[11:40] July 4th holiday that developed with

[11:45] practical opportunity for normal

[11:46] preparation, uh you responded quickly

[11:48] and took initiative to coordinate among

[11:50] the volunteer fire companies, our public

[11:52] safety agencies, municipal personnel,

[11:55] and other emergency partners. By

[11:57] maintaining clear communication,

[11:59] identifying immediate needs, directing

[12:01] resources where they were most critical,

[12:03] and remaining actively engaged

[12:05] throughout the response, you helped

[12:06] ensure a coordinated and effective

[12:08] effort under rapidly changing

[12:10] conditions. Your calm leadership,

[12:13] flexibility, and willingness to take on

[12:15] responsibilities beyond your usual

[12:16] duties supported public safety and

[12:19] demonstrated an exceptional commitment

[12:21] to the community and the administration

[18:06] item is just a update on zoning hearing

[18:08] board. Uh there was no meeting in

[18:10] August. Uh and we have not received any

[18:12] applications to the deadline for the

[18:14] September meeting. So there will not be

[18:16] a September zoning.

[18:21] Uh second item uh is discussion and

[18:23] possible action approving the uh

[18:25] following waiverss associated with storm

[18:27] water management system for the proposed

[18:29] parking expansion at 30 385 Gettysburg

[18:32] road dairy farmers of America. Um and

[18:36] forgive me hindsight I probably should

[18:37] have provided a memo to the board. Um

[18:39] but just just to give a little context

[18:42] uh if the board may recall uh the

[18:44] Gettysburg portion of the old portion of

[18:47] Gettysburg road along dairy farmers was

[18:49] vacated. Um the right of way uh and

[18:52] there was a subdivision plan lot

[18:55] consolidation that the board approved

[18:57] and was supported as well. Uh what what

[19:00] that did was was help the existing dairy

[19:02] farmers of America parcel uh just just

[19:06] get in line with with a lot of

[19:08] nonconformities which included their lot

[19:10] coverage. Uh what they have done and

[19:14] they're they proposed a parking

[19:16] expansion which still complies with the

[19:19] existing law coverage but it will really

[19:21] help them out. Uh if the board recalls

[19:24] when when PepsiCo did when dairy farmers

[19:26] did the um a couple of presentation that

[19:30] they've done they just they just have a

[19:32] a large amount of a large volume of the

[19:36] Frappuccino that comes in and out of

[19:38] there and they have a they have a really

[19:39] tough time with their parking their

[19:41] trucks.

[19:42] this parking expansion, this uh they've

[19:45] proposed the storm water management uh

[19:47] system. Uh we've it's under review at

[19:50] this point, but with it uh they've got

[19:53] zero infiltration out there. Uh and

[19:55] because of that uh they are proposing

[19:57] the the managed release concept and with

[20:00] that of course the the volume from our

[20:04] storm water storm management ordinance.

[20:07] Also, um the minimum 12 in diameter pipe

[20:12] uh is is not necessary for the discharge

[20:15] pipe as we're reviewing this. So,

[20:17] they're also requesting um a a waiver of

[20:21] that and then the alternate proposed a

[20:23] discharge.

[20:27] So, our township engineer and staff

[20:30] would recommend.

[22:10] item is discussion of SLD

[22:14] number 2026-04.

[22:16] This is the Liberty Forge phase one

[22:18] final subdivision and land development

[22:20] plan. Um, just I I'll just give a a

[22:23] brief um just a just a brief summary of

[22:27] of the plan itself. Um, if the board

[22:30] recalls, uh,

[22:33] preliminary plan was was approved on

[22:36] January 26th of 2026. Uh that proposes

[22:40] 193 dwelling units

[22:42] uh age restricted 55 plus. Uh the the

[22:46] phase one plan before you is the final

[22:49] plan uh and it proposes the subdivision

[22:51] of the existing creekide mini golf

[22:54] course um and driving range. Um and lot

[22:57] two proposes the construction of 53 of

[23:00] the dwelling units, a community building

[23:04] and associated storm water open space,

[23:06] water line extension along Lisburn Road,

[23:09] and the roadway improvements.

