14:29]
and so maybe the planning commission
[1:14:32]
and
[1:14:33]
increases in the amounts that we pay for
[1:14:36]
per meeting is you know something that
[1:14:38]
might
[1:14:40]
be more of an incentive
[1:14:43]
and the same might be said that can be
[1:14:45]
said for
[1:14:46]
at least
[1:14:48]
the clerk and the treasurer's positions
[1:14:51]
because
[1:14:55]
we're all not going to be here forever
[1:14:57]
so
[1:14:59]
not many people have shown much interest
[1:15:01]
in being on the console
[1:15:05]
so anyway it's just something that i
[1:15:07]
think i knew about
[1:15:08]
and we're also talking about jennifer
[1:15:10]
raynerdale's not here but you know we're
[1:15:12]
talking about a custodial
[1:15:15]
company rather than
[1:15:17]
paying someone to do it it's going to be
[1:15:20]
more expensive
[1:15:21]
there's a number of items
[1:15:25]
and i
[1:15:26]
have also approached the water resources
[1:15:29]
commission
[1:15:30]
about
[1:15:30]
an agreement
[1:15:32]
for them to like help us with our
[1:15:34]
drainage system again and have an annual
[1:15:37]
clean out where they would come out
[1:15:39]
clean out all the catch bases
[1:15:42]
jet rod
[1:15:44]
trouble areas if we know of any
[1:15:46]
things like that
[1:15:48]
um i haven't gotten numbers back from
[1:15:50]
them yet but i have a request
[1:15:53]
so i will bring that to the council
[1:15:57]
once i have the numbers
[1:15:59]
i i went ahead and did it because i
[1:16:01]
didn't feel like it was something that
[1:16:04]
necessarily needed your authorization
[1:16:06]
if it works out great if it doesn't work
[1:16:08]
out
[1:16:10]
our dpw's still have to maintain
[1:16:14]
okay
[1:16:15]
moving on into the trustee committee
[1:16:17]
reports
[1:16:19]
uh i don't think there's anything for
[1:16:21]
the summer festival committee that's
[1:16:24]
pretty much stable
[1:16:25]
cable commission
[1:16:28]
i think they've had a meeting i know
[1:16:30]
they called and asked if we had
[1:16:31]
appointed someone yet i told them no
[1:16:34]
that i expected we would this meeting
[1:16:38]
decorated committee
[1:16:40]
i got a
[1:16:42]
communication from decorating today
[1:16:46]
which i will
[1:16:49]
briefly
[1:16:50]
summarize
[1:16:51]
um
[1:16:53]
that regarding the christmas event
[1:16:55]
on december 3rd
[1:16:57]
the road will close at 5 pm until 9 30.
[1:17:02]
the vendors there are several vendors
[1:17:05]
10 actually that will be start setting
[1:17:07]
up at 5 30.
[1:17:09]
um the event runs
[1:17:11]
the event itself runs from 6 30 to 9.
[1:17:14]
there
[1:17:15]
will be some burn barrels for warmth
[1:17:18]
salmon will be there
[1:17:20]
and they'll have a bench in front of the
[1:17:22]
tree outside for him to see children
[1:17:26]
gingerbread house competition is still
[1:17:29]
on there are some information and
[1:17:31]
applications up here if anybody wants to
[1:17:35]
participate
[1:17:38]
they can be dropped off
[1:17:41]
or set up on on thursday the voting goes
[1:17:44]
from 6 30 to 8 30 that night and the
[1:17:47]
tree lighting is at 7 pm
[1:17:51]
middle school orchestra will be there
[1:17:54]
from 6 30 until 7 here in the hall
[1:17:57]
and there's a dj
[1:18:00]
band going to
[1:18:02]
be playing outside
[1:18:03]
from seven until eight
[1:18:06]
the ginger
[1:18:08]
registration is open for the gingerbread
[1:18:12]
house contest
[1:18:13]
until
[1:18:14]
november 20th
[1:18:21]
for the villages part
[1:18:22]
they're the decorating committee's
[1:18:24]
asking for the banners and snowflakes to
[1:18:26]
be up on the poles
[1:18:30]
[Music]
[1:18:31]
they want the star up this year instead
[1:18:33]
of the wreath on roland hall
[1:18:36]
