[19:52] and invite the public to a sensing session.
[19:57] It's going to be a vision session,
[19:58] actually, for the surveys that were conducted back in June.
[20:02] The business survey and the consumer survey,
[20:05] we're going to be sharing the results.
[20:08] The Main Street, Alabama, in conjunction with the Downtown
[20:12] professionals network, is going to announce the results
[20:15] to the public on in these exact chambers on Wednesday at 5:00.
[20:20] It's going to be from 5:00 to 6:30.
[20:22] So I would just solicit you guys support
[20:24] and just help get the word out.

[20:54] Hi my name is Maggie Minsk, and I'm here
[20:58] to talk about flock cameras to Alpers
[21:01] and government surveillance and the transparency,
[21:03] and accountability that I believe should accompany it.
[21:06] I believe in public safety.
[21:09] And with that justification, with that as a justification
[21:12] for surveillance, I believe the public deserves
[21:15] to see the evidence that the surveillance is actually
[21:17] producing public safety.
[21:20] There are a lot of false positives that have happened.
[21:24] There are incidents of misuse and stalking moments
[21:27] when cops showed up with guns drawn
[21:29] after a motorcycle backfired.
[21:31] Last March 2025, Madison approved an $86,000 flock
[21:36] contract for law enforcement grade license plate recognition
[21:40] cameras, or alpr, using vehicle fingerprint technology
[21:44] and real time alerts.
[21:46] The resolution also authorized agreements with Huntsville
[21:49] for additional camera locations.
[21:51] They have a contract with flock, and the North Alabama
[21:55] multi-agency crime center uses license plate readers, cameras,
[22:00] gunshot detection, which is microphones,
[22:02] and intelligence or AI.
[22:05] However, statistically we see that flock cameras and alpr are
[22:08] wrong 70% of the time, which leaves us to fight to prove
[22:13] in court that it wasn't us.
[22:15] Pay for a lawyer.
[22:16] Take time off work.
[22:17] What happened to innocent until proven guilty.
[22:20] There's no dashboard for the public to see what's going on,
[22:23] and requests for information with Huntsville
[22:26] took almost a year, only for us to be
[22:28] told no, that they weren't going to share anything with us.
[22:31] Retention of data is not the same thing as transparency,
[22:35] and a searchable record of where vehicles have been
[22:37] is still information about people who may have
[22:40] done absolutely nothing wrong.
[22:42] And what about all the people in this area
[22:44] who have top secret clearance.
[22:47] Madison isn't the only city dealing with this.
[22:49] Yesterday ends a week long national focus on getting rid
[22:52] of flock or Alpers, and at least 56
[22:55] municipalities have rejected or canceled
[22:57] flock contracts this year.
[22:59] And while some might try it on the sly,
[23:01] we know that replacing alpr companies with axon or Motorola
[23:06] doesn't solve the underlying issue of government
[23:09] surveillance, invasion of privacy,
[23:11] violation of the Fourth Amendment, et cetera.
[23:14] So what I'm suggesting is that before expanding or renewing
[23:18] surveillance technology.
[23:19] Here in Madison, I would say, please,
[23:21] let's establish some guardrails and access for the public
[23:24] and other checks and balances.
[23:26] If surveillance is necessary for public safety,
[23:29] then transparency should not be a threat to public safety.
[23:33] Transparency is how you earn public trust.
[23:35] We don't have to choose between safety and liberty.
[23:38] Madison can demand both.

[24:19] Unfortunately I just found out about the council meeting today,
[24:23] but I came to speak out against floc.
[24:30] And it.
[24:33] It's common that.
[24:36] Councils and municipalities across the country
[24:40] are arguing that floc isn't a violation
[24:42] of the Fourth Amendment because of the US
[24:47] Supreme Court doctrine of.
[24:52] Public like it's a public domain.
[24:56] It's not private domain protected
[24:57] by the Fourth Amendment, but the direction of the Supreme Court
[25:00] is trending in an opposite direction.
[25:02] We see that most notably in charter v United States.
[25:07] In it, the Justice Elena Kagan wrote referenced both two.
[25:15] Previous rulings in.
[25:20] Ford v United States, I believe is what it was, but also
[25:23] Carpenter v United States.
[25:25] And so there are actual litigation
[25:29] going on across the United States on that front.
[25:33] But more importantly, the bigger problem with floc and this I
[25:37] can speak to because it is in my industry, it is data science.
[25:44] I'm a software engineer, and fundamentally,
[25:50] when it comes to a data science algorithm,
[25:53] they operate on heuristics and usually heuristics.
[25:57] The effectiveness of a heuristic algorithm
[25:59] is inversely proportional to its greediness.
[26:03] That is to say, a heuristic is algorithm is used
[26:07] whenever we cannot represent a model
[26:11] of the real world in computer.
[26:18] Like in, computers are very logical.
[26:20] They're very rigid, and the world is very abstract.
[26:25] And we can't represent the rough edges of the world
[26:27] perfectly in a computer model.
[26:29] So we use the best approximation in the form of heuristics.
[26:33] A lot of them pull from nature and are not very.
[26:40] Just they're not very.
[26:47] The big thing is that they are greedy, usually.
[26:51] And usually they will choose a result. In the meantime,
[26:56] within each step of the algorithm,
[26:58] that may make its effectiveness less effective later on.
[27:06] So it's taking a result that often.