[23:12] Uh tonight, uh RGS and the rest of the

[23:15] development team are here to present

[23:35] Good evening. Jake Kger from RGS

[23:37] Associates uh here on behalf of the

[23:39] applicant. Um EG Stoulles Foods. Um

[23:42] we're in front of you back in January as

[23:44] Isaac uh mentioned. Um so I'll be I'll

[23:47] be brief and just our review and um then

[23:49] we can I'll take any questions you might

[23:50] have. Um as mentioned the project's

[23:53] located at the old Liberty Forge at the

[23:55] location at the Liberty Forge golf

[23:57] course and uh dividing into two lots uh

[24:01] on the north side the driving range and

[24:02] restaurant and mini golf will remain um

[24:04] with the development um happening on the

[24:07] other the uh south side of Lisburn Road.

[24:10] Um the uh the district the zoning

[24:13] district is R2 with um and proposing an

[24:16] open space overlay. Um and as mentioned

[24:19] um phase one will include 53 uh units

[24:22] for um for phase one. Um a left turn

[24:25] lane along with pedestrian crossing

[24:27] signal is proposed at the site entrance

[24:29] um off of Lisburn Road. Uh and this HOP

[24:32] is currently in process at at PennDOT.

[24:35] Um emergency access will also be

[24:37] provided um through the existing drive

[24:39] paving um and with a temporary drive

[24:41] connection um

[24:44] temporary drive connection kind of off

[24:46] this edge here that will kind of connect

[24:48] to some of the existing paving for phase

[24:49] one.

[24:52] Um all waiverss proposed with this

[24:54] project are um for phase one are in line

[24:56] with the preliminary plans. Um and these

[24:58] were uh all recommended with the

[25:00] exception of the sidewalk modification

[25:02] along Lisburn. Um where in addition to a

[25:05] 10-ft trail of sidewalk on the on the

[25:08] north side um the board moved to defer

[25:10] sidewalk on the opposite side of Lisburn

[25:12] Road. Um I'm happy to review any other

[25:15] waivers that you have uh questions you

[25:16] have in regard to any waivers if

[25:18] desired. Um and then um the preliminary

[25:21] plan conditions have all been um all

[25:24] been addressed related to plan work um

[25:26] or will be addressed prior to recording.

[25:28] Uh remaining comments are uh

[25:30] administrative um in nature. Um and in

[25:34] addition, we've received a couple

[25:35] conditions from the planning commission

[25:36] and those have all been addressed as

[25:38] well um with the recommendation. So, I'm

[25:40] happy to answer any other questions you

[25:42] might have um or discussion um and we

[25:45] request your approval of the waiverss

[25:47] deferral and the plan tonight. Thank

[25:53] specify what the condition was from the

[25:55] planning commission? Was that with

[25:56] respect to the lighting for the

[25:57] mailboxes?

[26:01] » The other conditions were for the tree

[26:04] cleanup along Lisburn um and um and that

[26:07] was already kind of addressed on the

[26:08] plans previously. So, the only new

[26:11] additional one was the lighting at the

[26:12] mailbox.

[26:28] » We got I guess we'll go to Director

[26:30] Sweeney. Um,

[26:33] you know, sometimes a lot of our

[26:35] waiverss are to actually

[26:38] permit the applicant not to do things

[26:40] that they should be, you know, or due to

[26:42] certain specific reasons. But in this

[26:44] case, it actually seems like several of

[26:46] these are

[26:49] they're doing an alternate thing that's

[26:50] more preferential that actually would be

[26:53] better in the long term. Is that my

[26:55] understanding for several of these?

