here in kind of the logistics of how the

grant program for the lodgers tax works.
So, she's here this evening and may join
[0:36]
us in August, too, if uh if uh if she
had her schedule allow, but she's
[0:40]
obviously obviously busy putting
together the city budget. So, we
[0:43]
appreciate you being here. And then I
will issue my standard apology for the
[0:47]
climate control or lack thereof here.

[0:52]
month or so out from it being done.
Unless I just jinxed us. probably just

>> But it's it is someone asked me how the
[1:01]
summer is going. Well, it's an adventure
because every day we don't aren't sure
[1:04]
if it's going to be 65 or 85 in building
and it kind of depends on what part of
[1:08]
the building you're in. But we are
staying close to the end of the project
[1:13]
and that
>> libraries also have been an exciting and
[1:19]
um surprising turn kind of summer. We're
not like if we're not sure if it's going
[1:24]
to be 65 or 85 in the in the museum. Uh
we're not sure if we're gonna have
[1:28]
65,000 or 85,000 people at the library.
Um [laughter]

no, to to uh to be serious, I want to
sing the praises of my team in terms of
[1:36]
their ability to pivot and adapt. Um we
have had um some some unusually
[1:43]
some unusual traffic patterns at the
library, which I mean summer is
[1:46]
typically our busy season over across
the street. That's no surprise, but it
[1:50]
seems like a lot of our programs are and
a lot of our activities are seeing much
[1:54]
more participation than usual in a year
when we're having some vacancies in key
[1:57]
positions. So, credit to the team um for
pulling together and making things work.
[2:04]
Um not always easy, but they're doing a
great job of continuing to serve our
[2:08]
community through through the summer,
and I just want to give credit to them
[2:11]
for that.
>> Excellent. Uh our summer, our high
[2:14]
activity season runs through the end of
July for the under 18 crowd, 18 and
[2:18]
under crowd. Um adults get an extra
month into August and before we know it,
[2:22]
we'll be in the school year. So

Arts and Culture Board is not authorized

comment or take action at the meeting on

any issue raised by public comment that
is not part of tonight's agenda. Um, we
[2:48]
can refer the matter to the appropriate
city staff for immediate comment after
[2:53]
public comment or to obtain additional
information and report back to the board
[2:56]
as I do see we've got somebody here

Uh, hi Arts and Culture Board. My name
is Pam Chaporn. I'm the downtown and um
[3:18]
I was looking at the economic impact
report with interest. I think it's
[3:25]
great. Um, but something struck me right
away, really glaringly obvious. And so
[3:31]
um that's what I'm going to talk about.
Um
[3:36]
the f first thing it says is uh looking
at visitation drivers, resource
[3:42]
activation and datadriven strategies.
You know arts and culture in the picture
[3:47]
is downtown.
Downtown is a historic preservation
[3:52]
district and the sense of place and the
buildings and the place where art is
[3:57]
installed is in a historic preservation
district. If you can't look at the
[4:02]
buildings and the structures, I don't
think you have the same arts and culture
[4:05]
experience. And historic preservation
needs the same things, visitation
[4:10]
drivers, resource activation, and
datadriven strategies. And the economic
[4:15]
impacts are can be great or they can be
harmed by mistakes made with historic
[4:22]
preservation as much as it can with arts
and culture. In fact, maybe more because
[4:27]
Littleton's historic um you know for
downtown the comment was made uh 20
[4:32]
years ago there was nobody down there
but then we created the district and
[4:36]
slowly that changed.
Um, and you could say it's a vital
[4:41]
component of what downtown is. Uh,
Hudson Gardens could be considered
[4:48]
historic. I don't know where where we're
going to go with that, but anyway, um,
[4:52]
that sense of place and and, uh, the the
economic asset that you have by historic
[4:58]
preservation cannot be separated from
arts and culture. I think um, that isn't
[5:04]
your job. It's our sta our city
management's job and it's not being
[5:09]
performed. Um I don't want to sound
uh like I'm trying to uh it's a problem
[5:18]
that we have that small cities have. um
oftentimes they don't integrate work
[5:25]
well and we have a historic board and
commission history where the division of
[5:32]
labor doesn't reflect
these realities of um the
[5:37]
interdependency of the sense of place,
the architecture, the buildings and the
[5:41]
arts and culture that's there. So, um,
so this report is interesting to me
[5:49]
because just imagine what it would be if
it relied on a sense of place with
[5:53]
historic preservation and um, we could
count on that and then we could look at
[5:58]
other places and buildings that would be
city assets as well. We need money for
[6:03]
historic preservation and we're not
getting it. We need attention and we
[6:08]
need design standards that we used to
have which we don't have anymore. and
[6:12]
I'm really fearful that we're going to
lose our historic assets.