[27:44] settlement from AMIC caused by collision
[27:46] with the police vehicle.
[27:48] That's $4,827.51, less than $1,000
[27:52] deductible to be deposited into the general operating account.
[27:56] Resolution number 20 2630 4-r, that is,
[27:59] authorizing a termination of a PSA with
[28:02] Valerie harp and Joshua harp.
[28:04] Dream vacations doing business as vacations by Val
[28:06] travel group for travel agent services
[28:10] at the Sr. center resolution number 2026 309.
[28:14] Or is acceptance of an insurance settlement from AMEC
[28:17] for another claim involving a collision
[28:19] with the police vehicle.

[30:10] I spent this morning in Hoover alongside chief Williams
[30:15] and chief Gandy.
[30:16] And Sergeant Dixon.
[30:17] We were meeting with Mayor Burgess,
[30:19] his public safety staff, command staff
[30:22] to prepare for the SEC tournament.
[30:26] We've had trips to Hoover before focused more on the tourism
[30:30] aspect, but we realized it was very important to also make sure
[30:35] that event is secure, that we had thought through all
[30:39] of the emergency services that we're
[30:41] going to need at that event.
[30:44] And we're going to be planning with Garrett Harmon
[30:46] and his staff at field and the Trash Pandas
[30:49] to make sure that we are ready and prepared for that event.
[30:54] I want to extend congratulations to council member
[30:57] white and chief Williams, who were accepted
[31:00] into leadership greater Huntsville's flagship program
[31:04] and historic class 40.
[31:07] So it's the 40th anniversary, and I can't think of two people
[31:11] who could represent the city of Madison any better than you two.
[31:14] And we're very proud to have you part of that program
[31:18] this Wednesday.
[31:19] I will be at field with the first meeting of the mayor's
[31:24] Youth Council, and I'm so excited about getting
[31:28] to work with 33 young high schoolers
[31:30] here in the city of Madison to talk to them not
[31:34] only about civic engagement, about how
[31:36] they can register to vote, and also jobs that are in the city.
[31:41] Throughout that program, we're going to be focused on workforce
[31:43] and civic engagement and service,
[31:46] and that is why I can't be here at City
[31:49] Hall for the visioning session.
[31:50] It would take something like that to tear me away.
[31:53] I'm very excited that you're doing this at City Hall,
[31:55] and I know you're going to have a lot of good attendance
[31:58] from our city council members, so I hope the public can come
[32:02] Wednesday night to attend that.
[32:04] Finally, I'd like to comment and give praise to our police
[32:08] force last Tuesday evening.
[32:10] There was an alert that was sent out due to a mental health
[32:14] emergency that had occurred in on the Limestone County
[32:18] side of Madison, and our police officers
[32:20] and our own police chief, Chief Gandy,
[32:24] were there handling that issue.
[32:27] Because of the well trained CIT officers,
[32:30] because of how well trained and the emphasis that chief Gandy
[32:34] places on training, I think that we could not
[32:37] have had a better result than what
[32:39] we did last Tuesday evening.
[32:41] And I just want to thank Chief Gandy.
[32:43] And the entire police force for how well they perform their jobs
[32:48] and how well they take care of us
[32:50] and how well they handled a very difficult situation.

