in the trade since right out of high
school. Um so pretty much on the resume.

Started out construction in Gaylord. Um
building a lot in 97 2000. Jumped into
[6:31]
journeyman iron worker down in Detroit
for quite a while. Wife drugged me back
[6:35]
cuz she liked it up here. Moved back up
here. Got a builder's license. Went into
[6:41]
business for myself. Found out that was
kind of a pain in the butt. So went to
[6:45]
work for company for a while.
Um but he started failing me. So said
[6:52]
figure put my mind to work instead of my
body from there on out.

builder's license since uh right around
[7:01]
2007.
Got the opportunity to work here as a
[7:04]
building inspector, zoning official or
um zoning administrator and uh ordinance
[7:10]
officer. Um
moved on for a while. Uh, I'm currently
[7:15]
at Frederick Township. Um, I'm on a
Monday through Thursday schedule. Um,
[7:21]
I've got Fridays wide open and my
phone's always on.

really bad with him. And and um was
there a reason you left or

» um and to be perfectly honest um I had
uh a contractual issue I wanted to
[8:16]
renegotiate nothing to increase pay but
to change the way it was distributed.

difference of opinions at that point and
I just said fine you know what Frederick
[8:28]
Township's looking if you guys don't
want here's my res resignation. Um,

Frederick was offering pretty good uh

That was um I had a contractual I wanted

much said well it all renews. I said

that's not the point. I want to change

» They were not didn't How often were you
supposed to reup the contract? Um, it
[11:48]
was every three years and I was back for
three years.

» And they wouldn't negotiate with you?
>> Uh, the way it sounded? No. And I didn't

want to push the issue. And there was an
offer that had a lot of good stuff going
[11:58]
on. I mean, like I said, truck, phone,
huge office.

» I have no affiliation with that agency.
I was actually quite close with previous
[12:35]
building inspector because

we bump things off of each other. Come
up to something that's kind of goofy on

a job, you send me pictures. what would
you do in this situation? And I'd do the
[12:43]
same for him.

» Um he's retired from that position now.
Homeland building agency covers uh

multiple townships.

there at all. Um I mean I think I pulled
a permit there once. So and that was

I'm on the board for Denton Township.
um on I was on the board for the zoning
[16:00]
and planning and now I'm just on the
appeals. I was also on the board with
[16:06]
Bakas Township on the planning and
zoning as well.

Um so I've been on that for
approximately
[16:16]
at least six or seven years. So, I'm
very familiar with the process and what
[16:21]
I need to do before I make a decision on
the with the board and so forth. Prior
[16:28]
to that, I've worked at the uh state of
Michigan. I worked with them for over 30
[16:34]
years.
and I was in the uh secretary of state
[16:40]
section where uh I basically handled
lots of complaints,
[16:46]
uh problems with uh
driving records, uh
[16:53]
car dealerships, anything under the
secretary of state.
[16:58]
I was a senior technician there. Um I
have a extensive legal experience
[17:06]
I've also um
I was also a landlord and I managed up
[17:12]
to about
I'd say about 10 units
[17:17]
at one time and during that time I did
the interviewing for credit check
[17:25]
eviction
process my own paperwork in court
[17:31]
um and now I'm here I work at the
homeless agencies.
[17:37]
I work there part time.
[17:47]

know one of the main reasons that you
were applying is your hours have been

>> Yeah, drastically.

little more than that. So

like they used to. The prices of the
supplies and so forth have gone up so

part-time job in the beginning. It was
kind of like 32 hours a week and now

it's down barely to 20 hours a week.

veteran now. He was uh stationed in
Afghanistan and I was part of the Blue
[20:53]
Mothers
uh the Blue Star Mothers. I actually
[20:57]
edited their newspaper
for their uh chapter. was chapter 99 and
[21:04]
I did that for about a year. Um, and
then I was a chief editor for the
[21:09]
newsletter.
Um, I was also a director
[21:15]
of uh, White Deer Village condominiums.
That's further down, but that was many,
[21:20]
many [clears throat] years ago. So, I
first saw that uh, complex.
[21:26]
Um, aside from that, I mean, I don't
know how far back you want me to go.