it was re-strung with lights by the roe
[1:18:38]
family so we want to thank them for
[1:18:40]
their work they're volunteering to do
[1:18:42]
that
[1:18:45]
we do need
[1:18:47]
two benches that they've put out to be
[1:18:49]
secure to the cement
[1:18:51]
and uh
[1:18:56]
i guess that's about it so got plenty to
[1:18:59]
do between now and the christmas
[1:19:01]
for sure
[1:19:02]
um
[1:19:05]
planning
[1:19:06]
commission we're having our meeting
[1:19:08]
thursday oh you are okay yeah we're
[1:19:11]
going to uh
[1:19:12]
review
[1:19:14]
some bylaw changes and
[1:19:17]
finalize
[1:19:19]
and submit our
[1:19:21]
sidewalk
[1:19:22]
plan for the next 10 years great
[1:19:26]
i don't know if that will affect your
[1:19:28]
december meeting or not if you want to
[1:19:31]
have it considered for budget for
[1:19:35]
we'll probably we we
[1:19:38]
started the entrance again
[1:19:42]
january we get serious and try to adopt
[1:19:45]
so many meetings be able to distribute
[1:19:49]
it to the members
[1:19:51]
before your meeting that would be great
[1:19:54]
but should i give it to you first or
[1:19:56]
distribute it myself to the
[1:19:58]
uh
[1:20:00]
council i think i think if you bring it
[1:20:02]
to the village office and the clerk will
[1:20:06]
distribute it that's something you don't
[1:20:08]
want to do it electronically because
[1:20:10]
it's electrical
[1:20:11]
oh okay
[1:20:13]
well then yeah
[1:20:26]
i think the clerk will have to contact
[1:20:28]
mr hawkins
[1:20:29]
and get him sworn in and then also get
[1:20:32]
his contact information which will
[1:20:34]
include his emails so okay you can
[1:20:36]
probably get that to me before my
[1:20:38]
thursday sure
[1:20:40]
okay
[1:20:42]
i think that's all we have
[1:20:43]
okay great thank you and we'd probably
[1:20:45]
cancel our december meeting round two
[1:20:49]
okay yeah you can decide if you're next
[1:20:51]
week right
[1:20:52]
now okay
[1:20:55]
very good
[1:20:56]
uh north oakland transportation authority
[1:21:00]
of council will remember that
[1:21:03]
nota had been talking about becoming an
[1:21:05]
act 196 transportation authority
[1:21:09]
we learned that will not
[1:21:13]
give us any different status with the
[1:21:16]
federal government
[1:21:17]
and that the regional transit authority
[1:21:20]
will continue to maintain
[1:21:22]
basically control over
[1:21:24]
funding um
[1:21:28]
so
[1:21:29]
i don't it doesn't look like we're going
[1:21:31]
to become an acting 196 anytime soon
[1:21:34]
there's there's no advantage to it
[1:21:37]
um
[1:21:38]
the only the biggest change it would
[1:21:40]
make it would mean that
[1:21:42]
instead of each community voting
[1:21:45]
their knowledge to support noda
[1:21:47]
currently it's a quarter mill
[1:21:50]
if we became an authority then
[1:21:53]
and it was approved by the voters as i
[1:21:56]
understand it
[1:21:57]
then the nota would be able to levy
[1:22:01]
the millage themselves and not
[1:22:04]
the local communities would not
[1:22:07]
levy it
[1:22:08]
but since noted is represented by
[1:22:12]
all the townships and involved
[1:22:14]
communities
[1:22:15]
we'd still have
[1:22:16]
a say in what what was living but it
[1:22:19]
doesn't give us taxing authority to
[1:22:22]
increase
[1:22:24]
the money that i'm aware of but
[1:22:26]
regardless it doesn't look like it's
[1:22:27]
going to happen anytime soon so
[1:22:31]
pollyanne trail management council
[1:22:32]
there's a meeting this wednesday
[1:22:35]
there's a meeting thursday for nota this
[1:22:37]
wednesday's trail council things are
[1:22:39]
starting to wrap up for
[1:22:41]
the winter so
[1:22:43]
there's not a lot going on just trying
[1:22:45]
to get some scout projects finished and