[32:59] So a couple of things.
[33:00] Last Thursday was the last third Thursday event for the summer.
[33:06] I want to really thank the Downtown businesses and all
[33:09] the vendors who came out to all those events over the summer
[33:13] and made downtown Thursday night just a great time to walk
[33:17] around, meet friends, meet neighbors, engage in commerce,
[33:22] and basically just we got to show off downtown for that.
[33:26] I want to also say that work continues downtown.
[33:29] If you've been down there.
[33:30] Madison utilities continues their water
[33:33] line replacement down there, so keep that in mind.
[33:35] They're still working.
[33:36] The plan is, I think for the end of this week
[33:39] or next week, potentially, they will complete church.
[33:42] After that, they will then move on to either front or Arnett.
[33:45] I think it's Arnett is the next but one of those two streets.
[33:49] Been a lot of questions of people saying,
[33:50] is this going to be going on during street festival.
[33:53] The answer to that is no.
[33:55] Madison utilities has committed that they will not begin any
[33:58] work that they cannot complete by the 25th of September,
[34:02] to give time for clean up and everything for street festival.
[34:06] So there will not be a work zone during street festival.
[34:10] It will, however, not be repaved until next year.
[34:14] So the patch pavement that you see there now,
[34:17] on the North part of church and on college
[34:20] is what you will see on whatever roads are completed.
[34:24] It's very passable.
[34:25] It's not unsafe, it's not the final that we will have,
[34:28] but that will be done.
[34:30] It's being done basically.
[34:31] So the city can do a repavement of all of those streets
[34:35] next year, and it will be a better
[34:39] result at the end of that.
[34:41] There is one other comment that I had.
[34:46] The street festival also is scheduled for October 3, which
[34:50] is coming at us like a train.
[34:53] It is amazing how quickly the October
[34:56] three date is getting here.
[34:58] And just if you have never been here.
[34:59] I was privileged to actually move into my house
[35:02] on Church Street on the Tuesday before street festival,
[35:06] and they talked about street festival
[35:08] and I thought, oh, this would be kind of neat.
[35:10] We can walk downtown and see a couple of hundred
[35:12] people in a few vendors.
[35:14] That was the year, I think we had 35,000 people.
[35:18] You couldn't stir them with a stick down there.
[35:21] It is such an opportunity that we have to showcase Madison
[35:25] to the North Alabama community.
[35:27] There are people that come from quite a ways
[35:30] to attend that event.
[35:32] And the last thing is, again, at the end of this week on Thursday
[35:37] night, Madison utilities has announced
[35:39] that there will be a water shut off for the bottom part
[35:43] of Church Street.
[35:45] It's actually if your address is 100 to 114 Church Street,
[35:48] front and maple, those water will all be shut off for a two
[35:52] hour window between 6 and 8:30 PM to accomplish some
[35:56] integration work down there.
[35:58] I want to thank them for all the work
[36:00] that they are doing to notify council and everything
[36:02] of what they are doing.
[36:04] It is really helpful when we have great communication.
[36:07] And I want to thank all the people who actually
[36:10] email us during the week.
[36:12] I did not realize how many emails and phone calls
[36:15] and stuff that we get from Citizens, some of which
[36:18] are providing great information, sometimes are lodging
[36:21] complaints, and those complaints are very valuable
[36:24] and nothing is more satisfying.
[36:26] Account to a council person, at least to myself,
[36:29] when I can answer someone's questions
[36:31] and give them good facts and so good communication.
[36:35] I also want to compliment the mayor on how well she
[36:37] communicates with council, and just in the efforts
[36:41] that she goes to make sure that we are included in discussions
[36:44] and feel like everybody is a valuable part of the team.
[36:48] So I'm close with that.

[37:13] but for us to have that kind of wind go through
[37:15] and the power go off for a lot of us,
[37:17] and then back to pretty much normal by lunchtime
[37:19] the next day, I mean, the Greenway was all swept off,
[37:21] their sticks were gone.
[37:23] It was like nothing even happened.
[37:24] So we're really lucky to live in a city
[37:26] like this that gets stuff taken care of quick
[37:29] and in an orderly fashion.

[38:24] He talked about our footprint of space and defense
[38:27] here in North Alabama, and also discussed the $13.5 million
[38:32] grant that was secured for our second state veterans
[38:36] cemetery that will be located here in North Alabama.
[38:40] Congratulations to Madison, Alabama.
[38:43] Latter day Saints on their groundbreaking.
[38:45] I see charity out there.

[51:02] as well as a pretty good length of County Road.
[51:06] I've got a map on the following slides I can show you.
[51:08] These also want to do some structural concrete repairs
[51:12] to the bridge on Madison Boulevard between Westchester
[51:16] and next technology down near the alleys and the big A
[51:21] gas station down there.
[51:22] And then just allocating another $81,000 for other small
[51:26] road or paving projects, so a total
[51:30] of a total budget of $881,000.
[51:38] Go to the maps.
[51:39] There's the section of County Road.
[51:41] It's 3525 linear feet from production Avenue
[51:47] North to the railroad overpass.
[51:49] That area is worn down.
[51:52] It's starting to unravel.
