[0:04] I got it. Got it.
[0:09] You're so awesome. Thank you so much. What was the trick?
[0:13] » You don't know.
[0:25] » Yeah. SC down. That's my
[0:57] You >> all set then?
[0:58] » Yeah. >> All right.
[0:59] » Sorry delay, technical problems. I'll call the meeting to order. It is like uh
[1:04] 6 5:45. Um, third order of business is the
[1:09] minutes from last meeting. And I did have one change.
[1:15] Um, line 218.
[1:24] » Can we can we do um the third parcel is owned by a trust managed by
[1:33] Helen Brandt.
[1:42] Anything else? >> I'll make a motion to approve the
[1:45] meeting minutes of July 27th. Second. >> All those in favor?
[1:49] » I I'll make a motion to approve the nonpublic meeting minutes of July 7th.
[1:56] Second. All those in favor?
[2:28] Next on the agenda, public library proceedings are here to talk about
[2:34] Bansson expansions project and uh request for some CIP funding.
[2:41] » Um so I had the opportunity last week to meet with a couple of trustees and the
[2:49] architects. Uh through that meeting we discussed the process. Uh basically what
[2:56] the process boils down to is uh the trustees have chosen an architect
[3:05] architect who will find us to enter into a scope of work which is in the memo for
[3:11] you. That scope of work is a feasibility study and conceptual design for uh a
[3:18] project at the library yet to be determined. Uh the scope of that work is
[3:25] $34,700.
[3:28] This would be the initial evaluation to determine
[3:34] exactly what needs to be done at the library to meet needs going forward.
[3:42] As part of this process, um, the
[3:47] architect will put out an RFPRFQ for construction managers to get a
[3:54] construction manager on board. Uh, sooner than later, it would find
[3:58] understanding through the conversation with the architect that the construction
[4:03] manager would be at risk so that it would be no investment to construct the
[4:08] manager when they came on board. Um the construction manager would
[4:15] provide an estimated cost of the construction for the feasibility and
[4:21] conceptual design based on a price per square footage. Um and it would not have
[4:29] a definitive number until la later on in the project. the
[4:36] architect felt comfortable that it would be close enough to be able to have bond
[4:42] funding. Uh if this project were to go forward, what would happen next is the
[4:48] architect would hold some public input sessions to hear what citizens have to
[4:55] say um in advance of going to the 2027 warrant.
[5:03] If it passes at the 2027 warrant, uh, from that point, next step would be
[5:09] to sign a contract with the architects to secure construction grade documents,
[5:19] which would allow the construction manager to go ahead and secure the subs
[5:25] to be able to build the additional renovation. Um, as noted in here, the
[5:34] project is estimated
[5:38] based on the cost provided from the architect at
[5:45] $31,700. However, when you look at uh section six
[5:51] of the standards, terms, and conditions of the agreement, um there is also a
[5:57] line for reimburseables. My conversation with the architect, he felt that $3,000
[6:03] would be sufficient for reinable for this phase of the project. Therefore,
[6:08] the trustees will be looking to leverage $34,700
[6:13] from the library building capital reserve fund to be able to perform scope
[6:18] uh service provided for the feasibility and conceptual design of the project.
[6:26] You do have in the packet as well uh what the selection process would be for
[6:32] the construction manager. Um and I think you can answer questions.
[6:40] » Do you know the correct balance? >> Um yes I did have it. It was about
[6:46] $90,000.
[6:56] I think it says >> yeah it right here.
[7:03] » Oh, I see it. Yeah, I missed it for a second. Sorry about that.
[7:07] » Did you turn that mic on?
[7:11] » As of December 25 and the newest another 10,000.
[7:20] » Great. Thank you.
[7:51] Did the trustes have anything else they wanted to present to us before?
