like that.
>> Yeah,
[0:03]
» I think
it's just about that time.
[0:09]
» Few more seconds.
[0:13]
» Yeah. Anyway,
[0:18]
say uh welcome to the joint meeting of
the boardman and the budget committee
[0:23]
for the town of Wyman. They all want to
salute the
[0:28]
Thank you.
I aliance to the flag of the United
[0:33]
States of America and to the republic
for it stands. One nation under God,
[0:40]
indivisible, with liberty and justice
for all.
[0:44]
» Thank you.
[0:48]
We have uh
it's been a while since I've been on one
[0:52]
of these. So,
>> this is the whole year at least. Uh, I
[0:57]
have a few little housekeeping items
that I'd like to say is I I would like I
[1:02]
would like everybody to be able to be
heard, whatever they have to say. Um, I
[1:07]
like it if only one of us talked at at
the same time. If we could do that, then
[1:12]
I'm cool. And I wanted to know how you
would like to proceed
[1:16]
with this meeting.
>> Down. Um, the budget committee met, they
[1:20]
voted on most items. Um, so I was going
to start off with the very beginning uh
[1:25]
for the select board and then if the
budget committee hasn't voted, I would
[1:29]
weigh in on that. Um, and that's how I
was going to proceed.
[1:33]
» Okay.
>> Same as usual.
[1:34]
» Sounds like a plan.
>> Hey,
[1:36]
» thank you.
>> So for salaries and benefits
[1:40]
1272559
on budget committee voted 41. What say
[1:47]
you select for?
[1:52]
It's a total of the salaries and
benefits.
[1:55]
» All right.
>> Well, is
[2:00]
page seven. So, there's a total of page
four and then on page seven, you have
[2:09]
those two together and that gives you a
warrant article.
[2:12]
» What was the total together?
>> 272 559.
[2:28]
So first time. So we don't vote because
it's a workshop, right? Okay.
[2:32]
» No, this is a meeting.
>> This is our meeting.
[2:36]
» You vote. They already did their vote.
>> So I'm asking you guys your
[2:43]
» your um pleasure. I'll make a motion to
accept the 1 million272559
[2:49]
» second.
>> Any discussion?
[2:53]
» Yes.
>> If I could.
[2:58]
This is a slap in the face.
And I'm not going to make any friends
[3:03]
saying this, but this is a slap in the
face.
[3:07]
In the real world, if you work less
hours, you don't work more money.
[3:15]
I sat here last year and then a town
meeting and all I heard was our
[3:21]
employees are overworked. We need to
hire more help. And we did.
[3:29]
And now apparently there's not enough
work because we're going to reduce the
[3:34]
amount of hours that they work and we're
going to pay them more to do that. Plus,
[3:40]
we're going to build a new town hall
to give them a place to do this less
[3:44]
work.
So, we either need less employees
[3:50]
or less pay.
I'm 60 years old. I still go out and
[3:57]
pound nails every day, whether it's hot,
cold, whatever.
[4:01]
and to watch my property taxes go up
again
[4:06]
so that
to to to pay this these inflated
[4:10]
salaries.
I I've been hearing it from so many
[4:15]
people. They cannot believe
number one that we've cut the hours and
[4:20]
number two that we're going to increase
everybody's pay.
[4:25]
If it was up to me, which it's not, I
would make the town hall hours Thursday,
[4:32]
Friday, and Saturday, have all our
employees be part-time with no benefits.
[4:37]
But I'm not going to have that. You
know, nobody's going to probably support
[4:40]
me on that. But this to me is a slap in
the face to every person that pays taxes
[4:46]
in this town.
>> My opinion only.
[4:50]
» Okay. I think a lot of what you just
said to me is kind of a slap in the face
[4:55]
to our employees in a sense. Are you
here day in and day out and seeing what
[5:02]
they do? Um,
we made a decision based on the fact
[5:07]
that we were actually losing good
employees to other towns because we
[5:11]
weren't keeping up. And part of the
incentive to make a better work life
[5:17]
balance was to close on Fridays. It's
not because they don't have enough work
[5:21]
for Fridays. It's because we were we
were looking for ways to be creative
[5:26]
with our town manager to uh be able to
keep the employees that we have because
[5:33]
they're good employees and we wanted to
retain them. And so you can look at it
[5:38]
that way. I understand your point very
much.
[5:42]
But that's not that's not the case.
[5:47]
» Sorry. Well, I'll second that because we
cut the hours so we could pay them more
[5:51]
without taking out of the funds. So,
that was the way that we could give
[5:55]
people what they needed to be
competitive. Having people coming in and
[5:59]
out, it doesn't do anything for us.
That's my opinion. I'm I'm happy with I
[6:04]
was happy with my vote and going for
this. But this vote on the salary is not
[6:08]
We've already done that. We can still
talk about it, but this vote is for the
[6:12]
COLA increase. Is that right? No, this
is for
[6:15]
» this is for your budget for next year.
>> No, I know. But I thought we had already
[6:19]
changed the hours as well as the hourly.
>> We did. Okay.
[6:23]
» But I'm just going to say that I was
very comfortable in making that
[6:26]
decision.
>> I agree with my colleagues that the
[6:30]
reason why we went in the direction of
closing on Fridays was for uh the sake
[6:36]
of being more competitive with the other
uh communities around us.
[6:41]
Um
[6:44]
it is difficult to find uh good help and
once you do find them do your best to
[6:50]
retain them. And I think this is the
method uh that we're employing to do
[6:55]
just that.
>> It's not a win-win situation. Something
[6:58]
had to come off and it was ours. But I
feel good about giving the books what
[7:02]
they needed so we could keep them.
>> David, I agree with the select board.
[7:10]
Although I do respect the opinion,
um I believe it should be approved.
[7:19]
» Okay. Do anybody else have anything to
add to that?
[7:25]
» Did you all get the handout where it
showed the median? Okay.
[7:30]
» I agree with you all. I think at face
value it looks like they're getting paid
[7:33]
more for doing less. But when you look
at the bigger picture from a management
[7:37]
perspective, I think bringing them up to
the medium that's competitive with the,
[7:42]
you know, the surrounding towns was the
right thing to do.
[7:47]
» Is there any more discussion by the
select board?
[7:51]
All those in favor? I
>> I
[7:54]
» David

[11:44]

>> Move the we approve the amount of $7,500
[16:10]
for the compactor reserve account.
>> Second.
[16:16]
» Moved and seconded. Is there any

[16:20]

>> David,
[16:25]
» I'm sorry.
>> It's okay. You're good. That's
[16:28]
unanimous, too.