» It's just a matter of what you'd like us
to know. You don't have to dig any
[21:37]
farther than you want to.

[21:41]
when I was younger. I I was I was a
dispatcher at Ingam County for the
[21:48]
sheriff's. Um, so I, you know, I've been
here and there. Uh, I worked for
[21:54]
Michigan Bell and AT&T, the phone
company. And funny thing about that, I
[22:00]
probably I was planning on retiring, but
um, back then uh, I was pregnant with my
[22:07]
son and they were very, very strict and
I could only have three absences a year.

Well, I tried to hide my pregnancy and
that didn't work out. So, [laughter] I
[22:19]
got fired.
So I got fired. That was the only place
[22:23]
where I was let go.

» But now, you know, you you can't do that
now. So, you know, uh I worked in at
[22:33]
Morgan Guaranteed Trust Company
processing stock certificates.

Um I worked at various insurance
companies, Employers Mutual, USFG.

I was a workman's compens workman's
compensation adjuster where I issued out
[22:50]
checks for people that were injured.

varied background. Uh what do you think

your biggest weakness is?
>> My biggest weakness? Um

I would probably have to say
persistence. I it's a weakness and a
[23:15]
blessing at the same time because
sometimes I
[23:20]
you know I I have something that
is just isn't right or you know it can't
[23:25]
be fixed and I
try to kill myself trying to fix it or
[23:31]
or make it right and I sometimes have a
hard time accepting that you just can't
[23:37]
fix everything.

I have lots of reasons actually. I just
don't know how how to start. First of

all, I have the experience I think as
far as zoning
[23:57]
and I also have uh a lot of uh legal
experience that I think that would be

Um I I work um with the building agency
[24:10]
so I'm very familiar with the permits
and so forth and you know how to uh
[24:18]
get into BSNA which is a program that we
all use as far as the townships. I have
[24:24]
excellent references
and
[24:28]
to be honest with you I think I'm the
best person.

basically with them because you do work

Uh, my statutory duties
include managing public improvements,

overseeing township employees,
acting as a legal agent for the
[30:02]
township, and being responsible for
efficient administration.

I took an oath to do that and that's I'm
ultimately responsible.

It's public job as supervisor. I
recently made motions at board meetings,
[30:16]
some more than once, to implement
business practices
[30:20]
and support grant applications and
awards usage that I believe are best
[30:24]
practices and in the best interest of
the majority of the township residents.
[30:29]
On some occasions, there were no board
members willing to second the motions or
[30:33]
not all the board members were present,
so no discussion or vote could be
[30:38]
recorded for public record. Tonight with
all of us here, I intend to make some of
[30:42]
those motions again and clearly state
why I believe they're important. Uh hope
[30:47]
that there's a second so we can have
discussion and then get a roll call vote
[30:50]
for the record.
Uh and then be done with that.

on the majority of the comments. On the
plus side, I've gotten many compliments
[31:01]
on parks, grant awards, grant related
presentations, quality of the concerts,
[31:07]
Facebook page, fire department
recruiting,
[31:10]
housekeeping progress, recycling
availability, cemetery, phone calls
[31:14]
being answered, emails being answered,
polite staff, and more.
[31:20]
Recently, I've had many discussions
concerning public and private road end
[31:24]
issues. Those will continue and I will
update the board as needed.

>> Um, mine's pretty straightforward. That

actually that 750 should be a,000 number
of tax payments so far, which is which

is actually pretty good. All of our
millages are up to date being paid. Uh,

clerk Pern and I are going to meet with
Huntington Bank September 8th
[32:05]
to discuss uh a it's called a seedar's
program to invest
[32:11]
some of the township money to get a
better return than just a simple bank
[32:15]
rate. So, that would be more to come on
that.