[26:58] I was gonna say given the site

[27:00] conditions

[27:02] and working through plan commission

[27:05] in a lot of cases all

[27:08] » Okay so in this case it's less of kind

[27:11] of exempting them from following certain

[27:13] rules and more so getting something

[27:15] better for what will be long term for

[27:18] the that community and the development

[27:20] » That is correct I mean the plane

[27:22] commission had strong feelings about the

[27:25] connectivity and walking

[27:36] Yeah, because I think I saw in that

[27:38] specific one, the sidewalk deferral

[27:40] number three by moving it to the the

[27:43] other side of Lisburn, it actually makes

[27:45] it a much safer walkway, getting it

[27:47] further off Lisburn Road than even

[27:50] though ideally it would be the same side

[27:52] as the development, but by crossing it

[27:55] over you safer walkway. Is that my

[27:57] understanding?

[27:58] » That is correct.

[28:02] » I think just to add to that too, Vice

[28:04] President Naggie, by moving it to the

[28:06] other side, it allows more connect

[28:08] easier connectivity to the park, which I

[28:12] would imagine is the over overall goal

[28:14] in this area.

[28:17] And with respect to the crosswalk to get

[28:19] to the other side of this proposed

[28:22] trail, can you just explain sort of the

[28:24] safety features that will be in effect

[28:26] for the crosswalk?

[28:27] » Sure. So, it'll be a striped crosswalk

[28:29] and it'll have an overhead warning

[28:31] system um that we permitted through the

[28:33] PennDOT HOP. Um but it's it's similar to

[28:36] one that's proposed somewhere else in

[28:38] the township as far as the crossing and

[28:40] it's a lighted system.

[28:55] approvals in the alternate for some of

[28:57] these items?

[29:00] » From my end, these are pretty identical

[29:03] to what we've we've seen just a short

[29:05] time ago and approved. So I at this

[29:08] point I don't have any questions.

[29:14] questions or insight from your role with

[29:16] the planning commission?

[29:20] » Um, the uh the only thing that comes to

[29:22] mind from the planning commission was

[29:25] the uh that that hasn't already been

[29:27] discussed. Um was the uh uh fire

[35:21] mean, there's nothing we can do about

[35:23] that. I mean this this small section

[35:28] you know it's it's kind of a pendot

[35:29] thing be tough for us to overroll that

[35:32] anyway but I mean Lisburn road is just I

[35:36] I just think it's such a unsafe road to

[35:39] be traveling on a bicycle because of the

[35:41] speed and because of the the lack of

[35:44] line of sight you're coming over some of

[35:45] these hills when the bicycles you know

[35:47] you come over kind of come over down and

[35:50] come back up another one the bicycles

[35:52] are traveling extremely And you can't

[35:54] really see them in a lot of points until

[35:55] you're right on top of them.

[49:06] question on was the actual aquatic fee

[49:08] that they have listed there because that

[49:09] didn't come down much. But he explained

[49:11] that is a 7%

[49:13] charge on the revenue they make and it's

[49:15] based on the previous year. So what they

[49:18] what they did in the fall of 26 is what

[49:20] they pay in February of 27. So we'll

[49:23] actually see that be less in their 28

[49:25] budget for what they do for the fall of

[49:28] 27 when the renovations will be going

[49:30] on.

[49:34] looking for us to um approve and agree

[49:38] if we want to be a part of it and then

[49:40] sign and return the authorization by

[51:32] more of a 5 cent uh per capita increase

[51:36] u attri attributable to the uh to the

[51:39] mandatorium closure. So, um I just

[51:43] wanted to put that out there for

[51:45] perspective. Um and uh so that uh we all

[51:50] sort of understand in the grand scheme

[51:52] of things it's it's not a huge increase

[51:54] and it'll help the organization uh

[51:57] continue to remain viable and provide uh

[51:59] good services to residents um and good

[1:07:22] 50s and 60s

[1:07:29] the street was paved.

[1:07:37] the homeowner became responsible for the

[1:07:39] curb?

[1:07:40] » Again, I don't have the answer.

[1:07:48] are are the responsibility of the

[1:07:50] property owner of the first class

[1:07:51] township code. And that would be true in

[1:07:54] any first class township in the

[1:07:57] goes underneath the public street

[1:08:00] » And again

[1:08:01] I'm I'm only telling you the general

[1:08:03] law. The streets were dedicated when the

[1:08:05] developer completed Rossmo Manor. Okay.