[16:32]
» Okay. Town Hall reserves, $100,000.
Uh, budget committee voted 320. Let's
[16:40]
say the slide board.
>> What page is that on? Sorry.
[16:43]
» 32 at the top.
>> Oh, no. They're looking at the wrong
[16:47]
page. I'm like, what?
[16:53]
» What was our recommendation?
>> 320.
[16:58]
We voted yes. She voted no.
Move
[17:02]
» to accept 100,000 for reserves town
hall.
[17:06]
» 100,000.
>> Second.
[17:09]
» All right. It's moved and seconded. Any
discussion?
[17:12]
» Yeah. Someone refresh my me.
>> I'd like to know what the budget
[17:15]
committee number was that we discussed
rather than 100,000.
[17:20]
» You voted the 100,000
>> 3 to two,
[17:24]
» but there was obviously a recommendation
that was different. I had a split vote.
[17:30]
» I I I have zero in my sheet soup.
>> Okay.
[17:39]
» Sorry. What did that cover again? I'm
sorry.
[17:42]
» That's the the town hall expansion.
>> Thank you.
[17:46]
» Yeah.
>> Okay.
[17:49]
» Any more discussion?
>> All those in favor? I
[17:53]
» I
>> David Elves
[17:56]
» I
>> motion carries.
[18:01]
» Good.
>> Uh revaluation reserve 38,000
[18:06]
budget committee voted 32. Let's say the
select board
[18:11]
» move we approve the amount of $38,000
for the reval in reserve account.
[18:20]
» Second. It's moved and seconded. Is
there any discussion?
[18:24]
» Would you like to have a discussion?
>> Are you Would you like to discuss?
[18:29]
» Yeah. I I I don't think there's enough
money there. Uh it's it's going to cost
[18:34]
probably about 350,000.
We've got like four years to go and
[18:39]
there's I don't know what's in them.
What's in it now?
[18:44]
» 150,000
>> as of December 30th.
[18:47]
150,000.
>> Okay. So, we're going to add 38. So
[18:50]
that's 180. That leaves us with
like 300 like another what 150 200,000
[18:57]
to make up in two three years.
>> I don't think the prices of these are
[19:02]
going to go down any in that time frame.
>> We need more money.
[19:06]
I just we're going to end up hitting it
at the end, but we're going to whack it
[19:10]
at the end. But
>> I'm just saying I don't believe there's
[19:13]
enough money in there to cover the
rebound.
[19:14]
» Do you think that's why the vault went
down three to two on?
[19:17]
» Yes. because two of us thought we didn't
have enough money.
[19:19]
» What was the number that you guys were
thinking?
[19:22]
» 50
>> 50,000.
[19:27]
» Well, hearing that
[19:31]
» you don't want to have to pay for it all
at once a year
[19:34]
» because then it hurts more when it's
>> Well, we have the motion moved and
[19:37]
seconded and we're discussing it. So, we
still have to vote this one way or the
[19:41]
other.
My personal opinion is I'm going to let
[19:46]
it ride for this year
despite the the uh what was brought up.
[19:52]
I get that. But uh you all can have fun
with this next year.
[20:00]
» Wait, is there any more discussion?
>> Just with the uh 38 grand, I would uh
[20:05]
increase the balance to about 188,000.
So if you
[20:11]
» got to get to 350 in two years.
>> Well, says here 300,000.
[20:15]
» What's that?
>> The estimate
[20:17]
» it was 250 last time eight years ago.
>> What do you think it's going to be next
[20:21]
time?
>> Well, we're just I'm just looking at
[20:23]
» Well, we have our paperwork. What the
paperwork says is estimated at 300,000
[20:28]
which was previously estimated at
200,000 and we're in year five of 10.
[20:33]
Mhm.
>> Just for the people at home that don't
[20:38]
have this to follow along with.
[20:43]
» So,
>> so we'll be short of 122,000
[20:49]
over the course of four years. So, we
may have to increase it to maybe 50,000
[20:55]
in the subsequent years, but uh I'd be
inclined to go with the 38 for now. Hold
[21:00]
» on. Is there any more discussion on
that?
[21:04]
No
>> hearing n then all those in favor I
[21:08]
» I
>> David
[21:11]
» I
>> anyone who's anyone opposed
[21:15]
it's
>> three to one
[21:19]
motion carries
[21:25]
okay comprehensive plan reserve account
it's new uh we originally put in 10,000
[21:32]
budget committee recommended 5,000 with
a 41 vote. Let's see the board.
[21:42]
» Um,
>> okay.
[21:43]
» What What was the reasoning for a
different number than what were you
[21:48]
recommended?
[21:53]
» I think this it was the comprehensive
plan committee or both.
[21:58]
» This is the comprehensive plan reserve
account. Yeah. How much is in it now?
[22:04]
» It's new.
>> There's nothing in it.
[22:07]
» Yeah.
>> Yeah. We just felt that we weren't going
[22:10]
to need that much.
>> We you I think you've already paid a
[22:13]
bunch for the for the planning people.
>> Yeah.
[22:18]
» Behind it was typically you do comp plan
revisions every 10 years or so, give or
[22:24]
take, and other towns spend about
anywhere from 100 to $200,000.
[22:30]
So, your comprehensive plan committee
has been putting in a lot of work and
[22:34]
SNPDC has been working with us as well
to try to keep the cost down. Um, but in
[22:40]
reality, it's a lot of work.
>> Do we know Do we have any idea what it's
[22:43]
going to cost us this year?
>> Probably half like it's probably going
[22:47]
to be like 50,000 given.
>> Well, we get 10 years to go at 50 grand.
[22:51]
That's
>> guaranteed. It's going to be 50.
[22:54]
» That was that was our point.
[22:59]
and they came to the board and they
said, "This is a lot of work. You need
[23:02]
professionals to do this." Um, so in 10
years, 10,000 every year you get to h
[23:08]
100,000 that's what other communities
are paying 100,000 upwards of $200,000.
[23:14]
» The reason the reason I believe that
we're that a lot of people are paying
[23:18]
that now is because the states made a
lot of rule changes. The last time we
[23:21]
did a comprehensive plan committee, I
don't know, were you on the plan on the
[23:25]
committee? Somebody was tough. They they
spent like 10 grand the last time.
[23:31]
» Yeah.
>> This time there's a lot of different
[23:33]
things that
>> Yeah. There's a lot different laws that
[23:36]
have been changed and
>> do we think in the next 10 years there's
[23:39]
going to be a lot more different laws?
>> I don't know.
[23:42]
» That's our opinion anyway.
>> Okay. One at a time, please. Yes.