[7:57] » No, we just want to make sure you read over the proposal
[8:01] thoroughly from the architect and
[8:06] uh on the on the on his scope of service. This is Jason Mcome from FM
[8:14] his scope of service um where he's going to help us choose a
[8:21] construction manager. I asked him about the cost for that. He
[8:26] said it would be in the single digit house
[8:31] for the construction manager. And when we consulted with him and interviewed
[8:36] him, he strongly recommended a construction manager because they can
[8:41] help us establish budgets and help us stay on budget.
[8:47] He Jason McCome has been involved in many many library additions and
[8:54] renovations. So, um, if you could work on that, truck
[8:59] manager would be very helpful establishing a budget and helping us
[9:04] stay on. But so, I have a question for you folks.
[9:10] When when we hire a construction manager and construction manager invoice comes
[9:18] to, we come before you again for those funds from the CIP budget.
[9:25] That's a little bit down the road, but uh would that be the process?
[9:29] » Normally structure manager is a flat fee. There'll only be one in one.
[9:35] » She's talking about where the fun's going to come from. So they would come
[9:38] out of CIP. >> So we've got money in there.
[9:42] » Yeah. Every request for CIP funds doesn't come
[9:46] before this board initially. Um
[9:52] if if we say to move forward with this project um it would be wise to let us
[9:58] know ahead of time that the construction management going to cost X amount. I
[10:03] that will get brought back to the board and if there's any issues we might ask
[10:07] some questions but but typically the the uh CIP you know capital expenses are
[10:15] spent and then we approve them u afterwards that they came out of the
[10:20] right account they for the right purpose okay once I once I I see one
[10:28] hire construction man >> yeah you don't have to come back to
[10:32] necessary. Okay. Yeah. But do we come back to you for the funding? No, you
[10:39] would Carol would submit that as CF request. Okay.
[10:43] Uh then the other question I had um we had is on u SNP's proposal on the back
[10:50] page work that's not included in the proposed is an environmental study
[10:55] hazardous material assessments archaeological study and an NHS field
[11:01] historic 106 review is there a way to know or to determine
[11:06] in advance if those studies are >> what's the date of the area bridges
[11:15] » the dates 1905 well probably 1920 at that location
[11:20] » in all likelihood we've got lead paint there in all likelihood I'm not saying
[11:23] we do but we have probably lead paint there and probably pipes in those days
[11:30] and coming forth probably till the 50s yeah late 50s as covered a lot of the
[11:37] piping there so we may have asbestous there has so I mean That's something
[11:42] that you know we could probably get Mr. will to take a look at and uh excuse me
[11:48] and you know let let us know I mean it's a simple test take some chips of paint
[11:54] get the states to take a look at them the same with his best correct Sean
[11:59] » I would assume that was done when the >> 1996 was when the addition was done I
[12:04] think that was done during that time would we have records for that yes
[12:09] » it probably would be here somewhere
[12:15] you're off the spot. >> Also, um Jane has been very helpful
[12:21] emailing me, keeping me informed, uh helping me on this huge learning curve
[12:28] for me and some of the other trustees about this process. He did ask about a
[12:33] survey, a land survey. thought she meant another kind of survey
[12:38] and we have one for the community to fill out. Um, so
[12:45] I guess is that a question for the architect?
[12:49] » Would the planning board be the one that might request that?
[12:55] » The planning board may request that as part of site plan review, correct?
[13:05] But they may not have them. If there's a certain 96 that
[13:12] should be bought. It's it
[13:16] some people have used the tax maps for you know non
[13:22] unsigned non nonprofessional sorry. And I know that like if if you're way off
[13:30] with the setbacks and all that, it can be accepted, but I think this is going
[13:35] to be a tight lot. You may be approaching the setback and and the tax
[13:40] maps aren't accurate enough to make that determination. Um hopefully there's a
[13:47] there's a survey done back in 96 or at some prior you know development of the
[13:56] library which could be here. I did some files. I'm just trying to give you all
[14:01] » the things that you potentially could come in so we could help you with it as
[14:05] much as I the library has very small
[14:11] piece of property. The rest of the property around it is fire department.
[14:17] » Yeah.