And uh this was this was all but clerk
per and I both interviewed these the two
[32:27]
um candidates that were here earlier. I
think that both of them were great. And
[32:32]
for maintenance uh we actually next the
end of next week we should have our that
[32:37]
pot that compost finally completed of
turning the whole entire lot. So that's
[32:44]
quite an accomplishment I think. Um, we
finished painting all the playground
[32:48]
equipment and pavilions. Every single
one of them are done.
[32:53]
Uh, we're still doing inspections once a
week. Um, replacing the material and
[32:59]
doing our inspection sheets,

I'm under the clear mindset that if you
follow the rules, you follow the

the only one you have left to complain

here's some few examples why I'm going
to stay true to my path. There's been

numerous numerous numerous procedural
requirements wrong in my time on this

board. Um, we have a tax ass trash
assessment resolution that's never been
[47:33]
addressed that the board states that we
will never address it, but yet we
[47:36]
address it. Every single committee
appointment is not done properly
[47:40]
according to state law. Not a one. They
are not given term limits. They are not
[47:45]
staggered in the one to three and
fiveyear increments as required by state
[47:49]
law. Um, there are just so many
procedural things for me that are wrong
[47:55]
that I am once again under the clear
mindset. If you can't get the small
[47:59]
things right, you can't get the big

over two of those. Um there's a
breakdown of them. Uh training wise, we
[48:52]
did our monthly business meeting. Uh
went through driving the different
[48:56]
apparatus with the new folks. Pumped
water with the engine. 623.
[49:01]
Went over the power C use with the
ambulance. Uh 632.
[49:06]
We did water shuttle training. So we
pumped water out of the dump tank,
[49:10]
pumped it with the engine 623 and 640.
And then we went down to Townline Drive
[49:16]
and uh pumped water out of the dry
hydrant there, did pump training,
[49:20]
drafted the water from the hydrant, fed
623.
[49:24]
Uh we completed all unit inspections
this last month. Um and all of that was
[49:31]
done inhouse with with our team. Uh
completed the station inspection with
[49:36]
Greg Per at the end of the month.
community involvement. We took uh 623
[49:41]
and Ember down to Park 27 for a couple
of concerts and we also had a group. We
[49:46]
took the ladder to H Hotton Lake to
Walmart for the national night out. So,
[49:51]
we were down there for a few hours and
got a lot of pictures with the dog.
[49:55]
People seem to enjoy that. Couple of
things that we had going on down at the
[49:59]
station. We had a small propane leak and
leak and the repairs were made by West
[50:04]
Webster Gardener. There was no charge.
There's no issue at this time. It was on
[50:08]
our our vapor propane tank. It's a small
pigtail that was kind of a littleer one
[50:15]
kind of a weaker style. Now it's a hog
tail according to them. So that's all
[50:19]
taken care of. And then uh we also I got
with Google and Google and Apple Maps to
[50:25]
correct the location of the fire
department. So now it shows actually at
[50:30]
the 10 555 North Harrison Road versus it
was shown up down at uh Phoenix Avenue
[50:35]
Park 27. So, that should be corrected on
everybody's maps.

Um, then upcoming events, we've got the
basic life support ambulance license
[50:45]
renewal that's in process right now. I
did this for the month of July, but
[50:49]
we've already had our our meet and greet
that was on August 15th. That had a nice
[50:53]
turnout. Um, upcoming, we have a
generator repair, so that's going to be
[50:58]
done here in August. They're replacing a
a leaking block heater and installing a
[51:03]
deicing filter on that. um and then
doing the preventive maintenance on both
[51:08]
units. So that'll be taken care of and
up to date. And then on Monday, Lion
[51:13]
Township hosted the uh fire chief
association meeting and that went well.
[51:19]

conversation with them. They know that
we're short-handed right now. So they've
[55:15]
made pretty good response time. If you
were if you guys if you were staff at a
[55:19]
different level then you'd be responding
to one of these calls.

rental that's closed. I went and talked

on Minihaha.
Um they started cleaning up on Minihaha
[1:06:40]
and I just sent the letter to the person
at Penry
[1:06:44]
and then also some follow on Minihaha.

involved in that and also environmental
control. And I have to admit this this

person is really doing everything can
operate. So,

understand each other because there is

So the Jacobs ruling is actually a court
order. Okay.