[23:46]
» I'll point out that Lyman does not have
an approved comprehensive plan by the
[23:50]
state. like you might have spent $10,000
and approved a comprehensive plan by the
[23:54]
voters, but it hasn't gone through the
state level. So, you kind of miss
[23:59]
opportunities for grants or certain
revenue sharing um because it never went
[24:03]
through the state level to get.
>> Well, that's what we're doing now. I
[24:07]
assume that's why we're going to spend
all this money this time, but we're
[24:11]
going to already have one approved by
the state
[24:15]
» the next time. And we're just going to
have to update it.
[24:18]
» You think it's going to cost 100 grand
to update it? Go ahead.
[24:21]
» We jumped ahead of this a little bit. We
didn't move and second it for our amount
[24:26]
or not. Um because I wanted to know what
the dis the discussion about the
[24:30]
difference. So um based on on that um
I'll entertain a motion for either
[24:37]
number.
>> I I'll make a motion for $10,000 for the
[24:41]
comprehensive plan.
>> Second.
[24:45]
» No. Is there any more discussion?
This is kind of a side question because
[24:49]
uh at the end of the decade we also have
to do the um charter. So will some of
[24:53]
that money be able to be used if we
don't use it?
[24:55]
» I think there's separate
>> separate separate that was deal.
[25:01]
» Thank you.
And just uh for clarification, when we
[25:06]
get to outsource general ad admin, uh
we've got I think 14,000 set aside for
[25:12]
the uh comprehensive plan um contract
with the SNPDC for what's going on right
[25:19]
now.
>> Yeah. For the current one. Yeah.
[25:20]
» Right. But this is for the future.
>> That's right. Okay.
[25:24]
» So, this is on the table for $10,000.
All those in favor? I I
[25:30]
» David Alves. I
>> it's unanimous.
[25:37]
» Ordinance review. We discussed $5,000.
Budget committee recommended $2500
[25:44]
in a 41 vote.
>> Did we jump over?
[25:48]
» Yeah.
[25:51]
» Is capital improvement next?
>> Yeah. I thought it was
[25:56]
» Yeah. Is that on plan?
[26:01]
So, you need to be down here.
>> Yeah, this is this is where we were.
[26:04]
» Comprehensive plan or not review. That's
what I just said.
[26:08]
» Okay. Thank you.
>> Page one.
[26:10]
» I'll make I'll make a motion.
>> It doesn't follow.
[26:13]
» Okay.
>> So, over here, that's where I am.
[26:16]
» Okay.
>> Sorry.
[26:17]
» No problem.
>> I'll make a motion to approve $5,000 for
[26:21]
the ordinance review.
>> Second.
[26:24]
» I don't see discussion.
>> I wasn't here. What is that?
[26:30]
Oh,
>> dash.
[26:34]
» Okay. Thank you.
>> Um,
[26:38]
» sorry, I wasn't here that day, but I got
a refresher of what that was for 5,000.
[26:42]
» The bottom, we're at the bottom of
towards the bottom of page 32
[26:47]
ordinance review, which is a new
>> Mhm.
[26:50]
» It's $5,000. The budget committee voted
uh 2500
[26:55]
» to, I believe, to set money aside. Once
again, Southern Bane Planning to help
[27:00]
with revision of the uh
>> because of all those new laws just like
[27:05]
the comprehensive plan stuff.
[27:11]
» So, we're moved and seconded and
discussing.
[27:15]
Um,
is there any more discussion?
[27:20]
» No.
>> All those in favor?
[27:23]
» I
>> I David Alves
[27:25]
» I.
>> It's a motion. It's carries unanimously.
[27:30]
» Okay. Facilities equipment reserve which
is also new. We discussed 10,000 budget
[27:37]
committee recommending zero in a 50
vote.
[27:43]
» Move to accept the 10,000 for facilities
equipment reserve.
[27:47]
» Second.
>> Okay. This is what we did when we were
[27:52]
talking about a piece of equipment that
was in the budget and we removed that
[27:56]
piece of equipment and said we would
start this. Um,
[28:02]
I know you got to start somewhere and
this person probably needs some we we
[28:07]
out with safe things
for them to do their job. Um, this
[28:14]
person to do his job also. I know um
there's a lot of disagreement
[28:20]
necessarily about it. Uh I think there's
also
[28:26]
you got to realize too that the uh the
town is growing. It's changing. There's
[28:31]
more people. We have that bung. We've
been as a priority. This is a thing uh
[28:38]
that we're starting. This is the first
year with this employee. Um, I think
[28:43]
it's going good and it's really
something that
[28:48]
you you save for the future even though
there's not an exact clear vision
[28:54]
exactly where that is because it's
fluid.
[28:58]
It's it's in its infancy infancy stages
even if I can't say that. And um so
[29:05]
instead of buying that we thought we
would start this and uh and see where it
[29:10]
goes.
And so that 10,000 is on is in our
[29:15]
motion
>> in our opinion or
[29:18]
» I I do
>> uh here again this it doesn't seem to be
[29:24]
a plan. I I I listened to you guys when
you were talking and you said you wanted
[29:28]
to buy piece of equipment to be used by
one of our employees and it'll be used
[29:34]
for various things. Okay. I heard one of
you say you needed one that would lift
[29:39]
2,000 pounds. A piece of equipment
that'll lift 2,000 lbs is going to cost
[29:43]
you 60 plus grand,
maybe more. That's that's not including
[29:49]
any extra attachments you put on. Good.
>> Now you have it. Are you going to only
[29:53]
use it in one location or you're going
to want to move it around? Then you're
[29:56]
going to need a trailer. Then you're
going to need a truck big enough to haul
[29:59]
the trailer. So
>> did I
[30:01]
» That 60,000 is going to turn into
200,000 before we go too far.
[30:07]
» This is what I say. You need to have a
plan. Well, a plan that can be a plan,
[30:13]
but if you're kind of fluid, you don't
really know what's going on yet, how can
[30:18]
you have a plan, a a rigid plan?
>> We talked about we talked about a lot of
[30:24]
things that night. And um also what was
brought up too is
[30:30]
instead of that tractor would would be
mowing equipment, larger mowing
[30:35]
equipment and have that person do some
of the mowing which would take some some
[30:39]
of the mowing money out of the budget.
>> But but you still got to buy the
[30:42]
equipment and buy the equipment to move
it with and by the time you
[30:46]
» doesn't necessarily mean you're going to
move it.
[30:48]
» It's much cheaper to contract it out.
>> Okay. My point to this is you already
[30:54]
have a tractor that's sitting up there
that you were using four days a week and
[30:58]
the rest of the time it just sits there.