» So, um, that's what I wanted to bring to

Um, moving into old business um the arts
and culture economic impact study and
[6:39]
memo, we did have um economic
development out recently to share with
[6:46]
us and I believe there was an email sent
from Tim with some updates um regarding
[6:51]
impact study. There were a few things
that um staff was able to catch and I
[6:56]
also think a few board members caught as
well. So, thank you for reviewing that
[6:59]
and sending in all of those um updates
and changes. This is really just to kind
[7:04]
of close the loop with this. Um there's
no formal action really needed tonight,
[7:08]
but I wanted to make sure we had a few
minutes to discuss if there were any
[7:12]
questions or anything we wanted to um
you know, talk about before we move into
[7:17]
our new business. So, sure if there's
anybody that has
[7:24]

This will be on um the 28th, July 28th,
[7:29]
the same night that we'll be doing our
recap for the Arts and Culture Board,
[7:32]
but I hope all of them um but I believe
they are we're scheduled first.

Um, no, my my comments were mostly in

that there was I think some research
oversight or very glaring things that
[8:17]
were left out that hopefully will be
incorporated. Um,
[8:22]
that I I trust with the incorporation of
of those very glaring elements, the
[8:28]
overall report will have more
credibility to our city council.

those catches over to economic

development. I talked to Rachel
yesterday and those will all be passed

on to BBC and incorporated into the into

museum. So, the rest of them seem to be

all of that for us.

harvest festival, which we know because
we handc count attendees. Um, which know

we know that to be much greater than the

in town that were included in that um
[9:57]
seem they corroborated. They said that
that that that that number was like
[10:01]
roughly what they would expect.
>> Great. And and to be fair, the museum
[10:05]
has kind of been an outlier since the
city first started using Placer AI the
[10:09]
very first year that or the when they
were actually test driving it. Um our
[10:13]
numbers just didn't match up at all. So
we we so we didn't haven't done a lot
[10:16]
with we haven't really anything with
Placer. We rely on our on our accounts.
[10:20]
So I do think it may just be something
with with us and our location. It's and
[10:24]
it's cell phone pings versus hand counts
too. So there's there's some anomaly
[10:28]
with us it seems like, but everyone else
did did say that it was it was pretty
[10:33]
accurate. Nobody was spot on with the
exact number, but it was it was accurate
[10:36]
enough that they were comfortable with
it.

we have is the depot art gallery. Um,
they have requested a extension for

for that grant um which is for the
storage shed. They are requesting a

one-year extension. They need public
works to come out and install a pad and
[11:34]
they just haven't been able to do that.
So, this is something that's outside of
[11:37]
their control. Um but I wanted to make
sure that we had this in front of you.

And because they're requesting an
extension, we do need a yes no vote on
[11:46]
this. Um, I don't know if anybody have
questions about this or if you already
[11:50]
had a chance to take a look at their
requests that they sent over.

