[1:56]
Good evening.
[2:00]
Couple things.
First of all,
[2:05]
myself and our board of directors. We
want to say
[2:15]
we couldn't do it without
[2:31]
I don't
[2:35]
believe
[2:54]
in
[2:59]
that will be
So that's the same.
[3:34]
And then also next
[3:58]
Oh yes.
[4:02]
Yes.
[4:17]
We're going to sell them for 25.
[4:22]
That was
[4:32]
all the other people.
So our neighbors
[4:48]
came over myself and
[4:55]
different
[5:01]
area and of course
[5:13]
the study is completed.
[5:19]
September 14.
[5:52]
I don't think so. I think
[6:00]
that's
[6:04]
these are
and
[6:08]
So now
[6:23]
Saturday baseball.
[7:00]
Yes, it's in the basement.
[7:21]
Thank you, Mayor Mayor. Council, in your
packet, cover report indicating uh a
[7:26]
request to conduct a public hearing to
receive comments uh regarding the
[7:29]
proposed code amendments to the zoning
ordinance, copy of the proposed
[7:34]
amendments, the ordinance itself, the
house bill, and the advertisement
[7:38]
including the packet for review. The
principal changes focus on um better
[7:43]
definitions, adding a for data centers,
but not to be added as a use in any
[7:49]
zoning district in town. Like to make
that clear. Uh clarify and better define
[7:54]
public utilities and storage warehouses.
Change the off streetet out of rightway
[7:58]
parking space requirement for multif
family housing. We discussed that
[8:01]
previously, altering chapter 506 uh the
parking section for clarity and
[8:07]
uniformity. and then amending once again
the chapter 517 which is u based on the
[8:15]
solar energy and these are state
legislative changes that came down to us
[8:20]
that were effective July one from the
general assembly and signed into law by
[8:23]
the governor so we really don't have
much of an option we cannot be more
[8:28]
stringent than the state's regulations
allow us to be so we're going to have to
[8:33]
adopt these changes planning commission
held uh they did a review on June 10th
[8:37]
They held a public hearing on July 15th.
They recommend approval to zero. And I
[8:42]
did not receive any comments at all
this.
[9:11]
warehouse.
[9:30]
» Yeah, I believe that's the intent. a
storage warehouse versus an industrial
[9:34]
complex or a factory or associated with
a factory like say for example the door
[9:39]
plant there on Stony Brook. If they had
a material storage wing of that building
[9:45]
that would be part of that industrial
complex but if they had a totally
[9:48]
separate building but all they did was
store goods in that building and then
[9:52]
retrieve them back and forth. Uh that's
a storage warehouse that we'd like to
[9:56]
better find. That was one of the two
that we wanted to clarify. uh because
[10:01]
other localities have had issues with
people misinterpreting that entitle that
[10:07]
that definition. So we just want to be a
little more
[10:09]
» clear.
[10:30]
they could lease it or portion of it
such as the Wallace building where they
[10:34]
will lease a portion of that to two
different vendors for storage inside
[10:37]
that structure. That would be a good
example of storage warehouse. Yes, very
[10:40]
good question. Thank you.
[11:40]
Yes.
>> Yes.
[11:55]
Thank you, mayor. Uh, so since our last
meeting, I did reach out to Miss Gray uh
[12:01]
talked to her um about a few different
items. I brought up an item that was uh
[12:06]
suggested here uh you know, in our last
meeting. I had the superintendent public
[12:11]
works go and take a look at that area as
well as um I discussed it with chief of
[12:17]
police. Um the area is not real
conducive to a like a turnaround. We
[12:24]
could build a a tea or a hammerhead
turnaround there. Some of the concerns
[12:29]
that were raised by staff and and and
reiterated by Miss Gray was that likely
[12:33]
that area would be used by the
neighborhood for parking. They would
[12:37]
park vehicles or trailers in those and
it would be basically
[12:41]
not available for turning around because
they would use that as additional
[12:45]
parking. And so she would prefer plus
her fence would have to come down the
[12:48]
fence that blocks through traffic down
through her property. She would prefer
[12:53]
that the town vacated the entire
rightway and therefore she got 50% and
[12:59]
then the adjacent owner was eligible for
50%.
[13:03]
But in lie of that she said if the town
does not wish to vacate that um she
[13:08]
would hope that we would just do nothing
and by do nothing not only not a
[13:14]
vacation but don't build the road uh
through there and I I told her I said I
[13:19]
don't think that the town has any
contemplation of building that roadway.