That's what we put $25,000 in painting
[31:02]
tractor.
>> I I brought that up in in our discussion
[31:06]
and um that's when we discussed that it
could be a piece of mowing equipment.
[31:11]
It's like I said, we it's not really
fluid yet, but we're starting to think
[31:15]
about that.
So, if you want to put some money away,
[31:19]
you either do or you don't. that you
want to
[31:22]
» I I I agree with Ken on that point. I I
mean that uh the machine up on the hill
[31:28]
should be utilized.
>> I agree.
[31:30]
» Um but either way that I believe that
there should be a reserve set aside for
[31:37]
future decisions so so that we don't
have to uh be surprised and have to put
[31:43]
$50,000 all up at 160 70 whatever it is.
The nice thing about that piece of
[31:49]
equipment also is that it it can be
driven on the road to get from job to or
[31:55]
place to place where it needs to be used
>> instead of having to haul it.
[31:59]
» And I think part of the hesitation to
have any better of a plan is because the
[32:03]
department itself is new and we're not
even through the first season yet to
[32:06]
figure out how that's going to work.
Exactly. That was part of why it was so
[32:10]
kind of blurry. I think maybe it's a
philosophical difference in how you
[32:15]
manage a budget, but in all of my years
of management, I would never go and ask
[32:20]
for money without having a plan. So, it
seems like the carts before the course
[32:25]
here in my opinion to me, you should
take the time to formulate the plan. And
[32:30]
it's not that I don't agree with the
reserve. I think, you know, it would be
[32:34]
a smart thing to do if we knew the
direction we were headed
[32:38]
» and what the goal was. Total respect for
that, Karen. Um, I I just think that
[32:46]
when you're talking municipal versus
private, private can raise the money a
[32:52]
lot faster than usually a municipal can.
So, we're just trying to plan for the
[32:57]
future.
>> Not a matter of raising the money
[33:00]
quicker. It's just a matter of putting
pen to paper and getting a plan together
[33:07]
» which is hard to do in at this moment
where we are in time. Next year at this
[33:11]
time there will be much more of a plan.
Wouldn't you say
[33:16]
» plan originally discussed was like
taking on mowing. So trying to find
[33:21]
equipment for mowing. And I also want to
point out that like historically the
[33:25]
town has benefited from staff allowing
the town to use their own equipment,
[33:30]
tractors and heavy duty equipment and
such. And so it's helped keep expenses
[33:36]
down, but it's not something the town
can require or rely on indefinitely,
[33:40]
just using other people's stuff. And an
example of that is when we did plowing
[33:46]
at the transfer station, we had an
agreement where it was at a very low
[33:50]
cost. And once that arrangement was no
longer there, um then we were hit with
[33:55]
an increase in the budget line because
we couldn't plan for something like that
[33:59]
happened. So that was due to kind of
lack of planning, relying on somebody
[34:03]
else doing something at a really low
cost, which we're very grateful for, but
[34:08]
it's just not something that you can
depend on indefinitely. Um,
[34:13]
» I'd like to add to the amount that Dave
talked about
[34:21]
» the truck,
>> the
[34:26]
» on top of that, you're proposing to
repair
[34:31]
it. I can't think of the name of it.
>> Uh, to repair a a brush.
[34:39]
» Wood chipper. Thank you. Um, now we have
all of this equipment that we're putting
[34:45]
a reserve away for. We have no plan.
Where are you going to put it? Now
[34:50]
you're talking about building a
building. You're talking about a DPW.
[34:55]
You're talking about having a mechanic
on staff.
[34:57]
» Are we talking about that?
>> We never talked about that.
[35:01]
» You are. You're looking at plan to
increase eventually over whatever fivey
[35:07]
year, 10 year plan to end up with the
DPW.
[35:11]
We don't need a DPW in this town.
>> We have not discussed that.
[35:16]
» No, nobody's got that is that's when you
have people and equipment to do work.
[35:22]
» All right.
>> When you're
[35:27]
talking about buying large pieces of
equipment, you're talking about
[35:31]
repairing pieces of equipment that we
haven't used for a very long time. We've
[35:36]
hired a director of facilities,
aka director of DPW.
[35:44]
Now, you want to add more money in
reserve to eventually buy more
[35:50]
equipment, to buy a building.
All of that needs to be reviewed and
[35:56]
discussed before we start putting the
money away for it. I I don't think
[36:00]
putting this off a year is going to
10,000 putting away for till next year's
[36:06]
budget to have a plan in place and see
where that goes.
[36:12]
Oh, that's a good point that I was re
going to save for something else, but um
[36:17]
» I think at this point, you know, we've
got to do what we can do to keep the the
[36:22]
budget in line with what the commitment
is so that taxpayers aren't going to hit
[36:28]
get hit with $18 like they did last
year.
[36:34]
» Any more discussion?
Any more comments?
[36:39]
Hearing none. All those in favor say I.
>> I.
[36:42]
» I. David Elves.
>> I.
[36:45]
» Anyone opposed? Nay.
[36:50]
» Okay. Capital improvement 15,000.
Budget committee recommends 7500
[36:57]
with a 50 vote. What say the board?
[37:06]
I'll make a motion to
accept $15,000 for capital improvement.
[37:13]
» Second.
>> It's moved and seconded. Discussion
[37:24]
hearing none. All those in favor? I
>> I I
[37:32]
» You said I I'm sorry. I
>> Thank you. That's uh unanimous.
[37:39]
board or nothing. Um,
>> can we go back a moment?
[37:45]
» Um, the facilities equipment reserve
>> three to one
[37:50]
» and she got four to zero. So,
>> no, that was me. I voted no.
[37:54]
» I didn't know. I voted that was
[38:02]
» Okay. Um,
there's a disaster. Next page. Bunganut
[38:09]
Park
25,000. Budget
[38:14]
» top of 33.
>> 33.
[38:15]
» Yes.
>> Yanut
[38:18]
Park 25,000. Budget committee
recommended 25,000. 32 vote. What say
[38:24]
the board?
>> Make a motion to accept the 25,000 for
[38:28]
buging up.
>> Second.
[38:31]
» Any discussion? No,
>> that's something
[38:35]
» um in our discussions. Um I won't speak
for everybody. I think most of us, if
[38:41]
not all of us, we're concerned that
there's no plan for that either. Um and
[38:46]
not that I want to take money away from
Bunganut, but I do want to see a plan.
[38:51]
Is it possible to take that 25,000 out
of reserve and put it in CIP and um
[38:59]
label it for beach reclamation?