[14:23] » To the fire department closest to their property
[14:30] 96 edition at the library to the little square. Your addition isn't on the fire
[14:36] property and they want you're going the other way with this one.
[14:39] We're we're probably going to go out into the park back. So that's all fire
[14:44] department.
[14:48] Well, that's I mean we're already don't have enough space for the fire. So that
[14:56] makes the
[14:59] nervous.
[15:06] Well, we were taxpayers. I don't know if they're gonna
[15:14] if they do, would they keep this as a second location?
[15:21] » I I I get it. No, that was my my dream for that to happen. But that all that
[15:30] property behind us, the parking lot, that's all parking lot. Jim, have you
[15:35] had a conversation with fire chief here? >> Had a preliminary conversation with
[15:39] Chief Webly
[15:43] concerned about the amount of real estate they have. We
[15:47] did discuss this when we spoke last week. Um that there are concerns about
[15:53] where this addition is going to end. However, when we talk with SP and please
[15:59] correct me if I'm wrong. Um, the architect also stated he doesn't know
[16:05] until he gets in there and actually does a space means analysis
[16:09] what exactly the addition is going to be. uh to which you know maybe it's a
[16:16] reconfiguration of the existing footprint to better utilize the space
[16:21] and maybe it does require an addition where that addition plans uh the
[16:26] architectility
[16:29] that feasibility space needs conceptual plan
[16:38] » thank you very curious how
[16:47] just a couple of my thoughts in that number one instance
[16:52] the fire department space is pretty limited the way it's set up right now as
[16:58] far as expansion >> however if cross street became a dead
[17:03] end right where the boat is up into the back
[17:08] of the fire department in the back of a library.
[17:12] The end of that road and the adjacent town owned parking area
[17:17] could be reconfigured to absorb any fire department expansion.
[17:23] » Oh, I see. One way off of Maple Street. >> Yeah.
[17:27] » Make that a dead end. They have to still access the first
[17:34] parking lot. But so long as it was accessed there, any sufficient furnacing
[17:41] so they could go out. Um anyway, I I think there's some work
[17:47] around with those. >> Yes.
[17:50] » I guess one of my questions is the the the terminology of how when to hire the
[17:56] construction manager. Um I think bringing him on board to establish
[18:03] a a a an accurate budget is a good idea. Um it it looks like this that he's there
[18:09] though for the uh uh the public input process and and
[18:18] some of the other things that I'm not sure they're needed for. And again, I
[18:24] know that said that their their cost was estimated to be under 10,000,
[18:30] but I don't know if you're bringing him on right at the beginning or do you need
[18:35] him? Do you need him or her to decide what you want to build? Um or or can you
[18:41] go to them after the arguments with with the the architects um ideas of what
[18:50] the group wants? >> That's the question.
[18:56] He uh even if we didn't add on to the building
[19:03] but did some renovations in the building, it's still a cause
[19:07] construction cost and construction manager would help us along
[19:14] those lines.
[19:18] So even when we're discussing what is going
[19:23] to be built, where how big, even those initial discussions be
[19:29] strongly recommended a construction manager.
[19:33] So further than that, I'm not sure I can fully answer.
[19:39] » Okay. Um but was that >> that's typically the architect's job.
[19:45] The architect is going to come to the public meetings, not not the notic.
[19:52] Okay. It did. >> Yeah.
[19:55] I don't want to micromanage your process. I'm in favor of this. Okay.
[20:00] Sound good? >> Right.
[20:03] » That's that's uh the architect's next step in in the process is to and and
[20:09] it's a bit of a process. we um we will end up with a short list and we
[20:16] would interview them. The trustees would and Carol and Jason would be present for
[20:22] the interviews if the active. So uh so far he has um he attended a
[20:32] kickoff meeting and a programming discussion. He sat with Carol and Tisha
[20:36] and talked about needs and wants faith. uh teacher sitting in a little corner in
[20:42] the children's room and could use some storage space. So he knew all the
[20:47] questions to ask because of his experience with the library. I sat on it
[20:51] and then he has um measured the conditions of the existing buildings but
[20:56] we don't have the documentation yet that he will come up.