[13:22]
It's a very expensive section. I said,
"So, I think the two options that are
[13:27]
available were listed in your staff
report here is either we vacate the
[13:31]
entire thing or we don't vacate any of
it." And uh she said she would be happy
[13:37]
with either of those decisions. She
understands the pressures on the town um
[13:41]
and the fact that this has been a long
time
[13:44]
of use, but she would like to see the
town vacated and then that way she could
[13:51]
at least have the availability for half
of that. that street,
[13:57]
but she has not talked to the adjacent
neighbor either. We were not able to
[14:01]
make contactent.
[14:06]
Yeah,
[14:09]
» the house is in not great repair. We
we've been after him a couple times.
[14:15]
I believe that that owner or that
owner's representative lives now and so
[14:20]
we reached out to them up there, but
they've not expressed
[14:25]
What are our next steps if the town
would like to consider a vacation
[14:30]
public hearing not
this will be notified as long as well
[14:39]
and then hold public hearing and then
there's no adverse comment there.
[14:46]
» She has she's built a driveway over the
years in half of this roadway and put a
[14:51]
storage shed there.
and she as she's getting older, she
[14:57]
would like to make sure that area is
secure for her children, her future,
[15:01]
whatever. And she'd just like to do it
for that reason.
[15:07]
» I can't really see any downside. I mean,
Jason and I have talked about this. You
[15:11]
know, once we vacate that thing, roughly
half of it, 50% goes to one owner, the
[15:15]
other 50% goes to the other owner, and
the town has no responsibility there. We
[15:19]
still maintain our uh you know easements
through there access way through there
[15:24]
for like bur utilities and things like
that but uh it would be basically you
[15:30]
know relinquished to those two property
owners.
[15:35]
Well maybe uh you know if they choose
not to uh survey it into their property
[15:40]
and they just kind of let hang out there
it wouldn't be part of the real estate.
[15:47]
She would have to obtain a quick claim
deed from that adjacent owner to get his
[15:52]
hat and she can do that. If you
remember, we did a similar activity over
[15:57]
here in South Alley with 15 camel street
where we did a quick clean because it
[16:02]
abunded our property and we were able to
obtain that. So,
[16:07]
it doesn't happen a lot, but it is
possible that if she wanted it all, she
[16:11]
could get it all.
[16:26]
property
[16:29]
access.
>> Yes.
[16:35]
» Correct.
[16:41]
» Correct.
[16:45]
She's not getting
all of her
[16:49]
» rights.
[17:05]
» She may do she may offer him a partial
quick claim where she doesn't all of his
[17:11]
half. She only takes the uh the southern
2/3 that would be where she has her
[17:17]
enhanced improvements that kind of go
over that center line a little bit and
[17:20]
leave that front one third where his
driveway is to him. Uh and if if the
[17:26]
neighbor's willing to do that uh with a
survey like you say, then that's between
[17:30]
the two neighbors, you know, to work
that out. But as far as we're concerned,
[17:34]
it's only whether we vacate it or we
don't vacate it. uh we don't really what
[17:38]
arrangements the two property owners
work out in the future is really on them
[17:42]
and but yeah I agree with you that
access point is important for that
[17:47]
adjacent property and so but maybe
they're able to work out something in
[17:51]
the future
[18:07]
and half.
[18:10]
» That's correct. Yep. And that's with in
the cover report that a survey may
[18:15]
reveal that there may be improvements
beyond that 50% mark. And if that's the
[18:20]
case, again, it's between those two
private property owners. Kind of work
[18:23]
that out.
[18:41]
I was under the impression previous
[19:10]
It's not
[19:29]
He's
[19:44]
And I never had to open it up.
Sure.
[20:16]
Yeah, see what the community has to say.
Well, we can we can certainly draft an
[20:20]
ad for a public hearing then and get
that on future meeting agenda and then
[20:25]
we may be able to do the September
meeting. I don't know how much time we
[20:27]
got left, but we'll see what the
advertising schedule allows us. But in
[20:32]
the meantime, you know, I've talked to
her. She doesn't have to do a survey to
[20:36]
do the vacation, but I had recommended
that to her on the phone for the very
[20:40]
reasons that Chuck brought up and kind
of leave that up to her, but we can
[20:44]
record without it.
Oh, it's nice. Yeah.
[20:51]
» Yeah, it's nice. Yep. Cleaned it all up.
>> Thank you.
[20:57]
» Yep. We will.