[1:22:47]
things like that
[1:22:49]
big news for the village park was
[1:22:52]
the generous donation that we received
[1:22:55]
and i think it will tie nicely
[1:22:58]
in with the planning commission's
[1:23:00]
efforts on the sidewalks
[1:23:02]
to get us
[1:23:03]
connected you know to get that
[1:23:05]
connectivity
[1:23:06]
and then
[1:23:08]
the donation
[1:23:09]
of
[1:23:11]
sherry's behalf
[1:23:13]
can be used for some sidewalk work
[1:23:15]
hopefully some crossing identification
[1:23:18]
or maybe some signage you know directing
[1:23:21]
people there things like that so
[1:23:23]
i'm really relying on the park and rec
[1:23:25]
commission
[1:23:26]
to give us
[1:23:28]
the priorities
[1:23:29]
recommend to the council who do you go
[1:23:32]
to for the saving program
[1:23:34]
for the saving part of that to make sure
[1:23:36]
that money is producing well that's going to be
[1:23:41]
the council's responsibility to
[1:23:43]
determine how much
[1:23:44]
and then we would work with the
[1:23:46]
treasurer
[1:23:47]
to see how that would be because that is
[1:23:50]
technically we are as trustees for the
[1:23:52]
village we are responsible for that
[1:23:54]
money as well so make sure it gets into
[1:23:56]
something that is fairly safe it also
[1:23:58]
produces
[1:23:59]
right yeah i don't think it's going to
[1:24:01]
make anybody rich but it's no but it's
[1:24:03]
like
[1:24:04]
if it'll pay for maintenance if it just
[1:24:06]
comes out
[1:24:09]
right great i have a question
[1:24:11]
the donation um when you make a large
[1:24:14]
donation like that to a municipality
[1:24:17]
is there a tax ratification
[1:24:21]
or is that just accepted as money in
[1:24:24]
kind
[1:24:27]
donations for the public good
[1:24:30]
to a municipality
[1:24:32]
or
[1:24:33]
even a 501c3
[1:24:36]
which municipalities are not
[1:24:39]
um
[1:24:40]
are tax exempt
[1:24:42]
so that may well
[1:24:44]
i can't say i'm not a tax person
[1:24:47]
but donate you know okay if that was
[1:24:49]
part of the estate and that was gifted
[1:24:52]
to
[1:24:53]
in that manner
[1:24:55]
it may well be
[1:24:56]
either all or part of it may be a
[1:24:58]
write-off before they say
[1:25:01]
no i don't mean for the people giving it
[1:25:03]
i mean for you
[1:25:04]
you're receiving it
[1:25:06]
yeah there's no there's no tax
[1:25:07]
ratifications or anything so you don't
[1:25:09]
have to the village is a 501c
[1:25:12]
no we're not but it doesn't work the irs
[1:25:15]
considers us a
[1:25:17]
tax exempt and like okay we're taxing
[1:25:20]
down so you're you're the government
[1:25:22]
getting the money anyway
[1:25:24]
yeah the money would be used for the
[1:25:26]
purposes for which it was donated
[1:25:31]
okay uh can you development clock grant
[1:25:34]
our monthly statement looks the same
[1:25:37]
because we still haven't gotten the
[1:25:39]
reallocation done but that should change
[1:25:43]
soon
[1:25:44]
and finally
[1:25:46]
the uh
[1:25:48]
the ad hoc super committee met
[1:25:50]
last met met last month
[1:25:53]
and um
[1:25:56]
jennifer is going to give us an update
[1:25:59]
uh soon if if not her then um
[1:26:03]
the account of the row
[1:26:05]
representative
[1:26:07]
they're keeping me in the loop
[1:26:09]
um
[1:26:10]
so
[1:26:11]
we'll just have to see how that proceeds
[1:26:14]
and i have no correspondence or anything
[1:26:18]
is there anything else the council
[1:26:19]
members wish to bring
[1:26:21]
[Music]
[1:26:25]
i'd like to make a motion to adjourn the
[1:26:26]
meeting
[1:26:29]
okay upon a motion by trustee kennedy in
[1:26:32]
a second by trustee swack
[1:26:38]
[Music]
[1:26:46]
okay thank you everybody
[1:26:49]
[Music]