So, there is a plan. It was distributed
[39:06]
last year. I looked through my notes and
I'll give you guys a copy of it if you
[39:10]
want to pass them down, but it goes
through the expenses. So, this is
[39:14]
primarily for the beach restoration. So
it kind of goes through the estimates
[39:18]
and quotes we got on some stuff and then
there's meeting notes from when I met
[39:22]
with D. So D assured us that if we go
through the NERPA process, it's a
[39:28]
feasible project to restore the beach
and it's also one of the biggest
[39:34]
communities like in in the surveys that
we've done, everybody really wants the
[39:39]
water access there
>> and I agree with that. I'm not saying
[39:42]
take the money out. I'm saying
reclassify it so it's labeled so people
[39:46]
know what we're we're asking for the
money.
[39:49]
» That is a plan. Saying there's no plan.
>> Well, but
[39:53]
» there is a plan.
>> That's
[39:54]
» that's a plan here.
>> When we talk about plan, we talk about
[39:59]
» fiveyear plan. What's going to What is
Buganut Park going to look like in five
[40:02]
years?
>> What's your fiveyear plan look like?
[40:04]
» I don't have one. I'm not It probably
won't even be around in five years.
[40:09]
» You pass that.
But I mean there is we have no plans. We
[40:13]
keep adding money in and we keep
spending it for different things.
[40:17]
» The town has never agreed on what to do
with fun and park.
[40:22]
» Thank you.
[40:26]
» You're not funding a fiveyear plan.
>> I understand we don't have a fiveyear
[40:31]
plan
>> and I think we should have a five plan.
[40:34]
» Well in CIP there's another you know the
sexual and CIP. that very specifically
[40:40]
lays out what monies are being spent at
Monley mansion benches so forth.
[40:47]
Why can't we put this into that section
and label it beach reclamation rather
[40:53]
than leaving it blank in reserves? Well,
as as if I recall, and smack me upside
[41:00]
the head if I if I'm missing it, but the
last few years since we started working
[41:05]
on bunging, that's the amount of money
that we've put into it. And we've been
[41:09]
putting in $25,000 and you can see the
improvements,
[41:14]
» can't you? I don't.
>> I mean, can you at all? But I'm just
[41:17]
saying so it's not like
>> also for the last five years this
[41:22]
committee has asked for a plan
>> and we've asked every year for a plan
[41:26]
and every year we don't get a plan.
>> There's been a plan for the past almost
[41:30]
two years. David,
>> I get one this year.
[41:33]
» Dave, I was just trying to
>> Yes. Sorry. Go ahead, Dave. Say that
[41:36]
again.
>> I just explained to David for the past
[41:38]
two years there's been a plan. It's it's
on it's on paper. All you have to do is
[41:43]
request it. I believe the town manager
is holding it.
[41:47]
So is it
the way he's calling plan? It's a beach
[41:52]
and some some points.
>> There's a beach, some points, there's a
[41:57]
scope of work, there's uh pricing. Uh
you know what exactly are you looking
[42:01]
for for a beach restoration, Dave?
>> I'm not looking for a plan for beach
[42:06]
restoration, Dave. I'm looking for a
total plan for the park. What are we
[42:11]
going to have for buildings? What are we
gonna do for
[42:14]
» We're not We're not going that far,
Dave. You're not You're not $25,000
[42:19]
isn't going to go that far.
[42:23]
» Thank you. You
>> And next year we'll ask for a plan
[42:27]
again. Thank you.
>> Good. Anything else?
[42:30]
» Yes. So my question is is um sorry
Karen, I'm confused. Moving it to
[42:34]
another account is it just so that that
money is set aside just for that because
[42:38]
what would be the difference?
>> That would be the reason. Are you
[42:40]
concerned that
>> because if that doesn't happen, they can
[42:43]
take that money and use it for something
else.
[42:45]
» I could answer. Um,
>> so this year there was there was money
[42:50]
put in the reserve and it was my
understanding it was for beach
[42:54]
reclamation. You know, I know there were
delays and we're waiting for permit and
[42:57]
all of that, but now that money is being
used for kiosks. It's not being used for
[43:02]
beach reclamation. So all I'm asking
doesn't affect the bottom line of the
[43:07]
budget at all is just to reclassify it.
So it can be labeled so people know, you
[43:12]
know, what we're planning on doing and
we could be accountable
[43:16]
» and we are paying I know it has to be
added back in but the kiosk is being
[43:20]
paid for this year.
>> Yeah, I know.
[43:22]
» I know it has to be added back in.
>> I just wanted to add that in there for
[43:25]
anybody who's listening.
>> Thank you. That's all.
[43:29]
» Any more discussion on the 25,000 for
the reserve account for Bunganet that is
[43:35]
going to be used for beach reclamation?
[43:39]
Hearing none. All those in favor say I.
>> I. David Alves.
[43:44]
» I.
>> The motion carries unanimously.
[43:48]
» Fire hydrants 6,000. Budget committee
recommends 6,000 50 vote. What say the
[43:53]
board? Make a motion to accept 6,000 for
fire hydrants.
[43:57]
» Second.
>> Any discussion? I will say I don't I
[44:02]
know there's some in the account
already. I think we're going to be
[44:05]
expending a bunch this year because
there's a lot of hydrants that are not
[44:09]
in good shape.
>> How much is
[44:11]
» they started going dry uh before the
winter, but in our in our budget talks
[44:16]
with the fire commission and the fire
department and when we met and stuff uh
[44:22]
there was we think that it we'll have
enough. But I'm just saying that that's
[44:27]
going to be depleted probably fairly
well because there's a lot of them that
[44:32]
need work that and whatnot and that some
of them aren't holding water. That's not
[44:38]
good if you're a hydrant.
>> I was just asking how much was already
[44:43]
in the account and Joe said 14,400.
>> Sorry that may get 14,400. Sorry.
[44:53]
» Any more discussion? All those in favor?
I. David Alves.
[44:59]
» I.
>> Thank you. It's four to nothing. The
[45:02]
motion carries.
>> Charter Commission $1,000. Budget
[45:06]
committee recommended $1,000
and with a 50 vote. What say the board?
[45:13]
» Move that we approve $1,000 for the
reserve account for the charter
[45:17]
commission.
>> Second.
[45:20]
» Moved and seconded. Is there any
discussion?
[45:24]
Have any discussion?
>> No.
[45:27]
» All those in favor?
>> I.
[45:29]
» David Elves.
>> I.
[45:32]
» Motion carries.
>> Hey, Drive. Uh, Dave Road, Bridge,
[45:38]
Culver, Cousins Bridge 25,000. Budget
committee recommends 25,000 with a 41
[45:45]
vote. Would say the board.