[21:02] So we're we're barely in step two on a scope of services.
[21:13] I would just add the construction manager, the construction manager really
[21:18] is not going to be coming on board until step 17, which is 17 or 19 uh just
[21:24] before the third public engagement session, which that's going to put us
[21:31] if everything goes really smoothly uh in time frame for budget for. So, I I think
[21:39] that the way that they have it played out is is about accurate. It's going to
[21:44] take them a little bit of time to get the RFP out interview, but I I think
[21:52] that it is in alignment with what I've seen in the past.
[22:00] » Okay. Thank you. Any other discussion?
[22:09] Um, we want to have a motion as far as um approving.
[22:17] Again, we're not approving the contract. That's up to you, but approving funding
[22:21] for the CIP for this month. >> Yes.
[22:25] » Yes. Want to make that motion? >> I will make that a motion. Yes.
[22:28] » 34. Yeah. 34. Yes. All right. All those in favor?
[22:36] Thank Thank you all for your time and a special thank you to you Jim. Thanks for
[22:41] doing that memo for us that was very helpful.
[22:49] » Thank you for having us. >> Yeah, thank you. Thank you. Welcome to
[22:53] all the excitement.
[22:57] Is there going to be
[23:05] Oh,
[23:15] » next agenda name change.
[23:23] You hold the hand. I'll take care of this.
[23:36] How you doing? I'm good. >> Can you turn your microphone on for us?
[23:40] Thank you.
[23:45] » Thanks. And thanks for responding so quickly. Uh sent in a request. I
[23:50] recently purchased a property on a very small road in North Lincoln called
[23:56] Partners Court. Uh the street u basically has one house
[24:02] on it. Uh the the street does hook back around behind
[24:08] where John Landry had his landscaping business and there's a big cell tower up
[24:14] there. There's also an empty lot that at one point had a trailer on it.
[24:20] Potentially it could be used at some point in the future. Uh when I went to
[24:26] look at this property
[24:30] five different homes to go look at one of them was s
[24:34] I continued to go to Parker Street instead of Parker.
[24:39] Uh so then I had to call the realtor and find out where the heck he was. And it
[24:46] turns out that's a common problem that uh package deliverers have
[24:54] three screens in Lincoln all with the name Parker
[24:59] Parker and Parker. Uh and there's Parker Motel. Um uh say
[25:08] it's adding someone concerned about having confusing names uh for purposes
[25:14] of not just convenience problem my case but um so first
[25:21] responders responding to a firearm alert you know maybe maybe they go to my go to
[25:28] the parker's court address instead of going to Parker Street was 10 minutes an
[25:33] ambulance firefighter uh
[25:38] by so uh I thought it was important that put in this request uh come up with a
[25:49] different name that avoids the confusion. Uh I was even away for a week
[25:54] and a half. Somebody was watching the house had broken windshield
[25:59] uh and they left the car in the driveway. She didn't get a call
[26:06] repair company that's saying where's your car they were on Parker Street.
[26:15] It's pretty clear that we need the trains today.
[26:19] There's a lot of good options. I think there's a lot of public sentiment in
[26:23] favor names like daily drive Robinson Road and of course Ham Highway.
[26:34] So,
[26:39] uh, so talked about it a little bit with kind of it's the it's one of the closest
[26:46] properties to right across the street
[26:52] maybe half mile directly is Liberty. Um, and uh, Liberty
[26:59] View would be great already. Liberty road liberty cabins
[27:05] used to the name Liberty uh be nice to have create the same problem we have
[27:11] now. So uh I u thought about red view
[27:18] has potential names u my understanding of reading the rights
[27:24] power and the decision from us for this. So uh bring this up see what information
[27:33] process he wanted to do and based on what I see the property being I would
[27:39] say you know Landri's uh uh business of what Parker Courts
[27:47] back around but he he uses the route three address
[27:53] um when he goes pretty much just his
[27:59] that >> have you talked to Donnie about it?
