proceedings are here to talk about
[2:34]
Bansson expansions project and uh
request for some CIP funding.
[2:41]
» Um so I had the opportunity last week to
meet with a couple of trustees and the
[2:49]
architects. Uh through that meeting we
discussed the process. Uh basically what
[2:56]
the process boils down to is uh the
trustees have chosen an architect
[3:05]
architect who will find us to enter into
a scope of work which is in the memo for
[3:11]
you. That scope of work is a feasibility
study and conceptual design for uh a
[3:18]
project at the library yet to be
determined. Uh the scope of that work is
[3:25]
$34,700.
[3:28]
This would be
the initial evaluation to determine
[3:34]
exactly what needs to be done at the
library to meet needs going forward.
[3:42]
As part of this process,
um, the
[3:47]
architect will put out an RFPRFQ
for construction managers to get a
[3:54]
construction manager on board. Uh,
sooner than later, it would find
[3:58]
understanding through the conversation
with the architect that the construction
[4:03]
manager would be at risk so that it
would be no investment to construct the
[4:08]
manager when they came on board.
Um the construction manager would
[4:15]
provide an estimated cost of the
construction for the feasibility and
[4:21]
conceptual design based on a price per
square footage. Um and it would not have
[4:29]
a definitive number until
la later on in the project. the
[4:36]
architect felt comfortable that it would
be close enough to be able to have bond
[4:42]
funding. Uh if this project were to go
forward, what would happen next is the
[4:48]
architect would hold some public input
sessions to hear what citizens have to
[4:55]
say um in advance of going to the 2027
warrant.

If it passes at the 2027 warrant,
uh, from that point, next step would be
[5:09]
to sign a contract with the architects
to secure construction grade documents,
[5:19]
which would allow the construction
manager to go ahead and secure the subs
[5:25]
to be able to build the additional
renovation. Um, as noted in here, the
[5:34]
project is
estimated
[5:38]
based on the
cost provided from the architect at
[5:45]
$31,700.
However, when you look at uh section six
[5:51]
of the standards, terms, and conditions
of the agreement, um there is also a
[5:57]
line for reimburseables. My conversation
with the architect, he felt that $3,000
[6:03]
would be sufficient for reinable for
this phase of the project. Therefore,
[6:08]
the trustees will be looking to leverage
$34,700
[6:13]
from the library building capital
reserve fund to be able to perform scope
[6:18]
uh service provided for the feasibility
and conceptual design of the project.

what the selection process would be for
[6:32]
the construction manager. Um and I think
you can answer questions.

many many library additions and

renovations.
So, um, if you could work on that, truck
[8:59]
manager would be very helpful
establishing a budget and helping us
[9:04]
stay on. But
so, I have a question for you folks.

When when we hire a construction manager
and construction manager invoice comes
[9:18]
to, we come before you again for those
funds from the CIP budget.

That's a little bit down the road, but
uh would that be the process?

fee. There'll only be one in one.

footprint to better utilize the space

and maybe it does require an addition
where that addition plans uh the
[16:26]
architectility
[16:29]
that feasibility space needs conceptual
plan
[16:38]

the fire department space is pretty
limited the way it's set up right now as

far as expansion

go to them after the arguments with with

kickoff meeting and a programming
discussion. He sat with Carol and Tisha
[20:36]
and talked about needs and wants faith.
uh teacher sitting in a little corner in
[20:42]
the children's room and could use some
storage space. So he knew all the
[20:47]
questions to ask because of his
experience with the library. I sat on it
[20:51]
and then he has um measured the
conditions of the existing buildings but
[20:56]
we don't have the documentation yet that
he will come up.

So we're we're barely in step two on a
scope of services.

I would just add the construction
manager, the construction manager really
[21:18]
is not going to be coming on board until
step 17, which is 17 or 19 uh just
[21:24]
before the third public engagement
session, which that's going to put us
[21:31]
if everything goes really smoothly uh in
time frame for budget for. So, I I think
[21:39]
that the way that they have it played
out is is about accurate. It's going to
[21:44]
take them a little bit of time to
get the RFP out interview, but I I think
[21:52]
that it is in alignment with
what I've seen in the past.

there. There's also an empty lot that at
one point had a trailer on it.

point in the future. Uh when I went to

look at this property

five different homes to go look at one
of them was s

I continued to go to Parker Street
instead of Parker.

Uh so then I had to call the realtor and
find out where the heck he was. And it

turns out that's a common problem that
uh package deliverers have

three screens in Lincoln all with the
name Parker

Parker and Parker.
Uh and there's Parker Motel. Um uh say

it's adding someone concerned about
having confusing names uh for purposes
[25:14]
of not just convenience
problem my case but um so first

the parker's court address instead of
going to Parker Street was 10 minutes an

ambulance firefighter

house had broken windshield

and I kind of tried to trace the lead
and went through a a good point that was
[36:53]
brought up and I was consulting with the
other tax collectors is how did they get
[36:56]
a permit to continue building those
unit?

So I was like that's a good point. I
traced it back and what we'd come up
[37:05]
with between Becky and I either
this happened, this transfer happened
[37:11]
August 18th, so Becky would have been
here less than a month at that point. So
[37:15]
either it was an error on her part or
she missed it where it said in the deed
[37:20]
an undivided interest in all common land
also transferred.
[37:24]
But she also pointed out on the
assessing side of it that that land
[37:30]
valuation was being absorbed into those
units as they were built, but the bill
[37:34]
that we were sending to New Jefferson
school base was not going down. So in
[37:39]
either case, this was an affecting
issue.

Uh I think it's RSA 1714. I put it in

assessment a lot. So it could have been

weeks um that I can have a little more
information for you based on select

item about air fees. Um short of that um

that's what I have for you at this point
on how managers report uh I did also

have a conversation with Jay and I
attended a lot of borders grant meeting
[42:27]
um with one country council
we're in fairly good condition as far as
[42:33]
one country council is concerned and the
northern borders are concerned
[42:39]
for the selfie water tank project.
However, um because of that project and
[42:47]
we haven't mobilized for construction
yet, we are not able to apply for any
[42:53]
additional grants through northern
borders which the window is open right
[42:58]
now. So hopefully next year we will have
been able to expend those funds and
[43:05]
we'll be able to apply grant funding. uh
one of the areas that uh they talk about
[43:12]
it next year we're still in what they
describe as distress area uh sewer pump
[43:19]
station very good project you know that
sewer pump station needs attention um
[43:24]
and name is working to program some
engineering products to tackle that
[43:33]
project a little bit so that's what I
have for you in
[43:40]

reports, uh the water systems that are
being attacked around the country, we

said we're at non-compliance in one
area. What was that?

so we are having our system evaluated to
ensure that we meet cyber security
[46:02]
requirements
as outlined by state and federal law to
[46:08]
ensure that we
are not subject to any kind of a

terrorist attack on our water

So we're doing an evaluation just to
comply with state standards, federal
[46:29]