>> Make a motion to accept 25,000 for day
[45:51]
road bridge cover.
I'll second
[45:54]
» which is also known as the cousins
bridge is that
[45:57]
» yes
>> thank you
[45:58]
» number 30 60
[46:03]
» can I ask what the one vote was against
[46:07]
» from the budget committee the one that
was against
[46:11]
» uh that the individual who was against
it was was trying to uh encourage us to
[46:19]
talk to the state and try to get funded
listen Okay, thank you.
[46:23]
» Well, this doesn't preclude that,
>> right?
[46:26]
» But there's this stream.
>> You're looking at the wrong guy.
[46:29]
» Just just saying
>> you're a whole boy that uh
[46:32]
» I I the state does have a uh stream
crossing program that we could apply for
[46:37]
in the future.
>> It's also being heavily funded by your
[46:40]
LRAP fund which comes from the state.
So, it's really not a lot coming.
[46:45]
» You're the chair. You know, one of the
things that I
[46:48]
» that I said was with the amount of
tractor trailers that are illegally
[46:52]
using that road
>> because of DO's construction on Route 35
[46:57]
» that perhaps we should reach out to DOT
and say, "Hey,
[47:01]
» this is partially your fault
>> and maybe we should recoup some money
[47:07]
from them rather than spending our own."
There was something from the from the
[47:10]
federal and state level way back when
called impact aid. When a situation went
[47:14]
like that, when the feds were uh
building something that would impact on
[47:19]
on the state expenses, there would be an
amount to uh to uh compensate for that.
[47:24]
It'd be worthwhile. Maybe contacting uh
>> our state representatives, particularly
[47:29]
the general reason why we can't
>> transportation committee
[47:32]
» be worthwhile. I've spoken to him about
it. He's like, "Oh yeah, by all means."
[47:36]
Okay.
>> Well, we can still do that. So
[47:38]
» yeah, it's not just me.
>> Is there any more discussion about this
[47:41]
right here and now?
>> Okay,
[47:44]
» go ahead.
>> No, I I asked if there was anything
[47:47]
else.
>> So, do you have anything else?
[47:50]
» No.
>> All right. All those in favor?
[47:53]
» I. David Elves.
>> I.
[47:57]
» Thank you. It's unanimous.
>> Unforeseen circumstances, formerly known
[48:02]
as contingency, $10,000.
Budget committee is recommending 2500.
[48:08]
32 vote. What say the board? Move to
accept the 10,000 for unforeseen
[48:14]
circumstances.
>> Second.
[48:17]
» Any discussion?
>> I will uh just say that I don't care
[48:22]
what you call it.
>> I'm not for that. So,
[48:27]
is there anything Dave? You got
anything?
[48:29]
» No. No.
>> All those in favor?
[48:33]
Um,
>> right.
[48:34]
» Last last year we said $2,500. It was a
and set a $5,000 limit on it to that was
[48:41]
the amount of money we're going to put
into it.
[48:43]
» We were told this year that the pump at
the transfer station was replaced for
[48:50]
$2,400 which took care of most of that
money that was in $2,500. My question is
[48:56]
that if you look further on, we're
replacing a motor on a piece of
[49:00]
equipment under capital improvement. Why
wasn't the pump put on the capital
[49:04]
improvement?
>> Because it just went it wasn't
[49:09]
capital improvement.
>> Oh, you mean the capital improvement
[49:14]
reserve, Ken?
>> Yeah.
[49:16]
» It's not really capital improvement.
>> Neither is the motor that you're going
[49:19]
to put on this day. You're going to
repair a motor, right?
[49:22]
» Oh, well,
>> replace it. We're getting caught up in
[49:24]
the words. So, the one that I have in
here at the bottom, that's minor
[49:30]
um improvements.
So, I could change it to
[49:34]
» the idea is that spent for something
that could have been improved capital
[49:40]
improvement classify that as capital
improvement.
[49:44]
» But like you said, everybody's caught up
in the words.
[49:46]
» Another issue is what is the plan on
this? Was this was this uh reserve
[49:52]
account gonna have a cap or is it just
going to keep growing?
[49:57]
That was another one of our issues.
>> I I believe it I believe it like you,
[50:02]
David, should have a cap. $10,000 max.
>> I agree with that.
[50:08]
» This isn't part of those chipper thing,
is it?
[50:10]
» No. No. No.
This is in case something happens,
[50:15]
unforeseen circumstances or um what we
used to call a contingency. So you never
[50:22]
know, you know, it's a crapshoot.
Something one time it was the server
[50:26]
fried, one time it was this, one time it
was that. Um it's kind of a plan for um
[50:32]
unexpected things.
>> Does that need to be put into the motion
[50:37]
the tap?
>> No, we don't usually do that.
[50:41]
» So you keep it uncapped.
>> Whatever.
[50:46]
» It's a recommendation by your board.
>> Yeah, it's it's already moved, seconded,
[50:50]
and it's being discussed.
>> I think we could have the understanding
[50:53]
that this is being recorded that uh
>> Sorry.
[50:58]
» I'm sorry. Um this being, you know,
recorded a public session that we have
[51:04]
the understanding that uh this would be
capped at 10,000
[51:09]
for the indefinite future.
>> Well, I made the motion. And can I
[51:11]
resend my motion and change it?
>> You guys can cap it if you want, but
[51:16]
there could be a whole other board, you
know, five years from now who could just
[51:21]
change it.
>> Sure.
[51:23]
» Am I talking about now?
>> Yeah, I can resend that and change it if
[51:26]
I wish. Right. Because I made the motion
>> if the second agree.
[51:29]
» Yes.
>> Okay. I'm going to resend my motion and
[51:33]
say I make a motion to do 10,000 for
unforeseen circumstances and cap it at
[51:38]
10,000.
Who's seconded?
[51:42]
» You did.
>> I did.
[51:43]
» Think so.
>> Second as seconded as amended.
[51:48]
» Is there any more discussion
>> or new discussion?
[51:54]
Hearing none. Those in favor? Oh, Dave.
Dave, did you were you going to say?
[51:57]
» Yeah, I was going to say I'm just just
legally wise, I'm not sure that we just
[52:02]
did that properly. I think we were
supposed to go through, vote it down,
[52:08]
and then reo it, but I I'll go however
you do it as long as we understood that.
[52:14]
Uh
>> I think there was clarity.
[52:18]
» Okay.
>> All those in favor? I
[52:23]
» I
>> David
[52:26]
» I
would
[52:28]
» the budget committee like to resend and
reconsider.
[52:32]
» Uh
what do you want? I don't know. Leave it
[52:36]
the way it is. Yep.