[28:02] » I I haven't talked to him about specific needs
[28:05] » but about changing but I I would I would uh
[28:13] would like to request final.
[28:20] » What about the cell tower? Does that have an address on board? You know, I
[28:25] don't know what the cell power does. >> Well, that would be important because if
[28:28] there ever is an outage, you know, we would want to know somebody that's going
[28:33] to fix the outage, we would want to know where they have to go,
[28:36] » right? And obviously, I think talking with those people, talking with Donnie
[28:42] and you know being I think under the conversation we have to have a public
[28:46] hearing on this. >> My understanding is you don't
[28:51] » I don't object to one. this.
[28:59] » I like your suggestions. Ridgel line for skyline views. There is a ridge view
[29:06] um of the village. >> Anyway,
[29:10] » yeah. >> Okay.
[29:11] » Yeah. If the village is a bridge view, but your suggestion was ridge line
[29:18] view. >> Yeah. I actually kind of changed that to
[29:22] sky skyline.
[30:00] Parker Road is at the end of Cor Street. It's the the service road that
[30:08] that goes into there's one
[30:13] » from Parker Street is at the end of Parker Parker Road. Take a right. It
[30:17] goes up national forest access road street because it is on
[30:23] the access to
[30:35] I know
[30:39] my other question is without the mobile phone there
[30:44] is there a reason this can't be you know
[30:48] » 342 341 I guess be on the outside of US
[30:55] » well it is possible be something on there
[30:59] own that line he was considering putting something
[31:04] there this year has it worked out we do have uh reciprocal
[31:11] rights to use I have the right to go seven
[31:16] court has the right to go up and around uh the landing building and has the same
[31:24] right of way to use the rest of the streets.
[31:27] » Okay. So, so >> it does
[31:31] multiple multiple laws. Okay.
[31:36] » He's he is concerned that he does build a
[31:40] trailer there that with the vehicles he has
[31:46] might not
[31:57] the legal address for Tomy's place in 749 US right that
[32:04] address is not court as far as the town goes
[32:19] This is green screen. I'm sorry. 7.9.
[32:24] » Okay. >> This one
[32:27] is >> but in order to access that still come
[32:30] up here. >> So the legal address is that
[32:34] » right? I mean, not that I'm just being here
[32:39] with with two properties on it be wise to rename it rather than I
[32:45] want to try to make it a number of people. Um
[32:49] I mean I don't have any favorite thing. Obviously we don't want
[32:55] I don't want to use you know wedge or anything that's that's
[33:01] » a duplicate moment but you said sky view is nothing else. Skyline. Sky view.
[33:07] Either one. >> Skyline.
[33:09] » You had skyline view. I think sky whatever skyline view
[33:15] » just means sky views along side
[33:20] » do skyline drive
[33:27] skyline sky view is fine. >> Yeah.
[33:31] Um you are going to talk to before you do anything. Yeah.
[33:36] Once you've done that, you'll find
[33:40] us the cell towers address. >> It is that US route three.
[33:47] » It is safe. >> Correct.
[33:50] » Yeah. I wasn't a big fan. Somebody suggested cell tower
[33:57] tower.
[34:00] So effective change.
[34:07] So, are you all right if I reach out just to confirm
[34:12] that it compies with their regulations and then have their next meeting
[34:20] my understanding change the name? >> Yeah, it has to be compliant with their
[34:27] standard. So, and what they're going to do is make sure there's nothing exactly
[34:31] what we're running into here that is similar
[34:35] problem. So, if you like I get that te up with them and make sure there's no
[34:42] conflict
[34:46] you >> want to talk to Donnie about that just
[34:49] verify. Yeah, verify and then once you get back to Jim then check with um
[34:58] » just yeah cover the basis that I'll send out on the road
[35:09] next
[35:13] own property right next to me even though
[35:19] They are so I'll just let them know
[35:25] from the panel that we discuss.