[21:03]
» Thank you, Mayor. The town council is
requested to review the credit card
[21:09]
purchasing policy. This is largely an
administrative document. Um, it is a new
[21:14]
document and so Brian and I both felt it
to give council opportunity to review
[21:20]
this policy and weigh in on it. Um the
council I'm sorry the uh town does not
[21:25]
currently have a formal policy in place
but current practices include adherence
[21:30]
to adherence to all internal controls
policies and audit standards. The
[21:35]
establishment of the written policy will
further define the regulation and
[21:39]
oversight of the town's purchasing cards
and their keeping. Um the institution of
[21:45]
the policy provides for further
efficiency and accuracy and record
[21:49]
keeping reconciliation and the payment
process. Um you may choose to review the
[21:56]
policy tonight and act on it. Um and if
you would like to make any comments to
[22:02]
future we're happy to hear those as
well.
[22:06]
We have also um provided the draft
policy at several via several weekly
[22:12]
reports. I have received comments
from Mayor and those we've also included
[22:22]
the attached
document that details all the card
[22:27]
holders
for each.
[22:50]
» Um, so if you'll recall previously,
elected to remove several cards. There
[22:55]
were additional cards for several other
several others within the police
[23:04]
department
and so those were eliminated.
[23:12]
each supervisor to have a
[23:21]
bare minimum.
[23:33]
Correct.
There was a slight increase from our
[23:38]
original plan.
Mr. Card
[23:44]
for the purpose of travel and training
for
[24:01]
» um you know it varies month to month
which cards are used. There may be some
[24:06]
departments who don't use their card at
all for any given month. Um, but you
[24:10]
know, obviously they
they don't lose their status.
[24:16]
They would still have that available.
[24:59]
I don't think
[25:10]
Right.
[25:28]
» Yeah. This is one of Daniel's this is
the treasur's office. One of their goals
[25:33]
for the year based on our planning
session for council and so the result
[25:38]
right here.
They've done a great job.
[25:42]
It's definitely
something that's been needed. It's a
[25:45]
good control mechanism. We're a lot more
comfortable with this moving forward and
[25:50]
I think it'll address some of those
issues that
[25:54]
all
[26:37]
Thank you, Mayor Kevin.
for consideration potential action
[26:41]
proposed revisions of chapter 98
[26:48]
primarily on these
[26:54]
draft
[27:00]
there's one change there
[27:05]
also
this with respect to section
[27:11]
21hiced
[27:31]
mobility devices
[27:37]
We have red line draft that shows
proposed changes finance.
[27:49]
There is no public hearing or ad
[28:24]
It's a hiking trail.
[28:30]
» You know, the few times that we've had
horses, they've come in actually
[28:33]
trespassed in from properties up.
[28:52]
» [clears throat]
[29:08]
» Yes.
>> Yes.
[29:25]
Yes, I've been
[29:59]
» [snorts]
[30:22]
» 37 years.
[30:57]
Thank you.
[31:32]
Thank you. Thank you, Mr.
[31:41]
» Thank you, Mayor and Council. Uh, we've
talked about this issue before and there
[31:45]
was a consensus of council to do this,
but in speaking with M.
[31:50]
We never took a formal vote. So, I'm
just asking council to take a formal
[31:55]
vote on this issue to allow me to sign
that partial training easement out
[32:00]
behind Walmart and effectively start
some hopefully some really good things
[32:04]
going out there. So, if you would mind,
I'm happy to answer any questions you
[32:08]
have. I've included a copy of the
drainage document in the packet along
[32:14]
with an exhibit.
So, if you have any questions,
[32:19]
about this issue. Happy to
>> answer.
[32:48]
Thank you.
[32:57]
» Uh thanks, mayor. Uh so in your packet,
town council's request review,
[33:01]
discussion, take action on a resolution
from um VRS that the position of the L
[33:07]
assistant town manager in its current
iteration will be a part-time position.
[33:12]
The document comes directly from VRS. In
fact, we're not able to alter it in any
[33:16]
way, shape, or form.
been approved by their legal staff. Uh
[33:20]
the only thing we're allowed to do is
change the dates and the names which
[33:23]
I've done. Um according to our folks
down at VRS, the position can revert
[33:29]
back to full-time statuses at any point
as authorized by the town. Of course,
[33:34]
the basis for the position is reviewed
annual annually during our budget
[33:37]
planning process. So happy to answer any
questions you might have.
[34:07]
Yes.
>> Yes.
[34:33]
I council Fore
[34:54]
183.
[35:12]
Yes.
>> Yes.
[1:17:36]
Yes. Yes.
[1:17:49]
And business
[1:18:08]
Yes.
