[23:48] years old, but the structure is in need
[23:50] of replacement, as is the the vinyl. It
[23:53] was at one point struck by a truck that
[23:55] was dumping salt in the in the shed and
[23:57] tore it. Uh but at any rate, this um
[24:01] ordinance will authorize a purchase
[24:02] agreement with uh Miller Builders who
[24:06] was um secured through Sourcewell, which
[24:09] is a cooperative that satisfies the
[24:11] state competitive bidding requirement.
[24:13] Uh so this will authorize a contract for
[24:16] $99,461
[24:19] to replace both the the structure and
[24:22] the vinyl over the salt dome.

[27:45] fund down to the reserve. This doesn't
[27:47] take into consideration the end of year
[27:48] balance. It's just from a cash flow
[27:50] perspective. It keeps that reserve in
[27:53] the general fund. And then $98,000
[27:57] also transferred to the capital fund.
[27:59] Um, if you'll remember, there were some
[28:02] when the baseball fields were put in,
[28:04] there were some issues related to the
[28:05] contract language and things that we
[28:07] were purchasing versus the um the
[28:11] contractor. And so, um, some of that has
[28:14] to be paid for. So, that's what some of
[28:16] this money is for. And then there were
[28:18] also some expenses related to the um
[28:21] concession standrestrooms
[28:24] that weren't accounted for when the when
[28:26] the um estimate for it to be put in um
[28:29] was done. So these uh funds, this
[28:32] $98,000
[28:34] um covers all of those unanticipated
[28:36] expenses and uh issues stemming from the
[28:40] completion of the the ball fields with
[28:42] the the contractor.

[34:28] it's also important to point out uh the contingency funds that were in the
[34:33] renovation portion of the um
[34:38] uh or the funds that were contingency in
[34:42] the contract for renovation. I think
[34:45] it's fair to say those likely would have
[34:48] been used if not more based on what they
[34:51] found when they got under construction.
[34:53] With new construction, um it's less
[34:57] likely, not that they won't get used,
[34:59] but it's less likely that those
[35:01] contingency funds would be used because
[35:02] there's a lot less question marks and
[35:04] there's over just over $400,000 in
[35:07] contingency funds in this contract. So I
[35:10] guess all I'm saying is ideally we will
[35:12] come in uh below 4 million um in in in a perfect world. Um but that is in
[35:20] fact the estimate currently for the
[35:22] construction of a new city hall.

[38:09] wheelchair bound or relied on um other means to to for mobility could
[38:16] still navigate the the building. Uh that
[38:19] is not the case with ours. I I think
[38:21] many of the council members have seen
[38:23] some of what we deal with at city hall.
[38:25] If someone were to apply uh for an open
[38:30] position at city hall and they happen to
[38:33] be wheelchair bound, uh we would not be
[38:37] able to accommodate them. Um it's it's that bad. Uh it's um
[38:44] it's it's bad. There's no other way to
[38:45] describe it. We are the furthest thing
[38:46] that you could be from uh being
[38:49] handicapped accessible. And and that is
[38:52] probably one of the most important
[38:54] things that we we need to fix. And we
[38:56] could fix it in this building, but you
[38:59] saw what the cost was. That was one of
[39:01] the drivers is the fact that that
[39:04] building actually exists on four
[39:05] different elevations and you would have
[39:08] to make accommodations between each of
[39:10] those elevations for wheelchair access.

[39:13] >> And some of those restrooms are like
[39:15] three foot wide
[39:17] >> if Yeah. It's Yes. It's
[39:21] Yeah, none of the restrooms meet the ADA
[39:23] requirements. Um, but to your point, one

[40:03] city hall. It literally would have been
[40:05] stripped down to the to the bare bones
[40:07] and and everything would have been
[40:08] replaced.
[40:11] >> And this is the building that houses the
[40:13] people that are running our city. So, I
[40:15] think it's important that it is up to
[40:16] code and it's, you know, functional and
[40:19] safe for everybody.
[40:19] >> And that's that's the other part um is the security factor. Somebody anybody
[40:25] could walk into city hall and access
[40:28] quite frankly every part of the
[40:30] building. And if somebody was, I guess,
[40:32] savvy enough, they could enter city
[40:33] hall, not leave and and and be there
[40:36] overnight. And unless we swept the
[40:39] entire building every night, we would we
[40:41] would never know that.

[42:42] obviously need to get it going as

[52:34] process. She's been extremely helpful.
[52:36] She has a really good relationship with
[52:38] um our current uh income tax software
[52:41] vendor to make sure that that data is
[52:43] shared with Rita and everything. So
[52:44] she's been uh invaluable. So I want to
[52:47] say thank you to her. Uh also just real
[52:50] briefly um the the Ritman officer uh who
[52:54] was tragically
[52:56] killed in the line of duty last night. I
[52:58] knew him. Uh he was a really really good
[53:01] guy and it's it's just always sad. So
[53:03] thoughts thoughts and prayers with his
[53:05] family and and the victims of that as
[53:08] well.