[35:31] » Okay. >> Perfect.
[35:37] I mean the state is the other. >> That's right.
[35:55] Thanks. >> Thanks, Jerry.
[36:15] Next, next on the agenda is an question. Really just a Okay. Yeah, I'm requesting
[36:25] my sister.
[36:29] She really wanted to uh So, this is the common land under
[36:34] Wooden Loop that was up for deed earlier this year. We got a deep waiver for it
[36:38] and I reached out to the town's legal council and to the tax association legal
[36:44] council and talked with a few other collectors in the area and then Becky
[36:48] and I kind of tried to trace the lead and went through a a good point that was
[36:53] brought up and I was consulting with the other tax collectors is how did they get
[36:56] a permit to continue building those unit?
[37:01] So I was like that's a good point. I traced it back and what we'd come up
[37:05] with between Becky and I either this happened, this transfer happened
[37:11] August 18th, so Becky would have been here less than a month at that point. So
[37:15] either it was an error on her part or she missed it where it said in the deed
[37:20] an undivided interest in all common land also transferred.
[37:24] But she also pointed out on the assessing side of it that that land
[37:30] valuation was being absorbed into those units as they were built, but the bill
[37:34] that we were sending to New Jefferson school base was not going down. So in
[37:39] either case, this was an affecting issue.
[37:42] Uh I think it's RSA 1714. I put it in the packet.
[37:48] » At that time, we didn't even have an assessment a lot. So it could have been
[37:52] Yeah. I mean I feel like this kind of perfect storm something somewhere
[37:56] slipped. Um but that RSA states that if it is an issue, it must be caught within
[38:04] the same year in order to rebuild the new owner. So we don't really have any
[38:09] reports. Um but the good thing is that land has all been absorbed as of today.
[38:14] So that's back on the tax. Um it's just a matter of
[38:21] them.
[38:24] » Right. Right. Yeah.
[38:29] » All right. And then the total paid is 4327.
[38:36] » Yeah. So that's all uh original tax bills and then fees and costs associated
[38:43] with noticing and we may have to 23 24
[39:05] » there won't be any more next in the future because
[39:10] correct. So that land has all been so
[39:17] thank you. That was kind of a pain. That was a lot. We really did a great
[39:28] ladies. Bye bye.
[39:38] All right.
[39:41] » Um, just a few things. Um
[39:48] with me uh 534,26.98
[39:57] 40 471,561.71
[40:01] of that is uh the weekly manifest that contains two bond payments one with the
[40:08] police station one other so that's why that is as high as it is
[40:15] uh payroll um total for payroll is 49,17166
[40:26] and payroll tax liability is $13,4285.
[40:32] So that's your manifest for the week. Uh we've been working. We actually have our
[40:37] first uh CIP meeting tomorrow. Myself planning and the fire chief up. It
[40:44] shouldn't be too bad, but we've been doing a lot of studying and reviewing
[40:48] and understanding CI documents that process. Um I was able to reach out and
[40:55] coordinate what I was hopeful was going to be an attorney for the
[41:00] tip district. found out today unfortunately that he has a conflict
[41:05] that he's not going to be able to represent us. So I reached out next one
[41:10] on the list of birds. So hopefully I'll have something about that in the coming
[41:17] week. Um and the planning department I can sit
[41:23] here and say has been uh very much inundated the past couple weeks with
[41:29] workload. Um, one of the things that we are running into that and I'm going to
[41:34] have more of a presentation for you at the next board meeting on it. U so
[41:40] Dailyaly had asked previously about life safety uh at Airbnbs and whatnot. We're
[41:48] getting a lot of uh code questions coming into the office relative to
[41:54] building code and etc. Um so I am hopeful that for next week or in two
[41:59] weeks um that I can have a little more information for you based on select
[42:05] daily previously requested item about air fees. Um short of that um
[42:13] that's what I have for you at this point on how managers report uh I did also
[42:20] have a conversation with Jay and I attended a lot of borders grant meeting
[42:27] um with one country council we're in fairly good condition as far as
[42:33] one country council is concerned and the northern borders are concerned
[42:39] for the selfie water tank project. However, um because of that project and
[42:47] we haven't mobilized for construction yet, we are not able to apply for any
[42:53] additional grants through northern borders which the window is open right
[42:58] now. So hopefully next year we will have been able to expend those funds and
[43:05] we'll be able to apply grant funding. uh one of the areas that uh they talk about
[43:12] it next year we're still in what they describe as distress area uh sewer pump
[43:19] station very good project you know that sewer pump station needs attention um
[43:24] and name is working to program some engineering products to tackle that
[43:33] project a little bit so that's what I have for you in
[43:40] Thank you.