>> Yeah. We're going to leave it the way it
[52:38]
is.
>> Okay.
[52:40]
» I like to let the people decide.
>> So fire department vehicle reserve fund
[52:47]
80,000.
Budget committee voted 80,000. 50 vote.
[52:55]
» Move that the board approve the $80,000
for the U Goodman Mills fire rescue
[53:02]
vehicle for $80,000.
>> Second.
[53:05]
» It's moved and seconded. Any discussion?
[53:10]
Hearing none. All those in favor? I.
David Alves.
[53:15]
» I.
>> Four to nothing.
[53:19]
Facilities reserve account uh 18,000.
Budget committee voted 18,000 with a 50
[53:25]
vote. What say the board?
>> Make a motion to accept 18,000 per
[53:30]
facility.
>> Second.
[53:32]
» It's moved and seconded. Any discussion
on that?
[53:37]
Hearing none. All those in favor? I.
David Alves.
[53:41]
» I unanimous carries. Building reserve
account for current fire department
[53:48]
15,000. Budget committee voted 15,000. I
made that change. 50 vote. What say the
[53:55]
board?
>> Move that the board approved $15,000 for
[54:00]
Goodwood Mills Fire and Rescue Building
Reserve account.
[54:03]
» Second.
>> Any discussion on that?
[54:10]
All those in favor? I
>> I David Alves. I

>> I
[54:50]
» David Elves.
>> I
[54:53]
Nothing.
>> Hey carries.
[54:57]
» Page 37. Before we move to page 37, can
we quickly go back to uh reserves GMFR
[55:08]
where the budget committee line item is
listed as a thousand that we approved?
[55:13]
» I changed it earlier today.
>> Okay. I just want to make sure it's
[55:16]
correct.
>> I did. Okay. That was all
[55:19]
» I just didn't get it on this because it
was way earlier. All right. I just want
[55:24]
to make sure that
>> Yeah, I did get that. Sorry about that.
[55:28]
Let's
[55:31]
go.
>> Ready to move on. So page 37
[55:36]
um outsourced other 249 804 budget
committee tabled it. Um what say board
[55:45]
and the committee
>> make a motion to accept 249 804 for
[55:49]

>> Second.
[55:57]
It's just
>> Yeah. Um,
[55:59]
» my apologies. This includes the Lman
Historical Society.
[56:04]
» No.
>> And the PAT fees.
[56:06]
» Well, this is
>> in the library.
[56:08]
» Well, I'll
>> Would you like to know why we haven't
[56:12]
» Can we not talk all at the same time,
please?
[56:14]
» Hasn't been seconded yet. So, we have
not in discussion.
[56:17]
» Yeah. My apologies. I missed this. Uh, I
am a member of the environment
[56:19]
Historical Society, so I resend my
second.
[56:23]
» I'll second.
>> Thank you.
[56:24]
» Okay. It's moved and seconded again. Now
we can discuss it.
[56:30]
» We were in in the past
uh the library made a presentation to
[56:36]
the budget committee and the select
board. They came in with with their
[56:41]
proposal for the budget. They gave us
their last year's. They gave us their
[56:46]
expenditure. They gave us their proposed
for the future year. If they had any
[56:51]
changes, they would explain them to us.
And that's the way it operated while the
[56:56]
last couple of years that I can remember
that the library has just given us their
[57:02]
numbers and said take them or leave
them. I I attempted to get a hold of the
[57:06]
budget to the the library committee. I
was unable to get a hold of them. I
[57:12]
probably didn't try hard enough, but I
tried to get them in. No, no response. I
[57:18]
believe that we should know what their
plan is. I mean here again they've added
[57:22]
quite a bit to personnel.
>> Did you get supplement 7?
[57:25]
» I I get that. Yes, I have that. If you
look at everybody else's submission, for
[57:30]
instance, the fire department, they tell
us how much we budgeted last year. They
[57:34]
tell us how much they spent last year.
They and we see the difference. If
[57:39]
there's a if there's an excess, we know
there's an excess and they include that
[57:43]
in the following year's budget to take
care of the excess. the the the library
[57:50]
gives us nothing. We don't know how much
money they get from other organizations.
[57:54]
We don't know how much they get from
they used to get money from Dayton. I
[57:58]
don't know if they still do or not. So,
we have no idea where the money's coming
[58:02]
from. Uh and we don't know exactly what
their plan is. We know they're going
[58:07]
from it. Appears at least that they're
going from two full-time and a part-time
[58:13]
to three full-time. Uh those of us who
remember they used to have one full-time
[58:18]
and one part-time and they came to us
and said, "We don't think that's safe.
[58:23]
We shouldn't have just one person in the
building." We agreed. So, we went to two
[58:27]
full-time.
Then they went to two full-time and a
[58:30]
part-time. And it appears they want to
go to three full-time
[58:35]
with no explanation. Uh, I just think we
should we deserve an explanation of
[58:40]
where $200,000
of our taxpayer dollars are going. And
[58:46]
and I'm not against the library.
Okay.
[58:52]
Any more discussion
[58:56]
is
Wasn't the discussion that we had
[59:00]
previous
was that the increase this year was was
[59:05]
because of
um added hours for employees. Um I do
[59:11]
know that the library is an integral
part of town. I know that it's it's busy
[59:16]
and busier just like the rest of the
thing everything in town has been in the
[59:21]
past. Um I thought we had uh at one I
don't didn't bring that packet. I
[59:28]
brought just the newest stuff, but I
know that we had the supplement 7 with
[59:34]
all all the Did you get this?
>> Yes. It It says what they would like us
[59:40]
to fund.
>> Yep.
[59:41]
» Now, if you look at the If you look at
the the fire department's budget, they
[59:46]
tell us what we funded last year, how
much of it they spent, and how much
[59:51]
they'd like this year. We have way
closer oversight on the fire department
[59:55]
than we do the library, which is a
private entity with a board of directors
[1:00:00]
that
>> their board of directors used to brief
[1:00:03]
us every year. I
>> I think it is a fair I'm not changing
[1:00:07]
your vote on this, but it is a fair
request to ask how much of the municipal
[1:00:11]
funds were spent in the last year. I
think that's a fair request. The private
[1:00:15]
stuff is none of our business.
>> I don't I don't disagree with that
[1:00:18]
either.
>> Yeah. I think if we do that for one
[1:00:21]
entity, it should be required for all
entities. Absolutely. That get either
[1:00:26]
cash from the town or in kind. Yep.
>> So, I think that's something maybe the
[1:00:31]
board could probably take a look at just
in the interest of fairness.