And onto the fence,
loaders, tax grants. Um, tiers one,
[12:22]
three, and four. I think everybody has
their binders. Um, by now, tier one and
[12:27]
tier three. Um, in past year, we talked
about this, are typically considered
[12:33]
passroughs for us, designated by
council. Um, this is the first year, I
[12:37]
have to say, that everybody that's
sitting on the board has gone through a
[12:41]
grant season. So, I think that's really
exciting. I um I love that we've all had
[12:46]
a little bit of experience because it's
hard to catch up to that. So, I just
[12:50]
wanted to recognize that tonight and say
thank you to everybody because I think
[12:54]
that that's really um a great thing for
us that we've all been here. Um tier one
[12:58]
and tier three. Um
I don't know if there's any discussion
[13:04]
or some questions about tier one. if we
want to talk about that first
[13:10]

[13:17]
» just a few reminders too um that tiers
one and three are essentially passroughs
[13:24]
to council um and tier four is probably
the one where we have the most wiggle
[13:30]
room I'd say. Um, and another really
good piece of news actually that's very
[13:35]
exciting is that our projected lodgers
tax revenue is up.

» Uh, last we heard from finance
department is up by around 45,000 which
[13:47]
is great um because as Tim said earlier
today in a meeting since lodgers tax and
[13:53]
the first year we were down 120,000
second year down an additional 100,000
[13:58]
and the third year an additional 100,000
on top of that. So I think this is
[14:03]
probably
uh it's like the opposite of the canary
[14:07]
in the coal mine. It's a good thing.

» So does that change the um the number of
grants in two?
[14:18]
» It didn't change the number. What we did
was right now I think we're about 45,000
[14:23]
ahead of where we were last year but
because it's still fairly early in the
[14:26]
year we haven't we haven't recommended
using that at this point. But we'll be
[14:29]
coming back in August to do tier 2.
We'll have some more updated numbers for
[14:33]
you. You can tell you whether that trend
line um has has continued or whether
[14:36]
there's been any change to it. So, we're
trying to hold off as long as we can
[14:40]
before we allocate just to see if
there's there's a a slide back.

» I wrote down those estimates for each
those dollar estimates if anyone's
[14:48]
interested in hearing them. I mean, it
might change again by next month, but um
[14:53]
you guys want you want me to tell I can
read them out?

Um and with that estimated revenue that
comes to approximately 439,000.

Um so it's around 98,000 per uh

point, I would love to entertain the

notion of holding tier one at $100,000
each, holding tier three at $100,000
[16:13]
or whatever it is. It's 15% of our

trying to figure out what to do with

and I think it's an interesting

historically have do a little bit of
creative rounding to benefit the tier
[16:44]
twos and the or the tier twos and the
tier fours.

» I think maybe we can make a note of that
for when we do the policy because um we
[16:52]
will be having every year we do the
policy discussion followup after the
[16:56]
grants and I think that that is
something that we should definitely have
[17:00]
on that list to discuss. Um maybe we can
make a note of that. I know you'll
[17:04]
remember, but that way we can have it we
can parking lot it if you will. And then
[17:09]
um if there's other thoughts that you
guys have too for policy um you know
[17:14]
updates, changes, just thoughts or
questions um or even um the
[17:20]
organizations that are in tier one.
That's a a conversation for when we go
[17:24]
back and circle back to that. I think
we've had that discussion before, but I
[17:27]
do think that there's some um need to
revisit that as well. So maybe we can
[17:31]
put that in the parking lot and we can
that when we have the policy um
[17:36]
discussions, but thank you for bringing
that up. I think that's definitely
[17:39]
something that we need to discuss.

parking lot that's a little closer to

data on like the actual attendance.

economic development report, but I would

love to see a little bit more like I
guess grassroots information about that

and like how these numbers on social
translate to you know people in hotel
[22:50]
beds.

whoever gets the most recommendations
with room for discussion at the August

meeting.

build in discussion time in each in each
of the the grant areas because we know

that there will be some conversation
about individual grants and also sort

since this is the first time we've read
this exact format. uh you know just

exactly how the mechanics should work
too but we definitely we're planning to

build in and we've been bringing this to
leadership for our next meeting. Um but
[32:48]
plan was to have each one of those three
grant categories um with the the
[32:54]
spreadsheet as Ann was saying and then
discussion about them. We assume that
[32:57]
there will be some back and forth among
board members to uh unless you unless
[33:01]
you all pick the exact same um applicant
recipients which we didn't think was
[33:06]
super likely. [laughter]

it will sort of depend on what the vote
distribution looks like. You know, if
[33:14]
there's a bunch of ones that get equal
votes, then of course
[33:19]
I don't I don't actually know what
that's going to look like yet. But if

people have recommendations or thoughts
on that, maybe we should talk about that
[33:26]
now.