It addresses the area of roads that beat
the shoreline. No person has a right. No
[1:07:59]
person has the right to prevent another
person
[1:08:02]
from using the public access. Everybody
and anybody can use it.
[1:08:09]
You can you can't swim there. I mean you
can't picnic there. You can't sit there.
[1:08:15]
It's all about obstruction. You cannot
obstruct. You can you can launch a kayak
[1:08:20]
or you can uh run in the water. That's
about all you can do. But if someone's
[1:08:25]
there and I and I talked to Ben Low
who's the under who's the under sheriff
[1:08:30]
and I asked him this question, can you
force somebody off the road? He said
[1:08:34]
absolutely not because it's not a law
and that's a civil matter.
[1:08:40]
And that's what he told me and you're
welcome to call him and confirm what I
[1:08:43]
just said.
[1:08:47]
So that being said,
there is a law and it's a 2000 public
[1:08:53]
there's a 2012 public act 56 Michigan
law
[1:08:59]
and that's very strict and that is a
misdemeanor.

So basically all you can do and that
mostly concerns docs. Oh and I might add
[1:09:09]
something I forgot to add. All doc
permits are done through the clerk.

Um,

anybody, you cannot deny anyone can go
in any dock. Any boat can come off the
[1:09:23]
lake, go up to the dock, drop somebody
off or pick somebody off and go off to a
[1:09:27]
merry way. Nobody can deny them than
that. Not even an association. Nobody.
[1:09:32]
They're a public.
[1:09:39]
So what you cannot do or what you cannot
do more or dock a boat between midnight
[1:09:45]
and sunrise install or use a boat hoist
or void anchorage device on the public
[1:09:49]
road or obstruct another person's access
to or from the lake. Install or maintain
[1:09:55]
an unauthorized dock and public road in
use the public road in or dock in a
[1:09:59]
manner that violates restrictions and
establishments.
[1:10:04]
So, what I'm going to say because there
were incidents over there, if there's
[1:10:08]
people partying on the dock, call the
police. Really, they they will they can
[1:10:12]
be fined heavily for that. Please call
the police. Don't try to take it upon
[1:10:16]
yourself. Call the police. If it's a if
it's a road in issue, you can call me.
[1:10:23]
If it's one person that's sunbathing,
you can call me. But if this it's a big
[1:10:28]
party, call the police, please.
[1:10:36]
Okay, the last thing that I want to
address and stamina said is the parking.
[1:10:41]
So, we're going to pretend like that's
the water near the lake front runners.
[1:10:46]
This is the road. Anyone who's allowed
to park and I and I and I drove around
[1:10:52]
with the road commission and we talked
about this. If anyone is allowed to park
[1:10:57]
all along that road, they're all public
access, but they cannot obstruct. They
[1:11:03]
cannot block a driveway. They have to be
30 ft from the stop sign. Um the road,
[1:11:09]
the road that comes here, that's called
Bruce Street. Um they can park all along
[1:11:14]
that. The road that comes off from the
lake, they can park all along that, but
[1:11:17]
you cannot obstruct a uh emergency
emergency vehicle must be able to go
[1:11:23]
through.
So, and that's on both sides.

There's no there's no signs that say
there's no parking. It's it's a it's a
[1:11:32]
public road. Um, but again, and I
actually answered a call where a guy
[1:11:38]
literally was parked right up in the
stop sign right up to the uh road end
[1:11:43]
and I made a move. And that's something
I will do. I'll be very strict about
[1:11:47]
that. So, and that's the end of my

probably going to be less money than we

Lion Township and Beaver Creek have
elected officials have to oversee it and

that they have to provide you with
reports. I saw none no reports tonight

Um they believe they're an independent
[2:12:18]
uh practically
uh able to do anything they want to was
[2:12:23]
my impression. I could be wrong about
that. Second issue I have with the hula
[2:12:27]
board is that they are going to violate
state law Michigan uh MCL Michigan
[2:12:32]
compile law 141.121
[2:12:37]
by spreading quarterly fees on the other
users of the system when a uh part of
[2:12:44]
that system is one of the users or all a
number of users don't pay their
[2:12:49]
quarterly fee. I believe that's a
violation of state law. They cannot
[2:12:54]
spread any of that out. They have to uh
uh absorb those losses until the money
[2:13:00]
is collected through either um attached
to to the tax assessment which all house
[2:13:07]
buildings over there have a U tax number
and or the sale of that particular
[2:13:14]
property uh

old user whatever they agree to will pay
back those fees. They should not fall in
[2:13:22]
any form one penny on any other owner.