[1:08:07] So, I don't I and again I don't know who

[1:08:09] the engineer approved it that way, but

[1:08:11] that those public improvements were

[1:08:13] accepted by the township, but the

[1:08:15] ongoing maintenance of those curbs and

[1:08:17] sidewalks of the property owner and if

[1:08:19] they aren't done at some point in time,

[1:08:20] there can be assessments levied against

[1:08:22] those property owners.

[1:08:23] » Okay? Including the footing that goes

[1:08:25] underneath the public street just to be

[1:08:27] clear.

[1:08:28] » And again, if that's part of the the

[1:08:30] curving in sidewalk then my answer is

[1:08:32] yes. I just I'm not an engineer but I

[1:08:34] don't see that plan but that ordinarily

[1:08:36] is true of our township and any other

[1:08:38] township.

[1:11:16] and a half inch scratch course and

[1:11:17] wearing course on top.

[1:11:23] answer is it's within within the code

[1:11:26] it's not we're not even able to do that.

[1:11:31] budget matter as well, but I mean I

[1:11:33] think that the rationale with the

[1:11:35] legislature when they wrote the code was

[1:11:36] that should be the homeowner's

[1:11:38] responsibility and and again that's been

[1:11:41] that way as long as there's first class

[1:11:42] and I think that's also true in other

[1:11:44] townships codes. But certainly that's

[1:11:45] been true since the first class township

[1:11:47] code was enacted and they just

[1:11:49] recottified it in 2026. It's still there

[1:11:54] paving project in Allenale we did not

[1:11:55] replace curves and we had some similar

[1:11:57] situations. So some home homeowners

[1:11:59] maybe cutting at the connection to the

[1:12:03] street. But that's been our consistent

[1:12:05] process here to follow the first class

[1:12:06] township code. So I've been here through

[1:12:08] several paving projects. It's consistent

[1:12:11] how we've been the projects.

[1:15:24] I don't want to get into too much detail

[1:15:25] or whatever, but but just how much

[1:15:28] better that school is to attend for all

[1:15:31] the students because of his presence and

[1:15:34] um just the little things. I mean, he

[1:15:36] knows their birthdays. He say, you know,

[1:15:39] he sees them out in public. He talks to

[1:15:40] them. Um a bunch of the students were

[1:15:43] doing a pickle ball tournament um and

[1:15:45] they were short of team and officer

[1:15:47] Lightner and and uh and another has

[1:15:51] joined in to to round out the tournament

[1:15:53] and then they're apparently pretty good

[1:15:55] and disqualified themselves at the end

[1:15:57] so they couldn't win it and and let some

[1:15:59] other teams go on. But those are the

[1:16:01] little things that that really helped

[1:16:03] the community and really helped the

[1:16:04] school and I think that that school

[1:16:06] resource officer program has been a

[1:16:08] tremendous success and a large part of

[1:16:10] it is because of who's in place there

[1:16:13] and so excellent job an excellent job to

[1:16:16] officer. Thank you.

[1:16:21] feedback from others at the high school.

[1:17:21] Lauren Castleberry and and Megan

[1:17:22] Cleansing. Um they were panelists in the

[1:17:25] non-elected panel that day and they just

[1:17:28] did a fabulous job of really explaining

[1:17:31] um sort of how they became involved in

[1:17:32] the park and rec board and and sort of

[1:17:35] what their purpose is and and um why

[1:17:38] they find it to be rewarding. And I I

[1:17:40] just think it's they're they're both

[1:17:41] very valuable assets on the board and uh

[1:17:44] just appreciate them. serving in that

[1:17:46] capacity and also participating in our

[1:17:49] event this past Saturday. So, kudos to

[1:17:51] them. And again, I'll just echo the uh

[1:17:54] sentiments of the board that we hope

[1:17:56] everyone and all the families in our

[1:17:57] township have a wonderful uh first day

[1:18:00] back to school and a safe year ahead.