[1:18:39]
Whereas
[1:19:00]
service.
[1:19:08]
Whereas
[1:19:32]
service.
[1:19:52]
Principal
[1:20:06]
Your last
[1:20:13]
service.
[1:20:42]
There's a
[1:21:00]
Hold on.
>> She's already read it.
[1:21:15]
[applause]
>> We do need a second. We need a second,
[1:21:19]
don't we?
>> Okay. Okay. Choke. Choke. Second it. All
[1:21:24]
right.
[1:21:38]
» [snorts]
[1:21:46]
» mayor. Thank you.
[1:21:56]
» It is 2:21 in the morning.
[1:22:08]
» [laughter]
[1:22:13]
» Yeah, let's hope so.
[1:22:26]
» September 5th at 4:30.
[1:22:39]
Labor Day weekend
[1:22:43]
on Saturday
[1:22:52]
and then
[1:23:06]
We have approval from both the court
administration and the county.
[1:23:20]
» I bet you do.
[1:23:25]
All right.
[1:23:57]
Much easier to take care of
[1:24:02]
much easier.
[1:24:05]
I will do that tomorrow morning.
[1:24:37]
We usually have each town usually does
two. Yeah, you do two then.
[1:25:02]
Can we keep it to Can we keep it at two
total?
[1:25:05]
» It's okay. It's okay. You show up as an
interested citizen.
[1:25:11]
» Okay. Jerry. All right. And
>> email.
[1:25:23]
» I gota I gota public meeting. So, uh,
superintendent haven't heard back yet
[1:25:27]
from the county. My intention is when I
hear back from AMD to see if AMD will
[1:25:32]
invite superintendent, the new
superintendent schools. I think that
[1:25:35]
would be appropriate. If she doesn't
want to do that or she doesn't mention
[1:25:39]
it, then I have no problem.
>> So, yes, I'll do that.
[1:26:00]
fair.
>> It's fair week. So, we're back on that
[1:26:04]
schedule. Last year a little bit because
we were off. That's the first August
[1:26:07]
work session I think we've had a long
time in the town, but normally in August
[1:26:12]
when it lands fair week, we do not have
work session that month. So, unless you
[1:26:16]
guys tell me we need
I don't really have anything pressing.
[1:26:21]
So, they can't wait till 14th.
[1:26:40]
» Oh, the PR. Yeah.
>> Yeah. We have final they have the final
[1:26:45]
report is going through their part of it
now and then As soon as they get done
[1:26:49]
their internal review, they're going to
meet with me and John
[1:26:55]
and we're going to talk about things and
then uh so it'll be on a council
[1:27:01]
probably be a council work session or
special meeting some point in the
[1:27:04]
future. [clears throat] That's usually a
good place to talk about stuff like
[1:27:06]
that. But yeah, they've got it nearly
complete. We just have to do the local
[1:27:11]
review and then it'll be ready for you
guys to hear. But good news is
[1:27:17]
any specifics or any of that stuff is
that there are there do appear to be
[1:27:21]
some options at the current site.
[1:27:29]
» Oh yeah.
>> No.
[1:27:32]
» No. What what the plan what my plan was
was to have the proposed improvement
[1:27:36]
shown on a story board and then you guys
walk the plant and then they explain the
[1:27:43]
story board while you're there like have
them point it out. this is going to be
[1:27:48]
here. This is going to be demolished and
something else is going to be here. So
[1:27:52]
that I think that'd be very helpful, you
know, for the the investment that we're
[1:27:55]
talking about making here. Uh it's going
to be significant and they're also going
[1:27:59]
to help us with hopefully find some
sources for some of the findings and
[1:28:03]
most of like said will be probably rural
development. I'm going to get our local
[1:28:08]
guy, our regional guy with USDA come in
give a little brief presentation to you
[1:28:13]
guys about water and sewer projects and
if we can bundle some of these together
[1:28:17]
and finance them at a better rate
bundled together be in our best interest
[1:28:21]
to do that. So
[1:28:33]
it's a it's an alter. It was less than
six figures. So, uh they they got the
[1:28:39]
plant because the only thing they built
was the actual plant components. All the
[1:28:43]
major stuff was already there. They just
retrofit a lot of that. But what what I
[1:28:49]
can tell you is what they did
reduce their volume
[1:28:55]
in a week.
So they were able they were able to
[1:29:00]
treat it to a higher level and then they
were able to disperse.
[1:29:07]
So they were actually allight fields
once again.
[1:29:33]
Thank you.
[1:29:39]
» Thank you.