If I'm 1 mile an hour, I'm about 30
[2:22:06]
miles an hour. Breaking the law, I'm
wrong. We can all argue it what the
[2:22:11]
reason was or whatever. The enforcement,
that's really discretionary, right?
[2:22:16]
We've all been given that break maybe or
I did meet somebody earlier this week
[2:22:21]
who has never been pulled over. But uh
um yeah, exactly right. Um but you know
[2:22:28]
5 miles an hour over the speed limit on
the interstate is looked at differently
[2:22:32]
enforcement wise than say 5 miles an
hour over the speed limit in a school
[2:22:36]
zone.
I think what I'm going to ask of the
[2:22:42]
board really is just to take a look at
our ordinance, ordinance 62 closely.
[2:22:49]
I'm obviously laser focused on on Bismar
and I would ask that we look at the
[2:22:55]
procedures from start to finish to
include the permitting procedure to see
[2:23:01]
if things were done properly.
[2:23:07]
accepting
minor discretions [snorts]
[2:23:12]
to the gentleman's point earlier about
his granddaughter sunbathing
[2:23:17]
be outstanding if we could just say yeah
just like the 5 miles and over on on the
[2:23:23]
interstate
but when somebody goes 30 miles an hour
[2:23:28]
through this through the school zone
and does something destroys something
[2:23:34]
hits a kid or something like that and I
guarantee you Everybody's going to start
[2:23:38]
looking at every mile an hour over that.
[2:23:44]
I don't care what side of the argument
you're on. I think we can all agree that
[2:23:48]
what happened on Bismar or at Bismar's
dock on the 2nd of July [snorts]
[2:23:55]
was a tragedy, an egregious violation of
many things.
[2:24:00]
I don't think we want to see that happen
again. I do appreciate Bruce doing the
[2:24:04]
investigating he has.
I know that like a long time ago I was
[2:24:10]
told if you have a hard time figuring
out between wrong and right,
[2:24:15]
usually the right thing to do is the
harder thing to do.
[2:24:21]
Sometimes enforcing those ordinances,
abiding by law
[2:24:28]
is the hard thing to do. Usually it is.
It's a lot easier just to go speeding
[2:24:32]
down the road knowing that you're
probably not going to get pulled over.