research on their own because I know we
[34:14]
have a lot of very research driven folks
here. Um so, it does um lend itself. I
[34:20]
think the starting point is that that
score and then of course you know
[34:25]
comments discussion from there to kind
of see where we end up.

have people that are just out. One of
the questions I have is in past years I

know stadium funding is not a thing

we've had in past years that we've kind

of directed? Nothing.

think the two the two that we had in the
[35:01]
past two years were the stadium funding
and local partnership. Um most of them
[35:05]
went into stadium funding because they
were youth oriented type of type of
[35:09]
programming. I doubt there will be a lot
of opportunity. We will we'll double
[35:12]
check with the CMO and see whether
whether there is any opportunity for for
[35:16]
referrals into the local partnership,
but that does tend to be fairly
[35:20]
competitive already. We're we're kind of
anticipating we'll just be it will just
[35:24]
be our our grant fun this year.
if if we can just for my own greedy
[35:32]
purpose. Um I will not be here in August
and
[35:37]
» um Becky and Anna have said I could send
in my my vote. Um, the one thing that I
[35:44]
have doubts about,
if we can talk about it, is um, the
[35:49]
South Suburban, South Plat Park, um, the
museum. And, um, I really want to give
[35:57]
that money. I really want them to work
on that nature center.

My question is um you know we're giving
tier one to Hudson Gardens which is
[36:09]
really South Suburban
>> and South Suburban has a gigantic budget

and also like when I read about it it
seemed like because of the new
[36:17]
development we should especially do an
upgrade like why why is why are the

developers not doing that or or South
Suburban like does anyone have any
[36:29]
insight into that one way or the other

into that grant.

» I don't I don't have any insight on it,
but I I think it's a valid question. I I

unless I'm forgetting something, I don't
believe in any of the first regrant
[36:46]
cycles we've ever had a tier one double
tip.

we've all been collaborative, and we've

to the best consensus. So, I think if we
come in with that mindset, ready to

discuss, having those questions,

if you have some of those, um, you know,
we'd like to also be able to have those
[39:26]
come up in that conversation. I think
it's important to do that. Um, we can go
[39:31]
through all of that when we get to tier
two.

there are questions, even though we're

other people from there and then as we

all know as board members loves free
labor. So they promoted me to [laughter]

» I was down there for eight hours two
hours for chaos.

» Very yeah I don't know why they they
didn't start loading people in until two
[46:21]
hours before the event and that was not
enough time.

» So and I had a volunteer shirt and a
walkie-talkie. So the number of people
[46:28]
running up to me saying what do I do?
what do I do? And I'm like, he didn't
[46:32]
train me. He gave me a walkie-talkie on
the street. Yeah.
[46:36]
» But it all worked out fine. We had one
power outage with that 80s band right
[46:40]
before they were going to end one of
their sets, so it wasn't a big deal. And
[46:43]
then everything else went on without a
hitch, so it was it was great. It was a
[46:47]
lot of fun. It was exhausting, but it
was a lot of fun. You got a shirt and a
[46:51]
walk. I WAS
[laughter] like two shifts of
[46:55]
volunteers, and the second one just
never showed up. Three people were just
[47:00]
not there. But by then everything was
kind of flowing.

» One of them kept texting me [laughter]
first. They told us to do a group chat
[47:07]
and then like I did to the second group
and one of the three people who were
[47:12]
signed up immediately texted stop. And
I'm like [laughter] okay

not spam text but okay. And then another
one kept texting saying I'm here. I'm
[47:22]
here. And I'm like I'm right behind town
hall. I'm waiting for you in the alley.

Never show up.
>> Wow. So, but it was okay by then. It was

then July 4th season, Hudson Gardens did

else was there, but 3,500 people I think

will say that uh Katie and I have been
working uh with Alexandria and the

Illuminate event to host a walking an
art walk

in stores throughout downtown.