[43:47] » Thanks. Yeah, Sean. Um, we brought to the board's attention from a few weeks
[43:50] ago some pictures of a tower that had rotted boards. Um, and I think we gave
[43:57] cease and desist of allowing any people to go up there. Has that been corrected
[44:03] to the best of your knowledge? >> No.
[44:06] » Okay. You see, you haven't heard back from them. So, to so it's not being
[44:11] utilized as an observation. They're not using it right now. U they
[44:17] did open and uh Mike went up and told them that the it's
[44:25] on stay shut until get a structural engineers review on it.
[44:33] So, that's where it stands as far as I know right now. Any
[44:38] update, Ryan? Yeah, I can said more or less the same thing.
[44:44] » Go to the Jill's office.
[44:49] » Thank you. Um, Mike was waiting on the third party
[44:56] to review it, the engineers to review it.
[45:01] » I don't know if you guys saw the picture. Yeah,
[45:04] » I was assuming it was a simple uh replacing the boards thing, but no, it's
[45:09] not. >> I don't think so myself because a lot of
[45:13] fasteners are backing out gaps. >> Okay.
[45:16] » Um I see quite a bit of pressure treated across the street. Uh it looks like
[45:21] they're probably going to make a serious attempt to fix it, but uh that's not me
[45:25] to decide. >> Gotcha.
[45:30] » Thank you. Thank you. One other issue, Jim. In one of the
[45:36] reports, uh the water systems that are being attacked around the country, we
[45:43] said we're at non-compliance in one area. What was that?
[45:52] » Security. >> Yeah. Um
[45:56] so we are having our system evaluated to ensure that we meet cyber security
[46:02] requirements as outlined by state and federal law to
[46:08] ensure that we are not subject to any kind of a
[46:14] terrorist attack on our water cyber terrorist.
[46:24] So we're doing an evaluation just to comply with state standards, federal
[46:29] standards. Correct. Thank you. >> Does the state do that the investigation
[46:34] or the private company? >> The state has a third party.
[46:38] » Okay. >> Firm that comes out and performs that.
[46:44] » Yeah. so that everybody in the state is given that
[46:49] same evaluation performed by the same firm uh to ensure that we're compliant
[46:56] with standards. >> Thank you. I was advised in that meeting
[47:01] that we are considered extremely low risk but that doesn't
[47:07] mean that there's no risk. >> Right. Right.
[47:10] » Thank you.
[47:14] So >> okay then I'll open up for um public
[47:19] participation
[47:32] » then I will close public participation and we will move on um nonpublic. Yeah,
[47:39] I got one item that I would like to discuss with you in publication.
[47:45] » Reputation. All right. Um, I'll make a motion.
[47:50] » We go to
[47:57] a long conversation.
[48:03] » Okay. >> Well, it might be. You need to talk to
[48:05] me. I can have them. >> Okay. Um, these two guys are actually
[48:18] » Okay, I'll be right back.
[48:24] » Ryan, thank you. >> It's always like right. I think I
[48:28] figured out
[48:38] um okay we'll get that
[48:57] Take away two blond payments.