About 5 years ago now, we purchased our
retirement home right here, 245 Samo.
[2:24:49]
The 33 years prior to that, I spent all
over the world
[2:24:54]
defending what I hope or doing, fighting
the good fight, I think, and defending
[2:24:58]
our way of life. I don't say that to be
pretentious or to ask for special
[2:25:03]
treatment or anything like that. I say
it to let you know that during that
[2:25:07]
time, I was able to come back to this
home state of Michigan [snorts] and
[2:25:12]
actually look down at Higgins Lake from
above and see that yes, that is the most
[2:25:17]
beautiful lake in this state. And my
god, that's a paradise down there, isn't
[2:25:20]
it? [snorts]
[2:25:24]
What I've seen in the four years, four
summers that we've been here
[2:25:32]
is that it [snorts] wasn't that paradise
of thought. At best, it's it's a Dr.
[2:25:36]
Seuss book of nichees putting stars on
their bellies and taking them off and
[2:25:40]
getting confused on who's who.
At worst, it's the West Bank. But
[2:25:45]
generationally, we don't even know why
we hate each other. We just know that
[2:25:48]
the ones before us did.
I'm gonna ask that you guys take a
[2:25:53]
little close look at what happened on
Bismar
[2:25:58]
and instead of waiting for one more
incident,
[2:26:01]
I'm gonna ask you to take a vote just
like the ordinance says you can at any
[2:26:04]
time on revoking the permit.
And then because
[2:26:09]
the sad irony of this whole thing is
that we actually we I'm talking about me
[2:26:14]
and my wife
were advocates for the public and for
[2:26:18]
the public access there. The first thing
we started doing, we showed up as we we
[2:26:22]
saw that public access and the erosion
and the damage that's going on and the
[2:26:26]
cobblestones that were dangerous for
anybody to walk down. My wife started
[2:26:30]
writing letters. She started out with
the HLPOA because we didn't know who
[2:26:33]
else and their riparian committee. She
tried with the road commission. this
[2:26:37]
year, even prior to the structure being
built that's there,
[2:26:43]
she contacted all the way up the state
legislatores, even the attorney general,
[2:26:47]
and then she started getting calls from
the road commission, like we're going to
[2:26:51]
do something.
I went out there and tried to help the
[2:26:56]
young man that was working on the stairs
that Samuel said. I'm the one that said,
[2:27:00]
"You might want to put a railing there
to try to get this thing into code. you
[2:27:05]
might want to get a permit
so that people can safely go down here.
[2:27:11]
So, I'm [clears throat] going to ask for
that, a vote on it, the replication of
[2:27:15]
its permit,
and then I urge the board to work with
[2:27:21]
Eagle, the county, the road commission,
and come up with a solution to repair
[2:27:27]
that shoreline.
Give it a couple of years, whatever the
[2:27:32]
profession, the people know, okay, I'm
done. But the people know or the
[2:27:36]
professionals say we might need it might
be three years, I don't know. Restore
[2:27:39]
that shoreline, put in a stair access
that [snorts] is safe and will not
[2:27:45]
create all that erosion. Fix it. Thank