[1:00:37]
» So, where does that leave us in the
meantime tonight?
[1:00:42]
» You what?
>> Hope still out there.
[1:00:45]
» It is. We're We're still in discussion.
>> Ask me a question. I'm answering and I'm
[1:00:50]
just ready for the vote whenever I don't
have any more discussion.
[1:00:52]
» Okay. You got anything else to discuss,
Dave?
[1:00:56]
» Uh, nope.
>> All righty. All those in favor?
[1:00:59]
» I David
>> I
[1:01:03]
to nothing. Um, but I would like to uh
put that on a future agenda
[1:01:08]
» please
to the library. Do we so we can discuss
[1:01:12]
how we go about that in the future?
do it.
[1:01:20]
» Yeah. How many other people are there?
>> Is it $5,000 for the How many?
[1:01:24]
» Whether whether it's inind or whether
they're getting money from the town, I'd
[1:01:29]
rather not just blurt it all out. Let's
get a list together.
[1:01:32]
» I just asked for a number. How many
>> round number? No. Sorry. I don't have
[1:01:38]
it.
>> We're going to keep moving.
[1:01:39]
» Can you do it over a certain dollar
amount? that would probably
[1:01:45]
» if we were to discuss it in a way that
we could decide if we wanted to do that,
[1:01:51]
we wouldn't have to have all the
details. Exactly. But, um, if we put
[1:01:56]
that on a on an agenda for discussion in
the future, I don't see why we couldn't
[1:02:00]
discuss it. Even if we don't do
anything,
[1:02:03]
» it it seems valid to discuss,
but I don't this is we're here to do
[1:02:09]
this tonight. I don't want to get down a
rabbit hole. Do you
[1:02:13]
Does anybody
>> No.
[1:02:17]
» Yeah. The budget committee had tailed
it. Let's see.
[1:02:21]
» Go around.
[1:02:27]
Anybody on the budget committee want to
make a motion?
[1:02:31]
» Myself.
[1:02:38]
No.
[1:02:42]
You can leave it tabled.
>> Yeah, we can say no vote.
[1:02:46]
» Would say no vote.
>> I'm in favor of that.
[1:02:50]
» I'm in favor of that.
>> Okay, I'm fine with that, too. Leave it
[1:02:53]
like it is.
[1:02:57]
» Well,
>> hey, good mills fire and rescue. Um, I
[1:03:03]
spoke to the chief a little bit earlier
and they know he's a formula error. um
[1:03:09]
and amounts to like $64.
The new number is 949216.
[1:03:22]
» Okay. What
>> where is that on? Is that the total
[1:03:26]
amount?
>> So if you add the new number for
[1:03:30]
personnel
>> Uhhuh.
[1:03:32]
» and the new number for operations under
alignment.
[1:03:35]
» Okay.
>> That's what that number comes to. And if
[1:03:38]
you add the 49 and the 15 comes to the
64 everybody all
[1:03:45]
understand
why we can get into this supposed to
[1:03:48]
match up to something.
>> It does.
[1:03:53]
» I'll make a motion for 949216
for Goodwood Mills fire.
[1:04:01]
» Second.
>> Any discussion?
[1:04:06]
» Yeah. What line was the error? What? Do
you know what line the error was? Just
[1:04:12]
» the exact line. Not I don't know the
exact line.
[1:04:19]
» It was a it was an error that was
brought to our attention like
[1:04:25]
» earlier by the uh treasurer of the fire
department. So,
[1:04:31]
I didn't I didn't I wasn't notified
about it until just like you were
[1:04:39]
» the budget committee made the same
recommendation.
[1:04:43]
» Yeah.
>> Is there any discussion on this?
[1:04:48]
Any discussion on this? No.
>> Dave, you got any discussion?
[1:04:52]
» No.
>> All those in favor?
[1:04:54]
» I. David Alves.
>> I. The motion carries for 949216
[1:05:00]
4 to nothing
>> budget committee.
[1:05:02]
» I make a motion we change and agree with
the budget with figure of uh 949216

>> I again
[1:05:57]
» again it's four to nothing. The motion

[1:06:02]
» Okay. You guys have one more thing left.
Just the board.
[1:06:09]
» This is your sub revenues for next year.
The revenue offsets.
[1:06:14]
Dave, I sent that to you earlier. Did
you get it?
[1:06:16]
» I did.
>> Okay.
[1:06:20]
» So, over here you guys decide what you
want to put into your warrant for
[1:06:24]
revenue offsets. This is what I'm
recommending
[1:06:28]
on on the back page. You can see the
breakdown of fun balance.
[1:06:33]
And there you go.
[1:06:40]
You have to get into a discussion first.
No. Well, this is something if you don't
[1:06:46]
understand it, I think we
>> I don't
[1:06:48]
» I would move the discussion first.
>> What do you think? Is anybody against
[1:06:53]
that? If you don't understand it, I want
I'd like to bring that
[1:06:57]
understanding.
>> Do you want to make a motion or to
[1:07:02]
» uh we
>> so for discussion or
[1:07:06]
» what what do you guys want to do? Well,
if I read this correctly, uh motion
[1:07:11]
would be to app from $50,000 for
overlay.
[1:07:17]
Am I right on that or
>> um it would be for the whole amount. I
[1:07:21]
think
>> this is
[1:07:22]
» Well, you could do overlay separately.
>> That's for FY27 proposed. It's 30,000 to
[1:07:28]
900,000. The 1 million is 50,000. We'll
combine it.
[1:07:31]
» Yeah, I add another
>> I added it.
[1:07:40]
So basically what we do KJ is we have
revenues that come into the town and
[1:07:47]
those revenues offset the budget. We
have fund balance or a designated fund
[1:07:54]
balance technically. We have excise tax
that we are predicting that we're going
[1:07:59]
to bring into the town. We have transfer
station money because they go in, they
[1:08:04]
pay to get rid of some of their bulky
items and stuff. And then we have
[1:08:08]
overlay. So, any questions on the
transfer station, excise or fund
[1:08:14]
balance?
>> No.
[1:08:17]
» No.

So, what overlay is is is the state
[1:08:27]
allows for a cushion um when we're doing
the tax rates. The cushion and in our
[1:08:34]
vote goes for abatements
um and we're allowed to use it because
[1:08:40]
we asked for that.
Before our assessor left, she
[1:08:45]
recommended 50,000 because we're going
through the um equalization project
[1:08:50]
right now. She thinks more people will
be looking at their detail once they get
[1:08:56]
that and they might see some things on
there that h weren't caught in the last
[1:09:01]
valuation uh rebath and she wanted to
prepare for that.