Uh, Phil Robinson. I'm a resident uh on
West Higgins Lake Drive. Um, not very
[2:28:16]
far from Samoset.
I created a handout that I put at the
[2:28:20]
table and passed some around today. Um,
I spent a little bit of time recently
[2:28:25]
trying to understand what's going on
down there because having walked down
[2:28:30]
there many, many times, I've seen
changes take place and it's been hard to
[2:28:35]
get straight information as to what
rights people have and what people are
[2:28:39]
not allowed to do because that basically
everything on the side of the road on
[2:28:45]
Samet that's toward the lake is part of
a county easement.
[2:28:49]
And that easement uh uh comes with
certain um public rights. It also comes
[2:28:55]
with certain obligations. It's been a
little bit confiscated because uh
[2:29:00]
there's been some judgments made in
lawsuits in the past years that have
[2:29:04]
created certain specific stipulations.
Um, I've gotten the impression in recent
[2:29:10]
years that some of the um, alterations
that have taken place on the easement
[2:29:15]
across from the private properties
seemed at least in some part designed to
[2:29:19]
create the impression that that easement
is actually part of their property even
[2:29:23]
though there's a road between them and
the lake. And we've seen this recently,
[2:29:28]
especially when many signs are popping
up um saying private property, no
[2:29:34]
trespassing,
people are doing all kinds of
[2:29:37]
improvements,
and it's hard to get information about
[2:29:40]
what's really going on. So, I decided to
talk to a couple people and then I spoke
[2:29:44]
with staff at the road commission uh
this week and including the the road
[2:29:50]
commission manager trying to get an
understanding of what they plan to do
[2:29:56]
and what obligations uh they have to
make sure that the public have access to
[2:30:02]
this. If you look through the document,
um, I characterized the discussions that
[2:30:07]
I had with them and some of them were
surprising because not because they're
[2:30:11]
unreasonable, but because I didn't
understand how that thing operated. And
[2:30:16]
as it turns out, that whole belt along
there between the lake and the road,
[2:30:21]
with the exception of the road ends,
which have their own special rules, um,
[2:30:25]
those um, areas are actually public
access areas. And even the improvements
[2:30:32]
that are put there by permit are allowed
to be used by the public. So if you got
[2:30:37]
there and you you build a sidewalk and
you build a patio and you make a really
[2:30:41]
beautiful place right there, that
doesn't mean that now you own that
[2:30:45]
property. In fact, the public is allowed
to utilize any of those things that are
[2:30:50]
put in place. And that was made very
clear to me by um um Roger Saxton, who's
[2:30:56]
the manager. Uh, I understand after
speaking with the road commission that
[2:31:01]
they're upping their game a little bit
in terms of how to manage those access
[2:31:06]
conflicts on that thing on that piece of
property and hopefully they'll do a
[2:31:12]
better job. Uh, the day after I spoke I
spoke with them yesterday actually and
[2:31:17]
today I went down Samet and lo and
behold a lot of those private no
[2:31:24]
trespassing signs are gone.
And uh but there's still others that
[2:31:29]
remain and there's other other artifacts
that or private property that were
[2:31:34]
stashed on that piece of property that
have been relocated. Either that or
[2:31:37]
somebody left for the weekend or left
for the week. So I think you're going to
[2:31:42]
see some changes down there because the
public has a a right to actually picnic
[2:31:47]
on that property. They have a right to
park on that property. And I'm just
[2:31:52]
repeating to me repeating what I've been
told by people who I'm trusting would
[2:31:58]
know and would probably wouldn't stick
their neck out to say that if they
[2:32:02]
didn't have good reason to do so. So if
people have any questions about who has
[2:32:07]
a right to do what there, I wouldn't
hesitate to take those issues directly
[2:32:12]
to the road commission and talk to
people like the manager and they can
[2:32:17]
explain to you uh in the context of
other lawsuits that have been involved
[2:32:20]
with property conflicts there and also
their knowledge about what the general
[2:32:26]
policies are about the county's
managerial role in easement properties.
[2:32:31]
you can come away with a lot better
idea.
[2:32:34]
Many of the things that have been put in
there like these sidewalks and stonework
[2:32:39]
and whatnot, even gardens and plantings,
um I'm not saying specifically which
[2:32:44]
ones, but you know, there've been uh
most of them I think have been given
[2:32:49]
permits.
Uh but there are some that are not
[2:32:53]
permitted and uh apparently they're in
the process of doing a little bit of
[2:32:57]
cleanup. And it's like a lot of
administrative things. Sometimes time
[2:33:00]
goes by and we lose track of, you know,
what the regulations are and there's a
[2:33:05]
lazy fair compliance uh program that
lets things kind of drift off in a
[2:33:11]
different direction. Quite frankly, just
walking down there today in the absence
[2:33:14]
of those signs and some of that junk on
those properties made it a much more
[2:33:18]
pleasant walk. Uh rather than uh little
and there's still some little tiny
[2:33:24]
fences even at the water's edge to
discourage the public from from um
[2:33:29]
entering that property with the
impression that that's actually
[2:33:33]
connected to a property across the
street and they have no right to be
[2:33:36]
there.

because uh I think most of everything
[2:33:43]
else that I learned is in that document
that I passed around. It's a three-page
[2:33:47]
document and uh I hope you'll read it
and if you have questions uh before we

get, you know, down the road and
graduate into conflicts on that property
[2:33:57]
uh access for the public, maybe we can
avoid that by educating the public and
[2:34:02]
the public can help educate itself about
what their rights are as property owners
[2:34:06]
and what the public's rights are as
well. So, it's it's changing. The the
[2:34:11]
acknowledgement of those changes are
probably going to become more apparent
[2:34:14]

Lion Township

and he did that and that's going on
today. I'm leading to a point. So that

was accomplished that you have patrol
from the sheriff of Ross Common County
[2:44:56]
in your township without having a police
department that many years ago the
[2:45:01]
public wanted you guys to have a police
department. That's a whole different

ballgame. I I don't want to get into
that right now. But you have coverage
[2:45:07]
now here
with the board support. your supervisor
[2:45:13]
can sit down with the sheriff and
discuss these matters

and I'll bet you he would have no
problem having his

patrol car detour and go right down
Samuel set for exposure and take care of

those problems. That's the one one way I
see that you're going to have coverage

that you folks need because we the
township limited. Obviously, they don't

have a badge. They don't have a gun.

phone and asked for public act 56, state

educated on that. And then you'll get
educated on this, but you'll still need
